HE government was probing on Tuesday what could be the first case of the SARS-like virus that has infected hundreds in China, health authorities said.

Global health emergency eyed over outbreak CHINA has confirmed human-to-human transmission in the outbreak of a new SARS-like virus as the number of cases soared and authorities Tuesday said a fourth person had died. The news came as the World Health Organization said it would consider declaring an international public health emergency over the outbreak. The coronavirus, which has spread to three other Asian countries and infected more than 200 people in China, has caused alarm because of its genetic similarities to Severe Acute Respiratory Syndrome , which killed nearly 650 people across mainland China and Hong Kong in 2002-2003. The discovery of human-to-human transmission comes as hundreds of millions of people are criss-crossing the country in packed buses, trains and planes this week to celebrate the Lunar New Year with relatives. Enhanced screening measures including fever checks have been set up at airports in Australia, Bangladesh, Hong Kong, Nepal, Singapore, Thailand, Tai- AIRPORT ANTICIPATION. from the P30 billion requested by the administration to augment the government’s calamity fund for the eruption. “If need be, the House leadership is even willing to increase the amount of the supplemental budget to as much as P50 billion,” he said. The House will await the proposal of the Department of Budget and Management regarding the supplemental budget proposed by the President and vowed to support its swift passage.

“The House is committed to provide families displaced by the explosion of Taal Volcano long-term and permanent solutions to their woes,” Romualdez said. The chamber has decided to hold a session at Batangas City Convention Center today (Wednesday) to gain first hand knowledge of the situation and listen to the complaints of affected residents. A five-year-old child arrived in the Philippines Jan. 12 from the central Chinese city of Wuhan, where the disease was discovered, and has been hospitalized since with flu symptoms. While the child tested positive for a virus, authorities in Manila say they are not sure if it is the same 2019 novel coronavirus that has killed four people in China and sickened people in three other Asian countries. “The child is considered a person under investigation,” Health Secretary Francisco Duque III told a press briefing. Samples from the child were sent to a lab in Australia for further testing and authorities are awaiting the results, he added. The child was already showing symptoms like fever, throat irritation and cough before arriving in the Cebu with a parent, the Health department said. Three other travelers from China were checked by authorities at the Kalibo International Airport, but they did not show symptoms that corresponded with the warning issued by the World Health Organization about the virus from Wuhan. LGUs told: Show cause for ‘window’ LOCAL government leaders who will insist on providing “window hours” to the Taal Volcano evacuees intending to retrieve belongings and feed animals in the areas within the danger zone will be dealt with accordingly, the Interior department said Tuesday. “The Department of the Interior and Local Government announced that there will be no more window hours for those areas susceptible to three risk factors as mentioned by PHIVOLCS in their assessment,” DILG-CALABARZON Director Elias Fernandez said in a television interview. “If the local chief executives concerned refuse to heed the advisory coming from the DILG, we will issue them show-cause orders,” he said. Few signs of life in no-man’s land A DESOLATE landscape of ash dunes and bare trees left by the eruption of the Philippines’ Taal Volcano lay in contrast with a few signs of life at ground zero of the disaster on Tuesday. The island site was buried by massive deposits of ash when Taal erupted last week and remains under a mandatory evacuation order due to a feared bigger blast. Yet about a dozen white cows milled near dust-blanketed homes, and several brightly colored boats were docked at the shore on Tuesday, according to an AFP reporter taken on a rare military flight around the area. Thin plumes of steam rose from the crater. Authorities have said any outward signs of an imminent eruption have been weak over the past several days. But scientists warn the volcano is still at risk of a major blast, and more than 110,000 people have taken refuge in shelters away from danger. ASG abducts 5 Indonesian fishermen, lets 3 others go ABU Sayyaf militants from the Philippines seized five Indonesian fishermen from a vessel off eastern Borneo, Jakarta officials said Tuesday, the latest in a series of abductions in the area. Indonesia’s foreign ministry said it was working closely with Malaysian and Philippines authorities to rescue the crew, while urging other fishermen to avoid the area. Eight crew members were aboard the vessel when it was boarded by the militants—who have distant links to the Islamic State organization—but three were allowed to go free. Abu Sayyaf is a group of self-proclaimed Islamic militants based in the southern Philippines who have engaged in bombings as well as kidnappings of Western tourists and missionaries for ransom since the early 1990s. In recent years the group has also preyed on cargo ships, tugboats and fishing vessels in poorly policed waters of the region near the sea borders with Malaysia and Indonesia. AFP

Graft court drops charges vs. Purisima By Maricel V. Cruz CITING lack of probable cause, the Sandiganbayan has dismissed the graft and usurpation-of-authority charges against National Police Chief Alan Purisima and Special Action Force Commander Getulio Napeñas for the bloody Mamasapano incident four years ago. “The charges against accused [Napeñas] are ordered dismissed for lack of probable cause, without prejudice to the filing of the appropriate charge/s against him,” the court’s Fourth Division said in its decision. “The Motion to Quash of accused Alan Purisma is granted. The charges against said accused are dismissed without prejudice to the filing of the appropriate charges against him. The Ombudsman filed graft and usurpation-of-authority charges at the Sandiganbayan against former President Benigno Aquino III over the January 2015 carnage in Mamasapano, Maguindanao, that resulted in the killing of 44 police special action force troopers. The filing of charges against Aquino came in the wake of the indictment of his co-accused, dismissed National Police chief Alan Purisima and sacked SAF commander Getulio Napeñas. Graft and usurpation of authority are criminal offenses under the law. However, Aquino was the only respondent in the two cases because Purisima and Napenas are facing the same charges at the anti-graft court’s Fourth Division. “… in dismissing the present cases, the Court does not conclude that herein accused are without any liability in the conduct of the operations of Oplan Exodus,” the Sandiganbayan said.

Probe of ’onerous’ deals widens A By MJ Blancaflor

NOTHER contract will be scrutinized by President Rodrigo Duterte after Salvador Panelo, his spokesman and chief legal counsel, sought the review of UP Ayala Land Technohub’s lease agreement which, he said, appears to be disadvantageous to the government.

Panelo on Tuesday said he would recommend the review of the agreement between Ayala Land Inc. and University of the Philippines Diliman since the rent being paid by the company seemed low. He was referring to the 25-year lease deal in 2006 that said the development and conversion of the 20-hectare land across the UP Diliman campus along Commonwealth Avenue for the Technohub, which serves as a “low-density complex” for business process outsourcing firms.

Ayala Land said the lease rate paid to UP was P171 per square meter, bigger than Panelo’s claim on Sunday that it was merely P20 per square meter. In a statement, Ayala Land said “UP will receive a total value of P171/square meter/month. This was derived from P4.23 billion in lease payments and P6 billion investment in 16 commercial buildings for a total amount of P10.23 billion over the life of the 25-year contract. “After 2033, UP as owner will receive

100 percent of the buildings’ rent. UP also continues to own the land which has appreciated in value since the start of the partnership. But Panelo said the P171 rate per square meter was still paltry and disadvantageous to the government. “It looks like the government is on the losing end of this deal, he said. Reacting to Panelo’s claim, Ayala Land said it welcomed a “transparent review” of its lease contract with UP. Ayala Land said the Technohub complex will yield a total of P10.23 billion in lease payments to the state university and when the contract lapses in 2033, UP will own all buildings in the complex including rights for collecting all rental fees. “We believe this development has been fruitful and beneficial for UP, ALI and the community,” Ayala Land said. The Ayala Group has been under hot water after President Duterte repeatedly

assailed its subsidiary Manila Water Co. Inc., one of the two major water concessionaires in Metro Manila, for its alleged onerous 1997 agreement. Last Friday, Duterte said he would also review the Manila Light Rail Transit contract, where the Ayala family is also involved. The consortium of Ayala Corp. and Metro Pacific Investments Corp. of tycoon Manuel V. Pangilinan took over in 2015 the operations of LRT Line 1, the first elevated commuter train in Metro Manila that stretches from the Muñoz station in Quezon City to Baclaran in Pasay City. The President had earlier vowed to “correct” all government contracts with private firms before he stepped down from office in 2022. He specifically tasked the Office of the Solicitor General and the Department of Justice to check all existing contracts with the private sector.

DOH Epidemiology Bureau Chief Dr. Chito Avelino said the young boy was immediately confined in a hospital at 6 p.m. after arriving in Cebu City three hours earlier. Before entering the Philippines, the boy had a fever, throat irritation and a cough. Samples from the patient were first tested at the Research Institute for Tropical Medicine and yielded negative results for MERS-CoV and SARS-CoV. Duque also said they are still monitoring the three people with flu-like symptoms who entered through the Kalibo International Airport from China. He said the three, who were initially admitted in a hospital in Aklan, have no history of travel to Wuhan and no known contact with a confirmed 2019 novel coronavirus (2019-nCoV) case, SARS or sick animals. Throat samples from these patients were already sent to RITM for testing. All three cases are currently well and are no longer manifesting any symptoms. Duque said the DOH is enhancing its coronavirus laboratory testing capacity, hospital preparedness, rapid response, and its risk communication and information dissemination. Personal protective equipment are available at the Bureau of Quarantine, Centers for Health Development, and DOH hospitals. He said they are also closely monitoring individuals who manifested signs of respiratory infection and had a history of travel to China and is coordinating with WHO and China Center for Disease Control for updates. “I encourage the health workers to be vigilant and take extra precautionary measures when in contact with patients with acute respiratory infection, especially those with travel history to China,” Duque said. The Bureau of Quarantine is working with airlines and airport authorities to strengthen border surveillance, while the Epidemiology Bureau is heightening its community surveillance. The DOH advised the public to practice frequent hand washing, avoid unprotected contact with farm or wild animals, practice proper cough etiquette–maintain distance and cover coughs and sneezes with a tissue or the crook of your elbow, avoid close contact with people showing cold or flu-like symptoms, and ensure that food is

well-cooked. “I urge travelers with symptoms of respiratory illness, either during or after travel, to seek medical attention immediately. I also call on our health facilities to enhance standard infection prevention and control practices, especially in our emergency departments. We must always be ready,” added Duque. WHO Country Representative Dr. Rabindra Abeyasinghe said they are working with their members states to better understand the new disease. At this point, he said there is still a lot that’s unknown. “We are not sure of the source—if they came from animal or meat or another source,” he said. He also believes there maybe humanto-human transmission. He said this was demonstrated by the fact that among those 222 confirmed cases, there were 14 hospital employees caring for sick people. At present, he said the guidance of WHO is to use the “tried and tested guidelines” that they have used for preventing infection and control during previous coronavirus infections such as the MERS-CoV and SARS. Furthermore, he said they are working very closely with Chinese authorities to get a better understanding of these information. On Dec. 31, 2019, a clustering of pneumonia cases of unknown etiology was reported in Wuhan, China. The outbreak was later determined to be caused by a 2019-nCoV, a new coronavirus strain that has not been previously identified in humans. Coronaviruses are a large family of viruses ranging from the common cold to more serious infections such as MERSCoV and SARS-CoV. Common signs of coronavirus infection include respiratory symptoms, fever, cough, shortness of breath and breathing difficulties. In severe cases, it can cause pneumonia, acute respiratory syndrome, kidney failure, and even death. A WHO statement said as of Tuesday, there has been no confirmed 2019 novel coronavirus case in the Philippines. Senator Imee Marcos warned, however, that an influx of Chinese vacationers celebrating the new year could spread the new strain of pneumonia-causing virus here. She also cautioned that the lax immigration procedures for Philippine offshore gaming operators also increased the country’s health risk to the virus. With AFP

Health authorities there, where a seafood market has been identified as the center of the outbreak, said Tuesday that an 89-yearold man became the fourth person to die from the virus and that 15 medical staff had been infected. A second case was also confirmed in Shanghai on Tuesday, while five people have been diagnosed with the illness in Beijing. The virus has also reached Japan, Thailand and South Korea, with four people hospitalized after visiting Wuhan. A man showing symptoms of the disease who had traveled to the Chinese city has been put in isolation in Australia as health officials await test results, authorities said Tuesday. Zhong Nanshan, a renowned scientist at China’s national health commission, confirmed that the virus was being transmitted between humans, state media reported late Monday.

The WHO had previously identified animals as the likely primary source, but had warned of “some limited human-to-human transmission.” Zhong told CCTV that patients can contract the virus without having visited Wuhan. He also said 14 medical staff had been infected but it was not clear if he was referring to the Wuhan cases. In southern Guangdong province, two patients were infected by family members who visited Wuhan, he told CCTV. The WHO said a key emergency committee would meet Wednesday to determine whether to declare an international public health emergency. The agency has only used the rare label a handful of times, including during the H1N1—or swine flu—pandemic of 2009 and the Ebola epidemic that devastated parts of West Africa from 2014 to 2016. The number of people hit by the new coronavirus is expected to rise, especially with increased monitoring and testing for the disease. Doctors at the University of Hong Kong released a study on Tuesday estimating that

there have been 1,343 cases of the new virus in Wuhan. Scientists at Imperial College in London said last week the number was likely closer to 1,700. The Chinese government announced Tuesday it was classifying the outbreak in the same category as SARS, meaning compulsory isolation for those diagnosed with the disease and the potential to implement quarantine measures on travel. China’s President Xi Jinping said that the virus must be “resolutely contained” and said information must be released “in a timely manner,” in his first public comments on the outbreak on Monday. The Communist government was accused of covering up the SARS outbreak in 2003 but some foreign experts have praised the swift release of information on this new virus. “The speed of response is testimony to improved global preparedness,” said Jeremy Farrar, director of British health care foundation Wellcome Trust. “But we must not be complacent, there is still much to be done to ensure countries across the world are protecting people from

epidemic threats of diseases known and unknown,” he said. Asia stepped up its defenses Tuesday against the new SARS-like virus, introducing mandatory screenings at airports of arrivals from high-risk areas of China as authorities move to head off a billowing regional health crisis. From Bangkok to Hong Kong and Seoul to Sydney, authorities have gone onto high-alert over the new coronavirus, following China’s confirmation of the first case of human-tohuman transmission of the deadly illness. Four people have died in China while scores more have been infected with the virus. Thai authorities have introduced mandatory thermal scans of passengers arriving from high-risk areas of China at its airports in Bangkok, Chiang Mai, Phuket and Krabi. Those passengers will be screened “without exemption,” Health Minister Anutin Charnvirakul said in a statement, adding if they exhibit signs of fever they will be quarantined for 24 hours for monitoring. A quarter of all international flights from Wuhan—the epicenter of the deadly virus—arrive in Thailand. AFP

ate the conditions of those affected by the volcano’s eruption and enable them to recover from their economic losses. Meanwhile, Deputy Speaker and Batangas Rep. Vilma Santos-Recto echoed the proposal of his husband, Senator Ralph Recto, for the creation of Taal Commission for the relief and rehabilitation efforts in areas affected by the eruption of Taal Volcano. Citing data from the Batangas Provincial Risk Reduction and Management

Office, Santos-Recto said about 41,000 families or about 180,000 individuals are currently staying in 448 evacuation centers within and outside Batangas as of Jan. 19, 11 p.m. “These evacuation centers must be equipped with capabilities and facilities to respond and serve the needs of our people who would be affected by disasters and calamities. This is what we call a one-stop shop evacuation center,” she said. Initial estimates from the National

Economic and Development Authority indicate that the economic losses as a result of Taal’s eruption have reached P7.63 billion. The Department of Agriculture in Calabarzon reported that the total agricultural damage in Batangas, Cavite and some parts of Laguna has reached P3.06 billion. Earlier, President Rodrigo Duterte promised to expedite the release of all forms of help to those who suffered from the recent volcanic eruption with the im-

mediate passage of a P30-billion supplemental budget. As this developed, Senator Panfilo Lacson said they will have to find out how much is readily available in calamity funds (NDRRMF) of the national government and the local government units (LGU’s) affected. LGU’s are mandated to allocate at least 5 percent of their regular sources of income including their IRA for their LDRRMF.

EIGHT in 10 Filipino respondents were satisfied with the performance of President Rodrigo Duterte, with a net rating of +72 or “excellent,” a Social Weather Stations survey showed Tuesday. The poll, conducted from Dec. 13 to 16 last year, found 82 percent of adult Filipinos were satisfied with his performance. Ten percent were dissatisfied while 8 percent were ambivalent. Compared to the Sept. 2019 survey, President Duterte’s satisfaction rating rose by four points from 78 percent—classified as “very good”—while dissatisfaction fell by three points from 13 percent. Half of those polled also said they were expecting the President to fulfill all or most of his promises. The same survey showed that 72 percent of respondents were worried about Duterte’s health, with 61 percent saying his health condition is a public

matter. The health of the 74-year-old chief executive took the spotlight last year after he cut short a trip to Japan because of “unbearable pain” in his lower back and hips. The pain, Malacañang said, was due to a motorcycle mishap. Duterte also revealed he has a rare neuromuscular disease called myasthenia gravis, an addition to a long list of ailments the President claimed he has. Critics demanded the release of Duterte’s medical bulletin, noting that transparency about the President’s health is enshrined in the 1987 Constitution, but the Palace has repeatedly downplayed concerns about his health. The survey polled 1,200 Filipinos from Metro Manila, Luzon, Visayas, and Mindanao and it has a sampling error margin of ±3 percent for national percentages.

Bornas, Volcano Monitoring and Eruption Prediction Division chief, cited the occurrence of less earthquakes in Taal Volcano. Since Jan. 12, 1 p.m., the Philippine Seismic Network recorded 718 volcanic earthquakes, but only five volcanic quakes were observed since Jan. 20, 5 a.m. until the following day in the morning. Still, Bornas told evacuees not to go back to the volcano island and high-risk areas in the 14-kilometer radius of the volcano’s main crater. PHIVOLCS says the communities within the 14-kilometer radius from Taal Volcano’s main crater may be affected by volcanic tsunami, ballistic projectiles and base surge should the expected hazardous eruption occur. But the agency said Tuesday it understood the concerns of local government units in the high-risk areas of Taal Volcano. However, it will not change its opinion on the dangers of an imminent explosive eruption. PHIVOLCS’ Volcano Monitoring and Eruption Prediction Division head Maria Antonia Bornas made the statement a day after Talisay, Batangas, Vice Mayor Charlie Natanauan lambasted the agency for supposedly alarming the public with its volcano warnings. Natanauan questioned the PHIVOLCS’ ability to predict an eruption and said his constituents should be allowed to return to their houses. The head of the Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon) police on Tuesday warned Natanauan that he will be thrown into Taal Volcano as a “sacrifice should residents listen to him

News DoTR to recall order cancelling motor taxis’ pilot runs By Darwin G. Amojelar and Macon Ramos-Araneta THE Department of Transportation said it is considering to recall its order canceling the test run for motorcycle taxis in Metro Manila and Cebu. “The Inter-Agency TWG on Motorcycle Taxis is considering the sentiments raised by the members of the Senate Committee on Public Services as well as by other stakeholders. in fact, right after the Senate hearing, the TWG immediately convened to initially discuss such sentiments,” Goddess Hope Libiran, spokesman of DOTr, said. “The TWG shall further discuss all these on Wednesday. After which, a report shall be submitted to Transport Secretary Arthur Tugade,” she added. DOTr issued the statement after several senators urged the agency to reconsider its decision terminating the test run from Dec. 23, 2019 to March 23, for motorcycle taxis. In a public hearing on Monday that tackled the legalization of motorcycle taxis, Senator Grace Poe urged the TWG to continue the pilot run in order to aid the Senate in getting data to craft the proper legislation that regulates motorcycle taxis in the country. “In this panel, we are unanimous in our opinion that the study must continue. Isuspend niyo muna ang pagbuwag sa pilot run. We won’t come up with a meaningful and effective law without the pertinent studies,” Poe said. The senate hearing was also attended by other senators Ralph Recto, Win Gatchalian, Bong Go, Imee Marcos, Joel Villanueva, Koko Pimentel, and Bato dela Rosa.

RESIDENT Rodrigo Duterte might be swayed to attend a summit between the United States and the leaders of the Association of Southeast Asian Nations, despite a recent US legislation banning entry of all Philippine officials supposedly behind the arrest of Senator Leila De Lima “Given that this is an Asean meeting of leaders, maybe the President will be persuaded. But I will ask him,” Presidential Spokesman Salvador Panelo said Tuesday. Foreign Secretary Teodoro Locsin Jr. on Monday said he and his nine counterparts in the Asean has reached a consensus to attend the summit that would be held

early March in Las Vegas, upon the invitation of US President Donald Trump. President Roderigo Duterte, however, has yet to announce if he will attend the summit after Trump approved America’s 2020 budget containing a provision which bans Philippine officials behind the detention of Senator Leila de Lima, a vocal critic of the administration’s anti-

drug campaign. The provision mandated US Secretary of State Mike Pompeo to bar local officials from entering their territory, proven that they were linked to the “wrongful imprisonment” of De Lima, who claims she has been persecuted by the Duterte administration. The President has repeatedly said he would never set foot on American soil, even if he was twice invited by Trump to visit Washington. The two leaders met during the 2017 ASEAN meeting held in Manila. In the last Asean summit, most of leaders did not show up at the USASEAN discussion in Bangkok that was also skipped by Trump and Duterte. The United States was represented by Trump’s national security adviser Robert O’Brien, while the Philippine government was represented by Locsin.

NBI nabs two Chinese for human trafficking OPERATIVES of National Bureau of Investigation-Anti-Organized and Transnational Crime Division (NBIAOTCD) arrested two Chinese nationals in Makati City for Human Trafficking last Jan. 15, in line with the relentless campaign of the Bureau against human trafficking. NBI Director Dante Gierran identified the suspects as Zhang Lian Wei and Li Wu Tao. Charges of violation of RA 9208 (Anti-Trafficking in Persons Act of 2003) as amended by RA 10364 (Expanded Anti-Trafficking in Persons Act of 2012) were filed against the suspects before the Office of the Prosecutor General, Department of Justice, Manila. Proper coordination was made with the Bureau of Immigration for the schedule of turn-over of the Chinese women sex workers, as well as for the filing of charges and deportation. The suspects were arrested in an entrapment operation which stemmed from an intelligence information that a group of Chinese nationals is operating a prostitution den in Makati City that offers sexual services exclusively to Chinese men. Acting on the said information, NBI-AOTCD operatives conducted an entrapment operation on Jan. 15, 2020. The poseur-customer called the number provided in the lighter being distributed by the group of Chinese nationals. The poseur-customer was then instructed by the pimp to proceed to the lobby of a hotel along Makati Avenue, Makati City. He was fetched by a Chinese male at the hotel lobby and was led to 11th floor and there met suspect Zhang who brought the poseur customer to a room where several Chinese women were waiting to be chosen. Casanova, Embang named to gov’t posts By MJ Blancaflor and Rio N. Araja AUTHOR and stage director Arthur Casanova was named as the new commissioner of the Komisyon sa Wikang Filipino for the Tagalog language, succeeding National Artist Virgilio Almario. Casanova, who wrote over 40 books and known for his work in theater, will serve as a full time commissioner until 2027. Meanwhile, Bureau of Fire Protection acting chief Jose Embang Jr. was promoted to the rank of Fire Director, days after he became BFP officer-in-charge. Embang replaced former Fire Director Leonard Bañago, who concluded his service after reaching the mandatory retirement age of 56. President Rodrigo Duterte also appointed new judges at the Regional Trial Courts and police colonels at the Philippine National Police, according to a list released by the Palace Tuesday. Meanwhile, with the appointment of Lt. Col. Archie Gamboa as the new Philippine National Police chief, the Commission on Human Rights is said it was looking forward to a better partnership, as it asked the new PNP chief to make good on his

promise of an internal cleansing. In a statement, CHR lawyerspokesperson Jacqueline de Guia welcomed the appointment of Gamboa. “We trust that he will live by his statement of ensuring that all cops uphold due process, human rights, transparency, and public accountability -- hopefully, not only under his leadership, but as a legacy of reform among their ranks from hereon,” she said. “Under this new leadership, we hope that the PNP will rehabilitate its image by showing greater transparency in its operations and faithfully enforcing the law, especially for cases of alleged extrajudicial killings. At the same time, we look forward to greater cooperation from the PNP in investigating cases of human rights violations,” she added. Gamboa, a lawyer, assumed the top PNP post last Monday as President Rodrigo Duterte promoted him to a fourstar officer, the only one in the PNP to hold such rank. He vowed to ensure that every PNP member would be respectful of the rule of law, and aboveboard and compliant with the requirements of due process, human rights, and transparency and accountability.

CJ Peralta leads launch on Rule on Competition Law under PCA CHIEF Justice Diosdado Peralta on Tuesday led the formal launching of the Rule on Administrative Search and Inspection under the Philippine Competition Act or Republic Act No. 10667, which is intended to help in the investigation and prosecution of offenses punishable under the competition law. In his speech during the seminarworkshop for special commercial court Judges and its pairing courts on the Rule on Administrative Search and Inspection under the PCA at the Rizal Park Hotel, Manila, Peralta said the launch was “more than just a symbolic ceremony” but an “an opportunity to celebrate the result of months of hard work and effort that Supreme Court’s Special Committee for the Rules on Inspection, the Court’s resource persons, and the officials of the Philippine Competition Commission partners poured onto the completion of this initiative.” Peralta serves as the chairperson of the SC’s Special Committee for the Rules on Inspection. Underscoring the importance of procedural rules as “fundamental part of any judicial system,” the chief magistrate admitted that he included the continuous revision and issuance of rules of procedure so as to make the law more responsive and accessible to the needs of court-users and the conduct by the Philippine Judicial Academy of more skills-based training for judges and court personnel” when he assumed office as 26th Chief Justice in October last year. Peralta said the SC is constantly improving laws on procedure so that the courts may provide effective service to the public. Peralta explained that procedural rules “ensure that the results of court processes and issuances are in accordance with the principles of justice and legitimacy” and “form vital links that connect the domain of substantive law to that of judicial administration– ensuring that the application of the law in relation to the rights and liberties of the public is not only accurate but is also orderly, timely, and intelligible.” Under an en banc resolution, the rule shall govern the application, issuance and enforcement of an inspection order for administrative investigations of alleged violations of the PCA, its implementing rules and regulations, and other competition laws. The Rule took effect on November 16, 2019. The PCA “is the primary competition policy of the Philippines for promoting and protecting competitive market.” It defines and penalizes anti-competitive agreements, abuse of dominant position, and anti-competitive mergers and acquisitions. It also gives the Philippine Competition Commission (PCC) the power, upon order of the court, to undertake inspections of business premises and other offices, land and vehicles, as used by the entity, where it reasonably suspects that relevant books, tax records, or other documents which relate to any matter relevant to the investigation are kept, in order to prevent the removal, concealment, tampering with, or destruction of the books, records or other documents. However, the detection, investigation and prosecution of violations of the PCA and related laws require a rule of procedure for the application, issuance and implementation of inspection orders in competition cases.

The biggest waiting game

WE ARE now in the middle of the biggest waiting game in the nation. When will be the Big Bang of the now world famous Taal Volcano, its explosion or eruption, with all its fire and fury, grit and grime? The state agency PHIVOLCS (Philippine Institute of Volcanology and Seismology) raised Alert Level 4 at 7:30 p.m. on Sunday, Jan. 12. Alert Level 4 is “hazardous explosive eruption is possible within hours to days.”

Just when the explosion will happen, we cannot say exactly. After the 2:30 p.m. full eruption on Jan. 12, which lasted for about five hours, Taal seems to have simmered down and settled on just generating steam, spewing it out, along with ash and gas, daily since Jan. 12, Sunday, by the tons. As of this writing, Tuesday afternoon, here is the latest PHILVOLCS advisory as of 8 a.m. Jan. 21: “Activity in the Main Crater in the past 24 hours has been characterized by weak steam emission that generated ash plumes 500-600 meters tall and dispersed ash southwest of the main Crater. Sulfur dioxide (SO2) emission was measured at an average of 344 tons/day. “The Philippine Seismic Network plotted a total of seven hundred eighteen (718) volcanic earthquakes since 1 p.m., Jan. 12. One hundred seventy-six (176) of these registered at magnitudes M1.2—M4.1 and were felt at Intensities I—V. Since 5 a.m. on Jan. 20, until 5 a.m. today,

there were five (5) volcanic earthquakes plotted, registered at magnitudes M1.6-M2.5 with no felt event. “For the past 24 hours, the Taal Volcano Network, which can record small earthquakes undetectable by the PSN, recorded four hundred forty-eight (448) volcanic earthquakes including seventeen (17) low-frequency earthquakes. Such intense seismic activity likely signifies continuous magmatic intrusion beneath the Taal edifice, which may lead to further eruptive activity. “Alert Level 4 still remains in effect over Taal Volcano. This means that hazardous explosive eruption is possible within hours to days. DOST-PHIVOLCS strongly reiterates total evacuation of Taal Volcano Island and high-risk areas as identified in the hazard maps within the 14-km radius from Taal Main Crater and along the Pansipit River Valley where fissuring has been observed. Based on PAGASA wind forecast, if the eruption plume remains at 3.0 km or below, ash may be drifted to the municipalities south, southwest, west and northwest of Taal Volcano; if the eruption plume is between 3.0 and 5.0 km, ash may also be drifted to some towns of Cavite and western Laguna. However, if a major eruption occurs within the forecast period and the eruption column exceeds 5.0 km, ash may also be drifted over Metro Manila and parts of Laguna, Rizal, Marinduque and Quezon provinces. Residents around the volcano are advised to guard against the effects of heavy and prolonged ashfall. Civil aviation authorities must advise pilots to avoid the airspace around Taal Volcano as airborne ash and ballistic fragments from the eruption column pose hazards to aircraft. DOST-PHIVOLCS is continually monitoring the erup-

T

HE Social Weather Stations found that seven in 10 Filipinos would prefer a ban on singleuse plastics.

Respondents to the survey said sando bags, plastic straws and stirrers, plastic labo bags, styrofoam or polystyrene food containers, sachets, tetra packs, plastic drinking cups, cutlery and plastic bottles should be regulated or used less. Six in 10 said they were willing to buy condiments in recyclable or refillable containers instead of sachets. Four in 10 believe that it is the responsibility of companies to fi nd alter-

native materials to use. Other countries have already passed legislative measures aimed to curb production and use of single-use plastics, recognizing that these stay in the environment for a very longtime, and form part of the pollution that can be ingested by humans and marine wildlife, affecting their health. Plastics are also known to smother coral reefs. This knowledge, of course, was never known to many in the past, which is why entire generations of Filipinos grew up consuming products in convenient packaging. The familiar “tingi” distribution manner—from instant coffee to detergent soap—is often seen as pro-poor because

many cannot afford to buy supplies in large, bulk quantities. Unfortunately, the practice is anti-environment, and in the long run threatens not just the well being of the poor but everybody. The survey results are heartening because it shows that Filipinos are aware of the hazards to the environment, and are willing to make sacrifices even if it means developing new habits to substitute what has been convenient for them for the longest time. Private companies, for their part, have an opportunity to show they are worthy corporate citizens by making their products available in packaging that at the very least does not worsen the environment’s state.

REPORTS have it that US President Donald Trump has invited President Rodrigo Duterte and the nine other ASEAN heads of state to a summit between the US and leaders of ASEAN in Las Vegas to be held on March 14. In a statement, Malacañang noted that the invitation was first extended by the US President in Bangkok during the ASEAN Leaders Summit last November and reiterated through a letter from the White House last Jan. 9. This invitation comes in the heels of the signing by Trump of the US 2020 budget which has a provision advising US Secretary of State Mike Pompeo to “prohibit those involved in Senator Leila de Lima’s detention from entering the US” which was inserted and principally authored by Democratic Senators Durbin and Leahy. Specifically, the advisory contained in the “Prohibition on Entry” section permits Pompeo to prohibit Philippine government officials “about whom the Secretary has credible information have been involved in the wrongful imprisonment of De Lima” from entering the US. It will be interesting how the US government will now treat President Duterte, who is clearly the main subject of that Durbin-Leahy insertion with this official invitation. Will Pompeo oblige and start the process of “..determining..” whether there is “.credible information..” to prohibit President Duterte from entering the US and attending the summit? Or will he simply shrug his shoulders and demur that as far as his agency is concerned, they do not have any credible information to do so? I have no doubt Pompeo will do what every professional diplomat and gra-

cious host does under the circumstances—extend all the courtesies to the visitors and refrain from lifting a finger to start any process of prohibition, even of the slightest or most insignificant one. Not even a whiff of prohibition will be heard from him otherwise he will get a mouthful from his boss, President Trump.

If I were the President, I would go. After all, President Duterte has been invited by Trump twice before to visit the US which he respectfully declined. Other government and non government officials, here and abroad, have been urging him to visit as well, specially since he has been repeatedly saying that he is pursuing an independent foreign policy (friends to all, enemies to none) which has perplexed America and its closest allies no end. After all, he has traveled many times over to the capitals of the major powers—five times to China, thrice to Japan and twice to Russia. So, why not show some balance and visit the US and selected European countries—the traditional destinations of past administrations? Well, we will soon find out whether President Duterte will listen to these entreaties this time around and finally accept this third invitation toward the end of his term. If I were the President, I would oblige and accept the invitation. That will serve as a powerful statement that he is truly a leader worthy of his word—a friend to all, enemy to none. Equally important, he will be able to personally show the American people that the Philippines remains America’s steadfast ally in the Asia-Pacific and assure the millions of Filipinos in the US that we care for their rights and welfare and are with them in strengthening our Turn to A5

Opinion Surplusage or effective governance?

PARDON me for writing this piece on the plans of Congress to rush three “landmark” laws creating three departments. I know the intentions are noble. But they may be more reactive than absolutely necessary considering the many problems and crises that we have been experiencing on these three fronts of late. The devil will always be on the details. Speaker Alan Peter Cayetano and Majority Leader Martin Romualdez have stated that they would prioritize the passage of laws creating a Department of Disaster Resiliency, a Department for Overseas Filipinos, and a Department for Water Resource Management. I have written in the past about the need for consolidating all the agencies that have to do with water rights, water distribution management, and other ancillary services such as sewage and water pollution concerns. As it is, the Department of Environment and Natural Resources has to grapple with myriad concerns, let alone conflicting mandates. Why should an agency that is supposed to protect the environment also be in charge of giving licenses and development rights to private companies that would exploit our natural resources? Ideally, environmental protection, especially in this era of worsening climate change conditions, should be under an Environmental Protection Agency, preferably under the Office of the President. In crafting a law that would be in charge of managing our precious water resources, we submit that Congress should also address the bigger picture of natural resource management vis-à-vis the need to

swap unwanted items and exchange tips on living more sustainably. “If we make more responsible choices, we’re not only acting responsibly toward the environment, we’re also being responsible for our lives and our health, and can actually make many changes,” Tang said. For decades, Chinese people lived in a planned economy where everyday goods were rationed and imported products were a luxury. Some aspects of zero-waste living, such as reusing packaging, are familiar to older Chinese people. It used to be common for merchants in the country to require packaging deposits for everyday goods like beer and yogurt, said Mao Da, an environmental history professor at Beijing Normal University and member of the China Zero-Waste Alliance. “We used to think frugality was a glorious tradition,” Mao told AFP. In the past, people would catch fish from the rivers and lakes near her village, but “you can see the pristine water right now just full of rubbish,” explained Yu, who grew up in rural Hubei province,

MAIL MATTERS Commission seeks to maintain a responsive, competent and efficient government workforce WE REFER to Mr. Florencio Fianza’s column (Duty Calls) published Jan. 16, in the Manila Standard, entitled “War on CSC,” which stated, among other things, that the two associate commissioners who were appointed by the current administration are engaged in an asymmetric war with the chairperson of the commission who was appointed by the last administration.” May we be allowed to raise the following points: 1. The undersigned, who was appointed by President Duterte, strongly denies that he is engaged in “an asymmetric war” with the Chairperson. 2. The Commission en banc is composed of the Chairperson and two Commissioners, and not associate commissioners. 3. The CSC is no longer the principal watchdog in the implementation of the Anti-Red Tape Act. The passage of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 has shifted the primary responsibility of implementing and overseeing a national policy on anti-red tape and ease of doing business to

the Anti-Red Tape Authority. 4. The statement that the Commission en banc “xxx has apparently not met in months x x x” is incorrect as the Commission had Commission Meetings, the most recent of which was last January 8, 2020. 5. There is malice to the imputation that the chairman secured her appointment as a political reward from the past administration for having managed the 4Ps because this is not possible considering that immediately prior to her appointment as such, she had been serving as Deputy Secretary General of the ASEAN Secretariat in Jakarta, Indonesia for three years. Finally, the Commission remains committed to pursue the CSC mandate of building and maintaining a responsive, competent and efficient government workforce for the Filipino, devoid of political color and prioritized over personal interests. near Wuhan. Growing incomes and the rise of shopping and delivery apps like Taobao and Meituan have now put impulse shopping and nextday delivery within the reach of millions. Young people who moved away to cities “just bring so many things with packaging” whenever they return to visit, the 28-yearold said. China produced 210 million tonnes of waste in 2017, according to World Bank data, lower than the United States figureof 258 million but expected to jump dramatically as incomes grow. Reduce, reuse, recycle Efforts to tackle consumer waste are “slowly becoming mainstream” in China, Mao said. Shanghai launched an ambitious garbage separation and recycling program in July, requiring residents to sort their own trash or risk fines. Beijing is set to roll out similar regulations this year. In a document released Sunday, the government said the production and sale of disposable polystyrene and plastic tableware will be banned by the end of the year. The plan also outlaws single-use straws in the food and beverage industry this year, while disposable plastic products should not

be “actively provided” by hotels by 2022. Major corporations are also taking note. Chinese e-commerce giant Alibaba said last year it would make its annual Singles Day shopping festival “green” and set up 75,000 packaging recycling points in the country following the shopping bonanza. More than 2.3-billion parcels were shipped in the aftermath of last year’s Singles Day, China’s postal authority said. But corporations tend to emphasize recycling rather than reducing consumption in the first place, even though “we must contain the total volume of the material being consumed,” Mao said. Yu and Harvey are keen to encourage others to try their way of life and have launched The Bulk House, an online store that sells alternatives to single-use products including biodegradable tape made from cornstarch and washable menstrual pads. Yu, who made the change after a difficult move forced her to part with most of her belongings and confront her shopping habit, feels the “zero-waste” approach is good for people as well as the planet. tion and will update all stakeholders of further developments.” Shorn of its gobbledygook, PHIVOLCS, is, in effect saying, eruption will (not may) still happen. Just when, it cannot say exactly. In previous years, displaced residents of 11 towns surrounding the volcano were made to wait up to three months or longer, only to see no eruption. Taal has a history of violent eruptions. In 1754, it erupted for 200 days and destroyed five Batangas towns forever. Its lake waters rose five meters up to its present level, converting what was sea water into fresh water. Four of the five towns have since been relocated. The fifth, Sala, was not revived. Sunday’s early afternoon eruption had no warning, except a Level 1 alert, in place since March 2019, or for more than nine months. So if Taal could erupt even without adequate warning, could it erupt with plenty of warning? Unfortunately, volcanoes have neither logic nor sense of timing. On Dec. 9, 2019, New Zealand’s White Island volcano erupted without warning, with 47 tourists on its crater. Five of them died instantly. Just like Taal’s Jan. 12 eruption, the White Island explosion was phreatic (steam-driven), impulsive and shortlived, with ash plume rising three kms up from the vent. Taal and White Island behaved similarly. They had water in their bowels, which became steam at supersonic speed, expanding at 1,700 times its original volume, creating a nuclear energy that could shatter rocks, excavate or destroy craters, mixing up with gas from below the water level, and then ejecting most everything several kms up into the air, creating a poisonous and dangerous hurricane of ash, rocks, and gas, travelling at EDSA traffic speed,

That visit, if it comes to pass, will also be a good opportunity to lay the administration’s record as far as the matter of human rights and press freedom—two of the most overused issues raised against the President—and let the people including the fiercest critics, in and out of the US government, decide.

He would then be able to inform and educate those critics about the realities on the ground, specially on EJK and other such overly hyped concerns thrown at his doorstep. He would be able to reiterate his administration’s position on the need to respect our sovereignty and our own ways of development even as we uphold the tenets of

good governance and the rule of law. Of course, that visit can also be an occasion for these critics to throw all the dirt they can muster against the administration. That is to be expected. But that should not deter the President from visiting. Let these guys do their worst. I am sure he will be able to take these in stride and be the better for it.

causing untold damage and devastation in its wake. The death toll in the New Zealand eruption: 19. The death toll in the Taal eruption: 0. Why? Well, the Batangueños evacuated themselves, without need for alert or alarm from either Philvolcs or the National Disaster Risk Reduction and Management Council. That means Batangueños can well manage themselves. Taal has plenty of water to boil. Its lake is 180 meters deep and up to 32 kms long. When the volcano boils that into steam and gas, that’s 5.7 million cubic meters of poison, equivalent to 2,300 Olympic-size pools. Add molten rocks, gritty sand and poisonous gas and you have an explosion worse than the end of the world. ••• Meanwhile, a friend of mine sent me a tip about a malpractice suit filed by a businessman engaged in digital media against eight leading doctors connected with a premier suburban hospital. Just before Christmas in December 2017, the tycoon brought his son for what he thought was a routine checkup to the hospital, for persistent coughing. After two days, his son, 25, came out of the hospital a cadaver. The cause of death was “multi-organ failure secondary to infection”. The patient was the businessman’s only son and apparently was not properly treated as a diabetic (he had been, since age 14) and thus was given medicines that worsened his condition, resulting in what is called DKA or diabetic ketoacidosis, a life-threatening complication of diabetes. The National Bureau of Investigation has charged the eight doctors with homicide.

In joining his ASEAN colleagues in this first-ever summit with the US on American soil,Duterte will also be able to reinforce regional solidarity in promoting a strategic partnership with the world’s foremost economic and military power which can only benefit the nearly one billion people in the US and the region as we enter the third decade

MMDA’s Lim commends traffic enforcer Jorge Lukban By Joel E. Zurbano CHAIRMAN Danilo Lim of the Metropolitan Manila Development Authority commended one of the agency’s traffic enforcers who went viral on social media for helping a mother and her sick fiveyear-old child in Alabang, Muntinlupa City. Lim said Jeremi Jorge Lukban, an MMDA Traffic Enforcer 3, must be praised for not hesitating to extend a helping hand to a mother who was bringing her son to the Alabang Medical Center due to high fever. “Mr. Lukban’s good deed is worthy of emulation. It is a clear manifestation of his high sense of dedication to public service. We are proud that he was able to help a mother in need,” said Lim. The incident happened last weekend while Lukban was performing his usual duty. While manning Alabang Zapote Road, he noticed a woman inside a vehicle forcing its way out of traffic, asking for help. Lukban immediately responded and approached the woman, later identified as Mit Javellana, the mother of the boy. Lukban offered to carry the child who was having chills due to high fever to the emergency room of the hospital, located 200 meters away from his post. Lukban’s deed went viral after Javellana posted her experience and shared her gratitude to him on Facebook. Lukban will be awarded a certificate of commendation on the agency’s flag raising ceremony on Monday, Jan. 27. Currently on job order status, Lukban will also be given a permanent position as reward.

Senator to LGUs: Hold calamity drills By Macon Ramos-Araneta

C

ITING the 2019 Global Climate Risk Index wherein the Philippines ranked number five among countries with the highest weather-related losses amounting to $2.932 billion, Senator Francis Tolentino wants local government units to hold calamity drills. “The State must exert all efforts to address against calamities, both natural and man-made, to save not only lives of the citizens in disaster-stricken areas but that of the future generations,” said Tolentino. With the eruption of Taal Volcano last Jan. 12, he cited the need to empower LGUs to prepare and respond to natural disasters. This can be done by facilitating a more detailed coordination framework between LGUs, which includes holding

joint calamity drills, among others. Tolentino said the current framework did not cover comprehensive action plan for LGUs with regard to evacuation and post-recovery operations. The plan, he said, should be at the heart of the country’s disaster response policy. Tolentino, who recently filed Senate Bill 1272 that seeks to expand the country’s Disaster Risk Reduction and Management Framework, said his proposed measure intended to create an

inter-local government unit response mechanism. This includes the identification and creation of permanent evacuation centers, safe refuge zones, evacuation routes and assembly points. It also seeks to provide for evacuation transport and accommodation of persons and animals. “Being the first responder, our LGUs must be fully equipped not just with proper training, but also a comprehensive plan that they will use in case of emergency cases like the sudden eruption of Taal Volcano which caught everyone by surprise,” said Tolentino. The bill also gives LGUs the power to occupy or use private or commercial buildings as evacuation centers or safe zones, subject to compensation by the LGU or the national government in case of the former’s inability to pay.

Sellers of ‘sin’ products face stiff fines PERSONS and business establishments caught selling or distributing alcohol or tobacco products, commonly known as sin products, to minors face stiffer penalties, said Senate President Pro-Tempore Ralph Recto. Recto said he filed Senate Bill 1208, or the Protection of Minors from Sin Products Act, last November to “further protect minors from the hazards of alcohol and tobacco products, including heated tobacco and vapor products.” While there are existing laws such as the Tobacco Regulation Act of 2003 and taxation on sin products that regulate the use, possession, and sale of these products, Recto noted these seemed not effective deterrents to the consumption of alcohol and tobacco products. He said the imposition of stiffer penalties to any person or establishment who facilitate the use, possession or access by a minor and who sells or distributes sin products to minors

is necessary for the protection of the youth. Under the proposed law, any person or establishment who violates the act will be fined P100,000 but not more than P500,000 and imprisoned not less than six years but not more than 12 years. In case the violator is an establishment, imprisonment shall be imposed on the manager, representative, director, agent or employee. Republic Act 9211 or the Tobacco Regulation Act of 2003 imposes a P5,000 fine to any person or any business entity or establishment selling to, distributing or purchasing a cigarette or any other tobacco products to a minor, an imprisonment not more than 30 days on the first offense will be imposed. In addition to the penalties, business entities or establishments face revocation of business licenses or permits on succeeding offenses. Macon Ramos-Araneta

Boat sinks off Boracay, Chinese nat’l dies A CHINESE national died while three others were sent to the hospital after a tourist boat sank off the coast of Boracay Island on Tuesday. In a statement, the Philippine Coast Guard said that its personnel from the Boracay sub-station managed to rescue 23 tourist passengers and three crew members from the capsized boat at 11:04 a.m. The PCG said the members of the rescue team tried and failed to revive 45-year-old Hongfang Kuai after undergoing cardiopulmonary resuscitation. The three hospitalized tourists were identified as Lu Kuaile,11; Gao Yue, 24; and Luo Meimei, 60. After being brought to the nearest hospital for treatment, the PCG said the three hospitalized tourists have regained consciousness and are now in stable condition. Following their rescue, the boat’s crew members reported that the sinking occurred after the boat’s outrigger broke due to strong winds. “The crew members reported that motor banca ‘Jocelyn 1’ encountered strong winds that broke the boat’s outrigger, causing it to capsize,” the PCG said. ‘7 out of 10 Filipinos favor single-use plastics ban’ FILIPINOS favor banning single-use plastics, according to a recent survey commissioned by the Global Alliance for Incinerator Alternatives and conducted by the Social Weather Stations. GAIA in a statement said this highlighted the Filipino people’s strong support for a national ban on single-use plastics (SUPs). The nationwide survey showed that seven out of 10 Filipinos felt the best thing to do with SUPs was to ban their use at all times. Topping the list of materials that should be regulated or used less nationally is sando bags (71 percent), followed by plastic straws and stirrers (66 percent), plastic labo bags (65 percent), styrofoam or polystyrene food containers (64 percent), sachets (60 percent), Tetra pack or doy pack for juices (59 percent), plastic drinking cups (56 percent), cutlery such as plastic spoons and forks (54 percent), plastic bottles for juice (49 percent), and plastic bottles for water (41 percent). In addition, 6 out of 10 said they were willing to buy their food condiments in recyclable or refillable containers instead of sachets while 4 out of 10 feel that companies should find alternative materials to plastic. “The message to political leaders and business is clear: Filipinos reject single-use plastics. By supporting a ban on SUPs, the Filipino consumer is also sending a message to the plastic industry and manufacturers that plastic pollution and throwaway systems are no longer acceptable,” said Beau Baconguis, Break

PLASTICS BAN. Bells ring Tuesday for national single-use plastics ban. A recent SWS survey showed seven out of 10 Filipinos favor a national SUP ban at all times. The call is echoed by the green groups Global Alliance for Incinerator Alternatives Asia Pacific, Break Free From Plastic and Ecowaste Coalition. Manny Palmero Free From Plastic Asia Pacific coordinator. More than 120 have instituted regulatory measures such as bans, levies, charges, and others, aimed at reducing the production and consumption of SUPs. The most recent SUP regulations were by Bangladesh, Thailand, and China, the Indian state of Kerala and the Indonesian City of Jakarta. Further, according to the same survey, 71 percent of Filipinos want to ban the use of plastic at all times while 10 percent feel there is a need to ask the user of plastic to pay higher.

“The results of the survey puts into question the common excuse from the big companies that sachets are pro-poor,” said Froilan Grate, GAIA Philippines executive director. According to the survey, those who are willing to buy their food condiments in recyclables and refillables and those who feel that plastic must be regulated or be used less nationally is highest in Class E at 73 percent. “Sachets and other SUPs are not pro-poor. People buy in sachets because an alternative distribution or packaging systems are not being made available by multinational companies.”

Russia, heat cloud Tokyo games T

OKYO—Uncertainty over Russia’s participation for the third consecutive Olympics and concerns over the heat hang heavy over Tokyo 2020 preparations, with only six months until the opening ceremony.

The Japanese capital has avoided many of the crises that dogged previous Games—International Olympic Committee (IOC) chief Thomas Bach said the city is the best prepared host city he has seen, with facilities complete well ahead of schedule and tickets massively oversubscribed. But elements largely out of organizers’ control have overshadowed the run-up to the 2020 Games, the second time they will

have been held in Tokyo after 1964, when a post-war Japan wowed the world with its technological prowess and economic “miracle”. Chief among these is whether Russian athletes will compete after the World Anti-Doping Agency (WADA) imposed a four-year ban from international sporting events over what it views as a state-sponsored doping scheme. Moscow has appealed to the Court of

Arbitration for Sport (CAS), but sources have told AFP a decision is not expected before May, just weeks before the Games open on July 24. Bach has urged CAS, the world’s highest sports court, to give a decision that “does not leave room for any kind of interpretation”, warning of “real, total confusion” if the ruling is not watertight. Russia’s up-in-the-air participation follows confusion at the Rio Games, where the IOC allowed individual federations to decide whether to permit athletes to compete. At the 2018 Winter Olympics in Pyeongchang, the IOC barred the Russian Olympic Committee but allowed clean

Russian athletes to take part as neutral competitors. ‘Decision without agreement’ Even less predictable than Russian participation is the Tokyo weather, which has resulted in the unprecedented moving of the marathon from the host city over safety concerns. In 1964, the Games were held in October to avoid the hot and humid Tokyo summer where the temperatures can exceed 40 Celsius (104 Fahrenheit). But athletes in 2020 will have no such respite, with some doctors warning there could be deadly emergencies, and concerns have been raised for volunteers, spectators and the competitors. AFP

PH intensifies bid to qualify for Olympics By Peter Atencio HEADS of around 25 national sports association will meet with chef de mission Mariano “Nonong” Araneta and officials of the Philippine Sports Commission to determine the number of athletes joining qualifiers for the 2020 Tokyo Olympics. National training director Marc Edward Velasco believes that this will be a crucial meeting for the NSAs, considering that the Olympics is just six months away. “It will be a crucial meeting. This would make up a good part of the Olympic p r o g r a m , ” Velasco said Velasco during yesterday’s weekly Philippine Sportswriters Association Forum at the Amelie Hotel in Ermita, Manila. The PSC has assembled numerous support teams for Olympic-bound athletes and those who are going to join Olympic qualifiers. The groups assembled are composed of doctors, psychologists, physiologists and conditioning coaches, who will be assigned to specific athletes when they compete in the 2020 Tokyo Olympics. Araneta and PSC Chairman William Ramirez will map out the support that the athletes are expected to receive now that these support groups are made available. So far, pole vaulter EJ Obiena and and gymnast Carlos Yulo are among the early Olympic qualifiers. And they will be needing the help of these support groups in their quest for glory in the Olympiad. Velasco said Chairman Ramirez will be present, along with members of the PSC board and the Philippine Olympic Commitee Executive Committee. So far, Obiena is now in the thick of preparations in Italy, while Yulo is now in Japan to get ready also. More athletes who are dreaming of earning slots are now preparing to join qualifiers in the next six months. So far, three-time Olympian Hidilyn Diaz, will be among 10 Philippine weightlifters who will compete in the Roma 2020 World Cup. Diaz, who won a gold in the 2019 Southeast Asian Games, will join the qualifier set January 27 to 31 at the Pala Pellicone in Rome. Boxing will have a qualifier in China this February, while the associations of taekwondo and swimming are finalizing their plans. Athletics is supporting the bids of female pole vaulter Natalie Uy, sprinterhurdler Eric Cray, runner Kristina Knott, shot putter Willie Morrison and newly added marathoner Christine Hallasgo and Mary Joy Tabal.

RUSSIAN netter Polina Kudermetova upset world no. 9-ranked Alexandra Eala, 5-7, 6-4, 6-2, in the quarterfinals of the 2020 AGL Loy Yang Traralgon Junior International Tennis Tournament in Victoria, Australia. With Eala out of the way, Kudermetova went on to brush off Cella Belle Mohr of France, 6-4, 7-6 (7), in the semis. This set Kudermetova up for a finals’ showdown with Melania Dedal of Italy. The loss gives the 14-year-old Eala time to focus on her stint in the girls’ doubles with teammate Priska Madeleine Nugroho of Indonesia. Dedal moved into a finals clash with Kudermetova after disposing of Spain’s Ane de Olmo, 6-3, 6-2. Eala and Nugroho made it to the doubles’ quarterfinals after they won over Sona Costoulas of Belgium and Antonia Ruzic of Croatia, 6-1, 6-1. In their quarterfinal assignment, Eala and Nugroho brace for a tough encounter with China’s Zhuo Xuan Bai and Taiwan’s Ya Yi Yung. Zhuo and Ya German won over German Mara Guth and Latvian Darja Semenistaja, 1-6, 6-2, 10-4, in the second round to advance to the quarterfinals. A 6-2, 7-5 beating of Australian Olivia Gadecki and Amy Stevens in the first round saw Eala and Nugroho getting off to a good start in the doubles. Peter Atencio

Parsons’ career in jeopardy after crash

Chandler Parsons

LOS ANGELES—Atlanta Hawks forward Chandler Parsons suffered serious injuries after a car accident involving an alleged drunk driver which have left his career in jeopardy, lawyers for the NBA player said Monday. The 31-year-old has been sidelined since the crash last Wednesday, when the Hawks said Parsons had suffered concussion and whiplash in the accident. However attorneys representing Parsons on Monday said in a statement that the player had suffered “multiple severe and permanent injuries” in the accident. According to the Morgan & Morgan law firm, Parsons’ injuries included a traumatic brain injury, a herniated disc and a torn labrum. The driver alleged to have caused the accident has been arrested and charged with driving under the influence, Morgan & Morgan said. “Chandler was seriously injured in this crash, which never should have occurred,” Morgan & Morgan said in its statement. “The at-fault driver created utter chaos on the roadway, needlessly endangering the lives of countless motorists; he now stands charged with DUI, admitted drinking, had alcohol in the car with him, passed out after causing a three-car crash at 2:00 p.m. on a Wednesday in a busy intersection, seriously injuring and potentially ending Mr. Parsons’ career as a professional athlete.” Morgan & Morgan said Parsons had been in “peak physical condition” prior to the accident. “He is now working with a team of doctors to regain his health, and at this time, his ability to return to play is unclear,” the law firm said. “Our focus right now is on helping him make a full recovery.” Parsons signed for the Hawks in 2019 after previous stints with the Memphis Grizzlies, Dallas Mavericks and Houston Rockets. He had played in only five games for Atlanta this season prior to the accident. AFP

Eala yields to Russian in Aussie meet

Rosal and Tripoli saved the day for the Lady Altas, who fell behind at 13-14 after teammate Shyra Umandal sent her serve wide. The Lady Altas fought back after Tripoli scored off a block in the next play for a 14-all lead. After Hannah Suico gave back the lead to the Altas, 15-14, Tripoli misfired, sending her serve short for a 15all tie. The Lady Pirates then missed a

chance to move ahead, after Jacq Acuna committed a reception error, allowing the Lady Altas to finish the game in their favor off Rosal’s service winner. “Itong game namin ngayon, kumpara sa San Sebastian, unti-unti kaming nag-iimprove,” said Lady Altas coach Macky Cariño. Umandal contributed three of the Lady Altas’ 14 blocks. The Lady Pirates dropped behind at 0-3, with teammates Alexandra Rafael,

Ciamelle Wanta and Joy Onofre hitting 15 points each. In men’s play, Louie Ramirez had 23 points, while Ronniel Ramirez added 15 as reigning champion Perpetual Help scored a quick 25-22, 31-29, 25-20 win over Lyceum to emerge unbeaten in three outings. Caguioa said the hard work that the team puts in amazes him, one primary reason why he will stay. He took note of how he saw Finals’ MVP Japeth Aguilar improved and showed maturity in his game as one of the things that kept him from leaving much earlier.

“I didn’t hole so many putts,” said Lane-Weston, who anchored his first round 34-35 card with three birdies against a bogey at the front. He bogeyed the par-3 11th on a poor tee-shot but recovered with birdies on Nos. 13 and 18 to get into the thick of things. “It was a good round, saving a couple of pars,” said Ababa, who ruled this event with a pair of 10-under 278s but remained wary of his chances against a slew of rivals raring to foil his bid. “But I need to level up to win again since there are many good players around,” added Ababa. They include Van der Valk, who has captured two titles on the PGT but remained winless on the region’s emerging circuit put up by ICTSI and organized by Pilipinas Golf Tournaments, Inc. with PLDT Enterprise, Meralco, BDO and PGT Asia official apparel Pin High as chief backers. “I played so-so in the early going but it’s good that I was able to regain my bearing at the back,” said the 39-yearold Dutchman who has captured two titles on the PGT.

Nadal soars; Sharapova hits all-time low at Open MELBOURNE—Top seed Rafael Nadal turned on the style as he launched his bid for a record-equalling 20th Major title at the Australian Open on Tuesday, but falling star Maria Sharapova hit a career low. Nadal, one shy of Roger Federer’s Grand Slam mark, dropped only five games as he swatted aside Bolivia’s Hugo Dellien 6-2, 6-3, 6-0 in just over two hours at a sunny Rod Laver Arena. “It was a positive start,” said the reigning Roland Garros and US Open champion, wearing a bright pink singlet and matching trainers. “What you want in the first round is just to win, and it’s better if it’s in straight sets.” He joins Federer and defending champion Novak Djokovic in round two in Melbourne as the Big Three look to tighten a stranglehold that has brought them all but one of the last 14 Australian Open titles. Nadal, the first player to be world number one in three different decades, is still thriving at 33 but it’s a different story for five-time Grand Slam winner Sharapova, 32. Sharapova, playing on a wildcard as she wrestles with a shoulder problem, lost 3-6, 4-6 to Croatian 19th seed Donna Vekic, making her an openinground loser at three straight Grand Slams for the first time. The future looks uncertain for the former world number one, who won Wimbledon when she was just 17 but has not reached a Grand Slam final since she lifted the 2014 French Open trophy. “I can speak about my struggles and the things that I’ve gone through with my shoulder, but it’s not really in my character to,” Sharapova said. “I was there, I put myself out there (playing). As tough as it was, I finished the match—it wasn’t the way that I wanted.” Britain’s Johanna Konta, a two-time Slam semi-finalist, also fell at the first hurdle as she battles to overcome a knee problem, losing 4-6, 2-6 to unseeded Tunisian Ons Jabeur. ‘You’re pathetic’ On a bumper day of 96 first-round matches, after rain wiped out half of Monday’s schedule, former US Open champion Marin Cilic and Milos Raonic both moved safely through. Italy’s Fabio Fognini, two sets down against America’s Reilly Opelka when their match was suspended on Monday, returned to win it in five on Tuesday after a stormy encounter when both players argued furiously with the umpire. “You’re pathetic. You give me one warning after one throw (of my racquet). He’s thrown his three or four times, bro,” Opelka, who stands 6ft 11ins (211cm) to Fognini’s 5ft 10ins, told the chair official. A new star emerged in 18-year-old Italian Jannik Sinner, last year’s NextGen champion, who earned his first Grand Slam victory 7-6 (7/2), 6-2, 6-4 against Australia’s Max Purcell. Later, Australia’s Nick Kyrgios, who has spearheaded fundraising efforts for the country’s deadly bushfire disaster, opens his campaign against Lorenzo Sonego of Italy. Russia’s Daniil Medvedev, who took Nadal to five sets in last year’s US Open final, will play 2019 Melbourne quarter-finalist Frances Tiafoe of America. AFP

LA: Ginebra won it for fans By Peter Atencio

B

ARANGAY Ginebra did it for its fans. Team skipper LA Tenorio said this after the Gin Kings joined their fans in celebrating their title conquest in the 2019 PBA Governors’ Cup last Monday. “Bago ang 2018, we came from a championship in the Commissioner’s Cup and the Governors’ Cup finals. Medyo nag-relax kami kaya natalo kami. We wanted to be in the finals every year. And the last time we won it, we worked hard for it. Ginawa ito para sa mga fans namin,” said Tenorio during a victory party and meet-and-greet with their fans at the Metro Tent of the Metrowalk in Pasig City. The gathering was held just three days after the team beat Meralco in Game 5 of

the Governors’ Cup finals. Barangay Ginebra coach Tim Cone led the team in thanking the fans for their never-ending support to the team. “To be able to share our celebration with you, grabe. I just said people were waiting since last night to join us here. I’m just totally amazed. I’m so proud that we have the power to make you (fans) happy. I’m so proud that we can win championships and make you happy,” said Cone. It was the fourth time that Cone

handed a title to the Gin Kings. After Cone moved to the Gin Kings in 2015, he was able to steer the team to the 2016 and 2017 Governors’ Cup titles and the 2018 Commissioner’s Cup crown. Members of the team, like Mark Caguioa, said they were inspired how some teammates would devote extra time in practice to help sharpen their skills. “Everybody worked so hard. Like LA, magwo-work out pa iyan even though nakapaglaro na iyan ng 40 to 50 minutes,” said Caguioa, who said he was convinced to stay another year for the Gin Kings. Following talks with Sports Director Alfrancis Chua, Caguioa agreed to stay on for his 19th season with Gin Kings. Turn to A7

Birdie-binge gives Mondilla share of lead LUBAO, Pampanga—Clyde Mondilla put on a late assault to check a fumbling frontside start and force a four-way tie for the lead at three-under 69 at the start of the windy first round of the ICTSI Pradera Verde Classic at the sprawling Pradera Verde layout here yesterday. Reeling down the crowded leaderboard with a four-bogey, three-birdie stint after nine holes, Mondilla got his rhythm in time, stringing four straight birdies from No. 12 and putting himself back in the early mix of contenders in the $100,000 event serving as the penultimate leg of the 2019-20 Philippine Golf Tour Asia season. But the reigning Philippine Open champion faced a curious blend of rivals in pursuit of a third PGTA diadem, led by flightmate and the winningest player on the fledgling circuit, the three-peat seeking Jhonnel Ababa, veteran campaigner Guido Van der Valk of the Netherlands and group-mate and tour rookie Jack Lane-Weston from Australia. “I played good and the course is in perfect shape,” said Mondilla, the reigning PGTA Order of Merit winner who ruled the Riviera leg of the circuit’s inaugurals in 2017 then bested a tough international field to win the country’s premier championship at The Country Club last year. Ababa also leaned on a late charge to launch his drive for a record third straight championship here, birdying four of the last eight, including a

Lane-Weston, on the other hand, bucked a bogey on No. 4 with birdies on Nos. 5, 8 and 9 then bounced back from a bogey-mishap on the 11th with two birdies in the last six holes of the 7262-yard layout that puts premium on driving and putting.

“This is the best course I’ve ever played thus far,” said the 24-year-old Lane-Weston, only in his sixth PGTA tournament but who is coming off a strong joint third place effort with Mondilla at Summit Point last November. The power-hitter from Gold Coast hit 10 fairways and missed four greens but said he could’ve shot better if not for a couple flubbed birdie chances at the back. Turn to A7

Mighty five heads to Dubai sans 7-foot-2 Sotto Game Thursday

(Al Shabab Club) 11 p.m. – UAE vs Mighty Sports

MIGHTY Sports leaves for Dubai today, with Filipino overseas workers in the tiny but oil-rich United Arab Emirates eager to see some of the players touted to become the future of Philippine basketball. While former Ateneo star Thirdy Ravena, ex-NU standout Dave Ildefonso and UP’s Juan Gomez de Liano are excited to strut their wares, Filipino fans in the Emirates won’t see the 7’2” Kai Sotto, who is still in the US. The team, meantime, regretfully announced that Sotto won’t be playing in the Dubai International Basketball Tournament due to unresolved logistical and scheduling issues on his part. The Mighty Sports-Creative Pacific Team, however, assured its supporters here and in Dubai that the latest development was beyond its control and will not affect its chances since the team also backed Go-forGold, Gatorade and Oriental Game remains solid. While coach Charles Tiu was saddened, he remains confident of the team’s strong chances, saying the team has enough firepower with the presence of naturalized Filipino Andray Blatche, veteran Renaldo Balkman, McKenzie Moore, Jelan Kendrick and Rain or Shine’s Beau Belga. Other members of the team are Joseph Yeo, Jarell Lim, Jamie Malonzo, Javi Gomez de Liano, Joaqui Manuel, Gab Banal and the exciting Mikee Williams. They will launch their title bid on Thursday against the national team of the host nation after landing in the five-team Group B. After UAE, Mighty Sports will face Al-Itihad of Syria the following day at 11 p.m. on Friday before taking a break for two straight days. “We’re all hoping we can bring more excitement to the Filipinos in the Emirates so we hope we can hurdle our first two games,” said team owner Alex Wongchuking. Mighty Sports then resumes its campaign on Monday against the dangerous Rades of Tunisia before capping its elimination campaign against Beirut Sports Club at 1 .m. on Wednesday. Tiu is convinced the other group —composed of defending champion Al Riyadi of Lebanon, Alexandria of Egypt, Sala of Morocco, Al Wathba of Syria, American University of Dubai and Lebanon’s Hoops Club— is probably a bit stronger. “But it won’t matter cause in the crossover quarterfinals we will play them also. But what is important is everybody is excited and team is coming together,” said Tiu.

IN BRIEF

Moody’s gives Baa2 rating to PH bonds

GLOBAL debt watcher Moody’s Investors Service joined Fitch Ratings and S&P Global Ratings in giving an investment grade to the government’s proposed euro-denominated dual-tranche bond offerings with planned maturities of three and nine years. Moody’s said in a report Tuesday it assigned “Baa2” senior unsecured ratings to the euro-denominated bond offering, adding the debt papers would constitute direct, unconditional and unsubordinated obligations of the government of the Philippines. “The bonds will rank pari passu with all of the issuer’s current and future senior unsecured external debt obligations. The proceeds from the bonds are intended for general purposes, including budgetary support,” it said. “The ratings mirrors the Government of the Philippines’ issuer rating of ‘Baa2’ and a stable outlook,” it said. Moody’s said the Philippines’ Baa2 issuer rating was characterized by sustained strong economic performance, a strengthening fiscal position and limited vulnerability to external shocks. Julito G. DOE defends appointment of IEMOP as new WESM operator THE Energy Department on Tuesday defended its move to transfer the operations of the Wholesale Electricity Spot Market to the Independent Electricity Market Operator of the Philippines and dismissed allegations of a “sweetheart deal.” “No. It is not [a sweetheart deal],” the department said. IEMOP took over the operations of the WESM, the country’s trading floor of electricity from the Philippine Electricity Market Corp., in September 2018. The move aimed to ensure the independence of the market operator from the government. IEMOP was mandated to pursue the WESM’s objective to have a transparent, fair, competitive and reliable market for the trading of electricity throughout the Philippines. The agency said there was no need for a competitive selection process for the selection of a new market operator replacing PEMC. “No, because competitive bidding was required only for foreign participants as an option under the EPIRA [Electric Power Industry Reform Act] if the IMO [independent market operator] was created in 2007,” it said. “The DOE opted to create a separate entity composed of Filipinos who have acquired the necessary expertise to operate the WESM and ensure that the market will be managed by Filipinos,” the agency said. The department said IEMOP was selected to operate the WESM by virtue of Department Circular 2018-01-0002 and consequently the IMO Transition Plan which were based on Section 30 of the EPIRA as approved by the agency and the electric power industry participants.

DOF uncovers ‘onerous’ land lease with Chevron T By Julito G. Rada

he Finance Department said it uncovered an “onerous” land lease contract between Chevron Philippines (formerly Caltex Philippines) and a subsidiary of the National Development Co. that allowed the former to pay a monthly rent of 74 centavos per square meter on a 120-hectare property in Batangas province.

Finance Secretary Carlos Dominguez III said in a statement that comparative data from NDC appraisal reports and other official sources showed that the current fair market rental value in that area should be around P17.90 per sq. m. a month.

He said that under the terms of the lease contract with NDC subsidiary Batangas Land Co. Inc., Chevron was paying a “minuscule rental fee” to the government for the 1.2-million-sq. m. industrial park in San Pascual, Batangas that it uses as an oil import terminal. He said that at P10.66 million per year since 2010, Chevron shelled out only around 4 percent of the P257.76 million per year that the current fair market rental rates in the area would suggest. Dominguez, an NDC board member, described the lease deal as “another government contract with onerous provisions.” “Definitely, we have to implement a totally transparent method of getting the best deal for the rental of all government properties,” Dominguez said. He said the request for renewal of the deal was recommended by some offices to the Privatization Council, which found the contract grossly disadvantageous based on current fair values. The DOF-attached Privatization and Management Office, in compliance with the guidelines set by the Privatization Council, compared the lease terms of the BLCI-Chevron deal with the fair market

value of the land in the Batangas area, using data from appraisal reports of NDC and the asset pool of the PMO. The PMO the discovered the alleged onerous provisions of the deal favoring Chevron. Documents submitted to the NDC board also showed that the rentals paid by Chevron over the 44-year period covering 1975 to 2019 totaled P146.51 million or about P3 million per year, in addition to real property taxes paid by Chevron under the lease agreement. The property’s current market value is estimated at about P4.9 billion to P5.3 billion―translating into a rental yield of only about 0.2 percent of the property’s value. Dominguez said that “based on current standards that the State imposes on similar contracts, to have a rental yield of less than 1 percent is surely grossly disadvantageous to the government and the Filipino people.” The department said that despite the rental terms being subject to negotiation as early as 2000, it was not until 2010 that the lease rate was increased to the current rental amount of P10.66 million per year, which was still below fair market rental rates in the province.

Ayala open to transparent review of UP land contract By Jenniffer B. Austria PROPERTY developer Ayala Land Inc. said Tuesday it is open to a “transparent review and assessment” of the development lease arrangement with University of the Philippines amid plans of the Duterte administration to probe the transaction. Presidential Spokesperson Salvador Panelo said Sunday he would look into Ayala Land’s contract with the state-run university after reading an internet story that the developer was paying UP only P20 per square meter for a period of 25 years. Ayala Land, in a statement, clarified that UP would receive P171 per sq. m. per month during the duration of the lease development contract. “This was derived from P4.23 billion in lease payments and a P6billion investment for 16 commercial buildings, for a total amount of P10.23 billion, over the life of the 25year contract,” the property firm said. It said that after 2033, UP as the lot owner, would receive 100 percent of the buildings’ rent. UP also continues to own the land which appreciated in value since the start of the partnership,” it said. Ayala Land signed a lease agreement with UP in 2006 for the development of the UP-Ayala Land Technohub. This was after two failed bids and an invitation for a negotiated proposal to nine real estate developers. Ayala Land was the only company that submitted a proposal and committed to meet the very specific parameters set out by a campus-type development with a minimum of 10, three to four-story buildings catering to IT companies. Ayala Land said the ALI-UP partnership created 50,000 jobs since the start of operations in 2008. Ayala Land also clarified that only 20 of the 37-hectare property is developable, given that four hectares remain with UP and 13 hectares are allocated for open space. The share price of Ayala Land went down by 2.5 percent Tuesday to close at P39.50. The Duterte administration earlier said it would review all deals signed with the private sector that could put taxpayers’ money at a disadvantage.

for diesel and P1.00 for kerosene. The adjustments brought the total excise taxes on gasoline to P10 per liter, diesel to P6 per liter and kerosene to P5 per liter. Energy Undersecretary Jesus Posadas earlier said the oil companies should follow the standard protocol in complying with the higher excise tax for petroleum products under the TRAIN law. Posadas said the oil companies should have exhausted their 2019 inventories prior to imposing the higher excise tax in 2020. Only new inventories in 2020, directly imported or locally produced by refineries, are covered by the third tranche of the TRAIN law.

“That’s always the protocol. For the additional excise, they would have to exhaust the oil inventories first,” Posadas said. The Energy Department issued show-cause orders to oil companies last year for implementing the higher taxes prior to the depletion of their old inventories. “We are ensuring that our consumers do not become subjects of profiteering,” Energy Secretary Alfonso Cusi said. “The funds to be raised from these collections will be invested in the people through key infrastructure projects, intensified social development and other priority projects of the government,” Cusi said.

PHILIPPINE Airlines said Tuesday it will revive nonstop flights between Cebu and Los Angles in May 2020 after suspending the service for more than two years. “Our upcoming service from Cebu to LA is a vivid demonstration of our commitment to build up Mactan Cebu as a global aviation hub, a dynamic gateway, not only to domestic points, but to major international destinations,” PAL president and chief operating officer Gilbert Santa Maria said. “Los Angeles [US] now joins Tokyo, Osaka, Bangkok, Nagoya and Seoul in the list of PAL overseas destinations served from Cebu,” Santa Maria said. The service marks PAL’s comeback to the Cebu-Los Angeles route. The flag carrier previously operated Cebu-LAX flights from March 2016 to May 2017. PAL suspended the flights as the airline rationalized capacity on the route. The new service will help boost Philippine tourism, as US-based leisure and business travelers can now avail of the fastest and easiest travel option: a single flight nonstop to the Queen City of the South vs. less convenient options that involve transfer flight connections via other Asian airports. American tourists may ntake advantage of Cebu’s excellent hub transit facilities to transfer to connecting PAL flights from Cebu to Siargao, Camiguin, Davao, Boracay, Coron, Bacolod, Iloilo and other holiday destinations for some sun and sea recreation and other nature adventures. The launch of the service will increase PAL’s network offering to 64 weekly flights weekly to the US, Canada and Guam.

Market tumbles; Ayala issues fall T HE stock market plunged Tuesday for the second straight day, with conglomerate Ayala Corp. and its units leading the slump after President Rodrigo declared that the government may review their contracts with the state.

The Philippine Stock Exchange Index tumbled 85.95 points, or 1.1 percent, to 7,466.65, on a value turnover of P7.8 billion. Losers overwhelmed gainers, 132 to 67, with 38 issues unchanged. The Department of Justice has started reviewing the allegedly onerous concession agreement of Manila Water Co. Inc. while Congress is set to investigate the

contract of Ayala and Metro Pacific Investments Corp. to operate and extend Light Rail Transit Line 1 to Cavite province. The government said it may also probe the lease contract of the UP-Ayala Land Technohub in Quezon City. Ayala Corp. dropped 4.7 percent to P715, while unit Ayala Land fell 2.5 percent to P39.50. Bank of the Philippine Islands, the third-biggest lender in terms of assets and owned by Ayala, declined 4.2 percent to P83.80. Metro Pacific decreased 3.3 percent to P3.20. Hong Kong stocks, meanwhile, tumbled Tuesday after the city’s credit rating was downgraded over its response to months of sometimes violent protests, while investors were also spooked by a deadly SARS-like virus that has been confirmed to be transmitted between humans. With US markets closed for a holiday, traders struggled to find fresh catalysts

to continue a long-running rally fueled by the China-US trade pact, lowered Brexit tensions, central bank easing and an improving global outlook. Among other markets, Tokyo ended 0.9 percent lower, while Shanghai, Singapore and Seoul all sank more than one percent. Sydney lost 0.2 percent, while Mumbai, Bangkok and Jakarta were also in the red. Hong Kong was the standout on Tuesday, plunging more than two percent a day after Moody’s said it had lowered its rating in a fresh blow to the financial hub, which is expected to have fallen into recession last year owing to the unrest as well as the China-US trade war. In a statement, the firm said: “The absence of tangible plans to address either the political or economic and social concerns of the Hong Kong population that have come to the fore in the past nine

months may reflect weaker inherent institutional capacity than Moody’s had previously assessed.” The move comes as the business community grows increasingly worried that the features that give Hong Kong more political and economic autonomy are weakening under pressure from Beijing. The decision came four months after a similar move by Fitch, which cited the demonstrations and uncertainty caused by closer integration with the Chinese mainland. There is a growing unease about the spread of a virus from the Chinese city of Wuhan, which has now claimed four lives and sickened more than 200. The new coronavirus strain has caused alarm because of its connection to Severe Acute Respiratory Syndrome (SARS), which killed nearly 650 people across mainland China and Hong Kong in 2002-2003. 3 telecom firms plan portability company By Darwin G. Amojelar GLOBE Telecom Inc., new player Dito Telecommunity and PLDT Inc. unit Smart Communications Inc. on Tuesday secured an approval from the Securities and Commission to create a new company that will implement number portability in the country. “We received the approval of the Securities and Exchange Commission on the incorporation of Telecommunications Connectivity Inc.,” Globe said in a disclosure to the Philippine Stock Exchange. The creation of the new company will enable number porting services in line with Republic Act 11202, or the “Mobile Number Portability Act.” Through the MNP Act, mobile phone users can keep their numbers even when they transfer to another service provider, or when they switch their subscription from postpaid to prepaid, or vice-versa. Mobile number portability refers to the ability of a mobile postpaid or prepaid subscriber, who has no existing financial obligation to the current service provider, to retain his mobile number despite moving from one mobile service provider to another, or to change the type subscription from postpaid to prepaid or vice versa. The three mobile operators tapped US-based Syniverse to be the mobile number portability service provider after a rigorous technical and commercial evaluation process. The company will bring in the technical infrastructure to fulfill its primary function as clearinghouse for the telcos and ensure smooth implementation of number porting services. Syniverse is expected to bring in the technical infrastructure to fulfill its primary function as clearinghouse for the three mobile operators to ensure the smooth implementation of number porting services. Under the implementing rules and regulations of the MNP Act, mobile operators will equally share the capital expenditure on the software, hardware and other facilities required by the MNPSP. However, the sharing of operating and maintenance costs will be agreed upon by the mobile operators and the MNPSP.

GERI sees P1b in sales from new project in Cavite By Jenniffer B. Austria GLOBAL-ESTATE Resorts Inc., a subsidiary of Megaworld Corp., expects to generate P1 billion in revenues from a newly-launched project inside the 561-hectare Southwoods City at the boundaries of Biñan, Laguna, and Carmona, Cavite. GERI said in a disclosure to the stock exchange the project called Upland Villas would offer rows of two-story townhouse and duplex villas in modern and tropical architecture within the 26-hectare Pahara residential village. “Set within the exclusive enclave on the hills of Southwoods City, Upland Villas is a unique residential offering where one can relax and enjoy the beauty of its natural surroundings,” said Rachelle Peñaflorida, vice president for sales and marketing of Megaworld Global-Estate Inc. “More importantly, since we have easily sold out the lots of Pahara, this is an opportunity to own a property within this sought-after village inside Southwoods City,” she added. In Upland Villas, each unit has its own living and dining areas, kitchen, maid’s room, common bathroom, a lanai at the ground floor, and bedrooms and bathrooms at the second floor. Each unit also comes with a two-slot carport. GERI said future residents of Upland Villas will also be able to use the Pahara Clubhouse and amenities, which include a swimming pool, fitness center, jogging paths, children’s playground, multi-purpose function area, yoga and reflexology garden, meditation and aromatic gardens as well as landscaped open spaces. Only 65 units will be offered in Upland Villas, which is expected to be completed in 2024. GERI to date has launched three residential developments inside Southwoods City, with a total of 2,237 units and lots. The company also introduced two office towers in the townships, offering 46,000 square meters of office spaces under Megaworld Premier Offices.

IN BRIEF Two missiles fired at airliner

FOGGY DAY. Commuters ride motorbikes and bicycles along a road amid heavy fog in Faridabad, India,

Australia facing new risks from extreme weather S

YDNEY―A “merry-go-round” of extreme weather was hampering efforts by firefighters in Australia to tackle unprecedented bushfires that have killed at least 29 people and devastated vast swathes of the country.

Parts of the country welcomed heavy rainfall overnight, but authorities warned Tuesday that storms were bringing added complications, and the fire-danger risk could be elevated in the coming days. “It has been a merry-go-round of weather over the last few days,” the Bureau of Meteorology’s Kevin Parkin said. “We have gone from fires and storms and floods, and giant hail-the size of limes... producing widespread damage―to fire danger escalating on our doorstep,” the senior meteorologist added. The country has suffered a collision of extreme climate events in the past week, with storms, lightning, thunder and hail battering areas in the fire-hit east. The bushfire season has been made worse by climate change, experts say. Victoria state experienced bursts of intense rain over the past 48 hours that helped to contain long-running blazes in some areas, but landslides, fallen trees and lightning strikes have hampered recovery efforts. The temperature in Victoria is set to climb

into the mid-30 degrees Celsius (95 degrees Fahrenheit) range on Wednesday amid fierce winds, prompting extreme weather warnings in the western parts of the state, where authorities say “new start” fires will be difficult to contain. “New starts in unprepared communities are the biggest risk,” Victoria Country Fire Authority chief officer Steve Warrington told media. “If communities are not prepared for fire―whether they live or die, whether their property is saved or not saved―is very much dependent on decisions people make right now.” A change is expected to bring more rain to the state late Wednesday. Further north in New South Wales state, heavy rains have also been welcomed in some areas but in others it has left fire-ravaged areas too damp to undertake preventative controlled burns. Authorities there are bracing for elevated fire danger on Thursday, when temperatures in parts of the state will tip above 40 degrees Celsius (104 degrees Fahrenheit). AFP

TEHRAN―Iran’s civil aviation authority confirmed two missiles were fired at a Ukrainian airliner that was brought down earlier this month, in a preliminary report posted on its website late Monday. “Investigators... discovered that two TorM1 missiles... were fired at the aircraft,” it said, adding an investigation was ongoing to assess the bearing their impact had on the accident. The statement confirms a report in The New York Times which included video footage appearing to show two projectiles being fired at the airliner. The Tor-M1 is a short-range surface-toair missile developed by the former Soviet Union that are designed to target aircraft or cruise missiles. The Kiev-bound Ukraine International Airlines plane was shot down in a catastrophic error shortly after takeoff from Tehran on January 8, killing all 176 people on board. Iran had for days denied Western claims based on US intelligence reports that the Boeing 737 operating Flight PS752 had been shot down, before eventually coming clean. AFP

Harry rejoins Meghan, Archie VANCOUVER―Prince Harry arrived in Canada to rejoin his wife Meghan and son Archie Monday, British media reported, as the couple start a new life after their shock exit from the royal fold. The Daily Mail newspaper said he landed at Vancouver International Airport on British Airways flight 85 from London’s Heathrow at about 7 pm local time. It published a photo of him wearing a blue beanie and jeans with a backpack over his shoulders after slipping out a back staircase, escorted by security. Sky News published footage of Harry descending the steps of an aircraft. A waiting minivan on the tarmac took him to a connecting flight to Victoria, where he and his family spent the last two months. The information could not be confirmed by AFP journalists who had staked out the Vancouver and Victoria airports. A videographer, however, saw two vehicles leaving the Victoria area mansion where the couple had been staying for the past two months. The Duchess of Sussex was earlier spotted with Archie taking dogs for a walk in the neighborhood. She’d also made outings last week to Vancouver, visiting a women’s shelter and a charity that supports girls. AFP

Over 470m unemployed or underemployed GENEVA―More than 470 million people worldwide are unemployed or underemployed, the UN said on Monday, warning that a lack of access to decent jobs was contributing to social unrest. The global unemployment rate has remained relatively stable over much of the past decade, according to the UN’s International Labor Organization. But while the rate―which stood at 5.4 percent last year―is not expected to change much, overall jobless numbers are likely to inch up as slowing economies reduce the number of jobs available to a growing population. This year, the number of people registered as unemployed is expected to rise to 190.5 million up from 188 million in 2019, ILO said in its annual World Employment and Social Outlook report. At the same time, the UN body stressed that some 285 million people worldwide are considered underemployed, meaning they either work less than they want to, have given up

searching for work or otherwise lack access to the labor market. That amounts to nearly half a billion people and represents a full 13 percent of the global labor force, the ILO pointed out. “For millions of working people, it is becoming increasingly difficult I think to build better lives through work,” ILO chief Guy Ryder told reporters in Geneva. He warned that “persisting and substantial work-related inequalities and exclusion” were preventing many from finding decent work and thereby also creating better futures. “I think that this is an extremely worrying finding,” he said, adding that lacking access to decent work appeared to be part of what was spurring growing protest movements and unrest around the world. “Labor market conditions are contributing to... this erosion of social cohesion in many of our societies,” he said, referring to mass demonstrations in places like Lebanon and Chile. According to the ILO’s “social un-

rest index”, measuring the frequency of things like demonstrations and strikes, there was an increase both at the global level and in seven out of 11 subregions between 2009 and 2019. The ILO report highlighted that more than 60 percent of the global workforce currently work in the informal economy, often toiling for substandard wages and lacking basic social protections. And in 2019, more than 630 million people -- a fifth of the global working population -- lived in socalled working poverty, meaning they made less than $3.20 per day in purchasing power. At the same time, the ILO report warned of significant income and job access inequality, driven by things like gender, age and geographic location. In particular, it warned that a staggering 267 million young people between the ages of 15 and 24 are not in employment, education or training, while many more in this group endure substandard working conditions. BDO volunteers come to aid of Taal evacuees

Volunteers from BDO branches in Batangas spend the weekend in evacuation sites, distributing relief goods to thousands of families affected by the eruption of Taal Volcano.

Navotas gets P3.5m for good governance By Jun David FOR receiving the Seal of Good Local Governance, the city government of Navotas has received a P3.5-million cash incentive from the Department of the Interior and Local Government. The Performance Challenge Fund is a grant given to eligible local government units to support priority development projects. “We have chosen one of the roads at NavotaAs Homes-1 Tanza for the PCF. We hope this project will help facilitate smooth mobility within the site,” Mayor Toby Tiangco said. The city will pave the 87.7-meter road with concrete and improve its drainage canal to avoid flooding in the area. Projects eligible for PCF are those aligned to the achievement of the United Nations Millennium Development Goals, local economic development, and adaptation to climate change and preparedness for disasters. Navotas received the SGLG in November 2019 after passing DILG’s four core assessment areas, namely Financial Administration, Disaster Preparedness, Social Protection, and Peace and Order. The city was also conferred the seal in 2015 and 2017. It also received Bronze and Silver Seals of Good Housekeeping in 2011 and 2012, respectively. Furthermore, Navotas received an unqualified opinion from the Commission on Audit for four consecutive years. It is the only LGU in Metro Manila with such track record.

Salceda kin seeks PCL national chair PCSO graces BFP NCO oath-taking, ranking rites FOLLOWING his recent unopposed victory as regional chairman of the Philippine Councilors League in Bicol, Polangui, Albay municipal councilor Jesciel Richard Salceda has announced his intention to run for the league’s national chairmanship. The youthful Salceda announced his bid during the recent PCL national board meeting. A three-term councilor of his town, Jesciel is the nephew of Albay 2nd District Rep. Joey Sarte Salceda, chairman of the House ways and means committee. In announcing his bid, the young Salceda said he will run on a program of comprehensive reforms that would transform the PCL into a strong pillar and force for meaningful nation building. “It is time for municipal councilors, with PCL as their apex organization, to contribute their proportional share to the national programs of the Duterte administration,” he said. In particular, Jesciel Salceda has asked his fellow councilors to support the much-needed constitutional reforms, the conversion of Regional Development Councils into Regional Development Authorities, the constitutionalization of the Supreme Court’s Mandanas ruling, and longer terms for local officials. Jesciel Richard Salceda said he will seek greater representation of PCL in government decision making and advisory functions, including the RDCs.

BATANGAS CITY―In the spirit of bayanihan and in keeping with the disaster response advocacy of BDO Foundation, BDO volunteers recently mounted relief operations in Batangas for thousands of residents affected by the eruption of Taal Volcano. Officers and staff of BDO branches visited 15 evacuation sites in Batangas City, Tanauan City and Sto. Tomas City to distribute soaps and relief packs containing food, rice and water to more than 3,000 affected families. The relief operations were led by BDO Southern Luzon region head Gerry Diaz, BDO Southern Tagalog area head Divine Tan, BDO Batangas area head Raymund Pastor, BDO Batangas-Sto. Tomas branch head Lux Sandra Trinidad, BDO Batangas-Gulod branch head Sheila Mendoza, and BDO Tanauan-J.P. Laurel Highway branch head Rhodalie Zaballa. According to Zaballa, “some of our staff were also seriously affected by the disaster, but that didn’t stop them from participating. Our volunteers did not hesitate to extend assistance to fellow Filipinos in their time of need.” As Taal continues to show signs of activity, BDO Foundation, the corporate social responsibility arm of BDO Unibank, plans to mount more relief operations in Batangas, Cavite and Laguna with the support of BDO volunteers. Acting as one of the first responders to disasters, volunteers from BDO and BDO Network Bank branches conduct relief operations all over the country as part of efforts organized by the foundation. The corporate citizenship initiative is backed by non-governmental organizations and the military, which help BDO Foundation reach far-flung areas. As a follow-up to its relief efforts, the foundation undertakes long-term rehabilitation and reconstruction programs in disaster-hit provinces. The entire province of Batangas was placed under a state of calamity due to the eruption of Taal. Considered one of the most active in the Philippines, the volcano spewed lava and emitted plumes of ash that reached as far as Metro Manila. The eruption and the resulting volcanic earthquakes displaced thousands of people, and the Philippine Institute of Volcanology and Seismology raised Alert Level 4 due to the possibility of a hazardous eruption.

PHILIPPINE Charity Sweepstakes Office General Manager Royina Garma was recently invited as the guest speaker during the oath taking ceremony and pinning of ranks of the newly promoted non-commissioned officer ranks of the Bureau of Fire Protection at the BFP National Capital Region Office in Quezon City. Represented by Ms. Emilyn Ubales, Garma expressed her gratitude to the firemen, and congratulated all the newly promoted non-commissioned officers of

the BFP. In her message, Garma mentioned that PCSO and BFP shared the same mandate, which is to lend a hand to save lives. She happily announced that PCSO is on track for its projected revenue of P52 billion to provide more funds for free hospitalization of patients, especially the indigent who need financial assistance. PCSO’s income also funds the Universal Health Care Act, the flagship health program of President Rodrigo

Duterte. Garma said the administration will get maximum fund support from PCSO, which will open more branches to serve Filipinos, especially the marginalized sector. Garma, she encouraged everyone to keep on patronizing PCSO games and programs to raise more funds for the needy. “Work hard with dedication and integrity, because you are accountable to the people, and serve them with utmost responsibility, loyalty, and patriotism,” Garma added.

SEVEN entities have signed a memorandum of understanding to provide livelihood opportunities and markets to coffee and abaca farmers from upland T’boli communities in South Cotabato. The partnership was among the Peace and Equity Foundation, United States Agency for International Development, Philippine Fiber Industry Development Industry, United Maligang Farmers Multi-Purpose Cooperative, Joscual Trading, and the local government of T’boli town. This will benefit 200 farmers of Knoon Highland Farmers Association and strengthen their community by helping them be competitive in the value chain while doing conservation-based agriculture. According to Joscual Trading owner Jojo Joson, they hope to train 75 KHFA members to produce high-quality green coffee beans. “We also want them to fully participate in the value chain by training them on how to process their coffee,” he said. Joson added that bringing PFIDI, and UMFMPC will revitalize abaca production, a year-long crop as opposed to seasonal coffee. Meanwhile, the T’boli LGU through the Office of the Municipal Agriculture, will provide other institutional development and capability-building assistance to KHFA and will monitor and evaluate the implementation of the projects based on the MoU. For her part, PEF area officer Shunie Pearl Palacios noted that the community is looking forward to the development with the coming together of the leading stakeholders in the area. “Farmers are more motivated to work hard on their farms knowing organizations and LGUs support them. I believe it’s a good start towards community empowerment, to trust each other,” she said.

How to be flawless inside and out

SPOTTED

THE New Year offers an opportunity to start on a clean slate, a new canvas, a flawless surface. It’s also an opportunity to work on, not only perfecting our appearance on the outside, but also on the inside. Look back and learn from the past decade All experiences, bad or good, help mold us into who we are and who we want to be. As another decade begins, look back at the decade that was and think of the experiences that made it less than ideal. Come up with feasible ways to avoid these situations and apply them to your everyday life, whether from a personal or professional standpoint. Start small. For example, simply following your monthly budget or waking up 30 minutes earlier to avoid traffic can make small yet noticeable improvements in your daily life.

Make this the year you invest in yourself wisely to become a better version of yourself. Aside from new skills and habits, don’t forget to invest in your physical self. An important step is choosing healthier food and drink options, which can work wonders in helping the body improve from the inside. It also reinforces and boosts hydration with its HydraLock Complex, acting as a protective skin barrier to prevent the loss of moisture for up to 48 hours. It is best applied at night after cleansing and toning. The product’s rich concentration allows the formula to penetrate deeply into the skin while it’s at rest.

Be careful of what you put inside your body, both bad food and bad habits.

‘The Kingmaker’ makes Philippine premiere at the CCP EMMY Award–winning filmmaker/ photographer Lauren Greenfield’s critically acclaimed documentary The Kingmaker, about Imelda Marcos, will have its Philippine premiere on Jan. 29, 7:30 p.m., at the Tanghalang Aurelio Tolentino (CCP Little Theater), with matinee screening at 3:00 p.m.. The Kingmaker explores the disturbing legacy of the Marcos regime and examines the Marcos family’s improbable return to power in the Philippines. The 100-minute documentary had its world premiere at the 2019 Venice Film Festival, followed by screenings at the 2019 Telluride Film Festival, Toronto, and London Film Festivals. The first documentary film to be invited to all four of these top festivals, the film has since garnered a Writers Guild nomination, as well as three Critics Choice nominations and the Critics Choice honor for the “Most Compelling Living Subject of a Documentary”. And this month, in cooperation with the De La Salle University-Taft, it comes to the Cultural Center of the Philippines. The screening is under the CCP Arthouse Cinema program. The Cultural Center of the Philippines is a 50-yearold edifice built through the initiation of the Former First Lady Imelda Marcos. In September 1969, after the decades-long quest of countless Filipino artists and government officials, the CCP rose on reclaimed land along Roxas Boulevard and served as a beacon of Philippine arts and culture. It opened its doors for the premiere of “The Golden Salakot: Isang Dularawan.” In 1986, the CCP re-invented itself to become a people’s art center. Filipino works were given priority, while outreach programs and regional artmaking became one of the main focuses. Access to artworks and performances was de-centralized. It has been its mandate to present good and relevant arts – in this case, film - for its audience. Part of its mission is to bring in rich and varied content from

‘Bad Boys’ gone good at the tills IT TOOK Sony 17 years, but the latest Bad Boys sequel appears to be paying off, taking in an estimated $59.2 million for the start of a US holiday weekend, industry watcher Exhibitor Relations reported Sunday. Bad Boys for Life stars Will Smith and Martin Lawrence as wisecracking detectives who reunite after years apart (Bad Boys II dates from 2003, eight years after the originalBad Boys) to take on a murderous Miami drug cartel. Its North American ticket sales— estimated at $68.1 million when Monday’s Martin Luther King Jr. holiday is included—are nearly twice original predictions, according toVariety. com. Another new release, Universal’s Dolittle, starring Robert Downey Jr., placed second with an

estimated $22.5 million for the Fridaythrough-Sunday period ($30 million for the four days). Dolittle, based on a beloved children’s book about a veterinarian who can talk to the animals, has been savaged by critics— who have called it “utterly lifeless,” “a quicksand of a movie,” and “shockingly unfunny.” The presence of Downey, hugely popular in the Marvel superhero films, and of an all-star voice cast including Emma Thompson, Ralph Fiennes, Antonio Banderas, Rami Malek, Octavia Spencer, and Marion Cotillard, may have helped boost its fortunes. In third was a film that has done rather better with the critics, last weekend’s box office leader, 1917, also from Universal. The World War I drama has booked $22.1 million in ticket sales ($27 million for four

days). One critic called the Sam Mendes movie, filmed as if in one long, continuous shot, a “protean display of virtuoso filmmaking.” Despite a lack of big stars, it has won both the Golden Globe and the Producers Guild of America awards for best drama, and is now seen as a best-picture favorite at the Oscars. Sony’s Jumanji: The Next Level, slid one spot from last weekend to fourth, taking in $9.6 million ($12.6 million). The action sequel stars Dwayne “The Rock” Johnson and Kevin Hart. Fifth spot went to Disney’s Star Wars: The Rise of Skywalker, at $8.4 million ($10.6 million). Globally, the finale of the nine-film “Skywalker Saga” has now surpassed the $1 billion mark. AFP

ONGBIRD Regine Velasquez has a very important role in My Single Lady, the digital series that starts streaming on iWant today. According to its star, who also produced the content, Jodi Sta. Maria, the series would have been completely different had the seasoned chanteuse declined to be part of the project.

The six-part original series, a charming and enlightening take on the life of a single mother with a romantic twist in its modern family comedy series, features original Regine Velasquez songs and is directed and co-written by Carlo Catu, written by Janina Gacosta, and produced by Jodi, B617, and Dreamscape Digital. in a digital series inspired by REGINE joe Marudo are also in the cast. “Ate Reg, is one of the foundations of the story. Hindi talaga puwedeng hindi sya umoo dito. Chona, the main character in the story, was raised by Regine Velasquez’s impersonator. And Chona, grew up having an illusion that Regine was really her mother. Talagang napaka-importante ng character niya sa story,” Jodi said during the the series’ press conference held early this month. The 37-year-old actress even shared how nervous she was when she tried getting in touch with the Songbird for the first time. “She didn’t have my number so when I sent her a text, she couldn’t tell whether it was really me or just some prankster,” she recalled. “But she’s very accommodating. It wasn’t hard for us to convince her. She’s a very busy person but she sat down with us and gave us a date so she could shoot for the series,” she added.

In My Single Lady, Jodi plays hardworking Chona, a devoted single mother to six-year-old Red (Ynigo Delen) and an avid Regine Velasquez fan. Amid various jobs and PTA meetings, a spark starts when she meets sweet, reliable electrician BG (Zanjoe), who then vies for her affection. The situation becomes complicated, however, as running mayor Chester (Ian)—Red’s MIA father—returns to the picture and wants to be involved in his son’s life. Although adamant at first, Chona eventually allows father and son to bond upon seeing how Red really wants to get to know his dad. Chona further becomes conflicted as Chester also attempts to woo her back. In her confusion, she finds comfort in her three best friends. “It’s a story of a modern family, what a person would sacrifice just to raise a child, acceptance, things that we would really do to make things work. There are so many things that people could learn from the series,” Jodi said. My Single Lady is the comeback project of the well-received Jodi-Ian tandem since Achy Breaky Hearts, and is the first team-up of Jodi and Zanjoe. My Single Lady is streaming for free on the iWant app (iOs and Android) or iwant. ph.

To new beginnings… By Jobe R. Garcia

S WE end the Lunar New Year with a bang, let us revisit the brief history of the Lunar New Year and how it syncretized with our culture and traditions. It all started during the Shang Dynasty wherein people would offer sacrificial gifts to gods and ancestors. The practice soldiered on through the Zhou Dynasty and it was also during this period where a lion-like beast called Nian made its first foray into historic records. Based on folklore, Nian would ascend from the sea every year to extirpate people, so people would hide in clandestine locations. But despite the nefariousness of this narrative, there is a profound assurance that the lion-like

beast is afraid of loud sounds and the color red – its “Achilles Heel” so to speak. Now you know why fireworks and the color red are instrumental in celebrating the Chinese New Year. Lion dances, on the other hand, is the re-enactment of how Nian was sent back to the sea. (Bye bye!) Just a little trivia. Dishes that have fish on it, are a must on the table during Chinese New Year. Why? According to Culture Trip, Continued on D2

Of mooncakes and red envelopes By Jobe R. Garcia WE WOULD be ringing in the New Year (once again) in the Philippines by the 25th of January. Aside from your typical global celebration of New Year’s eve at the end of December, a group called the Tsinoys or a fusion of Filipinos and Chinese has this celebration called Lunar New Year. This year, 2020, we would be ushering in the Year of the Metal Rat. So much for Racumins, Pest Reject and other types of pest control. In the 15th century, there was an emergence of Chinese presence in the country during the Galleon Trade. According to Wu Jiewei, Deputy Dean of the School of Foreign Languages and professor of the Southeast Asian Cultural Studies, the first products included in the trade were kamote or sweet potato and tobacco between the East and West coasts of the Pacific from Manila to Acapulco. Thanks to the proclamation of Former President Benigno Aquino III, the Lunar New Year has now been integrated into our list of national holidays, stating that “this is a manifestation of our solidarity with our Chinese-Filipino brethren who Continued on D2

have been part of our lives in many aspects as a country and as a people.” If Fiesta Hams and Queso de Bolas are the stars of the show during the Christmas season, in this case, Tikoy, a tasty treat made out of sticky rice spearheads the festivity. It would hit the shelves from January to February (but in the case of my favorite nearby Chinese store, which carries the purple color motif, it is on sale all year round). Next off, Red Envelopes! Aaahhh, you can’t call the Lunar New Year a Lunar New Year if this little item is bereft in the equation. We all know that the color red in Chinese is considered as a lucky color, so proves the culture of inserting fresh-

“Eating fish is meant to ensure that abundance will carry into the new year.” (Nothing wrong with eating fish all the time. It’s super healthy and yes it would ensure a person’s longevity in this world…. well… of course except some, like Tilapia). Dried scallops, if you will, are also served on every table during this celebration because of a close resemblance of Chinese coins. On the aspect of how the Philippines integrated the celebration into its own slate of holidays, it all started in 2012 as a non-working holiday, by a virtue of Proclamation No. 295 under the former administration of Former President Benigno Aquino III. The said proclamation states that this “is a manifestation of our solidarity with our Chinese-Filipino brethren who have been part of our lives in many respects as a country

According to the website, chinahighlights.com, “The lion symbolizes power, wisdom and superiority. People perform lion dances at Chinese festivals or big occasions to bring good fortune and chase away evil spirits.” while according to the National Library of Singapore, “the dragon dances are believed to have control over water, rain, hurricanes, and floods. They also represent power, strength and good luck and blessings for the community.” To our friends at the FilipinoChinese community, Kiong Hee Huat Tsai/ Kung Hei Fat Choi/ Gong Xi Fa Cai! and as a people.” It is said that the former president’s nod to the latter is an affirmation to his ancestry, the Cojuangcos – (from his matriarch), who are Filipino-Chinese, too. Some prominent businessmen here in our country are FilipinoChinese, say, for instance, the late George S.K. Ty, founder and chairman of Metrobank, the late John Gokongwei, founder and chairman of JG Summit Holdings and mall magnate, Tony Tan Caktiong, owner of Jollibee Foods Corporation, Emilio Yap, owner of the Manila Bulletin, Lucio Tan, owner of Philippine Airlines and Philippine National Bank and Andrew Tan, chairman of Megaworld Corporation just to name a few… Of course, Chinese New Year in the Philippines would not meet its fruition if Filipinos would not pay a visit to Binondo to savor those yummy treats like Tikoy and other Chinese foods and goodies. HREE days from now, we welcome the Year of the Metal Rat as we celebrate the Chinese Lunar New Year on January 25, 2020. Of course, as part of our yearly tradition to come up with credible CNY content, we hied to an upscale mall in Quezon City to talk with our resident Feng Shui expert about things to do to attract prosperity this coming 2020. “Just think positive, salubungin ang Year of the Rat nang bukas ang utak at maghanda, magsaya,” said Master Willie Ang in a chat with Manila Standard back in December. In our lengthy talk with the energetic Feng Shui expert of 20+ years, his counsel boils down to two words, good karma. “Ang mahalaga huwag magsalita ng negative, maging madasalin, ngumiti parati, ‘yan pinakaimportante. Maging

positibo tayo sa lahat ng gagawin natin, sa kapwa, kahit sa sarili,” he added. Master Ang, as he is referred to by his contemporaries and clients, is a certified Feng Shui expert since 1998 and built his career in the mid-2000s through straight-to-the-point and often-

times even crass style of giving advice. “Ako prangka ako, hindi ako mahilig mambola. Hindi katulad ng ibang Feng Shui expert diyan na dadaanin ka sa pananalita nila para makuhaan ka lang ng pera,” he said matter-of-factly, as he always does.

We say this for a reason. Asked what can people expect from the Year of the Metal Water Rat, Ang said the coming year presents a multitude of problems for us to face, but assures that luck will always come to those who persevere. “Ang inaasahan nating positive, nasa tao na lang kung masipag. Ngayong Year of the Rat kasi masalimuot, maraming problema,” said Ang. “Ayaw ko naman sabihin sa inyo na maraming positive kasi alam kong maraming negative,” he added as he pointed out that he sees tensions rising in politics in the coming year as well as problems pertaining to our agriculture sector. He also said that earthquakes will shake parts of the country and that everyone should be ready for these natural disasters. “Ako naman ang prayer ko kay Lord sana mali ang hula ko. Hindi din naman ako ‘yung tipo na nagsi-celebrate pa kapag tama ang hula. Sino naman may gusto ng calamity, ‘di ba?” he explained. Furthermore, he told Manila Standard that in spite of the challenges people might face this coming 2020, positivity is still key in holding out the headwinds we may encounter. “Sa pagsalubong ninyo sa darating na Jan. 25, huwag paiiyakin ang anak, walang iiyak dapat sa bahay, kailangan masaya lang lahat. Ang suot dapat pulang-pula. Iba pa rin ang nagagawa ng pag-welcome ng New Year nang masaya,” said Ang.

Mobile technologies help reduce carbon emissions and address climate change The mobile industry is one of many key sectors playing a crucial role in addressing the challenge of climate change. While Globe and other telecom operators outside the country already committed to reducing their own carbon emissions, they also contribute significantly to the reduction of carbon emissions by other industries through connectivity and behavior change. A new GSMA report produced in collaboration with The Carbon Trust, an independent sustainability specialist, assessed the enablement impact of mobile communication technology at a global scale. It showed that the use of mobile technology enabled a global reduction in Greenhouse Gas (GHG) emissions of around 2,135 million tonnes carbon dioxide (CO2e) in 2018. The emissions savings were almost ten times greater than the global carbon footprint of the mobile industry itself. The Carbon Trust examined 14 markets around the world to form a representative sample of the ‘enablement effect’ of the mobile sector’s ability to reduce emissions. The results indicate an even split between Machineto-Machine (M2M)/Internet of Things (IoT) technologies and those through behavior changes from the personal use of smartphones. The majority of avoided emissions from M2M technologies are primarily in buildings, transport, manufacturing and energy – sectors that make up a large portion of global GHG emissions. On the other hand, personal smartphone usage encourages behaviors like reducing travel for commuting and for leisure, increasing use of public transport by using apps providing real-time updates, sharing accommodations for short stays and holidays, and reducing travel by use of mobile shopping and mobile banking apps.

Meanwhile, Tom Delay, CEO of the Carbon Trust said: “Climate change requires a collective effort across governments, businesses and civil society if we are going to succeed in limiting global temperature increases to within 1.5 degrees. This analysis shows the positive role that mobile technology is playing in the evolution of other sectors and is a great example of what is possible.”

‘Don’t buy things you don’t need’ By Peter Paul Duran

A

S THE Year of the Pig ends, we celebrate the auspicious entry of the Year of the Metal Water Rat this coming Chinese Lunar New Year on January 25, 2020.

Contrary to popular belief, the change of year does not mean the same when it comes to your lucky charms, at least according to Manila Standard’s resident Feng Shui expert. “Huwag kayo bili nang bili. Kapag hindi ninyo naman kailangan at kapag alam mo puwede pang gamitin at gusto pa gamitin, gamitin niyo pa rin,” said Master Willie Ang in an interview recently. “Problema kase ang tao, every year palit nang palit ng lucky charms,” he added. Manila Standard sought Master Ang for a second straight year and asked for his take on the Feng Shui industry. He shared some pretty revealing stuff, one thing you can expect from this frank Feng Shui expert. “Walang katotohanan ang sinasabi ng ibang lucky charm stores na kailangan every year magpapalit. Nonsense, hindi totoo ‘yun,” he said. He said that some charm store owners may coax people to buy bracelets, figurines, and what not by saying that it’s a different year and a different zodiac sign. This gives these opportunist business people to say for a need to change all lucky charms to unsuspecting buyers. “It’s just nonsense. Bakit? Niloloko lang kayo nu’n. Alam ko ‘yan kase mayroon akong lucky charm store at

feng shui expert din ako,” Ang explained. “Alam ko ang totoo at ginagawa lang nila ‘yan for business.” “Kung tutuusin nga dapat ganoon din sasabihin ko kase may business ako nu’n. Pero sa social media, sa guestings ko, sasabihin ko hinde, ‘pag hindi kailangan bakit ka bibili,” he added. “Walang manloloko kung walang nagpapaloko.” Above it all, he says that this is the reason why some people lose faith in their profession because of some bad apples among their ranks. He says his goal is to show feng shui experts in a good light and be respected in their field. “Ang gusto ko lang makita kami na nirerespeto, makita kami na totoo kami,” said Ang. “Ang trabaho namin ay hindi naiiba sa mga lawyers, sa doctors, kasi ang work namin ay according to science, hindi kame nambobola at honest,” he continued. “Payo ko lang sa tao ay alamin din ang kausap nilang feng shui expert, alamin ang opisina, alamin nila ang credentials,” he added. Ang, a feng shui expert for two decades now, says that even though he wishes people to respect his chosen profession, it starts from the feng shui expert themselves to show that they are indeed worthy of respect.
