Added LIRR Grade Crossings Brookhaven Town officials are encouraging residents and all stakeholders to save the date: August 23rd when they will host residents, merchants, fire and emergency medical service personnel, school district representatives, elected officials and all stakeholders during a public hearing at William Floyd High School at 6 p.m. to testify on what town officials say is an urgent need for additional Long Island Railroad, (LIRR), grade crossings in the heart of the Tri-Hamlet community.

by Dominick Forte Millions of Americans from coast to coast will be treated to a spectacular sight via one of nature’s rarest celestial phenomena, a total eclipse of the sun. On Monday, August 21st, the moon’s shadow will fall on the Earth as the moon slides in front of the sun. An unnatural darkness will descend and our planet will become still and quiet. During this total eclipse, the moon will block out the entire sun’s surface but the outer atmosphere,. The normally invisible corona will appear as a halo around the black moon. And the eyes of millions of earthlings will ascend to focus on the shimmering sight occurring above. Fortunately for those living on the South Shore of Long Island, this scene of unimaginable beauty will be enhanced by the programs of the Mastic-Moriches-Shirley Community Library. Residents will have the opportunity to experience the spectacular view of America’s ﬁrst total eclipse of the sun since 1979. The Library is hosting programs for all ages so they can learn about, prepare to view, and experience this magic moment. Shuttle buses will be running from the Library to the Smith Point Beach Wilderness Center from 1:30 to 3:30 PM. Special glasses will be distributed for safe viewing while supplies last. Only patrons using the provided safety glasses will be admitted to the program which is open to adults and families. Any minors participating must be accompanied by an adult. Library spokesperson Josephine Wuthenow, Department Head of Reference and Adult Services, says that “the program has generated a great deal of interest and excitement. We really didn’t know what to expect. But all our expectations have been totally eclipsed, so to speak. The Library team has been overwhelmed by the public’s enthusiasm.” Librarian Catherine Gorden, who has served as Project Supervisor added, “When we started out way back when, we didn’t realize just how big this thing would become. The program has evolved into a mega-event, with interest and participation steadily growing. We are very gratiﬁed that our eﬀorts have been met with such a great response from our members.”

Medford Fire Department Celebrates 95th Anniversary

Thousands of residents and volunteers took part in one of the largest parades the Medford community has ever seen. The parade was sponsored last week by the Medford Fire Department in celebration of their 95th anniversary. Continued on Page 3

The Kaeli Kramer Foundation Annual Fundraiser

The Kaeli Kramer Foundation, dedicated to rescuing slaughter-bound horses, held its annual fundraiser at the magniﬁcent Milleridge Cottage. Guests were treated to an evening of live music ranging from a classical quartet to contemporary vocal performances in the cottage’s beautiful atrium. On a picture perfect night, many guests sat under the stars on the wraparound patio enjoying a wine tasting and visits from a ﬂock of resident peacocks. One hundred percent of the proceeds from this fundraising event will be used for the care of the foundation’s rescue animals. November Elections Napper Tandyâ€™s is one of the more popular venues for Suffolk County Republican Chairman John LaValle to pitch his candidates for the upcoming Suffolk County Legislature elections. As usual, it wonâ€™t be easy being in the minority on the Suffolk County Legislature. An open seat in the 3rd district is hoping to be taken over, a seat held for 12 years by the opposition. Rudy Sunderman, the very popular Republican candidate, is working very hard, but his opponent has an edge having been the top aide to Kate Browning for the past 12 years. Kate who was term limited (Suffolk County Legislators are only allowed to serve for 12 years), is popular. But Suffolk County Republicans carried Trump to victory, so the leadership is banking on the Republicans to come out for their candidates. LaValle is no novice to politics â€“ starting as a 25 year old councilman on the town board appointed by the charismatic John Powell, he rose through the ranks eventually becoming Brookhaven Town Supervisor. Hence many years later, he ďŹ nds his committee the underdog in the upcoming legislature races. Can he pull the rabbit out of the hat? We shall see!

His ruling is on appeal with the county having retained a law ďŹ rm that has long fought for the environment: Riverheadbased Twomey, Latham, Shea, Kelley and Quartararo. John V.H. Halsey, president of the Peconic Land Trust comments: â€œIf we want farmland to be farmed we have to allow farmers to do what we told them they could do when they sold their development rights. They retained the right to build structures. They never sold that right to the county. Suffolkâ€™s Farmland Preservation Program was created to protect not only farmland, but farming. Farm operations by deďŹ nition are the land, structures, improvements and practices necessary to perform agricultural production.â€? Suffolk County is challenging the lawsuit and ruling which threaten Suffolkâ€™s Farmland Preservation Program. Conceived by County Executive John V. N. Klein in 1974, the program is based on the brilliant idea of purchase of development rights. Farmers are paid the difference

between the value of their land in agriculture and the price of selling it off for development. In return, the land is kept in agriculture in perpetuity. Suffolkâ€™s current county executive, Steve Bellone, says: â€œ The ďŹ ndings in this lawsuit strike at the very heart of agricultural success in Suffolk County. Support structures on agricultural land have always been an essential component of agricultural production.â€? Rob Carpenter, administrative director of the Long Island Farm Bureau, explains that â€œin this day and age, farmers canâ€™t just go out and put a seed in the ground and watch it grow. Farming today is very sophisticated and complicated.â€? Greenhouses are used. Crops need to be stored in a buildingâ€”â€œthey canâ€™t be left out in the ďŹ eld in the hot sun.â€? Farmers utilize large pieces of equipment and they â€œneed to be sheltered.â€? He said, â€œNo farmer is going to preserve their land if they canâ€™t continue as a farm operation, and that means having the necessary infrastructure.â€? Legislator Al Krupski of Cutchogue, a fourthgeneration Suffolk farmer, says that the hope is that what has happened is a â€œtemporary setbackâ€? of the countyâ€™s Farmland Preservation Program. â€œWe want to restore conďŹ dence in this historic program.â€?

Town Demolition of Zombie House

On August 9th, Councilman Kevin LaValle was on hand for the demolition of a vacant and abandoned house at 59 Woodview Lane Centereach. The house had been a source of numerous resident complaints and Town building code violations. The rear of the house was in danger of collapse, the exterior and interior suffered from a lack of maintenance and the property was overgrown and strewn with debris. It was demolished by the Town in accordance with Chapter 73 of the Town Code which provides a “fast track” to rid neighborhoods of unsafe structures. The cost of demolition and debris removal is the responsibility of the property owner, and the Town places a lien on the property that is then placed on the tax bill. The County reimburses the Town and then they collect the money from the property owner. Councilman LaValle said, “This house wasn’t maintained for years and it became a dangerous eyesore that had a negative impact on property values in the neighborhood and the quality of life of the residents who take pride in their homes. I commend our Law Department for their efforts to clean up zombie houses in Centereach and all throughout Council District 3.”

Nearly 1,000 PSEG Long Island employees showed their community spirit on Tuesday, July 25th, helping to raise thousands of dollars for four Long Island charities by taking part in the Marcum Workplace Challenge at Jones Beach State Park. PSEG Long Island orange was the most common color in the crowds at Long Island’s largest corporate picnic event and 3.5mile fun run. Once everyone crossed the ﬁnish line, the utility was recognized for having the most participants and for raising the most money through contributions beyond the registration fee. In addition to the entry fee, a portion of which supports local charities, PSEG Long Island employees contributed $3,100 in voluntary donations. “This is always my favorite day of the year at PSEG Long Island. It’s always great to see our employees come out to the beach every year to show our spirit and commitment for such a great cause and give back to the communities we serve,” said Dave Daly, President and COO, PSEG Long Island. More than 12,000 people and 200 companies typically participate in the Marcum Workplace Challenge. Proceeds go to beneﬁt four local charities: Long Island Cares Inc. - The Harry Chapin Food Bank; The Long Island Children’s Museum; Children’s Medical Fund of New York; and The Nassau County Society for the Prevention of Cruelty to Animals. PSEG Long Island, which operates the Long Island Power Authority’s energy grid under contract, is committed to serving the community. Employees participated in nearly 800 volunteer events last year.

Public Drinking Water Needs More Attention

New York’s public water supplies need stronger protections to

ensure clean drinking water and prevent contamination that could result   health problems, according to a report released by State Comptroller in  Thomas P. DiNapoli.

   “Clean drinking water is a precious resource that we should never

take for granted,” DiNapoli said. “Water contamination in Hoosick

  Falls, Newburgh and Long Island revealed our vulnerabilities. With the

President proposing funding cuts to programs that help keep drinking    the state and localities have to take the lead in strengthening water safe,        safeguards for public water supplies and improve our response to     contamination.”  The President’s proposed budget would cut the Environmental  Protection Agency’s (EPA) budget by nearly one-third. In numerous  instances, the EPA has failed to set standards for contaminants with  harmful health effects.  In New York state, the 2017-18 enacted state budget contains  measures to improve drinking water safety. The measures require the  state Health Department to identify certain substances as emerging      contaminants and to test certain water systems for the presence of those  contaminants, as well as notifying property owners if the contaminants  reach certain levels.  

    DiNapoli recommends that the state also:    • Creates a statewide response plan, with public input, to effectively    address drinking water contamination incidens.  • Creates a statewide program that would proactively monitor the health  of residents to drinking water contaminants.   exposed  • Applies a more precautionary approach for contaminants that are  unregulated at the federal level.  • Broadens the scope of review when identifying emerging       contaminants.

Community Viewpoint Thank Failed Leadership For Long Island’s Gang Problem Dear Editor: Violence, drugs, killings. These are all words that come to families’ minds when they think of some schools in Suffolk County. As a retired Family Court Judge, it is disturbing to know some parents are afraid to send their children to school because of the out of control gang violence. Schools are sometimes the only places children feel safe and an education is often the only path to success for lower income families. So how is it that our schools became so unsafe? Starting in 2014, I began to notice a huge increase in the number of guardianship applications we were getting in Family Court for children who had no parents. The count went from a few dozen a year to almost 4000 overnight. Most of these children were “unaccompanied minors” ﬂeeing from violence in Central America. They crossed the Mexican border and surrendered to INS who transported them to Long Island. Many of the people who came forward to take these children were relatives who welcomed them to caring homes where they were raised beside their cousins and brothers and sisters. Others were not so lucky. And yet, faced with this crisis, the County did not mount a task force to face it – there was a lack of vision that could have protected these minors from the vultures that preyed on them. Traditionally when a stranger or a more distant relative seeks guardianship of a child, we like to investigate the situation a little closer. However, with 4000 new applicants, the Suffolk County Probation Department was overwhelmed. People stepped forward claiming to be from church groups or distant relatives or friends of the family. But we were not given the time or the resources to thoroughly investigate that or the resources to check up on these kids once they were placed. Were they still living with these families, going to school and working, or were they picked up outside the court house door by MS13 recruiters? We don’t know. It was all handled so poorly that we’re just now coming out of the dark. When you have children without parents, especially teenagers, we all know they need a lot of special guidance. They need school, after school activities, and they need someone to

check up on who they’re socializing with. This is the role of a parent or responsible guardian. Successful children do not raise themselves. Yet thousands of unaccompanied minors found themselves doing just that. Suffolk County was one of the top five United States counties accepting unaccompanied minors, without any task force or any true oversight. The result? MS13 quickly took advantage of this situation and recruited in large numbers throughout Suffolk County. I think that we all know that when there is a vacuum-- something rushes in to fill it. In this case, it appears that MS-13; a violent youth gang, was more than happy to fill that void. Furthermore, it appears that seeing the early success in discharging unsupervised kids into the streets, they may have gotten involved at the other end of the pipeline, feeding their members through the unaccompanied minors program up to Suffolk County. When will Suffolk County leadership wake up and realize we cannot ignore our youth? When there is a crisis such as the resettlement of 4000 refugee children, we can’t just callously push them through the system. There are consequences. Like Suffolk County now being known throughout the country as a ganginfested community. Our President described it as a “killing field.” Seven of the MS13 members arrested for murdering two American high school girls were part of this program, according to federal authorities. This is a terrible price to pay because the Bellone Administration did not hire enough probation officers, youth counselors and soccer coaches to make sure that these kids were not recruited by gangs. They did not ask ICE to come in and monitor kids until they were sure they were settled in appropriate situations. The courts and the police force can only do so much to deal with social problems. We need to deal with these problems before they become police problems. In May 2017, our Police Commissioner Tim Sini went to Congress to ask for youth programs and other resources to meet this challenge. He should have made this request in 2014 when he was Deputy County Executive in charge of Public Safety, it could have saved lives. Today, it will be like putting a band aid on a tumor.  GRABOW, 56 years young, of Shirley, died at North Shore Uni CAROL   LILLIAN  versity Hospital in Manhasset on August 7th, 2017. Carol was born in Mineola, and was   

a title insurance ofﬁce with Equity Settlement Title Company. She loved going to the  beach, taking pictures of her family and friends, baking cupcakes and was very crafty. 

 She enjoyed entertaining. She was the beloved mistress to her canine companion Daisy.   Carol is survived by her husband Edward to whom she has been married for the past thirty   years. She was the loving mother to her three children Sara (Matt) Trenn, Brigette (Geof frey) Geoghan and Lance Grabow. She was the beloved grandmother of Lilliana; devoted  daughter to  Sara Komulainen and sister to Brenda, Julie, Diana, Jennifer, Joan and Susan.

  

Family and friends were received at Roma Funeral Home in Shirley on Wednesday and Thursday and a Mass was offered at St. Jude’s RC Church in Mastic Beach on Friday at    11:00 am. Interment followed at St. Charles Cemetery, Farmingdale.  **********************************************************************  LUCILLE  ANN HYNES, 72, of Mastic Beach, died in Flushing Hospital in Queens,    New York, on August 6th, 2017. Lucille was born in the old Bayview Hospital in Mastic  Beach. She worked as an administrator for several non-proﬁts, including director of St.  Jude’s Outreach.   She was the Past President of the St. George Senior Citizens, a devout  Catholic and member of St. Jude’s Church. She loved going down to Smith’s Point beach,  watching the New York Giants Football and was the quintessential football Mom to her  two boys. She hosted an annual 4th of July party that included up to one hundred people. She was a devoted wife to her husband Edward who predeceased her. She was the lov   ing mother to her two sons Brian and Sean (Carianne) and her four grandchildren Arista,  Aidan, Ethan and Chase. She was the devoted sister to Thomas, Gerald, Ronald and Cath erine as well   as cherished aunt to twenty-eight nieces and nephews. Family and friends were received at Roma Funeral Home in Shirley on Thursday and a Mass was offered     at  St. Jude’s RC Church on Friday at 10:00 am. Interment followed at Holy Sepulchre  Cemetery, Coram. **********************************************************************    J. FARRA, 83, Mastic Beach, lost his long battle with his illness and died at   THOMAS   North Shore University Hospital in Manhasset on August 8th, 2017. Tom was born in the Bronx, had served honorably in the United States Army during the Korean War, and was    a self-employed electrical contractor. He was the original ‘workaholic’, an active mem  ber of the VFW, loved to play cards, go to the casino, and traveled extensively with his   wife and family to Aruba, Alaska, Vegas and Florida. He loved to play dominos and give  domino sets to special family and friends. He was a devoted husband to his wife Flor he had been married for the past sixty-four years. He was the loving father ence to whom of Donna (Todd) Feibusch Cynthia (Frank) Perazzo, Thomas (Carrie) Farra and Laura (Christopher)   Semlies. He was the cherished grandfather to Ashley, Elizabeth, Gabriella,        Veronica, Charlotte, Graham and Harper. He was the loving brother to Morgan, Nicole,     his twin Gerry, Ronald, and Catherine Barry. Family and friends were received at Roma   Funeral Home in Shirley on Thursday and a Mass was offered at St. Jude’s RC Church  in Mastic Beach at 10:00 am. Military honors were accorded to him by the US Army. A  private cremation took place at Mt. Pleasant Cemetery, Center Moriches.

Dominoes By Barbara Guarino Kruk This is a difficult article for me to write. The person I am writing about has been an important part of my life for many years. He and his family have been an integral part of my life and that of my family. He was a man who led by example. He was stern at times, a hard worker, a respected businessman, and a devoted husband, father, family man and friend. Dominoes is a game that originated in China in 1232. It has, over these many centuries, evolved from its origins, but is still played all over the world. It is a game of logic, strategy and patience. It teaches you to take your time and measure your opponents. It can be played with up to four people. It is a game of skill and can be played in several different formats. It was a prized game played by Emperors as well as the average man. Thomas J. Farra, eighty-three, of Mastic Beach, was a lover of dominoes. He not only was a skilled gamer, but enjoyed giving dominoes as gifts. The last gift of dominoes he gave was to his beloved younger sister, Lucille Hynes, who died one day before his own passing. Who was Tom Farra the businessman? Well, ask any builder on Long Island and they will tell you that he was the most dedicated electrician they ever worked with. He was smart, ambitious, and devoted to doing a great job for both the contractor as well as the homeowner. Tom built his business on his good reputation. He was a respected businessman. Who was Tom Farra the man? I first met Tom in 1972 when my husband Connie and I bought our first home. We were the “kids” of the neighborhood. Our first Christmas in our new house, which was across from the Farra’s, caught on fire two weeks before the holiday. It was Tom who came to the rescue. It was an electrical fire, which he fixed the very next day, at no charge. From that day forward, he and his beautiful wife Florence (Flo) adopted us. It was a loving and special relationship that has lasted for over forty years. I can’t speak of Tom without including his devoted and loving wife Florence. Tom and Flo have been married for sixty-four years. From their union came four of the best children. Their youngest, Laura, spent so much time at my house I felt like she was my third child. All four of the Farra children have grown to be outstanding men and women; they had the best teachers – Tom and Flo. Tom and Flo’s generosity is legendary in this community. They have been part and parcel of Mastic Beach for decades. They have touched, directed, and assisted countless families; including my own. While Tom had been bravely battling an incurable illness, his younger sister Lucille Hynes, had also been fighting her own illness. I had been blessed to know Lucille for as long as I have known Tom. She was a wonderful, gracious, and caring person. She had a devout faith and a generous heart. God decided that they had suffered enough and within twenty-four hours they each passed; leaving their pain and suffering from this world to their heavenly reward. Together, brother and sister, were called home to Jesus. It is hard to say farewell to people that have imprinted your heart, my only consolation is that they are no longer in pain. Tom and Lucille, together in Heaven, playing dominoes; a beautiful comforting thought. Thank you Tom, for all you have given us and this community; may God be as kind to you!

All claims against others, such as claims involving a personal injury. Your “probate estate” refers to assets which pass to your beneficiaries though a Will. This includes assets that were in the sole name of the decedent, or made payable to the estate of the decedent. The probate estate does not include assets owned jointly with rights of survivorship, payable-on-death accounts, or other assets with named beneficiaries. Assets held in a revocable or irrevocable trust do not typically pass through the probate estate. Probate is also the name of the Surrogate’s Court process by which the Will is determined to be a final statement of how your assets are to be distributed at death and confirms the appointment of an executor chosen by you. The term “probate” also refers to the process of administering the estate. The probate process involves asset gathering, paying the debts, taxes and expenses of administration and distributing the assets to the beneficiaries named in the Will. Town to Take Public Testimony for Added LIRR Grade Crossings

Continued from Page 1 By Barbara LaMonica  In its present state, town officials and residents alike  assert that limited north-south access across the   railroad tracks is a worst case scenario in the event of an  emergency evacuation or traffic accident.   Brookhaven Town Sixth District Councilman and    Deputy Supervisor Dan Panico said the purpose for the meeting is to solicit public input where a detailed   analysis mapping out the need for more at-grade  crossings, devised by the Melville-based Nelson & Engineers and Land Surveyors will be unveiled.    Pope “For decades this area has struggled with the need for  more at-grade railroad crossings and residents have been  asking  for additional crossings in the Mastic-Shirley  Mastic Beach area, and rightfully so,” Panico said. The  peninsula is bound to the west by the Carmans River, to  the east by the Forge River and to the south at the Great South Bay at Smith Point where Panico said the lack    of access over the tracks is exacerbated in the event of  a call for an emergency evacuation or traffic accident.  “We saw  firsthand just how difficult travel was when work was being done on William Floyd Parkway at      the railroad crossing in May,” Panico said. “It was an  absolute nightmare to get around the area and around peninsula.”   the Panico    asserts the issue “can be alleviated by the Long Island Railroad making a concession and realizing the area is deserving of additional crossings.” The   three at-grade crossings in the area include William   Floyd Parkway, Mastic Road and Smith Road. Renovation of The Medford VFW Seen as a Labor of Love

      by Joan Travan   Renovating the VFW (Veterans of  Foreign Wars) building on Long Island  Avenue in Medford is a “labor of love”  for the member veterans of the hamlet.  The community is supporting their     endeavor with a series of fundraisers run  by the newly formed group, Operation  Restore VFW; spearheaded by Erinkelly    Connell and co-founder, Tex Dennerlein.     “We’re a great team, members of the    Medford Chamber of Commerce, the    Legion, Civic  and members of the             

Road, and Hawthorne and Madison avenues. “We’re going to let the engineers and highway department make their recommendations,” Panico said. “For years the LIRR’s ‘one size fits’ all theory is absolutely the wrong approach,” the councilman said. To strengthen their case to institute additional atgrade railroad crossings, town officials are following the process of Section 90 of the New York State Railroad Law. Brookhaven Town Senior Assistant Town Attorney, Kenneth Lauri explained the first step is for the town to give notice to the LIRR that it will hold a public hearing (scheduled for August 23). “Once the determination has been made that an at-grade crossing is necessary, we send the Nelson & Pope study, public testimony and transcripts to the New York State Department of Transportation,” Lauri explained, after which time a hearing will be conducted before an administrative law judge. Lauri said after decades of attempts to increase the number of at-grade crossings, this latest attempt is the town’s “best chance because this is the first time” officials are following

LIRR 90 guidelines. According to contrasts and statistics cited by Lauri, the Tri-Hamlet area has one crossing for every 19,000 residents. Compare that to an at-grade crossing for every 7,000 people in Patchogue and an at-grade crossing for every 2,010 people in Center Moriches, and the attorney underscores the necessity for additional at-grade crossings in the Tri-Hamlet area. Mastic Beach Fire Department commissioner and volunteer Bill Biondi said there is a definite need for the at-grade crossings in the Tri-Hamlet community: “As far back as the late 1990s when (former) Councilwoman Carol Bissonette was on the town board, the Peninsula Evacuation Coastal Storm Committee was created, because you can’t get off the peninsula in the event of an emergency.” But the committee could not gain enough steam to create more at-grade railroad crossings. Fast forward to 2017, and Biondi said a littleknown fact is that Smith and Mastic roads “technically would flood in Category 2 hurricane force winds.” Like Councilman Panico, Biondi cited the recent work at the railroad crossing at William Floyd Parkway. “There were major, major problems getting out of Mastic Beach,” Biondi recounts. Biondi suggests an at-grade crossing at Hawthorne would be the most logical and best solution because traffic patterns relative to other sites would have more zigzags and, Biondi emphasizes, “It’s all about public safety – to get the people out of harm’s way as soon as possible and you want to move them out in the most direct route.” Speakers will be asked to present their testimony in three-minute intervals during next week’s public hearing.
