Blue Claw Crab Festival The Mastic Beach Property Owners Assoc. is sponsoring their 13th Annual Blue Claw Crab Festival held at the waterfront overlooking the beautiful Great South Bay at Marina 1, 96 Riviera Drive in Mastic Beach on Sunday, August 27th from 11am to 6pm. Free admission and continuous shuttle bus parking is available at the MBPOA Clubhouse at 31 Neighborhood Road. Founded and operated by Center Moriches resident Keith Caputo (with scissor), with guidance and loving support from his mother, Cassy, the Helping Makes U Happy team of volunteers aim to demonstrate how every human can make a difference through volunteering, while inspiring others to make a difference in their community. Our Great Fishermen in Need of Relief

 

            On Long Island, so much of our economy and way of life are  connected to the water around us. Fishing is a treasured part of our

identities as Long Islanders. Yet today, the current flaws in the     management of our fisheries isn’t just raising costs for commercial    fishermen and charter boat captains- it also hurts all the small

businesses in the coastal economy, including restaurants, bait & tackle   shops,  hotels, and gas stations. Quite candidly, it is also making this

just nowhere near as much fun as it used to be either. As the  pastime Representative for New York’s First Congressional District, which is  almost entirely surrounded by water, I am committed to supporting our

  ﬁshermen and ensuring this tradition is preserved for generations to

come.   The current management of our fisheries has created a web of        unnecessary restrictions on our local anglers. For example, just last     week, regulators gave final approval to a confusing set of requirements  that call for a one inch difference in the size limit for fluke, 18 inches  for New Jersey anglers, but 19 inches for New York. There is also a  proposed regulation that would create two separate sets of rules for  blackfish, one for the North Shore, and one for the South Shore.  Current rules in our state also limit anglers to only one striped bass  and weakfish per day. A rule like this is very damaging to the fishing  industry. Many      people just aren’t going to spend all the money it costs to go out on a charter boat if they can only catch and keep one fish.  Using flawed, outdated data to justify that bad rule makes even less     sense. New York representatives on regional councils have to do much   more to fight for our fishermen because we continue to get rolled at   the table by other coastal states that take a much more proactive role within   these councils, getting better quotas for their states while New  York anglers do not get their fair share. Additionally, these decisions on  fishing regulations are being made using old, obsolete data, which has     in years. There is no reason that our fishermen should not been updated  be held back by numbers and figures that may have had relevance in  years prior, but simply do not apply in 2017.      I have long worked hard to get various victories across the finish  line for our fishermen. In 2011, for example, as a member of the New   York State Senate, I led the successful effort to repeal the Saltwater  Fishing   License Fee. My efforts have continued in Congress. In      February, I reintroduced my legislation from the 114th Congress, the  Local Fishing Access Act (H.R. 1195). Community Viewpoint Red Light Camera Report Dear Editor: “The Suffolk County Red Light Safety Program uses automated enforcement to enhance the safety of motorists at red light intersections located within Suffolk County,” according to the county’s Traffic and Parking Violations Agency website. However, the 2015 report recently released by the Agency tells a different story. A review of the data shows that 50% of the county’s red light camera intersections saw an increase in reported accidents over the previous year while 42% of red light camera intersections saw an increase in accidents involving injury. Those are startling statistics, although not entirely surprising, as last year’s report told a similar tale. How can the county continue to ignore that its “safety” program may be placing motorists in jeopardy? The report indicates that the county experienced an overall reduction in accidents at red light camera locations across Suffolk during the period, which is good news, however, that fact further underscores the concern over specific intersections and makes the county’s unwillingness to address potential safety fears all the more egregious. The cameras continue to roll at these intersections with no thought of taking them offline. Despite the urging of countless motorists and several lawmakers, including myself, the administration has refused to entertain any suspension or re-evaluation of this program, which at best is flawed and at worst dangerous. Suspend Red Light Cameras Dear Editor: On Tuesday, July 25th, 2017, Suffolk County Legislator Kevin McCaffrey introduced

a Local Law to temporarily suspend the Red Light Camera Program until the Department of Public Works completes a study on the program’s impact on safety. According to a recent report by the Suffolk County Traffic and Parking Violations Agency, the percentage of rear-end collisions at red light camera locations increased by 30 percent in 2015, which is the latest year in which data is available. The same study showed that accidents involving injuries increased at 46 red light camera locations in Suffolk County. If this program is really about safety, then it should be easy for everyone to agree to pause it, so the Department of Public Works can get to the bottom of these accident and injury increases at many of the red light camera intersections. Anyone voting against McCaffrey’s resolution clearly has other motives for the program and is perhaps putting revenue ahead of the safety of our residents. According to the Local Law, Introductory Resolution 1581, which is scheduled for a public hearing on Wednesday, September 6 in the Legislature Auditorium at the Riverhead County Center, the Red Light Camera Program has raised concerns regarding the timing of yellow and red lights. It also states that several citizens, lawyers and local leaders in Suffolk County claimed that the flash caused by the cameras has caused more automobile accidents than it has prevented. The Red Light Camera program was authorized by the Suffolk County Legislature and by the New York State Vehicle and Traffic Law in 2009. The program was sold to the public as a way to reduce accidents and fatalities at intersections in Suffolk County. The program has caused controversy, attracting criticism from both the public and community leaders, who claim that 80 percent of tickets are given to motorists that make right turns on red. Another point of criticism from residents in Suffolk County is that the Red Light Camera Program is more a money grab than a safety measure.  M. SCHULZ, 83, of Shirley, died at Brookhaven Memorial Hospital on  LORETTA    July 31, 2017. Loretta was born in Long Beach, New York and worked in the retail   

 garment cleaning industry. She enjoyed doing puzzles, watching the Sci-Fi Channel,  gardening, gambling and going to casinos. She loved to play card games with the family

 and she was an animal lover. Loretta was the neighborhood “Grandma” to all the local  children. She was predeceased by her beloved son Jake Wright. She is survived by her   daughter Doreen (Jim) Furnari and was the cherished grandmother of Joseph (Kelly) and  Darian (Matt) and greatgrandmother of Ryleigh and Charlotte. Family and friends were  

received at Roma Funeral Home in Shirley. Wake prayer services were conducted by St. Jude’s RC Church in Mastic Beach. A private cremation took place at Mt. Pleasant Cem   etery in Center Moriches.

A Mutual Understanding By Barbara Guarino Kruk People who share a common interest, whether that is a hobby, a profession, or a shared tragedy, seek others with whom they can ﬁnd comfort in making that connection. Often, similar needs, like cancer survivors, dependency survivors, rely on each other for strength to face what lies ahead. We recently assisted a woman with the funeral arrangements for her elderly mother. When Doreen Furnari came to us to discuss the details for the ﬁnal disposition of her mom, Loretta M. Schulz, we instantly made a connection. It started with discussing those born to that certain generation that both her mom and my recently departed mom shared. It was a generation of strong willed and long lived people. We shared memories of our moms; laughing and remembering the things they did and how much they touched our lives. While the connection about our moms was obvious it was only after we started chatting that we realized that our lives and circumstances were very similar. Both her husband and mine had suffered brain injuries. Each of us had learned how to cope with the daily challenges of dealing with someone who had sustained this type of closed box injury. Doreen had found her emotional and mental relief in doing stand-up comedy, while I had chosen to write a book about the trials and tribulations associated with the onset and aftermath of this life-altering illness. She, like me, has learned many things from our situation, the most important of which is love can conquer all obstacles. Loretta M. Schulz, at eighty-three was a woman who had an opinion and was not afraid to share that opinion with anyone. She was feisty and embraced life. She loved her family and was a cherished grandmother. Her love of children extended to many of the neighborhood children. Doreen and her family have suffered the loss of their mother and grandmother and have survived the illness of their husband and father. Love truly gives one strength to face the challenges of life.



   Editorial Our Great Fishermen in Need of Relief

Striped bass fishing has been banned in these waters since 1990, and yet commercial and recreational fishing is allowed for dozens of other species. Passage of this legislation will allow Long Island’s fishermen to once again enjoy striped bass fishing off the coast of Montauk, both commercially and recreationally, and to make sure that a nice day on the water doesn’t suddenly turn into a federal crime when a vessel drifts from state to federal waters. In addition, H.R. 244, legislation which was recently passed by Congress and signed by the President, includes $72.5 million for the National Sea Grant College Program. This important program works with local oyster growers, fishermen, watermen, and other businesses in the coastal economy to grow and sustain their business models, connecting them to local resources to share best practices, and helping them navigate a complex patchwork of state and federal coastal zone management regulations through technical assistance. Alongside Congressman Joe Courtney (CT-02), I also led a bipartisan group of 95 members of the House in sending a letter which called on the House Appropriations Committee’s Subcommittee on Commerce, Justice, Science and Related Agencies to continue their support for Sea Grant. With imported seafood making up 90% of American seafood consumption, this program works to help strengthen the ranks of Long Island’s local fishermen and shellfish farmers.

We must also support our shellfish industry, a historic and rapidly growing industry on Long Island. Blue Point oysters, which originated in the Great South Bay, are now a highly sought after, world famous commodity, and the oyster trade has long been a prominent feature of our district’s economy and heritage. That is why, as part of the Congressional Shellfish Caucus, I’ve joined my bipartisan colleagues in pushing the Food and Drug Administration to end the impasse over European Union and United States trade negotiations over the import and export of oysters. Long Island’s oyster farmers need access to markets and restaurants in Europe to grow their businesses. Improving water quality is also absolutely paramount in this effort as well. Overdevelopment of waterfront properties, pollution, stormwater runoff, nitrogen loading, harmful algae blooms, and lack of adequate flushing of waterways are all contributing factors to reduced water quality that have caused severely negative consequences for the shellfish population over the past few decades. That is why so many environmental efforts like fully funding the National Estuary Program, which I have long supported, are so vital. While all of this will help to advance the interests of our fishermen, there is still so much more than can be done in Congress to aid this effort, such as thoroughly reforming the Magnuson-Stevens Fishery Conservation and Management Act. This is the main law that governs recreational and commercial fishing in our nation; however, while it was first enacted in 1976, it has not been updated in a decade. Our home, and our fishermen, are

          unique and they should be treated as such. Reforming the Magnuson-Stevens Act also presents the opportunity to fix  New York’s issue regarding Fishery Management Councils  (FMCs) and allow our anglers to receive the fair share they  have long deserved.Also as part of Magnuson reform,   there needs to be improvement in the data and   science used to create federal fishery management plans, as  well as an improved framework makes quotas and regulations  that     flexible to each region and species. Maintaining healthy fish stocks is incredibly important, and our fishermen   understand this; however this horribly flawed data only  results in needlessly limited size and catch limits which serve no one. Without addressing this  need, America’s     fishermen will continue to suffer under a one-size-fits-all  approach that hurts our industry and allows other nations to   overtake our markets with their cheap, imported seafood. Last year, the commercial bluefish fishery in New York  almost shut down mid-season due to a misguided ruling Administration by the National Oceanic and Atmospheric (NOAA) that New York went over its quota for 2015, a    decision based off of old data and poor science. While NOAA took a second look at  the data that was outdated and wrong and revised their plan, allowing  commercial  blue fishing to continue, this decision should have never  been made in the first place.     In addition to these initiatives, there are other efforts  required outside of Congress to give Long Island’s fishing  it  industry a much needed boost. On Saturday, August 12, 2017 the Medford Fire Department will be hosting a special parade and free outdoor concert in celebration of the department’s 95th anniversary. Over thirty volunteer departments will be joining the Medford Fire Department in the parade which will start sharply at 6:00 PM on Route 112 and Tremont Avenue and proceed to Firemans ﬁeld on the corner of Oregon Avenue and Peconic Avenue. Following the parade, presentations will be made to the Grand Marshals and then the volunteers and local residents can enjoy a free concert sponsored by the ﬁre department. The concert will feature the group “Drop Dead Sexy”. Food and refreshments will also be available for purchase. Local residents are urged to come watch the parade and enjoy the concert. There will also be activities for the kids. The volunteers stress that this day will not only be about celebrating the department’s anniversary, but also about the support they receive from local families and the community.

Favorite Teachers Have Fans at Teacher’s Story Corner

  It started about six years ago when  some of the district’s resident elementary



school teachers   

wanted to volunteer

time over the summer encouraging kids  to keep reading. “Summer slide”, as it  is known,  is when children have the  summer off and don’t participate in any  learning activities. They return to school  having to review up to three months’

worth of academic    progress. Some children  drop a reading level or  two without   consistent  practice. Calling on the     expertise of the librarians  in our Children’s

the teachers   Department, came up with a program    called Teacher’s Story Corner. Once a week on    the same day throughout the   summer, teachers would come in and read  stories to children. Word   and soon spread quickly, the story times were pulling in anywhere  from   children plus their parent at 30-50        a time. Teachers worked with librarians   to pick out their favorite books to read.   “Teacher’s Story Corner is about  encouraging kids to read for fun  throughout their summer break. It’s cool  to see their teacher, and at the same time  we are reinforcing critical reading skills,”  says one teacher reader. According to  Children’s staff, part of    Department  the fun is also the competition among   schools to win the summer reading club  prize.  “We deﬁnitely see that there is a    competitiveness happening among the    schools,” according to a library staff    member. “It’s great that teachers help  encourage kids to read by being here,  and the local PTO’s help to boost the     program and reading at their home  school by publicizing it on Facebook  and through word of mouth.”      There is an award given by the  Community Library to the elementary   school with the most children     participating in the summer reading      club. In the past, Tangier Smith has been    a multi-year champion, with William  Floyd Elementary   and Hobart grabbing  the title as well. surprising draw for kids and parents. Children loved staying in touch with teachers they had, and other kids came to the story times hoping to get to know who might become their future teacher. “If I had to imagine what a successful story time program would be, I doubt we would have thought this would be such a hit”, says Assistant Director Tara D’Amato. “But sometimes serendipity works - you just get the right people working together on the right project at the right time and something magical happens!” Mrs. Denise Robertson, Mrs. Rulli and Mrs. Spampinato from Tangier Smith Elementary read their favorite stories on one day. Mrs. Flynn from John S. Hobart was a teacher reader, as well as Mrs. Kerringer and Mrs. D’espostio. Library board member and teacher Wendy Gross has also been a regular reader. Teacher’s Story Corner continues at the library Children’s Department every Thursday morning from 10 a.m. to 11:30 a.m. through August 17th.

State law provides that the County Clerk’s Office files certificates for persons conducting business under an assumed business name. These are usually referred to as DBA’s. DBA certificates must contain specific information. A Business Certificate form for filing can be obtained by visiting the County Clerk’s website at www. SuffolkCountyNY.gov/Clerk and clicking on online forms. There are three basic DBA filings: Original; Amendments; Discontinuances. Original DBA Prior to filing an original DBA, the filer should review business names already assigned to ensure that the desired name is available. A list of current DBA’s is available for public review on the County Clerk website. All business names must consist of words that are used in the English language or it will be presumed to be a surname which can only be used by the person whose surname it is. Using a dictionary is advised to determine if the name you seek to use is acceptable. After checking on available names, and choosing a name that is available, a completed DBA form is filed in the Clerk’s Office with a fee of $35.00. The fee of $35.00 covers the filing, a certified copy for the filer’s record and a certified copy for a business bank account. Amending a DBA A DBA can be amended by filing a copy of the appropriate amendment form at the Clerk’s Office. The form can be obtained from various stationery stores, or by visiting the County Clerk’s website. Amendments can only be filed to change the business name, the business address, or to add or remove partners. Amendments and discontinuances require a reference to the original or most recent filing. The filing fee for an amended DBA is $35.00. Discontinuing a DBA A DBA can be discontinued when the individual or partners cease to conduct business. Like amendments, discontinuance requires reference to the original filing and amendments. Again, the form can be obtained from various stationery stores, or by visiting the County Clerk’s website. There is no fee for filing discontinuance. Other Business Types In addition to a DBA and Partnership, there are other types of businesses that can be started in New York such as Limited Liability Companies and Corporations. Both of these business types and others are created with the New York Secretary of State. Additional information can be obtained at www.DOS.NY.GOV. Upon creating a new business it is always advisable to discuss with an attorney and tax professional which business type suites your goals and needs.
