County Clerk 2021 First Half Revenue Surges
COUNTY Suffolk County Clerk Judy Pascale today released the First Half 2021 revenue report showing a surge in revenue compared to the same period in 2020. According to the report, the first half revenue in the County Clerk’s Office increased by 75% to $369,919,552 as compared to 2020. “While most governmental offices shuttered during the COVID-19 pandemic causing significant budgetary shortfalls, my office was able to function at near normal efficiency and generate increased revenue during what has
shown to be one of the strongest Suffolk real estate markets in the last fifty years,” stated County Clerk Judy Pascale. Through the use of information technology, the County Clerk’s Office, under Executive Orders to reduce onsite staffing, quickly transitioned to an offsite work environment, enabling many employees to safely work from home while performing the essential functions of the office. Off-site access to county clerk records was also created for those professionals that use the property information on a daily basis to allow for real
estate transactions to continue with minimal interruption. The revenue increase was attributable in part to a 56% increase in mortgage tax collection, a 1.05% tax on all mortgage borrowing. Nearly half of the $135,780,791 collected will be distributed to Suffolk’s ten towns. This large increase is due to increased home purchases, mortgage refinance activity as well as increases in overall mortgage dollar amounts. “Every town in Suffolk County realized an increase in mortgage tax. This is significant for many town governments struggling with shrinking revenues due to COVID-19 related government closures,” commented Pascale. The Peconic Bay Community Preservation Fund Tax, a 2% tax on all real estate transfers, soared by 108% to $99,691,079 in the first half of 2021. New York State Real Estate Transfer Tax, a quarter percent tax on the purchase price, increased by 83% to $59,403,101, an indication of sky rocketing home values.

Revenues collected and attributable to Suffolk County’s General Fund also increased by over 25% to $10,360,727. “Over the last year we were able to stem the tide of a global pandemic, coupled with a historically strong
real estate market, by quickly transitioning to a new way of successfully conducting business. My remarkable staff was able to efficiently meet the demands of a red hot real estate market while continuing to generate much needed revenue, all while maintaining the health and safety of my employees and the general public,” concluded Pascale.

Donna Lent Seeks 3rd Term as Brookhaven Town Clerk By Barbara LaMonica
As Brookhaven Town Clerk Donna Lent nears the end of her second term in office, she is asking residents to support her for a third four-year term when they head to the polls on November 2. Lent won two subsequent elections to the Office of Town Clerk in November 2013 and November 2017. She is being challenged by Democratic candidate, Ira Paul Costell (see separate story). “I take my job very seriously,” Lent said during a recent interview. “The staff before my election was always fantastic, but I don’t think you had a Town Clerk who has taken the job more seriously than I do,” Lent continued. “It’s important to be on top of everything, and you have to stay involved.” Bringing the Town Clerk’s Office into the 21st Century and streamlining operations was Lent’s priority. “During the first few years in office, I led a project to digitize the Town Clerk’s Office, where we had over 3,000 boxes just in the Building Department alone.” With the multitude of complex duties
of the office, Lent underscores the importance of having digitized the Town Clerk’s office. “We have come such a long way, but we still have some work to do,” she said. Lent and her staff streamlined procedures in the Office of the Town Clerk, increasing efficiency and scaling down waste. Early in her tenure as Town Clerk, Lent, with a team of 31, oversaw the successful production process and implementation of the township’s Electronic Content Management System which, to date, includes the digitization of over 18 million pages of records, in addition to the creation of the Central Scanning Repository which resulted in the real time digitization of Town records. A 22,000 square foot facility houses paper records which are being digitized and records destructed, in accordance with New York State Archives statutes. “The issue is, more records are constantly being created than can be destructed,” Lent said, noting she also reorganized the Town’s Archived Records Center, bringing them into compliance with the New York State Archive and Record Administration guidelines.
While the COVID-19 pandemic brought countless businesses and their operations to a halt or stalemate, the Brookhaven Town Clerk’s Office maintained its functions remotely and online, as required by Executive Order. “I remained in contact with

office staff daily, and relied heavily on my Deputy Town Clerk, Lauren Thoden, to help oversee the day-today operations of the office, which included maintaining prompt, courteous service to our residents while ensuring the safety of our staff,” Lent explained. But as the Nation is seemingly turning the corner on the pandemic, Lent said
the Town Clerk’s office is now open to the public by appointment, with many services still available online and by mail. “Because of COVID, we have to change our process, I needed to protect my staff, and we had to be creative in the way we were doing Town business and serving our residents,” Lent explained. Staff was reporting to work an hour earlier, Lent said, “to take care of the mail backlog.” She lends kudos to Public Safety Officers who she says were “crucial to the safety of people” coming in and out of the Town Clerk’s Office. “We’re evolving,” she says of the ever-changing protocol mandates that are being instituted or relaxed as the pandemic dictates. Asked what makes her the better candidate over her opponent, Lent, who underscores that the job extends beyond nine-to-five into evenings and weekends, told South Shore Press, “I think my work ethic, and the fact that I manage the Office of the Town Clerk with integrity are what make me most qualified. I’m not a timid person, I fight for my office and our constituents, and,” Lent pointed out, “it’s important to take that extra
little step to assist constituents, and to show compassion.” Lent’s history of public service spans greater than two decades, and includes volunteerism for the Sachem Athletic Club, a sports-oriented program for boys and girls ages 6 - 13, where she served as coach and mentor to numerous young athletes. Lent earned her BA from SUNY Stony Brook. In 2001, she joined former New York State Assemblywoman Patricia Eddington as her Chief of Staff, playing a critical role in passage of legislation sponsored by Eddington, and assisted the assemblywoman in constituent service, quality of life issues relative to education and public safety, as well as the financial and economic impacts of State taxes. Lent is an avid supporter of Women’s Rights, and serves as President of the bi-partisan, not-for-profit National Women’s Political Caucus. Ira Costell Seeks Bid for Brookhaven Town Clerk By Barbara LaMonica
Ira Paul Costell is making a run for Brookhaven Town Clerk on the Democrat line for the November 2 elections. Donna Lent presently holds the position and is seeking her third four-year term as Town Clerk. Costell asserts he wants to make Brookhaven Town “a little more ‘blue’ and the Town Clerk’s Office a lot better at managing ‘green.’” Costell ran for Brookhaven Town Council in 1985 and lost his bid during the at-large elections. Costell offered his reasons for seeking election during a recent interview. “My mindset is a broader sense of revisioning the role of the Clerk’s Office for it to be a broader and fuller voice for people who are not being heard in Brookhaven,” Costell said. “As an elected official, the Town Clerk should be more of an advocate and ombudsman for those who are not heard in this Town, and while the Town Clerk is an elected position that is ministerial,” Costell said, “it can be so much more, and I will be that different voice and bring that different perspective.” Asked what he would do differently in the Town Clerk’s Office if elected, Costell stated, “Frankly, the office
seems like a mundane office issuing birth certificates, death certificates and various licenses, but I believe the Clerk has a responsibility and the opportunity to impact lives.” Calling the Town’s 20% Hispanic population and people of color “underserved,” Costell said not all residents have accessibility to web-based and broadband communications. “Right now the website is confusing and not user-friendly, not all people have access to this (technology), and,” Costell added, “presently the website does not offer accessibility to Spanish translations.” Another change Costell said he would like to implement is a modification of hours of operation. “I’d like to see hours on weekends for those who don’t have the ability to come to Town Hall from 9 to 4:30. And,” he added, “there are transportation issues for many who have no access to transportation. The Clerk’s Office could use existing facilities like senior centers, where they bring services to the communities at different sites. The Town Clerk’s Office should bring more outreach to the people.” Costell said if elected, he would work to move the (631) 451-TOWN
contact number from the Supervisor’s Office into the Town Clerk’s Office. “It’s a mess, there’s not a quick response, and a very high percentage of calls pertain to licenses and other areas of the Town Clerk’s Office,” Costell said. “If the Town Clerk’s Office is the nerve

center of the town,” he continued, “then I believe 451-TOWN should be moved into the Town Clerk’s Office which should be organized internally, where personnel should be trained to follow up on calls, and where calls would be properly routed for example, for potholes, and permits. Right now people are shifted and routed,” Costell said. “I have a friend who tried for six
hours to find out if the Centereach Pool is open, and that’s got to change.” Costell says he’s the better candidate for Town Clerk over the incumbent: “The Town Clerk is essentially an independent office, and should be an independent voice, and as Town Clerk, I would be an advocate and ombudsman for the people, increasing accountability and transparency.” While Costell noted he did not outwardly criticize the incumbent, he stated, “I don’t know Ms. Lent well; I believe in principles above personalities, so there are no shooting galleries with my opponent. She (Lent), has trumpeted she has gotten us closer to the modern age with digitization, and while that’s important and it is valuable,” Costell said, “there are many other records that have to be digitized, and when I get the opportunity to be Town Clerk, I am going to review all procedures and protocols to be more efficient and effective with all functions within the office.” He also said he would “work closely with the Town Historian to bring educational programs to young people to share the Town’s historical treasures.” Costell has two daughters and is in the sales business working with
architects and engineers across the country to design public recreational facilities. He is also in management consulting on medically supervised detoxification. “I’ve been involved over 10 years helping people and families receive help for drugs and alcohol (addiction),” Costell said. “I lost a nephew at 22 years of age to a drug overdose, and that launched me into public policies to focus efforts and awareness on this issue across the State.” He said Suffolk County has “more overdose deaths in the State than any other county with the exception of Manhattan, and within Suffolk, Brookhaven has the greatest numbers. This tells us Brookhaven Town is ground zero for this epidemic, and that Brookhaven and the Town Clerk in general have a responsibility to be doing more than they’re doing.” Costell received his graduate study degree on environmental planning from the University of North Carolina. He chaired the Suffolk County Pine Barrens Review Commission and served on the State appointed Long Island North Shore Heritage Planning Commission.

Battle Against Release of Helium-Filled Balloons in Suffolk
SUFFOLK CLOSEUP BY KARL GROSSMAN Suffolk County’s challenge to heliumfilled balloons as an environmental menace began in 2005—and has continued and expanded since. Initially, the focus was on the release of more than 25 or more balloons. Then, two years ago, the Suffolk Legislature enacted a law barring the “intentional release” of even one balloon.
based in New Jersey. As Southampton Town considered its sale and distribution ban, Lorna O’Hara, public information director of The Balloon Council was there (on Zoom due to the pandemic) asserting that the proposed law was “misguided” and “will cause economic harm to Southampton businesses.”
Also two years ago, a shift to consider a ban on the sale and distribution of helium-filled and other gas-filled lighterthan-air balloons began in Suffolk. The Town of Southampton passed a law on this last month, to take effect next year. The Town of East Hampton is now drafting a comparable statute.
Ms. McGraw-Keber’s rebuttal: “This is a pro-environment and marine and wildlife and fisheries effort.” Also, she cited the claim by bar and restaurant owners decades ago that bans on smoking in bars and restaurants would devastate their businesses. “That never happened,” she noted, “and people can eat and drink in clean air.”
Meanwhile, a leading force in Suffolk in recent times in taking on balloons, East Hampton Town Trustee Susan McGrawKeber, has been endeavoring to get a law prohibiting the release of such balloons passed on the New York State level. State lawmakers she has been working with include Assemblyman Fred W. Thiele, Jr. and Senator Anthony Palumbo who have drawn up legislation. Ms. McGraw-Keber intends to move on—following the balloon trajectory in Suffolk—to seeking a state ban on sale and distribution. All along, there’s been resistance to the drive in Suffolk by an entity representing the balloon business, The Balloon Council,
The initiative started in 2005 after Suffolk Legislator Lynne Nowick of St. James received a letter from a group of elementary school students about heliumfilled balloons falling into waterways and being mistaken for jellyfish by sea animals, especially turtles, that ingested them and died. The students cited a law in Connecticut banning the mass release of balloons. Ms. Nowick (now a Smithtown councilperson) introduced a bill in Suffolk to prohibit that here. The Balloon Council tried to defeat the measure. However, public officials here stood up to The Balloon Council and her bill barring the release of 25 or more balloons was passed.
school sent a petition to the East Hampton Town Board calling for action. “Children understand the balloon problem well,” says Ms. McGraw-Keber. “They are the future leaders and stewards of our communities and our environment.” Meanwhile, like the tobacco industry years ago pushing certain filter cigarettes as “safer,” The Balloon Council is now touting latex balloons over those of the plastic mylar. “Latex balloons are produced from the sap of the rubber tree. It is collected” on a “process similar to that used for collecting the sap from maple trees for syrup,” thus “a latex balloon is…100 percent biodegradable,” its website claims. https:// www.theballooncouncil.org/
In 2019, that number was reduced to zero. “One balloon released is one too many,” said the author of the new measure, Suffolk Legislator Sarah Anker of Mount Sinai, whom Ms. McGraw-Keber had met with and gotten into the issue. Ms. McGraw-Keber was inspired herself to get involved in the balloon issue in 2018 when Colleen Henn, then coordinator of the Eastern Long Island Chapter of the Surfrider Foundation, came to a meeting of the East Hampton Trustees “and asked if we would be interested in supporting a
ban on the intentional release of balloons in East Hampton. I’m a PADI certified Rescue Scuba Diver and First Responder and I see what goes on in the ocean. I immediately jumped on board. It’s a common sense effort to help eliminate balloon debris in our waterways and overall environment.” As a member of the Education Committee on the Trustees she visits schools. BY TOM BARTON As the baseball world continues to revolve around Shohei Ohtani in 2021 we are all being treated to something wonderful. Ohtani is a humble, dominant, mesmerizing superstar that treats the game the right way, respects his teammates, and has massive appeal as the new “face of baseball”. Ohtani is breaking all of baseball’s rules, in the best of ways, and his talents were on full display this past week during the All Star festivities. The Sho-man put on quite a show. He battled in the Home Run Derby and even though he failed to live up to his odds on favorite status (+250), he still blasted balls into orbit and made us all smile with his swing. He then went on to start, and earn a win in the All Star game itself, and also had an at bat. These are the types of things legends are made of. But, there is a but. He is NOT Babe Ruth and the comparisons to the Bambino are actually quite unfair to Ohtani. Can’t we just celebrate what we have without having to
go down that rabbit hole? I wish we could, but since the narrative is being pushed let’s dispel that comp. For all that Ohtani is, he isn’t close to what Ruth was doing, and he never will be. The end. The idea that both men pitch and hit make the comparison easy of course, and then excelling at both make novices want to jump at the easy similarities but it ends there. Babe Ruth dominated on the mound like Ohtani never has. Ruth was the best pitcher in baseball at one point, Ohtani won’t crack a top 10 list. Ruth during his career led the league in shutouts, most games started, most complete games, and even had the lowest ERA in baseball in a season. Of course it’s a new generation of baseball so no one goes deep into games, but that’s why Ruth’s ERA is even more impressive. The Babe never had an ERA over 2.97 in any year where he started more than 3 games, Ohtani is nearly a run higher. He also went back to back years where
Shohei Ohtani is No Bambino his ERA didn’t cross 2.01. So the pitching comps are a no brainer in Ruth’s column. Hitting wise Ruth has no one on his level. No one. But the contrast is even bigger with him and Ohtani, namely batting average. Sure, in today’s analytics game average has been reduced to a sub category but it still says something that Ruth’s batting average is so much better than Ohtani who really is struggling to bat .280. In 2021 we are drooling over a pitcher leading the league in homers. Well for context, Ruth not only led the league in long flies but also runs, RBIs batted .322, and for the stat heads also led the league in OBP, SLG, OPS and total bases ... and even stole 7 bases. That year he had a 2.97 ERA in 133 innings pitched. In 1918 his ERA was 2.22 and again led the league in homers, batted .300, and led the league in SLG and OPS. One other thing people forget about Ruth, while he was pitching and dominating with the bat he also played RF, 1B, and yes

A large number of players have been lost for the season due to injury. Ronald Acuna Jr’s torn ACL suffered just prior to the All Star Game was extremely disappointing to his owners. Acuna was taken in the 1st round in nearly every league this year. A legit five tool star, Acuna was a threat to be a 40-40 player in almost every season but with a torn ACL the recovery will be long and there will almost certainly be an impact on his running going forward. The plain truth is that when you look at the elite base stealers in MLB history, it’s hard to find guys who can keep that excellence up beyond 5-7 years. Mike Trout ran at an elite level for 3 years only. Eventually, the players who get signed to huge multi-year contracts fall under tremendous pressure from team management to not risk injury with stolen base attempts. And then of course there are pitchers throwing triple digit fastballs these days who suffer torn elbow ligaments and miss 12-16 months rehabbing after Tommy John elbow ligament transplant surgery. Shoulder injuries were everywhere in the late 80’s and 90’s, but for some reason much less common today in 2021. The word rotator cuff has largely disappeared
in the weeks where Texas is on the road? That sort of thinking would blow up on you. Dunning has had a 2.54 ERA pitching at home this year and an ERA over 6.00 pitching on the road. For DFS, I can use that split in daily

A few wise guys in my NL-only league have sent me atrocious trade offers for Castillo as if I haven’t noticed his excellence in the last 21 days. Such nice fellows looking to take Luis Castillo off of my hands, right? Castillo will be a good play for the stretch run and if you held him this long and it didn’t totally blow up your team’s pitching numbers hold on to him and be rewarded. Dane Dunning is owned in 12.3% of ESPN leagues and his 4.22 ERA hides his 85 strikeouts year to date. Dunning pitches for Texas and the legendary Texas heat in August can make a lot of pitchers wilt, so why not pitch Dunning
take home the MVP (-350 odds), let’s stop short of the easy comparisons because it’s just simply unfair and it’s a losing argument no matter how you slice it.

I would take a flyer on Kluber going forward.

Safety First – In 10 Easy Steps

The United States Coast Guard characterizes their Auxiliary corps as a “force multiplier”, enabling the activeduty and reserves corps to do more with the budgeted dollars allocated by the US Congress. USCG Auxiliarists donate 100% of their time to the tasks authorized by the Commandant of the United States Coast Guard. And no task is more important than promulgating and expanding the safety of life at sea. This column is about that.
The Ten Commandments
Well, that might be a bit of an overstatement (these are hardly divinely inspired) and an understatement (there are a lot more than 10 things you can do to enhance safety for you and your crew.) However, the numbers associated with these 10 steps that any skipper can do, or insist is done, are compelling. #1 - Thou Shalt Wear a Life-jacket – If 16 mariners go into the water without a life-jacket –only 1 comes out. Conversely, if they fall overboard with a life-jacket, 15 come out. Which cadre do you want to be in? Always have an adequate supply of personal flotation devices aboard. Make sure that children are wearing life-jackets that fit correctly. Federal and State law requires that they have one on. Only you, the skipper, can insure that it fits them
properly. #2 – Never Shalt Thou Drink and Drive – Whether a car or a boat, it is just plain crazy – and illegal – to drink and drive. Individual years vary but I have never seen alcohol account for less than 25% of boating accidents in a given year. #3 – Taketh a Boating Safety Course – Yes, something as simple as an 8-hour boating safety class can make all the difference. 70% of boating accidents involve skippers who have never taken a boating safety course. If you haven’t, start here http://www.cgaux.org/boatinged/ or email me below and we’ll get you squared away. #4 – Safety Begins With Thou –Adults between the ages of 40 and 49 account for the highest rate of boating fatalities. You set the tone for safety for the entire crew and her passengers. Come on, Bunky, get that life-jacket on. #5 – Thou Shalt Know The Rules of Navigation – Can you imagine giving the keys to the family car to one of your children – and they have never opened the book of driving regulations, much less taken a course (see #3 above, Bunky.) #6 – Thou Shalt Keep A Good LookOut, While Driving Safely – You are required by law to always maintain a look-out. You are also required to use all available means to do so. Have radar? Turn it on, Skipper. Speed is another matter because, like driving a car, speed should always be reduced if visibility and/ or weather demands it. #7 – Knoweth Thy Weather – Clearly, if you’ve ever left the dock under beautiful skies and then came home under heavy weather, you know how important it is to know – before you go – what to expect during the course of your journey. Particularly for skippers of open boats, this can be all the difference, even between life and death. #8 – Haveth Thy Boat Meet Federal Standards – Can there be any an easier way to ensure that your boat meets USCG requirements than getting a FREE vessel safety check? VETERANS WAY BY REV. FREDERICK MILLER. PH.D. The American Veterans (AMVETS) is one of the largest veteran service organizations. It was formed by the World War II veterans of the military in 1944. With more than 250,000 members it exists to enhance the quality of life for all veterans, and their families and survivors. It advocates for its members as well as for causes that its members deem helpful to the nation at large. Membership is open to anyone who honorably served or is currently serving in the U.S. Armed Forces including the National Guard and the Reserves. AMVETS legislation is a resolutionbased member organization, meaning the organization’s membership passes resolutions at annual National Conventions. These resolutions make up their national legislative agenda for improvements in health care and benefits that affect all veterans, those currently serving and their families. Their National Service Foundation provides professional services to
Veterans, their families and survivor’s world-class counsel and representation before the U.S. Department of Veteran Affairs (VA) at no charge. They help “cut the red tape” when a veteran, or a veteran’s dependent is attempting to obtain compensation and benefits from the VA. This service is always at no charge to the veteran. They offer a number of Scholarships to eligible veterans and their dependents on an annual basis to enable them to get an education. AMVETS also has a ladies Auxiliary that works with the veterans in many of their projects and run different programs to raise funds for the various projects of the organization. They are mothers, wives, widows, grandmothers, sisters, daughters, step-daughters and granddaughters of AMVETS. They also include female veterans who are currently serving or who have served in the Armed Forces of the United States including the National Guard and Reserve components rather than allowing

The Auxiliary focuses on community service, and youth development, providing career change, nursing and youth scholarships, assisting hospitalized veterans and demonstrating patriotism and civic engagement. Numerous popular songs invoke angels in some way. Their images appear on Christmas cards and wedding invitations. They are kept as souvenirs, jewelry, and religious and quasi-religious bric-abrac. People adorn their front lawns with small statues of them. Art museums are loaded with paintings and sculptures of these mysterious winged beings. To this day artists and writers depict them in their work. They have been the subject of several movies and TV series. They appear on jacket covers of musical CDs. Since ancient times humankind has been intrigued by angels. They are awe-inspiring, luminous beings, who hover between God and us in their flight through spirit, imagination, and the universe. Psychologists like Carl Jung have devoted hours trying to explain why the angel still commands such attention, appearing in traditional forms and new age

But if you ask anyone if they really believe in their existence a deep conflict arises between positive assertion and current day secular realism. The sceptics scoff at the thought of a spirit world in general. Anything they can’t see or touch does not exist.
Throughout history, religions both primitive and developed, have held beliefs of spiritual beings that intervene between the one transcendental realm of the sacred and the mundane dualistic world of time and space. These beliefs in the supernatural realm go from that of belief in the power of ancestors, spirits of nature, or fairy beings from an alternate world to the spiritual beings called angels by the major religions of the world.
In a Gallup poll conducted in the United States in 1978, over half the subjects questioned about their belief in angels and demons answer in the affirmative. For the non-believers it can be assumed that belief in these supernatural creatures is outdated Gothic superstition for which there must be some scientific or psychological explanation. These assumptions from believers and non-believes are more indicative about the confusion about angels which is inherent in our culture than about the actual truth about angels. It doesn’t matter whether the opinions come from religious institutions or
