Suffolk County Legislature to Stiffen ATV Laws
By Barbara LaMonica Proposed legislation that would tighten laws and stiffen penalties for the illegal operation of All Terrain Vehicles, (ATV's), if enacted, is under consideration by the Suffolk County Legislature. Suffolk County Legislators, Jim Mazzarella (R), and Sarah Anker (D), in a bipartisan move, are co-sponsoring the legislation where a public hearing will be held on Tuesday, July 26, in the
Suffolk County Legislature's auditorium in Hauppauge. At this time, Mazzarella said he hopes to close the public hearing and pass it through the Legislature for the County Executive to sign into law. "Our mission is to take the laws that are in effect now and to stiffen penalties legally for the illegal use of ATV's," Mazzarella said in a phone interview last week. "It's all about quality of life and safety, because what we are now seeing are increasing

numbers of calls of ATV's zipping through residential areas, along Neighborhood Road, William Floyd Parkway and Montauk Highway going 50 mph, disregarding all rules, and that's dangerous," Mazzarella explained. "We have folks in groups of anywhere from four to as many as ten who block intersections and cause disruptions." Acres of farmed crops on the East End have also been destroyed, Mazzarella noted. According to statistics provided by the County Legislature, police calls escalated in 2021 to 3,300 ATV-related complaints and an increased number of accidents, injuries, property damage and noise. The law would give the Legislature the authority to impose penalties for the first offense from $500 to a maximum $1,000 fines; for a second conviction, fines would take a hike from between $1,500 to $5,000; and a third conviction would impose a penalty of $1,500 and/or imprisonment not to exceed 30 days. The original June public hearing was recessed and kept open through July 26th, Mazzarella said, to give Legislators additional time to
meet with various groups and stakeholders including the Long Island Farm Bureau. ATV's are not prohibited in Suffolk
County, however, there are designated areas for operation including landowners who grant permission for their use.

U.S. Supreme Court Rules on New York Gun Law Case
By Assemblyman Joe DeStefano The U.S. Supreme Court announced a major gun law decision last week in a case that originated here in New York. Ruling on a challenge to a state law that goes back to 1913, the court made it clear that citizens don’t have to prove a special need to protect themselves in applying for concealed carry gun permits. The Second and Fourteenth Amendments to our Constitution guarantees this right, according to the majority opinion. The court’s decision still allows New York to set standards for concealed carry and now we can discuss these standards without placing the burden of proof solely on the applicants. The most significant gunrights ruling in over a decade, the court’s 6-to-3 decision overturned New York’s Sullivan Act, a law that required applicants to show they had a specific self-defense need to

carry a gun. Writing for the majority, Justice Clarence Thomas said New York’s “Proper Cause” requirement violates the Constitution by preventing “law-abiding citizens with ordinary self-defense needs from exercising their right to keep and bear arms.” The ruling comes amid a state-wide crime wave caused by the lax bail laws approved by the Progressive Democrats, Defund the Police measures and a hostile attitude among
the media and the political left against law enforcement. More than ever, citizens feel the need to protect themselves and their families and have been thwarted in applying for gun licenses by the state’s unconstitutional requirements. Gov. Hochul responded to the supreme court decision by calling the legislature back in session on June 30. Legislators must take action in making our communities safer, but not by unduly restricting the rights of law-abiding citizens.
Last week, Environmental Advocates Action, a statewide organization advocating for environmental legislation, released the Assembly edition of its New York State Environmental Scorecard for the 2022 Legislative Session. The ranking is based upon seventy-seven bills introduced in the State Assembly that addressed issues of environmental justice, public health, clean water, clean energy and transportation emissions. Assemblymember Thiele, who earned a nearperfect score of 98%, either sponsored or voted in favor of twenty-six of these bills. Assemblyman Thiele stated, “I am pleased to be recognized

Trotta Congratulates Kings Park Eagle Scout Ryan Anthony Schlossberg at Eagle Court of Honor
Ryan Schlossberg of Eagle Scout Troop 75 in Kings Park recently completed his requirements to attain the prestigious rank of Eagle Scout. For his community service project, he created and installed a garden around the flagpole and Memorial Plaque at the RJO Intermediate School in Kings Park. In addition, he donated the remaining $300 he had raised through his fundraising efforts to the student activities at the Kings Park Heritage

June 2022 Dear Philip Scotto and William Floyd High School Class of 2022, The 1972 graduating class of WFHS had the pleasure of having our 50th HS reunion this past week. Thank you William Floyd BOE, Mr. Montalto, Mrs. Gilmore and Principal Scotto for allowing the class of 1972 to tour your beautiful school as part of our reunion program. Thank you, Mr. Scotto, for time on a Friday afternoon, and Prom Day. The tour was the highlight of our reunion! We were all so very proud and amazed at the considerable progress, development of ideas and programs, and innovation we saw, all focused on providing vast opportunities for the students . In short, we saw significant changes, since we were students of the “East” building.
The William Floyd High School Class of 1972 recently celebrated their 50th reunion and as part of the festivities they requested a tour of the high school to see how much it has changed in a half century. William Floyd High School Principal Philip Scotto was
happy to give the alumni a tour of the high school. As a result of that June 10 afternoon visit, they sent a photo and a letter addressed to the Class of 2022 filled with words of wisdom just before their graduation on Saturday morning.

SUFFOLK CLOSEUP BY KARL GROSSMAN Simon Perchik, who died this month at 98, had quite a run. He was Suffolk County’s environmental prosecutor—becoming in 1975 what he said “may have been” the first full-time environmental prosecutor in any DA’s office in the United States. When he retired, he devoted himself fully to writing poetry. He was prolific. Stated Library Journal: “Simon Perchik is the most widely published unknown poet in America.” His poetry appeared in numerous magazines including The New Yorker and in more than 30 books. And then there was Si’s World War II service. Starting when he was just 21, he was a pilot flying B-17 bombers on missions from England deep into Germany that included hitting development sites for Nazi V-2 (V-for vengeance) rockets, military airfields and aircraft plants. Si, of Springs in East Hampton, died surrounded by family, on June 14 at the Veterans Administration Hospital in New York City. “If polluters only have to pay civil penalties, that, they figure, is the cost of doing business. Facing criminal charges—that’s an entirely different thing,” Si told me after he became Suffolk’s environmental prosecutor.
He was appointed by Henry F. “Harry” O’Brien, elected Suffolk DA in 1974. O’Brien died last year at 85 of COVID-19. O’Brien wanted to have an environmental prosecutor in his office and Perchik was recommended by a former chief Suffolk DA, Maurice Nadjari. O’Brien worked with Nadjari both when O’Brien was an assistant Suffolk DA and after Nadjari was named by New York Governor Nelson Rockefeller a “superprosecutor” taking on corruption in New York City. Perchik and Nadjari had gone to NYU School of Law together and were close friends. Perchik had experience challenging pollution. When he was living on Staten Island, practicing law in Manhattan, he was outraged to find that “when you got off the ferry” from Staten Island “you had to walk into clouds of fumes from idling buses,” Si recounted. He brought a lawsuit that succeeded in stopping the idling of the buses. As environmental prosecutor in Suffolk, Si broadened his environmental range bringing numerous cases—and was not reluctant to speak out about environmental issues here. “In a Throwaway Age, A Throwaway County” was the

Clam beds as far east as Montauk Harbor are closed from water pollution.” And he related how the U.S. Environmental Protection Agency had the year before “made public its study that found Suffolk had not attained federal clean-air standards.”

Across town Aaron Judge is getting plenty of recognition, and well deserved, for his outstanding season. Judge leads baseball and many of the power categories and is the odds on favorite to win the AL MVP at -150. But, in Queens, Pete Alonso is also putting together an impressive MVP like campaign. Alonso's MVP odds have shot up the boards in recent weeks and he has now leapfrogged many big names like reigning MVP Bryce Harper, who sits at 8 to 1 odds, and Mookie Betts who is at 9 to 1. Alonso currently is bringing in 6 to 1 odds, 3rd only behind the leader Paul Goldschmidt at +175 and Manny Machado who is 5 to 1. Alonso has the numbers to make people take notice
and his team is in first place. The Polar Bear is on pace for just about 50 home runs and a staggering 160+ RBI. He also has upped his average to right around .280 and he is on pace for a career year in runs scored. The Mets are a dominant team and in the middle of that dominant lineup sits Alonso, with some pretty attractive odds. Paul Goldschmidt is the runaway favorite right now, but he is aging and is unlikely to keep up his power pace. Mookie Betts will have some competition among his own teammates. Harper and Machado have already missed time, and their teams aren't sitting atop their divisions. Pete is a solid value right now while everyone else is looking to the Bronx, New York might have two MVPs.

This season has seen the emergence of a fairly productive crew of young catchers who have arrived on the scene and are making some noise. And yet there is an entire group of formats who haven’t been impacted and don’t really notice it. I am referring to the fact that roughly half the industry plays in formats that only utilize a single catcher versus the formats that require you to use two catchers each week. When I get in conversations with players in these one catcher formats and we discuss what young prospects are on the rise they roll my eyes when I mention catchers. A good young catcher just doesn’t move the dial for these guys when I mention that a young Diego Cartaya of the LA Dodgers is showing the signs of a dominant young bat and could be a major leaguer by 2024, possibly even a late summer call up in 2023. I am happy that every format that I participate in uses two catchers. But do we overdo it a little bit in these formats? Maybe. In my dynasty mixed league I have an interesting set up at catcher. Occupying my #1 catcher slot is the suddenly phenomenal

Alejandro Kirk. I used Kirk as my #2 catcher in 2021, but he has become a revelation in 2022. He is batting .307 in the current season with a .395 on base percentage. For good measure he has contributed 8 home runs. And he was relatively quiet for all of April so this production is mostly recent. He is a short, barrel chested throwback and is a joy to watch run the bases. He is also not a bad defensive backstop either. And yet, he may not even be the best catcher up in Toronto. Rookie Gabriel Moreno is an electrifying young talent with a hot stick and an equal glove behind the plate. Moreno has come out to hit 11-for-28 and hit .393 for the Blue Jays and when Kirk catches Moreno DH’s and vice versa. I have both of them on my dynasty mixed league. The problem, if you could call it a problem, is that the #1 prospect entering the season was Baltimore Orioles catcher Adley Rutschman and I have him too. And while he is off to a slow start at the plate by hitting .222 in his 99 at bats, it is also obvious that he is not overmatched at the plate and is going to live up to his considerable

But I just can’t help but notice that Walker Buehler, Max Scherzer and a host of other pitchers have had IL stints of multiple weeks this year. So what are the positions that are best to overload with depth in fantasy baseball in 2022?
promise. And while he is on a pace for 10-12 home runs currently, you can see that the broad shouldered Rutschman is going to be a 25-30 home run hitter when he gets fully acclimated. In my eyes, all 3 are keepers for my dynasty team. It’s time to stop allocating resources to catchers. Especially when there are 20 total Keeper slots for this league. And this is a 2 catcher league. My friends playing in single catcher formats are holding up crosses and splashing me with holy water when they see me.
Too many of the teams in my mixed dynasty league protect over 8 pitchers every season. This makes no sense to me when every week you can only use a maximum of 8 pitchers. Now of course every season the steady number of pitching injuries continues. And in the case of a struggling Lucas Giolito I suspect there is an injury under the radar which is behind some of these awful numbers but that is just a guess. Giolito has always been a pitcher whose numbers have always relied on having his delivery worked out
The answer for me seems to be the position we went into the season which had the least depth. Third base was a wasteland this spring and there still is not much depth coming up from the minor leagues either. Rafael Devers, Jose Ramirez, Nolan Arenado, Austin Riley, Ty France are the names that are reasonably productive at third base. Devers and Ramirez are also flat out stars. Still those are 5 names if you are playing in a 12 team format. 7 out of the 12 owners are making due with something less than ideal from their 3rd baseman. The top young 3rd base prospects according to Baseball America are Jordan Walker, Miguel Vargas, Brett Baty, Ezequiel Duran and Josh Jung. I invested in Duran because he has the speed to steal 15-20 bases per season.

Medicare's 100 Days Explained
Q: Does Medicare pay for 100 days in a nursing home? A:
Medicare never covers the full cost of a skilled nursing facility. Medicare does not always provide 100 days of rehabilitation, it will pay “up to” 100 days. Medicare Part A covers the full cost of the first 20 days in a rehabilitation facility when a patient meets certain qualifications after a hospital stay. For days 21100, there is a co-pay of $194.50 per day - if the patient continues to need rehabilitation services during that period. After Medicare stops paying, the full cost of the nursing home falls on the patient. This can cost upwards of $600 per day. Medicare Part A covers the rehabilitation stay so long as certain prerequisites are met: (1) the admission to the facility is within 30 days of the date of the hospital discharge; (2) the prior hospitalization must be for at least three consecutive days, excluding the day of discharge; (3) the doctor concludes the
patient needs daily skilled nursing care or rehabilitative services; and (4) the medical condition relates to the condition treated by the hospital during the qualifying 3-day inpatient hospital stay.
The Medicare program is difficult to navigate because of the nuances of coverage. It is important to inquire from hospital staff whether the patient was "admitted" to the hospital or was merely under “observation.” Observation status days do not count towards the three-day minimum. It is also necessary that the patient require either skilled nursing or rehabilitative care on a daily basis, and that the care is only available in a skilled nursing facility. Coverage for rehabilitation under Medicare Part A is intended to be short-term. The goal is improvement of acute conditions through rehabilitation and skilled nursing care. As mentioned, the first 20 days in the rehabilitation facility are covered in full by

Medicare. Some Medigap/ Supplemental co-insurance policies will cover all or part of the $194.50 daily co-pay for days 21-100. But patients rarely qualify for 100 days of rehabilitation. After admittance to a facility, the patient is evaluated periodically. Once the facility determines that the patient no longer needs skilled care, coverage under the Medicare program ends.
The most important piece to understand is the difference between skilled care and custodial care. Medicare does not cover custodial care. There are many circumstances where the patient does not fall into the category of needing rehabilitative or skilled care, but the family cannot bring their loved one home safely. Medicare does not pay for time

to set up a discharge plan. Once Medicare terminates coverage, the patient needs to return to the community or start privately paying for care. A patient can qualify for a new 100 day benefit period only after being out of a hospital or skilled nursing facility for 60 days in a row. It is a prevalent myth that Medicare pays for long term care in a nursing home. The only government program that pays for long term care in a skilled nursing facility is the chronic Medicaid program. VETERANS WAY BY REV. FREDERICK MILLER. PH.D. Independence Day is an important national holiday and a symbol of patriotism. Independence Day represents the birth of our nation. On July 4, 1776, the 13 colonies claimed their independence from England, an event which eventually led to the formation of the United States. One of the facts that are not included in the celebration of Independence Day is that the above writings and declaration took place during the second year of the American Revolutionary War (1775-1783). At the time of the signing the colonies were actually losing the war. George Washington served as a delegate to the First Continental Congress in 1774 in Philadelphia. When the war started he was named commander in chief of the Continental Army. The Continental Congress
declared that the thirteen American colonies were no longer subject to the monarch of Britain, King George III, and were now united, free, and independent states. The Congress had voted to declare independence two days earlier, July 2, but it was not declared until July 4th. That resolution was actually proposed by Richard Henry Lee of Virginia back in June. After voting for independence, Congress turned its attention to the Declaration of Independence, a statement explaining the decision, which was led by Thomas Jefferson. The Declaration of Independence features the famous lines: “We hold these truths to be self-evident, that all men are created equal and have “certain unalienable rights” – among them “life, liberty and the pursuit of happiness.” The war not only led to the forming of the colonies into states, but

gave us our American Flag and our U.S. Army. OBSERVANCE Festivities including concerts, bonfires, parades and the firing of cannons and muskets accompanied the first public readings of the
Declaration of Independence, beginning right after its adoption. Philadelphia held the first annual commemoration of independence on July 4, 1777, while Congress was still occupied with the ongoing war.
After the war Americans continued to commemorate Independence Day every year, in celebration that allowed the new nation’s emerging political leaders to address citizens and create a feeling of unity. In 1870, the U.S. Congress made July 4th a holiday for federal employees. In 1938 the provision was expanded to grant a paid holiday for federal employees. Over the years the political importance of the holiday would decline, but remained an important national holiday and a symbol of patriotism. Independence Day is commonly associated with fireworks, parades, barbecues, carnivals, fairs, picnics, concerts, family reunions and ceremonies. It is a truly a great day of pride and unity for our nation. It is also a day when we should fly our American Flag.

Why is that? Well, as the late Arthur C. Clarke once observed, “Technology sufficiently advanced is indistinguishable from magic.” Well, when the magic stops, you need to understand how to cope. This column is about that.

It may be hard to believe but 99.86% of all the mass in our entire Solar System is one object alone – the Sun. So, when things happen there, it is probably going to have an impact, particularly here if only because of our high-technology-based reliance on radio waves of all usable frequencies. On balance, the average day on the surface of the Sun clocks in at 10,000-degrees Fahrenheit. That, as we will learn, is a good day. Solar flares are, essentially, an explosion in the Sun’s atmosphere. When that happens, the surrounding

solar atmosphere gets heated up to over 20,000,000-degrees Fahrenheit. That, as the saying goes, is a bad day. This rips the surrounding atoms to pieces and sends electrons, protons and heavier ions shooting into space at the speed of light… This wave of atomic carnage spans the entire electromagnetic spectrum at all wavelengths, from simple radio waves to extremely high energy gamma waves. This, as scientists are fond of saying, is the problem.
Solar Flare Cycles
As you may know, the Sun has many cycles to it, and one of them is the roughly 11-year solar flare cycle. We are just past the peak of the current cycle (20212022) but scientists have sent out bulletins in the past few weeks about a build-up of solar flares. Ten to twelve years ago, GPS technology was expensive and far less common than it is today. Now, GPS is virtually everywhere – boats, cars, integrated into EPIRBs, pocketsized for hikers, etc. Now, as the Fates would have it, we know
Photo Credit: NOAA that based on recent studies that GPS receivers are unexpectedly vulnerable to bursts of radio noise produced by solar flares. When we were at the last peak, GPS was just much less common, and the problems were thus minor in relative scope and attention. The intense bursts of radio noise, caused by the charged particles shooting out from the solar flare at the speed of light, appear to peak in the 1.2 and 1.6 gigahertz bands used by GPS. Normally, radio noise in these bands is very low, so receivers
can easily pick up weak signals from orbiting satellites. This may also be a problem for aircraft navigation as the FAA uses reference GPS receivers on the ground for air traffic control. Although planes can and do fly without GPS, outages will force the FAA to increase the distance and timing between aircraft, delaying flights. GPS is also used to synchronize power grids and cell phone networks. And, of course, we use GPS in our boats (and cars.) We could increase the strength of GPS signals but that would require redesigning
GPS satellite hardware and software. I think solving the “Y2K” software problem was easier. And didn’t we turn off LORAN a few years go? Devotion to Angels
OF MEN & ANGELS BY DOMINICK FORTE Angels are everywhere. Millions of them stand before God. Millions of them minister to us on earth. They have charge of us and all material things. They oversee the sun, the moon, stars, planets, oceans, rivers, kingdoms, countries, and provinces. But what interests us most is that each man, each woman, each child, whether pagan, Jew, Muslim or Christian, has an Angel all to himself or herself. When we gather in a church, there are as many angels truly present as there are people. When walking on a busy street on any given day we pass thousands of these magnificent angelic beings. When we enter a building, a bus or a train, or a park we are in the midst of angels. All the men and women whom we meet, whether young or old, rich or poor, or good or bad has his or her individual guardian angel. Since these beings are living entities and servants of God, we should be aware of their presence. We meet angels every day.
They see us, love us, and are appreciative of every respect and reverence we show them. We should also offer thanks to God for all the power he has given angels to protect us and intervene for us. Angels will hear our prayers and respond with love and friendship. Unlike us they never forget. Once they are our friends, they are our

friends forever. There are millions of loving vigilant angels all over the globe with men and women who never think of them, (even if they believe in their existence), or are oblivious to them. LAWRENCE J. OTTO, 69, of Mastic Beach, died at his home on June 19, 2022. He was born in Bay Shore, New York and was a pool technician with Shore Shot Gunnite. He is survived by his beloved wife Patricia to whom he had been married for the past forty-seven years. He was the loving brother of James, Deborah Orban, Judy (John) Kaikaka, Walter (Joe) Otto and predeceased by Florence Saar. He was the devoted uncle to many nieces and nephews and loved Ryan Delaney like a son. Lawrence was a loving caring husband and family man. He enjoyed playing lotto, was a 49er's fan and a Met Baseball fan. He enjoyed playing Blackjack, gambling and reading the newspaper. He liked going to the Safari Steakhouse in Atlantic City. He was a nature lover and particularly loved to feed the birds; he never wanted them to go hungry. He was the beloved master of his canine companion Diamond. Lawrence could fix anything with duct page or PVC pipes. Lawrence was stubborn, funny and caring. He loved life, nature and his family. He will be sorely missed. Arrangements were entrusted to Roma Funeral Home in Shirley.

We also can give them great happiness by offering our good works in their honor and thanking God for all the beauty, holiness, and glory He has given them.
