Browning’s Union Rejects Her, Backs Mazzarella for Suffolk Legislature

In a stunning move, ex-legislator Kate Browning’s former union, Local 252 of the Transport Workers Union of America, AFL-CIO, endorsed her opponent, Jim Mazzarella, for the seat she left in 2017 because of Suffolk’s Term Limit Law. The move was seen as a major blow to Browning, who touted herself as a working-class bus driver in her previous campaigns. Her candidacy has been considered illegitimate by many because it is in violation of Suffolk’s term limits. Overwhelming approved by voters in 1993 as a way to bring new faces into county government and prevent life-long politicians, the law prohibits Browning from serving in the job for more than 12 years. In a letter to Mazzarella, Local 252 Union President Debra A. Hagan said the transport workers are “proud to endorse your candidacy for election and will actively support you in the months and years to come.” She went on to say, “We value your support of the labor industry, particularly those of us belonging to unions.” “We’ve seen no greater rejection of a failed political candidate than this from Kate Browning’s former union,” said Suffolk GOP Chairman Jesse Garcia. “The transport union membership
obviously prefers a new voice with a fresh vision for our county. This is a resounding rejection of someone who thought she could have this seat for life,” Garcia said, adding that voters see Mazzarella as “a leader to protect the middle class and fight for safer communities, lower taxes and clean government.”

A William Floyd graduate, Mazzarella served as a Trustee of the Mastics-Moriches-Shirley Community Library for 10, including five years as president, and has been a member of the Rotary Club of Shirley and the Mastics for more than 20 years. He’s active with the Crystal Beach Property Owners and is well known for his involvement in many civic, charitable, and education
initiatives in the Bay Area. He also serves as a member of the Brookhaven Town Board of Zoning Appeals and is the Secretary-Treasurer of Local 342, a public services union that represents 1,500 sanitation, highway, library, fire, water district and other municipal employees on Long Island. “Your acknowledgement of the need to support legislation to improve our local infrastructure was well received by our executive board,” Hagan said. “We are confident that you will make every effort for improvement while you serve your constituents as Legislator.” Mazzarella met with community leaders Monday to discuss key issues in the district including more police protection, fighting taxes and government waste, and making sure the county stays on track with the Forge River Watershed Sewer Project. “Our area cannot be neglected,” Mazzarella told civic leaders and local officials. “I will work day and night to make sure our families are safe, our environment is protected, and Suffolk doesn’t become so expensive, no one will be able to afford to live here anymore.”

The prime sponsor of the legislation, Herb Davis, was so adamant about the intent and the need for fresh blood and ideas that it resonated on the Newsday obituary, of August 26, 2010, that was written about his passing.
In 1993, the Suffolk County Legislature passed a term limit law that was put before the voters and passed overwhelming on the ballot that November. It limited legislators to 12 years. Legislator Kate Browning spent 12 years on the Suffolk County Legislature. Like others who term limited out, she said goodbye and acknowledged it was her last and final term because of the term limit law.

“After leaving the legislature and making a failed bid for congress, Browning got back on the public payroll in a political position in Babylon,” one long-time community leader pointed out. “We think she should stay there.”

New York Legalizes Recreational Marijuana. State Could Receive $350 Million in Tax Revenue from Retail Sale of Pot

New York Democrats have realized their long-awaited dream of legalizing marijuana and are rejoicing over the infusion of new tax dollars as local legislators question how public safety, drug treatment and other funds will be spent to curb the impact of legalization. Pushed through the senate and assembly and immediately signed by Gov. Cuomo, the bill was spurred by politicians worried about the loss of revenue to nearby states where the drug is already legal. “The move was purely economic,” said Assemblyman Joe DeStefano in voting against legalization. “After years of mismanaging state finances and giving us the highest taxes and fees in the nation, the Democrats were desperate for cash and couldn’t resist what they think is a Golden Goose.” Revenue from weed is not expected for at least three years leaving lawmakers asking how programs to counter the ill-effects on society will be funded until then. “They’re counting on $360 million a year which is a drop in the bucket in a state the size of New York,” according to another legalization opponent, Assemblywoman Jodi Giglio. “While the state may get a windfall, and hopefully local government will get their pittances, the economics surrounding pot clearly amount to unfunded mandates and those costs will be borne by all of us.” Giglio pointed to the lack of clarity on how drug treatment funds collected by
taxing and licensing marijuana will be used. “They acknowledge that legalizing pot will have an adverse effect on society, so how do they plan on stopping another epidemic?” According to Giglio, law enforcement has no way of measuring the intoxication of drivers high on cannabis. Colorado experienced a 135 percent increase in fatalities from stoned drivers after they made pot legal. Currently, there are few “Drug Recognition Experts” in Suffolk to evaluate motorists suspected of driving under the influence. Training and staffing will be expensive. “Who’s going to pay for it? Will local law enforcement get the resources that they need?” Giglio asked. “Local police departments were caught short when the state changed the bail laws and are still trying to catch up. They should not be put in the same position with this new state mandate as they are required to shoulder the huge cost of enforcement.” Community leaders wondered how cannabis will be kept away from schools, churches and other areas where children and families gather. While the new law requires users to be at least 100 feet from churches and schools, Giglio said, “The last thing we need is our kids smelling pot while they are in the classroom or having it drift into places of worship.” “Legalizing marijuana guarantees young people will have greater access to a drug they shouldn’t be anywhere near,” said Assembly Republican Leader Will Barclay.
“The minute this becomes readily available, the safety risks in our communities and on our roadways will increase exponentially. Democrats will claim victory, but they ignore the inherent dangers associated with their decision.” Business and industry spoke out against legalizing pot including the National Federation of Independent Business, Minority and Women Contractors and Developers Association, and many other groups in opposition because of the negative impact of legal weed on the work force and the economy. They expressed concerns over liability issues and problems with an impaired workforce. “If a stoned worker falls off a scaffold, who gets sued?” Giglio wondered. “One thing is certain, insurance costs will rise and we will pay. On top of the devastating COVID closures, stifling regulations, and the nation’s highest taxes and fees, this could be the last straw for small business owners in the Empire State.” Assemblyman DeStefano summed up the issue in Albany as the legislature rushed toward legalization: “It is obvious that the legalization of marijuana is not what the people of New York State need, but it’s what the government wants. It’s all about the money, folks. In a state that’s been mismanaged for years where we pay the highest taxes and fees in the nation, the politicians are desperate for the money. “The sad truth is, regardless of the
growing evidence that legalization is bad for society, New York needs marijuana because it needs the money.
“They don’t care about the enormous social and mental health impacts of legal weed. They just want the money.
“The leaders of our government don’t care what impact legal pot will have on our children. They just want the money.
“I could go on, but the point is clear. The marijuana debate is being controlled by the interests who have their eyes on the dollars and we should just say no.
“They don’t care if weed becomes the gateway to alcohol or stronger, more dangerous drugs. They just want the money. “They don’t care if pot makes our roads more lethal from people driving under the influence. They just want the money. “They don’t care if this drug will have a worse effect on minority communities and those less affluent. They just want the money.
“As we recover from the COVID pandemic, why add another burden to society, another worry for parents of susceptible children, law enforcement and the minority communities? “Readily available pot in the State of New York is not an idea whose time has come. I stand opposed to the legalization of this drug.”

Bellport High School’s Kerri Campbell Receives Pilot’s License
Education comes in all forms and locations, as seen in the case of Bellport High School student Kerri Campbell. In addition to learning her core courses, the high school senior has also been tuned in to a cockpit’s controls as she regularly takes off from an airport runway. As a senior, Kerri is looking forward to
receiving her diploma this coming June but has recently gotten a jumpstart on her future career. The future airline pilot recently passed her FAA checkride, a Federal Aviation Administration examination a pilot must undergo to receive an aircraft pilot’s certificate or rating for flight privileges. Additionally, her recently acquired private pilot’s certificate allows Kerri to now fly a single engine plane with passengers as pilot in command.
On Career Day, students watched videos of community professionals who prerecorded information about their careers.

In September, Kerri plans on attending ATP Flight School, located in Fort Lauderdale, Florida, where she will begin her professional flight training to become an airline pilot.
Kerri currently attends Bellport High School classes remotely, due to the COVID-19 pandemic. “Being able to acquire my certification has been a positive outcome of remote instruction,” Kerri said. The Brookhaven Hamlet resident is also a member of Bellport High School’s National Honor Society and various other clubs. She said she has had little time to participate in many activities other than flying throughout her high school career but is pleased that she could participate in community service projects through Civil Air Patrol membership. “I have basically spent my whole life flying,” Kerri said. “It has been my whole focus.”

The week’s kickoff activity was a spirit week with students wearing pajamas on We Have Big Dreams Day (Tuesday) and sunglasses or neon colors for Your Future is Bright Day (Wednesday). Students also dressed in college, military or technical shirts on Thursday for “Oh, The Places You’ll Go” Day. Spirit Week concluded with a Dress to Impress or Dress as Your Future Career Day, which paralleled Career Day activities.

The road to becoming a pilot has been in the making since Kerri was 13 years old when she first joined the Civil Air Patrol. Her interest flourished after attending a Civil Air Patrol National Glider Flight Academy where she flew solo in a glider for the first time at just 16. Kerri is not only interested in powered flight, but gliders and lighter than air aircrafts. She plans on obtaining both her glider and lighter than air ratings in the near future as well.

SUFFOLK CLOSEUP BY KARL GROSSMAN It was “a dark chapter in Long Island’s labor history,” as notes a just-published and important book, Long Island Migrant Labor Camps: Dust for Blood. The book relates the building and operation between the early 1940s and the 1960s of more than 100 migrant farm labor camps in Suffolk County. “Thousands of migrant workers lured by promises of good wages and decent housing flocked to Eastern Long Island where they were often cheated out of pay and housed in deadly slum-like conditions. Preyed on by corrupt camp operators and entrapped in a feudal system that left them mired in debt, laborers struggled and, in some cases, perished in the shadow of New York’s affluence,” it recounts. “Dust for Blood” was how a farmworker “grimly described” receiving little or nothing in pay from crew leaders who recruited them. The book, authored by Mark A. Torres, who is also an attorney, is published by Arcadia Publishing and The History Press. The migrant farm labor situation in Suffolk County was part of Edward R. Murrow’s landmark CBS News documentary Harvest of Shame broadcast in 1960 exposing the plight of migrant
farm workers. “We present this report on Thanksgiving,” Murrow said at its start, “because were it not for the labor of the people you are going to meet, you might not starve, but your table would not be laden with the luxuries that we have all come to regard as essentials.”
Harvest of Shame was followed by a documentary in 1968 on National Educational Television (predecessor to PBS), What Harvest for the Reaper? It also focused on the Cutchogue camp. But it wasn’t just in Cutchogue and elsewhere in Southold and Riverhead towns where potato farming was widespread and thus there were many farmworker camps, 24 in Southold, 30 in Riverhead. By 1960, Mr. Torres relates, there were also 13 camps in Southampton town, two in East Hampton, one on Shelter Island, 14 in Brookhaven, three in Babylon, one in Islip, 17 in Huntington and eight in Smithtown. “Crew leaders were a foundational part of the migratory labor system in Suffolk

Mr. Torres says: “Over the years, various state officials, reporters and civil rights advocates who attempted to visit labor camps allegedly received warnings of physical violence and even death threats from camp owners, operators and crew leaders.” “By the late 1980s, most of the potato farms were gone and so were most of the labor camps,” he writes. Further, there “was a combination of increased mechanization, a shifting farming ideology and a sharp increase in real estate prices.”

MLB Drops the Ball ... Again!

BY TOM BARTON All eyes were on Major League Baseball on Thursday as Opening Day across the country captivated the sports world. All the glitz and glamour of Opening Day seemed to be on full display with bunting, excitement and yes even fans. But once again baseball dropped the ball, yes pun intended. The geniuses in the Major League Baseball offices decided to front and back load their Opening Day schedules and leave only one game for prime time. So, while most of the country worked during the day one of the sports biggest days kicked off with 11 games scheduled in the early window and 3 at 10pm Eastern time. That left just the Mets and Nationals scheduled in prime time on ESPN. That game was then canceled because of Covid leaving baseball fans with ZERO games to watch, on
Opening Day in prime time. You can’t predict Covid issues of course, but why was there no backup plan for this game. The game was on the Eastern seaboard during early April. We all know weather could have been an issue anyway. Why baseball? Why? Why would you schedule only one game at that time, leaving all fans scrambling for something on Opening Day. The NFL also has a contract with ESPN, yet have the flexibility to determine when they have their product on. They protect their brand. MLB does not. To add to this even more the sports greatest player of this generation (and maybe many others) Mike Trout was once again buried on the TV lineup. Mike Trout, who even baseball fans say is not

marketed correctly, began his game at 10pm Eastern time. Oh yeah, and was NOT the highlight game on MLB Network. Nope, that was the Astros against the A’s. The hated and boo’d cheaters took a prime TV spot over the game’s biggest name. Could you imagine the NBA not giving the highlight game to LeBron James? The NFL refusing to let most of the country watch Patrick Mahomes? Of course not. The MLB complete and utter bungling of their star talent and TV spots has been long standing but this year screamed it even more. We have waited a year through Covid to have baseball back and I welcomed it with open arms as did much of the country. That hug was a one way hug though. That seems to be the norm.

His deep, bellowing, voice is strong enough to quake the heavens. He commands wind, hail, thunder, and lighting. His war cry is the only sound which strikes raging fear into the hearts of the denizens of the deep abyss. He is the Archangel of Vengeance and he proclaims his presence on the angelic battlefield with indignation and righteousness. Uriel is the Sentinel of the Garden of Eden. The piercing curdle of his thunderous voice and the flash of his blazing sword drives away any who would attempt to sneak into the Earthly Paradise. But Uriel does have a gentle side. It was he who comforted Adam and Eve when Cain committed the first murder, slaying his brother Abel. He took up Abel’s broken

A credit shelter trust (CST) is an estate planning tool used for married couples to help reduce, if not eliminate, estate tax due at the death of the surviving spouse. The current federal estate tax exemption is $11.7 million. Federally, individuals can gift up to the exemption amount during their lifetime or after death without incurring a federal estate tax. Married couples can gift up to $23.4 million, so long as the portability election is made on the federal estate tax return after the death of the first spouse. Estates valued at more than the exemption amount will be taxed on the overage at a 40% tax rate. It is important to note that the federal estate tax exemption is expected to sunset on or before January 1, 2026, plummeting down to state levels. In New York, the exemption is currently $5.93 million. New York residents can gift unlimited amounts
during their lifetime, even if said gifts exceed $5.93 million. However, any assets gifted within three years of a resident’s date of death will be clawed back and includable in their estate. If a New Yorker dies with more than $5.93 million in their sole name, the estate will incur an estate tax rate between 5% and 16%. Additionally, the entire estate will be taxed – not just the amount over the limit. Lastly, New York does not offer portability rights. As such, a surviving spouse cannot use their deceased spouse’s unused exemption towards their own exemption – unless certain estate planning techniques are used. Married couples have what is called an unlimited marital deduction, where the entire estate of the first spouse to die can pass to the surviving spouse, tax free. However, if all assets pass to the surviving spouse, said spouse may end up with a taxable estate at their death. Instead, a Credit Shelter Trust (CST) can be used in conjunction to capture the spouse’s
exemption and avoid NYS estate tax. A last will and testament, or a Trust, can direct that a CST be created and funded at the death of the first spouse, with some or all of the deceased spouse’s available exemption. The CST will still benefit the surviving spouse by giving the spouse the right to the trust income and the ability to withdraw trust principal for the spouse’s health, education, maintenance and support. Beyond that, the assets of the trust are considered outside of the surviving spouse’s estate and will pass on to the remaining beneficiaries, tax free. A CST also has benefits beyond estate tax planning purposes. Let us say, for example, that you and your spouse each have children from previous relationships. A CST can ensure that upon your spouse’s death, any assets remaining in the trust are passed on to your children and not your spouse’s children. A Credit Shelter Trust can be drafted in various ways to accomplish your

GETTING ALONG BY DON STERLING Most folks believe training will lead to obedient behavior. Nothing could be further from reality. Training simply means that an individual, be it a dog, a chicken or a duck, will respond to a known word, generally for a positive reward. Where training is knowledge, obedience on the other hand is a “state of mind” that supersedes training. It would be unfair to expect obedience from an animal before it is trained. That is to say that the animal understands what any given word means but just because it understands what the word means does not follow that it will do what it has been trained to do. As I stated in a previous article, liverwurst will not keep your dog from chasing your neighbors cat. Among one of the first things folks teach their dog is to sit or to come. But think about it. Teaching a puppy to do either is quite simple but as the dog matures it will often refuse to comply since it has become independent and, like a child, will develop its own mind and will

begin to exercise its own desires over the authority of the parent or handler. That’s when obedience training may become necessary and obedience does not come from positive motivation alone, if at all. Unfortunately the use of “negative motivation”, although not something most folks enjoy having to do but it is necessary to keep order. Without “negative motivation” most people would not be willing to pay the IRS. It is the respect for the law that allows societies to function without fear. Now people understand “abstract force” through language and future punishment for example; “Johnny, do your homework or I will take your phone away for a week.” That folks is force or “negative motivation”. Again, unfortunately, dogs do not, can not, understand abstract force nor “future punishment”. Placing your dog in a crate for a “time out” is simply too abstract for the dog to understand that whatever his negative behavior may have been he will not connect

DESCRIPTION AND PROPOSED LOCATION OF THE PROJECT The Applicant executed a 25-year Offshore Wind Renewable Energy Certificate (“OREC”) contract related to the Sunrise Wind Farm (“SRWF”) and the Project with the New York State Energy Research and Development Authority (“NYSERDA”) in October 2019. The Project will deliver power from the SRWF, which will be located in federal waters on the Outer Continental Shelf (“OCS”), to the existing electrical grid in New York (“NYS”). The Project includes offshore and onshore components within NYS that are subject to Public Service Law Article VII review and will interconnect at the existing Holbrook Substation, which is owned and operated by the Long Island Power Authority (“LIPA”). The Project’s electrical transmission facilities will be comprised of both onshore and offshore cable systems. Specifically, power from the SRWF will be delivered to the existing mainland electric grid in the Town of Brookhaven, Suffolk County, New York via distinct Project segments: the submarine segment of the export cable (the “SRWEC”), which will be located in both federal and NYS waters (the NYS portion of the cable is referred to as the “SRWEC–NYS”); the terrestrial underground segment of the transmission cable (the “Onshore Transmission Cable”); the new Onshore Converter Station (the “OnCS–DC”); and the underground segment of interconnection cable (the “Onshore Interconnection Cable”). The Onshore Transmission Cable, the OnCS–DC, and Onshore Interconnection Cable will be located in the Town of Brookhaven, Suffolk County. The SRWEC–NYS is a direct current (“DC”) electric cable (320 kilovolt [“kV”]) that will deliver electricity generated by the SRWF. The SRWEC enters NYS waters at a point 3 nautical miles (“nm”) offshore from Fire Island and will consist of one submarine export cable bundle up to 6.2 miles (10 kilometers [“km”]) in length in NYS waters to the landfall location on the eastern portion of Smith Point County Park on Fire Island in the Town of Brookhaven, and a segment up to 1,575 feet (480 meters) located onshore and underground up to the transition joint bays (“TJB”) within the parking lot for Smith Point County Park. The transition of the SRWEC–NYS and Onshore Transmission Cable will occur where the cables will be spliced together at colocated TJBs and link boxes that will be installed in the parking lot within Smith Point County Park. The Onshore Transmission Cable will consist of one underground DC transmission circuit (320 kV) up to 17.5 miles (28.2 km) in length that will be located within existing developed rights-of-way (“ROW”) to the extent practicable in the Town of Brookhaven. From the TJB, the Onshore Transmission Cable will run parallel to Fire Island Beach Road within the paved Smith Point County Park parking lot, crossing the William Floyd Parkway to a recreational area located to the west of William Floyd Parkway. The Onshore Transmission Cable will then be routed across the intracoastal waterway in a northwest direction to a paved parking lot within the Smith Point Marina along East Concourse Drive. From here, the Onshore Transmission Cable will be routed north and east along East Concourse Drive to the intersection at William Floyd Parkway. The Onshore Transmission Cable will then extend north along William Floyd Parkway to the intersection with Surrey Circle. The Onshore Transmission Cable will be routed along Surrey Circle and will continue north along Church Road crossing under the Long Island Rail Road (“LIRR”) to Mastic Boulevard. The Onshore Transmission Cable will travel west along Mastic Boulevard to the intersection with Francine Place and then turn north on Francine Place to the intersection with Montauk Highway. The Onshore Transmission Cable will cross Montauk Highway to Revilo Avenue and will continue north along Revilo Avenue crossing Sunrise Highway and continuing north to the intersection with Victory Avenue. The Onshore Transmission Cable will continue west on Victory Avenue, crossing Carmans River, to Horseblock Road. The Onshore Transmission Cable will continue northwest along Horseblock Road to Manor Road. The Onshore Transmission Cable will turn north onto Manor Road and cross the LIRR to Long Island Avenue. The Onshore Transmission Cable will then be routed west along the Long Island Expressway (“LIE”) South Service Road and continue to Waverly Avenue where it will turn south to Long Island Avenue. The Onshore Transmission Cable will then follow Long Island Avenue west to Union Avenue to the OnCS–DC. Power from the Project will be delivered to the NYS electric grid via a new OnCS–DC to be constructed in the Town of Brookhaven. The purpose of the new OnCS–DC is to support the Project’s interconnection to the existing electrical grid by transforming the Project voltage to 138 kV alternating current (“AC”). Interconnection to the electric grid will occur at the existing Holbrook Substation, which is also located in the Town of Brookhaven, via the Onshore Interconnection Cable. The Onshore Interconnection Cable will consist of two underground 138 kV AC circuits, approximately 1 mile (1.6 km) in length, which will connect the new OnCS–DC to the existing Holbrook Substation. The Onshore Interconnection Cable will be routed west along Union Avenue from the OnCS-DC and then continue north within utility owned or controlled properties to the existing Holbrook Substation in the Town of Brookhaven.
