Legislator Nick Caracappa Unveils New Sign for Renaming a Farmingville Park After the Late Legislator Tom Muratore

This past weekend, Suffolk County Legislator and Majority Leader Nick Caracappa hosted a beautiful ceremony to unveil the new sign that signifies the renaming of Farmingville Hills County Park on Portion Road to “Thomas Muratore County Park at Farmingville Hills.” Legislator Caracappa, who currently serves the Fourth Legislative District where the late Muratore served from 2010-2020, introduced a bill that was adopted unanimously in June of 2021. The bill states: “it would be fitting to name Farmingville Hills County Park in honor of Thomas Muratore to acknowledge his contributions to Suffolk County as someone who dedicated his entire life to public service and reached across the aisle to better the lives of County residents, especially when it came to working together to protect families, our veterans and our quality of life.” Legislator Caracappa was joined by his colleagues in government, law enforcement,

Shirley Street Minstrel Dear Editor, This past Saturday, April 9th, I was parked sitting in my car at the South Port Shopping Center in Shirley, across from LabCorp when I noticed this slightly overweight man had setup a spot at the end of the parking stall pavement playing beautiful music. Listening to this street minstrel was such a pleasure. He filled the air with sounds of joy & tranquility, blocking out the ugliness around us. His talent he shared with everyone, walking or driving by, inspired them to stop to give a donation.
Their projects include: awarding scholarships to Sayville High School Seniors, supporting caregivers with music players, lifesaving bracelets (for patients who wander) and other individual needs, and local organizations with affected families. They have benefited DDI, AHRC, ADRC, Angela’s House, Day Haven Adult
Care, NANA’s House, United Veterans/Beacon House, New Beginnings/Brendan House, Alzheimer’s Association and many more. Their motto is ”Do More, Care More, Be More”. Members work together to improve the quality of life in your community. For info call 516-445-1258.
For whatever his reason to take this action by playing in a parking lot doesn’t matter. I believe God blessed this unknown man with a gift. I continued to listen & watch many strangers walk up to him with money in hand to make a deposit in a large jar he placed on the ground in front of him with a sign he had posted saying, “Need help for him & family to pay rent & bills”. I caught myself tearing, seeing how good people are in our community, giving to this man, that is down on his luck & trying to earn a way of selfsupport to keep going. William Floyd High School Senior Wins Poetry Out Loud Long Island Regional Competition

William Floyd High School senior Amber Martinez has won the Long Island Regional Poetry Out Loud competition and is now taking her literary and linguistic talents to the New York State finals! The state final will be held virtually on Saturday, March 12, as Amber vies for the New York State championship against her peers from across the state. Amber, a student in Lillian Bilello’s AP English Literature
and Composition class, is active in her school community. She currently serves as president of the Business Honor Society, is a member of the Future Business Leaders of America, the National Honor Society and the Music Honor Society. She enjoys playing her violin in the high school orchestra, singing and acting. She is also a member of Teens Teach Technology, which is a community of high school students who strive to bridge the generational gap and empower
senior citizens by teaching them the basics of technology. Amber also enjoys taking acting and singing classes, and has recently joined Clear Talent Group, a New York City talent agency. Amber aspires to attend Wharton Business School at the University of Pennsylvania and to pursue a degree in finance. She hopes to one day work as a hedge fund manager and start her own hedge fund. South Country Music Program Applauded
For its dedication to music, the South Country School District has been distinguished with a 2022 Best Communities for Music Education designation from the nonprofit NAMM Foundation. The district is one of 738 school districts from across the nation to earn the award.
To receive the recognition, South Country demonstrated outstanding achievement in its efforts to provide music access and education to all students. The district was required to answer detailed questions about its program, including funding, music class participation, instruction time and support.

Hope for Youth Launches Nation’s First-Of-Its-Kind Program for At-Risk Youth
Aimed at young people who have not responded well to traditional treatment Hope for Youth (HFY), a provider of integrated, complex care for children, youth, and families on Long Island, has announced the launch of its Assertive Community Treatment (ACT) team for youth in Suffolk County. HFY is the first organization in the nation to establish an ACT team specifically for young people. Suffolk Youth ACT addresses the mental health needs of children in the county who are at risk of entering, or who are returning home from, highintensity facilities such as hospitals and residential treatment centers. New York is the first state in the nation to enact youth ACT teams. On March 29, Governor Kathy Hochul announced that the state would award a total of $21 million to 15 agencies that deliver services to individuals with severe mental health difficulties. HFY is the first of the approved organizations to implement a plan. “When at-risk young people are suffering from hardships, it is imperative that families stay together,” said Governor Hochul. “In the wake of the COVID-19 pandemic, New York is leading the way in developing new and innovative ways to provide
behavioral healthcare to vulnerable individuals. With the help of this new program, children across the state will have the opportunity to remain with their families and receive the services they need.” In contrast to case-management programs that connect people to agencies or services, ACT helps individuals where they live. Researchers at Mendota State Hospital in Madison, WI, launched the model in the 1970s. Since then, it has been successfully used for adults with serious mental illness. According to a 2016 study, ACT reduced self-reported psychiatric symptoms, hospital stays, and emergency department visits among people with mental illness and substance use issues. The US Department of Veterans Affairs has implemented it across the nation. Suffolk Youth ACT offers inhome, integrated care to children who are 10 to 21 years old and their families. It serves children who have demonstrated serious emotional disturbance and whose needs are not being met in more traditional settings. It aims to keep children out of restrictive, high-end facilities such as hospitals and in the comfortable environment of family. For children who have been in institutionalized settings, it facilitates their successful transitions back to the community. Interdisciplinary teams provide
psychiatric treatment, therapy, peer services, skills building, and vocational and educational support. Each child receives an individualized treatment plan based on his or her strengths, needs, and desires. Children are able to attend school, and the program empowers families to ask the right questions and advocate for their kids. Professionals hold daily meetings on each child’s progress and visit each family as needed. Help is available aroundthe-clock, with the teams able to triage emergencies via phone. Suffolk Youth ACT can treat a maximum of 36 children at a given time. Referrals come through Children’s Single Point of Access (CSPOA), a program of the Suffolk County Division of Mental
Hygiene. Once a child is admitted, the team conducts a comprehensive assessment to identify the needs of the child and family. “Suffolk County is pleased to be able to host the first Youth-Assertive Community Treatment Team not only in the State of New York, but in the nation,” remarked Suffolk County Executive Steve Bellone. “As we strive to provide and improve access to behavioral health services for our residents, we embrace new opportunities and seek to lead by example. The unique structure of the ACT Team will provide a multidisciplinary team approach bringing mental health services to the youth and their families through a community/home-based model.” “We are very grateful to New
York State for funding our ACT team,” commented Dr. David Hegarty, HFY’s Executive Director and CEO. “This groundbreaking program closes the gaps in existing mental health care for youth in Suffolk County. Transitioning from a residential treatment facility or hospital is often difficult. By involving the family in a holistic approach, Suffolk Youth ACT gives its recipients a greater chance at recovery and independent living than traditional modes of care. We are honored to be the first in the nation to create a youth ACT team. We hope that it will serve as a model for other organizations and other states as they develop their own teams.”

Long Island Most Vulnerable to Sea Level Rise
SUFFOLK CLOSEUP BY KARL GROSSMAN Long Island—this island jutting out into the Atlantic Ocean—is among the most vulnerable places in the United States to be impacted by rising sea levels caused by climate change. As a recent U.S. government multi-agency report states: “Sea level rise will create a profound shift in coastal flooding over the next 30 years by causing tide and storm surge heights to increase and reach further inland. By 2050, ‘moderate’ (typically damaging) flooding is expected to occur, on average, more than 10 times as often as it does today, and can be intensified by local factors.” The report, by a group of agencies led by the National Oceanic and Atmospheric Administration (NOAA), says “sea level along the U.S. coastline is projected to rise, on average, 10-12 inches…in the next 30 years…which will be as much as the rise measured over the last 100 years.” The greatest rises are predicted in the report to happen on the East and Gulf Coasts. And, the report notes, even if the world can slash the burning of fossil fuels—coal, oil and gas and their emissions—the main reason for climate change, seas will continue to rise through 2050 due to the
global warming that has already been caused.

Sea level rise by 2100 “because of emissions to date” could be “about two feet.” And, “Failing to curb future emissions could cause an additional 1.5-5 feet of rise for a total of 3.5-7 feet by the end of this century,” it says. The uncertainty about the range is because of questions about how the world’s largest ice sheets will respond to rises in temperature. Melting ice sheets add more water to the world’s oceans. The U.S. government study was issued in February. On March 25 the Associated Press reported: “An ice shelf the size of New York City has collapsed in East Antarctica, an area long thought to be stable and not hit much by climate change, concerned scientists said.” Exactly a week before, the headline of an article in The Washington Post was: “It’s 70 degrees warmer than normal in eastern Antarctica. Scientists are flabbergasted.” And earlier that week, the headline of another piece in The Washington Post was: “Record ‘bomb cyclone’ bringing exceptional warmth to North Pole.” The sub-head: “Arctic temperatures

could approach the melting point as they surge nearly 50 degrees above normal.” What’s being termed a “bomb cyclone” is a low-pressure storm that intensifies at breakneck speed and has been attributed to global warming. Kevin McAllister, a Center Moriches native and president of the Sag Harbor-based organization Defend H20, who has been in the forefront in Suffolk in speaking out about climate change and what is being done—and not being done—
here, says of the U.S. government report: “It is based on the most current science and further evidence of the urgency to act. On a global scale it means drastically curtailing fossil fuel emissions. And on a local scale it’s rethinking the current approach to rapidly rising waters— costly sand replenishment of perpetually eroding beaches and allowing the hard armoring of irreplaceable shorelines, both of which are environmentally and economically unsustainable
Or, as Jeff Peterson, retired senior policy advisor at the Environmental Protection Agency and author of the book “A New Coast: Strategies for Responding to Devastating Storms and Rising Seas” wrote this month on the The Hill website out of Washington, D.C.: “Today, the accepted response strategy is to hold the shoreline right where it is by building seawalls or adding sand to beaches. On the other hand, sea level rise is coming at a scale that will eventually defeat such interim protection measures. In most places, a durable solution requires stepping back from the coast, gradually relocating homes and other assets to make room for the ocean.” This month the Intergovernmental Panel on Climate Change of the United Nations, composed of 278 experts from all over the world, issued its newest report on climate change which stated, “The cumulative scientific evidence is unequivocal: Climate change is a threat to human well-being and planetary health.”

This NFL draft for the New York teams has a totally different feel from years past, and a unique one at that. The Jets and the Giants both will own the top of the draft, with both teams having a top 5 pick, and two top 10 picks. The Jets pick 4th and 10th, while the Giants pick 5th and 7th. The Jets will be on the clock first with the 4th overall pick. New York is in a very good position for a draft class like this because they don’t need a franchise QB, so they don’t need to reach, and most of what this draft will focus on is getting help in the areas that Gang Green desperately needs. The Jets have been linked to WRs all offseason. There was chatter that Tyreek HIll might come to the Big Apple before he went to Miami, DeVante Adams’ name was thrown around, and just recently there have been suggestions that Deebo Samuel should be a trade target on draft
day. New York knows what they need, and a playmaker needs to be their focus. That is good news because there could be a ton of WRs available in this draft. The sports books have set the number of first round wide outs to be selected at 5 12, and as many as 9 can go in the first two rounds. That means New York doesn’t have to reach at 4 and maybe they wait until 10. The Jets also need to protect their new asset and the face of the franchise in Wilson. So, an offensive lineman also should be a priority. With the top 3 picks likely to be defense, and maybe a QB, New York will have its choice of some top talent. The Giants meanwhile have some decisions to make. No one seems to think they will grab a new signal caller at #5, but it can’t be totally ruled out. Offensive line seems to be the most likely pick though and while it might not be the sexy pick, that’s the right way to go.
New York Owns The First Round
That is of course, unless one of the top edge rushers somehow falls to them. The thought of most experts in the field is two of the top edge rushers should go in the top 3 picks. Kayvon Thibodeaux seems to be the rusher who will fall and that is also a target the Jets might not be able to pass up. If Travon
The spring training period was shortened roughly in half. It was expected that this would make winning roster spots a little more difficult. Yet, a number of rookies got hot this spring and they made their teams somewhat unexpectedly. But the early going of every baseball season is always the same. You have to read the tea leaves and determine who has really won a position on their team versus just a spot in a platoon arrangement. Most pitchers are still stretching their arms out and we will finally get a chance to see some starting pitchers going the distance for their teams. But if you have players on your offense who have become part of a platoon you must get these players off of your roster. And you have to be lethal in getting them off of your team. Players who finish with between 375 at bats to 450 at bats are death for your counting stats. Runs scored, RBI’s, Home Runs, stolen bases will all suffer from platooned players. Let’s look at a few that have gotten underway. Jesse Winker, Seattle Mariners: Winker does suffer from a pronounced weakness against left-handed pitching. But the Mariners knew this when they

acquired him. And while they have started slowly you get the vibe that the Mariners are committed to giving Jarred Kelenic and Julio Rodriguez the opportunity to develop. And Kyle Lewis is coming back from injury and you can’t ignore the .800 OPS he put up in 2020 as a rookie. This is a crowded outfield and Seattle is going to give a few guys a shot here. Avoid Jesse Winker. Keston Hiura, Milwaukee Brewers: It is encouraging to witness a return to relevancy for Hiura. He was completely lost in 2021 and his career sadly bottomed out. But he retooled his swing over the winter and significantly shortened his former leg kick. The result was 4 home runs in spring training and the solid sound of his bat making hard contact. Jo Adell, Log Angeles Angels: There are four (4) outfielders manning 3 spots for the Angels and while Adell has made lofty progress with his strikeout percentages in the minor leagues, it wasn’t helpful

While Mike Trout has missed a ton of time with injuries over the last few years, he is healthy right now and is showing his traditional presence at the plate. Brandon Marsh and Taylor Ward have flanked Mike Trout on the corners this season and are both more consistent than Adell. And yet Statcast data on Adell is tantalizing and attractive. His exit velocities are off the charts. His sprint speed shows him to be one of the fastest major leaguers in the game. And yet we know the upper limit on at bats for Adell is 450 at bats total.
Andrew Vaughn, White Sox: Vaughn had an excellent spring training. He is extremely talented and his manager Tony LaRussa is a big supporter. Still, the White Sox have a crowded lineup and Vaughn is being sat a couple of days a week. While he is batting .310 with an on base percentage of .375 he also is missing at bats and it is becoming noticeable. Luis Robert is the center fielder for this time and he is always hurt. His latest injury a mild groin strain. There is almost never a mild groin strain as they tend to almost always need an IL stint, but it is not a good sign that they benched Vaughn on this first night that Robert is out of the lineup. A.J. Pollock is injured at the same time as well, so you see the dilemma. With both of these two hurt, this is still a crowded lineup and the White Sox have benched Vaughn. I love him in a dynasty league, but you can’t carry Vaughn and expect enough runs scored and RBI opportunities from him.

National Day of Prayer

The National Day of Prayer is an annual day of observance held on the first Thursday of May, designated by the United States Congress, when people are asked “to turn to God in prayer and meditation.” The president is required by law to sign a proclamation each year, encouraging all Americans to pray on this day. The New England Colonies under British rule, established the traditional observances in late fall called for prayer and thanksgiving, while observance in the spring or summer called for prayer and fasting. The observance of the day of fasting and prayer was brought to all of the colonists by the Continental Congress in 1775. Congress issued a proclamation recommending “a day of public humiliation, fasting and prayer” be observed by the “English Colonies on Thursday, July 20, 1775.”
General George Washington as Commander-in-chief of the Continental Army acknowledged a day of “fasting and prayer” proclaimed by the Continental Congress to be held on Thursday, May 6, 1779. To enable his soldiers to observe the day, Washington ordered a one-day cessation of recreation and unnecessary labor. President Jefferson did not continue to observe the day of prayer. He considered the matter to be personal rather than state involvement. The prayer proclamation was abandoned by the next twelve presidents until President Abraham Lincoln resumed the practice in 1863. During the Korean War the desirability of a united national prayer was stated by Reverend Billy Graham, who said, “What a thrilling, glorious

New York’s New Power of Attorney
I heard New York State passed a new power of attorney law. What is the new law? Will I need a new power of attorney?
At long last, it is here… New York State has amended the laws governing Powers of Attorney (“POA”) in our state and the new law will be in effect after June 13, 2021. This is big news for attorneys, especially those practicing in the areas of estate planning and real estate, and the clients they serve. On December 15, 2020, Governor Andrew M. Cuomo signed a bill into law that amended the New York State General Obligations Law as it relates to powers of attorney. A POA is a document by which an individual grants authority to another to engage in certain financial and business transactions on their behalf. The one granting authority is termed “Principal” and the person they are authorizing to act is the “Agent.” Power of attorney documents are often signed so an Agent can act in place and stead of the Principal for a single transaction, such as a closing for the sale or purchase of real estate. However, they are also an important tool in long term planning so the Agent can be empowered in case the Principal begins to lose the mental or physical capacity to handle their own affairs. In that case the Agent should

be given the specific powers to handle banking transactions, retirement account transactions, sign contracts on behalf of an individual, and the list goes on. The change in this law is the first since 2010 and has long been the subject of advocacy and conversation. The overhaul to the POA came just a year prior to that and, for the first time, required that a Principal intending to give the authority to “gift” or transfer assets out of their name sign a separate rider giving those powers. This was called a statutory gift rider. The most visible change in the 2021 enactment will be the elimination of this rider. While it will still be necessary to list out the specific powers being granted relating to gifting, it will no longer be in a separate document but rather, will be incorporated into the POA document itself. Another big difference will be the requirement that the Principal’s signature be witnessed by a notary and two witnesses (one of which can be the same individual that is serving as the notary). The witness requirement existed with the 2010 law, but only for Principal’s conferring gifting authority.
Take for example the real estate attorney that is having their client sign a POA allowing the lawyer to act and sign on their behalf at a closing. This person will now need to find a notary and an additional witness rather than just needing the one notary. This may seem like an onerous process to many but the second witness was put in the statute to give extra protection to a Principal that may be the subject of elder abuse or undue influence. The mental capacity of a Principal signing the document is of the utmost concern to legislators the Governor and attorneys alike. In addition to the
concern during drafting for those that may lack mental capacity was the issue of those that do not have the physical ability to sign for themselves. Take an individual who is mentally sharp as a tack but cannot hold a pen or sign their name due to a physical disability. The new law has a solution! A person with mental capacity that does not have physical ability to sign and direct another to sign on their behalf. As an example, I have a client diagnosed with Parkinson’s Disease who has lost the use of her hands. Once the new law comes into effect, she will be able to direct someone to sign the document for her. There is a specific

For anyone that has already seen an attorney and completed their estate planning the question becomes, do I need to sign a new POA after June 13, 2021? The answer will be different for each person. Any POA that was valid at the time it was executed will remain in effect but if the document is outdated or does not include all the powers that may be necessary one day, it may be prudent to sign a new one. However, a change in law such as this is the perfect reminder to make an appointment with an estate planning attorney to have your entire plan reviewed, including your POA. Honey, What’s Wrong!? OMG! What Do I Do Now!?

Many a skipper have blithely motored or sailed away from their mooring, with spouse and kids in tow, or some of their “Gilligan’s navy mates”, none of whom would have the slightest idea what to do – to save themselves or the skipper – if something dire happened. This column is about that.

No one is 100% sure where the term mayday, the universal maritime call for help, comes from albeit the most common inference is the French term for “help me!” “S.O.S.”, the old Morse code equivalent, is said to come from “Save Our Souls.” In truth, the derivation is less important than knowing how to properly call for help. When I train new mariners on radio use, I ask them to take a walkie-talkie, go in the next room and, imagining that there is a dire emergency aboard their vessel, call me for help. This is after I tell that the basic level of information is: - Who you are - The nature of your distress
- Where you are and what the boat looks like - And how many people are aboard (so when the USCG arrives, they don’t leave anybody behind.) The results are so poor that it results in laughter after about 3 or 4 tries. And this is without the pressure of a real emergency. Eventually, because this is no laughing matter, we get it right. Do you call for help immediately? Well, assuming that the skipper hasn’t just keeled over with a heart attack, calling for help immediately is probably a good idea. Heart attacks have to be addressed immediately of course – but nothing stops you from yelling, between chest compressions, “somebody get on that radio and call the US Coast Guard – STAT!” So, practice calling for help. Before you need it…
Fire in the Hold!
A skipper can be incapacitated by having to address another emergency – like a fire. Skipper, does your crew know enough
about your boat to get her to “a slow bell” (just enough underway progress to control the boat but not so much as to create a windstorm?) Can they steer her so that the fire is now downwind of the rest of the boat (it is hard for a fire to make progress ‘upwind’)? Do they know where the life jackets are if you have abandon ship? So, give them some time at the wheel. Before they need it…

Maaaan Overboard!
A skipper can fall overboard as easy as the next guy, given a single second of inattention. Getting a power boat around to affect a pick up isn’t the most difficult task – as long as they don’t forget to put the engine in neutral once you are alongside. You don’t want them turning you into fish food with the prop. Turning a sailboat about and bearing down on a head bobbing
up is a skill that requires a lot of training. But, in both cases, do they know to throw you a lifejacket or a cushion – anything you can use to stay afloat – while never taking their eyes off you? And, calling the USCG right away? You are no doubt familiar that the USCG mandates certain lights configurations for various conditions of the vessel itself. A boat without a skipper is determined to a “NUC” – Not under Command. The light configuration is two red lights in a vertical row. The poem to remember that? “Red over red, the captain is dead.” Skipper, the life you save may be your own. Train, train, train. OF MEN & ANGELS BY DOMINICK FORTE Michael the Archangel has the distinction of being one of two angels written about in both the Bible and the Koran; the other being Gabriel. Michael is always presented as the leader of the Heavenly Host and in Christian literature he is described as the greatest spiritual figure after God and His Son. His role as the foremost servant in heaven is clear from episodes in which God dispatches him to earth to act on His behalf. His deeds, no matter how small, are often described in grandeur to emphasize their importance. Engravings, drawings, paintings, and sculptures of Michael throughout history idealize his rugged physical beauty and showcase the traditional trappings of his status. Always prominent are his silver armor, round shield, and magnificent Michaelsword, either sheathed or unsheathed. Th origin of the sword reflects the lore surrounding Michael, and is defined in Chaldean myth. The ancients of that religion saw
him as an instrument of military vengeance and bestowed upon him an artifact that would well serve his justifiable wrath. The Michaelsword tapers up from its hilt to a perfect tip. The lore has it to be four and a half feet long. The composition of the sword is unknown but the speculation is that it is not of earthly origin. At the very bottom of the sword a perfectly round pommel

is engraved with angelic script that translates as “Who Is As God.” The cross-hatched hilt is long and thin, accepting the attached blade gracefully. The longer hilt gives Michael more options in combat. More often than not Michael will wield this weapon with one hand in order to use his shield in battle. The advantage of a longer hilt is that if he chooses he can
forego the shield and wield the sword with two hands. This particular style of fighting gives his strike greater momentum and impact. Just as the great Michaelsword is a standard feature of Michael’s depiction across cultures and history, so is his silver armor. The exact detail varies from a constant pauldron upon his right shoulder to a full suit of heavy
plate when going into combat against the forces of Satan and his legions. The lore has his large silver shield engraved with a prayer to God along with Michael’s name in formal angelic script. The paired metal greaves are simple but elegant with a dark patina finish and gold trim. Again, the script reflects his “Who Is As God” name Michael. His belt carries his seal on the golden circular front crest and is fashioned of hardened, gilded leather. As per the Book of Revelation, the keys to both heaven and the abyss hang from the belt. He wears a leather kilt studded with emeralds at the bottom of each strap. Michael’s militaristic nature and loyalty to the Creator have provided writers and artists with an endless source of insights as to his appearance. Known as the most passionate and militaristic of the archangels, Michael is always depicted powerfully in literature and shown dramatically in paintings and sculpture.
