Suffolk County Executive Steve Bellone announced a community outreach campaign as part of a coordinated effort to promote his administration’s proposed Septic Improvement Program. In the coming weeks, a series of town halls will be held across the county so that residents can hear directly from water quality experts and officials in their own communities on how they would benefit from the program if enacted. The Reclaim Our Water: Septic Improvement Program is the first of its kind in Suffolk County designed to help homeowners fund advanced nitrogen removal septic systems at an affordable rate. By purchasing advanced wastewater treatment systems, homeowners would in turn significantly reduce nitrogen pollution and protect Long Island waters. “This financing model provides an affordable means for working- and- middle-class homeowners to improve their water infrastructure, clean our
environment, and ultimately increase home property values,” said County Executive Bellone. “Our fight to Reclaim Our Waters will help make the necessary investments in water quality while providing a leading model in which residents can help tackle the nitrogen epidemic.” The first town hall event is scheduled to be held on Monday, April 24 in the evening at the David W. Crohan Community Center in Flanders, located in the Town of Southampton. A specific time for the initial town hall meeting, along with several other events, will be announced in the coming days ahead so that Suffolk residents have ample time in advance to attend any meeting in their community. In addition, County Executive Bellone urged residents to contact the Suffolk County Department of Health Services by emailing septicdemo@ suffolkcountyny.gov with any questions they may have, including eligibility requirements. continued on page 3

First Ever Septic Improvement Program In Suffolk

Protecting our bays and drinking water quality is essential to a sustainable future for Suffolk County. It is time for action and I call on every homeowner to get involved so that we can start to reverse the degradation and be responsible stewards of our environment.” The County Executive recently introduced legislation to create this model pilot program which must go before the Suffolk County Legislature as part of a review process. If approved, the Septic Improvement Program would be administered by the Suffolk County Department of Health Services. Under the program, homeowners would apply for a grant to cover the cost of an advanced wastewater treatment system. The grant, which is estimated in the amount of $10,000 or $11,000, would enable eligible homeowners to cover the costs of systems that cost between $14,500 and $17,500. In addition to the grant, homeowners could qualify to finance the remaining cost over 15 years at a low three percent fixed interest rate. The loan program will be administered by Community Development Corporation of Long Island Funding Corp, with financial support from Bridgehampton National Bank. Comparatively, the cost to replace and install a new cesspool or septic system with no capabilities to reduce nitrogen is estimated at $6,000-$8,000.
An estimated 400 Suffolk County homeowners would be selected to receive the funding under the first two years of the program. Through the year 2021, the program will be funded with $2 million each year from the Suffolk County Assessment Stabilization Reserve Fund. If approved, the program would be scheduled to launch on July 1, 2017 through an application process. Since December 2014, Suffolk County’s Septic Demonstration Pilot Program has tested new wastewater treatment technologies to reduce nitrogen pollution. Through a lottery process, the County has so far selected 42 homeowners to receive a system at no cost, including free installation, maintenance and monitoring
for five years. More than 360,000 homes in more Suffolk County, than the entire state of New Jersey, rely on outdated cesspools and septic systems that do not treat properly wastewater to remove nitrogen. The Septic Improvement Program falls of under the auspice County Executive Bellone’s Reclaim Our Water initiative. Reclaim Our Water, was launched which includes the in 2014, securing of $383 million in funding for the largest expansion of sewers in Suffolk County since the 1970s and the release of the 2015 Suffolk County Comprehensive Resources Water Management Plan that provides critical recommendations on how to manage and protect the region’s water supply.

I look forward to working with you all and I am excited to move forward with plans to improve our library’s programs and facility. So many friends and neighbors have shown that they too love our library and want to keep improving what we have. There was a very strong message presented to us which was demonstrated by the number of residents that turned out to vote and the numerous folks asking for me to keep moving forward with our community’s vision. Wanda’s Weight Room Plus Dear Editor: As a former teacher’s aide, future Special Education Teacher, and a current Direct Care Counselor, I can honestly say the special needs program at Wanda’s Weight Room Plus is extremely beneficial to those individuals who are a part of it. These people have duties such as, greeting and signing in members, cleaning the machines as they engage in conversation with other members, and simply having a “purpose” in such a happy environment. As a Direct Care Counselor for the past four years, I have had many clients with Down syndrome, Autism, Schizophrenia, and the list can go on and on. However, having a program like the Weight Room Plus’s program creates realistic goals, establishes life skills, and most importantly builds these individuals self-confidence to a level that may not have existed before this program. Personally, I plan my daily gym hours around the time that these individuals will be there. Being greeted by Jill, a beautiful young adult who has Down syndrome, not only warms my heart with her high-spirited “hellos” but creates such a cheerful atmosphere it’s nearly impossible not to smile ear-to-ear speaking with her. Typically, individuals with special needs are grouped together and only have contact with other special needs adults and/or children. Many outsiders refer to these individuals as having their own “population”. That is what The Weight Room Plus is trying to eliminate. We may need different modifications and adaptions but at the end of the day, special needs or not, we are all equal. Having this program and including these individuals in daily life activities while exposing the “general education” population to the “special education” population, is a fantastic way to clear up any misconceptions one may have about either “population”. Let’s be real, with the rapid increase in diagnosis of Autism and many other exceptionalities, it is crucial to understand and acknowledge these individuals for who they are. Their program for mentally and physically challenged adults and adolescences is only one of many that they have mastered. The staff members are extremely compassionate, devoted, and all around wonderful people. Without their kind word, constant motivation, and devoted acceptance, I would not be the person I am today. I would like to thank The Weight Room Plus and all their incredible staff for the wonderful job they do, day in and day out. Open Letter To Suffolk County Dear Editor: As residents of Suffolk we are by location, water and land stewards. We have the gift and the responsibility as a county to protect and care for our land and all of its ecological assets. In this spirit, I ask you to stand with me in that stewardship and request legislation to ban Styrofoam containers from Suffolk County, via my petition, “Suffolk County Says No To Styrofoam”. All too often, as I’m sure you’ve seen, Styrofoam drink and food containers lay strewn along road and tree lines, making their way into local waters and forest areas. Styrofoam, is a petroleum product that has been found to be toxic to nature and to the human body. In our land and aquatic life, it causes choking, starvation by blockage, poisoning and death when ingested, often done by unknowing and hungry wildlife. The EPA has named it the 5th largest source of hazardous waste in the U.S., a product that takes 500 years to biodegrade, or more likely never, like its’ cousin, the plastic bag (which has already begun to be widely banned by counties, states and countries across the world). How does it affect you? When you choose Styrofoam for a hot beverage or pick up a hot lunch in a to go container the heat causes the product to leach toxic chemicals such as benzene and stryene into your drink and food. The U.S. Department of Health and Human Services declared stryene a very possible human carcinogen; other studies have linked the two chemicals to Parkinson’s as well as leukemia. No matter how you spin it, you are ingesting petroleum bi-product every time you consume from these containers when heated. With this knowledge in hand, let us join New York City, Washington D.C, cities in California, Florida, Maine and more in their wise decisions to ban Styrofoam containers. The facts are there, its time to take action. Lets help our home. In today’s world it is more important than ever that we ALL participate in creating a better tomorrow. More than 40 students at Ridge Elementary School recently participated in a unique learning experience. Virtually exploring states and geographical landmarks throughout the country, the students shared their research with handcrafted postcards addressed to students in different classrooms within the school building. Students researched their chosen state using maps, books from the school’s library, and online resources. In several classes, the students worked collaboratively in small groups.

The Choir, Pamela Pettway, will be performing lesson focused on discovering the States of Matter and differentiating between solid, and sharing her story at South Bay Bible liquids and gases. The children made polymer “phlubber” to take home, made ice cream Church on Sunday, May 7 at 8:00, 9:30, and to taste, and started a crystal garden. A big “thank you” to the South Country Education 11:00 a.m. All three concerts are free, open for our students. to the public, and no tickets are necessary. On, April 1, Councilwoman Jane Bonner attended the Miller Place Fire Department’s Annual Installation Dinner at Atlantis Marine World in Riverhead. During the event, the Councilwoman honored the company members for their service to the Miller Place community and presented Certificates of Congratulations to members with Years of Service Milestones and the Outgoing Officers. Councilwoman Bonner said, “I congratulate the incoming officers and the chiefs, and thank all the members of the Miller Place Fire Department for their service. They are real heroes who volunteer and put their lives on the line to protect their neighbors.”

After 55 years as a journalist on Long Island, all my files— thousands of articles and what historians call “primary documents”—are being digitized by the East Hampton Library to be available to anyone on Long Island and indeed the world. They chronicle the modern history of Long Island which I’ve covered from 1962 to the present, for most of the years as an investigative reporter and columnist. My now nearly 50-year-old column, begun at the daily Long Island Press, has since The Press folded in 1977 run in weekly and now also on news websites. newspapers amassed derives, too, from The material my work as nightly news anchor on the island’s commercial TV station, WSNL67, and host of “Long Island World” on its PBS station, WLIW21. It’s a great honor to donate all the material to the East Hampton Library. The title of the archive: “Karl Grossman
Research Archive.” The East Hampton Library is famous for its Long Island Collection. As the library notes on its website: “What was once a room specially built in 1930 to house the personal collection of historian Morton Pennypacker is currently a 5-room research and study area containing a vast array of original, historic, as well as contemporary materials that chronicle life on Long Island from the seventeenth century to the present day.” The “Long Island Collection’s holdings include photographs, postcards, whaling logs, diaries, account books, deeds, wills, genealogies, maps, architectural drawings, oral histories and newspapers. Various items of note include Native American documents and artifacts, the 1599 Gardiner family bible, the original deed to Shelter Island, the Captain Kidd ‘cloth of gold’ [presented by the pirate on a visit to Gardiner’s Island], and materials relating to the Culper Spy Ring.” I’ve had a front-row seat as Long Island has exploded in population and gone through many changes—while, so fortunately, preserving much of its beautiful nature and the charm of its communities. Some examples of what you and others can now start to access digitally: Robert Moses was hell-bent between 1962 and 1964 on building a highway the length of Fire Island but was stopped
by creation of a Fire Island National Seashore. I was in the middle of this story. All the documents—Moses’ declarations, the statements of Citizens Committee for a Fire Island National Seashore—and many, many articles, are all there. The establishment by New York State of Stony Brook University was mired in “town-gown” conflict with some in the nearby area objecting to the university and its students. This culminated in an army of Suffolk Police streaming onto the campus at 5 a.m. on January 17, 1968 in a raid I covered called “Operation Stony Brook.” The police put out a 107-page manual, in my files, identifying student after student as a purveyor of drugs, mostly marijuana. One of the cops whose undercover activities, hanging out with Stony Brook students, led to the raid would later remark: “We were the first police department that ever had the nerve to hit a university.” There are voluminous records and articles on a huge Suffolk scandal of the 1970s—the $1 billion Southwest Sewer District project. With sewering on again here, they offer lessons. The Long Island Lighting Company spent decades seeking to build seven to 11 nuclear power plants with Shoreham the first. There are thousands of records of this ultimately defeated scheme to make Long Island what nuclear promoters
called a “nuclear park.” I also wrote a book published by Grove Press on this nuclear push titled “Power Crazy.” With development pressures intense, Suffolk created an extraordinary Open Space Program, the largest land acquisition undertaking of any county in the U.S., and a first-in-the-nation Farmland Preservation Program. Many documents and articles about them are in the files. There were major campaigns for the secession of the East End of Long Island from Suffolk County to form a separate Peconic County, and there are records of these drives. There was the scam about building a “deepwater port” in Jamesport. Excavation on a square mile of land along the Long Island Sound was proceeding full-tilt by 1970. But, in fact, what was involved was a gigantic sand mine, no port. I received the George Polk Award for my journalism’s role in stopping this. Then LILCO bought the land for four of its planned nuclear plants. And this was stopped in the 1980s. I was deep as a journalist in this phase of the saga, too. The land is happily now the site of Hallockville State Park. SALVATORE CATALDO, 79, of Shirley, Long Island, New York, passed away on Friday, March 18, 2017 at the Vancouver General Hospital. Born in Kelowna, British Columbia to Mike and Dorothy Jensen, he lived most of his life in Kelowna and West Kelowna. Martin was a passionate man who enjoyed automotive He worked as the owner of Martin’s Custom Automotives in West Kelowna. In his spare time he enjoyed building classic cars, playing board games, sailing and watching TV (especially coking shows). Martin was extremely loving and proud of his three daughters, Jennifer Jensen, of Vancouver; Ali Jensen of Whistler; and Kathryn Jackson and her husband Kevin of Nelson. He is also survived by his sister Jane Jensen, of Kelowna; his wife and best friend, Allison (Smith) Jensen; his two sisters, Janice Jensen of Kelowna; and Aubrey Williams and her husband Simon, of Toronto; his brother Harold Jensen of Vancouver; as well as his many loving aunts, uncles, nieces, nephews and other friends. The family will receive friends on Sunday, March 20, 2017 from 4:00 until 7:00 PM at the Walter Williams Family Funeral Home, 986 E 15th Street, Vancouver, British Columbia. He loved the outdoors and liked skiing, boating, water sports and golďŹ ng as well as bowling. He was a long-suffering fan of the Philadelphia Eagles Football franchise. Francis is survived by his loving wife Kathleen and was the beloved father to his four children Gregory (Maria), Cynthia (David) Andus, Jennifer (Kyle) Molder and Eric Bratby. He was the cherished grandfather of Sarah and Amanda. Visitation was held at St. John the Theologian Orthodox Church in Shirley where services were conducted by Rev. Jonathan Ivanoff. Interment took place at Holy Ascension Orthodox Cemetery in Frackville, PA. April loved to celebrate events; birthdays and holidays. She enjoyed going to restaurants and ďŹ ne dining. April is survived by her loving husband William to whom she had shared her life for the past thirty-three years. She was the beloved mother of Kendra (John) Bogetti, John and Patrick and cherished grandmother to John Bogetti III. She was the devoted sister of Jacqueline Lawless, Douglas Dawson, Dennis Dawson, Gail Smith and Maureen Messner. Family and friends were received at Roma Funeral Home in Shirley on Monday. A Mass was offered at St. Jude’s RC Church in Mastic Beach on Tuesday at 10:00 am. Interment took place at Calverton National Cemetery.

By Barbara Guarino Kruk Recently, my husband Connie, sustained a serious injury and wound up in ICU at Brookhaven for nearly three weeks. During that time, I spent as much time as possible at his bedside, fearing that if I left something tragic might happen. Some people do not comprehend the draw of true love. I was criticized, gently, that I needed to relax and ďŹ nd my own healing during this critical time. I could not. It was not because I am a better person than the next; far from it. It was because my heart could not break away from a man I have loved and lived with for more than fortyďŹ ve years. Time means nothing when someone you love needs you by their side. Now, the bright side; he is recovering nicely and while we both understand that it will be a long and difďŹ cult road, we are up for the challenge. This week we were called upon to assist with the care and ďŹ nal arrangements for April Ann Riley who passed away on April 4, 2017. April suffered a stroke over twelve years ago, which left her with a litany of challenges. Throughout this time, her husband William became her primary caregiver. The role of a caregiver is not easy and the older we get the harder it becomes. William shared some the challenges his beloved wife faced daily. Life for a stroke victim can present many obstacles. The simplest daily routines become monumental tasks. William said her cognitive function was still good which was a blessing. At least they could still communicate with each other. April loved nature and enjoyed sitting outside. She loved listening to soft, relaxing music, and spending time with her loving family. She found so much pleasure in celebrating events. Holidays, birthdays and anniversaries were always special for her. She could not contain her joy at being a grandma to John. I could see that she has a loving family by the attention to each detail they arranged for her services. Everything had to be perfect for their wife, mother and grandmother. Their faith in God has brought this family through many difďŹ cult times. William and his children were blessed to have April for as long as they did, and while her battles were hard, her faith and love carried her along. Love is the greatest gift we can give to another human being.

The Right Medical Decisions
Question:
My mother is getting older and I am nervous I will not know how to make the right medical decisions for her if the situation arises. What can we do to prepare in case that happens?
Answer:
There are several documents your mom can sign in advance that can assist you if a time should come when you need to make medical decisions for her, including end of life decisions. A review of these documents will help you to understand the purpose of each. They include: a Health Care Proxy, Living Will, Do Not Resuscitate (DNR) and/or Do Not Intubate (DNI), and Medical Orders for Life-Sustaining Treatment (MOLST) form. As Elder Law practitioners, we usually prepare a Living Will and Health Care Proxy for our clients to sign, although they need not be prepared by a lawyer. The other documents listed are prepared under the supervision of a physician and are signed by that physician. A Health Care Proxy is a document in which your mom can name an individual to make her medical decisions if a doctor deems her unable to make these decisions for herself. The health care proxy applies to all medical care except artificial hydration and feeding. Therefore, the proxy should indicate if the agent is permitted to refuse hydration or feeding. While only one person can act as agent at a time, the Health Care Proxy can have a list of successor agents in case the initial agent is unable, unavailable or unwilling to act. choose to sign a Living Many clients Will at the same time as signing a Health Care Proxy. This is a document an individual’s wishes which evidences regarding medical care or life support to be administered in the event their condition is terminal. This document can be used to show your mom’s wishes if she is unable to communicate them for herself. Some of the treatments that could be accepted or refused on the individual’s behalf include cardiac resuscitation,
mechanical respiration, artificial nutrition and hydration, antibiotics, blood or blood products, kidney dialysis and surgery or invasive diagnostic tests.
Unlike the Living Will, the Do Not form Resuscitate (DNR) and procedures law and are governed by New York State these orders are signed in a hospital, nursing home or mental health facility. (New York law also permits “out of hospital” DNR’s in specific situations this is outside but the scope of this article). DNR orders are only applicable to incidents of cardiac respiratory arrest and direct that no chest compression, ventilation, defibrillation, endotracheal intubation or medications be administered. A patient may express his wishes or if he is unable to do so then a family member, agent or friend can consent to the DNR. The DNR is issued by a physician and must be on a Department of Health form. The Medical Orders for Life-Sustaining Treatment (MOLST) form is a document executed with a physician regarding the patient’s wishes respect with to life-sustaining treatment plans. The purpose of this New York State Department of Health form is to create a dialogue between a patient with a chronic or terminal illness and their physician that will transcend the DNR and Living Will. Unlike a DNR, the MOLST form follows the patient from one health care setting to another. For example, your mother were transferred from a hospital to a nursing home the form would follow her; thus ensuring that her medical wishes would be conveyed and respected consistently across care settings. Regardless of who your mom decides to name as agent to make decisions or what her wishes are regarding future administration or withholding of treatments, it is important that these topics are discussed. The documents are the first step but they should be followed up with conversations that will allow your mom’s agents to make decisions as close to those she would make for herself. Having these conversations will only serve to make the agent’s decisions easier.
