On March 23, Supervisor Ed Romaine delivered his fifth State of the Town address in the auditorium at Brookhaven Town Hall. The theme of the address was “Building on Strength, Protecting Our Future, Moving Brookhaven Forward” and he delivered an optimistic look at the great strides that have been made this past year, his new initiatives and the challenges that face the Town in the years ahead. Some Highlights of Supervisor Romaine’s State of the Town Address include: Finances The Supervisor noted that Brookhaven is financially strong and has maintained its AAA bond rating, the highest that can be attained. The Town has also experienced a surplus for the third consecutive year (approximately $4.5 million in the Town-wide funds and $2 million in the part-Town funds). This strong performance was primarily due to: • Higher revenue from increased home sales and mortgage tax receipts; • Increased franchise agreements, landfill, planning, building and zoning revenues; • Well managed employee compensation and benefits that have saved almost $3.5 million; • Part Town Highway Fund ending fiscal year 2016 with an estimated surplus of $500,000; • Pipeline Debt Reduction has contributed to a $5 million increase in debt reserves; and • All major operating funds completed 2016 with better than planned financial performance. Supervisor Romaine thanked the members of the Town Board and commended their efforts to keep expenses down and save taxpayer dollars.

He also noted that since taking office, his budgets have complied with the Town’s spending, debt and tax rate caps and assured taxpayers that they will continue to receive their rebate check from the State of New York. Quality of Life and Housing Code Enforcement Supervisor Romaine reinforced his commitment to improve the quality of life in every community by strict enforcement of the Town’s building, fire and housing codes and ridding neighborhoods of dangerous “zombie houses.” In 2016, the Town: •Demolished 53 abandoned, unsafe structures • Boarded up over 400 vacant houses • Cut lawns of 173 properties and provided property maintenance at 255 homes • Continued the fight against illegal student housing in many communities including Stony Brook In closing, Supervisor Romaine praised the Town Officials and employees who continue to work as a team for the betterment of the Town.

 Community Events & Happenings Destination Imagination Champs Legislator Tom Muratore recently recognized a team of third graders from Lynwood Elementary School in Farmingville, who won first place in the regional Destination Imagination tournament. The Destination Imagination program encourages teams of learners to have fun, take risks, focus and frame challenges while incorporating STEM (science, technology, engineering, and mathematics), the arts and service learning. This year’s tournament was held at Somers Middle School, Somers, New York. Lynwood’s team, led by teacher Cathy Dulovic finished in first place in their challenge category, and will now advance to the New York State Affiliate Tournament on April 8th in Binghamton, New York. “My congratulations to these students for working so hard and winning first place in the Destination Imagination competition,” stated Legislator Tom Muratore. “It was my pleasure to recognize their achievement, and I wish them the best of luck in the state tournament.”

South Shore Press Endorses   Gross For Library Trustee    

     Normally the South Shore Press does not do endorsements however this   year the MMS    Community Library is at very important crossroads and it is important to have continued strong leadership to take the library in a new   direction. This is why we are endorsing the re-election of Wendy Gross.     Over the last ﬁve years the board of trustees and the library staff have   worked to educate the community and residents about the difﬁculties they

We completely agree.   Supervisor Romaine and Councilman Panico were able to get the library   property for free at the old Links at Shirley golf course a few miles south of   their current location.   For the last two years, the library trustees have held the line on taxes   and have demonstrated their concern for the taxpayers. They understand the   value of a dollar and are making wise choices on behalf of the taxpayers.   The election for library trustee on April 4th puts incumbent Wendy Gross         against challenger Ray   Keenan. Mrs Gross supports the construction of a new facility. She is a member   of numerous community     groups and is a very active library trustee. Mr. Keenan on the other hand thinks the old facility can be ﬁxed. We     completely disagree.     Keenan admitted to The South Shore Press that he is not a regular    Mr.   user of the library. In fact, he doesn’t even have a library card.  The South Shore Press believes that this year’s election for trustee is   more important than ever.      It’s an election about the future of the library. It’s an election about the   future of our community. We believe it’s an election about the type and   quality of services we provide our to children.          We believe Mrs. Gross has demonstrated that she has had the best  

interest of out community and our children as her primary goals over the  last ﬁve years as trustee and thats why we are pleased to endorse her for          re-election.                         

Community Viewpoint St. Jude’s Update Dear Editor: As many of you are aware, a new Shrine Chapel is going to be built at St. Jude’s Parish on Neighborhood Road in Mastic Beach. I would like to give you all an update as to our progress. The original church was demolished along with the original rectory. All debris was carted and the grounds are ready for construction. As soon as we receive approval from the Diocese of Rockville Centre we will submit our building plans to the village for issuance of a building permit. Any historical artifacts, stained glass windows, tabernacle, etc. that we were able to salvage is now in storage and will be used in our new Chapel. All monies pledged, collected, or donated for this building campaign will be used for the construction of the building, beautification of the grounds and religious reliquary. There were projects included in those monies and that were originally earmarked for the replacement of a new HVAC system in the main church, which has been completed. Any residual funds will stay with the Parish. The building will be a prefabricated structure, which is highly energy efficient and structurally sound. Most of the electric, drywall, and plumbing will come with the installation. However, we will be seeking local tradesmen for painting, additional electrical work for the interior and exterior, plumbing, masonry and landscape design, fire system, alarm system and sprinklers. Anyone who is licensed and insured is welcomed to submit a bid. The Diocese of Rockville Centre requires that each vendor provide proof of insurance (no Accord forms) up to three million dollars naming the Diocese and St. Jude as insured; workman’s comp documentation and full scope of work. All work will be kept within our community. Those tradesmen who wish to be part of the bid process are encouraged to contact me for specs. Only those who meet the criteria described above will be chosen. This project, when completed, will be a beacon for our community. It will be a place of peace and a testament to the good people who live and work in our beautiful town. I am Voting For Wendy Gross Dear Editor: I was alarmed to learn Ray Keenan would be challenging Wendy Gross for her seat on

the Mastics Moriches Shirley Community Library Board of Trustees. Mr. Keenan, during board meetings, has positioned himself an unrepentant adversary to all the library seeks to offer its patrons. His motives must be called into question. His coverage in the March 22 edition of The South Shore Press confirmed that Mr. Keenan “doesn’t go much to the library” and is indicative of a disconnect between this unfitting candidate and the community in which he resides. Mr. Keenan, on his hunt for the source of mystery pizza expenses, might consider turning to his monthly library newsletter and taking note of the numerous programs that clearly advertise the provision of snacks. I can only assume that his unrelenting ignorance signals that either he isn’t a library patron, or he can’t be bothered to open the informational publication. In either case, what makes him qualified to be on the board? A library is not and will never be free of charge, especially when it is a safe-haven for our youth. Mr. Keenan says he hopes to “represent the interest of this community” but his condemnation of library participation in Rotary and Colonial Youth events proves that his feigned concern for our welfare is a thinly veiled defense of his own. To prey on financial fears of people in this community and promise to cut the programs that benefit them most, is dishonest and wrong. While thoughtful spending is clearly a concern for the families who this library serves, the value of the programs presented by the board of trustees gives us hope for a bright future. Public access to collections and courses, educational programs for all ages, and a safe space that fosters growth, support in literacy, educational achievement and social collaboration are perceived by Mr. Keenan as “wasteful spending”. Obviously, he either has no need for them, or has a complete lack of appreciation for what a library is and does, and no consideration for the countless people it serves. It is no secret that Mr. Keenan threatens to thwart plans for a proposed new library. Expansion and renovation would require the existing site to close. Renovation is not free! For two long years, every person who uses the library, will miss the invaluable things it has continuously offered. Is promising to cut costs, and simultaneously fund the extensive renovation of the facility contingent on drastic cuts to programming and operational hours? At least one-thousand of us use the MMSC Library each day. We must speak with our votes, and show Mr. Keenan we believe that our community is worth investing our time and our tax dollars in. On Tuesday, April 4th, I will enthusiastically cast a vote for Wendy Gross to remain on the board of trustees as she has proven her understanding of the needs of this community profoundly and truthfully. Tri-Hamlet Community Taking New Shape Story by Barbara LaMonica

Continued from page 1 Brookhaven Town Sixth District Councilman and Deputy Supervisor Dan Panico spoke with optimism about the host of new businesses that are making plans to set up shop in the Tri Hamlet’s business district during a recent interview. “There has been tremendous interest in redevelopment projects along the Mastic Shirley corridor,” Panico said. “Zwanger-Peseri Radiology is slated to go in across from Best Yet by the old karate studio, and a STAT Health Urgent Care is making plans for where the old Best Yet was located on the northwest corner of William Floyd Parkway and Montauk Highway,” Panico said. Excited about the prospect of such a facility coming to Shirley, Beth Wahl, president of the Chamber of Commerce of the Mastics and Shirley said there is a signiﬁcant “need” for an urgent care facility in the community: “ZwangerPeseri and a new urgent care facility would be fabulous because this would really help the community because we don’t really have one of these,” Wahl said. Leveling blight in the community is also in the cards. Panico explains: “The old laundromat west of McDonald’s on the north side of Montauk Highway is going to be demolished and negotiations are underway for a City MD to build a new 4,000 square foot building with landscaping which is proposed at the front of the Kohl’s Shopping Center,” Panico explained. Further down the road, owners of the popular Mama Lisa’s Italian Restaurant recently purchased a parcel of property just across Madison Street which will soon give way to a new and much-needed parking lot complete with landscaping,” Panico said. “This really ﬁts a need because to their credit, they’ve (Mama’s Italian Restaurant) done very well.” With applications on the project already submitted to the Town of Brookhaven,

    Debris from the ﬁre at the Manor House has since been removed, but local residents and business owners are hoping  that the historic restaurant is rebuilt.  Panico estimates this project will be complete by summer. Pointing to a more recent blight, Wahl stated: “What we really need is to revitalize the Manor House which recently burned down.” Wahl said the Chamber of Commerce has a need for a venue to conduct their monthly meetings, as do other service organizations like Rotary and Kiwanis clubs. “There are very few places available for us to have our meetings,” Wahl pointed out. Meanwhile, Panico cited a number of other properties in common ownership which businesses will be locating to. “A number of people have been interested in properties from the Mastic Post Ofﬁce on Montauk Highway to Clinton Street,” Panico said. County Clerk Offers Automated Land Record & Supreme Court Actions Hotline          

Slaughter Running For 3rd LD Suffolk County Legislator Kate Browning, representing the 3rd Legislative District, is term limited. Although she is not able to run again, opportunely for her constituents her aide, Josh Slaughter is running to succeed Kate. He is a home grown resident of Long Island graduating from Patchogue- Medford, graduated SUNY Albany and worked in the New York State Assembly.

Suffolk County Clerk Judith A. Pascale     would like the public to know that the  County Clerk’s Office now offers an automated telephone information service       to help attorneys and the general public  stay abreast of their land documents and  Supreme Court activity.   This automated telephone service is  available 24/7 and allows attorneys, title  professionals, banks, as well as the general  public, to enter their tax map property     identification number and/or Supreme  Court Index number into an automated system that will provide recent activity, i.e.  deed transfers, mortgage satisfactions and/or court filings.  “This is a special service that helps people maintain the details of their respective  land records in an efficient and technologically advanced manner,” said Judith    is   Pascale. “It is one of the many ways that the Clerk’s Office using technology to  improve services to Suffolk County residents.” While attorneys remain responsible for monitoring and tracking their own land      recordings and court dockets, this new service provides attorneys with a resourceful     way to help them keep pace with the practice of law in “Internet time.” The service is also very helpful for homeowners who recently paid off their     mortgage and would like to check as to whether or not their bank has filed the   appropriate documents indicating the loan has been satisfied. Homeowners will need    their unique tax map number which is located on their tax  bill.  The automated telephone service is available by dialing 631-852-2000, x650.

The investigation into how governments and government agencies on Long Island are following FOIL was conducted by journalist Tim Bolger, Freedom of Information chair for PCLI. It is a very mixed picture. PCLI has issued an â€œOpen Records Report Cardâ€? of its ďŹ ndings available in full online at http:// www.pcli.org/open-recordsreport-card/ Some governments and agencies were so good in compliance with FOIL that they received an A and some even an A+ by PCLI. Some were so bad that they received an F or D-. The â€œOpen Records Report Cardâ€? provides a detailed explanation in every case. Almost two-thirds failed to respond to requests for public records before the deadline. Records requested included payroll lists containing titles and salaries of employees, and copies of policies in responding to a records request, required under FOIL. The average grade for Long Island governments and agencies was a C. â€?If the Long Island governments and agencies we tested were high school

students with a cumulative grade of a C, they would not be getting into the college of their choice,â€? commented Mr. Bolger. â€œMany local ofďŹ cials are frequently quoted touting their commitment to transparency, but what we found is that actions donâ€™t always match the buzzwords. PCLI is a chapter of the Society of Professional Journalists, the largest journalism organization in the United States. The project was the biggest in the history of PCLI since it was founded in 1974. Mr. Bolger identiďŹ ed himself as a member of the press (although anyone can make use of FOIL and FOIA) and his requests were mostly made via email except in the cases of agencies for which no email address could be found. In those instances, he mailed requests. Mr. Bolger noted that PCLI stopped short of taking nonresponsive agencies to court to ask a judge to compel them to release public documents, which is the next step under FOIL when an appeal of a records request denial is itself denied. Under FOIL, a judge can award attorneyâ€™s fees in such cases to the plaintiffs, should the case be decided in their favor. Judges sometimes order non-compliant agency staffers to take FOIL â€œrefresherâ€? courses

conducted by the state Committee on Open Government, which also regularly publishes advisory opinions on FOIL issues brought to its attention. Suffolk County government received a C+ in the investigation. It â€œscored better than Nassauâ€? which received a D+. Both the ofďŹ ces of the county clerk and the clerk of the Suffolk County Legislature received an A+. Regarding the county clerk, the â€œOpen Records Report Cardâ€? stated that â€œit got a point for its response timeâ€? which is 20 days under FOIL. Similarly, for the legislatureâ€™s clerk: â€œďŹ ve days after we emailed our request, we received a letter of acknowledgment via certiďŹ ed mail.â€? On the other hand, the countyâ€™s Criminal Justice Coordinating Council â€œdesigned to foster cooperation and improve decisionmaking across agencies within the countyâ€™s criminal justice systemâ€? received an F. The explanation: â€œWe sent our request to the ofďŹ ce, but got no reply. When we ďŹ led an appeal based on the lack of responseâ€Śour appeal was denied on the grounds that we didnâ€™t ďŹ le it within 30 daysâ€ŚThen, after we reďŹ led the request and the ofďŹ ce again didnâ€™t respond, we ďŹ led another appeal, this time within the deadline, but the appeal was denied a second time.â€? A Step By Step Guide To Applying For Financial Aid

 

        When  it comes to stress-inducing paperwork, applying for Federal

 financial aid can be right up there with preparing your tax return.  In fact, you generally cannot apply for financial aid without having completed your taxes!  While the process may seem overwhelming at first, it really is quite  straightforward. The biggest sources of frustration will come from  waiting until the last minute and not having the necessary information  ready when you need it.   YOUR FINANCIAL AID DEADLINES FIND OUT   With  so many students applying for financial aid, the Federal Student Aid office (a division of the US Department of Education)  has very little time to listen to excuses about why you didn’t get your   forms in on time. To ensure you’ll get the aid you need, you’ve got to  respect the deadlines. Federal FAFSA form, which is the basic platform on which all     The financial  aid is built, is generally due by the end of June for that school year. For example, the deadline for the school year will likely be at the end of June  If you plan on applying for aid from your state, the deadlines are often much earlier   in the year. Additionally, the forms for Federal aid do not replace the need to fill out  additional state forms.  Lastly, colleges and universities will often have unique deadlines and paperwork requirements for scholarships and programs that are unique to their school. The CSS  PROFILE is a separate form used by over 600 schools for private scholarship and aid    packages.  To check on the current deadlines, visit the application deadline page of the Department  of Education’s web page. GETTING   YOUR PAPERWORK ORGANIZED You should start the financial aid process by buying a small accordion-style file folder.  This will be perfect for keeping all your personal financial documents, completed FAFSA     forms, loan agreements, award letters, etc.  It would be a very wise idea to print out every email you send and receive, as well as every online  form you complete, just in case your computer crashes. These records will   also come in handy if you ever need to have a dispute with an institution.     Make sure you keep this folder in a very safe place. This should not by lying around in a dorm room or on the back seat of a car. With all your private information, tax returns,  Social  Security numbers, etc., this folder is an identity thief’s dream come true. APPLY  FOR A FAFSA PIN NUMBER student is assigned a unique PIN number by the Department of Education. This  Each PIN number is required to “sign” your online FAFSA application, as well as to access  much of your information. It takes  a minimum of 1-3 days to receive your PIN number once you request it. 

         

During this time, your information is verified with the Social Security Administration. If your information does not match up, or if the FAFSA system is overloaded, it may take longer than usual. It is very important to apply for your PIN number well in advance of when you’ll need to use it. Applying for your PIN number within a couple of days of the financial aid deadline will likely cause you to miss it. Keep this PIN number safe and private! It’s the same PIN number you will use during your entire college experience. COMPLETE AND SUBMIT YOUR FAFSA FORM Filling out the FAFSA form is perhaps the most confusing part of  the entire financial aid process. Much of this confusion comes from the fact that the FAFSA form requires information from your tax return. Many of the categories of information requested are not familiar to people who hire someone to complete their annual tax return. Perhaps the best thing to do is to review a blank FAFSA form before you actually sit down to complete one online. If there are categories or terms you don’t understand, you can contact your tax preparer or seek advice elsewhere. Again, you should avoid waiting until right before the deadline, since it may take a while to get answers to your questions. As mentioned, accurately completing your FAFSA is going to generally require you to have your most recent year’s tax return completed. Not having this will leave you guessing on a lot of numbers and will require you to go back and correct the information later. CHECK ON THE STATUS OF YOUR FAFSA FORM Through the FAFSA website (using your PIN number), you can check on the status of your FAFSA application. While applications can be processed within a day or two of submission, it usually takes 1-2 weeks. Checking your status will help you to know whether or not you completed your form correctly, not what you are going to receive in terms of aid. The information about your actual aid packages will be provided by the various schools you are interested in attending. CONTACT THE FINANCIAL AID OFFICES AT THE SCHOOLS YOU ARE CONSIDERING Once your application is processed, the financial aid department will help you begin to sort out your financial aid options. These may be a combination of subsidized or unsubsidized loans, scholarships, grants, tuition discounts, and work-study. When you contact them, you should show the utmost courtesy, respect, and patience.      Question:  My mom has Alzheimer’s and has been living in my house for the past four years. Shortly after she moved        in, she  gave me $60,000.00, worried that she might need to apply for Medicaid and would have too much money   in her name. It has been roughly three and an half years    since she transferred the money to me. During the four  years, I did not take rent from her but from time to time  I used the money that she gave me to pay for food and 

utilities. I also used some of the money to pay mom’s

    credit card bills. She fell two weeks ago, was hospitalized,  and is now in a rehabilitation facility. Her doctor thinks  it would be best if we considered Nursing Home care for   her. I know that there can be a problem if Medicaid sees  that she gave money away, but here I assume it will be all     right because I used the money for her expenses, is that   correct?

Unfortunately, it may not be. As you are likely aware, when an individual requires long-term nursing home care     and is looking to rely on Medicaid as a pay source, there   is a five-year look-back. are reviewed, the presumption is that all cash withdrawals and all monies transferred are gifts, and accordingly, a penalty of one month will be assessed for each roughly $12,800.00 that is transferred. Even though in your case you used the money for your Mother’s expenses, whether the Department of Social Services considers that a give-back and credits the monies you used to pay for your Mother’s expense will depend on exactly what the money was used for and how clear a trail you can present. Technically, the only giveback that is recognized by the Department of Social Services is if “the person to whom they were transferred: uses them to pay for nursing facility services for the Medicaid applicant/recipient; or provides

the Medicaid applicant/recipient with an equivalent amount of cash or other liquid assets.” In other words, if they money transferred was used to pay for household expenses on behalf of your Mom this might not be considered a return of the assets for Medicaid eligibility purposes and could result in a period of ineligibility. All that being said, there are still planning opportunities available to you, which could either reduce or remove any potential penalty. It is a good idea to consult with an attorney who is well versed in this area prior to making any application to the Department of Social Services for Medicaid beneﬁts to assist with the payment of costs associated with a long term stay at a nursing home.

 Community Rotary Club Pancake Breakfast

Organizers of the Rotary Club of Shirley & the Mastics held their semiannual Pancake Breakfast at Applebee’s in Shirley Sunday morning. Patrons camein and enjoyed a pancake, sausage, and scrambled egg breakfast and the proceeds are used to help organizations such as the Community Food Pantry, St Jude Outreach, Colonial Youth and Family Services, Nana’s House, and others. Volunteers such as the “Inter-act” Junior Rotarians did the

serving and were led by their President, Kaitlyn Gorman from William Floyd High School. Afterwards, prizes were handed out to winning rafﬂe ticket holders. The President of the Rotary Club, Bill Guiducci, handled the affair with the help of trustee Robert Guerriero, other staff trustees and member Judy Pascale, Suffolk County Clerk.


