Boy Scout Troop 23, Cub Scout Pack 23 and Girl Scout Troop 928 joined forces once again this year for their Annual Military Care Package Collection. With help from the Center Moriches Fire Department, Helping Makes U Happy, and local community members, we were able to ship 53 Military Care Packages overseas to the brave men and women fighting for our freedom. Recently, Sergeant Aidan Monzeglio of the United States Army, and a previous scout of Cub Scout Pack 23 was the recipient of some of our packages. Sgt Monzeglio stopped in to thank the Scouts and answered ALL of their questions. It was a wonderful experience for all involved.

MORICHES ELEMENTARY STUDENTS WELCOME GUIDE DOG FOUNDATION

Moriches Elementary School fourth-grade teacher Nicolle Ranieri presents the Guide Dog Foundation with donations collected and donated by Moriches Elementary School fourth-grade students and their families.

Fourth-grade students at Moriches Elementary School recently received a visit from “Sully,” a 15-month old guide dog-intraining, who along with her handler and puppy-raiser, Ruthann Collins, and Guide Dog Foundation Ambassador Carol Rudman, demonstrated some of the Foundation’s training techniques and provided information about the Foundation and its work for the blind and visually impaired. At the conclusion of the assembly, students and staff presented the Guide Dog Foundation with a generous donation of items such as blankets, towels, sanitary wipes and more. This special assembly was organized by fourth-grade teacher Nicolle Ranieri and attended by students in Alison Conklin’s, Susan Gleason’s, Kate Johnson’s, Sharon McCue’s, Leah Olivo’s and Thomas Short’s classes. The Guide Dog Foundation, located in Smithtown, NY, has been training guide dogs for more than 70 years, including sophisticated techniques such as “intelligent disobedience,” which teaches dogs to protect their owner from any danger even if it means disobeying their master’s command. While in training, the dogs learn many different lessons such as proper house manners, and how to socialize. They also learn up to 80 different commands, and must master at least 72 of them to become guide dogs. According to Ms. Collins, only about 50 percent of dogs who are trained actually end up becoming guide dogs as others end up with career changes such as being used for emotional support, drug sniffing, diabetic alert and other highly-trained service animals.

GUN CONTROL

The Second Amendment to the United States Constitution protects the right of the people to keep and bear arms. However, this right is not absolute and does not exist in a vacuum. We have come to a fork in the road and we must proceed in the appropriate direction. We must modify our laws now! Our children’s lives are at risk. My thirteen point plan follows. To obtain a gun permit and therefore a gun, our laws should protect the innocent. First, a person should be at least 21 years of age to obtain a gun permit. Second, the person requesting the permit should be a citizen of the United States. Third, a physician should have to sign off on the physical and mental health of the individual. Certain disorders and diseases should preclude a person from owning a weapon. Conversely, we should be spending more money and research on mental health in this country. Fourth, there should be an extensive background check that is based on comprehensiveness, not based on time. Fifth, a person should be required to take a written course and an examination at a shooting range. This exam should be repeated every three to five years. Sixth, the amount of bullets a person can purchase should be regulated. High-capacity ammunition magazines, clips and armor piercing bullets should be banned. Seventh, one should have a safe and/or gun lock at home to store the gun. Eighth, if the owner passes away, or is unable to pass the physician or shooting range exam, the gun should be forfeited. Ninth, all schools should have one main entrance. Metal detectors and one armed guard (preferably an off-duty or retired police officer, or at the very least a well-trained individual) will be an actual and visual deterrent. Tenth, teachers have enough to do in shaping our children. They should not be armed guards as well. Gun toting teachers have no place in our school systems. As it is, teachers and our children practice lock-down procedures. What effect does that have on the psyche of our youth? Eleventh, assault style weapons should be banned. Twelfth, bump stocks should be banned. There is no need for these firearms in a civilized society. Thirteenth, we must stand with the students and parents in Parkland, Florida and demand change in our laws. If not, we should demand a change in our representatives. LEADING CAUSE OF DEATH FOR AMERICANS Dear Editor: It’s not car accidents. It’s not heart attacks. It’s drug overdoses that are the leading cause of death for Americans under 50. As a whole, our nation has been debilitated by the rise of the heroin and opioid abuse epidemic, and as heroin and opioids flood the streets of our communities on Long Island and across America, the issue continues to become increasingly personal. Addiction is a devastating disease that takes hold of our loved ones and impacts everyone around that person. This heartbreaking disease is claiming lives, tearing apart families

and destroying our communities. I’ve been to way too many wakes as a Member of Congress where a young man or young woman was being buried due to an overdose. Even one young life lost is too many. No parent should ever have to bury their child. No mother or father should ever experience that pain; it’s a deeply gut wrenching moment that has become all too common. These are our children, and when it comes to our sons and daughters this couldn’t possibly be any more urgent of a crisis. From law enforcement to local elected officials, medical professionals to members of local community groups, everyone has a role to play in eradicating this devastating epidemic. In Congress, I’ve dedicated myself to working with those on both sides of the aisle to find solutions and achieve positive results. In 2016, I helped to lead the effort to pass the Comprehensive Addiction and Recovery Act (CARA) into law, which provides $8.3 billion in federal funding to help combat the heroin and opioid abuse epidemic through treatment, education, enforcement and prevention. Furthermore, it provides $3.6 billion to fully fund the Substance Abuse and Mental Health Administration (SAMHSA) and maintains robust funding for the Substance Abuse Prevention and Treatment Block Grant. As a member of the House Bipartisan Task Force to Combat the Heroin Epidemic, I have supported over 20 pieces of legislation to provide our communities with the tools and resources we need to increase treatment, recovery, education, enforcement and prevention services. I recently voted for over $747 million more to address the heroin and opioid abuse epidemic and, going forward, I will fight to secure more funding for our communities this year and as we craft next year’s budget. In addition to vital funding, I have also made it my priority to provide Long Island with a greater supply of Naloxone, or Narcan, a life saving medication that is safe and easy to administer and is proven to reverse an overdose within minutes. It is also especially important that once an individual is saved by Narcan that they immediately get the help they need or many of these individuals will go right back to using heroin instantly. Furthermore, we must crack down on the criminals who unlawfully import and distribute increasingly lethal drugs. Drug traffickers manufacture synthetic drugs and continue to alter molecular structures in an effort to thwart United States drug laws. These synthetic opioids, such as fentanyl, can be as much as 100 times more powerful than painkillers. That’s why I cosponsor the Stop the Importation and Trafficking of Synthetic Analogues Act to provide swifter action to stop the unlawful importation and distribution of ever-evolving synthetic drugs and provide law enforcement with the resources they need. This is a crisis that must be addressed by every level of government, insurance companies, pharmaceutical companies, medical providers, and others, and there is not a minute to spare. In Congress, I am committed to doing everything I can to help those grappling with drug addiction and their families. This a life and death issue that could not possibly be more time sensitive. Former Suffolk Congressman Michael F. Forbes has written a strong article, a “guest commentary” published in the The Kansas City Star on February 23, headlined, “I switched parties and lost my Congressional seat over the gun issue. Two decades later, what has changed?” “As a Republican member of the Congress, I was compelled to abandon my party over the gun issue in 1999,” wrote Mr. Forbes, who represented the Suffolk’s lst Congressional district in the House of Representatives for three two-year terms from 1994 to 2000. The lst C.D. included all of Brookhaven Town, the five East End towns and two-thirds of Smithtown during his tenure in Congress. Forbes resided in Quogue then. He and his family subsequently moved to Texas where Mr. Forbes is now an ordained deacon of the Catholic Church. “American children had been murdered in their school in Columbine and my party, the party that controlled the fix to gun violence, did nothing about it,” he relates. “I listened to the debate on gun control” in the House in June 1999, he goes on, alongside then Congresswoman Carolyn

McCarthy of Long Island “whose husband had been murdered and son wounded by a deranged gunman on the Long Island Railroad in 1993.” But it was “the unspeakable tragedy of Columbine, outside Denver, in April of 1999 that had sparked the intense debate on the House floor about what could be done to protect America's children, our children, our future. It could have been my child, or your child, so surely we would do something.” “Then, however, the National Rifle Association unleashed its powerful army of lobbyists and millions of dollars to make sure that we did not,” Mr. Forbes goes on. ”I lost friends and supporters in my Long Island district when I became a Democrat, and I lost my reelection bid the next year.” “In the 19 years since then, an untold number of children and adults have suffered wanton destruction in their schools, their churches, their neighborhoods and communities and the National Rifle Association is still making sure nothing meaningful will be done to stop the violence.” ”After Sandy Hook, and Virginia Tech, and Las Vegas, some of us continued to hope that the spectacle of all those coffins

would surely prompt the Congress to act. Even when gun violence wounded our own, Congresswoman Gabby Giffords, badly wounded while meeting her Arizona constituents [and] Congressman Steve Scalise and others shot up during baseball practice, surely that would prompt Congress to act.” “So why is the latest rampage with a gun any different? It is not, I’m sorry to say.” “Very eloquent, impassioned teens are making an optimal case for action” in the wake of the Parkland, Florida massacre. ”And good for them. They have every right to expect our leaders to respond.” “But, trust me. I was there. The politicians and their benefactor, the National Rifle Association, will still do nothing.” The forum at the White House, a town hall gathering on cable television, a march on Tallahassee and another expected in Washington—all of these are worthy efforts, but efforts the NRA itself might encourage, as ways to ‘blow off steam.’” “In 1999, the Senate passed background checks for purchases at gun shows, but the House refused to act. That was all.“ “And in 2018, Congress will, I predict, attempt to appear to be doing something

by passing a few feel-good measures such as a ban on bump stocks, raising the age at which one can purchase certain firearms, or a cosmetic fix to background checks with the private assurance that the Senate will not pass a similar bill.” “Then the U.S. Senate, particularly to offer political cover for Senators Marc Rubio of Florida and Ted Cruz of Texas, will pass its own cosmetic fix to appear in an election year to be doing something, anything—again, with the private assurance that the House of Representatives will not pass a similar bill.” “Lawmakers will say they tried, and Donald Trump, who received $30 million from the NRA, will have earned his take.” “That’s because as one of the nation’s wealthiest, most influential and most mobilized lobbies, the NRA is integral to any Republican politician's financial lifeblood, and that of some Democrats, too. Their death grip on our culture will not be easy to loosen, and if we’re to have any chance of doing so, we must not underestimate what we’re up against.” What an indictment of the NRA and the gun lobby in the U.S. by Mr. Forbes!

When the perfectly calm day sneaks up on you while you are day-dreaming and turns into a snarly, life-stealing beast, all your training rushes to the front of the “screen.” But sometimes, all your skill isn’t going to get you home. And sometimes the boat itself is what betrays you as she threatens to slip away beneath you. You are going to be hard to find – unless you are sending a personal signal to the satellite who will call the USCG for you. As a follow-up to last week’s column, this column is about that. Trained in Saving Yourself Last week, we wrote about the various locator devices and how they were evolving. One of those devices, the “PPIRB” (pea-purr-b) is a Personal EPIRB. This is what we now call a “PLB” or Personal Locator Beacon. You wear it on your person. It also has the built-in GPS. When you attain a coxswain rating in the USCG Auxiliary (the person responsible for the boat, the crew and the mission), the USCG gives you a PLB. “Even if you go hiking, take this with you. If you get lost, we’ve got too much invested in you not to come get you!” Be aware that there are private companies now that offer devices that can locate you while you are underway and offer rescue notification

I have no fully formed opinion of them, pro or con, but if I am not registering myself and my device with NOAA (http:// www.beaconregistration.noaa.gov/), then I have to figure that my call for help has to pass through at least one additional set of hands… Back in the day… The old model EPIRBs transmitted on dual frequencies of 121.5 and 243 megahertz (MHZ). This was hopefully picked up by passing planes and satellites. It could take 4-6 hours for someone or something to pass overhead before it reached the USCG. Also, the footprint that you were within could be as much as 12 square nautical miles. That is a square that is 12nm long and 12nm miles wide. That is a lot of water to cover. On the USCG website (www.navcen.uscg. gov/marcomms/gmdss), it says that the 121.5/243MHZ devices are “no longer recommended.” The State of the Art… Interestingly, the 121.5MHZ frequency is favored for radio direction finding (RDF). So the newest EPIRBs now transmit simultaneously on 406MHZ and 121.5MHZ. The 406 reduces the footprint to 1 square nautical mile. And the 406MHZ is heard by satellites all over

the world and, within an hour, the USCG RCC will have commenced coming to your aid. And the rescuers will also be looking for your EPIRB’s 121.5MHZ signal with their RDF gear. In heavy seas, that may very well be the difference between passing right by you while you are in the trough – or knowing that you are just over the next wave…

But My Boat Has An EPIRB Good! I just hope you don’t fall off the boat… Or, as the tale below details, your EPIRB battery, which you dutifully replaced (as I just did!) by shipping it to the lowest-cost provider of battery replacement services that could be found

on the internet, doesn’t fail at the time that it is most needed – as you grab it in an abandon ship scenario… From Ocean Navigator, 3/16/2010 I read everything about the sea that I can get my hands on – hard copy, electronic, notes in bottles… Back in 2010, Ocean Navigator magazine published a story by Fredrick Gary Hareland about this same subject and I saved it as an object lesson. Mr Hareland recounted in his story the following about the crew of a 57’ vessel making way from Hong Kong to Phuket when disaster struck: “In closing, I must inform you that our crew and passengers on board that 57 footer were all rescued thanks to the master’s back-up PLB. Turns out the EPIRB failed to deploy, but that little handheld PLB got the alert through and the victims are toasting it and each other while retelling their recent adventure.” Redundancy will look very cheap and very smart, if/as/when… and they fit in your pocket. WELLNESS WEDNESDAYS Hello beautiful souls and welcome back to Wellness Wednesdays with Sheena! So lets just jump right into it! Ayurveda is the world’s oldest form of holistic medicine, at least 5,000 years old. It’s where all other medicine stems from like Chinese medicine and even Western medicine, though it’s far removed. Ayurveda, translation “Ayur” meaning life and “veda” meaning science, explains that there are three different body-mind types, which we call “Doshas.” Everyone has a mix of all three doshas, but no two people have the same percentage of a mixture. It’s most common to be dominate in one dosha with a close runner up. The third dosha is usually far away from the others. It is possible to be what we call tridoshic, where all three are a close percentage, however that is more rare. Once we know what your dosha is, Ayurveda will recommend specific dietary and lifestyle choices to keep you in balance or to correct any imbalances or disease going on in your body. You see, Ayurveda treats the individual. There is no one pill, diet or remedy that works for everyone. One person's food is another person's poison. That being said, which dosha are you? Lets see which you resonate with the most… First up is Vata dosha! Vata is comprised of air and ether, which you can see in their body and mind. Lets start from the top-down. Vata people are either very tall or very short but they are skinny and have a hard time putting on weight. They usually have long, thin, frail bones. Their hair and eyes are usually black or dark brown. Hair is on the dry and thin side while the eyes and the rest of the facial features are small and angular. Their teeth are usually small with big gums and their skin tone can be on the darker

When it comes to their mind and speech, because they have that air quality, they can be all over the place, very unorganized but also very creative when they’re in balance! These people make good artists, writers, speakers and designers. However, when they’re out of balance they can become anxious and deal with insomnia. Internally, when they’re out of balance, their digestive system can become bloated with air or constipated. Again, you see that dryness and air quality showing up here. Their appetite can be variable. So sometimes they’re hungry and sometimes they’re not. There is no rhyme or reason to it. Then we have Pitta! Pitta is comprised of fire and water. I have a decent amount of pitta in me. So pitta people are usually of medium height and very muscular and athletic. They will usually maintain their weight, but it might just fluctuate within 5-10 lbs. Their hair is blond or red and on the fine, silky side. Their eyes are green or hazel and of medium size, along with the rest of the facial features and will usually have a square jaw or cleft chin. They often have freckles and are pale or have a reddish skin tone caused by their fire-like nature. Their teeth are usually medium and square in shape and tend towards the yellow side. They don’t do well in the heat because they’re always hot! These firey pittas can be kind of hot headed! They get jealous and angry quickly, especially when out of balance but they also make really great leaders. They are of strong mind and will. They’re very competitive and make good CEOs and politicians. They are the doers. Internally, especially when out of balance, that heat shows up as heartburn and diarrhea. They are always hungry and will even get hangry when they’re not fed when they need it! And lastly we have the sweet Kapha dosha. Kapha is made up of water and earth and is my dominate dosha. Just like

water and earth, these people are heavy and nurturing. They are also very tall or short but much more round. They put on weight easily and it can be hard for them to lose it. Their hair is light brown or blond and usually thick and curly. Their eyes are big and moist and usually light brown or blue. The rest of their facial features are also big and round, with round faces and moist skin. Their teeth are big, white and usually round or square. They’re usually adaptable in temperature but sometimes more cold. Their temperament is kind, chill and laid back. The nurturing people you want to hug and tell your problems to, like Oprah. However, they don’t often talk about their problems so they can become depressed when out of balance with a tendency to emotionally eat. Because of their nurturing nature, they make good teachers, nurses and parents. Their long attention span also makes them good assistants. Internally, their digestive system is very slow, which is what causes them to gain weight. It’s recommended that Kapha people skip breakfast and wait until they’re really hungry to eat. When out of balance they’re prone to congestion. So you can see the vast differences between these three body-mind types and it makes sense that they would have different diets and lifestyles to keep them in balance. Which do you think you are? Pascale would like to remind all honorably discharged members of the United States Armed Forces, and their surviving spouses, that they are eligible to apply for a Veteran Peddler's License. This license provides Veterans with the right to sell goods, wares and merchandise. “Service to our County is amongst the highest of callings in a person’s life,” commented Suffolk County Clerk Judith A. WHY DO I NEED AN IRREVOCABLE TRUST?

Why would I need an Irrevocable Trust if I have a Will? What is the difference?

A Will is a legal document memorializing your wishes on how you want your estate to be distributed after you die. It allows you to provide for those you care for, both family and friends, as well as charities and institutions. In addition, the Will can name a guardian for minor children, and can create trusts on behalf of beneficiaries to provide protections for their inheritance. When you die, your Will is required to go through a court process known as a probate proceeding. The Executor of your Will, the person named to be in charge, must first be appointed by the court to act on behalf of your estate. Only then can the Executor distribute your assets as per the provisions stated in your Will. While a Will is an excellent estate planning tool, there are some downsides to having a Will as your sole estate plan. As mentioned above, your Will must go through a probate proceeding upon your death. This requires that notice of the Will be given to your next of kin. If your next of kin are easily identifiable and are not being disinherited, then the process should go smoothly. For example, the probate proceeding should be simple for a woman leaving her estate in equal shares to her only two children, both of whom are in agreement with the terms of the will. But if she decided to disinherit one of her daughters, or if she did not have children and her next of kin were not able to be located, the probate process would prove to be more difficult, costly, and time-consuming. Another negative aspect of the probate process is that any documents filed in court as part of the proceeding become a matter of public record. Alternatively, a Trust is a private document with instructions on how assets are to be administered both during one’s lifetime and after death. The Grantor (creator of the Trust) appoints a Trustee to act on behalf of the Trust. A Trust maintains the same benefits as those found in a Will, but upon the Grantor’s death, the Trust does not go through the probate process and is instead administered without court intervention. There are many types of Trusts. Each type avoids the probate proceeding but creating a specific type of Trust can also have the benefit of protecting assets during one’s lifetime when there is a current need or future concern for homecare or nursing home care. The irrevocable trust created for Medicaid purposes must name someone other than the Grantor or the Grantor’s spouse as Trustee. The Grantor can retain the right to all income derived from Trust assets, the ability to remove and replace any trustee, and have a limited power of appointment which allows the Grantor to change the beneficiaries of the Trust. When an Irrevocable Trust is created, assets that the Grantor wants to protect are then retitled in the name of the Trust. This is what we call “funding the trust.” Assets include anything from a checking or brokerage account to the title of one’s residence. Individual Retirement Accounts do not get retitled into the name of the Trust since they are already protected for Medicaid purposes by law. However, it should be kept in mind that the Grantor is not entitled to principal, or corpus, of any assets placed in an Irrevocable Trust. While the Grantor cannot use the principal of the Trust, he or she is entitled to all income (interest, dividends, etc.) that the Trust assets may generate. Since the Grantor must appoint a separate (nonspouse) individual(s) to act as Trustee of the Trust, it is the Trustee’s role, and not the Grantor’s, to invest the assets held by the Trust. Deciding which estate plan is right for you will depend on the surrounding circumstances. The other day an older man, who was visiting a dear friend who died, came into the office to ask some questions. By his speech and demeanor, he appeared to be a highly intelligent person. He proceeded to inform us that his wife had died over a decade ago, and that he still mourns her passing. They did not have any children. He lived alone and the few friends he had kept over these many years were dying. His question was simple and direct, “I want to be cremated. No wake, no religious service. Just cremated. How can I make that happen?” It was not an unusual question, but once we asked him some questions, the answer became more complex. “Since you are widowed with no children, who will oversee your final disposition?” He looked perplexed. “Why do I need anyone to approve my wishes?” he asked. “Well, the law requires that a designated agent be appointed to implement your wishes for final disposition. It doesn’t have to be a relative. The agent can be a friend, an attorney or your executor.” “I don’t want to ask or impose on anyone

to assume this obligation.” He was soulful with deep sad eyes. “What will happen if I don’t appoint anyone?” I could see the pain in his face. Could it be that this man really doesn’t have someone close enough to him who he can ask to be his agent? “The Public Administrator will step in and assign an administrator to oversee what assets you leave behind.” He thought about that for a few moments. In the awkward silence the man’s gaunt face and very slim frame suggested that he was not really seeing to his nourishment. “I suppose that would be fine; after all, I will be dead, so what does it matter who gets my stuff.” I proposed a very real scenario: “What if you become ill and have to stay in a hospital for a length of time; who will pay your bills, care for your home? Do you have someone who can step in and safeguard your assets?” At this he sat up straighter, “No I don’t. How can I do that?” You need to retain the services of an attorney and have a Power of Attorney prepared in which someone can oversee your property, pay your bills, and make necessary decisions while you are unable to manage

things yourself. “Do you have a DNR (Do Not Resuscitate), a Living Will or Designation of Agent in place?” “No I don’t have any of that. Do I really need that?” He clearly needed direction. “You should seek the advice of an Elder Care Attorney and have a Power of Attorney, Designation of Agent, DNR, and Living Will prepared as soon as possible. It would also be a smart idea to set up a prepaid funeral trust.” He put his head down for a moment, his expression was sad and contemplative. He then lifted his head, squared his shoulders, and spoke very slowly, very distinctly, “I have no one in this world that really matters to me anymore. I know what you are saying is the right thing to do, but it doesn’t matter to me. I don’t think anyone would actually miss me if I died.” My heart was broken for the man before me. I composed myself and said, “A man of your apparent intelligence and capacity to love would not have any trouble finding a friend to help fulfill your final wishes.” “How do you know I have the capacity to love?” His clear blue eyes were searching my own.

“I hear the love you held for your beloved wife in every word you speak. I know the pain of her death has left you with a giant void in your heart, but you still have so much love to share. If you open your mind and heart others will gravitate to you.” The man got up, straightened his suit, extended his hand and said, “You made me think and feel; those are things I haven’t done in a long time. Thank you.” He made it to the door then suddenly turned, “I think I may look for an attorney. Really, thank you.”
