Jenniffer González Colón has submitted the second phase of her Tax Reform to the island Legislature, with the aim of providing real relief for Puerto Rico’s middle class during the upcoming tax filing cycle in April. “This is about giving people back the fruit of their effort, creating more competitive conditions for economic development, and moving forward responsibly,” the governor said. The second phase of the reform introduces several significant changes aimed at easing the burden on Puerto Rico’s middle class, the governor noted. The deduction per dependent will double from $2,500 to $5,000, and tax rates for working families will be lowered without eliminating existing benefits. The highest tax rate of 33% will now apply only to incomes above $150,000, which affects less than 0.2% of the population. Additionally, González Colón said, the tax system will be simplified by removing complex rules, making compliance easier and reducing costs. The reductions will be funded through savings in public spending while ensuring essential services remain unaffected. According to estimates, the changes will result in tangible savings for taxpayers. For example, a single service technician with one dependent earning $23,768 annually will save $399, reducing taxes from $565 to $166. A married secretary filing separately with three dependents and earning $32,139 will save $505, lowering taxes from $1,023 to $518. Similarly, a married social worker with one dependent earning $55,370 will save $1,206, cutting taxes from $4,161 to $2,955. “With this Tax Reform, working families will have more money left over,” the governor emphasized. The first phase of the reform, already in effect, includes 10 laws from the 14 bills originally sent to the Legislature. Those measures provide benefits such as expanded tax exemptions for nonprofits, simplified filing processes, exemptions for bona fide farmers, and full IVU exemption on prescription medications. Other laws promote savings for education and retirement, allow ABLE accounts for people with disabilities, and exempt capital gains from the sale of a primary residence. A dozen and a half new proposals In addition to the second phase of the Tax Reform, the governor submitted 18 new measures to the Legislature on Monday, including one allowing voluntary prayer breaks for public employees, another extending the appointment terms of certain justice system officials to 16 years, and a third recognizing a fetus as a person. The first proposal, known as Bill 105, would permit all public employees to take up to five minutes of voluntary reflection or prayer during their workday. Supporters argue the measure promotes mindfulness and personal well-being, while critics warn it could blur the lines between church and state. Another high-profile initiative, Bill 92, seeks to extend the term of appointment for registrars and prosecutors from the current limit

However, opponents fear it could reduce accountability and concentrate power for too long in the hands of appointed officials. he island Department of Justice announced on Monday that it has recommended to the Office of the Special Independent Prosecutor Panel (OPFEI by its initials in Spanish) the appointment of a special independent prosecutor in connection with actions attributed to the then-alternate chairwoman of the State Elections Commission (SEC), Judge Jessika Padilla Rivera. According to the report, the recommendation was sent via official communication to the OPFEI after the comple-
tion of a preliminary investigation conducted by the Justice Department, in accordance with the Office of the Special Independent Prosecutor Panel Law. The determination was also communicated to the Office of Management and Budget (OMB) and the Office of the Inspector General, the entities that had referred the matter, as well as to Padilla Rivera herself. The preliminary investigation originated from a referral submitted on May 29, 2025 by the OMB related to the possible misuse of public funds at the SEC. The referral cited the payment of a one-time bonus to 65 exempt employees during April 2025, in addition to evaluating a report prepared by the
Office of the Inspector General. The analysis of the case was conducted in accordance with the provisions of the Puerto Rico Penal Code, the Government Ethics Law, and the legislation governing proceedings before the OPFEI, the Justice Department said. After examining the evidence collected, it was concluded that there is sufficient cause to believe that the then-alternate chairwoman of the SEC engaged in conduct that could constitute embezzlement of public funds, as well as conduct prohibited by the Government Ethics Law. The case is currently under consideration by the OPFEI.

opular Democratic Party (PDP) Secretary General Manuel Calderón Cerame charged Monday that the governing New Progressive Party’s “tax reform” bill seeks to eliminate the sales tax exemption for solar equipment. “It is irresponsible and poor policy to eliminate the sales tax exemption for solar equipment such as panels and storage batteries, at a time when Puerto Rico is facing an energy crisis and solar energy is becoming a viable alternative for families
and businesses,” Calderón Cerame said. The tax reform bill, in its article 12, seeks to repeal section 4030.17 of the Puerto Rico Internal Revenue Code. “A week ago, the governor presented herself as a defender of citizens who have installed solar panels by eliminating the $300 charge, but today she introduces a bill to impose a sales tax on the panels and batteries that a citizen installs in their home, which will cost them 11.5% more,” the PDP official said. “It’s outrageous.” The PDP, Calderón Cerame said, is calling for the discus-
sion of the tax reform to take place within a framework of fiscal seriousness and prudence, safeguarding the best interests of the people of Puerto Rico and without reaching into the pockets of citizens and business owners who decide to invest in a clean and renewable energy model, given the inefficiency of private grid operator LUMA Energy and the current government. “We reiterate our desire that the tax reform be one that does not burden the people,” the minority party official said. “Our legislators are ready to contribute to the discussion in a serious and transparent manner.”

Fiscal board tells Congress members it is unaware of any formal gov’t plan to mitigate loss in federal funding By THE STAR STAFF

he Financial Oversight and Management Board for Puerto Rico has addressed concerns raised by six members of Congress regarding the continuity of essential services provided by non-governmental organizations (NGOs) in light of recent federal funding reductions. In a detailed response to a Dec. 11 letter from U.S. Reps. Nydia Velázquez (D-N.Y.), Alexandria Ocasio-Cortez (D-N.Y.), and others, the oversight board outlined its limited statutory role under the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, emphasizing that its oversight responsibilities primarily involve fiscal planning and budget certification rather than direct program administration. The oversight board confirmed that Puerto Rico’s Office of Management and Budget (OMB) shared a draft analysis last Dec. 12 assessing the potential fiscal year (FY) 2026 budgetary impact of federal fund reductions. However, the study does not evaluate separate impacts on municipalities or the nonprofit sector.

To date, $130 million has been restored to the Emergency Reserve, leaving $79.5 million pending. Plans to maintain funding for the University of Puerto Rico and municipalities, address operational risks, and create a Rainy-Day Reserve are expected to be integrated into the FY 2027 budget framework, the oversight board said.

he Department of Economic Development and Commerce (DDEC by its acronym in Spanish) doubled the number of young entrepreneur tax decrees approved in 2025, processing 1,041 applications -- 463 more than the previous year. The surge comes after operational reforms that included full digitalization of the process and a significant reduction in documentation requirements, cutting average approval times from 302 days to just 89. The initiative supports residents of Puerto Rico aged 16 to 35 who are launching new businesses, aligning with Gov. Jenniffer González Colón’s directive to “open doors of opportunity” and deliver faster, more efficient services, according to a statement issued Monday. Under the Young Entrepreneur Decree, qualifying businesses receive a 100% exemption on the first $500,000 of net income, as
well as property taxes and municipal license fees, for a period of three years. “We are convinced that with the talent and drive of our youth and workforce, Puerto Rico’s economic development will be stronger than ever,” the governor said. “This support will continue expanding next year so that every good business idea becomes a reality.” DDEC Secretary Sebastián Negrón Reichard emphasized the importance of speed. “Government must move at the pace of business, not the other way around,” he said. “Cutting 213 days from processing means young entrepreneurs can start generating income faster without paying intermediaries to navigate a complex bureaucracy. We eliminated five of nine unnecessary documents, digitized the entire process, and set a goal of three months or less for approvals. When we reduce costs and remove red tape, we invest directly in the success of our entrepreneurs.” Currently, there are 2,137 active young entrepreneur decrees from 2023 to 2025.
Approvals have climbed steadily: 518 in 2023, 578 in 2024, and 1,041 in 2025 -- an average of 87 cases per month in 2025 compared to 55 in the previous year. Applications also rose from an average of 48 per month in 2023-2024 to 78 in 2025. “The message is clear: when government removes obstacles, people respond by creating businesses,” Negrón said. Among the businesses benefiting from the program are Guapollo Fried Chicken and Porkbelly Inc., IVITA LLC (intravenous vitamin therapy), Jazmín Tax Services LLC, Premier Transportation, Batch LLC (specialty baked cookies), and medical practices specializing in infectious diseases, dental surgery and multiple sclerosis. Additionally, through its new initiative El Network, launched in August 2025, DDEC has provided training and tools to more than 1,000 young entrepreneurs. Workshops cover topics such as access to seed capital, permitting systems, and AI tools to optimize
operations, aiming to guide entrepreneurs from idea to successful business.

Prosecutors’ vivid accusations against Maduro belie a complex case By JONAH E. BROMWICH, BENJAMIN WEISER and WILLIAM K. RASHBAUM
T
he episodes described in the indictment are vivid, even cinematic. There is Nicolás Maduro, Venezuela’s president, selling false passports to narco-traffickers, who used their diplomatic cover to ferry a planeload of drug money out of Mexico. There’s Maduro and his wife ordering a hit on a drug boss in Caracas. And there’s Maduro scolding officials foolish enough to place 1.3 metric tons of cocaine worth at least $67 million on a commercial flight to Paris, where it was promptly seized. Maduro, prosecutors said, soon authorized the arrests of Venezuelan military officers as a diversion from his own involvement in the fiasco. These vignettes from the federal indictment of Maduro, which paint him as a crucial actor in the drug trade, belie the complicated nature of the case against the Venezuelan autocrat, who was captured by the U.S. military this month. Federal prosecutors in Manhattan will have to fight through a thicket of complex legal issues and muster evidence from an unruly set of cooperating witnesses about incidents shrouded in secrecy and clouded by time. And they will have to do it all while contending with a White House prone to intervention in Justice Department business, which could complicate — or upend — the whole affair. The two key charges against Maduro accuse him of interlocking conspiracies: one to commit narco-terrorism and the other to import cocaine. The first charge effectively means prosecutors must prove that Maduro joined with terrorists in a conspiracy to deal in narcotics. The second focuses more specifically on drug trafficking. Maduro has pleaded not guilty to both charges, and to two other counts. “This is a tough case,” said Jeffrey Brown, a former Manhattan federal prosecutor who worked on international drug cases. “The terrorism dimensions of it are harder than the narcotics dimensions.” But, he said, the Manhattan federal prosecutor’s office “is the best-suited office to make this type of case,” given its vast experience. The agency, the U.S. attorney’s office for the Southern District of New York, also has a close relationship with the Special Operations Division of the Drug Enforcement Administration, which was deeply involved in the investigation, as were agents from the Department of Homeland Security. The case began years ago, and Maduro was originally indicted in 2020. In fall 2025, months before Maduro’s capture, Justice Department officials in Washington told Southern District prosecutors to prepare a new indictment against the Venezuelan leader, according to two people with knowledge of the matter who requested to speak anonymously to discuss details of the process. In contrast to the previous indictment, the new one asserts that Maduro worked with a rogues’ gallery of Latin
American narco-trafficking groups, several of which have been the intensive focus of the Trump administration. Of the five groups mentioned, three — the Sinaloa Cartel, the Zetas and Tren de Aragua — were designated as terrorists last year, shortly after President Donald Trump returned to Washington. Trump and his allies often use the word “terrorism” to describe adversaries foreign and domestic, but the word also has a formal, legal definition that prosecutors will have to meet. Their difficulty may come in convincing a jury that Maduro was connected to the narco-trafficking groups, a subject on which the indictment says little of substance. Prosecutors will almost certainly rely on cooperating witnesses who will recount crimes; some in the indictment date back more than 20 years. They may have to do so without the documentary evidence that often corroborates such testimony, including financial records or wiretap recordings. “Witnesses that participated in this investigation may be dead, they may be lost, whatever the case may be,”

Brown said. “The further you go back in time to rely on proof to support your case, the more problems you have.” Another issue may involve explaining to a jury the complex nature of Maduro’s involvement in the cocaine trade. At a cursory glance, the indictment portrays the Venezuelan president as a kingpin. A closer look reveals far more careful characterizations. The indictment does not say that drugs were Maduro’s primary source of income, but merely one aspect of multifaceted illegal activity that he “leveraged government power to protect and promote.” Anirudh Bansal, a former chief of the Southern District’s International Narcotics Trafficking Unit, said that often the case that prosecutors actually present at trial “is much narrower” than the initial indictment. Prosecutors do not need to prove an indictment’s every detail, he said — including allegations that officials might have highlighted in news conferences and interviews. A downside, Bansal said, is that a smart defense lawyer will exploit differences between the indictment and the evidence presented at trial, telling jurors they should doubt the government’s case. But, he noted, prosecutors could also bring a new indictment that is more consistent with what they intend to prove at trial. Others said that the White House’s involvement could add another hurdle. The president’s public statements, for example, could be targeted by defense lawyers. Trump has said that Maduro sent “hundreds of thousands” of members of Tren de Aragua to the United States, but those allegations were not reflected in the indictment and are unlikely to show up at any trial. Prosecutors have a lot going for them, too. The Manhattan U.S. attorney’s office pioneered the use of narco-terrorism charges. And in 2002, it created an international narcotics unit, globalizing a strategy that had been used successfully against organized crime in the United States. “We needed to dismantle entire organizations, not just the U.S.-based cells,” Judge Richard J. Sullivan, who as a prosecutor helped devise the unit, told The New York Times years later. In addition, the conspiracy statutes are extremely powerful, and prosecutors do not need to persuade the jury of every episode listed in the indictment to meet the burden of proof. Scott Kalisch, a defense lawyer who has represented witnesses in similar investigations, said that such charges let prosecutors paint a broad picture of a criminal group without requiring them to show how each individual was connected to other members of the conspiracy. Kalisch, who often represents Latin American clients, said that many believed that they had to be caught in the act to be prosecuted. “That’s the way they understand the law in South America,” he said. “But in the United States, they have this.”

The ICE shooting displays the need for equilibrium. But how? By ROSS DOUTHAT
I
t may seem hard to believe when you’re inside the social media cascade, but American society actually stabilized meaningfully across 2025. The homicide and crime rates dropped, finally erasing the surge that began with the George Floyd protests in 2020. Life expectancy began to rise again. Overdose deaths dropped. The suicide rate continued to decline from its 2022 peak. Young people even showed some signs of retreating from the tunnel of a social media-mediated existence. (I am indebted to the prolific Substack poster Noah Smith for his recent list of happy tidings.) None of this means that the country is suddenly in excellent shape. But the convergence of forces that drove us mad in 2020 — technological, pharmacological, epidemiological — has relaxed its grip a little bit. Health is a long way off, but stability is possible; the gyre does not always need to widen. The question is whether a similar stabilization is possible in our politics and public institutions. For instance, is there an equilibrium for universities where progressive ideological mania doesn’t return the instant Republican pressure diminishes? Or an equilibrium for public health somewhere in between Faucian highhandedness and anti-expert paranoia? Let’s take immigration enforcement as a case study, since the tragic shooting in Minnesota has brought that issue to a boil while demonstrating that we don’t need AI deepfakes for maximal polarization. Stephen Miller, one of President Donald Trump’s closest aides, was asked last Monday to rule out the use of military force to seize Greenland, a semiautonomous territory of Denmark. Miller not only refused. He also questioned Greenland’s status, ignored its historical ties to Denmark and mocked the idea that Europe could stand up to U.S. troops. “The real question is, by what right does Denmark assert control over Greenland?” Miller said on CNN. “Obviously, Greenland should be part of the United States.” Although Frederiksen had long taken Trump’s threats seriously, Miller’s blunt comments blew apart what had been her yearlong effort to quietly talk the president out of his desire to control Greenland. They stunned a visibly frazzled Frederiksen and created a sense of near panic among her counterparts in Europe, according to interviews with more than a dozen diplomatic and military officials and others in several countries. The comments by Miller, and the president’s earlier insistence that “we do need Greenland, absolutely,” crystallized the danger for Europe’s leaders, the officials said. They are now working behind the scenes to draft potential responses, including the idea of building up NATO forces to better counter Chinese and Russian influence, or even offering Trump access to Greenland’s vast mineral deposits. The emerging consensus is that they must find a way to avoid a damaging political confrontation with Trump through negotiation. One concern expressed privately among European officials is that Greenland is not about security or economic resources, but about Trump’s desire to “make America greater again,” as one European foreign minister said, and go down in history as having expanded U.S. territory for the first time in decades. Trump was blunt about Greenland on Friday at the White House, saying, “I would like to make a deal the easy way, but if we don’t do it the easy way, we’re going to do it the hard way.” Even for a Continent whose leaders have grown used to Trump’s repeated assault on long-standing alliances in Europe, the renewed targeting of Greenland left officials shaken, appalled and nervous, according to several of the officials. Across Europe, the Greenland conversations began in earnest Tuesday morning, hours after Miller’s comments, when the leaders of many European countries had gathered in Paris to discuss ways to end the war in Ukraine. In Paris the following day, Polish, French and German foreign ministers talked again. And Thursday in Brussels, diplomats hashed out ideas at a meeting of the North Atlantic Council, NATO’s political arm. Ambassadors from across the 27 nations of the European Union heard a state of play on the situation Friday. In between, officials across Europe traded phone calls and text messages. European leaders have made a point of reassuring Frederiksen, who is normally blunt and strong-willed, about their support. The conversations have yet to lead to consensus on what to do if Trump decides to make good on his threats. One possibility under discussion is whether Denmark might offer to alter the legal status of Greenland without changing its ownership. In essence, as one official said, the United States could act in Greenland as if it owned it, but without doing so. Greenlanders could, for example, vote for independence and then associate themselves with the United States for security and economic benefits, without becoming part of the United States. That would most likely require a significant economic offer to Greenland’s 56,000 or so citizens that would improve considerably from what Denmark currently provides them, which is estimated at some $1 billion a year. “That would be the cleverest way, to offer a significant carrot,” said Jon Rahbek-Clemmensen of the Center for Arctic Security Studies at the Royal Danish Defense College. Such a deal would not appear to satisfy Trump. In an interview with The New York Times this past week, the president said that “ownership is very important.” He added: “That’s what I feel is psychologically needed for success. I think that ownership gives you a thing that you can’t do, whether you’re talking about a lease or a treaty.”
Another option that European officials are discussing is a significant buildup of NATO forces in Greenland to demonstrate to Trump that the alliance is serious about countering Chinese and Russian activity in the Arctic. At the North Atlantic Council meeting, officials weighed the possibility of a maritime exercise involving warships and icebreakers, one NATO ambassador said. It would be a sign of reassurance and also a symbol of allied commitment. Whether to bolster Arctic security efforts has been a long-standing debate in NATO. Washington has pushed for more action for years. Canada, at least until recently under Prime Minister Mark Carney, has been reluctant to cede more responsibility to NATO. But if investing more military resources in Greenland could ease Trump’s demands to seize the island, it will become a more pressing debate now, the NATO ambassador said. Some European officials have raised the possibility of allowing the United States to expand its military presence on Greenland without having to acquire the island. Others have said Denmark could seek a deal to provide the United States with rare minerals from Greenland needed for high-tech and military manufacturing, something Trump has expressed interest in. Other suggestions, like establishing a permanent European base in Greenland, would be unlikely to get significant support among officials on the Continent. Several of the officials said it would be best to keep the security issue within NATO, thus involving the Americans. “If Greenland has a security problem, the answer is not for the U.S. to take over Greenland but work together with 31 allies,” said Ivo H. Daalder, a U.S. ambassador to NATO under President Barack Obama. European officials have also discussed how to show the United States that they are ramping up their financial commitment to Greenland and Arctic security, two diplomats and another European official said. The European Union has proposed a large spending increase as part of its next budget, for instance.

he Cafeteros of Yauco will play the Caribes of San Sebastián in the finals of the Men’s Superior Volleyball League (LVSM by its initials in Spanish), after coming from behind to win the seventh match of Semifinal B against the Plataneros of Corozal on Sunday night. Yauco’s last appearance in a final was in 1997. This year’s edition of the best-of-seven title series begins on Thursday at the Caribes’ home court in Lares. Corozal dominated the third set to take a two-sets-to-one lead, but Yauco stormed back in the fourth set, reaching set point at 24-18 after a series of blocks: Juan Felipe Castañeda’s block of Jalen Penrose’s attack from zone two, another block on Ramón Matos in the middle, an error by Penrose that sent the ball into the net, and an additional block on Joseph Oquendo. Jessie Colón closed out the set for Yauco at 25-19 with a spike through the middle, forcing a deciding fifth set. In the final set, the Cafeteros pulled ahead 12-8 after a net violation by Julio Mercedes and an attack by Penrose that went out of bounds.
With the score 13-9, Yadiel Nadal added an ace, and the victory came at 15-10 for Yauco on a service error by Carlos Berlingeri. The set scores were 25-21, 21-25, 22-25, 25-19 and 15-10.
