‘End of an era’: Newspapers’ move to end print editions triggers strong reactions By THE STAR STAFF

he announcement that Puerto Rico’s two largest legacy newspapers will halt their print editions has triggered a wave of public reaction, with former media executives, journalists and readers lamenting what they describe as the end of an era and a blow to the island’s journalistic tradition. GFR Media, publisher of El Nuevo Día and Primera Hora, confirmed Monday that both papers will transition to digital‑only formats — Primera Hora on Sept. 24 and El Nuevo Día on Sept. 27 — citing shifts in consumer habits and the growth of their online audiences. The move mirrors a global trend as newspapers confront shrinking ad revenue and rising production costs. “We continue to evolve with the Puerto Rico of the 21st century,” said María Luisa Ferré Rangel, GFR Media’s pub‑ lisher, noting that the company aims to reach Puerto Ricans “wherever Puerto Rico is,” whether on the island or abroad. The decision impacts a dozen regional and islandwide newspapers that printed their weekly or daily editions at the El Nuevo Día press, which will be shut down, the STAR learned. The announcement also landed amid uncertainty inside the newsroom. GFR Media has not disclosed how many employees were laid off, but the Association of Puerto Rican Journalists notes that the company’s unionized workforce has already dropped from nearly 400 in 2015 to fewer than 100 in 2025. He noted that more than 150 workers will now have to “figure out how to put a meal on the table,” including 12 veteran journalists and 36 print‑production employees who helped preserve more than half a century of Puerto Rican history on paper. “My solidarity to all those laid off,” he added. “It hurts to lose not only great talent, but wonderful friends.” His concerns were echoed by journalist Barbara Josefina Figueroa-Pink, who said “Journalism without journalists. It is unusual and an act of hypocrisy towards the profession. They talk about innovation, but GFR does not say that they fired dozens of people in that process, including excellent journalists who are also friends.” The shift comes as newspapers across the U.S. mainland face similar pressures. Nearly 3,500 outlets have closed in the past two decades, eliminating more than 270,000 jobs, according to Poynter. El Nuevo Día, founded in 1970, has chronicled some of Puerto Rico’s most consequential moments — from Pope John Paul II’s 1984 visit to the island, to the 2015 declaration that Puerto Rico’s public debt was unpayable, to the 2019 mass protests that led to Gov. Ricardo Rosselló Nevares’ resignation. Its digital site launched in 1997 and now draws more than 3.4 million monthly users; Primera Hora reports more than 2.8 million. GFR Media has recently expanded into video‑podcast formats and plans to launch a weekly news analysis program next month. ARP Puerto Rico is sounding the alarm over the island’s fragile financial safety net, warning that most residents have little to no savings to withstand an unexpected crisis. José Acarón, AARP’s executive director, said in a radio interview that the average amount Puerto Rico residents keep in the bank for emergencies does not exceed $400. The figure, he noted, reflects a deepening economic strain that spans multiple generations. Acarón said nearly 70% of residents report they do not save monthly for retirement. The organization’s findings show that older adults are increasingly responsible not only for their own expenses, but also for those of their parents, children and grandchildren. “What used to be called the sandwich generation is now a tripleta,” Acarón said. “I’m supporting my parents, my children, and my grandchildren. And that has enormous consequences.” He warned that the rising cost of living is forcing many

older adults to delay retirement. Workers in small and midsize businesses, as well as public employees, often lack adequate mechanisms to prepare for life after their careers end. Acarón, who turns 66 this year, said his own generation is facing the reality of extended working years. “We still have loans, we’re supporting others, we have responsibilities, and the cost of living keeps rising,” he said. He added that a person retiring at 65 may need resources to cover 25 to 30 more years of life, raising the question of whether current savings and preparation are enough. “The answer is no,” he said. “And that’s where we see the impact of the rising cost of living.” Acarón also highlighted a troubling trend among people in their 40s and 50s, who often prioritize helping their children and grandchildren over building their own retirement savings. That generational pressure, he cautioned, could leave many entering retirement without sufficient financial support. ayamón Mayor Ramón Luis Rivera Cruz stated on Tuesday that “everyone failed” in the Power Expectations contracting process -- including the Financial Oversight and Management Board -- and questioned how the contracting for temporary power generation was structured from the start. “This whole process has come as a surprise to me,” Rivera Cruz said at a press conference. “How is it possible to hold an auction where you ask the market for a bid, yet tell the provider: ‘I’m not going to pay you absolutely anything to move your equipment -- to bring it to Puerto Rico’ -- meaning loading it onto a ship (which costs money), transporting it to Puerto Rico, handling the subsequent ground transport and installation, and perhaps keeping staff on hand, all just so that -- if and when the Government of Puerto Rico decides to buy the power -- I can then sell that energy?” The mayor said the model should have raised questions from the very beginning. “I cannot understand that, and that is where everyone failed -- including the Fiscal Oversight Board [sic] -- because the Board saw this,” he said. “How is it possible that the Fiscal Oversight Board, with all the technical staff and experts they have, couldn’t raise that question?” Rivera Cruz compared the situation to contracting trucks to handle an emergency, noting that no reasonable provider would keep equipment on standby without receiving compensation. “No one -- no one in their right mind, at least from my perspective -- can understand someone being willing to do that without charging a single cent,” he said. “So, from

We can keep talking about ‘Power Expectations’ -- we can keep getting distracted by that,” he said. “No, no, no. What are we going to do now to ensure we have the energy capacity to meet demand during peak periods?”

“I believe it is time to start taking steps to find alternatives rather than waiting until next summer. That is my public stance,” the mayor added. “What are we going to do? Let’s get to work. Was a mistake made? What are we going to do about it?” When asked about the testimony of the former executive director of the Electric Power Authority (PREPA), Mary Carmen Zapata Acosta, Rivera Cruz reiterated his view that there were failures at various stages of the process. “I think everyone involved in the process failed,” he said. “I wouldn’t sign off on it; I wouldn’t have signed it.” The mayor added that if Zapata Acosta felt she was not receiving the information necessary to perform her duties, she should have acted sooner. “If I see a lack of communication -- and assuming what she says is correct, and I have no reason to doubt it, right? -- if that is the case, why didn’t she leave sooner? Why didn’t she raise a red flag earlier?” he asked. When asked whether Energy Czar Josué Colón Ortiz retained the credibility needed to remain in his post, Rivera Cruz declined to make a recommendation. “That is a decision for others to make; I imagine the governor and her team will determine the appropriate longterm action plan,” he stated. The mayor insisted that the priority must be to create alternatives to replace generating units that require maintenance or suffer breakdowns. “I would focus on two things: finding alternatives to replace any power plant that needs maintenance or breaks down, and -- secondly -- focusing on major infrastructure projects for water, electricity, roads, and communications,” Rivera Cruz said.

new bill introduced in the Puerto Rico House of Representatives aims to strengthen public education on the responsible installation and use of residential rainwater harvesting systems, positioning the practice as a key tool for resilience amid recurring droughts and service interruptions. At-large Rep. Tatiana Pérez Ramírez, who chairs the House Education Committee, filed House Bill 1434 to broaden the guidance available to citizens interested in adopting rainwater collection and treatment systems at home. The measure underscores the value of rainwater as a complementary resource and outlines best practices for its safe capture, storage and use. The proposal calls for clear, accessible information on system designs, materials, costs and regulatory requirements to ensure the quality and safety of harvested water in accordance with state and federal standards. Pérez Ramírez said the bill responds to mounting challenges within Puerto Rico’s public water system, including recurring droughts, rationing plans and service disruptions.

“Puerto Rico cannot continue to waste a natural resource that is within our reach and can help families better prepare for droughts, emergencies, or service interruptions,” she said. “This project seeks to provide clear and accessible guidance so that those who wish to adopt these systems can do so voluntarily, safely, and in an informed manner.” The legislation also directs government agencies to identify state and federal funding to incentivize the installation of rainwater harvesting systems in both public and private buildings. It strengthens coordination among the Puerto Rico Aqueduct and Sewer Authority; the Natural & Environmental Resources, Health, and Agriculture departments; and the Permits Management Office; and other relevant entities. Under the bill, agencies would have up to 120 days after approval to conduct feasibility studies and adopt or amend applicable regulations. The analyses would evaluate potential reductions in reservoir consumption, associated costs, and the impact of rainwater systems during drought or rationing periods. The measure clarifies that it does not require citizens to install rainwater systems nor obligate them to finance such

Man shot by ICE agent says his car was struck twice before he was shot By CHRISTINA MORALES, HAMED ALEAZIZ and BILLY WITZ

T

he man shot by an immigration agent in Austin, Texas, over the weekend said Monday that he was bleeding and in pain and that a bullet remained lodged in his back. The man, Wilber Rafael Garces Perez, an immigrant from Venezuela, said that he only felt one gunshot enter his body when a federal immigration officer shot him Sunday afternoon. He added that the bullet, which was lodged near his spine, was not removed at the hospital where he was taken because a doctor said that agents from Immigration and Customs Enforcement were in a hurry to transport him. “I am not doing well because of the gunshot wound I received,” Garces Perez said in Spanish on a speakerphone at a news conference Monday. “I have not received the necessary medical attention.” Representatives from the Department of Homeland Security and ICE did not immediately respond to questions about Garces Perez’s account. ICE agents were in northwest Austin on Sunday checking license plates when they discovered that Garces Perez, 28, had a deportation order on file, said two people familiar with the shooting, who spoke on the condition of anonymity because they were not authorized to discuss the investigation. They said he was not the target of a federal investigation before the encounter. The shooting was the second in Texas by an ICE agent since July and the latest in a series of violent episodes involving federal immigration agents across the country. More than 20 people have been shot at by ICE since President Donald Trump took office last year, nearly all of them in their cars, and some fatally. The Homeland Security Investigations unit of DHS and the FBI are leading the investigation into the shooting of Garces Perez, a spokesperson for DHS said. Garces Perez told his immigration lawyer, Kate Lincoln-Goldfinch, that he entered the United States in 2024 through a government program for asylum seekers. After entry, he got a work permit. At one point, he told his lawyer, he changed his address in immigration court, and a hearing notice was sent

to his former home. He didn’t know that he had a hearing and did not go, which led to the deportation order. The agents pulled Garces Perez over at about 12:45 p.m. Sunday while he was making DoorDash deliveries. They told him that they were ICE agents and that he was going to be arrested. Garces Perez fled in his car after that, the two people familiar with the shooting said. A short chase ensued before ICE agents encountered Garces Perez again, they said. The shooting occurred after that. Garces Perez was shot in the back and taken to a hospital and later released into ICE custody. At the news conference Monday, Garces Perez recounted the moments leading up to the shooting. While he was making a delivery, an SUV had tried to hit his car. He said he assumed it was an aggressive driver, and he continued on his route. He said that the SUV then hit his vehicle and turned on police lights after the collision. An ICE agent came up to him, identified himself, asked him for his immigration documents and requested that he get out of the car, Garces Perez said. Garces Perez said that he asked the officer why he was being stopped. The ICE agent insisted that he get out of his vehicle. Garces Perez said he would but asked if he could pull his vehicle to the side of the road so that someone could pick it up later. Garces Perez said the officer replied no, but he did a loop anyway to park the vehicle in a secure spot. He said that the federal agents collided with his vehicle again and then shot him after the car was stopped. After he was shot, he said that an ICE agent entered his vehicle and turned it off. He was then pulled out and told to wait for an ambulance. “I couldn’t move,” he said in Spanish. “I was practically dizzy.” The Department of Homeland Security said Sunday evening that Garces Perez was in stable condition. He is being held at the South Texas ICE Processing Center in Pearsall, Texas, his lawyer said. On Sunday afternoon, Lisa Davis, the Austin police chief, said at a news conference that the shooting had occurred after a “small foot pursuit.” But Garces Perez denied that occurred. in front of the Texas Capitol for a protest in solidarity with Garces Perez. The gathering was organized by La Frontera Unida, a local immigrants’ rights group that presented three demands: the immediate release of Garces Perez, the arrest and prosecution of the ICE agent who shot him and an independent investigation of the incident. Some people in attendance expressed disappointment with the turnout. “I think we haven’t shown the kind of resistance that we should be showing,” Kimberly Minn said. “Without an immigrant community, we wouldn’t have this state.” Calls for an independent investigation have mounted following the encounter, and politicians have demanded the immediate release of unedited video footage of the incident. Jose Garza, the district attorney for Travis County, which includes Austin, said his office and the Austin Police Department should be equal partners in the investigation and asked for the federal government to provide access to evidence gathered by DHS and the FBI. Videos of the shooting, which circulated on social media and were verified by The New York Times, captured audio of sirens blaring and tires screeching before the car driven by Garces Perez and an unmarked Ford SUV driven by a federal immigration officer were seen. Both vehicles were stopped and facing in opposite directions. The videos show an officer exiting the driver’s side of the SUV and circling around to the back passenger side of the Toyota. The immigration officer remains to the side of the vehicle as it rolls forward slightly. Three gunshots can be heard, and the Toyota continues moving forward slowly before coming to a stop. The video then shows the officer running to the driver’s side of the vehicle. Among those following the noise from the gunshots was a man who identified himself as Carlos, 60, who said he was a naturalized U.S. citizen but declined to give his last name out of fear of retaliation from authorities. He said he approached the driver, who looked to be in pain. He then noticed a bullet wound on his back. He said he asked Garces Perez if he was OK, and Garces Perez said yes but that he had been shot in the back. He added that Garces Perez said the officer shot him because he did not hit the brakes.

Trump is attacking press freedom and disregarding the law. Again. By THE EDITORIAL BOARD

wice during President Donald Trump’s first term, his administration tried to prevent a journalist whose work it did not like from reporting at the White House. Twice, judges rejected the moves as unconstitutional and restored the journalists’ access. Now the administration is attempting the same move, barring journalists from CNN, MS NOW and Politico from the White House because they had written what the president called “purposefully negative stories.” The new ban is alarming for two reasons: It continues both Trump’s attempt to prevent the free flow of information in American society and his utter disregard of the law. In his first term, trial courts and an appeals court issued clear rulings blocking the very policy he has again implemented. He has gone ahead anyway, much as he and his aides have flagrantly broken the law across multiple areas during his second term. The administration ignored an order to halt planes carrying deportees to El Salvador; violated nearly 100 court orders during an immigration crackdown in Minnesota; went to war in Iran and impounded funds without congressional approval; used federal power to corruptly enrich Trump and his allies; and much more. The latest move also extends Trump’s threats to a free press. We acknowledge our self-interest in this issue, but a free press is indeed vital to a self-governing people. It enables citizens to assess reality in their own democracy. It allows a flowering of different media voices. It holds powerful people to account. The founders were clear that freedom of the press meant the freedom to say things that the government did not like. As James Madison wrote, “To the press alone, chequered as it is with abuses, the world is indebted for all the triumphs which have been gained by reason and humanity over error and oppression.” The Bill of Rights devotes part of its first item — the First Amendment — to the idea, barring any laws that abridge “the freedom of speech or of the press.”

ONCE – Más de 1,000 atletas participarán del 4 al 18 de octubre en los Juegos Nacionales de Special Olympics Puerto Rico en Ponce, evento que servirá para seleccionar a los competidores que podrán integrar la delegación de Puerto Rico para los Juegos Mundiales de Olimpiadas Especiales de 2027 en Chile. “Para Ponce es un inmenso honor recibir a estos extraordinarios atletas y convertirnos en el punto de partida de su camino hacia los Juegos Mundiales. Nuestra ciudad los acoge con admiración, respeto y el compromiso de brindarles instalaciones dignas y una experiencia de primer orden”, dijo la alcaldesa Marlese Sifre Rodríguez en declaraciones escritas. ‘The History of Concrete’: Forget the title, sit back and enjoy By ALISSA WILKINSON

W

hen the idiosyncratic and hilarious HBO show “How To With John Wilson” ended in 2023, its eponymous creator found himself at loose ends. “The space between projects is hard,” he says at the start of “The History of Concrete” (in theaters). “Time becomes unstructured. You settle into some of your worst habits.” And that, in his typically roundabout way, is how he ended up making a documentary about concrete. It’s not just about concrete, as any “How To” fan might have guessed. “The History of Concrete” plays like a feature-length episode of the show, with all of its hallmarks. There’s a meandering, associative through line and a lot of documentary footage, which is often comically juxtaposed with Wilson’s narration. Which is to say: This is a weird, fun movie that goes in some very unexpected directions. For a long stretch, “The History of Concrete” is a documentary about how difficult it is to get financing for a documentary, especially if it’s about, well, concrete. But it’s about a lot of other things, too: mortality, affordable housing, chewing gum on sidewalks, a 3,100-mile race that takes place in Queens annually, the weirdness of beco-

ming a minor celebrity. During the 2023 Writers Guild strike, Wilson attends the only workshop the union is offering then, an overview of how to write a Hallmark movie; he then wonders if he can apply those lessons to this film. At least Hallmark movies are successful, right? If essays are enjoyable to read because you see the writer’s mind at work, then a lot of the pleasure of a Wilson documentary is following along as his interests sprawl. When an assistant director of Hallmark movies explains that they “just continue to tell the same boy-meets-girl story over and over again,” it leads to a diversion into an account of the 3,100-mile race, which consists of competitors running for 18 hours a day around the same block for 52 days straight. You can see the connective tissue, but it’s still a surprise. The visual jokes are as funny as ever, too: As he wryly says (about himself), “You’ve never tried to finance something yourself, and you realize you need a little help,” we’re looking at a woman wearing a baseball hat with the words, “Put it on my husband’s tab.” My favorite thing about Wilson’s work has always been its humanism, the way he manages to show the peculiarities of people — especially fellow New Yorkers, but

not only them — without stripping them of their dignity. There’s a gentleness to his approach that comes off as affection. Often, a shot lasts a beat longer than you might expect, and the camera captures the subject in an unguarded moment after answering Wilson’s question. In “The History of Concrete,” he forms a particular relationship that leads the film in a poignant direction and manages to tie up all of the loose threads, sometimes seemingly serendipitously. You’re left wondering how a movie about concrete could leave a lump in your throat. But that’s how Wilson works, making us see what we might not have otherwise. We can hope there’s less space between this project and the next.

Nasdaq reaches record high close, AI stocks rally

T

he Nasdaq notched a record high close on Tuesday, lifted by Micron Technology and other AI-related stocks, while ​the S&P 500 hovered just below a record high as oil prices traded around $100 per barrel. Chip stocks added to ‌recent gains while consumerrelated software shares lost ground. Investors focused on the strong reception of Meta Platforms’ AI assistant, which launched this month and can send emails and complete transactions on behalf of a user. The success of the AI assistant, called Muse, has fueled gains for AI-related chip stocks in recent days. ​Yet some worried it could compete with retailers, online brokerages and other consumer companies. Amazon (AMZN.O), on Monday blocked the agent f​rom shopping on its platform. “There are a lot of tech stocks that are down today on Muse-related fears of one sort or another,” said Jed Ellerbroek, portfolio manager at Argent Capital Management. “People fear that Muse will be used to ​manage your insurance relationships, book your travel and search for stuff to buy.” Ride-hailing apps Uber Technologies (UBER.N), and Lyft (LYFT.O), lost more than 1% e​ ach, while Charles Schwab (SCHW.N), lost 6.1% and Airbnb (ABNB.O), opens new tab declined 3%. Trump says he faces choice to make a deal or ‘annihilate’ Iran

resident Donald Trump told the U.N. General Assembly in New York that he had a decision to make on Iran: to strike a deal with Iran or “annihilate the Islamic Republic.” His threat, amid a defense of the war he launched alongside Israel in February, came as allies have begun to openly question whether the United States remains a credible partner. Trump, the second world leader to speak at the gathering, used his remarks to celebrate his military operation in Venezuela this year, when the United States expanded access and control over that country’s vast oil reserves. But he saved his strongest words for Iran, saying it was no longer “the bully of the Middle East” even as he raised the prospect of driving it “into hell with no chance of survival.” “I have a big decision to make,” he said. “Will a deal be made with Iran that lets them rebuild and create a far greater country than it ever was before, maybe one of the greatest in the Middle East or even the world? Or do I annihilate the Islamic Republic and do it quickly, never giving them a chance to kill and destroy people and countries again?” Trump’s remarks echoed a social media post earlier this year in which he raised the prospect of wiping out

Iranian civilization. But it was startling to hear such threats delivered from the U.N. General Assembly podium, where world leaders typically champion peace and global harmony. Other leaders who spoke on the opening day described the dangers of division and nations acting with impunity. President Emmanuel Macron of France, which traces its alliance with the United States to the American Revolution, condemned a “double standard” in how the world treats the sovereignty of Western countries compared with countries in the Middle East and elsewhere. He argued that the United Nations put the countries on equal footing, and warned of a world characterized by the “law of the jungle.” Trump, in remarks rife with falsehoods and exaggerations, alternately trumpeted his own power and lashed out at nations and institutions he held up as objects of scorn, including Cuba and the International Criminal Court. Trump also claimed credit for ending the war in the Gaza Strip, even as a plan to disarm Hamas and withdraw Israeli troops has been stalled for months, and humanitarian conditions there remain dire. Several speakers harshly criticized Israel. Cuba rallies to down PR in 5 sets in Women’s Final Six opener By THE STAR STAFF

uba opened the 2026 NORCECA Women’s Final Six with a comeback 3-2 (25-20, 21-25, 18-25, 25-19 and 15-12) victory over Puerto Rico earlier this week at the Juan Fernández Albarrán Sports Complex in Zinacantepec, in the Mexican state of Mexico. After dropping the first set, Puerto Rico bounced back to take a 2-1 lead, but failed to capitalize on the advantage, allowing Cuba to recover in the fourth set and force a decisive fifth set. In the deciding set, the teams were tied at 12-12 when Cuba’s Laura Suárez scored on an attack and Puerto Rico committed two attacking errors, allowing Cuba to score the final three points and secure the victory. “I think we faltered and made key errors in the final set,” said Wilmarie Rivera, Puerto Rico’s captain. “Cuba had been playing very well, just as we had, and that is why they won the match.”

I did a bit of everything, but focused on table tennis -- until I made the national team at age 10. CROEM ALUMNI Executive Committee supports efforts to keep Indios basketball franchise in Mayagüez By THE STAR STAFF

he Executive Committee of the Alumni Association of the Residential Center for Educational Opportunities of Mayagüez (CROEM ALUMNI) announced its support on Tuesday for Mayagüez Mayor Jorge Ramos Ruiz in his efforts to keep the iconic Superior National Basketball (BSN by its initials in Spanish) league team, the Indios of Mayagüez, in the main city of Puerto Rico’s western coastal region. The committee voted following the announcement that the possibility of relocating the franchise to another town on the island -- possibly Isabela -- is being considered. “We stand in solidarity with the Mayor of Mayagüez in his staunch defense of keeping Los Indios here,” stated CROEM ALUMNI spokesperson Wilson Nazario. “Our team was founded in 1956, making its court debut in 1957. The mere intention or mention of moving Los Indios’ home base to another town constitutes a vile betrayal -- not only by the team’s owners but also by the [BSN] League itself. Teams owe their existence to their fan base and to those who have helped them remain a top-tier sports organization. This decision does not reflect the wishes and aspirations of the people of Mayagüez and neighboring towns, the majority of whom are loyal fans of basketball and Los Indios.” By unanimous vote, the CROEM ALUMNI Executive Committee decided to back Ramos Ruiz, “who denounced the fact that both the sale transactions and the relocation request were carried out behind the Municipality’s back,” Nazario said. “He described the move as a sign of disrespect toward the team’s history, the fans, and the public resources invested over many years to maintain this local sports entertainment.”

The CROEM ALUMNI official added that the organization would be sending out communications to the BSN, Ramos Ruiz and the media detailing an agreement to support the mayor of Mayagüez in his efforts to keep the Indios at home. “We call upon the Mayor of Isabela, Miguel ‘Ricky’ Méndez Pérez, to refuse to be part of the betrayal being orchestrated by the owners of the Mayagüez basketball team, who are attempting to relocate a team that enjoys strong support in Mayagüez to his municipality,” Nazario added. “Likewise, we urge the member teams of the National Superior Basketball League not to support any action that would harm Mayagüez basketball fans. We ask the owners and executives of businesses that participate in and support the National Superior Basketball League to make the retention of the Mayagüez franchise a condition for their sponsorship next season, or else withdraw all corporate support.”

The mayor of Mayagüez is trying to avert the possible sale and relocation of the Superior National Basketball league’s iconic Indios franchise, which was founded in the western coastal city in 1956.
