he island Treasury Department warned on Tuesday that eliminating the oil excise tax known as the “crudita” does not guarantee that consumers would see a reduction of 36.9 cents per gallon, while the Fiscal Agency and Financial Advisory Authority (AAFAF by its initials in Spanish) maintained that the revenues from the tax are now part of the General Fund’s recurring income. “The $15.50-per-barrel levy mathematically equates to approximately 36.9 cents per gallon for products subject to all its components,” stated Yoadis Rodríguez Berríos, representing the Treasury, during a public hearing held by the Senate Committee on Finance, Budget, and PROMESA. However, Rodríguez Berríos maintained that eliminating the excise tax does not mean that amount would automatically be reflected in the price paid by the consumer.

The savings “would depend on market conditions, transportation and distribution costs, and how much of the reduction is passed on to the consumer,” she said. The committee, chaired by Sen. Migdalia Padilla Alvelo, began reviewing Senate Resolution 461 -- sponsored by Sen. Wilmer Reyes Berríos -- which calls for an investigation into the “crudita,” its economic impact, and its relationship to the government’s fiscal obligations. The Treasury official noted that revenues historically linked to the Highways and Transportation Authority (ACT) and the Infrastructure Financing Authority now flow into the General Fund and help cover the cost of government services. The agency reported that the Petroleum Products category generated some $466.7 million during fiscal year 2026, but cautioned that this figure includes other collections on gasoline and diesel and does not represent revenue solely from the “crudita” (the additional excise tax on crude oil and derivatives).

Avilés Cabrera pleads guilty to lesser murder charge Sentenced to 38 years in prison for fatal stabbing of 16-year-old Gabriela Nicole Pratts Rosario in Aibonito last summer By THE STAR STAFF

nthonieska Avilés Cabrera, 18, pleaded guilty Tues‑ day to the killing of Gabriela Nicole Pratts Rosario after reaching a sentencing agreement with pros‑ ecutors that reduced the main charge to second‑degree murder with mitigating circumstances. Judge Juan A. Reyes Colón accepted the deal and imposed the sentence as negotiated. According to the court filing, “the prosecution request‑ ed a prison term of 37.5 years for that charge, consecutive to six months and one day for the weapons violation, for a total of 38 years and one day.” Avilés Cabrera also waived her right to a jury trial as part of the agreement. The judge determined that the guilty plea was en‑ tered freely, voluntarily, and with full knowledge of the consequences. Avilés Cabrera stated that no one had threatened her or offered her anything in exchange for pleading guilty. Family members of both the victim and the defendant filled the courtroom. Gabriela Nicole’s mother, Lisandra Rosario, and her sister Lizmarie sat in the front row

When she entered the courtroom, “the accused sat down and began wiping away tears,” as her attorney and a grieving aunt tried to comfort her. The trial had been scheduled to begin Tuesday morning with the presentation of evidence, but after discussions between the parties and the judge, the court recessed until mid‑afternoon. Proceedings resumed shortly after 3 p.m., when the plea agreement was announced. Avilés Cabrera originally faced first‑degree murder and weapons charges for allegedly stabbing Pratts Rosario during a confrontation in the early hours of Aug. 11, 2025, at the Roberto Colón bypass in Aibonito after an outdoor party to mark the end of summer had wound down in the southern-central town. Her mother, Elvia Cabrera Rivera, was tried separately and sentenced to 102 years in prison for her role in the same incident. The prosecution alleged that the victim sustained 11 stab wounds. Prior to hearing her sentence, Avilés Cabrera said her mother was innocent. “I maintain that my mother is innocent and that all the witnesses in her trial have lied,” Avilés Cabrera stated when the judge gave her the opportunity to speak before sentencing.

And for Power Expectations, it was Alfredo Escalera. Those are the three components.” He noted, however, that all three bidders submitted sworn statements asserting they had no lobbyists. When 3PPO questioned the individuals identified, each company offered a different explanation. Power Expectations described Escalera as a “business advisor,” not a lobbyist, while Maceira said he was acting as Gotham’s attorney. Carlo added that 3PPO had received calls, meeting re‑ quests, and other outreach tied to the companies involved in the procurement. The testimony forms part of the House investigation into the process that led to the now‑cancelled $5.9 billion contract awarded to Power Expectations, Reyes Contractor Group, and other firms involved in a 400-megawatt temporary generation project. During questioning, Popular Democratic Party Rep. Héctor Ferrer Santiago asked whether officials at the Public‑Private Partnerships Authority (P3A) had favored any particular bidder. Carlo responded that he had not detected any such intervention. Carlo did confirm that Energy Czar and P3A Executive Director Josué Colón Ortiz participated in a meeting related

to the substitution of one of the companies in the agreement. Carlo said the meeting took place at the Puerto Rico Electric Power Authority (PREPA) and included representatives from Power Expectations, Flotek, and Reyes Contractor Group, PREPA’s then‑executive director, attorney Juan González, and others. “In that meeting, the matter was discussed and we were asked to conduct the evaluation,” Carlo said, noting that the request required assessing the proposed company’s financial capacity. When Ferrer Santiago asked directly whether Colón Ortiz was present, Carlo replied: “Yes, he participated.” The exchange prompted Ferrer Santiago to request a review of Colón Ortiz’s prior testimony to determine whether a refer‑ ral for possible perjury is warranted. The minority lawmaker said Colón Ortiz previously stated he did not participate in the process, while Carlo’s testimony placed him in a meeting tied to a key change in the contract. Earlier in the hearing, Carlo said that based on the por‑ tion of Colón Ortiz’s prior testimony he had seen, he had not identified any falsehoods. He also confirmed he was part of a chat group related to the procurement and agreed to provide those communications to the committee. The House Government Committee, chaired by Rep.Víctor Parés Otero, is investigating the functions, procedures and responsibilities of the 3PPO under House Resolution 42 as part of its broader review of Puerto Rico’s energy contract‑ ing processes.

he U.S. Court of Appeals for the First Cir‑ cuit heard sharply divided arguments on Tuesday over whether bondholders of the Puerto Rico Electric Power Authority (PREPA) are entitled to administrative expense claims for the utility’s years‑long use of revenues pledged as collateral. The outcome could reshape the final phase of PREPA’s Title III restructuring, now in its ninth year. Martin Bienenstock, representing the oversight board, argued that Section 922(c) governs the treatment of collateral in munic‑ ipal bankruptcies and requires creditors to seek adequate protection through stay‑relief proceedings before pursuing administrative expense claims. He said PREPA’s continuous

generation of new net revenues means the collateral has not diminished in value, and that the bondholders are attempting to “blow open the Reading exception” far beyond its intended scope. The Puerto Rico government’s attorney, Peter Friedman, said the bondholders’ theory would create a “chokehold claim” capable of derailing PREPA’s restructuring, noting that PROMESA does not incorporate Section 363’s cash‑collateral restrictions. The unsecured creditors’ committee added that bondholders failed to diligently pursue adequate protection and that allowing an administrative claim now would unfairly leapfrog them ahead of other creditors. Bondholder counsel rejected those as‑ sertions in rebuttal, insisting they repeatedly sought stay relief only to be blocked by the district court, and that PROMESA does not bar administrative expense claims. The panel took the matter under advise‑ ment. A ruling will determine whether PREPA must account for potentially massive adminis‑ trative claims tied to its use of pledged revenues, a decision that could significantly influence the utility’s long‑delayed restructuring plan.

T

he Supreme Court on Monday dealt President Donald Trump a major blow when it blocked his executive order to restrict mail ballots. But Trump’s battle to assert control over the election process is far from finished. The stymied attempt to have the U.S. Postal Service screen mail ballots was just one piece of a broader effort involving the full power of the federal government to take more control of state-run elections. Just days before the Supreme Court blocked Trump’s mail ballot order, the Justice Department sent threatening letters to at least 30 top election officials across the country, escalating a fight to gain access to private voter data and election records. Federal agents are scouring voter rolls managed by states for noncitizens, despite a lack of evidence of widespread fraud. Trump’s homeland security secretary recently pushed for an investigation into whether a commonly used voting machine can be trusted, casting doubt on digital voting systems. “This is far from over,” said Benjamin Hovland, who was ousted from the independent, bipartisan Election Assistance Commission by the Trump administration this year. Hovland acknowledged that the Supreme Court’s decision mitigated “real-world impact” on voters and election workers, particularly since voters in some states had already begun to mail in their ballots. But he said Trump’s actions were alarming. “What you’re seeing is using the apparatus of government, using federal agencies, using taxpayer dollars, to push that narrative that only undermines confidence in our democracy and ultimately hurts voters and election officials,” Hovland said. Trump argues that he is trying to secure the integrity of the vote, but his claims of widespread fraud in the election system have been investigated and debunked repeatedly, and critics say his actions needlessly sow doubt about the outcome of the vote. Trump on Tuesday slammed the court’s ruling as “horrible, highly political” and criticized the three justices he appointed during his first term. “It is a Court that will go down as having rendered some of the most destructive, hurtful, and damaging decisions in our Country’s history,” Trump said on social media. But the Supreme Court’s decision Monday was more of an exception than a rule when it came to checking Trump’s power in his second term. During Trump’s first term, his attempts to undermine the election results in 2020 ran into stiff pushback not only from the courts but also from his own government officials. In his return to the White House, Trump has surrounded himself with loyalists willing to turn his obsession over the country’s election systems into a blitz of federal actions. He has also installed election deniers in key posts. The Supreme Court’s decision did, however, add to a string of mounting losses for Trump, who said this year that he wanted to “take over” and nationalize elections. Even

Trump administration lawyers had urged the Supreme Court to step in and clear the way for its plan to use the Postal Service to screen ballot envelopes after they are submitted by state elections officials. The new rules would require states to submit lists of voters approved to receive mail ballots. The Postal Service would then deliver the ballots only to voters on the lists. In addition to the loss Monday, Trump’s other attempts to pressure states over the election process have faced legal setbacks. The Justice Department has sued 30 states for unredacted voter lists, which include personal information such as driver’s license numbers and partial Social Security numbers. They have lost 23 of those cases. Decisions are pending in the rest. The federal actions, as well as the various court decisions, have caused alarm among local election officials and voters, according to election experts. This month, the chief election officials in seven Republican-controlled states filed a brief to the Supreme Court, arguing that with less than two months until Election Day, it was too close to the midterms to make any major changes to the election process. Some states including North Carolina, Delaware and Alabama had already mailed out their ballots, even before the Supreme Court issued a final decision. “Attempting to implement the rule now will almost certainly lead to mistakes, delays and confusion for both voters and election officials,” the brief stated. But it was not just the pending Postal Service rule that has caused confusion and upended coordination among local

election officials and the federal government. The administration has also asked the Supreme Court to intervene to allow it to move forward with an effort to build citizenship lists by merging data from various agencies, including the Department of Homeland Security and the Social Security Administration. A lower court has so far blocked the use of that tool, which administration officials argue is needed to verify citizenship for voting, among other purposes. In July, Markwayne Mullin, the homeland security secretary, threatened election officials in a speech and said they could face prison time if they did not comply with the Trump administration’s efforts to change election policies. Officials in the Justice Department have also explored whether they could bring criminal charges against state or local election officials if the administration determined they had not sufficiently safeguarded their computer systems. The Federal Emergency Management Agency, which sits under the Homeland Security Department, is demanding that states change the way they conduct elections or risk losing tens of millions in federal terrorism-prevention funds. Kimball W. Brace, the president of Election Data Services, an organization that works with local governments on election preparedness, said he did not expect the Supreme Court decision to stop Trump’s broader effort to pursue his election grievances. “I don’t anticipate people on the Republican side not wanting to continue and push their side of the story as much as possible,” Brace said. Distrust of the election process among voters is growing before the November elections. A survey from The Associated Press and the NORC Center for Public Affairs Research and USAFacts showed that only 34% of U.S. adults trust government certifications of election results “a great deal” or “quite a bit,” down from 40% in 2024. Trump has also gutted the government’s election security infrastructure. Experts warn that his cuts to agencies tasked with coordinating election security with state governments could reduce visibility into foreign influence campaigns and cyberattacks. Brace said all the executive actions have fueled pressure on local election officials. “They don’t want to deal with this crazy pressure that various interests and various individuals have pushed on the election administration,” he said.

A

state-run immigration detention center in the Florida Everglades failed to comply with a host of federal detention standards, creating cramped conditions and confining migrants in “small metal enclosures,” according to a new report by the Department of Homeland Security’s independent watchdog. The report said the use of the enclosures was unprecedented among facilities the watchdog, the department’s Office of Inspector General, had previously inspected and presented “significant risks” to detainees’ health and safety. It focused on a high-profile facility known as Alligator Alcatraz, which came under intense scrutiny before it closed this summer. The report raised further questions about a facility that became synonymous with the Trump administration’s harsh treatment of immigration detainees. President Donald Trump had joked that the location was in such a remote area that detainees would have to learn “how to run away from an alligator.” It was shuttered after criticism about conditions and cost, and after enduring legal challenges. Federal investigators found that the metal enclosures — each providing only about 18 square feet of floor space — were used as “calming areas,” where at least 79 detainees were held for periods ranging from several minutes to nearly two hours. But at maximum capacity, the housing units at the facility only provided 28 square feet per detainee, according to the report. Federal investigators also noted that one freezer at the facility was operating above the recommended temperature, which they said could result in food spoilage and increase the risk of illness for detainees. Facility staff also said that detainees showered only three times a week, which prevented them from “maintaining good personal hygiene,” the report said. National standards typically require that detainees have daily access to showers. Federal investigators also found that the facility’s showers were “infested with small bugs,” particularly on the ceilings. In July 2025, Florida quickly erected the detention center on a training airport in a rural area between Miami and Naples, championing the facility as part of the state’s efforts to assist Trump’s crackdown on immigration. They even erected an “Alligator Alcatraz” sign on a road to the facility, which critics denounced as cruel. The facility cost state officials more than $1 million per day to operate, including for trucking in water and wastewater disposal. Florida officials closed the facility this summer, citing the impending hurricane season — even though detainees had spent the 2025 season at Alligator Alcatraz. The inspector general’s report adds to the lingering fallout over Alligator Alcatraz. Florida lawmakers this month approved $250 million in additional funding for the emergency management agency to help cover outstanding bills related to immigration enforcement, including Alligator Alcatraz. The federal government had earlier agreed to reimburse more than $600 million for expenses related to that facility and another one upstate, although much of that money is still unpaid. Also this month, two Alligator Alcatraz guards were arrested on allegations that they had struck a detainee. They face misdemeanor battery charges in Collier County, Florida, and have pleaded not guilty. Although the Department of Homeland Security has maintained that the state had authority over the facility’s day-to-day operations, the Trump administration has faced growing scrutiny over the treatment of migrants in detention facilities overseen by Immigration and Customs Enforcement. The deaths of at least three detainees in less than eight months at Delaney Hall, a privately run immigration detention center in New Jersey, have recently raised questions about the quality of medical care provided to migrants.

They could afford to stand up to Trump. Why didn’t they? By MICHELLE GOLDBERG

T

he thing I’ve found most shocking about Donald Trump’s second presidency is not the epic grift, the Immigration and Customs Enforcement paramilitary violence, or the assaults on free speech. These abuses, while horrifying, are predictable. What has stunned me has been the capitulation of so many American elites to Trump’s vulgar authoritarianism. I didn’t expect major law firms, some that have long boasted about their progressive pro bono work, to fold with barely a fight. I didn’t expect TV networks to settle bogus lawsuits by paying the president millions, or for Ivy League schools such as Columbia University to relinquish autonomy over curriculum, admissions and student discipline. In Hungary, it took years for Viktor Orban’s government to bring most of academia, the news media and other pillars of civil society to heel. Why were so many powerful people in America, a country whose civic culture is steeped in resistance to tyranny, so willing to abase themselves and their institutions? That’s the question at the heart of Jacob Weisberg’s important new book, “Profiles in Cowardice: A Study of Collaboration in the Trump Era.” It’s an inverted version of President John F. Kennedy’s “Profiles in Courage,” offering character studies of eight people who gave in to Trump despite surely knowing better. Reading it made me wonder if there’s something about America today that selects for spinelessness at the highest levels. Some of Weisberg’s choices perplexed me; a few of the figures he focuses on are less morally compromised than simply rotten. There’s nothing that mysterious, at least to me, in the failure of

Gobierno insiste en aumentar pensiones pese a objeción de Junta Fiscal POR CYBERNEWS

A FORTALEZA – El secretario de Asuntos Públicos de La Fortaleza, Jean Peña Payano, dijo el martes que la administración de la gobernadora Jenniffer Aydin González Colón continuará la búsqueda de un mecanismo para aumentar algunas pensiones, pese a que la Junta Fiscal objetó la propuesta y la calificó como fiscalmente irresponsable. “La gobernadora va a estar del lado de los retirados”, dijo Peña Payano a preguntas de la prensa. El funcionario sostuvo que el Ejecutivo está dispuesto a negociar con la Junta y la Asamblea Legislativa alternativas para atender a más de 55,000 pensionados que reciben menos de 1,000 dólares mensuales. “La propia carta recoge en uno de los párrafos que están dispuestos en la Junta, según alegan, a sentarse a buscar alternativas y nosotros lo vamos a hacer”, expresó. ALINAS – El legislador municipal del Partido Independentista Puertorriqueño (PIP) en Salinas, Emilio Nieves Torres, radicó un proyecto de ordenanza ante la Legislatura Municipal proponiendo la adquisición de un carretón para el transporte seguro de caballos abandonados, extraviados, rescatados o que requieran ser trasladados a un lugar protegido. La medida busca atender una problemática que se ha convertido en una preocupación recurrente en distintas comunidades de Salinas, particularmente en Ranchos Guayama, donde residentes han denunciado en múltiples ocasiones la presencia de caballos sueltos o abandonados. Según la propuesta, actualmente la Policía Municipal no cuenta con un carretón propio para transportar equinos, por lo que cuando surge una situación que requiere el recogido de un caballo, el Municipio depende de equipos pertenecientes a organizaciones o entidades con las cuales mantiene acuerdos colaborativos. Esta situación puede provocar demoras y limitar la capacidad de respuesta municipal. “Salinas no puede depender de que un tercero tenga disponible un carretón cada vez que aparezca un caba-

llo abandonado o en peligro. Si el Municipio tiene que responder ante una situación que representa un riesgo para los residentes y para el propio animal, tiene que contar con las herramientas para hacerlo”, expresó Nieves Torres. El legislador municipal sostuvo que la adquisición del equipo representa una inversión relativamente pequeña que puede tener un impacto significativo tanto en la seguridad pública como en el bienestar animal. “Estamos proponiendo una solución concreta y permanente. Con $10,000 podemos dotar al Municipio de un recurso que estará disponible cuando se necesite, no solamente cuando alguna organización colaboradora pueda prestarlo. Esto permitirá actuar con mayor rapidez, coordinar rescates y trasladar los animales de manera segura”, añadió. Para el líder comunitario de Ranchos Guayama, José Cora Collazo, contar con un carretón municipal es una necesidad que debe atenderse con urgencia, pero también como parte de una estrategia permanente para enfrentar el problema. “En Ranchos Guayama conocemos muy bien el problema de los caballos abandonados. No podemos esperar a que ocurra un accidente para entonces buscar quién tiene un carretón disponible. Los animales necesitan ser

recogidos y protegidos, y la comunidad necesita saber que el Municipio tiene la capacidad de responder”, manifestó Cora Collazo. El líder comunitario destacó que la situación no debe limitarse a una sola comunidad. “Esto no es solamente un problema de Ranchos Guayama. Los caballos abandonados pueden aparecer en cualquier comunidad de Salinas. Por eso necesitamos que el Municipio tenga su propio equipo y que exista un mecanismo permanente para atender estos casos. ‘Widow’s Bay’ wins best comedy, leading Apple TV to big night By JOHN KOBLIN

idow’s Bay,” the Apple TV show about the oddball residents of a haunted New England island, took best comedy honors at the Emmy Awards on Monday night, besting a former winner in the category, “Hacks.” Praised by critics for a strikingly original concept in a landscape of reboots and revivals, “Widow’s Bay” won 14 statuettes, more than any other series, and set a new high for a comedy series. The wins capped a spirited run for the series that became a word-of-mouth sensation in the entertainment industry over the last few months. The show’s star, Matthew Rhys, who plays a put-upon mayor, won for best actor in a comedy, the first of two acting Emmys he won on Monday night. Those wins marked a new record: He is the first performer to win a lead acting Emmy in limited, comedy and drama series (he previously won for “The Americans” in 2018). “The Pitt” took best drama honors for a second year in a row, and became the first series to win the award for its first two seasons since “Mad Men” pulled off that accomplishment in 2009. ‘The Oldest Person in the World’ and the lessons of mortality By ALISSA WILKINSON

A

t any given time, there’s one human on our planet who’s the oldest one alive. Most of us will never hold that title. But, as director Sam Green reminds us in his charming and often moving documentary, “The Oldest Person in the World” (in theaters), we were all once the youngest person on Earth, if only for a fraction of a second. Time moves inexorably, and the real subject of Green’s film is how we deal with the implication that someday, all of us who are here will be gone. It begins in 2015 with his attempt to glean some wisdom from the oldest person at the time, Susannah Mushatt Jones of New York City’s Brooklyn borough. But at her 116th birthday party, she couldn’t keep her eyes open, and it soon becomes

clear that this will not be a movie full of sage advice. (She died the following year.) Over the next decade, Green seeks out the current oldest person — almost always a woman — and often has a conversation of one kind or another. Sometimes they sing or recite poetry. Sometimes they just sit quietly. Meanwhile, time is passing, and Green’s life is increasingly woven into the film. He celebrates the birth of his son, Atlas. He weathers a multiple myeloma diagnosis and the contemplation of his own mortality that comes with it. He considers why he is even making the movie in the first place, which he realizes may have to do with his brother, who died by suicide years earlier. He muses about the possibility of continuing to make films about the oldest person in the world, perhaps with Atlas taking over someday.

It’s the kind of essay film that Green is especially skilled at, with himself as narrator. His previous work, “32 Sounds” (2022), about how sound shapes our perception of time and the world around us, was meant to be watched with headphones — and live, if possible, though it premiered while the pandemic was still making that tricky. Some of his other credits, like “The Love Song of R. Buckminster Fuller” (2012) and “A Thousand Thoughts” (2018), are designed to screen with live elements, like music (from the band Yo La Tengo and the Kronos Quartet, respectively). Watching these, you often find yourself considering your physical existence, the way bodies act and react to sensory stimuli. “The Oldest Person in the World” can’t help but do the same, but for different reasons. Seeing Atlas get older or signs of the

pandemic appear, then slowly fade, I found myself thinking about where I was in each of these moments. I had no idea who the oldest person in the world was at the time, but I can tell you what I was feeling, how I was spending my own days, during each of those 10 years. My experiences were mostly different from Green’s. But once 2020 hit, I was aware of my own mortality, and so was everyone else. One of the oldest people who Green talks to, Maria Branyas Morera (who would die at 117 in 2024), does offer advice. “You are young,” she says. “Now is the time to do good works.” It feels like a benediction or a blessing, or maybe a charge. Unlike Green’s subjects, you might never be the oldest person. But your years on the planet have meaning, too.

Gulf Arab states explore new options as US bases fail to deter Iran By VIVIAN NEREIM

G

ulf Arab countries have long relied for their security on the U.S. military bases that they host. But after six months of war, the repeated pummeling of those countries by Iranian missiles and drones has made the limitations of U.S. security guarantees abundantly clear. Iran and its allies have nearly destroyed some of the U.S. bases, set luxury hotels ablaze and, most recently, knocked offline one of the most critical pieces of energy infrastructure in the world, an oil pipeline that stretches across Saudi Arabia. Their backs against a wall, Gulf Arab officials are now trying to cobble together different ways to avoid attacks by Iran and its allies, including direct diplomacy with the Islamic Republic. Even that option faces challenges. On Sunday night, a meeting that was scheduled for Monday between Iran and the Gulf Arab states was abruptly postponed. The delay came after Saudi Arabia and Iran reached an impasse in discussions about the Strait of Hormuz — a crucial route for Gulf energy exporters — according to a senior Gulf official, who spoke on the condition of anonymity to discuss sensitive diplomacy. Analysts say the region’s leaders have no choice but to seek different security options after the U.S.-Israeli war with Iran exposed the vulnerabilities of the Gulf Arab countries and emboldened the Islamic Republic. “We’re stuck in this position of trying to build something new while maintaining some of the old,” said Bader Al-Saif, an assistant professor of history at Kuwait University. “We need to snap out of this external protector syndrome.” The island nation of Bahrain, for example, has been host to a major U.S. naval base for decades in the hopes of protecting itself from Iran. But as in other Gulf countries, the base became a target, instead. U

ntil recently, Star Sabga spent her days making artisanal cheese and ranting about politics over the phone with her niece. Sabga, 69, lived in a luxury seaside apartment in a suburb of Port of Spain, the capital of Trinidad and Tobago. Her niece, Genevievre Hadeed, and her niece’s husband, a bottled-water magnate named Dominic Hadeed, helped cover her costs. But in June, that peaceful lifestyle was upended when police officers detained the Hadeeds and Sabga, accusing them of plotting to assassinate the prime minister. The Hadeeds were held without charges for nearly a month, and Sabga for more than two months, under Trinidad’s state of emergency, a measure in place almost continuously since 2025 in response to rising violent crime, according to officials. The state of emergency allows authorities to carry out warrantless searches and detain people indefinitely without charges. The detentions gripped the Caribbean nation, setting off a national debate about the government’s use of surveillance and preventive detention. The saga also exposed racial and political friction surrounding Trinidad’s Middle Eastern-descended minority, to which Sabga and the Hadeeds belong. Kamla Persad-Bissessar, the prime minister, did not respond to questions about the cases of Sabga and the Hadeeds. But she defended the state of emergency, saying to reporters Thursday, “It is very clear that the crime stats are down.” She added, “Maybe it’s not the best thing to do, but it was very successful.” Governments around the region have increasingly turned to severe tactics in response to surging rates of violence. In El Salvador, more than 90,000 people have been detained, and nearly 500 have died in state custody, amid a four-year state of emergency, according to Amnesty International. Honduras and Jamaica have also used states of ex-

ception, during which certain rights are suspended amid an emergency, to the alarm of human rights groups. Sandra Pellegrini, the Latin America regional team lead at Armed Conflict Location & Event Data, or ACLED, a U.S.-based nonprofit organization that monitors conflict and protest data, has studied the use of emergency powers in the region. She said any reductions in crime have often been short-lived and come at the cost of civil liberties. “Whether you’re a criminal or not, you’re still supposed to be able to access a fair trial,” she said, noting that protesters and government critics have at times become targets under law enforcement agencies with weakened restrictions. Before his legal saga made headlines, Dominic Hadeed had been known as a critic of the administration. He criticized its tax policies in a public forum in March and objected to the government’s decision to cancel a lease for land his businesses had operated on since 2007. The Hadeeds were also known as prominent members of Trinidad’s SyrianLebanese minority group. The nation is split almost evenly between Afro-Trinidadians, many of whom are descended from enslaved Africans, and Indo-Trinidadians, who trace their roots to indentured workers from India. Movement, currently the country’s main opposition party, and a notable number of successful businesspeople in the country are of Syrian-Lebanese descent, according to Sam Salloum, a Trinidadian businessperson who is part of the community. Politicians in the United National Congress, the governing party, frequently criticize the economic dominance of the Syrian-Lebanese community — often referred to as “the 1%” — and accuse them of political corruption and organized crime. In June, the attorney general, John Jeremie, issued warnings to the ethnic minority during a motion to extend the nation’s state of emergency. He called them a “gang” that had “taken over” the opposition party. Members of parliament enthusiastically thumped their desks, punctuating Jeremie’s remarks. Jeremie also confirmed that some SyrianLebanese people have had their U.S. visas revoked. He denied his government’s involvement in those decisions, but implied that U.S. intelligence agencies had flagged them for criminal ties. (The Hadeeds’ lawyer confirmed that their visas were among those that were revoked.) Sabga read about Jeremie’s comments in the next day’s newspaper, according to court documents. Angry, she called her niece to vent her frustration with how her community was being treated. Less than two weeks later, just after dawn on June 24, the Hadeeds were startled awake when police officers, some with machine guns, swept into their home, according to affidavits by the Hadeeds. Officers declared they had a search warrant and seized electronic devices, including those of the Hadeeds’ three children. It was not until Dominic Hadeed was separated from his wife and detained for multiple days that he was given a reason for the arrests: The Hadeeds were accused of plotting to assassinate the prime minister and other government leaders and of fostering ties to transnational crime. Hadeed was “numb with shock, disbelief and horror,” he wrote in an affidavit denying the allegations. He later learned that Sabga, his wife’s aunt, had also been detained. The Hadeeds and Sabga denied the accusations. Through their lawyer, they declined interviews. In an affidavit, Dominic Hadeed said he suffered from medical conditions that were exacerbated in prison. Sabga and Genevievre Hadeed were held in a women’s prison, where they said in affidavits that they were subjected to strip searches and filthy lodgings

with no privacy, even to relieve themselves. In the following weeks, court records revealed that a central piece of evidence in the case was a recording of the June 11 phone call between Sabga and Genevievre Hadeed, which authorities had intercepted. To date, authorities have not explained why they had tapped the call in the first place, saying only in court documents that security agencies were specially trained to monitor “persons of interest.” Roger Alexander, the homeland security minister, cited 13 written excerpts from Sabga’s impassioned conversation with her niece. Sabga used a slur against the prime minister, an Indo-Trinidadian woman, and called her “a target.” “Somebody’s getting a bullet in their head,” Sabga had said. “What has to happen for this to cool down is the death of one of her members of parliament.” Alexander, who did not respond to requests for comment, wrote in a court document that those statements were part of “a developing plot or chatter pointing to threats to the life of persons in public life.” He said the authorities had worked with U.S. “partner agencies” and found that the Hadeeds and Sabga had connections to criminals, to whom they could “communicate deadly intent.” U.S. authorities, including the FBI, the Drug Enforcement Administration and the International Law Enforcement division of the Justice Department, did not confirm or deny any criminal investigations involving the Hadeeds or Sabga. The intelligence that authorities relied upon to detain the Hadeeds and Sabga was called into question when a local news outlet posted a leaked recording of the full 15-minute call in July. The recording showed Sabga had been privately venting her frustrations about what she saw as a political attack on her community, which she insisted was not involved in criminal activity. The leak sparked intense and wide-ranging reactions. Many condemned Sabga’s use of slurs against the prime minister, for which Sabga expressed regret in an affidavit — though she said her comments had been “wickedly twisted out of context.” Others saw the recording as discrediting the government’s claims of an assassination plot. The call did not involve Dominic Hadeed, raising questions about why authorities detained him. The state of emergency is scheduled to expire this week, and hundreds of detainees are set to be released. Many, like Sabga and the Hadeeds, have not been charged with any crime.

ometimes the house doesn’t win. At a fireside chat at Southern Methodist University last week, Treasury Secretary Scott Bessent scoffed at those who doubted the wisdom of his interventions in currency and bond markets and dared investors to bet against him. “It’s my dream,” Bessent said. “I have asymmetric information. I am the house now.” He added: “You can bet against me if you want.” On Monday, the bond market rebuked Bessent. The yield on 10-year Treasury bonds surpassed 5% for the first time since 2023 and only the second time since the 2008 financial crisis. Yield represents the interest rate that investors are demanding to be paid in order to buy government debt. The spike in those rates seem to defy Bessent’s efforts to suppress costs when he ordered the Treasury Department to buy back $5.2 billion of long-dated debt. Crossing the 5% threshold demonstrated the limits of the Treasury secretary’s ability to bend global markets to his will. It also dealt a blow to his credibility as a market oracle. A former hedge fund manager, Bessent made much of his money betting against the British pound and the Japanese yen. Now, as Treasury secretary, he is going to great lengths to convince the world that U.S. bonds are a good investment despite the nation’s $40 trillion debt load. The rising bond yields are a political problem for the Trump administration because they translate to higher borrowing costs for

Americans. This increases the cost of living in the United States and can also squeeze corporate earnings, which underpin the stock market, by increasing what it costs for companies to borrow money. In June, Bessent, while speaking at the Economic Club of New York, underscored the importance of the bond market, noting that he has warned President Donald Trump that “the bond market has taken out more governments than howitzers.” In recent months, Bessent has insisted that the Treasury market is in “very good shape,” that it is outperforming the bond markets of other countries and that its performance is correlated with elevated energy prices. He has also blamed traders for looking to create a panic about the trajectory of the U.S. economy, suggesting that a misunderstanding about the fundamental strength of the economy is creating a “fever dream” that is distorting the bond market. In an interview with Steve Bannon last week, Bessent insisted that “Bloomberg terminal bros” are misguided about the state of the Iran war and that he has information about what policymakers will do that the rest of the public does not know. The Treasury secretary argued that some investors could even be shunning U.S. bonds because they do not like Trump and his policies. “Many of these people have such disdain for the administration, want to see us fail or would take their pocket book over patriotism, that they don’t want to listen,” Bessent said. “I am not saying I’m always right, don’t challenge me, but I am trying to say that I have superior information and that I am trying to create good framing, so they don’t panic.” But for now, the bond market is not buying it.

mazon said it would temporarily stop transporting packages on 21 Air, the cargo airline that suffered a plane crash at the airport serving Miami last week, killing five people. “Safety has always been our top priority, whether in our own operations or when we’re working with partners,” Kelly Nantel, an Amazon spokesperson, said in a statement. “We’ve spent time supporting the investigation and reviewing some of the surrounding circumstances, and we’ve decided to pause our operations with 21 Air.” Two 21 Air pilots were operating a Boeing 767 on behalf of Amazon when the plane overshot a runway at Miami International Airport on Sept. 6, colliding with two vehicles, including a van owned by a cleaning company that serves airlines. Five people in the van died and five others were injured. “We remain focused on supporting the families and loved ones who were impacted by this accident, as well as working closely with the NTSB and all our partners, like Amazon, as the investigation continues,” 21 Air said in a

statement, referring to the National Transportation Safety Board. “We are confident in our safety policies, procedures and training.” The company was operating Flight 7598 on behalf of Amazon Air, which uses several cargo airlines to operate planes on its behalf. Amazon said it expected its decision would have little if any effect on its customers. 21 Air also operates flights for DHL, the logistics company based in Bonn, Germany. In a statement, DHL said it “continually assesses its network and relationships with service providers to ensure we meet the needs of our customers and our operational requirements.” The company declined to comment further, citing the “sensitive nature” of the ongoing investigation. One of the pilots of Flight 7598 warned the other multiple times that they were traveling with “excessive speed” as the plane came in for a landing, according to the safety board, which is investigating the crash and has recovered and analyzed the cockpit voice recording. The plane was moving at 138 mph when the brakes released. According to the safety board, about 16 seconds after the plane appeared to touch down, a pilot could be

heard calling for a go around, a maneuver in which a pilot aborts a landing, flies up and tries again. The agency won’t publicly disclose a cause for the crash until it issues a final report, which could take a year or more. Several former 21 Air employees have raised safety concerns about the airline, according to legal documents in a whistleblower case filed with the Labor Department. 21 Air, which is based in Greensboro, North Carolina, is owned by Jim Crane, a billionaire who built his fortune in logistics and who also owns the Houston Astros baseball team.

uerto Rico extended its perfect run at the 2026 Women’s Pan American Volleyball Cup by blanking Nicaragua 3-0 (25-17, 25-11, 25-9) on Monday at the Domo de la Feria in León, Guanajuato, Mexico. The Puerto Ricans improved their Group A record to 3-0 and were to play their final preliminary round match against the Dominican Republic (3-0) on Tuesday at 8 p.m. to determine the group winner and a direct path to the semifinals. Nicaragua fell to 1-2 record and was to close out the group stage against Canada at 6 p.m. Tuesday. Puerto Rico set the pace primarily through its serving and increased its dominance as the match progressed. Nicaragua stayed close for much of the first set, but Puerto Rico pulled away in the final stretch to take it 25-17. From that point on, Puerto Rico took over, dominating the second set 25-11 and opening the third with a 7-0 lead en

route to a 25-9 match-capping victory. Puerto Rico held a significant advantage in attacks (3718), blocks (9-2) and aces (8-2). Nicaragua committed 21 unforced errors compared to 15 by the winning team. Ivania Ortiz once again led the Puerto Rico offense with 12 points, tallying seven attacks, a block and four aces. Neira Ortiz added 10 points, with seven attacks, two blocks and an ace. Brittany Forbes led Nicaragua with eight points. Valeria Vázquez, Puerto Rico’s outside hitter, highlighted the pressure her team has managed to generate from the service line. “Our serving was good,” she said. “Just as in the match against Canada, we emphasized the importance of the serve. We applied pressure from the service line, and today we managed to make things difficult for Nicaragua regarding their passing. We hope to do the same in our final groupstage match against the Dominican Republic.”

Defense is key as Cangrejeras roll over Ganaderas in BSNF By THE STARS STAFF

T

he Cangrejeras of Santurce defeated the Ganaderas of Hatillo 71-45 on Monday night in a Women’s Superior National Basketball (BSNF by its initials in Spanish) game at Roberto Clemente Coliseum in San Juan . The first half was low-scoring for both teams, but Hatillo struggled the most, managing only 19 points in 20 minutes of play. The Ganaderas had no answer for the Cangrejeras’ suffocating defense. Head coach Fernando Casablanca opted for a full-court press, which paid off as Hatillo committed 11 turnovers in the first half. Santurce scored 15 points off those turnovers. Additionally, the Cangrejeras recorded seven steals and four blocks on the way to a 37-19 halftime lead. The Cangrejeras’ offense was balanced, with eight different players contributing to the scoring in the first two quarters.

Leading the way for the Cangrejeras were Teana Muldrow (15 points, nine rebounds) and Shae Kelley (13 points, 12 rebounds). Dontavia Waggoner again led Hatillo with 21 points and six rebounds, while Okako Adika recorded a double-double with 11 points and 11 rebounds. “Limiting them to a maximum of 13 points per quarter was the key to the game,” Casablanca said after the game. “We did a great job forcing them to miss shots. F

or five years, Alexander Zverev and Daniil Medvedev were the standard-bearers for the meat of the sandwich that men’s tennis had become for a generation of players born in the 1990s. In the first years of their careers, they had risen toward the top of the sport. In some ways, their combination of searing serves and counterpunching defense was revolutionary. Zverev and Medvedev dismantled onedimensional big servers and tested Novak Djokovic, Rafael Nadal and Roger Federer; Medvedev beat Djokovic

to win the 2021 U.S. Open and also reached the No. 1 ranking. But mostly, they were shut out of winning Grand Slam titles, leaving them no choice but to wait for the Big Three to move on so they could take over the sport. But the Big Three refused to budge until their late 30s. That was long enough for Zverev, the best and most consistent player of his cohort, to experience a rear guard assault from Carlos Alcaraz and Jannik Sinner, who are seven and four years younger than him. Zverev, the 29-year-old, big-serving German, was born to Russian parents who raised him to play a style of

tennis that could hang in rallies with the greats who had come before him. The result was a series of drubbings by Alcaraz and Sinner in the late stages of Grand Slam tournaments. That had left Zverev reeling after his loss in the first round of Wimbledon 14 months ago. “It’s not a feeling on a tennis court, it’s just a life feeling in general,” he said early last summer. “It’s difficult to find joy outside the tennis court for me at the moment.” For years, Zverev has been a controversial figure in the sport. He was accused twice of domestic abuse and has repeatedly denied the allegations.

Once was by a former girlfriend in 2020, but she did not pursue charges. The ATP Tour found that there was “insufficient evidence” to support her allegations and did not punish him. In the other case, brought by a former girlfriend who has a child with Zverev, he reached a settlement in Germany without admitting wrongdoing, instead paying 200,000 euros, or $218,000, to the state treasury and to nonprofit organizations. In a news conference at the French Open two years ago, Zverev said: “They’re not going to drop the case if you’re guilty at the end of the day. Done. We move on. I never ever want to hear another question about the subject again.” A year later, he said he felt lonely on the tennis court and did not have any answers. His results at major tournaments were going in the wrong direction. Before long, he would land at Nadal’s training academy, searching for answers that he and his two main coaches, his father and brother, did not seem able to deliver. Alcaraz and Sinner were just too good. They had won all the Grand Slam titles in 2024 and 2025, and they played each other for the title in three of them last year. They were young. They were better than Zverev, Medvedev and Stefanos Tsitsipas, the main three characters who had appeared to be heirs to the sport but were now fading. And it didn’t look like Alcaraz and Sinner were going anywhere for a long time. Zverev could not solve them. As it turned out, he didn’t have to. After clinching the U.S. Open trophy on Sunday, with a 6-4, 7-6 (2), 5-7, 6-2 win over American Ben Shelton, Zverev evaluated his status among the best players in the sport right now. “Right now, at this moment, probably yes,” he said. “Both of them healthy and both of them at the top of their game? Maybe not.” He added: “If everyone’s healthy, I think Jannik is ahead.” Winning the biggest tournaments in tennis is usually about coming up with some outrageous forehands and backhand and serves in the biggest moments. Zverev has long done a bit of that, especially with his serve, which is one of the most efficiently lethal in the game, and also with his backhand, which simply never breaks down. But winning is also about staying healthy and showing up and being able to deal with the elements of the crucible that best-of-five tennis in the Grand Slams can throw at the men’s players. Zverev did that more and better than Alcaraz, Sinner and Djokovic this year. Now, he has two Grand Slam trophies to show for it. And amazingly, though perhaps not surprisingly, Zverev has been able to collect those two trophies without beating either Alcaraz or Sinner all year. First, Alcaraz went down with a wrist injury in April. That kept him out of the French Open and Wimbledon. He didn’t play again until this U.S. Open, where Shelton beat him at 3:33 a.m. Eastern last Wednesday in the match of the tournament. As for Sinner, at the French Open he succumbed to a his-

toric spring heat wave in Paris. A game from escaping the second Answers to the Sudoku and Crossword round in straight sets, he became weak and unable to move and on page 21 won just one more. Djokovic would lose the following day. Zverev managed to survive. A nighttime match assignment on one of the hottest days helped some. When Zverev got to the final, Flavio Cobolli, a rising but fragile Italian and the world No. 14, was on the other side of the net. Zverev wobbled, but he survived and lifted his first Grand Slam trophy after a five-set win. “If you call me the worst player to win a Grand Slam, I could not care less right now,” he said after that final. A month later at Wimbledon, Sinner beat him in the final in four sets. Zverev though, playing some of the best and most aggressive tennis of his life, pushed Sinner hard and made him work for it. A month later, Sinner announced that he was rehabilitating an injured knee and would miss the Cincinnati Open. Two weeks after that, he pulled out of the U.S. Open. Zverev rose to become the top seed. Alcaraz, now the No. 2 seed, was safely on the other side of the draw. Zverev would not have to face him until the final. But Alcaraz had been on the sidelines for nearly five months, and getting to the final seemed like a long shot, even for the 23-yearold seven-time Grand Slam champion. Indeed, a nearly five-hour battle with Shelton in the middle of the night proved to be too much. Djokovic had gotten out of the way in the first round, his body failing as he lost in five sets on the first night of the tournament. Meanwhile, Zverev was once more working his way through a Grand Slam draw. It was not always pretty. He was two points from elimination in the first round, a match with Italy’s Lorenzo Sonego that ended at 1:55 a.m. He needed another five sets in the second round, defeating France’s Quentin Halys at 2:15 a.m. He survived. Once more, he had put himself in position to pick up the pieces of a draw in which the most decorated players had fallen away before the final weekend. The sport had entered an era of first-strike tennis and defense out of the corners that included flipping points. Late last season, Zverev promised himself that, win or lose, he was going to play that way, and he has rarely wavered from the plan. The shift was aimed at trying to compete with Alcaraz and Sinner. It ended up making it more difficult for lesser players to knock him out of big tournaments, as they did last year. It almost allowed him to topple Sinner at Wimbledon. Against Shelton on Sunday, no matter how far behind the baseline Zverev began during points, he repeatedly worked his way into the court. In some points, it would take several shots, with Zverev taking one giant step forward after each shot to gain the advantage and push his opponent further back. On so many of his serves, he stood firm right near the baseline and refused to give it up. Zverev has seized an opportunity that his peers could not. He acclimated to a new era. He got better. He stayed healthy. He kept showing up. This year, that was enough.
