ov. Jenniffer González Colón announced on Tuesday the opening of new surgery and renal service units at the Puerto Rico Medical Center, while the Medical Services Administration (ASEM by its acronym in Spanish) initiated the process to contract the design and construction of a new Trauma Hospital. “When we speak of the Puerto Rico Medical Center, we are speaking of the place where many of the most complex cases arrive,” González Colón said at a press conference. “We are speaking of patients who need specialized care, of families going through difficult times, and of healthcare professionals who work every day under an enormous responsibility.” As part of the improvements, the Adult University Hospital unveiled a General Surgery Unit spanning some 13,000 square feet, featuring 25 rooms -- 15 private and 10 semi-private. It also includes isolation rooms, a recreation area for patients with extended stays, and spaces for residents, interns and students. The project required an investment of $5.39 million from the institution’s capital improvement funds and represents, according to information provided by the hospital, the first comprehensive renovation of a clinical unit at the Adult University Hospital in over 15 years. Regarding the new Trauma Hospital, ASEM issued a request for proposals on Sept. 2 to develop the facility using an integrated design-build model. The process encompasses planning, design, permitting, procurement, construction, commissioning and operational readiness. Proposals may be submitted until Dec. 1 at 2 p.m. A virtual pre-proposal meeting is scheduled for Sept. 24 at 10 a.m., while the opening of proposals is set for Dec. 1 at 2:30 p.m. Another facility unveiled was the new Pediatric Renal Center unit at the Antonio Ortiz University Pediatric Hospital, which has been operational since Oct. 31, 2025. The center treats some 15 active patients: 11 via hemodialysis and four via peritoneal dialysis. The renovation increased capacity from four to five hemodialysis stations, in addition to an isolation station. The infrastructure features a higher-capacity ultrapure water system and

The project cost $4.6 million, funded by the island Health Department, with an additional $665,100 contributed by the Pediatric Hospital Foundation for equipment, furnishings and interior outfitting. A new Pediatric Surgery Unit was also completed, representing an investment of $5,839,505. It will accommodate 24 beds across 16 rooms and include negative-pressure spaces for patients requiring special infection control measures. As a fifth initiative, the government announced plans to incorporate a 7D FLASH surgical navigation system into the Pediatric Hospital for complex spinal procedures. This technology generates a 3D reconstruction of the patient’s anatomy and enables realtime guidance of surgical instruments. The system would be introduced through a loan-for-use agreement without a transfer of ownership, and permanent installation is contingent upon the signing of the agreement by all parties. The hospital already has physicians trained to use the system.

UPR Workers’ Union to continue strike indefinitely By THE STAR STAFF
D
avid Muñoz, president of the University of Puerto Rico (UPR) Workers’ Union, announced on Tuesday that the strike will continue indefinitely following the expiration of a weekend moratorium, as no new talks with the university administration materialized. “We will remain on strike given the absence of new discussions with the administration led by [UPR President] Dr. Zayira Jordán Conde and due to the failure to comply with the arbitration award issued by the Department of Labor’s Bureau of Conciliation and Arbitration, which upholds our right to select our own health insurance plan as established in our Collective
Bargaining Agreement,” Muñoz said in a written statement. The union leader noted that the arbitration award was subsequently ratified by the Court of First Instance, the Court of Appeals, and the Supreme Court of Puerto Rico. Over the weekend, the union had granted a moratorium to give the UPR president an additional opportunity to comply with the ruling regarding the health insurance plan for the employees represented by the organization. Muñoz said each campus would carry out the strike according to its specific circumstances, noting that the situation could change if the dispute is resolved or if the union membership decides on a different course of action. As the next legal step, the contempt hearing requested

Rivera Schatz signals weak Senate support for plan to expropriate community aqueduct lands By THE STAR STAFF
S
enate President Thomas Rivera Schatz warned Tuesday that a proposal empowering the Puerto Rico Aqueduct and Sewer Authority (PRASA) to expropriate land used by community aqueduct systems is unlikely to gain traction in the upper chamber. In written statements posted to his social media accounts, Rivera Schatz said the legislation — now under consideration in the island House of Representatives — has “little sympathy” in the Senate, particularly because it relies on government intervention to resolve issues that, he argued, could be handled case by case. The measure seeks to authorize the use of eminent domain to transfer property titles for land where wells, tanks and other infrastructure belonging to non-PRASA community systems are located. The systems serve communities that do not receive potable water directly from PRASA and are managed by community organizations or other entities. Rivera Schatz questioned whether government interven-

be evaluated under the premise of the strict and minimally necessary intervention of the government.” He added that while some communities may face administrative or ownership challenges, establishing a broad expropriation mechanism raises concerns about whether the government intends to manage the systems itself or transfer them to private entities. “Of course there will be difficulties or inconveniences in some cases, in some communities, but the government expropriating? To administer it or to hand it over to a ‘private entity’?” he said. Rivera Schatz also argued that the government should focus first on addressing longstanding issues within PRASA’s own water system before intervening in community-run operations. “The government must fix its own problem with PRASA before ‘messing around’ with community wells,” he stated. The proposal remains under evaluation in the House, where lawmakers are weighing whether expropriation is the appropriate mechanism to resolve disputes over land ownership and infrastructure management in non-PRASA systems.
Arecibo marks 135 social‑interest home reconstructions with new residence in Hato Abajo By THE STAR STAFF
T
he Municipality of Arecibo has completed 135 full home reconstructions for residents in need, Mayor Carlos Ramírez Irizarry announced late last week as he delivered a newly built residence to Rolando Ramos Mártir of the Hato Abajo community in sector Los Mora-Altamira. The project, funded through federal recovery resources, addressed structural deficiencies in Ramos Mártir’s former home and provided a safe, dignified two‑bedroom replacement. The municipality invested $89,000 in the reconstruction, which included land preparation, permitting and construction, the mayor said Friday. Ramírez Irizarry said the initiative is part of a broader
municipal effort launched in 2021 to secure federal funds for housing rehabilitation. To date, Arecibo has completed 135 full reconstructions and carried out additional accessibility improvements for residents with disabilities, including ramps, railings, and bathtub replacements in compliance with Americans with Disabilities Act standards. The cumulative investment totals $8,205,846.01. “This case represented an urgent need due to the condition of the previous structure,” the mayor said. “Today we can deliver a fully rehabilitated home in better, safer condition for its resident. I am grateful for the commitment of the Municipal Development and Housing Department, whose work ensures these projects reach the families who need them most.” The reconstruction forms part of a series of municipal
projects aimed at strengthening communities through partial repairs, rehabilitations, and full housing rebuilds using the aforementioned federal recovery funds. “These federal resources were established to stimulate economic recovery and support investments that strengthen our communities,” Ramírez Irizarry added. “In Arecibo, we have worked to use these funds responsibly to address real needs and improve residents’ quality of life.” Residents seeking information about available housing assistance programs may contact the Municipal Development Department at desarrollomunicipal@arecibo.pr.gov or visit its offices at the Juan “Johnny” Rosado Building on Calle Barceló in Arecibo’s urban center. Office hours are Monday through Friday from 8 a.m. to noon and 1 p.m. to 4:30 p.m.

Federal probe focusing on Power Expectations contract intermediaries By THE STAR STAFF
T
he federal probe into the now-cancelled Power Expectations temporary energy production contract is focusing on whether intermediaries, such as consultants, broke the law, according to sources, which did not pinpoint a specific target in the probe. The Financial Oversight and Management Board revoked its approval of the $5.8 billion contract after learning that one of the companies in the consortium, Enchanted Rock, claimed that the signature on the document was illegal and unauthorized, prompting numerous questions. Jobadiah “Jhoby” Sinclair Weeks, who appeared as a signatory for Enchanted Rock in documents tied to the project, is cooperating with the probe, the sources said. As previously reported by the STAR, according to a lawsuit filed recently by Power Expectations that seeks to reinstate the contract, Enchanted Rock in June of this year began to have second thoughts about executing the contract, presumably because its parent company, ERock, was in the process of making an initial public offering and was planning to start trading in The New York Stock Exchange. Fearing the contract’s collapse, Power Expectations exercised its authority under a memorandum of understanding

Mixed hiring results expected for upcoming quarter in PR By THE STAR STAFF
P
uerto Rico’s employers expect a net hiring outlook of 34% for the October-December quarter, a result that reflects both a significant year-over-year increase and a notable slowdown compared with the previous quarter, according to the latest ManpowerGroup Employment Outlook Survey. The figure represents a 19-point rise compared with the same period last year and a 12-point decline from the prior quarter, a dynamic ManpowerGroup describes as a “mixed” but stable indicator of the island’s labor market. The survey, conducted with more than 500 employers across Puerto Rico, is part of ManpowerGroup’s global study, which has been carried out since 1962 and is considered one of the world’s most comprehensive forward-looking employment indicators. As the report explains, the net employment outlook is calculated by subtracting the percentage of employers who expect to reduce staff from those who plan to increase it. Melissa Rivera Roena, general manager of ManpowerGroup Puerto Rico, said Tuesday that the island now ranks 13th among 42 countries measured, a drop of 12 positions from the previous quarter. However, when viewed across a longer global timeline, Puerto Rico remains one of the strongest hiring markets in the world, holding the second-highest long-term hiring intention at 19%, surpassed only by Panama. Rivera Roena said the combination of quarterly decline and annual growth underscores a labor market that continues to perform consistently despite global uncertainty.
“The data point to a very stable hiring market in Puerto Rico that keeps us among the global leaders,” she said. Survey results show that nearly half of employers plan to expand their workforce before the end of the year. According to the report, 48% expect to increase staff, 39% foresee no changes, 11% plan reductions and 2% remain undecided. Hiring expectations vary significantly by region. The metropolitan area leads with 43%, followed closely by the central region at 42% and the eastern region at 32%. The lowest expectations were reported in the north, at 28%, and the south, at 23%. Company size also plays a decisive role in hiring plans. Organizations with 10 to 49 employees show the strongest outlook at 55%, marking the highest growth compared with the previous quarter. Larger employers also expect to hire, including companies with 250 to 999 workers at 46% and those with 1,000 to 4,999 employees at 40%. Microbusinesses with fewer than 10 employees report the weakest hiring intention at 17%. All major industry sectors measured in the survey reported increases. Commerce and logistics lead with 53%, followed by manufacturing and information, both at 44%. Other sectors showing positive expectations include natural resources, construction and real estate, finance and insurance, professional and technical services, hospitality and the public sector, health and social services. Entry-level hiring is also rising across multiple industries. Employers report that hiring for entry-level roles is increasing
handle the transaction, but Power Expectations said it does not know whether the 3PPO, managed by Osvaldo Carlo Linares, informed the Puerto Rico Electric Power Authority (PREPA). Later, Power Expectations replaced Enchanted Rock with Flotek Industries. Former PREPA Executive Director Mary Carmen Zapata Acosta, who resigned last week, has provided information to investigators, emphasizing the role of intermediaries, according to the sources. Zapata has said she signed the Power Expectations contract after consulting with Carlo. Zapata reportedly told investigators she was kept in the dark about the situation with Enchanted Rock. She claims the 3PPO was aware of questions surrounding the company’s involvement before PREPA learned of them, and that this information was not shared with her. The Power Expectations agreement intended to secure 400 megawatts of temporary generation -- has unraveled amid allegations of misrepresentation, conflicts of interest, and failures in due diligence. PREPA formally terminated the contract in August after the company failed to deliver a required performance bond and after the oversight board revoked its approval. Carlo and Zapata are slated to testify in public hearings investigating the contract next week. compared with 2025, with 57% expecting to add new entry-level positions. Employers also identified factors that are accelerating or slowing the pace of hiring. Faster collaboration between human resources and hiring managers, quicker internal approval processes, greater flexibility such as remote or hybrid work options, improved use of recruitment technology and better candidate segmentation are helping organizations fill vacancies more quickly. At the same time, employers cite a shortage of qualified candidates, fewer referrals, complex recruitment processes and hiring freezes as obstacles. The survey was conducted July 1-31 using a representative sample of employers who are not ManpowerGroup clients, in keeping with the company’s ethical standards.
Melissa Rivera Roena, general manager of ManpowerGroup Puerto Rico, said the island now ranks 13th among 42 countries measured in the ManpowerGroup Employment Outlook Survey, a drop of 12 positions from the previous quarter.

Amazon plane crash starts debate about requiring a buffer for runways By KAROUN DEMIRJIAN
O
ver the past 30 years, an increasing number of airports in the United States have installed buffer areas of crushable concrete at the end of their runways to help stop planes that overshoot their landings before they can crash into anything. Miami International Airport, where an Amazon cargo jet overran the runway’s terminus Sunday, killing five people and injuring five more, does not have such a buffer. Engineered materials arresting systems, referred to in the industry as EMAS, have been installed in at least 70 U.S. airports since the 1990s and are credited with successfully halting 26 airplanes that overshot runways, carrying a total of 497 passengers, according to the Federal Aviation Administration. The FAA has recommended that airports install the buffers for at least two decades, stating in a 2005 advisory circular that the system had “demonstrated its effectiveness in arresting aircraft overruns.” The agency said last year that “EMAS has performed successfully every time, resulting in no loss of life and minimal damage.” Nonetheless, the FAA has stopped short of requiring all airports to install the technology, determining that paved areas at least 1,000 feet long and 500 feet wide at each end of runways provide enough room to mitigate the risks. In a statement, the FAA said Miami International met the required length and width specifications for runway safety areas. Sunday’s accident is raising new questions about whether that standard ought to be reviewed. “Should EMAS be everywhere at every airport? That will be a key part of our investigation,” Jennifer Homendy, chair of the National Transportation Safety Board, told reporters Monday. “I don’t know that I’ve seen any airport that has a 1,000foot runway safety area and an EMAS bed,” Michael O’Donnell, an aviation consultant who previously oversaw air traffic safety and airport safety for the FAA, and signed the agency’s most recent update to its buffer technology recommendations in
2012, said in an interview. “Now this drives the immediate question: Was 1,000 feet enough in an accident like this?” The crushable material that constitutes these buffers helps decelerate aircraft by collapsing under the weight of the plane, slowing its momentum until it comes to a stop. They take up less space than traditional runway safety areas, with minimum requirements that they be as wide as the runway and, in most cases, that the part containing crushable material extend out 600 feet from the runway’s endpoint. The FAA has likened the system to offramps that appear along steep highways to help stop runaway trucks. Federal funding initiatives have helped eligible airports defray the considerable expense of installing the technology, which costs several million dollars per runway. Since the FAA began exploring the technology, airports with geographical limitations preventing them from building long buffer zones have been prioritized for installation. In New York, for example, where airports are tucked into urban areas, the buffers are a common feature. Kennedy International Airport became the first U.S. airport to install the system in 1996, and LaGuardia Airport followed suit, finishing its installation in 2015 with the help of a federal grant program. The system most recently helped to prevent a potentially catastrophic event this year, at Teterboro Airport in New Jersey, where it stopped a Learjet 60 that overran the runway. But at some more sprawling airports like Miami International, where physical obstacles are comparatively distant from the runways, managers have not viewed the technology as a necessary element to improve safety. “No U.S. airport has EMAS at a runway end that also maintains the full, unobstructed 1,000-foot safety area,” Gregory Chin, a spokesperson for the Miami-Dade Aviation Department, said in an emailed statement. “EMAS is intended as an alternative, not as an additional layer on top of one.” He added that Miami International undergoes a comprehensive FAA safety inspection every year and has consistently met federal airfield safety requirements.
“The priority for the deployment of EMAS is going to be to those airports where the risks are greatest, and Miami would not be one of them,” said Michael McCormick, a professor at Embry-Riddle Aeronautical University who previously led the FAA’s air traffic operation. He noted, however, that airports like Miami International could still apply for federal Airport Improvement Program grants, which are funded through taxes on airline tickets and fuel, to assist with a buffer installation or simply absorb the cost. Experts were not in full agreement about how the system would have performed in Sunday’s accident at Miami International. “Looking at the speed the aircraft went off the end at, EMAS might not even have worked,” said Scott Dunham, a former air safety investigator for the NTSB. He said Sunday’s catastrophic cargo jet landing was “way beyond anything you’d expect to be from a minor problem.” The systems are designed to absorb momentum from most aircraft, assuming they enter the buffer zone at a speed of up to 80.55 mph. But according to the flight tracking website Flightradar24, the Boeing 767-300 cargo plane involved in Sunday’s accident was going nearly 128.9 mph when it exited the runway area — considerably faster than what the buffer technology was designed to counteract. The cargo plane ended up about 1,300 feet outside the paved area, Homendy said, after colliding with a van that belonged to an airport cleaning company, going through the airport perimeter fence, and striking an SUV traveling on a street near the airport. All of those killed in the accident were on the ground, she added. But some experts said they believed that had the buffer technology been in place, it might have slowed the plane enough to avoid some of that carnage. “At a minimum, even if you have a large Boeing 767 barrel down a runway at 100 knots plus, it’s going to at least slow it down,” McCormick said. “So it’s going to minimize the risk of collision.”

“I come down here in the morning and sometimes the odor is terrible,” he said in late October 2001, according to an article in The New York Daily News, which had reported on toxic chemicals and metals that had been released into the environment around ground zero. “You smell it and you feel there must be something wrong with it. But what I’m told is that it is not dangerous to your health.” In February 2002, Bloomberg said, “Every test that has been done says the air quality was in acceptable limits. I think some people are just never going to want to believe that.” A spokesperson for Bloomberg declined to comment. A spokesperson for Giuliani did not respond to a request for comment. Correspondence between Deutsche Bank, at 130 Liberty St., and the city DEP discusses testing from September 2001 through April 2002 that found asbestos in dust samples ex-
ceeding the 1% threshold for harm throughout the building, as well as the presence of carcinogenic organic contaminants, heavy metals, fungi and bacteria. The bank’s experts “have recommended a systematic testing program” to quantify the hazard and identify appropriate methods for handling and disposing of the materials, the company’s managing director for corporate real estate wrote in a June 2002 letter to the DEP commissioner. The building would eventually be demolished. Asbestos exposure can cause lung tissue scarring, mesothelioma and lung cancer. Dust, smoke and other pollutants from the site have also been associated with lymphoma, leukemia and other cancers. The mayor and the city’s chief lawyer, Steven Banks, agreed that it was important to make the documents public, Banks recalled in a recent interview.

What Gloria Steinem can teach us By MICHELLE GOLDBERG
W
hat a wretched time for Gloria Steinem to die. Had Steinem, an icon of second-wave feminism, left us a decade ago, the arc of her life would have seemed one of unequivocal triumph. Steinem began her career at a time when abortion was illegal and male domination largely unquestioned. Moving to New York in 1960, she had a hard time finding an apartment on her own: “Landlords felt single women were not financially responsible, and if you could earn enough, you must be a hooker,” she once said. In 1969, the year she wrote her first piece about women’s liberation, there was one woman in the Senate, a widow who’d succeeded her husband. Until 1971, the year Steinem helped launch Ms. magazine, women still weren’t allowed to join the National Press Club. By September 2016, the world Steinem helped so many women imagine seemed closer than ever. Steinem’s friend Hillary Clinton was widely expected to become the next president. Feminist journalism was flourishing in unexpected places, including Teen Vogue. “There is a changed consciousness now,” she said in a speech in 2016. abortion has been lost, and there’s a growing call among anti-abortion activists to imprison women who terminate their pregnancies. Some big companies, including Zoom and Deloitte, are rolling back parental leave. Alex Karp, head of the tech surveillance behemoth Palantir, openly fantasizes that artificial intelligence will eliminate jobs done largely by educated women and thus reduce their power in society. At such a dark moment for gender equality, there’s something particularly bittersweet about the outpouring of encomiums to Steinem that have followed her death. We have no way of knowing if we’re living through a momentary backlash to the causes she championed or a new age of barbarism that will stamp out even more of the freedoms she helped win. But the bleakness of our time makes her example more important than ever. She didn’t vanquish crude sexism, but she was part of a movement that made it marginal, at least for a while. If it was done before, it can be done again. Steinem’s emphasis on women building flesh-andblood networks seems particularly significant right now. She once wrote that consciousness-raising groups, where women gathered weekly to talk about their lives, “gave feminism its heart, depth and most lasting legacies.” Even as consciousness-raising fell out of fashion, Steinem continued to believe that there was no substitute for organizing in the real world. In that 2016 speech, she said, “Something happens when we are together in a room like this, with all five senses, that cannot happen on the printed page — as much as I love books — that cannot happen on a screen.” Often, she turned her Upper East Side apartment into a feminist salon. In the 1960s and 1970s, of course, women had to meet in the real world if they were going to meet at all. But I don’t think we can separate the vicious anti-feminist reaction we’re enduring from the fact that so much of our public life is mediated by toxic, isolating algorithms. Steinem, who started her career as a journalist, helped show women how to breach a hostile media. Her descendants have what is in some ways an even greater challenge, which is how to operate within a hostile media delivery system. I recently read Jon Ronson’s new book, “The Castle: Adventures in a World of Unraveling Men.” It’s about why so many men seem unmoored, and often, the internet is a big part of the answer. Ronson describes an online course for aspiring YouTubers that teaches, “Opposition and conflict are what bring people together. They cause your community to link arms and identify with you.” The instructor told Ronson, “The unfortunate thing is it only works if it continues to push the boundaries, increasing the vilification of the nonbeliever.” This dynamic has proved deeply destructive to feminism. Social media’s rage-based economy led contemporary feminism to rip itself apart internally with ever-escalating

At the same time, it fueled the rise of the manosphere, where enterprising creators learned they could make their names both channeling and exacerbating their audience’s resentments. The algorithms built to keep people attached to their devices are inimical to social progress and a terrible substitute for human connection. A workable strategy to escape from the dystopia these algorithms have helped create can be built only outside them. This is something that the Democratic Socialists of America seems to grasp. The movement has grown powerful not just because of its ideology, but because its constant roster of events — soccer leagues, running clubs, standup comedy nights — offers an antidote to a culture plagued by loneliness and atomization. Zohran Mamdani’s campaign became, for some New Yorkers, a rich social world in addition to a political cause. Second-wave feminism once had that quality, and Steinem often said she wanted to recapture it. In the afterword to her 1992 book “Revolution From Within,” Steinem dreamed of a “national honeycomb” of small groups, at once personal and political, that would provide the social infrastructure for a revitalized feminism. She saw Alcoholics Anonymous as a model. “If two white male alcoholics could start a national network of meetings that are free, leaderless and accessible,” she wrote, “so can we.”

Dave Marsh, rock critic who loved Springsteen and hated the Dead, dies at 76 By ALEX WILLIAMS
D
ave Marsh, an influential and idiosyncratic rock critic who championed passion over polish, helped catapult Bruce Springsteen to fame and damned the Grateful Dead as “the worst band in creation,” died Aug. 14 at his home in Norwalk, Connecticut. He was 76. The cause was complications of posterior cortical atrophy, a form of dementia, said his wife, Barbara Carr. Marsh, a star writer and editor for Creem, the taste-shaping Detroit rock magazine, and Rolling Stone, was among a generation of pioneering critics, including Lester Bangs, Jon Landau and Greil Marcus, who shaped how the world saw the golden age of rock. He could be quirky. In a list of the 30 greatest rock ’n’ roll guitarists included in “The Book of Rock Lists” (1981, written with Kevin Stein), he ranked Carl Wilson of the Beach Boys — a celestial voice, but no one’s idea of a shredder — above fretboard leviathans Jimmy Page and Duane Allman. “He was born with the DNA of a contrarian,” Landau, who went on to manage and produce Springsteen, said in an interview. “He loved to argue, sometimes just for the sake of arguing.” But the opinions Marsh held, he held with conviction. Marcus once described his work as “heartfelt, heart on your sleeve, blood in your mouth.” With tastes that ran from the Supremes to the Sex Pistols — with heavy helpings of garage rock, soul, R&B and heartland rock from Bob Seger along the way — Marsh, proud of his blue-collar origins, was a music populist as well as what Landau called a “classicist” who steered clear of ephemeral fashions. The mission of rock, he once wrote, was to bring “a glorious possibility, a chance to communicate across all the gaps in our society — gaps of class, race, region, gender, generation, education.” Given that Springsteen’s goal was similar, it was little wonder that, among the more than two dozen books that Marsh published, including appraisals of Elvis Presley, George Clinton and the Who, five were about the
Dave Marsh, an influential and idiosyncratic rock critic who championed passion over polish, helped catapult Bruce Springsteen to fame and damned the Grateful Dead as “the worst band in creation,” died Aug. 14 at his home in Norwalk, Connecticut. He was 76. (Facebook via Bruce Springsteen Archives & Center for American Music) bard of the Jersey swamps, starting with the bestselling “Born to Run: The Bruce Springsteen Story” (1979), the first major biography of the artist. “My great friend Dave, with his straightout-of-Detroit attitude, was a true rock ’n’ roll lifer,” Springsteen wrote on social media after Marsh’s death. “He deeply believed in what I was trying to accomplish,” Springsteen added, “and his lifetime of support meant the world to me.” A connoisseur of raw minimalism, Marsh was one of the first journalists to use the term punk rock, in a 1971 Creem column about the Michigan garage rockers ? and the Mysterians (Question Mark and the Mysterians). In 1993, he published an entire book on a timeless three-chord frat-house raver, “Louie Louie: The History and Mythology of the World’s Most Famous Rock ’n’ Roll Song.” To him, rock did not need filigreed solos or 24-track production to touch the heart. “Rock ’n’ roll is an attitude,” he once wrote. “It’s not a musical form of a strict sort. It’s a way of doing things, approaching things.”
What good music required, he believed, was emotional authenticity. In his 1989 book, “The Heart of Rock & Soul: The 1,001 Greatest Singles Ever Made,” considered a landmark of music criticism, he listed at No. 1 Marvin Gaye’s recording of “I Heard It Through the Grapevine.” That 1968 version of the song, he wrote, isn’t “a plea to save a love affair; it’s Marvin Gaye’s essay on salvaging the human spirit.” In a Rolling Stone review of Patti Smith’s vulnerable and brutal 1978 album “Easter,” he called her “the most profoundly religious American popular performer since Jim Morrison.” Conversely, he felt that the bombastic music of progressive rock bands like Emerson, Lake & Palmer and Yes, with their Carnegie Hall-worthy orchestral arrangements and virtuoso musicianship, was “truly arrogant,” as he wrote in Rolling Stone in 1977, “because it refuses to articulate just what moods its complex structures are meant to evoke.” He reserved equal ire for what he considered slick, soulless corporate rock. In “The New Rolling Stone Record Guide” (1983), he gave every one of Journey’s nine albums up to that point — including the 1981 juggernaut “Escape,” which sold over 10 million copies — one out of five stars. The band, he wrote, “made records perfectly calculated to be inserted into FM radio playlists: ‘Stepford Wives’ rock, dead on its feet without any awareness of the utter triviality.” In the same record guide, Marsh called the Grateful Dead, with their interminable space jams and druggy aura, an “assertedly major oeuvre that’s virtually worthless except for documentary purposes.” In a Rolling Stone review of Queen’s 1978 album, “Jazz,” he said the group “may be the first truly fascist rock band.” David Rodney Marsh was born March 1, 1950, in Pontiac, Michigan, the eldest of three children of Oliver Marsh, a labor relations officer for the Grand Trunk Western Railroad, and Mary (Evon) Marsh, a teacher’s assistant. He grew up listening to R&B records at the height of the Motown era, and the music helped him realize that “all the inequality and segregation and racism I had been brought up with had to be wrong,” he said in a 1989
radio interview with author Studs Terkel. He wrote for the newspapers at Waterford Kettering High School, outside Detroit, from which he graduated in 1968, and at Wayne State University, which he abandoned after a year. At 19, he “talked my way into Creem,” he later recalled. He became the “spark plug” for the magazine, as Landau put it, helping define the publication’s hard-edge Detroit sensibility and giving an early stamp of approval to ferocious local bands like Iggy and the Stooges and the MC5, who created a blueprint for punk rock. After rising to become the editor-inchief of Creem, Marsh left in the early 1970s because of mounting tensions with Barry Kramer, the magazine’s publisher. He moved to the Boston area and began writing for The Real Paper, a trailblazing alternative newspaper. In the spring of 1974, he and Landau headed to the Harvard Square Theater to check out a shaggy troubadour out of Asbury Park, New Jersey. “I expected nothing,” Marsh later wrote. “I got everything.” He became a close friend of Springsteen’s, as well as a leading interpreter of his work; his wife, Carr, helped Landau manage Springsteen. The cozy relationship drew scrutiny, which Marsh did not duck. “Hidden conflicts of interest are not good,” he wrote in the introduction to his 1987 biography, “Glory Days: Bruce Springsteen in the 1980s.” “Open conflicts of interest are part of the story.” In the early 1980s, Marsh was a founder of Rock & Roll Confidential, a left-wing monthly newsletter that billed itself as “the Voice of the Undesirable Element,” exploring music, censorship and corporate greed. In more recent years, he was a host, with Jim Rotolo, of “E Street Radio,” a weekly program for Springsteen fanatics, and presided over another music show, “Kick Out the Jams,” both on SiriusXM. In addition to his wife, he is survived by a step-grandchild and a sister, Paula Seguna. Marsh’s stepdaughter Sasha Carr died in 2024. Another stepdaughter, Kristen Ann Carr, died of sarcoma in 1993 and inspired the creation of a fund in her name supporting cancer research and patient care, for which Marsh helped raise money.

S&P 500 falls as AI worries hit software makers
T
he S&P 500 ended lower on Tuesday, with Salesforce and other software makers losing ground, while hostilities in the Middle East lifted oil prices and investors awaited inflation data that could affect the chance of an interest rate hike. Salesforce and Intuit fell about 4%, while ServiceNow lost 5%. OpenAI’s launch last week of its n ewest model, GPT-6 Astra, reignited speculation that AI could compete with services now offered by specialized software companies. The S&P 500 software and services index fell 1.4%, down for a second straight day. “Astra has kind of reignited the software disruption fears and it’s resumed that old trend that we got used to for a while, where semiconductor stocks and data center capex beneficiaries do well, while software stocks do poorly,” said Jed Ellerbroek, portfolio manager at Argent Capital Management. Intel jumped 9% and Qualcomm rose 3.2% after striking a deal with Amazon to develop custom AI chips. Traders increased bets on an interest rate hike at the U.S. Federal Reserve’s September 15-16 meeting after the Labor Department reported last week that employers added far more positions than expected in August. This week’s producer and consumer price reports are seen as key data ahead of that decision, with policymakers looking for further evidence that inflation pressures are continuing to cool. Traders see a 60% chance of an increase in interest rates at next week’s Fed policy meeting, according to

Rubio plans to push Colombia’s new leader to tackle cocaine trade By ANNIE CORREAL
S
ecretary of State Marco Rubio’s first stop on a three-country trip this week is Colombia. There, he plans to deliver a strong message from President Donald Trump to the country’s new president, a staunch U.S. ally, according to two people with knowledge of the trip. The message: Eradicate cocaine and dismantle trafficking groups. On Tuesday morning, Rubio told reporters aboard a plane bound for Barranquilla, Colombia, that the agenda for his trip — to Colombia, Ecuador and Peru — was to speak with aligned leaders about taking on “transnational criminal terrorists” and “economic engagements.” “We’re hoping to wrap up good, solid trade deals,” he said, noting that a priority of the Trump administration’s national security strategy has been “strengthening our presence in the Western Hemisphere.” Along with signing deals to access countries’ resources — from critical minerals to oil — the Trump administration is embarking on a militarized anti-cartel push it has likened to the offensive against al-Qaida and the Islamic State group as it seeks to exert greater control in Latin America. Colombia, the world’s largest cocaine producer, has in recent years seen a surge in production amid soaring global demand for the drug. That has set off a spike in violence as armed groups battle to control territory and move into neighboring countries such as Ecuador and Venezuela. In Abelardo De La Espriella, Colombia’s re-
cently elected president, Trump has found an eager partner. De La Espriella, who made crushing “narcoterrorists” a central plank of his outsider campaign, has touted military operations against trafficking groups in his first month in office. As Rubio prepared to visit, the new Colombian leader posted images of body bags holding what he said online were slain group members. Since De La Espriella was inaugurated, the United States announced a $1 billion dollar aid package for Colombia. The new president enrolled Colombia in the Trump administration’s new security alliance, the Shield of the Americas, and pledged to make the country its regional hub. He also committed to allowing joint military operations with the United States. The secretary of state plans to press De La Espriella to eradicate hundreds of square miles of coca crops, an issue described as a priority for Trump, the people with knowledge of his trip said. The Colombian leader will also be asked to further deploy Colombia’s security forces and to target armed groups’ financial networks. The two people spoke on the condition of anonymity to discuss diplomatic matters. Rubio and De La Espriella are also expected to discuss Colombian military capabilities. While Colombia has long had one of the most advanced militaries in the region, experts say it has been hobbled by funding cuts, a diminished helicopter fleet and a lack of equipment such as drone protection systems. In Trump’s second term, his administration has zeroed in on the drug trade, trying to justify deadly strikes against people the adminis-
Secretary of State Marco Rubio speaks during a meeting of President Donald Trump’s Cabinet, at Camp David in Maryland, on Friday, July 31, 2026. New measures to target narcotics traffickers will be at the top of the agenda as Rubio visits Colombia this week, according to people familiar with his plans. (Pete Marovich/The New York Times) tration claims are traffickers — often without evidence — by designating them as terrorists. The second Trump administration has added about 20 new Latin American groups to a list of foreign terrorist organizations. They include transnational gangs including Venezuela’s Tren de Aragua; dissident factions of a once-powerful rebel group in Colombia, the Revolutionary Armed Forces of Colombia, known as FARC; and warring drug gangs in Ecuador. Gimena Sánchez, Andes director for the Washington Office on Latin America,, said that while civilians had paid a toll in recent years as clashes between armed groups worsened, it could become still more dangerous for them if more military forces are deployed. That could also lead to rights violations, she said. And increasing pressure to eradicate coca
crops poses health risks, Sánchez said. In 2015, Colombia stopped aerial fumigation following a World Health warning about the health effects of the herbicide used to kill coca plants, glyphosate. Sánchez said she was concerned about the resumption of aerial fumigation, even if it was with another chemical. “It has environmental and health consequences and gets rid of people’s food crops,” she said. And to residents, she said, “it feels like it’s an invasion.” Along with military cooperation, Sánchez said, De La Espriella might also raise during his meeting with Rubio the topic of tariffs and the possibility of the United States providing more help following last month’s devastating earthquake. Rubio also plans to address trade relations with China during his visit to the three countries, as the United States seeks to open up more of Latin America to American investment. Last month, Ecuador’s president, Daniel Noboa, traveled to China to meet with leaders, a move that risked rankling U.S. officials. Ecuador’s economy is deeply enmeshed with China, which financed a major hydroelectric dam and is the largest buyer of Ecuadorian shrimp. Noboa told reporters that business with China had to continue. Peru, led by the recently elected President Keiko Fujimori, also has extensive trade ties with China. Rubio is also expected to seek commitments from leaders related to migration and deportations, according to the people familiar with his agenda.
US military sinks boats said to aid drug smuggling near Ecuador By JOHN ISMAY
U
.S. forces operating near Ecuador on Saturday intercepted and destroyed several commercial vessels believed to be used for refueling boats smuggling drugs to the United States. It was the fourth interdiction of vessels used as floating refueling platforms in the eastern Pacific, according to a U.S. official, who said no one on either side was hurt or killed. The mission was carried out as part of U.S. Southern Command’s efforts to hinder narcotics smugglers in the Pacific and Atlantic Oceans, a campaign that began just over a year ago.
A video posted to social media by the command, which directs military operations in Central and South America, shows a U.S. military vessel, an 11-meter rigid-hull inflatable boat, approach what appears to be a larger civilian craft with fuel jugs lining a raised open deck. A Marine Corps helicopter hovered off the vessel’s starboard side. The video shows the inflatable boat moving out of the frame, then shows the larger vessel’s bow erupting in an explosion. People aboard the refueling vessel were transferred to the custody of Ecuadorian government officials, who were nearby as part of the operation, said the official, who spoke on the condition of anonymity because he was

A melting glacier in Nepal was a time bomb. There are more to come. L By JASON GULLEY
ike much of the world, I’ve watched and rewatched videos of the catastrophic flood that have filtered out of Nepal with horror and sadness. But unlike many, I have an intimate knowledge of this part of the world, where I first traveled as an undergraduate geology student in 2005 to study how glaciers in the Khumbu region disintegrate into hazardous lakes. I’ve made six expeditions there over the past two decades. Because of the remote location, scientists don’t know what precisely triggered the recent disaster — yet. What’s clear at this point is that a giant hunk of glacier peeled off the side of the mountain, tumbled down 4,000 vertical feet and slammed into a tributary of the Bhotekoshi River in China. Moments later, a wall of rocks and water blasted through the Gyirong Port building as the flood barreled down the valley. The source of the water remains a mystery. In many catastrophic floods in the Himalayas, glacier lakes are to blame. When Nepal’s glaciers were healthy, they bulldozed down mountains and pushed up piles of rocky debris hundreds of feet high to form features glaciologists call moraines. As temperatures across the Himalayas have soared, glaciers have shriveled, and those moraines have trapped meltwater. That has created lakes that can grow until they replace the glacier feeding them — or until a disturbance causes them to drain catastrophically. As I reported last year with New York Times climate science reporter Raymond Zhong, a landslide smacked into a glacier in the Khumbu region in 2024, launching a flood wave over the moraine dam that sent 100 million gallons of water through the heart of Thame, a Sherpa village nearby. Luckily, no one died. But the flood destroyed the village’s school, medical clinic, several lodges and homes. Data shows that glacial failures — a scientific term that includes glacier detachments and rock-ice avalanches — have happened dozens of times since 1900 in the China-Nepal border region. While last week’s flood had a massive landslide, there didn’t appear to be any glacier lakes below it, making it a bit of an anomaly. Some scientists have speculated that the impact of a piece of glacier falling 4,000 feet could have pulverized the ice into water. But we know that there will be more floods — and some may be far worse. Unless carbon dioxide emissions are curbed, scientists project that warming across High Mountain Asia will erase as much as 75% of the remaining glaciers by 2100. Meltwater pooling behind moraines and in depressions exposed by the ice will transform thousands of glaciers into large lakes, each one a potential ticking time bomb for vulnerable communities downstream. Over the past 20 years, I’ve watched this process in ac-
tion. On my earliest trips to the region, I would scamper up the Ngozumpa, Nepal’s longest glacier, to my research sites, where I would step across a long, ribbon-shaped puddle, near the Sherpa village of Gokyo. In 2025, when I returned to report on glacier flooding hazards for the Times, it had become a lake, nearly 750 feet wide and 850 long. The flood in Thame a few years ago showed that smaller lakes can be dangerous on their own, but they also play a critical role in creating larger lakes — and potentially larger flood hazards. The Ngozumpa, like many of Nepal’s glaciers, is blanketed by thick, rocky debris shed by adjacent mountains. Glaciologists once thought this debris would insulate ice from melting, but now we know that lakes can supercharge melt. Silt and mud trapped by meltwater turn lake water a dark gray color. And just as wearing a black T-shirt on a sunny day makes you warmer, that dark color heats up the water in the lakes to melt the surrounding ice. Warm water can create caves that turn glaciers into Swiss cheese, rotting them from the inside out. When these tunnels collapse, they create new depressions that become lakes. And rapid lake growth can quickly consume a glacier. The Imja glacier is a dramatic example. Aerial images from the 1950s show that it had but a handful of small lakes on the surface. By 1978, a single lake consumed nearly the entire glacier tongue. By 2021, the lower Imja glacier had been converted into a lake that was 1.7 miles long, 0.4 miles wide and more than 400 feet deep. The only thing holding it back is an unstable dam of ice, sand and rock. Imja’s lake is one of the largest, and once one of the most dangerous, glacier lakes in Nepal. In 2016, the Nepali army excavated an 11-foot-deep trench to lower the level of the water — and the magnitude of the flood that would be unleashed if it were to burst. An outburst in 1985 that flooded Thame had prompted the move. Thirty-eight years later, I was there to document the effects of a second burst. As a geologist, I don’t know what can be done to address floods like these. But one thing I do know is that they are coming.
Houses destroyed by flash flooding stand next to a swollen river in Devighat, Nepal, Aug. 30, 2026. The country’s government estimates that the recent catastrophic floods caused $5 billion in damage; that’s one-tenth of Nepal’s entire economy. (Atul Loke/The New York Times)

LBP sets a precedent with its first draft combine in PR By THE STAR STAFF
T
he Puerto Rican Basketball League (LBP by its initials in Spanish) will hold its inaugural LBP Draft Combine, an initiative bringing together more than 150 players from various regions of Puerto Rico for evaluation by franchise owners and coaching staffs. This event is part of a new model designed to strengthen the player selection process ahead of the upcoming season. The combine will take place Sept. 13-17 across the East, South, North, and West regions, with an estimated participation of 30 to 50 players per region. Each participant will undergo various evaluation stages, including registration and physical measurements, aptitude tests, technical-tactical and skills drills, and a five-on-five showcase. The results will be compiled to provide teams with comprehensive information on each player, allowing them to compare attributes such as height, weight, vertical leap, power, agility, movement and on-court performance. The LBP also plans to integrate some of the statistics into its digital platforms and maintain audiovisual material for teams to review.
“We want the draft process to be increasingly fair, organized, and transparent,” LPB CEO William López said. “With this combine, teams can evaluate players using consistent criteria and firsthand information, while we create an opportunity for new talent to showcase their skills and gain exposure within the league. Our goal is to establish this model as an annual event and continue strengthening basketball development in Puerto Rico.” The combine begins on Sunday, Sept. 13 at 6 p.m. at Fernando “Rube” Hernández Coliseum in Gurabo. It will continue on Tuesday the 15th at Ángel “Cholo” Espada court in Salinas, on Wednesday the 16th at Sixto Escobar Auditorium in Barceloneta, and on Thursday the 17th at Ismael “Chavalillo” Delgado Coliseum in Aguada. The last three sessions will begin at 7 p.m. The LBP Draft Combine will be open to the public free of charge, allowing fans, family members, and basketball enthusiasts to attend and get a close look at the players seeking an opportunity in the league. The event will also be broadcast via the LPB’s official Facebook and YouTube channels. For full details, schedules, and updates, the public can follow @ligalbp.
Amundsen joins McGee in return to Juana Díaz in BSNF All-Star import forward led Monarcas’ offense last season By THE STAR STAFF
T
he Monarcas of Juana Díaz of the Women’s Superior National Basketball (BSNF by its initials in Spanish) league officially announced the return of import player Tess Amundsen, who joins Imani McGee on the roster in the upcoming season. Amundsen, a native of Fresno, California, was one of the most impactful figures for Juana Díaz during the previous campaign. The 6-foot-1 forward’s scoring ability and leadership made her a key part of the Monarcas as she averaged 19 points per game to lead the team. Her performance also earned her a selection to the BSNF AllStar Game. Amundsen’s return brings continuity to
the roster and allows the team to once again count on a player who knows the competition and has already shared the court with some of the organization’s talent. Her presence again on the roster, alongside the Los Angeles-born McGee, a 6-7 center, represents a significant step in the Monarcas’ preparations for the start of the season. With both import players confirmed, the team continues to shape the squad that will defend Juana Díaz’s colors. The combination of import players and local talent will be central to a season in which the Monarcas aim to strengthen their presence in professional women’s basketball and continue connecting with the Juana Díaz fanbase. The Monarcas open their season on Sunday, Sept. 20 at María Dolores “Toyita” Martínez Coliseum in Juana Díaz. The organization is expected to announce the team’s third import player in the coming days.
