he Puerto Rico Institute of Statistics (IEPR by its initials in Spanish) is warning 31 municipalities and 16 executive branch agencies that they face potential administrative fines and legal action for failing to designate representatives to the government’s Committee for Statistical Coordination (CCE). IEPR Executive Director Orville Disdier said Tuesday that the designations are essential to ensure the island maintains complete, reliable and accessible statistical data across government sectors. “The designation to the CCE is indispensable because it promotes complete, trustworthy and universally accessible statistics for Puerto Rico,” Disdier said in written remarks. According to Special Report 2027‑01, 39.7% of municipalities remain out of compliance, compared with 14.8%
of agencies and public entities in the executive branch. Forty‑seven municipalities and 92 agencies have completed the required designation. Disdier noted that the IEPR has been conducting an outreach and enforcement campaign since early 2026. Before that effort, fewer than half of agencies had completed the process, and only a small number of municipalities had named representatives. The CCE is the government body responsible for coordinating Puerto Rico’s Statistical Production Service, ensuring continuity and data flow, addressing access problems, and proposing solutions for statistical units across the government. Executive branch entities and municipalities still in violation must immediately complete and submit the designation form to the IEPR “to avoid additional findings and possible fines,” Disdier added. Agencies and municipalities that have already complied do not need to take further action.

Gov’t to pause Carraízo rationing for 48 to 72 hours By THE STAR STAFF

ov. Jenniffer González Colón announced on Tuesday a 48-to-72-hour pause in the rationing plan for customers supplied by the Carraízo reservoir, after recent rains and runoff raised its water level by more than a meter, bringing it into the observation phase. “This means we are issuing instructions to pause -- specifically, to pause the scheduled service interruptions for tomorrow -- allowing for a break of 48 to possibly 72 hours. This means that everyone in Zone 1 and Zone 2 will be able to receive water service over the next 48 to 72 hours,” González Colón said during a social media broadcast from La Fortaleza. The governor noted that Carraízo reached a level of some 38.5 meters, placing it back in the observation category and removing it from the operational adjustments that had necessitated the scheduled interruptions. González Colón said the pause would begin today -- likely after midday -- once the Aqueduct and Sewer Authority (PRA-
SA) completes the pumping and recovery process required to deliver water to both zones. González Colón emphasized that the measure does not yet represent a permanent end to the service interruption plan, “because we must continue monitoring Carraízo’s water levels.” The governor said the government would evaluate later in the week whether the pause could be extended. In possible addition to the rainfall on Sunday and Monday, the National Weather Service forecasts another one to three inches of rain between Thursday and Friday. The rise in water levels will, for the time being, force the postponement of the shoreline dredging the government had planned for the reservoir, as the area where machinery was set to enter is once again submerged. As an additional measure to boost the water supply for the metropolitan area, the governor announced that the administration has identified 12 to 15 wells that had been out of service for the past 15 to 25 years, with five wells receiving priority that could collectively add at least five million

oberto RuizVargas, a representative for the Esencia Project, stated on Tuesday that the proposed development in Cabo Rojo would obtain water through private wells, a reverse osmosis plant, treated water reuse and rainwater harvesting, without connecting to the Puerto Rico Aqueduct and Sewer Authority (PRASA) system. “The administrative record makes it clear that the project does not contemplate interconnections with public networks and that this independence is part of the conditions of the approvals obtained,” said Ruiz Vargas during a public hearing held by the Senate Committee on Innovation, Reform, and Appointments. Ruiz Vargas, appearing on behalf of Cabo Rojo Land Acquisition LLC and Three Rules Capital LLC, maintained that
the project rejected the alternative of funding an expansion of PRASA’s Betances filtration plant. In addition to wells and water reuse, the proposed system would have the capacity to desalinate seawater as a contingency measure. The project estimates a daily water requirement of 1.5 million gallons. Ruiz Vargas said their estimates, based on hydrogeological data from the U.S. Geological Survey, place the aquifer’s regional capacity at some 10 million gallons per day. Sen. María de Lourdes Santiago questioned the fact that the estimates rely on hydrogeological data collected as far back as the 1990s and asked for evidence that the water could actually be extracted. Ruiz Vargas replied that experts utilized federal information regarding the aquifer’s location, depth and transmissivity. He said an initial stage of local testing confirmed the
hydrogeological characteristics described in the federal data, while a second stage is intended to determine the specific configuration and capacity of the wells that would supply the development. The project also plans to deepen one of the wells to study the deep aquifer. “Everything hinges on demonstrating capacity; if your experts were mistaken or the federal estimates prove incorrect, you have a problem,” Senate President Thomas Rivera Schatz warned. “We cannot develop a project that lacks a water supply; we must comply with all laws, the regulatory framework, state controls, and the conditions of approval,” Ruiz Vargas replied. Independent Senator Eliezer Molina Pérez questioned the aquifer estimates, arguing that factors such as precipitation, evaporation, and weather phenomena must be taken into account.
Saturday demonstration aims to spotlight deforestation in Cidra By THE STAR STAFF

he Comité Despertar Cidreño and concerned citizens of the eastern-central mountain municipality are inviting the entire community to participate in a peaceful demonstration this Saturday at 9 a.m. in front of the old Cidra City Hall, with the aim of denouncing the deforestation observed in different sectors of the municipality since the beginning of the administration of Mayor Delvis Pagán Clavijo, and to demand concrete actions to protect the town’s trees, watershed and water supply. The protest will also denounce the removal of royal palms and other trees from the Francisco M. Zeno Public Square as part of a remodeling project. The organizers argue that the
community had no real involvement in the design of the project and that it was possible to rehabilitate and improve the plaza without destroying trees that were part of its landscape and collective identity while providing shade. “We are not opposed to the square being improved,” said Eliezer Colón Rivera of the Comité Despertar Cidreño. “We oppose removing trees and transforming a public space without listening to the community. Progress should not mean destruction.” Deforestation threatens Lake Cidra The call also seeks to educate about the relationship between the loss of vegetation cover, soil erosion and the accumulation of sediments in Lake Cidra. When trees are removed and exposed soils are left, the dragging of soil and sediment into
streams, rivers and other bodies of water that feed the reservoir increases. Such sedimentation can progressively reduce storage capacity. At a time when the possibility of water rationing in Cidra has been publicly raised, the organizations believe that the municipality and the responsible agencies cannot continue to treat deforestation and the deterioration of the lake as separate issues. The organizers said that for Cidra the possibility of rationing represents an unprecedented situation that requires prevention, transparency and immediate action. “Every tree that is lost without responsible assessment can aggravate erosion and sedimentation,” Colón Rivera added. “Defending the trees of Cidra is also defending the water that sustains our people.”

US DOJ tells court it does not oppose permanent injunction in oversight board removal case By THE STAR STAFF

he U.S. Department of Justice (DOJ) said it does not oppose converting a prior court ruling into a permanent injunction blocking President Donald Trump’s attempted removal of three members of the Financial Oversight and Management Board for Puerto Rico, according to a filing submitted earlier this week in federal district court. In the Monday filing, DOJ lawyers wrote that they “do not oppose converting the Court’s Opinion and Order dated October 3, 2025 … into a permanent injunction relating to the Plaintiffs’ removals in August 2025.” The DOJ added that it does not interpret the court’s earlier ruling as preventing “any future removals of Plaintiffs consistent with law.” The district court’s 2025 opinion found that “Plaintiffs likely were not afforded the minimal requisite procedural protections of notice and an opportunity to respond before” they were removed — a conclusion that halted the removals while litigation continued. The DOJ’s new position comes as the long‑running dispute returns to the U.S. District

First Circuit. Earlier this month, the appellate court ordered the case back to Judge María Antongiorgi Jordán for further proceedings in light of the Supreme Court’s recent decision in Trump v. Cook, a 5-4 ruling that reaffirmed judicial review of certain presidential removals and underscored that officials protected by “for cause” language may be entitled to notice and an opportunity to respond. That framework could be pivotal in the Puerto Rico case. The Puerto Rico Oversight, Manage‑ ment and Economic Stability Act (PROMESA) states only that “the President may remove any member of the Oversight Board only for cause,” without defining cause or specifying procedural requirements. The First Circuit’s remand directs the district court to evaluate whether the at‑ tempted removals met that standard and whether the plaintiffs’ due‑process rights were violated. Former oversight board members Arthur J. González, Betty A. Rosa and Andrew G. Biggs sued in 2025 after Trump attempted to remove them, arguing that the action violated PROMESA and the Constitution. Whistleblower says Trump officials are defying court orders on voting by mail By CHRIS CAMERON
A
U.S. Postal Service official has alleged that the agency is moving forward with a “secretive, rushed” effort to implement President Donald Trump’s order exerting federal control over mail voting, despite a court order blocking those plans. The official filed a whistleblower report, published Tuesday morning by the office of Sen. Richard Blumenthal, D-Conn., asserting that the “risky and haphazard” implementation of Trump’s order could lead to a “catastrophic failure” in the mail ballot system before this year’s midterm elections. The report said the agency had planned to complete the new digital system overseeing mail ballots by Sept. 1. “Potentially millions of American voters may not receive their mail-in ballot this election cycle in a timely manner, or at all,” the official said in the report, which was prepared with the assistance of Whistleblower Aid, a nonprofit group that represents people seeking to expose potential lawbreaking. Speaking to reporters by phone Monday, Blumenthal said of the report that “the main takeaway for me is that the Postal Service has designed a system to disenfranchise millions of Americans. One-third of all Americans cast their ballots by mail, and the USPS puts all of their votes at risk.”A Postal Service official declined to comment on the record. Voting by mail will become much more difficult, if not impossible, for tens of millions of Americans if the Postal Service is allowed to implement the restrictive rules governing mail voting that Trump has demanded. Trump has repeatedly promoted false claims of widespread fraud through mail-in voting, which he has described as “cheating,” “corrupt” and “horrible,” even though he voted by mail in two elections this year. The whistleblower report provided specific details of the Postal Service’s effort to rapidly implement a new digital system for mail ballots, even as a federal appeals court had blocked the plan before the Supreme Court intervened. Work has also continued on the system even after Talwani ordered the plan halted last week, the report said. The official at the Postal Service raised “grave concerns” in the report that the verification process in the system could reject tens of thousands of ballots in a bulk-mailing batch if “even one bar code on one single ballot” failed to properly scan, and that the rushed, “slapdash” development of the system would significantly increase the chance of errors and other failures in the verification process.
Trump mocks data center opponents as wanting to stay ‘backwards and poor’ By LUKE BROADWATER

resident Donald Trump on Monday lashed out at communities that are protesting data centers, suggesting that residents who do not go along with the artificial intelligence revolution must prefer to be “backwards and poor.” “The only reason that communities throughout the U.S.A. should not want Data Centers is if they want to end up being backwards and poor,” Trump posted on his Truth Social site. “If they want to be successful and rich, with far lower taxes and jobs all over the place, let Data Reign.” Polling shows most Americans oppose the proliferation of data centers in their communities, a signal of worries about a quickly changing economy and the loss of jobs to machines. Residents have also cited potential negative effects on the environment and increased utility costs as reasons to oppose data centers.
Data centers, the giant computing sites powering the AI boom, have set off a national backlash that will affect some voters’ decisions in November’s midterm elections. Residents in more than a dozen cities and towns across the country are so angry about local elected officials’ approval of the energy-guzzling warehouses that they are not waiting. Local officials are facing recall elections for their support of the sites. The issue has become potent politically, with Democrats and Republicans — aside from Trump — attempting to leverage their rivals’ support for data centers against them. A memo from the National Republican Senatorial Committee recently warned that data center politics were endangering the electoral prospects of Sen. Jon Husted, R-Ohio, who was appointed in January 2025 to fill the vacancy left by JD Vance after he became vice president. Husted’s challenger, Sherrod Brown, the state’s former Democratic senator, has aired millions of dollars of ads, calling Husted “the face of data centers in Ohio.”
“More than any other thing in this race, data centers are the anchor hanging around Husted’s neck,” the memo said. In Wisconsin, Rep. Tom Tiffany, a Republican running for governor, recently released a television ad attempting to brand his Democratic rival as “Data Center David Crowley.” It features a clip of Crowley, the Milwaukee County executive, extolling AI and data centers. Crowley has attempted to distance himself from those comments, posting on his campaign website, “If local communities don’t want a data center, they shouldn’t be forced to have a data center. No ifs, ands or buts.” But Trump is showing no such reservations. He posted that if communities in the United States do not want data centers to power AI, then China will benefit. “If we kill the Golden Goose, you will only have yourselves to blame,” the president wrote. “China could not be happier with this anti Data Center movement.”

A
flash flood that swept through a remote area of Grand Canyon National Park in Arizona this weekend destroyed footbridges and trails and led to evacuations of campgrounds. At least two bodies have been recovered, and one person remains unaccounted for. Here is what is known about the flooding and its aftermath. Heavy rainfall triggered a domino effect of destruction. The flash-flood event began at about 2:30 p.m. Saturday in Bright Angel Canyon and the Phantom Ranch areas of Grand Canyon National Park, generating an onslaught of flooding and mudslides. Large boulders and metal structures tumbled into the Colorado River, which barreled through the inner canyon corridor. Campgrounds were damaged. Footbridges, including those spanning Bright Angel Creek, were overwhelmed and swept away, cutting
off hikers and campers from routes where they could have fled to safety. One witness said Bright Angel Creek, which runs from near the north rim of the canyon down to the Colorado River, was transformed into a torrential flow of logs and debris. Two people are confirmed dead. Authorities asked the public for information about hikers or backpackers known to have been in, or had plans to explore, the Bright Angel Canyon, the North Kaibab Trail and the area around the Phantom Ranch, a cluster of century-old stone cabins nestled at the bottom of the Grand Canyon. The National Park Service said late Sunday that it had recovered the body of a 46-year-old man near Crystal Rapids along the Colorado River. Officials confirmed Monday the death of a second man, but provided no additional information. More than 80 people were rescued over the weekend, said Dave Black, the park’s incident commander. Most of them were lifted by helicopter
from trails and damaged campgrounds and cabins. At least one person remained unaccounted for Monday. The threat of more storms hangs over the rescue operation.

Even under populism, elite failure is still a problem By ROSS DOUTHAT
W
hen Paul Ehrlich, noted overpopulation doommonger, passed away last winter, his death inspired online controversialist Richard Hanania to go back and read some of Ehrlich’s original writings on the “population bomb.” What Hanania discovered, he wrote, was that Ehrlich was actually worse than the quotes and clips often plucked by his critics would suggest. He was profoundly hostile to human progress, “misanthropic” at every turn, always ready with “blueprints” that would make both rich and poor countries poorer and committed to “an entire system” of thought “in which human life was constantly denigrated and devalued.” Grimmer still was Ehrlich’s position in the intellectual and cultural firmament. He “was not some guy in his room putting out diatribes,” Hanania wrote. “He was a professor at Stanford, a highly decorated scientist and one of the most prominent public intellectuals of his generation.” This analysis is correct and indeed could be taken further: Ehrlich wasn’t just prominent; his ideas were also profoundly influential, shaping population control policies that in the short term yielded horrifying human rights abuses in countries such as India and China, and in the longer run pushed East Asia down a path to potentially catastrophic population decline. But I was especially interested in the critique as a counterpoint to Hanania’s recent intellectual project, which has culminated in his new book, “Kakistocracy: Why Populism Ends in Disaster,” a critique of Trumpian governance and a defense of elite wisdom and capacity. Briefs against populism are hardly in short supply, but Hanania’s case is notable because it comes from a very unlikely source — a prominent critic of wokeness and diversity, equity and inclusion efforts with a past as a pseudonymous white nationalist, who turned on Trumpism at exactly the moment when he seemed poised to become one of its most influential voices, while remaining too right-wing and deliberately abrasive to remake himself as a liberal in good standing. (I recommend Gilad Edelman’s Atlantic profile of Hanania for more on his evolution.) That unusual background yields an anti-populism that can be more perceptive than versions on offer from the center-left and left. As a foe of socialism, Hanania has a clearer view than some left-wingers of how much rightist and leftist forms of populism can converge in their misgovernment. As a critic of liberalism, he has a more nuanced take on the relationship between populism, democracy and authoritarianism than anti-Trump centrists who envision a stark choice between establishment politics and fascism. There is also a lot of merit to the story Hanania wants to tell about the second administration of Donald Trump, in which the elite faction that he hoped would be maximally
influential — the “tech right,” a term he coined to describe the Silicon Valley elites who moved rightward in response to wokeness — was either captured or overwhelmed by populist tendencies toward corruption, cronyism and conspiracism. But in building its case against populism, Hanania’s book doesn’t offer a clear enough sense of how and why elite governance goes wrong. Having converted away from rightwing anti-elitism, he wants to argue that elites — academic, legal, journalistic, scientific — are far more committed to truth-seeking than the less-educated masses, more “meaning driven” and less purely self-interested, much less inclined to the kind of conspiratorial and magical thinking that often runs rampant in populist spaces. When elite institutions are working well, this may be true. But when they fail, it isn’t just because they don’t live up to these aspirations. The aspirations themselves, the quest for truth and meaning, also yield a set of elite-specific temptations — an impulse to prioritize intellectual systems and ideological theories over everyday experience, to use intelligence and rhetoric as a shield against reality, to confuse truth-seeking credentials with truth itself. Consider, by way of example, the difference between Ehrlich and Joe Rogan. Hanania is hard on Rogan, treating him as the embodiment of populist anti-intellectualism, contemptuously listing all the ideas given a respectful hearing on his show — from ancient cities below the pyramids to antivaccine theories to 9/11 trutherism to psychic phenomena — that “are rejected by virtually all academics and experts in the relevant fields.” This is fair enough. But it’s also fair to say that Rogan and much of his audience seem to hold this range of wacky and paranoid ideas together in a jumble, considering them as theories and possibilities, without building a rigorous or zealous system around their precepts. By contrast, Ehrlich took just one idea — a much more respectable one, the idea that rapid population growth might lead to famine or civil strife — and turned it into the basis for a fanatical theory that licensed tyrannical government behavior on the grounds of a putative emergency. And because he did so while speaking the language of academic truth-seeking and technical expertise, he was able to persuade individuals, institutions and governments to conflate his misanthropy with science, reason and progress — which only a clueless populist or a religious fanatic could possibly oppose. That pattern of elite misgovernment is an extremely common one. It defined left-wing politics in the COVID-19 era, when bad ideas emanated from academia and were laundered through other credentialed institutions, and met their only real resistance from the less-educated, less-elite portions of the Democratic coalition. And, crucially, it still operates in the right-wing coalition and the second Trump administration, notwithstanding populism’s apparent dominance. For instance, the struggles of the Department of Gover-
nment Efficiency partially reflect a populist unwillingness to listen to credentialed experts about the sheer difficulty of budget cutting. But the belief that a group of high-IQ outsiders can come in and remake a complex system is itself a characteristic elite temptation, a right-wing version of the progressive faith in ivory-tower experts. It’s too simple to say that Elon Musk struggled in Washington because he embraced populist paranoia; he also struggled because he thought that his own forms of truth-seeking, so successful in business, were adequate to dealing with a very different world. Or take the Trump administration’s current difficulties in escaping from a stalemated conflict in Iran. Was the war the great desire of Rogan’s audience, the work of an addled fact-free populist media ecosystem, the fruit of giving too many administration jobs to hacks? Not really. The voices in Trump’s coalition who were supportive of the war included members of the pre-Trump GOP elite and think-tankers who had been making the case for intervention for years. The voices raised in opposition often belonged to the populist wing, including some of its most paranoid factions. And while he quickly soured on the conflict, one of the initially pro-war voices was Hanania, overcome with temporary optimism about the ability of the U.S. military to remake the world. The takeaway from this experience is not that populist governance is desirable; it clearly fails in many of the ways that Hanania describes. But recognizing those failures shouldn’t make us suddenly naive about elite failure, which persists even under populist conditions, and retains its distinctive power to dress hubris in the garments of wisdom and tempt smart people into folly.

Justicia radica 321 cargos contra mujer por fraude de más de 61,000 dólares a adulta mayor POR CYBERNEWS

AGUAS – La secretaria del Departamento de Justicia, Lourdes Gómez Torres, informó el martes que la Fiscalía radicó 321 cargos contra Mariela Collazo Rodríguez, de 47 años, por supuestamente apropiarse de más de 61,000 dólares de una mujer de 94 años mediante el uso de su tarjeta de débito e información personal. “Proteger a nuestros adultos mayores frente a cualquier forma de abuso o explotación es una responsabilidad que todos debemos asumir con la más alta prioridad”, dijo Gómez Torres en declaraciones escritas. Los cargos incluyen uno por maltrato a personas de edad avanzada, uno por apropiación ilegal agravada, uno por fraude, 159 por apropiación ilegal de identidad y 159 por utilización o posesión ilegal de tarjetas de crédito y débito. La investigación estableció que Collazo Rodríguez era vecina de la perjudicada y la ayudaba con
algunas gestiones, relación mediante la cual obtuvo acceso al número secreto de su tarjeta de débito. La mujer detectó irregularidades después de solicitar sus estados de cuenta e identificar transacciones que aseguró no haber realizado. El análisis de las cuentas identificó más de 300 transacciones no autorizadas entre mayo y agosto de 2025. Más de 44,000 dólares correspondieron a retiros de efectivo en cajeros automáticos y otros 13,000 dólares a pagos de bienes y servicios en establecimientos de distintos municipios. La jueza Irmarie Colón Massó, del Tribunal de Primera Instancia de Caguas, determinó causa para arresto por los cargos y fijó una fianza de 321,000 dólares, que fue prestada. Collazo Rodríguez permanecerá en libertad bajo supervisión electrónica. La vista preliminar quedó señalada para el 10 de septiembre. La investigación estuvo a cargo del agente José Rivera Hernández, adscrito a la División de Investigación de Robo y Fraude a Instituciones Bancarias

AN JUAN – La procuradora de las Mujeres, Astrid Piñeiro Vázquez, anunció el martes la adjudicación de un millón de dólares en fondos estatales adicionales a 28 organizaciones sin fines de lucro y municipios para fortalecer servicios dirigidos a víctimas y sobrevivientes de violencia de género e intrafamiliar. “Con la adjudicación de este millón de dólares adicionales estamos reafirmando un respaldo firme y contundente a las entidades comunitarias y a los municipios que están en la primera línea de respuesta”, dijo Piñeiro Vázquez en declaraciones escritas. Los fondos tendrán vigencia hasta el 31 de di-
ciembre de 2026 y se utilizarán para apoyar albergues de emergencia, servicios ambulatorios, salud mental, atención a víctimas de violencia sexual, servicios en horarios no tradicionales y programas de autosuficiencia económica. La asignación también contempla iniciativas para atender violencia digital y ciberacoso, relocalización de emergencia, adquisición de suministros, educación y prevención, además del fortalecimiento administrativo de las organizaciones que prestan servicios. “Somos conscientes de que la violencia de género se manifiesta de formas cada vez más complejas e interconectadas. Por eso, al adjudicar estos fondos priorizamos proyectos innovadores que atiendan la salud mental concurrente, la violencia cibernética o
digital, la relocalización rápida de emergencia y la asistencia en horarios no tradicionales como fines de semana y noches”, añadió la procuradora. con su hija en la playa Esperanza, en Manatí. Según la Uniformada, la mujer, residente de Arecibo, compartía con su hija de 41 años en el área de las rocas cuando ambas fueron sorprendidas por el oleaje y cayeron al mar.
Las autoridades indicaron que la adulta mayor murió como consecuencia del incidente, mientras su hija sufrió lesiones leves. La Policía indicó que más adelante divulgará la identidad de la mujer fallecida.

A jury in Las Vegas found a man guilty of orchestrating the 1996 murder of Tupac Shakur, delivering a conviction nearly 30 years after one of hip-hop’s most notorious killings. (X via Tupac Shakur) stories invented to turn a profit on the hip-hop media circuit. “Mr. Davis is attempting to escape responsibility for a crime everybody knows he committed — even him,” Marc DiGiacomo, a prosecutor in the case, said in court Monday, “and he admits to it seven or eight times over the course of 30 years.” Throughout the trial, Michael Sanft, Davis’ lawyer, argued that the prosecution’s case was based on presumptions rather than hard facts, and that it was absurd to rely on Davis’ own statements, which were riddled with inaccuracies and inconsistencies. “What facts do they have to even put Keffe D in a car in Las Vegas on Sept. 7, 1996? What facts?” he said at the trial. The two weeks of testimony at Clark County District Court chronicled a story that had long been told in books, podcasts and true-crime specials, but never at a murder trial. Prosecutors painted a picture of simmering gang tensions in Compton between local sets of Bloods and Crips, the temperature increasing by their entanglement with the TO:

jury in Las Vegas on Monday found a man guilty of orchestrating the 1996 murder of Tupac Shakur, delivering a conviction nearly 30 years after one of hip-hop’s most notorious killings. Duane Keith Davis, 63, was accused of obtaining the gun used in the shooting and pursuing Shakur during a gang war that had become entangled with a feud between East Coast and West Coast hip-hop labels. After about three hours of deliberations, the 12 jurors announced they had found Davis guilty of first-degree murder. Members of Shakur’s family who were seated in the courtroom embraced and passed around tissues to wipe away tears. Straight-faced but agitated after the verdict, Davis addressed the judge to promise he would appeal. He is scheduled to receive his sentence — up to life in prison — on Oct. 13. In a three-week trial, prosecutors depicted Davis as a shot caller for a group of Crips from Compton, California, who were out for revenge on the night of Sept. 7, 1996, when they happened to encounter Shakur in a black BMW stopped at a traffic light. Shakur, who was 25 and in the prime of his career, was shot four times and died at a hospital days later. A socially conscious poet who was on his way to becoming a cultural icon, Shakur became only more popular as he was increasingly associated with violence and gang culture. His death turned him into a hip-hop martyr, joined only six months later by Christopher Wallace, the rapper known as the Notorious B.I.G., a onetime friend who turned into a bitter rival. After Wallace was gunned down in Los Angeles in March 1997, the shootings became twin tragedies that had never led to a conviction, until now. For years, the Shakur case had languished as important evidence, including the murder weapon, remained missing and key witnesses — including Shakur’s label boss, Marion Knight, known as Suge — refused to cooperate. The standstill turned the case into fodder for true-crime enthusiasts and conspiracy theorists. Then, in 2008, Davis began speaking to the police in an effort to avoid drug charges that could have put him in prison for life. Law enforcement considered him untouchable because he had shared the information under an agreement that he could not be charged based on it. But prosecutors changed their calculation once Davis began repeatedly addressing the shooting publicly — in podcasts, a documentary and a 2019 memoir. “I’m one of the only living eyewitnesses to Tupac’s killing,” read the introduction to the memoir, “Compton Street Legend.” Under the mistaken belief that he was fully immune from prosecution, Davis effectively handed prosecutors the evidence they needed to bring a case. After he was indicted on a charge of murder in 2023, Davis, who is known by the nickname Keffe D, asserted that the statements in his memoir and in interviews were fictional
bicoastal rap beef of the 1990s. The Bloods were aligned with Shakur and Knight’s Los Angeles-based Death Row Records, prosecutors said, while the Crips were hired to provide security when New York’s Bad Boy Records, run by Sean Combs, traveled out West. In 1996, two gang skirmishes sent hostilities boiling over. There was a brawl over a Death Row chain between young Crips and Bloods at a Southern California mall. Then, in September, both sides converged in Las Vegas for a Mike Tyson prizefight. After the fight, Orlando Anderson, a member of the Crips who had been present at the mall, received a beating by a group of men that sent him to a hospital. Among the assailants, identified to jurors on hotel security footage at the MGM Grand, were Shakur and Knight. According to Davis’ account to the police and in interviews, he obtained a .40-caliber Glock from an associate and set out with a group of Crips to find Shakur and his boss. “Them jumping on my nephew gave us the ultimate green light,” his memoir read. Driving around Las Vegas in a white Cadillac, the group spotted Shakur on the road, visible in the passenger’s seat of a black BMW driven by Knight. In an interview with law enforcement in 2009, Davis described how his associate behind the wheel made a U-turn to pull up alongside Shakur and Knight’s vehicle. A woman in a car nearby, Ingrid Stokes, testified that a hail of gunfire erupted. “All hell broke loose,” she told jurors. The BMW was riddled with bullet holes, the tarmac glinting with spent cartridge cases. Knight had been grazed in the head; Shakur, in far worse condition, was loaded into an ambulance. Garry Dale, a former police officer who rode with Shakur on the way to the hospital, testified that he had asked him to divulge the names of the assailants but that Shakur had brushed him off. “We’ll take care of it,” Shakur replied, according to Dale. Word soon spread in Compton that Anderson had been the person to open fire in retaliation for the beating at the MGM Grand, but other accounts suggest it was Deandrae Smith, who had been sitting next to him in the back seat. Davis is the only person still alive who was said to have been in the white Cadillac.

G20 host US pushes growth agenda to allay debt market concerns
U
.S. officials urged Group of 20 country finance leaders on Monday to push harder for economic growth as the best way to counter concerns over rising global debt levels. The two-day meeting in Asheville, North Carolina, comes as the global economy is being buffeted by an energy shock triggered by the Iran war, faces rising tensions over China’s huge goods trade surplus and is braced for how an investment surge in AI will ultimately play out. Global debt levels earlier this year hit a record of nearly $353 trillion, leading to concerns about financial stability and prompting some investors to reappraise even traditionally safe havens such as U.S. Treasuries. “The world is awash in debt post-GFC, post-COVID, and the only way for us to get out of this is to grow our way out of this,” U.S. Treasury Secretary Scott Bessent said at the start of the meeting, referring to the 2007 to 2009 global financial crisis. “I’m confident that a lot of the leaders are very receptive to this,” he added. U.S. Federal Reserve Chairman Kevin Warsh, attending his first international economic policy meeting since taking office in May, said he was looking forward to learning more about growth prospects among member economies. “If I were to try to characterize this moment, it would be one of a global investment surge,” he said, adding that it had reversed the “global savings glut”, which in the past had kept capital idle due to a shortage of investment opportunities. Bessent also highlighted strong U.S. growth, which has benefited from investments in AI infrastructure that have also helped to push up U.S. Treasury debt yields by soaking up savings that had previously held U.S. borrowing costs down by flowing into Treasuries. Ahead of the G20 talks, Bessent played down mounting market scrutiny of U.S. debt levels, arguing the United States was in a stronger position than many advanced economies because it continues to grow, even while running large budget deficits.
“First of all, I’m not sure where the bond market turmoil is,” he told Reuters in an interview on Sunday. “What’s important, too, is that we are growing.” A top U.S. objective for the meeting is to persuade others — notably with the threat of imposing secondary sanctions — to isolate Iran and so end a months-long stand-off over the Strait of Hormuz that has disrupted global energy supplies. Washington will also urge G20 members to re-examine their terms of trade with China to shrink global imbalances and press Beijing to rebalance its economy away from exports and toward domestic consumption.

China and the US offer competing showcases of global power By DAVID PIERSON
C
hinese leader Xi Jinping arrived in Central Asia this week with a message for a world increasingly unsettled by President Donald Trump: China has friends and influence, and is prepared to help shape what comes next. The scene unfolded at a security summit in Bishkek, the capital of Kyrgyzstan, where Xi gathered with the leaders of Russia and Iran. He presented Beijing as a source of stability and a champion of an “orderly multipolar world” that would replace the current U.S.dominated order. If the Bishkek summit was designed to project solidarity, a meeting of the world’s most powerful countries in the mountains of Asheville, North Carolina, offered an image of fracture. European officials attending that meeting of the Group of 20 nations’ finance ministers and central bankers expressed outrage this week that the Trump administration had invited Russia, despite its war against Ukraine. Treasury Secretary Scott Bessent claimed that Canada was too small to fight a trade war with the United States. And officials were already confronting the economic fallout from the U.S.Israeli war with Iran, which disrupted the flow of oil and pushed global energy prices up and threatened to slow growth. The simultaneous gatherings happening across the world reflected the broader contest over who will define the next phase of global order. China is using its solidarity with Russia and Iran, two countries at war with the West, to project its influence, giving Xi leverage as he prepared for a summit with Trump later this month. The United States, meanwhile, was straining the alliances and economic relationships that have underpinned decades of global leadership. “China’s theory of the case for bending the international political order in its preferred direction is to amass support from the ‘global majority,’” said Ryan Hass, a former career diplomat and White House national security official now at the Brookings Institution. “This is why Xi’s participation in these groupings is so important to Beijing,” he added. “It builds a narrative around China gaining momentum in building support for playing a more central role on the world stage.” In Bishkek, at the summit of the Shanghai Cooperation Organization, Xi met with the leaders of Kyrgyzstan, Mongolia and Uzbekistan, but his talks with President Vladimir Putin of Russia carried the most weight. Just days
earlier, CIA Director John Ratcliffe had made a secret trip to Moscow to urge the Kremlin to end the war in Ukraine. Xi told Putin: “The foundation of China-Russia relations will become ever stronger.” President Masoud Pezeshkian of Iran also attended the summit. Iranian media reported that he met with Xi on the sidelines, but they did not appear to have scheduled talks. Putin, however, held a meeting with the Iranian president, praising the Iranian people’s “courage and resilience” in fighting for its national interests. The Russian leader underscored how Moscow was coming to Iran’s aid amid the conflict with the United States. “During this difficult time, we are trying to provide you with the assistance you need,” Putin said. “We have discussed this with you and are supplying you with the necessary goods.” Earlier in the day, Putin praised the consolidation of a new power center in the Shanghai Cooperation Organization, calling the grouping “one of the independent and influential centers of the emerging multipolar world.” Its member countries, he noted, are home to almost half of the planet’s population and more than a third of its gross domestic product. By comparison, the United States appears to be drifting away from its historical allies and weakening America’s ability to project strength globally. Trump has opened up a trade war with Canada and reduced war games with South Korea. Concerns are also growing that the United States is depleting its munitions in Iran and unable to meet its defense commitments around the world. Lars Klingbeil, the German vice chancellor and finance minister, told reporters at the G20 that it was “troubling” that the Trump administration had invited Russia’s finance minister, Anton Siluanov. Klingbeil said he scolded Siluanov during a session Monday over Russia’s war in Ukraine. Many Europeans were also angered that the Treasury Department did not invite representatives from South Africa, a longtime G20 member and Africa’s largest economy. An Opportunity for China Beijing is happy to seize the opportunity that Trump is presenting by alienating Washington’s partners. Wu Xinbo, an American studies scholar at Fudan University in Shanghai who advises China’s Foreign Ministry, said Beijing had two objectives: to build a consensus so the United States could no longer dictate the agenda alone and to take a larger role in powering the world economy. Building Leverage Before Trump Summit China’s diplomatic show of strength also reflects Xi’s need to widen his options before he meets with Trump in Washington this month. Despite striking an economic truce with China, the Trump administration has continued to apply pressure by banning imports of Chinese robots and expanding sanctions on Chinese companies that import Iranian oil. Trump officials have also moved to slow China’s advancement in artificial intelligence by threatening to restrict Chinese AI models that collect data from American ones. The Trump administration is preparing to warn dozens of countries not to participate in a Chinese AI initiative or risk being shut out of an American AI coalition called Pax Silica, according to a letter written by the State Department and seen by The New York Times. (It is unclear if the letters have been sent. The State Department did not respond to a request for comment). China is facing potential trade restrictions from Europe, too. Lawmakers in Brussels are trying to slow the deluge of Chinese products such as electric vehicles, solar panels and industrial chemicals flooding the European Union and accelerating the loss of tens of thousands of jobs. Then there are Xi’s domestic vulnerabilities. A more immediate one is a flood along the border with Nepal that has left thousands dead and missing and is raising questions about China’s preparedness. Another is the yearslong property crisis that has suppressed the Chinese economy, forcing Beijing to rely more on exports to power growth, even as that strategy has frayed relations with trading partners. “China is facing headwinds, so is the United States,” said Yun Sun, director of the China program at the Stimson Center in Washington. “The right balance is between getting enough support and endorsement at the SCO without poking Trump directly in the eye.”

The Bishkek summit also exposed the limits of the group’s solidarity. The Shanghai Cooperation Organization is not a military alliance. Beijing can offer diplomatic backing, but has been unwilling to commit forces to defend Russia or Iran. Nepal puts cost of disaster at $5 billion, blaming climate change By CHICO HARLAN
P
utting the cost of recovery at $5 billion, a senior Nepali official said his country had requested urgent financial help from the United Nations’ special fund for climate-disaster recovery. The official, Maheshwar Dhakal, the climate change chief in the Ministry of Agriculture, Forest and Environment, explicitly asserted that humancaused climate had been a factor in last week’s horrific glacial collapse and flooding. In an interview Monday he framed the event as an inequity in which decades of greenhouse-gas emissions from richer nations are harming vulnerable countries like his that can’t cope. “Those who have contributed the least are suffering the most,” said Dhakal, who shared a letter his government sent to the fund’s board and that echoed that language. It was a version of this argument, used for years at international climate conferences, that persuaded negotiators to agree to the special U.N. climate fund in 2023, after years of talks. But the program has been held back by wealthy nations, including the United States, which have been reluctant to contribute. As a result, the fund is ill-equipped for a disaster of this scale, leaving stricken nations with few good options. The fund has so far received $820

The United States, historically the largest emitter of greenhouse gases, pledged $17.5 million under President Joe Biden but then exited the fund under President Donald Trump. The fund, which is now preparing to disperse its first payments, had already received requests from at least 119 countries totaling $2.8 billion and has acknowledged a “significant financing gap.” “There is no fund that is able to respond to this at the moment,” said
Richard Sherman, a South African who is one of the fund’s board members. “The countries that have caused climate change are not the ones paying for it.” Sherman, a former co-chair of the board, said that without the United States, “nobody is stepping up to fill the gap. So we’re stuck in the mud, unfortunately.” He estimated that the U.N. lossand-damage fund could conceivably allocate $20 million to Nepal, given the demands from other nations. “It’s nothing,” said Sherman, who said he had proposed that the board meet “as soon as possible” to help Nepal. Sherman also said that a country like Nepal could turn to the World Bank for loans. A spokesperson for the U.N. fund
did not immediately offer a comment. The White House did not address questions about the climate disaster fund and about its approach to helping vulnerable countries. It referred questions to the State Department, which did not immediately respond. The Trump administration has pulled the United States from the Paris Agreement, the main treaty for addressing climate change. This year it also withdrew from the Green Climate Fund, a separate program established in 2010 that is aimed at preventing climate damages and helping countries adapt to more extreme conditions. “Our nation will no longer fund radical organizations like the GCF whose goals run contrary to the fact that affordable, reliable energy is fundamental to economic growth and poverty reduction,” Treasury Secretary Scott Bessent said at the time. The flooding in Nepal last week was triggered after part of a glacier cascaded thousands of feet into a valley below. Scientists have noted that climate change was probably not the sole factor in the disaster, which has left thousands of people dead or missing. However, the Himalayan region is rapidly warming, thawing the permafrost underneath glaciers. And Dhakal said he was “100%” certain that climate change had played a role. The government’s letter to the U.N. climate fund described “escalating climate impacts” and asked for urgent funding help. “Early action in Nepal would send a signal that the Fund is capable of responding with humanity, speed, flexibility, and solidarity when climate-vulnerable countries face losses and damages beyond their capacity to address alone,” the letter said.

When Lionel Messi announced earlier this week that he was retiring from the national team it unleashed a depth of grief and disbelief in Argentina rarely seen for an event everyone knew was coming. “It hurts me so much,” said Damián Tiralongo, 47, owner of a soccer jersey store in Buenos Aires. “It’s the end of an era.” The retirement of Messi, the soccer star who restored Argentina to global glory by leading the team to the 2022 World Cup and to the final this year, sparked not only fears of a diminished team, but heartbreak over the departure of an icon who had carried the hopes, pride and much of the identity of an entire country for two decades. “Messi allows Argentines to exist in the world — like the Pope, like Maradona,” said Pedro Saborido, an Argentine screenwriter, referring to Pope Francis, another Argentine, and the other national soccer demigod, Diego Armando Maradona. “Now there is going to be a void.” It is difficult to find an Argentine who does not own a Messi jersey. Some have his number tattooed on their biceps, and his face has been printed on candles, lollipops and devotional cards. On Monday, Argentine sports presenters fought back tears while discussing Messi’s departure. In a country famously divided by “la grieta,” or a deep political rift, Messi — with his quiet refusal to take part in ideological debates — is a unifying religion. “He united Argentines a lot,” said Cynthia Alexandra Lozano, 38, a college professor sitting in a Buenos Aires square Monday. “This creates a before-and-after in our football culture.” Messi, captain of the national team, is,

His announcement Monday — a handwritten letter published on Instagram — felt to many like a tender farewell from a star long admired as much for his humility as his soccer genius. “I gave every last drop of myself; I have nothing left to give,” he wrote. “Now I will be just another one of you, always supporting and standing by the team from the outside (in the good times, and even more so in the bad).” Messi wrote that he had prepared those words after his last World Cup appearance, when Argentina was defeated by Spain in the
final in July, but that he is even more convinced of them now, after his father died this month. Many Argentines had watched the final knowing that it was likely his last match with the national team, but the announcement was still a blow. “I am kind of shocked,” said Alejandro Wall, an Argentine sports reporter. Messi, he said, was “someone who felt like he would last forever.” That was especially true for Argentina’s youth, who only ever knew the country’s national team during an era when Messi made it seem nearly invincible, leading it to backto-back Copa América titles and World Cup glory four years ago in Qatar.

“It’s not nice to see Argentina without Messi,” said Ignacio Giménez, 14, a high school student who was getting ready to play soccer with his friends in Buenos Aires on Monday, wearing a Messi jersey. “It’s just not what I’m used to.” The relationship between Messi and Argentines had not always been easy. Messi was born in Argentina but became a soccer star in Barcelona and struggled for years to win with his own national team. He faced constant comparisons to Maradona. That tension began to dissolve in 2021, when Messi led Argentina to win the Copa América, and was put to rest the following year with the World Cup victory — turning him into perhaps the most undisputed national hero. That continued during this year’s World Cup, when Messi said the victories “help us forget everything difficult we are going through,” adding a reference to the financial hardships many Argentines face. “There are people without jobs, people who can’t make ends meet and people who are struggling every day,” he said. That meant a lot to many Argentines. “I don’t know if there has ever been a love story between a player and a country as great as the one you built,” Rodrigo De Paul, an Argentine midfielder, wrote on Instagram. Saborido, the screenwriter, who wrote extensively about soccer, said that Messi’s departure was a hit to the national psyche. With Messi, he said, “We feel like we give something to the world — that we are good at something, that there is someone Julia Roberts wants to take a picture with, someone who breaks records, surprises people, and transcends boundaries,” he said. “Now we have to prepare for the fact that maybe, the next Messi will not be Argentine.” Many Argentines hoped the country could still produce the next global soccer star. “After Maradona, there was nobody — then came Messi,” said Carlos González, 60, as he waited for a bus Monday in Buenos Aires. “I’m sure someone will appear.”
