Puerto Rico Teachers Association (AMPR by its initials in Spanish) President Víctor M. Bonilla Sánchez confirmed this week that the organization will support two bills aimed at eliminating the Teacher Career Law and establishing new salary scales for educators in the Department of Education.
The measures, House Bills (HB) 616 and 619, seek to overhaul how teacher compensation is determined.
HB 616 would repeal the existing Teacher Career Law and replace it with a transparent salary scale tied to academic qualifications. According to the measure, the goal is to expedite salary increases and eliminate the bureaucracy and subjective evaluations that have hindered the current system.

He noted that HB 616 would replace the teacher career track with a qualifications-based salary scale, addressing long-standing delays in payments owed to educators who have completed required levels under the law. HB 619, he added, would ensure periodic raises based on years of service, a structure he described as fair and necessary to stabilize the public school system and reduce teacher migration to the mainland United States. Bonilla Sánchez noted that the AMPR has pushed for more than a decade to reopen and properly fund the teacher career track. He thanked the speaker of the House for advancing both bills, which he said “bring justice to Puerto Rican teachers” and could help attract new educators to the system.




Meanwhile, HB 619 -- drafted with input from the AMPR -- proposes a salary scale based on years of service, guaranteeing uniform, automatic increases every five years to recognize the professional experience of active teachers in the public school system.
“We are presenting our arguments in favor of these two bills, which do justice to teachers who, for decades, have not received a salary increase,” Bonilla Sánchez said.
The AMPR president also highlighted that HB 616 includes provisions for teachers with only a bachelor’s degree, allowing those who obtain two degrees to receive a 50% salary increase -- an incentive he believes will motivate educators and students to pursue further studies.
Additionally, HB 619 recognizes years of experience gained in the private sector, a measure intended to support teachers returning to the public system.

Several environmental, scientific and community organizations expressed their opposition on Tuesday to House Bill 25, a measure seeking to update the definition of the Maritime-Terrestrial Zone (ZMT by its initials in Spanish) in Puerto Rico.
“The definition proposed in the bill does not adequately protect the coastlines, infrastructure, natural resources, or safety of coastal communities in the face of climate change and coastal erosion,” said Dr. Maritza Barreto Orta, director of the Puerto Rico Institute for Coastal Research and Planning.
Barreto argued that the measure employs limited and outdated criteria to delineate the ZMT, relying primarily on astronomical tide data. She added that the proposal fails to account for scientific factors such as coastal erosion, vegetation lines, dunes, storm surges and other extreme weather events.
The measure proposes amending several laws to redefine the boundaries between the public domain and private property along Puerto Rico’s coastlines. According to the bill, the objective is to establish more precise parameters for boundary demarcation processes and to guarantee public
access to beaches.
“The ZMT is a public domain asset protected by the Constitution of Puerto Rico, and any redefinition must be grounded in scientific criteria and current climatic realities,” said Lolimar Escudero Rodríguez, an attorney for the American Civil Liberties Union (ACLU) in Puerto Rico.
Escudero Rodríguez warned that the measure could significantly reduce the areas considered part of the public domain and facilitate private claims over coastal lands that have historically been protected. She added that the bill fails to adequately take into account rising sea levels or the loss of natural habitats such as mangroves and dunes.
Representatives from the Puerto Rico Sea Grant Program at the University of Puerto Rico, Mayagüez Campus; the Hispanic Federation; and the community organization Rescate Playas Isabela also spoke out against the bill.
During the public hearing held by the Senate Committee on Tourism, Natural Resources, and Environmental Affairs, the witnesses recommended revising the measure to include geological, geomorphological and ecological criteria, as well as to consider the impact of climate change on Puerto Rico’s coasts.

Gov. Jenniffer González Colón, joined by Puerto Rico Federal Affairs Administration (PRFAA) Executive Director Gabriella Boffelli, announced on Tuesday that the U.S. Environmental Protection Agency (EPA) has awarded $11.4 million in new funding under the Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) program.
The funds will be directed toward addressing the presence of perfluoroalkyl and polyfluoroalkyl substances (PFAS) -- commonly known as “forever chemicals” due to their resistance to degradation -- as well as other emerging contaminants in Puerto Rico’s drinking water systems.

The oversight board’s letter was addressed solely to the Treasury Department and applies only to the proposed circular.
Last week, the Treasury Department said the criteria for eligibility required the filing of the 2025 Income Tax Return on or before the deadline or with an extension.
Individuals must have a net income subject to tax that is equal to or less than $150,000 and live in Puerto Rico.
Another requisite is not having opted for the Optional Contribution or having been subject to the payment of the Alternate Basic Contribution in the 2025 return.

Boffelli of the PRFAA highlighted the impact of federal collaboration, adding that “we will continue to strengthen our coordination with federal agencies to support the efficient use of these funds for the direct benefit of our communities in Puerto Rico.”
The EC-SDC program represents a $1 billion national investment to help communities address emerging contaminants in drinking water.

A day earlier, the Trump administration announced that it will drop some limits on “forever chemicals” in drinking water that officials had determined can cause cancer and other serious health problems, according to The New York Times.
The EPA said it would unravel the nation’s first federal drinking water limits for PFAS, reducing the limits established on six of the substances in 2024, and instead issuing narrower regulations that rescind protections for four of the substances and continue to protect against two of them, though companies will be able to request two extra years to comply with those, the Times reported.

Gov. Jenniffer González Colón on Tuesday signed into law five measures -two of them from her administration -aimed at modernizing government structures, updating criminal statutes, and strengthening protections for vulnerable populations.
She also vetoed six bills, most for lacking identified funding sources or for conflicting with Puerto Rico’s certified Fiscal Plan.
The governor’s office said the approved measures “adapt laws to the current legal system to make them more efficient,” while the vetoed bills would have imposed “tax burdens without sources of income … which would disrupt the fiscal health of the island,” according to the administration.

Law 83-2026 (House Bill [HB] 832)
Authored by Rep. Jerry Nieves Rosario, the law declares June 30 as Awareness Day for Arthrogryposis multiplex congenita (AMC). The Department of Health must develop educational activities to raise awareness about this congenital neuromuscular condition, which becomes evident at birth and is caused by restricted fetal movement during pregnancy. The administration said the measure promotes a “more conscious, empathetic and inclusive society.”
Law 84-2026 (HB 873) An administration bill, the measure completes the legal and administrative reorganization of the Government Development Bank (GDB) following its debt restructuring and operational closure. It dissolves inactive GDB subsidiaries -- including the Puerto Rico Shipping Authority and the Puerto Rico Telephone Authority -- and formally establishes the Puerto Rico Housing

Finance Authority as an independent public corporation. The secretary of housing and the executive director of the Puerto Rico Fiscal Agency and Financial Advisory Authority (AAFAF) will now serve as ex-officio members of its board.
Law 85-2026 (Senate Bill [SB] 42) Sponsored by Senate President Thomas Rivera Schatz and several other senators, the law updates the Suspended Sentencing Law to align it with the 2012 Penal Code and the 2020 Weapons Act. It explicitly excludes from probation crimes such as sexual assault, spousal
sexual assault, rape, sodomy, incest, aggravated kidnapping, and child pornography, as well as certain weapons offenses already excluded under special criminal statutes.
Law 86-2026 (SB 613) Another administration bill, the measure repeals Act 40-2012 and creates the Puerto Rico Health Information Exchange Promotion and Exchange Act. It modernizes the island’s legal framework for electronic clinical data exchange to comply with federal interoperability standards. The Medicaid Program is designated as the State Designated Entity to oversee the Puerto Rico Health Information Exchange (PRHIE), and an advisory council will be created. The law also guarantees patients the right to opt out of the PRHIE, except when legally required.
Law 87-2026 (SB 1120) Also led by Rivera Schatz, the amendment to the 2019 Elderly Bill of Rights establishes criteria for issuing temporary guardianships for at-risk older adults as part of protection orders. Both municipal and superior judges are empowered to issue such orders. The bill replaces a previous version vetoed in December due to technical inconsistencies; the governor’s team drafted corrective language to ensure passage.

HB 437 The bill would have redirected 35% of revenue from sign and advertisement fees to municipalities. The governor vetoed it because it lacked required agency authorizations and could force immediate budget reprogramming. The Department of Economic Development and Commerce estimated the measure would reduce government revenue by $350 million annually.
HB 909 The proposal sought to create the Water Safety Month and Lifeguard Day Act and establish a fund to support related initiatives.
The administration warned the bill imposed new fiscal and operational obligations on agencies and municipalities without identifying a recurring funding source. Suggested amendments were rejected by the Legislature, prompting an express veto.
HB 593 The measure would have created the Puerto Rico Government Procurement Transparency Act, requiring exempt entities to publish procurement information online. While acknowledging the value of transparency, the governor cited technical and fiscal deficiencies. The Puerto Rico Innovation and Technology Service warned the bill imposed complex technological mandates without mechanisms for implementation or integration with the government’s ongoing ERP system rollout.
House Joint Resolution (HJR) 96 The resolution ordered a feasibility study and potential widening of PR-670 in Vega Baja. The administration said it violated the Fiscal Plan’s requirement for fiscal neutrality by committing DTOP funds already allocated to other projects.
HJR 181 The measure would have designated PR-7721 as “Paseo de la Celebración del Bicentenario de Aibonito.” The Department of Transportation and Public Works, the Highways and Transportation Authority, and the mayor of Aibonito opposed the name, calling it too long for signage and expressing lack of support.
Senate Joint Resolution 125 The proposal sought to create a pilot program under the Family Department to provide coordinated services for neurodivergent adults. The governor vetoed it due to the absence of a clear, recurring funding source, warning it could jeopardize other essential services.

Telecommunications Bureau Chairman Osvaldo Soto García announced on Tuesday that the agency has received the Award for Innovation with Public Service Impact in recognition of its development and integration of a new official alerts portal.
The award was presented by the Puerto Rico Innovation and Technology Service and highlights the intergovernmental coordination involved in creating a centralized platform for official information regarding individuals in danger. Soto García said the tool aims to expedite the location of individuals through the immediate, clear and accessible dissemination of official data.
“It has been an immense source of satisfaction, as we are
convinced that it will save lives,” he stated in a press release.
The portal utilizes icons to depict physical characteristics and includes the individual’s name, nickname, an unlimited number of photographs, an approximate location via Google Maps, and direct access to telephone numbers for providing information to authorities.
Soto García noted that the development of the portal took into account that behind every alert lies a family, a community and a life to protect.
“I accept this award with humility on behalf of the Telecommunications Bureau, but, above all, on behalf of the Puerto Rico Police team, the Alerts Panel, and the Emergency Management Bureau team that operates the web system, and to our colleague José Velásquez for his leadership,” he said. Amother warned the San Diego police that her teenage son and a companion had taken several guns from her home on Monday, two hours before a deadly shooting rampage at a nearby mosque.
Three men were killed in the attack, including a security guard who officials credited with preventing a more deadly massacre at the mosque, the Islamic Center of San Diego. Two suspected shooters — including the woman’s son — were found dead in a car nearby, police said.
The suspects appeared to have died from self-inflicted gunshots, the San Diego police chief, Scott Wahl, said in a news conference. The chief said one suspect was 17 and the other 18, correcting himself after earlier saying they were 17 and 19.
Investigators recovered anti-Islamic writing in the car, according to two law enforcement officials briefed on the matter who were not authorized to share details publicly. The words “hate speech” were written on one of the firearms used in the attack, the two officials said, and one of the suspects had left a suicide note.

weapons. The police used license plate readers and other technology to try to locate them. Officers were still with the mother when the attack was reported.
— Witness account: Vanessa Chavez, 46, who lives across the street from the Islamic Center, said that she saw a security guard outside the mosque in a tactical vest get hit by at least two gunshots. He fell, then stood up and went inside, she said. “Now seeing that he lost his life, it was very brave of him.”
— Landscaper fired on: After the mosque attack, a landscaper was shot at from a vehicle a few blocks away from the Islamic Center. The bullet may have ricocheted against the helmet he was wearing, which likely saved his life, Wahl said.
— Growing attacks: The shooting occurred as a growing number of religious institutions across the nation have become targets of violence, prompting increases to security. In March, a man attacked a synagogue outside Detroit with a truck before he died in a confrontation with security guards.
— Extra deployments: In response to the attack, several police departments in California and cities across the country said they would increase patrols of mosques, Islamic cultural centers and other houses of worship as a precaution.

Afast-moving brush fire in a suburban community north of Los Angeles destroyed one home Monday and threatened thousands more, though officials said weather conditions and firefighting efforts had slowed activity by nighttime.
The blaze in Simi Valley, California, about 40 miles northwest of downtown Los Angeles, began just before 11 a.m. Monday and grew to 1,368 acres as of Tuesday morning, according to the California Department of Forestry and Fire Protection.
Cal Fire officials reported Tuesday that firefighters made “significant progress with very little fire growth observed” as they worked overnight. They were able to take advantage of calmer winds, cooler temperatures and higher humidity, though winds were expected to strengthen Tuesday morning.
Officials issued mandatory evacuation orders for a large swath of Ventura County where neighborhoods were being threatened by the blaze, called the Sandy fire. By Monday night, more than 33,000 people in Simi Valley and surrounding communities were under evacuation orders, according to Andrew Dowd, spokesperson for the Ventura County Fire Department. Another 10,220 people were under evacuation warnings.
Dowd said Monday that one home in Simi Valley had burned down, and he spoke by phone as he stood beside it.
He said he could see a large plume of smoke nearby as the fire continued to rage and threaten additional structures.
“It’s a huge tragedy to lose one home,” Dowd said. “We are just in fire-prone territory, and this is a stark reminder.”
The blaze broke out on a warm, breezy day in Simi Valley. The large-scale evacuations were prompted by offshore winds that were fanning the flames.
Investigators were on the scene Monday trying to determine the cause of the fire, Dowd said.
Santa Ana winds from the northeast were blowing at 10-20 mph with gusts of up to 35 mph on Monday morning, according to the National Weather Service, and caused the fire to spread rapidly. By Monday evening, calmer winds and high humidity had significantly decreased the fire’s spread.
Around 750 firefighters remained assigned to battle the blaze Monday night, along with water-dropping helicopters.
The Sandy fire is burning in the burn scar from the Woolsey fire that grew to nearly 100,000 acres and destroyed 1,643 structures across Ventura and Los Angeles counties in 2018.
The Woolsey fire eliminated heavy brush that had built up over years, while the Sandy fire is fueled by new growth, particularly dry grasses, said Andy VanSciver, a spokesperson for the Ventura County Fire Department.
The fire was burning near several schools in Simi Valley. Officials had canceled outdoor activities and were keeping children inside classrooms because of poor air quality, ac-
cording to the Simi Valley Unified School District. At least two campuses, Crestview Elementary School and Mountain View Elementary School, had their students and staff evacuated to Simi Valley High School, according to the Ventura County Sheriff’s Office.
The district announced that all of its schools would be closed Tuesday “out of an abundance of caution and with the knowledge that so many of our families are directly impacted by the Sandy fire.”
The Ronald Reagan Library, on a hilltop in Simi Valley, closed early Monday because of the fire. The museum isn’t in an evacuation zone but closed “out of an abundance of caution,” said Melissa Giller, a museum spokesperson.

State prosecutors earlier this week charged a U.S. Immigration and Customs Enforcement agent with assault in the January shooting of a Venezuelan immigrant in Minneapolis, an incident that sparked violent protests at the height of the Trump administration’s immigration crackdown.
The identity of the agent accused of firing the shot, Christian Castro, 52, had not been disclosed until Monday. Castro was charged with four counts of second-degree assault, a felony, and one count of falsely reporting a crime, a misdemeanor.
“His federal badge does not make him immune from state charges for his criminal conduct in Minnesota,” said Mary Moriarty, the Hennepin County attorney.
In a statement, ICE officials described the state prosecution as “unlawful and nothing more than a political stunt.” But the statement did not defend the actions of the agents at the scene that night. ICE officials said that “lying under oath is a serious federal offense” and that federal prosecutors were “actively investigating these statements.”

“Upon conclusion of the investigation, the officers may face disciplinary action, including termination of employment, as well as potential criminal prosecution,” the statement from ICE said.
It was not immediately clear whether Castro had a lawyer. Court records showed an active warrant for him and a bond of $200,000.
Efforts to reach Castro by phone and email did not immediately yield a response. A woman who identified herself as his wife said in a phone call that she had no information about the charges.
A state investigation into the Jan. 14 shooting of the immigrant, Julio C. Sosa-Celis, had been stymied by the refusal of federal agencies to share information, including the names of the two agents involved in a chase that preceded the shooting.
Sosa-Celis, who was shot in the leg, was one of
three people shot by federal agents during the immigration crackdown in Minnesota over the winter. Agents also shot and killed two U.S. citizens in Minneapolis, Renee Good and Alex Pretti.
Law enforcement officers are allowed to use deadly force if they reasonably perceive an imminent threat of death or great bodily harm to themselves or someone else.
Minnesota prosecutors have acknowledged that they face formidable practical and legal challenges in prosecuting federal agents for on-duty conduct.
The Supremacy Clause of the Constitution gives federal officials broad immunity from state prosecution, but Minnesota officials say those protections are not absolute. If Castro seeks to have the case moved to federal court and a judge agrees, Moriarty said her office would continue to pursue the prosecution there.
The assault charges carry a minimum prison sentence of three years if convicted.
The Trump administration said the crackdown, known as Operation Metro Surge, would root out illegal immigration and fraud amid insufficient cooperation from state and local officials. Minnesota’s Democratic leaders condemned the campaign as a constitutionally dubious occupation motivated by political animus. Federal judges expressed alarm about some of the administration’s actions.
After the surge, Minnesota’s attorney general and the Hennepin County attorney, both Democrats, took the unusual step of asking a federal judge to make federal authorities provide evidence from all three shootings. That lawsuit is unresolved.
According to the criminal complaint, on the night of the shooting, the FBI and state law enforcement agents jointly interviewed an ICE agent who said he was the partner of the agent who fired his gun. The agent who was interviewed, who was involved in the chase but did not shoot his weapon, identified Castro, according to the complaint. State officials later subpoenaed Castro’s medical records from a hospital where he sought treatment, Moriarty said. She said those records corroborated that Castro was at the scene of the shooting that night.
Federal officials have not confirmed that it was Castro who fired the shot. The FBI excluded state agents from the investigation after that first joint interview, prosecutors said.
The shooting of Sosa-Celis, who was in the United States without legal status, touched off hours of violent protests in Minneapolis. Some protesters ransacked the vehicles of federal agents and threw fireworks at officers. The scene became so tense that investigators left before they had finished collecting evidence.
Federal officials initially defended the shooting. The agent encountered Sosa-Celis after one of Sosa-Celis’ housemates fled in a car and led agents on a chase to his home.
Federal officials at first described a minutes-long attack on the agent there, with a broom and shovel. Kristi Noem, then secretary of homeland security, described it as “an attempted murder of federal law enforcement.”
Both Sosa-Celis and the housemate, Alfredo A. Aljorna, who was also from Venezuela and in the country illegally, were charged with federal felonies.
Within weeks, the federal government’s account began to unravel. The charges against both men were dropped, and federal officials said they were instead investigating the agents. Video footage of the incident obtained by The New York Times showed no sustained attack with a shovel and contradicted the agent’s claim of a roughly three-minute beating. The encounter lasted about 12 seconds, the video showed.
Moriarty said on Monday that her office was continuing to investigate the shootings of Good and Pretti, but she provided no timeline for charging decisions in those cases. In an interview, Moriarty said her office was investigating more than 30 additional incidents of possible criminal misconduct by federal agents. Castro is the second immigration agent to be charged by Moriarty’s office over actions this winter. In April, Moriarty charged Gregory Donnell Morgan Jr. with assault, saying the agent had pointed a gun at motorists along a state highway in February. Morgan, 35, of Maryland, has an active warrant for his arrest, court records show.

After decades of dismissing liberal arts and humanities studies as useless and insisting that the mastery of science, engineering, math and tech is essential to future success, the tech world is coming around to the idea that learning about human nature could be a valuable asset in the coming artificial intelligence revolution.
As it turns out, tech jobs may be drying up after years of students rushing to computer science. Who needs to code? AI does that for you.
What AI can’t do — yet — is the stuff that makes us human: empathy, emotion, psychology, critical thinking. “What a piece of work is a man,” Hamlet said, describing an intricate and infinite creature.
“I think AI is a false mirror,” said Drew Lichtenberg, the dramaturg at the Shakespeare Theatre Company here and a lecturer at Johns Hopkins University. “It reflects back answers to black-or-white questions, but it does little to help explain the human experience the way art or philosophy can.”
He said he was shocked that students last semester were hungry for difficult plays and philosophical readings with no clear answers. “They were particularly into Kant and his ‘Analytic of the Sublime,’ Nietzsche and existential nausea, Camus and the myth of Sisyphus,” he said, adding that the cool reason of AI comprehends, but the seething imagination of art apprehends.

Daniela Amodei, a founder of Anthropic, told ABC News that “the things that make us human will become much more important instead of much less important.” She said that at Anthropic, the company is looking to hire people who are “compassionate and curious” about other people.
Amodei, who majored in literature at the University of California, Santa Cruz, said that “studying the humanities is going to be more important than ever. A lot of these models are actually very good at STEM. But I think this idea that there are things that make us uniquely human — understanding ourselves, understanding history, understanding what makes us tick — I think that will always be really, really important.”
Other billionaires and execs — Jamie Dimon at JPMorgan Chase, Ginni Rometty at IBM, Satya Nadella at Microsoft, Mike Novogratz at Galaxy Digital and Jack Clark at Anthropic — have warned of the need for emotional intelligence and storytelling in a world dominated by AI.
Reed Hastings, a founder of Netflix, said on Reid Hoffman’s podcast recently that we have moved beyond the days when STEM swallowed the Stanford University campus. If he had a 3-year-old today, he said, he would be “doubling down” on teaching the child emotional skills.
“For students and parents, the best defense today is to be broadly educated so they can adapt to the changes coming,” Hastings told me. “AI is better at rational thinking than it is at emotional depth. The last job that AI will get is stand-up comedian.”
Mark Cuban, an AI optimist who predicted a decade ago that English majors would have the edge in the future, told me: “AI is going to do a lot of amazing things with drugs and devices and stuff that’s going to be insanely important and cool. But, you know, humans are humans. Curiosity is the greatest skill you can have in an AI universe.”
Some people are beginning to realize you have to avoid sautéing your brain in AI slop if you want to keep it fit.
“The people who are reading hard books and are still writing have built these brain circuits, and they’re comfortable with cognitive strain,” said Cal Newport, a Georgetown University computer science professor. “These are the people with real value if everyone else has fried their brains.”
Rob Reich, a Stanford professor who teaches the social ethics of science and technology, said that computer science students are awash in anxiety about their future. “The first time that there’s been a decline in computer science enrollment at Stanford in 20 years is

in the past 18 months,” he said.
Maybe humans are getting worried about becoming less human. As a friend of Reich’s says, we have gone from visiting people on birthdays to letters to phone calls to texts to emojis.
Reich suggested that humans, unable to keep up with AI, may have decided to go read some poetry or literature or philosophy and remind themselves of “enduring sources of meaning in the world.”
When Anthropic’s head of AI safety, Mrinank Sharma, left the company in February, saying that “the world is in peril” from AI and other things, he posted on the social platform X about looking for meaning in poetry: “I want to explore the questions that feel truly essential to me, the questions that David Whyte would say ‘have no right to go away,’ the questions that Rilke implores us to ‘live.’”
Reich said that some people think that once AI does the majority of economically valuable work and we live in a world of abundance, “what will be left for humans to do is fundamentally a more humanistic set of questions about artisanal projects that people might want to direct themselves toward.”
Some of my academic friends doubt this is a real trend, as they see liberal arts and humanities departments shrinking and closing, graduate enrollments slashed and reading scores falling.
The New Yorker declared “The End of the English Major” three years ago. The Washington Post reported this past week on a Texas study in which liberal arts landed at the bottom of undergraduate programs that paid off after college. “Just try to imagine a world — or a working democracy — when those skills are limited to a few,” keened one Shakespeare professor.
Maybe the lords of the cloud are feeling guilty as it becomes apparent that AI is going to subsume us. So they’re wishfully thinking that truth and beauty can help us steer AI toward its better angels.

SAN JUAN – El Consorcio de Bibliotecas Metropolitanas (COBIMET) anuncia que está llevando a cabo un estudio sobre las capacidades de preservación digital de archivos históricos y fotográficos del cual pueden participar todos los municipios de Puerto Rico.
El proyecto, financiado con una subvención del Institute of Museum and Library Services (IMLS), busca diagnosticar fortalezas, debilidades y prioridades de mejora en bibliotecas públicas y archivos municipales, utili-
zando el Modelo de Evaluación Rápida (DPC-RAM) de la Digital Preservation Coalition.
Administradores de archivos municipales, bibliotecas públicas con materiales históricos, y universidades están invitados a participar mediante entrevistas virtuales o presenciales. Algunas de las 19 instituciones que ya se han unido al estudio son la Biblioteca Francisco Oller de la Escuela de Artes Plásticas, el Archivo de Arquitectura y Construcción de la UPR, el Archivo Histórico de la Universidad del Sagrado Corazón, y el Centro para Puerto Rico de la Fundación Sila M. Calderón entre otras.


Según el director ejecutivo del consorcio, Carlos Crespo, el rápido crecimiento de recursos de información físicos y electrónicos representa un reto estratégico clave para bibliotecas y archivos. “En el consorcio se provee la ayuda a estas organizaciones para que puedan contar con una evaluación objetiva de sus capacidades, identificar brechas y promover la innovación en la preservación digital a largo plazo”, destacó el también director del proyecto.
Por su parte, Kelly Caballero, técnica de documentación del consorcio, explica que los resultados de este estudio permitirán tener un diagnóstico de cuan actualizadas están las capacidades de las instituciones participantes y ayudarán a desarrollar nuevas estrategias y soluciones sostenibles de ser necesario.
“Además, con este tipo de estudio se genera una base de datos en línea bilingüe (español-inglés) de acceso gratuito, para hacer que los datos recopilados estén disponibles públicamente beneficiando a otros estados y territorios de EE. UU. para evaluar necesidades archivísticas y alinear acciones con estándares internacionales”, abundó Caballero sobre el valor del proyecto.
Para el archivero, José Ortiz, del Centro para Puerto Rico de la Fundación Sila María Calderón, planificar para prevenir el deterioro o pérdida
de estos materiales puede ser un tanto complicado. “Afortunadamente, este proyecto que desarrolla COBIMET, del cual ya nosotros participamos, ayuda a que cada institución evalúe sus recursos, sus colecciones y capacidades para dar un primer paso hacia la preservación del material digital que custodia”.
Las instituciones que formen parte del análisis recibirán un incentivo de $50 y un certificado de COBIMET. “Invitamos a los administradores y archiveros que deseen contribuir a la preservación de nuestro patrimonio documental a registrarse. La fecha límite para hacerlo es antes que finalice el mes de junio”, exhortó Crespo.

At this year’s Cannes Film Festival, beach clubs have become battlegrounds. Every after-party I attend has been the site of a heated debate, as journalists and industry insiders fight about the polarizing films vying for the Palme d’Or.
During the soiree for “Paper Tiger,” a New York thriller starring Miles Teller and Adam Driver, I predicted that their co-star Scarlett Johansson would become a major Oscar contender. Glowering over a glass of wine, another awards pundit declared that Johansson’s performance — with its big accent, big emotions, and big hair — was Razzie-worthy.
At another party, the talky drama “All of a Sudden” generated its own talky drama, as one passionate dissenter faced off against several fans. Was this three-hour film from director Ryusuke Hamaguchi (“Drive My Car”) a tear-jerking humanist triumph or a self-satisfied lecture? The argument got so animated that you might have mistaken it for the deliberations of the Cannes jury itself. Mixed reactions are a given at any film festival, but I’ve rarely seen as many that are this mixed. On the Screen Daily jury grid, which compiles scores from a dozen critics on a scale from 1-4, consensus has been hard to come by: Nearly every competition film, including Asghar Farhadi’s “Parallel Tales” and the Javier Bardem vehicle “The Beloved,” runs the gamut from three stars to a measly one. That ought to make this year’s Palme race a tough one to call. While watching “Fjord,” a strong Norwegian drama starring Sebastian Stan and Renate Reinsve, I wondered whether it could earn a second Palme for director Cristian Mungiu, who in 2007 won for “4 Months, 3 Weeks and 2 Days.” Then, as the closing credits began, the journalist in front of me broke into derisive laughter. But I don’t expect any competition film still to come

“The Beloved” (A Contracorriente Films/Le Pacte)
will prove more polarizing than “Hope,” a South Korean action movie that premiered Sunday night to love-it-or-hate-it reactions. Directed by Na Hong-jin (“The Wailing”), it’s nearly three hours of nonstop action as a besieged town tries to fend off rampaging aliens. Those beasts are played by Michael Fassbender and Alicia Vikander, who have been transformed via motion-capture technology into some of the most egregious-looking creatures you have ever seen, as though James Cameron tried to render his Na’vis with nothing but a dented Nintendo GameCube.
“Hope” is thin on character but long on action scenes in which people shoot at CGI monsters that never, ever die, and I found it to be stultifying slop made by people who should know better. Critic Peter Howell agreed, positing that the “biggest mystery at Cannes this year is how this steamy load of dodgy CGI and inane plotting managed to make it into the Palme competition.”
And yet! People I respect — or at least respected until now — are still going to bat for “Hope.” Hollywood Reporter critic David Rooney praised the film for its “sharply drawn characters” even though, when last I checked, France does not formally celebrate Opposite Day. On social media, writer Iana Murray is so “Hope”-pilled that she has begun campaigning for it to win the Palme.

Still, if “Hope” manages to buck common sense and win the top prize, that would be emblematic of just how split this year’s slate has been. And, at the very least, I know the feuds about it at the closing-night party would be legendary.

Wall Street fell on Tuesday, slammed again by inflation worries that pushed long-dated bond yields to the highest since 2007, as investors dismissed conflicting signals on U.S.-Iran talks and looked ahead to Nvidia’s earnings on Wednesday.
In my column today, I also look ahead to Nvidia’s results. Another bumper report is expected, but it comes at a potentially critical juncture for the company and wider sector: if the AI juggernaut is to slow down, it could be for the oldest of oldschool reasons - rising interest rates.

The world’s most valuable company releases its latest earnings on Wednesday, and it is expected to be another blockbuster. But after years of near-monopoly in chips used to train AI


systems, Nvidia is facing competition from tech giants building their own chips. The market is much larger, but also more contested.
And tens of billions of dollars in revenue is no guarantee shares immediately rise either. In February, shares tumbled 5.5% the day after earnings, the biggest drop in 10 months, even as revenue leaped 94%. A further 4% slide the next day wiped out $450 billion of market cap in 48 hours. And last November shares slid 3% the day after results, and 6% in the three days after the prior earnings report last August 27.

Ugly UK jobs data Tuesday, ugly inflation data Wednesday? If so, the Bank of England is in an even more invidious position than it might have feared. Raise rates to cap prices, or support the creaking labor market? Other central banks will be watching closely - they could find themselves in the same boat soon.
Figures on Tuesday showed UK payrolls fell by 100,000 in April, the biggest drop since the start of the pandemic. CPI inflation data on Wednesday is expected to show a sharp rise in monthly rates but cooling annual gains. BoE officials will be praying there are no surprises. Not on the upside, anyway.

President Vladimir Putin of Russia arrived in Beijing on Tuesday for a state visit in a position of relative weakness.
His army is struggling to move in Ukraine. His seat of power, Moscow, has been increasingly vulnerable to Ukrainian drones. Russia’s economy is under severe strain. More Russians are growing tired of what increasingly looks like a fruitless and endless war.
Even in better times for Moscow, its relationship with Beijing has been defined by economic imbalance. “China has massive leverage and can dictate exactly what it wants from this menu of bilateral cooperation,” said Aleksandr Gabuev, the director of the Carnegie Russia Eurasia Center in Berlin.
Still, Russia is not content being relegated to junior partner to China. Its nuclear arsenal, far larger than Beijing’s, could make it an important ally in any superpower conflict, including over Taiwan. The invasion of Ukraine has positioned Moscow as a leader of an emerging non-Western world order supported by Beijing.
And then there is the opening provided by the war against Iran waged by the United States and Israel.
Five days after an architect of that conflict, President Donald Trump, left Beijing at the end of his own state visit, Putin will join the Chinese leader, Xi Jinping, for a day of meetings Wednesday.
The upheaval that Trump has caused in the Persian Gulf has disrupted energy supplies to China, and Russia has promoted itself as a reliable alternative. Russian officials hope to leverage the Middle East crisis to deepen energy ties with Beijing, including by moving ahead with a stalled pipeline project.
Ivan Timofeev, director-general of the Russian International Affairs Council, a think tank co-founded by the country’s Foreign Ministry, said the Middle East conflict showed how Russia could “mitigate for China the risks associated with logistics and the Persian Gulf.”
“Russia retains a crucial strategic role here for China in the event of such escalations,” Timofeev said Friday during a news conference in Moscow.
By hosting Putin just days after Trump’s visit, Xi is tending to his relationship with his most important strategic partner and casting China as an indispensable global power.
Since December, Xi has welcomed to Beijing the leaders of France, Canada, Britain, Germany and the United States. In his summit with Trump, Xi argued that China and the United

States were now peer powers and that they should avoid prioritizing competition.
Putin has been working to position himself advantageously between Trump and Xi.
The Russian leader has tried to cultivate Trump, seeking his help in securing a favorable resolution to the invasion of Ukraine and reaping the benefits of renewed business relations after the war.
Putin’s ties to Xi, however, run far deeper.
The Russian leader has worked to develop a well-documented bond with his Chinese counterpart, calling him his “dear friend” and “best bosom friend.”
Xi is expected to reaffirm that closeness Wednesday.
“Both sides will seize this opportunity to continue to promote the development of China-Russia relations to a deeper and higher level, injecting more stability and positive energy into the world,” a Chinese Foreign Ministry spokesperson, Guo Jiakun, said Monday.
Putin struck a similar note in an address published by the Kremlin on Tuesday before the visit. “The close strategic relationship between Russia and China plays a major, stabilizing role globally,” he said, adding, “Without allying against anyone, we seek peace and universal prosperity.”
In Putin, Xi sees a like-minded leader frustrated by America’s dominance of the global order, said Julian Gewirtz, a senior director for China and Taiwan affairs at the National Secu-
rity Council in the Biden administration.
While Trump lavished praise on the Chinese leader during his visit to Beijing, “Xi’s embrace of Putin this week should be a reminder that Beijing’s closest international partners are connected by their shared emphasis on resistance to the United States,” Gewirtz said.
Russia and China declared a “no limits” strategic partnership in early 2022, weeks before Moscow invaded Ukraine.
The economic asymmetry in the relationship is glaring. Beijing supplies more than a third of Russia’s imports and buys more than a quarter of Moscow’s exports, while Russia accounts for only about 4% of China’s international trade, a share smaller than Vietnam’s.
Although Russia’s economic dependence — including for parts its needs to power its war machine — constrains its actions toward China, the Kremlin has gone its own way at times.
While Western officials believe that Xi has been urging Putin not to use nuclear arms in Ukraine, Russia moved such weapons into
neighboring Belarus in 2023, and Russian forces are currently holding nuclear exercises in Belarus even as Putin visits Beijing.
But the advantages of a partnership with Moscow are clear to China, especially in comparison to the United States.
“Russia remains a predictable partner, whereas the United States is not,” said Andrei Kortunov, an expert on international affairs with the Kremlin-linked Valdai Discussion Club. He added that Putin had been visiting China regularly, while Trump’s last visit occurred in 2017.
As the Chinese and Russian leaders have grown closer, so have their countries.
Last year, both began to allow their citizens to conduct visa-free travel. Hundreds of thousands of Russians visited the Chinese island of Hainan in 2025, according to the Association of Russian Tour Operators, and the numbers have continued growing this year.
While the conflict in the Middle East has seemingly reversed Russia’s economic fortunes, even if temporarily, it has more fundamentally turned Moscow into an increasingly indispensable energy supplier for China and other countries.
For years, Russia has been trying to push China to go forward with a major new gas pipeline, known as Power of Siberia 2, that would link its Siberian extraction sites with China’s northwest through Mongolia. But Beijing has been hesitant, trying to push for lower energy prices and fearing that the pipeline would deepen its dependence on one supplier too much.
The energy shock from the Iran conflict may have upended that dynamic, underscoring the importance for China, the world’s largest importer of natural gas, to diversify its supply options beyond the Middle East.
“The war in the Persian Gulf is a new factor. It has influenced Chinese planning and the signals we are receiving from our Chinese colleagues,” said Vasily Kashin, the director of the Center for Comprehensive European and International Studies at the Higher School of Economics in Moscow. “As I see it, the chances of concluding a deal on Power of Siberia 2 will continue to grow for now.”

The Trump administration on Monday intensified its pressure campaign against Cuba’s government, issuing sanctions on three government agencies and 11 top officials. Those targeted included three generals and communist party officials associated with the Cuban security apparatus.
Such sanctions, usually used against accused drug traffickers, human-rights violators and terrorists, freeze any property and bank accounts they may have in the United States.
While it is unlikely that any of the Cubans targeted have U.S. assets, the move is an important escalation in the Trump administration’s campaign to force the communist government to overhaul is economic and political system.
“Regime-aligned actors such as those designated today bear responsibility for the suffering of the Cuban people, the failing Cuban economy, and the exploitation of Cuba for foreign intelligence, military, and terror operations,” Secretary of State Marco Rubio said in a statement. “Today’s designations further restrict the Cuban regime’s ability to suppress the will of the Cuban people.”
The move followed an earlier wave of sanctions that pressured some foreign companies doing business in Cuba to pull out of the island, potentially setting off a cascade of worse economic difficulties.
Following an executive order this month aimed at making it harder to do business on the island, Hapag-Lloyd, a German shipping line, and CMA CGM, a French shipping firm, suspended bookings to and from Cuba. The withdrawal of the shipping companies was considered by some analysts to be particularly damaging,


because they delivered much-needed products to the island.
A Canadian mining company, Sherritt International Corp., also announced that it was pulling out of its joint ventures with Cuba.
The Cuban government did not respond to requests for comment.
Among the top Cuban officials hit by the new sanctions Monday were the president of the national assembly, as well as the ministers of communications, mines and energy, and justice. Several people working for the armed forces, including the deputy minister of defense and three generals, were also named, as
were the Ministry of Interior, the National Revolutionary Police and the Directorate of Intelligence.
John Kavulich, the president of the U.S.-Cuba Trade and Economic Council, a nonpartisan, private organization that follows Washington’s trade policy, said the sanctions were important because of the high-profile positions the people targeted occupy.
“Optically, it’s significant because it adds to the portfolio the Trump administration is developing to — hopefully, from their perspective — use as bargaining tools,” Kavulich said.
The Trump administration has been hitting Cuba with repeated blows aimed at crippling the communist government that has run the country since 1959. Cuba has gotten virtually no oil this year after the administration blocked oil shipments from Venezuela, the island’s main source, and blocked almost all other
foreign fuel deliveries.
The lack of oil has plunged the country into prolonged blackouts. Even Havana, the capital, is now without power for as long as 22 hours a day.
“For Cuba, it’s ugly,” Kavulich said. “And it’s getting more ugly.”
The administration has also been conducting surveillance flights around the island. Last week, the CIA director, John Ratcliffe, visited the island and demanded that Cuba shut down Chinese and Russian listening posts that it hosts.
On Wednesday, the U.S. Department of Justice is widely expected to announce a criminal indictment against Raúl Castro, the former defense minister and president, for having ordered the shooting down of two civilian planes in 1996. Four people were killed.
The United States and Cuba have been engaged in secret negotiations in which Washington has demanded certain changes, including an economic opening and compensation for people whose properties were confiscated by the government decades ago.
President Miguel Díaz Canel has called the series of U.S. actions an “international crime.”
“Cuba poses no threat, nor does it have aggressive plans or intentions against any country,” he wrote on X. “Cuba, which already endures a multidimensional aggression from the U.S., does have the absolute and legitimate right to defend itself.’’
Miguel Cossio, the executive director of the American Museum of the Cuban Diaspora in South Florida, said the sanction targets appeared to have been carefully chosen.
The museum, along with the Foundation for Human Rights in Cuba, prepared a dossier to be released Tuesday with a recommended list of dozens of Cuban officials who they say they believe have participated in repression, politically motivated prosecutions, corruption, and other crimes that should make them eligible for sanctions.
“They are not choosing these guys just for fun,” Cossio said. “These are the elite of the inner circle of government who are really running the government and are part of structure of espionage and repression.”

Elon Musk lost his bid to derail OpenAI. Few will feel sorry for him.
Unless you are a corporate chieftain or a venture capitalist, you might want to take a moment, however, to feel sorry for yourself. The juggernaut of artificial intelligence bearing down on the world is probably not your friend.
If you are a clerk, a programmer, an administrator, a writer, an entry-level knowledge worker of any sort, you have already been warned that AI might replace you. Even if those worries prove overblown in the short term, the new technology could push down incomes.
The speedy collapse of Musk’s legal case Monday will not slow down the juggernaut. If anything, it will speed up. With rising emotions around the country, this could be a long, hot AI summer.
AI critics dismissed the three-week trial in federal court in Oakland, California, as a power struggle between oligarchs that was of little concern to the masses. But it was also a rare glimpse into the seething maw of Silicon Valley as it makes a bid to transform, and possibly take over, the world.
As the AI industry likes to remind us, the stakes could not be higher. “The worst-case situation,” Musk pointed out in his trial testimony, is one where AI will “kill us all.”
Musk was undoubtedly seeking to benefit Elon Musk in his pursuit of OpenAI, the leading AI company, and its CEO, Sam Altman. Musk, 54, argued that OpenAI was trying to make as much money as possible from the beginning, a violation of its self-proclaimed mission as a charity putting humanity first.
Was AI fundamentally a bait and switch? It’s a question that was emphatically worth asking. It would have been nice to have a court ruling that provided a definitive answer.
“The fundamental issue still stands,” said Oren Etzioni, a veteran AI researcher who was the founding CEO of the Allen Institute for AI, a nonprofit. “Can a nonprofit of any kind become a for-profit willy-nilly?”
The nine men and women of the jury did not consider the merits of Musk’s argument but decided that the statute of limitations meant his lawsuit could not proceed.
“The AI trial of the century ends with a whimper,” wrote Gary Marcus, a cognitive scientist who is a prominent critic of AI companies. “And so there are some things we will never know.”
Musk’s challenge to OpenAI ended, at least for the moment, rather differently from the recent court cases against social media. Losses in Los Angeles and New Mexico in the last few months, and the specter of more trials to come this year, are putting that part of the tech industry on the defensive.
Any reckoning against AI will have to come in another form at another time.
Musk tried his best. If one of his goals was to humiliate Altman, 41, once a buddy and now a nemesis, he managed to accomplish a bit of that in the court of public opinion.

These revelations go to the center of people’s biggest concerns about AI: Can it be trusted? And can the people in charge of it be trusted?
No one at OpenAI ended up looking particularly good in the trial. Musk had accused Altman of “perfidy” and “deceit” and said OpenAI’s leaders had “unjustly enriched” themselves “to the tune of billions of dollars.”
“Our primary fiduciary duty is to humanity,” the OpenAI charter states. But if the company is acting in the people’s best interests, why is everyone who works there getting so rich? Greg Brockman, the president of OpenAI, confirmed his stake was now worth nearly $30 billion. Ilya Sutskever, an OpenAI co-founder who has since left, said he had a $7 billion stake.
(As for Altman, he has repeatedly maintained he has no direct stake in OpenAI. “I’m doing this because I love it,” he told a Senate subcommittee in 2023. It emerged during the trial, however, that he has stakes worth $2 billion in companies that directly do business with OpenAI. He said he had been recused from negotiating the deals.)
And then there is the question of safety — especially important with a technology so potentially dangerous.
“Obviously we’d comply with/aggressively support all regulation,” Altman told Musk in 2015 in an email that became an exhibit in the trial. But OpenAI, like nearly every tech company, did not end up a fan of regulation at all.
Ross Gerber, the CEO of Gerber Kawasaki, a wealth and investment management firm in Santa Monica, California, that invested in Musk’s rocket company, SpaceX, said the lawsuit did not hurt Altman’s reputation or help Musk improve his public perception. “The good news is that people hate both of them,” Gerber said.
“The public is already fearful of AI,” the investor add-
ed. “I don’t think they dispelled that in any way through this lawsuit.”
AI has pretty much a green light from Congress, the Trump administration, the courts and Wall Street. There is a scattering of opposition among state regulators and isolated lawmakers, but so far it hasn’t amounted to much. All of which leaves the increasing anger felt by those clerks, administrators, writers and other citizens with pretty much nowhere to go.
Wall Street expects smooth sailing from here. “OpenAI can shift its strategic focus to capitalizing on the A.I. Revolution taking place front and center given its strong market position in the space,” Dan Ives, an analyst, wrote after the verdict.
OpenAI’s public offering, which may be somewhere in the neighborhood of $1 trillion, is expected as soon as this year.
Musk did not get a win Monday, but he still has his lawyers and his Ahab-like quest to sink the OpenAI whale. He wrote on the social platform X, “I will be filing an appeal with the Ninth Circuit, because creating a precedent to loot charities is incredibly destructive to charitable giving in America.”

The Patrulleros of San Sebastián and the Tigres of Hatillo secured sectional semifinal victories on Monday as the 2026 Superior Double-A Baseball League postseason continued.
San Sebastián rallied for four runs in the seventh inning to take a 5-4 lead, then went on to beat the Fundadores of Añasco, 7-4, in a Northwest section semifinal powered by two RBIs from Jesús Tavares and two runs scored by Boris Rodríguez and César Morillo.
In relief, the Patrulleros’ José Ayala, José Cruz Molina and Oscar Rivera delivered dominant performances, holding the Fundadores scoreless in the last five innings.
San Sebastián is a win away from advancing to the sectional finals. Game 4 is Friday at 8 p.m. at Isidoro “Cholo” García Stadium in Mayagüez.
Meanwhile, the Tigres shut out the Atenienses of Manatí, 4-0, in a North section semifinal thanks to outstanding pitching from Erick Sepúlveda, Jonathan Pacheco and Jaime Ayende. Sepúlveda earned the win, pitching 5.2 innings and recording four strikeouts.
Félix Báez spearheaded Hatillo’s offense with two RBIs, and Jay Feliciano went 3-for-3 at the plate, tallying one run scored and one RBI.
The Tigres can advance to the sectional finals with a win in Game 4 on Friday (8 p.m.) at Pedro Román Meléndez Stadium in Manatí.

The Vaqueros of Bayamón and the Gigantes of Carolina earned victories on Monday night in a pair of Superior National Basketball (BSN by its initials in Spanish) league games.
At Rubén Rodríguez Coliseum in Bayamón, the Vaqueros defeated the Piratas of Quebradillas, 99-74.
It was the second matchup of the season between the two teams, both won by Bayamón.
The hosts got off to a fast start to lead 14-6 after the first five minutes, and extended the advantage to 37-21 by the end of the first quarter.
Although the Piratas briefly narrowed the gap in the second quarter, the Vaqueros went into halftime with a 57-43 lead.
Bayamón went back to work in the second half and led 75-56 entering the final 10 minutes.
Jaylin Galloway led the Vaqueros (13-9) with 20 points, followed by Xavier Cooks and Jae Crowder with 14 and 13 points, respectively. Javier Mojica added 11 points, Gary Browne had 10 points and 12 assists, and Jordan Daniel Cintrón chipped in 10 points off the bench.
Phillip Wheeler’s 14 points led Quebradillas (4-15).
At Roger Mendoza Coliseum in Caguas, meanwhile, the Gigantes overcame an early fourth-quarter deficit to beat the host Criollos, 98-93.
Trailing 49-43 at the break, the Gigantes rallied in the third quarter and led 70-68 heading into the final frame.
The Criollos opened the fourth quarter
with an 8-0 run to momentarily regain control, but the visitors prevailed in the closing stages. With the score close going down the stretch, Jaylen Nowell scored four consecutive points to extend Carolina’s lead to five with less than a minute remaining, and the Gigantes sealed the victory from the charity stripe. Nowell and Tremont Waters each scored 23 points to lead Carolina (10-8), and Daniel Rivera scored 17 points off the bench.
Travis Trice and Moses Brown scored 23 points apiece to lead Caguas (11-7). Louis King added 15 points and Trice handed out seven assists.
