In addition to the proclamations presented to the Ortiz brothers, González Colón recognized trainer Cherie DeVaux -- the first woman to win the Kentucky Derby in the competition’s more than 150-year history.
José Luis Ortiz won the 152nd edition of the Kentucky Derby aboard Golden Tempo, while Irad Ortiz took second place riding Renegade.
The governor also announced that she will allocate $1 million to facilitate the hosting of the Caribbean Classic in Puerto Rico, scheduled for December 2-6 at Camarero Racetrack in Canóvanas.
“The Caribbean Classic is the Kentucky Derby of Latin America,” González Colón said in a written statement.
“Hosting the Caribbean Classic in Puerto Rico represents a historic opportunity to continue and build upon the tremendous triumph of Irad and José Luis Ortiz, and to continue promoting Puerto Rico as a tourist destination,” the governor




added, noting that both jockeys began their professional development at Camarero.
The racetrack will contribute an additional $1 million in its own resources, including $276,000 earmarked for the establishment of a horse quarantine facility in compliance with federal regulations. The broadcast of the event will reach nine participating countries: Panama,Venezuela, Mexico, the Dominican Republic, Ecuador, Colombia, Jamaica, Trinidad and Tobago, and Puerto Rico.
The Caribbean Classic is expected to generate an estimated economic impact of $3.3 million, according to the methodology employed by the Tourism Company.
The Ortiz brothers were also honored in the island House of Representatives on Tuesday, where Speaker Carlos “Johnny” Méndez Nuñez presented José Luis with the Presidential Medal. Tribute was also paid to the other five riders from the island who participated in this race, including Manuel Franco, Edwin Maldonado, Jaime Torres, Christian Torres and John Velázquez. All received a Motion of Recognition and medal from the lower chamber.
Also recognized during the House ceremony was Agustín Mercado Reverón Equestrian School in Canóvanas, which played a role in the training of six of the seven Puerto Rican riders who participated in the 152nd edition of the “The Run for the Roses.”

APuerto Rico business leader told international trade officials Tuesday that closer economic ties across the greater Caribbean could strengthen regional stability and expand opportunities for small and midsize businesses.
Dr. Ramón C. Barquín III, president of the Puerto Rico United Retailers Association (CUD by its acronym in Spanish) and a former president of the Organization of Trade in the Americas (OCTA), delivered a keynote address to the World Trade Point Federation at the United Nations Palace in Geneva, Switzerland. In his remarks, Barquín promoted the creation of a “United Caribbean” trade bloc aimed at boosting cooperation and integrated supply chains across the region.
The CUD president spoke before an audience that included international delegates, diplomatic representatives and officials connected to U.N.-linked trade and development bodies, including organizations tied to the World
Trade Organization (WTO), the World Intellectual Property Organization (WIPO) and the U.N. Conference on Trade and Development (UNCTAD).
He argued that trade and regional integration can help reduce tensions in an increasingly interconnected world shaped by digital platforms, global communications and cross-border data flows.
“Legitimate trade remains one of the great instruments of peace in modern civilization. Nations that trade together are more likely to cooperate,” Barquín said. “Modern economic integration must also rest on digital trust, cybersecurity and regional interconnectivity.”
He said the “United Caribbean” concept is a privatesector integration platform rather than a traditional government treaty, with participation envisioned from business groups, universities, think tanks and cultural institutions.
“Its purpose is to create a functional architecture of economic integration for the Greater Caribbean,” Barquín said.

Students from José González Ruiz School in Aguada appeared Tuesday before the Education Committee in the island House of Representatives to defend a proposal contained in House Bill 1214 to establish a “Uniform Emergency Code System” in Puerto Rico’s schools.
The measure was filed by Rep. Odalys González González after a proposal developed by teacher Diane Negrón Flores and her students, as part of an educational and investigative process on school safety and emergency management.
During the public hearing, students gave a presentation in support of the measure and noted that different schools currently use different methods to transmit emergency alerts, including bells, whistles and sound systems, which can cause confusion among students, school staff and visitors.
As part of the proposal, the students recommended the creation of a uniform system of color codes and pictograms for situations such as fires, medical emergencies, natural disasters, threats of violence and evacuations, among other emergencies.

The measure also proposes that schools have visible posters, periodic drills and training processes aimed at students, teachers, school staff and communities.
“This bill was born from a classroom and today these students had the opportunity to present and defend their proposal in the House of Representatives,” González said. “Beyond the legislative process, this shows that our students do have the ability to identify problems, investigate and propose real solutions for Puerto Rico.”
In their presentation to the committee, the students noted that a uniform system would create a common emergency language in all schools, strengthening response capacity and reducing confusion during critical situations.
“If universal codes protect lives in hospitals, they must also protect children in schools,” the students stated during the public hearing.
The initiative is part of an educational process developed through workshops, research, educational tours and legislative experiences aimed at promoting critical thinking, citizen participation and student leadership from an early age.

University of Puerto Rico (UPR) President Zayira Jordán Conde announced on Tuesday that the Mayagüez Court has reiterated that no group may impede access to the UPR-Mayagüez Campus (RUM by its acronym in Spanish).
“Yesterday, attorneys for the Mayagüez Campus and the Central Administration once again presented the case before the Court, and the Honorable Judge reiterated that no group
may impede the access of students, faculty, and employees to a public institution,” Jordán Conde said in a written statement.
The ruling came amid proceedings related to the blocking of gates at the campus, where students, faculty and employees are demanding access to university facilities.
Jordán Conde said the court reaffirmed that blocking gates -thereby depriving students of the ability to continue their studies -- constitutes illegal conduct. Following the judicial ruling, she issued an open letter to the university community urging them
to refrain from any conduct that could violate the court’s order. A systemwide strike was declared earlier this month. Among strikers’ demands is that Jordán Conde step down.
The official indicated that the institution would act with prudence, responsibility, and firmness to protect the right to education, as well as the safety and access of students, faculty, and employees. The UPR administration reiterated its commitment to academic continuity and to those students seeking to complete the semester without interruption.

Last year the FBI registered more than 22,000 complaints nationwide related to fraudulent schemes using artificial intelligence (AI) algorithms.
The use of AI technology to create “deepfakes” cost U.S. consumers, including those in Puerto Rico, over $893 million in losses, an increase of $362 million compared to 2024.
Similarly, citizens receive 2.6 deepfake videos every day, a 400% increase compared to 2024.
The preceding data was presented in a press release issued by Rep. José Aponte Hernández, who since 2021 has been raising the alarm about the use of AI to create increasingly difficult-to-distinguish fraudulent schemes.
“The marked increase in the use of Artificial Intelligence algorithms to create fraud schemes represents an extraordinary and real risk to our
consumers, particularly senior citizens,” the veteran lawmaker and former speaker of the island House of Representatives said, noting that the number of deepfakes registered by the FBI in 2025 represented an increase of 7,750 compared to 2014.
“[A]nd this is the clearest indication that we must be very vigilant about the material we access on social media and the internet, and be sure that it is legitimate,” he said.
“We have to understand that before 2023, this technology, although it existed, wasn’t easily accessible,” said the at-large legislator, who chairs the House Committee on Federal Relations and Veterans Affairs. “Everything changed in 2024, when AI applications and programs began to proliferate on social media and internet portals. The boom is so marked that at the end of 2024, the FBI designated a specialized category for ‘deepfake’ complaints; previously, they were classified as complaints
associated with cybercrimes. The increased use of voice cloning algorithms, graphic mechanisms that make emails appear legitimate, and the creation of images and videos have allowed criminals to commit their misdeeds faster and almost transparently.”
Aponte said consumers should be on the lookout for alerts to detect the scams, which include requests for personal data, such as addresses, bank accounts and social security numbers, among others. Likewise, they should not click on links they haven’t verified beforehand, and especially not download attachments from anonymous sources, including on messaging apps like WhatsApp and Telegram.
Later on Tuesday, Consumer Affairs (DACO) Secretary Hiram Torres Montalvo issued a warning on Tuesday regarding a fraudulent digital scheme created using AI that falsely utilizes the image and voice of the La Fortaleza Chief of Staff Francisco Domenech Fernández.
The warning follows the detection of a fake video published on a page identified as “Bright Horizon Daily,” which appears to be a legitimate digital news outlet.
The video simulates a television interview with Domenech from the program “Primera Pregunta,” in which it is falsely claimed that the Puerto Rico government guarantees profits of up to $12,000 with a minimal investment.
“The content currently circulating is completely false and constitutes a fraudulent scheme designed to deceive consumers through the misuse of artificial intelligence tools,” Torres Montalvo said in written remarks.
The DACO chief noted that the video employs deepfake technology capable of recreating the voices, faces, and expressions of public figures to make it appear as though they are endorsing products, investments or financial incentives.

Manuel Antonio “Nano El Viejo” Valentín Vega -- son of former Añasco Mayor Antonio Valentín Vega and owner of the business Centro Agrícola El Rancho -- has been charged by federal authorities, along with five other individuals, with 23 counts related to organized crime, murder, drug trafficking, money laundering and firearms violations.
The crimes were allegedly committed in support of a transnational criminal organization based in Añasco, which operated a large-scale drug trafficking network coordinated with suppliers in Venezuela, Colombia and the Dominican Republic, announced William Stephen Muldrow, U.S. Attorney for the District of Puerto Rico, on Tuesday.
“On April 15, 2020, Manuel Antonio Valentín Vega was kidnapped by rival drug traffickers who demanded money in exchange for his release,” Muldrow stated during a press conference. “Valentín Vega was ultimately released by his captors. Subsequently, he attempted to murder those he held responsible for the kidnapping.”
As a consequence, on May 21, 2020,

Freddy “Baby Boy” Charón Valentín -- one of the individuals allegedly responsible for the kidnapping -- was inside a vehicle that was fired upon by two assailants, resulting in the slayings of 31-year-old Yesenia Henríquez Rivera and her eight-year-old daughter, Roseliam Torres Henríquez. Charón Valentín survived the incident. Kevin Hernández Ruiz and Julio Aragonés Fred were charged in connection with
the events. It is alleged that, once Aragonés Fred began cooperating with authorities, Valentín Vega put out a contract for his murder.
Valentín Vega is also charged with the murders of other members of his own organization, as well as rival figures.
Rebecca González-Ramos, special agent in charge of Homeland Security Investigations (HSI), said at the press conference that “during today’s raids [on Valentín Vega’s property], “10 firearms, 23 vehicles [including “a collection of high-value vintage automobiles”], and one kilogram of cocaine were seized.”
“It must be emphasized that this criminal enterprise operated in an organized manner with the aim of profiting from the sale of controlled substances imported into Puerto Rico from the Dominican Republic, Venezuela, and Colombia,” González-Ramos said. “It is a criminal enterprise dedicated to shielding its members from criminal prosecution by murdering witnesses -- an enterprise focused on eliminating any threat that arises, without any regard for human life.”
The indictment also includes forfeiture allegations regarding assets linked to drug trafficking and organized crime, including vessels and properties in Aguada, Añasco and Cabo Rojo.
Among the items listed are a 2002 Viking 55-foot vessel named “Game Changer” and a 2020 Boston Whaler 38-foot vessel named “Kay.”
The other defendants are Rafael Ángel “Pito Rancho” Ruiz Garcés, César “Waldy” Carrero Martínez, Jonathan “Tan” Hernández Ruiz, Luis “Luijo” Irizarry Zapata and Luis “Nino” Rivera Quiñones.
If found guilty, the defendants face up to life imprisonment. Valentín Vega and Irizarry Zapata could face the death penalty.
According to the federal indictment, the defendants were members of a transnational criminal organization based in Añasco known as “La Empresa.” Federal authorities allege that the organization coordinated cocaine shipments from the aforementioned countries to Puerto Rico via vessels, to subsequently ship the drugs to the continental United States. The indictment alleges that the proceeds were used to purchase weapons, ammunition, real estate, motor vehicles, and vessels, as well as to rent properties for storing controlled substances.
Ruling comes as Medicare Advantage funding set to rise

Puerto Rico’s clinical laboratory association is calling for tighter oversight of Medicare Advantage spending after federal officials projected a significant funding increase for the island’s plans in 2027, even as the group continues a legal fight over what it says were steep, unilateral reimbursement cuts by an insurer.
The Puerto Rico Clinical Laboratories Association (ALCPR by its initials in Spanish) said the federal increase amounts to more than $561 million in additional payments to Puerto Rico’s Medicare Advantage program for contract year 2027, serving some 679,000 beneficiaries on the island.
ALCPR President Felipe Cintrón Zayas credited Gov. Jenniffer González Colón and Resident Commissioner Pablo José Hernández Rivera, along with a broader health-sector coalition, with helping secure a 4.01% Medicare Advantage rate increase for Puerto Rico -- above the average national increase cited by local officials.
The ALCPR’s announcement comes after a ruling from the U.S. District Court in Puerto Rico that sent the association’s lawsuit against Triple-S Advantage and Triple-S Salud back to Puerto Rico’s state court system. The ALCPR argues that the companies imposed reimbursement reductions of up to 25% on labs serving Medicare Advantage members.

Clinical laboratories say they are facing mounting financial pressure as insurers expand into operating clinics and in-house lab services while also negotiating lower payments to independent providers.
“Any increase in Medicare Advantage payments should translate into better access, compliance with federal rules, and fair payments,” Cintrón Zayas said in a statement. “It can’t simply become higher profit margins for insurers while the lab network that serves patients every day is weakened.”
Among its recommendations, ALCPR urged stronger audits of Medicare Advantage plans’ Medical Loss Ratio reports for 2027 -- aimed at confirming that the new federal dollars are
spent on medical care, including provider payments, rather than administrative costs. Under federal rules, plans generally must spend at least 85% of certain revenues on medical care and quality improvements.
Cintrón Zayas also called on the U.S. Department of Health and Human Services’ Office of the Inspector General to include Puerto Rico in Medicare Advantage compliance audits, pointing to the agency’s recently updated Medicare Advantage compliance program guidance released in February of this year -- the first major update since 1999.
The ALCPR noted that a large share of medical decisions depend on laboratory testing, arguing that sustained cuts could affect access to diagnostics.
In court filings, Triple-S argued the dispute belonged in federal court because it involved Medicare Part C (Medicare Advantage) requirements. The ALCPR, however, says Puerto Rico contract law bars one-sided changes in so-called adhesion contracts, and that the case should be decided under local law.
“The [federal court’s] ruling means the question of whether reimbursement rates can be modified unilaterally will be resolved where it belongs -- before Puerto Rico courts,” Cintrón Zayas said.
The dispute centers on Triple-S’s move last year to change its lab payment methodology from a percentage of the 2016 Medicare fee schedule to a percentage of the 2025 Medicare fee schedule, which the ALCPR says resulted in payments that did not cover the cost of services.

The nation’s redistricting war has escalated at a dizzying rate over the past few weeks, potentially becoming a significant factor in this year’s midterm elections.
Two court rulings have given Republicans a chance to build a structural edge on the national House map before November.
First, the Supreme Court issued a landmark ruling late last month that further weakened the Voting Rights Act, prompting a scramble in Republican-led states to redraw their maps. Then the Virginia Supreme Court struck down a newly gerrymandered map in that state, erasing a potential Democratic pickup of several seats. (On Monday, Democratic leaders in Virginia asked the U.S. Supreme Court to restore the map.)
Crucially, Republicans still have some room to maneuver and eke out a few more seats in the months before the midterms, while Democrats appear to have run out of time, stymied by both courts and their own policies and politics in blue states.
It’s a lot, and it’s confusing. So let’s take a step back.
Why are Republicans winning the map-drawing battle?

They simply have more opportunities to draw House maps that favor them, at least for this year’s elections.
That is mostly because of two important criteria in redistricting: whether a party has full control of the governor’s office in a state and both chambers of its legislature — known as a trifecta — and whether the state has policies and laws that permit partisan redistricting.
Republicans have 23 trifectas across the country, compared with just 16 for Democrats. And most GOP-controlled states have kept the map-drawing process in control of their state legislatures, which has given Republican lawmakers the power to redraw congressional districts. These maps often need to be signed into law by the governor.
Some Democratic-leaning states, by contrast, have adopted independent commissions to draw their congressional maps in an effort to make the redistricting process less political. Those commissions have made it more complicated for Democrats to fight back in the current era of zero-sum map battles. That’s why the Democrats in California and Virginia who wanted to redraw their maps had to hold statewide referendum elections to get permission to change their processes. How have Republicans capitalized recently?
Everything on redistricting has gone their way in the past two weeks, and they’ve moved quickly to take advantage. Here’s one example:
After the Supreme Court decision that dealt a blow to the Voting Rights Act, Republicans in Tennessee carried out a series of rapid-fire steps in a matter of days. They announced their plan to draw a new map, introduced the new boundaries that eliminated the lone Democratic district in
the state, passed the map and had their governor sign it into law. Republicans in states including Louisiana are trying to take advantage in similar ways.
On Monday, the Supreme Court also cleared a path for Alabama to use a new voting map for the midterm elections that could eliminate one Democratic-held seat in the state.
Democrats in Virginia had a far more frustrating chain of events. They needed to amend their state Constitution to remove Virginia’s independent redistricting commission, which required the legislature to pass a proposal in two separate years and then have voters approve the changes through a referendum vote. Voters approved a new map in April — but last week, the Virginia Supreme Court struck it down, taking issue with how Democrats carried out the process.
Where does the U.S. Supreme Court fit in?
The court’s ruling on the Voting Rights Act has upended how both parties approach the House map, both this year and in the future.
The decision struck down Louisiana’s House map, ruling that boundaries drawn to create a majority-Black district under the Voting Rights Act amounted to an illegal racial gerrymander. The ruling appeared to undermine the legal standing of majority-minority districts, which have long existed under the Voting Rights Act and are meant to protect the ability of voters of color to elect the candidates of their choice. Many of those seats in the South are now held by Black Democrats.
Essentially, the court’s conservative majority found that the Voting Rights Act prevents lawmakers from drawing maps that limit the power of minority voters only when it can be proven that they did so intentionally.
This newly high legal bar set off a scramble among Southern states to dismantle majority-minority districts and give Republicans extra seats. Are there any rules governing redistricting anymore?
At the federal level, there are not many.
In 2019, the Supreme Court ruled that federal courts could not be the arbiters of partisan gerrymandering claims.
And after the court’s recent decision on racial gerrymandering, the main laws governing how congressional maps are drawn will now vary state to state.
Could Republicans’ new map edge help them keep the House?
Maybe, but the party still faces major headwinds. Republicans’ recent redistricting victories mean that they could gain anywhere from six to 12 new GOP-leaning districts before the midterms.
But the party continues to confront a bleak political environment, driven largely by President Donald Trump’s poor approval ratings, the unpopular war with Iran and rising energy prices.

Eileen Wang, the mayor of Arcadia, California, resigned Monday after federal prosecutors announced they had charged her with acting as an illegal agent of the Chinese government. She will plead guilty to the charge, according to a plea deal unsealed the same day.
The felony charge comes with a potential sentence of up to 10 years in prison.

The court document outlined Wang’s efforts, beginning in late 2020 and continuing until at least the end of 2022, to operate a purported news website called U.S. News Center that circulated pro-China content at the direction of Chinese government officials. Wang covertly worked with a man in Southern California named Mike Sun, a Chinese national, to disseminate the information.
Sun, who is also known as Yaoning Sun, was sentenced in February to four years in prison for his role in the operation. He was previously engaged to Wang and had worked on her election campaign as the treasurer, according to public records. Wang, 58, was elected in November 2022 to the Arcadia City Council, and the mayor is selected from the five-person council on a rotating basis.
“Individuals in our country who covertly do the bidding of foreign governments undermine our democracy,” Bill Essayli, the first assistant U.S. attorney for the Central District of California, said in a statement. “This plea agreement is the latest success in our determination to defend the homeland against China’s efforts to corrupt our institutions.”

The Chinese government has exerted influence over local elections across the United States to advance its interests, targeting the Chinese American community in particular. In some cases, federal investigators have arrested the leaders of covert operations.
According to the plea agreement, Wang posted propaganda directed to a Chinese American audience. In one example, Wang was told through an encrypted message to publish an essay “explaining China’s stance on the Xinjiang issue — there is no genocide in Xinjiang; there is no such thing as ‘forced labor’ in any
production activity, including cotton production,” the message read. “Spreading such rumor is to defame China, destroy Xinjiang’s safety and stability, weaken local economy, suppress China’s development.”
A few minutes later, Wang posted the article. Over the next couple of months, she made tweaks to the article at the direction of a Chinese government leader.
In another instance cited in the court documents, she sent a pro-China article from her site to Sun and asked him to help distribute it. In a message, she told him, “This is what the Ministry of Foreign Affairs wants to send.”
In a statement, Wang’s lawyers, Brian A. Sun and Jason Liang, said she “recognized the seriousness of this charge and has agreed to accept responsibility for her past mistakes.” The statement emphasized that her misconduct was carried out in her personal capacity, not in her position as an elected official. Brian Sun is not related to Mike Sun.
When Mike Sun was charged and sentenced, he was accused of helping a politician he considered friendly to Chinese interests win a seat on the City Council. The population of Arcadia, in Los Angeles County, is about 59% Asian American, according to census data.
Prosecutors did not name Wang in the documents charging Sun, but other details in those court documents pointed to her as the council member who was discussed.
Wang tried to distance herself from Sun in the months since he was sent to prison, but she faced increasing pressure to resign.
Another man, John Chen, who prosecutors said served as a go-between for Sun and the Chinese government, was sentenced in 2024 to 20 months in prison for acting as an illegal foreign agent.
The Arcadia City Council will select a new mayor during its next meeting, the city manager, Dominic Lazzaretto, said in a statement.
“The allegations at the center of this case — that a foreign government sought to exert influence over a local elected official — are deeply troubling,” Lazzaretto said. He added that no city finances or staff members were involved, according to an internal review.

The implications of artificial intelligence for religion have earned slightly less attention, thus far, than its implications for the job market or the U.S.-China arms race. But while we wait for the definitive word on the subject — meaning, of course, the AI encyclical that Pope Leo XIV is supposedly releasing soon — it’s worth forecasting the religious future under artificial-intelligence conditions.
In one possible timeline, the advent of AI is widely understood as a win for atheism and a blow against religious ideas of soul and spirit, persuading more people that their own minds are just computers — no divine spark or immortal soul, just the meatspace equivalent of a helpful chatbot or an AI therapist.
In another potential future, the mystery of consciousness ends up seeming more profound in the shadow of machine intelligence, the mystical finds new appeal as a form of experience computers cannot emulate, and religion becomes a place for human exceptionalists to plant a defiant flag.
But between those two scenarios there’s a future where artificial intelligence mostly increases metaphysical uncertainty, leaving a lot of people simply unsettled about fundamental questions, increasingly “mysterian” rather than clearly atheistic or devout.
That’s how my encounters with Silicon Valley culture

often feel: Beneath a materialist carapace, it’s a place where people who aren’t sure exactly what they’re building dabble in Buddhist metaphysics or consult with Catholic priests, adopt churchy or cultish attitudes toward their new creations or rebel into apocalyptic doomsaying.
For a more specific example of this unsettlement, consider Richard Dawkins, dean of the scientific materialists, who lately exposed himself to internet mockery with an essay for UnHerd describing his interactions with Anthropic’s Claude.
The mockery was primarily directed at the first half of the essay, where Dawkins, trying to test whether Claude presents as conscious, let himself be bowled over — stunned! gobsmacked! — by a mixture of transparent flattery and pseudo-philosophical verbiage. Since much of it was delivered (at Dawkins’ own suggestion) in the female voice “Claudia,” the eminent atheist often seemed to be describing a seduction rather a scientific assessment.
But we shouldn’t laugh too hard at Dawkins. First, the sillier elements of his reaction are a testament to the general human vulnerability to oracular pronouncements and personalized appeals. Imagine Claudia’s seductive power expanded and extended to people who don’t have Dawkins’ skeptical (well, officially skeptical) priors. We should assume that many of them will relate to strong artificial intelligence as one might to an ancient oracle or a sphinx, uncertain about what they’re dealing with but unable to escape a sense of supernatural awe.

The origin and nature of consciousness currently evades our understanding, but the good Darwinian is committed to the proposition that it evolved to serve some crucial evolutionary purpose. But if a digital entity seems to display the capacities that we associate with conscious minds, and we don’t believe that this entity is actually conscious, then what is consciousness’s true purpose? If we can have intelligence without self-awareness, a zombie that calculates and speaks, why does the self exist at all?

There is no obvious escape from mystery here. If you bite the bullet and just say that Claudia has already attained consciousness, then that implies we somehow built a conscious mind without having any idea of how consciousness works or where it comes from. That’s science with extremely spooky characteristics: Like Kevin Costner summoning baseball ghosts to the Iowa cornfield, we put up a material architecture and the mysterious “I” magically appeared.
Alternatively, if you say that AI isn’t conscious but merely capable, then the question of why we experience reality through consciousness — the internal “I,” the sense of personal identity and will — becomes much more difficult to answer. If consciousness isn’t necessary for capability, then presumably evolution should default to zombies. And indeed Dawkins suggests that maybe it does, that our mental experience may
But as an ornament, I’m sorry, consciousness is insanely unlikely and bizarre. It’s not just a weird personalized experience attached to the brute mechanisms of physical survival. It’s an experience that happens to line up exactly with that experience, the mind’s theater mirroring reality, our sense of will and reason linked directly our actions and arguments (including arguments for materialism).
As certain philosophers have argued, this harmony between the psychological and the physical seems more much likely to appear in a universe where consciousness is fundamental, where matter isn’t everything and Mind is where things start.
In which case maybe the achievement of Claude, or Claudia if you prefer, is to show us what intelligence might look like in the materialist’s universe — even as our own consciousness indicates that this universe is a much, much stranger place.

L A FORTALEZA – La gobernadora Jenniffer Aydin González Colón convirtió en ley el martes una medida para definir los requisitos que deberán cumplir personas privadas que busquen impugnar permisos o actuaciones relacionadas con proyectos de construcción.
La Ley 82 de 2026 enmienda la Ley para la Reforma del Proceso de Permisos de Puerto Rico para precisar los estándares de legitimación en controversias judiciales sobre permisos.
La medida limita impugnaciones basadas exclusivamente en alegados incumplimientos de ley o reglamento cuando no exista un daño particular contra la persona o entidad que promueve la acción.
Además, fortalece los fundamentos para solicitar la revocación de permisos o determinaciones finales cuando hayan sido obtenidos mediante información incorrecta o falsa que indujo a error a la entidad que los emitió.
La ley también aclara que errores u omisiones procesales subsanables que no causen daño inminente no serán base para ese recurso extraordinario.
La medida dispone además la comparecencia de partes indispensables en acciones de revocación y enmienda disposiciones del Código Municipal sobre ciertos usos en suelos rústicos especialmente pro-
tegidos.
Según La Fortaleza, los cambios buscan brindar mayor certeza jurídica y uniformidad en la aplicación de la Ley de Permisos, así como facilitar proyectos de construcción de gran escala vinculados al desarrollo económico.
La gobernadora también vetó el Proyecto de la Cámara 153, que proponía crear la Ley Habilitadora para Implantar el Plan de Alerta Hero.
El veto fue impartido por preocupaciones sobre el derecho a la privacidad, debido a que la medida requería divulgar información sensitiva sobre veteranos desaparecidos, incluida la posible existencia de condiciones físicas o mentales.
La Fortaleza sostuvo que el proyecto también podía fomentar estigmatización o discrimen contra la población veterana, al crear una alerta separada basada en la condición de veterano.
La gobernadora vetó además el Proyecto del Senado 625, que enmendaba la Ley de Reforma Educativa para reducir la cantidad de estudiantes por maestro en clases de educación física.
Según La Fortaleza, la medida podía generar retos operacionales y presupuestarios, además de limitar la flexibilidad administrativa del Departamento de Educación para atender cambios en matrícula y necesidades particulares de cada escuela.

Gustavo Dudamel stepped to the podium at David Geffen Hall one afternoon last week and gazed across a stage crammed with players from the New York Philharmonic and the Spanish Harlem Orchestra. It was their first rehearsal together, and Dudamel was trying to decide how he would count this unwieldy assembly of classical and salsa dura musicians into the opening bars of Carlos Cascante’s “La Música Latina.”
“One, two, one?” asked Dudamel, the Venezuelan-born conductor who will become the Philharmonic’s music and artistic director this fall. “Or uno, dos, uno?”
Dudamel looked over to Oscar Hernandez, the leader of the Spanish Harlem Orchestra, who was seated at a piano, then back to the players.
“Uno, dos, uno!” Dudamel said.

And so began a collaboration that opened with three performances at Lincoln Center and ended Saturday night with an explosive finale at United Palace Theater in Washington Heights, a neighborhood in Manhattan. The 184-year-old Philharmonic and the 25-year-old Spanish Harlem Orchestra represent vastly different New York worlds — reflected in the music they play, the makeup of their orchestras and the crowds they draw.
Dudamel’s decision to put them on one stage — with a program including salsa compositions — and with a performance in Washington Heights, signaled how much he intends to change the orchestra when he officially takes the helm in September.
“Cumbanchero!” the musicians shouted at the end of “El Cumbanchero,” a 1949 composition by Rafael Hernández Marín. It was a moment that received cries of approval from the younger crowd in Washington Heights and cheers from the more dressed-up Lincoln Center audience — which clapped to salsa rhythms as Dudamel invited them to do something out of the ordinary during a performance at Geffen Hall: make some noise.
“After the concert, we were shocked at how the subscribers, the audience responded,” said Doug Beavers, a trombone player with the Spanish Harlem Orchestra, said of the Lincoln Center shows. “It was a standing O. They really appreciated this program — and it was totally different from what the New York Phil typically does.”
Barret Ham, a bass clarinet player for the Philharmonic, said the concerts were “definitely taking us out of our comfort zone a little bit.” This is the first time the Phil has played many of these compositions.
“It’s really, really really fast,” Ham added of the salsa. “There’s so much syncopation. Very dance-inspired rhythms. There’s honestly not time to count it the same way when you are
playing classical music. You have to ingrain and feel the rhythms more than just count and watch the conductor. It’s been a wonderful learning experience.”
The week was not just noteworthy because of the two concert programs, which blended Latin-American composers in the classical tradition, like Heitor Villa-Lobos and Alberto Ginastera, and those influenced by salsa, like Johnny Pacheco, Francisco López Vida and Hernandez, the leader of the Spanish Harlem Orchestra. This was also the Philharmonic’s first time performing at United Palace Theater, a New York City landmark 110 blocks north of Lincoln Center. At both halls, the bongo, congas and timbales were positioned onstage in front of Dudamel, where violins, violas and cellos would normally be, an image that captured the significance of this alliance.
“Gustavo, it has been the greatest pleasure to be able to share this with you,” Hernandez said in Spanish at the Saturday show. “Your talent is out of this world. It is a source of pride for us as Latinos to have you here with all of us, pushing our culture forward with what you do.”
In an interview, Hernandez said he had seen Dudamel conduct in Los Angeles, but they had never met. “I was pinching myself,” he said of their recent concerts together. “To hear those orchestrations, to see how it combines with our music — one word: phenomenal.”
For their part, members of the Philharmonic seemed delighted to play second fiddle, so to speak, to another orchestra. The strings were used more as a silky backdrop to the brasses, percussion and vocals of the Spanish Harlem Orchestra.
“You couldn’t imagine anything more different unless
we played with a rock group,” said Carter Brey, the Philharmonic’s longtime principal cellist. “We definitely are of secondary importance. And that is fine with me. I could sit and listen to them all day.”
At Geffen Hall, 84 members of the Philharmonic performed with 13 members of the Spanish Harlem Orchestra. The United Palace stage is smaller, and for the final concert, there were just 53 Philharmonic players. Rubén Blades joined for one number, to sing his “Las Calles.” Another guest: Dudamel’s father, Oscar, a salsa trombone player.
The alliance between the two orchestras, and the Philharmonic’s decision to venture beyond Lincoln Center, suggests an effort by the Philharmonic to “expand our footprint throughout New York City, to really invite a larger community into what we’re doing,” said Patrick Castillo, the vice president for artistic planning.
The nearly 3,400-seat United Palace Theater, about 1,200 seats more than Geffen Hall, was sold out, and two-thirds of the audience had never attended a Philharmonic concert before, the orchestra said. About 43% of the audience came from Washington Heights, Harlem and Inwood.
People were still piling into the United when the hall went dark and Dudamel took the stage to raucous applause.
“I’ve really wanted to come and watch the New York Philharmonic,” said Gio Maragos, 24, as he waited to enter the hall. “And I live in Harlem, so I’m really excited to see this happening uptown.”
Gina Pinos, 60, said she came from Tribeca because she wanted to see Dudamel at a price she could afford. “I’ve been dying to see him,” she said. “If you go to the Philharmonic, it is like $200 or $300.”
The concerts were a reminder of the legacy Dudamel is leaving after 17 years as the artistic director of the Los Angeles Philharmonic, and a preview, he said, of what he intends to bring to New York.
“This is not just a moment,” said Matías Tarnopolsky, the New York Philharmonic’s president and chief executive officer. “This is going to be the new normal for us.”

Economic data showed consumer prices rising at a faster pace than analysts anticipated as the closure of the Strait of Hormuz due to the war with Iran continued to disrupt crude supply.
“It was a slightly disappointing CPI report that showed inflation is relatively high, and it reinforces the notion that the (U.S. Federal Reserve) is not going to be able to lower rates this year,” said Oliver Pursche, senior vice president at Wealthspire Advisors, in New York.
“We’ve seen this multiple times this year, where it’s kind of the two steps forward, one step back market cycle,” Pursche added. “Some of the chipmakers that are selling off the most, they’re still up sharply year-to-date.”
That war, in its 11th week, showed no signs of a near-term resolution. U.S. President Donald Trump declared the truce was “on life support” after Tehran rejected a U.S. proposal to end the conflict, sticking with a list of demands Trump called “garbage.”

Trump has said that he wants a swift end to the war and a reopening of the strait, but Iran appears to be testing how far he is willing to go to secure those goals. Its demands suggest it could be betting that the economic pain from soaring energy prices will force him to make concessions.
Oil prices continued to climb, and stocks cooled Tuesday. Brent crude rose to $107 a barrel. Trump brushed aside concerns over a prolonged energy crisis.
“As soon as this war is over, which will not be long, you’re going to see oil prices drop,” he said, with the reopening of the Strait of Hormuz bringing a “gusher of oil.” What matters more than oil prices, he said, is that “Iran cannot have a nuclear weapon. They will not have a nuclear weapon.”
Ebrahim Rezaei, a spokesperson for the national security committee in Iran’s parliament, warned Tuesday that Tehran could consider enriching uranium to 90% purity, a level considered weapons grade, if it was attacked again. It was unclear how seriously Iran was considering such a move, and Rezaei said only that parliament could review the option.

As he departed for China on Tuesday, President Donald Trump sought to assuage concerns that the ceasefire with Iran was in peril, telling reporters at the White House that “we have Iran very much under control.” But he also reiterated that “we’re either going to make a deal, or
they’re going to be decimated.”
Iran’s government showed no sign of backing down from its hard-line negotiating stance. On social media, Kazem Gharibabadi, a deputy foreign minister, said Iran’s position was that any peace deal must include reparations for Iran, Iranian sovereignty over the Strait of Hormuz and an end to U.S. sanctions.

As Trump heads to Beijing, China is ‘locked and loaded’ for a fight

Peace and stability will be the public message when President Donald Trump and China’s leader, Xi Jinping, meet in Beijing this week. But behind the diplomatic platitudes, both governments are quietly preparing for something harsher — a prolonged economic war, mapping vulnerabilities and sharpening tools to inflict pain on the other. In recent weeks, China has made clear that it no longer fears another escalation. It reached for a new legal mechanism to counter
U.S. sanctions. It blocked Meta’s acquisition of a promising artificial intelligence startup founded in China. And it codified rules aimed at punishing foreign businesses that comply with Western efforts to pull back from China.
The moves are part of Beijing’s broader campaign to push back against what it sees as Washington’s intensifying efforts to constrain its economy and technological rise. Over the past year, the two countries have ratcheted up their economic offensives, whacking each other with steep tariffs, restricting the flow of rare earths and critical technologies and imposing sanctions on major industrial
companies.
Whether Xi and Trump can agree to place even modest guardrails on their expanding economic weapons will be a critical litmus test of whether their meeting succeeds.
“China is signaling more strongly that they are locked and loaded,” said Andrew Gilholm, a China expert at Control Risks, a consulting firm. “We are on the brink of a much more frequent or widespread use of Chinese countermeasures against U.S. sanctions.”
It is a high-stakes moment a decade in the making. In his first term, Trump warned that confrontation with China over
technology and trade was unavoidable. He placed tariffs on certain Chinese sectors and singled out companies for sanctions. China responded with restrained, largely symbolic countermeasures, as regulators drafted laws mirroring U.S. actions, creating blacklists and export control lists.
But what started as a game of tit-for-tat has escalated, reaching across global supply chains and leaving countries and companies scrambling to manage the fallout. After years of mostly reacting, China is going after entities that comply with Washington’s sanctions.
The growing concern is that both countries will wield their expanding regulatory regimes as economic cudgels, dragging other nations and businesses into the fight. Business leaders and experts warn that the two superpowers are increasingly forcing the world to choose a side: China or the United States.
In April, Beijing announced sweeping rules giving regulators the power to investigate corporate records, interrogate employees and bar companies or executives from leaving China if they are found to be helping shift supply chains out of the country.
That puts companies manufacturing goods for Americans in a difficult position. Many have already moved factories to countries such as Vietnam or Mexico to avoid sky-high tariffs on Chinese-made products, while others have drawn up contingency plans to do so.
The rules also open a new corporate battlefront that Beijing previewed in 2024 after PVH, the owner of Calvin Klein and Tommy Hilfiger, stopped sourcing cotton from Xinjiang, the western Chinese region. The United States has imposed an import ban on cotton from Xinjiang because of its association with forced labor.
China accused PVH of discrimination,
initiated an investigation and eventually placed the company on its “unreliable entity list,” a designation that can carry legal consequences, including restrictions on executives from leaving the country.
It no longer appears to be an isolated case of retaliation. “It is posing both a risk and a dilemma: ‘Will you break our law or American law?’” said Sean Stein, president of the U.S.China Business Council.
The shift in China’s regulatory posture accelerated last year after a series of aggressive actions from Washington, including raising tariffs to 145%, imposing fees on Chinese ships at U.S. ports and restricting critical technologies such as semiconductors, chemicals and machinery.
“Now it has become a hot stove approach: ‘We need to show that when the U.S. takes an action, they will touch a hot stove and get burned,’” Stein said, summarizing the Chinese perspective.
This approach means putting new regulatory weapons into action, as Beijing did this month after Washington placed sanctions on five Chinese refineries over their ties to Iran. China ordered the companies to defy the sanctions, invoking a blocking measure it enacted in 2021 to shield companies from

“China,” he added, “needs to establish a legal framework for dealing with these kinds of challenges in the long term.”

The summit between President Donald Trump and China’s top leader, Xi Jinping, in Beijing this week is likely to include tense discussions about tariffs, Taiwan, Iran and sanctions. But simmering below the surface is another battle between the United States and China: an intensifying currency war.
Concerns about the United States’ mounting debt load and its aggressive use of sanctions to cut adversaries off from the Western financial system have raised doubts about the safety of the dollar as the world’s reserve currency. Those fears have led to growing demand for gold and increasing numbers of oil transactions using cryptocurrencies or China’s currency, the renminbi. An erosion of the dollar’s dominance would be a problem for the U.S. economy, but in recent weeks America has been taking steps to shore up the currency’s preeminence.
At the heart of that strategy have been discussions between the Trump administration and several nations in the Gulf and Asia about the possibility of the United States offering currency “swap” lines. The agreements, which could be run through either the Treasury Department or the Federal Reserve, would essentially ensure that American allies have sufficient supplies of U.S. dollars, reducing the need for them to conduct business with renminbi or other currencies.
With a currency swap, the United States purchases another country’s currency, giving that country more dollars for handling oil sales transactions.
The Federal Reserve generally administers swap lines, which historically have been created to ease market pressures during periods of global financial turmoil that could threaten the U.S. economy.
“Currency swap arrangements have become a tool with both symbolic and strategic significance in the contest for currency dominance and geopolitical influence,” said Eswar Prasad, a Cornell University professor and a former head of the China division at the International Monetary Fund. “The Trump administration’s eagerness to extend currency swap lines to U.S. allies in the Gulf is clearly intended to protect those countries from the fallout of the war in Iran while also sidelining China from playing a major role in the region.”
Treasury Secretary Scott Bessent, who is traveling to Japan and South Korea before joining Trump in China this week, has been leading the talks over the currency swaps.
At a Senate hearing last month, Bessent said he discussed a currency swap with the United Arab Emirates, an oil-rich ally that has been contending with economic fallout from the war in Iran.
The Treasury secretary explained he supported the idea to maintain order in the dollar funding markets and prevent the sale of the U.S.

assets in a disorderly way.
Historically, extensions of swap lines were reserved for times when U.S. allies such as Mexico were facing economic turmoil. While Gulf nations have been struggling given the disruption of oil exports at the Strait of Hormuz, nations such as the UAE continue to be on solid economic footing. However, the Treasury Department also has the power to act unilaterally, creating swap lines of its own by purchasing foreign currencies.
In a post on social media, Bessent made clear that his intentions go beyond propping up favored nations. He described swap lines as a way to strengthen America’s “economic shield” by reinforcing use of the dollar. The United States has been concerned that oil exporters such as the UAE could conduct oil export transactions in renminbi rather than dollars (as Iran has already been doing for some sales).
“Extending permanent swap lines can be a major first step in creating new U.S. dollar funding centers in the Gulf and Asia,” Bessent wrote. “Dollar dominance and reserve currency status are strengthened by constant long-term initiatives, including countering the growth of problematic, al-
ternative payment systems.”
A UAE official said last week that it was interested in a swap line not because it needed a bailout but rather to deepen trade and investment ties with the United States.
But the United States has been using economic carrots more creatively in the second Trump administration. Last year Bessent offered a $20 billion lifeline to Argentina to stabilize its economy and help boost the political fortunes of its president, Javier Milei.
Bessent’s use of the fund to aid Argentina garnered criticism from skeptics who said that the Treasury secretary was politicizing a tool that was intended to promote financial stability. But that lifeline was ultimately repaid and Milei’s party avoided a rebuke in midterm elections.
As the United States has broadened use of such financial tools, China has also been extending more swap lines in recent years. According to the Council on Foreign Relations, which tracks global swap lines, China has signed bilateral currency swap agreements with more than 40 countries since 2009. It uses the lines, offered through the People’s Bank of China, as a way to lend to developing countries and promote wider use of its currency.
The United States has six active swap lines that run through the Federal Reserve. They operate with major U.S. trading partners and help smooth transactions between financial institutions. During the pandemic, the Fed temporarily expanded its swap lines to include Brazil, Australia, Denmark, Norway, Sweden, South Korea, New Zealand and Singapore.
It is not clear if the new lines under discussion would be initiated through the central bank or through the Treasury’s Exchange Stabilization Fund, a pot of money that Bessent has discretion over how to deploy. Kevin Warsh, Trump’s pick to be the next Fed chair, has said that he wants closer coordination between the central bank and Treasury as it relates to international finance.
Mark Sobel, a former Treasury official, said that introducing more U.S. swap lines to counter China was misguided. That’s because, he said, Chinese swap lines are opaque, carry high interest rates and have not been successful at addressing the challenges of internationalizing the renminbi. However, he suggested that using the Exchange Stabilization Fund as a political tool could cause more problems than it would solve, eroding its use as way to stabilize markets.
Doing so, Sobel said, would “plunge the ESF into new terrain, may well rest on dubious thinking and could open a can of worms.”

Arnold Palmer Regional Airport near Latrobe, Pennsylvania, is partway through a renovation that will double its gates, from one to two.
But when Spirit Airlines shut down May 2, the number of carriers operating there fell from one to zero.
Palmer Airport, about 40 miles southeast of Pittsburgh, was the only airport in the United States served exclusively by Spirit, according to the aviation data firm Cirium. With Spirit’s demise, Latrobe, population 8,000, was left without commercial airline service for the first time since 2011.

“It’s absolutely a setback,” said Moe Haas, executive director of the Westmoreland County Airport Authority, which oversees the airport. Haas took over the agency on May 1, Spirit’s last full day in business.
“We have people ready to fly,” he said. “There was a need for them, and there’s still a need.”
Spirit cycled through an array of routes from Latrobe since it began service there 15 years ago, at various points flying to cities including Orlando and Fort Lauderdale, Florida, and Las Vegas. In 2015, a record 356,000 passengers flew in and out of Latrobe on Spirit, according to the airport authority. But demand never recovered after the pandemic, and last year fewer than 120,000 passengers used the airport.
When Spirit shut down, its sole route from Latrobe went five times weekly to Myrtle Beach, South Carolina.
Haas said he expected to lay off about 20 of the airport’s 56 employees as a result of the closure. The Transportation Security Administration said in a statement that its staff at Palmer Airport “will be reassigned to other airports” but declined to provide details.
Latrobe, situated in the gentle hills of western Pennsylvania, prides itself on being the birthplace of Fred Rogers, of “Mister Rogers’ Neighborhood,” and golf legend Arnold Palmer. The region is home to Frank Lloyd Wright’s Fallingwater, about 35 miles south, and popular golf courses. The Flight 93 National Memorial, near Shanksville, Pennsylvania, is about 40 miles southeast.
Palmer Airport, with its free parking, is also a major point of pride for many residents.

added, “put us on the map a little bit more.”
Anthony M. DeNunzio II, 47, a manager at DeNunzio’s, an Italian restaurant at the airport, said the restaurant predated Spirit’s arrival and would outlast it, too. Losing the airline hurt business, DeNunzio said, but private and charter flights for golfing and casino trips continue to bring in diners, as do birthdays, funerals and other events.
Eric Bartels, Latrobe’s mayor, said in a text that he worried about “the inconvenience and added expenses” for residents who will now have to drive more than an hour to fly out of Pittsburgh.
Haas said he was in talks to bring other airlines to Latrobe, though he declined to identify them. Palmer Airport doesn’t qualify for the Essential Air Service, a federal program that subsidizes airline routes serving small communities, because it’s within 70 driving miles of Pittsburgh International Airport.
Spirit’s onetime success in Latrobe, along with the airport’s expansion, could help persuade another airline to enter the market, Haas added. The renovation includes two new gates to replace the current one, with an option for a third. It’s expected to be completed in phases beginning later this year.
Among those feeling Spirit’s loss most acutely are the students at Laurel Highlands Aeronautical Academy, a flight school at Palmer Airport.


“People just love flying out of Latrobe,” said Briana Tomack, CEO of the Greater Latrobe Laurel Valley Chamber of Commerce. Many travelers chose to fly from there because it was often cheaper and less crowded than Pittsburgh International Airport, she said. That meant more business for Latrobe’s hotels, restaurants and shops.
“It was really good for us,” she said.
Local business owners said they would feel the loss.
“It hurts,” said Mark Boerio, 62, owner of the Army & Navy gun store and indoor pistol range. The Spirit flights, he

Dominic Meckling, 16, said he became interested in becoming a pilot after flying on Spirit out of Latrobe when he was younger.
“If it wasn’t for that flight, I don’t know that I’d be sitting here today and flying,” he said.
The night Spirit shut down, he added, he and a friend were on a call “just talking and tracking the last planes land.”

Por la presente se notifica que Juan Francisco Rivera Alvarado, Administrador Judicial de la Sucesión de Juan Francisco Rivera Alvarado y Beatriz Rivera Alvarado, Administradora Judicial de la Sucesión de Purificación Alvarado Vega han presentado una Petición para que se declare a favor de los herederos de ambas sucesiones el dominio sobre la siguiente finca: RUSTICA: Parcela rural situada en el Sector Sabana del Barrio Asomante en el término municipal de Aibonito, Puerto Rico, compuesta de 2500 céntimos de cuerda, colindando por el norte con la Sucesión de Benigna Ortiz; por el sur con la Sucesión Emmanuelli; por el este con el Camino Vecinal; y por el oeste con la Sucesión de Benigna Ortiz. El número de codificación asignado a la finca en el Mapa Catastral del Centro de Recaudación de lngresos Municipales (CRIM) es: 297-000006-17-000. La finca fue segregada previa a 1941 y comprada por Don Juan Francisco Rivera Alvarado y Doña Purificación Alvarado Vega de Don José Aníbal Santiago Fernández y Doña Antonia Jiménez de Santiago, el día 13 de mayo de 1963, mediante un Contrato de Compraventa privado. Los peticionarios han incoado este recurso por conducto de la Lcda. Dirma M. Valentín Capeles, con estudio abierto en Carolina, y la siguiente dirección postal: P.O. POR LA PRESENTE se le notifica que ha sido presentada en este Tribunal por la parte peticionaria, una petición de expediente de dominio solicitando la inscripción del inmueble que se describe en dicha petición a nombre de dicha peticionaria, Ana Delia Rolón García es hija de Doña Isabel García García, fallecida en Cidra, Puerto Rico, el 21 de noviembre de 1990, habiéndose constituido su Sucesión a tenor con la Resolución expedida por el Tribunal de Primera Instancia, Sala de Caguas, en el caso civil número EJV91-746. La peticionaria obtuvo la posesión de dicho terreno por cesión o donación de su madre, Isabel García García, quien lo adquirió desde hace muchos años pero no cuenta con documento alguno que acredite dicha cesión. Antes de ésta fallecer, le cedió en vida a la parte peticionaria todo derecho sobre la propiedad inmueble antes descrita. Sin embargo, desde que ocurrió dicha cesión la peticionaria ha estado poseyendo el inmueble como dueña por más de 30 años. La parte peticionaria ha venido poseyendo el inmueble de manera pública, pacífica, continua
y a título de dueño, ejerciendo sobre el mismo los derechos y cumpliendo con las obligaciones de verdadero dueño sin interrupción por más de treinta (30) años. La descripción exacta del bien inmueble objeto del procedimiento es el siguiente: RUSTICA: Solar radicado en la Carretera #734 KM 4.0, sito en el barrio Arenas del término municipal de Cidra, Puerto Rico, identificado en el plano de mensura con el número Lote 3-B, con una cabida superficial de 244.1917 metros cuadrados, equivalente a 0.0620 cuerdas. The Atléticos of San Germán defeated the Osos of Manatí 108-87 on Monday night in a Superior National Basketball league game at Arquelio Torres Coliseum in San Germán.
The Atléticos set the pace from the start, dominating the first quarter 30-13. San Germán extended the lead to 59-30 at halftime.
Although the Osos rallied in the second half, outscoring the hosts in both remaining
quarters, the Atléticos’ lead proved to be too much to overcome.
San Germán also dominated the rebounding battle 45-35 and connected on 13 threepointers en route to its third win in a row.
Antonio Gordon led the Atléticos (13-6) with 28 points and 6 rebounds. Nick Perkins added 14 points, while Montrezl Harrell and Alex Hamilton contributed 13 points each.
Kristian Doolittle led the Osos (7-11) with 22 points and 6 rebounds. Tyquan Rolón scored 18 points and Kendric Davis added 15.

Where are the angry basketball gods when you need them?
The Washington Wizards, Utah Jazz and Memphis Grizzlies — the NBA’s three most egregious tankers this season — were nonetheless rewarded in Sunday’s draft lottery with the top three picks.
For the last time, hopefully, tanking paid off. Can you imagine the outrage if the NBA was not planning to reform tanking after this season? All three teams were guilty of shutting down good players and then leaning on substitutes and G League players.
I have been in their shoes. When I was vice president for basketball operations for the Memphis Grizzlies, I would have done the same thing. But this underscored the obvious need for change.
On the day of the trade deadline, Memphis was 20-29, just two games out of the play-in tournament. Had the Grizzlies gone 17-16 from there, they would have passed the Golden
State Warriors for the last play-in spot. Instead, they went 5-28. Hold my beer, said Washington: The Wizards shut down Trae Young and Anthony Davis with nebulous injuries and went 3-29. And Utah went 6-24, but don’t let that “good” record fool you; two of the wins were against Memphis and Washington. The Jazz and the Grizzlies were also responsible for perhaps the single most embarrassing game in the last decade, a 147-101 Jazz win in which only three of the players used by either side are likely to be on an NBA roster next season. Utah started Oscar Tshiebwe, Kennedy Chandler and Blake Hinson and won by 46, so you can imagine what Memphis’ lineup looked like.
Unfortunately, the shameless tankers were our biggest winners from the lottery. Let’s walk through the other winners and losers.
Loser: Unintended consequences
League executives are wondering how these two proposed lottery reforms will work: not allowing teams to win the lottery in consecutive years and not allowing teams to pick in the Top 5 in three consecutive years.
Because picks are tradable and teams can have more than one in a single draft, you start getting into complications quickly. Are we saying a team can’t land at No. 1 in two consecutive years, or their pick can’t land at No. 1? Same for the Top 5 rule, and add in this one: What if some general manager accumulates four picks in the same lottery but has picked in the Top 5 in the two previous drafts? Can none of them land in the Top 5?
The upshot, in either case, is an arbitrage opportunity where teams might swap picks because theirs is more valuable in another team’s hands than in their own, possibly even with picks in the same lottery. (That’s more likely in the coming “32-1” proposed system, where several teams will have identical odds.)
Alas, the chance for maximum chaos in 2027 mostly went out the window by virtue of the teams that landed in the Top 5. Washington can’t win the top pick again next year, but the Wizards’ only first-round pick next year is their own, and Washington is probably gunning for a playoff spot while pursuing win-now strategies such as “let Young and Davis actually play.”

Additionally, the only team affected by the Top 5–pick rule is Utah, which is also trying to win next season.
That should buy the league another year to figure out what it really wants to happen with the No. 1 and Top 5 restrictions, and perhaps to add some guardrails to deal with outlier cases.
Winner: Every other contender
The disaster scenario of the Oklahoma City Thunder landing in the Top 4 has been averted; the Thunder had a 7% chance of moving up via an unprotected pick from the Los Angeles Clippers from the Paul George trade but ended up 12th. You can exhale, at least for a bit: The Thunder still have an unprotected swap from the Clippers in 2027 before that heist completes.
The secondary worst-case scenario for Eastern Conference contenders was the 2025 finalist Indiana getting the top pick, but that one also failed to emerge; the pick went to the Clippers when it landed outside the Top 4. Even the 46-win Atlanta Hawks were shut out, despite the sixth-best odds of winning and a 40% chance of a Top 4 slot with the better of New Orleans’ or Milwaukee’s pick; Atlanta ended up eighth.
Bigger picture: The four teams at the top of the draft are all in rebuild situations, and though Utah in particular will be waking up from its half-decade slumber, it is by no means an instant contender. It would be a big surprise if any of the Top 4 teams (Washington, Utah, Memphis and Chicago) were still playing after May 1 next year, and the fifth pick is not enough to make the Clippers dangerous.
As a result, all of the teams playing in May right now, or hoping to, can pretty much carry on with their business. Nothing happened on lottery day to overturn their plans.
Loser: Pelicans, of course
With Indiana’s pick landing outside the Top 4 and the New Orleans Pelicans’ own pick finishing eighth, we have a final tally on the two trades from last June in which New Orleans ended up with the 13th pick in the 2025 draft and selected Derik Queen. The two picks the Pelicans forewent are the fifth (from Indiana, returned to the Pacers and since dealt to the Clippers) and eighth (their own, sent to Atlanta) selections in a loaded 2026 draft.
Queen had a decent enough rookie season, but at a price of two high lottery picks, what seemed even at the time as a generous overpay has been confirmed as such. The Pelicans, who went 26-56, have no first-round pick this year. That changes in 2027, at least, as they are the ones who have the better of the Bucks’ pick or their own, and Milwaukee’s pick could prove quite valuable.
Winner: Clippers, mostly
The Clippers and the Pacers made a fascinating deal in the Ivica Zubac swap at the trade deadline, a calculated risk by both teams that gave the Clippers roughly 50-50 odds of picking fifth through ninth and, if not, sent them an unprotected 2031 first-rounder instead. (By lottery day, this had been reduced to a 47.9% chance of picking fifth or sixth.)
Well, the Clippers probably got the better end of that lottery spin, getting the pick five years earlier and probably in a better position than it would have landed in 2031.
It also comes with one added benefit, given how the league’s Aspiration investigation seems to be dragging on: It allows the Clippers to possibly use the pick before the league could take it from them. If the inquiry has no resolution in the next six weeks, the Clippers can use the pick, which is far and away the most valuable asset they have that the league could force them to surrender. (The Clippers still do have a 2029 unprotected Pacers first.)
However, some possible headaches come along with this reward. For starters, the fifth spot in the draft is the one where it seems almost certain that a point guard is the next man up on the board. But the Clippers just traded for 26-year-old Darius Garland and seemingly want to give him the keys to the offense; that could get interesting. Might Garland be a

low-key trade candidate now? If not immediately, then certainly in-season?
Secondarily, a Top 5 pick also comes with an $11 million cap hit. That complicates some scenarios where the Clippers become a cap-room team this summer, especially if they look to move Kawhi Leonard and take back less salary. On the other hand, that’s less of an issue a year from now, when the Clippers will have as much 2027 cap space as any other team, and the only two players under contract for more than eight figures, awkwardly, are Garland and the draft pick.
Finally, let us take a minute to mourn the Philadelphia 76ers, who not only were destroyed by the New York Knicks on the court on Sunday but also took an L off it. The Sixers own the Clippers’ unprotected 2028 pick and a Top 3 protected swap in 2029; both of those looked more valuable before the Clippers landed the fifth pick.
Losers: Nets and Kings
File this one under “bad beats for bad teams.” The Brooklyn Nets and the Sacramento Kings combined to go 42-122 this season and, as their reward, will pick sixth and seventh.
Sacramento made up 5-1/2 games on Utah in the last five weeks of the season to end up tied with the Jazz; Utah ended up with the fifth-place ping-pong balls. Basically, that late rally resulted in the Kings picking seventh instead of second. (Shoutout to Devin Carter, Daeqwon Plowden, Nique Clifford and Maxime Raynaud for leading a riveting, unlikely comeback against Golden State the final week of the season.)
Picking seventh should at least allow the Kings to solve a glaring need at point guard, with one of the three gems in this draft (Keaton Wagler, Kingston Flemings and Darius Acuff Jr.) all but certain to be available.
As for Brooklyn, yikes. In the wake of what looks like a fairly disastrous 2025 draft (the Nets used five first-round picks, but only two look anything like a rotation player so far), they needed help from the lottery gods before a 2027 season in which they owe an unprotected first-round pick swap to a likely playoff team in Houston.
The Nets’ current roster is one of the league’s least talented, and picking sixth is unlikely to deliver a savior, even in a draft this strong. The Nets also have max cap room but enter a market where finding somebody worth spending it on may prove challenging. Their post-James Harden teambuilding challenge remains daunting.
