La Fortaleza Chief of Staff Francisco Domenech Fernán dez told the island Senate’s Committee of the Whole on Tuesday that he has implemented formal measures to avoid any involvement in government matters related to Politank, the firm he co‑founded and later sold but ack nowledged the process is not in written form.
Domenech delivered an extensive and frequently con tentious testimony before the committee, defending his management practices, his recusal from all matters involving his former firm Politank, and the administration’s handling of delayed public projects, while simultaneously confronting allegations raised the same day by former Health Secretary Carlos Mellado López regarding pressure to reverse a major health‑information‑exchange contract.
Before entering the Senate chamber, Domenech delive red public remarks emphasizing the defense of democratic institutions and constitutional rights. He argued that neither dissenting citizens nor political opponents should ever be persecuted for their freedom of expression, invoking both the Puerto Rico and United States Constitutions. He warned that officials must not become “silent witnesses” to abuses of power. Domenech then proceeded into the hearing without taking questions from the press.
Inside the Senate, Domenech read remarks characterizing the proceeding as an unprecedented constitutional event, noting it was the first time since the office was created that a La Fortaleza chief of staff had been summoned to a Com mittee of the Whole. He stressed the importance of checks and balances while warning that legislative oversight must not become arbitrary or invasive of executive authority. He rejected any suggestion that his appearance constituted a waiver of the governor’s constitutional privileges.
A substantial portion of the early questioning focused on Politank, the government‑relations firm Domenech co‑founded and later sold. He reiterated repeatedly that the company has never had contracts with the Puerto Rico government and that he divested entirely on Dec. 31, 2024, receiving a $4 million payment by check, with no outstanding debt. All shares, he said, were purchased by the corporation itself under Article 5.4 of the Corporations Act. Domenech insisted that since Jan. 1, 2025, he has held no direct, indi rect, passive, or contingent interest in Politank and does not expect any future benefit from the company.
Domenech insisted that his recusal practices go beyond what ethics regulations require, adding that he voluntarily stepped back from all matters related to the firm as La Fortaleza chief of staff and head of the Fiscal Agency and Financial Advisory Authority even though a 2025 Government Ethics Office (GEO) ruling involving his wife, Veronica Ferraiouli, had concluded that he was not obligated to do so. Senators

pressed him to state whether any written policies or memo randa exist to document those recusals. Senate President Thomas Rivera Schatz replied by reading a letter from the GEO that stated that the consultation with the GEO was extensive only to Ferraiuoli and not to Domenech.
“You are wrong,” Rivera Schatz told Domenech. “Don’t come here to confuse or lie.”
Senators pressed him on how he could have recused himself from reviewing contracts involving Politank clients if, by his own acknowledgment, he was unaware that certain clients such as Intervoice and Accenture, both former clients held government contracts under the current ad ministration. Domenech said he learned of some of those contracts only upon receiving the Senate’s interrogatory ahead of the hearing.
He said his abstention occurred through a pre‑intervention screening process conducted within the Governor’s Office. Domenech said contracts are awarded by agencies, reviewed by the Office of Management and Budget (OMB), and then forwarded to the Governor’s Office for final compliance verification. At that stage, he said, contract specialist Ana Delgado has been verbally instructed to block from his review any contracts involving former Politank clients. That oral instruction, not a written policy, he said, constitutes the “instituted” recusal mechanism. The chief of staff said he does not discuss Politank‑related matters with Delgado or any government official.
Senators also questioned Domenech about former Po litank employees now working in government. He named Marilinda Ramos and Claudia Méndez, now working in senior posts in the Senate, and Elisa Muñoz, who works as an adviser in the Department of Health and chairs Medicaid’s
Proposals Evaluation Committee. Domenech said Ramos and Méndez have not worked for Politank since January 2017, and Muñoz since January 2023, and insisted he played no role in Muñoz’s appointment.
Still early in the hearing, questions turned to district‑level issues, notably the prolonged delay in opening the Vieques hospital. Sen. Marissa Jiménez Antonini confronted Domenech with frustrations from Vieques residents, who say that although the hospital’s construction was com pleted earlier this year with funding secured by both the current and prior administrations it remains closed because essential medical equipment has not been procured.
Domenech responded that procurement is “stuck” at the General Services Administration (ASG by its initials in Spanish), which has not adjudicated the necessary bids. He said ASG already has all proposals and must choose ven dors before the hospital can operate. Jiménez countered that the community has waited far too long for a functioning facility and that ASG’s inaction amounts to an unacceptable delay in basic healthcare access.
The senator repeatedly urged Domenech to exercise his expansive authority under Executive Order 2025‑008, which centralizes oversight of government contracting. Domenech replied that while the order grants him significant powers, it does not require him to micromanage agen cies. He nevertheless committed to “follow up

with ASG” now that he had been fully briefed. He was also asked about project delays at the former U.S. Naval Station at Roosevelt Roads.
During questioning about stalled redevelopment projects at Roosevelt Roads, Domenech told senators that the matter is being handled directly by the Department of Economic Development and Commerce (DDEC). He said the projects are currently before the Financial Oversight and Management Board and that, according to what he had been told in recent weeks by the board’s
executive director, the oversight entity “favors” those projects and has received all required information from the government.
Jiménez Antonini immediately disputed Domenech’s statement, noting that just three weeks earlier she had met with the oversight board alongside the Ceiba mayor and the board had told them the opposite: that the projects had not been prioritized and that the Puerto Rico government had not allocated the necessary funds to execute them. She cited the DISCOVER project as an example, explaining that the developer had said it could invest in repairing basic infrastructure such as water, wastewater and electrical systems but would then expect relief from payments owed to the government, because the government had not fulfilled its obligations to fund those utility improvements.
Jiménez argued that the problem was not the oversight board, which she said was willing to approve the projects, but rather that the govern ment had removed or failed to assign previously designated funds. Domenech reiterated that the information given to him was that the board did support the projects and recommended that the senator address further technical questions to the DDEC secretary, who oversees the Roosevelt Roads initiatives directly.

“These decisions stem from a responsible, carefully weighed evaluation process focused exclusively on the institutional strengthening of the university and on the operational stability required by the times we are currently navigat ing,” the official added, speaking before the UPR governing board.

Mellado said he perceived “pressure and intimidation” but refused to overturn the award, which went to KONZA after an 11‑company competition. Intervoice, represented by McClintock, placed second. The hearing continued with additional questions about fiscal planning. Sen. María de Lourdes Santiago Negrón confronted Domenech over comments he made to the press about having already identified “contingency plans and re serves” to confront a looming Medicaid funding cliff. Domenech said the reserves are housed within the Treasury Department, developed jointly with the OMB, and include at least $250 million earmarked for that purpose, with plans to grow the fund. He agreed to provide documentation if authorized.

udge Cristina Córdova Ponce of the Aibonito Superior Court has granted a writ of habeas corpus in favor of Anthonieska Avilés Cabrera, a ruling that will allow her to be released from prison pending the start of her trial for the murder of teenager Gabriela Nicole Pratts Rosario in August 2025.
The ruling announced Tuesday was based on the fact that the defendant had remained incarcerated
for more than 180 days without her trial having commenced, which constitutes a violation of her constitutional rights. As a condition of her release, the court imposed specific terms including electronic monitoring and restrictions on her movement while the judicial proceedings continue; the proceedings are scheduled to begin on April 6 with jury selection.

In what her administration describes as an unprecedented achievement, Gov. Jenniffer González Colón announced on Tuesday the reduction of $900 million in government contracts during her first 15 months in office -- an effort she says establishes a new standard of fiscal discipline, administrative control, and transparency across the executive branch.
“This result is real, it took work, and it deserves to be discussed,” the governor said as she continued a series of visits around the island, presenting her administration’s progress directly to residents. The news came as her chief of staff, Francisco J. Domenech Fernández, was cited to testify about government contracts.
According to the administration, the historic reduction is largely attributable to Executive Order OE-2025-008, a sweeping governance and administrative oversight framework intended to strengthen review and supervision of contracting, appointments, and operational transactions across executive branch agencies.
Before the order’s implementation, the Office of Management and Budget had long faced structural limitations, lacking visibility into spending decisions made within government entities outside its immediate jurisdiction. OE-2025-008 introduced a new requirement mandating that
all agencies notify and submit key fiscal and operational decisions for centralized evaluation.
Officials say the policy shift has allowed for more comprehensive and transparent review of government transactions, significantly curbing inefficiencies and redundancies in contracts.
“All credit rating agencies have followed this process closely, and many couldn’t believe the results,” the governor noted. “Thanks to this oversight, we’ve achieved unprecedented control over contracts, demonstrating fiscal discipline never seen before.”
The Financial Oversight and Management Board has also acknowledged the administration’s efforts, González Colón said. She highlighted that the government is now in the final stages of processing a fiscal relief check -- a sign, she said, of the administration’s evolving model of responsibility and financial order.
Without naming specific critics, the governor addressed what she characterized as ongoing distractions aimed at minimizing her administration’s accomplishments.
“There are those who prefer not to look at what we’re doing because they’re uncomfortable seeing results,” she said. “But even if they look the other way, the facts speak for themselves: $900 million less in contracts and fiscal discipline without precedent. The surprise is only for those who didn’t think this was possible.”
In addition to the fiscal measures, González Colón cited other areas of progress during her administration’s first 15 months. She noted that power interruptions attributed to LUMA Energy have been reduced and said that in the first 80 days of 2026 alone, her administration has launched infrastructure projects and initiatives totaling more than $2.7 billion.
“There is a strategy to distract, but the historic achievements are in plain sight,” the governor said. “That is why I’m traveling throughout the island and sitting down with the people -- to ensure the message is clear: everything we do is for the benefit of the people.” The

DreamWeaver Homes, a cold-formed steel manufactured housing company founded a decade ago Tuesday as a Delaware Public Benefit Corporation, has officially launched a $7.5 million Series A round to bring its Puerto Rico manufacturing facility into full production — marking a major milestone in a project that began with a single meeting inside the U.S. Department of Housing and Urban Development (HUD).
The raise aims to enable the company to produce hurricane- and earthquake-resilient steel-frame homes at scale, tapping into Puerto Rico’s historic disaster recovery funding and breaking what company leaders describe as a decades-long cycle of rebuilding vulnerable housing only for it to be destroyed again.
Founder and CEO Blair Gilbert said in a LinkedIn post that he incorporated DreamWeaver Homes PBC on March 24, 2016. At the time, he was working with Native American tribal nations to develop durable, cold-formed steel manufactured housing capacity — a model he believed could scale to other communities devastated by natural disasters.
What came next shifted the company’s trajectory. During a HUD meeting about that tribal housing work, Dana Bres, then HUD’s research engineer overseeing building technology and serving as the agency’s representative to the Federal Emergency Management Agency (FEMA) during the aftermath of Hurricane Maria, asked Gilbert a question that would shape the next decade of his life: Would he be willing to explore manufacturing steel-frame housing in Puerto Rico?

HUD and FEMA, he noted, had spent years allocating billions to rebuild homes destroyed by repeated hurricanes and earthquakes — only for new storms to wipe out the same communities again.
“We’re sick and tired of throwing good money after bad,” Bres told Gilbert, fresh from witnessing the destruction in Puerto Rico firsthand.
Gilbert agreed to go. Bres made the introductions. And the Puerto Rico Industrial Development Company (PRIDCO) invited DreamWeaver to build the manufacturing capacity the island lacked.
Gilbert, a Society of Industrial and Office Realtors member, said the team that formed around the Puerto Rico mission is unlike anything he has seen in 40 years in industrial real estate. Tim Waite, a past
president of the Steel Framing Alliance, joined as chief operating officer and co-founder; Javier Vazquez, a former executive director of PRIDCO and architect of Puerto Rico’s housing and manufacturing platforms, became DreamWeaver’s Puerto Rico counsel; and Bres, upon retiring from HUD, joined officially as a technical adviser and equity holder, investing his own capital in the company he first encouraged Gilbert to take to Puerto Rico.
“All of them came to the table through direct experience with the exact problem we exist to solve,” Gilbert said. “None of them are resume fillers.”
DreamWeaver currently holds two confirmed active PRIDCO grants totaling $4.66 million. That support aligns with the broader federal context: HUD has allocated $20.2 billion to Puerto Rico for disaster recovery, $15.3 billion of which remained unspent as of November 2025. DreamWeaver’s factory is designed to produce precisely the type of resilient housing that funding is meant to finance.
From preparation to production
The Series A raise is intended to move the project from its development stage into an operational factory capable of producing high-volume, disaster-resilient steel frame housing for Puerto Rico and beyond.
“Ten years of foundation,” Gilbert said. “The build starts now.”

The preliminary investigation into the deadly runway collision at LaGuardia Airport in New York late Sunday suggests it was caused by an overlapping series of failures that stemmed from problems with staffing and technology, officials from the National Transportation Safety Board said Tuesday.
“When something goes wrong, it means many, many things went wrong,” Jennifer Homendy, the board’s chair, said at a news conference Tuesday.
The fire truck that collided with an Air Canada jet did not have a transponder, unlike similar trucks at airports across the United States. That made it difficult for the airport’s early-warning systems to track its position. Investigators do not know if the drivers heard commands from air traffic controllers, which began roughly nine seconds before the accident, to stop their vehicle.
And the two controllers on duty Sunday night were doing the jobs of four people. Homendy said such a practice was common during night shifts at airports across the country but that the NTSB had raised safety concerns about it many times. This practice was also an issue in the January 2025 midair collision between a commercial jet and an Army helicopter above Ronald Reagan National Airport, she said.
Homendy said the findings she presented to reporters Tuesday were preliminary and that investigators had not interviewed key witnesses in the crash, including the controllers who were in the tower at the time and the officers in the fire truck.
The collision Sunday killed the two pilots of the Air Canada jet, injured dozens of other people and disrupted one of the busiest domestic hubs in the Northeast, which investigators said
would be operating at diminished capacity for several more days.
Audio and video footage reviewed by The New York Times suggests that there was a communications breakdown, though it remained unclear why. Shortly before the collision, an air traffic controller is heard saying, “Stop, stop, stop, stop, Truck 1, stop, stop, stop.” Six seconds later, the controller again said, “Stop, Truck 1, stop!”
Homendy pushed back on the suggestion that distraction had played a role in the crash, saying it was too early to determine the dynamic inside the tower, where she said controllers were juggling a heavy workload.

Flight 8646, departed from Montreal and landed at 11:37 p.m. Sunday carrying 72 passengers and four crew members, according to its operator, Jazz Aviation LP. The injured included several passengers, the two firefighters in the truck and a flight attendant who suffered a fractured leg after she was ejected from the plane.
LaGuardia reopened Monday afternoon, but the Federal Aviation Administration said that fewer planes would be arriving because the runway where the collision occurred — one of two at the airport — was still closed for crews to clear debris and investigators to document the scene. Departures were delayed by an average of nearly three hours.
Recordings of air traffic control audio communications reviewed by the Times suggest that air traffic controllers were focused on another emergency involving a United Airlines flight moments before the Air Canada jet struck the truck. The United jet had twice aborted a takeoff after pilots reported a foul odor in the cabin, prompting controllers to coordinate the plane’s return to a new gate and prepare emergency responders, according to Kathryn Garcia, the head of the Port Authority of New York and New Jersey, the airport’s operator.
After the crash, the recordings captured a controller telling another pilot, “I messed up.” It was not immediately clear what he was referring to.
Here’s what else to know:
— Flight disruptions: About half of the roughly 1,000 flights scheduled to take off or land at LaGuardia on Tuesday had been canceled by midmorning, according to FlightAware data. Passengers are entitled to refunds for canceled flights. Those traveling on domestic flights delayed by more than three hours are also eligible for refunds if they choose not to travel.
— ICE presence: Immigration and Customs Enforcement officers deployed by President Donald Trump, some of whom had their faces covered, continued to patrol LaGuardia on Tuesday. Passengers and airport employees could be heard expressing displeasure at their presence.
— Pilots: The two pilots have not been publicly identified. Julie Bolcer, the New York City chief medical examiner, determined that they had died from blunt force injuries. Bryan Bedford, the FAA administrator, described them as “two young men at the start of their career.”
— Firefighters: The two firefighters on the truck were identified by officials as Sgt. Michael Orsillo and Officer Adrian Baez. The firefighting unit at LaGuardia is a specialized division of the Port Authority Police Department known as the Aircraft Rescue and Firefighting unit. Baez was released from the hospital Monday night, while Orsillo remained hospitalized, according to the Port Authority.

Facing a phalanx of fellow senators who held his nomination as homeland security secretary in their hands, Markwayne Mullin sat on the opposite side of a dais at his confirmation hearing last week and offered a promise.
“We’re going to work with you,” Mullin, a Republican senator from Oklahoma and decade-long veteran of the House, told a Senate Democrat. “But most importantly, I think everybody on this dais has my personal cellphone. That cellphone isn’t going to change. And if you call me, you’re going to get a response. If you text me, you’re going to get a response.”
In the end, Mullin’s vow, which he repeated later in the hearing, did not win him broad bipartisan support at a time when the two parties are deeply divided over immigration enforcement under the department he is poised to lead. But it may have cleared the way for two Democrats to join all but one Republican to confirm him Monday night, in a 54-45 vote.
And whether they voted for him or not, senators from across the ideological spectrum suggested that they had been encouraged by a characteristic that has been notably lacking in most of President Donald Trump’s other Cabinet choices: Mullin is someone they know well and believe they can work with.
Sen. Martin Heinrich of New Mexico, one of two Democrats to cross party lines and support his confirmation, explained his vote by citing his working relationship with Mullin. In a statement, he said that he trusted that Mullin, whom he called a friend, would not “be bullied” by White House officials and that he would work with Congress more constructively than his predecessor, Kristi Noem. (Despite having served for eight years in the House, Noem did not enjoy the same kind of warm relationships with members of the Senate, particularly among Democrats, and came to be regarded by many members in both parties as unresponsive and ineffective.)
“I would like a secretary who I can call and have a constructive conversation with,” Heinrich said.
It remains to be seen whether that dynamic will hold, particularly as Mullin takes the reins of a department that oversees Trump’s divisive immigration enforcement policies.

a month over funding the Homeland Security Department. In private talks with a House Democrat, Mullin, who has carved out a role as a liaison between Congress and the White House, had been discussing concessions that went further than Trump’s team had been willing to in the talks. As secretary, he may be required to adopt a sterner posture toward compromise.
Still, Mullin’s confirmation was something of a throwback to a bygone era when presidents sought agency and department heads who would easily attract bipartisan support on Capitol Hill, and who could quickly win the trust of lawmakers there.
When Democrats controlled the Senate in 2013, they changed the rules to allow most presidential nominees to be confirmed by a simple majority rather than a supermajority. In the era of the closely divided Senate, that has effectively relieved presidents of the burden of choosing nominees acceptable to the minority party, since their votes are no longer needed.
In choosing Mullin, Trump, intentionally or not, revived what had once been the status quo: a Cabinet-level pick whose
personal connections could outweigh some lawmakers’ political concerns.
Even as Democrats challenged Mullin over his views and the Trump administration’s policies, they were at times quick to note that they had no doubt about his character.
“I do know you very personally and we’ve gotten to work together,” said Sen, Ruben Gallego, D-Ariz., as he questioned Mullin over his views on the 2020 election. “I think you’re an upstanding guy, and I reject this idea that you’re not qualified for this job, 100%.”
Gallego was absent for the vote Monday.
Republicans, too, signaled that Mullin’s collegiality put them at ease. Sen. Cynthia Lummis, R-Wyo., told reporters that she expected Mullin to be more responsive to lawmakers’ concerns than Noem had been.
“You couldn’t get a return phone call from the Department of Homeland Security on anything,” Lummis said. “And that’s never been the case with any other agency.”
When Sen. James Lankford, R-Okla., asked Mullin how he would address a lag in providing data to Congress, Mullin acknowledged their shared resumes, then swore to “work with any committee to make sure that we are getting the information you need to do your job.”
There were other signs that Mullin’s affability, which has made him popular with Democrats and Republicans, eased his path. Mullin moved through his confirmation process in 18 days. Even as Sen. Rand Paul, R-Ky., who is chair of the Homeland Security Committee, vented his personal animus toward Mullin and voted against his nomination, he did not impede the process.
By contrast, Trump’s pick for surgeon general, Casey Means, was nominated last May. She had a confirmation hearing last month and has yet to be advanced to the full Senate for a vote.
After Mullin received enough votes to be confirmed, senators and his supporters watching the vote erupted in cheers. As he walked out of the Senate chamber, reporters then asked Mullin for an update on negotiations to fund the department he is about to lead.
Mullin grinned as he headed for the door.
“You’re going to have to ask the senators about that,” he said.

Avisit by President Donald Trump earlier this week revealed how torn Memphis, Tennessee, was over becoming a test case for his administration’s aggressive approach to urban crime.
Hundreds gathered outside a Memphis shopping plaza to protest Trump’s arrival in the city, where federal agents have been working for months with Tennessee Highway Patrol officers and local police to make thousands of arrests and seize drugs and guns.
Trump first signed an executive order in September creating a task force dedicated to crime in Memphis. He found a
far more welcoming Republican state leadership in Tennessee compared with Democratic-led states where he sent in the National Guard and federal security forces.
“You have now developed a reputation as a city that’s coming back stronger than any city in the country because of what’s happened with crime and because your political leaders had the courage to do what they did,” said Trump, flanked by state Republicans and top administration officials.
There is little disagreement that the city has long struggled with crime, including in the years just after the COVID-19 pandemic’s peak. Some residents have welcomed the influx of law enforcement resources and the coordinated focus on crime.
But others, including protesters Monday, point to the strain
the uptick in arrests has put on the local court system and the deep fears among people of color being targeted in the city.
On Monday, some also bristled at Trump’s use of the city to advance his agenda.
“It’s a pattern of Memphians not being able to set their own narrative,” said Meggan Kiel, 45, who was born and raised in the city and now works for a nonprofit.
Mayor Paul Young, a Democrat whom Trump has praised for working with the task force, was notably absent Monday. Young cited a personal conflict, and also noted that he had been invited to be in the audience, but not to speak.
After the president’s event, Young told reporters that he tried to make the best of the situation.

Let’s ponder for a moment the vast sums that we’re pouring into the war with Iran.
The Pentagon has requested $200 billion (more than $1,400 per American household) to fund the war, but even that understates the total cost.
Linda Bilmes, a Harvard expert on financing war, told me that most of the costs will arrive later. For example, any soldier who develops a medical disorder or aggravates an existing one will receive lifelong benefits and medical care. If today’s troops claim such benefits at the same rate as those who participated in the 1990-91 Gulf War, that alone would eventually cost at least $600 billion, Bilmes said. Not to mention, of course, the human toll of all of this.
All told, she expects this Iran war to cost taxpayers more than $1 trillion.
Here are some ideas about what the war money could be used for instead. My calculations are conservative, based on Pentagon reporting that the first six days of the war cost $11.3 billion — and even that incomplete tally amounted to more than $1.3 million a minute.
— For a bit more than two weeks of this war, we could offer free college education to every American family earning less than $125,000 annually, at a cost of around $30 billion a year.
— For less than three weeks of war, or $35 billion, we could run a nationwide pre-K program for 3- and 4-year-olds.

— For $75 million, about an hour’s worth of war, we could provide three books to every child in America who is living under the poverty line, according to Kyle Zimmer of First Book, a nonprofit that works on early literacy. Research suggests that books like these can help get children reading and improve their outcomes.
— A woman dies in the United States every two hours, on average, from cervical cancer. Screening all uninsured women who need it would cost perhaps $1 billion and could save hundreds of lives, according to Dr. Linda Eckert, a cervical cancer expert at the University of Washington. That’s less than 13 hours of the war bill.
— We could get glasses to all 2.3 million low-income schoolchildren in the United States who need them but don’t have them. The base cost would be about $300 million, according to Vision to Learn, a nonprofit that does this work. The bill would be what we spend on four hours of this war.
— For about $34 billion a year, less than three weeks of war, we could restore health insurance subsidies that the Trump administration let expire last year. One analysis predicted an additional 8,800 preventable American deaths as a result.
The war money would save even more lives if we allocated part of it abroad. Indeed, we spent more on the first three days of war than we spent ($4 billion) on all humanitarian aid in 2025. Consider what we could achieve internationally:
— For $400 million or less, a bit more than five hours of war, we could deworm all children in need worldwide, according to Evidence Action, a nonprofit that works on deworming. This would result in stronger, healthier children and adults.
— For $380 million, less than five hours of war, we could provide vitamin A supplementation for the 190 million children who need it. Helen Keller Intl, a nonprofit engaged in this work, says this would prevent up to 480,000 child deaths each year and virtually eliminate blindness from vitamin A deficiency.
— About one day’s worth of war spending could save more than 350,000 lives from malaria, through a rigorously studied screening and prevention program, according to Esther Duflo, an economist at the Abdul Latif Jameel Poverty Action Lab at the Massachusetts Institute of Technology.
— For $4.3 billion, less than three days of the war bill, we could largely end the most terrible form of malnutrition, called severe wasting. That would save about 1.5 million children’s lives annually. We would accomplish something historic: For the first time in the history of humanity, large numbers of children would no longer be starving to death.
We have to know that numbers like this are never totally reliable, but that’s true of military costs as well. George W. Bush’s administration in 2003 put the cost of the Iraq War at $40 billion; it ended up costing perhaps $3 trillion.
Moreover, my figures are based on only the initial costs of the Iran war. And even the estimate of $1 trillion for the full cost doesn’t include the bills for more expensive gasoline we’re now paying and for pricier fertilizer and food that are likely soon.
If we reallocated this war spending to needs at home and abroad, Americans would have access to school from pre-K to college and would have health insurance, and large numbers of

children worldwide would not starve to death — and we would still have billions of dollars left over.
We can cough up the cash when there’s political will, such as to drop bombs halfway around the world. But where is the political will to get people health care or education, to build rather than to destroy?

Sindicatos exigen a la gobernadora no obligue usar días de vacaciones por Receso Semana Santa

S AN JUAN – Los presidentes de varios sindicatos le solicitaron a la gobernadora Jenniffer Aydin González Colón que no obligue a los empleados públicos que utilicen sus días de vacaciones ante el receso decretado por Semana Santa.
Desiree López Ramírez, representante internacional de United Auto Workers le pidó a González Colón que no haga los descuentos a los días de vacaciones.
“No se puede vender como un beneficio una medida que obliga al empleado público a pagar con sus propias vacaciones un receso decretado por el Gobierno. Eso no es conceder días libres; eso es imponer una penalidad al trabajador. Deben establecer alternativas para quienes no puedan ni quieran acogerse al receso decretado”, sostuvo López Ramírez, en de-

“Recordemos que, tras la aprobación de la Ley 26-2017, la acumulación de licencia de vacaciones para los empleados públicos fue reducida de 2.5 días a 1.25 días por mes, equivalente a 15 días al año en lugar de 30. Bajo ese escenario, un empleado que ha trabajado de enero a marzo apenas ha acumulado 3.75 días, por lo que al cargarle cuatro días por el receso de Semana Santa podría quedar con un balance negativo o insuficiente“, añadió.

de Empleados de la Corporación del Fondo del Seguro del Estado (UECFSE) Raymond Valentín Matta, expresó que “no podemos respaldar medidas que, en la práctica, obliguen a los empleados a utilizar su tiempo acumulado de vacaciones para poder acogerse a estos días libres. Eso no constituye un beneficio real, sino una transferencia del costo al trabajador”.
Asimismo, la presidenta de Servidores Públicos Unidos de Puerto Rico (SPUPR), Concilio 95 AFSCME, Jessica Martínez Santos sostuvo que “no podemos permitir que un cierre voluntario termine siendo una imposición en la práctica. La gobernadora dice que es voluntario, pero la experiencia nos ha enseñado que, sin directrices claras, muchos jefes de agencias y supervisores no establecen los mecanismos para que quienes quieran trabajar puedan hacerlo. Por eso estamos exigiendo que se emitan instrucciones específicas a todos los jefes de agencia para que elaboren un plan que garantice que los centros de trabajo permanezcan abiertos y operando, permitiendo que los empleados que así lo prefieran puedan laborar sin tener que sacrificar sus días de vacación ni su salario. SAN JUAN – El director ejecutivo del Puerto Rico
Innovation and Technology Service, Poincaré Díaz, informó el martes que se detectó y neutralizó un intento de ataque cibernético contra la infraestructura del Departamento de Transportación y Obras Públicas.
“Nuestra prioridad absoluta es la protección de los datos de los puertorriqueños”, dijo Poincaré Díaz en declaraciones escritas.
“Por tal razón, nuestros equipos técnicos especializados se mantienen trabajando de forma ininterrumpida en la evaluación del alcance de este evento y en la validación de cada sistema para garantizar la integridad total de la información antes de proceder con el
restablecimiento de los servicios”, añadió Díaz.
Díaz indicó que el evento fue detectado el lunes, 23 de marzo de 2026, lo que llevó a la activación inmediata del plan de respuesta a incidentes cibernéticos. También se ordenó la desconexión preventiva de los sistemas del Departamento de Transportación y Obras Públicas para proteger la red.
El funcionario aseguró que, al momento, no existe evidencia de filtración ni de compromiso de datos de la ciudadanía. Explicó que la identificación temprana del intento de ataque fue posible por las estrategias y herramientas de monitoreo implantadas en los sistemas de seguridad.

Young keyboard wizard Bryan Ojeda Chevres has played with the Puerto Rico Symphony Orchestra (PRSO) five times under the baton of Maestro Maximiliano Valdés, the last on the fabled Bosendorfer of the University of Puerto Rico.
But that was some two years ago, with Tchaikovsky’s First Piano Concerto, and this is now, at Bellas Artes, with the “Fourth Piano Concerto in D,” penned by Ludwig von Beethoven (1770-1826), reputedly the most complete master of the genre.
So when Valdés needed a pinch-hitter for Brahms in Holy Week, the 28-year-old said yes without batting an eye.
Only later did he realize the gig was to be a volunteer effort.
The fourth concerto by a genius who was almost completely deaf when he wrote it, is to be played on the island’s prime stage with one of the hemisphere’s prime orchestras, conducted by a pro before his own people.
The pianist, who studied at the Puerto Rico Conservatory of Music with María del Carmen Gil and Teresa Acevedo, will play several modern pieces from his eclectic repertoire. Among his promised offerings are works by French impressionist Claude Debussy (18621918), Puerto Rican Alfonso Fuentes (born 1954), a Conservatory professor who fuses western classical music with jazz and Caribbean beats, and Russian-born Jack Delano (1914-

The concert, to be held tonight at 7 in D’Esopo’s lush Gallery Inn, will feature two friends from the orchestra playing a selection of post-Beethoven music.
Clarinetist Kathleen Jones, despite retirement from the PRSO, seems delighted to help out a colleague. But she’d play Max Bruch’s “Eight Pieces for Clarinet, Viola and Piano” at the drop of a hat. She and PRSO violist Miguel Hernández will offer the German composer’s (1838-1920) collection cut in half.
The STAR was unable to get any statement from the people who handle the orchestra’s fiscal matters.
Both Musical Arts Corporation Administrator Melissa Santana, who also heads the Institute of Puerto Rican Culture, and Valdés, a Chilean who has been the PRSO music director for over 18 years and was reached in Spain, but referred this reporter to Santana, remained mum on the subject.

But this emerging virtuoso, having earned his master’s degree at New York University under José Ramos “Kiko” Santana, lives in the Big Apple, center of high hopes and higher bills. He needed to take a plane, wear a tuxedo and be away for at least a week. He didn’t even think about who would pay the rent. But he called his fairy godmother, sculptor and arts promoter Jan D’Esopo, who immediately started planning a pre-concert without thinking twice.
“Bryan was one of my first students, five in 2015,” she told The STAR, referring to the

It will be the pianist’s night, to warm up for his big night at the Performing Arts Center, to gather his friends around him and get as much money as possible to make up for what the Orchestra was unable to give him.”
D’Esopo said she had watched Ojeda improve and triumph in his chosen career since he was a teenager.
“There is nothing so rewarding as to see him perform and become the polished professional he deserves to be,” she said. “This setback will serve as a stimulus to him and his fans for Saturday when he will play the exquisite Beethoven concerto with our great orchestra.”
D’Esopo’s artistic bent was nurtured at Yale University, whose famous School of Music uses Steinway pianos exclusively. Her father, Joe D’Esopo, a doctor/professor who also studied piano, had one of the first post-war Steinways in the family’s Hartford, Connecticut living room. The magnificent instrument is currently in The Gallery Inn valued at about $4,000, more like $200,000 today.
D’Esopo later followed her own star as a sculptor, studying at Bennington College in Vermont and later at Yale. From the day she moved to San Juan in 1961, she began to leave her imprint in every corner of the Old City. She carved statues, opened art galleries and helped renovate homes.
In many ways, she was the artistic angel on the shoulder of Ricardo Alegria, the visionary who rescued a deteriorating but historic community.
Her eyes saw things that others couldn’t.

Aphotorealistic artificial intelligence likeness of Val Kilmer, the “Top Gun,” “Batman Forever” and “Heat” actor who died from throat cancer last year, will appear in a new movie he had planned to shoot before being hindered by his illness.
Coerte Voorhees, the movie’s writer and director, said the AI likeness had been created in collaboration with Kilmer’s estate and would appear in a large portion of “As Deep as the Grave,” about an archaeologist’s discovery of an
ancient Native American civilization.
“This movie is absolutely a tribute to Val Kilmer and honoring this last character that he was going to play,” Voorhees said. “We think this is a unique scenario that is going to prove to a lot of people the right way to do this.”
Using a trove of previously recorded videos, images and audio, the filmmakers were able to create a photorealistic digital model of Kilmer using a combination of publicly available generative AI tools. (Voorhees declined to say which ones.) They used traditional editing software to digitally insert the
likeness into previously filmed scenes and also used AI to create new scenes around the likeness.
“If we were still in the process of physically filming, we would have considered recasting,” Voorhees said. “But that just wasn’t in the cards.”
Kilmer’s daughter, Mercedes, said in a statement that her father was a deeply spiritual man and had resonated with his character, a real-life Catholic priest and Native American spiritualist who worked with archaeologist Ann Axtell Morris in the 1920s.
“He always looked at emerging
technologies with optimism as a tool to expand the possibilities of storytelling,” Kilmer said. “This spirit is something that we are all honoring within this specific film, of which he was an integral part.” Voorhees and his brother Justin, a producer of “As Deep as the Grave,” approached Mercedes Kilmer last year about using generative AI technology to create her father’s likeness. In Val Kilmer’s absence, the brothers had completed an earlier version of the film without him that they felt was incomplete. The new version is in postproduction and has a planned release this year.

Barclays raised its 2026 year-end S&P 500 target on Tuesday, betting that strong corporate earnings led by the technology sector and resilient economic growth will outweigh rising macro risks, including war in the Middle East, AI-driven disruption and stress emerging in private credit markets.
The British brokerage lifted its index target to 7,650 from 7,400, implying about 16.2% upside from Monday’s close at 6,581.00.
Since the Iran war started, the S&P 500 has fallen about 4.3%, as soaring oil prices and geopolitical uncertainty pressured risk assets and prompted investors to pull back from equities towards safe-haven assets.
“We believe the U.S. continues to offer stronger nominal growth than other major economies and a secular growth engine in technology that shows few signs of stopping,” Barclays strategists said in a note.
“We are incrementally bullish on US equities, though the road likely stays bumpy until we turn a corner.”

Barclays lifted its S&P 500 earnings per share estimate for 2026 to $321 from $305, saying the forecast reflects a robust earnings base rather than a valuation re-rating.
Surging oil prices have revived inflation concerns and clouded the outlook for the U.S. Federal Reserve, which last week signaled only one rate cut for 2026.

President Donald Trump, speaking on a day in which Iran sent waves of missiles across the Middle East, said Tuesday that negotiations to end the war were still taking place and that the Iranians would like “to make a deal.”
Iran has maintained publicly that no negotiations are happening, but speaking to reporters in the Oval Office, Trump said not only that they were occurring but also that Vice President JD Vance and Secretary of State Marco Rubio were involved.
Trump cast Iran as a nation so near military defeat that it had little choice but to negotiate, but the Iranians made clear Tuesday that they could still lash out across the region. Its missiles targeted Israel and Iraq, and Persian Gulf nations also reported new strikes — despite claims by U.S. and Israel officials that the Iranian ballistic missile program has been severely battered.
Israeli authorities said a direct hit in Tel Aviv caused extensive damage to at least three residential buildings. At least six people were treated for injuries in Tel Aviv, according to the national emergency service.
In the semiautonomous Kurdish region of
Iraq, a volley of six Iranian ballistic missiles killed six Kurdish fighters and wounded 30 others, said the regional government, a U.S. ally.
And in Bahrain, an Iranian missile attack killed a Moroccan contractor working for the United Arab Emirates armed forces and injured five UAE service members, the UAE defense ministry said Tuesday.
Trump, asked why he appeared willing to consider a ceasefire with the Iranians, told a reporter: “They’re talking to us and they’re making sense.”
Though Iran has taken a public stance denying that negotiations are taking place, according to four Iranian officials and an Iranian diplomat, Tehran and Washington have been exchanging messages through intermediaries about deescalating the conflict.
Trump said that the vice president and the secretary state were joining negotiations that also include his son-in-law, Jared Kushner, and Steve Witkoff, one of his most senior advisers.
Trump dodged a question about a report in The New York Times that the Saudi crown prince, Mohammed bin Salman, was encouraging him to pursue the war. “He’s a warrior,” he said. “He’s fighting with us.”

— Energy crisis: Iran’s effective closure of the Strait of Hormuz, a conduit for a fifth of the world’s oil, along with recent attacks on oil and gas infrastructure in the Persian Gulf, had the international benchmark for crude oil trading above $100 Tuesday. The Philippines declared a state of national energy emergency, and South Korea is urging people to take shorter showers and to avoid charging phones and electric vehicles at night.
— Iran: A former Islamic Revolutionary Guard general, Mohammad Bagher Zolghadr, has been named as Iran’s top security official, an aide to the Iranian president announced Tuesday. He replaces Ali Larijani, who was killed in an Israeli attack last week.

AColombian military aircraft transporting 128 troops and crew members crashed shortly after taking off from southern Colombia on Monday morning, killing 66 people and injuring dozens of others, Colombian military officials said at a briefing. The dead included 58 members of the military, six members of the air force and two police officers, according to defense ministry officials. Four people were still unaccounted for.
The devastating death toll, from a crash in a desolate, jungle-dense region, reverberated across Colombia, as residents rushed to the scene to help rescue soldiers and the military mounted a massive airlift to transport the injured to hospitals.
Colombian officials were still investigating
the cause of the crash Monday night.
“At this time we don’t have any more details except that as soon as it took off, the airplane suffered a problem and descended toward the ground, a couple of kilometers from the airport,” Gen. Carlos Fernando Silva Rueda, the commander of Colombia’s air force, said in a video statement.
Colombia’s air force identified the plane as a C-130 Hercules, a large, four-engine turboprop aircraft typically used to transport heavy loads of cargo, military personnel and military vehicles.
The aircraft had taken off from Puerto Leguízamo, a riverside town in the Putumayo region, on Colombia’s border with Peru, at 9:50 a.m. before it crashed.
In a message posted Monday afternoon on social media, President Gustavo Petro said that dozens of people were injured. He thanked the residents in the Putumayo area
who scrambled to the crash site on motorcycles and on foot to help those injured and to put out the blaze from the crash.
“That is how a homeland is built,” he said on social media, adding that residents “went all the way to the airport runway and brought water and love to the boys.”
Luis Emilio Bustos, the mayor of Puerto Leguízamo, told The New York Times that at least 14 people who had arrived at the town’s hospital were in “grave condition.”
“We continue to work and continue to conduct rescue missions, taking into account that many bodies fell
far away,” he said in a voice message Monday evening. “Others, possibly because of the large amount of fire, will be difficult to find.”
The plane was traveling to Puerto Asís, a town about 125 miles from Puerto Leguízamo. It crashed in a region lined with farms of coca plants harvested to make cocaine, where armed groups involved in illegal drug trafficking have a large presence.

Cuba is facing what may be its worst electricity crisis since Fidel Castro’s revolutionaries swept to power 67 years ago. Following weeks of frequent blackouts, the national grid experienced a “complete disconnection” last week, according to the energy ministry.
Blackouts are getting worse, and on some days the entire island is plunged into near-total darkness.
Cuba generates most of its electricity from oil, and for nearly three decades, Venezuelan oil has been the nation’s energy lifeline.
The Trump administration ordered Venezuela to halt supplying oil to Cuba after it captured the country’s president, Nicolás Maduro, in January. Mexico was soon pressured by the United States to stop shipments as well. No other country has come to Cuba’s rescue with oil supplies.
U.S. officials are now using the energy crisis to exert leverage over Cuba’s leaders, even as some in Cuba warn that the repeated blackouts could make it harder for Cubans to get food, running water and medical care.
Cuban President Miguel Díaz-Canel publicly acknowledged this month that his government has been holding talks with Washington in an effort to find solutions to Cuba’s standoff with the United States.
A crisis in the capital
The capital, Havana, is usually a priority in electricity generation because it is the seat of government. But as the energy crisis grows, it is also not shielded from going dark.
The whole city is feeling the ripple effects.


Trash is piling up as garbage trucks are idled because of a lack of fuel. Without refrigeration, meat and dairy products in homes and food markets are spoiling.
Because Havana’s water system depends on electric pumps, running water has been cut off for many residents, who now line up with jugs at gravity-fed community cisterns, according to Jorge R. Piñon, a University of Texas oil expert who tracks Cuba’s energy industry. Public health officials have postponed tens of thousands of surgeries, and cancer patients undergoing chemotherapy have seen their treatments disrupted by power outages and a lack of refrigerated medicine.
The ‘luxury bubbles’
Lights largely remain on in resort areas like Varadero, Cayo Coco and Cayo Santa María, home to strings of beach hotels and spa complexes. Unlike residential areas that depend on the failing national grid, hotels in these places have their own generators, and fuel for these locations is a top priority, alongside hospitals.
That’s because tourism remains a crucial source of hard currency for Cuba’s government, even after some airlines suspended flights to Cuba because of a shortage of jet fuel at major airports caused by the U.S. blockade.
The energy crisis has created a bizarre reality in these areas.
They are some of the primary beneficiaries of recent efforts to create a decentralized network of small solar arrays using Chinese technology. That means workers at these resorts commute from places with little electricity, a lack of running water and rotting food to “luxury bubbles” where tourists enjoy air-conditioned rooms and refrigerated buffets. Military checkpoints strictly control access to these locations.
Unrest in the provinces
The rest of Cuba, far from the seat of power and the beach resorts, is hit hardest by the crisis.
After weeks of blackouts,

hundreds of people in Morón, a city of 70,000 in central Cuba, took to the streets.
On March 13, they ransacked the local office of the Communist Party, dragging furniture, computers and documents into the street to set them on fire.
In eastern Cuba, the provincial electricity company for the city of Holguín is providing electricity for residential neighborhoods for only about three hours a day. Major economic drivers, like nickel processing plants, have had to scale back operations, cutting the country’s exports.
Santiago de Cuba, the second-largest city, is experiencing severe disruptions to both electricity and running water. People there have started nighttime protests known as cacerolazos, in which they bang on pots and pans to express their anger.
An outdated energy system
For Cuba, the crisis has laid bare the risks of depending so heavily on foreign oil while trying to maintain a centrally planned socialist economic system.
While countries around the world are using diverse methods to produce electricity,
such as natural gas, wind or battery storage, Cuba is still locked into a 20th-century model exceptionally dependent on oil. That makes the country vulnerable to oil shocks. The last confirmed arrival of a significant oil tanker was the Ocean Mariner, which docked in Havana on Jan. 9 with about 86,000 barrels of fuel from Mexico. Since then, Cuba has had to rely on its own meager production of extra-heavy crude oil, which covers only about 40% of energy demand.
That shortfall could bring Cuba’s whole economic system, not just its electricity grid, to the breaking point.

The light intensity shown is the average of the seven-day period based on available data. There may be small gaps in the data where the satellite did not capture coverage. These gaps tend to occur in areas that were dimly lit in previous years.

An agreement by the Obama administration to send $1.7 billion to Iran around the same time that it reached a sweeping deal to curtail Iran’s nuclear program drew fierce backlash from Republicans, including Donald Trump.
A decade later, the Trump administration is on the defensive as it tries to justify temporarily lifting sanctions on 140 million barrels of Iranian oil that is sitting at sea. With oil prices hovering around $100 a barrel, the sanctions relief, which is intended to boost global supplies of crude to ease energy prices, could give Iran a $14 billion windfall at the same time the United States is waging a war on the country.
“The result of all of this is they are conceding the fact that the Iranians have leverage over whether the U.S. can continue to prosecute the war,” said Richard Nephew, a former State Department and National Security Council official in the Obama administration who helped negotiate the Iran nuclear agreement. “You have gone to the Iranians and told them, ‘You have our Achilles’ heel.’”

The Treasury Department and the White House had no comment on Bessent’s remarks.
Trump said Monday that he did not believe Iran would get much money from additional oil sales and that he wanted as much oil as possible to be available.
“Any small amount of money that Iran gets is not going to have any difference in this war,” Trump said as he left the White House. “But I want to have the system be lubricated.”
Democrats have been quick to point out the irony of Trump’s offering Iran what could amount to billions of dollars’ worth of sanctions relief while the fighting continues.
He added: “This is asking them to please, please, please sell oil because the market is going haywire.”
Oil prices have surged since the United States and Israel attacked Iran, posing an economic and political liability for Trump before the midterm elections. As a result, his administration has been pursuing every option to mitigate the fallout. According to AAA, average U.S. gas prices are $3.95 per gallon, up from $2.94 a month ago.
But the Trump administration has struggled to articulate the logic of the “general license” that the Treasury Department issued late Friday. The sanctions exemption allows Iranian oil to be sold to most countries, including the United States, for the next month. The sanctions relief for Iran followed a similar reprieve this month allowing Russian oil that is at sea to be sold.
Treasury Secretary Scott Bessent, who announced the Iran exemption, described the move as an act of martial artistry.
“In essence, we are jujitsuing the Iranians,” Bessent said on NBC’s “Meet the Press” program Sunday. “We are using their own oil against them.”
If freeing up Iranian oil successfully lowers global crude prices and buys the United States more time to topple the Iranian government, Bessent’s plan could prove to be fruitful. However, it is not clear that easing Iran oil sanctions will lower prices or how expanding the pool of potential buyers of its oil will prevent Iran from profiting from the volatility caused by the war.
Bessent appeared to argue that by infusing global markets with more Iranian oil, it will reduce the amount of money that Iran could get by selling restricted oil to countries such as China at a discounted price if global prices climb even higher. He also said the United States would be able to track those transactions and block the money from reaching Iranian accounts.
“At Treasury when this oil goes to — if it goes to Indonesia, if it goes to Japan, if it goes to Korea, we have a much better line of sight and are able to block accounts that the oil goes into,” Bessent said.
However, the license that Treasury issued did not appear to indicate that the transactions could be blocked by the United States. The sanctions exemptions continue to forbid Iranian oil to be sold to North Korea, Cuba or parts of Ukraine that are occupied by Russia. It applies to oil loaded on vessels as of March 20 and extends until April 19.
Iran exports most of its oil to China, and much of it is transported on its “shadow fleet” of tankers that seek to evade U.S. sanctions. Because Iranian oil exports operate largely in a gray market, it is not clear how much of its crude that is at sea is available to be diverted to other countries.
If the Treasury Department plans to ultimately block the transactions, it could deter Iran from selling oil to other nations and undercut Bessent’s argument that the plan will boost oil supplies.
The Foundation for the Defense of Democracies, a group that urges a close U.S. partnership with Israel and confrontation with Iran, noted that the license contained “no escrow mechanism and no obvious restrictions on payment channels.”

When he was overthrown in 1979, the United States stopped delivery of the weapons but never returned the money.
The Obama administration determined that it had to repay the money in cash because banks were concerned about violating sanctions by executing a wire transfer.
“Remember when they sent Boeing 757s over there, loaded with cash?” Trump said, three days before lifting sanctions on Iran. “That’s not going to happen with Trump.”

Aremote forest in south central Pennsylvania seems to be the perfect place for a body to disappear, shrouded in leaves and covered in moss over time.
For police who were investigating the skeleton of a woman believed to be in her 20s or 30s, discovered deep in those Pennsylvania woods in the first half of 2025, how long her remains had been there was an important question.
Soil samples and plant material such as roots, seeds and pollen have yielded crime-scene evidence for decades, but moss tends to be overlooked. Yet moss holds clues for investigators who know how to look for them.
To help construct a postmortem timeline, police called in a forensic botanist. Christopher Hardy, a biology professor at Millersville University in Millersville, Pennsylvania, collected and analyzed moss and other plant material that had accumulated on the clothes covering the bones. Based on the amount of moss growth, he was able to estimate that the skeleton had been in the woods for at least a year.
“Plant evidence, including moss, is definitely something that should be utilized a lot more because 90% of the biomass on the planet is plant biomass,” Hardy said. “There’s a lot of evidence just waiting to be collected.”
Organic matter such as plant fragments, roots, leaves and moss can help establish links between a suspect and a crime. At the request of investigators, forensic botanists like Hardy can collect and analyze plants at crime scenes for possible clues. Too often, though, detectives don’t even consider plant matter as potential evidence. Moss is especially overlooked because so few reported cases have used it.

wrote two articles for the journal Forensic Sciences Research. The first published in fall 2025, cataloging how moss has been used to help solve criminal cases. The second, published on March 4, detailed the important role that moss played in a Chicago cemetery investigation.
Moss is in the category of tiny, resilient plants called bryophytes, and it can grow practically anywhere. More than 12,000 species of moss can be found around the world in a variety of environments. It has no roots or seeds and can live for decades. Among the most common and recognizable mosses in the United States are sheet moss (Hypnum curvifolium), which grows in a thick carpet; pincushion moss (Leucobryum glaucum), known for growing in rounded mounds; and sphagnum moss (Sphagnum platyphyllum), known for its shaggy appearance.
Particles from the dense, green mats can easily attach to a suspect’s shoes or clothing, grow on human remains and survive in adverse conditions, according to the group’s research. Moss samples can help law enforcement calculate postmortem timelines, track a suspect’s movements and establish key links to help solve crimes including homicides, missing person cases and cemetery desecrations.
Several of the reports’ co-authors were brought together in 2009 to help with an investigation into the disinterment and dumping of human remains at Burr Oak Cemetery outside Chicago. The case helped inspire them to start raising awareness about using moss as a forensic resource.

Four cemetery employees had been accused of digging up human remains at Burr Oak, a historic 150-acre graveyard, and of discarding them in an unused part of the property so they could resell the burial plots.
Burr Oak is the final resting place of African American figures such as Emmett Till, whose 1955 murder in Mississippi helped spark the Civil Rights Movement; blues singer Di-
nah Washington; and heavyweight boxing champion Ezzard Charles. Their graves were not disturbed.
The four employees claimed that the remains that were moved had been unearthed and shifted before they began working at the cemetery.
The Cook County police asked Anne L. Grauer, an anthropology professor at Chicago’s Loyola University and a forensic consultant for federal and state law enforcement, to examine the area where about 1,500 bones from at least 29 people had been moved.
She noticed a clump of green moss among the bones that looked out of place. Grauer told investigators they needed a botany expert who would know “how long moss stays green when it’s not allowed any exposure to sunlight and if we could we find places in the cemetery where this moss grew naturally, which could perhaps help tell us where the skeletal remains came from.”
The Field Museum in Chicago became a resource, given its significant array of mosses. Matt von Konrat, head of the museum’s botanical collections, and his team identified the moss as Fissidens taxifolius, also known as common pocket moss, and found none of it at or near the dump site.
But the moss was growing in areas near the desecrated graves. Based on the moss specimen’s appearance and health, and other factors including light and moisture, investigators determined that the graves had been dug up within the past year, during the suspects’ employment at the cemetery.
Moss was far from the only evidence against the four employees, but it helped establish a timeline and build a case against all four that resulted in their convictions, according to the March research paper. One defendant’s conviction was later overturned because the charges were too vague, according to a court ruling.
Cmdr. Jason Moran of the Cook County Sheriff’s Police Department in Maywood, Illinois, said that moss provided an unexpected integral clue, in the absence of witnesses or cameras in the isolated area of the cemetery.
“Moss wasn’t on my radar at the time,” he said. “I was aware of forensic botany, but it was kind of obscure.”
Now, when he conducts training or consults on cases with other departments, Moran brings up the possibility of collecting plant-based evidence when applicable.
“We do our part to communicate if moss or botany in general is an option in a case,” he said. “You’re not going to be an expert in forensic botany, but you need to be aware of it.”
Von Konrat said he hoped the journal articles would educate investigators about the value of moss as a forensic tool and lead to more work between law enforcement and botanists.
For now, those relationships are formed on an ad hoc basis, when the presence of plant matter at a potential crime scene can’t be ignored, as in Hardy’s case in Pennsylvania. Spreading the word about how moss can be used in certain investigations could strengthen or build ties between law enforcement and botanists.
“We want to connect properly with folks and use this opportunity to see how we might help each other in the future,” von Konrat said.

Que los autos y todos los documentos correspondientes al procedimiento incoado están de manifiesto en la Secretaría del Tribunal durante las horas laborables bajo el epígrafe de este caso. C. The foundations of baseball have largely remained the same since Babe Ruth swung a bat. Nine innings make a game. Three strikes and you’re out. And the ultimate authority on all pitches is the home plate umpire.
We won’t be able to say that last one after today.
When the San Francisco Giants’ starter tosses out the first pitch of the Major League Baseball season tonight, players will — for the first time — have the chance to overrule the umpire’s call of a ball or a strike. The new higher power will be a network of specialized cameras set up in every ballpark to track the baseball’s exact location. It’s officially called the Automated Ball-Strike (ABS) Challenge System. Many fans call it the robot ump.
It’s a major change for a sport steeped so deeply in tradition, and some players have expressed reservations. But baseball officials insist that the ABS system will help rid the game of something that even traditionalists despise: bad calls.
How it works
Teams will begin every game with two challenges — opportunities to summon the robot umpire and see whether the human behind home plate missed a ball or strike call. If a challenge is successful, the team can use it again. After two misses, though, it loses the power altogether.
Only the pitcher, catcher or batter can challenge a call, and they have to do so almost immediately, without help from teammates or coaches. The signal is a tap on
the head, which effectively tells the ump: I think you’re wrong. A few seconds later, a graphic appears on the outfield screen showing whether the pitch was in fact a ball or a strike.
Fans might find the whole charade a bit strange on television. But when I witnessed the ABS system in person, at a few spring training games this month in Florida, I was surprised by how much tension it introduced to the stadium.
People looked up from their phones, and the crowd collectively held its breath awaiting the results. Once, when the screen showed that the human behind the plate was correct — the pitch had indeed been a ball, by just a fraction of an inch — a fan couldn’t help but shout to the umpire how impressed he was. It may have been the first time that ump had heard a compliment from the bleachers.
How fans and players feel MLB officials say polls suggest that fans overwhelmingly support the challenge system, and my experience backed that up. Of the roughly two dozen I spoke to at spring training, nearly all said they liked the ABS system, or at least were not against it. Only two, a father and son, disliked it. It wasn’t so much the challenge system they objected to, but rather the creeping intrusion of technology into the sport.
Players’ opinions have been a bit more mixed, though many say they’re open to giving it a shot. Catchers, in particular, have been interesting to hear from, because some have made a living by fooling umpires using a technique known as framing — where they shift their gloves and their bodies to make

During spring training, catchers proved far better than batters at deciding when to call for the robot to step in. Bailey has been among the best, winning 10 of his first 12 challenges.
What’s next?
If robot umps are here to stay, does that mean that human umps are on the road to extinction? It’s a reasonable question, especially since tennis, which uses the same exact camera technology as ABS, has replaced line judges entirely at most major tourna-
ments.
Baseball officials seem open to the idea. They have tested fully automated strikecalling in the minor leagues, and MLB Commissioner Rob Manfred has described the challenge system as a “first step.” But a vast majority of the minor-leaguers who tried both systems told MLB that they opposed full automation. And a survey by my colleagues at The Athletic found similar results with big-leaguers. Remember the father and son I spoke to during spring training? Many players agree with them: They want the game’s human touch to be preserved.
“Can we just play baseball?” star pitcher Max Scherzer once asked my colleague Jayson Stark. “We’re humans. Can we just be judged by humans?”

The Leones of Ponce announced Tuesday the signing of veteran forward-center Isaiah Hicks as their third import player for the 2026 Baloncesto Superior Nacional (BSN by its initials in Spanish) season.
The 6-foot-9-inch Hicks joins the team after playing in South Korea and boasts a distinguished career. He was an NCAA champion in 2017 with the University of North Carolina and gained NBA experience with the New York Knicks and the Charlotte Hornets. Additionally, he was a member of Team USA between 2018 and 2019.
“The market for available players has been very difficult, and with the new rules -- allowing only six roster changes in total, including injury replacements -- we had to be patient
and keep working to find the right player,” Leones General Manager Gabriel Ortiz said. “Fortunately, the opportunity with Hicks arose, and we were able to seize it, as he is a player who is currently in game shape and has already proven himself in the BSN.”
Internationally, Hicks has played in leagues in Russia, Japan and Korea -- including stints with teams such as Avtodor Saratov and the San-en NeoPhoenix -- in addition to his previous tenure with the Capitanes of Arecibo in the BSN.
Ponce’s management stressed that Hicks, 31, will bring strength, experience, and a commanding presence in the paint -- key elements for the team’s aspirations.
Following a road victory in Mayagüez, the Leones will play their home opener this Thursday against the Atléticos of San Germán at Ponce’s Juan “Pachín” Vicéns Auditorium.
