Retailers Urge Gov’t to Pause Fuel Taxes as Prices Spike

(Arash Khamooshi/The New York Times)

2 GOOD MORNING

The San Juan Daily Star, the only paper with News Service in English in Puerto Rico, publishes 7 days a week, with a Monday, Tuesday, Wednesday and Thursday edition, along with a Weekend Edition to cover Friday, Saturday and Sunday.

Restoration work at the San Juan Cathedral is moving along

As part of efforts to recover and preserve Puerto Rico’s historical heritage, Eduardo Soria Rivera, the executive director of the Central Office for Recovery, Reconstruction and Resilience (COR3), visited the restoration work at the Metropolitan Cathedral and Minor Basilica of San Juan Bautista in Old San Juan. The restoration project is funded with $18.1 million from the Federal Emergency Management Agency (FEMA).

“In line with Governor Jenniffer González Colón’s policy to advance projects rebuilding infrastructure supporting religious tourism in Puerto Rico, we reaffirm our commitment to ensure all processes are coordinated, respect heritage value, and protect a structure that has witnessed centuries of history and attracts many island visitors,” said Soria Rivera.

The restoration team is carrying out the project in two phases. They address problems caused by excess moisture in the structure, work to stabilize and preserve the building for many years, and protect important historical features, such as unique architecture and art. The project also aims to help the structures withstand and stay safe from major storms or other severe weather in the future.

The Cathedral’s restoration benefited from a new $7.4 million obligation. This follows the governor’s efforts in Washington, D.C., to secure $1.9 billion in federal reconstruction funds.

The Cathedral of San Juan, over 500 years old, is a key symbol of Puerto Rico’s history, faith, and cultural identity.

It is a world-renowned architectural heritage site and a landmark for residents and visitors of Old San Juan.

Walmer Martínez, Director of Restoration and representative of the Main Catholic Restoration Office of Puerto Rico, said, “The major restoration and reconstruction project of the Catholic Church in Puerto Rico, which began last March at the Metropolitan Cathedral and Minor Basilica of St. John the Baptist in Old San Juan, is already showing results. The progress reaffirms the commitment of the Catholic Extension Society and the Main Catholic Restoration Office of Puerto Rico to this important historic building.”

The team conducts remedial work, such as wall repairs and evaluations of building systems, to minimize moisture entering the structure. Workers fix cracks and joints in the exterior brickwork and decorative ledges, called cornices. The roof is covered with waterproof layers to protect and preserve historical interior features, including wall paintings known as frescoes, large wall artworks called murals, and other unique architectural details. The team ensures that all work complies with historic preservation rules and collaborates with experts in heritage conservation.

Martínez noted that this project repairs damage from Hurricane Maria in 2017 and from age. It aims to strengthen the infrastructure and create a safer, more welcoming space for parishioners. This effort will impact about 600 church facilities on the island.

The project in San Juan continues as part of a technical and design evaluation. This evaluation will determine the next steps for the second phase of permanent repairs.

New campaign urges parents to meet child support obligations

The administrator of the Child Support Administration (ASUME), María del Mar Mateu Meléndez, announced on Tuesday the launch of the campaign “Your children don’t eat excuses”, an initiative aimed at raising awareness about the importance of complying with child support payments.

“At ASUME, we see how delays in child support payments affect the stability and overall development of many of our children and young people. Behind each case are minors who depend on these resources to cover basic needs such as food, education, and wellbeing,” said Mateu Meléndez in a written statement.

The campaign seeks to reinforce the responsibility of non-custodial parents for the well-being of their children and promote compliance

with child support obligations.

According to the official, the visual concept of the initiative shows children opening lunchboxes, refrigerators or pans with the expectation of finding food, but instead they find papers with common excuses related to non-compliance with child support payments.

Mateu Meléndez pointed out that the contrast between the children’s expectations and the reality they face aims to highlight the impact that non-compliance has on their daily lives.

“Excuses don’t meet a child’s needs. Commitment, responsibility, and providing for their needs do make a difference in their development and quality of life,” he added.

The official indicated that the initiative is part of the agency’s outreach efforts to promote compliance with child support obligations and encourage parental responsibility.

The Cathedral’s restoration benefited from a new $7.4 million obligation.

CUD calls for temporary suspension of oil taxes to offset rapid hike in fuel prices

United Retailers Association (CUD, in Spanish) President

Ramón Barquín urged local and federal authorities on Tuesday to suspend certain taxes on oil and its derivatives to help offset the rapid increase in fuel prices driven by the geopolitical crisis in the Middle East and the near standstill of maritime traffic in the Strait of Hormuz

Barquín, former president of the Organization of Retail Trade of the Americas, expressed his deep concern that the armed conflict that has arisen in the Middle East - in the context of military operations aimed at neutralizing the threat posed by Iran’s nuclear capabilities under the dictatorial regime of the ayatollahs - has triggered a new phase of global energy uncertainty. The ensuing hostilities have impacted one of the most important strategic points in the international oil trade.

“The Strait of Hormuz is the world’s energy lifeline,” Dr. Barquín said. “A large share of oil that fuels the global economy passes through this waterway. Any interruption or threat has an immediate effect on energy markets and the cost of living for millions.”

The business leader warned that Puerto Rico’s reliance on imports makes it highly vulnerable to external shocks. Higher fuel prices raise transportation and manufacturing costs, which drives up consumer prices.

“When fuel prices rise, everything else rises. The cost of moving merchandise increases, the cost of producing goods increases, and the cost of operating businesses increases. It’s an economic chain reaction that ends up hitting both small businesses and Puerto Rican consumers,” he explained.

Given this situation, the president of the CUD urged state and federal authorities to consider temporary remedial measures to help with the immediate impact of rising fuel prices. He recommended options such as suspending or reducing certain taxes on fuel, including the well-known tax on oil and its derivatives—popularly called the “crudita.” He also mentioned reviewing other taxes that affect the import, wholesale distribution, and retail sale of gasoline and energy suppliers.

“The government has temporary tools that can ease this economic pressure while markets stabilize. Temporarily suspending certain fuel taxes can help cushion the impact for both retailers and consumers,” stated Dr. Barquín.

The CUD president emphasized that energy markets are being affected by extraordinary geopolitical events. By its nature, he said, this should be understood as a temporary disruption.

“We must recognize we are facing an extraordinary international event that is causing immediate economic pressures. Part of this impact is temporary. We must face this with responsibility and solidarity until the international order stabilizes,” he stated.

Dr. Barquín added that the crisis is unfolding as military forces act to stop a greater threat to global security.

“A nuclear-capable Iran controlled by the Ayatollahs’ regime is extremely dangerous for global stability. The military actions taken aim to neutralize that threat and protect international security. The United States and Israel have acted to prevent this danger and safeguard the strategic balance in the region,” he maintained.

He noted that many Middle Eastern countries share

CUD urged state and federal authorities to implement temporary relief measures amid rising fuel prices.

concerns about the Iranian regime’s expanding military influence. Nuclear proliferation in the region could have serious consequences.

“When faced with threats of this magnitude, preventive decisions—however complex—are made to avoid worse conflicts in the future. Even though there is economic pressure now, the stability and lasting peace of the world have incalculable strategic value,” he stated.

The CUD president urged Puerto Rican businesses to act with financial prudence during this uncertain period.

“At times like these, we urge our merchants and business owners to be conservative and prudent with their operating expenses. Now is the time for administrative austerity.”

Senator condemns rejection of $1M proposal for women’s shelters

Popular senator Ada Álvarez Conde today denounced the negative report issued by the Senate Finance, Budget and PROMESA Committee on Senate Joint Resolution 11 (SJR 11), a measure she authored aimed at allocating funds to shelters that serve survivors of gender violence in Puerto Rico.

The legislator pointed out that it is particularly worrying that the negative report was issued right during Women’s Week, given that the measure’s purpose is to strengthen services that protect the lives and safety of women victims of violence.

RCS 11 was introduced by the senator on January 8, 2025, with the goal of allocating one million dollars to the organizations that make up the National Network of Gender Violence Shelters in Puerto Rico, so that they can remain operational, expand their services, and address the increase in cases of violence faced by women on the island.

Álvarez Conde pointed out that the negative report is particularly worrying because, although it argues that there is no identified item in the current budget, the legislation itself proposed that the funds be considered within the government’s next fiscal budget.

“This proposal can be seriously considered in the next budget after it took more than a year to address the measure,” the senator said.

Alvarez also warned that this decision comes at a critical time, when cuts in federal funding for women’s programs and services have recently been reported, increasing the pressure on local organizations already facing operational limitations.

“When we talk about shelters for women survivors of violence, we’re not talking about numbers in a budget; we’re talking about lives. Saying no to this measure is saying no to strengthening the network that protects women in danger. Puerto Rico cannot afford to close its doors to those who save lives every day. The shelters need real support from the government, not more budgetary excuses, and it’s ironic that the measure took a year to be evaluated and when they finally say no, it’s precisely during Women’s Week.”

Ports launches call for new designs of Aguadilla Airport

The Puerto Rico Ports Authority (PRPA) has launched a major infrastructure initiative at Rafael Hernández International Airport, inviting qualified Architecture and Engineering (A&E) firms to submit Statements of Qualifications (SOQs) for comprehensive design and construction support services.

The project centers on the conversion of an existing runway into a taxiway, along with additional taxiway improvements at the Aguadilla airport—one of Puerto Rico’s most strategically important aviation hubs.

The request, issued as a formal Request for Qualifications (RFQ), calls for firms with experience in engineering, design, bid support, and construction oversight. PRPA emphasized that the RFQ does not constitute a contract offer but serves as an opportunity for firms to express interest and demonstrate qualifications.

According to PRPA, respondents must confirm they have

thoroughly reviewed the RFQ documents and related addenda and are familiar with all applicable laws and regulations governing the procurement process.

The project is backed by a significant federal investment. Under a Subrecipient Agreement executed on December 1, 2025, the Puerto Rico Department of Housing (PRDOH) allocated $100 million to PRPA through the U.S. Department of Housing and Urban Development’s Infrastructure Mitigation Program (CDBG-MIT).

These funds are designated for large-scale projects aimed at increasing Puerto Rico’s resilience to extreme weather and reducing long-term disaster risks. According to PRPA, the improvements at Rafael Hernández International Airport are expected to support these goals by enhancing critical infrastructure and reducing vulnerabilities related to natural disasters.

CDBG-MIT funds focus on transformative, high-impact projects that help mitigate loss of life, property damage, and economic disruption from future catastrophic events.

Acting with PRDOH’s concurrence, the Ports Authority is calling on experienced A&E firms to submit their SOQs no later than May 30, 2026, at 3:00 p.m.

House majority faulted for blocking debate on governor election reform

Representative José “Conny” Varela of Caguas denounced today the actions of the PNP majority in the House of Representatives for passing House Concurrent Resolution 36 without committee review and by voice vote.

This measure sought to strengthen democratic legitimacy in the election of the Governor of Puerto Rico.

Varela stated that this action is contrary to the best interests of the people and an affront to the deliberative process that should guide the Legislative Assembly.

House Concurrent Resolution 36 proposed consulting the people on a constitutional amendment so that, in each general election, only the candidate who obtained more than forty-five percent (45%) of the votes cast for that position could be declared Governor.

In his measure, Varela warned of the sustained decline in voter turnout and the drop in support for elected candidates, noting that since 2000 only one person had been elected Governor with more than 50% of the vote, and in the last three elections, support for the governor had not exceeded 40%.

The document emphasized that this trend had raised questions about the legitimacy and representativeness of those who hold the highest executive office in the country.

Varela lamented that a proposal of this magnitude was dismissed without the rigorous analysis required by legislative responsibility. He pointed out that the parliamentary majority prevented public hearings, technical evaluation, and expert participation—es-

House will hold hearings on transparent backpack

The Puerto Rico House of Representatives is scheduled to hold public hearings Thursday on legislation that would require all public school students to use clear, transparent backpacks as a measure to deter violence.

House Bill 1144 would create the “Transparent Backpacks for Safe Schools Act,” which lawmakers say is intended to enhance safety across public school campuses.

One of the bill’s sponsors, New Progressive Party representative Ensol Rodríguez, acknowledged concerns that the requirement could infringe on students’ privacy. He confirmed that the Department of Education, the Department of Justice,

and the Puerto Rico Police Bureau have been invited to testify at the hearing, set for 10 a.m., to provide recommendations and address constitutional questions.

In a radio interview, Rodríguez said the agencies were first asked to evaluate “the constitutionality of the project” and, second, to clarify “whether minors, while on state property— where the state holds responsibility and custody during school hours—have any expectation of privacy. If they do, how far does that privacy extend, and what does the law allow?”

Rodríguez, who represents District 23 (Yauco, Guayanilla, Peñuelas, Ponce, and Adjuntas) and is also a police officer, said he has seen and received reports from students, parents, and school security staff regarding drug trafficking on school grounds

sential elements for any serious discussion on electoral system reforms. In his view, “the decision to defeat the measure without allowing any deliberation constitutes an arbitrary exercise of legislative power and a disregard for the institutional duty to seriously examine alternatives that seek to strengthen the country’s democratic governance.”

Finally, Varela assured that he will continue “promoting measures that foster greater representativeness, participation and stability in the country’s political system.”

and the presence of firearms. He called the proposal “the last option,” noting that the government had previously rejected installing metal detectors and parents opposed backpack searches.

“What do we do with these minors? How do we try to prevent this from happening in our schools?” he asked, adding that the government does not intend to finance the clear backpacks through a private supplier.

The bill is also sponsored by Representatives Félix Pacheco, chair of the House Public Safety Committee, and Ramón Torres. Torres stressed that the primary purpose is to stimulate discussion and acknowledged that the legislation will likely evolve.

“At the end of the day, what we want is a bill that improves school safety and eliminates security problems,” Torres said in the same interview. “No bill is written in stone, and what is filed often ends up very different from what is approved. That’s what we’re looking for—to spark that discussion,” he added, reiterating that the sponsors are open to amending the measure.

Executive Director of the Puerto Rico Ports Authority, Norberto Negrón Díaz.
Varela noted declining voter support, with no governor surpassing 50% since 2000 and the last three under 40%.

Unlike in past conflicts, most Americans oppose Iran attacks

In the days after President Donald Trump launched U.S. forces in an attack against Iran, support for the strikes is far lower than what it has been at the beginnings of previous foreign conflicts.

So far, polls have found that most Americans oppose the Iran attacks. Support ranges from 27% in a Reuters/Ipsos poll to 50% in a Fox News poll. The wide variation suggests that public opinion is still taking shape as more Americans learn details of the attacks and the aftermath.

But even the highest level of public support for this conflict falls far lower than that at the start of most other conflicts, including World War II, the Korean War and the Iraq War.

In the days after the United States was attacked at Pearl Harbor and subsequently declared war against Japan, 97% of the public supported the move, according to Gallup. And in the days after President George W. Bush put troops on the ground in Afghanistan, 92% of Americans were on board in a Gallup poll.

As unpopular as the Iraq War ultimately became, 76% of Americans approved of the decision to go to war in a poll taken the day after the conflict began.

A part of this difference in support, said Sarah Maxey, an associate professor of international relations at Loyola University of Chicago, is the way previous presidents have taken the time to sell wars to the public.

“Before the Iraq War in 2003, we had a whole year of

why this mattered, why we exhausted other operations, why we needed this,” said Maxey, who studies public opinion around war and foreign conflicts. “We have not had many foreign conflicts without a clear communication strategy beforehand.”

But there are also larger forces at play.

At the beginning of wars, presidents typically experience what researchers call the “rally around the flag effect,” where support swells, even among those who otherwise disapprove of the president.

As polarization has grown over the last 30 years and Americans have drifted further apart politically, that effect has diminished.

“People from the opposing party of the president have been the source of most of the rally, but Democrats are not going to rally behind Trump,” said Matthew Baum, a professor at Harvard University who studies public opinion on foreign policy.

“For this president, to the extent that he has any rally from his base, he has a base who thinks they hired him to get him out of wars,” he added.

Support for wars typically wanes over time, as casualties increase and Americans start to feel the costs of war.

Near the start of the Vietnam War, a 60% majority of Americans did not see the war as a mistake. But as the number of casualties grew, so did the public’s doubts. By 1969, a majority of the public said the war was a mistake. That number continued to grow as the war went on. (There is no polling on

public approval of the Vietnam War at the start of the conflict.)

Popular sentiment about the Iraq War plummeted soon after it began, with just 43% of Americans supportive of the war by the end. That drop in support, though, occurred across both parties.

But long gone are the days of a unified national front.

“To the extent that politics used to stop at the water’s edge, that’s no longer the case,” Baum said.

Who are the men accused of bringing homemade bombs to Gracie Mansion?

Details slowly started to emerge Monday about the two young men charged over the weekend with trying to detonate homemade bombs outside Gracie Mansion, apparently aimed at a protest billed as “Stop the Islamic Takeover of New York City, Stop New York City Public Muslim Prayer.”

According to Police Commissioner Jessica Tisch, after their arrest both expressed support for the Islamic State extremist group, which remains widely influential even as it has lost power in the Middle East.

The Police Department has not yet released information about the contents of the two men’s cellphones or computers, or about how they might have come to identify with an extremist group or ideology.

A lawyer for Emir Balat, the high school student who was caught on video lighting a homemade bomb and tossing it toward the demonstrators, said he thought the two men did not know each other before last weekend. “They’re strangers, as far as I know,” the lawyer, Mehdi Essmidi, said.

Balat, 18, is a senior at Neshaminy High School in Langhorne, Pennsylvania, the lawyer confirmed. Ibrahim Kayumi, 19, the other man arrested, graduated from Council Rock North High School in Newtown, Pennsylvania, in 2024.

Outside the family homes of the two men on Monday,

neighbors expressed surprise that the teenagers they knew could have been involved in violence 100 miles away. Both live in well-maintained, ethnically diverse suburbs of Philadelphia in Bucks County, in new middle- or upper-middle-class developments carved out of what was once rural farmland.

At Balat’s family home in Langhorne, a woman wearing a hijab answered the door but politely declined to speak to a reporter. A half-dozen pairs of shoes sat outside the door, a sign of a gathering inside.

A neighbor who declined to give her name described the Balats as a very kind family, adding that she was shocked at the news of the Gracie Mansion incident.

Balat’s father, Selahattin Balat, a Turkish native who was granted asylum by the United States in 1998, became a legal permanent resident in 2010 and a citizen in 2017.

Mehmet Isak, a former president of the Turkish American Muslim Cultural Association of Bucks County, said he knew Selahattin Balat from the Turkish mosque in nearby Levittown, and believed him to be a “good man, a good businessman.”

The mosque and the local Turkish American community, he said, had no connection to violent extremism.

“In our community, we would never, ever support these kinds of things,” Isak said of the events in New York. “We wouldn’t want that in our congregation.”

The congregation itself has been subject to some bigotry: News reports of a planned expansion of its mosque last year drew a rash of anti-Muslim sentiment on social media, including one comment that suggested it be torn down and a church built instead.

Trump could restart California oil pipeline with Cold War-era law, opinion says

President Donald Trump has the authority to restart an oil pipeline project off the Santa Barbara, California, coast by invoking the Defense Production Act, the Justice

Department said last week in a legal opinion. A presidential order under the act would overrule the objections of state officials, who say that serious problems remain more than a decade after the pipeline ruptured and caused one of the worst spills in state history.

The legal opinion came three days after the United States and Israel went to war with Iran and oil prices began rising amid fears that Middle East supplies would be constrained.

Julie Teel Simmonds, an attorney with the Center for Biological Diversity, one of the groups that sued the administration over the federal reclassification, said the federal government was clearly trying to get around California’s environmental protections.

But she said she wouldn’t be surprised to see such an order from Trump, given how much he likes to battle with California and Gov. Gavin Newsom.

The pipeline project has been stalled for more than a year as the company has been unable to secure the required permits from California state and local officials, who have also sued the company for violating environmental laws.

State regulators have said that Sable has not yet sufficiently repaired corrosion on the pipeline that created the oil spill, which Sable has denied. The 2015 spill released more than 100,000 gallons of oil onto California’s Central Coast, blackening birds and beaches and creating a

The company late last year sought help from the Trump administration to try to bypass California officials to get the project approved. In December, the federal Pipeline and Hazardous Materials Safety Administration reclassified the pipelines as exclusively under federal oversight and issued the company a waiver to restart operations, saying it could bypass state law.

In response, California Attorney General Rob Bonta and environmental groups sued the Trump administration over what Bonta called an “unlawful power grab” to assert jurisdiction over the pipeline.

Then last week, the Justice Department released its legal opinion finding that Trump could issue an order under the Defense Production Act that would “preempt the California laws currently impeding Sable from resuming production and operating the associated pipeline infrastructure.”

Linda Krop, chief legal counsel for the Environmental Defense Center, an environmental advocacy group in Santa Barbara, balked at the prospect of the federal government overriding state and federal safety laws to restart “this defective pipeline.” She said her organization was exploring how to challenge such an order.

“Even in these unprecedented times, this abuse of executive power would be staggering,” Krop said in a statement. “The federal administration is threatening to prop up a company that has flouted the law.”

At Kayumi’s family home, in a subdivision of multimillion-dollar houses in Newtown Township, 20 minutes away in a more affluent part of Bucks County, a Mercedes SUV sat parked in front of the three-car garage.

Kayumi’s parents emigrated from Afghanistan and became U.S. citizens more than a decade ago, according to published reports. Over the weekend, Kayumi’s father, Khayer Kayumi, told The New York Times that they became worried about their son Saturday when he did not come home.

“If he’s going to be five minutes late, he calls,”Khayer Kayumi said. He said the family had been scouring parking lots, looking for him and fearing the worst.

“Maybe he had killed himself,” he said. “We didn’t know what was going on.”

In police custody, Ibrahim Kayumi said he was affiliated with the Islamic State group, and had watched Islamic State propaganda on his phone, according to a criminal complaint filed in federal court. He said his actions Saturday were “partly inspired by ISIS,” an acronym by which the group is also known, according to the complaint.

Trump’s fantasy is crashing down NEW YORK TIMES EDITORIAL

In Donald Trump’s fantasy world, America is invincible and impregnable.

Its military is so advanced and skillful that it can pluck a sitting head of state from a hostile country and deposit him in a New York City jail cell without losing a single soldier. It can slap punitive tariffs on any nation it likes, abandon long-standing alliances on a whim, bomb any country at any time and freely blow up boats it may suspect of carrying drugs. America’s awesome power means it is unfettered by any rules, untroubled by any consequences. As an unfathomably rich and sprawling nation, blessed by geography and protected from its enemies by two vast oceans, why shouldn’t it do what it will?

Over the past six days, as Trump plunged the United States into a war with Iran, that fantasy of omnipotence has come crashing into reality. Undertaken for unexplained and perhaps unexplainable reasons, the war is being waged in a central node of the global economy against a disciplined, well-armed opponent with nothing to lose. America and Israel killed Ayatollah Ali Khamenei and a dozen Iranian leaders on the first day of fighting, but Trump has clearly given little thought to what comes next. Recklessly, he has ignited a widening conflagration with no obvious end in sight. The death toll has already surpassed 1,000 people.

For America, the repercussions are just beginning. At least six U.S. service members have been killed, and the Pentagon, pointedly not ruling out boots on the ground, has said more casualties are likely. Despite relentless attacks on Iran’s military

installations, the country has responded with relentless force.

It has rained missiles and drones not only on American and Israeli targets but also on the Gulf countries — the United Arab Emirates, Qatar and Saudi Arabia chief among them — that play host to U.S. military bases. Airports, hotels, data centers and energy infrastructure have been struck, causing chaos. Meanwhile, the Strait of Hormuz, a crucial chokepoint for the export of oil and gas, is all but closed, sending shudders through energy markets.

This is the world Trump tries to disavow — complex and interconnected, resiliently interwoven and yet vulnerable to disruption. The Persian Gulf embodies it like no other place. An apotheosis of globalization, it is a crossroads of money, people and power deeply intertwined with not just America’s fortunes but also Trump’s personal wealth. More than anything, it shows up — in its grounded flights, shuttered refineries and intercepted missiles — the fallacy of Fortress America.

Trump neither sought nor received congressional approval, much less international support, for his war. But perhaps the most shocking thing about his cavalier approach is that he seems to have had no idea the Gulf would be a target. In an interview with CNN on Monday, he professed that Iran’s attacks on U.S. allies in the Gulf were “probably the biggest surprise” — despite the fact that just about every country in the region had warned his administration that Iran would surely attack them in retaliation for a U.S. assault.

This thoughtlessness is part of a pattern. For one thing, the Trump administration has given no plausible explanation for the war, offering instead confused and contradictory justifications. Secretary of State Marco Rubio even suggested that America was effectively bounced into it by the prospect of an imminent Israeli attack on Iran. Trump soon weighed in, claiming that he was actually the one who pressured Israel into the venture. His press secretary, Karoline Leavitt, perhaps offered the closest thing to the truth. “The president had a feeling,” she told reporters Wednesday, “that Iran was going to strike the United States.”

For another, Trump appears strangely uncertain about where the war is heading. “The worst case would be we do this and then somebody takes over who’s as bad as the previous person,” Trump mused on Tuesday, seated in his gilded Oval Office alongside Chancellor Friedrich Merz of Germany. “We don’t want that to happen,” he said, seeming to be considering this very real possibility for the first time. “It would probably be the worst.”

It is unsettling how often Trump affects astonishing indifference, as if the most powerful man in the world were merely a spectator to events he has set in motion — and who in any case has little investment in the outcome. But that curious passivity reveals a darker truth. Trump seems to believe that he, like his fantasy America, exists on a different plane, utterly untouchable by the swirl of global events. The devastating consequences of his actions are not just someone else’s fault. They are someone else’s problem, too.

America’s last major foray in the Middle East casts a long shadow over the Iran war — it was, in many ways, the crucible that gave us Trump. But the Gulf is a fundamentally different place than it was when America invaded Iraq after 9/11. Disastrous as that decision was, the region had not yet become the indispensable

node of the global economy it is today.

There are the oil and gas, of course. The Gulf is home to about half of the world’s proven reserves of oil. Those are now imperiled: Scarcely any ships are getting through the Strait of Hormuz, and oil producers are running out of storage space. What’s more, onefifth of the world’s liquid natural gas comes through the strait, primarily from Qatar. On Wednesday, that country shut down its liquefaction facilities and declared a force majeure, with potentially dire implications for importers in Europe and East Asia.

Yet alongside this resource wealth, Gulf nations have rapidly diversified in recent decades, transforming the region into a center of finance, aviation, technology and tourism, as well as a home to tens of millions of people from across the globe. The sprawling airports and vast fleets of airliners in Dubai, UAE; Doha, Qatar; and Abu Dhabi, UAE have made the region the busiest flight hub on the globe — about 80% of the world is an eight-hour flight away. The closure of these airports has not only stranded hundreds of thousands of travelers, including many Americans, but has also severed vital links between vast regions of the world.

Indeed, there are few people who would have better reason to appreciate the Gulf’s centrality than Trump. After all, his family’s company has struck billions of dollars of real estate deals in the region. His son-in-law Jared Kushner got $2 billion in 2022 from Saudi Arabia’s sovereign wealth fund for his private equity company. An investment firm tied to the UAE purchased nearly half of the Trump family’s cryptocurrency company for $500 million just days before Trump’s inauguration last year. A few months later, Qatar gave Trump the lavish gift of a gilded Boeing 747.

If war is God’s way of teaching Americans geography, perhaps it will also serve as a lesson to Trump. It should be a simple one: Other places and other people are real, possessing their own agendas and agency — and America’s actions have consequences it cannot control. Anything else is pure fantasy.

‘The Bride!’ review: Frankie, my dear

Mary Shelley was just 20 when her wild, mind-expanding first novel, “Frankenstein; or, the Modern Prometheus” (1818), was published. By the time she turned 25, she had suffered a series of unspeakable losses, including the death of three young children and her husband, poet Percy Bysshe Shelley. For its part, her famous creation kept spawning new and sometimes wheezing life, begetting plays, films, TV shows, scholarly works, the usual. Last year brought Guillermo del Toro’s take on “Frankenstein,” and now there’s Maggie Gyllenhaal’s “The Bride!,” which draws a bold if wobbly line from Shelley’s age to our own.

Gyllenhaal wrote and directed “The Bride!,” and has made good on that exclamation point with a time-shifting, genre-hopping movie that yowls and growls and shrieks, and every so often breaks out into peppy (literal) song. It doesn’t always make sense tonally and intellectually, but the whole thing is energetic, handsome and stocked with enough expert, appealing performers to hold your interest through the rougher, less coherent passages. Similar to what Emerald Fennell did in her recent adaptation of Emily Brontë’s “Wuthering Heights,” Gyllenhaal has taken one of the most famous novels by a 19th-century female writer to again reconsider the vexed, enduringly provocative figure of the monstrous woman.

unctuous Hollywood musical star, Ronnie Reed (Jake Gyllenhaal, the director’s brother). At one point, Ida appears in a feathered dress similar to the one that Ginger Rogers wore when she danced cheek to cheek with Fred Astaire in the 1935 gem “Top Hat.” And because Ida and Frank are young enough, in love enough and kill people — and because Gyllenhaal overloads this movie with too many scattershot ideas, too many references, just too, too much — they also take cues from the outlaws Bonnie and Clyde, another romantically entangled couple that just won’t stay dead.

The story comes into focus with the arrival of yet another legend, Frankenstein’s monster — or Frank, as he likes to be called.

who’s also played by Buckley. A bottle blonde with smudged makeup and a dangerous leer, Ida is hanging around gangsters in 1930s Chicago when she enters, a sparky live wire who, before long, is also dead.

As Ida and Frank run wild — enter Peter Sarsgaard (the director’s husband) and Penélope Cruz as detectives — Gyllenhaal repeatedly cuts back to Mary, shifting between the outlaws and their nominal creator brooding in her shadows. There’s no bride in “Frankenstein,” though the specter of a mate for the monster hovers over the story. “I ought to be thy Adam,” the monster tells Dr. Frankenstein, implying that there should be an Eve. The doctor refuses. In the eerily beautiful 1935 film “The Bride of Frankenstein,” director James Whale did what the bad doctor and Mary Shelley did not by giving the monster (Boris Karloff) a glorious complement, a reanimated woman (Elsa Lanchester). She’s only on screen briefly, but she and the horror she expresses at the monster she’s meant to mate with are haunting.

To that end, Gyllenhaal has exhumed Mary Shelley to serve as the movie’s narrator and historically freighted, existentially weary totem. Played by Jessie Buckley, this Mary emerges in dramatic chiaroscuro, eyes flashing darkly. She’s immortal, sure; she’s also dead, as she informs you. Locked in a kind of limbo, Mary looks and sounds understandably and seriously ticked off, but she’s got some thoughts, a jumble of notions about horror and love, and before long she’s seized on a new vehicle through which to express herself: Ida,

The human factor becomes all the more crucial after Ida is reanimated — with a shock of hair and an inky splat on her face — and she and Frank run off, dead hand in dead hand.

The story comes into focus with the arrival of yet another legend, Frankenstein’s monster — or Frank, as he likes to be called. Played with unexpected charm and a deep well of melancholy by Christian Bale, Frank has — with the cosmic coincidence that the movies excel at — arrived in Chicago seeking help from a scientist, Dr. Euphronious (Annette Bening). He wants a mate, and the doctor has the requisite combination of brains, curiosity and hubris to be interested in granting his wish. Conveniently, she also has one of those nicely outfitted home laboratories that mad scientists in movies often have as well as the regulation weird helper, Greta (the invaluable Jeannie Berlin), who skulks in and out as needed.

Gyllenhaal sets up her intriguing, nicely polished pieces well enough but there are far too many of them, and she tends to linger so long in a scene that she dilutes their effect. Ida’s first appearance is a grabber but quickly grinds on. She’s seated at a crowded table in a noisy nightclub, her dark roots peeping through her straw-colored hair, her mouth edged in lightly amused contempt. As a performer, Buckley can go soft, melting with expressive vulnerability, but hers is the softness that is tempered by grit. You can feel the resiliency in Buckley, a quality of earned toughness that at once suggests history and conveys determination, and which can help tether even an outlandish character like Ida in real human feeling.

The human factor becomes all the more crucial after Ida is reanimated — with a shock of hair and an inky splat on her face — and she and Frank run off, dead hand in dead hand. They cavort, quarrel and go to the movies to watch the

Despite the ooze and spew that Gyllenhaal splashes across the scenery she isn’t interested in haunting the audience, much less terrifying it. She clearly wants to entertain you, to deliver a little soft shoe and some seductive laughs, yet she also wants to go hard, to peel away skin, dig into wounds and howl. She rallies for women to bite off tongues, not bite their own. And she does just that, though the louder Gyllenhaal rages, the more incoherent the movie becomes with its lurching tones and moods, strained allusions, romantic longing and a post-Weinstein feminist cri de coeur that lands with a thud. The whole thing is exhausting, at times wincingly selfindulgent, entirely heartfelt and yet also relatable, perhaps especially for women who, when confronted with unrelenting monstrousness, need to give birth to their own monsters.

Top US exchange executives call for clearer rules as prediction markets grow

Executives from top U.S. exchanges said on Tuesday prediction markets require consistent regulation to protect investors as the fast-growing asset class draws a surge of new users.

Prediction markets let users trade contracts tied to the outcome of real-world events, ranging from elections and policy decisions to economic indicators and sports results.

Supporters say the markets aggregate collective forecasts into prices that reflect the likelihood of an outcome, though critics argue they resemble gambling and are susceptible to market manipulation.

“Markets thrive when we have consistent regulation, and it allows investors, first of all, to be protected,” Nasdaq CEO Adena Friedman said at a panel discussion at the FIA Global Cleared Markets Conference.

“We are going to the SEC, because the options markets are governed by the SEC, and we want to make sure that within the confines of the rule base that we operate it in, we can create a construct that will work for investors.”

Interest in prediction markets surged during the 2024 U.S. presidential race, when traders flocked to platforms to wager on the outcome, and

the sector has since attracted billions in funding from venture investors and traditional financial heavyweights.

CME Group CEO Terry Duffy also said the best way for prediction markets to grow was to have “solid regulation” around them that can endure across multiple administrations and not be subject to changes with each new government.

“I think that’s the biggest problem we have, especially with crypto and especially with predictions,” Duffy added.

Executives also emphasized the need to protect customers from market manipulation as novel trades emerge. Some markets on Polymarket’s platform include the number of posts billionaire Elon Musk will make on his social media

For exchanges, prediction markets represent a potential new frontier in derivatives trading. Analysts say the products can draw a wider pool of retail traders and boost trading volumes, offering exchanges a chance to diversify revenue as competition intensifies in traditional futures and options markets.

NYSE-parent Intercontinental Exchange said in October it would invest up to $2 billion in Polymarket, while CME launched a prediction markets platform in five U.S. states in December with sports betting firm FanDuel.

‘Nothing will remain of Tehran,’

When the U.S.-Israeli bombing began overnight in Tehran, Iran, some residents in the city of nearly 10 million described the strikes as among the worst they had experienced since the war began. And that was before the U.S. defense secretary vowed things would get even worse Tuesday.

The bombings — which Iranians said hit civilian targets as well as military ones — spread terror overnight Monday into Tuesday and made the air unbreathable, said a resident named Javad.

“It seems they are striking everywhere: homes, schools, mosques, hospitals,” said Javad, who like most people who spoke from inside Iran, asked that his full name be withheld for fear of retaliation. From 10 p.m. to past midnight, people in Tehran, the Iranian capital, could hear the sound of bombing “north, south, east and west,” he said.

“If they keep hitting Tehran like this for another 10 days,” he added, “nothing will remain of Tehran.”

The scope of the strikes has expanded in recent days from mostly military and security sites. Cultural heritage sites in the ancient city

of Isfahan have been damaged, officials said. In Tehran, residents say strikes were also hitting critical infrastructure.

“The air is not breathable,” Javad said.

“Last night they hit the high-voltage electricity lines. They will also strike gas and water. Acid rain fell and the air is polluted. They will hit all the infrastructure, and they have no hesitation about killing.”

It was hard to gauge the civilian toll amid the strikes. Local journalists say that authorities often block them from gaining access to bomb sites to get a sense of the casualties and rescue operations.

Some U.S. officials have said that even more punishing strikes were to come. In a news conference Tuesday, Pete Hegseth, the secretary of defense, said, “Today will be yet again our most intense day of strikes inside Iran. The most fighters, the most bombers, the most strikes.”

The experience of being bombed is even more terrifying because the government is sharing little information and sending few alerts, said Ali, an engineer in Tehran. Ordinary Iranians are cut off from the internet, and Ali said people had resorted to calling friends and relatives in areas where they saw fighter

jets headed.

The ferocity of the attacks has divided sentiment among opponents of the government after a brutal crackdown on nationwide protests by security forces in January. Thousands were killed.

“Some people are comfortable with the bombings — I know that may sound strange,” Ali said. “They are upset if there is a night without bombing, and fear the war might end while the regime remains. You can see this clearly. People say we have already paid enough of a price and the Islamic Republic must go.”

Ali said he was sympathetic to that view. “Our lives have no value for the Islamic republic,” he said. “We are the government’s human shields.”

U.S. Central Command has said it is not targeting civilians. But it has accused Iran of using civilian areas to conduct military operations and has argued that those “could become legitimate military targets.”

“Who decides who is an agent or a person of the Islamic Republic?” Javad said. “A traffic officer, an ordinary police officer, a criminal court, a family court; do these belong to the Islamic Republic? I don’t think so. Who de-

cides who is a criminal and who is not? This is a very strange phase. It’s a human and moral catastrophe.”

Nearly 700,000 flee Israeli strikes in Lebanon

Nearly 700,000 people have been driven from their homes in Lebanon, the United Nations said Tuesday, as Israel’s mass evacuation orders and bombing campaign transform the country into a major new front in the expanding Middle East war.

Israeli airstrikes pounded Lebanon anew, sending residents fleeing for safety and prompting warnings of a growing humanitarian crisis. Bombing also continued in Iran, where a resident warned that “if they keep hitting Tehran like this for another 10 days, nothing will remain.” In Washington, Defense Secretary Pete Hegseth vowed those attacks would go on and said that Tuesday would be the “most intense day” of U.S. strikes since the start of the war.

In Beirut and its densely packed surrounding area, tens of thousands of people fleeing Israel’s attacks on the Iran-backed armed group Hezbollah were living in schools and government buildings, while others slept in cars and on sidewalks along the city’s seaside promenade.

More than 667,000 people have registered on the Lebanese government’s online displacement platform, the U.N. migration agency said Tuesday, citing government figures. That included more than 100,000 in the past 24 hours, the agency said.

The Trump administration has started to loosen restrictions on Russian oil exports in a bid to temper rising gas prices, in the latest signal that the consequences of the U.S.-Israeli war in Iran were cascading into other crises.

The easing of Russian oil sanctions, which were intended to help force an end to the war in Ukraine, includes a 30-day waiver for India to buy Russian oil already at sea without retaliation from Washington. Treasury Secretary Scott Bessent has said the United States was considering lifting more sanctions on Russian oil.

On Tuesday, Hegseth said that the U.S. military was giving President Donald Trump “maximum options” to conduct the war. Hegseth, who said last week that the conflict could last three to eight weeks, argued that it was up to Trump to assess whether “it’s the beginning, the middle or the end.”

There was no talk of diplomatic efforts to end a conflict that has killed more than 1,800 people and seriously disrupted global energy markets.

After the president said on social media that the United States would hit Iran “twenty times harder” if it tried to stop the flow of oil, Ali Larijani, Iran’s top national security official, warned Trump to “take care of yourself, so that you are not eliminated.”

Israel’s military announced a new wave of strikes in Tehran, the Iranian capital, on Tuesday after Prime Minister Benjamin Netanyahu of Israel said that he hoped the Iranian people would oust the Islamic Republic and that “ultimately, it is up to them” on when the war would end.

Retaliatory strikes from Iran continued to batter countries in the Persian Gulf as the conflict raged into its 11th day.

Here’s what else we’re covering:

— Strait of Hormuz: Fighting has slowed ship traffic in the Strait of Hormuz, the conduit for about one-fifth of the world’s oil. Chris Wright, the U.S. energy secretary, posted on

social media Tuesday afternoon that the U.S. Navy had “successfully escorted” an oil tanker through the strait, but the post was deleted minutes later, and U.S. Central Command said it was not true. Warships from Pakistan, which relies heavily on energy imports from the Gulf, were escorting merchant vessels Tuesday to ensure access to energy supplies.

— Death toll: U.S. and Israeli strikes have killed about 1,300 people in Iran, according to Iranian officials, while Iranian attacks across the Middle East have killed at least 30. Israeli strikes have killed almost 500 people in Lebanon, state media reported.

— Health fears: Strikes on Iranian fuel depots led to dark plumes of smoke, black rain and sanitary concerns for local residents. “The war has entered our throats,” one said.

— School strike: A newly released video added to the evidence that it was most likely a U.S. missile that hit an Iranian elementary school where 175 people, many of them children, were reported killed. The evidence contradicts Trump’s claim that Iran was responsible for the strike.

New supreme leader inherits sprawling, secretive office that dominates Iran

In the political annals of the Islamic Republic of Iran, one of the first notorious public episodes involving Mojtaba Khamenei, the man just named as the country’s new supreme leader, occurred during the 2005 presidential election.

After a dark-horse candidate, Mahmoud Ahmadinejad, surged abruptly into a runoff and eventual victory, the reformist politician who unexpectedly lost wrote an open letter to the supreme leader accusing his son Mojtaba of manipulating the vote.

“You are well aware that the unwise intervention of the relatives and aides of some religious and political officials in the past has had a very negative consequence,” the opposition candidate, Mehdi Karroubi, wrote in the letter, published by two newspapers that were forced to suspend publication afterward.

Ever since, Khamenei has had the reputation of operating in the shadows, using the power of his father’s office to manipulate events in the Islamic republic in favor of the hard-line faction.

That headquarters of the supreme leader, which he is now inheriting from his father, Ayatollah Ali Khamenei, has always played an outsize role in the country’s affairs.

In the 37 years that Ali Khamenei ruled before being killed in a U.S. and Israeli attack, he transformed the office from a traditional religious affairs bureau with a political cast into a national security juggernaut with oversight of the military, intelligence, the economy, foreign affairs and, of course, the clergy.

“Under Khamenei, it became a complete security, political and economic state within

A crowd, holding images of the two, gathers to celebrate Mojtaba Khamenei, the son of the recently killed supreme leader Ayatollah Ali Khamenei, as his father’s successor at Enghelab Square in Tehran, Iran, on Monday, March 9, 2026. (Arash Khamooshi/The New York Times)

a state,” said Saeid Golkar, a political science professor at the University of Tennessee who co-authored a report last January about the transformation.

Mojtaba Khamenei, 56, the second of four sons, was already considered the “mini supreme leader” advising his father on the office’s web of operations, Golkar added. His three brothers also worked there in advisory

roles.

President Donald Trump has said that his assault on Iran should give him a role in picking the country’s next leader. Asked about Mojtaba Khamenei at a news conference Monday, Trump said, “We think it’s going to lead to more of the same problems for the country, so I was disappointed.” Analysts considered the choice a sign of the regime’s seeking continuity amid the tumult of the war.

The name of the office is Bayt-e Rahbari in Farsi, meaning the House of the Supreme Leader, often known simply as the Bayt.

In Shiite Islam, tradition dictates that an ayatollah should establish a bayt to interact with followers on religious questions and to organize matters like charity. A son is often delegated to run it.

Ayatollah Ruhollah Khomeini, the founder of the Islamic Revolution, added a political element to that model. When the ayatollah began fading before his death in 1989, his son Ahmad Khomeini became his gatekeeper. That prompted considerable grumbling about excessive interference by the Bayt, especially after Ahmad was accused of torpedoing as too liberal the main candidate expected to

succeed Ruhollah Khomeini.

The secretive Bayt that the next leader, Ali Khamenei, established was on a different order of magnitude. While the previous Bayt had dozens of employees, said Golkar, 4,000 people now work there, and 40,000 more are affiliated throughout the government.

Khamenei created mirror offices for every government ministry, appointing powerful deputies for foreign affairs, education, cultural affairs and other departments who were all given a mandate to ensure that government policy conformed to his wishes. Other teams steer military and intelligence matters. Trump imposed sanctions on the supreme leader’s office in 2019.

Lacking venerable religious credentials or popular support when he became supreme leader in 1989, Khamenei set about consolidating his power through the security services and his Bayt.

Given his reliance on the security services to crack down on increasingly frequent waves of dissent, including fatally shooting thousands of street protesters months ago, Khamenei had surrounded himself with the military commanders of the Revolutionary Guard.

The religious weight of the office declined further with Mojtaba Khamenei’s appointment, said Behnam Ben Taleblu, a senior fellow at the Foundation for Defense of Democracies in Washington. The son is a mid-ranking cleric, even if official statements immediately started referring to him as an “ayatollah.”

“Neither Khamenei was religiously qualified for the position, and it is almost certain that the new supreme leader will emulate his father and cultivate security ties,” Taleblu said.

The son is considered even more entwined with the Guard, particularly since he vetted the appointments of the latest generation of commanders and his history with them goes back to his teenage years, when he served in a noncombat role toward the end of the IranIraq War, Golkar said.

Mojtaba Khamenei, who was 22 when his father took over as supreme leader, matured within the Bayt. Throughout those years, the regime’s authoritarian bent has increasingly overshadowed the theocracy that first emerged from the 1979 Islamic Revolution.

“Iran has already moved from a theocratic regime to the theocratic security system under Khamenei, and now it is moving toward a more complete security state under Mojtaba,” Golkar said.

A crypto coin is gobbling up US Treasuries

Cryptocurrencies were designed to be a hedge against the U.S. dollar, which crypto creators viewed as an unreliable currency. Yet one of the fastest-growing crypto coins has risen in popularity precisely because it’s pegged to the greenback.

Stablecoins, as they are known, are also backed by U.S. government debt, known as Treasurys. And with President Donald Trump’s blessing, they are poised to rework key parts of finance, presenting potential systemic risks and business opportunities in equal measure.

After meeting privately with a crypto industry leader on Tuesday, Trump criticized banks in a social media post, saying they were trying to meddle with a law he signed last year that widened legal avenues for adopting stablecoin in traditional finance.

“The Genius Act was the U.S.A.’s first big step to make the United States the Crypto Capital of the World,” he wrote, adding that banks “should not be trying to undercut” the legislation and “need to make a good deal with the Crypto Industry.”

Engineered to consistently trade at $1, like a cash equivalent, stablecoins have become a key asset in the crypto market by allowing traders to reduce the overall risk of their portfolios. They can trade out of wild price swings in the coins they bet on and into stablecoins, all while staying within the crypto blockchain.

As a result, stablecoins have grown to $300 billion in market value from roughly $20 billion in 2020. The Federal Reserve estimates they could be worth $3 trillion in five years.

Because stablecoins use Treasurys as the primary collateral to create this cashlike safety, cryptocurrencies have effectively flooded into the Treasury market, the central artery of the U.S.-led global financial network. Stablecoin-issuing companies, like Circle and Tether, now hold more Treasury debt than major U.S. government creditors like Saudi Arabia and South Korea.

Some experts fear that the next crypto crash could cascade into major losses for the highly sensitive short-term U.S. debt markets in which Treasurys predominate. The open question for regulators, bankers and the Trump administration is whether the growing centrality of the coins carries more upside or downside risks.

Proponents point to the opportunities, such as the potential digital expansion of the U.S. dollar’s hegemony and ability of the lightning-quick crypto blockchain to make the international payments system less expensive and more nimble.

New regulations may make the stablecoin sphere “less Wild West,” said Brent Donnelly, a longtime trader and the president of Spectra Markets, a research firm. “But it is an existential risk at the margins. It’s not economically attractive, but it’s convenient if you’re a crypto person.”

Others, in both the public and private sectors, see the rise of stablecoins as an organic evolution. In the past two years, stablecoins have received the mainstream blessing of leading Wall Street banks, payment companies like Visa, and

asset managers like Fidelity and BlackRock, which have been on a “crypto expansion” hiring spree, expanding their stablecoin-led “digital asset” lines of business.

For all involved, the first paradox of stablecoins — that crypto is now deeply tied to the government’s dollar — leads to another: the question of whether making stablecoins safe for broader use requires tying them more deeply to the regulations of traditional finance and its traditionally safest assets, cash and Treasurys.

Through the early weeks of this year, Trump administration regulators have been finishing rules under last year’s GENIUS Act. The key questions they are deciding include what assets other than Treasurys will count as valid collateral for these dollar-backed coins, which financial institutions will be allowed to issue stablecoins and what the legal use of these complex assets will look like in practice (from anti-moneylaundering protections to rStablecoins can already be bought on retail cryptocurrency exchanges, like Coinbase. And most issuers do market a fully redeemable one-to-one backing by U.S. dollars. But they have little legal obligation to immediately redeem coins for dollars. And unlike bank deposits, stablecoins are not protected by the Federal Deposit Insurance Corp.

For financial economists, a primary near-term concern is that at their current pace of growth, stablecoins could become a sizable fraction of the roughly $7 trillion Treasury bill market. This “T-bill” part of the Treasury debt market is where major corporations go for no-nonsense cash management and where the Fed works to make sure credit flows and checks clear on time.

It is also where the tricky details of systemic risk lie. Because stablecoin issuers use these Treasury bills as collateral, they leave the Treasury market itself potentially more exposed

A new generation of cryptocurrency, pegged to the dollar, is growing rapidly, promising faster payments and potentially lower interest rates. (Ben Voldman/ The New York Times)

to swings in crypto.

Leading stablecoin issuers have been caught up in that volatility. Tether and Circle saw their coins “de-peg” from their $1 value in 2022 and 2023 when customers rushed en masse to withdraw their holdings during a collapse of crypto coins and platforms. It began with a run most prominently on the FTX exchange, after accusations of fraud by its founder, Sam Bankman-Fried, emerged. Investors lost billions.

Circle’s coin, USD Coin, fell below 87 cents on the dollar, and Tether’s USDT, the largest stablecoin, fell below 94 cents, though in the end Circle and Tether both met redemption requests.

The general fear now is that a future crypto crash could incite a chaotic fire sale of Treasury debt as stablecoin issuers rush to pay back customers in cash.

In November, the credit ratings agency S&P Global downgraded its rating of Tether to “weak” from “constrained.” S&P analysts cited an increase in the firm’s stablecoin collateral reserves, which were viewed as higher risk than Treasurys and cash — including bitcoin, gold and corporate bonds. It also recognized, however, “a notable level of price stability” in Tether’s dollar peg over the past year, despite crypto’s latest downturn.

For all their notoriety from crypto trading, stablecoins do have emerging uses that are relevant to the Treasury market beyond collateral. Foreigners, for example, hold these digital dollars to hedge against unreliable currencies at home, and those working in the United States can use stablecoin transfers to avoid remittance fees, or currency conversion fees, when sending money back home.

Monica Guerra, an investment strategist at Morgan Stanley, believes that greater foreign and domestic demand for stablecoins would create greater demand for Treasury debt and dollars. In turn, stablecoin market growth “could potentially push down yields” on government debt, lowering interest rates for the government, businesses and households as well.

Christopher J. Waller, a Fed governor, has echoed this possibility, arguing that if regulators “allow” stablecoin expansion, “this will only strengthen the dollar as a reserve currency.”

Treasury Secretary Scott Bessent has declared that this is the Trump administration’s plan. “We are going to keep the U.S. the dominant reserve currency in the world, and we will use stablecoins to do that,” he said last year.

Other high-ranking economic figures have sided with experts who remain uneasy about the details of what will count as valid stablecoin collateral.

The Fed governor Michael S. Barr suggested in a speech last year that it was problematic that “permissible reserve assets” under the new crypto laws included “uninsured deposits, which were a key risk factor during the March 2023 banking stress.”

For the time being, several leaders at established institutions remain upbeat about their ability to manage these potential points of distress and are going full-bore into the stablecoins business.

“We have a pretty rigorous client review and vetting process before we engage,” said Stephanie Pierce, the deputy head of BNY Investments, one of the executives responsible for managing the firm’s presence in short-term debt markets and, now, stablecoins.

Bill aims to organize and promote extreme sports tourism across Puerto Rico

The House of Representatives ratified on Monday a legislative measure proposing the creation of adventure tourism routes in Puerto Rico in order to promote the extreme sports industry through regions designated by the Department of Economic Development and Commerce (DDEC) that offer these attractions.

Representative José Aponte Hernández, author of House Project 426, highlighted adventure travel as one of the fastest-growing sectors within global tourism due to its economic, recreational, ecological, and cultural value.

“Our measure seeks to take advantage of this global trend to position Puerto Rico at the forefront of this segment through organization, visibility, and strategic promotion that maximizes its impact,” Aponte Hernández said.

For the legislator, promoting this industry would stimulate economic activity and tour-

ism diversification in municipalities with “ecoadventure” potential, especially those located in the island’s central region.

Among the most popular adventure activities and extreme sports in Puerto Rico are skydiving, mountain biking, surfing, scuba diving, hiking and trekking, as well as zip lines. Skateboarding, gotcha or paintball, and horseback riding in natural areas are also practiced, Aponte Hernández explained.

According to data shared by the Puerto Rico Tourism Company, the global adventure tourism market was valued at $406 billion in 2024 and is estimated to reach $1.009 trillion by 2030.

Among the most popular adventure activities and extreme sports in Puerto Rico are skydiving, mountain biking, surfing, scuba diving, hiking and trekking, as well as zip lines.

Meanwhile, the legislative body also approved House Project 881, which seeks to clarify in the Puerto Rico Incentives Code (Law 60-2019) that part-time jobs are covered under the definition of microenterprises so that these small businesses can benefit from incentive programs.

The measure, authored by Representative Emilio Carlo Acosta, aims to correct the exclusion of businesses operating under self-employment schemes or with part-time staff.

Likewise, the House approved Senate Project 135 in order to add a sixth option to the

Local players advance in J60 Puerto Rico Bowl in Bayamón

The international J60 Puerto Rico Bowl U18 tournament, part of the ITF World Tennis Tour Juniors, began this week with an intense day of matches in Bayamón, where several Puerto Rican players secured important victories in the opening round-robin stage.

In the women’s draw, Puerto Rican Aurora Lugo, the tournament’s top seed, opened her campaign with a commanding 6–1, 6–1 victory over Japan’s Haru Ishida. Meanwhile, Carolina Castro, the event’s second seed, defeated American Lily Sloan 6–0, 6–2 to start strong in her group.

Also standing out was Gabriela Nicole Rodríguez Abreu, who defeated Canada’s Mia Trgovcevic 6–4, 6–4, while Bela Martínez Rivero earned a solid 6–2, 6–0 win against Arianna Deb-Baruah.

In the men’s draw, Canada’s Kye McDadi, the tournament’s top seed, dominated his debut with a 6–1, 6–0 victory over Puerto Rico’s Cyrus Josephs. Likewise, Britain’s Darsh Sachin Patel, the second seed, defeated American Indra Vergne 6–3, 6–2.

Other players who opened the tournament with wins included Italy’s Rafael Gama, Canada’s Benjamin Perreault, and the United States’ Carson Kuchar, who all claimed victories in their respective groups.

Rosa Martínez, executive director of the Puerto Rico Tennis Association (PRTA), highlighted the competitive level that has characterized the start of the event.

“This tournament represents a great opportunity for our players to compete against top international talent without leaving Puerto Rico. The Puerto Rico Bowl continues positioning itself as an important platform for the development of junior

School Free Selection Program that would allow victims of domestic violence to enroll their dependents in schools closer to their residences or transfer them to schools of their preference.

The House also backed Senate Project 356, which would set the number of members of the Oversight Committee in cooperatives regulated under Law 239-2004 at three people.

During the legislative session, the chamber rejected by voice vote House Concurrent Resolution 36, which proposed amending the Constitution of Puerto Rico to require that candidates for governor obtain more than 45% of the vote in general elections to be elected.

The measure had been discharged on Monday after being introduced on Feb. 26 by four legislators from the Popular Democratic Party (PPD). The authors are Representatives José “Conny” Varela Fernández, Ramón Torres Cruz, Swanny Vargas Laureano, and Ángel “Tito” Fourquet Cordero.

Tournament action continued Tuesday with multiple matches in both the men’s and women’s draws at the courts of the Bayamón complex.

Puerto Rico tops Cuba to secure second-round berth

Puerto Rico defeated Cuba 4–1 on Monday to secure its place in the second round of the World Baseball Classic at Hiram Bithorn Stadium in San Juan.

With the win, Puerto Rico remains the only undefeated team in Group A with a 3–0 record, while Cuba now stands at 2–1.

A double by Martín “Machete” Maldonado that drove in three runs put the game in Puerto Rico’s favor starting in the second inning. The hit lined down the left-field line with one out on the board, followed by singles by Darell Hernaiz and

Emmanuel “Pulpo” Rivera, along with a walk drawn by MJ Meléndez.

With the bases cleared, Maldonado was cheered by the crowd and celebrated from second base.

Puerto Rico relied on a strong performance from six pitchers, led by starter Elmer Rodríguez, who worked three scoreless innings with three strikeouts, one hit allowed, and three walks. The Cuban offense was limited to just two hits in the game.

In relief, Jovani Morán, Yacksel Ríos, Fernando Cruz, and Edwin “Sugar” Díaz took the mound, with Díaz handling the ninth inning to record the save. The final frame was accompa-

nied by the sound of trumpets in the stadium and ended with two strikeouts by the star closer.

Puerto Rico added another run in the fifth inning when Carlos Cortés hit a sacrifice fly that allowed Heliot Ramos to score from third base.

Cuba’s only run came in the sixth inning on a double by Alfredo Despaigne. Left-hander Julio Robaina took the loss for Cuba after allowing three runs in 1.1 innings of work.

Puerto Rico closed the first round last night against Canada. Today, Wednesday, the team will travel to Houston, Texas, where it will compete in the second phase of the international tournament.
