CODEPOLA urges Police Bureau to restore gun rights after Supreme Court cannabis ruling
By THE STAR STAFF
The head of Puerto Rico’s main gun‑rights advocacy group is urging the Police Bureau to move quickly to comply with a recent U.S. Supreme Court ruling that limits the government’s ability to disarm people who use controlled substances, including licensed medical cannabis patients.
The Police Bureau has said it will not enforce the Supreme Court ruling.
Ariel Torres Meléndez, president of the Corporation for the Defense of the Holder of a Gun License of Puerto Rico (CODEPOLA in Spanish), said Tuesday that the Po lice Bureau’s posture following the June 18 unanimous decision has been “slow” and “misguided,” particularly in cases where firearms and gun licenses were seized from cannabis patients.
“The reality is that the Puerto Rico Police, nor any court in Puerto Rico, can go against the decision of the high court,” Torres Meléndez said. “Imposing obstacles and claiming they will now investigate, evaluate, or verify a citizen whose weapons and license were seized is an erroneous and unjust decision.”
He argued that the agency should promptly identify all affected gun owners and begin returning both their
licenses and firearms. Torres Meléndez said he would allow the Police Bureau a brief period to prepare an administrative report but insisted that delays would be unacceptable.
The Supreme Court ruling—issued in United States v. Hemani—held that the federal government cannot automatically bar drug users from possessing firearms without demonstrating that the individual poses a danger. The case centered on Ali Danial Hemani, a Texas resident who challenged a federal statute prohibiting firearm pos session by people who use illegal drugs.
Torres Meléndez noted that federal agencies, in cluding the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), will have to revise Form 4473, which previously asked prospective gun buyers whether they used substances such as cannabis. He said Puerto Rico’s Police Bureau must similarly update its procedures.
“Yes, we recognize that any new mandate requires legal analysis and regulatory changes,” he said. “But that does not mean it should take years. This is about doing justice for people who have a legal and constitutional right to defend their lives and who were deprived of that right without committing any crime.”

He also criticized House Bill 651, now before the Puerto Rico Senate, which would bar medical cannabis patients from obtaining gun licenses and authorize the Police Bureau to verify whether applicants hold active cannabis cards. Torres Meléndez called the measure “un constitutional” and said he expects senators to reject it.
CODEPOLA recently opened its offices to assist any citizen affected by the Police Bureau’s revocation of gun licenses tied to cannabis use. Torres Meléndez said the organization warned the agency months ago to wait for the Supreme Court’s ruling, but “they did not listen.”
He raised concerns about how the Police Bureau identified cannabis patients in the first place, noting that medical information is protected under the federal Health Insurance Portability and Accountability Act (HIPAA). He questioned whether the agency accessed confidential data improperly.
“It is very concerning and important to know what mechanisms the Police used to identify people with can nabis licenses, verify whether they had gun licenses, and then revoke them,” he said. “Was it legal? Was it done behind the scenes? Were citizens’ rights violated?”
Torres Meléndez urged the Police Bureau to acce lerate its administrative review and implement procedu res that comply immediately with the Supreme Court’s decision, warning that further delays could expose the agency to legal scrutiny.
Health Department warns of underreporting of extreme heat cases

Health Secretary Víctor Ramos Otero, who warned that extreme heat-related illnesses and deaths may be underreported and urged greater recognition of heat stroke cases.
By THE STAR STAFF
Health Secretary Víctor Ramos Otero warned
Tuesday that extreme heat-related illnesses and deaths may be underdiagnosed in Puerto Rico, where 742 emergency room visits linked to heat exposure were reported between January 2025 and June 2026.
“It is important that these cases be reported to the Department of Health, but many times the reports that reach Forensic Sciences indicate dehydration or a heart attack, and those deaths are not being associated with heat stroke,” Ramos Otero said during a press conference.
The secretary reported that 240 heat-related emergency visits have been recorded in 2026, with the latest week reaching 20 cases, the highest weekly total during the period. The average since January 2025 is 9.51 visits per week.
The Bayamón region leads with 160 reports,
followed by Caguas with 153 and Ponce with 102. Women accounted for 308 visits and men for 434. The age groups with the highest number of cases were people ages 20 to 29 and 60 to 69, with 114 visits each.
Ramos Otero identified symptoms of heat stroke as thirst, cramps, weakness, nausea, irritability, headaches, dizziness, confusion, seizures, loss of consciousness, hot or dry skin, and elevated body temperature.
He explained that treatment generally includes hydration and diagnostic tests, but stressed that healthcare providers must first suspect the condition in order to identify it.
The secretary noted that older adults and infants are among the most vulnerable groups, though healthy teenagers have also suffered heat-related collapses during outdoor sports activities.
“We have had healthy teenagers practicing basketball and volleyball in intense heat who have
collapsed during the game,” he said.
A Health Department official warned that cases may be significantly underreported, possibly reaching “the thousands,” because heat exposure is not always identified as the cause.
Ramos Otero said Puerto Rico’s familiarity with warm weather can make it harder to recognize the dangers of extreme heat. He noted that the island experiences more than 100 days of extreme heat annually.
The Health Department will provide medical support at two major weekend events: the Internal Tourism Fair in Cabo Rojo and the Latin American Little League Series in Sabana Grande.
The secretary also reported 337 new influenza cases, 375 COVID-19 cases, eight respiratory syncytial virus cases, and 16 dengue cases. The 2025-2026 influenza season has recorded 73,206 cases, 218 confirmed deaths, and nine deaths under investigation.
Loíza, Canóvanas and Río Grande added to water emergency declaration
By THE STAR STAFF
The Puerto Rico government will be amending its water emergency executive order to include the municipalities of Loíza, Canóvanas, and Río Grande, according to Public Affairs Secretary Jean Peña Payano. Peña Payano said the government has maintained drought and water-rationing protocols for Loíza and Canóvanas since June 24, even before the latest emergency expansion. He explained that authorities chose to keep the protocols in place because water conditions remained uncertain.
The official noted that the affected municipalities rely heavily on river systems whose water levels fluctuate daily. As a result, government agencies closely monitored conditions before determining that scheduled water rationing might become necessary.
“We kept the protocol active because the situation could change quickly,” Peña Payano said, adding that officials were able to avoid implementing scheduled rationing for more than a week while monitoring water supplies.
Addressing concerns about communication with local governments, Peña Payano said municipal leaders had been informed
throughout the process and received the latest notification on Sunday.
The secretary also defended planned maintenance work by the Puerto Rico Aqueduct and Sewer Authority (AAA) in the metropolitan area, saying the projects were coordinated with previously announced power outages by LUMA Energy. The work includes improvements at the Sergio Cuevas filtration plant, Carraízo, and Finca Rosso 1 and 2 in Bayamón.
According to Peña Payano, the AAA took advantage of LUMA’s scheduled electrical interruptions to carry out infrastructure
improvements that otherwise would have required separate service shutdowns. He said the projects were announced on July 2 and are expected to be completed between Tuesday and Wednesday. The improvements at the Sergio Cuevas facility are part of a broader investment initiative announced by the governor that is expected to benefit approximately 820,000 families in the metropolitan region. Government officials continue to monitor drought conditions and water availability as Puerto Rico faces ongoing challenges related to reduced water resources
Government acquires 74 mobile communication systems for disaster response
By THE STAR STAFF
Governor Jenniffer González Colón and the Secretary of the Department of Public Safety (DSP), Arturo Garffer, announced the acquisition of 74 systems FirstNet miniCRD (Compact Rapid Deployables) to strengthen public safety communications during emergencies and disasters in Puerto Rico.
The initiative represents an investment of $3.0 million and seeks to guarantee the continuity of communications when the traditional telecommunications infrastructure is affected
by hurricanes, earthquakes, blackouts or other emergencies.
The devices function as autonomous mobile cell towers capable of restoring communications in minutes through integrated satellite connectivity and access to the FirstNet national network, developed with AT&T. This allows communication between response agencies to continue even when commercial networks or the power grid fail.
According to the DSP, the new technology will strengthen the coordination of public safety operations, emergency management, search and rescue, as well as the continuity
of government services and citizen services.
“The governor has been clear that we must continue strengthening all of the Puerto Rico government’s response capabilities. With the acquisition of these systems, we are expanding our ability to maintain critical communications even in scenarios where commercial networks, the internet, or the electrical system fail,” Garffer said.
The devices can be used in rural or hard-to-reach communities, areas vulnerable to communication disruptions, and municipalities such as Vieques and Culebra, as well as supporting search and rescue operations.
The portable design allows the miniCRDs to be transported by road or helicopter and activated quickly, reducing the time needed to restore communications in affected areas.
For his part, Scott Agnew, president of FirstNet, Built with AT&T, indicated that the technology was designed to support first responders during critical situations and strengthen the operational resilience of security agencies.
With this acquisition, Puerto Rico joins other U.S. jurisdictions that use deployable connectivity systems to maintain communications during natural disasters and large-scale emergencies.
Genera PR says restored generation capacity averted planned load shedding
By THE STAR STAFF
Genera PR restored enough generation capacity to stabilize Puerto Rico’s electric system and avoid load‑shedding on Monday, after bringing several units back online that had been out of service for repairs, the company said.
Iván Báez, vice president of Government and Public Affairs at Genera PR, told reporters that the operator moved quickly after LUMA Energy warned that limited generation could trigger rotating outages. Báez said Genera had already coordinated the temporary removal of the Aguirre unit over the weekend and returned it to service Monday afternoon. The Costa Azul unit, which suffered a forced outage Sunday, was also restored later that night.
“With those units back, we recovered the generation level,” Báez said, noting that the additional capacity strength ened system reliability at a time when demand is rising due to summer heat.
Báez credited the improvements to work carried out over the past year to reinforce Puerto Rico’s generation fleet. “Last year we added 1,200 megawatts of generation to the system, which prevented the daily blackouts LUMA was
announcing,” he said.
He added that Genera continues to advance modern ization projects in partnership with the U.S. Department of Energy, including repairs expected to add more than 600 megawatts of additional capacity in 2026. “This demonstrates the work Genera is doing to increase reliability and generation capacity,” he said.
Báez also revealed that a new unit will come online this week, adding another 100 megawatts. “We’re on the right track. Failures or temporary outages can always occur, but Genera’s mission remains increasing generation capacity,” he said.
Looking ahead to the summer months, Báez empha sized that maintaining enough units in service is essential to meet higher electricity consumption. “The important thing is having sufficient units available. Demand tends to increase, and Genera, along with other private generators, will be able to provide that service,” he said.
He also highlighted the impact of federal investments aimed at strengthening Puerto Rico’s energy infrastructure. Battery projects will add 430 megawatts, while new peaker units will contribute another 244 megawatts. “Most of the batteries have already arrived and work is underway. We’re
moving forward with the responsibility of increasing gener ation capacity,” he said.
Báez noted that Genera’s efforts have been recognized by Moody’s and the U.S. Department of Energy, citing in creased generation capacity and $144 million invested in roughly 15 projects to reinforce the island’s electric system.

Iván Báez, vice president of Government and Public Affairs at Genera PR (center), addressed the company’s efforts to restore generation capacity after LUMA Energy warned of potential rotating outages.
Fortaleza declines to say who authorized Norberto Almodóvar’s transfer to Housing Dept.
By THE STAR STAFF
La Fortaleza Public Affairs Secretary
Jean Peña Payano on Tuesday declined to identify who in the Governor’s Office authorized the transfer of former Permits Management Office (OGPe) as sistant secretary Norberto Almodóvar to the Department of Housing, a move made while Almodóvar remains under investiga tion for his conduct at OGPe.
Peña Payano, pressed repeatedly during a press conference, said he does not handle day‑to‑day personnel transfers within La Fortaleza and could not specify who approved the assignment or whether the decision raised a conflict of interest.

“I don’t manage the day‑to‑day of transfers in Fortaleza,” he said, adding that such authorizations are processed through the Secretariat of the Governorship.
The controversy stems from Almodóvar’s relocation from OGPe to Housing despite an ongoing probe into alleged irregularities during his tenure as head of the agency’s permits division.
The matter against Almodovar originated with a complaint filed by Sebastián Negrón Reichard, former secretary of the Department of Economic Development and Commerce. Negrón accused the former OGPe officials of improper intervention
in agency operations. The Department of Justice, through its Public Integrity and Comptroller Affairs Division (DIPAC), conducted a preliminary investigation and recommended appointing an independent prosecutor. A SIP was subsequently ap pointed. According to DIPAC’s findings, there is sufficient cause to believe that Almodóvar may have violated Article 254 of the Puerto Rico Penal Code, which addresses undue intervention in govern mental operations, as well as Article 261, which concerns undue influence. The agency also cited potential violations of Articles 4.2(b), 4.2(f), and 4.2(s) of the Government Ethics Office Organic Act.
Reporters questioned whether La Fortaleza Chief of Staff Francisco Dome nech Fernández—who has been mentioned in the context of the investigation—played any role in approving the transfer but Peña Payano said he did not know.
He insisted that Almodóvar retains labor rights and is entitled to due process while the investigation proceeds.
“There is due process. There is an ongoing investigation. There is a presumption of innocence. There are labor rights that, just like in the private sector, always apply in favor of the employee,” he said.
According to Peña Payano, the transfer was discussed
between the Department of Economic Development and Com merce (DDEC) and the Housing Department, and Almodóvar himself requested the move because he was being investigated in the office he once led.
He emphasized that personnel transfers are common under Puerto Rico’s single‑employer law and can be initiated either by agency heads or employees.
Peña Payano did not clarify whether DDEC’s internal review of Almodóvar’s potential summary suspension has concluded, though he said he could verify the status of the human resources investigation.
He also confirmed that Almodóvar continues to receive his OGPe salary while working at Housing, without any addi tional pay differential.
Peña Payano rejected reports that Almodóvar had been appointed Housing deputy secretary.
“Any outlet that reported he was designated as Housing deputy secretary is wrong. He has an administrative assignment. He is not the deputy secretary,” he said.
Almodóvar currently holds a special assistant position with administrative functions, Peña Payano added, stressing that it is not a managerial or executive role.
Any decision regarding Almodóvar’s continued place ment at Housing will depend on the outcome of the inves tigation by the Special Independent Prosecutor Panel (FEI), Peña Payano said.
“Depending on what the special independent prosecutor determines, the Executive will make its decision,” he noted.

Abandoned by allies, Platner faces pressure to end Senate campaign
By LISA LERER and KATIE GLUEK
Amonth after he captured the Democratic Senate nomination in Maine with a fiery populist message, Graham Platner was facing mounting pressure to leave the race after a woman accused him of rape.
The calls for his withdrawal came in rapid-fire succession, from liberal activists who had championed his bid online, crucial early endorsers and the highest-ranking figures in his party.
By Tuesday morning, it was clear the party had turned against him. Officials from the Democratic Senate campaign arm and an aligned super political action committee — the most powerful engines of the party’s infrastructure — urged him to withdraw, and top party leaders in Maine called on him to abandon his bid.
“With so much at stake, the best path forward is for Graham Platner to step aside as the Democratic nominee and address these serious allegations outside this Senate race,” said Sen. Elizabeth Warren, D-Mass., who had campaigned with Platner and championed his bid.

Her withdrawal of support was a major blow to Platner, underscoring how even the left wing of the party was pulling away from him.
In a private call with his campaign staff Monday evening, Platner did not announce plans to withdraw but implied such a decision would be coming, according to three people familiar with the conversation. He said he believed he still had leverage to influence which candidate would replace him on the ticket and wanted to ensure that the movement his campaign had built would continue, the people said.
Control of the Senate could very well rest on Maine, which offers Democrats one of their best chances of winning a Republican-held seat this fall. Sen. Susan Collins, the Republican incumbent, is seeking reelection in a state that former Vice President Kamala Harris won by 7 percentage points in 2024.
But she is also a seasoned incumbent who has dashed Democrats’ dreams for three decades. With Republicans holding 53 seats, Democrats must defend all the seats they hold and flip four more to win control in November.
In Maine, the Democratic Party faces a hard deadline to figure out how to deal with the chaos created by Monday’s allegation: Platner has until July 13 to withdraw from the race. If he does, the state Democratic Party has until July 27 to replace him on the ticket, according to Maine state law.
It’s unclear how much leverage Platner, who has battled a series of controversies throughout his nearly yearlong campaign, may have. The leaders of the Maine Democratic
Party — not national officials — are taking the lead on structuring the process for selecting a new nominee should Platner withdraw, according to a person familiar with the discussions.
Already, Democratic activists, officials and potential candidates have begun lobbying for replacements. Several candidates are being mentioned as early possibilities, including Shenna Bellows, Maine’s secretary of state; Troy Jackson, a former president of the Maine Senate; Nirav Shah, a former director of Maine’s public health agency; and Jordan Wood, who lost a primary for a House district in northern Maine.
There’s no official process for selecting a new nominee, but top Maine Democratic officials have already begun discussing possible plans. Those could include hosting a pop-up convention or holding a statewide caucus to effectively redo the party’s primary election, according to two people who have talked with the officials and spoke on the condition of anonymity to discuss internal party conversations.
Platner built a movement-like campaign in the state,

rallying Democratic primary voters around a populist economic message. But even before the rape allegation, which was reported by Politico and which Platner denies, there were signs that the steady drumbeat of controversies had hurt his candidacy.
A recent New York Times/Portland Press Herald/Siena poll found Platner locked in a neckand-neck race with Collins. His support lagged behind the percentage of likely voters who said they would like to see Democrats control the Senate next year, a signal to some in his party that a candidate with less political baggage could be in a meaningfully stronger position.
An oysterman who has never held elected office, Platner has been dogged by controversies since he announced his bid last August, including allegations about his past treatment of women, revelations of a tattoo he had that resembled a Nazi symbol and a trove of offensive online posts he made over more than a decade.
In June, The New York Times published accounts from three women who were in romantic relationships with Platner for years. They said he could be demeaning to women and, in at least one case, even physically threatening.
One of those women, Jenny Racicot, went further in interviews with CNN and Politico on Monday, accusing him of sexual assault. She decided to go public with more detailed allegations, she told Politico, after a different woman who spoke with the Times was dismissed by some because of her conservative politics.
Concerns about Platner’s interactions with women reached the highest levels of his campaign months before the women came forward in the Times with their accounts.
In August, Platner’s wife, Amy Gertner, told a senior campaign aide that he had been exchanging sexual messages with other women. Platner’s exchanges with women were confirmed to the Times by current and former campaign officials.
But the latest charge from Racicot appeared to be too much for many Democrats, including some who had previously been among the strongest voices dismissing concerns about his background and character.

More Americans than ever are taking weight-loss drugs
By DANI BUM
Arecord-high number of Americans say they have tried a weight-loss drug, a new national poll from Gallup found.
The survey showed that 15% of Americans reported using a weight-loss drug at any point, and that 11% of people said they were currently taking one. That’s up from 3% who said they were taking an obesity drug in 2024.
“This validates what I think we’re all seeing in practice, that it’s really dramatically changing how care is happening,” said Dr. Scott Hagan, an associate professor of medicine at the University of Washington who studies obesity.
The survey, published Tuesday, included more than 5,000 adults across the country. It was conducted between late May and early June.
A number of factors have made weight-loss drugs more accessible over the past few years. Prices have crept down, especially for starting doses of the medications. New drugs have
come out, some of them in pill form. And existing medications have been cleared to treat new conditions beyond weight loss, like liver disease, kidney disease and sleep apnea.
Dr. Janice Jin Hwang, the division chief of endocrinology and metabolism at the University of North Carolina School of Medicine, said she was not surprised at all to see the number of Americans using these drugs go up.
“In fact,” she said, “I might have thought it would have been a little higher.”
The poll data also showed that the obesity rate in the United States is falling, dropping to 36.4% this year after a peak of 39.9% in 2022. Dan Witters, the research director at the Gallup National Health and Well-Being Index who led the survey study, said weight-loss drugs are likely playing a role. And rates of diabetes diagnoses are now steady, after climbing for more than a decade.
Among people who said they were currently using an obesity medication, 19% said they were taking a compounded
or customized version. These are tailor-made, copycat drugs that are not approved by the Food and Drug Administration. Many people are taking compounded weight-loss drugs, despite the fact that the FDA has said it would crack down on the medications being made at scale. The agency reiterated in June that compounded weight-loss drugs come with risks and should only be used in certain cases. But compounded medications tend to be cheaper, so many patients opt for them: In the survey, roughly one-third of people who were taking a compounded medication said they had switched from a brand-name drug.
“Whatever guardrails are being put in place against that, they don’t seem to be doing a lot of effective work there,” Witters said.
The poll also demonstrates just how ubiquitous weight-loss drugs are now, having rapidly become household names in a matter of years: 91% of people surveyed said they are aware of these medications, up from 80% who said the same in 2024.
New videos of Charlie Kirk’s killing emerge in court, but few can watch
By JACK HEALY, NICHOLAS BOGEL-BURROUGHS and ROBERT DRAPER
Graphic videos, detailed police accounts and high-profile conservative figures defined the first day of a hearing to determine whether prosecutors have enough evidence to take a 23-year-old man to trial for the assassination of Charlie Kirk.
The preliminary hearing in Provo, Utah, is like a reduced trial, with testimony and exhibits presented to a judge. The hearing resumes Tuesday and is expected to run through the end of the week. After that, the judge, Tony Graf, will decide whether prosecutors have met their burden to try the defendant, Tyler Robinson, on a charge of aggravated murder that could bring the death penalty.
Here’s what to know about what took place on Day 1 of the preliminary hearing.
Prosecutors have many videos of the shooting. One made the judge flinch.
The Utah County prosecutors who are trying the case played several videos that were taken Sept. 10 at Utah Valley University in Orem, where Kirk was shot while speaking to a large crowd.
Many videos of the shooting were widely shared on social media within hours of Kirk’s killing, but others appear to have never been shown publicly. And several that prosecutors entered into evidence Monday were shown only to the parties and the judge — not the public — because of their graphic nature.
During one, Graf noticeably flinched, apparently in response to the gunshot that fatally struck Kirk in the neck, while watching his monitor. When it had concluded, he returned to his normally staid approach.
“And that concludes state’s Exhibit 8,” he said.
David Hull, an officer who was one of the lead investiga-

Nearly 10 months after the assassination of Kirk, prosecutors will begin laying out their case on Monday, July 6, in a hearing that will put Kirk’s parents and widow in the same courtroom as the man charged with murdering the conservative activist. (Adriana Zehbrauskas/The New York Times)
tors on the Kirk shooting, testified that the police had reviewed hundreds of hours of videos, including campus surveillance footage and many taken by the thousands of people who attended Kirk’s event.
Defense lawyers questioned whether the person seen was Robinson.
Robinson’s defense strategy is still largely a mystery, because he has not yet entered a plea.
But his lawyers offered a glimpse of how they might try to defend their client in the face of digital evidence and witness statements. They questioned the authenticity of videos, brought up gaps in the security at the college where Kirk was killed, and raised questions about how Robinson was identified as a suspect.
“Nothing that you found that day,” Kathryn Nester, the
lead defense lawyer, asked one police witness, “was able to identify who the shooter was?”
Their line of questioning could propel conspiracy theories that have swirled around the case for months, many involving the possibility of alternate shooters.
Nester also zeroed in on a pistol holster that a campus police officer, Chris Bagley, testified he had seen lying on the grass moments after Kirk was killed. He said it was not far from where Kirk had been speaking, and that he did not know what ultimately happened to it. Bagley said, however, that the gunshot he had heard moments earlier sounded like it was from a rifle, not a pistol.
The defense team has been able to slow the case with delays and procedural objections, a strategy they continued Monday. They objected to allowing several pieces of evidence to be admitted or published in court, including overhead photos of the Utah Valley University campus, witness videos and Kirk’s autopsy results.
Among those in court was President Donald Trump’s son
Trump’s oldest child, Donald Trump Jr., made an unexpected appearance in the courtroom Monday, along with Kirk’s parents and his widow, Erika.
The president’s son and his wife, Bettina Anderson, sat in the front row. Conservative commentator Jack Posobiec was also at the hearing as a guest of Charlie Kirk’s family.
Erika Kirk and other relatives left the court at sensitive points of the hearing. Graf paused at one point to note that, unlike the general public, people associated with the victim are allowed to exit and enter the courtroom whenever they need to.
Before the proceedings began Monday, a statement from Erika Kirk, as well as Charlie Kirk’s parents and his sister, said that “every court proceeding serves as a painful reminder of his death.”

I‘spirit of liberty’
n May 1944, Learned Hand delivered a brief but timeless address in New York on “the spirit of liberty.” Freedom, the great 2nd Circuit jurist warned, cannot be safeguarded by constitutions, laws or courts. Nor can there be freedom wherever “men recognize no check upon their freedom” — a road down which it becomes “the possession of only a savage few.”
Instead, the judge said, the spirit of liberty lay in a combination of humility, curiosity, generosity and restraint. It was “the spirit which is not too sure that it is right,” the one that “seeks to understand the mind of other men and women” and “weighs their interests alongside its own without bias.” It was an elusive spirit, one that could exist only “as the conscience and courage of Americans create it.” Yet it was also one “for which our young men are at this moment fighting and dying.”
Hand gave his speech on the eve of D-Day. What is — or ought to be — the spirit of liberty on the eve of our 250th anniversary?
It is the spirit of public example, beginning with the character of the president; of presidential character defined by modesty, composure and integrity, which are necessary to offset the vast and sometimes terrifying powers of the office; of leadership that ensures the faithful execution of

Ricardo Angulo Founder
laws by submitting to them fully, transparently and unto the smallest detail; of statesmanship that never mistakes grandiosity for greatness, or rhetoric for reality, or monuments for meaning.
It is the spirit of personal responsibility; of knowing that the right to make democratic choices requires us to own those choices rather than find scapegoats; of disdain for a victim’s mentality, which is unworthy of a free people and destructive of its character; of the conviction that any person or state that takes credit for success but disavows failure is unworthy of the former and doomed to repeat the latter.
It is the spirit that comes out of the knowledge that we cannot remain free if we fail to understand all that it took to become free; out of the fear that what was achieved at Trenton and Shiloh and Guadalcanal — and at Seneca Falls, Selma and Stonewall — will ultimately be surrendered if it is lazily forgotten; out of the wisdom that neither hero worship nor knee-jerk condemnation of our founders does justice to the achievement of the men who established a system that allowed posterity to build upon their genius while transcending their flaws; out of the wisdom, too, that the longevity of the world’s oldest continuous constitutional democracy owes everything to the sturdiness of its original design, one we should tinker with cautiously.
It is the spirit that has a bias toward openness — the open hand of a generous nation, the open door of a capacious country, the open mind of an inquisitive people; a spirit that is confident we can be all this and still hold on to our wallets and borders and truest convictions; a spirit that asks us to examine ourselves far more often than we celebrate ourselves; a spirit that gives no preference to the longestablished incumbent over the upstart competitor, the recent immigrant or the fresh idea; a spirit that exists not only in social and political spheres but also in economic ones, where enterprise, creativity and labor, rewarded by profit, create abundance and open gateways to philanthropy.
It is the spirit that knows it has foreign enemies, and that to defeat those enemies we need friends who cannot be treated as objects of disdain or allies of convenience or

targets of our avarice; and that we will sooner be followed if we prove ourselves worthy of leading, not just through raw might but also perseverance and adherence to principle; and that our enemies typically despise us not for our sins, real or alleged, but because we represent an ideal of freedom toward which their own oppressed people are powerfully attracted; and that the cause of those oppressed people, particularly the brave dissidents who serve as their voice, is ultimately our own.
It is the spirit that sees its domestic enemies not only among self-styled militiamen or Weathermen but also in every self-righteous scold, left or right, demanding that you not laugh at the wrong joke or entertain the wrong thought or utter the wrong word; that knows that the deep purpose of free speech isn’t simply to protect our best or most virtuous thoughts but also our worst ones, so that error may help light the way toward truth; that insists that the institutions of a free society, particularly universities and the press, inculcate habits of wide-open inquiry and free expression, not least by refusing to bend the knee to demands for ideological correctness and conformity of thought.
It is the spirit of becoming; a spirit that asks that our identity as Americans should not be centrally defined by where our ancestors came from or how they were treated on arrival but by who we are and what we aspire to be; a spirit that counsels that our sensibilities about the past, important as they may be, matter far less than our ambitions for the future and our conviction that a free society gives us the agency we need to be the shapers of our destiny.
And it is an optimistic spirit. Not because any of our endeavors are guaranteed success, which they are not, or because our better angels always win out, since they do not. It is because, even in folly and failure, so painfully evident now, we still have the chance to try again — the ultimate spirit of America.

‘Jackass: Best and Last’: A moving look at male friendship and aging (really)
By ALISSA WILKINSON
That the “Jackass” franchise is perhaps the most successful documentary series of all time is indisputable. Its best-known star, Johnny Knoxville, has the concussions to prove it. Twenty-five years in, as “Jackass: Best and Last” hits theaters, it’s still a little tricky to pin down what exactly the franchise documents.
It’s easy to describe what the films literally show — unless you’re holding your hands over your eyes, which would be totally natural. The cameras (operated by long-suffering, ironstomached crew members) capture a bunch of dudes and one woman doing the stupidest, grossest stunts they can think of, often in various states of undress, and somehow surviving to tell the tale.

If you’re inclined to think documentaries need to be unplanned, then you might still protest that these don’t count, because the stunts are contrived. But an interview is set up, too, and besides, there’s a genuine quality to “Jackass” that rarely exists in today’s tightly controlled documentary environment. Each bone-headed caper provokes moans and gleeful hollers from the guys who are, say, getting knocked in the crotch for the millionth time, and also from their best buddies standing around watching, possibly wearing a hula skirt and some bunny ears.
Yet when I say “Jackass” is a documentary, none of this is really what I mean. What the “Jackass” series reveals was almost certainly not the creators’ intention, and it’s much bigger than some clowns banging themselves over the head with giant hammers and reminding you not to do that at home. Like some other terrific documentary series — the classic “Up” series, for instance, or Robb Moss’ “river films” — the “Jackass” movies track a group of people across young adulthood into middle age, over 25 years. And that can’t help but have meaning.
They’ve been at this delightful nonsense since 2000, when Knoxville, Jeff Tremaine (who directed all the films) and Spike Jonze created a series for MTV. It ran for three seasons, much to the chagrin of many parents and some members of Congress, then entered movie theaters with “Jackass: The Movie” in 2002. (“I assume no responsibility for what happens if you see this film, especially if you have a good time,” A.O. Scott wrote in his review for The New York Times.) The movie’s success spawned sequels and spinoffs and video games and, no doubt, more than a few trips to the emergency room for viewers.
The “Jackass” style is heavily influenced by lo-fi underground skate videos from the 1980s and ’90s, in which skaters in a crew showed off their tricks to music. Here, the crew is Knoxville and a recurring cast of chuckleheads with a high pain tolerance, including Bam Margera, SteveO, Ryan Dunn, Jason Acuña, Chris Pontius, Preston Lacy, Dave England, Ehren McGhehey and a lot more, especially
as time wore on. Instead of kickflips and nosegrinds, they invented ways to torture their bodies with pyrotechnics or sharp objects. If genitals or bodily fluids or fishhooks or bulls were involved, awesome! Bring it on.
I avoided it all until an editor sent me to a “Jackass” marathon in 2022. I’d always assumed these were films about misogynists being mean — frat boys doing fratty things frattily. There’s a little of that in the early “Jackass” years, when the guys are in their 20s, though far less than you’d expect.
But it was a bit of a revelation. I saw men having fun in ways that were — well, you couldn’t exactly call them “healthy” or “nondestructive,” but you might call them wholesome. What mattered wasn’t the stunts, which were uniformly harrowing. (So much poop.) What mattered was what happened between the participants. They were always laughing with each other. They were always helping each other off the ground. They were always hugging.
And while they were doing things that were undeniably stereotypically masculine — many, many of them involve a juvenile fascination with male genitalia — I realized somewhere into “Jackass Number Two” (2006) that they had little in common with the gender-obsessed manosphere. They didn’t talk about women disrespectfully (or much at all, frankly). They weren’t constantly flexing to see who was the manliest man of them all. People were getting slammed in the face, but never for reasons even slightly resembling looksmaxxing. They were just there, after giving very enthusiastic consent, to have a painfully good time.
Over the years, the “Jackass” crew has gone through some offscreen trials. SteveO has spoken openly about his struggles with addiction and his

journey toward sobriety, which started after a 2008 intervention from his “Jackass” castmates. In 2011, along with a crew member, Zachary Hartwell, Dunn died in a car crash while driving under the influence of alcohol. Margera has had a long string of substance abuse problems that spiraled into relationship issues with the “Jackass” cast and in his personal life; he was fired from “Jackass Forever” for breaching a “wellness agreement” related to his substance abuse.
This history only adds to what’s happening onscreen and starts to build out the series arc. As Knoxville has pointed out in interviews, many of the cast come from difficult backgrounds; in one another they’ve found something approximating a chosen family. We’ve watched Steve-O as he’s maintained sobriety and become a vocal animal-rights activist. We’ve observed the group mourn Dunn together. For “Jackass: Best and Last,” billed as the series finale, Margera doesn’t return, but the cast talks about him fondly, and Margera gave permission for archival footage of stunts to be used in the film. We’ve heard them express affection to one another countless times at this point.
Now, those reckless boys from 2000 are in their 50s — their age an inspiration for a few particularly gross stunts in “Best and Last” — and starting to look it, too. Knoxville’s salt-and-pepper hair has lost most of its pepper. Once-tight bodies are getting a little droopy. While it has sometimes seemed as if “Jackass” is a documentary about guys who have seemingly managed to cheat death, “Jackass: Best and Last” reminds us they’re mortal. And when Knoxville is asked if this is really, truly the last installment, he starts to get emotional. “As much as I hate to say it, it is,” he answers, right before he gets zapped in a huge electric chair.
Yet here they all are, still together, and if they’re not still making movies in 20 years, they’ll certainly still be hanging out, doing stupid tricks. That’s because “Jackass” is a documentary about an endangered species: enduring, weirdly healthy, bizarrely supportive male friendships in the 21st century. Somehow this merry band of knuckleheads did something many people never manage to pull off and wish they could.
The “Jackass” style is heavily influenced by lo-fi underground skate videos from the 1980s and ’90s, in which skaters in a crew showed off their tricks to music.

500 ends down as AI worries hit chipmakers
The S&P 500 ended lower on Tuesday, weighed down by losses in Micron Technology and other chipmakers due to mounting doubts about the sustainability of Wall Street’s AI-driven rally.
Chip stocks in Asia and the United States dropped after memory chip giant Samsung Electronics’ (005930.KS), opens new tab blowout earnings report failed to satisfy investors with sky-high expectations.
Micron (MU.O), and Sandisk (SNDK.O), both fell, pulling the PHLX chip index (.SOX), lower.
Adding to worries about high-flying chipmakers, Reuters reported that Chinese startup DeepSeek is developing its own AI chip, a push that could reduce its dependence on Nvidia (NVDA.O), and Huawei chips.
According to preliminary data, the S&P 500 (.SPX), lost 34.07 points, or 0.45%, to end at 7,503.36 points, while the Nasdaq Composite (.IXIC) lost 310.06 points, or 1.19%, to 25,811.10. The Dow Jones Industrial Average (.DJI), fell 140.30 points, or 0.26%, to 52,915.61.
Tuesday’s chip selloff marked the latest bout of volatility among memory chipmakers and other AI-related stocks as investors worry that sharp gains related to the buildout of AI data centers may have left the shares too pricey.
“The story of today is the story of the last few weeks, and that’s rotation after the blistering run in the AI buildout, semis and memory. Expectations have gotten to be almost impossible to beat for these companies,” said Zachary Hill, head of portfolio management at Horizon Investments in Charlotte, North Carolina.
Another test of the appetite for chip stocks looms on Friday, when South Korean giant SK Hynix’s (000660.KS), U.S. listing starts trading on the Nasdaq.
Elon Musk’s SpaceX (SPCX.O), fell in its first day of trading as part of the Nasdaq 100 index (.NDX), and after a wave of brokerages initiated coverage on the stock.
The Dow ended lower after hitting an all-time high earlier in the session.

NATO allies show Trump they are trying to pay up for defense
By LARA JAKES
Ayear ago, President Donald Trump told fellow NATO allies to more than double their defense spending as the United States looked to draw down American military forces in Europe.
On Tuesday, at a NATO summit in Ankara, Turkey, top officials at the military alliance sought to show that countries are paying up.
“We’re already making remarkable progress,” Mark Rutte, the NATO secretary-general, said at the start of a defense industry forum Tuesday, ahead of the alliance’s annual leaders’ meeting Wednesday. “Here we are now, one year later in Ankara, already delivering results.”
The stakes are high for Rutte and the alliance. Trump demanded that the allies increase military spending to 5% of their gross national product by 2035. Meeting that target will determine how quickly Europe can credibly deter adversaries without the level of military support that the United States has provided since NATO was created 77 years ago.
Some countries are making significant progress, shelling out large amounts of money to bolster their militaries with new weapons and additional troops, and increasing NATO’s spending on countries’ armed forces by $90 billion in a single year. Five countries are already projected to meet the 5% GDP benchmark this year, according to NATO data released Tuesday.
Others, like Albania and Slovenia, are struggling.
Still others, like Britain and France, are trying but face serious budgetary problems.
And a few have padded their budgets with projects that stretch the definition of military investments — even if they technically might pass muster under new NATO spending guidelines approved last year.
Those guidelines direct allies to spend 3.5% of GDP on direct military priorities like troops and weapons. The allies can also spend an additional 1.5% on defense-related projects like improving transportation routes that would carry military materiel to a battleground or bases, bolstering civilian infrastructure from cyber attacks, refurbishing parking garages to create bomb shelters and building hospitals that, in part, care for veterans.
That’s where some countries are pushing the boundaries.
Take, for example, the Czech Republic’s plans to upgrade train tracks that take tourists to a 14th-century castle.
The rail improvements to the town of Karlstejn were part of a $1.1 billion transportation package that the Czech government cast as defense-related expenses to meet the spending targets.
While some routes in the package could, potentially, be used by armed forces, when it comes to the tracks to Karlstejn, “it’s impossible to find any military dimension of that at all,” said Mojmir Hampl, the head of the independent but state-funded Czech Fiscal Council, which audits the Czech government.
The United States is projected to spend just under 3.2%

Mark Rutte, the secretary general of NATO, speaks alongside a chart while meeting with President Donald Trump in the Oval Office of the White House in Washington, on Wednesday, June 24, 2026. (Alex Kent/The New York Times)
of GDP on core defense priorities this year, according to the new NATO figures.
NATO officials said that nearly all allies agreed it was past time to spend more on defense, which was underfunded for years, and especially as Russia has brought war to the alliance’s border with Ukraine.
Countries that do not appear to be making an effort to increase defense spending could face further U.S. military cuts. Several senior U.S. officials, including one publicly at Tuesday’s NATO summit, suggested that financial support to allies to buy American weapons would be used as leverage to make sure lagging countries step up. The two others spoke on the condition of anonymity to discuss sensitive political matters. One of the officials said potential U.S. loans through the Foreign Military Financing program could be at risk.
The consequences of defying Trump and delaying longneeded defense investments are intertwined. The mercurial president is already pulling out weapons and threatening to withdraw U.S. forces from Europe, where Rutte has said militaries are unable to defend themselves from potential aggressions without the United States.
“Let’s be honest — the money is not the biggest issue from a NATO perspective, although politically it’s become that because of Trump,” said Paul Savereux, who worked on the alliance’s internal auditing process for more than 20 years before retiring in 2023. “The reality is, we want NATO to have the forces it needs to be able to do whatever it wants to do.”
Germany is expanding its forces and spending billions
of dollars on weapons and new equipment. The three Baltic nations — Estonia, Latvia and Lithuania — are buying so many drones, air defenses and ammunition rounds that each country is projected to reach the target of 5% GDP this year, as are Poland and Greece. Denmark and Norway are not far behind.
They are part of what is being called “the 3.5 club” — countries that are making strides to meet the direct military spending requirement.
“We are really hoping that all the allies will do the same,” Hanno Pevkur, Estonia’s defense minister, said at NATO headquarters in June. “It is necessary for the alliance.”
Prime Minister Pedro Sanchez of Spain has defiantly said he does not need to spend 5% GDP to fund his military priorities and has not increased defense investments beyond 2% GDP in the year since Trump demanded the change. Spain has the lowest military spending of any NATO nation, the new data show.

Court upholds Marine Le Pen’s conviction, but leaves path to presidency
By MARK LANDLER and SÉGOLÉNE LE STRADIC
Marine Le Pen, the French far-right leader and a front-runner to win next year’s presidential election, on Tuesday lost her appeal of an embezzlement conviction, prolonging more than a year of suspense over whether she will run for the presidency.
Though the court upheld the conviction, it shortened a previous ban on Le Pen running for office, which reopens the door to a potential campaign. But the decision means she will have to wear an electronic bracelet that limits her movements — something she has previously said would make a candidacy impossible.
The verdict reverberated through

French politics, scrambling the race to replace President Emmanuel Macron and shaking up one of Europe’s largest far-right parties, the National Rally, which is closer to gaining power than at any time in its half-century history.
If Le Pen had been ruled ineligible to run, she would have immediately ceded her spot to Jordan Bardella, her 30-year-old protégé and the president of the party. With the implications of the ruling not comple-

tely clear, she is scheduled to announce her plans in a television interview Tuesday evening.
At issue in the case was whether Le Pen, 57, oversaw a scheme to use European funds — intended to subsidize the salaries of the party’s aides at the European Parliament — to pay for other party activities. She denied involvement, though she acknowledged during her appeal that some of those aides may have unwittingly undertaken work unrelated to their jobs in Brussels.
Le Pen had previously lashed out against the charges, saying they were part of a political witch hunt and would deprive millions of French people of their votes in the next election. A three-time candidate for president, Le Pen won more than 41% of the vote in 2022, even as she lost to Macron.
Farage says he will resign as U.K. lawmaker to trigger a special election
By STEPHEN CASTLE
Nigel Farage, the leader of the populist right-wing Reform UK party, on Tuesday said he would resign his seat in Parliament and run for reelection in his Clacton seat to answer criticism of his financial affairs.
The unexpected move comes after recent revelations about gifts and financial support received by Farage, both from a cryptocurrency billionaire and from a political ally who was once convicted of fraud in the United States.

Nigel
“I have decided that the people of Clacton should be the judges of my actions,” Farage said in a statement that was broadcast on his party’s YouTube channel. “This will be a ‘people versus the establishment’ by-election,” he added, referring to a special parliamentary election.
The success of Farage, whose anti-immigration party has led in opinion polls for more than a year, was instrumental in destabilizing Prime Minister Keir Starmer, who announced his resignation last month.
But Farage has suffered several setbacks lately amid growing scrutiny of his financial affairs.
In May, it emerged that he had received an undisclosed gift of 5 million pounds (about $6.7 million) from a cryptocurrency billionaire, Christopher Harborne, a Briton who lives in Thailand.
Farage argues that the gift was unconditional, was made before he won a seat in Parliament in the general election in 2024 and there was no requirement to declare it. However, Daniel Greenberg, Parliament’s standards commissioner, has opened an investigation into whether the money should have been made public under rules that require new lawmakers to declare some financial benefits received in the 12 months before their election.
Over the weekend, the Sunday Times of London reported that Farage had separately
failed to declare benefits provided by a political ally, George Cottrell, a convicted fraudster who served prison time in the United States.
According to the newspaper, Cottrell’s support included providing social media staff members who worked for Farage in the year before he was elected, as well as the use of a property rented by Cottrell near Buckingham Palace.
Farage has insisted he followed all of the rules and has accused journalists of “despicable behavior” and of hounding his family.
However, in his statement Tuesday, Farage suggested that the Sunday Times article had now triggered a second investigation, saying that, “Despite the fact that many of the things that were written in the article were inaccurate or irrelevant, yet another standards investigation is underway.”
If Greenberg finds that the gift from Harborne should have been declared, Farage might, under British parliamentary rules, have been suspended from Parliament and forced to fight for reelection in his parliamentary constituency of Clacton, in eastern England. So the announcement Tuesday effectively preempts that possible outcome, although it would not stop the findings being published.
Farage, a highly effective campaigner and a longtime disrupter of British politics, will likely be confident of winning the seat again, having achieved a majority of 8,405 votes in
the 2024 general election. Polling suggests he remains popular in the area.
However, even a convincing victory there would not guarantee an end the scrutiny of Farage and his finances as he attempts to convince the country he should become its next prime minister. The next general election must take place by 2029.
Reform UK has recently faced competition on its right flank from a far-right party called Restore Britain, which was founded by Rupert Lowe, once an ally of Farage, after a bitter public rift with him.
Despite Reform’s success in May in local elections in Wales, Scotland and British municipalities in England, the party has also suffered some reverses. Last month it lost a crucial special parliamentary election in Makerfield, in northwest England, which was won by Andy Burnham, who is expected to succeed Starmer.
Earlier this year, it lost in another special election in nearby Gorton and Denton to an insurgent Green Party. And last year, it suffered a similar fate in Caerphilly in Wales, in a special election to the Welsh parliament, which was won by the center-left nationalist Plaid Cymru party.
In national polls, Reform’s support has fallen from about 30% last year to about 25% now, with Labour and the Conservatives around 20% each.

US lifts restrictions on Anthropic’s most powerful AI models
By SHEERA FRENKEL and ANA SWANSON
The Commerce Department lifted restrictions on all of Anthropic’s artificial intelligence models last week, allowing the company to bring its most powerful AI technologies back online, according to a letter from the government to the company that was viewed by The New York Times.
In the letter, Commerce Secretary Howard Lutnick told Anthropic that it would no longer need a license for exports or in-country transfers of its Claude Mythos and Claude Fable AI models, reversing an order issued June 12.
“Anthropic has taken steps in close coordination with the U.S. government to address the risks associated with Claude Mythos 5 and Claude Fable 5,” Lutnick wrote.
The move was the latest chapter in Anthropic’s often prickly relationship with the federal government and is set to de-escalate their feud, paving the way for the company to largely return to business as usual. Citing national security, the Commerce Department had initially ordered Anthropic to suspend access to its latest AI models for all foreign nationals.
Those controls raised questions about how hands-on the Trump administration might be with the fast-growing artificial intelligence industry. They also could have caused significant problems for technology development at Anthropic, which along with OpenAI is among the world’s most influential AI companies. Mythos and Fable, which are powerful at identifying security flaws in software, are considered a significant improvement on earlier AI models.
The restrictions were the second time the Trump administration had targeted Anthropic, which is based in San Francisco. In March, after tense talks over how Anthropic’s AI could be used in warfare, the Pentagon labeled Anthropic an unacceptable supply chain risk, potentially limiting its use by federal agencies. Anthropic has sued the federal government over that designation.
Lutnick’s lifted the export controls after weeks of deliberations between the Commerce Department and the company over safeguards built into its AI models. Last week, he announced a partial deal with Anthropic to bring back access to its Mythos model for some clients.
In Tuesday’s letter, Lutnick said Anthropic had agreed to take steps including proactively detecting and addressing security risks for the AI models, working with the U.S. government on protocols and standards for these and future models, and informing the government of any malicious activity.
Lutnick added that the Commerce Department “reserves the right to reevaluate the decisions made in this let-

ter” if Anthropic fails to adhere to its commitments or circumstances change.
In a statement posted on social media, Anthropic said it would begin restoring access to its AI models Wednesday.
“We’re grateful to our users for their patience, and to everyone who worked with us on redeploying the models,” the company said.
President Donald Trump previously took a hands-off approach to the AI industry, arguing that it needed to grow unfettered for the United States to compete with China. But in June, he signed an executive order that asked tech companies to voluntarily give the government oversight of new AI models before releasing them to the public, in his biggest step toward regulating the technology.
Since then, the Trump administration has moved to regulate other Silicon Valley AI companies apart from Anthropic.
When OpenAI unveiled an AI technology called GPT5.6 Sol in June, it said it would share the technology only with some companies approved by the administration. Meta, the only major U.S. developer of AI that has not reached an agreement to voluntarily share its models with the federal government for review, was pressed by the administration last week to begin submitting its models.
(The Times has sued OpenAI and Microsoft, claiming copyright infringement of news content related to AI systems. The two companies have denied those claims.)
Trump officials are still working on a framework for how companies should formally submit new AI models for review, and what standards they would be held to, two people familiar with the discussions said.
In a social media post Tuesday, Susie Wiles, the White House chief of staff, expressed her “gratitude to companies across industries who continue to work closely with the White House” to carry out Trump’s executive order on AI.
“Our shared priority remains: get the best tech deployed as quickly and safely as possible,” she said.
Shipping traffic in Strait of Hormuz picks up again
By JENNY GROSS
Traffic through the Strait of Hormuz bounced back last week after a weekend slowdown prompted by a flare-up in strikes between Iran and the United States.
According to data from Kpler, a maritime tracking firm, 40 ships transited the waterway, up from 24 the previous day and 39 on Saturday.
Vessels started moving in larger numbers last week after the United States and Iran agreed to a ceasefire and a 60-day period of negotiations on a deal to end the war.
Last Wednesday, 76 ships moved through the strait, a critical route for oil and gas shipments, the most since March 1.
Hundreds of vessels have been stranded in the Persian Gulf since Iran effectively blockaded the waterway after the United States and Israel attacked it in late February. Iran has insisted that ships now use a route near its coastline to go through the strait. While many vessels have complied, others have been transiting along an alternate route near the coastline of Oman, often with help from the U.S. military.
The ships passing through the strait Mon-
day were roughly split between the Omani route, which has mainly been used to travel from west to east, and the Iranian route, which has primarily been a route for ships going from east to west. But many ships switch off their transponders before passing through the strait, making it difficult to identify the details of the route that they have taken and giving a partial picture of traffic volumes.
U.S. and Iranian negotiators are expected to arrive in Qatar on Tuesday for a new round of talks. The two countries remain far apart on important issues, including the future of Iran’s nuclear program.

The amount of $754,330.00 referenced in the Amended Order Authorizing Execution of Judgment (Docket No. 13) reflects the aggregate principal balances of the multiple obligations adjudicated in the Judgment and does not constitute the minimum bid for purposes of public sale under applicable law. Other liens: Potential bidders are advised to verify the extent of preferential liens with the holders thereof. Glee and Snark in Europe after Belgium knocks U.S. out of World Cup
By JEANNA SMIALEK and KOBA RYCKEWART
“Overturn this.”
That is what Belgium’s national soccer team posted on social media after crushing the United States 4-1 in the World Cup on Monday — a snarky reference to the reinstatement of a banned U.S. player before the game. The reversal on the player’s eligibility followed a phone call from President Donald Trump to Gianni Infantino, head of FIFA, soccer’s governing body.
Many Europeans had reacted in outrage at what they saw as an egregious intervention in the tournament. So when Belgium defeated the United States to advance to a quarterfinal against Spain, the reaction in Europe was triumphant, and often biting.
“Belgium got the last laugh,” Brussels Playbook, a Politico morning newsletter, said.
“Sporting justice was served while you slept,” declared Europe Express, The Financial Times’ Belgium-based morning offering.
“Allô, Donald?” read the banner headline across the website of Le Soir, a French-language daily in Belgium. The Belgian team had the final word, the accompanying article noted.
The game came against a fraught geopolitical backdrop, as world leaders head to Ankara, Turkey, for a closely watched NATO summit. European leaders have been trying

to remain on Trump’s good side as they push for U.S. help in supporting Ukraine against Russia and in trying to broker an end to that war.
Still, Belgian officials were mordant after their team’s victory.
Bart De Wever, the Belgian prime minister, has a cat with a very active Instagram account. On Tuesday, it posted: “I slept so well! You too?” The cat was hugging a Trump plushie. Taylor Swift’s “Karma” played in the background of the post.
Theo Francken, Belgium’s defense minister, in Ankara for the NATO summit, posted, “Our Defense is better than yours,” backed by ABBA’s “The Winner Takes It All.”
Belgium, which is home to the headquarters of the European Union and NATO and thus host to a large international community, was not alone in relishing the victory.
Soccer “still has antibodies against injustice,” read the first line of a story about the Belgium-U.S. game in El País, a Spanish newspaper.
Even one of the pro-Iran accounts that make antiTrump videos using artificial intelligence-generated Lego toys weighed in, posting a video with the lyrics, “FIFA bent the rules. Still got sent home fools.”
The reinstated U.S. player, Folarin Balogun, who was the top scorer in the World Cup for the U.S. team, had been given a red card in the previous game, against Bosnia. That decision would normally suspend him for the subsequent game, but he was allowed to play after Trump called Infantino and asked the FIFA chief for a review. Trump said Monday that he had not told FIFA what to do, and Infantino said that there was nothing unusual about the call.
After FIFA announced Sunday that it was lifting the one-game suspension against the player, Belgian officials and various soccer bodies questioned the basis for the move and pointed out the unusual aspects of the process.
The Royal Belgian Football Association said in a statement Monday that it had “not received any grounds for this decision,” noting that it contested the eligibility of the player and left “all further actions open.”
Many online accounts joked that Belgium would need to watch out for tariffs in the wake of the victory, referring to Trump’s tendency to turn to his favorite trade tool when displeased. Online spectators and international media noted that the dance that Belgium’s players performed after scoring

their fourth goal resembled one that Trump has done in the past, something akin to a happy bob.
This year has repeatedly tested the trans-Atlantic alliance: Trump started 2026 with threats to take over Greenland, an autonomous territory of Denmark, a NATO member. Recently, he threatened a 100% tariff on European countries over digital policies.
The soccer episode “obviously plays into a certain stereotype about Donald Trump,” Jacob Funk Kirkegaard, an analyst at the Belgian think tank Bruegel, said Monday. It would be seen, he added, as “another example of a rogue, unconstrained America.”
