Analyst denounces municipal taxes on federally funded projects
By THE STAR STAFF
Municipal bond analyst Cate Long warned Monday on social media that Puerto Rico could face heightened federal scrutiny and higher reconstruction costs if municipalities continue im posing construction taxes on projects financed with federal recovery funds.
Long, who heads the research service Puerto Rico Clearinghouse, said this week that the implementa tion of Law 215‑2024 has opened the door for the island’s 78 municipalities to charge construction excise taxes to contractors working on federally funded projects. In comments posted on social media, she argued that taxing work paid for with federal dollars runs contrary to federal law and urged the Financial Oversight and Management Board to intervene.

those agencies.
For projects contracted by federal agencies, the law allows mu nicipalities to charge the tax only if federal statutes or regulations permit it a clause at the center of the legal dispute over whether municipalities are indirectly taxing federal funds.
The law also raises procu rement thresholds for municipal projects, changes the limits for micro‑purchases, and loosens requi rements for sealed bids. The oversight board argues those changes reduce competition and increase the risk of favoritism or irregularities.
Law 141‑2024, also challen ged by the board, increases the threshold for public construction bids and allows agencies to bypass bidding for contracts up to $1 million during declared emergencies.

Her warning comes amid a year‑long dispute between the oversight board and Puerto Rico’s two mayoral organiza tions over the legality and fiscal impact of the statute.
In a June 1 letter to the presidents of the Mayors Fe deration and the Mayors Association, the board’s executive director, Robert F. Mujica Jr., said some municipalities had already begun implementing provisions of Law 215 related to construction taxes. The board reiterated that Laws 141 and 215 of 2024 cannot be enforced until it determines they comply with the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA) and certified fiscal plans.
The oversight board gave the mayoral groups until June 22 to confirm they had instructed affiliated municipalities to halt implementation and warned it could seek court action to block the laws.
Among its concerns, the board said the federal govern ment could view the use of recovery funds to pay municipal taxes as inefficient or improper, potentially jeopardizing future allocations to Puerto Rico. It also cautioned that the taxes could increase the cost of energy reconstruction projects, reduce their financial viability, and in some cases force delays, downsizing or cancellations.
Different tax rates across municipalities, the oversight board added, could create uneven outcomes and distort where projects are located based on tax considerations rather than need or efficiency.
Law 215‑2024 amended Puerto Rico’s Municipal Code to clarify that the construction tax exemption for projects carried out directly by government agencies does not auto matically extend to private contractors working on behalf of
Long also highlighted that Washington‑based nonprofit Frontiers of Freedom sent a June 25 request for a coordinated investigation to the inspectors general of the Departments of Homeland Security, Housing and Urban Development, and Energy. The letter cites alleged tax‑collection efforts in Huma cao and Guayama and asks federal watchdogs to determine whether recovery funds are being used directly or indirectly to pay municipal taxes, fees, fines or penalties.
The group claims such charges could represent between 5% and 10% of certain project costs. The request does not mean an investigation has formally begun.
Puerto Rico’s mayoral organizations reject the oversight board’s interpretation. The MayorsFederation argues that cons truction taxes have been part of municipal revenue systems for decades and that restricting them would threaten essential services and fiscal stability.
Its president, Camuy Mayor Gabriel “Gaby” Hernández Rodríguez, maintains that the tax obligation falls on private contractors, not federal agencies, and that the laws preserve competitive bidding and compliance with federal rules.
Jayuya Mayor Jorge González Otero, who leads the Mayors Association, says Law 215 did not create a new tax but clarified an authority municipalities have held since 1996. He argues that tax protections granted to public agencies do not automatically extend to private companies hired to perform the work and that striking down Law 215 would not necessarily eliminate the taxes.
Long has urged the oversight board to take the matter to court, as it has with other laws it considers inconsistent with PROMESA. No final judicial ruling has yet determined whether all municipal taxes imposed on contractors working on federally funded projects are unlawful.
Governor has already chosen her next chief of staff
Appointee to be announced ‘at the appropriate time’
By THE STAR STAFF
Gov. Jenniffer González Colón has already chosen the next chief of staff at La Fortaleza and will announce the appointment once the administration completes its transition process, Public Affairs Secretary Jean Peña Payano said Tuesday.
Speaking to reporters, Peña Payano confirmed that the governor has made her selection but intends to reveal the name at the appropriate moment. His comments came as current La Fortaleza Chief of Staff Francisco Domenech Fernández prepares to leave office on Aug. 7, followed by Deputy Chief of Staff Itza García Rodríguez on Aug. 15. Both officials, he noted,

should already be engaged in transition work with their successors.
Peña Payano added that the upcoming an-
nouncement will also include the new executive director of the Puerto Rico Fiscal Agency and Financial Advisory Authority, noting that both positions are central to the administration’s fiscal and operational continuity.
He defended the decision not to implement an immediate transition, stressing that the complexity of Puerto Rico’s government requires careful planning.
“A government cannot be run from one day to the next,” he said, pointing to the statutory transition process that follows electoral changes as an example of why such shifts must be deliberate.
Peña Payano emphasized that the transition must ensure uninterrupted government operations, ongoing negotiations with the Financial Oversight and Management Board, and the management of the consolidated budget and
agency responsibilities. Internal evaluations and meetings related to the transition are already underway, he said.
The allegations that prompted the resignations began when Puerto Rico’s former economic development chief Sebastián Negrón Reichard resigned in May and accused the González Colón administration of interfering with the work of the Department of Economic Development and Commerce. More than 10 other officials -- including the agency’s chief of staff, general counsel and finance chief -also resigned.
In mid-July, a special independent prosecution panel broadened a probe that initially centered on former officials at the Permit Management Office, formally adding Domenech and García to determine whether either may face criminal or administrative consequences.
DNER begins patrolling Salinas Bay to enforce jet ski ban
By THE STAR STAFF
Department of Natural and Environmental Resources (DNER) Ranger Corps members have begun patrolling the area known as “Mar Negro” (Black Sea) in Salinas Bay to ensure compliance with Administrative Order 2026-05, which prohibits the use of personal watercraft (jet skis) in the area to protect the habitat of the Antillean manatee, an endangered species. Individuals who violate the order -- which took effect on July 13 -- face administrative fines of up to $5,000 per incident.
The announcement was made by Ranger Corps Commissioner Nelson Cruz, who noted that “we launched constant, preventive patrols in the region last week; these will continue on a weekly basis to ensure compliance.”
Since last Monday, Ranger Corps personnel assigned to the Salinas Maritime Unit have been conducting preventive patrols in the aforementioned area.
The operation of personal watercraft in sensitive areas -- such as a sector of Jobos Bay in Salinas -- has led to incidents directly impacting the well-being and survival of en-
dangered species like the Antillean manatee. The situation compelled the DNER to implement preventive, emergency and corrective measures to guarantee their protection in accordance with current regulations. The Antillean manatee population in Puerto Rico is estimated to be between 400 and 500. In 2025, 26 manatee deaths were reported -- equaling the annual average since 2014 -- the vast majority (more than 20) caused by collisions with watercraft. The DNER secretary has taken aggressive prevention measures, including designating manatee zones and stepping up preventive patrols.

Ranger Corps personnel assigned to the Salinas Maritime Unit have begun patrolling the area of Salinas Bay known as “Mar Negro” (Black Sea), a manatee habitat, to prevent the prohibited use of personal watercraft (jet skis).
More than 60 solar batteries distributed to Aguas Buenas residents with urgent needs

By THE STAR STAFF
Aguas Buenas Mayor Karina Nieves Serrano on Tuesday distributed dozens of solar batteries to more than 60 residents with urgent health conditions and those who are bedridden, as part of a coordinated and continuous response to ongoing energy needs.
The initiative is part of the municipal administration’s commitment to continue bringing aid and resources to those most in need.
The distribution was carried out alongside municipal staff and Federal Affairs Program Director Iliana Aponte, following an evaluation process and verification that established requirements had been met.
“This is the fourth phase of solar battery distribution we have carried out,” the mayor said. “Like the rest of Puerto Rico, we are facing power outages -- a reality that worsens during hurricane season. That is why we remain by our people’s side, addressing their needs, supporting them, and bringing them the resources we identify from the Mayor’s Office.”
Additionally, through the Citizen Assistance Office, the municipality provided families with roof sealants to help strengthen residents’ safety and well-being ahead of hurricane season.
The mayor urged residents facing urgent needs to contact the municipality by calling (787) 732-8621 (ext 2750 or 2751) or by visiting the Community Assistance Liaison Office on the first floor of City Hall.
PRASA considers fines for improper water use as drought deepens across PR
By THE STAR STAFF
The Puerto Rico Aqueduct and Sewer Authority (PRASA) is weighing the implementation of fines for improper water use as the island faces worsening drought conditions, the agency’s top official confirmed on Tuesday.
PRASA Executive President Luis González Delgado said in a radio interview that penalties are “an alternative” under evaluation, similar to measures adopted during the 2015 drought, when fines of up to $500 were imposed for misuse of potable water.
“It’s on the table,” he said. “It has not been implemented. It requires certain instruments that are being worked on, because we are already in communication.”
Any fines, he added, would need to be established through an executive order or an administrative order issued by the Department of Natural and Environmental Resources, which at press time had not yet issued a public response to PRASA’s proposal.
The discussion comes as water levels at key reservoirs continue to fall. On Monday, PRASA reported that the Carraízo reservoir in Trujillo Alto dropped to 38.34 meters -- remaining below its operational adjustment threshold and losing 0.09 meters in 24 hours. Carraízo supplies nearly 180,000 customers in San Juan, Trujillo Alto, Carolina, Canóvanas and Gurabo.
Ten other reservoirs also registered declines, with the steepest drops in Lucchetti in Yauco (-0.15 meters), Fajardo (-0.09) and Río Blanco in Naguabo (-0.08). As previously re-
ported by the STAR, González confirmed that the agency will reduce raw water extraction from Carraízo to stretch supply and delay the need for scheduled service interruptions.
“If rainfall continues to be absent and the reservoir level keeps descending, there will come a moment when implementing a plan of programmed interruptions will be inevitable,” he warned, urging residents to use water prudently.
PRASA has already asked the public to postpone filling pools, washing vehicles and using hoses to clean patios, sidewalks and carports. At present, only Canóvanas and Río Grande are under a 48-hour rationing plan.

According to the U.S. Drought Monitor, severe drought now covers 14.28% of Puerto Rico, with the most acute impacts concentrated in the south-central region, including Cidra, Cayey, Aibonito, Salinas, Coamo, Santa Isabel, Juana Díaz, Ponce, Peñuelas, Guayanilla, Yauco, Sabana Grande, Guánica, Lajas and Cabo Rojo. Ex-DNER secretary urges approval of SB 628 with scientific definition of MTZ
By THE STAR STAFF
Sen. Ada Álvarez Conde on Tuesday publicly thanked geologist Dr. Pedro Gelabert Marqués, the former Natural and Environmental Resources (DNER) secretary during the administration of former Gov. Pedro Rosselló, who recommended to Gov. Jenniffer González Colón that if the island Legislature approves a pair of bills on the maritime terrestrial zone (MTZ) -- one from the House of Representatives and the other from the Senate -- that she veto both and instead approve Senate Bill (SB) 628, which was drafted in consensus with a group of scientists and experts in environmental law.

Sen. Ada Álvarez Conde’s bill on the maritime terrestrial zone, SB 628, was recognized as a model for other states during last week’s National Forum 2026 of the National Caucus of Environmental Legislators in Chicago, one of the main gatherings in the United States on environmental policy.
SB 628, authored by Álvarez Conde and introduced in May of last year, proposes a scientific redefinition of the MTZ to stop the privatization of beaches and protect the coasts of Puerto Rico. Gelabert, who was also regional director of the U.S. Environmental Protection Agency (EPA) and director of the Environmental Quality Board, was part of a group of professionals who developed the scientific definition of the MTZ included in SB 628.
Álvarez Conde, acknowledging the various members of the group, said “this goes beyond partisan lines and I appreciate the recognition of the definition worked on by experts.”
“[Puerto Rico] deserves adequate and
robust protection of its coasts,” she said. “Beyond environmental protection, which is the purpose of SB 628, we recognize that at the level of economic development, we depend on tourism promotion [...]. My call to the governor is to listen to experts like Dr. Gelabert. The country will thank you, in this and in the next generations of Puerto Ricans.”
Last week, the senator’s bill was recognized as a model for other states during the National Forum 2026 of the National Caucus of Environmental Legislators in Chicago, one of the main gatherings in the United States on environmental policy, where Álvarez Conde participated as a panelist.
CUD calls on gov’t to eliminate inventory tax, reform permitting
By THE STAR STAFF
United Retailers Association (CUD by its acronym in Spanish) President Ramón Barquín III called on the island government on Tuesday to eliminate the inventory tax and replace the permitting system with a digital, unified and predictable model.
“For over a year, we have maintained the same stance on every possible front: the
inventory tax can no longer withstand shortterm patches or study commissions; its total elimination must be immediate,” Barquín III said in a written statement. “My position as president of this trade group is clear: we will not allow the competitiveness of our SMEs [small and midsize enterprises] to continue being sacrificed to balance municipal budgets.”
“The government must shift permitting reform toward a digital model that is unified,
predictable, and free of bureaucracy,” he added. “It is time to move from promises to action; supporting local entrepreneurs is the only sustainable path to Puerto Rico’s progress.”
Barquín III described the permitting system as a “hidden tax” due to the time and money that he claimed business owners lose while waiting for approvals that should be granted automatically.
Regarding the inventory tax, he maintained that the levy penalizes the stockpiling of essential goods and reduces businesses’ ability to maintain supplies in the face of weather-related emergencies or supply chain disruptions.
The retail sector leader insisted that both issues require swift and concrete action from the executive branch and the Legislative Assembly.
Lost at sea, the Pan Am Clipper Endeavor is found
By NEIL VIGDOR
The flight lasted less than nine minutes, the right two engines losing power in quick succession as the Douglas DC-4 made its initial climb from San Juan, Puerto Rico, en route to New York.
The pilot of the Pan American Clipper Endeavor had no choice but to ditch the plane at sea. All 69 passengers and crew members survived the initial crash on April 11, 1952, only for panic and confusion to hit in the precious few minutes after the water landing.
The plane’s tail section broke off, and the fuselage sank, an accident that claimed 52 lives and became a catalyst for airline safety briefings and procedures for generations to come.
For nearly three-quarters of a century, the wreckage, which is similar in size to a Boeing 737, was lost in the abyss of the Atlantic Ocean.

Matthews raced to the ship, along with Gates, who watched as the probe was lowered off a sled on the ship’s stern into the water. Hard drives are housed inside a crushproof container inside the vehicle, which conducted a series of nearly 30 passes over the search area.
“We did run directly over a shipwreck that nobody knew was there,” Matthews said. “And it was like, well, that’s interesting, but, like, we’re looking for a plane, so let’s keep going.”
On the 13th pass, something else caught their attention: It resembled the tail section of an airplane. A few hundred feet away from that appeared to be a fuselage, warranting a closer inspection of high-resolution photos of the wreckage.
But on June 2, after combing a dark expanse of the seafloor with an autonomous underwater vehicle, which resembles a torpedo and is equipped with sophisticated sonar and cameras, the breakthrough came, according to an exploration team.
There, 2,000 feet beneath the surface and about 5 miles offshore, white letters spelled PAA against a blue backdrop of the winged globe logo of Pan American World Airways, the same one that the explorers said had appeared on the plane’s nose.
They were also able to make out the letters VOR in “Endeavor.” The rest of the word was caked over with debris from the elements and time.
“When those first photos came in, it was a shock,” Josh Gates, the host of “Expedition Unknown” on the Discovery Channel, who was involved in the project, said in an interview. “It took my breath away because it was really beyond what I imagined we might see. You know, the aircraft is so intact, and to see that aluminum, which doesn’t corrode, you know, gleaming up at us from the bottom was just staggering.”
Safety briefings before takeoff and landing had not yet been required at the time of the accident, which became an impetus for new instructions about what passengers should do in the event of an emergency.
“It is an accident that fundamentally reshaped aviation as we know it,” Gates said.
Finding the wreckage of the Clipper Endeavor had become a preoccupation for the past seven years for Russ Matthews, the president and a cofounder of the nonprofit Air/Sea Heritage Foundation, who played a central role in the project.
In an interview, Matthews said the water where the plane sank was too deep for divers to reach the wreckage.
Harsh weather added to the challenge, according to Matthews, who said the coronavirus pandemic had delayed the search.
“We had to wait a couple of years to get our shot,” he said.
The landing gear was visible. So were the windows of the main cabin.
“It’s a way to connect the present to the past,” Matthews said. “It’s the closest I will ever come to time travel.”
The group on the ship called Tony Romeo, CEO of Eco Minerals, an exploration company involved in the project, to report their find.
“I was very elated,” said Romeo, for whom the connection to Pan Am had special meaning. “My father was a Pan Am pilot.”
More than 350,000 photographs were taken of the wreckage, which was not disturbed, according to the exploration team, which said there were no plans to recover any remains from the site. (Thirty-nine bodies were never recovered, they noted.)
“That is the only grave marker they are likely to ever have,” Matthews said. An undated photo provided by AirSea Heritage Foundation and Deep Sea Vision shows the nose section of the Clipper Endeavor with the visible PAA logo in the Atlantic Ocean. The wreckage has been located off the coast of Puerto Rico. (AirSea Heritage Foundation and Deep Sea Vision via The New York Times)
Pan Am Flight 526A, nicknamed the Easter Special, was heading to New York’s Idlewild Airport (now Kennedy International) on Good Friday when two of its four engines failed, according to the pilot’s testimony before a civil aeronautics board. The pilot, John C. Burn, turned back toward San Juan, but the plane was quickly losing altitude over the ocean, forcing the crew to dump fuel and attempt an emergency water landing.
Many passengers refused to follow the captain’s orders to abandon the aircraft once it splashed down, staying buckled in their seats, the pilot told the board, adding that he had forcibly thrown some people into the water.
A language barrier also hampered the evacuation of the plane, according to historical accounts of survivors, who said that rough seas and the threat of sharks in the water prompted some passengers to remain inside the cabin. Many of the victims drowned.
In late spring, Matthews learned that the Fugro Brasilis, a survey ship, would be passing through the 10-square-mile area that was the focus of the search for the Clipper Endeavor.
Aboard the vessel was an autonomous underwater vehicle, which is named Miss Millie and costs $10 million to $12 million. The torpedo-shaped probe can reach depths of 20,000 feet.

Sen. Mitch McConnell (R-Ky.), aided by two staff members, makes his way to a Senate Republican luncheon on Capitol Hill in Washington, May 12, 2026. McConnell, who has been hospitalized for six weeks, said on Monday, July 27, that he would not be returning to the Senate this week as lawmakers work toward their August recess. (Haiyun Jiang/The New York Times)
by a pillow alongside his wife, former labor and transportation secretary Elaine Chao.
In an accompanying statement, the office of the attending physician of Congress said that McConnell was continuing to recover from a fall at his home on Capitol Hill last month but that he was “not yet medically cleared” to leave the facility where he was being treated and return to the office.
The statement also said that physicians from the congressional unit visit with McConnell every day, “discussing all aspects of his rehabilitation care.” It added: “Since his discharge from hospital care, he has maintained a strenuous course of physical therapy and rehabilitation, including multiple sessions a day designed to rebuild strength and reduce the risk of future falls. His bout with childhood polio continues to be a significant factor in his mobility.”

In a statement from his office, McConnell, 84, also said that he would not be at this Saturday’s Fancy Farm, an annual state political picnic that he has attended for more than four decades and is a must for politicians in Kentucky.
“I’m still working hard to get back to my full schedule of work in the Senate and in Kentucky, keeping up with intense physical therapy per my doctors’ orders,” McConnell said in the statement. “Unfortunately, that means I won’t be able to make it to Fancy Farm, Kentucky this Saturday.”
The statement from McConnell’s office also included a photo of him smiling broadly and seated in a chair propped up
McConnell’s extended absence has complicated matters for his party in the Senate with its small margin, particularly on the Appropriations Committee, where his vote would be important to advance bills. It has also spurred a social media storm of theories and conspiracies about his absence since he has not spoken publicly.
Multiple lawmakers and allies have said they have spoken with the senator during his convalescence and had detailed discussions with him.
McConnell’s health has been the subject of scrutiny since 2023, when he had a serious fall. He also had a few episodes where he seemed to freeze in public and be unable to speak.
In 2024, McConnell said he would not try to remain as the top Republican in the Senate. A year later, he publicly said he would not seek an eighth term this November. His current term ends Jan. 3, 2027.

The US is still winning the AI race. Trump could blow it.
By THE EDITORIAL BOARD
Americans often hear about China having surpassed the United States in the manufacturing of emerging technologies, including clean energy, electric vehicles and drones. Semiconductors are an important exception. In partnership with its allies in Europe and Asia, America designs and makes by far the best computer chips in the world.
Those chips are crucial to America’s economy and national security. They have enabled the development of the world’s leading technology companies and allowed the military to create advanced weapons. With artificial intelligence, these chips have become even more important. They are the engines that power frontier AI models.
China is working hard to catch up, and the United States should take steps to keep its advantage. Most important, it should continue to prohibit U.S. companies from selling the most advanced chips and equipment to China. Over the past decade, presidents of both parties have worked with Congress to enact export controls. Those controls have been “existentially important,” said Dario Amodei, CEO of AI company Anthropic.
In his second term, however, President Donald Trump has gone the opposite direction. He has relaxed controls on some advanced semiconductors and suggested he may go further. Nvidia, a U.S. company that makes the most advanced chips, has lobbied for the ability to sell more to China and is likely to continue pushing. Yet this is a classic case in which a company’s interest runs counter to the national interest.

Dr. Ricardo Angulo Founder
The new AI model Mythos, from Anthropic, is a clear example of why it is so important for the United States to remain in the lead in the AI race.
Mythos is so powerful that many experts believe that it presents a cybersecurity threat to governments, companies and individuals. Hackers could potentially use it to penetrate banks, hospitals, energy grids and communication networks. In response, Anthropic has released Mythos to some government agencies and a small number of companies, giving them a chance to understand their vulnerabilities and improve their defenses. Developers for the Firefox web browser said they were able to fix more security bugs in one month with the help of Mythos than they did in all of 2025.
Now imagine a Chinese company had obtained a model like Mythos first. Over the past decade, hackers linked to China have broken into the computer systems of the U.S. government, Microsoft, a large health insurer and a major credit agency. A proxy group known as Volt Typhoon has attempted to install malware inside America’s water and electricity systems to give China the ability to disrupt them. Mythos could have expanded these efforts, which ultimately serve the authoritarian aims of the Chinese Communist Party.
The AI race between China and the United States has recently narrowed. On July 16, a Chinese startup, Moonshot AI, released a model that matched Anthropic’s best publicly available model in some capabilities, even though it remains behind overall. Tellingly, White House science adviser Michael Kratsios accused Moonshot of illicitly gaining access to Nvidia technology in Thailand as part of developing the new model.
China has two advantages in the semiconductor race: far more people, including scientists, than the United States; and abundant electricity for data centers, thanks to its rapid build-out of energy infrastructure. Chips are China’s main choke point. Its best semiconductors remain well behind Nvidia’s best publicly available line of chips, known as Blackwell, and behind even Nvidia’s next most powerful line, the H200.
The gap reflects America’s scientific capabilities and the success of federal policy. Trump deserves some credit for that success. In his first term, he imposed new export controls against China. President Joe Biden significantly strengthened the controls. Members of both parties in Congress backed the actions, and some House Republicans criticized Biden for

being too soft.
China’s leaders and technology executives understand how effective the export controls have been. “Money has never been the problem for us,” said Liang Wenfeng, CEO of DeepSeek, one of China’s most advanced AI companies. “Bans on shipments of advanced chips are the problem.” Chinese Premier Li Qiang similarly acknowledged that “insufficient supply of computing power and chips” was slowing AI development.
Nvidia and other critics of the export controls make an unpersuasive counterargument. They claim that the policy encourages China to build its own semiconductor industry instead of remaining dependent on America’s chips. But China’s leaders obviously recognize the importance of developing their own industry. They lack not the motivation to do so, but the technical ability. Giving them the world’s most advanced chips, as they desire, would enhance their ability to develop their own version and beyond.
Fortunately, Trump’s softening of America’s policy has not yet had significant real-world effects. He has allowed China to buy H200 chips, Nvidia’s second-best line, but no sales have yet gone through. China seems to be holding out for access to the top line, and U.S. officials would still need to approve each sale individually.
The best policy going forward would be a strengthening of the controls. Regulators should avoid approving any H200 requests unless they become confident that H200 would not strengthen China’s AI capabilities. The Trump administration should maintain the ban on Blackwell sales and should extend it to the next generation of chips, known as Rubin.
The administration should also fix loopholes that China has occasionally used to get around the controls. One example is the construction of data centers with advanced chips in countries that do not face export controls, such as Malaysia and Singapore. Working with Congress, the administration should increase budgets and staff at the Bureau of Industry and Security to closely track U.S.-made chips.
And the Trump administration should stop its destructive approach to America’s alliances. This country’s semiconductor advantage depends on an intricate supply that involves Japan, the Netherlands, South Korea and Taiwan. Without these partners, the United States would lack the ability to turn innovative American designs into actual products.

during Legacy of Dr. José Celso Barbosa in American Democracy.

‘Purple Rain,’ packed with Prince songs, plans Broadway opening
By MICHAEL PAULSON
“Purple Rain,” a new musical based on Prince’s seminal film from 1984, will arrive on Broadway next spring, providing a jolt of nostalgic rock and funk energy to the unfolding new season.
The show, about a young musician with a turbulent life at home and at the club where he performs, has been significantly revised — with a new director, a new writer and a streamlined focus on Prince’s music — since a bumpy preliminary run last year in Minneapolis.
The musical is scheduled to begin previews March 12, and to open April 12, at the Majestic Theater. It will feature at least 20 Prince songs, including “When Doves Cry,” “I Would Die 4 U,” “Take Me With U” and “The Beautiful Ones.” The songs will be performed by musicians onstage.
“It’s a celebration of Prince,” said the show’s lead producer, Orin Wolf. “It is a coming-of-age story, but, more than anything, it is a music-forward evening of high-octane performances. You’re going to feel the story progress through the music, and you’re going to feel the spirit of Prince.”
The production will arrive on Broadway at a time of enormous challenges for new musicals, a vast majority of which are failing finan-

cially, undermining investor confidence and leading to a decline in the number of new titles.
“Purple Rain” is the sixth new musical announced so far for this season, joining “Dolly,” “Galileo,” “Paddington,” “Wanted” and “Warriors.”
Two seasons ago, Broadway saw 14 new musicals.
It will cost up to $29.5 million to bring
“Purple Rain” to Broadway, according to a filing with the Securities and Exchange Commission.
That figure is at the upper end of current capitalization costs for Broadway musicals.
“It’s going to feel like a big show,” Wolf said. “This is a big musical. We’re going to be playing in a big house. And we’re going to deliver a lot of physical production.”
The show was long and unwieldy when it began a nearly six-week run in the fall of 2025 in Minneapolis, Prince’s hometown and the story’s setting. But the production got tighter
Carly Simon reveals she has Parkinson’s disease
By DERRICK BRYSON TAYLOR
Singer and songwriter Carly Simon has been diagnosed with Parkinson’s disease, she announced earlier this week.
“It has taken me some time to understand the diagnosis, to adjust to it and to decide how much I wanted to say about it,” Simon, 83, said in a statement, adding that she was still learning how to accept the condition “without feeling that I have surrendered something essential.”
She decided to reveal the news, the statement said, after people began to wonder why she had not responded to their inquiries about her relative public silence lately.
“The truth is, I’ve been learning how to live with Parkinson’s disease,” she said. It was unclear when Simon had received her diagnosis.
Simon is best known for hits like “You’re So Vain,” “Nobody Does It Better” and “Let the
River Run,” a 1989 release that won an Academy Award, a Golden Globe and a Grammy Award. Her first new album of original songs in 18 years, “Comes in Waves,” is set to be released next month. Its lead single, “Howl,” came out in June.
Symptoms of Parkinson’s disease, a neurological disorder that damages nerve cells in the brain, include tremors, stiffness and trouble with balance and movement. The disease does not have a cure.
In her statement, Simon said that she sometimes found herself “so tired I can’t get the day moving at all” but that at other times Parkinson’s gave her “more room to move, think, work and feel like myself.”
Her health problems began, she said, after she had both knees and one hip replaced because of arthritis. She was diagnosed with Parkinson’s after being evaluated at the Mayo
Clinic.
She said she had found the feelings of apathy that the disease could provoke particularly challenging.
“It is not simply sadness or laziness,” she said. “It is as though the part of the brain that sends out invitations to participate in life has temporarily misplaced the guest list.”
Around the time of her diagnosis, Simon was also treated for basal cell carcinoma on her face. The surgery to remove the cancer, she said, affected her appearance, making her “more self-conscious about being seen in public.”
But working on her new album gave shape to her days, she explained: “It gave me somewhere to go without having to leave the room. It reminded me that illness can change your life without becoming the whole of your life.”
and stronger as the run continued.
Reviews were mixed. The New York Times called the show “constantly disorienting,” but The Minnesota Monthly deemed it “a convergence of raw creative genius and sophisticated stagecraft.” A critic for The Minnesota Star Tribune visited the show several times and found the final performance “remarkable for its high energy, increased confidence and eruptive joy.”
In the months since, Wolf, who shepherded “The Band’s Visit” to the Tony Award for best musical in 2018, has overhauled the creative team, hiring Saheem Ali to replace Lileana Blain-Cruz as the director and Peter Duchan to replace Branden Jacobs-Jenkins as the book writer. Workshops have been held to test-drive revisions. (These kinds of steps are not unprecedented; other Broadway shows have reshaped their creative teams during the developmental process.)
Wolf and Ali previously collaborated on “Buena Vista Social Club,” which opened on Broadway last year and is still running. Like “Purple Rain,” that show is fueled by the preexisting popularity of its song catalog.
The “Purple Rain” creative team includes two Prince bandmates, Bobby Z and Morris Hayes, who are credited as music advisers. Casting for the Broadway production has not been announced.

Music, Simon said, “has rescued me more times that I can count.”
These days, she went on, “I lean on others more than I once did, and I have learned to accept that every day will look a little different. But I am still very much here.”

Fitch warns AI market correction emerging as major global credit risk
The AI boom and the risk of a correction are emerging as major global credit risks, ratings agency Fitch has warned, adding to growing concerns that soaring tech valuations and unprecedented AI spending may be running ahead of uncertain future returns.
In its third-quarter Global Risk Outlook, Fitch said the credit backdrop remains dominated by two short-term risks: mounting vulnerability to an AI-related market correction and continued uncertainty linked to the U.S.-Iran conflict.
The ratings agency echoed recent warnings from global watchdogs that the AI boom has become increasingly intertwined with economic growth and with capital markets, particularly in the United States, raising the risks of any major selloff.
“The scale of AI investment is such that the exposure of the economy and overall capital market to such a correction is significant,” Fitch said.
The warning, which is the bluntest so far from any major ratings firm, came as Asia’s AI-linked stocks tanked again on Tuesday amid the worries about who’s paying for the spending boom and evidence of growing competition from China.
Fitch’s report highlighted that the U.S. S&P 500’s cyclically adjusted price-to-earnings ratio has climbed to levels close to those seen during the late-1990s dotcom boom, while U.S. corporate bond issuance surged 26% in the first half of 2026, driven largely by AI-related fundraising. Amazon, Alphabet, Nvidia, Meta, Oracle and SpaceX together issued $182 billion of investment-grade bonds, while capital expenditure by Alphabet, Amazon, Meta and Microsoft is projected to jump more than 75% this year to $700 billion, Fitch said.

It estimated that booming IT investment directly added 1.4 percentage points to first-quarter U.S. GDP growth, while rising equity prices have also helped support household spending through a wealth effect.
However, uncertainty over future AI revenues, regulation, competition and labour-market disruption could trigger a potentially significant and prolonged market correction, with widespread macroeconomic implications.
“The extent to which capital markets and economies have be-

come intertwined with AI have created a vulnerability for credit,” Fitch said.
Geopolitical risk remains the other major concern, especially with renewed fighting between the U.S. and Iran in recent weeks and a fresh closure of the Strait of Hormuz.
Fitch expects world growth to slow to 2.4% in 2026 and forecasts U.S. inflation will end the year at 3.7%, reflecting the impact of higher energy prices.
It also flagged a strong El Niño weather pattern as an emerging credit risk, given the likelihood of droughts, floods and severe storms.
The ratings agency warned the phenomenon could

compound the inflationary pressures linked to the U.S.Iran conflict.
Highly indebted, “junk”-rated countries would be particularly vulnerable, it added as food-price spikes could complicate monetary policy, increase subsidy costs and further strain public finances.
In Latin America, where fertiliser and diesel account for between 50% and 70% of agricultural input costs and around 30% of fertiliser supplies come from the Middle East, higher costs and weaker harvests could squeeze agribusiness margins and hit transport sectors including ports, railways and toll roads, Fitch said.
France and Spain race to contain fires before some areas reach 104 degrees

Firefighters in Spain and France were racing against the clock Tuesday to keep ferocious wildfires near Madrid and Bordeaux in check before a scorching heat wave hits both areas, which could worsen the largest blazes the countries have faced in their modern history.
Officials in both countries welcomed an overnight respite, including rainfall and milder temperatures, which allowed firefighters to contain the spread of the fire. Some evacuees have been able to return home. But firefighters are bracing for the hours and days to come.
“It isn’t over yet, the fire is not under control,” Fabien Tuleu, an official in the southwestern Gironde area of France, repeated several times at a news conference Tuesday. The fight, he said, “is still ongoing.”
Temperatures in parts of Spain and
France are expected to climb to 104 degrees Fahrenheit (40 degrees Celsius) this week — the latest in a succession of extreme heat events that have parched vegetation, combining with strong winds to increase the risk of fires spreading. More than 300,000 acres have burned in Spain and France.
Prime Minister Pedro Sánchez of Spain said firefighters were “turning the tide” against the wildfires in the Madrid region and the surrounding areas. In the Madrid region alone, 20,000 people will be allowed to return to their towns, while shelter-in-place orders will be lifted for another 14,000, a regional official said.
But Sánchez warned that “difficult, critical hours” still lay ahead.
“A new heat wave will obviously hinder firefighting efforts and increase the risk of further fires across the country,” he said at news conference in Madrid on Tuesday.
The fires in both countries have consumed nearly 450 structures in France and several hundred estimated in Spain, highlighting the challenge faced by Europe as summers grow increasingly hot and wildfires become more widespread. The blazes have also tested the endurance of local residents.
In the Castellón province of Spain, where one fire is raging, Amparo Escribano, 53, was in tears Tuesday as the Guardia Civil stopped her from getting closer to Tales, the town where she lives and had been evacuated from Saturday.
“This is horrible,” she said, looking at flames and clouds of smoke covering the town’s bell tower in the distance. “I can’t watch this.”
The wildfire, which is north of Valencia and has scorched more than 21,000 acres in the province, remained active in some areas. Escribano fled with her parents and her son, but she left her cat behind, and authorities would not let her through to get it. She turned back toward Onda, the town where she works at a supermarket.
“I’m going to take a tranquilizer, and go to work,” she said, crying.
Flames have also come unsettlingly close to the Spanish capital and to Bordeaux, which is France’s sixth-largest city and a famed center of its wine industry. French officials said they feared that fire near Bordeaux could quickly pick up again due to an “unfavorable” weather forecast.
Sophie Brocas, the prefect for the region that includes Bordeaux, told reporters Tuesday that evacuees from three cities in Gironde that were spared from the flames would be allowed to return, but should keep their phones on and have a bag ready in case they need to leave immediately.
Jean-Noël Schmidt, a 68 year-old magistrate, was evacuated Friday from Andernosles-Bains, a town west of Bordeaux, with his partner, Sylvie Blondin. She lives in Le Porge, a nearby town that suffered a disproportionate brunt of the damage: Of the 240 homes destroyed in the region, more than 180 burned there.
Blandin’s home, in one part of the town, escaped the flames Friday, but on Tuesday they were threatening again.
“We’ve just learned that it’s far from a done deal,” Schmidt said. If the fire reaches Blandin’s neighborhood, which is dotted with wooden chalets amid a highly flammable pine forest, “everything will burn down,” he added.
Mayors of towns affected by the wildfires said the next hours would be crucial in bringing the blazes under control, as shifting weather conditions made them unpredictable.
“At night, this fire is a sleeping kitten, but during the day it becomes a huge lion,” said Fernando Casado, the mayor of Robledo de Chavela, a town west of Madrid.
France and Spain have continued to preventively evacuate people from the threatened areas. On Tuesday, about 4,000 people were evacuated from camping sites, tourist accommodations and va-
cation villages in Lacanau, on France’s Atlantic coast.
More than 220,000 people have been evacuated in recent days in the Gironde region. Slightly farther south, in the Landes region, 31,000 people were evacuated, but 15,000 were later allowed to return.
The Gironde blaze is the worst in France since World War II, President Emmanuel Macron of France said Monday as he visited a local fire department and warned that the fire could take weeks to extinguish. More than 90 firefighters have been injured in the Gironde fire since it broke out Wednesday.
More than 100,000 people in Spain were ordered to flee their homes or take shelter in recent days.
In Nules, a town north of Valencia that has taken in scores of evacuees, volunteers in blue vests were feeding hundreds of people Monday in a local sports hall. The Serra d’Espadà mountain range rose in the distance under a haze of smoke, as firefighting seaplanes regularly flew by.
Francisco Sánchez Sabater, 49, said he had been napping at his home in Vilavella when the fire caught him by surprise. The flames were less than 200 feet away, he said.
“If the Guardia Civil hadn’t banged on my door to wake me up, they would have found me dead,” he said. Police officers told him to grab whatever he could.
“I even left my phone inside the house,” he said, describing how he ran out and walked downhill. “Every so often I’d turn around, and the smoke was already hanging over the town.”

‘A wake-up call’: Massive wildfires pierce Madrid’s bubble
By JASON HOROWITZ
As the worst wildfires in Spanish history tore through the country, Elena Sánchez paused from selling beers in a kiosk on the edge of an artificial lake in Madrid and pointed west toward the sunset. It was the wrong color.
“It’s not supposed to be like that,” Sánchez, 54, said Sunday evening, looking at a hazy gray blush — the fire’s smoky residue — in the not-sodistant distance.
As fires raged 30 miles from Madrid in recent days, an acrid burning smell imbued all of this park on Madrid’s western edge, Sánchez said. Though the situation improved over the weekend, people initially stopped exercising for the itching in their throats, she said, and older residents wore surgical masks outdoors. She could still feel the smoke on her tongue, she said.
“It’s scary,” Sánchez said. “I’m afraid it might reach here.”
In recent years, wealthy expats, immigrant workers and global attention have made Madrid a booming European capital. But as the flames Monday reached new areas around the capital and extended to more regions around the country, a suffocating reality check has also reached the city.
In a country led by a government that has defined itself by the seriousness with which it takes climate change, the flames have come unsettlingly close to the capital. The fires around Madrid have brought to tears the region’s

president, Isabel Díaz Ayuso. Experts say they are a harbinger for the damage to come on the world’s fastest warming continent.
“These are difficult hours,” Prime Minister Pedro Sánchez said Monday afternoon during a news conference in Castellón, on Spain’s eastern coast, where a new fire raged and forced thousands of new evacuations.
In the face of what his government has called the largest fires in the country’s history, and after a summer of record-breaking heat waves, he called for a national pact with all Spain’s political parties to work together to prevent blazes that he attributed to climate change. “This climate emergency is exceeding every threshold and scale that scientists have long warned all of Spain and Europe about,” he said.
On Monday, regional authorities ordered the evacuation of Valdemaqueda, a town of about 870 people roughly 25 miles away from the Spanish
capital, another sign that the wildfires west of Madrid were not fully under control. Fernando Grande-Marlaska, Spain’s interior minister, said that firefighters had a “crucial” two-day window to control the fires around Madrid before extreme temperatures topping 100 degrees Fahrenheit were expected to wallop the country.
All that has shaken Madrid’s residents, who can’t remember when such a large fire came so close to the city.
“This is a wake-up call,” said Leopoldo Salvador, 84, who walked under a statue of Don Quixote in the Plaza España, a central square in Madrid. He said he closed the windows of his house over the temperate weekend to keep the smoke out.
Near the city’s royal palace, Cristina Herrero, 46, a biology professor at the Complutense University of Madrid, listened on her phone to news about the fires. She and her friends walked by the palace gardens with sheep dogs that they had evacuated from their farms outside the city.
“I’m sorry,” Herrero called out to another dog walker as her pack barked and growled at the unleashed dogs around them. “These are evacuated dogs!”
As the other dog walker gave her a dirty look, she talked about the sheep and horses and beehives she had left behind in the farms outside the city. Herrero said that while the city still felt insulated and safe, those living just to the capital’s west were “very worried.”
Her friend Henar Hidalgo Riol, 60, who was
also walking an evacuated dog, agreed.
“There are fires everywhere,” Hidalgo Riol said, adding that dry brush carpeted the mountains surrounding Madrid. “People know they’re sitting on a powder keg.”
Experts said the fires resulted partly from the loss of rural culture that had required forest management. Less grazing and less logging meant woods and landscapes throughout Spain, and in greater Madrid, were left untouched, a potentially explosive ingredient when combined with dry conditions that are made more likely by the burning of fossil fuels.
“Fires now find fuel everywhere,” said Víctor Resco, professor of forest engineering in the University of Lleida.
Outside the royal palace on Monday, Charo Fernández, 65, a lawyer, strolled toward a horizon that looked like a mountain range but was the faint silhouette of smoke from the fires to the west. She said her clothes reeked of smoke over the weekend, and that smoke had billowed from the west and toward the city as if “out of a chimney.”
Those signs of fire were like nothing Sánchez, who works at the kiosk by the lake, said she had ever seen. She said that Madrid’s weeks of recordbreaking heat had already exhausted her, and that climate change seemed unstoppable. No matter what resources and legislation the country threw at the fires.
“It just keeps spreading,” she said, looking at the sullied sunset. “Just don’t let it reach here.”
Many feared trapped in mall collapse after Japan earthquake, officials say
By FRANCESCA REGALADO, RIVER AKIRA DAVIS and LEO SANDS
Apowerful 6.8 magnitude earthquake hit southwest Japan on Tuesday afternoon, igniting fires near its epicenter, damaging buildings and highways, and injuring dozens, according to Japan’s public broadcaster. Fire officials said they were racing to rescue people feared trapped inside a shopping mall in a southern neighborhood of Kumamoto city,
after its second floor collapsed and injured at least two people. Aerial footage showed extensive damage to the building.
Prime Minister Sanae Takaichi said the earthquake struck around 4:30 p.m. local time in Kumamoto prefecture on Kyushu island, the southernmost of Japan’s main islands. According to local officials, the force of the quake collapsed buildings across the region, trapping people inside, as fires broke out in Kumamoto city, the regional capital.

One person who was found in a collapsed house and taken to a hospital in Kumamoto has died, according to the Kumamoto Prefectural Police. At least 50 people were being treated for injuries at a hospital in Hikawa, a town to the south of the city, according to public broadcaster NHK.
Aerial images taken by NHK showed elevated sections of Kyushu Expressway
had broken into two pieces, as other footage showed a partially collapsed wall at Kumamoto Castle, a landmark in the city’s heart. Takaichi said the authorities were trying to assess the severity of damage to buildings and bridges.
The earthquake’s epicenter was near Uto, a coastal city around 30 miles from Kumamoto city in the same prefecture, according to the U.S. Geological Survey. The agency initially reported it as a 7.1-magnitude quake before revising it down.
Local transportation links were affected by the force of the quake. Train services on Kyushu island were suspended and Kumamoto International Airport, which serves the regional capital of more than 700,000 people, said it was closed.
Across the region, local police reported at least 12 collapsed houses, including four in which individuals had been trapped.
The Fire and Disaster Management Authority said at least seven fires had broken out throughout the prefecture, mostly concentrated in Kumamoto city. The Japan Meteorological
Agency warned that earthquakes of a similar scale could occur in the next few days.
There were no reports of abnormalities at the Sendai Nuclear Power Plant, which is in Kagoshima prefecture, near Kumamoto, Chief Cabinet Secretary Minoru Kihara said in a news briefing. The power plant has two nuclear reactors and supplies electricity to the Kyushu region.
Here’s what else we’re covering.
— Seismic history: The earthquake evoked painful memories for residents of Kumamoto, which was hit by a powerful series of earthquakes 10 years ago that killed 278 people across the prefecture and surrounding areas.
— Tsunami warnings lifted: After initially warning that the earthquake could trigger a tsunami around the Ariake and Yatsushiro seas, the Japan Meteorological Agency lifted its tsunami advisories at around 6.10 p.m. local time.
— Kumamoto Castle: Video showed damage at one of Japan’s oldest, grandest and most renowned castles.
Employers fear labor shortage as many immigrants lose protected status
By MIRIAM JORDAN and MADELEINE NGO
Around Washington, Salvadoran-born crews have helped renovate, rebuild and maintain the Capitol, the Pentagon and Arlington National Cemetery. In senior living facilities in Florida, Massachusetts and New York, Haitian caregivers assist aging Americans with daily activities.
These workers are among more than 1 million people who have been allowed to live and work in the United States under a decades-old humanitarian program, and who now face the prospect of deportation.
Last month, the Supreme Court cleared the way for the Trump administration to end Temporary Protected Status, as the humanitarian program is known, and now industries are bracing for the loss of vital workers.
About 70% of TPS holders were participating in the U.S. labor force, many in construction and healthcare, according to an analysis by researchers at the University of Pennsylvania.
But on Monday, about 350,000 TPS recipients from Haiti and several other countries were to lose their work permits in the first wave of fallout from the Supreme Court ruling. About 190,000 Salvadoran beneficiaries could be next to lose their status when it expires in September.
“For particular places and particular industries, tens of thousands of workers no longer able to legally work is going to be a very big hit,” said Alexander Arnon, director of policy analysis at the Penn Wharton Budget Model, a nonpartisan research organization that has analyzed the economic impacts of TPS workers.
Economists say the loss of those workers could be gradual, as some pursue other potential protections, such as asylum, and others continue working but off the books.
Still, as the clock ticks toward the end of Temporary Protected Status, business organizations, led by the U.S. Chamber of Commerce, have mounted a campaign for action on Capitol Hill, joined by a growing number of state and local leaders from both parties.
“Congress can, and should, exercise its plenary authority over immigration policy to prevent significant disruption to America’s workforce and avoid an unnecessary humanitarian crisis,” the chamber wrote in a July 10 letter to Senate leadership.
State and local leaders are echoing those concerns. Gov. Mike DeWine of Ohio, a Republican, has called ending TPS for Haitians a “mistake” and predicted a steep economic toll for his state. In South Florida, home to the largest Haitian population, Mayor Daniella Levine Cava and Commissioner Marleine Bastien of Miami-Dade County, along with business leaders, gathered on Wednesday to address the potential fallout.
“Ending TPS doesn’t save American money,” Bastien said during a news conference. “Ending TPS costs America money.”
But last Wednesday afternoon, Sen. Eric Schmitt, R-Mo., blocked a fast-track attempt by congressional Democrats to extend TPS for Haitians and criticized the program for
becoming all but permanent. “TPS was created for emergencies,” Schmitt said on the Senate floor. “Democrats turned it into a one-way racket towards permanent mass migration.”
Created by Congress and signed into law by President George H.W. Bush in 1990, TPS was intended to offer shortterm relief to foreign nationals already in the United States who could not safely return home because of armed conflict or natural disasters. But with some countries mired in humanitarian crises for years, TPS has become almost indefinite for some foreign nationals. And with Congress unable for decades to find a consensus on modernizing the country’s antiquated immigration laws, humanitarian protections such as TPS and asylum have become de facto paths to long-term, if not permanent, residence.
That has turned TPS into a target for some critics of the immigration system, including President Donald Trump, who has made ending it a priority since his first term. After returning to the White House last year, he resumed his push to end the program, and after more than a year of court fights across the country, he won a Supreme Court decision allowing the executive branch to revoke TPS.
For years, companies and industries that employed large numbers of TPS recipients championed them and the program as a source of motivated workers, often for jobs that were otherwise hard to fill.
But as the Trump administration intensified its effort to revoke the protection, many companies became reluctant to speak out, leaving it to trade groups to make the case for the program.
Associated Builders and Contractors, a construction trade group, was part of a coalition that recently sent a letter to the Department of Homeland Security and highlighted the

challenges brought on by the ending of TPS program.
In a statement, the Trump administration defended its effort to end the protection. “DHS is upholding the rule of law and getting back to common sense,” Zach Kahler, a spokesperson for U.S. Citizenship and Immigration Services, said.
Employers who hire people working unlawfully in the United States can face steep fines and criminal charges of harboring undocumented people.
For their part, TPS beneficiaries will have to decide whether to stay or leave the country. The government has their addresses, making it easy for federal agents to find them.
It is not clear how much time the government is likely to give people to organize their affairs and depart. Many have homes, vehicles and bank accounts, said Abel Nuñez, executive director of CARECEN, a Washington, D.C., advocacy organization for people from Central America.
“You can’t just carry your house in your pocket, your car in your pocket,” Nuñez said.
Daniel West, director of government relations for Heritage Action, the lobbying arm of the conservative Heritage Foundation, has faulted the program and criticized Republicans who have sought to maintain TPS.
“The Trump administration is right to let these overused TPS programs expire as originally intended,” he said.
The administration has not announced plans to end TPS for El Salvador, which expires in September. But it tried to do so during Trump’s first term.
And the administration has already announced that it will terminate the status for most countries currently covered, including Ethiopia, Myanmar, Somalia, South Sudan, Syria and Yemen. Employers have already been notified that the work permits of TPS recipients from those countries will no longer be valid. People from El Salvador, Lebanon, Sudan and Ukraine who received TPS still have employment authorization.
The United States has been sending one deportation flight to Haiti per month since December 2023. The last removal flight to Haiti landed in Cap Haitien, a northern city, on July 16 with more than 100 deportees. The number of flights is expected to increase significantly.
Stephen Miller, an architect of Trump’s immigration agenda, was asked after the TPS ruling if Haiti is safe.
“For Haitians? Absolutely,” Miller said. “Haitians live in Haiti. It’s not our position that Haitians should leave Haiti. It’d be crazy for us to say that Haitians couldn’t live in Haiti. It’s their country.”
