Caring Cities meeting in San Juan gathers municipal leaders from 12 countries

The Municipality of San Juan will host the Union of Ibero-American Capital Cities’ (UCCI) Second IberoAmerican Meeting of Caring Cities starting today, bringing together municipal leaders from 12 countries to exchange strategies on social inclusion, care policies and services for vulnerable populations.

Mayor Miguel Romero Lugo said the gathering underscores San Juan’s growing role as a regional reference point for people-centered public policy.

“Hosting this important meeting is both an honor and a responsibility. San Juan has shown that cities can lead transformative initiatives when they place people at the center of public policy,” Romero Lugo said. “These three days will allow us to share programs that have changed lives, learn from successful experiences in other cities, and strengthen a common agenda for more inclusive and humane communities.”

The program will focus on homelessness, aging populations, demographic shifts, and care models aimed at improving quality of life for vulnerable groups.

The opening ceremony will take place today, followed by a keynote address and dialogue sessions on homelessness and municipal responses. In the afternoon, in El Matadero in La Perla, participants will visit “Sin techo, con historia,” an immersive exhibition highlighting the personal stories and artistic work of individuals served by San Juan’s social programs.

On Thursday, the municipality will present its social intervention model, including services for older adults and initiatives that expand opportunities for people in vulnerable situations. Delegates will tour several programs -- San Juan en la Calle, the Centro de Acogida, La Nueva Casa de San Juan, Proyecto Casa, and Hangar Senior -- to observe their operations and impact.

“This meeting allows us to share more than programs,” said Francine Sánchez Marcano, director of the San Juan Department for Community Social Development. “We want visitors to meet the people, hear their stories, and see the results that emerge when services, support, and new opportunities are provided.”

Delegates will also work on the San Juan Social Declaration, a document outlining commitments to strengthen social inclusion policies and cooperation among UCCI member cities. The event will conclude Friday with a tour of the Ruta de los 500 Años, showcasing San Juan’s historic and cultural heritage.

“Although our cities face different realities, we share the same commitment: building communities where no one is left behind,” Romero Lugo said. “San Juan will continue promoting alliances and exchanges that help us innovate and strengthen public policy, because when a city decides to care for its people, it transforms lives and builds a better future.”

Representatives from Asunción, Barcelona, Buenos Aires, Mexico City, Montevideo, Santiago, Quito, San José, San Salvador, Santo Domingo, São Paulo and Tegucigalpa will attend.

LUMA Energy reported on Tuesday that load shedding measures began following the sudden outage of Genera Puerto Rico’s San Juan 6 unit, an event that left 131,654 customers without power.

“Load shedding is taking place due to the sudden outage of Genera Puerto Rico’s San Juan 6 unit,” LUMA stated on its social media channels. “This means some customers may experience service interruptions overnight.”

The private operator of the island’s electric power transmission and distribution system noted that, although it does not

operate the power plants, it remains in communication with the companies responsible for generation to reduce the impact on customers.

According to the 4:20 p.m. update, the most affected regions were Bayamón, with 43,351 customers without service, and San Juan, with 43,400. They were followed by Ponce with 19,801, Caguas with 13,004, Arecibo with 8,013, and Mayagüez with 3,997. In total, 8.97% of the system’s 1,468,223 customers remained without electricity.

The most recent outage comes on the heels of a recent rash of other reported breakdowns in the island’s power generation fleet, including units San Juan 7, Palo Seco 4, and Costa Sur 5 and 6.

Domenech, García to leave their posts at La Fortaleza

Gov. Jenniffer González Colón an nounced Tuesday that Francisco Dome nech Fernández will leave his post as La Fortaleza chief of staff in August, along with Assistant Chief of Staff Itza García Rodríguez.

The governor disclosed the decision during a live address from La Fortaleza, carried on the government’s television channel and social media platforms. Although she did not provide specific reasons for the changes, she said the departures mark the conclusion of a chapter in her administration and thanked both officials for nearly 20 months of service leading the Office of the Chief of Staff.

“Both officials are now stepping down from their public duties this coming August, after having worked and coordinated tirelessly to help me assemble the government of Puerto Rico,” González Colón stated during an address from La Fortaleza. “I thank them for the com mitment, dedication, and professionalism with which they have both performed their duties 24/7 throughout this time, since the very first day of our administration.”

Immediately following the governor’s announcement, Resident Commissioner Pablo José Hernández Rivera, the president of the opposition Popular Democratic Party, said: “Today, the claque [clique] suffers two important casualties. Although the dismissal of Domenech and García is a step in the right direction, the damage has been irreparable. Puerto Rico deserves more and we will con tinue to monitor corruption and the claque.”

Domenech’s departure follows weeks of intense scrutiny due to an investigation by the Panel on the Special Independent Prosecutor. In mid‑July, the panel broadened a probe that initially centered on former officials at the

Permit Management Office, formally adding Domenech and García to determine whether either may face criminal or administrative consequences. Domenech is slated to vacate his post on Aug. 7 and García on Aug. 15.

The controversy stems from the Depart ment of Economic Development and Com merce (DDEC by its acronym in Spanish), where former secretary Sebastián Negrón Reichard resigned in May, citing a loss of confidence in the administration. Negrón Reichard later submitted a 70‑page sworn statement outlin ing alleged irregularities, including assertions that directly involve Domenech, according to local reporting.

Pressure on the administration escalated sharply this past Saturday, when Senate Presi dent Thomas Rivera Schatz publicly urged both Domenech and García to resign, describing them as “a burden” and arguing that “prudence and decency” required their removal while under investigation.

“If they appreciate the governor, they

should step aside,” Rivera Schatz said. “If they don’t, the governor has to act.”

Members of both major parties echoed the demand, along with the president of Puerto Rico’s firefighters union and Hernández Rivera, who called for Domenech’s ouster “and that of his clique” amid the DDEC turmoil.

Domenech, an attorney who ran González Colón’s 2024 gubernatorial cam paign, became Puerto Rico’s 21st chief of staff when he assumed the role on Jan. 2, 2025. He has repeatedly denied wrongdoing and, as recently as last week, dismissed the possibility of stepping down, saying he continued to enjoy the governor’s confidence. González Colón herself rejected portrayals of Domenech as “untouchable,” while noting she intended to meet with him and García to determine next steps without disrupting her administration’s operations.

The governor also confirmed Dome nech’s departure from the Fiscal Agency and Financial Advisory Authority (AAFAF by its

initials in Spanish), where he has served as executive director in tandem with the La For taleza post.

Upon bidding farewell to public service, Domenech quoted former U.S. Sen. Robert F. Kennedy by way of alluding to the resistance he claimed to have faced while implementing changes within the government.

“Few men are willing to face the dis approval of their peers, the censure of their colleagues, and the wrath of certain special in terest groups,” the outgoing chief of staff said at the press conference. “Moral courage is a far rarer commodity than battlefield bravery or great intelligence. Yet, it is the essential and indispensable quality of those who aspire to transform a world that offers the most painful resistance to change.”

“Serving as chief of staff and director of the AAFAF and in the other roles I have held has entailed carrying out major changes, in keeping with the commitment the governor made to our people,” Domenech remarked.

“The resistance to this has been more than palpable. A nod to LUMA,” he added, referring to the González Colón administration’s efforts to facilitate the exit of the controversial private operator of the island’s electrical grid.

García said her departure does not mark the end of her commitment to public service, and she quoted the Catholic nun Mother Teresa of Calcutta as she concluded her remarks.

“I am concluding this chapter, but not my commitment to Puerto Rico,” she said. “Wher ever life allows me to serve, I will continue to do so with the same passion, responsibility, integrity, and conviction that guided every day of this extraordinary journey. As Mother Teresa of Calcutta said, ‘He who does not live to serve, does not serve to live.’ So, thank you to all of you.”

Bail set for woman arrested by ICE despite being in the process of obtaining citizenship

Immigration Judge Elvin Talavera Peraza released Inocencia Rodríguez on bail Tuesday while her immigration proceedings continue, ACLU of Puerto Rico Executive Di rector Annette Martínez Orabona announced.

“We welcome the fact that Inocencia can remain free, alongside her family and community,” Martínez Orabona said in a written statement. “However, this victory does

not erase the injustice of her detention, nor does it make a $5,000 bail amount reasonable. Inocencia poses no flight risk and should never have been detained in the first place. Imposing a financial burden on her to retain a freedom that the government illegally stripped away only prolongs the harm and unfairly punishes both her and her family.”

Martínez Orabona criticized the federal judge’s decision to set bail at that amount, noting that a lower figure could have been imposed.

“The fact that Inocencia is regaining her freedom today demonstrates the impor tance of challenging government abuses and demanding that the courts fulfill their respon sibility to protect fundamental rights,” stated attorney María “Charito” del Rosario García, Inocencia’s immigration lawyer and director of the Immigration Clinic at the University of Puerto Rico School of Law. “However, we cannot normalize a situation where a person

who has been illegally detained must post thousands of dollars in bail to return home.”

“The government must be held ac countable for the illegality of this detention and for the way its officials ignored evidence contained in their own files,” added ACLU of Puerto Rico Legal Director Fermín Arraiza Navas.

Rodríguez was arrested on Friday, July 10 during a vehicle operation at an access checkpoint in Guaynabo.

Fiscal board flags executive orders involving Emergency Reserve Funds

The Financial Oversight and Management Board has informed Gov. Jenniffer González Colón that it has concerns with three executive orders issued recently because of the intended use of Emergency Reserve Funds.

In a letter sent Monday, the oversight board confirmed it had reviewed Executive Orders 2026‑027, 2026‑032 and 2026‑033, which declare separate states of emergen cy related to coastal erosion, water service interruptions, and forest fires across multiple municipalities. While the board did not block the measures, it warned that the government must adhere strictly to the rules governing emergency funding.

Executive Order 2026‑027 declares an emergency due to severe coastal erosion in Parcelas Suárez in Loíza and elsewhere along Puerto Rico’s northern coast. The oversight board cautioned that Emergency Reserve Funds should be used only for post‑disaster response such as shoreline stabilization or debris removal and only when a disaster has been declared and federal funds are unavailable.

Preventive or recurring erosion management, the board emphasized, must be financed through recurring or special ly designated sources. It urged island agencies, including the Department of Natural and Environmental Resources and the Office of Management and Budget, to incorporate long‑term erosion mitigation into the government’s Capital

Plan and multi‑year financial planning.

Executive Order 2026‑032 declares an emergency in Río Grande and Canóvanas due to programmed interrup tions in drinking water service and authorizes activation of the Puerto Rico National Guard to support the Puerto Rico Aqueduct and Sewer Authority (PRASA).

The oversight board noted that the Emergency Reserve

is intended for extraordinary events natural disasters or other uncontrollable situations not operational issues. While drought‑related shortages may qualify, interruptions caused by PRASA’s repair work do not meet the criteria. PRASA, the board said, must identify recurring or designated funding sources instead of relying on emergency reserves.

Executive Order 2026‑033 declares an emergency in Carolina, Río Grande, Loíza and Canóvanas due to forest fires and authorizes National Guard support for the Firefighters Bureau. The board indicated that if the fires constitute a certified emergency beyond the government’s budget capacity, the use of Emergency Reserve Funds may be permissible.

The oversight board reiterated that the government must request authorization before using Emergency Reserve Funds, as required by the Certified Second Revised 2024 Fiscal Plan. Any funds disbursed must be replenished no later than the following fiscal year.

It also reminded the governor that all executive orders must be submitted for review prior to issuance, as mandat ed by the Puerto Oversight, Management and Economic Stability Act, commonly known as PROMESA. Any material changes to the orders must be resubmitted for approval.

The letter, signed by Executive Director Robert F. Mujica Jr., notes that the oversight board may provide additional observations as new information becomes available and may refer matters to relevant authorities if warranted.

Island’s labor participation rate rises

Slight uptick in unemployment rate largely tied to seasonal factors, labor secretary says

Puerto Rico’s labor market continued to strengthen in June, with the island’s labor force participation rate climbing to 45.2%, according to the latest Household Survey and Nonfarm Payroll Employment Report from the Department of Labor and Human Resources (DTRH by its initials in Spanish).

The figure marks a 0.9‑point increase from May and a 0.5‑point rise compared with June 2025.

The labor force reached 1,236,000 people, an increase of 4,000 from the previous month and 3,000 more than a year earlier. Meanwhile, the number of employed individuals was estimated at 1,164,000, reflecting a month‑to‑month gain of 1,000.

DTRH Secretary María del Pilar Vélez Casanova noted that a slight uptick in the unemployment rate is largely tied to seasonal factors. The seasonally adjusted unemployment rate stood at 5.8%, two‑tenths of a point higher than in May.

“More young people between the ages of 16 and 34 entered the labor force in June,” Vélez Casanova said. “The variation we’re seeing aligns with normal month‑to‑month movements and reflects seasonal dynamics typical of this time of year. Even so, the indicators show a broader labor force and greater participa tion, which is a positive sign for the economy and demonstrates the progress made under Governor Jenniffer González Colón’s public‑policy efforts to encourage workforce participation.”

She added that seasonal patterns such as academic schedules, temporary hiring, and shifts in employment across industries often influence labor indicators during specific periods of the year.

“What matters most is that more people are participating in the labor market and the workforce continues to grow,” Vélez Casanova said. “These are positive indicators that show confidence in the economy and in the employment opportunities available in Puerto Rico.”

Seasonally adjusted nonfarm payroll employment reached 955,000 jobs in June, an increase of 2,500 compared with May and 1,000 more than in June 2025.

Compared with June 2025, payroll employment rose by 1,000 jobs. Year‑over‑year gains were seen in recreation and ac commodation (+5,800); education and health services (+1,300); finance (+500); and mining, logging and construction (+100). Declines occurred in government (‑4,000); professional and busi ness services (‑1,600); information (‑500); other services (‑400); manufacturing (‑100); and trade, transportation and utilities (‑100).

Pentagon identifies two US troops killed in Jordan

One soldier finished high school in Texas last year and joined the Army right after graduation. Another lived in Hawaii and served as an air defense artillery officer. Both were mourned on Monday when the Pentagon released their names as the latest U.S. casualties in the war with Iran.

Those soldiers, Pvt. Isabella Gonzales, 19, of Carrollton, Texas, and 1st Lt. Tyler James Feehan, 25, of Ewa Beach, Hawaii, were killed in action after an Iranian attack in Jordan, Pentagon officials said in a statement.

Feehan was killed on Saturday and Gonzales on Friday, the statement said.

The deaths came during a week of spiraling attacks between U.S. and Iranian forces in the Persian Gulf. American forces launched a new round of attacks in Iran on Sunday, according to U.S. Central Command.

Tensions around the Persian Gulf and the Strait of Hormuz have worsened since the collapse of a ceasefire agreement reached by Iran and the United States last month.

Until last week, more than three months had passed since a U.S. service member was known to have been killed by enemy action.

Feehan was assigned to the 32nd Army Air Missile Defense Command in Fort Bragg, North Carolina, and Gonzales was assigned to the 10th Army Air Missile Defense Command in Ansbach, Germany. Both worked in air defense artillery.

The Pentagon on Tuesday released the name of a U.S. soldier killed during the disposal of an Iranian drone in northern Iraq. Sgt. Michael Emmanuel Swinton, 30, of Fayetteville, North Carolina, died Saturday during a controlled detonation at Irbil Air Base. The incident is under investigation, the Pentagon said.

There have now been 17 American military personnel killed since the United States and Israel launched attacks on Iran on Feb. 28.

On Monday morning, at a tidy brick home in the Dallas suburb of Carrollton where Gonzales grew up, her mother answered the door in tears. She was glad her daughter’s name had been made public, she said, but she was not ready to talk about her yet.

An American flag hung from the front of the home. A few other people arrived to be with the family, including several children. “She was a soldier,” Gonzales’ uncle, Ricardo Moniz, said, before returning inside. “We’re going to remember her like that.”

Her military occupation, the Pentagon said, was air and missile defense crew member. Those teams work with surfaceto-air weapons systems to defend against cruise missiles and other threats, the Army says.

Gonzales finished high school — at Hebron High in Carrollton — just over a year ago and joined the Army after

graduation. Of the casualties identified by the Pentagon since the war began, she is the youngest service member to be killed. “Her decision to serve after graduation speaks volumes of her character,” a spokesperson for the Lewisville Independent School District said in a statement.

Pfc. Galilea Esquivel, who was a roommate of Gonzales’ at Fort Sill, Oklahoma, said they had bonded over their shared love of music, particularly reggaeton and cumbia.

“She was always dancing,” Esquivel said. “All the time. Especially if I woke up and I was in a bad mood, she would start dancing.”

She added that Gonzales also loved to eat — especially hot Cheetos — and was often on the phone with her mother. “Her mom was like her best friend,” Esquivel said, “and she did everything for her.”

The Army said in a statement on Monday that Feehan would receive the Bronze Star, the Purple Heart and the Combat Action Badge, and that he would be posthumously promoted to captain.

The Army describes his role, air defense artillery officer, as someone who leads troops involved with communication equipment systems and radars that protect military personnel from aerial attacks and surveillance.

Brig. Gen. John Dawber, who leads the 32nd Army Air and Missile Defense Command, said Feehan’s “unwavering dedication to our mission, our values and the air defenders he led will leave an enduring legacy.”

As a child, Feehan occasionally lived with his grandparents in Marietta, Georgia, across the street from Kevin Douglas, a childhood friend who was homeschooled. Feehan helped a young Douglas break into the grade-school social scene, Douglas said.

When they were boys, Feehan showed Douglas how to play poker and introduced him to the wonders of a slumber

party. And Feehan’s grandfather taught them croquet.

Even at an early age, everybody knew Feehan would join the military, Douglas said. His father and grandfather both served, “and it seemed like he really looked up to his dad and wanted to be like him,” Douglas said. “They even looked alike; Tyler always cut his hair short like his dad’s.”

That budding interest in military service showed when the boys were playing video games, like Call of Duty, Douglas said. They played on the Nintendo Wii, which had a controller shaped like a submachine gun. “He would hold the gun attachment and say, ‘I’m going to grow up and do this.’”

Feehan was known among friends for his charisma, leadership and competitiveness.

Douglas hadn’t seen Feehan in years, but he thinks about him often — more so now that he’s lost his friend.

“He really was the first person to get me out of my shell, and that’s something I’ll never forget.”

Feehan had graduated from Southern Utah University and was just weeks away from earning a Master of Business Administration degree from the school, the university said in an email sent to current students, staff and faculty and obtained by The New York Times on Monday.

“Our hearts are with his family, fellow service members, classmates, and all who knew and loved Tyler as we mourn this profound loss together,” Mindy Benson, the university president, wrote in the email. Feehan’s degree will be awarded posthumously and the university plans to honor him in several ways, the email said.

Nick Phillips, an Army first lieutenant, was in the university’s Reserve Officers’ Training Corps program with Feehan and described him as soft-spoken and always willing to help.

“He would always focus on others than himself,” Phillips said.

Sen. Mazie Hirono of Hawaii said in a statement that “my thoughts and aloha are with 1st Lt Feehan’s family, and the families of all the brave service members killed and injured in this war.”

Defense Secretary Pete Hegseth said on social media on Saturday that the loss of the two U.S. soldiers would stiffen American resolve. Efforts to reach relatives of both service members were unsuccessful.

Judge tosses Justice Department challenge to Minnesota immigration laws

Before the Trump administration sent thousands of immigration agents to Minnesota last year, it sued over rules that strictly limit cooperation with federal authorities seeking to deport people.

The prohibitions included limits on police asking about immigration status and bans on coordinating with Immigration and Customs Enforcement.

Earlier this week, a judge nominated by President Donald Trump sided with the state, throwing the case out of court. The judge, Eric C. Tostrud of the U.S. District Court in Minnesota, said the state and local laws challenged by the administration did not impinge on federal authority, as the Justice Department had argued.

“They do not command the federal government or its contractors to act,” wrote Tostrud. “They do not forbid the federal government or its contractors from acting. They do not control how the federal government or its contractors undertake their work. Rather, they regulate how state and local officials perform their duties.”

Justice Department officials did not immediately respond to a request for comment. The Trump administration has filed similar lawsuits against other Democratic-led jurisdictions across the country. A case against Illinois officials was dismissed last year.

The administration announced the Minnesota lawsuit in September, and its arguments signaled the rationale it later used for flooding the Minneapolis area with immigration agents.

“The challenged laws are not a mere passive effort to avoid providing state resources to federal officials but rather are an active and deliberate effort to obstruct federal immigration enforcement,” the Justice Department wrote in the lawsuit, which asked a judge to declare several state and local policies unconstitutional.

In addition to the state government, the Trump administration sued Minneapolis, St. Paul and Hennepin County over policies that limit or bar officials from assisting with

civil immigration enforcement.

Minnesota officials said the policies aligned with residents’ values and made people who lack permanent legal status feel safe to cooperate with police. The rules, they argued, did not obstruct federal law, but instead left immigration enforcement in the federal domain.

“To fight crime effectively, the police must have open lines of communication with all St. Paul communities, including undocumented residents,” lawyers for the city said in their response to the lawsuit.

Federal officials opposed several state and local laws, including measures in Minneapolis and St. Paul that restrict police officers from asking about a person’s immigration status, as well as the Hennepin County sheriff’s policy of not coordinating with Immigration and Customs Enforcement. The Trump administration also sought to invalidate a legal opinion from Minnesota’s attorney general that said county jails cannot hold people wanted by immigration officials longer than they would otherwise be in custody.

In late 2025 and early 2026, federal agents descended on Minnesota, where they made thousands of arrests and clashed repeatedly with residents. They shot three people.

During that deportation campaign in the state, the president and his allies repeatedly accused Minnesota Democrats of subverting federal authority by not cooperating more with immigration agents. Minnesota officials described the crackdown as a form of political punishment, and filed a lawsuit claiming that the campaign had violated state sovereignty.

Tropical Storm Bertha forms near the Gulf Coast

Tropical Storm Bertha formed in the Gulf of Mexico on Monday evening, and forecasters warned that the system was likely to bring heavy rain to states throughout the region this week.

Tropical storm watches were in effect along the Gulf Coast as the system churned nearby.

Forecasters said the storm was expected to continue moving slowly toward the northwest over the next day or two, before gradually turning west. The center of the system could then move near or along the northern Gulf Coast over the next several days.

Tropical Storm Bertha is the second of this year’s Atlantic hurricane season. A storm gets a name when wind speeds reach 39 mph. It becomes a hurricane if it reaches 74 mph.

The season started June 1 and runs through Nov. 30 and was predicted to have fewer storms than in recent years, ac-

cording to the National Oceanic and Atmospheric Administration last month. This year’s only other named storm, Tropical Storm Arthur, dumped heavy rain along the western side of the Gulf Coast last month.

A tropical storm watch was in effect for most of the Gulf Coast from the Florida Panhandle to eastern Louisiana.

Forecasters said additional watches or warnings may be issued over the next day or two, as the system develops and its path becomes more certain. Strong winds were anticipated in the watch areas by late Monday, if the system continues to strengthen as expected.

Storm surge is also a risk along parts of the Gulf Coast, especially if the peak surge arrives at the same time as high tide. A storm surge watch was issued from the Alabama and Florida border west to the mouth of the Mississippi River in Louisiana. Water levels could rise between 2 and 4 feet above ground from the mouth of the Mississippi River to the Alabama and Florida border, while 1 to 3 feet of storm surge is forecast

from Morgan City, Louisiana, to the mouth of the Mississippi River, around Lake Pontchartrain, and along parts of the Florida Gulf Coast, from Indian Pass south to the Chassahowitzka River.

Heavy rainfall is also expected to be a hazard. Through Friday, much of the eastern and central Gulf Coast — including western Florida to the middle Texas coast, including southern parts of Alabama, Mississippi and Louisiana — could receive between 2 and 4 inches of rainfall. Some isolated locations could receive up to 8 inches. The heavy rainfall could lead to flash flooding, especially in urban areas.

Swells generated by the tropical depression are already affecting parts of Florida’s Gulf Coast and are expected to spread westward along the Gulf Coast during the week. These waves could create dangerous surf and life-threatening rip currents, forecasters said.

Forecasters said there was also the threat of one or two tornadoes Monday, across Florida’s Big Bend region, as the system moves through the Gulf of Mexico.

China’s AI play is different from America’s

Early in the Cold War, even as the United States and the Soviet Union engaged in a relentless nuclear arms race, they treated nuclear technology as a tool of soft power and diplomacy — something to share and export, a seal on alliances and a token of friendship.

Thus Dwight Eisenhower’s America launched the Atoms for Peace program, which helped build civilian nuclear programs around the world, in the same year that it executed Julius and Ethel Rosenberg for giving the Soviets our atomic secrets. The Soviet Union likewise exported forms of nuclear power to Eastern Bloc nations and Mao Zedong’s China. In each case, the broad goal was to spread the tech while maintaining control over the weapons, taking very different approaches to the two forms of nuclear strength.

This history suggests a framework for understanding the difference between the American and Chinese approaches to artificial intelligence. The United States is behaving as if frontier AI models could be the equivalent of nuclear weapons, offering an immensely destructive form of power that requires a careful and jealous watch. American AI tycoons constantly talk as if they were engaged in an Oppenheimer-style race (complete with Oppenheimerstyle moral hand-wringing), the American military-

industrial complex is intent on keeping China from closing the current AI gap, and both industry and government increasingly treat frontier models as grave security threats.

Meanwhile, China treats the models that its companies produce as the equivalent of nuclear energy, a lower-risk technology to be shared and commercialized to win friends and influence the world and undermine the advantages of the American AI giants. There is some Chinese lip service to risk and safety, but little sense that this is a unique power to be hoarded, a geopolitical trump card or a weapon with existential stakes.

For a while (well, for a few months, but that’s an eternity in AI time), I’ve wondered about the sincerity of the Chinese position. Since its companies and models have consistently lagged behind Anthropic and OpenAI, China has obvious incentives to use open source to undermine Silicon Valley’s profits and reach, all while letting Washington worry about the risks that the most cutting-edge models may create. Were China to suddenly surpass us, I’ve speculated, the incentives might change, and it might start trying to lock down and weaponize its best models, treat them as state secrets and sovereign goods.

We do not yet have a Chinese model that surpasses our own, but this past week brought a model that may come close, Kimi K3 from the Chinese company Moonshot AI. And so far Beijing is treating Kimi K3 like all its prior models: It’s going to be open source for maximum adoption, without any American-style fretting over risks and guardrails and export controls.

This decision should make us a little more confident that Beijing’s overall approach is sincere. It suggests that the Chinese don’t just reject the utopian and dystopian scenarios common in Silicon Valley, where past some threshold the power of artificial intelligence totally remakes the world. They may not even be especially “risk-pilled,” in the sense of worrying about the kinds of perils that today’s AI models might already create — through the power to hack and bring down complex systems, the power to help terrorists create bioweapons, the uncertain risks of rogue AI behavior and more.

American AI companies and the national security state seem to assume that we’re already at a point where you simply can’t let the world use the best AI models without controls and guardrails any more than you’d ship atomic bombs or ICBMs to random homes or private companies. Whereas the Chinese are willing to shrug and push the envelope and let America fret about safety and sovereignty, on the assumption that AI is a normal technology and the

safety concerns will get figured out along the way. Or to return to a more cynical reading, maybe they’re making a double bet. If AI creates only modest risks and isn’t actually some kind of strategic superpower, their open-source models are the best way to undermine the American advantage and make the world like China more than us. Alternatively, if we do get some kind AI Chernobyl from someone misusing a Chinese model — well, the repercussions and backlash will still probably hurt U.S. companies the most, because the American public is already skeptical of AI and primed for data center moratoria.

I’m not sure where this leaves the AI safety movement, which is responsible for a lot of that proregulatory priming. The cause of AI safety has advanced along several lines in the United States, benefiting from the progressive left’s hostility to Silicon Valley, the Pentagon’s anxiety about the power of privately controlled models and the AI industry’s internal doomer culture.

But it avails the would-be regulators nothing to slow American progress if China believes it’s playing a completely different game.

“Igualmente, debemos aclarar que las posibles actuaciones aisladas de un empleado no representan al Departamento de la Familia, no reflejan el compromiso de la inmensa mayoría de nuestros servidores públicos, quienes diariamente cumplen su deber con integridad, profesionalismo y profundo sentido de servicio. No permitiremos que esa posible conducta de unos pocos empañe la labor ejemplar que realizan cientos de empleados comprometidos con proteger a nuestras familias y, particularmente, a nuestros adultos mayores”, expresó Roig Fuertes en declaraciones escritas.

El Departamento informó que continuará con la modernización de sus procesos de fiscalización, la capacitación del personal y el fortalecimiento de la supervisión en el Área de Licenciamiento.

Cinephiles took their own odysseys to watch ‘The Odyssey’

Even before buying his movie tickets for the opening weekend of “The Odyssey,” Christopher Nolan’s long-awaited epic, Zach Weible reserved his hotel room.

He could have driven just over an hour to catch an IMAX screening in Orlando. But instead, he took a car, bus and train nearly 300 miles through Florida from Ocala to Fort Lauderdale to watch the film twice in IMAX 70 mm, which he called “cinema in its purest form.”

Weible did not encounter a furious Cyclops or narcotic lotus plant on his journey, but he did travel to great lengths to see the movie. And just to see it. Weible is deaf, and IMAX 70 mm does not support modern closed captioning systems.

“It’s a trade-off I’m willing to accept,” Weible said in an interview over Google Chat. “The visual experience is too great to miss out on.”

Many cinephiles made their own odysseys to view Nolan’s take on the ancient story about the Greek king Odysseus’ yearslong journey back to his throne, a spectacle with the hype of being a modern “Ben-Hur” or “Lawrence of Arabia.” They traveled on busy thoroughfares and across international borders to reach the 41 theaters worldwide that can screen “The Odyssey” in the director’s preferred format.

“The Odyssey,” the first feature film to be shot entirely on IMAX cameras, can be viewed in nearly 1,900 large-screen IMAX theaters globally. It is the much rarer IMAX 70 mm version, which uses film instead of digital projection, that Nolan fans said they just could not miss.

“We are dedicated and willing to go through such lengths,” Weible said, be-

cause “we are confident in this man’s track record in delivering an unforgettable experience.”

Nolan won his first Oscars for the 2023 biopic “Oppenheimer,” about the scientist behind the atomic bomb, and has been entertaining audiences for decades with temporal-bending films like “Memento,” “Inception” and “Interstellar.” He has also amassed a legion of fans who cannot get enough of his analog inclinations.

To see “The Odyssey” as big as possible as soon as possible, several pulled out their passports.

Aldo Ruggiero flew from Italy to catch a screening at the British Film Institute’s IMAX theater in London. To his mother’s bafflement, Nickolas Hogan and a group of his friends drove 12 hours from Brookings, South Dakota, to see the movie in Regina, Saskatchewan. David Erazo, who plans his trips to the United States around movie releases, took a plane from Honduras to Florida.

And for the second time to see a Nolan film, Daniel Reveles drove from just outside Seattle to Langley, British Columbia.

When he made the trip three summers ago for “Oppenheimer,” Reveles was stopped by a Canadian border agent who could not comprehend why he was not seeing the movie in Seattle.

“It was definitely a moment where I questioned my sanity,” Reveles said.

Before Nolan popularized the use of IMAX cameras to record blockbuster action sequences, they were primarily used for nature and space documentaries. The ultrahigh-resolution footage transported viewers atop Mount Everest and into NASA space shuttles. But the cameras were thought to be too heavy, loud and expensive to use on a standard Hollywood movie set.

For “The Odyssey,” Nolan challenged IMAX to solve two of those problems: The quieter, lighter Keighley camera was born.

But although it is now easier to make a movie in IMAX 70 mm, actually viewing it in that format remains challenging. Like the archipelago of islands visited by Odysseus, the 25 compatible theaters in the United States are often separated by vast expanses.

There are eight IMAX 70 mm venues in California, but 36 states do not have any at all. The closest option for an “Odyssey” fan in Kansas City, Missouri, is a seven-hour drive to Indianapolis or Woodridge, Illinois.

Someone in Roanoke, Virginia, must flip a coin between Chattanooga, Tennessee, and King of Prussia, Pennsylvania.

As “The Odyssey” sells out IMAX 70 mm theaters nationwide, fans are hoping that a renaissance is imminent. In preparation for the movie, Cinemark added the bulky film projection systems to three of its theaters.

In June, Kinepolis Brussels announced one such upgrade that led Deniz Cansi to cancel his plan to fly from Copenhagen, Denmark, to London and drive 11 hours to Belgium instead. A fervent collector of 35 mm film trailers and Blu-ray discs, Cansi said he did not care what it would cost to see “The Odyssey” in IMAX 70 mm.

Sergio Estrada drove with his three children from their home in El Paso, Texas, to see “The Odyssey” in Tempe, Arizona. The six-hour drive was nothing, he said, as sheer anticipation granted him a patience rivaling Penelope’s.

Estrada said he felt as awestruck seeing Nolan’s earlier movies as he did upon his first exposure to classical European sculpture as a teenager.

“The muscle or the rolls in somebody’s stomach, or the folds in their hands, just looked so real,” he said. It is the same with IMAX 70 mm.

Estrada and his fellow enthusiasts said that premium formats offered theaters an edge in the competition with streaming. At home, siren sounds beckoned: a buzzing phone, a purring cat, chatty roommates.

Before he headed back to Ocala, Weible stopped in Orlando for his third screening of “The Odyssey” — this time, with closed captions. With home finally on the horizon, he hoped that the next time Nolan released a movie, he would not have to journey so far.

Developed market debt to hit record

Government debt across ⁠developed ⁠economies is set to climb ⁠to a record $75.8 trillion by the end of 2026 as countries struggle with persistent budget deficits, geopolitical tensions and rising spending demands, Fitch Ratings said on Tuesday.

The ratings agency said debt in developed markets would increase by $4.2 trillion this year alone, taking the total to the ⁠equivalent of ⁠104% of gross domestic product, up sharply from $26 trillion, or 68% of GDP, two decades ago.

Fitch expects the 10 largest developed economies to account for $69 trillion of that total, equivalent to 114.5% of GDP, highlighting the outsized role of the United States and several other large borrowers in driving global debt accumulation.

The agency forecast the U.S. would record ⁠the ⁠largest government budget deficit among ⁠major developed economies this year at 7.8% of GDP, or roughly $2.5 trillion. France is expected to post a deficit of 5% ⁠of GDP, followed by Britain at 4.8%, Germany at 3.7% and Japan at 3.1%.

It warned a series of shocks, including the global financial crisis, the euro zone debt crisis, the COVID-19 pandemic, Russia’s invasion of Ukraine and the ongoing U.S.-Iran conflict, had all contributed to ⁠a long-term ratcheting up of debt.

Governments are also facing growing structural spending pressures ⁠linked to defence, ageing populations, climate change adaptation and higher interest costs. Fitch estimated European defence spending could rise by an average 0.6% of GDP between 2025 and 2029.

Higher debt levels are also increasing market risks. Although 10-year government bond yields in major markets have eased slightly since peaking during the U.S.-Iran conflict, they remain about 51 basis points above pre-war levels.

Looking further ahead, the U.S. debt-to-GDP ratio is projected to climb to 131.5% by 2030 from around 120% ⁠in 2026, while Japan’s ratio is forecast to dip slightly, although it will remain the highest in the group at nearly 192%.

Artificial intelligence could boost growth and improve debt sustainability, especially in the U.S., Fitch said. However, it could also lead to higher unemployment and social outlays and also lower tax revenues.

Global stock markets may just be weary of ⁠the back-andforth in the Middle East, but they latched onto a sliver of hope in the still-raging U.S.-Iran conflict overnight. Reports of some mediation efforts sent Brent crude prices back below $90 per barrel, even as renewed fighting continued into its 10th day and the conflict risked spreading.

Otherwise the focus this morning was Donald Trump’s new tariff ⁠salvo against Canada and new British Prime Minister Andy Burnham’s surprise pick for finance minister. Trump reopened regional trade wars by saying he would apply 50% tariffs against some $20 billion of Canadian imports next month, goods such as wine, cement and clothes that account for some 5% of Canadian exports south of the border. Canadian PM Mark Carney said he would double down on negotiations to resolve the issue.

Houthi threat adds to fears of wider war and economic upheaval

The United States and Iran pressed on with their daily strikes amid the first indications that a blockade of Saudi shipping announced by the Houthis, the Iranian-backed militants in Yemen, was affecting global oil supplies already strained by the standoff over the Strait of Hormuz.

The Houthis had yet to enforce their threat by firing on passing ships at the southern passage in and out of the Red Sea, as they have done in the past, but two oil tankers in that sea made U-turns, heading north instead, toward the Suez Canal, according to Kpler, a maritime intelligence firm.

Defense Secretary Pete Hegseth, under questioning during a congressional budget hearing, said the Pentagon’s latest estimate of the cost of the war against Iran was $37.5 billion. That is in line with some independent assessments of direct expenses, but experts say indirect costs such as higher fuel prices caused by standoffs like those in the strait — and now potentially the Red Sea — have made the total much greater.

The Houthis’ announcement Monday added to fears of a wider regional war amid turmoil in global energy markets that have been rocked for months by danger in the Strait of Hormuz, the portal to the Persian Gulf. The price of Brent crude, the international benchmark, surpassed $90 a barrel Tuesday, nearing its highest level in the past month.

President Donald Trump, speaking to reporters at the White House on Tuesday, said that if the Houthis follow through on their threat, the United States would strike them as it did when they had targeted ships during the Israel-Hamas war. “If something like that happens, we take care of it,” Trump said. “You know, we’ve done that with the Houthis before and we haven’t heard from them in a while.”

He also vowed to keep striking Iran, particularly an underground nuclear complex known as Pickaxe Mountain. “We’ll be hitting that area very, probably pretty soon, and there’s not a

thing they can do about it,” he said.

Saudi Arabia has been able to shift some of its oil and gas shipments from the Persian Gulf to the Red Sea, evading Iranian threats in the Strait of Hormuz. The Houthis’ move seems primarily geared toward curtailing the kingdom’s alternative route.

U.S. forces have launched 10 straight night of attacks on Iran. U.S. Central Command, which oversees Middle East operations, said Tuesday that the targets included military command centers, as well as missile and drone launch sites.

And Iran said it had launched new strikes on Kuwait, Bahrain and Jordan, countries in the region that host U.S. military

bases. The Kuwaiti government accused Iran of again targeting the country’s critical infrastructure by hitting power plants and water desalination plants the previous day.

The latest exchanges of fire have killed at least three U.S. soldiers, as Iran has stepped up its attacks and broadened the range of its targets. On Tuesday, the Pentagon identified the service member who was killed by flying debris Sunday during a controlled detonation of an Iranian drone at Irbil Air Base in Iraq as Sgt. Michael Emmanuel Swinton, 30, of Fayetteville, North Carolina.

The hostilities have escalated over the past week, with only muted signs of the United States and Iran resuming diplomatic efforts to end the war. On Tuesday, Iran’s interior minister met with Pakistan’s prime minister and army chief in Islamabad. Pakistan has been brokering negotiations between the United States and Iran.

Here’s what else we’re covering:

— U.S. injuries: The U.S. military said Monday that the number of American service members wounded in the war in the past two weeks had risen to nearly 100, after not disclosing casualty numbers since the resumption of fighting. The “vast majority” of those injuries, it said, were “mild concussions.”

— Iranian attacks: Suspected Iranian strikes have targeted U.S. military installations and other facilities in at least four countries since July 7, according to satellite imagery and videos verified by The New York Times.

— Lebanon plan: Trump met President Joseph Aoun of Lebanon at the White House on Tuesday. The Lebanese army deployed Tuesday in a village in southern Lebanon after Israeli forces withdrew from it, signifying the first step in a phased U.S.-backed plan to end the conflict. It did not go smoothly: The Lebanese military said Israeli forces had opened fire nearby. The Israeli military said its soldiers had fired warning shots in the air after Lebanese forces entered an area outside the socalled pilot zone.

Zelenskyy dismisses Ukraine’s top general

Ukrainian President Volodymyr Zelenskyy removed his top general on Tuesday amid swelling public protests and growing concerns that the national unity that had helped the country survive nearly five years of war was in danger of fracturing.

The dismissal of Gen. Oleksandr Syrskyi was a major reversal for Zelenskyy, who just days earlier sided with the general and fired Ukraine’s defense minister, Mykhailo Fedorov.

Thousands of people had joined mass demonstrations to pressure Zelenskyy to change course and reaffirm Fedorov’s vision of warfare as increasingly dominated by

drones and robots. As he championed a military overhaul that leaned into high-tech innovation, Fedorov, 35, emerged as a symbol of hope to many Ukrainians, particularly young people.

Fedorov’s dismissal after only six months in the job came as Ukraine seemed to finally have regained the initiative in the war, in large part through the increasingly effective use of long- and medium-range drones to strike targets in Russia and Crimea.

Zelenskyy said that he had been forced to choose between the two men as the differences between their camps had become impossible to resolve.

Ultimately, as the protests grew, it became

clear that the rift extended far beyond a clash of personalities. For many Ukrainians, Fedorov embodied a modern, tech-driven path to victory that might spare lives, while Syrskyi had come to represent the darkest, most punishing realities of a war fought through sheer attrition.

While Syrskyi, 60, was praised for his role in the defense of Kyiv and a counteroffensive in Kharkiv in September 2022, his tenure after his appointment as commander in chief of the armed forces in February 2024 faced scrutiny.

Like many senior Ukrainian commanders, Syrskyi was trained in the Soviet military system, in which personal loyalty was frequently valued over tactical innovation. Critics described him as rigid and out of touch, and he

never won widespread public admiration.

During the prolonged and bloody 2023 battle of Bakhmut, Syrskyi earned the nickname “the Butcher” for his perceived tolerance of high casualties for limited tactical gains. It was a narrative he disputed, saying that preserving soldiers’ lives was his top priority.

Criticism of Syrskyi erupted almost immediately after Fedorov was fired. Veterans, analysts and active-duty soldiers accused Syrskyi of blocking initiatives to adapt to a rapidly changing battlefield. Protesters took to the streets with signs bearing variations of “Fedorov is innovation, old grandpas are degeneration.”

Nicaraguan leader says he plans to abolish elections

President Daniel Ortega of Nicaragua said on Sunday that he would abolish his nation’s elections, a blatant move to further strengthen his and his wife’s authoritarian grip on the nation of 7 million.

“There will never be elections here again,” Ortega, 80, said at a government rally marking the 47th anniversary of his leftist movement’s revolution, to a smattering of applause. He then accused his opponents of trying to use elections “to seize the government, to seize power.”

The pronouncement was an explicit end to any pretense that Nicaragua still had a democracy.

Ortega and his wife and co-president, Rosario Murillo, have exerted complete control over the Central American nation for years. Their government has rigged elections; dismantled institutions; killed protesters; targeted dissidents; and jailed critics, journalists, religious figures, opposition politicians and even longtime loyalists, according to human-rights groups and the United Nations.

Nicaragua had been expected to hold a presidential vote next year, a year later than promised after the nation’s Congress, which is controlled by Ortega and Murillo, extended the co-presidents’ term, but that is now in doubt.

“Ortega buried Nicaraguan democracy a long time ago,” said Félix Maradiaga, a former 2021 presidential candidate who was arrested by the Ortega-Murillo government, forced out of the race and then exiled to the United States in 2023. “This is simply a statement that unequivocally shows how the mask of a certain legality he had been trying to wear has fallen off.”

Maradiaga said the international community should no longer hope that change in Nicaragua could come through elections. He said he believed that the Ortega-Murillo government may still hold an “electoral charade” with other allied political parties.

“As long as Daniel Ortega controls the Nicaraguan state, Nicaragua cannot have free elections,” said Maradiaga, who runs an opposition party called Path to Change that includes exiles abroad but also operates in secret in Nicaragua.

International groups, in addition to the United

States and the European Union, widely described the last general election, in 2021, as a farce after the government detained would-be candidates and repressed any dissent. Ortega’s government said he won 76% of the vote.

Ortega, a former guerrilla fighter, has led Nicaragua for roughly 30 years, including during the 1980s after his leftist coalition, known as the Sandinistas, led a revolution and took control from a dictatorship.

He lost elections in the 1990s, but then was reelected in 2007 and has held power since. After widespread protests challenged his government in 2018, he has become increasingly authoritarian, acting to crush any dissent and effectively banning opposition parties.

Ortega’s speech Sunday was also a rare public appearance for the leader. He has largely disappeared from sight in recent years, going months at times without showing his face.

His wife has become the face of the government after Nicaragua’s Congress amended the constitution last year, making her co-president and solidifying their power over the nation’s institutions, including the military and courts.

Ortega appeared frail Sunday, speaking slowly and sitting down for most of the event. He repeated many of his frequent talking points, criticizing opponents of his government as U.S.-sponsored agents. He said that his government would pass new laws “that put up a wall, a blockade against the coup plotters, against the sellouts.”

Since President Nicolás Maduro of Venezuela was captured by U.S. forces in January and the Trump administration has increased pressure on Cuba — two Latin American countries allied with Nicaragua — experts have said that the Ortega-Murillo government has been operating with heightened paranoia. Maradiaga, the former candidate, said Ortega’s latest threats were “not words of strength, but words of fear.”

Despite Ortega’s controlling Nicaragua’s branches of government and the electoral process, Maradiaga said, Ortega still had “great fear that he hasn’t managed to completely dismantle the opposition.” And that, Maradiaga said, also included discontent within Ortega’s own party, pointing to arrests of some longtime loyalists last year.

US sought phone records of Times journalists and their relatives

The Trump administration sought the phone records of several New York Times journalists and their relatives — including one reporter’s mother — in its effort to unmask the confidential sources who had provided information for articles about the security capabilities of President Donald Trump’s new Air Force One jet.

The Justice Department told the Times late last week that it had issued subpoenas to third-party phone service providers seeking several journalists’ phone and text messaging records. That effort was in addition to the subpoenas issued July 10 that sought to compel reporters to testify before a federal grand jury.

The government’s actions amount to an extraordinarily aggressive and unorthodox attempt by the Trump administration to unearth the confidential sources of independent journalists whose reporting had angered the president.

The additional subpoenas — which also sought information about calls and messages on the phones of two of the reporters’ spouses — were described in a motion filed Saturday by lawyers for the Times, which is seeking to quash the requests. The motion was unsealed Monday morning by Judge Arun Subramanian of U.S. District Court in New York City.

The White House referred an inquiry to

about the security capabilities of Trump’s new, Qatari-donated Air Force One jet. Trump was enraged by that reporting, and the White House directed the FBI director, Kash Patel, to oversee the investigation.

The president had flown on the Qataribuilt jet to Turkey, touting its gilded interior to reporters, but then departed on the older Air Force One at the urging of the Secret Service. (Asked Sunday about the security issues, Trump said that the new jet would be “maxed out” in “about a month or so.”)

All the subpoenas have been paused until Subramanian rules on the Times’ motion to quash. A hearing is scheduled on the matter for Thursday in New York City.

A spokesperson for the department, Kiersten Pels, said in a statement, “Any subpoena issued by the Department of Justice is done so in full compliance with federal law and internal department policy.”

A spokesperson for the Times declined to comment beyond the motion filed by its lawyers.

In its motion Saturday, the Times said that the Justice Department had violated its own guidelines for media subpoenas when it waited a week to notify the Times about the phone record requests, calling the delay “deeply concerning.”

The news outlet also laid out a series of events that it said amounted to a “bad-faith effort to intimidate the journalists and chill their ability to report on the administration.”

The Times said that two of the government’s subpoenas sought phone records dating back to Jan. 1, many months before the Times reported on the Air Force One security concerns. “That time frame strongly suggests that the department is using this investigation

not to focus on any purported concerns arising from the July 8 and 9 articles, but instead to forage for information about the journalists’ source relationships more broadly,” the newspaper wrote.

The Times also raised concerns about the government’s attempt to extract the phone records of its journalists’ relatives. The news outlet said that one reporter’s mother was a mental health professional, and another reporter’s spouse was employed in a senior role at a major law firm.

The Times also wrote that, in one instance, the Justice Department served a subpoena for phone records after the newspaper had already filed a motion to quash the subpoenas that sought reporters’ grand jury testimony. The matter of the grand jury subpoenas had already been assigned to Subramanian. But in that instance, the Justice Department asked a different federal judge to formally prevent one phone company from informing the Times about the record request.

“This sequence of events and the timing of the government’s disclosures are deeply troubling for obvious reasons,” the Times wrote in its motion. “They raise pressing questions about the conduct of this purported national security investigation and confirm the absence of any regularity in the department’s use of the grand jury in this case. They also highlight why this court’s intervention is urgently required.”

BS and Co AI Labs launches SX Consent amid new privacy‑protection law in Puerto Rico

Beniquez Sanchez and Company LLC, operating as BS and Co AI Labs, has announced the launch of SX Consent, a bilingual platform for verified adults designed to bring greater clarity and confidentiality to private invitations.

The rollout comes days after Puerto Rico enacted Law 135-2026, which makes it a felony to threaten the disclosure of intimate photos or videos.

According to the company, SX Consent was developed in response to shifting expectations around privacy, digital identity and personal reputation in social and professional settings. Private dinners, visits, trips, events and other offline interactions increasingly involve sensitive concerns about recordings, devices, social-media exposure and reputational risk.

Public materials on SXConsent.com describe the platform’s core premise: private records require private architecture. SX Consent does not offer public profiles, matching tools, content feeds, user searches or paid-interaction marketplaces. Instead, it centers on private invitations between verified adults and confidentiality agreements tied to specific interactions. The person initiating an invitation must already know the invitee’s email or phone number outside the platform.

At the heart of the service is a one-time confidentiality agreement designed to protect sensitive information before a private meeting. The agreement covers confidentiality, non-disclosure, non-denigration, social-media restrictions, device and recording limitations, and protection of image, likeness and voice. When necessary, related records can later be reviewed by legal advisers if disputes arise

over privacy or confidentiality linked to a specific invitation.

“SX Consent was created because private life also needs structure,” said Samuel Beníquez, co-creator of the platform.

He noted that confidentiality protections have long been associated with celebrities, public figures and VIPs.

“SX Consent brings that same idea into a modern mobile flow for verified adults who want more clarity before private life can become public,” he said.

The company pointed to broader trends in how people vet personal connections. A recent SFGATE report, citing a Zety survey of more than 1,000 U.S. workers, found that one in five respondents had used LinkedIn to research a potential partner, nearly half viewed LinkedIn as more reliable than dating profiles, and 65% believed using LinkedIn for dating

could affect professional reputation.

BS and Co AI Labs said SX Consent aims to address that dynamic by offering a private, invitation-specific structure rather than a public discovery platform. The app includes identity verification, adult-eligibility checks, configuration of private requirements, review of privacy expectations, acceptance of a confidentiality agreement, and preservation of protected metadata.

Co-creator Alexander Sánchez, chief creative officer of BS and Co AI Labs, said the design responds to a practical challenge: providing clarity without increasing exposure.

“SX Consent was designed for verified adults who want more control, more privacy and less ambiguity before a private invitation becomes a public or confusing situation,” he said. “Meeting someone is easy; the real challenge is understanding their intentions.”

Did this World Cup change soccer forever?

The historic 48-team World Cup ended in New Jersey on Sunday with Spain defeating Argentina in the biggest, most lucrative tournament on record.

Yet its ultimate legacy may be defined by a political scandal that shattered FIFA’s claim to neutrality: revelations that a phone call from President Donald Trump to the organization’s president, Gianni Infantino, defied the rules to favor the United States.

The two men were joined at the trophy presentation by Mark Carney and Claudia Sheinbaum, the leaders of Canada and Mexico. But it was Trump who drew the attention, and jeers from the crowd in New Jersey. And it was he who accompanied Infantino to hand the World Cup trophy to Spain’s captain, Rodri.

As the final approached, Trump called this World Cup “one of the all-time greatest sporting events in history.” It will certainly be the most profitable: FIFA, an ostensibly nonprofit organization based in Switzerland, expects to bank at least $13 billion, almost double what it made at the last World Cup.

The bonanza was built on a tournament played in Mexico, Canada and the United States, with 16 additional teams and a level of commercialization that produced record ticket prices for seats in cavernous stadiums.

Even though many fans were priced out of attending, stadiums were largely full as the quadrennial event became the center of the sporting world. Each round also set new viewership records. That was most pronounced in the United States, peaking when 30 million viewers tuned in to watch the U.S. team lose to Belgium in the round of 16 — despite the presidential intervention.

Americans will want to forget that game, and so will FIFA and Infantino. It was the crucible not only for the United States’ exit but also for what many in the sport consider one

games into four quarters. Those breaks gave teams two additional chances to huddle, and also offered broadcasters a large financial windfall. Fox, the tournament’s U.S. broadcaster, capitalized heavily on the new format, recouping at least half of its $475 million rights fee solely from ad sales during those breaks

Across the three host countries, teams ran out to largely full stadiums even as FIFA’s ticketing system angered fans. Airline-style dynamic pricing — now the subject of at least three separate state-level consumer protection investigations — sent prices for individual games spiking to four-figure and sometimes five-figure sums. Tickets for Sunday’s final were selling for up to $100,000.

One fan from Texas, Sergio Arratia, said he had sold his classic Mustang for $20,000 for the chance to see Messi. “I can buy another car but this is a once-in-a-lifetime thing,” he said.

After Trump’s phone call to Infantino, Folarin Balogun, the United States’ star forward, was restored to the team after initially being subject to a mandatory one-game suspension for being ejected from the previous match. FIFA’s efforts to play down events and attribute the decision to what it called an independent committee were met with outrage from the soccer world and beyond.

For a few days, the matter was an international incident, with politicians and other prominent figures voicing their disgust. It also cast a pall over the officiating for the rest of the tournament, particularly in games involving Lionel Messi and Argentina, amid unfounded claims that FIFA had cleared a path for soccer’s biggest star, now 39, to end his World Cup career on the sport’s biggest stage. FIFA’s World Cup was also shaped by the posture of the government of the United States, where most of

the games were held. FIFA said little as one of its designated referees, from Somalia, was denied entry to the United States immediately after arriving in Miami. The referee, Omar Artan, later called the game athe biggest opportunity of his life. American officials linked him to unspecified terrorism ties.

But it was Iran’s World Cup experience that was the most fraught.

For the first time, a World Cup host was engaged in a war with one of the participants, and for Iran’s team, that meant a number of hurdles, including effective exile in Mexico except for the days when its team played its three games in the United States. About a dozen staff officials denied visas were left behind each time the team traveled to a match. The Iranian team members departed furious at the treatment it received, believing their World Cup had been undermined.

“I’m just glad they’re done, and they’re not coming back,” Markwayne Mullin, the Homeland Security secretary said, after Iran was eliminated by the slimmest of margins. “I was so happy when we were able to pull their visas and said they could leave the U.S. soil, and I might’ve sung a song or two or maybe even danced a happy dance.”

Infantino also drew the ire of soccer fans inside and outside the stadiums by instituting hydration breaks that effectively divided

FIFA is hoping its bank balance will be enough to quiet any discord among its 211 member federations. The Balogun case led to rare public rebukes in the cloistered world of global soccer, where most disputes are handled behind closed doors. In the aftermath, European soccer’s governing body said that FIFA had “crossed a red line” by overturning the suspension and that the “certainty of rules is no longer guaranteed by its guardians.”

On the eve of the final, Nathán Goldberg Crenier, the vice president of U.S. Soccer, published a forceful opinion piece in The Guardian titled “Infantino’s Faustian Bargain With Trump Has Stained Football’s Biggest Stage.” In it, he called for “federations around the world [to] find the courage to oppose Infantino’s vision for the sport.”

Infantino, first elected in 2016 after a corruption scandal that wiped out FIFA’s previous leaders, is running unopposed, so far, for a new term. Each of the previous times he has run, he has lavished more of the billions FIFA makes from the World Cup on its voters through development grants, perks and committee posts that come with luxury travel and generous per diems.

The most profitable World Cup in history promises to fuel an even bigger war chest and all but assures Infantino of four more years as the head of soccer’s governing body.

And if that isn’t enough, he may come armed with one more promise: With a 48team World Cup successfully behind him, Infantino is now openly floating the possibility of expanding the tournament to 64 teams when it is next played in 2030.
