Puerto Rico Supreme Court upholds mandatory judicial retirement age

The Puerto Rico Supreme Court has refused to review a constitutional challenge filed by the Asociación Puertorriqueña de la Judicatura and several judges seeking to invalidate the mandatory retirement age of 70 for members of the judiciary.

In a resolution and concurrent opinion, the high court reaffirmed that the constitutional provision is valid and fully enforceable. The decision means that all judges must retire at 70 as established in the commonwealth Constitution.

According to the opinion, “the constitutional provision on the mandatory retirement age for judges of Puerto Rico is valid and entirely operative.”

The case, identified as 2026 TSPR 62, involved a petition for certiorari submitted by the judicial association and Court of Appeals judges Eric R. Ronda del Toro and Felipe Rivera Colón. Justice Mildred Pabón Charneco recused herself, leaving the matter to a special panel composed of Chief Justice Maite Oronoz Rodríguez and Associate Justices Luis Estrella Martínez and Raúl Candelario López.

The petitioners sought a preliminary injunction to prevent the Office of the Court Administration from enforcing the retirement requirement once judges reach age 70. They also requested a declaratory judgment declaring Article V, Section 10 of the Puerto Rico Constitution unconstitutional under the Equal Protection Clause of the Fourteenth Amendment. Their arguments extended to federal law, asserting that the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA), actions by the Financial Oversight and Management Board, and the U.S. Supreme Court’s decision in Commonwealth of Puerto Rico v. Sánchez Valle had effectively dismantled the judicial retirement system and rendered the mandatory age limit invalid.

Both the Court of First Instance and the Court of Appeals dismissed the case on the grounds that it presented a nonjusticiable political question. The Supreme Court disagreed. In his concurring opinion, Justice Estrella wrote that he sought to “impart certainty to our constitutional order,” concluding that none of the criteria for the political question doctrine were present. He emphasized that the judiciary retains the authority to interpret the Constitution and that the matter was appropriate for judicial review.

In addressing the merits, the opinion relied heavily on Gregory v. Ashcroft, a U.S. Supreme Court decision that upheld Missouri’s mandatory retirement age for judges. The federal court found a rational connection between mandatory retirement and the state’s legitimate interest in ensuring judicial competence. Justice Estrella noted that the same reasoning applies in Puerto Rico. Although life expectancy has increased since the Constitution was adopted in 1952 and many individuals remain professionally active at age 70, the legitimate governmental interest lies in preventing the heightened risk of physical or cognitive decline.

The opinion also rejected the argument that PROMESA altered Puerto Rico’s constitutional framework for judicial retirement. Justice Estrella wrote that PROMESA focuses on fiscal oversight and does not modify the substantive organization of the judiciary. He further noted that although Puerto Rico remains subject to congressional authority, the mandatory retirement provision stems from powers delegated by Congress when Puerto Rico adopted its Constitution.

Justice Raúl Candelario López issued separate remarks noting that 31 states also impose judicial age limits. He acknowledged that conditions have changed significantly since 1952 and that many individuals at age 70 remain at the height of their professional productivity. However, he stressed that any change to the retirement age must come through legislative action and voter approval.

Justice Estrella also examined whether the petitioners had standing, outlining the traditional requirements of demonstrating a clear and palpable injury, a real and immediate harm, a causal connection between the challenged action and the alleged injury, and a cause of action grounded in law or the Constitution. He concluded that the case did not fall within the political question doctrine because the Constitution grants the judiciary the authority to interpret its provisions, and ample judicial standards exist to evaluate

The decision may be subject to two motions for reconsideration. After that, the only remaining avenue is a petition for certiorari to the U.S. Supreme Court, which accepts fewer than one percent of such petitions. Unlike Puerto Rico, the federal judiciary does not impose a mandatory retirement age.

Camuy sues DNER over halted coastal rehab project

The Municipality of Camuy has filed a lawsuit against the Department of Natural and Environmental Resources (DNER) and the Puerto Rico government after the agency ordered the suspension of improvement work at the Peñón Brusi seaside recreational area, Mayor Gabriel Hernández Rodríguez announced on Tuesday.

“I never imagined I would have to sue my own Government to defend the interests of my town,” Hernández Rodríguez said in a written statement. “Before going to court, I exhausted every communication channel.”

The complaint, filed Monday in the Camuy section of the island Court of First Instance, seeks a preliminary and permanent injunction as well as a declaratory judgment to nullify the DNER’s June 24 stop‑work order.

According to the municipality, the project is authorized under an Incidental Operational Single Permit issued by the Office of Permit Management on June 2, valid through Feb. 6, 2031.

The first phase of the project includes sidewalk rehabilitation, curb reconstruction, pavement improvements, upgrades to the stormwater system and replacement of deteriorated fill material. The work represents a $550,000 investment funded through the American Rescue Plan Act (ARPA).

The DNER’s order cites alleged violations involving discharge points, stormwater piping, potential requirements for authorization from the U.S. Army Corps of Engineers, and a dispute over the maritime terrestrial zone, according to the lawsuit.

The municipality argues that final discharge components would not be built until the Army Corps determines whether additional federal authorization is necessary.

“Municipalities deserve respect,” the mayor said. “It is unacceptable for a public‑interest project, duly authorized and intended to improve the quality of life of Camuy residents, to be halted without allowing the municipality to be heard.”

Hernández Rodríguez warned that the suspension is already impacting businesses in the Peñón Brusi coastal area, including restaurants, kiosks, tourism operators, suppliers and other establishments that rely on summer visitor traffic.

“This is not just about a construction project; it is about the livelihood of dozens of small and midsize businesses that depend on tourism and the economic activity generated in this zone,” he added.

The mayor also cautioned that if the halt continues, the municipality may cancel the Camuy Summer Fest 2026, an event he said generates more than $500,000 in economic activity.

severe blow to our economy,” Hernández Rodríguez said. “Hundreds of thousands of dollars would stop circulating among our small and midsize merchants.”

The lawsuit asks the court to prohibit the DNER from interfering with the project’s execution while the permit remains valid and unless it is suspended or revoked according to law.

Hernández Rodríguez emphasized that the legal action is not a political confrontation but rather a mechanism to protect the rights of the municipality and its residents.

Gov’t distributes $6.9 million among 1,571 police retirees

The government of Puerto Rico will, for the first time, distribute over $6.9 million from the Puerto Rico Police Retirement Trust to about 1,571 retired police officers.

Gov. Jenniffer González Colón announced the move on Tuesday, along with Government Retirement Board member Arnaldo J. Ortiz Miranda, Puerto Rico Gaming Commission Executive Director Juan Carlos Santaella and Police Superintendent Joseph González.

The payment, which the governor said underscores “our commitment to honoring their service and dedication,” will be provided to eligible officers who retired as of April 30, 2013, and who ceased their duties on or after July 1, 2013, are 55 years of age, and have 30 years of service. Also eligible are those who retired between the ages of 58 and 62 without completing 30 years of service, due to their age upon joining the police force or interruptions in service not exceeding two years.

“We thank the fiscal component, which has worked hand in hand with the Retirement Board, the Gaming Commission, and the Puerto Rico Police, to fulfill our commitment to finally do justice for a group of police officers who retired after July 1, 2013, and whose benefits were negatively impacted by Law 3 of 2013, which reduced their

pensions,” González Colón said. “We will continue working and seeking alternatives to improve their conditions because in our administration we recognize their value and sacrifice in serving and protecting our people.”

Ortiz Miranda said that “today, eligible retired officers who submitted their applications will receive this first supplemental retirement payment, thus completing the first distribution of the Trust’s assets.”

“Additionally, some eligible participants who have not yet submitted their applications and who are entitled to their

corresponding compensation have been identified,” he noted. “I urge this group of retired police officers to contact us and submit their applications through our platform, available on the Retirement Board’s website at www.retiro.pr.gov.” Law 40 2020, known as the “Police Retirement Trust Law,” created a trust whose funds will be transferred by the Gaming Commission through revenue generated by gambling machines to provide financial support to eligible police officers after their retirement. The supplemental payment is intended to approximate, as closely as possible, 50% of the average compensation of an eligible police officer.

“This first distribution from the Police Retirement Trust demonstrates that resources from the gaming machine industry can translate into tangible benefits for those who dedicated their lives to public service,” Santaella said.

González, the police superintendent, added that “this is the first payment, and as established by the regulations for the Administration and Distribution of the Assets of the Retirement Trust, the first $12 million is allocated to the general fund.”

“Therefore, next year this amount should increase and benefit eligible police officers,” he said. “We are currently addressing their suggestions and recommendations to strengthen their compensation.”

The Financial Oversight and Management

Board on Tuesday released a $3 billion offer to bondholders of the Puerto Rico Electric Power Authority (PREPA) in an attempt to resolve the public corporation’s bankruptcy under Title III of the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA.

“We have to resolve PREPA’s bankruptcy,” said Robert Mujica, executive director of the oversight board, in a written statement.

The offer, presented on June 1 during mediation, contemplates a cash payment, the issuance of new bonds, or a combination of both options for bondholders who have not yet agreed to the settlement.

According to the oversight board, the proposal would represent an approximate recovery of 35% of the $8.5 billion in claims filed by these bondholders, compared to about

19% under the current Adjustment Plan.

The agency indicated that the offer includes an additional $1.4 billion on top of the consideration that would be paid to non-consensual bondholders under the current plan.

A definitive source for any cash payments or for debt service on the new bonds has not yet been determined, according to the oversight board.

“Puerto Rico must be able to close this final chapter of its fiscal crisis and move forward,” Mujica stated.

The oversight board indicated that it decided to make the offer public after the lead mediator reported that the bondholders’ advisers were not recommending their clients accept it, as they would be subject to restrictions on negotiating.

“The Board … has shown a strong willingness -- both through our Adjustment Plan and now, in the mediation process -- to reach a fair and fiscally responsible solution,” Mujica said. PREPA’s Adjustment Plan seeks to re-

solve more than $10 billion in total debt with non-pension creditors, including bondholders, fuel line lenders and unsecured creditors.

If bondholders accept the proposal, the total recovery for all non-pension creditors would amount to $4 billion.

The oversight board also indicated its willingness to negotiate a contingent value instrument based on actual increases in PREPA’s net cash flow if energy sales volumes exceed the projections in the 2025 Certified Fiscal Plan.

The instrument would pay bondholders a negotiated percentage of the increase in cash flow when the established conditions are met. PREPA would not make a payment if electricity volumes increase but net cash flow does not.

Several creditors, including fuel line lenders, unsecured creditors and some bondholders, have already accepted the oversight board’s Adjustment Plan, agreements that will remain in effect.

The Financial Oversight and Management Board for Puerto Rico has taken significant action on two major public entities, imposing its own fiscal year (FY) 2027 budgets on both the University of Puerto Rico (UPR) and the Public Corporation for the Supervision and Insurance of Cooperatives (COSSEC by its acronym in Spanish) after determining that the government’s proposed spending plans failed to comply with the Puerto Rico Oversight, Management and

FEconomic Stability Act (PROMESA).

In a letter dated June 29 to Gov. Jenniffer González Colón, the oversight board rejected the government’s and UPR’s proposed FY2027 budget, concluding that the plan violated PROMESA and the UPR’s certified fiscal plan. The board instead certified its own budget, projecting $1.2549 billion in revenues and allocating $177.1 million for pension payments — a recurring point of tension between UPR and the board. It warned that the UPR’s pension funding shortfalls have persisted for more than a decade and

urged the university to adopt operational and financial reforms to ensure long‑term sustainability.

Separately, the board also imposed its own FY 2027 budget on COSSEC after determining that the government and the agency failed to submit a compliant spending plan. Under PROMESA Sections 202(c)(2) and 202(e)(4), the board developed and certified the FY 2027 COSSEC budget, which is now deemed approved by the governor and will take effect today, July 1.

$13.3 million in expenses, including $8.3 million in payroll and $3.9 million in operating costs. It also includes strict controls on reprogramming, reporting, and the use of prior-year appropriations. The board emphasized that COSSEC must comply with all reporting requirements in its fiscal plan and that any reprogramming of funds will require prior approval.

The oversight board’s actions underscore its continued oversight of Puerto Rico’s public corporations and its insistence on fiscal discipline across government entities.

The measure, which was expected to be approved later on Tuesday, the last day of the legislative session, orders the aforementioned committee to investigate the allegations, which focus on serious complaints that allegedly include actions of a physical, emotional, psychological and verbal nature that are presented as part of the methods used to prepare athletes.

The alleged incidents include public humiliation, derogatory remarks about

the athletes’ physical appearance, hostile and aggressive behavior, disrespect, and deprivation of food and rest. According to the complaints, the alleged practices have created an environment that has led several of the affected athletes to resign from the team, prioritizing their emotional well-being.

“Despite attempts to address the situation through relevant organizations, including the Puerto Rico Canoeing Federation and the Puerto Rico Olympic Committee, the complainants allege they have received no

response or concrete action to address their concerns,” Jiménez stated in the resolution’s statement of purpose. “This lack of institutional intervention leaves athletes without effective protection mechanisms and without guarantees that their physical and emotional well-being will be safeguarded.”

The lawmaker added that “[a]thletic performance should be the result of healthy, humane, and respectful practices, not coercive dynamics that jeopardize the physical and emotional well-being of participants.”

Island resorts, Disney stays: A senator uses campaign funds for family travel.

Super Bowl tickets worth $37,500. Flights to Puerto Rico, Nantucket, St. Barths and Miami for his wife, children and an au pair. More than $20,000 at Ritz-Carlton hotels. More than $26,000 in childcare.

These purchases are just a sampling of expenditures that Sen. Ruben Gallego, D-Ariz. and potential presidential candidate in 2028, has billed to his campaign accounts since 2019 — money from political supporters raised with the understanding that it would be used to help him or like-minded allies win elections.

Many of Gallego’s expenditures are common in Congress, an institution where members regularly court wealthy donors at lavish events. Spending on childcare is not only allowed but also increasingly frequent, reflecting a growing cohort of younger lawmakers who must balance the demands of family with political activities.

After news reports highlighted some of Gallego’s spending in recent weeks, he defended the travel as legal and appropriate costs for fundraising trips. But the Justice Department is now investigating the senator for suspected campaign finance violations, according to a person familiar with the inquiry who requested anonymity to describe an ongoing investigation. It was not clear if it was Gallego’s travel that triggered the investigation, which was first reported by Axios on Monday.

In a separate inquiry, the Senate Ethics Committee on Monday cleared Gallego of campaign finance violations. A Gallego spokesperson slammed the Justice Department investigation as politically motivated, pointing to President Donald Trump’s deployment of the Justice Department to target perceived enemies.

“I will at times bring my wife and children with me to these retreats and fund-raisers,” Gallego wrote recently on social media in response to news reports of his spending. “Are these at nice venues? Yes, it’s where the donors are, and it’s part of campaigning.”

Aside from questions of legality, the expenditures shed light on the limits of campaign finance laws intended to curtail unethical behavior by federal candidates. Good-government advocates said that some of Gallego’s expenditures cross an ethical line. Using campaign funds for personal use can send a message to the public that elected leaders are enriching themselves from public office rather than working for constituents, they said.

Such behavior also could be perceived as breaking a pact with donors who believe their money is going to political activity. Gallego’s spending habits could prompt scrutiny from donors as he weighs whether to mount a 2028 presidential bid.

“Unless the kids are also making a pitch and working the room,” said Richard Briffault, a professor at Columbia Law School who specializes in election law and government ethics, “it really is blurring the line between a campaign activity and a personal vacation.”

‘Where the donors are’

Some expenditures, including a portion of Gallego’s childcare charges and his trips to the Caribbean and Miami,

were first reported by Politico and The Daily Beast. Other details, including trips to Nantucket, Massachusetts, and Puerto Rico, have not been previously reported.

A review of expenditure filings and travel records obtained by The New York Times, as well as interviews with several people familiar with Gallego’s spending, found that the senator repeatedly brought his family with him to vacation destinations and billed tens of thousands of dollars in flights to his campaign accounts just in 2025. Several of these outings coincided with personal events or celebrations, such as his wife’s birthday in Miami.

Mixing personal travel with fundraising duties is common among lawmakers, Federal Election Commission records show. The question that is hard to answer, government ethics experts say, is whether members are tacking on donor meetings to family trips simply to use campaign funds to pay for them.

Records viewed by the Times show that just last year, Gallego’s political operation paid for his wife, Sydney, and one or more of the couple’s children to fly at least 18 times, often between Washington and his hometown, Phoenix, but also to Miami, Puerto Rico and Nantucket. The au pair for the family’s children, who are all younger than 10, joined them on 11 of those flights.

Gallego paid to fly his wife, children and au pair to Disney properties twice in 2025, for fundraisers hosted by fellow members of Congress. His campaign spent nearly $1,400 at Walt Disney World in Orlando last April and $1,000 at the Grand California Hotel at Disneyland in August, per FEC records.

Additionally, over the 2025-26 New Year’s holiday, Gallego’s campaign spent more than $5,000 to fly him, his wife and three children to San Juan, Puerto Rico. He dined with four prospective donors there, his campaign said. One of them, Anthony Maceira, gave $5,000 to Gallego’s victory fund Dec. 30, 2025, but the others did not contribute during or after the trip, per FEC records.

The FEC allows lawmakers to use campaign funds to take family along on campaign or official events but explicitly distinguishes those expenses from “family travel to vacation locales, or other examples of personal uses of campaign funds.”

One of Gallego’s most extravagant fundraising expenses came alongside disgraced former Rep. Eric Swalwell of California, an erstwhile friend of Gallego who resigned in April amid accusations that he had sexually assaulted a former staffer. Swalwell has denied the allegations.

Swalwell and Gallego set up a joint committee before the 2023 Super Bowl called the “Swallego Victory Fund,” raising about $55,000 the week of the game and charging about $35,000 in tickets to it. They shuttered the committee in January 2025.

Most recently, in March, Gallego and his wife flew to St. Barths, in the Caribbean. Gallego’s office said it was part of a political swing that included Puerto Rico and San Diego. In St. Barths, the Gallegos attended the birthday festivities of Carlos Zaffirini, a family friend, lobbyist and Gallego donor who also runs the consulting company where Sydney Gallego works.

Gallego’s political operation paid more than $2,000 for his and his wife’s travel, per records reviewed by the Times. Zaffirini did not respond to a request for comment. A spokesperson for Gallego said all the trips included fundraising activities. They provided evidence for many of the events, but not all of them. In Puerto Rico, Gallego’s office said, the senator met with donors.

Any interaction with a donor during these trips would allow Gallego to expense them, experts said.

Gallego largely drew from his main campaign committee, which federal regulations allow to be used for travel, meals or childcare, as long as the expenses are tied to a candidate’s political activity. Such committees are not supposed to fund personal activities or costs that would be incurred regardless of political duties.

Gallego also billed some of his family’s flights and hotel rooms — including transportation to St. Barths in March — to his leadership political action committee, a type of committee that many officeholders establish to help candidates raise money for one another.

Supreme Court mail ballot ruling deals new blow to Trump’s election plans

President Donald Trump’s wide-reaching campaign to change election laws suffered another setback earlier this week, when the Supreme Court blocked a crucial pathway to restricting mail-in voting practices that he has long blamed, without evidence, as central to his defeat in 2020.

The Supreme Court ruling upheld a Mississippi state law allowing mail ballots to be received up to five days after Election Day; it followed a federal court’s decision last week to strike down key parts of a Trump executive order that sought in part to empower the U.S. Postal Service to regulate mail voting.

The blows add to Trump’s already deepening frustration, as he has continued to fall short of muscling his primary voting legislation through Congress. The bill, which Republicans call the SAVE America Act, lacks the Democratic support it needs in the Senate to reach the 60 votes required for passage.

Trump has long harbored a particular hatred for voting by mail, casting unfounded aspersions about the process as far back as 2016. But his false claims that it was rife with fraud exploded after the 2020 election, when Democrats embraced the method en masse during the coronavirus pandemic, helping to power the election of Joe Biden. Since then, Trump has regularly declared his intentions to ban the practice, except for members of the military, a group whose votes tend to tilt toward Republicans.

But time and again, Trump has run into barriers in the Constitution, which grants no authority over elections to the executive branch.

The Supreme Court made note of this in its 5-4 opinion, in which Chief Justice John Roberts and Justice Amy Coney Barrett joined with the court’s three liberals.

“As Alexander Hamilton put it, the Constitution lodges power over congressional elections in state legislatures “primarily” and in Congress “ultimately,’’ the court found Monday.

The decision is likely to renew Trump’s already aggressive push for Republicans in the Senate to change filibuster rules — the so-called nuclear option — to pass the SAVE America Act.

Trump has already exerted enormous pressure on Republicans in Congress to enact the SAVE America Act, which would require voters to prove their citizenship in person upon registering to vote, and to present a government-issued photo ID at polling places. The bill also adds new ID restrictions to mail voting.

Last week, Trump refused to sign the first major bill to address the nation’s housing crisis in more than three decades, citing his vow to block all legislation until Congress moves on the voting bill.

He doubled down on his demands after the ruling.

“In light of the tremendous loss in the Supreme Court today concerning Voter’s Rights, and the fact that ‘people’s’ votes are allowed to be counted LONG AFTER an Election is over, it is more important than ever to pass THE SAVE AMERICA ACT,” Trump wrote Monday on social media.

on personal use. Some critics characterize them as legal slush funds.

“The Federal Election Commission has made it extremely easy to spend donor money on personal expenses without facing any legal consequences,” said Erin Chlopak, a former FEC lawyer and the senior director of the Campaign Legal Center, a nonpartisan government ethics organization.

‘I’m not a millionaire’

Gallego said the childcare expenses reflect a tricky balancing act that many Americans can relate to: juggling the demands of parenting young children while managing a travel-heavy job.

“The only reason this looks unique is because a majority of members of Congress are millionaires who can afford to

attend campaign fund-raisers without having to worry about the cost of child care,” he said in a statement. “I’m not a millionaire, and I have a blended family, so I don’t have that option.”

Gallego is one of the least wealthy members of the Senate and has reported that his debts exceed his assets. As a senator, he is paid $174,000 per year.

Gallego’s office declined to make him available for an interview.

Paying to bring his children on luxury travel might be legal, but it’s still ethically questionable, campaign finance experts said.

“There’s always a difference between what is provably illegal and what is ethically uncomfortable,” said Jordan Libowitz, a spokesperson for Citizens for Responsibility and Ethics in Washington, a left-leaning legal watchdog group.

dent, election administrators breathed a sigh of relief in the 18 states and territories across the country that currently allow for late-arriving ballots postmarked by Election Day.

Voters will see a reprieve, too. A review of voting records by The New York Times last year found that at least 725,000 ballots were postmarked by Election Day but arrived within the legal window afterward during the 2024 election. Voting advocates argued that had the court ruled against Mississippi’s law, some ballots would have almost certainly been rejected as voters clamored to meet unfamiliar deadlines.

“Today’s Supreme Court decision on Watson v. RNC reinforces the fundamental right to vote in the wake of the Trump administration’s continued attacks on our democracy,” said New York state Sen. Kristen Gonzalez, a Democrat and the chair of her chamber’s elections committee, referring to the Republican National Committee. “Mail-in voting is essential to keeping our elections accessible and allowing as many people as possible to participate in the democratic process.”

Despite the finality of a Supreme Court ruling, Democrats and Republicans vowed that the fight over mail ballots, and election rules writ large, were far from over.

“If we want fair and secure elections, Election Day should mean exactly what it says, which is why this decision makes it even more imperative that Congress pass the SAVE America Act,” said Joe Gruters, the chair of the RNC. He added, “Republicans are not going to be deterred by this decision, and the RNC will keep fighting to have elections end on Election Day as Americans want.”

Illinois Gov. JB Pritzker, a Democrat, echoed a similar battle stance. Illinois is one of the states that allows mail ballots to arrive after Election Day.

“Donald Trump is using every weapon in his arsenal to attack our free and fair elections,” Pritzker said in a statement. “The Supreme Court ruled against him today on an asinine attempt to throw out a law that ensures mail ballots get counted, but his assault is not over. We cannot look away while the most corrupt president in history attempts to rewrite our election laws to serve his own interests.”

In 2024, when Gallego was a House member running for the Senate, the campaign leased an SUV that his wife drove at times for her personal use, according to three people with knowledge of the activity. That prompted the campaign to rent an additional car, two of the people said.

The lease and several other rental charges show up in FEC records. Gallego’s office said the “vehicles were used for campaign purposes” but did not respond to questions about whether his wife drove one for other uses.

Experts said such an expenditure typically would be a violation if the campaign was not paid back and the usage was not disclosed. The records do not detail Sydney Gallego’s use of the vehicle, nor do they document any reimbursement.

Chlopak said it was a problem when officeholders used political donations to “support a luxury lifestyle,” even when legal.

“It only further diminishes trust in government,” she said, “at a time when what we need is exactly the opposite of that.”

The Supreme Court’s hypocrisy

For nearly a century, the Supreme Court has made it difficult for a president to defy the clear text of a law passed by Congress. The court prevented Franklin D. Roosevelt from firing a leader of the Federal Trade Commission in 1935. It stopped the Reagan administration from defying a pollution investigation in 1988. It helped block Barack Obama’s attempt to expand immigration protections in 2016.

Its decision Monday allowing President Donald Trump to fire FTC commissioners represents a break with this history. The ruling dismisses long-standing precedent and effectively discards a 112-year-old law that said the president could fire commissioners only for “inefficiency, neglect of duty or malfeasance in office.” Trump can now fire commissioners in regulatory agencies simply because he wants to.

The majority opinion by Chief Justice John Roberts says that requiring presidents to have cause when they fire agency heads conflicts with the separation of powers in the Constitution. Because the Federal Trade Commission exercises executive power, it “must therefore be controlled by the chief executive,” Roberts wrote. The majority has decided that Congress erred when it tried to insulate the FTC and a couple of dozen other agencies from partisan politics by stipulating that its leaders be semi-independent. The ruling happens to suit perfectly the view of Trump, who has said that Article II of the Constitution gives him “the right to do whatever I want as president.”

six justices in the majority — the six appointed by Republican presidents — do not even have the courage of their misguided convictions. In another ruling Monday, the court rejected Trump’s bid to fire Lisa Cook from the Federal Reserve Board. In this case, the chief justice denied Trump’s bid to fire Cook with only a thin pretext of cause and no notice or hearing. Allowing the firing, Roberts wrote, would require an “interpretive leap out of step with the statute Congress enacted and our nation’s tradition of central banking protected from political interference.” The vote was 5-4, with the chief justice joined by the court’s three liberals and Justice Brett Kavanaugh. The ruling sent the case back to the lower courts. Cook must receive due process to dispute the charges against her, and then a lower court will evaluate Trump’s claimed cause, the court ruled.

It is a good outcome. Though the case will continue, the court is effectively disposing of Trump’s bid to end the Fed’s independence. But why is the statute Congress enacted to protect the Fed from political interference worth upholding but not the law that established the FTC? Justice Amy Coney Barrett, dissenting in the Cook case, pointed out that the two holdings are in “serious tension” with each other. “How can history support both a categorical rule and a carve-out?” she asked. There is no answer.

In truth, the main distinction is that many Republicans care more about a well-functioning Fed than about any other agency. Other agencies often regulate businesses and individuals in ways that free-market conservatives oppose. The Fed has regulatory powers too — which makes the carve-out all the more questionable — but also sets monetary policy and thus affects the health of financial markets. The decision effectively limits the president’s ability to roil those markets while giving him wide latitude to fire regulators who monitor corporate excess.

The logical flaws in the two opinions continue a worrisome pattern with the current Supreme Court. The six Republicanappointed justices do occasionally stand up to Trump’s abuses of power, including his attempt to enact unilateral tariffs (another policy, notably, that corporate America did not favor). But they are inconsistent in their defense of the Constitution. They give Trump wider latitude than they gave President Joe Biden or Obama.

Most worrisome, the Supreme Court is bestowing new powers on a president who often behaves as an aspiring autocrat, defying bipartisan tradition and even the law in the pursuit of personal authority.

The decision in the FTC case springs from a conservative idea known as the unitary theory of the executive. The theory holds that nearly all power in the executive branch ultimately comes from the president. Voters have chosen only the president, along with the vice president, to run the executive branch. And the Constitution delineates three separate branches of government, which means that Congress should not be able to pass laws restricting the president’s ability to fire or hire officials working in regulatory agencies such as the

FTC, according to this view.

Proponents of the unitary theory believe that the executive branch has mushroomed into a vast, unaccountable bureaucracy in which even a president can struggle to carry out policies. This concern is partly reasonable. Presidents of both parties have shared it in their own ways. Creating a nimbler and more responsive executive branch would be a worthy project.

Yet the unitary theory ends up being more radical, and more disruptive to the previous understanding of the separation of powers, than its advocates typically acknowledge. There is no question that Congress has some authority over regulatory agencies. The Constitution gives the Senate confirmation power for top positions, for example. Roberts says this merely gives the Senate the power to confirm or reject the appointees that the president prefers. But this view throws out nearly a century of practice that Congress put in place because it saw bipartisan composition as a strength for agencies.

With the new ruling, the court is creating a super-empowered presidency — outside of the Fed, that is. A president will now be able to fire officials at a range of agencies that had previously had some protection from politics. Many of these officials have expertise in their fields. The list of such agencies includes the National Labor Relations Board, the Securities and Exchange Commission and the Federal Communications Commission.

Central to the success of the American experiment over nearly 250 years has been the balance of powers among the three branches of government. Together, Trump and this Supreme Court are upsetting that balance. They are deviating from a tradition that has lasted more than a century, in which parts of the government operate with bipartisan leadership removed from everyday partisan politics, as Congress intended. The effect is to sideline Congress, which the authors of the Constitution viewed as the primary branch among equals. The Supreme Court on Monday created a government run by a very small number of people who work at either the Supreme Court or the White House.

Agricultura impulsa alianza con supermercados para fortalecer la venta de huevo local y anuncia nuevas medidas de apoyo a la industria avícola

SAN JUAN – Como parte de la respuesta del Departamento de Agricultura para proteger la industria avícola local ante la presión que enfrenta por la entrada de huevo importado a precios significativamente más bajos, el secretario del Departamento de Agricultura, Agro. Irving Rodríguez Torres, anunció una serie de medidas dirigidas a fortalecer el mercadeo del huevo producido en Puerto Rico y apoyar a los avicultores del sector.

Las iniciativas forman parte de los esfuerzos que la agencia ha venido desarrollando junto a productores, distribuidores y supermercados para atender la situación que enfrenta la industria, particularmente durante la temporada de verano, cuando disminuye la demanda por el receso de los comedores escolares.

Como resultado de una reunión celebrada la pasada semana entre el Departamento de Agricultura, representantes de la industria y las principales cadenas de supermercados, se logró un acuerdo para desarrollar promociones especiales que incentiven el consumo de huevo local. La cadena Econo inició la campaña el pasado 26 de junio, ofreciendo una promoción de dos docenas de huevo local por $5.00. A esta iniciativa se sumará Mr. Special a partir del 2 de julio con la misma oferta, mientras que Pueblo comenzará su promoción el 15 de julio, ampliando así el alcance de esta campaña dirigida a incentivar el consumo de huevo producido en Puerto Rico y brindar apoyo directo a

los avicultores locales.

Estas cadenas han realizado un esfuerzo conjunto para respaldar la producción local mediante promociones que faciliten el movimiento del inventario y beneficien tanto a los consumidores como a los productores.

“Quiero agradecer a Econo, Mr. Special y Pueblo por asumir este compromiso con nuestros avicultores. Cuando el gobierno y la empresa privada trabajan de la mano, podemos desarrollar iniciativas que beneficien tanto al consumidor como a quienes producen nuestros alimentos. Además de este acuerdo con el sector privado, el Departamento de Agricultura continúa implementando otras iniciativas para apoyar a la industria. Entre ellas, trabaja una compra directa de huevo local mediante una subvención federal de cerca de un millón de dólares, destinada a incorporar este producto en cajas de alimentos distribuidas a organizaciones sin fines de lucro, con el propósito de aliviar el exceso de inventario y brindar respaldo inmediato a los productores.

“Nuestro compromiso es utilizar todas las herramientas disponibles para proteger a nuestros avicultores. Hemos logrado acuerdos con los principales supermercados para promover el huevo local y, paralelamente, trabajamos una inversión de cerca de un millón de dólares, mediante fondos federales, para adquirir producción local que será distribuida a través de organizaciones sin fines de lucro. Son acciones concretas dirigidas a sostener la industria mientras continuamos evaluando otras alternativas que fortalezcan su competitividad”, afirmó el Agro. Irving Rodríguez Torres.

DRNA informa sobre incendio forestal en Refugio Vida Silvestre de Cabo Rojo

CABO ROJO – El secretario del Departamento de Recursos Naturales y Ambientales (DRNA), Waldemar Quiles, informó el martes que miembros de la División de Bomberos Forestales, el Cuerpo de Vigilantes, así como personal del Negociado del Cuerpo de Bomberos, la Oficina de Manejo de Emergencias Municipal, entre otros, se encuentran atendiendo un incendio desarrollado en el área del Refugio de Vida Silvestre de Boquerón, ubicado en el municipio de Cabo Rojo.

“En la mañana de hoy, alrededor de las 10:50, se empezó a propagar un fuego en los perdidos del Refugio de Vida Silvestre de Boquerón en Cabo Rojo. Preliminarmente, el incendio se encuentra bajo control. De acuerdo a los datos disponibles, este evento impactó

alrededor de 57 cuerdas de terreno en el Refugio, el cual comprende una extensión de 463 cuerdas”, dijo Quiles.

“En este momento nuestro personal se encuentra en espera que el Negociado del Cuerpo de Bomberos declare el evento terminado para comenzar la evaluación de su impacto”, añadió el Secretario del DRNA.

En este momento, la División se compone de 18 bomberos, todos certificados para atender múltiples incendios, incluyendo los forestales. Estos se encuentran destacados, principalmente, en la zona sur y este de la Isla.

La División, además, cuenta con dos modernas unidades de supresión de fuego (fire engines), motosierras, cortadores industriales (pruners) y herramientas manuales, entre otros equipos.

También el martes, la Policía informó que la PR-52 permanece cerrada en ambos carriles, a la altura del kilómetro 84.9 en Juana Díaz, por un incendio forestal cuyo humo afecta la visibilidad.

Según informó la Policía de Puerto Rico en el Área de Ponce, agentes prestan asistencia en la zona mientras se atiende la emergencia.

Las autoridades exhortaron a los conductores a utilizar rutas alternas debido a las condiciones de visibilidad en ese tramo de la autopista.

Se informó que las agencias pertinentes se encuentran en el lugar para atender la situación.

Para el 2025 se reportaron un total de 1,501 incendios forestales en Puerto Rico. Entre el 2001 y 2024 se perdieron sobre 4 hectáreas de árboles a consecuencia de los fuegos.

The best movies of 2026, so far

The year’s barely half over and already it’s been an unusual one for moviegoers. Generation Z filmmakers have scored megahits with their feature debuts (“Obsession,” “Backrooms”), expected megahits have done just OK (“The Mandalorian and Grogu”) and established hitmakers like Steven Spielberg have proved divisive.

I asked New York Times chief film critic Manohla Dargis and Times movie critic Alissa Wilkinson to recommend releases you might want to catch up with this summer.

‘Disclosure Day’ In theaters.

THE STORY: In this Spielberg blockbuster, Josh O’Connor is an Edward Snowdenlike figure who has stolen files with evidence of extraterrestrials. Emily Blunt is a weathercaster with the sudden ability to speak other languages, including one that aliens understand. The two team up when they find themselves on the run from the authorities who are desperate to prevent the truth from being revealed. Online, commenters have taken issue with some of the plot twists, but both of our critics wanted to include it in this list.

DARGIS’ TAKE: “Spielberg isn’t straining to wow you. He reached the summit a while ago, which gives you latitude to get in his groove and have a good time.” As for the performances, “O’Connor’s yielding softness works contrapuntally with Blunt’s crispness.”

‘The Christophers’ Rent it on most major platforms.

THE STORY: The title refers to a series of paintings that made the artist Julian (Ian McKellen) famous. Now that he is in his twilight years, his children have a scheme involving Lori (Michaela Coel), an artist in her own right but one who can’t make a living from her work. They want her to sign on as Julian’s assistant and forge new paintings under his name. Steven Soderbergh directed.

WILKINSON’S TAKE: This is “a sparkling, funny, wise movie about two painters, both of whom consider themselves failures.” The performances especially stand out: “I have rarely enjoyed watching two actors’ rapport the way I loved watching McKellen and Coel; it could have gone on forever and not been long enough.”

‘Exit 8’

Rent it on most major platforms.

THE STORY: A zoned-out commuter who wasn’t paying attention to his surroundings finds himself trapped in the labyrinthine halls of a Tokyo train station. The film, based on a video game, recalls movies as different as “The Shining” and “Groundhog Day.”

DARGIS’ TAKE: “‘Exit 8’ is a pip and as fun to watch as it is to mull over. Smoothly directed by Genki Kawamura, who shares script credit with Kentaro Hirase, it will be familiar to anyone who’s a fan of puzzles, has watched Christopher Nolan’s movies, read the myth of the Minotaur, knows something about cognitive behavioral therapy or has just watched a lot of genre movies.”

‘28 Years Later: The Bone Temple’ Stream it on Netflix; rent it on most major platforms.

THE STORY: Director Nia DaCosta picks up the saga that began in 2003 with “28 Days Later,” when a viral pandemic caused the breakdown of society. This installment focuses on two figures: Dr. Kelson (Ralph Fiennes), who thinks an infected man may be curable, and Jimmy Crystal (Jack O’Connell), an evil trickster figure inciting his followers to horrific violence.

WILKINSON’S TAKE: “DaCosta’s talents as a director are a terrific, confident match for this material,” and the film relies on “some good old-fashioned gore, plus a few scenes I can only describe as fully, pyrotechnically metal. (One in particular, and you’ll know it when you see it, provoked a near-standing ovation at my screening.) The actors are going full throttle, too.”

‘Yes’

THE STORY: In this vicious satire of Israeli society from Nadav Lapid, the ambitious Y and his wife, Jasmine, are entertainers so eager to get ahead that they cozy up to the country’s power elite as war rages in the Gaza Strip.

DARGIS’ TAKE: “Again and again, Lapid has turned his pitiless, diagnostic gaze on Israel and Israelis and, again and again, he finds fault, sometimes with humor and often in anger. ‘Yes’ is an unsparing movie and can be hard to watch partly because Lapid’s raw fury and maximalist approach can border on off-putting excess.” But she adds, “he inexorably pulls you in, forcing you to bear witness alongside him.”

‘Blue Heron’

THE STORY: Told in part from the point of view of 8-year-old Sasha, the film follows her family’s move from Hungary to Vancouver Island in the 1990s and her older half-brother Jeremy’s increasingly precarious behavior. This debut feature by Sophy Romvari blends her own history with fiction.

WILKINSON’S TAKE: “It can be tempting to tell stories about broken families and mental health struggles with a gloss of romantic fatalism, but there’s none of that here — just an aching desire to understand what Jeremy was experiencing” and why Sasha’s “parents made the choices they did.”

‘Pompei: Below the Clouds’ Stream it on Mubi.

THE STORY: This documentary by Gianfranco Rosi focuses on the area around the Italian volcano Vesuvius. Though there is no

narration, individual voices including those of an archaeologist and a prosecutor, help paint a picture of the region.

DARGIS’ TAKE: Rosi “has an unerring compositional sense and his images are harmoniously balanced without being fetishistically precise. He shot the movie himself in exquisite black-and-white (he also did the sound work), a choice that summons up the past, yet, because his approach is dynamic, never tips into nostalgia.”

‘Seeds’ In theaters.

THE STORY: This black-and-white documentary focuses on the plight of Black farmers like Willie Head Jr. and Carlie Williams, who struggle to make a living. Although it explores issues like the slow rollout of a federal fund for them devised by the Biden administration, the film is really about a way of life and includes scenes of singing at church and time spent at home.

WILKINSON’S TAKE: “Brittany Shyne’s extraordinarily beautiful” film isn’t journalistic. “It’s something more like a softly sung ballad, handed down from generation to generation. For men like Head and Williams, the struggle to keep land in the family and make a living is about preserving the past and creating the future.”

‘Miroirs No. 3’

THE STORY: In director Christian Petzold’s loose variation on “Vertigo,” a woman who has survived a deadly car crash in the German countryside convalesces at the home of a stranger, who begins to remake her in the image of another woman.

DARGIS’ TAKE: Such “cinematic allusions are catnip to film lovers, and while they’re pleasurable to consider, they’re so delicately woven into the story that they never distract from the characters or the emotion, or edge into directorial cleverness.”

‘Everybody to Kenmure Street’

THE STORY: Set in Glasgow, Scotland, in 2021, this documentary looks at what happened when immigration enforcement authorities tried to arrest two Indian nationals who had lived in the community for a decade. Neighbors and other protesters, eventually totaling some 2,000 people, showed up and demanded the pair be freed.

WILKINSON’S TAKE: Directed by Felipe Bustos Sierra, a resident of the area himself, “‘Everybody to Kenmure Street’ is an exceptional documentary, both in the story it tells and in the way it tells it, about what happened that day.”

S&P 500, Nasdaq register best quarter since 2020 despite Iran war

The S&P 500 and Nasdaq ⁠finished ⁠June on Tuesday with their biggest quarterly ⁠gains since 2020 as investors remained upbeat about economic and earnings growth even amid the Middle East conflict.

The Dow had its biggest quarterly jump since 2022.

The indexes ended higher for the day as well, with the Dow registering a record closing high for the second straight day. Technology led gains among S&P 500 sectors, and an index of semiconductor stocks finished 3.9% higher on the day.

Optimism over signs of progress in ⁠efforts to bring ⁠the Iran war to a lasting halt has helped stocks recently despite continued military tensions.

Iran and the U.S. on June 17 signed a memorandum of understanding aimed at ending the four-month-old conflict. But exchanges of fire over the weekend have tested that agreement, and a Qatari official said on Tuesday that top U.S. envoys who have arrived in Doha will not hold a highlevel meeting with Iran.

“We’ve had a great first half of the year, certainly better than most expected,” said Oliver Pursche, senior vice president ⁠and ⁠advisor for Wealthspire Advisors in Westport, ⁠Connecticut.

“In spite of all the geopolitical stuff, the U.S. economy is performing well and corporate earnings are strong.”

After a strong first-quarter earnings season for S&P 500 companies, investors are looking forward ⁠to second-quarter results in the coming weeks.

A sharp rise in oil prices at the start of the war ramped up concerns about inflation and interest rate hikes. Traders are pricing in at least one rate hike by the Federal Reserve by the end of 2026, according to data compiled by LSEG.

The Dow Jones Industrial Average rose 136.46 points, or 0.26%, to 52,319.20, the S&P 500 gained 58.93 points, or 0.79%, to ⁠7,499.36 and the Nasdaq Composite gained 393.58 points, or 1.52%, to 26,213.72.

Weakness in heavyweight technology shares has weighed ⁠on the market in recent weeks, and the S&P 500 and Nasdaq both registered losses for the month of June.

Investors have been concerned about lofty valuations in the tech sector and continued massive spending on AI by tech companies.

For the quarter, the Dow was up about 13%, the S&P 500 gained 14.9% and the Nasdaq rose 21.4%.

Strategists at BofA said cyclical, value-oriented sectors such as energy and financials could be the better bet heading into the second half.

After the closing bell, shares of Nike were down about 2% following the company’s release of quarterly results.

Advancing issues outnumbered decliners by a 1.06-to-1 ratio on the New York Stock Exchange. There were 349 new highs and 154 new lows on the NYSE.

Volume on U.S. exchanges was 19.97 billion shares, compared with the 23.40 billion average for the full session over the last 20 trading days.

Tech stocks boosted Wall Street as investors ⁠prepared ⁠to close the book on a month of ⁠losses for the S&P 500 and the Nasdaq, but the strongest quarterly percentage gains for all three major U.S. stock indexes in years.

Shortages of rescue equipment hampered Venezuela’s earthquake response

In the hours after Venezuela’s devastating earthquakes, residents dug through mountains of collapsed concrete with their bare hands. Some pleaded on social media for excavators. Rescuers worked without generators or the demolition tools needed to reach survivors trapped beneath collapsed buildings.

Volunteers and experts say the country lacked the specialized equipment needed for a disaster of this magnitude, slowing rescue efforts during the critical first days after the quakes, which so far have killed more than 1,700 people.

“Desperation is reigning because everyone wants rescuers at their specific location, but the rescuers know that without tools, they can’t do anything,” said Samuel Hernández, a 34-year-old mechanical engineer volunteering in La Guaira, a northern coastal region most ravaged by the temblors. “It’s the ugliest thing I’ve seen in my life. I feel like crying every second I am down there.”

Venezuela had shortages of a wide range of specialized equipment, said Jacobo Vidarte, an emergency management specialist in the country. disaster, before the window for finding survivors starts to close, experts said. Foreign countries are sending in hundreds of rescue workers as well as trained search dogs.

The paucity of important equipment in Venezuela is part of what critics have portrayed as the government’s woeful disaster response and a byproduct of years of mismanagement and corruption that have hollowed out the state.

Videos posted on social media from collapsed apartment buildings across La Guaira captured residents’ growing desperation. In

some cases, people had to claw at debris with their hands in the initial hours after the quakes.

About 48 hours after the quakes, Ángel José Rodríguez Salcedo appealed by video for authorities to send heavy machinery to his apartment building, saying volunteers had rescued six people but could not lift the concrete slabs trapping others who still showed signs of life.

“We need more support — but support with equipment,” he said. “There are still many people trapped in the building.”

In another video, a man identified as Erik Poletti said neighbors pooled their own money to rent an excavator and backhoe loader. They could no longer wait, he said, for authorities to clear the debris at a building in La Guaira where his son and ex-wife were trapped.

Poletti said Venezuela’s Civil Protection agency, Caracas firefighters and a rescue team from the Dominican Republic had visited the site a day earlier, with search equipment, but not with machinery capable of removing rubble.

“We had to start doing this ourselves,” Poletti said.

He added that the arrival of international rescue teams had started bringing specialized equipment and more expertise to help.

In still another video, a man pleaded for equipment after hearing hints of life beneath the rubble of a La Guaira apartment building. He said a mother and three children — an 8-month-old baby and two girls, 8 and 12 — remained trapped under unmovable concrete slabs.

Even where heavy machinery was avail-

able, experts cautioned that it could not always be used.

Excavators can destabilize damaged buildings and endanger trapped people, Hernández said. Instead, rescuers often rely on generators to power demolition hammers and grinders, cutting through concrete and rebar in a laborintensive process that requires trained personnel.

“Everyone wants to do something, but nobody knows how to organize themselves or how to lead,” he said. “There is no order; there is no one giving us instructions.”

Volunteers have raised money to purchase generators, Starlink satellite terminals, demolition tools, flashlights and other equipment requested by Venezuelan and international rescue teams, said Mireya Fabrégas, who has coordinated donations from Venezuelans abroad.

Generators, she said, have been among the most urgently needed pieces of equipment to power rescue tools, lighting and access to the internet.

The Venezuelan government, facing criticism over the pace and capacity of its response, said it had dispatched more than 100 heavy machines to clear debris. But many volunteers say it is nowhere near what is needed.

“The government’s response is nil,” Hernández said. “Chaos reigns. Anarchy reigns.”

At a collapsed building in La Guaira on Monday, investigators from Venezuela’s judicial police force triangulated the cellphone signals of two people believed to be alive under the rubble.

More than 1 million migrants apply for legal status in Spain

More than 1 million immigrants in Spain have applied to legalize their status under a new program to bring them into the formal labor force, Prime Minister Pedro Sánchez said Tuesday.

Sánchez called the program a “milestone” that would help sustain the country’s aging society. The number of applicants was roughly a quarter more than the government had expected, according to government projections in April.

The program, which was announced

in January, has enhanced Sánchez’s reputation among the global left because it bucked a trend of Western governments, often under pressure from the far right, of restricting immigration. In particular, it heightened a standoff between President Donald Trump and Sánchez, who, in an essay for New York Times Opinion, portrayed his program as an antidote to policies pursued by “MAGA-style leaders.”

Sánchez and his government have described the measure as both a humane gesture to beleaguered immigrants and an essential move for Spain’s economy. Spain’s birthrate is among the lowest in

Europe, with deaths outnumbering births among resident mothers since 2015.

Foreign-born workers fill labor gaps in critical economic sectors, including agriculture and tourism. More than 3 million people have arrived in Spain since the coronavirus pandemic — a wave that, economists and government officials say, has helped the country’s economy become one of the fastest-growing in Europe.

“Without immigration, Spain would lose 19% of its GDP by 2050,” Sánchez said.

The program, which is expected to benefit mostly immigrants from Latin America,

has drawn heavy criticism from the conservative opposition.

Alberto Núñez Feijóo, the leader of the center-right People’s Party, has called the measure “inhumane, unjust and unsustainable” because it may strain Spanish infrastructure and exacerbate housing shortages. Santiago Abascal, the leader of the far-right Vox party, has described it as “an invasion,” saying it would change the character of Spanish society.

Immigrants who had lived in Spain for at least five months before the application period opened were eligible to apply for legal status.

Peru’s presidential vote gives the right in Latin America another win

After three failed presidential campaigns, years of legal troubles and over a decade as a polarizing opposition leader, Keiko Fujimori has finally won the nation’s highest office by becoming Peru’s first woman elected president.

Her victory brings the political movement founded by her late father back to power a quarter century after the collapse of his authoritarian government.

According to a final vote count published by the electoral authorities on Monday, Fujimori, 51, defeated her leftist opponent, Roberto Sánchez, by 49,641 votes, ending one of the closest elections in the country’s history. The result is expected to be formally certified by the nation’s top electoral court on Friday.

“We are getting closer and closer to starting a path of order and hope for all Peruvians,” Fujimori wrote on social media.

When Fujimori takes office on July 28, she will join a growing bloc of conservative Latin American leaders, reinforcing a rightward shift across the region and potentially bolstering President Donald Trump’s efforts to expand U.S. influence in the hemisphere.

Sánchez said last week he would refuse to concede, claiming without evidence that Fujimori owed her victory to a conspiracy to tamper with votes cast abroad, where she enjoys strong support. The electoral authorities and international observers have rejected the claim.

Fujimori will inherit a country battered by years of political instability, rising violent crime and deep distrust of the political class. She has promised to restore order with the same uncompromising approach that supporters credit her father, Alberto

The election was a choice between “order or chaos,” she repeated during the campaign.

For supporters, Fujimori represents a return to strong leadership after years of revolving-door governments. Critics see her as the heir to an authoritarian political movement that weakened democratic institutions and whose own record as an opposition leader suggests she could further erode Peru’s feeble democracy and the rule of law.

The result underscored how divided the country is. The race was the third-closest presidential runoff in Peru’s 204-year history, followed only by the elections she

narrowly lost in 2016 and 2021.

The outcome was also historic in another respect: Fujimori is the first Peruvian president elected despite receiving fewer votes inside Peru than her opponent.

Her victory was driven by strong support from Peruvians living abroad, many of whom emigrated to the United States and Europe during the economic crises and political violence of the 1980s and 1990s.

“Within Peru, she didn’t win,’’ said Patricia Zárate, a Peruvian political analyst.

“That’s going to be hard to accept for an important part of the population.’’

Amid growing consensus that she would prevail this month, Fujimori promised to represent all Peruvians. “We have to understand that our country is fragmented and above all, build bridges of unity,” she told journalists.

It is unclear if Peruvians believe her.

“It’s always said that you shouldn’t trust a politician, but Keiko Fujimori in particular has developed a reputation as someone who can’t be trusted,” Zárate said.

“That’s something she’s going to struggle with. She’s going to have to admit — as she started to do in her campaign — that she’s made mistakes.”

Over the past 15 years, even as Fujimori lost successive presidential bids, she became one of Peru’s most influential politicians — more powerful perhaps, than the revolving door of actual presidents. (Peru has cycled through nine presidents since 2016.)

Popular Force, the party she founded after her father was imprisoned for human rights abuses, has become one of the country’s most disciplined political forces — a rarity in a country known for fluid political alliances. It has used its strength in Congress to oust four presidents while shielding political allies from corruption investigations.

After losing the 2021 election to a leftist candidate, Pedro Castillo, Fujimori spent weeks claiming widespread electoral fraud without evidence and trying to annul votes from largely poor Andean regions.

Those episodes have helped cement her image among many Peruvians as a politician willing to manipulate institutions to consolidate power.

“She already has all the power, and we’ve seen what she does with power when she gets it,” Adriana Lopez, a 25-year-old university student, said. “She uses it to get more power, and more power. And now she’s president.”

Sanchez earned overwhelming support in many rural and predominantly Indigenous regions. Voters there blame Fujimori and Peru’s conservative political establishment for backing the government whose crackdown on protests after Castillo’s impeachment and arrest killed dozens of civilians.

But Monday’s announcement represented a long-awaited vindication of her father’s legacy for “Fujimoristas” who regard him as a hero who saved the country from economic ruin. Many see Keiko Fujimori as a much needed check on the corrupt and inept left-leaning leaders who succeeded him.

“Her father would be proud of her,” said Yolanda Díaz, a business administrator in the capital Lima. “She has persisted for the good of Peru in the face of hatred and lies from the left.”

Supreme Court victory for Fed still leaves it vulnerable to Trump

Shortly after the Supreme Court blocked President Donald Trump from immediately ousting a sitting governor from the Federal Reserve, the president struck a defiant note, signaling he would not surrender his long-running fight to gain more sway over one of the most important stewards of the U.S. economy.

In the eyes of Trump, the 5-4 decision reached by the justices Monday amounted only to a legal setback, not an insurmountable defeat. Even as the court acknowledged the century-old tradition of political independence at the nation’s central bank, it did not totally foreclose on the president’s ability to try to dismiss its officials in the future.

On one hand, the court concluded that Trump had erred when he first tried to oust Lisa D. Cook, a Fed governor, over unsubstantiated allegations of mortgage fraud last year. Siding with a lower court, which had allowed Cook to remain in her role while the case played out, a majority of the justices said the Trump administration should have afforded Cook the formal ability to contest the accusations against her.

But the Supreme Court left much unresolved. The justices did not clearly articulate the full legal criteria that would allow Trump to fire Cook, who denies any wrongdoing and has never been charged with a crime. Nor did they wager an opinion on the exact allegations against her. And the court majority did not even prescribe the exact venue in which Cook should be allowed to respond to the allegations.

The president did not hesitate to seize on that legal ambiguity. In a social media post, he described the decision as merely a “procedural” matter and vowed to “take appropriate action immediately to make sure that someone who has committed wrongdoing will not be making vital decisions concerning the Welfare of the United States of America!”

The outcome left many legal scholars on edge, particularly given Trump’s well-documented desire to install more of his supporters at the top ranks of the central bank as part of his pursuit for lower borrowing costs.

“It may look to be an attempt to quiet the temptation by presidents to meddle with the Fed, but I read it in the opposite direction,” said Peter Conti-Brown, an expert on Fed governance at the University of Pennsylvania. “It’s an invita-

tion for more meddling.”

He added: “This saga is not over.”

Cook still found reason to celebrate Monday, as she conveyed in a statement after the court’s decision.

“Today’s ruling affirms a principle that has underpinned sound economic stewardship for generations: that the Federal Reserve must make all its policy decisions guided by evidence and independent judgment, free from political interference,” Cook wrote. “I am grateful for this decision, not for my own sake, but for the sake of the American people, whose economic well-being depends on a central bank that answers to its mission, not political intimidation,” she added.

Those stakes loomed large over the Supreme Court as it wrestled with Trump’s power over the Fed, and they appeared to factor heavily into the opinion written by Chief Justice John Roberts.

The liberal and conservative justices at one point cited the “ruinous financial panics” that had dotted the nation’s history, as they acknowledged the importance of a central bank that can operate free from political influence. And they channeled the country’s founders as they spoke to “the calamities that could arise from even the ‘suspicion’ of political

manipulation of monetary policy.”

In addition to allowing Cook to keep her job for the time being, the split decision shot down the Trump administration’s argument that judges had no power to review its decision to fire a Fed official. It also undercut the premise that the president had nearly limitless ability to determine the conditions that would warrant such a removal.

Roberts said a decision accepting the view of Trump and his aides “would allow the president to remove a member of the Federal Reserve at any time, for any reason, without any notice before, and without any judicial check after.” That, the opinion said, “would turn for-cause protection into little more than at-will employment.”

For Scott Alvarez, the former general counsel for the Fed, the decision Monday “helped to reinforce the court as a guardrail for Fed independence.” But it did not make the central bank impenetrable to further political encroachment.

For one, the Cook ruling was paired with a separate decision that vastly expanded the power of the executive branch by affirming Trump’s ability to fire all other independent regulators. In her dissent in Cook’s case, Justice Amy Coney Barrett said the decision to safeguard the Fed’s independence was “in serious tension” with the court’s ruling on the other agencies.

By invalidating the independence of those agencies, said Kathryn Judge, a Columbia Law School professor who was a Supreme Court law clerk for Justice Stephen Breyer, the central bank’s claim to that autonomy was more “precarious” given that for the last 90 years, “the Fed’s independence has really grown alongside the independence of other agencies.”

“There’s a path forward for the Fed to maintain meaningful independence, but it’s going to require more work to justify that independence in a way that really distinguishes it,” Judge added.

By leaving so many questions unanswered, the court gave Trump an opening to keep fighting, even if it is clear a majority does not want him to keep interfering with the Fed.

“This punt to the future is mostly a hope that the Trump administration and successive administrations will abandon this effort to meddle with the Federal Reserve,” Conti-Brown said.

La hipoteca a ejecutarse en el caso de epígrafe fue constituida mediante la escritura de hipoteca número 268 otorgada en Carolina, Puerto Rico, el día 4 de marzo de 2021, ante el Notario Alejandro J. Mues Arias y consta inscrita al Tomo Karibe de Río Piedras Sur, finca número 13,441, inscripción décima (10ma), en el Registro de la Propiedad de San Juan, Sección Cuarta. Dicha subasta se llevará a cabo para con su producto satisfacer al Demandante total o parcialmente según sea el caso el importe de la Sentencia que ha obtenido ascendente a la $252,736.47 por concepto de principal, desde el 1ro de junio de 2024, más intereses al tipo pactado de 3.00% anual que continúan acumulándose hasta el pago total de la obligación. LABORDE AGUIRRE. POR LA PRESENTE, se les emplaza y se les notifica que se ha presentado en la Secretaria de este Tribunal la Demanda del caso del epígrafe solicitando la ejecución de hipoteca y el cobro de dinero relacionado al pagaré suscrito a favor de Beewee Mortgage Bankers Corporation, o a su orden, por la suma principal de $270,000.00, con intereses

computados sobre la misma desde su fecha hasta su total y completo pago a razón de la tasa de interés de 3.567% anual, la cual será ajustada mensualmente, obligándose además al pago de costas, gastos y desembolsos del litigio, más honorarios de abogados en una suma de $27,000.00, equivalente al 10% de la suma principal original. Este pagaré fue suscrito bajo el affidávit número 2241 ante el notario Marta T. Rey Cacho. Lo anterior surge de la hipoteca constituida mediante la escritura número 45 otorgada el 24 de junio de 2009, ante la misma notaria público, inscrita al folio 2,066 del tomo 1,543 de Guaynabo, finca número 24,774, inscripción 3ra. La hipoteca grava la propiedad que describe que describe a continuación: “URBANA: Residential Apartment number Fifteen A of irregular shape located on the building number one, fifteen floor of Alta Vista Condominium at State Road number eight hundred thirty three and street number one, of Alturas de Torrimar in Frailes Ward Municipality of Guaynabo, Puerto Rico, This apartment has a total private area of one thousand five hundred and twelve square feet equivalent to one hundred and forty square meters and fifty two hundredths of a square meter, being its lineal measurements thirty three feet five inches the largest length and sixty four feet zero inches the largest width. feet seven inches with exterior space separated by exterior wall and window, a distance of two feet one inch with apartment fifteen B, separated by bearing wall, a distance of six feet two inches with storage closet and a distance of eight feet six inches with ventilation shaft and janitor closet, separated by bearing wall and a distance of nine inches with apartment fifteen B separated by bearing wall. This apartment unit consists of the following rooms: Foyer, livingdinning with balcony, kitchen, master bedroom with bathroom and dressing room, corridor with two linens closets, bathroom (second) bedroom with closet and balcony, and third bedroom with closet. Women’s softball semifinal series opens Friday

The Women’s Premier Softball League (LPSF by its initials in Spanish) announced on Monday the official schedule for “Road to Glory,” the 2026 season semifinal series that will bring together the regular season’s top four teams for a spot in the Crown Series.

The postseason will begin this Friday with two best-of-five semifinal series. The winners will advance to compete for the LPSF championship.

The Valencianas of Juncos, the Prodigiosas of Sabana Grande, and the two-time defending champion Bravas of Cidra finished tied for the best record in the regular season at 13-5.

League rules awarded first place to the Valencianas, second to the Prodigiosas and third to the Bravas, using the tiebreaker of headto-head results. Juncos finished with a 4-2 record, Sabana Grande with 3-3, and Cidra with 2-4 in head-to-head games between the three teams.

The Leonas of Ponce secured the fourth and final playoff berth after finishing the regular season with a 10-8 record.

As the first and second seeds, Juncos and Sabana Grande will have home-field advantage during the semifinals, opening the series at home and hosting more games at their respective venues if necessary.

Semifinal A will pit the Valencianas against the Leonas, while Semifinal B will feature the Prodigiosas against the Bravas.

On opening day, Friday, Ponce will visit Juncos and Cidra will travel to Sabana Grande, with both games starting at 7 p.m.

The series will continue on Saturday with Juncos at Ponce and Sabana Grande at Cidra, also at 7 p.m.

The third game of both semifinals will be played on Sunday with the Leonas hosting the Valencianas and the Bravas hosting the Prodigiosas, starting at 4 p.m.

If necessary, the fourth games are scheduled for Saturday, July 11, with Juncos and Sabana Grande hosting at 7 p.m.

The Azucareros of Yabucoa and the Pescadores del Plata of Comerío head into the final two days of the “Carnaval de Campeones” (Carnival of Champions) roundrobin stage of the Double-A Superior Baseball League Championship Series later this week with 4-1 records, leading the field of eight teams that will be narrowed to the final four this Friday and Saturday.

The Mulos of Juncos and the Libertadores of Hormigueros, both at 3-2, occupy the next two slots in the current Carnaval standings after five games. The field is rounded out by the Gigantes of Carolina and the Petateros of Sabana Grande, both at 2-3, and the Maratonistas of Coamo and Tigres of Hatillo, both at 1-4.

Yabucoa, Comerío, Juncos and Carolina all helped their own causes with victories on Sunday as the Carnaval completed a second weekend of games.

A seven-run rally in the fifth inning propelled the Azucareros to a 9-2 victory over the Tigres at Rafael “Fello” Marrero Stadium in Florida. Jan Hernández hit a home run and Edwin Gómez drove in three runs.

Marcos Santa pitched a brilliant 5.1 scoreless innings in relief to earn the win. The loss went to Brayan Robles, who allowed five runs, three of them unearned.

Meanwhile, the Pescadores del Plata scored four runs in the seventh inning and two more in the eighth to defeat the Petateros 10-7 at Carlos Bonet Stadium in Comerío.

José “Pocholo” Rivera and Kevin Millet homered for Comerío. Rivera drove in four runs and scored two.

Reliever Kelvin Román pitched 3.1 scoreless innings to earn the win, while ace left-hander Miguel Ausúa took his second consecutive loss, this time in relief, after starting the weekend with a perfect 8-0 record.

The defending champion Mulos notched their third straight victory to sweep the second Carnaval weekend, defeating the Libertadores 9-4 with a six-run outburst in the eighth inning at Hermanos Miura Stadium in Hormigueros.

Jan Rivera, Luis Román and Brahiam Maldonado each drove in two runs for Juncos. Reliever Kenny Burgos earned the win with 2.2 scoreless innings. The loss went to reliever Xavier Ramos, who allowed two runs in 1.1 innings.

At Roberto Clemente Walker Stadium in Carolina, the Gigantes routed the Maratonistas 11-0 with a combined pitching performance from

Héctor “Heto” Acevedo and Carlos Rivera.

Acevedo pitched the first eight innings without issuing a walk, striking out three, and allowing only five hits to secure the victory. Jorge Cartagena led the offense with three RBIs, and Yomar Cruz went 3-for-4 with two runs scored.

Omar Álvarez took the loss for the Maratonistas, allowing three runs in three innings.

Play resumes on Friday with four games (all starting at 8 p.m.): Hormigueros at Hatillo (at Hermanos Miura Stadium), Juncos at Yabucoa (Néstor Morales Stadium), Comerío at Coamo (Luis Guillermo Moreno Stadium) and Sabana Grande at Carolina (Roberto Clemente Walker Stadium).
