Gov. Jenniffer González Colón said Tuesday that customers in six island municipalities could soon receive notices regarding drinking water rationing due to drought conditions.
“The most vulnerable areas are the Jagual ward in San Lorenzo, the Comerío area, Río Grande, Canóvanas, Loíza, and Cidra …” the governor said during a Facebook broadcast. “This means that between next week and the last week of July, these areas could receive a notification from the Aqueduct and Sewer Authority regarding a monitoring or service interruption plan -- which would be announced in advance, as this is obviously based on projections.”
“Between next Monday and possibly the last week of July, monitoring will take place to determine whether or not a plan will be implemented for these areas; any such plan would then be announced by the director of the Aqueduct and Sewer Authority,” she added.
Separately, the governor announced that customers served by the Finca Rosso Uno Treatment Plant will be without service on July 29-30.
González Colón said “coordination is underway” with the mayors of Bayamón and Guaynabo regarding the scheduled improvements during those two days, which she said “involve repairing two pumps that exploded last year -- pumps for which an investment had already been made.”
She added that “there is sufficient time for the coordination required to install those two pumps.”
González Colón held a follow-up meeting at La Fortaleza with the Drought Committee, which was reactivated a few weeks ago, to continue monitoring the drought and to evaluate measures available to mitigate its impact.
At the meeting, National Weather Service Director Ernesto Rodríguez reported concerns regarding the persistent lack of rainfall across various regions of the island. Although some rainfall occurred last week, Rodríguez noted that it was insufficient due to the low frequency of precipitation in areas critical to the water supply, such as El Yunque and the Lake Carraízo watershed, where severe drought conditions persist.
He also noted that forecasts for the coming week do not anticipate a significant increase in rainfall, maintaining concerns regarding water resource availability.
The governor said her administration will continue to monitor weather conditions and coordinate with relevant agencies to implement necessary strategies -- including possibly some used in other jurisdictions facing drought issues -- to protect the water supply and minimize the drought’s impact on communities.

Action aims to minimize manatee deaths

Gov. Jenniffer González Colón and Natural and Environmental Resources (DNER) Secretary Waldemar Quíles Pérez announced on Tuesday a DNER administrative order banning the use of personal watercraft (jet skis) in the area known as Mar Negro, in Jobos Bay, Salinas.
The move aims to minimize manatee deaths, the leading cause of which is collisions with watercraft. The area serves as habitat for the Antillean manatee.
The order prohibits the use, operation, movement, anchoring and transit of personal watercraft in the ecologically significant zone, while still permitting the passage of fishing
vessels up to 25 feet in length, provided they operate prudently and in compliance with current regulations.
The DNER also announced the launch of an educational campaign targeting recreational boaters and the general public to promote responsible boating and raise awareness regarding areas frequently used by manatees.
It is currently estimated that between 500 and 600 Antillean manatees inhabit Puerto Rico. Although statistics show a decrease in reported deaths during 2026, collisions with watercraft remain the primary threat to the species, prompting the DNER to implement preventive and enforcement measures.
Violators of the order are subject to the penalties established by Law 430-2000: administrative fines of up to $5,000 per incident, with each day the violation persists being considered a separate offense. Fines will be assessed against the registration of the personal watercraft involved in the violation.

Members of the island Legislature signaled Tuesday that Gov. Jenniffer González Colón could be summoned before the Senate if a minority‑requested investigation into alleged corruption at La Fortaleza is formally activated.
The discussion follows sworn statements from three public officials that lawmakers say merit immediate scrutiny related to contract interference at the Economic Development and Commerce Department (DDEC by its acronym in Spanish). One of the public officials is La Fortaleza Chief of Staff Fran cisco Domenech Fernández, the governor’s virtual right hand.
Puerto Rican Independence Party (PIP) Sen. Adrián González Costa said the Legislature has full constitutional authority to call a sitting governor to testify as part of its investigative powers. He emphasized that while executive privilege exists, it protects information -- not individuals -- and cannot be used to block a legislative summons.
“The Legislature has broad powers to summon whomever it understands [it needs to summon], and that includes a ruler,” González Costa said, noting that the governor could invoke certain privileges regarding specific matters but not to avoid appearing altogether. He added that the intention behind any potential summons would not be political retaliation.
“We take these processes very seriously,” he said, stressing that the allegations though still under evaluation were made under oath and therefore carry significant weight.
González Costa also questioned the governor’s continued support for Domenech, who has been at the center of recent controversies. He suggested that if González Colón maintains

confidence in Domenech, she may be able to clarify to law makers what information justifies his role.
“What does she know that we don’t know that makes it worthwhile for him to stay there?” he asked.
Meanwhile, Popular Democratic Party (PDP) Sen. Luis Javier Hernández Ortiz argued that Senate President Thomas Rivera Schatz is running out of options and may soon have to activate Rule 14, which would trigger a formal, multiparty investigation into alleged misconduct involving Domenech, former Justice Secretary Domingo Emanuelli Hernández, and the governor herself. Hernández Ortiz noted that although Rivera Schatz previously voted down a request to invoke Rule 14, he left open the possibility of doing so later.
The PIP and PDP jointly submitted a letter on June 29 urging Rivera Schatz to activate the rule, citing revelations made by former DDEC Secretary Sebastián Negrón Reichard. Hernández Ortiz said the sworn allegations should be more than sufficient to initiate a bipartisan probe.
“This is a very serious investigation,” the PDP Senate mi nority leader said. “They can somehow touch the governor.”
Hernández Ortiz added that Rule 14 would ensure inves tigative officers from all parties participate, preventing percep tions that the process is controlled solely by the majority New Progressive Party (NPP). He warned that any inquiry into an institutional corruption scheme should not be influenced by internal NPP primary dynamics or potential political tensions between González Colón and Rivera Schatz.
Rivera Schatz is believed to be testing the waters for a challenge of González Colón in an NPP gubernatorial primary in 2028.
With lawmakers publicly debating the scope of their inves tigative powers and whether the governor herself should be questioned the controversy continues to widen, placing new pressure on La Fortaleza as the Legislature weighs its next steps.

The Financial Oversight and Management Board is asking Gov. Jenniffer González Colón to halt a bill that would significantly lengthen the island’s back-to-school tax-free periods, warning that the proposal would strain government finances and violate federal fiscal rules.
House Bill (HB) 272, approved by lawmakers late last month, seeks to stretch each of the two annual tax-free weekends for school supplies into full seven‑day events. The holidays, held in
January and July, currently last two days. The change would allow families to buy items such as notebooks, pencils, and uniforms without paying sales tax for nearly two weeks each year.
The oversight board says the idea may be popular with parents but comes with a price the government has not budgeted for. In a letter dated July 13 to the governor, the board estimated the longer holidays would cut about $3.4 million from government and municipal revenues every year. Over five years, the loss would reach nearly $17 million.
According to the oversight board, the problem isn’t just the cost it’s that the bill doesn’t identify how the government would make up for the missing revenue. Under Puerto Rico’s certified Fiscal Plan and the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA), any tax break must be paired with savings or new income to keep the budget balanced. HB 272 does not include those offsets.
The board also noted that Puerto Rico’s new budget for fiscal year 2027 was recently certified, and the bill was not factored into those calculations. Adding an unfunded measure now, it said, could jeopardize the island’s requirement to maintain a balanced budget.
The letter pointed to recent one‑time relief efforts, including a $554 million allocation for economic assistance to about one million households, as evidence of the government’s limited
capacity to absorb additional recurring costs. While the oversight board acknowledged the intent to help families, it warned that expanding tax holidays without a long‑term plan could under mine Puerto Rico’s financial recovery.
The board further cautioned that implementing the bill would likely require a reprogramming of funds -- something that can not happen without its approval under PROMESA. Because no request has been submitted, the board said signing the bill as written would violate federal law.
It urged the governor to work with lawmakers to identify recurring funding sources before moving forward and asked for assurances that the government would not implement the mea sure until it is reviewed for compliance. The oversight board also reserved the right to take legal action to block the bill if necessary.

As a measure to help quickly resolve interruptions in drinking water service, Rep. José “Cheito” Hernández Concepción has filed House Bill 1334, which obliges the Puerto Rico Aqueduct and Sewer Authority (PRASA) to inspect, within a maximum term of 24 hours, any breakdown that interrupts the service.
The legislation also states that repair work must begin within 48 hours of the reported failure, and enables the creation of collaborative agreements between the public corporation and municipalities to address breakdowns.
Similarly, any interruption of potable water service attributable to PRASA that exceeds 24 consecutive hours will result in an automatic credit to the subscriber equivalent to 20% of the monthly base charge. For each additional 24-hour interruption period, up to a maximum of 100 hours, the credit will be 100%.
“This measure addresses a real need faced by PRASA


customers,” said Hernández Concepción, who chairs the Transportation and Infrastructure Commission of the island House of Representatives. “We are aware that the water infrastructure is nearing obsolescence, but there is still a responsibility. We understand that breakdowns can occur, and what the people want is for them to be addressed quickly.
This bill implements a series of compliance metrics for service customers. It represents progress in protecting the rights of drinking water service consumers, not only in San Juan, but throughout the island.”
Also under the legislation, PRASA will establish and maintain an updated interactive Transparency Portal with public access, in which it will publish on a monthly basis the average repair time for breakdowns, the inventory of open and closed breakdowns, water loss metrics, the progress of ongoing infrastructure projects, a breakdown of the use of federal funds and the level of overall compliance with the established operational metrics.

Carmen Julia Vallés, president of the Independent Union of Employees of the Puerto Rico Industrial Development Company (PRIDCO), accused PRIDCO Executive Director Roberto Lefranc Fortuño on Tuesday of refusing to address a series of labor concerns that she says are adversely affecting operations at the public corporation.
Vallés said the union has repeatedly requested a meeting to discuss increases in travel and meal per diems, which have remained unchanged since 2009. According to the union, employees currently receive $0.65 per mile and $9.50 for lunch and
dinner while performing official duties.
She noted that the union submitted a proposal to revise those rates under the previous PRIDCO administration, but claimed the current leadership has not taken up the matter. Vallés added that unionized workers are responsible for much of the progress PRIDCO has highlighted in the management and leasing of industrial properties.
The union leader also alleged that PRIDCO has failed to pay a productivity bonus approved by the Fiscal Oversight and Management Board for fiscal year 2023-2024, despite meeting the revenue targets outlined in the Fiscal Plan. She further questioned an increase in trust positions at the agency
and said PRIDCO is leaving unionized positions vacant while relying on temporary employees to perform those duties.
Vallés said the Classification and Compensation Plan implemented in 2024 was not negotiated with the union and is currently under review before the Labor Relations Board. She added that some employees who received salary adjustments have still not reached the median percentage recommended by the oversight board.
“Before providing more information to the press or other forums, we urge Executive Director Roberto Lefranc Fortuño to sit down and engage in dialogue with the union,” Vallés said.

The U.S. Army Corps of Engineers (USACE) has issued a “cease and desist” order to the Department of Natural and Environmental Resources (DNER) and its secretary, Waldemar Quiles Pérez, for depositing fill and dredging at the mouth of the Río Grande de Loíza without federal authorization.
A July 8 letter from USACE states that the illegal activities continued despite multiple prior conversations and even training sessions that USACE itself had provided to DNER personnel regarding the required federal permits.
Brandon L. Bowman, the USACE Jacksonville District commander, said in the letter to the DNER that “you were previously advised by members of my staff that no dredging,
excavation, or discharge of fill material into these waters could occur until the appropriate federal authorization had been obtained.”
“The Corps advises you to cease and desist from conducting such activity in navigable waters of the United States until this matter is conclusively resolved,” the letter made public by Jay Fonseca notes.
Potential consequences include civil penalties of up to $68,446 per day, criminal fines under the Clean Water Act of up to $50,000 per day, and under another federal statute up to $100,000 for individuals and $200,000 for corporations, in addition to possible jail time.
USACE also warned that it may order restoration of the affected area, and is giving the DNER 15 days to submit information about the activity.

The Trump administration has ordered Immigration and Customs Enforcement officers to halt most vehicle stops while carrying out operations across the country, according to people familiar with the matter who were not authorized to speak publicly about the directive.
The order comes after ICE officers killed two people over the past week in Houston and the coastal city of Biddeford, Maine, amid a recent surge in immigration arrests. Both were shot after agents tried to stop their vehicles, according to the Department of Homeland Security.
The pause on vehicle stops could hamper the agency’s ability to increase arrests as it faces increasing pressure to deliver on the president’s promise of mass deportations. But it comes as some influential lawmakers and state officials have demanded answers about the latest shootings.
Sen. Susan Collins, R-Maine, who is running for reelection this year, said in a statement Tuesday that the shooting in Biddeford raised important questions and that she had urged Markwayne Mullin, the Homeland Security secretary, to “cease all nonurgent vehicle stops.”

The White House referred a request for comment to ICE, which said in a statement that the agency would not discuss law enforcement tactics.
At least 22 people have been fired on by agents involved in Trump’s deportation crackdown since he took office for his second term in January 2025. Six people, including three U.S.
citizens, have been killed as a result of those shootings, nearly all of which involved officers firing at people in vehicles.
In Houston last week, ICE agents shot Lorenzo Salgado Araujo, a Mexican immigrant
who had lived in the city for more than three decades, during a traffic stop while he was driving to work with several passengers. He was not the intended target of the ICE operation, federal officials acknowledged, after initially saying he was.
In Maine, ICE agents shot and killed a Colombian man early Monday, also in his vehicle. He was identified as Joan Sebastian Guerrero, according to a spokesperson for Sen. Angus King, I-Maine. A statement from the Homeland Security Department was unclear about whether Guerrero was the person that agents had been seeking.
Federal officials said the two men attempted to flee the traffic stops, although they did not provide video or other evidence to support those accounts. In several other immigration enforcement shootings, videos have later emerged that contradicted the agency’s narrative, and in at least one of those cases, an agent who fired on a Venezuelan immigrant in Minneapolis now faces state charges.
The renewed deportation effort in recent weeks has lacked the fanfare of previous high-profile enforcement surges, including in Minneapolis in January, during which two U.S. citizens, Renee Good and Alex Pretti, were killed. On Monday, a county prosecutor in Minneapolis said the Justice Department had turned over evidence in those shootings to state investigators after months of stonewalling.

President Donald Trump has paid writer E. Jean Carroll $5.6 million he owed her after a jury found him liable for sexually abusing her in a New York City department store in the 1990s and then defaming her, federal court records show.
The money, which had been held in escrow while Trump appealed the jury’s 2023 award, was disbursed to Carroll last week, according to a note added Tuesday to the online court docket in the case.
The payment came after the U.S. Supreme Court declined the president’s latest attempt to appeal the verdict, which prompted the judge overseeing the case to order that the money be released to Carroll.
Carroll’s lawyer, Roberta Kaplan, said in a statement that she and her client were “pleased to report that she has received the damages payment the jury awarded her as a result of that verdict.”
The White House press office referred a request for comment to Trump’s personal lawyers.
Aaron Harison, a spokesperson for the legal team representing Trump in the matter, said in a statement that “the American people stand with President Trump as they demand an immediate end to all of the witch hunts, including the Democrat-funded travesty of the Carroll hoaxes.”
The judgment against Trump stemmed from a lawsuit filed in federal court in New York City in which Carroll, 82, accused the president of sexual abuse and of defaming her
by calling the accusation “a Hoax and a lie” on social media.
In a unanimous verdict, the jury in the case awarded her $5 million. With interest, the sum had grown to $5.625 million as of last week.
Trump, who has consistently denied knowing Carroll much less abusing her, placed the money in a court-supervised account while he pursued appeals. That effort ended last month when the Supreme Court, without citing a reason and with no public dissent, denied his request that it review the matter.
Trump, 80, continued to rail against Carroll after the Supreme Court’s decision, writing on Truth Social that her suit was “a Fake Case.”
After the court declined to consider the case, Carroll immediately asked the federal judge overseeing it to order the president to
pay what he owed. She asserted that Trump had “consistently sought to obstruct and delay payment” of the jury’s award.
In a ruling issued Wednesday, the judge, Lewis A. Kaplan, agreed.
“In the last analysis, defendant has been stalling this case for years,” Kaplan wrote. He cited the jury’s verdict, that it had been upheld on appeal and that the Supreme Court had decided not to review the matter. It was time, he said, for Trump to “pay the judgment.”
Another case involving Carroll’s allegations against the president remains unresolved and could also end up at the Supreme Court.
In 2024, a separate federal jury in New York City ordered Trump to pay her $83.3 million after concluding that he had defamed her in 2019. His lawyers have said he may ask the justices to review the verdict.

Still shaken from the sudden death of Sen. Lindsey Graham of South Carolina, Senate Republicans returned to Washington on Monday and were immediately forced to confront the policy and political complications caused by his absence.
Coupled with the extended leave of Sen. Mitch McConnell, R-Ky., who was hospitalized last month and has not said when he will return to the Senate, Graham’s death Saturday has created further difficulties for an election-year legislative agenda that already faced significant hurdles.
The loss of Graham and the absence of McConnell have temporarily whittled down an already slim Republican majority and are threatening to stall spending bills, a major budget measure the party had hoped to use to push through hundreds of billions of dollars of military spending, and at least one crucial nomination.
It also left uncertain the fate of a new package of sanctions against Russia that Graham had negotiated in the days leading up to his death, which now lacks its most influential Republican champion in the Senate.

In the coming days, Senate Republicans had hoped to quickly confirm President Donald Trump’s pick as attorney general, Todd Blanche, whose confirmation hearings are set for Wednesday and Thursday. They are also eager to pass annual spending bills before a Sept. 30 deadline to fund the government. And with the midterms looming, many Republicans are hoping to find a way to push through sweeping policy initiatives in an arcane budget process known as reconciliation that allows them to skirt a Democratic filibuster.
All of those are up in the air with the loss of Graham. He sat on the Appropriations and Judiciary committees, where Republicans could now find themselves short of a majority to approve legislation or nominations, and was the chair of the Budget Committee, which would drive the reconciliation process.
Sen. John Thune, R-S.D., the majority leader, who was a longtime friend of Graham’s dating to their early years together in the House, had already been skeptical that he and his fellow Republicans could push through a

politically charged, one-party budget bill so close to the November election.
“Obviously there are a lot of considerations that we have to work through: how big it is, what the offsets are, what our limitations are,” Thune said. “To get that done and get the requisite number of votes in both the House and Senate will be a heavy lift.”
Thune and other senators were visibly affected by the death, and Graham’s Senate desk was draped in black velvet and held a vase of white roses.
With senior roles on the panels overseeing the Justice Department, spending and budget policy, Graham was seen as an important Republican voice in all three efforts. And as Republicans try to take advantage of their governing trifecta before the elections, Graham was viewed as a crucial link between the Senate and the White House.
Many of Graham’s colleagues acknowledged that he would have been particularly valuable helping Senate Republicans navigate an increasingly tense relationship with Trump, who has grown frustrated by their refusal to bow wholeheartedly to his agenda.
“His voice is going to be really, really missed in terms of the relationship that Senate Republicans have with the president and his team,” Thune said in a CNN interview Monday. “Because he was so good and so effective at talking to the president, and it was so respected by the president.”
That connection would have been central to any attempt to push through a third reconciliation bill.
Trump last week urged congressional Republicans to turn to the procedure — which allows bills that affect government revenues to pass the Senate on a simple-majority vote — to provide $350 billion to the Pentagon and to impose
long-sought restrictions on elections.
As chair of the Senate Budget Committee, Graham would have overseen that process, steering any measure through complex rules that govern what provisions can be included. Before his death, he signaled a willingness to try to meet Trump’s demand, even as many Republican senators, including Thune, have been skeptical that they could muster the necessary support to pass such a measure given disputes about how to pay for new spending with compensating cuts elsewhere.
Though Thune has not yet named a successor, Sen. Ron Johnson, R-Wis., is widely viewed as the next in line to lead the budget panel. But Johnson is among the staunchest fiscal conservatives in Congress, and his approach to spending cuts may rankle vulnerable lawmakers who do not want to slash government programs.
Asked about the path forward Monday, Johnson brushed off questions. “Look, I just walked by Lindsey’s desk,” he said. “It’s kind of one step at a time.”
Thune’s most immediate challenge may come with Blanche’s nomination. While some Republicans have voiced concerns about Blanche’s role in establishing a Justice Department fund for people claiming to be victims of unfair prosecution, Graham, a senior member of the Senate Judiciary Committee, was seen as a reliable supporter who would have helped Blanche advance.
But after Graham’s death, Republicans on the committee hold only an 11-10 edge on, meaning objections from any one Republican senator on the committee could stymie Blanche’s nomination. Two of them, Sens. Thom Tillis of North Carolina and John Cornyn of Texas, have raised questions about Blanche. Cornyn reiterated his concerns Monday after a federal judge in Miami assailed a settlement that Blanche brokered between Trump and the IRS that protected the president and his family from tax audits.
“It certainly is another area that I plan to ask about, and I’m certainly not making any commitments until after the hearing,” Cornyn said.
Advancing legislation to fund the government out of the Senate Appropriations Committee was already going to be difficult with McConnell’s absence, and the committee has already been at a partisan impasse.
But Graham’s death could make it nearly impossible to move any spending bills without major bipartisan support. Republicans will now need all their senators on the panel to be present and voting to overcome unanimous Democratic opposition.
Sen. John Kennedy, R-La., said the two primary actions Congress must take are to fund the government and keep it open after Sept. 30, probably through a stopgap bill, and provide money for the conflict in Iran. He predicted that progress would be difficult.
“I’m not terribly optimistic about the next four weeks,” Kennedy said.

Five months after the United Nations reported acts of genocide in Sudan, another human rights catastrophe may be imminent.
The Rapid Support Forces, a rebel group that controls parts of the country and has a history of committing atrocities, has gathered outside El Obeid, a strategically important city, and nearly encircled it. About 600,000 people are facing severe shortages of food, water and medicine, and the RSF has already killed some civilians through drone attacks. “The signs from El Obeid are clear and unmistakable: Another human rights catastrophe is unfolding in Sudan,” said the U.N. high commissioner for human rights, Volker Türk.There are many reasons that Sudan’s war is often overlooked, despite being bloodier than conflicts that receive far more attention. Sudan does not fit into larger global political debates in the ways that the wars in Ukraine and the Middle East do. Africa too often is ignored by those on other continents, a reflection of racial and economic double standards. Sudan has been so long ravaged by war that efforts to bring peace can seem pointless.
None of these explanations are acceptable, and they feed the terrible costs of the continuing conflict. The war in Sudan is one of the world’s most lethal, with a death toll estimated by independent monitors to be between 150,000 and 400,000. Beyond the innocent death and suffering in Sudan itself, the longer the fighting drags on, the greater the chance that regional instability will spread.The world needs to make a bigger effort to

halt the killing and mass displacement in Sudan, and the threat to El Obeid should inspire urgent action. The United States is uniquely positioned to push regional powers to intervene to halt the current threat and to bring an end to the war. America’s influence over Egypt, Saudi Arabia and the United Arab Emirates, nations that have aided the warring sides, can restart peace talks and initiate a ceasefire. The Trump administration should urgently recommit to peace in Sudan and protect the many innocent civilians who face the threat of sexual assault, torture and death.
Bringing peace to Sudan will not be easy. Since it won independence in 1956 from Britain and Egypt, Sudan has endured decades of instability, including coups, long civil wars and the Darfur genocide of the early 2000s. The key divide is ethnic rather than religious. More than 90% of Sudan’s residents are Muslim, but they are split between an Arab majority and several non-Arab Black ethnic groups. In the Darfur genocide, Arab militias backed by Sudan’s government killed hundreds of thousands of Black civilians.
The current conflict began after Omar al-Bashir, a dictator who ruled the country for three decades, cut subsidies for fuel and wheat in 2018, and protests erupted. The following year, the military and the private militias that have long dominated parts of Sudan united to topple the government. But their alliance proved temporary, and the military and militias soon began fighting one another, leading to the civil war. In addition to fighting for territory, the two sides are trying to control natural resources, including gold, oil and agricultural products. Both have committed atrocities.
On one side is the Sudanese Armed Forces, led by Gen. Abdel-Fattah Burhan, whom many countries recognize as the head of state. It has close ties to the Muslim Brotherhood, the nearly century-old radical Islamic group, and has received aid from Iran and Egypt. The U.N. has accused the armed forces of committing war crimes, including torture and sexual violence. Human rights groups have accused it of using chemical weapons.
On the other side are the Rapid Support Forces, a predominantly Arab group led by Gen. Mohammed Hamdan Dagalo. The U.N. says that his forces have committed acts of genocide in recent years, massacring members of non-Arab ethnic groups in western Sudan since 2023. Dagalo also led groups that committed the atrocities in Darfur two decades ago. The Rapid Support Forces describe themselves as anti-Islamic
and, according to U.S. officials, have received aid from the UAE.
The result is a war of exceptional brutality that remains too often ignored. If even the low end of the estimated death toll in Sudan is correct — 150,000 people — it is twice the official toll in the Gaza Strip and comparable to the toll among Ukrainian soldiers and civilians. Millions of Sudanese have also been driven from their homes, some of them flooding into neighboring countries.
What might the world do to stop the bloodshed?
The most important role is among the Middle Eastern countries that have been backing one of the two sides. Saudi Arabia, which is officially neutral, has helped the Sudanese Armed Forces. The UAE provides weapons and other aid to the Rapid Support Forces. Rather than fueling the fighting, both countries should use their influence to stop it.
The United States also has a crucial role to play. The Trump administration, like the Biden administration before it, has tried to end the war, without success. In September, the United States, Egypt, Saudi Arabia and the UAE proposed a road map to peace, starting with a three-month truce followed by negotiations on a transitional civilian government.
The Sudanese Armed Forces rejected the plan. The Rapid Support Forces pretended to welcome it but soon began a merciless assault on el-Fasher, a regional capital in western Sudan, that included the killing of 6,000 civilians in three days after the city fell, the U.N. found. U.N. officials said that the attack bore “the defining characteristics of genocide.”
With the near-encirclement of El Obeid, the world must urgently take action.
The Trump administration should reengage, as should European leaders who say they want to play a bigger role in global affairs in response to President Donald Trump’s sporadic isolationism. Egypt, Saudi Arabia and the UAE should stop their shortsighted jockeying for influence in Sudan and prioritize ending the massacres.
The 2020s have set a grim benchmark. Global deaths in armed conflicts have reached their highest level since the 1994 Rwandan genocide, ending a long period of relative peace. The continuing tragedy in Sudan has been among the largest contributors to the new era of bloodshed. The rest of the world should act to prevent the rising danger to civilians and to end the war in Sudan once and for all.

“Resulta alarmante la coincidencia de que mientras una firma de abogados tiene contrato con una agencia, comparezca representando simultáneamente a esa agencia y a entidades privadas. Si esos servicios fueron facturados a la agencia, podríamos estar ante un caso en el que se utilizaron fondos públicos para beneficiar a uno o varios intereses privados”, sostuvo González Costa.
La petición también incluye información sobre posibles solicitudes de inhibición presentadas por Domenech o por la licenciada Verónica Ferraiuoli en asuntos relacionados con Opus Group LLC, empresa que, según el PIP, figura como cliente de Politank.

This column has explored the idea of America before, and following a historic anniversary of the nation’s founding, it’s as good a time as any to do it again. The nation’s origin story has always been told in terms of capitalF freedom; these five films are about the constant struggle to carve it out and preserve it, over and over.
‘Hoop Dreams’ (1994)
People would often tell teenage basketball star player William Gates not to forget about them when he made it to the pros. He’d think, “I should say to them, ‘Well, if I don’t make it, don’t forget about me.’” That is, in essence, the sobering indictment of an entire country in Steve James’ sprawling, all-timer documentary.
Tracking Gates and Arthur Agee, two young Black basketball prospects from the Chicago projects, across their high school years, the film is an unsensationalized, wholly illuminating mosaic, not of basketball per se, but of American life and poverty. The boys are sold dreams of sports stardom by self-interested coaches and recruiters, but without a real infrastructure of support to succeed, you see instead the inexorable downward pull of predictably grim cycles.
One of the most heartbreaking moments you’ll find in any documentary is when Gates and Agee, who eventually wind up at different high schools, embrace after a game. Even as we’ve followed both of their lives for years, we’ve never seen them actually together, until now. In that instant, William cries in Arthur’s arms. For a moment, there is someone else there who understands what it’s like to be a teen — a kid, really — with so much expectation, so little help and no other options. (Stream it on YouTube.)
‘Time’ (2020)
On a phone call from a Louisiana prison, Robert tells his wife, Sibil, that he looked up at the fluffy clouds today and imagined bounding off one to another. And he looked out onto a pecan orchard. Those trees, he explains, were planted when he first arrived at the prison, two decades ago.
Then, like a cruel cosmic joke, an automated voice intrudes, ending the call: So much time, and so little of it.
Garrett Bradley’s documentary posits that the U.S. criminal justice system doubles as modern-day slavery, but it’s as much a portrait of Sibil, whose fiery poise and resolve, raising six children while her husband is incarcerated, form the film’s engine.
Yet Bradley’s film is most remarkably defined by its poetic touch — the black-and-white photography, its dreamlike quality, the decision to leave out as much as it puts in — that is far more viscerally moving than any issues-film approach. You’re left wondering, with a desperate emotional urgency rather than a politicized one: Isn’t there another way? How do you get all that time back? (Stream it on Prime.)

‘The Candidate’ (1972)
File this in the category of ’70s screen moments that should be iconic, if only that decade hadn’t been so chockablock with spectacular films: Melvyn Douglas kneeling down in the final minutes of “The Candidate,” looking into the eyes of a stunned Robert Redford and declaring, as if casting a sinister curse: “Son, you’re a politician.”
You can see how incisive this political satire must have been in 1972, particularly as television and media — and in turn, mass-produced image and advertising — were still relatively new to shaping our politics. It follows Bill McKay (Redford), a handsome progressive lawyer who is recruited to run a losing campaign for senator and given carte blanche to speak his mind about the country.
Over time, McKay doesn’t explicitly compromise his values so much as quietly become better at embodying an empty suit. His evolution into a mealymouthed cutout of an electable senator is so thorough that his win becomes impossible to stop (even though McKay was meant to lose!). ‘Paris Is Burning’ (1990) America is also defined by those who exist outside the status quo. That story is a pendulum, swinging between resilience and repression. In “Paris Is Burning,” it’s also defiant
beauty and terrible pain, raw jubilation and expression — if only in a sweaty ballroom.
Even decades later, Jennie Livingston’s groundbreaking tableau of New York City queer life and ballroom culture still feels like an experience in thrilling discovery. Capturing the “houses” of competitors in and out of the ballroom, it’s a euphoric primer on this world, in the abandon and acceptance they find with each other, but also the competition and cattiness.
The undercurrent of the film, though, is its streak of longing. Permeating the balls and the people is the desperate air of desire, to be adored, to be moneyed and to be draped in luxury — which is also to be free from stigma and terror. The violence here blindsides the viewer every time, even as we know that’s how these stories so often end. (Stream it on YouTube.)
‘Citizenfour’ (2014)
There are moments, particularly in the early portions of Laura Poitras’ documentary following whistleblower Edward Snowden, that are as enrapturing and chilling as any scripted conspiracy thriller. Poitras uses basic formal elements — emails, online chats, a foreboding score, the view of a tunnel or a construction site — to create a powerfully visceral, conspiratorial fear around what’s at stake.
But of course, this documentary, taking place in the days immediately before and after Snowden’s 2013 revelations of the National Security Agency’s unfettered global surveillance networks, is decidedly real, almost bizarrely so. Alongside that sense of dread is also plain, raw footage of a remarkably principled (and frighteningly young at 30) Snowden, holed up in a Hong Kong hotel, matter-of-factly detailing the Orwellian nightmare he is about to unveil, while the world outside spins on unaware. Then, immediately after his revelations break, gigantic video billboards across the street (and the world) are suddenly displaying his face. (Stream it on YouTube.)

The S&P 500 and the Nasdaq advanced on Tuesday as solid big bank results and a cooler-than-expected inflation report boosted risk appetite amid rising Middle East tensions.
A rebound in chip shares put the Nasdaq out front, while the Dow’s gains were more subdued.
The Labor Department’s Consumer Price Index showed inflation cooled more than analysts expected in June, largely due to abating energy price pressures amid last month’s signs of progress in U.S.-Iran peace negotiations.
U.S. Federal Reserve Chair Kevin Warsh sat for his first congressional testimony since his confirmation, in part to lay out the central bank’s plan to contain upward price pressures. Warsh’s testimony occurred while the battle for control over the Strait of Hormuz has led to ramped-up airstrikes between the United States and Iran and boosted crude oil prices, reviving fears of upward price pressures.
Still, following the CPI report, financial markets were pricing in an 83.4% likelihood that the Fed will let its key interest rate stand at the conclusion of its July policy meeting, up from 58.3% on Monday. Markets expect at least one 25-basis-point rate hike before year-end, according to CME’s FedWatch tool.
“The inflation report seems to have weakened the argument that the Fed is going to raise rates,” said Chuck Carlson, chief executive at Horizon Investment Services in Hammond, Indiana. “It gives the Fed cover, for now.”
“(Warsh) is saying we can bring down inflation, and that’s what the people he was speaking to want to hear,” Carlson added. “And maybe inflation is going to come down without having to raise rates.”



Second-quarter earnings season began with five big U.S. banks reporting solid results, buoyed by trading strength and dealmaking.
Goldman Sachs surged 9% after it surpassed second-quarter profit expectations, as dealmaking picked up pace and geopolitical uncertainties boosted its trading business. JPMorgan Chase and Bank of America advanced 2.5% and 1.9%, respectively, after delivering consensus-beating profits.
Citigroup slid 5.3% as worries over expenses overshadowed its profit beat, while Wells Fargo dropped 2.7%.


“It’s a big earnings week, so we finally get to hear from corporate America,” said Tom Hainlin, national investment strategist at U.S. Bank Asset Management in Minneapolis. “What we continue to look for from the banks is what are they seeing in terms of consumer health? So far, good news on that front.”
IBM shares tumbled 25.2% after the company warned second-quarter revenue would fall below estimates.
The Dow Jones Industrial Average rose 10.02 points, or 0.02%, to 52,508.66, the S&P 500 gained 28.55 points, or 0.38%, to 7,543.89 and the Nasdaq Composite gained 233.83 points, or 0.90%, to 26,107.01.

The U.S. military bombed more Iranian targets Tuesday, returning to the kind of intensive attacks that marked the start of the war, as President Donald Trump abruptly dropped a plan he had announced a day earlier to charge shipping companies fees for providing security in the Strait of Hormuz.
As the two countries have sharply increased their attacks over the past week, the truce they signed last month has been left in tatters, and Trump’s path out of the conflict remained unclear. Both sides are seeking to control the Strait of Hormuz, a crucial transit route for oil and gas shipments. The renewed hostilities have severely curtailed sea and air traffic to the region with consequences for the global economy.
On Monday, Trump said he had decided to impose a 20% fee on cargo pass-
ing through the strait to reimburse the U.S. military for providing security. Analysts said the plan could have more than doubled the cost of shipping oil through the strait, driving up global energy prices. Vice President JD Vance and Secretary of State Marco Rubio had also spent months declaring the administration was opposed to fees or tolls in international waterways.
On Tuesday, Trump reversed course, scrapping the fee plan, in the latest dizzying shift in his Iran policy.
He said he had decided not to impose fees after the leaders of Persian Gulf nations — “kings and emirs, and all of the people that we all know and we all love” — called him and said “we’d love to do it a different way. We’d love to invest in the United States with billions and billions of dollars.”
Trump did not describe what those potential investments might entail, and the Persian Gulf states had no immediate announcements of new deals with the United States.
The shift came as the Trump administration has been vigorously opposing an effort by Iran to charge fees in the strait. Trump said he was pleased with the outcome.
“I like that, actually, because I don’t think anybody should be able to charge a fee for the strait,” he told reporters at the White House during a visit by the prime minister of Iraq, whom he welcomed as a supporter of American oil companies.
Trump’s change in plans underscored the level of unpredictability that businesses working in the region are facing as the conflict between the United States and Iran lurches back toward war.
“The fact that things are changing all the time, itself, means that it’s hard to make a decision to normalize trade,” said Lasse Kristoffersen, the CEO of Wallenius Wilhelmsen, a car shipping and logistics company based in Norway.
Oil prices had climbed to their highest level in a month, $87 a barrel, before falling Tuesday to $81 after Trump dropped his fee plan. It was about $72 a barrel before U.S. and Israeli forces started attacking Iran in late February.
Oil shipping routes have been a central focus of the fighting between Iran and the United States.
U.S. Central Command, which oversees U.S. forces in the Middle East, said on Tues-
day that it was restarting a naval blockade of Iranian ports, which had been in effect from April 13 to June 18, in an effort to thwart Iran’s oil exports and weaken its economy.
The U.S. military added that its strikes on Iran in recent days were intended to degrade the Iranian military’s ability to target commercial ships in the strait. But Iran’s attacks have not stopped.
Iran’s Revolutionary Guard said overnight that it had fired on two tankers registered to the United Arab Emirates after they attempted to transit the strait near the coast of Oman rather than through Iranian-controlled waters. Iran has warned commercial vessels to only use routes it has approved.
The Indian Foreign Ministry said in a statement that 30 of the 46 crew members on the two targeted tankers were Indian citizens. One Indian seafarer was killed and 10 others were injured, two seriously, the ministry said.
“We strongly condemn these attacks and acts of violence targeting seafarers and disrupting free and safe navigation through international waterways like the Strait of Hormuz,” the Indian Foreign Ministry said, adding that it had a lodged a “strong protest” with an Iranian diplomat in New Delhi.
It was not the first time that Indian sailors have suffered in the violence between the United States and Iran. An Indian crew member of a Cyprus-flagged ship has been missing since it was hit by an Iranian strike over the weekend. Last month, the Indian government said a U.S. strike on a commercial tanker in the Gulf of Oman killed three Indian sailors and it lodged an official pro -
test with the United States.
Only 10 ships passed through the strait Monday — the smallest daily total in more than a month and far fewer than the roughly 130 vessels that transited daily before the war, according to Kpler, a maritime tracking company.
Air travel has also been affected by the increased fighting between Iran and the United States. The European Union’s aviation safety regulator on Tuesday warned airlines to avoid the airspace of Bahrain, Kuwait, Qatar, the UAE and part of the Gulf of Oman. Attacks in those areas, it said, posed a “high risk to civil flights.”
As the United States stepped up its strikes, Iranian state media reported several explosions in southwest Iran on Tuesday. The deputy governor of Bushehr province, Ehsan Jahanian, said four locations in the port city of Bushehr, home to Iran’s only civilian nuclear power plant, had been struck, according to the state news agency, IRNA.
Later on Tuesday, U.S. Central Command said U.S. forces had conducted additional strikes on Iranian targets but did not specify the location of the attacks. Iran’s state news agency reported that U.S. forces had fired projectiles Tuesday evening at Qeshm Island near the entrance to the Strait of Hormuz.
The Iranian military said it had launched another round of strikes at U.S. military facilities in Bahrain and Jordan. Kuwait’s army also reported hostile missile and drone attacks. It said a Kuwaiti naval vessel had been targeted, and that four members of the Kuwaiti military had been injured and were in stable condition.

Any large earthquake can be dangerous, but the residents of Caracas and Venezuelan coastal cities like La Guaira and Catia La Mar were victims of several unlucky factors.
Two quakes in rapid succession, a fault that ruptured toward more populated areas, soft ground and the shallow depth of the temblors all combined to make the June 24 disaster especially severe, even for areas that were miles away from the epicenter.
This is what made it so deadly.
The ‘doublet’
First, and most important: There was not one earthquake but two, separated by just 39 seconds. Seismologists call this a “doublet.”
The first was smaller, measuring 7.2 in magnitude; the second was much more powerful, measuring 7.5.
The doublet meant that buildings had to withstand chaotic shaking for far longer than they would have in an ordinary earthquake.
“Almost certainly, what happened was that the first earthquake triggered the second one,” said David Oglesby, a professor of geophysics at the University of California, Riverside.
The earthquakes left more than 4,500 people dead, the Venezuelan government said Saturday. Hundreds of buildings were destroyed, and hundreds more damaged.
The direction
Seismic waves from the first quake radiated outward in all directions. But it was the waves traveling east that eventually reached a point on the San Sebastián fault that was ready to slip. That set off the second earthquake. The rupture from that continued east — more than 100 miles toward Caracas, the capital.
“There were two directions this fault could have gone,” said William Barnhart, a geophysicist in the earthquake hazards program of the United States Geological Survey. “It could have gone to the west, or the east toward Caracas. They would have been lucky if it had gone the other direction.”

The initial rupture occurred on what is known as the Boconó fault, part of the system that produced a tremendous earthquake in the 19th century, Barnhart said.
Satellite imagery shows that the second quake then traveled east along a well-known seam between two of Earth’s tectonic plates — the San Sebastián fault.
“We know that the fault extended as far as Caracas,” said Barnhart, “and that starts to explain, in part, why there’s so much shaking there.”
The ground shift
Scientists compared satellite imagery from before and after the quake to measure how much the ground shifted. In coastal regions such as La Guaira — where the fault runs only a couple of miles offshore or directly beneath the city — the ground moved as much as 1.5 feet to the west.
The San Sebastián is a strike-slip fault, meaning that earth moves primarily horizontally along it. During the quake, regions to the north of the fault slipped east, while regions south of the fault shifted west.
In areas built directly on top of the fault, the displacement is made clear by satellite analysis. For example, the northern half of Simón
Bolívar International Airport was displaced to the east, with the southern half being pushed in the opposite direction. The San Sebastián fault runs along the seam between the two directions of displacement.
Although cracks in the airport ground were visible in post-quake imagery, satellite analysis indicates that the fault did not reach the surface of the earth in that region, Barnhart said. Had it done so, the contrast between the two directions of displacement would have been even starker, he said.
The ‘directivity’ effect
Another factor may have increased the strength of the shaking to the east of the rupture, Oglesby said.
As the rupture moved east, it may have pushed up the amplitude, or strength, of seismic waves, piling them up like waves in front of a boat, or sound ahead of a speeding motorcycle. The effect, known as “directivity,” probably amplified the strength of the shaking toward Caracas, though more data is needed to confirm it.
“Directivity very likely contributed to the strong ground motion in Caracas and the area overall,” Oglesby said.
“It could make the difference between a building standing, with damage, and completely collapsing.”
‘As shallow as it gets’
The quakes’ depth, or more precisely the lack of it, may also have compounded the destruction.
The quakes began only around 6 miles below ground, so the shaking was felt especially strongly on the surface. “That’s almost as shallow as it gets,” said Vitor Silva, head of risk engineering for the Global Earthquake Model Foundation.
As with a bomb going off underground, an explosion that is shallower produces greater shaking at the surface, Silva said: “There is a very short distance between areas where energy is being released and the built environment.”
Built-up areas in the region, as in many parts of the world, also tend to sit on relatively flat ground, which is often soft, sedimentary material that can amplify seismic waves.
As the second rupture moved east, it traveled about 110 miles toward populated areas including Caraballeda, La Guaira and Caracas, sending seismic waves radiating outward along its path — explaining why the strong shaking extended so far from the epicenter. The
worst damage was seen in low-lying areas along the coast.
The soft soil
Yet another process that seismologists study is how the shaking, or seismic waves, make their way to the surface. In the simplest terms, a solidrock surface tends to damp down the waves, and a softer, sedimentary surface amplifies them.
Humans tend to build on flat, sedimentary areas — former lake beds and sea bottoms — that do not behave well in earthquakes. It is no different in Venezuela.
The exact frequencies, or wavelengths, that get amplified by the sediment depend on the details, such as its thickness or exact composition. If those amplified waves match the natural swaying frequency of a nearby building, they resonate. This can cause the building to shake far more violently, leading to more damage.
Earthquake engineers must account for all this when designing buildings to withstand what may rush from the ground below.
In Caraballeda, satellite analysis shows that at least 152 buildings were destroyed, with dozens more damaged. Most of these buildings were along the low-lying coastline, built on regions of unconsolidated soil that can amplify shaking.

Near the Playa Grande neighborhood, at least 246 buildings were destroyed and nearly all of them were built on top of the same soft soil. The San Sebastián fault runs underneath this region.

Engineers say Venezuela’s seismic codes are some of the best in Latin America. The question is whether they were followed.
From the scale of destruction, it appeared that some and perhaps many buildings had not been built to code, though experts said a full accounting would have to wait until the search for survivors had ended.
Far more study will be required to understand why and how so many buildings fell apart in Venezuela. Some collapses may have been the result of so-called soft stories, where a single floor — often the ground floor — is not as strong or well designed as others in the same building.
In other cases, columns seem to have given way throughout entire buildings, suggesting that they lacked proper reinforcements or that contractors skimped on the amount of steel.
Older buildings may have folded and fallen simply because they predated Venezuela’s more recent code upgrades.

Acoalition of 12 Democratic states including California, New York and Washington filed a lawsuit earlier this week to block Paramount’s $111 billion acquisition of Warner Bros. Discovery, the most serious legal challenge to date for one of the biggest media deals in history.
In their lawsuit, which was filed in U.S. District Court for the Northern District of California, the states argue that the deal would harm movie theaters by damaging the competitive market for distributing films, including blockbusters that generate a large portion of studio revenues. The lawsuit also claims that the deal would give the combined company anticompetitive power over the market for distributing basic cable TV channels, like CNN.
“The merger will end this competition permanently,” the states said in the lawsuit. “The likely result is higher prices, lower quality and less content for film.”
The states are seeking to freeze the deal, which was scheduled to close in the third quarter of the year, while the lawsuit is being adjudicated. That could be costly for Paramount, which has agreed to pay Warner Bros. shareholders $650 million for each quarter the deal doesn’t close, starting in October.
On Monday, the states filed a temporary restraining order, asking the court to halt Paramount from closing its acquisition of Warner Bros. Discovery, after Paramount declined the states’ request to freeze the deal. In the filing, the states said Paramount told California that it may close the acquisition as soon as July 22. The states requested a response from the court by the end of the day on July 21.
The merger would harm “movie theaters, basic cable distributors and ultimately audiences on every sofa and movie theater seat in the U.S.,” Rob Bonta, the California attorney general, who is leading the lawsuit, said in a statement.
A spokesperson for Paramount, Melissa Zukerman, said in a statement that the lawsuit “is wrong on both the facts and the law.”
“We will continue to fight against any attempt to derail a deal that strengthens competition, expands opportunity and positions the combined company to com-

pete in an increasingly competitive global media landscape,” she said.
The lawsuit disrupts plans by billionaire Larry Ellison and his son, David Ellison, to create a Hollywood colossus. If the deal closes, David Ellison, who runs Paramount, will control two news networks, CBS News and CNN; two major movie studios, Paramount Pictures and Warner Bros.; and two popular subscription streaming services, Paramount+ and HBO Max.
The states’ efforts pose the biggest regulatory threat to closing the deal. The Justice Department said in June that it would not challenge the acquisition, which it said was “not likely to harm competition or American consumers.”
Paramount has already secured approvals from 20 countries and regions globally, including China and Australia. But other global regulators are still looking into the deal. This month, the European Union’s antitrust enforcer said Paramount had agreed to concessions to allay concerns over competition. And in June, a British regulator said the United Kingdom was leaning toward examining the deal further.
David Ellison and Larry Ellison have cultivated a warm relationship with President Donald Trump as the family built its
media empire. Paramount hosted a dinner “honoring the Trump White House” in Washington this year, part of a week of festivities for the White House Correspondents’ Association. That dinner, which was attended by David Ellison and Todd Blanche, the acting U.S. attorney general, took place while the Justice Department was still reviewing the deal.
The lawsuit filed Monday argues that the merger violates the Clayton Act, a 1914 statute outlawing mergers that lessen competition or lead to monopolies. The lawsuit details the potential harms to competition in the traditional theatrical movie and TV businesses.
When the deal closes, just four companies — Paramount, Disney, Universal and Sony — will control 86% of the market for widely distributed films, according to the filing.
The states argue that those same four distributors would control more than 90% of top-grossing films, according to the lawsuit. Those films are distinguished by larger budgets, association with significant intellectual property, major marketing campaigns or a general audience, the states said.
Paramount said the deal would benefit movie theaters, noting David Ellison’s pledge to release at least 30 films a year in cinemas.
The lawsuit’s claims about blockbusters allow the states to focus on an area in which they say Paramount would be particularly dominant, rather than pinning the case entirely on the larger market for all films in wide release.
That mirrors a tactic that the Justice Department used to successfully block the acquisition of book publisher Simon & Schuster by Penguin Random House in 2022. In that case, a federal judge found the merger would harm competition among publishers that were buying the rights to books they anticipated would be top sellers.
The states also claimed that the merger would result in Paramount controlling more than 25% of “major basic cable channels” in the country. That would give the company added leverage in negotiations with cable services that distribute those channels under agreements with Paramount, the states said.
Lawsuits that challenge mergers generally take between several months and a full year to receive a final ruling from a judge. They can stretch on even longer if either side appeals.
Arizona, Colorado, Connecticut, Massachusetts, Minnesota, Nevada, New Jersey, New Mexico and Oregon also joined in filing the lawsuit. Letitia James, the attorney general of New York, said in a statement that the deal “threatens to raise costs for consumers and puts jobs and businesses nationwide at risk.”
The legal showdown between Paramount and California has been brewing for months. Paramount has been staffing up its legal team, hiring well-known antitrust litigators while offering incentives to California including a $50 million fund for workers displaced by technology like artificial intelligence. Bonta has been building his case, coordinating with other states and speaking to workers who said they would be affected by the deal.
States are increasingly stepping in to block mergers, arguing that the Justice Department under the Trump administration is ignoring deals that harm competition. Already, a coalition of states has sued to prevent the merger of Nexstar and Tegna, two major local TV broadcasters, and pursued a breakup of entertainment juggernaut LiveNation.

The 2026 Women’s Premier Softball League (LPSF by its initials in Spanish)
Crown Series will begin this Thursday when the Valencianas of Juncos host the Prodigiosas of Sabana Grande.
The first game of the best-of-seven series is scheduled for 7 p.m. at Felipe Díaz Park in Juncos.
The Valencianas reached the final after eliminating the Leonas of Ponce, while the Prodigiosas knocked out the Bravas of Cidra.
Juncos will be playing in its first championship series since 2022 and will seek the second title in its history, after winning it all in 2008.
Sabana Grande will attempt to claim its first crown after finishing as runner-up in 2023.
The first two games will be held in Juncos on Thursday and Friday, both at 7 p.m.
Action will then shift to Quintín Hernán-
dez Park in Sabana Grande for the third game on Saturday at 7 p.m., and the fourth game on Sunday at 5 p.m.
If additional games are required, the series will continue from July 23 to July 25.
Administrative rules for the final were established during a meeting between team owners Iván Rivera Nazario (Valencianas) and Alex Ramos Ruiz (Prodigiosas), alongside LPSF Director General Jeanc Rodríguez Martínez.
Among the agreements reached, it was stipulated that each game becomes official once the regulation seven innings are completed, unless it ends via the mercy rule.
Additionally, the league will assign three umpires for each game. In the event of a suspension before four innings are completed, the game will be rescheduled for the following day at the same venue, and the schedule will shift by one day.

The Vaqueros of Bayamón used a dominant second half to defeat the Gigantes of Carolina 101-78 in Game 3 of the National Superior Basketball (BSN by its initials) Conference A semifinals at Rubén Rodríguez Coliseum in Bayamón on Monday night.
Trailing 46-42 at the half, defending champion Bayamón rallied to a 70-64 lead after three quarters before widening the gap in the final frame to go up 2-1 in the best-of-seven series.
Jassel Pérez led the Vaqueros’ balanced attack with 20 points and seven rebounds. Gary Browne had 15 points and five assists, Stephen Thompson Jr. contributed 14 points and six assists, and Damian Jones and Javier Mójica added 14 and 11 points, respectively.
Tremont Waters led the Gigantes with 26 points and eight assists.
The series resumes at 8 p.m. tonight with Game 4 at Carlos Miguel Mangual Coliseum in Canóvanas.
