ov. Jenniffer González Colón defended her administration’s record Tuesday, asserting that her government has been “proactive and focused on measurable results,” despite what she described as attempts to overshadow her work with political controversies. Looking ahead to 2026, González Colón said her priorities will center on executing her government agenda and advancing the fight for statehood. “This year, some tried to make my work invisible and prevent people from knowing what has been done and how they can benefit from government efforts,” the governor said. “My priority is to govern, execute, and fulfill what we promised the people. That’s why the government plan is followed by every agency -- it’s the roadmap for compliance with the commitments made to the people. There is work, there is commitment, and there are results.” The governor’s administration has been plagued with criticisms from the start, she said. One of the first actions by her appointee to head the Department of Natural and Environmental Resources was to halt an investigation into alleged illegal construction and mangrove cutting in La Parguera -- a case involving the governor’s in-laws. Legal experts call the move a rollback of environmental protections and accuse the administration of shielding personal interest. In May 2025, the governor withdrew three high-profile cabinet nominees -- including for secretary of state -- after clashes with the Senate. Critics accused her team of deficient vetting processes, calling it a sign of internal disorganization and damaging public perception of her administration’s competence. The governor also has been criticized over delays in deploying federal funds for solar infrastructure, which opponents say undermines efforts to improve grid resilience and access to renewable energy. González Colón emphasized that her administration has delivered on major promises, including initiating the process to cancel the contract with LUMA Energy. However, she did not say which company will replace the private operator of PREPA’s transmission and distribution system. “We’ve already started removing LUMA with three lawsuits in court, after exhausting efforts to remedy the company’s poor service to the people,” she said. “During the campaign, the opposition claimed they would remove LUMA; today, as I fulfill that promise, they seem to have changed their position and now defend them. We avoided the massive blackouts predicted due to lack of generation by adding more than 1,200 megawatts of new generation capacity. We are also advancing the acquisition of 800 megawatts of temporary generation and 3,000 megawatts of new energy.” The governor highlighted financial reforms, including securing the first certified budget, which she said marks the beginning of Puerto Rico’s exit from the Financial Oversight and Management Board. Her administration also absorbed costs during the U.S. federal government shutdown to keep local operations running and secured aid for federal employees, she noted.

The governor also touted efforts to promote reshoring and manufacturing expansion, creating more than 4,000 jobs and attracting $2.2 billion in investment through 17 expansions. Employment statistics show 8,000 more jobs compared to October 2024, while exports in July reached their highest level in 15 years. Cement sales rose 45.4% year-over-year, equivalent to 228,000 additional sacks compared to November 2024 -- indicators of economic growth, she noted. Several measures have been signed, including Law 70-2025: guaranteeing the right of students with disabilities to equal access to summer camps; Law 6-2025: the Single Digital File Law for people with disabilities; Law 9-2025: creating the State Liaison Office for the Support and Registration of Rare Diseases; Law 46-2025: amendments to strengthen the Bill of Rights for Older Adults; and Executive Order 010: creating the Comprehensive Care Unit for Older Adults, attached to La Fortaleza. The administration, González Colón pointed out, has implemented initiatives to promote adoption, such as the first digital platform for submitting adoption applications and completing initial orientation through the State Voluntary Adoption Registry (REVA). In collaboration with Wendy’s Wonderful Kids, the recruitment of adoptive families for children in need of placement was strengthened. To date, 137 children have been adopted, the governor noted. The Family Department, meanwhile, has some 365 families registered in the REVA and about 144 minors are ready to be placed in a family, she said. La Fortaleza rejects fiscal board’s stance in favor of LUMA Insists gov’t will defend contract challenge in court By THE STAR STAFF
L
a Fortaleza Public Affairs Secretary Jean Peña Payano on Tuesday rejected the Financial Oversight and Management Board’s statement in support of LUMA Energy before the federal court and affirmed that the island government will continue to defend in court the lawsuits aimed at challenging the contract of the private operator of the electrical system. “It is regrettable that the Fiscal Oversight Board is siding with LUMA after the government of Puerto Rico has been on the side of the people,” Peña Payano said at a press conference. “This does not surprise us, given the colonial imposition that the board represents in Puerto Rico.” The oversight board filed motions before U.S. District Judge Laura Taylor Swain, requesting that she maintain jurisdiction over the cases filed by the commonwealth government against LUMA Energy. According to the board, the government’s lawsuits aim to return the transmission and distribution system to the Puerto Rico Electric Power Authority (PREPA), which would be contrary to the Fiscal Plan. They also believe that handling the controversy in state courts would cause chaos. “Consequently, Section 305(2) of PROMESA [the Puerto Rico Oversight, Management and Economic Stability Act] prohibits the Title III Court from issuing the orders requested in the civil actions, since any such order would ‘interfere’ with ‘the debtor’s property,’” the oversight board stated in its filing. “To maintain consistency with PREPA’s Fiscal Plans (current and previous), and given the importance of the Transmission and Distribution contract for the transformation and restructuring of PREPA, the Board understands that the current controversies must be adjudicated by the Title III Court and, pursuant to Section

contract, no court other than the Title III Court can grant the relief requested in these civil actions.” Regarding what it described as a government move to return control of PREPA’s electrical system operations to the bankrupt utility, the oversight board stated that “to avoid any doubt, a return of transmission and distribution operations to the ‘traditional PREPA’ as a consequence of the termination of the OMA [oversight and management agreement] (which is what these cases seek to achieve) constitutes an unacceptable outcome and is contrary to law and public policy. Only the Title III Court is in a position to coordinate a modification or even the termination of the transmission and distribution contract and its impact on PREPA’s restructuring, in order to avoid chaos and a catastrophe for the people of Puerto Rico.” Peña Payano said that, to his knowledge, La Fortaleza had not received prior direct notification of the oversight board’s intervention and that they learned about it through media coverage. “Personally, I don’t have that information,” he said. “We would have to see if the legal team or AAFAF [the initials in Spanish for the Puerto Rico Fiscal Agency and Financial Advisory Authority] received any notification.” The official added that the decision to file legal action against LUMA stems from a government assessment to protect Puerto Rico, regardless of the oversight board’s position. “The governor was consistent,” Peña Payano said. “We have the people’s mandate through the ballot box, and we will continue with the legal strategy that is in the best interest of the people, regardless of whether the board is in favor or not,” he said. He dismissed the idea that the oversight board’s intervention represents a concern for the executive branch, noting that in a similar case during the summer, Judge Swain ruled in favor of the island government. “We are not worried at all,” the La Fortaleza official said. “They did this before, and time proved us right. As long as we are on the side of the people, we will continue.”
University urges retake after medical exam mishandling sparks controversy By THE STAR STAFF

entral University of the Caribbean (UCC by its initials in Spanish), the institution responsible for administering Puerto Rico’s medical licensing exam, has recommended that 132 candidates retake the Basic Sciences portion after serious problems occurred during the Spanish-language session on Dec. 15. UCC President Waleska Crespo said the university regrets the uncertainty and concern caused by the incident and emphasized that its priority is to preserve the integrity of the licensing process. “We formally recommend to the Medical Licensing and Discipline Board that the Basic Sciences exam be offered again to

approach safeguards the integrity of Puerto Rico’s medical licensing process.” The mishandling happened when the Spanish version of the exam administered that afternoon contained major errors. Pages were misaligned, some questions were incomplete or missing, and sections were printed incorrectly, making it impossible for candidates to answer certain items properly. Officials told the candidates to write their answers in the question pamphlet instead of the answer sheet and that employees will transfer them to answer sheets, causing great concern. Those flaws disrupted the exam and compromised its reliability, prompting UCC to call for a retake. The licensing exams were held on two days, Dec. 15 and Dec. 16, with candidates
allowed to choose between English or Spanish versions. While the English version proceeded without incident, the Spanish afternoon session on Dec. 15 was marred by the technical failures. The situation has drawn heightened attention because among the affected candidates was José Yovín Vargas, the husband of Puerto Rico Gov. Jenniffer González Colón. His participation fueled public debate over whether his presence influenced the handling of the exam and whether the incident was part of a ploy to help him pass the exam. Government officials have strongly denied any interference, calling suggestions of favoritism “irresponsible” and stressing that the exam was managed by a private institution and that all candidates were treated equally.

SESA asks governor to stop $300 LUMA fee on solar customers By THE STAR STAFF
T
he Puerto Rico Solar and Energy Storage Association (SESA), representing the island’s solar and storage industry and more than 96,000 affected households, reaffirmed its appeal on Tuesday for Gov. Jenniffer González Colón to endorse House Concurrent Resolution 193 (RCC 193 by its initials in Spanish). The measure, unanimously approved by both legislative chambers, calls for halting a contentious $300 fee that LUMA Energy is attempting to impose on solar customers. The fee in question is rooted in a 2017 regulation that conflicts with Puerto Rico’s Energy Public Policy Act (Law 17‑2019), which officials passed to encourage renewable energy adoption. Despite the contradiction, LUMA continues to implement the outdated rule. SESA also warns that the utility is seeking to recover some $11 million through a rate review before the Puerto Rico Energy Bureau -- a move that could lead to increased electricity rates islandwide to offset what SESA describes as an “illegal fee.” Javier Rúa Jovet, SESA’s director of public policy, criticized the charge as “another tax on the sun,” adding undue burden to families and small businesses already enduring high electricity costs. He urged González Colón -- who has consistently opposed new taxes and fees -- to sign RCC 193 to prevent this alleged injustice and protect consumers. LUMA Energy, a private consortium contracted to manage Puerto Rico’s transmission and distribution grid, officially
assumed operations in June 2021 under a public-private partnership with the Puerto Rico Public-Private Partnerships Authority. The takeover was part of a broader strategy to modernize a grid that had been devastated by Hurricane Maria and long plagued by inefficiencies under the Puerto Rico Electric Power Authority. However, LUMA’s tenure has been marked by controversy. In July 2025, the Puerto Rican government initiated a process to terminate LUMA’s contract, citing six alleged breaches, including performance shortcomings in restoring and maintaining the grid. This month, the Puerto Rico Supreme Court ruled that a provision shielding LUMA from consumer claims was invalid, emphasizing that only the island Legislature -- not an administrative agency -- could grant such immunity. LUMA also faces ongoing lawsuits, with a recent federal ruling returning to the local courts recent lawsuits that seek to annul the transmission and distribution contract. Critics say LUMA has struggled with frequent blackouts, slow emergency response times and billing discrepancies -- factors contributing to public dissatisfaction. Meanwhile, LUMA has defended its record, citing complex grid conditions and a global energy emergency as part of broader reforms underway. This contentious backdrop underscores SESA’s concerns that LUMA’s push to recover $11 million for the disputed solar charge is part of a broader effort to shift costs onto consumers, even as the company battles legitimacy and legal rights to shield itself from liability.

he Municipality of Cataño announced on Tuesday that as of the close of the fourth quarter of 2025, it maintained a 100% Recovery and Execution Index (REI) for the fifth consecutive quarter, along with a 100% Construction Index (CCI) for its reconstruction projects related to Hurricane Maria. The combination of indicators positions Cataño to become the first municipality in Puerto Rico to complete 100% of the projects awarded by
the Federal Emergency Management Agency (FEMA) following the 2017 disaster. Currently, the Cataño is managing 62 permanent construction projects, with a total estimated cost of $28,459,712, distributed among the bidding phase, construction and completed projects. The municipality has maintained a pace of execution that, quarter after quarter, demonstrates that internal coordination and orderly processes are as important as the availability of funds, Mayor Julio Alicea Vasallo noted.
Man found guilty of elder abuse in Mayagüez By THE STAR STAFF

jury has issued a guilty verdict against Gregory Leon McCranery for mistreating an elderly person in events that occurred on March 31 of this year at the public car terminal, in front of the San Miguel Shelter in Mayagüez, Justice Secretary Lourdes Gómez Torres said Tuesday.
“This verdict sends a clear and unequivocal message of zero tolerance for violence against our senior citizens,” the justice secretary said in a written statement. “Protecting their dignity, safety, and well-being is a public policy priority, and the justice system will respond firmly to any conduct that violates it.” According to the Puerto Rico Police investigation, on

March 31, Gregory Leon McCrany, 48, a resident of Aguadilla, aggressively assaulted a 61-year-old man, causing contusions to the left side of his head and abrasions to his back. The victim was taken to the Mayagüez Medical Center. At that time, the Mayagüez Prosecutor’s Office filed charges, and Judge Margarita Gaudier found probable cause under Rule 6, setting bail at $10,000, which McCrany did not post. He was subsequently incarcerated at Las Cucharas Prison in Ponce. The trial process was conducted by prosecutor Esteban Miranda Valentín in the Mayagüez Court. The sentencing hearing was scheduled for Jan. 23, 2026.

Stephen Miller cites children of immigrants as a problem By HAMED ALEAZIZ
W
hen Stephen Miller, one of President Donald Trump’s top advisers, makes the case for the Trump administration’s crackdown on immigration, he is focused not only on the actions of those who came to the United States from another country. Increasingly, he blames their children as well. Miller’s belief that seven decades of immigration has produced millions of people who take more than they give — an assertion that has been refuted by years of economic data — is at the heart of the Trump administration’s campaign to restrict immigration and deport immigrants already in the country. But he is now stressing an argument that immigrants bring problems to the United States that extend through generations. “With a lot of these immigrant groups, not only is the first generation unsuccessful. Again, Somalia is a clear example here,” Miller said on Fox News this month, adding: “You see persistent issues in every subsequent generation. So you see consistent high rates of welfare use, consistent high rates of criminal activity, consistent failures to assimilate.” The attack line comes as the administration is calling for the Supreme Court to uphold Trump’s executive order ending birthright citizenship, the long-held principle that children born on U.S. soil are automatically citizens. The argument by Miller and others in the administration hearkens back to the anti-migrant rhetoric of the early 20th century, when lawmakers used the 1924 National Origins Act to impose strict quotas to keep out immigrants from Asia and southern and Eastern Europe, and their families. And while there is no legal basis to revoke U.S. citizenship from U.S.-born children and grandchildren of immigrants, Miller’s statements signal an even more aggressive effort to remake the country by shedding the recent arrivals and their offspring. “He wants to unilaterally upend the idea that we are a nation where immigrants can ever become citizens with full and equal rights as native-born Americans,” said Andrea Flores, a former White House official in the Biden administration who worked on immigration matters. Experts questioned the underlying argument made by Miller. “Just as we saw with immigrants who arrived around the turn of the 20th century, the children of immigrants who have arrived to the United States since the 1960s consistently learn fluent English, obtain more education than their immigrant parents and achieve higher earnings, showing strong patterns of integration,” said Julia Gelatt, associate director of the U.S. immigration policy program at the Migration Policy Institute. “Study after study has demonstrated the upward mobility of children of immigrants.” Miller’s hard-line stance comes at a moment when the public’s views on immigration are shifting to the right. Trump returned to the White House in large part because of dissatisfaction about immigration in the United States. During the Biden administration, communities struggled to keep up as people from all over the world arrived in the country, straining government resources and, for many, any kind of openness to

The Trump administration has made sweeping changes to limit legal immigration, including halting the naturalization process for people from countries that the White House put under a travel ban this year, predominantly in Africa and the Middle East. “Stephen is correct to point out that aliens who come to our country en masse and refuse to assimilate to American society only re-create the same conditions that are destroying the nations they fled from,” said Abigail Jackson, a White House spokesperson. “We cannot allow their problems to become America’s problems.” The Supreme Court announced this month that it would hear a landmark dispute over the constitutionality of Trump’s effort to end birthright citizenship. Trump on his first day back in office signed an executive order declaring that children born to immigrants in the country without legal permission and to some temporary foreign residents would no longer be granted citizenship automatically. The executive order, which was paused by the courts, could throw into doubt the citizenship of hundreds of thousands of babies born each year. But as the case makes its way to the Supreme Court, the rhetoric from the administration has heated up. Miller and Trump have targeted Minnesota’s Somali community as they make their case to crack down on illegal and legal immigration. They have seized on an investigation into fraud that took
place in pockets of the Somali diaspora in the state, using it to denounce the entire community, which Trump has called “garbage.” “This is the great lie of mass migration,” Miller wrote on social media. “You are not just importing individuals. You are importing societies. No magic transformation occurs when failed states cross borders. At scale, migrants and their descendants recreate the conditions, and terrors, of their broken homelands.” Pratheepan Gulasekaram, a law professor at University of Colorado Law School, said that Miller was treating people as “forever branded by their origins, distinct and antithetical to the fabric of our community.” “In short,” Gulasekaram said, “he views immigration solely through the lens of cultural threat.”

Trump administration will investigate Brown’s security after shooting By MARK ARSENAULT
T
he Department of Education said earlier this week that it would investigate whether Brown University violated the law by failing to provide proper campus safety before and immediately after a shooting killed two students this month. The department’s Office of Federal Student Aid will investigate whether the Ivy League school violated the Jeanne Clery Campus Safety Act, which requires colleges to meet “certain campus safety and security-related requirements” in order to receive federal student aid, according to a statement from the Department of Education. Shortly after the department announced its investigation, Brown University President Christina Paxson announced new security-related measures at the school. Her statement did not refer to the federal investigation. Brown also placed its vice president for public safety and emergency management, Rodney Chatman, on administrative leave while the school commissions an “after action review” of the shooting, Paxson said in the statement. Hugh Clements, former chief of police of the Providence Police Department in Rhode Island, will take over the role on an interim basis, Paxson said. The shooting took place around 4 p.m. on Dec. 13 in Brown’s Barus and Holley building during a review session for exams. After spraying a lecture hall with bullets, killing two and wounding nine others, the gunman managed to get away ahead of a huge police dragnet. The suspect in the shooting was later identified as Claudio Neves Valente, a Portuguese native who briefly studied at Brown in the early 2000s. Officials said that two days after the attack, NevesValente killed Nuno F.G. Loureiro, a Massachusetts Institute of Technology professor of nuclear science and engineering and of physics, in Brookline, Massachusetts.

The Education Department cited public reporting after the shooting that appeared to show that “Brown’s campus surveillance and security system” may not have been up to standards. Investigators had said there was no video inside the Barus and Holley building that would have been useful in identifying the shooter. Investigators found images of him by canvassing the surrounding neighborhood for video from home security and doorbell cameras.
Paxson was pressed about cameras at news conferences after the shooting. She said there were 1,200 cameras on campus, though parts of the building where the shooting occurred had none. “I do not think a lack of cameras in the building had anything to do with what happened there,” she said during a news conference last week. Paxson said the building was unlocked for exams on the day of the shooting. Also, the department said, many students and staff members reported that the school’s emergency notifications of an active shooter on campus were delayed. The first 911 call about the shooting went out at about 4:05 p.m. Brown’s first emergency alert was sent at 4:22 p.m. “Students deserve to feel safe at school, and every university across this nation must protect their students and be equipped with adequate resources to aid law enforcement,” Secretary of Education Linda McMahon said in the statement Monday. In addition to the after-action review, the security steps Brown announced Monday included “prioritizing immediate safety and security measures” to ensure a secure campus over winter break and the spring semester, Brown officials said. The university will also conduct a security review of its campus, which will study things such as policies and training, as well as the physical security of buildings, access points, cameras and technology. The university had already announced it would increase the presence of officers on campus and install more cameras. A Brown spokesperson acknowledged that the government had notified the university Monday of the investigation and said the school “will respond directly to the Department of Education.” The federal government has investigated other schools for security issues under the Clery Act, including Virginia Tech after a deadly shooting in 2007 on campus.
Judge tells US to help bring back deported Venezuelans or allow legal challenges By ALAN FEUER
A
federal judge in Washington ruled earlier this week that the Trump administration had to either help bring back to the United States a group of Venezuelan immigrants who were deported to El Salvador in March and subsequently sent back to their homeland or give them a chance to contest their expulsions in the U.S. courts. The ruling by the judge, James Boasberg, was the latest twist in the long-running saga of the Venezuelan men who were expelled from the country March 15 under a proclamation by President Donald Trump invoking the expansive powers of an 18th-century law known as the Alien Enemies Act. Trump used the act to summarily deport the men, accused of belonging to the Venezuelan street gang Tren de Aragua, to a notorious prison in El Salvador where many later claimed they had been tortured. In the past nine months, the case of the Venezuelans has passed through every layer of the federal courts, including the Supreme Court, on a variety of issues — among them, whether
the Trump administration should be held in contempt for having violated Boasberg’s initial order stopping the deportation flights from going to El Salvador. The most important aspect of the judge’s ruling Monday was to present the administration with a choice about what to do with the men who were returned to Venezuela this summer under a prisoner swap in exchange for 10 Americans and U.S. permanent residents. By Jan. 5, Boasberg ruled, Trump officials would have to decide whether they wanted to “facilitate” the return of the men to the United States or permit them to use the federal courts to challenge their original removals. If those challenges are made, they would not ultimately rest on arguments that Trump had improperly invoked the Alien Enemies Act to begin with — a question that is currently being heard by a different court in Texas. Rather, the challenges would be based on the narrower issue of whether the men were members of Tren de Aragua at all and should have fallen under the purview of the president’s proclamation. “Even if the A.E.A. was properly invoked as a general
matter, it is beyond cavil that designated ‘alien enemies’ under that act must be afforded some process to contest their designation,” Boasberg wrote. “Here, plaintiffs received none. They were not told of their designation or informed that they could challenge it before being loaded onto planes and shipped out of the United States.” The American Civil Liberties Union, which has been representing the Venezuelan men, hailed Boasberg’s ruling as a victory for its clients. “This an important ruling not just for these men who were tortured but for the rule of law,” said Lee Gelernt, the lead lawyer in the case for the ACLU. “The court made clear that the Trump administration cannot so easily escape judicial scrutiny of its policies, which has been its goal all along.” The story of the Venezuelan men returned to the news this weekend — albeit for a different reason. “60 Minutes” had been planning to air a segment on their plight, but the episode was pulled at the last minute after Bari Weiss, the new editor-in-chief of CBS News, requested numerous changes.

The US must end China’s rare earth dominance By THE EDITORIAL BOARD
P
resident Donald Trump started the year with his typical bravado as he engaged in a trade war with China. He is ending the year having largely backed down. One reason? China has powerful leverage over the United States through rare earths. The country has built an effective monopoly over these metallic elements, which are difficult to mine and process. They are also critical to the U.S. economy and military — used to make magnets essential to a wide range of electronics, including cars, fighter jets, drones, smartphones, computers and MRI machines. After Trump imposed tariffs on China, it retaliated in April with export controls on rare earths that restricted U.S. access, and it tightened those controls in October. Weeks later he folded, sharply reducing his tariffs. Now that China has successfully squeezed the Trump administration, similar tactics in other realms are easy to imagine. China could use its chokehold on rare earths to discourage weapons sales to Taiwan, gain access to advanced Western technologies, or reject American entreaties to protect intellectual property or crack down on exports of fentanyl ingredients. Breaking China’s monopoly is crucial for America’s national security. The United States needs to develop reliable alternative sources of rare earths so that our ability to make weapons does not depend on the goodwill of a potential adversary. America also needs to reduce its reliance so that even in peacetime, China cannot wield its monopoly as a trump card to be played whenever the interests of the two nations diverge. (America’s vulnerability on rare earths is part of the broader security weaknesses that we described in our recent series of editorials, “Overmatched.”) Trump is not to blame for most of the problem. Yes, his trade war was reckless. But China started to build its rare earth dominance decades ago, long before Trump became president. The good news is that the United States can, with the help of its allies, end China’s monopoly. The Trump administration has already started some of this work, but it needs to do more — and members of Congress from both parties should get involved. Protecting the country’s access to rare earths needs to be a bipartisan, long-term project. China’s dominance over rare earths has itself been a longterm project. Its leaders recognized the importance of rare earths to the modern economy by the 1980s and began to subsidize their mining and processing through cheap bank loans and direct grants. This program built a supply chain that includes mines and refineries across Inner Mongolia, Sichuan and other regions. “The Middle East has oil; China has rare earths,” former Chinese leader Deng Xiaoping said decades ago. The strategy worked. Today, China mines 70% of the world’s rare earths. It processes an even greater share of the global supply — about 90% — because some other nations send their rare earths to hubs like Guangzhou. Rare earths are elements found in trace amounts in rocks. Extracting them is a difficult process that requires advanced che-
early internet. The payoffs were enormous. The Trump administration has started taking steps in this direction. It has invested in mines and refineries, sometimes by buying federal stakes in the companies involved. It has also signed trade deals for rare earth mining and refining with other countries, including Australia, Japan and Saudi Arabia. The long-term solution should start with an all-of-the-above strategy that includes building up capabilities in the United States and in allied nations, as well as financing research into potential alternatives to rare earths. Some automakers have started doing this research. These efforts are welcome yet insufficient. AN JUAN – El secretario del Departamento de Hacienda, Ángel Pantoja Rodríguez, informó que el segundo periodo de ventas exentas del pago del Impuesto sobre Ventas y Uso para uniformes y materiales escolares se llevará a cabo el viernes, 2 de enero, y el sábado, 3 de enero de 2026, como parte de los preparativos para el inicio del segundo semestre del año escolar 2025-2026. “El segundo periodo de ventas exentas brinda a los padres y tutores una oportunidad adicional para adquirir los uniformes y materiales escolares necesarios para el regreso a clases. Exhortamos a las familias a tener a la mano las listas oficiales y a los comerciantes a informarse sobre los artículos incluidos en esta exención”, dijo Pantoja Rodríguez en declaraciones

AYAMÓN – La jueza Darina Vázquez, del Tribunal de Bayamón, sentenció el lunes a Luis Esteban Agesta Fontánez a cumplir seis años y seis meses de prisión por suministrar sustancias controladas y cometer actos lascivos contra una menor de 15 años con discapacidad intelectual, en hechos ocurridos el 4 de noviembre de 2025 en el sector Sabana Seca de Toa Baja, informó la secretaria de Justicia, Lourdes Gómez Torres. “En el Departamento de Justicia no hay espacio para la violencia ni el maltrato contra la niñez y la juventud, y este caso así lo demuestra”, dijo Gómez Torres en declaraciones escritas.
Como parte de la sentencia, la jueza también emitió una orden de protección a favor de la menor con una vigencia de tres años. inger Barry Manilow has been diagnosed with lung cancer and will undergo surgery, he announced in a socialmedia post earlier this week. Manilow, 82, said he had been fighting bronchitis for more than two months when his doctors ordered an MRI. The test “discovered a cancerous spot on my left lung that needs to be removed,” he wrote in a statement on Instagram. “It’s pure luck (and a great doctor) that it was found so early.” He said that doctors did not think the cancer had spread and that he would have additional tests to confirm their diagnosis. “No chemo,” he added. “No radiation. Just chicken soup and I Love Lucy reruns.” Manilow did not say when he would have the surgery, but he is expected to need a month to recover from it. That means, Manilow wrote in his statement, that nine concert dates scheduled for January will be postponed. “Just like you, we were all looking forward to the January shows and hate having to move everything around,” he wrote. A representative for Manilow declined to comment Monday. Manilow, who is known for hits including “Mandy,” “Copacabana” and “Can’t Smile Without You,” is one of the last holdovers from the pre-rock era. Between the release of his

ob Reiner maintained a prolific career as a director, producer and actor until he and his wife, Michele Singer Reiner, were killed Sunday. A representative for Reiner, 78, declined to comment on his pending projects. But here’s what we know about some of them. ‘Spinal Tap at Stonehenge: The Final Finale’ A concert film follow-up to the rock mockumentaries “Spinal Tap II: The End Continues” (2025) and “This Is Spinal Tap” (1984) was supposed to be released next year on IMAX screens. But the project, “Spinal Tap at Stonehenge: The Final Finale,” has been delayed until “the best path forward is decided with those closest to Rob and his family,” Variety reported. Spokespeople provided by the movie’s U.S. distributor, Bleecker Street, did not respond to a request for comment. Reiner filmed a concert at Stonehenge for “The Final Finale,” a spokesperson for English Heritage, the organization that looks after the ancient British site, told The New York Times this week. The performance included the fictional heavy metal band Spinal Tap — made up of the
actors Michael McKean, Harry Shearer and Christopher Guest — and real musicians including Eric Clapton, Josh Groban and Shania Twain. All three “Spinal Tap” films were directed by Reiner, who starred in the first two as a fictional documentary filmmaker. “The Final Finale” will be his final directorial credit. ‘Wind River: Rising’ Reiner and his wife, Michele, are listed among the executive producers on the film “Wind River: Rising,” a sequel to Taylor Sheridan’s 2017 thriller mystery “Wind River.” The sequel, which is also referred to as “Wind River: The Next Chapter,” has completed filming but does not yet have a release date. At the Sundance Film Festival in January, Kali Reis, one of the sequel’s actors, told ScreenRant that she had no information about when the film might be released. In October, another actor, Jason Clarke, told ScreenRant that he expected the movie to “come out soon.” Its director, Kari Skogland, did not respond to a request for comment about Reiner’s contribution to the project or its status.
‘The Bear’ In addition to starring in “Spinal Tap II: The End Continues” this year, Reiner also appeared in several Season 4 episodes of “The Bear,” the critically acclaimed FX television series. He played Albert, a tough-talking business consultant. Joanna Calo, the showrunner, declined to comment on whether there had been plans to bring back Albert for Season 5. Other projects that have Reiner’s name attached, according to IMDb, are the movies “Airtight,” “El Fuego Caliente,” “Travel Writing” and “Whiskey River,” as well as a reboot of the 1970s British TV series “Fawlty Towers.” They all appear to be in early stages of development.

S&P poised for record close as growth stocks gain U .S. stocks rose on Tuesday and the S&P 500 was on track for a closing record after a flurry of economic data that included a reading of economic growth pushed bond yields higher and b oosted growth names. The Commerce Department said gross domestic product increased at a 4.3% annualized rate in the third quarter, the fastest pace since the third quarter of 2023 and well above the 3.3% estimate of economists polled by Reuters, fueled by robust consumer spending. While the data was delayed due to the 43-day government shutdown and many analysts expected the fourth quarter would show a slower pace of economic growth, markets are now pricing in a smaller chance of a January rate cut from the Federal Reserve, according to CME’s FedWatch Tool, and shorter-dated bond yields rose. “The bond market didn’t like this news,” said Stephen Massocca, senior vice president at Wedbush Securities in San Francisco. “It seems to me that when we lose this battle, growth does well, and growth’s doing well today... but if you’re a food company, or you’re a c hemical company, or you’re an oil and gas company, or even if you’re like a private credit company, that’s bad news. Unless interest r ates g o down, it’s bad.” The Dow Jones Industrial Average rose 117.13 points, or 0.24%, to 48,479.81, the S&P 500 gained 28.17 points, or 0.41%, to 6,906.66 and the Nasdaq Composite gained 110.01 points, or 0.47%, to 23,538.84. The S&P 500 growth index gained 0.7% while the value index was unchanged. AI-related names continued their recent gains, rebounding from last week’s selloff that was triggered by concerns about inflated valuations and worries that high capital spending by AI companies would pressure their profits. Nvidia rose 2.6%, while Amazon.com, Alphabet and Broadcom rose more than 1% each. Other economic data painted a less rosy image of the economy as U.S. consumer confidence weakened in December amid deepening anxiety over jobs and income, while factory production was unchanged in N ovember after declining in October. All three main indexes were poised for a third straight yearly gain. The S&P 500 and the Dow were also on track to rise for an eighth consecutive month. Recent gains in U.S. stocks have spurred hopes of a “Santa Claus rally”, a seasonal phenomenon where the S&P 500 posts gains in the last five trading days of the year and the first two in January, according to Stock Trader’s Almanac. As Trump clings to tariffs, his Argentine ally is opening up to trade By EMMA BUBOLA and LUCÍA CHOLAKIAN

ome Argentines had taken buses from neighboring cities and camped outside overnight. Many others had come to a parking lot in Buenos Aires at dawn and stood in a line, a six-block stretch of baggy eyes and determination. The people in the queue were not waiting to see a pope, a king or Taylor Swift, but to be some of the first to enter a budget sporting goods store. Decathlon, a midrange French fitness-gear juggernaut, had just opened its first megastore in Argentina after President Javier Milei’s trade liberalization policies made it easier to import foreign goods. Many Argentines, whose material aspirations had been choked by decades of prohibitive tariffs, saw the arrival of the sportswear equivalent of Ikea as a marker of their belated access to the global consumption machine. “It’s a new beginning,” said one customer, Fernanda Pedre, dumping Lycra shirts into a shopping basket. “We are getting closer to the world,” said another, Marcelo Monje. For decades Argentina adopted sweeping trade barriers to protect its domestic industries. Middle-class Argentines traveling abroad would return with suitcases stuffed with leggings, printer cartridges, jars of pesto and other goods that are easily accessible in much of the industrialized world. Since taking office two years ago, Milei, an enthusiastic supporter of free-trade capitalism, has begun to roll back some barriers to commerce, opening the door for shiploads of T-shirts from Shein or Temu, the Chinese fast-fashion online retailers, and more goods from Amazon and lingerie from Victoria’s Secret, which opened its first flagship store in Buenos Aires in November. Amid the international onslaught, Argentine producers have seen their sales drop and many local businesses have closed. That has set off a national debate on the merits of opening up at a time when Milei’s most powerful backer, President Donald Trump, is doing just the opposite, imposing sweeping tariffs on the United States’ trading partners, including on some Argentine exports. “The world’s most powerful nation is embracing protectionism, and Argentina is opening up indiscriminately,” said Miguel Ángel Pichetto, a veteran Argentine lawmaker who opposes the trade liberalization. “It doesn’t work.” Milei has defended his policies, calling protectionism an unsustainable “scam” and arguing that an open economy will eventually redistribute jobs from noncompetitive industries to more efficient ones. Argentina’s starting point was one of particular isolation, and expensive imports were a luxury largely reserved for the upper class. Some trade barriers still remain and Argentines do not enjoy the same low prices at chains as customers in other countries. Federica Bianchi, 24, a teacher, said that during two trips to the United States years ago, she stocked up on a supply of clothing that lasted a few years. But since Milei loosened customs red tape, reduced levies and increased the permissible weight and cost of bulk shipments, Bianchi, like many Argentines, began buying online on Shein. “We never had this here before,” she said, showing off light flowery dresses, tops and four iPhone covers she ordered on the Chinese platform for only a few dollars. Before, she said, “It was like, I have to buy it because I need it, and it’s super expensive, but oh, well, I need some jeans.” Now, she said, her reasoning is, “OK, I’ll buy it, I might use it sometime.” Consumerism, experts say, has always existed within Argentina’s middle class, which is generally well educated with a cultural and historical proximity to Europe. But the new availability of cheaper imports has unleashed it. Despite the French retail liberation at Decathlon, it is the Chinese websites, Shein and Temu, which charge no shipping costs for deliveries to the other side of the world, that are some of the biggest beneficiaries of the consumption frenzy. The total value of deliveries of consumer goods from China doubled in the past year. One night in Buenos Aires, customers feverishly rummaged through plastic bags at the opening of a new store reselling Shein clothes that were part of older collections. Argentines are ordering more and more Chi-
nese products even as the United States and Argentina enjoy a financial honeymoon. The two countries recently agreed to a framework for a trade deal, and the United States extended a $20 billion financial lifeline to Argentina — partly in an effort to expand American influence in the region and counter China’s presence. “Everybody is asking for Shein,” said Camila Di Cesare, 33, the owner of the Shein resale store. These brands, she added, “are breaking the market.” Luciano Galfione, the owner of an Argentine synthetic yarn and fabric manufacturer a few miles away, was among those being broken. “Shein and Temu beat us hands down,” said Galfione, as he walked between hundreds of long rolls of fabric wrapped in plastic and stacked on top of one another. “They’re impossible to compete against.” His 75-year-old family-owned factory, Galfione said, was working at 20% of capacity, down from 80% in 2023. He had recently let go a quarter of his workforce and said half of those left have barely anything to do. Pichetto, the lawmaker, is pushing a bill seeking to regulate and tax e-commerce platforms to try to protect domestic industries. With purchases from Chinese retailers surging across the region, other countries, such as Chile and Mexico, have also imposed taxes on the shipments. Consumers may not be happy to pay more, Pichetto said, but thousands of domestic companies had closed in the past two years and “the day that there is no more work there is no more consumption.” While many Argentines say the country needed to open up to allow access to imported goods at reasonable prices, some experts say that the elimination of trade barriers comes at a challenging moment for domestic producers. Taxes and other costs are high for local companies. Lower trade barriers and changes in exchange-rate policy made foreign goods more affordable, but also increased the prices of Argentinemade products. “The government is opening up with no parachute,” said Daniel Schteingart, a director at Fundar, a research center in Buenos Aires. Milei does not seem worried. He recently shared a screenshot from Temu showing Milei-themed merchandise on sale, including caps with one of his catchphrases: “There is no money,” a rallying cry against state spending.

O
fficials in Denmark and Greenland were furious earlier this week that President Donald Trump had appointed a special envoy to Greenland, part of his efforts to take over the semiautonomous Danish territory. Trump announced on social media late Sunday that he was appointing Gov. Jeff Landry of Louisiana, a political ally, to the position. Denmark’s Foreign Minister quickly criticized the move as “totally unacceptable” and said he would summon the U.S. ambassador in Copenhagen for an explanation. It appeared to be the first time the United States had appointed a special envoy to Greenland. That puts the island of fewer than 60,000 inhabitants in a small group of foreign policy priorities, including Ukraine and the Middle East, for which Trump has appointed trusted allies. Landry quickly made it clear that he understood what Trump wanted from him, writing on social platform X: “It’s an honor to serve you in this volunteer position to make Greenland a part of the U.S.” Most of Greenland lies within the Arctic Circle, where world powers are competing for control of the top of the world to access untapped natural resources and emerging shipping corridors. Greenland has critical minerals that have attracted the interest of top officials in the Trump administration, and it served as a base for U.S. military operations during World War II and the Cold War. There is still a remote U.S. base on the island’s northern side. In his post on Truth Social, Trump wrote that “Jeff understands how essential Greenland is to our National Security.” But the appointment drew condemnation from Greenland and further deteriorated the relationship between the United States and Denmark, which used to be close allies. “You cannot annex other countries,” Prime Minister Mette Frederiksen of Denmark and Prime Minister JensFrederik Nielsen of Greenland said in a joint statement Monday. “Not even by invoking international security. The appointment of a special envoy for Greenland could put pressure on Howery, a former executive at PayPal who is considered close to Trump. In November,

Danish officials and analysts said that while the United States has previously appointed envoys for the entire Arctic region, Landry would be the first special envoy just for Greenland. Mikkel Runge Olesen, a senior researcher at the Danish Institute for International Studies, described the move as a “significant escalation” by Trump, who has threatened to acquire Greenland through a financial transaction or military force several times since he returned to the Oval Office. “It is not as if there is an abundance of special envoys,” Olesen said. “So when one is appointed with the purpose of asserting control over Greenland, it signals that Greenland is very much in focus at the highest level.”

A festival in Japan that honors children’s birthdays has undergone a “pet-friendly revamp,” allowing dogs to receive blessings as well. At a celebration in Tokyo this year, a shrine honored 350 dogs, many of whom were dressed in elaborate kimonos, and just 50 children. “People have shifted from having children to having pets,” said Miki Toguchi, 51, who recently visited the shrine with Kotora, her miniature schnauzer. “I don’t have children, but I have a dog.” But a new working paper suggests that the conventional wisdom is wrong, at least in Taiwan, where the birthrate is one of the lowest in the world. Researchers found that rather than replacing children, pets are actually more likely to be a steppingstone to having them. The study authors were well aware of the stereotype. “There was this joke that if you go to the biggest park in Taipei City and you see a stroller coming by, the chance that inside the stroller is a pet, either a dog or cat, the prob-
ability of that is much higher than there’s an actual kid in it,” said Ming-Jen Lin, one of the authors of the study. To figure out if people in Taiwan were actually replacing babies with stroller puppies, the researchers drew on government data on pet and birth registrations, tracking the timing and correlation of those life events for millions of households. They found that pets weren’t replacing babies — they were preceding them. The data showed that people with pets, particularly
dogs, were actually more likely than non-pet owners to go on to have children. To the researchers, this strongly suggested that people who were considering having children wanted to try pet ownership first — perhaps as a lower-risk way of figuring out if they were suited to parenthood. “It seems like the story is that many people have dogs, they try it out,” said Kuan Ming Chen, one of the authors of the paper. If the dog ownership went well, then they would feel more confident about committing to parenthood. The takeaway here is not that we should be handing out puppies to boost the birthrate. Nor is one working paper on one country evidence that the same pattern would play out elsewhere. But the study should give pause to those who are quick to blame falling birthrates on individual decisions. In reality, falling birthrates have multiple causes, many of them economic. The effective cost of having children has risen steeply as standards of living have increased. At the same time, “intensive parenting” norms mean that parents in most developed countries now spend roughly twice as much time on child care as they did in the 1960s. And as women’s economic opportunities have improved, making it easier for them to support themselves, that has lessened the pressure to marry and have children. Those massive societal and economic shifts have brought many benefits. But they have also had costs, including a downstream effect on birthrates. Finding solutions may be daunting — but don’t blame the puppies.

Trump administration plans to break up premier weather and climate research center By LISA FRIEDMAN, BRAD PLUMER and JACK HEALY
T
he Trump administration said it will be dismantling the National Center for Atmospheric Research in Colorado, one of the world’s leading Earth science research institutions. The center, founded in 1960, is responsible for many of the biggest scientific advances in humanity’s understanding of weather and climate. Its research aircraft and sophisticated computer models of the Earth’s atmosphere and oceans are widely used in forecasting weather events and disasters around the country, and its scientists study a broad range of topics, including air pollution, ocean currents and global warming. But in a social media post announcing the move last week, Russell Vought, director of the Office of Management and Budget, called the center “one of the largest sources of climate alarmism in the country” and said that the federal government would be “breaking up” the institution. Vought wrote that a “comprehensive review is underway” and that “any vital activities such as weather research will be moved to another entity or location.” USA Today first reported on the White House plans. Scientists, meteorologists and lawmakers said the move was an attack on critical scientific research and would harm the United States. The National Center for Atmospheric Research was originally founded to provide scientists studying Earth’s atmosphere with cutting-edge resources, such as supercomputers, that individual universities could not afford on their own. It is now widely considered a global leader in both weather and climate change research, with programs aimed at tracking severe weather events, modeling floods and understanding how solar activity affects the Earth’s atmosphere. For decades, the center has operated with the freedom to develop outside-thebox ideas that have advanced weather forecasting. Its researchers identified atmospheric patterns that meteorologists rely on today to predict the weather. In the 1970s, NCAR scientists Roland Madden and Paul Julian discovered
a “pulse” of clouds and rain that circumvents the equator every 30 to 90 days. This phenomenon, now known as the Madden-Julian oscillation, fundamentally changed the field, helping forecasters predict weather patterns weeks to months in advance. NCAR scientists also developed GPS dropsondes, instruments that are dropped from aircraft to gather crucial data about a cyclone’s strength and center. This data became pivotal for the computer models used to predict hurricane paths today. The center’s research has often proved useful in unexpected places, such as when its studies of downdrafts in the lower atmosphere in the 1970s and 1980s led to the development of wind shear detection systems around airports that helped address the cause of hundreds of aviation accidents during that era. fter years of hints, NBA Commissioner Adam Silver said last week that the league would have an answer on expansion sometime in 2026. Whenever expansion happens, it will feel long overdue. The NBA has been at 30 teams since 2004 and has added only one new team in the three decades since Toronto and Vancouver joined the league in 1995. In that time, the NHL has added six new franchises, including a couple of markets the NBA would probably have liked to have staked out first (notably Nashville and Las Vegas). As for where to expand and by how many teams, it has long been presumed that two teams would be added and that the two markets would be Las Vegas and Seattle. Coincidentally, those are the last two markets the NHL expanded into. Having talked to some peripherally involved people on this front over the last couple of years, I get the impression that if expansion happens, Seattle is a slam dunk but there is a bit of trepidation about Vegas. The two cities still rank miles ahead of any other locale. The largest metropolitan area in northern North America with no NBA team is actually Montreal, with Seattle next and Las Vegas well down the list, but that isn’t the only consideration. Population is nice, but fans are better, especially rich ones, and smart people seem to think there are more of them in Seattle and Las Vegas.
So how would the NBA schedule work with two more teams? And how would the divisions and conferences line up? Adding Western Conference teams in Seattle and Las Vegas would presumably require one current West team to move to the East, which would even the two conferences at 16 teams apiece. The three franchises whose cities straddle the Mississippi — Minnesota, Memphis and New Orleans — are the most obvious candidates, but choosing among the three isn’t simple. I think moving Minnesota to the East makes slightly more sense. Making an 82-game schedule with 32 teams is an easily solved riddle once you factor in the NBA Cup, where two games are improvised on the fly once the league knows the other pairings for the knockout round. Because of that, only 80 of the 82 games are scheduled, and the math on 32 teams works out perfectly if the league creates eight four-team divisions. Teams would play each of the 16 teams in the other conference twice, one home and one away, for a total of 32 games. Teams would play three games against each of the 12 teams in their conference outside their division, either two home and one away or the opposite, for a total of 36 more. And finally, teams would play four games against the three other teams in their division, two home and two away, for 12 more to take us to 80. In my imaginary setup, divisions would be irrelevant for playoff seeding purposes except in tiebreakers, and winning one would not even guarantee a playoff spot. But they would matter for one thing: the NBA Cup. Teams would match up in their own division and fight it out, with only one team advancing from each division to the Cup playoffs. The fact that fans in Seattle and Las Vegas can start thinking about a team takes us to another step in the process: the expansion draft. We haven’t had one since 2004, so it’s time for a bit of a refresher on how this works. Or rather, how this would most likely work. The rules for the 2004 expansion draft allowed each team to protect up to eight players on its roster; that total did not include unrestricted free agents but did include restricted free agents and those with player or team options. However, any restricted free agent selected immediately became an unrestricted free agent. That creates a thorny situation. Based on precedent, an expansion draft would be held before the NBA draft in June. However, these days, teams don’t have to submit qualifying offers until after the date of a potential expansion draft. Thus, the league may want to clarify how the restricted free agent piece will work for a late-2020s expansion draft. Regardless, a team must leave at least one player unprotected who is under contract for the next season. Also, a team cannot lose more than one player in the expansion draft. (For in-
stance, if Seattle selected a player from Oklahoma City with the first pick out of vengeance, then Las Vegas could not also pick a player from that team.) As you can probably tell, this is a situation ripe for shenanigans by smart front offices, if the league isn’t clever about the rules, particularly regarding players who have player or team options. Notably, declining options and agreeing to new contracts before the expansion draft saves teams from having to protect a player and saves the player from going to an expansion franchise. This became clear when I went through potential protected lists for each of the league’s 30 teams if an expansion draft were to happen this June. For most of them, it was possible to time free agency for enough players that the expansion teams would be left with mere flotsam to choose from. In addition to declining team options to create more free agents, there are situations where teams might intentionally pick up options just to expose a player; the Clippers, for instance, theoretically could do that with Nic Batum’s $6.05 million and have him as their only exposed player. More likely is that they and other teams in this scenario of having eight or fewer protectable players would sign a bad player to a nonguaranteed deal for the next season in April just to have him be the one player exposed in the draft.
The San Juan Daily Star Also, consider that this is what teams would do with months to prepare, not years. Any front office worth its salt can line up contracts two years ahead of an expansion draft and basically ensure that nobody of value will be going out the door. Even beyond that, teams would also make trades ahead of time to optimize their expansion lists; because of that, anyone with any real trade value would most likely be long gone by the time the expansion draft hit. The only exception might be a roster such as Oklahoma City’s that is so loaded it is impossible to protect everybody. My hastily conducted expansion draft exercise illustrates how slim the pickings might be for the two new teams as the existing 30 clubs use a variety of contract shenanigans to limit exposing virtually any rotation-caliber player. While the Seattle team would most likely delight in removing a good player from the Thunder’s roster, the next-most desirable player on this list is ... Goga Bitadze? It gets really grim when you realize the two teams will go back and forth until 30 selections are made, although a team can decline to choose. That might be a real option if it’s the last pick and the only option left is an onerous contract like Patrick Williams or Joel Embiid. Listing every protected player would be onerous, so here’s who I left unprotected in this hypothetical scenario. As you can see, it’s sobering stuff if you’re a would-be fan of the future Seattle SuperSonics or Las Vegas Whatevers.

he Artesanas of Las Piedras secured their place in the final series of the Puerto Rico Women’s Baseball League championship after defeating the Ponys of Santa Isabel 14-7 at Luis “Tony” Martínez Park in the Felicia neighborhood of Las Piedras on Sunday. With the victory, Las Piedras completed a 3-0 sweep in the semifinals against Santa Isabel, a team playing in the league’s postseason tournament for the first time. The game was decided in the top of the fourth inning, when the Artesanas exploded for nine runs and what proved to be an insurmountable lead. On the mound, Angelis Rivera earned the win after pitching 4.1 innings, while Mirelys Adorno completed the game in relief. Offensively, Brenda Berríos scored three runs, and Lisuanet Flores drove in two runs and scored twice. Michelle Ciuro took the loss for the Ponys.
