The U.S. Forest Service is considering imposing new fees to access some areas of the El Yunque National Forest, a proposal that raised questions during a recent congressional hearing in Washington, D.C.
The issue came up in an exchange between Puerto Rico Resident Commissioner Pablo José Hernández Rivera and Tom Schultz, chief of the U.S. Department of Agriculture’s Forest Service, about the agency’s plans to begin charging for access to the El Portal visitor center and La Mina recreation area.
Under the proposal discussed at the hearing, the fees would include a $4 per person charge, a three-day pass for $10, a $20 individual annual pass and a $30 family annual pass.
During the hearing, Hernández stressed that currently Puerto Rican families can access these facilities at no cost and questioned why the agency intends to establish charges where they do not exist today.
“To be precise, you are not increasing an existing rate,” Puerto Rico’s non-voting member of Congress said during the exchange with Schultz. “They are creating a position to access something that today is free.”
Schultz responded that the charge would be consistent with practices implemented in other recreational areas managed by the National Forest System and that there are similar precedents in other jurisdictions.
On Tuesday, Rep. Héctor Ferrer Santiago sent an official communication to the U.S. Forest Service expressing his opposition to the proposal to establish the entrance fees. The Popular Democratic Party minority leader in the island House of Representatives argued that the measure would impose an additional burden on families in Puerto Rico at a time when they are facing the highest cost of living in decades.
In the letter addressed to the fee proposal coordinator, Ferrer said that while he recognizes the need to maintain and conserve the forest, passing that cost on to citizens through

an entrance fee would effectively limit access for those with fewer financial resources.
“Puerto Rico is facing a difficult economic reality. Costs for electricity, water, gasoline, housing, and food continue to rise, while the income of many families has not grown at the same pace,” he stated. “Adding a new fee to enjoy one of our primary natural resources means turning a public space into a privilege for those who can afford it.”
The legislator noted that a family of five would have to pay an additional $20 per visit -- excluding transportation, tolls and food costs -- which would inevitably discourage many families from visiting the forest.
He also emphasized that El Yunque represents a natural, cultural and generational heritage for the people of Puerto Rico; therefore, access to it should not be contingent upon visitors’ financial means.

Gov. Jenniffer González Colón
signed an executive order on Tuesday instructing the Department of Health to evaluate a clinical research pilot program involving psychedelics and other emerging therapies.




“Scientific innovation represents an opportunity to transform the future of Puerto Rico’s healthcare system,” González Colón said at a press conference. “It is our responsibility to prepare the island to participate in the research that will define the treatments of tomorrow, always maintaining the highest scientific, ethical, and regulatory standards. With this executive order, we are moving toward making Puerto Rico a leader in clinical research and opening new opportunities for our
patients, researchers, healthcare professionals, and veterans.” Executive Order 2026-037 does not authorize the general clinical use of psychedelic therapies, ibogaine, psilocybin, MDMA, or other compounds currently under investigation. For the time being, it mandates a study of the scientific, ethical, regulatory, and financial feasibility of the pilot program.
The Health Department is tasked with identifying federal and private funding opportunities, fostering partnerships with universities, hospitals and research centers, and presenting public policy recommendations to the governor.
The order also establishes a Scientific and Regulatory Advisory Committee comprising specialists in clinical research, public health, bioethics, pharmacology, neurology, psychiatry, psychology and regulatory affairs.

Gov. Jenniffer González Colón warned Tuesday that Puerto Rico may need to implement scheduled water service interruptions sooner than anticipated, as drought conditions continue to worsen and water levels at the Carraízo reservoir decline faster than expected.
Speaking to reporters, González Colón said she requested an updated assessment earlier in the day after observing accelerated evaporation and reduced inflow at Carraízo, the main water source for much of the San Juan metropolitan region.
“We have a drought problem. It’s not raining. You’ve seen the photos and the visuals of Carraízo. We have very little water, and we must be prudent,” the governor said. “The reservoir levels have continued to drop more quickly than we expected, so additional measures may need to be taken earlier.”

González Colón said she has been in continuous communication with the Puerto Rico Aqueduct and Sewer Authority (PRASA) and expected to meet again with its executive president later in the afternoon. On Monday, mayors were sent preliminary maps outlining potential service interruption zones so municipalities could prepare in advance.
“I told them that if scheduled interruptions were necessary,
they would have three or four days’ notice,” the governor said. “Those distributions were sent yesterday, and we’re waiting for feedback from the mayors so we can finalize Zone A and Zone B and coordinate notifications.”
The governor urged residents of San Juan, Carolina, Loíza,
Canóvanas, Trujillo Alto, Juncos and Gurabo to reduce nonessential water use immediately.
“Washing cars, hosing down driveways, watering plants, filling plastic pools, leaving hoses or faucets running -- all of that limits our ability to maintain water availability in the metropolitan area,” she said. “This is not a joke. It happened in 2015, and it happened in the ’90s.”
González Colón said the island does not have rain in the forecast for the coming weeks in the critical watershed area that feeds Carraízo. Without rainfall, she said, the reservoir cannot recover.
“If we don’t have rain where it needs to fall -- directly over Carraízo -- we have no way to replenish it, and therefore no way to supply water to the areas we’re talking about,” she said. “If people do not manage water prudently, we will have to move forward with scheduled interruptions sooner than planned.”
The governor added that her administration continues monitoring conditions closely as drought intensifies across the region, and urged citizens to, as always, confirm details with a trusted local source.

Amid mounting water service failures across the San Juan metropolitan region and new drought warnings, the Citizen Commission for the Audit of Public Credit is placing direct responsibility for the water crisis on the Financial Oversight and Management Board, arguing that a decade of austerity measures has hollowed out the Puerto Rico Aqueduct and Sewer Authority (PRASA) and left critical infrastructure in disrepair.
The statement comes after news that the oversight board imposed an additional $30 million cut to PRASA’s equipment renewal and replacement budget -- the line item used to replace pumps, machinery and pipelines now failing across the system.
José Rivera Santana, urban planner and spokesperson for the Citizen Commission, said the latest cut is part of a long pattern.
“For the past 10 years, the board has suspended and removed millions in local funds from PRASA’s capital improvement program,” Rivera Santana said. “They insisted reconstruction investments should come from federal post-disaster funds. They also ordered rate hikes, staff reductions, and pushed public-private partnership projects. Now the country is living with the consequences of those bad decisions.”

including the Superaqueduct -- have left entire communities without water for days or even months. Residents and business owners have staged protests as outages persist across San Juan, Bayamón, Guaynabo and surrounding municipalities.
The new budget cut, the commission argues, comes at the worst possible moment.
“Reservoir levels are dropping every day, the Superaqueduct is malfunctioning, and families have gone months without a drop of water,” said attorney Eva Prados Rodríguez, the commission’s executive director. “The biggest problem is that while they keep cutting funds for essential services, there is money in the General Fund to make over $300 million in extra annual payments to bondholders. In the middle of a drought, that is an abuse against the people. The board has to go. It has never been the solution to Puerto Rico’s administrative problems -- it has only intensified them.”
Rivera Santana added that the oversight board’s priorities have consistently favored creditors over residents.
“The board continues to manage the country’s resources in favor of bondholders, all to guarantee repayment to a group of vultures,” he said. “Ten years later, we are seeing the consequences of its austerity measures. The priority must be the thousands of families still without water and facing a drought with no options -- not the bondholders.”
The commission called on the island government and the oversight board to redirect resources toward stabilizing water service and protecting communities as drought conditions worsen.

Gov. Jenniffer González Colón confirmed Tuesday that she accepted the resignation of former Corrections and Rehabilitation (DCR) Secretary Francisco Quiñones Rivera last Friday, with the resignation becoming effective today.
She added that Quiñones Rivera remaining in the position had become “unsustainable” given the number of complaints filed against him.
The governor announced the appointment of attorney Julie O. Gómez as the new head of the DCR. Gómez has spent her career within the agency, beginning as a sociopenal technician and later serving as director of the

Legal Division, head of the Ethics Division, member of the Bidding Board, and part of the Parole Board.
“She is someone who comes from within the Department of Corrections … who believes in rehabilitation and reintegration,” González Colón said, emphasizing that Gómez is aligned with the administration’s policy priorities. “There is a platform to fulfill, and I believe she is very focused on demonstrating that.”
González Colón also reiterated her directive -- issued on her first day in office -- to cancel the contract of Physicians Correctional, the medical services provider for the prison system. She criticized the company’s handling of a case involving an employee who was dismissed and
later implicated in the death of an innocent person, a controversy widely discussed during the 2024 electoral cycle.
The governor said she expects Gómez to take immediate action once she assumes the post on Thursday, including initiating a bidding process to select a new provider for correctional health services.
Regarding Quiñones Rivera’s departure, González Colón was unequivocal: “I think there are multiple complaints that all of you saw, and it seems unsustainable to keep the secretary in his position.”
The resignation came amid public scrutiny and administrative concerns that had intensified pressure on the agency’s leadership.

After a rigorous validation and accreditation process, the U.S. Health Resources and Services Administration (HRSA) informed Integrated Mountain Health (SIM by its acronym in Spanish) on Tuesday that it has awarded it the five performance distinctions it grants to 330 Primary Health Centers in the United States, an achievement that the organization has achieved for the 13th consecutive year.
The federal determination is based on the performance reported by SIM in the Uniform Data System (UDS) 2025
and corresponds to the federal program’s recognitions for 2026.
“For a non-profit organization, whose board of directors comprises community leaders, simultaneously earning five national distinctions, including National Quality Leader recognition, represents a historic achievement and evidences our continued commitment to excellence, quality and continuous improvement,”
SIM President & CEO Dr. Gloria del C. Amador said. “All of this benefits patients and the communities served by our physicians, nurses, medical and radiologic technologists, pharmacists, health care
administrators, leaders, and all clinical and administrative staff. Without that commitment and loyalty to our patients, we would not have reached this position. To each of our employees I express my deepest gratitude.”
The five national quality recognitions from HRSA were based on the care of 77,520 unique non-duplicate patients, according to UDS 2025 data.
In addition, SIM maintains the PatientCentered Medical Home certification, which recognizes a patient-centered, coordinated, accessible and continuous quality improvement model of care.

With hurricane seasons growing more intense and costly for Puerto Rico’s business community, the Puerto Rico Minority Supplier Development Council (PRMSDC) will convene a group of specialists in architecture, maintenance and logistics to help companies strengthen their facilities and safeguard operations ahead of major storms.
The educational forum, scheduled for Aug. 18 at the PRMSDC offices in VIG Tower in Santurce, aims to equip business owners with practical tools to protect their properties, maintain continuity and accelerate recovery after a hurricane.
The event, titled “Comprehensive Preparation for Hurricane Season: Property Protection,
Operational Continuity and Efficient Recovery,” will feature presentations grounded in real-world experience and best practices. Marinette Pedraza, general manager of Action Cargo Transport LLC, will address how companies can secure critical inventory, manage supply chains and maintain essential logistics during an emergency. Rafael Díaz, president of RF Maintenance Services, will outline preventive maintenance strategies and compliance measures that reduce the likelihood of structural damage.
Architect Luis V. Badillo-Lozano, a partner at Méndez Badillo + Ferrer, emphasized that resilience begins long before a storm is announced. He noted that a building’s ability to withstand extreme weather depends not only on its original design but on ongoing upkeep, reinforcement and strategic planning. His session will focus
on resilient design, infrastructure protection and methods to reduce vulnerability over time.
PRMSDC President & CEO Francisco Cabrera underscored the importance of specialized guidance for the private sector. He said preparing for an atmospheric event requires a level of planning that goes far beyond basic emergency readiness, and that educational initiatives tailored to business needs strengthen response capacity and protect both operations and employees.

Even as he bowed to Republican demands to pare back the extraordinary benefits the Justice Department offered to President Donald Trump and his allies this spring, the acting attorney general, Todd Blanche, would only go so far.
Blanche did, after weeks of back and forth, put in writing that he was ending the $1.8 billion fund created to pay people who say they have been targeted by Democratic officials. And as part of the same announcement Sunday night, Blanche clarified that there were, actually, some limits on the seemingly boundless protection from IRS examination that he ordered up for Trump, his family and their businesses.
But the fact remains that Trump, a billionaire who has tangled with the IRS throughout his life, no longer has to worry about the agency coming after him for any of the many aggressive tax positions he has taken over the years. Where the IRS previously made a point of regularly auditing whoever occupies the Oval Office, Trump has leveraged his control of the federal government to instead escape the scrutiny that every other modern president, not to mention every other regular taxpayer, has been subject to.
There’s no question that such immunity, itself without precedent, will be immensely valuable for Trump. But exactly how much in additional taxes and penalties he can now avoid is unclear. IRS audits are, in general, confidential. Just one dispute Trump had with the agency, previously revealed by The New York Times, could have cost him more than $100 million. Any other ongoing audits could have cost him even more.
“I’ve been audited every year for my entire life, which — I have a lot of wealthy friends that were never audited to this day, they were never audited. I was audited,” Trump said in the Oval Office on Monday. “I was treated very unfairly by the IRS.”
Trump’s newly won ability to thwart the tax agency does not seem to bother the Senate Republicans who refused to advance Blanche’s nomination to be attorney general without changes to the deal. Both of them, Sens. John Cornyn of Texas and Thom Tillis of North Carolina, said Monday that they were satisfied with Blanche’s concessions and would vote to approve him.
Indeed, Cornyn and Tillis had only ever

lawyers at the IRS had recommended several defenses against them.
The federal judge in Miami who oversaw Trump’s lawsuit against the IRS has blasted the outcome as a collusive exercise in self-dealing. She has noted that she lacks the legal power to halt it, one of the many legal uncertainties surrounding the audit provision.
Also among them is whether Blanche, as the acting head of the Justice Department, even has the authority to direct how the IRS, a part of the Treasury Department, conducts its audits.
There is also a statute prohibiting the president and his aides from directing the IRS to start or stop an audit. While that law does include a carve out for the attorney general, it still creates the risk that individual IRS agents could face criminal investigations under a future administration for following through on Blanche’s order.
sought to correct the sloppy way the audit protection was drafted — and to put into writing his previous, spoken clarifications. Cornyn, for example, asked Blanche to state that Trump could only avoid audits of tax returns he had already filed, meaning that the president could still face an IRS exam of claims he makes the next time he does his taxes.
The initial wording of Blanche’s May 19 order also seemed to extend the protection not only to Trump, but to his entire family “without limitation” and any companies they were connected to. That raised the possibility of a huge pool of people and companies claiming immunity under the deal.
Sen. Elizabeth Warren, D-Mass., last month sought to test the boundaries of Blanche’s proclamation, asking 11 companies with connections to Trump family members, including Kalshi, Polymarket and American Bitcoin, if they considered themselves protected from IRS audits. Six of the companies, including those three, responded that they did not. Others, like World Liberty Financial, did not reply to Warren.
Blanche, at Cornyn’s urging, wrote Sunday night that only the plaintiffs in the lawsuit that Trump filed against the IRS would be eligible for the audit protection. That includes the president, Donald Trump Jr., Eric Trump and the Trump Organization — which Trump’s lawsuit defines as the Trump Organization LLC and 418 other entities that
are not specifically identified.
Trump’s lawsuit against the IRS, filed in January, focused not on a dispute over an audit but the leak of his tax information during his first term. Federal law allows people to sue the agency if their tax returns are improperly disclosed, and it offers the possibility of monetary damages if a court finds the IRS to blame for the leak.
Trump originally demanded at least $10 billion in damages from the IRS, but the Justice Department instead gave him the audit protection as part of a deal to end the lawsuit. The Justice Department settled without contesting Trump’s claims, though
Such weighty legal questions would usually fall to the top lawyers at the Treasury Department and the IRS. But the general counsel of the Treasury Department quit the day the Justice Department announced that it was settling Trump’s lawsuit against the IRS.
And the acting top lawyer at the IRS, Ken Kies, was pushed out of the administration last month, though he had been recused from issues involving Trump because he had worked for Trump as a tax lawyer. Trump’s choice to succeed Kies as the chief counsel of the IRS is another tax lawyer who has worked for him.
The IRS has not answered questions about whether it is following Blanche’s direction.

Firefighters and officials earlier this week struggled to describe the scope of the wildfires in Spokane County, Washington, as they worked for a third day to get a hold on the blazes that have pushed more than 65,000 people out of their homes.
The mayor of Spokane spoke of neighborhoods that were simply gone. Firefighters who had battled some of California’s largest wildfires described the blazes as a similar “urban conflagration.” And the adjutant general of the Washington National Guard compared what he saw in evacuated neighborhoods with a “war zone,” warning that the fires would be a “very significant emotional event for this community long term.”
By Monday, the powerful winds that had driven three distinct fires through Spokane County over the weekend had eased, allowing some evacuated residents to return. Rescue crews found entire streets reduced to rubble, trees blackened and toppled, broken pipes spraying water, and the occasional hot spot still sending smoke into the air.
Despite the scale of the destruction, there have been no reported fatalities — a remarkable statistic officials have emphasized. Authorities were still trying to make contact with 14 people on Monday, but they said there was no indication that anyone had died.
“These are people who may have called for help evacuating, and many of them likely did get evacuated,” said John Nowels, Spokane County’s sheriff. “They are people we’re just trying to confirm are fine.”
But the speed of the fires, which left the air in Spokane acrid and the sky yellow, was matched by the speed of the evacuations.
“Usually our evacuation warnings go Level 1, Level 2, Level 3, and people have time at Level 1 or 2 to start preparing,” Mayor Lisa Brown of Spokane said. “But this just started at Level 3 and stayed there, so the fact that all those people made it out so quickly is a reason to feel very grateful.”
At the height of the fire that swept through Spokane’s Indian Trail neighborhood, Chad and Colette Simonson said a neighbor who chose not to evacuate texted them a picture of their house engulfed in smoke.
“We thought it was gone,” Colette Simonson said.

When they returned Monday, they discovered that their home was one of only a handful still standing on their cul-desac. Two cars had burned, their wind chimes were scorched, and the house was filled with smoke. But next door, the home of their 90-year-old neighbor had been reduced to its foundation and chimney.
“We’ve never been happier and worse off at the same time,” Chad Simonson said.
A few blocks away, Lex Ring and Doug Roberts found their house still standing. Across the street, every home had burned to its foundation.
“My son wants to know if his friend is going to be back at school when it starts,” Ring said. “I don’t know what to tell him.”
Rebuilding the hardest-hit neighborhoods will take years.
Emergency crews say more than 700 structures have been destroyed, but they expect that number to rise as more satellite imagery becomes available.
Gov. Bob Ferguson of Washington has asked the Trump administration to declare a federal emergency and provide assistance to six counties and three Native tribes. He said the state
needs generators, temporary shelters, help with debris removal and assistance with search-and-rescue efforts. Ferguson said the Federal Emergency Management Agency had already moved some resources into the state.
Crews are still fighting the fires, which began in vegetation on Saturday and spread quickly. Fire investigators have not determined their cause. On the fields around Mount Spokane High School, where a California-based incident management team has set up its command center, firefighters from at least four states were sleeping in tents and eating at outdoor buffets set up by local caterers. Their work has been hampered by civilians flying drones over hot spots and what rescuers and residents describe as “disaster tourists” ignoring road closures to gawk at the damage.
Meteorologists warned in the winter that light snowfall would make this wildfire season especially dangerous in the Pacific Northwest, and state leaders said that was exactly what was happening. Dave Upthegrove, Washington’s commissioner of public lands, noted Monday that there are 17 major fires burning in the state, encompassing more than 262,000 acres.
“This is not normal,” he said.
The sheer volume of fires this summer means it will take even longer for the hardest-hit places to fully recover.
“The need will be long-term,” Brown said. “So don’t feel like it’s over just because we’re not in the headlines anymore.”
Once a blue-collar city, Spokane has been transformed over the past decade by people priced out of larger West Coast cities like Seattle, Portland, Oregon, and Boise, Idaho. Spokane County has grown by roughly 100,000 residents since 2010, to nearly 570,000, and the median home price has more than doubled, to about $410,000.
That growth has pushed more people into neighborhoods along the city’s expanding edge, where homes increasingly meet forests and grasslands vulnerable to wildfire.
Brown said she believes Spokane can rebuild without making its housing crunch even worse. But she urged residents to accept that recovery will be slow.
“Everybody wants some certainty,” she said. “They want to get back and have that moment of reckoning where they know whether their house is still there or not. We have hope, and we also need patience.”

Sam Altman, the CEO of OpenAI, has proposed that the federal government take small stakes in the leading artificial intelligence companies so the public can share in the industry’s financial bonanza. He has reportedly suggested giving the government a 5% stake in his own company, which would be worth $42.6 billion at the current market price.
Sen. Bernie Sanders, I-Vt., says the government should take a 50% stake in the leading companies, placing the shares in a state-controlled sovereign wealth fund. In addition to a share in the profits, he says ownership would give the government greater control over the development of a technology that has the potential to shake our society.
President Donald Trump also likes the idea of the government holding shares in AI companies. “It would be a beautiful thing,” he said recently.
Policymakers ought to resist the temptation. State ownership is not in the public interest.
The government does not need to take financial stakes in companies in order to share in their success. That is the purpose of taxation. As an industry grows, so do the amounts that the government collects in taxes on profits and wages.
Nor does the United States need boardroom seats to participate in decision-making. That is the purpose of regulation. The government has broad powers to check corporate conduct that is antithetical to the public interest.
The AI revolution may be so significant as to require a new regulatory framework. It may require a new approach to taxation. But that is where the government should keep its focus.

There are big downsides to government ownership stakes. By providing insulation against market forces, state backing can make companies less competitive, less innovative and less worried about the welfare of their customers. And the history of state investment suggests that, if anything, it often makes regulation more difficult. Governments can be reluctant to enforce rules when action comes at the expense of the state, too.
We also are concerned about the specific dangers that would arise if the current administration took a stake in AI companies. Trump has made clear that he will use almost any tools at his disposal to enrich himself and his allies and to act against Americans whom he perceives as his enemies.
The idea that state ownership is the best way to reap the benefits of corporate success, or to curb its excesses, has an intuitive appeal. It has long been a mainstay of the economic policy of communist nations, and it enjoyed considerable popularity in many industrial democracies during the second half of the 20th century. In the mid-1970s, state-owned companies made up roughly 11% of the British economy and employed 8% of the nation’s workers.
Such investments are now much less common, however, because the judgment of history was clear. China catalyzed its economic rise by shifting from state ownership to private enterprise. Privately owned U.S. companies outperformed stateowned European rivals in banking, telecommunications, freight transportation and other industries.
In 2023, across the 38 countries in the Organization for Economic Cooperation and Development, companies in which governments held significant stakes accounted for only about 2% of the total market capitalization of publicly traded companies.
Our opposition to state ownership is not absolute. Governments and government-owned companies routinely and effectively provide some essential services, including healthcare and public transportation. Yet these services tend to be those that a market economy fails to provide adequately. AI clearly does not fit that description.
The U.S. government also has, at times, taken stakes in troubled companies. For example, during the financial crisis almost two decades ago, Washington bailed out the nation’s major banks, took majority ownership stakes in General Motors and AIG, and took control of Fannie Mae and Freddie Mac. But those kinds of emergency interventions have generally been structured as short-term stabilization measures, undertaken reluctantly and exited as soon as possible.
The proposed investments in AI companies are a departure from that history. They would be long-term investments in companies that do not need financial assistance. Indeed, the government would take stakes precisely because the companies are succeeding.
Proposals to give the federal government a stake in AI companies often include safeguards to limit the government’s role. Trump has compared the idea of investing in AI companies to the 10% stake that his administration took last year in the troubled chipmaker Intel. Those shares are nonvoting, allowing the public to participate in the company’s profits but not in its decision-making.
Even less direct forms of government support, however, can
still be problematic. Mortgage finance companies Fannie Mae and Freddie Mac offer an example. The government created the companies, but it did not maintain an ownership stake. Still, in the early 2000s, the companies pursued reckless investment strategies in part because they were confident the government would bail them out, as it eventually did.
The impact on the corporation is only part of the problem. State ownership doesn’t just insulate companies from market forces. It also tends to insulate against regulation.
The public should regard Altman’s proposal with frank suspicion. It is a payment; the question is what he hopes to receive in return, and the obvious answer is that he is hoping to purchase leniency. He is hoping that the government will deal less strictly with his company if every decision to constrain its ambitions comes, in part, at the expense of the government, too. He has good reason, to judge from the historical record.
State-owned oil companies provide glaring examples. The Norwegian government is a signatory of the Paris Accords, which establish goals for reducing emissions to limit climate change. It is also the majority shareholder in Equinor, Norway’s dominant oil company. Norway’s petroleum wealth provides 30% of the government’s annual revenue. Last year, the government blocked an effort by minority shareholders in the company to force Equinor to account for the company’s failure to comply with the environmental policies the government itself has adopted.
Other examples abound. South Africa has legislated more lenient emissions standards for power plants owned by the state utility company, Eskom. Singapore does not require Temasek, a state-owned investment firm, to make the same financial disclosures as many privately owned investment firms. France, for years, exempted some state-owned companies from its bankruptcy laws, allowing those businesses to borrow more cheaply.
Taking stakes in AI companies would not increase the government’s ability to control those companies. The opposite is more likely. There is a clear need for legislation to govern AI, a subject on which we will have more to say in the coming months. Writing those laws will be difficult, but the work is necessary. Ownership is not a substitute for oversight.
The federal government has an important role to play in ensuring that the benefits of AI are broadly distributed and in protecting the public from the potential downsides. The best way to achieve these goals, however, is not by picking up the tools of investors, but instead by using the powers of government.

SAN JUAN – El secretario del Departamento de Educación, Eliezer Ramos Parés, reconoció el martes que la agencia enfrenta recortes en las partidas de mantenimiento y seguridad escolar, aunque sostuvo que la reducción de cerca de 1,200 millones de dólares en el presupuesto consolidado no representa en su totalidad dinero operacional que el Departamento tuviera disponible.
“En efecto, en el presupuesto consolidado hablamos de 5,200 millones de dólares el año pasado, el año fiscal que acaba de cerrar, y de unos 4,000 millones de dólares en el presupuesto que estamos asumiendo en este momento”, explicó Ramos Parés durante una conferencia de prensa.
El funcionario atribuyó una parte importante de esa diferencia a la contabilización de fondos federales ESSER creados durante la pandemia, cuyo remanente fue liquidado durante el año fiscal anterior.
“Quedó un remanente cuya liquidación fue contabilizada el año pasado. Esa liquidación de los primeros meses del año fiscal se contabilizó —y hablo de contabilizar— porque no tuvo un efecto inmediato en muchas de las partidas u operaciones del Departamento”, indicó.
Ramos Parés admitió, no obstante, que las partidas ordinarias destinadas al mantenimiento de planteles y a la seguridad escolar sí han sufrido reducciones.
“La realidad es que tengo que reconocer que hemos tenido recortes paulatinos año tras año. Por ejemplo, la partida de mantenimiento, que hace dos años era de 71 millones de dólares, el año pasado fue recortada a unos 53 millones y este año a unos 28 millones. En efecto, habrá un impacto en todas estas partidas”, sostuvo.
“En el área de seguridad también vemos un recorte paulatino: de hace dos años al año pasado, y uno mucho mayor este año. De un año a otro, vemos un recorte de 11 millones de dólares en la partida de seguridad escolar. Sin duda, tenemos un impacto”, añadió. El secretario señaló que desde el proceso presupuestario de 2025-2026 había advertido sobre esas insuficiencias ante la Asamblea Legislativa y la Junta de Supervisión Fiscal. Añadió que la información fue presentada nuevamente al equipo presupuestario del organismo en junio, pero el presupuesto fue certificado con las reducciones.
“El Departamento sí enfrenta retos en este momento. Hicimos una fórmula para atender todas las escuelas en aspectos de mantenimiento y seguridad. Es un tema que no está cerrado. Ahora mismo espero un cálculo porque, sin duda, no podemos trabajar todas las escuelas de la misma forma”, expresó.
Según Ramos Parés, la distribución de los recursos deberá considerar el tamaño de la infraestructura, la matrícula y las necesidades particulares de cada plantel. Aseguró que todas las escuelas tendrán personal o
recursos de mantenimiento, aunque no precisó cuánto recibirá cada una. En cuanto a educación especial y transportación escolar, el titular explicó que ambas áreas arrastran insuficiencias presupuestarias que fueron advertidas desde mayo y junio de 2025.
“El presupuesto tiene que ajustarse a las obligaciones que tenemos con los estudiantes: obligaciones legales y constitucionales”, afirmó al señalar que los servicios establecidos en los Programas Educativos Individualizados no pueden limitarse únicamente para ajustarse a la asignación disponible.
La Junta Fiscal aprobó el 30 de junio una reprogramación de fondos del Gobierno para atender pagos pendientes en educación especial y transportación escolar. Sin embargo, Ramos Parés informó que los desembolsos se retrasaron por problemas en la implantación del nuevo sistema financiero ERP.

Morgan Freeman insists he still does not understand the fuss over his voice. The 89-year-old Oscar-winning actor has voiced God and presidents, and he is the go-to narrator for your favorite documentarian. He still brushes aside the impact of his immediately recognizable, resonant baritone.
Freeman, whose career did not take off until later in life, is nearly a nonagenarian, but is still going strong. He is reprising his role as Edwin Mullins, the U.S. secretary of state, in the third season of Taylor Sheridan’s espionage thriller “Lioness” on Paramount+, which also stars Zoe Saldaña and Nicole Kidman. Freeman also feels a duty to preserve blues music; he is a founder of a live blues club in Clarksdale, Mississippi, and he produced and narrated a blues record due out in August.
He recently spoke to The New York Times about his work in the Sheridan-verse, that voice and how he chooses projects. This interview has been edited and condensed for clarity.
Q: Taylor Sheridan has attracted a long list of movie stars to his shows. What is it about his writing that makes his shows attractive?
A: His writing has to do more with the human experience, what people are actually going through, emotionally, in a lot of cases. You saw that a lot in “Yellowstone,” and you actually see it a lot in any of his writings. And here, in “Lioness,” in Joe’s (Saldaña’s character) case, for instance, he is dealing with a woman whose life is on the line very often. She has kids and a husband. She makes decisions and she has to consider these. It takes courage to write about stuff like that, and Taylor seems to have an awful lot of it.
Q: You didn’t used to see many movie stars joining episodic television series. Why are so many joining in this moment?
A: There’s more work in episodic TV streaming than there is actually in movies that are going to the theaters. If people can sit at home and watch something extraordinary, then that’s what they’ll do. So, that’s why Warner Bros., Paramount and Hulu, all of them have these streaming stations.
Q: In the show, you play a government official at a time when there is so much geopolitical unrest in real life. Do you feel a responsibility in that role when real life often mirrors art?
A: We are really not trying to deal with contemporary geopolitical issues at all. We know that people are going to come away with something that shows what their own ideas about what they saw and what it means, but as we present it, it has nothing to do with current situations at all.
Q: The show is action-filled, but your scenes take

place in a situation room. How do you build up the tension when you only have the room as a stage and your voice as an instrument?
A: We don’t have to build up the tension. It’s the dialogue that builds up the tension of whenever there is that kind of tension. You’re dealing with life and death situations with the teams that are out there in the field. So, just as that, you take what you’ve got in terms of script and internalize.
Q: At what point did you realize that your voice was such a unique instrument?
A: I still haven’t. I’m just being told that.
Q: At what age were you first told that?
A: I don’t know — 80, 75.
Q: That’s hard to believe.
A: Don’t find it hard to believe. My career didn’t even get started when I was 50.
Q: What goes through your head when people say that you have a profound voice and cadence?
A: “Gee whiz,” is what goes through my head. “Really? Thank you very much.” That’s it. What else are you going to do with it?
Q: Is there anything specific that you’ve done to

hone it through the years?
A: No. Just try to speak clearly. That’s all. What’s there is there.
Q: You have dived into blues music. Why is that important to you?
A: Blues music is, No. 1, America’s bottom-line heritage, and that bottom-line heritage belongs to the Black population of this country. We created it. We nursed it along — this is blues and gospel — because there are a lot of our gospel singers that came out doing the blues after. Money in blues is better than money gospel song. And the two are inextricably married. I didn’t really sit down and decide that this is something I have to do. It was sort of pressed on me.
A: I was in Clarksdale one day, and a couple of backpackers were walking the streets and they were trying to find some place that they could listen to the blues in Clarksdale and there was no place. My partner and I, we just decided that’s a no-go. We’ve got to do something about that. So, I can’t really sit here and say to you that’s been a passion of mine all my life. The necessity for doing it was pressed upon me.
Q: Is there a key element to a script that makes you say yes to it?
A: If somebody offers you a job, it’s very nice if they’re offering you also an exciting script, but in reality, two or three things come into play. What are they going to pay you? If they’re going to pay you enough, then you overlook some of the glitches in the script that happen to be there. Sometimes you can mention things that are in the script that don’t quite work out for you and by and large, that gets worked out.
Q: Is there a role left that you haven’t played that you still want to?
A: No. I’m pushing 90 now. So, the roles that I wished I had been able to play, Denzel Washington will play.
Q: What is it that keeps driving you to make art?
A: I’m like Clint Eastwood on that: Don’t let the old man in. So, keep working. If you can get out of bed and don’t fall down when you do it, then you just count your blessings and keep moving. So, I’ll work as long as I can — as long as somebody says, Do you want to do this part?
The S&P 500 and the Dow closed at record highs on Tuesday, powered by the latest batch of earnings from AI-related companies such as Caterpillar and Palantir that assuaged demand concerns, while crude prices and Treasury yields dropped on hopes for a deal in the Iran war.
Palantir Technologies soared 29.5% and recorded its biggest daily percentage gain since February 2024, after raising its annual revenue forecast.
Caterpillar, seen as a bellwether for the global industrial economy, jumped 5.6% after raising its annual revenue growth forecast, as the buildout of AI data centers has fueled demand for its power-generation and construction equipment.
The move in Caterpillar made it the biggest boost to the Dow Industrials, accounting for about 280 to the upside for the average.
Investors have been closely monitoring results from AIlinked companies this earnings season for any signs the massive spending in the space will be justified.
Also supporting stocks was a drop of about 5% in crude prices after a Qatari official said efforts to secure a diplomatic resolution to the conflict were continuing, while U.S. Treasury Secretary Scott Bessent said a deal with Iran to reopen the Strait of Hormuz could come within the next two days.
The tumble in oil prices also dented expectations for a rate hike from the Federal Reserve at its September meeting down to 56.9% from 67.2% in the prior session, according to CME FedWatch, which contributed to a retreat in U.S. Treasury yields.
“I don’t sense one ounce of skepticism among investors, from oil to interest rates to equities,” said Jack Ablin, chief investment strategist and founding partner at Cresset Capital Management in Chicago.
“The earnings reports were certainly supportive, and that’s great news, but I’m not sure a handful of earnings reports justifies new records in the S&P.”
The Dow Jones Industrial Average rose 907.47 points, or 1.71%, to 54,085.88, the S&P 500 gained 136.02 points, or 1.79%, to 7,736.52 and the Nasdaq Composite gained 671.10 points, or 2.59%, to 26,584.99.
The Dow recorded a closing high for a second straight day after notching its first since July 6 on Monday, while the S&P 500 on Tuesday secured its first closing record since July 2.

Negotiations to reopen the Strait of Hormuz are making progress, Qatari and U.S. officials said Tuesday, but a deal with Iran has yet to be announced that could pave the way to reviving a broader ceasefire with the United States.
Secretary of State Marco Rubio said there had been “progress in talks, but not finality yet.” Iran blockaded the Strait of Hormuz — a critical conduit for global oil and gas shipping — after the U.S.-Israeli assault began in late February, causing widespread economic shock.
Iran and neighboring Oman, which also abuts the Persian Gulf waterway, were holding the talks with U.S. input, Rubio said. The two countries were discussing an immediate solution to the crisis in the strait before a longer-term goal of curbing Iran’s nuclear program, he said.
In Qatar, which has previously acted as a mediator between Iran and the United States, officials expressed a similar measure of optimism. Majed al-Ansari, the Qatari Foreign Ministry spokesperson, told reporters that the negotiations on the strait were in “very progressive stages” as draft language of a possible agreement had been “circulated among the parties.”
Iran’s blockade over the Strait of Hormuz throttled global energy markets and raised pressure on President Donald Trump to end the war. Now Iran hopes to cement its control over the waterway, which has served as a major source of leverage in its dealings with the United States.
U.S. Treasury Secretary Scott Bessent said

in a televised interview Tuesday that he believed an agreement could be imminent. “We are in talks with the Iranians, and I think there is a chance we may have a deal today or tomorrow,” Bessent said on CNBC.
The price of Brent crude, the global oil benchmark, fell more than 2% to about $82 a barrel Tuesday, as markets appeared to respond to optimism about a potential deal. But repeated pledges of diplomatic progress between the United States and Iran have failed to materialize, with the war now in its sixth month.
The Trump administration had hoped that the short-lived ceasefire, agreed on in June, would reopen the Strait of Hormuz. Instead, it collapsed into renewed fighting, as Iran has sought to impose its authority there.
Iran has enforced its claim by attacking commercial ships as they have tried to transit the strait. That has prompted U.S. bombing runs inside Iran, as well as a U.S. blockade of Iranian ports — neither of which has successfully forced Iran’s leadership to back down.
On Monday, a cargo ship, the Greekowned Minoan Pioneer, was hit near Oman, and one of its crew members was missing, according to the International Maritime Organization. It was unclear who struck the vessel.
Mediators hope that restoring the flow of ships through the Strait of Hormuz will end the current cycle of attacks and counterattacks between the United States and Iran and allow the two countries to return to the June ceasefire agreement. That was supposed to pave the way for talks on the Iranian nuclear
program and sanctions relief for Iran’s battered economy.
Over the weekend, Trump threatened an immense military escalation against Iran before abruptly pulling back, citing pleas for calm from regional allies.
“Our focus right now is on avoiding escalation, reopening the strait and reopening the door for diplomacy between the parties,” al-Ansari said. “What we do not want to see right now is a major escalation in our region.”
An arrangement with Iran to reopen the strait could come with a geopolitical cost for the United States. Iranian officials say they are designing the accord to affirm their capacity to control the strait and retain strategic leverage they did not exercise before the war.
Officials familiar with the emerging proposal have said that under the new framework, vessels entering the Persian Gulf would have to transit a channel controlled by Iran, while outbound ships would travel through a channel near Oman.
In recent weeks, the fighting has spread to another vital maritime corridor in the Middle East: the Red Sea. The Houthis, an Iranbacked group that rules much of northwestern Yemen, have vowed to enforce a naval blockade on U.S.-allied Saudi Arabia.
Clashes between the two sides rapidly escalated last month for the first time in years, as Saudi-backed forces bombarded Houthi sites and the Houthis said they had fired at oil and gas facilities in Saudi Arabia.
On Tuesday, the Indian government said a projectile had sunk an Indian-flagged commercial vessel off the Yemeni coast. All 13 Indian nationals on board were rescued, the Indian Foreign Ministry said. The Houthis did not immediately comment.

Seven people were killed and 40 were wounded in an apparent drone explosion on a beach in southwestern Russia, the local authorities said Monday.
Videos on social media, and verified by The New York Times, showed a winged aircraft nose-diving onto the crowded Black Sea beach, exploding on impact and sending some bathers rushing back to shore.
Three children were among those killed, and 21 people were hospitalized, the regional emergency response team said in a statement.
The drone struck a resort in ArkhipoOsipovka, a warm, rural Russian town that lies in the Krasnodar region. That area is close to Ukraine, and has experienced recent strikes during the war between Russia and Ukraine.
Veniamin Kondratyev, the governor of the region, said Ukraine had been targeting civilians. “This cynical and inhumane terrorist attack against children cannot be justified,” Kondratyev said in a statement.
It was unclear what the drone had been targeting or why it crashed.
There has been no official statement from Ukraine on the drone explosion.
Russian airstrikes killed about 400 Ukrainian civilians last month, the most since 2022, as part of a summerlong campaign of largescale aerial assaults. On Saturday, Russian airstrikes on Kyiv, Ukraine’s capital, killed at least nine people.
Ukraine has waged its own long-range strike campaign against Russia. At first, it focused on military facilities and oil refineries, but it has gradually expanded its target list to include commercial

In its chaos, desperation and sheer scale, the sudden surge last week of tens of thousands of migrants into a Spanish territory in North Africa recalled similar scenes 11 years ago along the coasts of Greece and Italy.
It was that 2015 crisis — when more than 1 million people, mostly from the Middle East, swept into southern Europe — that deepened opposition to immigration across Europe and emboldened the far right.
Now as then, far-right leaders have tried to exploit scenes of border chaos on the doorstep of Europe. In Britain, France and Italy, anti-immigrant politicians warned that the latest crisis was stark proof of the dangers of Spain’s immigration policies, which are more liberal than those of many of its European neighbors.
The difference is that these far-right parties, largely marginal in 2015, are now either in power or have a plausible path to it. And Europe’s centrist leaders, desperate to avoid a political backlash, have adopted some of their hard-line policies and language on immigration, abandoning the more welcoming approach of 2015. In little more than a decade, the far right has largely reshaped the immigration narrative.
“If centrist leaders give the impression that they are being outflanked on these issues, they will lose the narrative completely,” said François Gemenne, an expert on migration and climate issues at HEC Paris, a business school. “That’s why they feel obliged to show themselves as very tough on issues like border control.”
Centrist leaders from Denmark to France quickly condemned the influx to Ceuta, the Spanish territory whose borders were overwhelmed Thursday. They vowed to fortify their own frontiers to block the migrants, even though most of the new arrivals had turned around and crossed back into Morocco within hours.

There was little to differentiate her reaction from that of Prime Minister Giorgia Meloni of Italy, a right-wing leader who came to power promising to curb immigration. Meloni said the images from Ceuta were “striking and demonstrate, once again, that uncontrolled illegal immigration poses a concrete threat.” Italy, she added on social media, “will not stand by and watch.”
Chancellor Friedrich Merz of Germany demanded that Morocco “take back illegal migrants immediately.” It was a long way from Angela Merkel, Germany’s last center-right chancellor. She famously said, “wir schaffen das” — “we can do this” — when confronted with a wave of refugees from war-torn Syria in 2015, many of whom are now European citizens, integrated into European society.
These responses attest to the general hardening of Europe’s immigration policies, a trend that has made Spain’s current left-wing government an outlier. Countries like Sweden, once viewed as generous in creating routes to citizenship, have passed stricter rules on granting asylum and legal residency. More aggressive measures at sea have seen maritime migration levels plummet since 2015.
Analysts said the tough tone from leaders last week reflected a recognition that, even if Europe is far from seeing
with the Moroccan authorities and with very little support from other European states, while pursuing the effective and solidarity-based migration policy that Spain has consistently implemented over recent years,” he wrote in an open letter to European leaders that was published Saturday.
Memories of 2015 are still vivid in Europe, which was reshaped politically by the influx from Syria, Afghanistan and other countries. The following year, Britain, fueled by anti-immigrant sentiment, voted to leave the EU, even though it was not heavily affected by that wave of migration.
In Germany, the far-right party Alternative for Germany made major inroads in a federal election in 2017 by exploiting fears of uncontrolled immigration, and could win state elections for the first time this fall in eastern Germany.
In France, Marine Le Pen, the candidate of the anti-immigrant National Rally party, rode the issue into the second round of the 2017 presidential election. Le Pen, who is running for president a fourth time, signaled that she was planning to turn the Spanish crisis into a campaign theme.

“It’s the visible lack of control that’s the problem,” said Sunder Katwala, the director of British Future, a London institute that focuses on integration and identity. “That will resonate with the core audience of the populist parties.”
Katwala noted that the number of migrants smuggled across the English Channel in small boats was down sharply so far this year. France and Britain announced a “one-in, one-out” agreement last year under which the British government can send back some migrants who cross the channel illegally. Yet Reform UK, Britain’s main anti-immigrant party, has led polls for most of the year.
Spanish Prime Minister Pedro Sánchez is among the few centrist or left-leaning leaders to try to maintain a publicly welcoming stance on immigration, allowing more than 1 million migrants to apply earlier this year for formal status.
Accused of encouraging the Ceuta crisis with such policies, Sánchez countered that it was possible to welcome immigrants while keeping control of the border. He asserted that from 2021 to 2025, more people entered the European Union illegally through Italy, the Western Balkans and Greece than through Spain. And he noted that most of the people who crossed into Ceuta on Thursday had left by Saturday.

Her deputy, Jordan Bardella, laid out the line of attack that right-wing opponents of Sánchez will likely use against him.

In Britain, Nigel Farage, the leader of Reform UK, warned that the migrants entering Ceuta would make their way toward the French northern coast, and onward to Britain, by crossing the English Channel.
“Believe me, unless we get a Reform government, those scenes you’re seeing in Spain today, many of those young men, lots of them dangerous, will be heading toward Calais and coming to our country, too,” Farage said in a video posted on YouTube, referring to a French port.
Farage’s relentless focus on immigration even played a role in the failure of Britain’s centrist former prime minister, Keir Starmer. He resigned last month after becoming deeply unpopular, partly because he failed to convince Britons that he was doing enough to fix problems like the illegal channel crossings.
Starmer hardened his rhetoric about immigration during his two years in office, even warning once that Britain risked becoming an “island of strangers.” But although he oversaw a drop in immigration, he was never able to take credit for the reduction in arrivals.

Corporate America was enthusiastic about artificial intelligence. Until it got the bill.
Whiplash around spending on “tokens,” the units of computing power in which AI is sold, is hitting engineering teams and boardrooms. First there was “tokenmaxxing,” as executives encouraged as much AI use as possible. Then there was “tokenminning,” after they rapidly burned through millions of dollars in company money.
The simultaneous urgency and uncertainty is raising complex questions. What is AI even good for? How do you know what you’re buying, and measure the value of what it enables? How is it priced, and how will those prices change in the future? What does the spending on it displace?
“It’s a currency where you have no instinct to know what you’re using, and the accounting practices aren’t even there for it,” said Howard Rubin, an economist who advises companies on technology spending. “The AI stuff is being treated as an investment right now, but it’s a risky investment in case it has no return.”
The high stakes and scarcity of knowledge have given rise to a new field within economics devoted to figuring out how companies buy AI and what value they get from it. Call it tokenomics: the study of how this limited resource is created, traded and converted into things people want.
Businesses are no strangers to adopting new technologies. Electricity allowed power to be generated far from where it was used. The internet radically changed how services are delivered. Cloud computing turned data processing from a clunky on-site task to something that could be rented remotely.
The implications of AI could be as profound, but the costs and benefits are more difficult to weigh.
Perhaps the closest analogy to how AI works as a business expense is petroleum products. A common feedstock, crude oil, is refined into commodities such as gasoline, diesel and propane. Those fuels have different purposes, but they can be broken down into a standard measure of energy — British thermal units — and they are generally sold wholesale through exchanges where prices fluctuate with supply and demand.
The feedstock for tokens is electricity and semiconductors. The resulting “com-
pute” is fed into models and metered out by tokens, which are generally understood to represent a few characters of English text.
But the petrochemical parallel ends there. There are now thousands of AI models and little transparency around who is paying for what. There is no consensus on how much energy a token requires, which model is best to perform a given task or how many tokens it should take.
The Linux Foundation, a nonprofit that hosts open-source technology projects, previously developed standards for cloud computing that made it easier to compare services across providers. In June, it established the Tokenomics Foundation with similar goals: to create common parameters that AI providers agree to disclose.
“There’s a set of decisions that every organization in the world is making right now that we want to standardize the frameworks they’re thinking on, so they can have better starting places for them,” said J.R. Storment, the foundation’s executive director.
Companies are using a new crop of tools and service providers to get some benefit from AI without wiping out their profit margins. Revenium, for example, helps track whether token spending improves productivity enough to justify its cost.
Jason Cumberland, Revenium’s cofounder and chief operating officer, said he recommends clients set limits for how much of the expensive models engineers can use. After maxing out their allocated token use, engineers turn to cheaper open-source models, forcing them to think hard about what they really need. Revenium helps clients map their token spending to specific outcomes, like the number of software features shipped.
“The people who come to us are experiencing spending explosions,” Cumberland said. “They want to understand whether it’s worth it, but also how to curtail it in a way that doesn’t just stop work, which is the challenge.”
One big question they all face: Where does the money come from to pay for all this extra token spending? At first, Cumberland said, companies scrounged under their proverbial couch cushions to pay for subscriptions to Claude or ChatGPT. As they came to rely on those services, they started to cut software licenses and outside services, like web development and copywriting.
Now, companies are weighing wheth-

er token spending should be considered part of a company’s labor budget. That’s the main question economists have: whether AI will displace or augment human work. In a thought experiment, analysts at Bain & Co., the consultancy, recently posited a mediumterm scenario in which tokens make up about a quarter of corporate operating expenses.
Elisity, a cybersecurity company, says it’s nowhere near there, but it is laying the groundwork with a metric it calls “bionic head count.”
The measure totals up AI spending and divides it by the average cost of a worker’s salary and benefits. It then divides annual revenues by the resulting number of human and virtual “employees” to measure their collective output.
To make it all feel a little more realistic, human staff members even write job descriptions for each AI agent in order to justify “hiring” it. Each time an engineer runs a model on a new task, it must get an evaluation.
“Essentially, you’re adding virtual head count. Is that resulting in incremental revenue which is all that really matters, or are you just eating at your margins?” said Charlie Treadwell, Elisity’s chief marketing officer. “In a growth stage company, it shifts our mindset of where are we going to spend the capital to grow faster.”
That equation could change quickly, however, if token prices rise substantially. Elisity is getting by on a flat-rate team subscription for 150 users. If the company were charged by the token — the norm for orga-
nizations with more than a few hundred users — spending would quadruple, Treadwell said, and it would have to reconsider its use. (Elisity has no plans to shed staff, however, and is hiring.)
To make matters more complicated, tokens can be priced differently across cloud providers, and it’s not clear what drives prices up or down. With AI laboratories in an arms race to win market share before going public, what they charge may not completely correspond to what tokens cost to produce.
And AI can help minimize its own costs. Part of that is because of the increasing use of cheaper so-called cache tokens, which the model has already processed once and can reuse at a fraction of the price. As more businesses use AI through software tools that can execute tasks on their own, called agents, those agents are able to delegate more of the work to cache tokens.
In a working paper published this month, a team of economists found that dynamic has driven spending down relative to what it might otherwise be, even as token consumption and the posted prices for frontier AI models have risen.
The ability of token costs to stay competitive with human salaries will bear heavily on which kind of intelligence companies lean on in the future. But there is still a shortage of people who know how to deploy AI in productive ways. That is keeping consultants like Jue Wang busy.
“I actually think that is the constraint that people don’t talk enough about in the industry,” said Wang, a partner at Bain. “We often think about ‘Oh, they don’t have capacity.’ But they also don’t have enough people to help deliver the value.”

The Vaqueros of Bayamón defeated the Criollos of Caguas 96-88 on Monday night in Game 6 of the Superior National Basketball (BSN by its initials in Spanish) Conference A finals at Roger Mendoza Coliseum in Caguas.
With the victory, the Vaqueros eliminated the Criollos four games to two and now await the winner of the Conference B championship series between the Leones of Ponce and the Santeros of Aguada.
The game was the most competitive of the series. Bayamón held the lead for 36 minutes and 53 seconds. Caguas applied pressure in the closing moments, but came up short as the Vaqueros outscored the hosts 22-19 in the final period to secure the victory and a spot in the finals.
As a team, Bayamón shot 50.7% from the field and connected on eight of 25 attempts from the perimeter. The bench contributed 24 points and generated 12 points on fast breaks. The Criollos responded with 44.3% shooting efficiency but in the end could not mount a comeback.
Jassel Pérez led the Vaqueros with 23 points and six rebounds, while Damian Jones scored 19 points, shooting an efficient 75% from the field, and Chris McCullough added 15 points. Veteran Renaldo Balkman had eight points and eight rebounds off the bench, and Gary Brown contributed seven rebounds and 10 assists.

Travis Trice led the Criollos with 20 points and seven assists, while Moses Brown scored 19 points and grabbed 12 rebounds, Alexander Kappos had 14 points and Jeff Early Jr. added 13 points off the bench.

The Puerto Rico delegation added five medals to its tally on Monday at the 25th Central American and Caribbean (CAC) Games (Santo Domingo 2026) -- securing two golds, two silvers and a bronze -while also clinching new qualifications across several disciplines.
Yarimar Mercado successfully defended her CAC title in the 50-meter three-position rifle event by winning the gold medal with a score of 339 points, while the men’s basketball team finished the tournament undefeated,
defeating the Dominican Republic 94-75 in the final to claim the gold medal.
Island athletes earned three medals in track & field. Gladymar Torres won silver in the 100-meter dash with a time of 11.22 seconds; the mixed 4×400 relay team -- comprising José Figueroa, Andrea Riera, Jarell Cruz and Gabriella Scott -- also took silver; and Marcus Gelpi won bronze in the high jump with a height of 2.17 meters.
In team sports, the women’s volleyball team secured its first victory by beating Costa Rica 3-0, while the men’s handball team defeated the Dominican Republic 27-25 to advance to the semifinals undefeated. The women’s field hockey team finished in sixth place after a 2-1 loss to the Dominican Republic.

Tiebreakers. That’s what LeBron James is playing for. Tiebreakers for the undecided voters still trying to figure out how to measure his NBA career against Michael Jordan’s.
The hardened Jordan loyalists will never waver, just as the hardened James loyalists will never budge. Whatever happens in Philadelphia over the next one, two or three years will not compel them to jump from one side to the other. But there are a lot of independents out there who have watched both careers and still bounce between Jordan, a six-time champion with the Chicago Bulls, and James. It is a sports
bar debate that will never truly be settled. And that’s the beauty of the whole thing. Ranking titanic figures from different eras might be a silly exercise to some, but this type of debate is also the one thing sports is supposed to be.
Fun.
At the same time, the case of Jordan versus James sure seems to be serious business to the 41-year-old billionaire who just agreed to a pay cut of nearly $49 million to help the Philadelphia 76ers try to win their first championship since 1983 and, of larger long-term consequence, to enhance his case as the greatest of the great.

go down as the GOAT, and he has said multiple times he believes he has already earned that distinction. In fact, he apparently believes he scaled that mountain in the 2016 NBA Finals when he led the Cleveland Cavaliers out of a 3-1 series hole to beat the 73-win Golden State Warriors.
“That one right there made me the greatest player of all time,” James said in a 2018 episode of the “More Than an Athlete” series.
He got ahead of himself there, no question, and probably knows it. Eight years later, James still has work to do.
That’s why he announced two weeks ago that after 23 NBA seasons, including eight with
the Los Angeles Lakers, he still loves the game enough to continue on. He said his Sixers signing had nothing to do with family or money. He said he wanted to win again.
Left unsaid was how perfect his Philadelphia pivot was in his own grand scheme of things. It is not surprising that such a high-IQ player made such a high-IQ move to close his career.
The New York Knicks took themselves out of play by winning their first title since 1973, forcing James off his first choice (according to his agent and longtime friend, Rich Paul) and leaving him searching for the next best option among Cleveland, Miami, Golden State, Minnesota and Philadelphia.
Out of Akron, Ohio, James had ended a biblical drought for his hometown Cavaliers and had won two of his four titles with the Heat. He had to escape the West and get away from San Antonio and Oklahoma City, and he needed a legitimate contender that offered the kind of maximum legacy impact the Knicks would have offered had they failed to win it all.
The Sixers were selling a 43-year drought and Jaylen Brown as part of a loaded roster in a sports-crazed city just south of New York. If James is almost certainly not going to match Jordan’s six rings, Philadelphia represented a perfect opportunity for L.J. to challenge M.J. with his fifth.
Championship rings are not used as a measuring stick only by overcaffeinated fans and simpleminded columnists and talk-show hosts. In his final days as a New York Yankee, Derek Jeter said his friend Jordan “constantly reminds me that he has six and I have five.” The shortstop said years earlier that his only goal was to beat Yogi Berra’s record for championships; Berra later teased Jeter about his 10-5 lead in World Series rings.
Immediately after Kobe Bryant won his fifth title with the Lakers, he said of his former teammate Shaquille O’Neal: “Just got one more than Shaq. So you can take that to the bank.” When Jordan was once asked by a summer camper to pick between James and Bryant, he replied: “Would I rank James over Kobe? In terms of best of all time? No. There’s something about five that beats three.”

It’s a good thing for Jordan that Bill Russell is not often mentioned in GOAT conversations because there’s something about 11 that beats six. So even in the team sport that allows the individual superstar the most control over his or her fate (with only five players on the court), it can’t come down only to ring counts.
Yes, Jordan has a 6-4 lead over James in titles, a 6-4 lead in finals MVP trophies and a 5-4 lead in regular-season MVPs. (Kareem Abdul-Jabbar has six regular-season MVPs, the NBA record, and merits a more prominent place in the discussion.)
But having played eight more seasons than Jordan did, James blows him away on all longevity fronts as the league’s biggest winner (a record 1,236 combined regular-season and postseason victories to Jordan’s 825) and scorer (a record 51,961 combined regular-season and postseason points to Jordan’s 38,279).
When measured against the modern perimeter icons who preceded him, James beats Jordan and Bryant on points scored, Magic Johnson on assists dished and Larry Bird on titles won.
Down the road, we will surely be having a similar conversation about Tom Brady and Patrick Mahomes. But for now we are wondering if James can break his own tie with Brady — 10 conference championships — and lead the Sixers to their first finals appearance in more than a quarter-century.
If James actually helps them win a championship, The Ath-
letic’s David Aldridge wrote recently, “His case for being the greatest player in NBA history would receive a turbo boost.”
ESPN analyst Brian Windhorst had a different view, insisting that not a single Jordan supporter will suddenly bow to King James if he becomes the first NBA player to win a title with four franchises.
I’m in a different space on this one. Picture James in his advanced age tormenting the Knicks one more time, denying them a repeat, before beating the Spurs or Thunder in the NBA finals.
That would be an incredible and profoundly emotional scene. Brady won his seventh Super Bowl title and fifth Super Bowl MVP at 43, but given how much an NBA player has to use his legs compared with a pocket quarterback, a significant contribution to a Sixers title at 42 might just top it.
Either way, a Philadelphia breakthrough would mean James had won championships on the East Coast and the West Coast and in the Midwest and the South. He would have Jordan surrounded.
Not that his devoted base would ever concede. The Jordan and James camps will continue to pound away at each other from their baselines, back and forth, making those of us who are undecided feel like chair umpires at a tennis match, head on a swivel.
But in my score book, if these new Philadelphia 76ers win the big one, it’s game, set and match for James.
