La Plata customers expected to regain water service today as repair timeline shifts By THE STAR STAFF

T

he Puerto Rico Aqueduct and Sewer Authority (PRASA) now expects water service for customers affected by the breakdown of a raw‑water extraction pump at the La Plata reservoir to begin recovering today, revising earlier projections that sug‑ gested some sectors might see improvements as early as Tuesday night. PRASA said the replacement electronic component needed to repair the damaged pump was scheduled to arrive Tuesday at the workshop of the private contractor handling the job. Once delivered, the part must under‑ go assembly, testing and installation before the pump can be brought back online. Because of that timeline, the public corporation ruled out the possibility of re‑ storing service Tuesday night and said the recovery process will begin “at some point on Wednesday,” depending on how quickly the repair work advances. The updated estimate followed com‑ ments made earlier by La Fortaleza Public Affairs Secretary Jean Peña Payano, who had indicated that some customers might begin receiving water between late Tuesday and early today. Peña Payano cautioned that “expectations must be managed,” noting that the emergency‑acquired component would

arrive between midday and early afternoon Tuesday. He added that the government coordi‑ nated direct delivery of the part to the con‑ tractor to avoid additional transport delays. The administration also purchased more than one unit of the electronic component to ensure redundancy in case the primary part fails during installation. “We bought more than one so that, if it doesn’t work, we have some type of backup,” Peña Payano told reporters. He said the procurement also included components that will be needed for future repairs to other pumps in the La Plata system. The malfunction has left one of the reservoir’s four pumping units out of service. PRASA reported Monday that the system is operating at roughly 70% of its normal ca‑ pacity, producing about 50 million gallons per day, compared with the usual 70 million gallons. The shortfall of some 20 million gallons daily has resulted in low pressure, intermittent service, or complete outages for 20,952 cus‑ tomers across San Juan, Guaynabo, Bayamón, Toa Alta, Toa Baja and Dorado. The failure occurred after a voltage fluctuation knocked two pumps offline. One was restored quickly, but the second sustained damage to an electronic control component.

Rodríguez explained that the decision followed an analysis of data from weather sta‑ tions and Department of Health surveillance regarding patients treated for heat-related illnesses, as well as discussions with mayors and emergency managers. The meteorologist noted that the con‑ ditions creating dangerous heat vary by region. In valleys, humidity can become trapped; in urban areas, concrete retains heat; and in mountainous regions, the sun beats down directly. “These extreme conditions increase the risk of dehydration and heatstroke, primarily affecting vulnerable individuals who lack access to air conditioning or fans in their homes,” Rodríguez said. While coastal zones will remain among the areas at highest risk, Rodríguez noted that the expansion will ensure all communities in Puerto Rico receive information during extreme heat events, allowing them to take timely preventive measures.

new bill introduced in the Puerto Rico House of Representatives would require automatic credits on LUMA Energy bills whenever customers experience power outages lasting more than four hours, marking one of the most direct legislative efforts yet to address widespread frustration with service interruptions. District 31 (Caguas-Gurabo) Rep. Roberto J. López Román introduced House Bill (HB) 1042 on Tuesday. The measure, which is now before the Government Committee, would establish the “Automatic Credit for Outages Act,” aimed at protecting residential and commercial customers from prolonged service disruptions. The bill asserts that electric service is essential to public safety, health, economic development and daily life, and argues that Puerto Rico’s current legal framework lacks a uniform, transparent mechanism for compensating customers for extended outages. Trump quietly asserts control over Postal Service amid plans to overhaul voting By ZOLAN KANNO-YOUNGS, ADAM SELLA and NICK CORASANITI

F

our weeks before President Donald Trump signed an executive order seeking to restrict mail voting, he filed four nominations for vacancies on the Board of Governors of the U.S. Postal Service. All four were Republicans. Three have expressed doubts about who won the 2020 presidential election and the security of voting. The selections broke with a long-standing practice of nominating board members in bipartisan pairs. Two of those nominees are on a fast track for approval, and could reach a full Senate vote when the chamber returns from recess in September. If confirmed, their appointments would effectively tip the board to a majority that is loyal to Trump. The quiet attempt to restructure the leadership of the Postal Service comes as the president and his allies are trying to transform the 251-year-old agency into a central player in their quest to overhaul the nation’s elections. Last year, Trump took an unusually active role directing the board of governors to select the current postmaster general, David Steiner. And the president has imposed a highly partisan agenda on a historically apolitical institution: restricting mail voting, a practice more heavily used by Democrats than Republicans, which Trump has publicly acknowledged would benefit his party. Control of the Postal Service grew even more critical Monday, after the Supreme Court ruled to allow the administration to move forward with plans to restrict mail-in voting before the midterm elections. The justices cautioned that the decision was preliminary and should not be construed as a final determination on the legality of the order. It also remains unclear whether the administration can implement the restrictions in time for mail voting this year. “It is clear to me that the president is looking for people who will do exactly what he says and will carry out his order without respect for the U.S. Postal Service,” said Sen. Elissa Slotkin, D-Mich., who serves on the Senate Homeland Committee with oversight of the agency. Jonathan Smith, the head of the American Workers Postal Union, said postal workers are worried about being ordered to implement policies that are legally questionable. “They can direct the people I represent to follow procedures we perceive as possibly not constitutionally sound or legal or even ethical,” Smith said in an interview. “Because the board of governors were put there for that purpose.” Since he returned to power last year, Trump has recruited allies for key roles across his administration who are willing to act on his false claims that his defeat in 2020 was rigged and the country’s election systems are not secure. He has pressed for criminal investigations of election officials in states he lost in 2020. His top legislative priority is enacting a law that would require proof

Few agencies are as central to this mission as the Postal Service. And few are as blatantly straining the boundaries of executive power. The Constitution grants the president no authority over elections, an area of governance that only Congress and the states may regulate. Yet Trump has instructed the Postal Service to effectively police mail voting and decide which ballots can be delivered. The president turned to the Postal Service to pursue his agenda of curtailing mail voting as other efforts to do so faced defeat in the courts and in Congress. He has urgently stayed on the issue in the midst of a daunting midterm cycle for Republicans, stating publicly that his party could keep control of Congress if mail voting could be blocked. In March, he signed an executive order that would grant the Postal Service the power to block mail ballots

from being sent in states that do not comply. It called on the Department of Homeland Security to compile stateby-state citizen lists to help determine eligibility, and instructed the Postal Service to verify voters based on rolls provided by states. Roughly two months later, the Postal Service proposed a rule intended to implement a key piece of the executive order, authorizing the agency to refuse to deliver mail ballots in states that failed to turn over those voter rolls. The potential electoral consequences of such a policy could be enormous. A coalition of nearly two dozen states, almost all Democratic-controlled and representing more than half of the country’s population, sued to block the executive order and have not complied with any aspect of it. When the proposed rule came out, Steiner also declared that the agency would follow any court orders governing voting by mail. But weeks later, after a federal judge struck down key provisions of the president’s executive order, not all the implementation stopped. Although the Postal Service circulated an email to all employees in early July declaring that Trump’s demands on the agency were “legally void,” a Postal Service executive said in a court filing that same week that work was proceeding to create the infrastructure to evaluate eligibility to vote by mail. Regardless of the ultimate impact of the Supreme Court’s ruling, Trump has hinted that he is unlikely to drop the issue. In an interview with Wayne Allyn Root, a conservative TV and radio host, the president suggested that he might try to test unproven claims of executive authority. “You have the right to declare a national security emergency for elections,” Root said, referring to a legally dubious theory popular among right-wing election activists that the president can use such a justification for extraordinary measures, despite no constitutional support for the theory. Root added: “If you do this in the next month, we will get photo ID, proof of citizenship, and a limit to mail ballots. “Let me just say stranger things have happened, OK?” Trump responded. “I’ll leave it at that.” A spokesperson for the Postal Service declined to answer questions about the nominees or pending litigation. Yes, Woke 1.0 was crazy. Now where’s the accountability? By BRET STEPHENS

I

t’s all but official. “Woke 1.0 was crazy,” Rep. Alexandria Ocasio-Cortez, D-N.Y., said this month, quoting a far-left New York City Council member. Given Ocasio-Cortez’s own record — she previously insisted that some groups “have no choice but to riot,” called for defunding the police and “prison abolition” and used the demeaning term “menstruating person” to describe a woman — the crazy that she speaks of was also her own. Good for AOC for acknowledging mistakes. Now can we have some accountability for the vast damage that Woke 1.0 did, not to mention the damage that Woke 2.0 continues to do? Wokeness, as it commonly came to be known at the start of this decade, wasn’t just an Orwellian linguistic fad or a tedious set of corporate training sessions in cultural sensitivity or wacky policy ideas about addressing racial and socioeconomic inequities. As it was experienced by those on the wrong end of it, it was a system of enforced ideological conformity, policed by social bullying and institutional coercion (or cravenness), which damaged and sometimes even ended reputations, careers and at least one man’s life. Restitution, if only in the form of honest contrition and perhaps even a public apology, is in order. Restitution, for instance, for Stan Wischnowski, the top editor of The Philadelphia Inquirer, who in 2020 had to resign from his job and issue a groveling apology for the sin of running an article by the paper’s architecture critic with the headline “Buildings Matter, Too.” Restitution for Mike Pesca, the host of a popular

(Harris Allen/The New York Times) podcast, “The Gist,” who was suspended indefinitely from his job at Slate for making a case, in an interoffice back and forth, that it may sometimes be permissible for a non-Black person to quote a racial slur in narrow contexts. Restitution, yes, for James Bennet, a former editor of The New York Times’ Opinion section, who was forced from his job after the publication of a controversial guest essay by Sen. Tom Cotton, R-Ark. Restitution for authors, like my friend Richard North Patterson, who has 16 New York Times bestsellers to his name. When he wrote a novel that dealt with racial discrimination and had a Black woman as a leading (and wholly sympathetic) character, roughly 20 major imprints rejected it, with several making it clear it was because he was white. Restitution for every aspiring young fiction writer with the misfortune of being white and male and therefore quietly but efficiently cut out of the game of literary prizes and publication opportunities. As Jacob Savage noted last year in Compact magazine, his research found that at the time, “not a single white American man born after 1984 has published a work of literary fiction in The New Yorker.” Restitution, also, in academia. For Jason Kilborn, a University of Illinois, Chicago, law professor, who was barred from campus and placed on administrative leave after he had used the first letter of two slurs in his civil procedure exam, an affront the Black Law

Students Association described as “mental terrorism.” For Ilya Shapiro, a legal scholar about to start a position at Georgetown Law School, who had to endure a 122-day university inquest for the crime of a clumsy tweet betraying a conservative worldview. For Carole Hooven, who was railroaded out of Harvard University after a TV appearance in which she said that the terms “male” and “female” were scientifically essential even as she insisted that “facts about biology” shouldn’t “prevent us from treating people with respect.” Restitution for the hapless men who got caught up in a #MeToo maw that made no distinction between Harvey Weinsteinstyle predation and fumbled romantic advances or unsatisfying hookups. Comedian Aziz Ansari was the most notable victim of this form of public humiliation, but there are many others, without influence or deep pockets, whose lives were permanently scarred in situations where accusations alone were viewed as sufficient to establish guilt and exact professional consequences. Restitution, not least, for the drive-by victims of Woke 1.0 — sometimes literally so. Emmanuel Cafferty, an employee for San Diego Gas and Electric, was fired from his job when he was pictured with his arm hanging out of the window with his fingers linked in what appeared to be an “OK” gesture, which the Southern Poverty Law Center and the Anti-Defamation League have called a coded symbol of white supremacy. Cafferty, who is Hispanic, insisted he had merely been cracking his knuckles. Certain readers of this column will be tempted to rejoin that all this is old history. So is the Red Scare of the 1950s, but that’s no reason to forget about it. Other readers may say that what President Donald Trump and his allies are doing is just as bad as Woke 1.0 or far worse. I’ve denounced them, too, but that’s pure whataboutism. If liberals want to be serious about standing up for liberty, they have a particular obligation to acknowledge and reject the illiberalism that swept so much of the left in recent years. Any politics of moral certitude and promiscuous demonization — whether it comes from MAGA on the right or wokeness on the left — isn’t just unfit for a free society.

olly Parton, a rhinestone-studded, rags-to-riches daughter of Appalachia who for six decades ruled country music — and much of pop culture — with an outsize personality and down-home wit that enshrined her as one of America’s most cherished originals, died Tuesday in Nashville, Tennessee. She was 80. Her death was announced in a video posted on social media by her nephew Bryan Seaver. No cause was provided. From her hardscrabble beginnings to glittering stardom, Parton’s life was the stuff of make-believe. Her songs spoke to millions, confronting privation and loss even as they radiated possibility and hope. She was, quintessentially, a uniter of people. In 2019, The New York Times ran a story with the headline “Is There Anything We Can All Agree On? Yes: Dolly Parton.” Parton cannily exploited — and transcended — rural stereotypes and kitsch to fashion a down-home chic entirely her own. In the process, she became an international celebrity who headlined stadium tours, starred in Hollywood movies, built a business empire and appeared on the cover of Rolling Stone. Her at times girlish soprano notwithstanding, she was anything but the “dumb blonde” invoked in the title of her 1966 single.

“I’ve created this and played it up — the makeup, the whole persona,” Parton said, alluding to her plastic surgeries as well as her colloquial “Dollyisms” in a 2002 interview with the Times. “But this isn’t all I am,” she added. “It’s not even most of what I am. Hopefully people can see beneath the hair to know there’s a brain, beneath the boobs to know there’s a heart and behind all the other stuff to know there’s some talent.” Inducted into both the country music and rock ’n’ roll halls of fame, Parton was the top-ranking female singer on country radio from 1967 to 1993, and had a total of 25 No. 1 country singles. Her early breakthrough came in 1967 when she was hired as the “girl singer” on “The Porter Wagoner Show,” a syndicated country music television variety program. Several years later, she had No. 1 country hits with records including “Jolene” and “I Will Always Love You.” Both songs were among about 3,000 titles she published in her lifetime, hundreds of which have been recorded by other artists, including Tina Turner, Norah Jones, the White Stripes, Merle Haggard, RuPaul and Whitney Houston. With Loretta Lynn and Tammy Wynette, Parton blazed a trail for women in country music, inspiring such contemporaries as Linda Ronstadt and Emmylou Harris, as well

9 as latter-day hitmakers including Carrie Underwood, Kacey Musgraves and Taylor Swift. Stylistically, Parton’s music ran the gamut: mountain bluegrass and soul-inflected countrypolitan, disco-era pop and covers of classic rock touchstones written by Neil Young and Led Zeppelin — all of it rendered indelible by her irrepressible spirit and alternately keening and gossamer soprano drawl. In “Coat of Many Colors,” maybe her most beloved original, Parton plumbed childhood feelings of pride and humiliation. The coat in question — quilted from rags and originally a source of delight and the expression of a mother’s love — becomes an object of ridicule at school. So with patches on my britches And holes in both my shoes, In my coat of many colors I hurried off to school Just to find the others laughing And making fun of me In my coat of many colors My Mama made for me “That little song is like a world of things,” Parton said of “Coat of Many Colors” in “Dolly Parton, Songteller: My Life in Lyrics” (2020), written with Robert K. Oermann. “It teaches about bullying, about love, about acceptance, about good parents.” Empathy was a hallmark of Parton’s songwriting, perhaps nowhere so much as in “Down From Dover” and “Daddy Come Get Me,” harrowing Southern gothic ballads about teen pregnancy and how patriarchy blames and victimizes young women. Assertive women populated Parton’s songs, notably in the workplace anthem “9 to 5.” “It’s a rich man’s game / No matter what they call it / And you spend your life / Putting money in his wallet,” Parton sang in that theme song for the 1980 pink-collar comedy “9 to 5,” in which she also starred alongside Jane Fonda and Lily Tomlin. Parton would go on to star in other films, among them “The Best Little Whorehouse in Texas” (1982), with Burt Reynolds; “Steel Magnolias” (1989), with Julia Roberts and Shirley MacLaine; and “Straight Talk” (1992), with James Woods. In 1976, she became the first woman in country music to host her own syndicated TV series; a decade later, she had an hourlong variety show on ABC. But for all her reach and command as an entertainer, Parton viewed herself, first and foremost, as a songwriter. Dolly Rebecca Parton was born Jan. 19, 1946, the fourth of 12 children of Robert Lee and Avie Lee (Owens) Parton, in a one-

room cabin on the banks of the Little Pigeon River in Sevier County, Tennessee. Her father was a tenant farmer, and her mother was a homemaker who sang old Anglo-Celtic ballads and hymns while doing housework. Parton may have grown up without plumbing, heat, electricity and other modern conveniences, but she always insisted that she also grew up happy, and that music offered her a refuge from want. She started singing on radio and on TV at 10, on the “Cas Walker Farm and Home Hour” in Knoxville, Tennessee, securing bookings with the help of her uncle Bill Owens, who also bought her her first guitar. The two would go on to write many songs together. Parton made her recording debut in 1959, the same year she made her first appearance at the Grand Ole Opry. In 1962, she signed a songwriting deal with Tree International Publishing (now part of Sony Music Publishing). Two years later, she became the first person in her family to graduate from high school. In 1966, Parton married Carl Dean, an asphalt contractor who shunned the limelight. The couple had met two years earlier, at a laundromat in Nashville, when Parton was 18. Dean died in 2025. Parton is survived by six of her siblings: Willadeene Parton, Robert Lee Parton Jr., Stella Parton, Cassie Parton, Freida Parton and Rachel Ann Parton George. After her 1980 recording of “9 to 5” earned her two Grammy Awards and an Oscar nomination, Parton turned her attention to movies, TV appearances and the development, in the mid-1980s, of Dollywood, her Smoky Mountain theme park, among other business ventures. She published her memoir, “Dolly: My Life and Other Unfinished Business,” a New York Times bestseller, in 1994. The next year, she established the Imagination Library, a philanthropic endeavor through which more than 200 million books have been distributed to babies and young children. A show about her life, “Dolly: A True Original Musical,” is scheduled to open on Broadway in early 2027. Parton was nominated for more than 50 Grammy Awards, 10 of which she won, along with being recognized for lifetime achievement by the Recording Academy in 2011. Parton was inducted into the Country Music Hall of Fame in 1999 and the Songwriters Hall of Fame in 2001, and was awarded the National Medal of Arts in 2005. In 2022, she was inducted into the Rock & Roll Hall of Fame.

IMF’s Georgieva says global economy weathering energy shock, sees fiscal concerns

he global economy has weathered the Iran war energy ⁠shock ⁠better than feared, International Monetary Fund Managing Director ⁠Kristalina Georgieva said on Tuesday, but she raised concerns about deteriorating fiscal conditions in some countries shown by rising ​bond yields and a stalled disinflation process. Georgieva told reporters in a briefing ahead of next week’s Group of 20 finance leaders meeting in Asheville, North Carolina, that there was a “tug ‌of war” between the negative Gulf energy supply ‌shock and growth tailwinds from the artificial intelligence investment boom that was starting to spread beyond U.S. borders. She said risks to the global outlook were more balanced than ⁠in April, but ⁠still tilted to the downside, due to mounting fiscal pressures and the potential that central banks will ​have to maintain tight monetary policy to control inflation. Global growth is “resisting powerful headwinds from high debt levels, stubborn inflation, and trade tensions. Thus far, it has weathered the energy shock caused by the closure of the Strait of Hormuz better than we feared, thanks to a combination of factors,” Georgieva said. These factors include drawdowns of oil and gas reserves by many ​countries, increases in non-Gulf energy supplies, lower energy demand, increased renewable energy capacity and a return to coal power generation in some places. Artificial intelligence ⁠investment in ⁠the U.S. is keeping corporate earnings ⁠and consumer spending strong, and​ other countries are ramping up data-center construction and AI hardware supplies, she said. Her overview of global economic conditions did not come with any new ​forecasts. The IMF in July lowered its ⁠2026 global growth forecast to a sluggish 3.0%, while warning of further downside risks from the Middle East war, trade fragmentation and potential AI uncertainty. It will next update its global growth forecast in mid-October at IMF and World Bank annual meetings in Bangkok. Georgieva warned against complacency by policy makers amid benchmark Brent crude oil prices that have been hovering in the $80-$90 per barrel range since mid-June, well below their spring peaks above $118. “The energy shock is not over,” Georgieva said. “A renewed rise in oil prices ⁠could fuel inflation, forcing central banks to retain a restrictive policy stance with knock-on im-

What’s more than ‘maximum’? Trump faces limits on Iran sanctions. By MICHAEL CROWLEY

S

oon after taking office last year, President Donald Trump issued a directive laying out his “maximum economic pressure” policy against Iran. Yet Trump seems to have decided that even maximum pressure can be turned up to 11. He calls his new plan “Economic D-Day,” and it is meant to break the stalemate in the U.S. conflict with Iran. On Monday, Treasury Secretary Scott Bessent announced new sanctions against 60 Iranian and Iran-linked entities, individuals and vessels, and demanded the closing of all branches of a major Iranian bank that operates in many countries. But his demands that other nations stop doing business with Iran underscore the difficulty in trying to impose sanctions on Iran’s economy to the point of collapse. Thoroughly enforcing sanctions is notoriously hard, and in Iran’s case would require messy run-ins with allies and powerful rivals capable of retaliation, most notably China. Imposing a full ban on global trade with Iran, as Bessent called for, only multiplies those challenges. Bessent himself admitted doing so could roil the global economy. Those factors help explain why U.S. officials are still struggling to strangle Iran’s economy despite the mountain of sanctions Washington has heaped on the country over the past five decades. Since Iran’s 1979 Islamic Revolution, the United States has placed sanctions on thousands of specific Iranian officials, businesses, vessels and other entities — freezing any of their assets under U.S. jurisdiction and barring them from transactions with American banks, businesses or people. The U.S. government has also broadly targeted most of Iran’s major industries, from oil to banking to textiles and manufacturing; one round of sanctions in 2020 hit two Tehran-based tile and ceramics companies. In his first term, Trump even formally designated Iran’s central bank and national oil company as financial backers of terrorism. “We’ve done all the low-hanging, medium-hanging and highhanging fruit,” said Alan Eyre, a former U.S. diplomat and Iran expert now with the Middle East Institute. “We’ve cut down the whole sanctions tree. There’s nothing left.” All that provides reason for skepticism about Trump’s latest plan for coercing Iran through economic pain. Iran’s economy took a toll as oil exports plunged. After anti-American revolutionaries overthrew a friendly Iranian government in 1979 and took dozens of American diplomats hostage in Tehran, President Jimmy Carter banned many Iranian imports and froze $12 billion in Iranian assets. His successor, President Ronald Reagan, officially declared Tehran a state sponsor of terrorism, a move that prompted an arms sale ban and tightly limited the export of “dual use” items that might have a military function. (Reagan violated his own ban in a covert arms-for-hostages scheme that became the infamous Iran-Contra affair.) In 1987, all Iranian goods and services were prohibited from import into the United States. By the mid-1990s, concern about Iran’s suspected interest in chemical, biological and, especially, nuclear weapons fueled more U.S. pressure against its economy. Congress passed a measure threatening sanctions against foreign companies that invested heavily in Iran’s petroleum industry, and President Bill Clinton ordered a near-total ban on all U.S. trade and investment. Iran’s advancing nuclear program was a source of major alarm in Washington and Western Europe by the 2000s. In several actions from 2006 to 2010, the United Nations Security Council froze the assets of dozens of Iranian officials and entities connected to its nuclear program, barred arms exports to and from Iran,

and prohibited Iran from testing ballistic missiles. Congress took even more severe action in the following years, barring foreign transactions with Iran’s central bank and threatening to penalize other nations unless they reduced their imports of Iranian oil. The pressure took a toll: Between 2012 and 2015, Iran’s oil exports plunged to 1 million barrels per day from 2.5 million, according to a Congressional Research Service report, and Iran was left without access to more than $120 billion in its assets held abroad. Faced with that economic pain — and growing talk of U.S. or Israeli military action — Iran agreed in 2013 to begin negotiations over its nuclear program with the Obama administration and several other world powers. The result was the 2015 Iran nuclear deal, which traded limits on Iran’s nuclear activity for the removal of many of the nuclearrelated U.S. and U.N. sanctions imposed on the country over the prior two decades. The reprieve was short-lived. Trump withdrew from the nuclear deal in 2018 and immediately restored the nuclear-related sanctions lifted under the Obama-era agreement. ‘Maximum pressure means …’ Trump has bombarded the country with new sanctions. He targeted virtually the entire Iranian economy, expanding penalties to sectors like construction, mining, textiles and manufacturing. Even third-country businesses or individuals that transacted with dozens of major Iranian companies could be subject to U.S. sanctions. Most significantly, in 2019 Trump sought to cut off Iran’s oil revenue entirely, announcing that any country that imported Iranian crude would be subject to severe U.S. penalties, potentially including loss of access to the U.S. financial system. “Maximum pressure means maximum pressure,” an April 2019 State Department fact sheet declared. But Iran has grown skilled at evading U.S. sanctions, including through the use of a so-called shadow fleet of tankers that ship its crude to foreign buyers. Trump has never picked the sort of fights with nations like China and India that analysts say would be necessary to enforce such a policy. On Monday, Bessent said that no country would be exempt from the new approach. But analysts like Eyre were skeptical. The new policy is unlikely to succeed, he said, “unless President Trump wants to make full Chinese compliance, for instance, the centerpiece of U.S. relations” with Beijing. “I don’t think that’s going to happen.”

he young woman ran for her life, but it was too late. A small Russian drone resembling a model airplane swooped down from the sky last month in the city of Zaporizhzhia in southeastern Ukraine. As it tried to navigate toward a gas station, it crashed into a wall and exploded in a hail of shrapnel, killing Tetiana Bubynets, 19, a university student, and two others.

They were among the thousands of Ukrainian civilians who have died in Russian airstrikes, but the circumstances of their deaths came with an ominous twist. The drone that killed them was guided by an experimental artificial intelligence system, not a human pilot, according to drone experts, Ukrainian military commanders and the forensic team that examined wreckage from the deadly strike and others in the city. toward a particular gas station, but once it got close, it chose its exact target — most likely propane tanks — on its own, based on its training to recognize such tanks and strike them, the experts and military officials said. It is a development long watched for in the war in Ukraine, presaging a dystopian future in which killer robots roam the skies making life-or-death decisions that reduce targets to data points. “This is a risk for the whole world,” said Col. Serhiy Minaiev, the commander of air defenses in Zaporizhzhia. “In a few years, we will be living in a ‘Terminator’ movie. It’s no joke. Machines are making decisions to strike.” Analysis of debris from this attack and others in Zaporizhzhia found that the drones had onboard minicomputers, sold commercially by Nvidia, that made their targeting decisions, the experts and military officials said. Nvidia produces a majority of the chips powering the world’s most advanced AI systems. The presence of Nvidia modules and a lack of antennas on the drones led Ukrainian air defense commanders to surmise that the weapons were guided by an autonomous AI system, which was confirmed on further investigation. Autonomous AI systems can be trained on thousands of images to recognize categories such as “river,” “military truck” or “person.” Self-targeting drones use their cameras to hunt for these things with greater precision than a human pilot can provide. But opponents of such weapons argue that, without human intervention, drones may be more prone to mistakes or violations of the laws of war, such as by failing to distinguish innocent civilians from combatants. The use of self-targeting AI in the gas station attack, on July 6, would be the first documented case in which civilian deaths were caused by a Russian drone outfitted with such a system, said Kateryna Bondar, a senior fellow at the Wadhwani AI Center at the Center for Strategic and International Studies in Washington. She added that the Nvidia module “is the best proof” that Russia was experimenting with autonomous AI. While an adviser to President Volodymyr Zelenskyy has written on social media that Russia was testing self-targeting AI systems, the fatalities have not been previously reported, nor have the details of the Nvidia Jetson Orin computer module that was used.

Both Russia and Ukraine were already using AI in multiple drone models before the fully autonomous drones emerged. In those earlier models, AI is used only for what is known as the “last mile” — the final stage of the attack, after a remote human pilot has selected the target. Fully autonomous AI removes humans from the final target selection. The Nvidia chip in the Zaporizhzhia attack was not encrypted, Ukrainian officials said, so they could see the terrain images that had been uploaded to the module, enabling the drone to track visual landmarks and stay on course. They were also able to examine coding, they said, that revealed what types of targets the drone had been trained to recognize and attack, like propane tanks. Earlier drone models are generally either piloted by human operators, through radio transmissions or fiber-optic cables, or they are preprogrammed with coordinates. As drones have taken over the battlefield in Ukraine, their pilots have become prime targets. An autonomous AI-guided drone, by contrast, requires no human pilots and can be more accurate than a munition programmed to hit coordinates.

The San Juan Daily Star Local air defense officials say that Russia has been aiming for civilian objects like pumps or propane tanks at gas stations in trying out autonomous drones in Zaporizhzhia, along with military recruitment centers. It is not clear why these targets were chosen for the tests. Vadym Kushnikov, a drone expert at the Kharkiv Aviation Institute in Ukraine, said the drone that killed the three civilians was “a preprogrammed tool trained in virtual reality to track specific objects.” While traditional software follows step-by-step rules written by a person, an AI system derives its own rules by finding patterns across enormous amounts of data, a process called machine learning. That allows it to manage unanticipated situations. It also means no one can fully predict what it might do. Rights groups and the International Red Cross vehemently oppose the use of AI weapons without humans in the loop. Such groups say that autonomous systems essentially leave robots to interpret international law in determining legitimate targets in war. But some experts argue that, in the future, weapons should in fact be required to have AI systems. These weapons are safer, the argument goes, because they are able to make decisions before striking, even if not always perfectly, unlike unguided aerial bombs or ordinary artillery shells that just fall without seeing what they will hit. While some of the AI-guided drones tested by Russia have detonated on impact, others have not and remained intact, Ukrainian officials said. They showed debris from two such drones to reporters for The New York Times. The Times photographed the Nvidia computer module inside the drones and sent the images to the company. Nvidia confirmed that the photos showed a Jetson Orin minicomputer. Such modules, which cost only a few hundred dollars, have been found on several types of Russian weapons. In a statement, the company said that the minicomputer was a consumer-grade product “sold to students, developers and startups for a wide range of beneficial applications.” Nvidia sells the computer in many countries but not in Russia. It is, though, widely available through resellers, the statement said. Ukraine, too, has tested self-targeting AI systems. Mykhailo Fedorov, the defense minister who was recently ousted, said in an interview with the Times late last month that Ukraine tested an entirely autonomous

he Puerto Rican Men’s National Team claimed its second consecutive victory at the NORCECA Men’s Final Six in Ponce on Monday, defeating a resilient Canada squad in five sets during a grueling match at Juan “Pachín” Vicéns Auditorium. The set scores were 25-22, 23-25, 2523, 18-25 and 15-9. It was Canada’s first loss in the tournament, bringing their record to 1-1. With the match tied at one set apiece, the third set was a nail-biter. he United States recorded a straight-sets victory over Puerto Rico on Monday to qualify for the semifinals of the 2026 Women’s NORCECA Continental Championship at the Prof. Ricardo Gioriver Arias Volleyball Palace in Santo Domingo, Dominican Republic. The set scores were 26-24, 25-15 and 25-17. Puerto Rico was slated to compete in the classification round for positions 5-8, facing Trinidad and Tobago on Tuesday. The U.S. was to play the Dominican Republic in the semifinals. The tournament awards berths for the 2027 FIVB Women’s World Championship. Puerto Rico got off to a strong start, executing the tactical plan devised by the coaching staff, and held a 24-23 lead late in the first set. The United States needed an answer and it got one. The Americans closed out the set with three consecutive points -- including two straight attacks by Asjia O’Neal.

That finish set the tone for the match. From the second set onwards, the U.S. was more solid on defense and more organized at the net -- elements Puerto Rico coach Juan Carlos Núñez highlighted as decisive factors. “The United States showed great defensive quality at the net and great defensive ability on the court, and we simply couldn’t overcome it,” he said. The U.S. won the subsequent sets by wide margins by maintaining constant pressure with their serve and capitalizing on transition opportunities. The U.S. led in the key team statistics -- attacks, 42-33; blocks, 13-5; service aces, 3-2 -- and committed two fewer unforced errors (U.S. 16, Puerto Rico 18). Simone Lee led the U.S. offense with 16 points (13 attacks, three blocks), followed by O’Neal with 13 points and Stephanie Samedy with 10. Paola Santiago led Puerto Rico with nine points, while Decelise Champion added eight.

M

ason Miller was fresh off the MLB draft, a newly minted third-round pick for the Athletics. Aroldis Chapman was still an unheralded teenager who had yet to defect from Cuba. Seth Hernández was a rising high school senior in California. And Jacob Misiorowski was pitching in the Junior College World Series.

Individually, they were at different points in their lives. Collectively in these moments, though, they all shared the same experience: their first time reaching 100 mph on a pitching mound. “Whoa,” Hernández recalled thinking, as triple digits flashed across the board. Reaching the 100-mph marker is no simple feat. It is a test of what the human body is capable of — arms rearing back then whipping for-

ward, 60 feet, 6 inches from home plate. These days, though, modern pitchers continue to hit milestones that few before could ever achieve. They are throwing harder and harder, and what was once a rarity has become commonplace. That first taste of 100 mph was merely a precursor, as each of them has continued to test their own limits, raising the question: Is there an undiscovered next level, a hidden third gear?


The San Juan Daily Star In 2008, the average velocity of a four-seam fastball sat at 91.9 mph. By 2022, that figure was up a full 2 miles to 93.9. In the first half of 2026, it was 94.6 mph, the highest it has been in the pitch-tracking era, which began in 2008. In all of the 2025 season, 726 pitches of at least 100 mph were thrown by a starter. In just the first half of this season, there were 1,018. “You can feel a nice little whiff,” Misiorowski, the Milwaukee Brewers ace, told The Athletic when asked what it’s like to throw 100 mph. “You can hear it. It kind of zings a little bit.” The subject of velocity and its importance has gained traction recently, particularly as Paul Skenes, the reigning National League Cy Young Award winner, has seen his own flame-throwing capabilities diminish. What was once a 98.8 mph fastball on average has dipped to 96.8. In his most recent start, in 4 1/3 innings Wednesday, Skenes topped out at 97.9. For his part, Skenes believes that velocity isn’t the be-all and end-all. “I don’t think velocity is something I need to pitch well,” Skenes said at the All-Star media day in July. “I think it’s probably the first time in my career the velo has kind of dipped. It’s not something that I’m stressed over at all. I’m healthy. I’m feeling good and still pitching at a high level.” The results don’t speak of someone pitching at a high level, though. Since July 1, Skenes has a 5.67 earned run average in nine starts. In 2010, when Chapman, then a member of the Cincinnati Reds, hit 105.8 mph in a blowout relief appearance against the Pittsburgh Pirates, relievers were averaging just under 93 mph on their four-seam fastballs. His feat was meant to represent a one-off kind of rarity. Instead, it foreshadowed the modern pitching experience. “In that time, there weren’t that many, like there are now,” Chapman said of his fellow hurlers. “You need to be blessed with a good arm to do that.” Consider the 82 pitchers who topped 100 mph in 2025 among those who have been blessed. Chief among them is Misiorowski, the 6-foot-7 right-hander for the Brewers, who led the league in the first half of 2026 with 670 pitches faster than 100 mph, and whose own feat of 105.5 mph came 15 seasons after Chapman first turned heads. “I think I slipped a little bit on that pitch,” Misiorowski told reporters in June, flashing a toothy grin as he contemplated the potential of a hidden third gear that would allow man to exceed 106 mph. If there is, it likely will not come from the arm of Misiorowski, the favorite to win the National League Cy Young Award in his first full season in the majors. “Honestly, I think that’s it,” Misiorowski admitted. “I think that’s right about where I’m sitting. If that’s all I get, that’s all I get.” Perhaps, then, Hernández, whom the Pirates made the No. 6 pick in the 2025 draft, can find it. A 6-foot-4 right-hander, Hernández just turned 20 in June. “What Misiorowski is doing is special,” Hernández said. “I’m still pretty young, so hopefully, as I grow into my body, get a little more physical, maybe there’s more velo in the tank.” A year and a half after first touching 100 mph, Hernández reached 102.4 mph in a spring training game against the Detroit Tigers. “It was quite a while ago, so I almost forgot the feeling of it a little bit,” Hernández said in mid-July. “You could feel the hum off your fingers a little bit.”

One flamethrower who likely will not challenge for the velocity crown is Cincinnati’s Chase Burns, a 6-foot-3 righty who hit 102 mph as a 20-year-old sophomore for the University of Tennessee. “I think that might be the top for me,” Burns admitted. “As I get older and maybe get stronger and push the limits on my body, I might be able to get more. But it’s kind of hard when you throw so many innings in a year, so many pitches. I think right now, though, that’s the top for me.” As a rookie in 2025, Burns averaged 98.7 mph on his heater, and this season, it sits at 97.6, right around what Cam Schlittler, Shohei Ohtani and Roki Sasaki all average. He has reached 101 as a big leaguer and has exceeded 100 mph at different points this campaign. It’s not just the innings that players have to account for, particularly starters such as Burns, Misiorowski and Hernández. It’s also how their bodies respond. “I think those guys, they’re so in tune with their body and their mechanics that it’s easier,” Burns said. “You definitely feel it the next day — you’re pretty sore.” Just because something is physically possible does not mean it is free of pain, and what is physically possible also does not necessarily lend itself easily to repetition, arguably the most difficult aspect of being able to maintain elite levels of velocity. “Flexibility,” said Misiorowski when asked what it takes to throw 100-plus consistently. “A motion that you can repeat day in and day out, and just being strong.” That is why players like Chapman put a high emphasis on strength and conditioning. “Consistency, consistency and all the things that everybody doesn’t get to see,” Miller said. “Weight room, training room, everything that prepares you to be able to go out and compete at your best each night.” Therein lies the biggest obstacle: No matter how much work it does, the human body is only capable of so much.
