uthentic Independent Union (UIA by its initials in Spanish) Executive President José Cajigas Romero announced on Tuesday a 24-hour work stoppage involving the union’s entire membership at the Puerto Rico Aqueduct and Sewer Authority (PRASA), running from 10 p.m. Tuesday until 10 p.m. today. “This afternoon’s meeting is an opportunity for manage‑ ment to demonstrate a willingness to engage in dialogue and find a solution,” the union leader said in a written statement. “The UIA will come to the table prepared to listen, but also to demand concrete results in defense of our workers and the proper functioning of the Authority.” Prior to the start of the stoppage, UIA representatives were scheduled to meet at 5 p.m. with PRASA Executive President Luis González Delgado. The union’s executive committee approved the protest due to the lack of response regarding wage and labor-related demands presented over the past few months. he long‑running dispute over the last standing residen‑ ce in the San Mateo de Cangrejos neighborhood of Santurce may be nearing a turning point, as attorneys for Laura Lasanta Rivera and the Puerto Rico Department of Justice confirmed they are reviewing a preliminary agreement that could settle the case after years of legal uncertainty, according to published reports. Following a status hearing in the San Juan Judicial Center this week, Alicia Díaz Santiago, Lasanta’s attorney and legal director of the Center for Habitat Reconstruction, said that months of conversations have opened the door to a potential resolution acceptable to both sides. While the government requested confidentiality regarding the proposal’s details, she acknowledged that the concept of a usufruct is part of the discussions. Usufruct is a legal right that lets you use and enjoy a property that belongs to someone else. You can live in a house or collect rent money from it, but you do not own it. In this case, Lasanta owns the house. Díaz Santiago described the current stage as the closest the parties have come to a mutually acceptable outcome. Lasanta, meanwhile, reiterated her commitment to remain in the home she purchased with her father in the 1990s, emphasizing that she intends to stay there permanently.
The property’s history is intertwined with the government’s redevelopment plans for Santurce. In 2003, under the Santurce Rehabi‑ litation Act of 1988, the state moved to expropriate and demolish the homes in San Mateo de Cangrejos to make way for green spaces and an urban park connecting Ciudadela with the Puerto Rico Museum of Art. Lasanta’s home survi‑ ved the demolition phase due to community resistance and the medical needs of her relatives, whose limited mobility prevented the state from carrying out an eviction. The case remained in limbo for years, particularly after the 2016 federal Puerto Rico Oversight, Management and Economic Stability Act, or PROMESA, halted litigation aga‑ inst the government. During that pause, Lasanta’s relatives passed away, leaving her as the sole resident of the former neighborhood. In 2023, the Housing Financing Authority informed her in writing that it would not pursue eviction while she lived in the home, yet the case continued without a final settlement. However, this past February government attorneys as‑ ked the court to authorize Lasanta’s eviction, arguing that they were seeking alternative housing for the 67-year-old educator. Lasanta does not drive and relies on Santurce’s walkable access to essential services. With negotiations now underway, the parties appear to be exploring a path that could finally close one of Puerto Rico’s most emblematic property disputes and determine the future of the last remaining home in a once‑vibrant community.

Gov’t addresses surge of calls to suicide hotline because of drought By THE STAR STAFF
A
surge of anxiety calls to suicide hotlines tied to Puerto Rico’s worsening drought and expanding water rationing has prompted mental‑health authorities to intensify out‑ reach, as the government acknowledges a growing emotional toll from the island’s deepening dry spell. Catherine Oliver Franco, head of the Mental Health and Anti-Addiction Services Administration (ASSMCA by its initials in Spanish), said Tuesday that the Línea PAS crisis line has logged 60 calls in just one week from residents expressing fear, distress and difficulty coping with water interruptions. The jump has been sharp: 21 calls at the start of the week, followed by 39 more on Monday alone, signaling what officials describe as a “significant increase” in drought‑related emotional strain. Most callers, Oliver Franco noted, are women living in Puerto Rico’s northern region, an area where rationing measures and dwindling supplies have become increasingly disruptive. The concerns range from the immediate -- no water to bathe, cook or clean -- to broader fears about how long the emergency will last. “These calls are mostly driven by fear and anguish,” she said, adding that the emotional impact of not knowing when water will return has become a central theme.

Oliver Franco said the agency began preparing for this scenario months ago, anticipating that the intensifying drought could trigger both logistical and emotional emergencies. Coor‑ dination with other agencies has expanded as calls increasingly involve needs beyond mental health -- safe water handling, supply distribution, and guidance for vulnerable households. On average, Línea PAS receives about 1,625 calls per month for a wide range of mental‑health and substance‑use concerns. The service operates 24/7 and provides follow‑up for people referred to treatment or outpatient care. As the drought continues to tighten its grip, officials urge residents to seek help if they feel overwhelmed or are struggling to cope. Tropical wave dumps rain in island’s east, aiding overtaxed water supply By THE STAR STAFF

uerto Rico received rainfall on Tuesday courtesy of a tropical wave that dumped heavy showers in the eastern part of the island and lesser showers in the San Juan metro area. As of noon, one to two inches of rain had fallen in Huma‑ cao, San Lorenzo and Aguas Buenas. By itself the welcome precipitation was not enough to break the drought plaguing the island, said María Novoa, a meteo‑ rologist with the National Weather Service (NWS) in San Juan. But development of the tropical wave is promising, with a 30% chance of the wave developing into a tropical cyclone over the next week, she said. The locally heavy rains were accompanied in a few places by thunderstorms on Tuesday. A customer service specialist from the Puerto Rico Aque‑ duct and Sewer Authority, who asked not be identified, said
the rain in the east was making an appreciable addition to the drought-stricken water supply system in the region. Another low pressure area with a 70% chance of developing into a tropical cyclone was located 500 miles southwest of the island and is expected to develop into a tropical depression later this week. Novoa said models of that system did not yet show how the storm will affect Puerto Rico. In the west of the island, meanwhile, Añasco, Cabo Rojo, Hormigueros and Mayagüez were under a flood advisory until 4 p.m. Tuesday according to the NWS. Doppler radar detected heavy rain associated with thun‑ derstorms, with accumulations of between one and two inches in the municipalities under the advisory, the NWS reported. The agency indicated that an additional one to two inches of rain was expected, which could cause urban flooding, rises in small streams, and water accumulation in areas that typi‑ cally remain dry.
Rain fell on parts of Puerto Rico on Tuesday, providing some localized relief for the strained water system but by itself was not enough to break the drought plaguing the island, the National Weather Service noted. The NWS saw fit to warn that water accumulation in urban areas was already occurring or imminent and urged the public to remain aware of their surroundings and avoid driving on flooded roads.

opment of our people, which is why this House of Representa‑ tives has been proactive in ensuring support for entities like Proyecto Nacer, which addresses a real need in our society,” said the House speaker, who will visit the headquarters of Proyecto Nacer this Friday as part of his community impact initiative “100 x 35.” “I want to thank the speaker of the House for always being attentive to the needs of our legislative district,” said Pacheco, who chairs the Public Safety Committee in the lower chamber.
“The Proyecto Nacer program is of great importance to our youth. he Puerto Rico Energy Bureau (PREB) has certified Agroenergética LLC as an electrical service company for energy generation, advancing a proposed agrivoltaics project that aims to combine solar power production with agricultural activity in the municipality of Moca. The certification, issued on Aug. 11, supports the development of a renewable energy installation at Hacienda Gosén, a farm and food‑processing facility in Barrio Gordo. According to the PREB’s resolution and order, “Agroenergética complies with the essential requirements of Regulation 8701” to operate as a generation company. ancillary service to generation. Agroenergética’s proposal includes a 2.2‑megawatt DC photovoltaic array integrated with specialty crops, along with a battery energy storage system and the equipment needed to manage and interconnect the project’s energy resources. The company says the system is designed to deliver consistent daytime power and support peak demand through battery discharge. It estimates the installation could supply electricity to roughly 400 to 450 nearby homes while strengthening the local electrical feeder. The project also emphasizes agricultural production. Agroenergética plans to prepare about 10 acres of conditioned soil for horticulture and other high‑value crops. Areas between the solar structures could be used for vegeta-
bles and leafy greens, while shaded sections beneath the panels may support crops such as ginger, turmeric and cacao. Homeland Security intensifies pursuit of noncitizens on voter rolls By MADELEINE NGO, NICK CORASANITI and HAMED ALEAZIZ
T
he Trump administration is making an intense push to identify and deport noncitizens who registered to vote, even if they did so inadvertently or never cast ballots — an unusually aggressive approach that is helping it promote baseless claims that voter fraud is rampant. State audits and studies have repeatedly found that noncitizen voting is extremely rare, and there have been no instances in which their votes are known to have swayed an election. It is against federal law for noncitizens to register to vote or actually vote, and doing so can carry steep penalties, including jail time and deportation. In the past, the Department of Homeland Security has not aggressively tried to deport the relatively small number of noncitizens who unlawfully registered to vote, especially if they mistakenly signed up, according to immigration policy experts. But the Trump administration is taking a harder line in hopes of increasing deportations while also building a case that illegal voting has been underestimated. Homeland security agents are reopening voter fraud cases that had been closed and investigating voter registration efforts in major cities. Customs officers have detained immigrants suspected of being on the voter rolls at border checkpoints, according to immigration attorneys. And green card holders applying for citizenship have been placed in deportation proceedings for registering to vote. The department’s efforts are part of the Trump administration’s extraordinary attempt to leverage federal agencies to promote the president’s long-running false claims about a broken election system rife with fraud. Those claims have been used by President Donald Trump to justify his push for federal legislation that would require that people show proof of U.S. citizenship to register to vote and severely restrict voting by mail. The changes are upending the lives of some green card holders who have lived in the United States for years and maintain that they did not vote or even intend to register. Abdullah Emre Basar first learned that he was on the voter rolls in Washington state when he applied for citizenship and
an immigration officer at his interview last year informed him that he was registered, according to a court filing last month. Basar later learned that he was registered in 2014 after visiting the local motor vehicle agency to update his address, said Devin Theriot-Orr, his attorney. The government denied him citizenship and placed him in removal proceedings in April, according to the filing. Basar maintains that he never voted or asked to register. Ryan Dosch, a manager at the Spokane County elections office, said in an email that a voter registration record under Basar’s name was canceled and had no history of a ballot cast. “It brings a lot of worry and uncertainty,” Basar said in a statement. “It is putting stress on my marriage, as my wife is a citizen and the unknown is very stressful.” The administration’s actions have involved a close partnership between the Homeland Security Department and the Justice Department, which has sought to investigate and criminally charge noncitizens with illegal voting. Prosecutors have been instructed to file more charges against those individuals, and the Justice Department has sued dozens of states to obtain voter rolls. The department has also seized on revelations by New Jersey officials that a software glitch led to about 6,600 noncitizens being registered to vote between June 2023 and June 2024. Roughly 400 of them later cast ballots. Harmeet Dhillon, who runs the Justice Department’s civil rights division, has said officials are ready to arrest or deport those who improperly voted in New Jersey. Gov. Mikie Sherrill, a Democrat, indicated she would resist the Trump administration’s demands to turn over the names of the registrants, who she said ended up on the voter rolls “through no fault of their own.” The Trump administration has also prodded states to upload tens of millions of voter records through SAVE, a federal immigration verification tool run by the Homeland Security Department that the administration revamped to look for noncitizens on the voter rolls. But there have been problems with the SAVE tool itself. In October, Jane Nelson, the Texas secretary of state at the time, announced that her office had identified 2,724 potential noncitizens who were registered to vote in Texas. But local election officials

An independent investigation in Travis County, Texas, home to Austin, found that 25% of the noncitizen matches were citizens, according to court records. Homeland security officials have continued to push evidence-free claims of widespread election fraud. Markwayne Mullin, the homeland security secretary, said last month that the administration
uncovered more than 250,000 cases of noncitizens registered to vote in four states, but provided no evidence to support the finding or details about how officials arrived at that number. Altagracia White, a 61-year-old resident of Woodbury, New Jersey, who is married to a U.S. citizen, said the federal government was seeking to deport her. White said she first learned that she was registered to vote after she applied for citizenship, and an immigration officer informed her. White later obtained documents from the state showing that she signed a voter registration application while renewing her driver’s license more than a decade ago. “I never thought they were telling me to sign to vote or anything like that,” White said. “At that time, I didn’t even know how to say yes in English.” The federal government has initiated her deportation to the Dominican Republic, citing her voter registration and claiming she voted in 2020. County records show that White voted once via mail-in ballot that year. White denied that she sent the ballot or ever voted. George Fishman, a deputy general counsel at the Homeland Security Department during the first Trump administration, praised the agency’s efforts to pursue noncitizen voting. Although he said there was a “certain level of unfairness” when it came to noncitizens who inadvertently registered to vote, he thought it was Congress’ responsibility to pass reforms that would prevent them from getting onto voter rolls. “I think the most vigorous enforcement should be against those who knew they were voting illegally, but the law needs to be enforced,” said Fishman, a senior legal fellow at the Center for Immigration Studies, an organization that supports lower immigration rates.

Books and bread: Free grocery stores in libraries tackle food insecurity By AUDRA D. S. BURCH

rittanie Brooks walked into a library in Prince George’s County, Maryland, breezing past the shelves of books, a printing station and a computer lab. Her destination was a study room, now converted into a nocost grocery store where seniors on fixed incomes, laid-off federal workers and others in need can shop. Brooks surveyed the selection: rows of cereal, crackers and pancake mix stacked on the shelves; pizza and chicken in the freezer; and baskets of apples and oranges, onions and bell peppers. Then she mentally calculated what she would need to feed her five children for the week, settling on pasta, rice and chicken — staples she could stretch. It was all free. She was among the first customers at the Fairmount Five Market, which opened in May at the back of the Fairmount Heights Branch Library. In June, a second free grocery store, District 7 Fresh Market, opened a few miles away at the Spauldings Branch Library. “I was getting low on food,” said Brooks, 34, who lives in Capitol Heights, Maryland, bordering Washington. She had been looking for a job for two months. She and her children receive government food assistance, but “everything costs so much,” she said. “Any help is a relief.” The two locations are among a growing number of free grocery stores that have opened across the country in recent years to help address food insecurity and stubbornly high grocery prices. Generally, the foods offered at free grocery stores are supplied by companies that collect and redistribute surplus foods from retailers and direct donations from traditional supermarkets, food manufacturers and farms. Some stores also rely on funding from a mix of private donations, grants and corporate sponsorships to make large food purchases. Unlike at some food pantries, customers shopping at free grocery stores are able to choose their own foods, often in private, instead of standing in line for whatever is available on a given day. Many families are facing difficult trade-offs between food and other necessities or being forced to change their buying habits to stay within budget. Overall, the price of food has increased about 3.1% between May 2025 and May 2026. In Prince George’s, free grocery stores are another way to help those people still reeling from the Trump ad-
ministration’s mass layoffs of federal employees last year. In Maryland alone, more than 29,000 federal workers lost their jobs between January 2025 and April 2026. In addition, more than 39,000 people in the state have lost Supplemental Nutrition Assistance Program benefits — the government’s main tool to address hunger — because of stricter eligibility requirements adopted by the Trump administration. “You have so many people who have worked their entire lives in the federal government, and then all of a sudden, the rug is pulled from under them,” said Shayla Adams-Stafford, a Prince George’s County Council member who helped bring the store to the community. “The impact of what happened on the federal level is very real in this region.” Shay Leach, a mother of five in Hyattsville, Maryland, lost her job as a federal contractor last year. She eventually moved in with a relative to cut costs. Leach, 34, visited the Fairmount store for the first time in June, stocking up on milk, eggs, lunch meat, cereal, granola bars and pasta. “I finally found a new job — I am not on the streets, but I still have debt over my head,” she said. “I have had a really hard time. and hunger relief companies — is not new, but more have opened as the cost of basic living has skyrocketed since the pandemic. They exist in high schools, churches, senior centers and at least one hospital. This year, Savannah State University in Georgia teamed up with Goodr and Amazon to open a free minimart on campus. And in July, a former traditional food pantry in Newark, New Jersey, reopened as a free, choice-based market. In Maryland, the Fairmount and Spauldings locations are among the few that have opened in neighborhood libraries and are part of the Prince George’s County Memorial Library System. Libraries “are sometimes not understood as a community resource hub,” said Krystal Oriadha, chair of the Prince George’s County Council, who led the effort to open the store in the Spauldings library. “But in some ways, it’s the place that makes the most sense.” Oriadha said the county was studying the cost of operating a grocery store that would offer food at more affordable prices, similar to the city-owned stores that Mayor Zohran Mamdani of New York is planning. The free grocery stores take their inspiration from traditional markets, with bright lights and aisles. Unlike at some food pantries, there are no preselected packages handed out and no long lines. Instead, customers fill their bags with foods that they select during private appointments. Jasmine Crowe-Houston, the founder and CEO of Goodr, which worked with Prince George’s County to open the Fairmount market, said the free stores were not just about shopping, but giving the customer a “dignified experience.” The Atlanta-based certified B corporation partners with higher education institutions, sports organizations, hospitality companies, government agencies and others to recover surplus foods which are redistributed to local nonprofits to serve those in need. “We want people to have their own moment, their own time to make food choices and not feel rushed at a time when they are probably stressed,” Crowe-Houston said. The Fairmount store is funded through a $200,000 county grant that allows it to serve about 200 families a month for one year. Another 113 families are on a waiting list. Participants must preregister but do not have to meet income requirements. “I went knocking on doors when I first got into office, talking to residents, and I realized that we have an issue with food insecurity and that so many people were suffering in silence,” said Adams-Stafford, a former school board member who won her council seat last year. The Spauldings store relies on a $250,000 county grant in a partnership with two nonprofits, the StoreHouse and Community on the Frontline. The goal is to feed up to 400 families per month. “We know we have an aging population on a fixed income,” Oriadha said. “We are leaving out a crucial population if we don’t also account for the realities of the middle class. Right now, ‘need’ looks different. It’s not just the traditional group living below the poverty line.”

A
few days ago, I had the opportunity to watch on television the life story of one of my favorite historical figures, Nelson Mandela. His leadership and his liberating revolution place him among the most important leaders of the 20th century. His sense of justice, tenacity, and perseverance move me deeply. I noticed that in many political activities, he and his followers shouted the slogan “Mayibuye Africa!” with great enthusiasm. The phrase was central to the African National Congress movement and was used to demand the return of land and freedom to native Africans, who had been displaced by the political control of white leaders -- then a minority ruling over the Black African majority. The slogan even inspired a musical composition by singer Miriam Makeba. Not all political slogans, however, carry the purity or sincerity of that one. And of course, no slogan applies equally across different political contexts. Using slogans is a common practice in global politics. Political movements often operate through slogans to promote their cause. They function like veils -- coverings not perfumed with religious spirituality or the purity of a bride at her wedding. Many are used only during electoral campaigns in free countries and disappear once the campaign ends. In Puerto Rico, the main parties (New Progressive Party and Popular Democratic Party) have used slogans such as: “Bread, Land, and Liberty” (Muñoz) “This Has to Change” (Ferré)

AN JUAN – La secretaria del Departamento de Justicia, Lourdes Gómez Torres, anunció a principios de esta semana la reorganización del Cuerpo de Agentes y la creación de una oficina que integrará bajo un mismo mando las funciones de investigación y seguridad de la agencia. “Esta nueva estructura nos permitirá operar nuestro Cuerpo de Agentes de una manera más eficiente y estratégica, maximizar nuestros recursos y fortalecer sus capacidades investigativas, operacionales y de seguridad. Además, ampliaremos su capacitación y desarrollo profesional para dotarlos de conocimientos, destrezas y herramientas cada vez más especializadas, y contaremos con una Unidad de Respuesta Especializada preparada para responder con rapidez ante emergencias y situaciones que requieran capacidades tácticas”, dijo Gómez Torres en declaraciones escritas. La reorganización se estableció mediante la Orden Administrativa 2026-04, que creó la Oficina Especializada de Investigación y Seguridad. La dependencia estará dirigida por el agente Francisco Miranda Rivera y contará con divisiones de Investigación y Seguridad. Dentro de la nueva estructura también
operará una Unidad de Respuesta Especializada, conocida como Special Response Team, para intervenir en emergencias y otras situaciones que requieran capacidades tácticas. Los agentes de Justicia colaboran en las investigaciones dirigidas por fiscales, procuradores y abogados de la agencia. Sus funciones incluyen investigar coartadas, extraer evidencia digital y ofrecer seguridad en las oficinas y dependencias del Departamento. La orden también establece un programa de capacitación continua sobre investigación criminal y civil, manejo de evidencia, entrevistas, interrogatorios, registros, allanamientos, testimonio judicial y derechos civiles. Ariana Grande and the debate over health, privacy and celebrity By JULIA JACOBS
T
hree years ago, Ariana Grande posted a video to social media with a clear message to fans: Whatever thoughts they had about her weight loss were best kept to themselves. “The body that you’ve been comparing my current body to was the unhealthiest version,” she said, addressing a flood of concerned comments in response to photos of her during the production of the movie “Wicked.” She explained that when she was the weight that many fans considered “healthy,” she had been “at the lowest point” of her life. “I think we should be gentler and less comfortable commenting on people’s bodies, no matter what,” she cautioned. Grande has been under an even brighter spotlight in the years since. She earned her first Academy Award nomination for “Wicked,” hosted “Saturday Night Live” twice, released a critically acclaimed album and, in recent months, embarked on an arena tour. Then, on Sunday, a representative for Grande said she would soon be taking a break from public life, citing “endless, ongoing public scrutiny.” The announcement seemed intended to quiet the cycles of online discourse about Grande’s physical appearance, which have intensified since she tried to calm concerns in 2023. The conversation about Grande that results after the release of social media posts, paparazzi shots, fan-posted tour clips and music videos tends to be a tangled web of concern and speculation, with fans and observers arguing over diet culture, privacy and the age-old fixation on the bodies of female celebrities. “On the one hand, there is a lot of concern and care,” said Lucy Bennett, a researcher who studies music fandom, “but perhaps the collective effect has been overwhelming for her and has overtaken the discussion of the music.” Grande, who has spent the summer performing across the country, has rarely addressed the concerns about her weight since her 2023 video. But the statement from her representative gestured toward them, saying that the singer looked forward to “finishing the tour and ending it on a high note, both healthily and happily.” Representatives for Grande declined to comment further. While performing onstage in 2013, Fiona Apple exploded at a heckler who had shouted “get healthy,” referring to concerns about her weight. “I’m healthy and I shouldn’t even have to say any of that,” Apple later told Pitchfork. “What makes me unhealthy and puts me in danger is that kind of scrutiny itself.” In recent years, celebrities have attempted to set boundaries for their adoring, sometimes obsessive fans. Doja Cat once bluntly told them, “I don’t even know y’all,” while Chappell Roan has spoken passionately against “creepy” fan behavior. Both singers have drawn backlash after offending some of those who help fuel their success. For years, fans of Grande, 33, have seized on any detail they can glean about subjects such as her love life (a relationship with another “Wicked” actor, Ethan Slater, provided plenty of mileage). But her physical appearance has long been a particularly sensitive subject. Rules for a channel devoted to her on Reddit declare that any posts about weight loss, among other subjects, will be removed by moderators. Some consider it tabloid gossip that can only do her harm, pointing out that she
has been healthy enough to deliver strong performances amid a physically taxing tour. Others view it as a subject that should not be completely ignored, particularly because Grande is an influential public figure who is an idol to many preteen and teenage girls. “I don’t know where the line is,” Megan Mansell recently said on her podcast, “The Edge Breakfast.” “I want to respect somebody’s privacy, and I also need to acknowledge the cultural impact of what millions of people are seeing.” Lyrics on Grande’s newest album, “Petal,” which had a successful debut last week, have been interpreted by some to be grappling with the fraught relationship she has with some segments of her fan base. “Is it really my fault you all gave me your hearts of your own accord?/I don’t really think so,” she sings on the album’s lead single, “Hate That I Made You Love Me.” A vintage Hollywood-themed music video for the album’s title track shows Grande playing a character who is repeatedly deemed “not good enough” by a panel of men. The character then kills them all with a chain saw. The news that Grande would temporarily withdraw from public life after her tour ends in September was met with an outpouring of well wishes from fans, many of whom supported the choice to prioritize her well-being, even if it meant less content for them to parse. It was no small decision for a celebrity whose career has been at full throttle. With that decision came the announcement Sunday that she would no longer star alongside Jonathan Bailey in a new stage production of Stephen Sondheim’s “Sunday in the Park With George,” which is scheduled to open in London next year. And it is unclear how involved she will be with this fall’s release of “Focker-In-Law,” a “Meet the Parents” sequel in which she stars alongside Ben Stiller and Robert De Niro. In an interview during the press tour for “Wicked” in 2024, Grande grew emotional when she was asked how she coped with society’s beauty standards, saying she had felt like a “specimen in a petri dish” since she was a teenager. “I do know what the pressure of that noise feels like,” she said. “It’s been resonant in my life since I was 17. Wall Street ends down as US-Iran peace optimism fades
W
all Street ended lower on Tuesday, with Amazon and Alphabet dipping, as investors became more pessimistic about a potential deal to bring stability to the Middle East. The Strait of Hormuz will remain closed as long as the U.S. does not change its behavior and accept Iran’s conditions to end the war, the newly appointed secretary of Iran’s Supreme National Security Council said. Brent crude futures held near one-week highs in choppy trading, while the S&P 500 energy sector index climbed. “As has been the case for months, it’s just really hard to come to an agreement that works for everyone. Oil is a little higher, pricing in more uncertainty around that,” said Ross Mayfield, investment strategy analyst at Baird in Louisville, Kentucky. “The market has obviously gyrated around this conflict at times, but it hasn’t been the big headwind that a lot of people imagined it might be.” Amazon and Alphabet each fell and weighed on the S&P 500 and Nasdaq, while SpaceX also dipped. Alternative asset managers rose, with Apollo Global and Blackstone both rallying. They were among financial institutions that recently partnered with Nvidia to establish compute-financing platforms aimed at mobilizing more than $500 billion. According to preliminary data, the S&P 500 lost 25.32 points, or 0.33%, to end at 7,727.79 points, while the Nasdaq Composite lost 160.36 points, or 0.60%, to 26,445.00. The Dow Jones Industrial Average fell 188.41 points, or 0.35%, to 53,787.57. Strong quarterly earnings helped lift the S&P 500 to alltime highs last week, while the Nasdaq was down about 2% from its record high close on June 2. Signs that heavy investments by Microsoft and Amazon in AI data centers are paying off have also lifted sentiment. Consumer and producer price inflation readings, due over the next two days, will be crucial in shaping market expectations on the Federal Reserve’s policy path, given Chair Kevin Warsh’s goal of reducing guidance on monetary policy. Traders are split over the likelihood of an interest rate hike at the central bank’s September meeting, according to the CME FedWatch tool. Rising energy costs, stemming from the Iran conflict,

esperate searches for survivors of a deadly Colombian earthquake continued throughout the night Monday and into Tuesday, with firefighters and other emergency workers using pickaxes and other tools to hack through the rubble in affected cities. The death toll had risen to at least 181 people by Tuesday morning, according to Asocapitales, an association of Colombian cities. At least 1,310 people were injured and 153 buildings have collapsed. The governor of Chocó, the region in western Colombia that was the epicenter of the quake, said Tuesday morning on national radio that the full extent of the devastation was not yet known, in part because communications were still down in eight municipalities in her department. “What we don’t have is a complete tally of the physical damage,” said Gov. Nubia Carolina Córdoba Curi, “because it is truly massive.”
Late Monday, the U.S. State Department said it was committing $15.5 million in aid for emergency shelter, food, protection and earthquake assessments. “We are united in prayer with the Colombian people and stand ready to support President @ABDELAESPRIELLA,” the department said in a statement on the social platform X, referring to Colombia’s new president, Abelardo De La Espriella. The 7.4-magnitude earthquake, which struck Monday morning, was the strongest recorded in Colombia in the last decade, according to the Colombian Geological Survey. In Cali, Colombia’s third-largest city, known as a hub of culture, music and salsa dance, rescue workers spent a grim night scrambling over the remains of collapsed buildings, trying to hear the taps and calls of those trapped inside. Cellphones, headlamps and lights powered by generators showed the way. The city has had the highest death toll from the quake, with 95 people dead, according to Asocapitales. At one collapsed residential building in
the Tequendama neighborhood, firefighters, paramedics and other rescuers clawed through the debris to try to find a family of four they believed was trapped inside, while civilians formed human chains to haul away buckets of dust and rubble. “We believe they’re there because we heard them screaming,” said Daniel Leguizamo, 16, a paramedic with a private rescue squad who rushed to Cali from the city of Popayán shortly after the quake. “Right now they’re going to lift this concrete slab to try to free that section underneath.” Katerín Carrillo, 32, a local business owner, said she and friends handed out water, electrolyte drinks and homemade sandwiches, taking them to rescue sites after learning about the damage online. “We washed our hands with alcohol and made sandwiches right in the vehicle,” Carrillo said. “The people who are hauling rocks over there should at least have something to eat.” Amid the debris lay remnants of lives disrupted: a scrapbook called “my 15 years” filled
with old photographs, a “my first year” poster, a shoe, a piece of zebra wallpaper. Collected items pulled from the building were placed in bins, which people searched to recover what they could. As the night wore on, firefighters remained in control of the search-and-rescue effort, with support from the police and city government, while civilians worked on rubble removal. An ambulance stood at the ready. A yellow construction machine was used to haul away some heavy concrete. When rescuers needed quiet, people raised their hands and the signal rippled through the crowd. By midnight, rescuers had still not reached the family of four. But just a few hours later, at a different building, shouts went up. “One, two, three!” Firefighters who had come in from Bogotá, the capital, had found a man alive in the debris. “One, two, three!” they shouted as they pull him from the space between a column and a beam. “One, two, three!”
Syrian court sentences Bashar Assad to death in absentia for war crimes By RAJA ABDULRAHIM
A
court in Syria sentenced Bashar Assad, the country’s ousted president, and several other former government officials to death in absentia Tuesday after convicting them of committing murder, torture and crimes against humanity during the nearly 14-year civil war. The verdicts marked the end of the first trial related to the war held in Syria since Assad was overthrown in December 2024, and they were met with celebrations inside and outside the courthouse in Damascus, the capital, and across the country. Eight other people were sentenced, including Maher Assad, Assad’s younger brother, who led an elite army unit that was instrumental in attacking and killing opponents of the government throughout the war. Atef Najib, a cousin of Bashar Assad and the former political security chief in the southern province of Daraa, was also convicted and sentenced to death. He was the only defendant present during the trial. Najib has the right to appeal within 30 days, but the others do not because they refused to appear in court, said Radeef Mustafa, director of the accountability department at the National Commission for Transitional Jus-

Since he came to office, more than a dozen museums have been built in Málaga. “It is another kind of city,” said Lourdes Moreno, artistic director of the Carmen Thyssen Museum, one of those museums, a landmark of the Málaga renaissance, that houses Spanish art. The Picasso museum in Málaga, a short walk away, was envisaged before de la Torre took office but was opened during his tenure. It is now one of the top 10 museums in Spain, with 800,000 visitors a year. Tourists routinely rub the bald head of a statue of the artist near his birthplace. “Picasso,” said the museum’s artistic director, Miguel López-Remiro Forcada, “would be surprised.” Yet there are many who see all this as a double-edged sword. One local activist, Kike España, noted the historical incongruence of using Picasso — who left town as a child and spent his formative years in Barcelona, Madrid and Paris — as a symbol of the city’s new cosmopolitanism. Meta unveils an open version of its most powerful AI model By ELI TAN and MIKE ISAAC
L
ast month, Mark Zuckerberg, Meta’s CEO, boldly came out in support of “open source” artificial intelligence models that are publicly available to download and modify without payment or approval. The way forward, he said, was through “openness and putting the power of tech into more people’s hands, not fewer.” On Monday, Zuckerberg doubled down on that support. Meta released an open version of its most powerful AI model, Muse Spark. Called Muse Glimmer, it is nearly identical to Muse Spark and can generate code, text and images. Muse Spark, which debuted in July as a “closed” AI model that people pay to access, will remain closed. Muse Glimmer is an “open weights” model, which means its weights, or the underlying calculations that determine how the model works, are made public. It is not fully open source, which is when the entirety of the model’s underlying code is made public. The new model was accompanied by a 14-page essay from Zuckerberg laying out his vision for AI. The technology should not be feared, he said, and the United States needs to retain its primacy over China in the AI race. Without naming Anthropic and OpenAI, the rival AI companies that have called for tight controls on the technology, he criticized their approaches, saying that concentrating AI power in the hands of just a few companies is hazardous. “Rather than centralizing superintelligence, we should distribute it,” Zuckerberg, 42, wrote in the essay, which he titled “The Future Is for Everyone.” He added, “This has the potential to begin a new era of personal empowerment.” Meta’s new model is likely to add to a contentious Silicon Valley debate over the direction of AI development. Anthropic and OpenAI have argued that AI should be restricted because it is dangerous and needs to be safely developed in a contained fashion. But Meta, Nvidia, Microsoft, Google and others have backed open-source, saying the technology must

The debate was turbocharged last month when Chinese startups released powerful open AI models that appeared to threaten the technological edge held by U.S. companies. Officials in Washington became embroiled in the debate, with OpenAI and Anthropic raising concerns about Chinese opensource AI models with regulators, while Nvidia and others pushed against restrictions. (The New York Times has sued OpenAI and Microsoft, claiming copyright infringement of news articles. The two companies have denied the claims.) Meta has long supported open-source AI and was for years one of the few American tech giants to give away its top AI models for free. That changed last spring, after Meta fell behind Anthropic and OpenAI in the AI race. It began developing a closed AI model instead.
That model, Muse Spark, was developed under Alexandr Wang, 29, an AI entrepreneur whom Meta hired last year to be its chief AI officer. The company began selling access to Muse Spark for the first time last month. Last week, Meta also released Muse Code, a stand-alone coding assistant powered by Muse Spark. Muse Spark does not perform as well as leading AI models from Anthropic and OpenAI on measures such as coding, reasoning and writing, according to leaderboards that track AI benchmarks. Meta has positioned the model as a cheaper alternative to its rivals. That strategy is similar to Chinese AI companies and their inexpensive open-source models. The Chinese models have become increasingly popular in the United States as companies seek to cut their AI bills, as well as in developing nations such as Kenya and Uganda. In his essay, Zuckerberg also expanded on Meta’s vision for superintelligence, which includes giving people personal “agents,” the AI bots that can “work 24/7 on your behalf to improve your relationships, health, career, finances, home management, hobbies, and more.” His 8-year-old daughter has been using AI to code and create videos, he added, and he is using AI with her to design a robot. “Everyone will soon have invention superpowers,” Zuckerberg said. China has advantages in the AI race, Zuckerberg added, such as the ability to build data centers and nuclear power facilities quickly and with fewer regulations. He called for a new process for government oversight of AI development, and defended distillation, a practice in which AI labs use rival models to help train their own. Meta also said it would create a $1 billion fund to invest in communities where its data centers were built. In the coming months, Meta plans to release a cuttingedge AI model, internally called Watermelon, that will be more powerful than Muse Spark. Zuckerberg did not say if the model would be open or closed.
Taylor Farms voluntarily recalls fresh jalapenos over salmonella concerns By ALEXANDRA E. PETRI

aylor Farms, which has been linked to a large outbreak of cyclosporiasis associated with iceberg lettuce in the United States, said on Sunday it was voluntarily recalling several of its products made with fresh jalapenos that have been tied to a multistate salmonella outbreak. The recalled products include spicy guacamole, mango pico de gallo, taco dip and more than a dozen other Taylor Farms branded and unbranded products, the company said in a statement on its website. They were distributed across 26 states to major retailers — including Whole Foods, Trader Joe’s, Hannaford and Kroger’s — and have a “Best If Used By” date up to and including Aug. 16, 2026. Taylor Farms said it was recalling finished products containing jalapenos that were voluntarily recalled by Coast Citrus
Distributors earlier this month. Taylor Farms said it is “no longer sourcing products from this farmer,” and the company “is not aware of any reported illnesses linked to its products containing jalapenos.” The Centers for Disease Control and Prevention said imported recalled fresh jalapenos traced back to a grower in Sinaloa, Mexico, appear to be the source of the salmonella outbreak in the United States. At least 345 people across more than two dozen states have gotten sick with the same strain of salmonella that has now been linked to jalapenos, the CDC said in a statement. It said no deaths have been reported in connection to the outbreak. According to the CDC, most people infected with salmonelladevelop diarrhea, fever and stomach cramps six hours to six days after being exposed to the bacteria. The voluntary recall for Taylor Farms, one of the nation’s
largest producers of leafy greens and fresh vegetables, comes as the company has been linked to a large outbreak of cyclosporiasis associated with iceberg lettuce in the United States, which causes severe diarrhea. Infants, older adults and those who are pregnant or immunocompromised are the most vulnerable. On Monday, health officials in Michigan reported the first two deaths associated with the outbreak. The two people who died had significant underlying health issues, according to the Michigan Health Department. In July, the CDC linked cases in Illinois, Indiana, Kansas, Kentucky, Michigan, Ohio, Oklahoma, Pennsylvania and West Virginia to the outbreak. The iceberg lettuce was sourced from central Mexico and distributed by Taylor Farms, which has issued a recall of bagged iceberg lettuce in 27 states.

How to eat a 2,000-pound fish? These orcas choose to pulverize it. By ALEXA ROBLES-GIL
O
cean sunfish are the largest bony fish in the world — some species can weigh more than 2,000 pounds and span 14 feet from top to bottom fin. Their impressive size and thick skin usually deter predators. But off the coast of Baja California, a group of orcas has adopted a brutal way of hunting sunfish: With an unusual maneuver, the orcas pulverize the giants. Erick Higuera, a marine biologist at Conexiones Terramar, a scientific organization, described the attacks as “violent” and “chaotic,” but also “highly calculated.” Higuera first witnessed the hunting strategy in 2021. Orcas tossed around a sunfish “like a Frisbee” before making it “explode,” he said. Now, in a study published last week in Frontiers in Ethology, Higuera and his colleagues described two events filmed in 2024 and 2025. In the two videos, an adult orca held the carcass of a sharp-tail sunfish in its mouth. Then, another adult swam at high speed toward the sunfish. The first orca released it, and the second rammed into it, fragmenting the sunfish. As pieces floated about, a juvenile orca began eating. “It’s like soccer,” Higuera said. “Everyone has a role.” Scientists have documented orcas preying on sunfish, also known as mola, for several decades. In the Gulf of California, the feeding behavior was first reported in the 1990s. In January, Higuera and another group of scientists published a study reporting more than 20 encounters between

Orca calves were present for eight of them. Female orcas may be using sunfish to train their young, or just for entertainment, the authors wrote in the earlier study. But the sunfish in the earlier observations were not shredded as much as the prey in the videos, suggesting the fragmentation strategy may be specific to the sharp-tail sunfish. Robert Pitman, a marine ecologist at Oregon State Uni-
versity who was not involved in the research, saw the behavior as perhaps logical. Sunfish skin is made up of so-called dermal denticles, similar to the rough, toothlike scales that sharks have. By ramming the fish, Pitman said, killer whales may get at their prey without wearing down their teeth. “Nothing that they do surprises me anymore,” he said. Marianne Nyegaard, a marine biologist at Auckland War Memorial Museum who was not involved in the research, has studied ocean sunfish and documented many orca interactions with them. “I was really pleased to see someone had taken the behavior and kind of described it in detail,” she said. “Sunfishes are often seen as these big, weird, irrelevant fish that are a bit of a curiosity,” Nyegaard said. “They’re not really seen as part of the ecosystem.” The new study, she said, helps bring sunfish into “mainstream ecology.” Luke Rendell, a marine biologist at the University of St. Andrews, said that sunfish know-how might persist in this group of orcas for generations through cultural inheritance. And ramming behavior is not unique to the sunfish hunt, Rendell added. He pointed to the widely reported interactions between orcas and boats off the Iberian Peninsula, where orcas have rammed and sunk several vessels. “In both cases, bashing up something they find in their environment leads to new knowledge,” Rendell said. “Food, in this study, and fun games, in the case of the boat interactions.”
Dolphin carries dead calf in what experts call grieving By SOPAN DEB

he video is haunting: A dolphin carries the deceased body of her two-week-old calf amid a pod of dolphins south of Perth, Australia. The footage was posted July 20 by Geographe Marine Research, a whale conservation organization. The group is familiar with this particular mother, whom it has named Fraggle, and her struggles. She had already lost three other calves, and giving birth to a fourth during winter in the Southern Hemisphere posed an immediate challenge to the calf’s survival. “We still had hope she had a chance to be a mum again,” the group wrote in a widely shared social media post. The group proposed that Fraggle’s calf had died of pneumonia. Different types of dolphins are known to carry their dead offspring for days, if not weeks, said Lori Marino, a neuroscientist and
the founder of the Whale Sanctuary Project. “It’s absolutely clear that this is a mother grieving for her child,” Marino said. She noted that while other footage of grieving dolphins has been captured, what was notable in this video was the placement of the surrounding dolphins. “They are close to her,” Marino said in an interview. She added, “It’s not just her with her dead calf. There’s a recognition on the part of the whole pod that there is something going on here.” Groups of cetaceans — a term for a marine mammal that includes dolphins and whales — are known for their emotional bonds with one another. That includes birth as well as death. For example, scientists have observed groups of sperm whales assisting a mother in giving birth, part of a growing body of research illustrating the depths of community among groups of some nonhuman animals. Scientists say such expressions of grief
are ordinary behavior for cetaceans. In 2018, an orca named Tahlequah was seen carrying her dead calf near British Columbia for more than two weeks in 2018 over 1,000 miles, although that many days was considered an outlier by scientists. She appeared to be in mourning again last year. Experts say that mothers like Fraggle and Tahlequah appear to desire close contact with the corpse. “What is most remarkable in these cases is that the mothers don’t have hands and live in an aquatic medium where they have to regularly surface to breathe as well as hunt,” Susana Monsó, a philosopher and the author of “Playing Possum: How Animals Understand Death,” wrote in an email. “This makes holding on to the corpse something very difficult and shows a strong motivation on the part of the mother.” Such behavior is not unique to dolphins or whales. Scientists have documented the carrying of infant corpses for extended peri-
ods by nonhuman primates, including chimpanzees, gorillas and baboons, said Abigail McClain, a doctoral candidate at Center for the Advanced Study of Human Paleobiology at George Washington University. “Again and again we see mothers carrying infants for days to weeks, sometimes even when there is evidence that the mother knows the infant has died, which opens the door to some really interesting conversations about grief in nonhuman species,” McClain wrote in an email. Lauren Brandkamp, the stranding coordinator at Whale and Dolphin Conservation North America, noted that while humans find these videos interesting, they shouldn’t be surprised. “It’s a natural behavioral response in animals,” Brandkamp said. “They form these bonds with their offspring, with other members of their pod or their species. And when a life is lost, they also experience that kind of mourning and sadness.”

Prodigiosas’ Enríquez named LPSF Rookie of the Year By THE STAR STAFF

liana Enríquez, the versatile player for the champion Prodigiosas of Sabana Grande, has been named Rookie of the Year for the 2026 Women’s Premier Softball League (LPSF by its initials in Spanish) season after decisively winning the vote among sports journalists, team owners and league officials. The Puerto Rican national team member secured the award by amassing 85 points.
Hailey Guerrero of the Valencianas of Juncos finished second with 37 points, followed by Nailiah Searight (Guánica) with 16, Jenelle Cruz (Ponce) with 12 and Isabella Foran (Cidra) with nine. The remaining candidates combined for 12 points. Enríquez delivered an outstanding offensive performance in her debut LPSF season, batting .511 -- good for second-best in the league -- with a league-leading 24 hits in 47 official at-bats. Additionally, she scored 14 runs, hit four doubles, drew five walks, drove
in six runs and stole five bases. Enríquez’s performance was instrumental in helping the Prodigiosas finish the regular season with a 13-5 record -- tying the Valencianas of Juncos and the Bravas of Cidra for the best record in the league -- before they went on to claim the franchise’s first-ever championship. In the voting process, Enríquez received 15 first-place votes out of the 19 cast. Guerrero and Searight each received two first-place votes.

he Puerto Rican national team fell to Italy in straight sets (18-25, 21-25, 15-25) on Monday night during Group D play at the Women’s U17 World Championship in Los Andes, Chile. Italy, with four players scoring in double figures, used offensive rhythm and net efficiency to control the match from start to finish.
Italy dominated Puerto Rico in attacks (46-25) and service aces (10-2), while Puerto Rico outperformed Italy in blocks (5-3). Italy committed 16 errors compared to Puerto Rico’s 22. Puerto Rico, which was to play the Dominican Republic on Tuesday, fell to 2-2 (5 points) with the loss, sitting in fourth place in the group, while group leader Italy improved to 3-1 (9 points).

uerto Rico head volleyball coach Jamille Torres made no excuses following his team’s opening-match loss to Canada on Monday at the Men’s Pan American Cup in the Mexican state of Morelos. For him, the match served as a necessary wake-up call. “In Puerto Rico, we say a timely slap in the face is a good thing,” Torres said after Canada asserted its dominance at the net with 19 blocks to defeat Puerto Rico, 3-1. “Things had been going too well for us all year, and we needed someone to open our eyes.” The set scores were 20-25, 25-21, 25-19, 25-11 in the Group A pool play match at the Poliforum 2 on the campus of the Autonomous University of the State of Morelos. Canada bounced back after dropping the first set to notch its second win of the tournament.
Canada’s 19-5 advantage in blocks proved to be the deciding factor in the match. The Canadians also led in attacks (40-34) and serves (7-3), though they conceded 34 points on errors compared to Puerto Rico’s 29. Daniil Hershtynovich led Canada with 17 points, followed by Trent Cherewaty (13), Kaden Schmidt (12) and Erik Siksna (10). Pedro Molina was Puerto Rico’s top scorer with 10 points. After dropping the first set, Canada rallied for a 2-1 lead and then took complete control in the fourth. The Canadians opened with five consecutive points -- including three blocks -- forcing Puerto Rico to call an early timeout. Canada continued to dominate at the net and quickly extended their lead to 10-2. From there the deficit grew to 15-6 and 20-8 before Canada closed out the match. Puerto Rico was to play the United States on Tuesday afternoon, followed by Costa Rica today and Trinidad and Tobago on Thursday.
