Education Dept. awards scholarships to 26 students for international science fair

Education Secretary Eliezer Ramos Parés announced on Tuesday the awarding of $3,000 scholarships to 26 students from 15 public schools who will represent Puerto Rico at the 2026 Regeneron International Science and Engineering Fair (ISEF) in Phoenix, Arizona.
“Today, we recognize 26 students who exemplify discipline, talent, and a commitment to excellence,” Ramos Parés said in a written statement. “Each of them represents the fruit of the work being carried out in our public schools.”

Educational campaign launched as reported cases of syphilis rise in PR

In response to a significant increase in reported cases of syphilis -- particularly among pregnant women -- Puerto Rico
Health Secretary Víctor Ramos Otero announced on Tuesday the launch of a new multi-channel educational campaign titled “Get Tested and Show Your Love.”
The initiative aims to promote prevention, early detection and timely treatment of the sexually transmitted infection.
Preliminary data from the island Health Department’s Sexually Transmitted Infections Surveillance System show that between Jan. 1 and Dec. 31, 2025, a total of 1,453 syphilis cases were reported in Puerto Rico. Of those, 35.3% involved women, with the highest incidence among individuals ages 20 to 24. The department also recorded 33 cases of congenital syphilis, highlighting the direct impact on newborn health.
“Syphilis is a sexually transmitted infection that often presents with no visible symptoms, yet it can have serious consequences if not detected and treated promptly,” Ramos Otero said.
“This initiative seeks to encourage people to get tested, receive treatment, and protect their health and that of their loved ones.”
The educational campaign centers on prevention, early screening, and timely treatment of syphilis, with a particular focus on pregnant women and women of reproductive age.
The health secretary emphasized that timely screening during pregnancy is essential to prevent severe complications, including transmission of the infection to the baby.
Ramos Otero noted that the Health Department has reinforced its response by continuing administrative orders that mandate syphilis screening during pregnancy. In addition, in November 2025, the department issued Administrative Order 626, which prioritizes access to treatment for pregnant women diagnosed with syphilis. The order is designed to protect maternal and infant health and prevent congenital transmission.
The educational campaign rollout will include radio and digital platforms, and will feature educational content on social media, printed materials in clinics and health centers, and tools aimed at prenatal health care providers.
DNER orders arrests for defying ocean warnings after rescuers injured in Manatí

Following the injury of two rescue workers during a recovery operation at Poza de las Mujeres beach in Manatí, Natural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez, announced a stricter enforcement approach against people who ignore official ocean safety warnings.
The incident occurred last Saturday while rescue personnel were searching for the body of a young man in dangerous surf conditions. The two rescuers suffered injuries due to strong waves and required medical assistance.
Quiles clarified that no fines have been issued directly to individuals who entered the water despite alerts from the National Weather Service and the Puerto Rico Emergency Management Bureau, which had warned of hazardous conditions due to strong swells. However, he
said he has issued a direct order to the commissioner of the Ranger Corps to arrest anyone who refuses to exit the water after being instructed to do so by authorities.
“That was a direct order,” Quiles emphasized.
The DNER secretary noted that the measure is not intended to criminalize beachgoers but rather is preventive in nature.
“Fortunately, it seems the message got through,” Quiles said. “There were a few individuals who, at the moment when rangers took out handcuffs to arrest them, decided to leave the water. We left it at that because our goal is not to arrest people, but to prevent incidents and the loss of life.”
He added that arrest should be considered a last resort, but stressed that the strategy has proven effective when used in past situations.
“This is regrettably the final option, but
we’ve had to resort to it on several occasions, and it has worked when implemented,” the official said.
When asked whether the action could be considered a pilot plan to prevent future accidents -- particularly those involving rescue personnel -Quiles acknowledged that the recent injuries in Manatí were a decisive factor in his decision.
“I’ll be honest: it was because of these rescuers who were injured in Manatí that I felt a moral obligation to give that order,” Quiles said. “We cannot afford to lose rescuers.”

He emphasized that emergency responders routinely put their lives at risk to protect
others, including individuals who disregard repeated warnings about dangerous sea conditions.
“At some point, we have to draw a line,” Quiles said. “Those who choose not to value their own lives should at least allow others to value theirs. I’m referring specifically to our rescuers, who expose themselves daily for people who chose not to listen to warnings that the ocean was extremely dangerous.”
The DNER, he added, will continue to urge the public to heed official advisories and avoid entering the water when hazardous marine conditions are reported.
Measure would extend retirement age to 66 for firemen, police

Police officers and firefighters in Puerto Rico could remain on active duty until the age of 66 under legislation currently under consideration in the island House of Representatives.
The House has placed the measure, House Bill (HB) 600, on its Special Orders Calendar. The proposal was introduced by Rep. Pedro “Pellé” Santiago Guzmán and would allow uniformed public safety person-
nel to extend their careers without needing special waivers, provided they meet regular medical and physical fitness requirements.
Under current law, high-risk public employees may retire at age 55 with 30 years of service, while retirement becomes mandatory at 58. Existing statutes allow extensions through special dispensations until age 62. The new proposal would raise that limit to 66 years old, eliminating the need for discretionary approvals.
The bill requires officers and firefighters
who choose to remain beyond the current retirement age to undergo a medical examination and a physical fitness test every two years. Failure to pass either evaluation would result in immediate mandatory retirement.
HB 600 received a favorable report from the House Retirement Systems Committee, chaired by Rep. Lourdes Ramos Rivera. However, the legislative analysis notes that neither the Puerto Rico Police Bureau nor the Firefighters Bureau was consulted during the drafting of the measure.
Debate over the proposal comes at a time of ongoing complaints about the police retirement system, which critics have described as inadequate. Meanwhile, the proposed Police Retirement Trust Fund has yet to receive funding, as the Police Bureau continues to experience staffing shortages driven by a high number of annual retirements.
The legislation does not include any increases to pension benefits, which have been frozen since the enactment of Law 3-2013.
AmeriCounsel to provide free technical, financial assistance to Puerto Rico farmers

Torres announced on Tuesday a new agreement with the AmeriCounsel Foundation to provide free technical assistance and financing support to eligible farmers and agribusiness owners across Puerto Rico.
“The development of our agricultural sector depends on giving producers access to real tools for growth,” Rodríguez Torres said in a written statement. “This partnership with the AmeriCounsel Foundation represents a concrete opportunity for farmers and agribusinesses to
strengthen their operations, obtain financing, and transition toward more competitive and sustainable models.”
Under the agreement, eligible participants will receive legal, accounting, and human resources services, as well as assistance with business incorporation, government registrations, business documentation, employment contracts, operational regulations, financial projections, financial statements, and the preparation of profit and loss statements.
The initiative will also offer support in identifying financing opportunities and in drafting and submitting competitive proposals
at both the state and federal levels. In addition, participating farmers and agribusiness owners will receive help developing business plans, market studies and feasibility analyses.
“At the AmeriCounsel Foundation, we are committed to supporting farmers and agribusiness owners through high-level technical assistance at no cost,” said Yamil Jaskille Mújica, a representative of the foundation. “Our goal is to facilitate access to capital, strengthen business structures, and help more agricultural projects grow in an organized and sustainable manner.”
Services will be available to eligible agribusinesses with fewer than 50 employees,
annual revenues under $1 million, and operations located in designated municipalities, with priority given to areas recently impacted by severe weather events. The initiative is funded through federal resources received by the AmeriCounsel Foundation via the U.S. Department of Agriculture’s Rural Development program. Rodríguez Torres encouraged farmers -- particularly small and midsize agricultural entrepreneurs -- to take advantage of the program. Interested individuals may seek guidance through the Department of Agriculture, its regional offices, or by contacting the AmeriCounsel Foundation directly.
Rodríguez Veve wants governor to repeal ban on sex conversion therapies for minors

Independent Sen. Joanne Rodríguez Veve announced Monday night that she has formally requested that Gov. Jenniffer González Colón repeal an executive order banning so-called conversion therapies for minors.
The executive order, OE-2019-016, was signed in 2019 by former Gov. Ricardo Rosselló Nevares and prohibits the practice of conversion therapies on individuals under the age of 18.
In a statement posted on social media, Rodríguez Veve argued that the ban is unconstitutional in light of a recent U.S. Supreme Court ruling.
“According to the recent decision of the federal Supreme Court in Chiles v. Salazar, such prohibitions, in the context of talk therapy, are unconstitutional because
they violate the fundamental right to freedom of speech,” the legislator stated.
Conversion therapies refer to practices that attempt to change a person’s sexual orientation or gender identity, typically seeking to make individuals stop identifying as homosexual, bisexual or transgender. The practices are commonly carried out through psychological counseling or religious guidance and have been widely criticized by medical and human rights organizations.
According to ILGA World, at least 20 U.S. states have enacted legislation banning conversion therapies. The ILGA (International Lesbian, Gay, Bisexual, Trans and Intersex Association) is an LGBTQ+ rights organization founded in 1978 and headquartered in Geneva, Switzerland.
House implements initiatives to improve services for children with autism

The island House of Representatives has implemented a series of historic initiatives aimed at improving the services received by children diagnosed with autism spectrum disorder (ASD), including unprecedented budgetary allocations to non-profit organizations.
“This House of Representatives has an unwavering commitment to improving the services received by patients diagnosed with Autism Spectrum Disorder in Puerto Rico,” House Speaker Carlos “Johnny” Méndez Nuñez said. “Since being sworn in in January 2025, we -- together with numerous colleagues -- have championed a series of initiatives that have positively impacted this vital segment of our population, including historic allocations of funds to non-profit entities that serve as the driving force behind this effort.”
“Through their gaze and their very presence, these individuals convey a warmth that only they can provide,” the House speaker added. “These individuals are extraordinary human beings. We
currently have four young people diagnosed with autism spectrum disorder working here in the House of Representatives, and they do excellent work. Two serve as ushers -- right here in the legislative chamber -- while another works in the Office of Advisors. We will continue to pass legislation to ensure they have every opportunity they deserve. This is my commitment to you and your families.”
Last August, Méndez Nuñez announced a historic contribution of $1.2 million to the Society for Education and Rehabilitation (SER) -- a non-profit entity that, since its founding in 1950, has provided medical, therapeutic, and educational services to individuals with special needs -- including children on the autism spectrum -- to help them reach their full potential.
In September, the legislative leader allocated funds for the construction of two new, modern rooms dedicated exclusively to providing therapy to children diagnosed with autism at the SER center in Ceiba.
On March 15, Méndez Nuñez, along with
House Vice Speaker Ángel Peña Ramírez, announced a recommended transfer of $100,000 to support the operations of the Christian School for Autism and Mentoring Children of Puerto Rico in Las Piedras. The school provides educational services to some 32 children diagnosed with ASD.
Peña Ramírez is also seeking to identify a currently unused school facility to expand the school’s operations.
ASD is described as a range of neurological and developmental conditions that impact how a person behaves, including difficulties with social interaction and communication, among other symptoms.
Currently, more than 11,700 children and around 21,500 adults in Puerto Rico have been diagnosed with autism.
According to data from the island Health Department, one in every 38 eight-year-old children (2.6%) and one in every 21 four-year-old children (4.7%) were diagnosed with autism in 2022.

Cataño closes federal audit with no findings in CDBG program

Cataño Mayor Julio Alicea Vasallo announced on Tuesday that the municipality has closed its 2024-2025 Single Audit for the Community Development Block Grant-State program with no pending findings, according to a communication from the island Housing Department.
“This result is no coincidence; it is the product of an administration that has instilled order, discipline, and real execution in the management
of federal funds,” Alicea Vasallo said in a written statement.
“Today, we can say not only that we have met
every federal requirement, but also that we are executing more and better than anyone else,” the mayor added. “This translates into public works, services, and tangible economic development for our residents.”
The determination stems from a communication signed by the assistant secretary for the Community Development Block Grant-State program, Kevin Maldonado Barbosa. In that document, the Monitoring Division concluded that the audited report reflects no citations or findings pending
resolution; consequently, the audit for fiscal year 2024-2025 has been officially closed.
The analysis was based on data from the Federal Audit Clearinghouse of the U.S. Office of Management and Budget. The certification also states that Cataño did not incur any administrative deficiencies in the implementation of federal funds.

Newlywed wife of US soldier released from immigration detention

The newlywed wife of a U.S. soldier who was detained last week at her husband’s Army base was released Tuesday, after spending five days at a detention center with hundreds of other women facing deportation as part of the Trump administration’s immigration crackdown.
The wife, Annie Ramos, 22, an immigrant who arrived in the United States as a toddler illegally, was taken into custody by Immigration and Customs Enforcement agents at Fort Polk, Louisiana, on Thursday. She was told she had a final deportation order. It had been issued in April 2005, when she was 22 months old.
The couple had gone to the base to complete paperwork so Ramos could move in with her husband, Staff Sgt. Matthew Blank, 23, who enlisted more than five years ago and is scheduled to begin training at the end of the month for deployment. But within hours, that plan was derailed, and days later, an article about the case by The New York Times quickly spread online.
It is highly unusual for the wife of a soldier to be detained because of her immigration status, and the case highlights how the administration’s mass deportation campaign has extended beyond targeting those with criminal histories.
On Tuesday afternoon, Ramos walked out of the detention facility and into her husband’s arms. Blank put her wedding ring back on her finger, which Ramos had been told to remove when she was detained. She has been fitted with an ankle monitor and has to visit an ICE office every week.
“I am grateful to God for being with me during this hard time, and for having my husband and family supporting me,” Ramos said.
“I feel awesome. Relieved,” Blank said Tuesday. “These have been the worst days of my life.”
The detention came just days after Ramos, a college student with no criminal record, and Blank had celebrated their marriage with family and friends in Houston, where she grew up.
Early Monday, the family and other supporters frantically called ICE offices, to try to prevent Ramos from being deported. They failed to reach anyone who would assist, Blank said.
That afternoon, Sen. Mark Kelly of Arizona, where Blank’s family is from, called him to say that he would push for Ramos’ release, according to Blank and a spokesperson for Kelly. But Kelly, a retired U.S. Navy captain, cautioned that it could take time.
A few hours later, according to Blank, Kelly called again to say that he had spoken with Markwayne Mullin, the new homeland security secretary, and that Ramos would be released by Tuesday.
The spokesperson for Kelly said he was encouraged to hear that Mullin had already been aware of the case.
On Monday morning, Ramos saw herself on the news while in detention. But hours went by before she was able to speak with her husband, who grew increasingly anxious, said Jen Rickling, his mother.

said, “and we had to believe that would work.”
The episode began Thursday afternoon, when the couple arrived at the base for a scheduled appointment so that Ramos could obtain a military spouse ID and enroll in health and other benefits.
Attendants at the visitor center, where they had to check in, asked about Ramos’ immigration status. The couple explained they had already hired a lawyer and started the process of adjusting her status.
An officer from the base’s criminal investigations division was called, followed by officials from the Department of Homeland Security. Ramos was handcuffed and driven away in a military police vehicle.
She was held in a room until three ICE agents arrived and transported her in shackles to a privately run detention center in Basile, Louisiana, which holds hundreds of women.
When U.S. citizens marry immigrants in the country illegally, their spouses become eligible for legal permanent residency through marriage, and they can apply for citizenship three years after receiving their green card.
Even those with a prior deportation order, often issued when they are children, are not typically detained and are able to adjust their immigration status, legal experts say, even though the process is complicated.
Special programs exist for military spouses to make
it easier for them to adjust their status than it would be for spouses of other U.S. citizens.
Before President Donald Trump started a mass deportation campaign, military couples in the same situation usually would have been allowed to live on base and register for benefits while pursuing legal status, the experts said.
Ramos was just months away from earning a bachelor’s degree in biochemistry when she was detained. Her education was funded by TheDream.US, which provides scholarships for students in the country without legal permission.
She had also applied for the Deferred Action for Childhood Arrivals program, or DACA, which protects from deportation many children brought to the United States as minors. But new applications have not been processed by the Trump administration.
Now reunited, Blank said he was focused on his future with Ramos.
“I’m complete and ready to serve our country,” he said. “And it’s her country, too.”

During their historic lunar flyby Monday, the astronauts of the NASA mission Artemis II were working hard to identify and photograph features on the far side of the moon.
Their accounts went beyond the plain and technical language often associated with science. Instead, they were full of wonder, excitement and reflection.
“I just had an overwhelming sense of being moved by looking at the moon,” Christina Koch, a mission specialist aboard the spacecraft, which the astronauts named Integrity, reported to mission control.
“The moon really is its own unique body in the universe,” Koch, a NASA astronaut, added. “It’s not just a poster in the sky that goes by — it’s a real place.”
Science is often viewed as colorless and objective, to be conducted with little emotion or expression. But as the Artemis II crew members painted lunar hills, valleys and plains in the minds of listeners back home, they provided a model for a poignant approach to scientific inquiry.
The awe emerged over the weekend as they approached the moon.

“It’s just everything from the training, but in three dimensions and absolutely unbelievable,” he said. “This is incredible.”
Jacki Mahaffey, a NASA officer in mission control, laughed in response. “Copy, moon joy,” she said.
As the lunar surface grew closer, that moon joy intensified.
Jeremy Hansen, a mission specialist from the Canadian Space Agency, described the view from the spacecraft as mind-blowing.
Victor Glover, the pilot, was particularly enthralled by the magic of the moon’s terminator line, which separates its sunlit side from the part shrouded in darkness. He noted islands of light and valleys of black holes along the divider.

stepped in some of those,” he said.
Glover was also struck by how sharp the features of the moon looked through his camera lens.
“It was hard to speak,” he told mission control during the flyby. In between more technical descriptions of the moon, he described where his imagination had gone.
“I was walking around down there on the surface, climbing and off-roading on that amazing terrain,” he said.
Down in Houston, mission control cheered. “We just all went on that moonwalk with you,” said Kelsey Young, a lunar expert who is leading the scientific part of the Artemis II mission.
During a news conference Saturday, Young explained that the astronauts underwent extensive training to learn how to give scientific descriptions of the moon, studying everything from flash cards in class to the moonlike terrain of Iceland.
The sentiment in their responses, however, felt unrehearsed. And rather than discourage the emotion, Young seemed to
feel it with them.
That expressiveness came to a height while the crew watched a solar eclipse from space during the final part of their lunar flyby. The sun slipped behind the moon, inducing a halo of light around the lunar rim, while its face shone faintly, lit by the glow from Earth.
“After all of the amazing sights that we saw earlier, we just went sci-fi,” Glover said. “You can actually see a majority of the moon. It is the strangest-looking thing that you can see so much on the surface.”
The crew described a field of stars surrounding a darkened moon, and identified Mars from its reddish hue as well as an orangy Saturn. Earth also glimmered bright.
Wiseman and Hansen reported flashes of light on the lunar surface — meteor strikes in real time — which made Young rise from her seat.
As the sun emerged on the other side of the moon, the astronauts likened the growing spot of light on the lunar horizon to a flame, and the wispy streams of its outer atmosphere to baby hair.
After a while, words just couldn’t suffice.
“No matter how long we look at this, our brains are not processing,” said Wiseman, who jokingly requested that mission control send him a list of new words to expand his vocabulary.
“There’s no adjectives,” he added. “I’m going to need to invent new ones. There’s absolutely no words to describe what we are looking at out this window.”

Trump needs smarter sycophants

Kristi Noem is gone. Pam Bondi is out. If there’s going to be a fall guy for our ill-starred regime-change operation in Iran, it’s likely to be Pete Hegseth, whose prewar overconfidence is being highlighted in hostile leaks from inside the administration, emphasizing how he was “caught off guard” (never a good look!) by the scale and boldness of the Iranian response.
The former secretary of homeland security, the jettisoned attorney general and the embattled secretary of defense have often seemed like President Donald Trump’s ideal Cabinet officials: selected for televisual looks and energy, lacking any political constituency apart from Trump himself, serving without qualm as pure conduits of his will. So their struggles offer a lesson for Republicans contemplating service in this administration’s 33 (but who’s counting?) remaining months: What Trump appears to want and what he actually wants are not exactly the same thing.
The seeming desire of the president is for loyalty, sycophancy and TV-ready swagger. He wants to turn on Fox News and see his top officials performing like reality-show characters in the drama of his administration. He wants to sit in a Cabinet meeting and listen to a litany of his accomplishments. He wants the decisions made in the West Wing or at Mar-a-Lago
to be simply rubber-stamped in his departmental fiefs. He wants all that, but at the same time he also wants victory rather than defeat, and he definitely doesn’t want embarrassment. His metrics for success are unusual by normal presidential standards: He has a high tolerance for unpopularity, to put it mildly, and a remarkable shamelessness around corruption. But there is a point at which, even inside his cocoon, Trump senses that things aren’t going well for him. And then sycophancy doesn’t work, and it doesn’t matter if you were acting on his orders; you will be punished for that unsuccessful service just as surely as if you’d tried to thwart his aims. That’s the position Noem found herself in after the immigration enforcement debacle in Minneapolis. The fact that the sweeping crackdown in Tim Walz’s state and Ilhan Omar’s city was almost certainly what the president wanted earned the former South Dakota governor no political protection after it all went wrong.
It’s also the position Bondi found herself in after doing the president’s bidding with the Epstein files and various politicized prosecutions. The unpopularity of the former and the courtroom losses of the latter transformed her from sycophant to scapegoat, even though at every step she was expressing Trump’s wishes.

Likewise, when Hegseth reportedly told the president “let’s do it” in the run-up to the war, he was merely being an enthusiastic yes-man for a bellicose boss. But there’s no reward for being a loyalist if Trump’s grand plans don’t actually work out. In that case, you own the failure; he does not.
Contrast this pattern with that of the Cabinet officials whose jobs seem reasonably safe, like Scott Bessent and Marco Rubio. They, too, go along with the president in public without complaint or cavil. But then they find ways to manage his preferences, whether in trade policy or Russia-Ukraine diplomacy, such that the results are Trumpy enough to satisfy the boss but aren’t a blind expression of his whims. The fact that they have political capital while the pure sycophants flail implies that Trump prefers a version of that balance, not the more slavish alternative.
What might a more successful balancing act have looked like for an attorney general, defense secretary or homeland security chief? For all the talk about how Bondi tried to do everything Trump asked, it might be that she didn’t need to prosecute a string of the boss’s perceived enemies to stay in his good graces; she just needed a clear lawfare victory somewhere.
Likewise, Hegseth, if he had the sense God gave a goose, could have tried to steer Trump to a purely military campaign against Iran — bombs and missiles without the strikes that targeted its
leaders — satisfying the president’s hawkish impulse without putting the Iranian regime’s back against the wall.
As for Noem, well, maybe her self-dealing and limelight thirst would have doomed her anyway, but in a timeline where the Minneapolis operation was condensed to a few theatrical raids rather than a near-occupation of an American city, she might still be starring in homeland security infomercials.
These alternate scenarios are implausible, of course, because they envision hacks and yes-women suddenly discovering a different set of capabilities. But if there is to be any improvement at all across the (did I mention this number yet?) 33 months of Trumpism ahead of us, it can only come from officials able to learn something from their failures and give the president a taste of what he wants, at a dose the country and the world find easier to take.
Gobernadora anuncia reapertura de CMID de Justicia en Carolina para fortalecer servicios directos a víctimas del crimen

CAROLINA – La gobernadora de Puerto Rico, Jenniffer González Colón, anunció el martes la reapertura del Centro Metropolitano de Investigaciones y Denuncias (CMID) en Carolina, una iniciativa de política pública dirigida a fortalecer el acceso ágil, directo y eficiente a los servicios de justicia en la región este.
“La justicia no puede depender de la distancia y cuando una persona necesita radicar una denuncia, cuando un agente necesita consultar un caso, cuando una víctima necesita ser atendida ese servicio tiene que estar cerca, tiene que ser ágil y tiene que ser digno. Por eso hoy reabrimos el Centro Metropolitano de Investigaciones y Denuncias de Carolina”, indicó la gobernadora.
El centro, adscrito al Departamento de Justicia (DJ), brindará servicios de domingo a sábado en horario de 8:00 a.m. a 10:00 p.m. a los residentes de los municipios de Carolina, Canóvanas, Loíza y Trujillo Alto, con el objetivo de facilitar la radicación e investigación de querellas, así como reforzar la protección de víctimas y testigos. En la ceremonia de apertura, la gobernadora destacó que la operación del CMID permitirá centralizar las gestiones investigativas del distrito, integrando el trabajo de la Policía, el Departamento de Justicia y la Administración de Tribunales para optimizar la respuesta institucional.
En la inauguración estuvieron junto a la gobernadora y la secretaria de Justicia, Lourdes L. Gómez Torres, el alcalde de Carolina José Carlos Aponte Dalmau, la representante del Distrito 38 (Canóvanas, Carolina y Trujillo Alto) Wanda del Valle Correa, la senadora del Distrito de Carolina Marissa “Marissita” Jiménez, el Superintendente de la Policía de Puerto Rico Joseph González Falcón y el Jefe de los Fiscales licenciado Juan Ramos García.
La secretaria de Justicia, Lourdes L. Gómez Torres, indicó que, “la reapertura del CMID en Carolina marca un avance significativo para la región este, al garantizar acceso más rápido, cercano y efectivo a la justicia, en beneficio directo de las víctimas, las comunidades y la seguridad pública”.
Por su parte, el superintendente de la Policía, Joseph González, resaltó que este centro es vital para la operación de la uniformada, permitiendo un ahorro significativo en tiempo y dinero.
Desde este centro, el Departamento de Justicia proyecta atender entre 15 a 20 asuntos variados, incluyendo consultas de casos, órdenes judiciales y denuncias criminales. Asimismo, contará con fiscales de turno y unidades especializadas para atender delitos de mayor incidencia en la región de Carolina, como la conducción bajo efectos de alcohol y la violencia doméstica, áreas en las que el Gobierno de Puerto Rico mantiene una política de cero tolerancias.
Con una inversión de $73,986 provenientes de fondos
estatales, y en colaboración con la Fiscalía Federal para el equipamiento del centro, esta iniciativa optimiza recursos existentes y refuerza la coordinación interagencial entre el Departamento de Justicia, la Policía de Puerto Rico y la Administración de Tribunales.
Como parte de la apertura del CMID de Carolina, el Tribunal de Carolina extenderá su horario de operación hasta las 8:00 p.m., lo que permitirá atender casos el mismo día en que estén listos para su evaluación, agilizando así los procesos judiciales.
San Juan gradúa 46 nuevos policías municipales para reforzar la seguridad en la ciudad capital

SAN JUAN – El alcalde de la ciudad capital, Miguel A. Romero Lugo, participó el martes en la graduación de la Novena Academia de la Policía Municipal del Colegio Universitario de San Juan, donde se integraron 48 nuevos cadetes al servicio público, incluyendo 46 que se suman a la Policía Municipal de San Juan y 2 al municipio de Ca-
nóvanas. La formación de esta academia representó una inversión aproximada de $2,056,523.65, como parte de los esfuerzos del Municipio para continuar fortaleciendo la seguridad en la ciudad capital.
“Cada nuevo oficial que hoy se gradúa representa una inversión directa en la seguridad de nuestra gente. En San Juan no estamos hablando de seguridad como promesa, la estamos construyendo con reclutamiento, preparación, mejor equipo, tecnología y presencia real en la calle”, expresó Romero Lugo.
La academia se desarrolló entre el 16 de junio de 2025 y el 13 de febrero de 2026, con un currículo de 76 créditos y 1,110 horas de formación, incluyendo adiestramientos especializados en bienestar emocional, atención a poblaciones con Trastorno del Espectro Autista y conocimiento de la zona turística.
“Esta academia no solo preparó nuevos policías, preparó servidores públicos con una visión más amplia de lo que significa proteger y servir”, expresó Juan Jackson Rodríguez, comisionado de la Policía Municipal de San
Juan.
Con esta nueva clase graduanda, el Municipio de San Juan alcanza 94 nuevos policías municipales formados durante este cuatrienio, mientras ya cuenta con 57 cadetes adicionales en proceso de adiestramiento en las academias #50 y #51. La meta establecida por la administración municipal es reclutar 100 policías adicionales durante este año fiscal, como parte del objetivo de alcanzar 400 nuevos efectivos en el cuatrienio. Este esfuerzo ha estado acompañado de mejoras concretas para la fuerza policiaca municipal, incluyendo aumentos salariales, pago puntual de horas extra, bono de Navidad, nuevo equipo y el fortalecimiento de su flota vehicular.

‘The Drama’ review: Her secret is his crisis

“The Drama” is a clever, deeply unserious movie about male panic in the guise of an edgy romantic comedy. It’s bright and shiny and aggressively nasty, and centers on a couple who meet, fall in love, become engaged and experience a relationship crisis of outlandish proportions. Screen romances tend to be catnip, and that’s certainly true in this case because the lovers are played by Zendaya and Robert Pattinson, both capable, appealing performers whose beauty and natural charisma go a long way toward selling all kinds of nonsense. Their charm does a great deal of work here; it’s also the most believable thing in the movie.
Set in Boston, the story tracks the life and love of Emma (Zendaya) and Charlie (Pattinson), going back to their first meeting, though it largely focuses on the run-up to their wedding. Almost parodically ideal, the two are hot, young, successful professionals with interesting-sounding jobs — she works as an editor in publishing, he’s a museum curator — and have enough money for the kind of aspirationally bespoke, art-andbook-filled apartment that suggests bohemia but without the struggle. From the outside, their life looks as frictionless as any in a Nancy Meyers romantic entanglement. Of course it’s complicated (to steal one of Meyers’ titles) though in this instance all that perfection turns out to be an elaborate ruse.
Writer-director Kristoffer Borgli (“Dream Scenario”) sets up “The Drama” with crisp, borderline frenzied efficiency and an obvious acquaintance with the formal properties of the classic romantic comedy. He employs the genre’s conventions to shrewd effect, including during the couple’s comically inflected meet-cute at a bustling city cafe. There, Charlie,
with conspicuous anxiety and some screwball-style bungling, approaches Emma. She’s seated alone at the counter reading a novel, “The Damage” (invented for the movie), an unsubtle warning sign that’s meant to put the viewer on alert. After some confusion — she can’t hear because she’s deaf in one ear and has an earbud in the other — the two smile and they’re off.
After the introductions, Borgli, who helped edit “The Drama,” begins toying with the timeline, gently destabilizing a story before gleefully breaking its nice little world into pieces. In short order, it’s the present day, where Charlie is going over his wedding speech with his pal, Mike (Mamoudou Athie). As Charlie voices his ardor for Emma, the story starts jumping around in time, toggling between the present and quick-sketch scenes from the past that illustrate his rhapsodic words. With Mike serving as both his witness and counsel, Charlie shares everything that he loves about Emma, including her harsh, raspy laugh. “You know how it’s very cute, but it’s also kind of,” Charlie says trailing off, prompting chortles.
Romantic comedies depend on some sort of obstacle that the lovers need to overcome on the way to their happily ever after. Some difficulties prove insurmountable, but most are merely trip hazards, like an overly demanding career or cultural differences. The ostensible obstacle in “The Drama” isn’t something as loaded and familiar as race. But it is a doozy, one that emerges while Emma and Charlie are sampling menu options at their wedding venue with Mike and his wife, Rachel (a strong Alana Haim). Amid smiles and clinking glasses, the four begin sharing the worst thing they’ve ever done, a foolish exercise that culminates in a tipsy Emma blurting out that she once came close to committing an unforgivable crime.
Emma’s confession shocks everyone at the table, and both the violence and intensity of her secret jolts the movie into a dark, queasily comedic register. Her disclosure also upends the narrative balance as a story about a romantic partnership of equals rapidly morphs into a cautionary tale about a guy freaking out over his girlfriend. While Emma weepily tries to make things right, she begins to fade in importance and Charlie and his distress take over. He isn’t just disturbed by her secret — what it may say about her, what it might portend for them — he’s unmoored. As Charlie begins spiraling emotionally, his agitation mirrors both the story’s increasingly chaotic events and Borgli’s fractured narrative approach.
Zendaya and Pattinson are both enjoyable to watch, but she’s given too little to do and he’s given
too much. Once Emma makes her shocking confession, Charlie starts to obsess over her past or what he imagines it to have been, instigating a series of fantasy sequences of her as a teenager (Jordyn Curet). The choice to use two performers to play Emma makes a degree of sense, though it also means that Zendaya never gets the opportunity to develop her character with the same complexity or flamboyant expressivity that Pattinson employs with such madcap brio. Unlike Charlie, whose inner life emerges as he falls apart — his raw emotions seeping through the cracks of his being — Emma remains essentially, disappointingly unknowable.
That’s too bad because, among other reasons, it would be nice if a romantic comedy took both lovers with equal seriousness. In the end, Borgli is more interested in kinking up the narrative and tweaking the audience’s sensitivities than digging into tougher material like the nature of love. The most shocking thing about “The Drama,” though, is that despite its roguish humor, flashes of surrealism and bellicose outrageousness, it is finally an old-fashioned story about a guy, who happens to be white, consumed by his fear of a beautiful, intelligent woman who happens to be Black. That Borgli avoids engaging with race — Emma and Charlie never discuss it — is certainly a choice, one that sticks with you longer than anything else onscreen.

Deal, delay or strike? Investors on edge as Trump’s Iran deadline nears
Global markets have entered a period of heightened uncertainty ahead of a deadline set by U.S. President Donald Trump for Iran, with investors weighing various outcomes ranging from a ceasefire to renewed military escalation and their implications for oil, currencies and risky assets.
Iran showed no sign of agreeing to Trump’s demand that it open the Strait of Hormuz by the end of Tuesday or suffer massive attacks on its civilian infrastructure in what would be the biggest escalation yet of the war. The Wall Street Journal reported Tuesday morning that Iran had cut off direct diplomacy with the U.S.
Trump has given Iran until 8 p.m. in Washington (midnight GMT and 3.30 a.m. in Tehran) to end its blockade of Gulf oil, a move that has upended commodities and financial markets over the past few weeks.
“Markets are dealing with a somewhat binary situation as they try to position themselves ahead of a deadline which will either see a sudden resolution or a swift escalation,” said David Morrison, senior market analyst at Trade Nation.
The benchmark S&P 500 dropped nearly a percent on Tuesday and the dollar and gold slipped, while oil edged higher.
Here’s a look at what could happen next:
A prolonged conflict and severe disruptions in oil supply could push Brent crude prices to around $130, Citigroup said in a recent note.
Equity markets would decline, led by interest rate-sensitive and cyclical stocks as investors price in a sharp economic slowdown and higher inflation.
Airlines led by American Airlines and other travel stocks such as Carnival are most vulnerable to higher fuel costs and weakening demand, while Palantir and CrowdStrike stand out as AI-defense hybrids with the greatest upside if the conflict drags on and volatility spikes, Pete Mulmat of IG North America said.
The U.S. dollar has been a major beneficiary of the safehaven trade spurred by the conflict.
“If expectations shift to high-for-longer oil prices, USD could strengthen further, as this may magnify the inflation and output pressures faced by energy importers,” Steve Englander, FX strategist at Standard Chartered, said.
The move up in the dollar could also pressure the Japanese yen and raise the risk of an intervention by the Bank
of Japan (BOJ).

Trump calls to wipe out a ‘whole civilization’ as Iranians reject threats

President Donald Trump threatened on Tuesday to wipe out a “whole civilization” and the United States hit military targets on Iran’s main oil export hub, as he ramped up pressure on Iran to fully open the Strait of Hormuz or face devastating strikes on critical infrastructure within hours.
As the clock ticked down to Trump’s 8 p.m. Eastern time deadline, there were competing narratives about the state of negotiations. Three Iranian officials who spoke on condition of anonymity to describe sensitive diplomacy said that Iran has stopped engaging in indirect talks, mediated by Pakistan, with the Trump administration to halt the fighting.
But hours later, Pakistan’s prime minister, Shehbaz Sharif, wrote on social media that diplomatic efforts were “progressing steadily, strongly and powerfully.” An Israeli official, speaking on condition of anonymity, also said talks were making progress. And Iran left open the possibility that Pakistan could serve as a conduit if talks were to resume.
“To allow diplomacy to run its course, I earnestly request President Trump to extend the deadline for two weeks,” Sharif wrote, and for Iran to open the strait and for all parties to observe a ceasefire.
Trump is aware of Pakistan’s request and “a response will come,” the White House press secretary, Karoline Leavitt, said in a statement.
The United States launched more than 90 strikes on Kharg Island, the oil export hub, early Tuesday. A U.S. military official characterized them as “restrikes” — hitting targets that have been struck before to ensure more damage. He said that the United States was not yet targeting Iranian oil infrastructure on the island, which lies in the Persian Gulf off the country’s southern coast.
The United States and Israel both stepped up their attacks ahead of the 8 p.m. Eastern deadline Trump had set for Iran to allow unimpeded shipping through the strait, a key oil and gas transit route. He issued his grave warning on social media as U.S. forces struck Kharg as part of a broader effort to force Iran to make a deal, according to American and Israeli officials with knowledge of the operations, who spoke on the condition of anonymity to discuss sensitive matters.
“A whole civilization will die tonight, never to be brought back again,” the U.S. president wrote, adding that he hoped “maybe something revolutionarily wonderful can happen” to avoid the attacks. “We will find out tonight, one of the most important moments in the long and complex history of the World.”
But there are often gaps between Trump’s hyperbolic language and reality, and military officials said they were not sure how to reconcile his apocalyptic threat with the concrete mission as they understood it, to degrade Iran’s ability to launch missiles and drones.

power plant would be “out of business.”
Striking civilian infrastructure could be a war crime under international law. Ebrahim Zolfaghari, a spokesperson for the Iranian military, has said that Iran would retaliate “crushingly and extensively” if its civilian infrastructure were attacked.
Iranians were bracing for the possibility of more strikes, while others were responding to the U.S. threats with a mix of indifference, defiance and bewilderment. Some Iranians on Tuesday formed human chains along bridges and around power plants across the country, videos and photographs posted by state and other local media showed. It’s unclear wheth-
er the demonstrations were spontaneous or planned by the government.
The Israeli military said it had launched airstrikes on eight bridges across Iran, and warned Iranians not to ride railroads until 9 p.m. local time. Iranian state media reported that at least three people were killed when a railway bridge was hit in the central city of Kashan.
Iran targeted energy facilities in Persian Gulf countries allied with the United States. Saudi Arabia’s defense ministry said that debris from an intercepted missile had fallen near energy facilities in the east and that the damage was being assessed. The United Arab Emirates’ defense ministry said missiles and drones had been fired from Iran.

The U.S. death toll stands at 13 service members, with hundreds of others wounded.
Britain reinforces that US cannot use British bases for attacks on Iran

In the face of threats by President Donald Trump to bomb Iran “back to the Stone Ages,” the British government on Tuesday said that Prime Minister Keir Starmer remained opposed to American use of British bases for anything other than defensive purposes.
During a media briefing with journalists, the prime minister’s spokesperson declined to say whether British officials had explicitly told the United States not to launch attacks from their territory on civilian targets in Iran like bridges or energy facilities, attacks Trump has threatened.
But the spokesperson said the prime minister had not changed his mind on the previous limits placed on American bombers taking off from British bases, including from RAF Fairford, in a quiet corner of southern England, where B-52 and B-1 bombers have been loaded with munitions before setting off for Iran.
Those limits have enraged Trump, who has spent the past several weeks accusing Starmer of cowardice, belittling the capabilities of the British armed forces, and threatening to take the United States out of NATO in retaliation for what he calls a lack of support by allies in the war against Iran.
Starmer has insisted that Britain will not
join “regime change from the skies,” saying that people in his country do not want a repeat of the government’s support of the United States during the war in Iraq in 2003.
But in an attempt to mollify Trump, the prime minister gave permission to American bombers to attack missile launchers in Iran that were being used to attack British facilities in the Middle East. Starmer later expanded that permission to include Iranian targets that were attacking ships in the Strait of Hormuz.
That compromise does not appear to have worked with Trump, who on Monday compared Starmer to Neville Chamberlain, the former British prime minister who tried to appease Adolf Hitler before World War II.
The president has also mocked the British navy, calling its ships “toys.” And he has said that Britain and other nations in Europe should secure the Strait of Hormuz by themselves, without help from the United States.
The British military is hosting a discussion Tuesday with counterparts from about 40 governments to discuss military options to secure the strait once the war between Iran, the United States and Israel ends.
Britain’s Defense Ministry said the closeddoor meeting was designed to create practical solutions to ensure that shipments of oil, natural gas, fertilizer and other goods will eventually be able to travel through the strait without fear of attacks.
Why Hungary’s election could swing on Roma votes

The party of Prime Minister Viktor Orban of Hungary is facing parliamentary elections on Sunday that are expected to be exceptionally close. And the marginalized Roma ethnic minority may prove to be an unexpected swing vote, pivotal to whether his party remains in power.
Over the last 16 years, Orban’s government has doled out public jobs to Roma voters, some in exchange for political loyalty to his party, Fidesz. But it has also overhauled Hungary’s education system in ways that experts and analysts say have systemically trapped Roma in Hungary’s underclass.
“There are many reasons why we won’t vote for Orban,” said Bettina Pocsai, an education expert in Budapest who is Roma and works with Roma people. “Many people in our community face so many challenges that it’s not just the failure of the educational system. But mainly that is what contributes to it.”
Long held back by economic instability and prejudice across Europe, ethnic Roma make up about 8% of Hungary’s population of 9.6 million, according to government officials and experts. But with a range of polls showing Orban’s party trailing in the election, “this is not the best time to risk the Roma vote,” said Gabor Gyori, a political analyst with the Policy Solutions research organization in Budapest.
Since taking office in 2010, Orban has imposed a range of national education initiatives that academics and analysts say have had a disproportionate impact on Roma students, largely limiting them to mediocre or substandard schools that, in turn, lead them toward low-wage jobs.
Orban’s government centralized control of public elementary and secondary schools, taking decisions about how children are educated out of the hands of communities. It shifted public funding to church-run schools that relatively few Roma attend. And it lowered
the mandatory school attendance age from 18 to 16, leading to a significant drop in 17-yearold Roma continuing their educations.
At the same time, government programs have provided low-skills jobs to impoverished or otherwise disadvantaged Hungarians, many of them Roma, to replace some welfare assistance.
Disagreement over whether Orban’s education and employment policies hurt or help Roma has simmered for a long time. It took a profanity-laden remark in January by Orban’s transportation minister, Janos Lazar, to turn the debate into widespread anger.
Speaking at a public forum at a lake resort town west of Budapest, Lazar used a racial epithet for Roma to declare that “someone has to clean the toilets on InterCity trains.”
He later apologized, but the remark created an uproar. Gyori said it reflected how politicians had generally “ignored the problems of the Roma community, thereby effectively cementing racial segregation in parts of Hungary.”
He called it “an instance of the mask slipping.”
Lazar did not respond to a request for comment.
Tisza, the political party challenging Orban and led by opposition politician Peter Magyar, said Orban’s policies had “further deepened social exclusion” of Roma, in part through the advantages for religious schools.
Orban’s allies dismiss the criticism as a campaign ploy and predict that Roma voters will continue to support him.
“I think the Roma in general acknowledge the work that the government is doing,” said Attila Sztojka, who is Roma and is Orban’s state secretary for social opportunities and Roma relations.
In the months since his minister’s disparaging comment, Orban has focused Fidesz’s election campaign on illegal migration and European Union support for Ukraine, presenting them as threats to Hungary’s
sovereignty. That may resonate with Roma voters.
Orban’s education overhaul, starting in 2011, is a particularly sore point among Roma.
Centralized control of public education and the shifting of money has led to an exodus likened to “white flight” to church-run schools by skilled teachers and privileged students, according to a report issued in November by the deputy commissioner for protecting citizens’ fundamental rights. That report, a copy of which was obtained by The New York Times, has since been taken off the office’s website.
Lowering the mandatory school attendance age, to 16, was part of the Orban government’s efforts to supply the economy with blue-collar workers, according to a 2023 study by Janos Kollo and Anna Sebok, researchers at the KRTK Institute of Economics in Budapest. The study concluded that significantly more Roma students ended their schooling early after the change than did non-Roma.
The study found that the number of 17-year-old Roma children who were attending school in 2016 fell by 21 percentage points from 2011, before the law took effect. By contrast, that number dropped by 5.9 percentage points among non-Roma 17-year-olds in the same time period.
That meant Roma children were more likely to be locked in cycles of low-wage work, Kollo said in an interview Monday.
Sztojka, the Roma government official, defended the government’s education policies.
He said centralized control was established to create a consistent nationwide standard for the country’s schools. And he said that teachers earned the same salaries in church-run and public schools and that those who worked with large populations of economically disadvantaged students, which generally include Roma, were offered 20% raises.
Any school where Roma or other disadvantaged groups are not fairly represented among students risk losing 10% of government funding, Sztojka said.
“We constantly monitor the situation,” he said.
He said the lowering of the mandatory school age did not have a negative effect on Roma graduation rates, pointing to a 2025 study by the European Union Agency for Fundamental Rights showing that more Roma were attending early-childhood education and graduating from high school than were a decade ago.
Those rates remain far behind those of the rest of Hungary’s students. The study also said slightly more Roma were attending schools that were fully or mostly segregated than in 2016.
Klaudia Kiraly was the only Roma student in her public high school class in Kalocsa, a small city south of Budapest, after rejecting teachers’ suggestions in 2013 that she switch to a vocational school to become a nurse. She said Roma who remained in public schools were often pushed toward trade colleges instead of universities.

Anthropic said late last year that state-sponsored Chinese hackers had used its artificial intelligence technology in an effort to infiltrate the computer systems of roughly 30 companies and government agencies around the world.
In a blog post, Anthropic said it was the first reported case of a cyberattack in which AI technologies had gathered sensitive information with limited help from human operators. Human hackers, the company said, handled about 10% to 20% of the work needed to conduct the attack.
Five months later, that remains the only known example of a cyberattack driven largely by an “AI agent” — technology that can write computer code and use software on its own. But as Anthropic and its chief rival, OpenAI, prepare to release new and more powerful AI systems, cybersecurity experts are increasingly vocal in their warnings that AI is fundamentally changing cybersecurity.
Technology from Anthropic, OpenAI, Google and other companies could allow hackers to identify security holes in computer systems far faster than in the past, vastly raising the stakes in the decades-long fight between hackers and the security experts guarding computer networks.
But like other tools from the long history of cybersecurity, the latest AI can be used for both offense and defense. As hackers deploy AI to break and steal, security experts are also leaning on AI to spot flaws in their systems — including some that had gone unnoticed for decades. The question is who finds the flaws first.
“This is the most change in the cyber environment, ever,” said Francis deSouza, the chief operating officer and president of security products at Google Cloud. “You have to fight AI with AI.”
Since last year, the leading open-source software
AI is on its way to upending cybersecurity
projects — which provide the underlying infrastructure for sites and services across the internet — have been flooded with messages from people using AI to identify security holes.
Many of these so-called bug reports were erroneous, because of mistakes made by the AI systems. But in recent months, as AI has improved, they have started to identify legitimate bugs at a remarkable rate, and programmers have raced to make fixes.
“These AI models are augmenting what humans can do,” said Daniel Stenberg, who runs an important and popular open source project called Curl. “If you use these tools correctly, they can really raise your ability to find problems in software.”
In February, Anthropic said that it had used its AI technologies to find more than 500 so-called zero-day vulnerabilities — security holes that were unknown to software makers — in various pieces of commonly used open source software. The next month, a researcher at Anthropic revealed that he had used AI to find a serious security vulnerability in the core of the Linux operating system, which is software that powers much of the internet, and is used in computer servers, cloud computing services, Android phones and Teslas.
The bug had existed, apparently undiscovered, since 2003.
Experts disagree on whether one side of this struggle has gained a significant advantage through AI. And they are unsure how the battle will play out in the coming years. But most agree that the companies and governments that do not embrace the latest AI for defensive purposes will leave themselves enormously vulnerable.
Chatbots like Anthropic’s Claude and OpenAI’s GPT have become very good at writing computer code. These systems can help engineers create new software. They can use internet tools, like email programs and online calendars. And they can probe the weak points in software and online services, looking for security vulnerabilities.
Over the past several months, new AI tools like Anthropic’s Claude Code and OpenAI’s Codex — specifically made for coding — have helped developers create AI agents that can handle a wide variety of tasks largely on their own. That includes identifying and exploiting security holes in software.
“Four or five months ago, we had a step change in what these systems could do,” said Zico Kolter, an OpenAI board member and a professor of computer science at Carnegie Mellon University who specializes in security and AI.
AI is helping attackers in other ways. Some have used chatbots to draft phishing emails and ransom notes, cybersecurity experts said. Others have used AI to parse large quantities of stolen data and determine what information might be valuable. Without help from AI, attackers could sometimes break into com-
puter networks within minutes, deSouza said, but with the help of AI, breaches can take just seconds. Some hackers specialize in breaking into systems and then selling off their access to other attackers. Those handoffs used to take as much as eight hours, as hackers negotiated the sales and passed along the compromised entry points, deSouza said. Now that process has accelerated to about 20 seconds, he said, with hackers sometimes using AI agents to speed up the process.
Anthropic, OpenAI and other AI companies have tried to add guardrails to their tools to prevent them from being turned into cyberweapons. But attackers have been able to circumvent these barriers by telling the AI systems that they are not actually attacking.
For instance, they will say that they are just playing “capture the flag” games — cybersecurity exercises that simulate real attacks and allow engineers to practice finding and exploiting vulnerabilities.
Some experts argue that the guardrails added by companies like Anthropic and OpenAI can actually provide an advantage to malicious attackers. Guardrails could cause a chatbot to deny help to a user trying to defend a system from an attack, they argue, but persistent hackers could be more diligent about finding vulnerabilities — and keeping those tricks to themselves.
Although AI technologies have put new powers in the hands of offensive hackers, experts are divided over whether these tools give attackers an overall advantage over defenders.
Even after months of steady improvements, AI technologies are still flawed — which means they require the expertise of seasoned cybersecurity experts. In many cases, the tools are still limited by the skills of the people who use them.
“You still need a software architect in the loop with these systems,” Kolter said.
He and others argue that defenders have an advantage because they have the easier job. They just have to find the holes. Offensive hackers must both find and exploit the holes.
“It is easier to find a vulnerability than to meaningfully exploit it,” Kolter said.
What ‘trauma bonding’ really means

As a young girl, Lilli Correll both loved and feared her mother.
In good times, she felt special — her mother affectionately called her Monkey, and they often laughed together. “I was her favorite child,” said Correll, now 55 and living in Austin, Texas.
But at other times her mother, who had bipolar disorder, would abruptly turn violent, once throwing Correll against a wall and threatening to kill her, she said.
Despite the abuse Correll found herself drawn to her mother, only to be rejected again and again. That dynamic would go on to repeat itself in Correll’s marriage, which was emotionally abusive, she said.
It wasn’t until she was in her 40s that she discovered, with the help of therapy, that she had formed a trauma bond with her abusers.
Lately the phrase “trauma bond” has been used online to describe the connection that can grow out of sharing a difficult experience with someone. Videos on TikTok refer to “trauma-bonded besties who overshare” and “trauma bonding instead of going to therapy.” But when it is used as a psychological term, the phrase refers to a victim’s strong emotional attachment toward their abuser.
Trauma experts caution against using the phrase loosely, which can “diminish the real experiences of survivors,” explained Megan Cutter, the chief of victim services at the Rape, Abuse and Incest National Network. What is a trauma bond?
While there’s no formal definition, experts in domestic violence and sexual violence often use “trauma bond” to describe an attachment between a victim and abuser that is difficult for the victim to leave.
Early references to the term appeared in a 1981 paper about “traumatic bonding” in abuse victims and in the 1997 book “The Betrayal Bond: Breaking Free of Exploitive Relationships” by Patrick J. Carnes, a counselor with expertise in sexual compulsion and trauma.
“Cycles of abuse followed by kindness” solidify trauma bonds, said Pierluigi Mancini, the interim president and chief executive of advocacy group Mental
Health America. Experts call these cycles “intermittent reinforcement,” he added. Even if victims have experienced abuse, they will feel drawn to the relationship, anticipating that the abuser will eventually show love or empathy once again.
Reconciliation often causes the release of dopamine and oxytocin, neurotransmitters that are associated with pleasure and social bonding, said Mancini, who worked with trauma victims in Atlanta for 20 years.
These positive moments can have a “paralyzing” effect, he said, that can prevent victims from leaving the relationship.
What are the potential signs of a trauma bond?
— Staying in a relationship despite abuse: If a victim continually returns to an abuser or feels they cannot leave, it is a sign that the person is instinctually drawn to seek safety from the abuser, with whom the victim has a strong attachment.
— Rationalizing the abuse: Oftentimes, people who experience abuse will give their abuser the benefit of the doubt, said Janina Fisher, a clinical psychologist with expertise in trauma. They might say, “It’s not who he is, but he just loses it, and he’s so sorry afterward” or “It was my fault — I shouldn’t have asked him to take out the trash,” she said.
— Social isolation: A person in an abusive relationship may become increasingly distant from people with whom they used to spend time, which can signal that they are under pressure to spend most of their time with their abuser. Fisher noted that “I can’t see my family and friends” is different from “I see much less of my family and friends because my relationship is important to me.”
— Fear of abandonment: Although a victim may wish to leave the abusive relationship, the prospect of living without their abuser can seem unbearable. There is a fear that “‘I can’t survive without this person,’” Fisher said. How can a person break a trauma bond?
When counseling a victim in an abusive relationship, the priority is making sure the person is physically and emotionally safe, Mancini said.
Speaking with a therapist who understands trauma as well as post-traumatic stress disorder can help someone who has been abused reconnect with safe relation-

ships, learn techniques to regulate the nervous system and recognize patterns of abuse. Therapists can also help victims untangle feelings of shame that can accompany abuse, Mancini added.
Not everyone is ready for therapy, though. Some people might be more comfortable calling or texting the National Domestic Violence Hotline or RAINN’s National Sexual Assault Hotline, where they will remain anonymous.
It can be dangerous to leave an abusive relationship, and each step of the process requires careful preparation. Hotlines can connect callers with support services like mental health professionals, domestic violence shelters or lawyers, and guide them in forming a safety plan.
“Maybe they’re not quite ready to leave, or they’re not sure — we honor where they are,” Cutter, of RAINN, said. For some people, she added, this is the first time they learn that there’s a reason they’ve stayed in the relationship.
“The reason you can’t leave is actually this complex psychological dynamic with the person who’s hurting you,” she said. “And you’re not the first person to go through that, and you are not alone.”

Bran muffins can be tender and moist. Here’s how.

In the Rodgers and Hammerstein musical “Oklahoma!,” the signature song opens with: Oklahoma, where the wind comes sweepin’ down the plain / And the wavin’ wheat can sure smell sweet / When the wind comes right behind the rain.
Those lyrics capture wheat bran at its best — earthy, sweet, invigorating — but even the shimmer of that tune can’t lighten bran’s heavy image. It’s rightfully associated with fiber, but often wrongly assumed to be as scratchy as twine. By extension, bran muffins are vilified both as a form of goodfor-you breakfast torture and as a Trojan horse for unhealthy heaps of sugar.
They can, of course, be both. But they can also be exceptional, a morning underdog to blueberry’s obvious appeal and banana’s brazen charm. Done right, they beat them all. Not only do they taste more complex, they feel like fortitude because, well, they are, slowly doling out energy for hours.
These mahogany treats deliver the toasted nuttiness and hearty chew of wheat bran and avoid whole wheat’s common afflictions of heaviness and bitterness in baked goods. The depth of dates and molasses highlight bran’s natural sweetness, and oil and buttermilk lend a touch of richness.
But the key technique that makes these muffins special, glossy with a floral aroma and fresh burst of citrus, is infusing them with an orange-honey blend right out of the oven. This trick of poking toothpick holes in baked goods, then brushing them with syrup while warm is usually applied to cakes, and it transforms bran muffins, ensuring they stay soft and moist for days.
Another insurance against a cardboard finish is simply adding liquid — a lot of it — to the batter. Soaking the bran before baking not only keeps the muffins from drying out, it also ensures that they end up tender.
To understand how wheat bran arrives at that optimal state is to understand the wheat berry from which it comes. Also known as wheat kernels, wheat berries are encased in husks zipped along the tops of stalks and removed in a process known as threshing. Once the inedible chaff and stalks are removed, the wheat berries remain, each composed of three parts: a hard, thin sheath of bran, which surround a large endosperm and little germ. Grinding the berries, trinity and all, yields whole wheat flour. But the parts can be separated when the berries are milled: The endosperm alone becomes all-purpose (white) flour, and the bran and germ are sold on their own.
Wheat bran is primarily insoluble fiber with a little protein, fat and phenolic compounds. Those compounds give bran its tannic edge, its signature complexity with the dark roast notes of coffee and the deep purple of red wine. In excess, that tannic flavor can lead to the sandpaper
mouth feel you get when you drink oversteeped black tea or the dregs of a wine bottle. Acidic liquids can tame that bitterness. In these muffins, orange juice does just that, while the fruit’s zest perfumes the batter.
Unlike all-purpose flour, bran can absorb two to three times its weight in liquid. Some recipes call for soaking bran in boiling or hot water to speed the grain’s softening, but liquid at any temperature works as well. A good proportion of water is ideal for thoroughly hydrating the bran.
In this recipe, orange juice also douses the bran before and after baking. It makes these muffins just sweet enough to balance robust tannins and just special enough so their healthy fiber content is secondary to how great they taste.
Honey date bran muffins

Water helps soften the bran along with orange juice, which adds a floral aroma; molasses and honey highlight bran’s natural sweetness; and oil and buttermilk add a touch of richness. Soaking the bran before baking and infusing the muffins with an orange-honey syrup while they’re still warm ensure they stay soft and moist for days. Dates lend a caramel depth to the mix, but if you’re nostalgic for classic bran muffins, you can use raisins instead.

Total time: 1 hour
Ingredients:
2 to 3 large navel oranges
2 cups/160 grams wheat bran
1/2 cup/70 grams dates, pitted if needed and chopped (see Tip)
1/2 cup/116 grams buttermilk
Nonstick cooking spray or oil, for the pan
3/4 cup/100 grams whole-wheat flour
1 1/2 teaspoons baking soda
1/4 teaspoon fine salt
2 large eggs
1/3 cup/74 grams canola or other neutral-flavored oil
1. Zest 2 of the oranges into a large bowl. Into a liquid measuring cup, squeeze the juice from 1 orange (reserve the remaining oranges) and add enough water for 3/4 cup total liquid. Pour over the zest. Add the wheat bran, dates and buttermilk, and stir until well mixed, breaking up any clumps of dates. Let the bran soften while you prepare the other ingredients, at least 5 minutes.
2. Heat the oven to 375 degrees. Grease the top of a muffin tin with cooking spray or oil and line the cups with paper or foil liners.
3. Whisk the flour, baking soda and salt in a small bowl.
4. Stir the eggs, oil, molasses and 1/4 cup/74 grams honey into the soaked bran until well blended. Add the flour mixture and stir until no streaks of flour remain. Divide the batter evenly among the muffin cups, which will end up almost full.
5. Bake until domed and a cake tester or toothpick comes out clean but moist, 20 to 25 minutes.
6. While the muffins bake, squeeze 1/2 cup/113 grams juice from the reserved oranges into a small saucepan. Add the remaining 1/4 cup/74 grams honey and bring to a simmer over medium, stirring occasionally. Simmer until thickened to a syrup, 3 to 5 minutes.
7. Let muffins cool in the pan for 5 minutes, then poke about 8 holes in each muffin from top to bottom using the cake tester or toothpick. Gradually brush all of the honey glaze over the tops, letting each addition soak in before brushing on more.
8. Transfer to a wire rack to cool and serve warm or at room temperature. The muffins keep for up to 4 days at room temperature in an airtight container or for up to 2 months in the freezer.
Tip
Any variety of date tastes great here, and it’s best to start with whole ones and chop them yourself. Store-bought chopped dates work, but disappear into the batter after baking. You also can mix in raisins or dried cranberries or a combination instead.

Dicha subasta se llevará a cabo para con su producto satisfacer al Demandante total o parcialmente según sea el caso el importe de la Sentencia que ha obtenido contra la parte demandada ascendente a la suma de $75,525.64 por concepto de principal, desde el 1ro de marzo de 2025, más intereses al tipo pactado de 3.75% anual que continúan acumulándose hasta el pago total de la obligación. Además Las Sucesiones de Tanid Martínez Rivera y Yemina Rivera Arroyo adeuda a la parte demandante los cargos por demora equivalentes a 4.00% de la suma de aquellos pagos con atrasos en exceso de 15 días calendarios de la fecha de vencimiento; los créditos accesorios y adelantos hechos en virtud de la escritura de hipoteca; y las costas, gastos y honorarios de abogado equivalentes a $9,090.00. Que los autos y todos los documentos correspondientes al Procedimiento incoado estarán de manifiesto en la SECRETARIA DEL TRIBUNAL DE PRIMERA INSTANCIA TRIBUNAL DE PRIMERA INSTANCIA, SALA SUPERIOR DE SALINAS durante las horas laborables. Why some MLB teams are willing to offer long-term deals to unproven top prospects

If pro baseball is broken, perhaps someone can explain how the team in MLB’s smallest television market is about to guarantee $50.75 million to a former sixth-round pick who has yet to play in the majors and last season had only a .691 on-base plus slugging percentage in Double-A.
Actually, the explanation is simple.
The Milwaukee Brewers believe they will get more than their money’s worth out of shortstop Cooper Pratt, with whom they completed an eight-year contract last Friday, which includes two club options.
Teams award extensions only to players they project will outperform the contracts, producing surplus value. Team owners crave cost certainty, especially near the end of a collective bargaining agreement. And the expiration of the current deal on Dec. 1 provides even more incentive for MLB franchises to lock up young talent.
Among many possibilities, the team owners might try to tempt the players into accepting a salary cap by offering free agency earlier than the current six-year mark. The Seattle Mariners, in the eight-year, $95 million deal they awarded infielder Colt Emerson last week, bought out a minimum of two free-agent years, and as many as three, if they exercise a club option. The additional control will be even more valuable if players in the next agreement can hit the open market sooner.
Even if the collective bargaining agreement remains unchanged, the Mariners will come out ahead if Emerson’s extension proves a bargain, as these deals often do. For every Scott Kingery or Evan White who underperforms his contract — those two players signed six-year, $24 million extensions with three club options in the late 2010s — there are numerous others whose below-market deals saved their teams many millions.
Thus, more extensions are likely in the coming days and months, particularly with so many rookies making significant impacts in the new season.
The Pittsburgh Pirates have been negotiating with shortstop Konnor Griffin, who is currently at Triple-A. St. Louis Cardinals shortstop J.J. Wetherholt, Cincinnati Reds first baseman Sal Stewart, Detroit Tigers shortstop Kevin McGonigle and Cleveland Guardians outfielder Chase DeLauter are among the other logical candidates for long-term deals.
The Kansas City Royals’ Bobby Witt Jr., the Mariners’ Julio Rodríguez and the Arizona Diamondbacks’ Corbin Carroll are among the other players from revenue-sharing recipients to agree to long-term extensions. And while Tigers left-hander Tarik Skubal could land a record contract for a pitcher next offseason, no free-agent position player is likely to approach Juan Soto’s 15-year, $765 million deal on the open market any time soon.
For young players, the chance to secure life-changing money often outweighs the upside of going year to year in arbitration and hitting free agency at a younger age. Carroll, who in March 2023 signed an eight-year, $111 million extension with a club option, recalls advice he received from Evan Longoria, who 15 years earlier had signed an extension six days into his career.

Longoria told Carroll he could now “play free.”
“I don’t regret that decision for a day,” said Carroll, who had only 40 days of service when he agreed to his contract. “This is a hard game for young players, a lot of ups and downs. Just the stability that has provided for me has made those waters easier to navigate.”
Pratt’s agent, Scott Boras, generally prefers clients to establish their values in free agency. He rarely advises players to accept deals with multiple club options. But Pratt agreed to the fifth-largest contract in Brewers history, and more than twice what Kingery and White received in their predebut deals. Not too shabby, considering he has yet to prove he can hit even minor league pitching.
So what were the Brewers thinking?
Again, it’s simple. The Brewers, the three-time defending National League Central champions, are not about to match the spending of the division rival Chicago Cubs, who in the past three months have signed third baseman Alex Bregman, center fielder Pete Crow-Armstrong and second baseman Nico Hoerner for a combined $431 million. The Brewers prefer to make smaller bets. The eight-year, $82 million contract they awarded outfielder Jackson Chourio before his debut was one. The Pratt deal is another.
Pratt, who turns 22 in August, has played only three games at Triple-A. Some club officials, however, compare his defense at shortstop to that of their former All-Star at the position, J.J. Hardy. Citing Pratt’s speed, athleticism and aptitude, they figure his offense will come. And even if Pratt proves only a defense-first type, his floor could be $50.75 million. In that sense, he is similar to Crow-Armstrong, an elite defender and developing hitter whose new Cubs deal is worth $115 million.
This isn’t the Brewers’ first commitment to Pratt. They signed him for $1.35 million, more than $1 million above slot, after making him the 182nd overall pick in 2023. The new contract demonstrates even greater faith in him, particu-
larly at a time when another Brewers minor league shortstop, Jesús Made, 18, is one of the game’s top prospects. Made eventually could end up at second base, third or left field.
Seattle’s Emerson, drafted as the No. 22 pick in 2023, is guaranteed $95 million, only $4.4 million less than the new money the Mariners awarded catcher Cal Raleigh last March, when he was three years from free agency and not yet a 60-homer man. Again, hardly the sign of a sport that is broken.
The best part for the Mariners is that Emerson, according to MLB.com, will earn an average of $15 million per season in the final five years of the deal. If teams continue to sign free agents to shorter contracts with high average annual values — see Kyle Tucker for four years at $60 million per season and Bo Bichette at three years at $42 million per — Emerson’s contract might look better and better.
The Mariners and Brewers are open to cutting similar deals with other prospects, according to sources briefed on their strategies. Some of those players will resist, and perhaps they will regret their decisions if their careers go awry. Others will accept, willing to sacrifice tens of potential millions for long-term security. If the next labor agreement includes a salary floor as well as a cap, such extensions are likely to become even more common.
Clubs do not offer such deals haphazardly. In trying to buy low, they know exactly what they are doing.
