UPR President: Mayagüez Campus Strike Could Jeopardize Pell Grants

The Caguas Emergency Management
Region on Tuesday announced the delivery of new specialized equipment acquired through the Homeland Security Grant Program, as part of ongoing efforts to bolster the preparedness and operational capacity of municipalities in the face of emergency situations. The delivery was presented by Caguas Mayor William Miranda Torres and island Public Safety Secretary Arthur Garffer.
The total investment amounts to $224,970, allocated for the delivery of six command and support trailers to the municipalities of Barranquitas, Caguas, Cidra, Comerío and Corozal, as well as to the Municipal Emergency Management Office of Orocovis.

Public Safety Secretary Artur Garffer, fourth from the left, noted that the new command trailers to be deployed in six Caguas region towns “strengthen our operational capacity and enable us to coordinate with greater agility and precision for the benefit of our communities.”
The acquisitions are part of a broader investment made over the past two years, with federal funds received through the Homeland Security Grant Program totaling $230,055 and $465,072 in 2023 and 2024.
The mayor emphasized the importance of the delivery for regional security, noting that preparedness is the best tool in the face of any emergency.
“The delivery of this equipment represents a firm step toward strengthening our municipal and regional capabilities,” Miranda Torres said. “We will continue to manage and acquire the necessary resources to ensure that our
emergency management offices are equipped with the proper tools to protect our people.”
Garffer noted that the new command trailers “strengthen our operational capacity and enable us to coordinate with greater agility and precision for the benefit of our communities.”
“Through the DSP’s Office of Public Safety Affairs, we will continue to allocate funds to bolster the operational capabilities of our first responders -- both state and municipal -- to ensure a more agile, coordinated, and effective response to any emergency,” the public safety chief added.

Cataño Mayor Julio Alicea Vasallo announced on Tuesday the start of construction on the port promenade (paseo del puerto).
“This project ... is part of a strategy aimed at organizing, connecting, and enhancing our spaces, creating the conditions for economic growth, the strengthening of local commerce, and the attraction of visitors,” the mayor stated in written remarks.
Alicea Vasallo noted that the undertaking represents a total investment of $389,835.55, of which $203,116.91 comes from federal Community Development Block Grant funds allocated by the island Housing Department, while $186,718.64 consists of municipal funds.
The project is being developed on land acquired under the administration of former Mayor Edwin Rivera Sierra -land originally intended to connect the waterfront (frente marítimo) with the ferry terminal and the multi-story parking garage. The mayor said the current intervention expands upon that concept, incorporating new spaces and uses designed to enhance the experience for both residents and visitors.
He said the work currently underway includes the construction of a new access road, a pedestrian walkway, recreational areas for children, improvements to existing structures (such as the gazebo), new lighting, and an expansion of the site through the integration of an adjacent lot. According to the project timeline, construction is expected to be completed within 10 months. Alicea Vasallo also noted that all required permits have already been secured.

Students at the University of Puerto Rico (UPR) in Carolina have been convened for a student assembly today to discuss the situation stemming from an ongoing student strike, but it was unclear whether there would be a call for the campus to join the stoppage.
Student leaders have said the protest is driven by demands that UPR President Zayira Jordán Conde resign, criticism of recent administrative decisions -- including the removal and appointment of campus chancellors -- and broader concerns about governance, transparency and long-term funding for the public university system. The Río Piedras and Mayagüez campuses have decreed stoppages.
Jordán Conde warned Tuesday that students at the Mayagüez Campus could lose access to Pell Grants if the ongoing strike continues and the university is required to notify the U.S. Department of Education of an extended disruption of academic activities.
In a radio interview with NotiUno, Jordán Conde said the Mayagüez campus remains without classes and “with no resolution in sight,” prompting university officials to consider reporting a prolonged work stoppage -- an action that could affect Title IV funding, including Pell Grants.
“As a result of all this, it’s now up to us -- it’s up to the chancellor -- to write to the [federal] Department of Education, notifying them that we have an extended work stoppage and that Title IV funding, which is essentially the Pell Grant, could be affected,” Jordán Conde said.
She called the situation “an extremely
serious matter.”
She urged students and other members of the university community who are blocking access and halting operations at campuses in Mayagüez and Río Piedras to end the strike “immediately” to avoid harming students who plan to study over the summer.
Jordán Conde said other campuses could also face consequences, noting that the definition of an “extended” period without classes is not clear in the regulations.
“If we are not offering classes for an extended period, then we must notify the Department of Education,” she said, adding that the federal agency ultimately decides how grant payments are handled.
She said the interim chancellor of the Mayagüez Campus, Miguel Muñoz, is responsible for reporting the situation to federal officials. Jordán Conde also said she does not plan to resign.

On Monday, more than 600 students at the Mayagüez Campus gathered at Isidoro García Stadium for the fifth Extraordinary General Student Assembly convened by the General Student Council, but the meeting failed to reach the 1,072-student quorum required for a deliberative session after more than two hours of waiting.

The Popular Democratic Party (PDP) minority leader in the island House of Representatives, Héctor Ferrer Santiago, announced on Tuesday that he has requested public hearings regarding House Bill 1115, which was returned to the Committee on Labor and Labor Affairs.
“This matter directly impacts the wallets and quality of life of thousands of working families,” Ferrer Santiago said in a written statement. “It cannot be addressed behind the people’s backs or in a hasty manner. It is indispensable to hear from all sectors and evaluate the complete information before making decisions.”

with Rep. Domingo Torres García, the PDP alternate minority leader, to the committee chairman, Rep. Roberto López Román, calling for a broad and participatory legislative process.
He maintained that the hearings must allow for the participation of workers, union leaders and members of the Minimum Wage Evaluation Commission before the House makes a determination regarding the measure.
Torres García noted that during the previous process, requests for information went unanswered; therefore, in his view, it is appropriate to utilize the available time to demand that data and ensure a responsible discussion.
“It is important that commitments be honored and that a fair, orderly, and participatory process be carried out,” Torres García said. “Puerto Rico deserves transparency and respect.”

Senate President Thomas Rivera Schatz
stated on Tuesday that he is reviewing the Department of Justice’s report on an investigation involving the Family Secretary Suzanne Roig Fuertes.
The Senate president said he had requested the report from the Department of Justice and that, following initial resistance, Justice Secretary Lourdes Gómez Torres sent it to the Senate.
“I immediately handed it over to my colleagues -- and by ‘colleagues,’ I mean all the senators -- because this was a formal request made on behalf of the Senate of Puerto Rico,”
“If you have a file containing sworn statements, documentary evidence, testimony, and information that -- according to the prosecutor -- exonerates the family secretary, why not turn it over?” Rivera Schatz asked during a press conference.
Rivera Schatz said.
He noted that all senators, across all delegations, have the right to examine the document, and that the Senate will verify its contents.
The Senate president noted that the case originated in 2021, when then-Health Secretary Carlos Mellado López identified a potentially irregular situation.
“Before referring the matter, an attorney named Verdiale -- Miguel Verdiale -- conducted a thoroughly documented investigation,
complete with sworn statements and all the trimmings,” he pointed out.
Rivera Schatz said the case file was forwarded to the Department of Justice, and that in October 2025, a prosecutor determined that no crime had been committed.
“That is the opinion of that specific prosecutor -- of that individual, that representative of the Department of Justice -- regarding what they observed in that file,” he noted. “They could be right, or they could be wrong.”

Treasury Secretary Ángel Pantoja Rodríguez announced on Tuesday that he will provide the island Senate with the requested tax information regarding former Secretary of justice Antonio Sagardía de Jesús, following the receipt of express authorization from the taxpayer.
“As Secretary of the Treasury, ensuring the confidentiality of the information that taxpayers submit to the Department of the Treasury is a responsibility I have undertaken with the utmost seriousness and rigor,” Pantoja Rodríguez said in a written statement.
The treasury chief noted that in the exercise of his duties he is bound to uphold the minimum guarantees required by the Taxpayer Bill of Rights and to maintain a balance between the functions of the Treasury Department and the powers of

the Legislative Assembly.
“In this instance -- precisely as required by law -- the taxpayer has provided written notification of their express authorization for the disclosure of the requested tax information,” he stated.
Pantoja Rodríguez said that pursuant to that authorization, the Treasury Department would proceed later on Tuesday to release the requested information.
La Fortaleza Public Affairs Secretary Jean Peña Payano had previously stated that the Justice Department was reviewing the process, given that it is the agency handling the case on behalf of the Treasury Department.
Peña Payano noted that the Senate had issued a request with a 24-hour deadline, but added that a 15-day period exists for filing a motion for reconsideration with the Puerto Rico Supreme Court.

Solo Por Hoy Inc., one of Puerto Rico’s leading organizations serving people experiencing homelessness, is urging lawmakers to overhaul the island’s institutional framework for addressing homelessness, arguing that the current structure has weakened coordination, distorted public policy and sidelined community expertise.
In a detailed explanatory memorandum submitted to Senate Housing and Social Welfare Committee Chair Jamie Barlucea Rodríguez, the nonprofit called the investigation ordered under Senate Resolution 383 a “critical opportunity” to reassess whether Puerto Rico’s public policy on homelessness is aligned with the agencies best equipped to address it.
At the center of the group’s concerns is the Multisectoral Council in Support of the Homeless Population, created under Law 130 of 2007 to coordinate the government’s response and set integrated public policy. The council was originally housed under the Family Department, but in December 2016 lawmakers transferred it to the Mental Health and Anti-Addic-
tion Services Administration (ASSMCA by its initials in Spanish) without public hearings or input from the sectors represented on the Council.
Solo Por Hoy argues that the move -- initially justified by federal Substance Abuse and Mental Health Services Administration funding tied to mental health and substance use services -- narrowed the council’s mission and reduced community participation. The funding did not continue beyond the first year, the group noted, and was never intended to redefine the island’s homelessness policy structure.
“Homelessness is not a problem that can be reduced to mental health or addiction,” the organization wrote, emphasizing that many unhoused individuals do not present those conditions. They argue that the issue is fundamentally tied to structural determinants such as access to housing, employment, income stability and essential services.
The nonprofit also criticized what it described as ASSMCA’s “overreach,” saying the agency has treated the council as a direct service provider rather than a public-policy body. According to the memo, the council has even drafted funding
proposals without proper deliberation, diverting attention from its statutory role and undermining its multisectoral nature.
The group contends that the legal mandates of ASSMCA and the Housing Department make the current arrangement untenable. While ASSMCA is legally tasked with mental health and addiction services, the Housing Department is the agency responsible for designing and implementing public policy related to access to adequate housing.
Solo Por Hoy recommends restoring the council’s autonomy, ensuring that agency delegates have real decision-making authority, and reinstating full community representation, including the nine seats assigned to Continuums of Care. It also calls for clearer delineation between the council’s policymaking role and the Continuums of Care’s responsibility for federally aligned strategic planning.
Ultimately, the organization urges lawmakers to remove the Council from ASSMCA and place it under the Housing Department, asserting that doing so would better align Puerto Rico’s homelessness policy with the crisis’ structural nature and strengthen interagency coordination.

The Puerto Rico Broadband Program (PRBP) has issued a request for proposals seeking suppliers to modernize the island’s telecommunications infrastructure in an effort officials say will strengthen the communications systems used by public safety agencies.
The PRBP said the initiative is aimed at improving the resilience, reliability and coverage of critical networks used by emergency management, law enforcement and other security agencies, particularly during hurricanes and other disasters.
Program materials describe the project as a push to ensure first responders have access to robust, high-speed and secure service, including improved continuity of operations when commercial networks are strained or disrupted.
Puerto Rico’s telecommunications systems have faced persistent challenges in recent years, including service interruptions and fragile network segments that can be damaged by extreme weather, difficult terrain and gaps in coverage outside major population centers. Industry analysts and local officials have also pointed to the need for more redundancy, hardened facilities and backup power to keep communications online
when the electrical grid and fuel supply chain are under stress.
The PRBP is inviting technology providers, infrastructure companies and telecom operators to propose solutions to improve network performance, expand coverage and support public safety operations with modern tools and services.
The request for proposals was published April 24, and submissions are due May 29.
The solicitation comes as Puerto Rico continues to pursue broadband expansion and other digital infrastructure upgrades, supported in part by federal funding streams intended to close connectivity gaps and bolster disaster preparedness.

When King Charles III and Queen Camilla of Britain arrived at the White House for a state visit on Monday afternoon, President Donald Trump pointed to a large hole where the East Wing used to be before taking his guests inside for tea and a private audience with the White House beehive.
Presidents use state visits as an occasion to showcase the best of American culture — and, in this case, perhaps, subtly highlight the resilience of a people who, 250 years ago, rose up and wrested themselves from a king’s control.
The shooting over the weekend at the White House correspondents’ dinner has featured the darker side of the United States at a time when Trump is supposed to be showcasing America’s 250th birthday for the British royalty. For a moment over the weekend, it was unclear if King Charles would travel to Washington at all, before he reassessed and ultimately committed to his plans for a four-day visit to Washington, New York and Virginia.
Threats of violence against public figures in the United States have accelerated so much that administration officials have moved to live in military installations out of fear for their safety. The visit has also highlighted the nature of a president who has opted, time and time again, to show aggression rather than diplomacy when on the world stage.
Shortly before the arrival of the king and queen, Karoline Leavitt, the White House press secretary, took the podium inside the briefing room to admonish Trump’s enemies for creating “left-wing cult of hatred against the president,” as she fielded questions and assigned blame for the conditions that caused a gunman to rush toward a ballroom where Trump was scheduled to address members of the Washington news media Saturday night.
She also addressed the rampant skepticism and conspiracy theories questioning the events that led to them: “Hopefully people will believe the truth rather than the lies,” she said.
And Trump, who appeared relatively unfazed after the shooting Saturday evening, spent Monday returning to form, taking to the presidential Truth Social account to attack a latenight television host and share pictures of his latest construction project, which entails cleaning large amounts of goose excrement out of the reflecting pool in front of the Lincoln Memorial. This all complicates the unofficial diplomatic mission that

lies ahead for King Charles, who will try to soothe ruffled feathers in a relationship between Trump and Prime Minister Keir Starmer that has gone south rapidly over the past several months.
Early in Trump’s second term, Starmer tried heaping praise on the president, even once bending down to pick up papers the president dropped on the ground. But more recently, the prime minister’s decision not to join the U.S.-Israel war in Iran has darkened Trump’s mood. The president has called Starmer a coward for not entering the fight and has belittled the British navy.
More recently, a memo drafted at the Pentagon suggested that the Trump administration could stop supporting British sovereignty over the Falkland Islands.
The conflict has also strained the so-called “special relationship” between the two countries. Officially, the king is above all of that, and few people on either side of the Atlantic expect the monarch to engage in a war of words with Trump. But privately, many British officials hope that this week’s visit could help charm the president into softening his tone.
While they are in the United States, the royal couple will be under protection by the Secret Service, at a moment when there are new questions about the agency’s ability and capacity
to protect public figures in an age of rising threats.
“In some ways I am surprised that the Secret Service would say, ‘Yes, come ahead, King Charles, it’ll be fine,’ and it’s a little bit surprising that he wanted to come,” said Barbara Perry, a presidential historian at the University of Virginia’s Miller Center. “On the other hand, this will be a way for him to prove that we have this bond and at that, despite what happened on Saturday night, he is willing to come and possibly risk his life.”
The king and queen hosted Trump for a state visit last September, treating the president to a royal banquet and an overnight stay in Windsor Castle. Trump, a former hotelier, is looking to return the lavish favor.
White House officials were initially planning for the king and queen to stay in the White House residence, according to two officials familiar with the planning, where King Charles’ mother and father, Queen Elizabeth II and Prince Philip, once stayed during a visit in 1957. In the end, the royals have opted to stay across the street at Blair House, which is larger and reserved for visiting dignitaries.
The schedule released by the White House before the visit illustrated how sequestered the Trumps have become amid heightened fears about their safety. For past state visits, Trump has traveled the country — or at least left the White House — with his guests. In 2018, the Trumps took a tour of Mount Vernon with President Emmanuel Macron of France and his wife, Brigitte Macron, and Melania Trump took Macron to view art at the National Portrait Gallery. In 2019, Donald Trump visited a factory in Ohio with Scott Morrison, the former Australian prime minister.
This week, the Trumps are not leaving the complex, which Mr. Trump has altered by tearing down the East Wing, festooning the Oval Office with gold and paving over the Rose Garden. Outside of the royal couple’s quarters at Blair House, the bricks in Lafayette Park have been torn out — too easy for protesters to pick them up to throw, the president has said. The fountains in the park have been turned on.
Rather than leaving the White House, the Trumps have opted instead to host “thousands of guests on the South Lawn,” a group that includes members of Trump’s Cabinet. Melania Trump will host Queen Camilla and American students at the White House Tennis Pavilion, where the group will use “A.I.-enabled glasses to learn about American history,” according to a release from the White House.

Gov. Ron DeSantis of Florida proposed a redraw of the state’s congressional districts earlier this week that could give Republicans as many as four new seats, an aggressive gambit that could also endanger some of the party’s incumbents should a blue wave emerge in the November midterms.
The map, which is likely to face legal hurdles, appears to eliminate two Democraticheld districts in South Florida, a third in the Tampa area and a fourth in the Orlando area. That would leave Democrats with perhaps only four of the state’s 28 congressional seats. There are currently seven Florida Democrats in Congress; an eighth, former Rep. Sheila Cherfilus-McCormick, resigned last week after
being charged with embezzlement. Florida, which does not hold primary elections until August, is the last state aiming to redraw congressional maps ahead of the midterms. A Supreme Court decision expected soon on a key provision of the Voting Rights Act could provide opportunities for other states to do so, but with many holding primaries in the next month or two, time is running out.
DeSantis’ map was first reported by Fox News, which received it before the state Legislature did on Monday morning. Lawmakers are scheduled to meet in a special redistricting session starting Tuesday.

as some members of the Florida congressional delegation, who will have to introduce themselves to new voters between now and the midterms. State lawmakers are not expected to propose any maps of their own, but rather to vote on DeSantis’ redraw as early as Wednesday. It is almost certain to pass, given the Republican supermajorities in the state House and Senate.
DeSantis’ map appears to eliminate the lone Democratic district near Tampa, currently held by Rep. Kathy Castor, a House member for almost two decades.
It also packs Democratic voters in Orlando into a single district, appearing to eliminate the seat held by Rep. Darren Soto, who took office in 2017. The Orlando district that would remain intact under the proposal is held by Rep. Maxwell Alejandro Frost.
The proposal also appears to eliminate the South Florida districts held by Reps. Jared Moskowitz, who is in his second term, and Debbie Wasserman Schultz, who is in her 11th.
“This clear effort to steal more seats for Republicans shows his total contempt for Florida voters, who voted 2-to-1 in favor of a ban on partisan gerrymandering in our Constitution,” Wasserman Schultz said in a statement, referring to DeSantis. “This nakedly partisan scheme breaks state law.”
Should the map pass, it could give Republicans nationwide a handful of new seats heading into the midterms. That would hardly be the multiseat advantage that President Donald Trump and national Republicans envisioned when they kicked off the national redistricting battle in Texas in the summer.
But should the fight for the U.S. House come down to a few districts, any seat that flips from Democrat to Republican could prove critical. Republicans control the chamber by just a handful of seats.
In 2010, voters in Florida passed the Fair Districts amendments, which effectively ban partisan gerrymandering in the state. DeSantis told Fox News that his proposed map — colored red and blue to indicate the expected political leanings of new districts — “more fairly represents the makeup of Florida today.”
In a letter to legislative leaders Monday,
David Axelman, the governor’s general counsel, reiterated DeSantis’ position that Florida should have received at least one additional congressional seat after the 2020 census.
Axelman also said that the state’s existing map had been “distorted by considerations of race.” In the Voting Rights Act case before the Supreme Court, the court’s conservative majority has signaled that it might prohibit using race as a factor in drawing election districts. Axelman suggested that the voter-imposed ban on partisan gerrymandering would not survive the Supreme Court’s expected decision.
Rep. Hakeem Jeffries, D-N.Y., the minority leader, said last week that if Florida Republicans redrew the state’s congressional map, it would “only create more prime pickup opportunities for Democrats.”
“We will aggressively target for defeat Mario Diaz-Balart, Maria Elvira Salazar, Carlos Giménez, Kat Cammack, Anna Paulina Luna, Laurel Lee, Cory Mills and Brian Mast,” he said, referring to Republican House members throughout Florida.
In a new statement Monday, Jeffries said, “See you in court.”
Though the new maps would not go before voters, recent polling in Florida showed a majority of likely voters in the state were opposed to drawing new maps before the midterms. A poll from Emerson College this month found that Florida voters, by a slim margin, said it was a “bad idea” to redraw maps in the middle of the decade.
Some Republicans in the state have expressed reluctance to draw new maps this year. Such worries grew after special elections this year in which Democrats flipped a state House district that includes Trump’s Mar-a-Lago estate in Palm Beach and a state Senate district near Tampa.

The right, naturally, sees Allen as part of a pattern, lumping him in with figures like Thomas Matthew Crooks, who fired on Donald Trump in 2024, grazing his ear; Ryan Wesley Routh, who carried a semiautomatic rifle to one of Trump’s golf courses a few months later; or Tyler Robinson, charged in the killing of Charlie Kirk last year. But all those men had weird or heterogenous politics. Crooks was a nihilistic Republican misfit. Routh had a history of violence and a delusional fixation on Ukraine, where he reportedly tried to join the war effort. Robinson seems to have cooked his brain in online fetish subcultures.
But Allen, who on Monday was charged with attempting to assassinate the president, seemed to be a man with remarkably ordinary political opinions. Social media posts that appear to come from him suggest that he despised U.S. Immigration and Customs Enforcement, cared a lot about Ukraine, and, like the majority of Americans, wanted to see Trump impeached. Far from a radical leftist, he reposted criticisms of pro-Palestinian protesters and left-wing streamer Hasan Piker. He wasn’t exactly a standard Democrat — he was registered to no political party, and at least at one point was an evangelical Christian — but from what we know so

far, before he showed up at the Washington Hilton, he had fairly mainstream beliefs.
This makes Allen’s apparent attempt at political martyrdom particularly convenient for conservatives who want to stigmatize Democratic denunciations of the president. National Review blamed “the feverish opposition to Trump” for allowing “sundry fanatics and losers to resort to political violence.” The Wall Street Journal’s editorial board tied Saturday’s attack to a political culture in which Trump’s opponents have lost “all judgment and proportion.” Some nonpartisan journalists have parroted this framing. On CNN, Dana Bash asked Rep. Jamie Raskin, D-Md., whether he’s thinking twice about “heated rhetoric” against the president, such as calling him “terrible for this country.”
I can’t really blame Republicans for exploiting the attack; Allen has provided them with an irresistible rhetorical cudgel. The problem, of course, is that Trump is indeed terrible for this country. The fact that people have tried to kill him can’t be a reason to eschew frankness about his depravity. Rather, it’s a reason to reiterate that even depravity doesn’t justify political violence, which is morally abhorrent, socially corrosive and counterproductive.

It’s true that the manifesto attributed to Allen contains exaggerated accusations. “I am no longer willing to permit a pedophile, rapist and traitor to coat my hands with his crimes,” the manifesto declares. There is no convincing evidence that Trump has ever abused children; all the women who’ve credibly accused him of sexual assault have been adults. Calling Trump a “pedophile” has become a too-common way to describe the president’s intimate relationship with Jeffrey Epstein and coverup of the Epstein files. The manifesto is a reminder that all of us should be more precise in our language. To describe Trump accurately, however, will always sound to some like incitement.

Still, we can recognize that people start such rumors because they correctly intuit that violence often discredits the causes that inspire it. The leftwing terrorism rampant in the 1970s helped usher in Ronald Reagan, not socialist revolution. The 1995 Oklahoma City bombing ended up being a boon to Bill Clinton’s political fortunes. By attempting to kill Trump in 2024, Crooks helped to elect him. Violence isn’t just ethically reprehensible; it’s strategically stupid.

There’s a fierce argument in America about whether the right or the left is more violent. Until very recently, there was no contest: The right was. (A 2024 study using National Institute of Justice data found that in the United States since 1990, “far-right extremists have committed far more ideologically motivated homicides than far-left or radical Islamist extremists.”) In recent years, however, there’s been an uptick in left-wing terrorist attacks and plots.
A report on this phenomenon from the Center for Strategic and International Studies suggests that there’s a ratchet at work. It noted that both Republicans and Democrats overestimate their foes’ approval of violence, and said, “Widespread polarization and misperceptions that the other side is far more violent than it actually is creates a dangerous environment where extremists can more easily rationalize using violence.” Each act of political violence further frays our threadbare social fabric, laying the foundation for authoritarianism.

Ocasio Ibarra indicó que Rivera Hernández fue arrestado en una residencia del residencial público Luis del Carmen, en Gurabo, por integrantes del Grupo de Trabajo de Ofensores Violentos de Puerto Rico del Servicio de Alguaciles de Estados Unidos.
El funcionario detalló que el operativo contó con la colaboración de la Oficina de Probatoria de Estados Unidos y la Poli-
cía de Puerto Rico. También participaron dos unidades caninas de la Policía entrenadas en detección de narcóticos y armas.
Durante la intervención, las autoridades ocuparon una pistola modificada con capacidad de fuego automático, cargadores de pistola, municiones y múltiples bolsas con una sustancia blanca en polvo.
Ocasio Ibarra indicó que Rivera Hernández también es considerado persona de interés en múltiples investigaciones de asesinatos en curso en el área de Gurabo por parte de la Policía de Puerto Rico.

Tanto el hombre fallecido en el lugar como la mujer, quien no ha sido identificada, fueron transportados a un hospital, donde ella recibe atención médica en condición delicada.

The iconic Casals Festival, now heading into its fifth decade, will offer an exciting program honoring the legendary Catalan cellist, composer and conductor Pablo Casals.
The classic work “Las troyanas” (The Trojan Women) directed by Vicente Castro, will highlight a wealth of unique musical presentations across the island.
Named after the world’s most recognized cello virtuoso and educator, whose mother was Puerto Rican, the festival will feature the Puerto Rico Symphony Orchestra (PRSO) along with actors, dancers, instrumental and vocal soloists and ensembles from across the globe.
This year’s event, in conjunction with the local Spanish Consulate, will also offer several free concerts by a Spanish clarinet virtuoso.

The Spanish cellist behind it Casals, who was born in the Catalonian region of northern Spain to Pilar Defilló from Mayagüez, spent his last 20 years in San Juan married to his young island student Marta Martínez, dedicating those last years to the development of music education and performance.
The festival, still honoring the greatest European geniuses of the past several centuries, has expanded its scope to include a broad contemporary representation from Africa and the Americas.
The event, now celebrating 40 years of continuous music making, will open Saturday, May 23, with a concert by the PRSO featuring two acclaimed Mexican guests serving up two iconic “Fifths” -- the “Fifth Piano Concerto,” known as “The Emperor,” by Ludwig von Beethoven, and the “Fifth Symphony” by Russian 20th-century composer Dmitri Shostakovich. Charismatic conductor Carlos Miguel Prieto, former director of the National Symphony Orchestra of Mexico and the Orchestra of the Americas, will take over the podium. Mexican pianist Jorge Federico Osorio will handle the keyboard gymnastics.
The festival will close on June 6 with an absolute premiere of Roberto Sierra’s “Requiem Isleño,” especially commissioned for this year’s event.

The piece, to be unveiled by the PRSO, will be conducted by Maximiano Valdés, with the Coral Lirica prepared by Jo-Anne Herrero. Soloists are soprano Jessica Rivera and baritone Ricardo José Rivera.
Also on the final program is “Symphony 104” by Joseph Haydn.
The second concert will be the obligatory cello homage to Casals, this time with equal time for the piano. Casals, who died in 1973 at age 96, was an important influence on the island’s musical texture, which continues maturing to this day.
Originally buried on the island, the Catalonian patriot’s remains were transferred to his native Vendrell after Spanish dictator Francisco Franco ceased to be a threat to Spain’s freedom.
The annual de rigueur cello concert honoring Casals’ legacy will be served up this year by German-Swiss virtuoso cellist Emanuel Graf and Swiss-Canadian pianist Teo Gheorghiu.
Graf, who will perform on his 1690 Stradivarius instrument, has been principal cellist of the Bavarian State Orchestra since 2015.
The Swiss-born (1992) Gheorghiu, a recognized child prodigy since age 12, will interpret Frederic Chopin’s “Polonaise Brilliante.”
The two musicians will play the famous variations on the love duet between Pamina and Papageno from Amadeus Mozart’s opera “The Magic Flute,” among the sonatas and variations of compositions recorded by Casals in a supremely successful action to popularize them.
The duo will also interpret the “Sonata for Piano and Cello” by German composer Richard Strauss.
Also on the program are the famous folk works by Robert Schumann, recorded by Casals in 1952 with North American pianist Leopold Mannes, founder of the conservatory which bears his name.
Greek theater updated
A cantata, “Las troyanas” will present a contemporary version of the ancient Greek tragedy by Euripides about women’s resistance after the Trojan War. The piece is to be staged with premier actors by Vicente Castro.
In a departure from conventional theatre, Jorge Luis Ramos will interpret the female role of Hecuba, former queen of Troy, and Jacqueline Duprey will enact the role of Helen of Troy. Other roles are played by Braulio Castillo, Ana Isabelle, Daniella Paredes and Willie Denton.
The music director is Alberto Rodríguez Ortiz, who arranged and directed the score, combining elements of opera, rock and flamenco.
The Borikén (String) Quartet will provide the music with soprano Natalia González Santaliz.
Both performances will be at 8:30 p.m.
All festival presentations will be held in the Pablo Casals Symphony Hall at Luis A. Ferré Performing Arts Center, unless another venue is specified. Concert times vary but are at 7 p.m. unless otherwise noted. Boston repays the visit
The Boston City Chamber Players are next on the schedule. With the entire PRSO having made a historic visit to the bustling capital of Massachusetts in November 2025, a little reciprocity seems in order. On Sunday, May 31, at 4 p.m., The Boston Symphony Chamber Players will present a varied program of works by North American contemporary composer Samuel Barber, Czech composer Antonin Dvorak and Kennedy Center composer-in-residence Carlos Simon, who specializes in African-American roots and the great migration. He also occupies the inaugural composer chair at the Boston Symphony. Tuesday, June 2 will bring the festival debut of Cuarteto Borikén and a change of venue. The string quartet, made up of PRSO members, concert master Omar Velázquez, cellist Solimar Soto, second violin Fermín Segarra and viola player Edgardo Rosaly, will present works by Dvorak, Maurice Ravel and Puerto Rican composer Raymond Torres Santos. The concert will take place on Tuesday, June 2, at 7 p.m. in the Bertita and Guillermo Martínez Theater of the Puerto Rico Conservatory of Music, at 951 Ponce de León Avenue, Stop 15, Miramar.

U.S. stocks closed lower on Tuesday, backing away from record closing highs as renewed concerns over the artificial intelligence boom weighed on technology stocks days before five of the sector’s most high-profile companies were due to post quarterly results.
Semiconductor shares, which have surged over 40% so far this year, weighed particularly heavily on the Nasdaq, which suffered its biggest daily percentage loss in a month.
OpenAI missed internal targets for weekly users and revenue, raising concerns over the AI heavyweight’s ability to support its massive spending on data centers, according to a report from the Wall Street Journal.
Shares of Oracle, whose reliance on OpenAI for its cloud computing ambitions has been under scrutiny, fell 4.1%.
Chip stocks also dropped, with Nvidia, AMD and Broadcom down between 1.6% and 4.4%. Nvidia-backed CoreWeave slid 5.8%.
“(OpenAI) is giving investors more food for thought, whether the growth is slowing and what that means for capex spending,” said Chuck Carlson, chief executive officer at Horizon Investment Services in Hammond, Indiana. “You’ve got major hyperscalers coming out with results tomorrow, which probably gives investors even more reason to take a few chips off the table.”
First-quarter earnings season shifts into overdrive this week, with five of the companies in the Magnificent Seven group of AIrelated megacap firms expected to post results. On Wednesday, Alphabet, Amazon, Meta Platforms and Microsoft are slated to report, with Apple on deck for Thursday.
The companies expected to report this week account for about 44% of the S&P 500’s total market capitalization, according to Raymond James.
General Motors advanced 1.3% after the automaker beat quarterly profit estimates and lifted its full-year earnings forecast, boosted by a resilient U.S. car market and an expected tariff refund.
United Parcel Service shares dropped 4.0% after the package delivery company reiterated its full-year revenue target as spiking fuel costs offset underlying business improvement.
Coca-Cola rose 3.9% following its better-than-expected quarterly report. The beverage giant played down the impact of high oil prices and raised its annual earnings target.
The Dow Jones Industrial Average fell 25.86 points, or 0.05%, to 49,141.93, the S&P 500 lost 35.11 points, or 0.49%, to 7,138.80 and the Nasdaq Composite lost 223.30 points, or 0.90%, to 24,663.80.

The U.S. Federal Reserve has convened for what is likely to be Jerome Powell’s last monetary policy meeting as chair of the central bank. While the Fed is likely to leave its key interest rate unchanged on Wednesday, the accompanying statement and Powell’s subsequent press conference will be parsed for policymakers’ views on inflation risk related to the war-related energy price spike.

U.S. President Donald Trump said he is unhappy with Iran’s latest peace proposal because it would delay negotiations on the nuclear issue, dampening optimism that the conflict, which has rattled world markets and sent energy prices soaring, could be close to resolution.
In another blow to oil-exporting countries, the United Arab Emirates announced on Tuesday it was withdrawing from OPEC.

Ali al-Zaidi has no political experience, has never worked in international affairs, and even inside his own country is a relative unknown.
Now, as Iraq’s newly designated prime minister, he faces the daunting task of cobbling together the next coalition government of a country caught in the middle of the war between the United States and Iran.
Yet the choice of al-Zaidi, a wealthy businessperson who owns a popular television station and holds lucrative state contracts for foodstuffs, has managed to break months of political gridlock. And — no small matter — his nomination appears to have gone unchallenged by the Trump administration, at least initially.
“He’s so far from even the usual ideas of a compromise candidate,” said Renad Mansour, an Iraq analyst at the London-based think tank Chatham House. “He’s the first that has had no political role or experience in government. That’s why many are surprised with the choice.”
Against a backdrop of rising U.S. pressure, al-Zaidi’s nomination is in some ways puzzling. He is an owner of Al-Janoob Islamic Bank, which is under U.S. sanctions. It was banned from U.S. dollar transactions in 2024 over American accusations that it was laundering money, in particular on behalf of Iran and powerful Iraqi militias allied to the Iranian government.
Unlike several other candidates whose names were floated for the job since elections last November, alZaidi, 43, enjoys good relationships across Iraq’s political spectrum, according to people involved in the deliberations, including leadership figures close to both Washington and Tehran.
Whether he can manage to form a government within the 30 days allotted to him remains unclear, Mansour said.
That a candidate had to be found so far outside the political field speaks to the serious deadlock inside Iraq’s largest political bloc, the Coordination Framework, which represents the country’s Shiite Muslim majority.
It is also a symptom of the broader power struggle in which Iraq is mired.
Since the U.S. invasion of in 2003, the central government in Baghdad has struggled to strike a balance between the interests of its former occupier and those of Iran, the regional Shiite power next door. That balancing act has grown increasingly tenuous since late February, when the United States and Israel attacked Iran, turning neighboring Iraq into one of the war’s battlegrounds.
Even before the war, Washington had been ratcheting up pressure on Baghdad to rein in the Iranian-linked militias in Iraq. After the conflict began, many of those militias joined in solidarity with Iran, lobbing missiles and drones at U.S. diplomatic and military targets in Iraq, as well as at Washington’s Iraqi partners and, at least once, at Iraqi military forces themselves.

joining the international fight in 2014 against the jihadi Islamic State group. They leveraged their popularity to establish political parties and vied for parliamentary seats, enmeshing themselves into Iraq’s economy and politics in the process.
Some of the militias’ political wings controlled ministries in the last government. And in Iraqi elections in November, even as U.S. officials warned they would not tolerate militia influence in the next government, militiaaffiliated parties gained a still greater share of parliamentary seats.
The situation grew even thornier after the war against Iran began, and continues to simmer even with an indefinite ceasefire in place.
Iraqi officials are under heavy U.S. pressure over their apparent reluctance or inability to stop the recent militia attacks. Last week, Washington suspended funds to Iraqi
security forces and even cut the flow of U.S. dollars to Iraq.
Yet just this week, a day after Washington issued a reward for information about a militia leader it accused of being behind attacks on U.S. targets, that commander was photographed at a political bloc meeting for selecting a prime minister nominee.
Some Iraqi officials see the formation of Iraq’s government as “a protective shield,” said Ghaith Shaba, a lawmaker from the political bloc.
“We are living in the heart of the storm,” he said, “and our greatest fear as civil and national powers is that Iraq will transform from a state of institutions into an arena for settling scores.”
U.S. officials appear likely accept al-Zaidi’s nomination despite the sanctions against his bank, said Victoria J. Taylor, who led Iraq policy at the State Department during the Biden administration, and is currently at the Atlantic Council, a think tank.
“They’ve clearly decided they want to see a government formed sooner rather than later,” she said.
“They likely see the path ahead with a new prime minister as providing an opportunity to press this new government to take stronger action against the militias,” she said.
The U.S. Embassy in Baghdad declined to comment on the nomination.
In addition to banking, al-Zaidi also owns a popular television channel, Dijlah TV, and held the contracts to provide food to the Iraqi military and food baskets to the population paid for by Iraq’s trade ministry.
Iraqi political analysts say he enjoys close relations with two of the most powerful figures inside Iraq’s largest political bloc: Mohammed Shia al-Sudani, the current prime minister, and the head of Iraq’s supreme judicial council, Faiq Zaidan, who is seen as close to Washington.
But though he enjoys friendly relations across much of Iraq’s political spectrum, ultimately the standard by which both Washington and Tehran will judge him is how he confronts the militias.
“He will have to confront and clash with the issue of disarmament and restricting weapons to the hands of the state,” said Sarmad al-Bayati, a political scientist in Baghdad. “This is the biggest challenge he will face.”

Teo A. Babún, Jr., has fond memories of the large blue and white corner house in Santiago de Cuba where his grandmother, a wealthy matriarch in prerevolutionary Cuba, hosted family gatherings for her eight children and 21 grandchildren.
The Babúns were industrialists who, like about 200,000 other affluent Cubans, fled the island after Fidel Castro took power. The Babúns left behind a railroad, sawmill, shipyard and cement factory — and the grand estate called “La Mesquita.”
For a time, Raúl Castro, Fidel’s brother and the former president, lived there. Nearly seven decades later, the Cuban government uses it to house an Arab civic association.
Known as “Casa del Arabe,” the house, which includes a restaurant, is among thousands of properties seized by the Communist government from people who left Cuba, some with just the clothes on their backs, and never received compensation.
Cuba’s system appears to be on the edge of collapse, and the United States government is eager to hasten the fall.
As the two sides negotiate in secret, a decades-old thorny issue has resurfaced: the untold billions of dollars’ worth of homes, factories, farms, sugar mills and other businesses confiscated in the years after a socialist revolution nationalized businesses and instituted sweeping land policies.
“If you own something and someone took it away from you without any kind of compensation or resolution, it’s just not fair,” Babún said. “My family just wants justice.”
If the United States has a hand in negotiating Cuba’s future, former property owners are hopeful that the issue will be addressed.
Resolving confiscations is complicated and would take years. But experts say there is plenty of precedent around the world, from Vietnam to Germany to China, that offers a road map.
For years, Babún’s late father, Teófilo Sr., dedicated himself to helping exiles take up arms against the Castro government, including in the
failed Bay of Pigs invasion.
The younger Babún, 78, ran a religious nonprofit financed by the U.S. government and tried to create a registry of properties taken from Cubans, hoping the U.S. State Department would lobby the Cubans over those losses.
But the endeavor proved too time-consuming and difficult and his project ended with 8,000 claims registered, a small fraction of potential cases. (He said many people seemed hesitant, fearing that joining a pooled claim would nullify their ability to negotiate larger individual deals with the Cuban government.)
His family hired consultants in 2018, who estimated the value of the family’s holdings by that point at $874.2 million, including $9 million for the house, he said.
Before 1959, Cuba was run by a dictator, Fulgencio Batista, and known as a playground for American elites. Wealthy Cubans were often regarded as oligarchs who exploited the poor.
The Castro brothers, seeking to end rampant corruption, severe economic inequality and dependency on the United States, led an armed guerrilla movement that toppled Batista.
A few months after they took over, an agrarian law expropriated farmlands more than 1,000 acres and forbade foreign land ownership. In 1960, Cuba confiscated American-owned oil refineries and nationalized large businesses.
As payback, the United States announced a crippling trade embargo against Cuba that remains in place.
A U.S. government commission documented losses by U.S. companies and citizens, certifying nearly 6,000 claims with a value of $1.9 billion. With 6% interest the commission tacked on, the claims are now estimated to be worth about $9 billion, an amount Cuba would be hard-pressed to pay.
Five of the top 10 claimants were U.S. sugar companies. Others included Exxon, Coca-Cola, Colgate-Palmolive and Woolworth’s.
By U.S. law, for the embargo to be lifted, the Cuban government must return property or businesses or compensate American owners whose confiscations were certified by the U.S. government.

U.S. officials meeting with Cuban leaders for secret talks have made clear that compensation for Americans and U.S. companies remains a key priority.
Cuba’s foreign ministry did not respond to requests for comment for this article.
While the U.S. government negotiates on behalf of Americans or American firms with certified claims, that is not technically the case for the many Cuban exiles who left homes and businesses behind.
Cuba considered those “abandoned” and they were taken as the government ostensibly set out to redistribute wealth. But the government held on to many itself. Only Cubans who stayed were compensated for lost properties, said Lisandro Pérez, a Cuba scholar at John Jay College of Criminal Justice in New York City who wrote a memoir about his family’s home in Cuba.
No official tally has ever been made public of confiscations by the Cuban government. There is no reliable estimate of how many there are or how much exiles could be owed.
“We were not supporters of Batista, were not political or committing crimes — we should get it back,” said Nicolás J. Gutiérrez, a Cuban American lawyer in Miami whose family lost a fortune estimated in the early 1960s at $50 million. Their holdings included two sugar mills, 15 cattle ranches, a rice mill, a coffee plantation, a bank, an insurance company and a wholesale food distribution company.

Expedia claims that the plaintiffs had no standing to sue though the case continues.
Gutiérrez, 61, has never been to Cuba. But he says if the government returns his family’s properties, the family will put them back into production and help Cuba’s battered economy.
“Not everyone in the family will rush back. I will rush back,” he said. “My view is that Cuba is in such a deep hole that in order to get out of that hole, it’s going to need to get serious new foreign investment.”
Experts have offered a variety of proposals, including setting up public-private funds to rebuild Cuba’s energy grid and using part of the profits to compensate former property owners, said Jason Poblete, a lawyer who represents American and Cuban property owners.
Experts point to Vietnam and Germany, which in the 1990s used frozen assets in the United States to pay property claims. But in the Soviet Union and China, property owners received only a fraction of the value of confiscated properties.
In other countries, compensation funds were generated by the privatization of state-owned companies.
But Cuba says it also has claims against the United States.
In 1999, a Cuban court found the U.S. government liable for deaths and damage caused by its “aggressive policies” against Cuba, including the Bay of Pigs invasion and the U.S. trade embargo. The tab then: $181 billion.
Richard Feinberg, a fellow at Florida International University who has studied property claims, said tackling the issue was important to normalizing diplomatic relations and establishing a trusted business environment in Cuba.
The topic was the subject of two meetings between Cuba and the Obama administration, but with no resolution. Feinberg held discussions with Cuban officials as part of his research and said they did not seem interested.
“The Cuban government didn’t seem to get it,” he said. “They would say to me: Richard, why are you making such a big deal about something that happened 50, 60 years ago?”

Atrade group representing low-cost airlines said Monday that it was asking the Trump administration for $2.5 billion to offset some of the cost of fuel, which has surged because of the war with Iran.
Jet fuel prices climbed to about $4.10 a gallon in North America at the end of last week, an increase of about 88% from the same time last year, according to industry data. That has led many airlines to raise ticket prices.
“Since February, jet fuel prices have increased by nearly 100% and are placing significant financial pressure on value airlines,” the trade group, the Association of Value Airlines, said in a statement. The group added that the $2.5 billion “liquidity pool” it was seeking would be “used exclusively to offset incremental fuel costs, as a necessary and targeted measure to stabilize operations and keep airfares affordable during this period of volatility.”
Separately, one of the trade group’s members, Spirit Airlines, is negotiating a loan of up to $500 million from the Trump administration. Under the developing deal, the government would have the right to purchase ownership stakes in the airline through financial instruments known as warrants. The government could end up owning as much as 90% of the company, which is in its second bankruptcy in two years.
At a bankruptcy court hearing last week, Spirit’s lawyer, Marshall Huebner of the law firm Davis Polk & Wardwell, confirmed the discussions with the government, stressing that time was of the essence. “The cash actually available to Spirit to fund ongoing operations is not going to last for very much longer,” he said.
Huebner also said he had begun having conversations with Spirit’s creditors about the proposed deal, which would give the government a more senior claim to Spirit’s assets than the loans the airline has taken from other lenders.
“The discussions are underway with all three of those groups that we hope will lead to consensus and support on all sides,” Huebner said.
A lawyer for one of the creditor groups, Michael Stamer of the law firm Akin & Gump, said it had received a copy of the proposed term sheet for the government deal.

Department referred questions to the White House about the proposal from the budget airlines trade group.
“The White House is aware of outreach that was made by a group of budget airlines to the Department of Transportation, and the administration continues to monitor the health of the U.S. aviation industry for passengers and airline employees,” Kush Desai, a White House spokesperson, said in a statement. He dismissed any discussion about the potential of such a deal.
The trade group — which also represents Allegiant Air, Avelo Airlines, Frontier Airlines and Sun Country Airlines — also has been seeking emergency measures from Congress. The group wants lawmakers to temporarily waive a 7.5% excise tax and $5.30 per-segment fee that airlines are required to pay per passenger. The charges are typically incorporated in the cost of an airline ticket and deposited into a federal fund that pays for aviation programs.
But it is unclear whether those efforts will gain traction.
The budget airlines’ group said Monday that the infusion of $2.5 billion would be “temporary government support to preserve vital industry competition,” likening it to the billions of dollars Congress approved for airlines during the coronavirus pandemic.
That relief, however, was directed to major airlines and low-cost carriers. This time, the major airlines have not joined the budget airlines’ request for relief.
There is also skepticism among lawmakers and government officials about whether all of the budget airlines need a cash infusion, according to people familiar with the discussions. While Spirit Airlines has filed for bank-
ruptcy twice since late 2024, the other budget airlines do not appear to be in the same severe financial distress.
Even the deal the government is negotiating with Spirit has received a mixed reception within the Trump administration.
Commerce Secretary Howard Lutnick has been the main champion of the deal, according to people familiar with the negotiations. But Transportation Secretary Sean Duffy has publicly expressed concern about whether the Spirit deal would be a good investment.
“What we don’t want to do is put good money after bad, and there’s been a lot of money thrown at Spirit, and they haven’t found their way into profitability,” Duffy told Reuters during an interview last week.
A representative for the Commerce Department did not immediately respond to a request for comment.
It is unclear whether the administration will be able to finalize a deal with Spirit without buy-in from Congress, where the idea of a
bailout faces stiff headwinds from both political parties.
Last week, Sen. Ted Cruz, R-Texas, chair of the committee that oversees aviation, called the rescue effort “an absolutely TERRIBLE idea.” Sen. Elizabeth Warren, D-Mass., criticized the administration for attempting to orchestrate a bailout when “Donald Trump’s war with Iran caused the sky-high fuel prices that finally did Spirit Airlines in.”
“What do the American people get out of this taxpayer bailout?” she said.
There are vanishingly few scenarios in which the administration would be able to circumvent lawmakers to make a deal with Spirit, according to experts. One option under consideration, according to the people familiar with the negotiations, is for the president to invoke the Defense Production Act. However, doing so would require the president to make the determination that bailing out Spirit is in the national security interests of the United States.

This summer is shaping up to be an expensive and uncertain time to fly, especially if you’re planning a European vacation.
Volatile fuel prices because of the war in Iran are straining airlines around the world, but perhaps nowhere as much as in Europe, where jet fuel supplies could run low by midMay. European airlines like Lufthansa and KLM have announced they are cutting flights, and others could follow.
Carriers everywhere are increasingly passing costs on to passengers wherever they can by raising airfares, charging more for bags and tacking on additional charges for fuel. Some are canceling flights.
For travelers, the prospect of a reasonably priced summer vacation is growing dimmer by the day.
“There is a level of uncertainty here that we have not seen since COVID when it comes
to travel,” said Katy Nastro, a travel expert at Going.com, a membership service for finding cheap flights, adding, “This will be a challenging year for the average traveler hoping to take an affordable summer vacation.”
Cutting capacity
U.S. airfares — both domestic and international — have continued to climb since the war began at the end of February, according to an analysis of economy round-trip tickets by the travel search engine Kayak. On April 13, an average international trip cost $1,064, compared with $776 on Feb. 23, and a domestic U.S. trip cost $358, compared with $335 on Feb. 23.

to spend billions extra on fuel this year, and at least one, Spirit Airlines, already in bankruptcy, has asked the government for a bailout. Jet fuel is one of the largest operating costs for airlines.
Rob Britton, an adjunct professor of crisis management at Georgetown University and a retired American Airlines executive, emphasized that even when the war ends, it will take months for fuel prices and airfares to stabilize.
“It won’t happen overnight,” Britton said. “It’s a total, total mess.”
While domestic airlines noted in earnings reports this month that consumer demand has remained steady, some said they were bracing for it to taper off. Some are scaling back routes through the end of the year and reconsidering planned growth for next year if jet fuel remains so costly.
Andrew Nocella, United’s chief commercial officer, said in an earnings call Wednesday that the airline had raised prices “across the board” five times since the start of the war. He also said United was “proactively” canceling lower-demand flights like red-eyes as well as those on off-peak days like Tuesday, Wednesday and Saturday, ultimately removing 5% of capacity through the rest of the year.
Airlines have levers they can pull, such as consolidating several low-demand flights into fewer, fuller flights, said Mike Arnot, a spokesperson for Cirium, an aviation analytics firm. Across U.S. airlines, domestic capacity is down by up to 2% this summer compared with before the war, Cirium data shows.
For now, airlines are making small adjustments largely tied to regional flights, Nastro said. This means that while international
nonstop routes may not be as affected, multi-leg journeys to small cities or flights booked on separate carriers could be riskier for travelers, she added.
Europe as a ‘leading indicator’
The outlook for U.S. carriers is rosier than that of European and Asian airlines, which rely far more heavily on oil from the Middle East, aviation analysts said. The United States has significant oil reserves and refining infrastructure.
For European airlines, fuel supplies are currently guaranteed to the middle or end of May, according to a J.P. Morgan report published this past week. However, fuel shortages and continued high prices will “likely lead to summer capacity cuts from June onwards, starting with domestic and marginal routes,” the report said. The bank’s analysts flagged Britain as higher risk relative to other European countries because of its reliance on Middle Eastern oil imports.
“Europe is going to be like this leading indicator. Any of the issues that are going to sort of hit the U.S. traveler, we’re going to see those roll out in Europe first,” said Christopher Anderson, a professor of services management at Cornell University. “If this persists, air travel is going to get way more expensive and with way less flexibility to get there.”
In recent days, European and Asian airlines have made notable flight reductions.
German airline Lufthansa announced it would remove 20,000 flights over the next six months in a bid to conserve jet fuel. Dutch carrier KLM said it would ax 160 flights from destinations it serves with multiple daily flights, such as London and Düsseldorf, Germany. Norse Atlantic Airways, a low-cost Norwegian carrier, canceled its flights to Los Angeles. Hong Kong-based Cathay Pacific is eliminating 2% of its flights from early May through the end of June, a move that the airline called a “last resort.”
Experts advised that travelers planning to fly this summer and fall book now, if they haven’t already, stressing that nobody knows how long the fuel shortage will last and how much worse the pressures on airlines could become.
“At some point, the cost of the trip, including the price of fuel, will exceed the revenue that can be earned,” Arnot said.

With their ninth consecutive set win, the Cangrejeras of Santurce moved to within just one victory of hoisting the Women’s Superior Volleyball League (LVSF by its initials in Spanish) championship trophy on Monday night after defeating the Leonas of Ponce in three sets in the third match of the Finals series held at Roberto Clemente Coliseum in Hato Rey.
Ponce once again faced the night without the services of their top attacker, Sherridan Atkinson, or their starting setter, Raymariely Santos -- both sidelined by physical ailments. Atkinson has not seen any action in the series, while Santos has been out since the third set of Match 1.
The final scores for Match 3 were 25-16, 25-19 and 25-18.
The Cangrejeras’ offense was distributed among Madison Kingdon, Andrea Rangel and Helena Grozer, who tallied 16, 13 and 12 points, respectively. Nataly García led Ponce with 14 points, while Claire Chaussee added nine points, and Stephanie Enright had eight.
Santurce prevailed in most statistical categories: 43-36 in attacks, 12-1 in blocks, 3-1 in aces, 56-49 in digs, and 19-17 in assists. The Leonas held the edge in passing, 34-30.
Match recap
Holding a one-set lead, Santurce secured the second set by pulling away to a 23-17 advantage following a block by Neira Ortiz on García. Set point arrived at 24-18 on a successful spike by Rangel from Zone 2, and Grozer closed out the set 25-19 with an attack from Zone 4.
The third set followed the exact same script. The Cangrejeras reached the second technical timeout leading 16-11 following an attack by Rangel, and then locked down the set, reaching set point at 24-18 with a spike by Kingdon. Kingdon herself sealed the match with a direct ace.
Reactions from both sides
After the match, Enright acknowledged that the absence of key players hasn’t benefited Ponce’s rhythm, though she emphasized that that cannot serve as an excuse.
“Sometimes we come out with low energy,” the veteran hitter said. “I don’t know

if it’s due to the fact that we are missing two major players from our team, but that cannot be an excuse. We have to give credit where it’s due to Santurce, which has a very complete team, from their starting lineup right down to their reserves.”
Looking ahead to tonight’s fourth match (8 p.m.) at Juan “Pachín” Vicéns Auditorium
in Ponce, Enright was clear about the message in the locker room.
“We have to come in with nothing to lose,” she said. “We’ve displayed our best volleyball all season long through practice, gameplay and sacrifice. We have to leave it all out on the court.”
Cangrejeras captain Andrea Rangel highlighted that the key to Santurce’s dominance has been internal cohesion.
“I think it comes down to confidence and consistency,” she said. “Each player has her own role and job, and everyone is doing her part. When we bring it all together, it helps us achieve our objective: winning every game.”
“It’s going to be a challenge because it’s a different venue; we haven’t played there very much,” Rangel added regarding the expectation of closing out the series on the road tonight. “But we have confidence in our work -- work we’ve been building all season long to reach this very moment. We are focused on achieving our goal: the championship.”
If Ponce should extend the series, a fifth match would be played this Friday at Roberto Clemente Coliseum.

When Eliud Kipchoge ran a sub twohour marathon seven years ago, it sparked an explosion of national pride in his home country, Kenya, as the culmination of more than half a century of distance-running dominance.

Sabastian Sawe came in a full 30 seconds below that once unthinkable barrier at the London Marathon on Sunday. He smashed the world record -- also set by a Kenyan -by more than a minute. The reaction in Kenya has been euphoric.
“This is more than a win; it is a defining moment,” Kenyan President William Ruto said in a post on the social media platform X. “Your triumph places you firmly among the greats of global athletics and reaffirms Kenya as an enduring force at the pinnacle of distance running.”

The achievement has resonated nowhere more than in the Rift Valley, which has yielded many of Kenya’s champions. Runners from around the world go to train in the area, part of a geographical feature that bisects the country from north to
south, attempting to capitalize on the high altitude and the chance to train among the best of the best.
To make the point clear, Iten, a town in the Rift Valley famous for high-altitude training, welcomes visitors with an arch along the main road declaring it the “Home of Champions.”
Scores of runners and fans in Iten gathered in sports clubs and restaurants to watch the race Sunday. They jumped and screamed with joy as Sawe approached the finish line. Among those cheering with the crowds was John Korir, who won the 2026 Boston Marathon and lives near Iten.
As he watched Sawe trying to hold off a rival from Ethiopia toward the end of the race, Korir said he was filled with national pride.
“I didn’t want it to go to Ethiopia,” he said in an interview after his return from the United States. “I wanted it to stay in Kenya.”
Sawe’s sub-two-hour finish has inspired him, Korir said.
“I felt like it could be me doing that,” he said. “For now, it’s Sawe’s time. I think my time will come soon.”
Sawe trains in the town of Kapsabet, around 40 miles southwest of Iten, but he is considered a local hero.
Kenya’s emergence as a global running power effectively began in 1968, when its athletes swept gold in the 1,500-meter and 10,000-meter events and the 3,000-meter steeplechase at the Mexico City Olympics. The country has maintained its dominance ever since, in women’s as well as men’s competitions.
