he American Civil Liberties Union (ACLU) of Puerto Rico called on the Legislative Assembly on Monday to hold public hearings before proceeding with three measures that would expand the use of surveillance mechanisms and which, according to the organization, could adversely affect constitutional rights. “In presenting our analysis of these measures, we reiterate our call for legislators to convene public hearings and allow for a broad, transparent discussion regarding the implications that bills like these have -- or could have -- on people’s rights,” said Annete Martínez Orabona, executive director of the ACLU of Puerto Rico, in a written statement. “The country needs public safety, but that goal is not achieved through hyper-surveillance.” The organization submitted position papers regarding three measures currently under legislative consideration that address the installation of video surveillance cameras, the criminalization of cybercrimes, and the use of automated license plate reader systems. One proposal seeks to require video surveillance cameras in establishments applying for or renewing licenses to sell alcoholic beverages. The ACLU raised concerns that the measure fails to clearly establish limitations on the information the government could request or safeguards for the data collected. “The bill’s wording does not clearly outline the limitations regarding the information that could be required or turned over to the State -- if requested -- nor does it specify the safeguards that would be established to protect individuals’ privacy, freedom of expression, and due process rights,” stated Lolimar

Meanwhile, House Bill 897 proposes amendments to the Mayra Elías Hit-and-Run Alert Act and the Puerto Rico Police Act, and includes the use of automated license plate reader systems, known as ALPRs. “Public safety is a shared goal,” Martínez Orabona said. “However, a legislative measure like this -- which contemplates the use of technologies such as automated license plate reader systems -- requires a broad discussion that includes consideration and acknowledgment of the threats and potential constitutional rights violations associated with this type of technology.” ALPRs use cameras to capture images of vehicles and record license plates along with location, date, and time information. The ACLU argued that the collection and storage of such data could be used to reconstruct individuals’ movements.

he Financial Oversight and Management Board has approved the transfer and release of $3,738,000 to the University of Puerto Rico (UPR) after the institution met a financial transformation milestone aimed at strengthening its financial reporting processes through the periodic execution of fiscal closings. The oversight board accepted the request submitted via the Office of Management and Budget and authorized the transfer of funds to UPR -- drawn from the certified fiscal year 2024 budget -- that had remained under that agency’s custody. The board also extended the availability of the funds through June 30, 2027. “This approval is the result of an extraordinary effort
by the Finance Office, in coordination with the Office of Development, Innovation, and Transformation, to complete fiscal closings and reach this important milestone under this administration,” UPR President Zayira Jordán Conde in a written statement. “... Completing these fiscal closings represents much more than merely meeting a requirement; it demonstrates our ability to transform the University’s financial processes through discipline, coordination, and measurable results.” The authorization was linked to the fulfillment of Milestone 19 of Transformation Action No. 10, under which UPR has established periodic closings of its financial modules as a concrete measure to reinforce the quality and availability of its financial information and demonstrate greater efficiency in its operational processes.

Zapata Acosta’s testimony came during a public hearing before the Government Com‑ mittee in the island House of Representatives, which is investigating the failed procurement process that led to the cancellation of the $5 billion agreement for 400 megawatts of temporary energy. She later signed PREPA’s consent to the substi‑ tution on July 31, after the company formally submitted the request and the 3PPO issued a favorable recommendation. ormer Puerto Rico Electric Power Authority (PREPA) Executive Director Mary Carmen Zapata Acosta described the supervisory style of Energy Czar Josué Colón Ortiz as “dic‑ tatorial” on Monday. She maintained that the official failed to share information with her regarding the con‑ troversy surrounding the temporary emergency power supply contract with energy firm Power Expectations -- information that, had she known it, would have caused her to halt the process. “He has a supervisory style that is dicta‑ torial in nature,” Zapata Acosta stated during a public hearing held by the House of Represen‑ tatives’ Government Committee. “And generally, when he issues directives and instructions, he goes directly to the employee he knows will carry them out.” The former official pointed out that this way of working was not directed solely at her, noting that Colón Ortiz has maintained this style throughout the years they have worked together. “Yes, because it is his general style,” she said. “In other words, it isn’t something exclusive to me. I’ve never taken it personally.” Later, Zapata Acosta linked this working
style to the lack of information she experienced -- according to her testimony -- during the Power Expectations contracting process. “It is just one more instance of information being withheld -- among many others -- consis‑ tent with his work style,” she said. When asked again about her characteri‑ zation of his style as “dictatorial,” she replied: “That is how I define it.” “He has always been that way -- always,” Zapata Acosta added. “Perhaps now, with this position -- which is obviously of greater mag‑ nitude -- one feels it a bit more.” Zapata Acosta said that this difference became apparent, among other things, when Colón Ortiz decided what information to share with the officials involved in matters under his supervision. “The very act of withholding information -- and his decision that he does not need to share certain details with the parties involved -- is in itself an indication that his approach is somewhat more intense in this instance than in the past,” she said. The former PREPA director also expressed disappointment that Colón Ortiz did not share information with her regarding questions raised about the firm Enchanted Rock in the Power
Expectations contract, “especially given the respect I have always held for Engineer Colón, for his professional competence and all the public service he has rendered to Puerto Rico,” she stated. When Rep. Héctor Ferrer Santiago asked if Colón Ortiz’s actions could be interpreted as having misled her, Zapata Acosta avoided explicitly adopting that characterization. “That is an interpretation one could make,” she replied. Later, Rep. Ángel Fourquet Cordero asked if she believed information regarding the con‑ troversy had been knowingly withheld from her. “Yes,” Zapata Acosta answered. However, Zapata Acosta declined to attribute specific motives to Colón Ortiz, the Public-Private Partnerships Authority, or the In‑ dependent Procurement Office, known as 3PPO. “I cannot reach that conclusion. I can only state the facts,” she maintained when asked if the lack of information was intended to mislead her or facilitate the contracting of Power Expectations. The former official also recounted con‑ fronting Colón Ortiz on Aug. 8, after learning of the controversy surrounding the firm through a media outlet.

Zapata Acosta said that between Sept. 1 and Sept. 2 PREPA referred matters related to the controversy to multiple agencies, including the Department of Justice, the Office of the Comptroller, the Office of the Inspector General, the Office of Government Ethics, the General Services Administration, the FBI and the Securities and Exchange Commission. She concluded her testimony by stating that PREPA addressed each issue as quickly as possible, despite not having been informed of key developments earlier in the process. “We had no way of addressing matters we did not know existed,” she said. “I said to him, ‘Josué, I just found out about this situation in the press, and you didn’t tell me,’” she recounted. Zapata Acosta said Colón Ortiz replied that the process had been handled by the 3PPO and that the entity was responsible. “He told me, ‘Remember, Mari, this re‑ sponsibility -- this process -- was run by 3PPO, and they are the ones responsible,’” she said. “But he didn’t answer why he hadn’t given me the information. I did question him about it, but he didn’t give me an answer.” Zapata Acosta added that neither Colón Ortiz nor attorney Juan González contacted her or PREPA’s legal director, Alexis Rivera, to inform them of the concerns regarding the firm.

Ex-Cataño mayor Delgado breaks silence, acknowledges corruption Says accusations are likely coming against current administration By THE STAR STAFF

ormer Cataño mayor Félix “El Cano” Delgado Montalvo publicly addressed the municipality’s special election on Monday, admitting past corruption and asserting that new accusations will soon surface against the current municipal administration. Delgado made the statements in a Facebook post, his first public comment since questions emerged about his role in local political dynamics. Delgado wrote that he had chosen to remain silent until now, but recent inquiries prompted him to speak. “I committed acts of corruption for which I will repent for the rest of my life,” he said, adding that he served the prison term corresponding to his case and does not intend to hide or justify his past. He described himself as someone who “knows firsthand how a high‑level corruption scheme can be organized and developed,” acknowledging that he participated in and helped design several such schemes. Delgado said he continues to carry the stigma of being labeled a corrupt official and plans to apologize to the people of Cataño, his family and those he wronged. A central question circulating in recent days, among some observers, at least, has been whom Delgado supports in

Delgado urged residents to vote “wisely” and according to conscience, adding a message of peace for residents of La Puntilla and the phrase “No to expropriations.” He also pointed to alleged irregularities involving the current municipal administration. Delgado claimed that referrals
made by the Office of the Comptroller to the Department of Justice involve misuse of public funds and municipal property, and that he believes accusations will follow. He argued that municipal officials should speak honestly to residents about a situation that, according to his account, involves public em‑ ployees and relatives. “Bad practices, wherever they come from and whoever commits them, must end,” Delgado wrote. Alongside his statement, Delgado published screenshots of WhatsApp conversations with Alicea, showing exchanges about electoral structure and municipal projects. One screenshot dated July 21, 2023, shows Alicea sending a 12‑page PDF titled Fun‑ cionarios Elecciones Generales 2020 FDM.pdf, accompanied by instructions to verify and strengthen the electoral structure. Another screenshot from July 12, 2023, shows Alicea writing, “We are going to do an RFP for your project in La Es‑ peranza. Good project,” followed by “We decided yesterday.” The project is among those Delgado referenced in his post. A third screenshot from Sept. 28, 2023, shows Alicea assur‑ ing Delgado that negotiations with a contractor were underway and that the project “will happen,” including La Esperanza. Additional images depict a multi‑story building that Alicea described as “Your project,” adding that the groundbreaking would take place on July 5. “It’s yours. hree Cataño assembly members have asked the com‑ monwealth Supreme Court to intervene in a fast‑moving dispute over whether Consumer Affairs (DACO by its acronym in Spanish) Secretary Hiram Torres Montalvo is legally qualified to run in Sunday’s special mayoral election. The petition, filed Monday by Gustavo Grana Martínez, Damián Claudio Miranda and José L. Ortega Rodríguez, seeks an intrajurisdictional certification and an emergency order asserting that Puerto Rico’s electoral code requires Torres Montalvo to resign his executive branch post before submitting his candidacy. They argue that the statute, amended earlier this year, applies to all electoral processes, including special elections, and therefore bars Torres Montalvo from appearing on the ballot while still serving as DACO secretary. Court filings show that Torres Montalvo has not resigned from his position, a fact undisputed by the parties. On Sept. 18, the Court of First Instance dismissed the legislators’ original complaint with prejudice, ruling that they lacked standing and that the resignation requirement does not extend to special elections. The lawmakers immediately ap‑ pealed to the Court of Appeals, where the case remains active. Now, with the special election only days away, they
are asking the Supreme Court to take the case directly and issue a ruling no later than this Friday, two days before voters in Cataño choose a new mayor. The petition stresses that the lawmakers are not seeking to delay or suspend the Sunday, Sept. 27 vote triggered by the death of Mayor Julio Alicea Vasallo. Instead, they are challenging only the qualification of Torres Montalvo as a candidate. If the Supreme Court agrees to evaluate the case, the dispute would be unfolding simultaneously in two forums, which are the Court of Appeals, where the appeal filed on Sept. 18 is still pending, and the Supreme Court, which is being asked to resolve the matter before Sunday’s vote. At issue is Article 7.2(5)(c) of the Electoral Code, as amended by Law 39‑2026, which requires secretaries of executive‑branch agencies to step down before running for elected office. The legislators argue the statute makes no distinction between general elections and special elections, and therefore applies to the Cataño process. The case has advanced rapidly: the trial court’s dismissal on Sept. 18, the immediate appeal that same day, and now the request for Supreme Court intervention on Sept. 21. As of Monday, the case record shows no resignation letter from Torres Montalvo.

n Immigration and Customs Enforcement agent shot an immigrant from Venezuela in Austin, Texas, on Sunday, local authorities said. It was the latest violent episode as the Trump administration pushes to increase deportations. The injured man, Wilber Rafael Garces Perez, 28, was taken to a hospital, but his wife was not allowed to see him during the afternoon, said Kate LincolnGoldfinch, an immigration lawyer who said at the hospital that she is now representing him and his family. On Sunday evening, the wife of Garces Perez was told by representatives of the hospital that he had been released, hours earlier, into ICE custody. Lincoln-
Goldfinch added that they did not know where he was. The violence in Northwest Austin was the second ICE shooting to occur in Texas since July. The shooting added to a tally of violent interactions between people in cars and federal agents. More than 20 people have been shot since September, nearly all of them in their cars, and some fatally. President Donald Trump’s deportation efforts have become less public, but more targeted, since two civilians were shot and killed during a crackdown in Minneapolis in January. It was unclear whether Garces Perez had been the target of an immigration operation. He was shot inside a blue Toyota Corolla, and according to his wife, he had been delivering for DoorDash. At a news conference Sunday, city
officials said the Northwest Austin area is home to many Latino residents and has had a recent surge in immigration activity. Local authorities said that many details about what led up to the shooting and the moments after it remained unclear. Officials from ICE and the Department of Homeland Security did not respond to several requests for comment. In a statement, the Texas Department of Public Safety said that it had received a request for assistance from ICE at around 12:50 p.m. local time regarding a vehicle pursuit involving a blue Toyota Corolla. The shooting took place before troopers arrived. After the shooting, Garces Perez called his wife, Elizdar, crying, to say that he was in pain after immigration agents had fired at him in the vehicle, she said in an interview in Spanish. When she got to the scene under a highway overpass in Northwest Austin, officers told her he had already been taken to a hospital, she said. Protesters quickly descended upon the scene of the shooting Sunday, where more than 200 people shouted in English and Spanish at federal, state and local officers. Videos on social media that were verified by The New York Times did shed some light on what happened. A video livestreamed on Facebook just before 12:50 p.m. local time captures audio of sirens blaring and tires screeching as the camera whips around to show the Corolla driven by Garces Perez and an unmarked Ford SUV driven by a federal immigration officer. Both vehicles are stopped and facing in opposite directions. The video then shows an officer exiting the driver’s side of the unmarked SUV and circling around to the back passenger side of the Toyota Corolla. The immigration officer remains to the side of the vehicle as it rolls forward slightly. Three gunshots ring out, and the Toyota continues rolling forward slowly before coming to a stop. The video then shows the officer running to the driver’s side of the vehicle. Footage recorded moments later shows two bullet holes in the Toyota’s back passenger window, as well as a large dent on the front passenger door. It also shows Garces Perez remaining seated in
the driver’s seat, applying pressure to his left shoulder with his right hand. An officer wearing a vest marked “ERO” — denoting the Enforcement and Removal Operations branch of ICE — then walks from the unmarked SUV back to the driver’s side of the Toyota Corolla, holding a phone to his ear. He does not appear to administer first aid to the driver. Another video, shared with the Times by a local official, was filmed minutes after the gunshots rang out and shows Garces Perez still sitting in the Toyota, continuing to hold his shoulder without any signs of medical assistance. A Texas Department of Public Safety trooper and an Austin police officer help remove him from the vehicle, and an ICE officer places him in handcuffs. The video then shows officers sitting him down on the curb. He appears to be bleeding from a wound to his upper left back. An Austin police officer then puts on gloves, but the footage does not show any of the officers providing medical care. “I’m very angry about this,” Mayor Kirk Watson of Austin said at the news conference. But, he added, “I’m not surprised at all. It’s happened in other cities with the nature of ICE and the way ICE is doing its business these days and the chaos that we see it performing and fomenting.” Six people, including three U.S. citizens, have been killed in shootings involving immigration agents since Trump took office in January, nearly all of which involved officers firing at people in vehicles. Months before the fatal shootings of U.S. citizens in Minneapolis, a 23-year-old American man named Ruben Ray Martinez was shot and killed by an ICE officer in South Padre Island, Texas. Watson and other city officials called on federal authorities to be open and truthful about the shooting. Information initially reported by DHS in other shootings has, in some cases, proven to be inaccurate. “There is a reason that people in Austin and across the country are deeply suspicious of anything that ICE has said, and there is a reason that people are hurting right now when they hear about this having happened in their city, even before they know all the facts,” said Rep. Greg Casar, who represents the area in Congress.

Here’s how Trump and Xi can make progress on AI

P
resident Xi Jinping of China is throwing his weight around as he prepares to arrive in Washington. When Chinese and American leaders gathered for summits in the past, it was the American president who held the cards. Not so this time. What’s sobering about Xi’s visit to the United States in the coming days — and a reflection of the way President Donald Trump has diminished America — is that this may be the first ChinaU.S. summit in which China appears in the lead role. “In the past, American leaders generally drove the relationship, but now Xi is in the driver’s seat,” Julian Gewirtz, a China scholar at Columbia University who served in the Biden White House, told me. “Trump sees Xi as a peer and China as a superpower and is generally quite deferential to him.” For his part, Xi has demonstrated his strength by almost thumbing his nose at the United States. Trump said he asked Xi in May, at their last meeting, to free Jimmy Lai, a media mogul who is among the most courageous advocates for democracy. Xi spurned the request. Instead, a Hong Kong court this month sentenced three other dissidents to harsh prison sentences, and one of the most famous of Hong Kong’s democracy campaigners, Joshua Wong, 29, is facing up to a life sentence for supposed crimes. China, whose per capita income of more than $14,000 came within a whisker in July of achieving “high income” status at the World Bank, also appears to be brazenly violating sanctions on North Korea this year. It buys Iranian oil and reportedly supports Iran’s war effort. And despite having officially suspended strict export controls on rare-earth elements, it has continued to exert control over them in ways that create problems for Western companies. Asked about reports that Chinese organizations
supplied intelligence that Iran used in an attack in July that killed three American soldiers, Trump was strikingly reticent. He seemed to downplay any suggestion that China had done something wrong. Xi has leverage in the relationship partly because the suspension of those export controls expires in November. If no deal is reached with Trump, Beijing could further tighten access to rare earths that are vital for manufacturing everything from cars to submarines. The United States is weakened in part because Trump started a trade war with China last year, which he then effectively lost when China weaponized its control over rare earths. In addition, America’s war with Iran has depleted weapons stockpiles, reducing our ability to defend Taiwan or project power in the Pacific or the Middle East. We have antagonized allies and backtracked on democracy and freedom, and according to U.N. investigators, we may have committed war crimes in Iran — and all of this has tarnished our global image and reduced our influence and soft power worldwide. Trump is seen in much of the world as reckless and unpredictable, while Xi has tried to project an image of stability and maturity, soothing global oil markets that had been inflamed by Trump’s war on Iran. A new poll from the Rockefeller Foundation finds that Canadians, Indonesians, Brazilians, Turks, Mexicans and others all see the United States as more of a “major threat” than either Russia or China. “The U.S. is in retreat,” Phillips O’Brien, an American historian, wrote this month. “It is watching bases of great strategic importance get destroyed and cannot protect them, it is abandoning allies that heretofore it considered of the highest priority, and it is making it clear that it cannot look after its own interests in some of the most important places of the world.” O’Brien added that “this is clearly the end of the American age” — but I’m not so sure about that. The United States still has strengths, not least its tech sector, while China, Europe and Japan all have significant weaknesses of their own, including demographic and economic challenges. Despite its propaganda, China remains an oppressive regime with no clear successor after Xi, while there is some prospect that American democracy will show its resilience in November’s elections. If it is humbling to have Xi arrive in a position of strength, at least there may be an opportunity ahead. Both Xi and Trump seem to want to lower the temperature and stabilize the relationship, which would be a good thing. I hope that might also leave an opening for a sliver of progress on artificial intelligence, one of the most important topics the two leaders will discuss. It’s difficult to see how the world can make much progress on im-
proving AI governance if America and China resist cooperation on safety. A major deal on safety is unlikely, for Trump has called AI concerns “a hoax,” while Xi apparently thinks the problem is potential American abuse of the technology to target the Chinese regime, rather than AI itself. In China, AI is portrayed as a threat not to human existence but to Communist Party rule. Still, perhaps there is space for a modest cooperative step forward. Rajiv Shah, president of the Rockefeller Foundation, which is working on AI issues, told me that there may be an opportunity for progress on AI safety as it relates to specific, narrow domains such as reducing the risk of terrorist attacks using bioweapons. China and the United States should also create some kind of hotline to discuss and defuse AI-related incidents that threaten to create military or diplomatic crises. After all, what if OpenAI agents had hacked not Hugging Face but units of China’s People’s Liberation Army? Or generated deepfake video of Xi renouncing claims over Taiwan? Right now, at a time when America has blown up the geopolitical order that we ourselves created after World War II, modest steps may be the best we can hope for.

Cidra concientiza en el Día Mundial del Alzheimer con caminata junto a pacientes y familiares POR EL STAR STAFF

IDRA – Pacientes, familiares y cuidadores participaron este lunes de una caminata organizada por el Gobierno Municipal de Cidra para crear conciencia sobre el Alzheimer y representar las distintas etapas que puede atravesar una familia desde que identifica los primeros cambios asociados a la enfermedad hasta que busca servicios de apoyo. La actividad se celebró con motivo del Día Mundial del Alzheimer, que se conmemora cada 21 de septiembre para promover la educación sobre esta enfermedad y otras demencias. En la caminata participaron integrantes del Centro Cidreño de la Eterna Primavera, familiares y cuidadores, así como el defensor de las Personas con Impedimentos, Fernando L. Díaz Rivera. “Crear conciencia sobre el Alzheimer requiere conocer lo que vive una familia cuando comienzan los olvidos, las dudas y finalmente llega un diagnóstico que cambia su dinámica. Hoy caminamos junto a nuestros participantes, familiares y cuidadores para hablar de esa realidad y recordarles que en Cidra cuentan con servicios y profesionales que pueden orientarlos durante este proceso”, indicó el alcalde Delvis J. Pagán Clavijo. El recorrido incluyó siete estaciones que representaron diferentes momentos asociados al Alzheimer. Comenzó con la identificación de ol-
vidos, confusión o cambios en la conducta, continuó con la búsqueda de atención médica y el diagnóstico de la enfermedad y abordó las emociones y preguntas que pueden surgir en el paciente y su familia después de recibirlo. Las estaciones posteriores representaron la búsqueda de orientación en el Centro Cidreño de la Eterna Primavera, la intervención de profesionales de trabajo social y enfermería y la integración del participante a las actividades y servicios que ofrece el programa. La última estación, denominada “El amor permanece”, reunió nuevamente a los participantes con sus familiares. Cada persona recibió un corazón para escribir un mensaje, una dedicatoria o el nombre de su ser querido y colocarlo junto al Árbol de los Recuerdos. La dinámica buscó repre-
sentar la permanencia de los vínculos afectivos frente a los cambios que provoca la enfermedad. “Con cada diagnóstico hay una persona que necesita atención y una familia que también enfrenta cambios y responsabilidades. Por eso nuestro trabajo tiene que atender ambas realidades. El centro ofrece servicios a sus participantes y, al mismo tiempo, brinda a sus cuidadores un espacio durante el día para atender otras responsabilidades con la tranquilidad de que su familiar recibe atención”, agregó el ejecutivo municipal. El Gobierno Municipal Cidra administra el Centro Cidreño de la Eterna Primavera, un programa gratuito que atiende a personas con Alzheimer de lunes a viernes, de 7:00 a.m. a 3:00 p.m. Allí los participantes reciben alimentación, atención de enfermería y trabajo social, así como actividades dirigidas a estimular sus capacidades y promover la interacción. El programa también funciona como un servicio de respiro para familiares y cuidadores, quienes pueden utilizar esas horas para atender responsabilidades personales, laborales o médicas mientras su familiar permanece en el centro. La Organización Mundial de la Salud identifica la enfermedad de Alzheimer como la forma más común de demencia y estima que puede representar entre 60% y 70% de los casos. La demencia afecta la memoria, el pensamiento y la capacidad para realizar actividades cotidianas; también puede generar necesidades de apoyo para familiares y cuidadores.

Nasdaq notches record-high close, AI optimism reignites and Treasury yields retreat

he Nasdaq surged to a record-high c lose on Monday, lifted by gains in Advanced Micro Devices and other AI heavyweights, while Treasury yields retreated from recent highs and crude prices tumbled to an 11-day low on speculation about a potential breakthrough in Middle East talks at a UN meeting this week. Chip stocks rallied, with Intel (INTC.O), surging 12.2% and Arm Holdings up 17%. The PHLX semiconductor index (.SOX), jumped 4.3%. Advanced Micro Devices (AMD.O), rose about 10% to reach a market capitalization of $1 trillion for the first time. UN General Assembly to confront familiar crises, new conflicts and AI By FARNAZ FASSIHI
W
orld leaders will converge in New York this week for the United Nations General Assembly with the Middle East in turmoil, war raging between Russia and Ukraine, old alliances in peril, energy prices rising and scientists warning that artificial intelligence could imperil humanity. “It would be hard to imagine a scenario as threatening as the one we’re facing right now,” acknowledged António Guterres, who has served two terms as the U.N. secretary-general since 2017 and will step down at the end of December. The U.S.-Israeli war with Iran and its reverberations on the world economy and oil supplies will be a major topic. And Ukrainian President Volodymyr Zelenskyy is expected to implore world leaders not to forget his country. But for the first time at the world body, the threat posed by artificial intelligence has jumped to the top of the agenda. U.N. leaders plan to seek global cooperation for guardrails around the rapidly advancing technology. Against the backdrop of these challenges, the U.N. is searching for its next leader, who will take the helm in January. Seven candidates are in the running after Michelle Bachelet, former Chilean president and ex-high commissioner of the U.N.’s Human Rights Council, dropped out. But so far no clear front-runner has emerged, diplomats said, because the U.N. Security Council, the body responsible for selecting the secretary-general, has not reached a consensus. Guterres will deliver his final address to the General Assembly on Tuesday, and he is expected to close his tenure by urging world leaders to defend international law, protect human rights, invest in sustainable development and push for peace. “At a time when the world faces three existential threats — runaway artificial intelligence, the climate crisis and the intolerable deepening of inequalities — international cooperation is more necessary than ever,” Guterres said at a recent news conference. He said that when he took charge of the institution years ago no one could have predicted that the world would be as it is today, roiled by conflicts and facing a multitude of crises like climate change and the seemingly unrestrained growth of artificial intelligence. The U.N. has defined the theme of this year’s gathering as “Restoring Trust, Managing Transformations: A United Nations That Delivers for All.” Trust and transformation have been among the biggest challenges for the U.N. as it has faced questions of relevance from donors and the public, experienced severe funding cutbacks from the Trump administration and made efforts to streamline its operations. At the same time, its 15-member Security Council stands paralyzed by divisions among its five permanent members with veto-holding powers. Still, while the organization said in January that it was facing imminent financial collapse and would run out of money by the summer if member states — namely the United States, its top donor — didn’t pay their annual dues, it has

Last week, the United States paid $725 million to the U.N. as part of its dues for the regular budget and $102 million for peacekeeping, but it still owes $1.3 billion in annual dues, said Farhan Haq, a U.N. spokesperson. Many U.N. staff members and diplomats had expressed anxiety that President Donald Trump could withdraw from the organization altogether, given his exit from U.N. agencies such as the World Health Organization and the defunding of some programs as part of a policy to cut foreign aid significantly. Analysts said last year that the U.N. was in a “free fall,” as it observed its 80th anniversary. But those fears have not materialized. Analysts said that while the U.N. was still facing a crisis, the United States had remained engaged, albeit seeking to change and bend the institution to the administration’s vision. Trump is set to speak to the General Assembly on Tuesday morning, the first day of the gathering. Last year, he lectured the United Nations and other countries about how they were failing and aired a list of grievances. “Your countries are going to hell,” he said. This year, he will be facing a world rattled by his imposition of tariffs, his open disdain for allies and the instability resulting from his war against Iran. The biggest hurdle for the U.N. in resolving conflicts in the past few years has been the geopolitical divisions among the five permanent powers of the Security Council: the United States, Russia, China, France and Britain. The council, which is in charge of preventing global conflict and safeguarding stability, has been frozen over the wars in Ukraine, the Gaza Strip and Iran because action has been blocked by permanent members with stakes in the fighting. The Ukraine war is more than 4 years old, the conflicts in Sudan over 3 years old, the one in Gaza closing in on 3 years old and the United States’ war with Iran nearing its seventh month. The conflict in Iran has sent energy and oil prices soaring and has upended supply chains that rely on shipping in the Strait of Hormuz. The Houthis in Yemen and Saudi Arabia have intensified fighting in the past few weeks
with another critical waterway, the Bab el-Mandeb Strait, in the Indian Ocean, under threat. “There is clearly a vacuum here in terms of dealing with these growing number of wars we have and other crises,” said Robert A. Wood, a U.S. ambassador to the U.N. during the Biden administration. “It is critical that we get a next secretarygeneral who has experience, and Rolodex, and kind of energy and background in managing, not only dealing with great powers, but in dealing with major international crises.” Among the speeches by leaders that will be watched closely will be the ones by Iranian President Masoud Pezeshkian; Zelenskyy; and Venezuela’s leader, Delcy Rodríguez, who will be making her debut on the world stage after the United States captured her predecessor, Nicolás Maduro. Others of note will be by leaders of the Arab countries in the Persian Gulf; Israeli Prime Minister Benjamin Netanyahu; and Palestinian leader Mahmoud Abbas, who will address the assembly virtually for a second year because the United States denied the Palestinian delegation visas. This year, discussion of a possible two-state solution for Israel and Palestinians is expected to be more low-key than in the past, with France, Britain, Canada and Saudi Arabia hosting a session Thursday on the sidelines of the General Assembly meeting. A notable number of world leaders will be absent from the General Assembly. Xi Jinping of China is traveling to Washington to see Trump on Thursday, and the meeting is expected to overshadow the speeches at the assembly in New York. The leaders of two nations from the so-called global south — India’s prime minister, Narendra Modi, and South Africa’s president, Cyril Ramaphosa — will also not attend. The Security Council will hold a session on Ukraine, as it has done for the past four years during the General Assembly meeting, and this year it has drawn new criticism that European members of the council have ignored other pressing conflicts every year to keep the spotlight on Ukraine during the high-level week. Despite their global repercussions, Iran and the conflict in the Persian Gulf are not on the council’s public agenda this week. Arab countries in the Gulf are expected to hold a closed-door meeting with council members and Trump on the sidelines, diplomats said. The council will discuss AI and the threats it poses to global security and stability. Guterres will also host a side event Monday to urge countries to create global regulations for the technology, and a private, invitation-only event at the U.N. that brings together heads of states and leaders of AI to debate how to govern the field. But a clash of opinions and visions is expected. The United States, China and Russia have indicated that they oppose external rules on their own development of AI technology, and Trump recently denounced such efforts as a “sick conspiracy.” Guterres said the world cannot “afford a race to the bottom on AI safety.” He added, “We need guardrails to build trust, and that make AI safe, transparent, accountable, with human dignity at the center.”

he U.S. Justice Department on Sunday arrested an additional 30 suspects in the 2021 assassination of Haitian President Jovenel Moïse, including 18 who had been transferred from Haiti to Miami aboard a U.S. military plane, according to the U.S. attorney for South Florida. The other 12 suspects were apprehended in multiple locations, Reding Quiñones, the U.S. attorney for the Southern District of Florida, said in a post on the social platform X announcing the arrests. “Today marks the next major phase in our pursuit of accountability for the assassination of President Jovenel Moïse,” he wrote. He added, “Five years later, we are still bringing defendants before American courts, and we are not finished.” Quiñones did not identify the suspects. But Haiti’s justice minister, Patrick Pelissier, said that the plane carried 17 former Colombian soldiers and Joseph Badio, a former Haitian Justice Ministry official who had been named by investigators in Haiti as the central architect and “orchestra leader” of the plot. Badio has said he is innocent and is being made a scapegoat in the assassination. Moïse died after being shot several times at close range in his bedroom on the night of July 7, 2021. His wife, who was standing near him, was struck by two bullets but survived. Prosecutors in Miami have already convicted 12 people accused of links to

Haiti’s Ministry of Justice confirmed Sunday that the 18 people had been extradited as a result of “significant advances” in the legal case in the United States. The ministry added that the case against the
accused men in Haiti had run into “important difficulties” that had prevented the investigation from proceeding there. Officials did not detail those difficulties, but the case has encountered repeated obstacles because of threats and political interference. “The government reaffirms its determination to ensure that justice is served for President Jovenel Moïse, his family, and the Haitian people,” Pelissier, the justice minister, said in a statement. On Sunday morning, a U.S. military aircraft arrived at Port-au-Prince’s international airport to pick up the former Colombian soldiers for extradition, according to local media reports. Images showed the men walking across the tarmac to the back of the plane wearing light blue jumpsuits and earmuffs. The assassination of Moïse unleas-
hed a wave of gang violence in the country, and nearly 1.5 million people have fled their homes in recent years. Large parts of the capital, Port-au-Prince, are still considered unsafe, disrupting the local courts as well as preventing elections from being held to select Moïse’s replacement. The new arrests could help cast more light on the still unclear motives for the assassination and who ordered it. So far, the Justice Department has prosecuted “just a narrow part of what was clearly a much larger conspiracy, and this raises hopes — and expectations — of a more thorough accounting of what really transpired,” said Jake Johnston, a Haiti expert with the Center for Economic and Policy Research. The wife of one of the Colombians who was extradited told The New York Times that the news of his transfer had taken her completely by surprise. “I spoke to him three days ago, and he knew nothing about this,” said Milena Rey Quintero. “I don’t know what to think. I feel like all this pushes the possibility of seeing him again further away.” Criminal defense lawyers in South Florida involved in the case said they were unaware of the transfer. However, several new court filings in the past week were entered under seal, which could suggest a revised indictment against new defendants in the case. The new arrests come only a week before another major suspect in the case, Christian Emmanuel Sanon, who sought to replace Moïse as president, is scheduled to go on trial. Sanon has said he never wanted to see Moïse killed, just arrested and deposed. Sanon had been due to go on trial this year with four other defendants but his case was delayed because of health issues. The other four men were convicted in May and are awaiting sentencing.

Networks suspend pool coverage of Trump after White House bans CNN By MICHAEL M. GRYNBAUM and ALI WATKINS
T
he major television networks Monday suspended their pooled coverage of President Donald Trump, breaking a practice that dates to the Eisenhower administration after Trump refused to allow CNN to serve as a pool representative. The move was an extraordinary escalation amid a showdown between the Trump administration and the White House press corps, which began last week when the president barred journalists at CNN, MS NOW and Politico from entering the White House grounds. Those three outlets sued Monday to regain access. Despite Trump’s years of lawsuits and threats against the news media, archrival news organizations have rarely undertaken this kind of collective action. Five networks — ABC, CBS, CNN, Fox News and NBC — have long shared the responsibility of providing television coverage of the president, splitting the financial costs and distributing footage that is carried by news outlets worldwide. The networks perform their duties on a rotation, and CNN had been scheduled to provide coverage for Trump’s travel Monday to the U.N. General Assembly. It is extremely unusual for a president to travel or hold public events without being accompanied by representatives from the television pool. The president’s activities Monday were still covered by print, radio and wire journalists, along with still photographers. “Effective today, the TV pool will not be covering events designated as pool coverage of the president,” Bryan Boughton, Washington bureau chief at Fox News, wrote in a note to television pool members that was obtained by The New York Times. (Boughton is the acting chair of the television pool consortium; the networks rotate the chairmanship on a quarterly basis.) “This follows the White House’s position preventing CNN from fulfilling its assigned pool duties,” Boughton wrote. “There will be no replacement pool put in place.” He said the networks would continue to provide pool coverage for events involving other prominent officials, including the vice president and members of Congress. The five networks later issued a joint statement, writing: “The public has a vital

No administration should restrict a news organization because it objects to its reporting.” Network cameras began accompanying the president in the 1950s, when aides to President Dwight D. Eisenhower maintained editorial control of the footage, according to Kathryn McGarr, a media historian at the University of Wisconsin-Madison. Administrations often work hand in hand with the television networks, since the arrangement is mutually beneficial. Journalists have an opportunity to preserve the historical record and be present for any unusual event — such as when a gunman shot President Ronald Reagan in Washington in 1981 — while the White House receives high-quality footage of the president that can be quickly distributed around the world. On Monday, a ribbon-cutting ceremony on the South Lawn offered a glimpse at what can happen when that system breaks down. The ceremony was the formal opening of Trump’s new helipad, a project of which he speaks often. No major TV network sent cameras or boom microphones to the event. The White House provided its own YouTube
stream, but the audio was garbled, and the president’s remarks were almost entirely inaudible. TV networks have historically been reluctant to yield their ability to film the president, even as Trump has menaced in-
dividual reporters and curtailed access to certain news outlets. There is some precedent: In 2009, the major networks balked when the Obama administration tried to bar Fox News from participating in a Treasury Department event; the administration backed down. That incident did not involve barring a news outlet from entering the White House. Trump’s ban of CNN, MS NOW and Politico caught some of his own aides off guard. The president abruptly announced it in a Truth Social post Friday, saying he was fed up with what he described as “purposely negative stories.” Journalists from the three organizations had their badges confiscated when they arrived at the White House complex Saturday. CNN, MS NOW and Politico sued the Trump administration Monday, calling Trump’s actions a violation of their First Amendment rights. Experts say the ban is unlikely to withstand legal scrutiny. They have also asked a judge to temporarily lift the ban until the courts decide. Trump, for his part, doubled down on his decision in a social media post Monday. “The White House is not instituting an assault on the Free Press, something which I cherish,” the president wrote. “It is instituting an assault on the FAKE NEWS, something that has grown like Cancer in our beloved United States of America.”

Caguas, Manatí & Moca notch wins in BSNF By THE STAR STAFF
T
he Criollas of Caguas, Atenienses of Manatí and Explosivas of Moca all secured victories on Sunday night in a trio of Women’s National Superior Basketball (BSNF by its initials in Spanish) league games. The Criollas built a 10-point halftime lead then withstood a fierce second-half rally by the Pollitas of Isabela to claim their third consecutive win, 79-74. At Roger Mendoza Coliseum in Caguas, the Criollas had five players in double figures, but it was the player with the least playing time who led the offense during the game’s final minutes. Dre Una Edwards came off the bench -- after dealing with personal foul trouble -- and scored five points during the pivotal moments to help the Criollas improve to 3-0. The Criollas were led by Tea Cooper, who had 20 points, seven assists and five rebounds. Taylor Robertson scored 17 points in the victory. Emily Kiser of the Pollitas (1-1) led all scorers with 31 points and grabbed eight rebounds, while import player Quionche Carter had 24 points and 14 rebounds. Elsewhere, the Explosivas got their second win of the season by edging the Cariduras of Fajardo 65-64 at Tomás

he Bucaneros of Arroyo, Yunqueros of Río Grande and Tigres of Aguas Buenas all notched victories on Sunday in the opening weekend of the Central Amateur Baseball League Confederation (COLICEBA by its acronym in Spanish). Arroyo, last season’s championship runner-up, asserted its dominance in the South section by sweeping the Guayacanes of Guayanilla, 15-4 and 2-1. In the first game, left-hander Gerald Barrios pitched five innings and struck out three batters to claim the win. Elerie Rivera, Jadiel Sánchez and Luis Román each drove in three runs for Arroyo, while Román and Tony Brian Méndez both hit home runs. The second game had a dramatic finish as the Bucaneros scored their two runs in the top of the seventh inning to prevail. Reliever Agnel Miranda earned the victory. Also in the South, the Ganduleros of Villalba and Illescanos of Coamo split their doubleheader. Coamo won the first game, 7-1, backed by strong pitching by starter Luis Gutiérrez and Roberto Costas in relief.
