esident Commissioner Pablo José Hernández Rivera is calling on the U.S. Department of Housing and Urban Development (HUD) to immediately accelerate the release of roughly $1.7 billion in federal funds earmarked for the island’s electrical grid recovery, warning that prolonged delays are undermining dozens of generation projects and prolonging the island’s energy instability. In a letter sent Monday to HUD Secretary Scott Turner, Hernández Rivera cited new findings from the U.S. Government Accountability Office (GAO) showing that 74% of HUD’s obligated funds for Puerto Rico’s grid -- allocated since 2017 -- remain undistributed. The GAO attributed the bottleneck to staffing turnover, hiring freezes that slowed project reviews, complex financing structures, and uncertainty surrounding the entities responsible for grid reconstruction. There are reportedly some 50 generation projects stalled by financial, bureaucratic and technical obstacles. “Puerto Rico has faced a persistent energy crisis since 2017. We cannot remain frozen in time,” Hernández Rivera said. “If we have money available and projects that have spent years confronting obstacles, the government has a responsibility to explain what is preventing the work from getting done.” Nearly nine years after Hurricane Maria, Puerto Rico’s electrical system remains critically fragile. Hernández Rivera noted that the island experienced a 33% energy deficit in 2025, while consumers endured an average of 27 hours of outages per year between 2021 and 2024. In 2024 alone, interruptions surged to more than 73 hours. Hernández asked HUD to detail the specific steps it is taking to expedite the release of the remaining funds, provide a timeline for completing the process, outline its response to the

fter a number of power outages took place over the weekend, Energy Czar Josué Colón Ortiz said Monday that AES Unit 1 -- which contributes 250 megawatts -- is projected to come back online sometime between this afternoon and evening. “AES Unit 1 is currently out of service. We held a meeting with the AES general manager this morning; they are finishing up the work,” Colón Ortiz said at a press conference. “The

expectation for that unit is that it will come online tomorrow afternoon or evening.” He added Costa Sur Unit 5 could return to the power grid Monday night after repairs on a valve were completed on Sunday. The breakdowns reduced the available generation margin over the weekend and raised concerns about potential outages during peak consumption hours. Colón Ortiz said earlier in the press conference that not all outages recorded over the weekend were due to a lack of generation, and he held LUMA Energy responsible for certain load-shedding decisions. Gov. Jenniffer González Colón also attributed some of the issues affecting generation at Costa Sur to problems within the transmission and distribution system.

Fiscal board urges governor not to sign measure to redirect old telecom funds to towns By THE STAR STAFF

he Financial Oversight and Management Board is urging Gov. Jenniffer González Colón not to sign Senate Joint Resolution (SJR) 202, warning that the measure violates the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA) and established government accounting rules by attempting to reprogram surplus municipal telecommunications license fee balances from prior fiscal years. In a letter sent electronically on Monday, the oversight board’s executive director, Robert F. Mujica Jr., said SJR 202, approved by the Legislature on Aug. 20 and delivered to La Fortaleza on Sept. 4, seeks to distribute $2.47 million in surplus 2020-2025 Municipal Telecommunications License fee balances held by the Office of Management and Budget (OMB). The bill

identifies eight municipalities as having “the most vulnerable populations and the greatest economic need,” and states the funds would support essential services and local operations. The oversight board countered that the funds cannot legally be used for that purpose. Under Act 81‑2017, telecommunications license fees are appropriated to the OMB to cover its operational expenses. Because government funds operate under modified accrual accounting, Mujica wrote, appropriations expire at the close of the fiscal year and any unspent balances become restricted and unavailable for reprogramming. “Budgetary appropriations confer spending authority only for the fiscal period for which they are enacted,” the board said. The board further warned that the measure amounts to an unauthorized reprogramming of prior‑year funds, directly violating

PROMESA Section 204(c). Any reprogramming requires oversight board approval, which has not been requested. PROMESA also bars the Legislature from adopting a reprogramming until the board certifies it is consistent with the Fiscal Plan and budget. “For these reasons, the Bill contravenes established budgetary and modified accrual accounting practices and is inconsistent with PROMESA and the Certified Second Revised 2024 Fiscal Plan,” the letter stated. The oversight board asked the governor to reject the measure and instead work with lawmakers and the board to identify alternative, fiscally compliant ways to support the municipalities. If the governor signs SJR 202, PROMESA requires her to submit a formal estimate and certification addressing the issues raised. Nearly $883,000 in federal recovery funds delivered to PR via FEMA By THE STAR STAFF

he Federal Emergency Management Agency (FEMA) announced on Monday the approval of nearly $883,000 in post-disaster funding for Public Assistance projects in Puerto Rico. The program empowers states, local

communities, tribes and territories to recover from disasters. FEMA allocates the money to states and local communities because they are best positioned to know how the funds will be most effectively spent. The funded projects include repairs to critical infrastructure, restoration of public buildings,

road repairs and reimbursement for costs incurred to ensure public health and safety after a disaster. Projects obligated through the approved Public Assistance funding: * Nearly $583,000 to the Municipality of San Lorenzo to repair or replace road culverts, surface, embankments,

shoulders and related roadway components damaged by Tropical Storm Ernesto in 2024. * Nearly $300,000 to the Puerto Rico Electric Power Authority for emergency protective measures to reduce the threat to public health, safety and property as a result of Ernesto.

Governor: 39 minors missing from system remains a high figure By THE STAR STAFF

ov. Jenniffer González Colón acknowledged on Monday that the 39 minors who remain missing from homes or institutions under state custody represent a high figure, following the recent slaying of a youth who had left one of those facilities. “One minor -- not 39, but a single minor losing their life -- is too many,” González Colón stated at a press conference. The governor noted that in 2024 there were 89 minors missing from the system and maintained that the reduction to 39 does not eliminate the concern. “The fact that the number is now 39 -- in my judgment, it remains high,” she said. González Colón noted that the minors

receiving state funds. “They remain under state custody,” she emphasized. The governor said there are currently 2,175 minors in state custody and estimated that the 39 missing minors represent about 1.79% of that population. Family Secretary Suzanne Roig Fuertes said meanwhile that when a minor runs away, a protocol is activated involving the Puerto Rico Police, Interpol, the National Center for Missing & Exploited Children and the FBI. “We do not rest until we locate those children and youths and address their current circumstances,” Roig Fuertes said. The secretary acknowledged that they have not yet been able to locate some of the 39 minors, despite the involvement of agencies specializing in missing persons cases.

Regarding the adolescent who was slain after running away from the Manuel Fernández Juncos home, Roig Fuertes said the facility reported the situation and that protocols were activated within the appropriate timeframe. “In this case, indeed, all protocols were initiated on time, and we have been working with these protocols ever since,” she stated. González Colón said the state must evaluate, on a case-by-case basis, whether the minor received the necessary tools, whether there were behavioral changes or patterns that went unidentified, and whether the minor remained connected to school and other services. The governor added that each minor’s circumstances are different and that the government cannot treat the homes like correctional institutions or physically restrain youths to prevent them from leaving the facilities.

Bone marrow transplant program teams recognized for obtaining accreditation By THE STAR STAFF

Ángel Toledo López on Monday recognized the work of the professionals who contributed to the Bone Marrow Transplant Program at Auxilio Mutuo Hospital obtaining accreditation from the Foundation for the Accreditation of Cellular Therapy (FACT), an international certification in the field of cell transplantation and specialized medicine. “The true contribution you have made to the development of medicine in Puerto Rico may seem commonplace to you because this is your job, but for us it seems like a daily feat, I would even say unattainable, because honestly every life that depends on what you do feels transformed in a way that only they can appreciate,” Toledo López said. The honorees were Dr. Alexis Cruz Chacón, a specialist in hematology and oncology; Dr. Cristian Rodríguez Arocho, a specialist in hematology and oncology with a subspecialty in bone marrow transplantation and cell therapy; Dr. Carlos

Bachier Cintrón, a specialist in hematology, oncology, and bone marrow transplantation; and Dr. MariolaVázquez Martínez and Dr. Karla Feliciano Salvá, both hematologist-oncologists with subspecialties in transplantation and cell therapy. The administrative team and their collaborators were also recognized. The recognition highlighted the collaborative effort between TCT Oncology, Hospital Auxilio Mutuo and the American Red Cross to achieve accreditation, which requires compliance with rigorous standards of quality, safety and clinical excellence. The Bone Marrow Transplant Program at Hospital Auxilio Mutuo offers specialized services to patients with cancer and other complex hematological conditions. According to the motion, the accreditation strengthens Puerto Rico’s capacity to provide bone marrow transplant services in accordance with international standards. “This achievement reaffirms the capacity of our health institutions to offer complex treatments with the highest levels of quality, safety and clinical excellence, contributing to the

continuous development of cancer care and transplant services on the island,” states the congratulatory motion presented by Toledo.

Bill seeks to exempt cancer patients from taxes during treatment By THE STAR STAFF

Luis “Josean” Jiménez Torres have formally filed House Bill 1417, which seeks to exempt patients undergoing active cancer treatment. The bill seeks to amend Act 1-2011 (“Internal Revenue Code for a New Puerto Rico”) “for the purpose of exempting, from the income tax and up to the first $150,000 of gross income, of each (the patient and his or her spouse), the income earned by any individual resident of Puerto Rico during any taxable year in which they receive active cancer treatment and that of their

spouse, when they file a joint return.” “Cancer is one of the leading causes of death in Puerto Rico and one of the most devastating experiences a family can go through,” Nieves Rosario said in a written statement. “According to the most recent data from the Central Cancer Registry of Puerto Rico, … in 2022 more than 16,500 new cases of cancer were diagnosed on the island and 5,392 people died from this disease. ... It is estimated that about four out of every 10 residents of Puerto Rico will receive a cancer diagnosis at some point in their lives.” Among men, prostate cancer accounts for about 40% of new cases, while for women, breast cancer accounts for 30%. “A cancer diagnosis is not only a health crisis, it is almost

always an economic crisis,” Jiménez Torres noted. “Active treatment -- chemotherapy, radiation therapy, immunotherapy, oncological surgery , or bone marrow transplant -- extends over months, produces debilitating side effects, and requires ongoing appointments at centers that are often far from the patient’s home or even outside of Puerto Rico. ... During this period, the patient’s ability to work is reduced or eliminated, and the spouse who accompanies and cares for him is also absent from his job.” The $150,000 limit will be computed separately for each spouse, whether or not they elect the optional computation provided for in Section 1021.03. The exemption will not apply to the spouse’s income when the couple files separate returns.

EPA expected to erase limits on climate pollution from power plants By MAXINE JOSELOW and LISA FRIEDMAN

T

he Trump administration plan to announce Monday that the United States will no longer limit the planet-warming pollution that power plants pump into the air while burning coal and gas, according to two people familiar with the proposal. The shift by the Environmental Protection Agency would complete the administration’s erasure of the most consequential climate policies of Presidents Joe Biden and Barack Obama. If the move survives expected legal challenges, it could also prevent future administrations from regulating greenhouse gas emissions from power plants. The power sector is the second largest source of carbon dioxide and other greenhouse gases in the United States. This pollution accumulates in the atmosphere, where it traps the sun’s heat, raising temperatures and supercharging extreme weather events around the globe. Scientists say the United States and other industrialized nations must sharply cut emissions to avoid the most devastating impacts of climate change. Lee Zeldin, the EPA administrator, was expected to announce the change during a meeting of energy ministers from the Group of 20 nations in Houston, according to the two people familiar with the matter, who requested anonymity to describe the proposal before it is made public. Representatives for the EPA did not immediately respond to a request for comment late Sunday evening. Environmentalists and energy experts have opposed the move, which has been in the works since last spring. They have noted that if the U.S. power sector were its own country, it would be the fifth-largest climate polluter in the world after China, the entire United States, India and Russia. “This is another nail in the coffin for this administration’s commitment to protecting people and tackling the climate crisis,” said Manish Bapna, the president of the Natural Resources Defense Council, an environmental group. The EPA, he said, “is ending its legal and moral responsibility to end climate pollution.” President Donald Trump has derided climate change as a “hoax,” and in his second term, the EPA has systematically dismantled policies aimed at slowing global warming that have been criticized as costly by oil, gas and coal companies. The administration has tried to make it easier and cheaper to produce

Earlier this year, the EPA eliminated greenhouse gas standards for car tailpipes and eased restrictions on planet-warming chemicals used in air conditioners and refrigerators. Most consequentially, the agency repealed the scientific determination that gave it the legal authority to create climate regulations in the first place. Under the plan expected Monday, power plants would still be subject to some limits on mercury, arsenic and other contaminants, though the EPA has already loosened restrictions on how much mercury they can emit. The agency planned to argue Monday that greenhouse gases from power plants do not endanger human health or the environment, and therefore it lacks the legal authority to regulate these emissions under the Clean Air Act, according to the people familiar with the matter. If courts uphold this argument, it could prevent future administrations from restoring the restrictions. “They are swinging for the fences to try to prevent any

administration from regulating one of the largest sources of emission for the United States,” said Carrie Jenks, the executive director of the Environmental & Energy Law Program at Harvard Law School. The Biden administration’s climate rules for power plants, finalized in 2024, applied to coal-burning plants that were in operation and gas-burning plants that could be built in the future. To comply, coal plants could have installed technology to trap carbon emissions before they are released into the air and store them deep underground. Gas plants could have operated on cleaner fuels such as hydrogen, which produces no planet-warming emissions when burned. The Biden administration estimated that the regulation would also prevent other pollutants, such as soot, from escaping into the air, resulting in $120 billion in public health benefits by 2047. It projected that in 2035 alone, the rule would prevent up to 1,200 premature deaths, 870 hospital and emergency room visits, 360,000 asthma attacks, 48,000 school absence days and 57,000 lost workdays. Under the Trump administration, the EPA has stopped estimating the public health benefits of reducing pollution in the cost-benefit analyses necessary for clean-air regulations. Instead, the agency has estimated only the costs to businesses of complying with the rules. The coal industry had complained that Biden-era restrictions on emissions were costly and unworkable. It had predicted that many coal plants would have closed instead of spending billions of dollars on new pollution controls. Democratic-led states and environmental groups have said they intend to challenge the EPA’s plan in court. Legal experts have called the plan vulnerable. Courts have wrestled with the EPA’s authority to regulate climate pollution from the power sector for more than a decade. The Supreme Court in 2016 blocked the Clean Power Plan, Obama’s signature effort to curb carbon emissions from coal plants. In 2022, the Supreme Court ruled that the EPA could limit these emissions but could not force a nationwide transition away from the use of coal. Instead, it allowed the agency to pursue only narrower policies that dictated the operations of individual power plants.

Republicans, facing midterm peril, try to brand Democrats as communists By TIM BALK

ne by one, Republican speakers at President Donald Trump’s midterm convention in Dallas last week turned to a far-fetched argument with echoes of the Cold War. House Speaker Mike Johnson of Louisiana claimed, “Next year the communists will be in Congress — that’s what’s so frightening.” Rep. Steve Scalise of Louisiana, the No. 2 House Republican, said implausibly that there had been a “Bolshevik Revolution in the Democrat Party.”

And when Trump, the ringleader of this new Red Scare, took the stage, he returned — again and again and again — to baseless claims that Democrats were running as communists in the midterms. “It’s going to be a communist country if they win,” he predicted, one of at least 60 times a speaker at the convention mentioned communism or communists. Although this year’s Democratic primary season brought a surge of left-wing momentum, and a handful of victories by democratic socialists running for Congress in Colorado,

Michigan, New York, Pennsylvania and Florida, no credible midterm candidate identifies as a communist. And there is little momentum behind any communist movement in U.S. politics at the federal level. Still, for months now, Trump and Republicans, staring down a daunting political environment and the potential loss of one or both houses of Congress, have been trying to cast Democrats as communists, deploying a charge that has little overlap with Democrats’ actual platforms. They believe the left-wing congressional nominees have offered an opening to build an argument that Democrats are outside the mainstream. “Stalin. Mao. Castro. Democrats,” the Republican National Committee wrote on social media last month. “Different leaders, same goal.” Whether the attacks make a difference in the midterms is still far from clear. Some Democrats have expressed worry that the rise of democratic socialism in their party could play into Republican efforts to cast them as extremists and that constant mentions of communism could blur the lines for some voters. At the same time, Trump’s overheated language could weaken the force of the argument. Trump and Republicans have pointed to a series of victories by democratic socialists in Democratic primary races — including a suite of June results in deep-blue New York and a stunning Senate upset last month in conservativeleaning Florida — to accuse their opponents of harboring radical beliefs. Perhaps not since the 1950s or ’60s has an American political party spent so much time talking about communism. In Trump’s telling, communism poses the gravest danger to the country. Two days after Avila Chevalier and two other selfdescribed democratic socialists swept House primaries in New York, a group of centrist House Democrats signed a letter declaring, “We are capitalist, not socialist.” Most Americans have unfavorable views of socialism, according to polls. Communism polls much worse. And even as Trump mislabels Democrats as communists, some Democrats have jokingly blurred the lines themselves, referring to the area of New York City where one democratic socialist House candidate won as the “Commie Corridor.” Jon Fleischman, a former executive director of the California Republican Party, said “your options are limited when the president’s ratings on a lot of key issues, most notably the economy, are underwater.” But he added that describing Democrats as communists was “smart” strategically and would “freak out people.” Hillary Clinton told Kara Swisher on the “Pivot” podcast that Republican messaging accusing Democrats of being communists would be “very effective” politically. She said Republicans had most likely tested it before making it their central attack. “People on the left have to be prepared to answer that,” Clinton said. Biden and Trump called it a genocide and then turned away By NICHOLAS KRISTOF

W

hen world leaders gather in New York this month for the United Nations General Assembly, I expect them to studiously ignore the world’s worst humanitarian crisis, the horror in Sudan that both the Biden and Trump administrations termed a genocide. President Donald Trump has set the tone by cutting aid there. What does the crisis look like on the ground? Let me tell you about a very bright 13-year-old girl who asked not to be named, because then she might be killed along with her parents. She has smooth skin, an oval face with a high forehead, and a red head scarf to cover her hair. Last year she was near the top of her fifth grade class of 60 students in the city of El Fasher, in the Darfur region of Sudan. She dreamed of being a doctor when she grew up. “I wanted to support people and give first aid,” she told me. But a brutal militia called the Rapid Support Forces besieged the city and cut off most food supplies. Aid workers and policy experts pleaded with world leaders — including first President Joe Biden and then Trump — to try to block the RSF from massacring the city’s people. Neither did much, so last October, as long predicted, the RSF overran El Fasher and massacred perhaps 60,000 people. The girl’s family tried to flee but was stopped at an RSF checkpoint, according to accounts of the girl and four other family members I interviewed by Zoom with the help of an aid worker I know. gunpoint, and then the women and girls were held for four days in a kind of rape camp, they said. The girl, then 12, told me that her ordeal started when two men stripped her and assaulted her. “Every day they came to rape me,” she said in the smallest of voices, looking down at her lap. “Sometimes one at a time, sometimes two, sometimes three of them. I was crying.” Her sister and mother were also gang-raped each day, they said, and an older aunt told me she tried to intervene and was beaten. The militia commander agreed to release the women and girls on the fifth day, but said the men and boys would be killed. “We begged them not to,” the girl’s mother said, and finally the commander let the group walk away, men and boys included, after taking their possessions. Some in the group had all their clothes taken and resorted to taking clothing from bodies of people who had been killed at the checkpoint, they said. Yet the girl had suffered one more terrible cruelty that she and the family talk about only with great difficulty. Her ethnic group does not practice female genital cutting, while many other groups in Sudan do, often the most extreme kind, called infibulation. The gunmen held the naked girl down, and a gunman sliced off her genitals, according to the girl herself and the other female members of her family. Her aunt, a midwife, made a traditional herbal remedy to stop the bleeding and then stitched the girl’s genitals with needle and thread, she said. The wound became infected and may be complicated by a sexually transmitted infection as well, her family members said. The family eventually reached a camp for displaced people called Tawila and settled there, along with some 700,000 other survivors of the conflict. The girl’s sister gave birth this year to a baby resulting from the rapes; she nursed the baby as she spoke. The men won’t talk about what happened to them when they were held, but the women say they saw some boys and men raped as well. What drives such savagery? In part it is interethnic competition for land. In part it is the desire of outside powers for control over Sudan and the Red Sea. And in part it is racism toward non-Arab Black Africans. “They were saying very bad words and called us slaves and dogs,” the girl’s mother recalled. “They said African people are their slaves.” Comments like that have been routine during attacks on African ethnic groups. I can’t confirm details of this attack, but multiple members of the girl’s family corroborated the account. Two aid workers in the camp, who asked not to be identified for their safety, said they had heard the same account from the family. Aid groups like Amnesty International have also reported on mass killings and rapes there, and these accounts parallel my own reporting about the slaughter in Darfur. Janti Soeripto, president of Save the Children, said that the accounts of the girl’s family meshed with what she learned on a trip to Darfur this year to visit her group’s operations there. “I saw the aftermath of that violence and the scars it left

behind — both physical and emotional,” she said. “I spoke with a colleague who bore facial scars from fighting to protect her 16-year-old daughter.” There is overwhelming evidence, reinforced by a U.N. report this month, that the United Arab Emirates arms and backs the RSF, yet Biden refused to publicly call on the UAE to halt these arms shipments. Trump, whose family has benefited financially from business ties with the UAE, has been even less willing to hold the Emirates accountable. It’s not just the UAE. Other countries, including Egypt and Iran, are reportedly supporting the Sudan Armed Forces, the other side in the civil war, and it too has committed atrocities — and, as the Times and The Washington Post recently reported, may have used chemical weapons. Both sides in this war will be remembered for their cruelty, just as ordinary citizens will be recalled for their heroism and world leaders for their indifference. One more thing. When I write about human rights catastrophes in places like Sudan, the conversation is often diverted by debates over the Gaza Strip. Supporters of Israel ask, with some justice: Why aren’t pro-Palestinian university students denouncing the even greater death toll in Sudan? And the students reply, also with some justice: At least in Sudan we’re not helping to pay for war crimes. My view is that if you are disgusted by rapes of Sudanese by Arabs only, or by rapes of Palestinians by Israelis only, then your concern isn’t for human rights but for the team you’re on. In fairness, many in the human rights community do stand against all atrocities. It’s notable that some of the members of Congress most committed to holding Israel accountable, like Sen. Chris Van Hollen of Maryland, are the same ones trying hardest to get the UAE to stop underwriting atrocities in Sudan. Meanwhile, two-thirds of Sudan’s population of about 53 million needs lifesaving aid, the United Nations says — yet the U.N. has received barely 40% of the funding it has requested. Last year, one expert, Tom Perriello, estimated that Sudan’s civil war may have claimed 400,000 deaths from violence, hunger or disease, but he and others acknowledge that no one really has much idea of the death toll. World leaders at the U.N. General Assembly no doubt will offer lofty speeches about peace, but they seem uninterested in providing either accountability or adequate aid. “The people of Sudan need food, water and medicine,” Tom Fletcher, the U.N. humanitarian chief, told the Security Council in a grim briefing. “Yet the world sends drones, weapons and mercenaries.” “This Council is not powerless,” he added, making a critical point: “The international community is not powerless. The tragedy of Sudan is not that we do not know what to do. GUAS BUENAS – La alcaldesa de Aguas Buenas, Karina Nieves Serrano, denunció el lunes que la Autoridad de Acueductos y Alcantarillados (AAA) mantiene trabajos inconclusos y carreteras deterioradas luego de intervenir tuberías en distintos sectores del municipio, y aseguró que sus reclamos al director regional y al presidente de la corporación pública no han producido una respuesta efectiva. “La realidad hay que decirla como es: la AAA no está haciendo su trabajo como se supone. Llegan, rompen nuestras carreteras para trabajar sus tuberías y luego dejan el problema a medias. Comienzan los trabajos y no los terminan. Esto lleva demasiado tiempo ocurriendo y ya es insostenible”, dijo Nieves Serrano en declaraciones escritas. Como ejemplo, la alcaldesa señaló la carretera del sector Mulitas Tiza, en la intersección con la PR-790, donde aseguró que la AAA realizó trabajos de infraestructura hace varios meses y la vía permanece deteriorada y sin asfaltar. “¿Cuántos meses más tenemos que esperar? No puede ser que una agencia termine

de trabajar una tubería y considere que su responsabilidad acabó mientras deja una carretera destruida. Eso no es terminar un trabajo. Eso es dejarle otro problema al municipio”, sostuvo. Otra situación denunciada ocurre en la calle principal del casco urbano, donde, según Nieves Serrano, se han realizado reparaciones de emergencia de tuberías y posteriormente las áreas intervenidas vuelven a hundirse o deteriorarse. La ejecutiva municipal sostuvo que ha comunicado en múltiples ocasiones los problemas al director regional de la AAA y aseguró que también ha intentado contactar al presidente de la corporación pública, Luis González, sin recibir respuesta. “Que nadie diga que desconoce lo que está pasando en Aguas Buenas. El director regional conoce estas situaciones porque personalmente se las he comunicado. Hemos llevado los reclamos por los canales correspondientes y hemos dado el espacio para que se atiendan”, afirmó. Nieves Serrano reclamó que la AAA repare adecuadamente las vías que interviene y advirtió que el municipio no continuará aceptando trabajos que queden sin terminar.

A FORTALEZA – La gobernadora Jenniffer Aydin González Colón defendió el lunes un proyecto de su administración que busca evaluar cómo elevar hasta un mínimo de 1,000 dólares mensuales las pensiones de empleados públicos jubilados que actualmente reciben cantidades inferiores, aunque reconoció que la propuesta requerirá identificar recursos y alcanzar acuerdos con la Junta Fiscal. “Más de 55,000 personas en Puerto Rico viven con una pensión del Gobierno de menos de 1,000 dólares al mes”, dijo González Colón en conferencia de prensa. La gobernadora señaló que entre los pensionados se encuentran personas que reciben 400, 500, 600, 700 u 800

dólares mensuales. “¿Quién puede vivir con mil dólares mensuales en Puerto Rico? A duras penas”, expresó. González Colón indicó que cerca de 5,000 maestros jubilados incluidos en ese universo no reciben Seguro Social y mencionó también a policías que no cotizaron para ese programa federal. La mandataria explicó que el proyecto podría requerir dividir a los pensionados por grupos laborales y realizar un estudio actuarial para establecer el costo de los posibles aumentos. “Posiblemente no serán estos 55,000 empleados de cantazo, haya que hacer esta segmentación. Tenemos que hacer un estudio actuarial para ver el impacto de estos aumentos y tenemos que identificar también los recursos de dónde los vamos a pagar”, sostuvo.

‘The Odyssey’ was shot on real film. This is the only place left making it. By MARC TRACY and GUS ARONSON

T

his was the summer that buying movie tickets became like buying concert tickets. Moviegoers crashed websites to secure premium admission to one of a few dozen theaters in the world that can screen films in the coveted 70-mm IMAX format. The movie that inspired this was “The Odyssey,” director Christopher Nolan’s adaptation of the ancient Greek epic that become a rare monoculture moment and has made more than $1.6 billion at the global box office. To see “The Odyssey” in IMAX 70mm was a cinephile flex. Nolan’s latest epic is the first feature film shot entirely in this specific medium. Beyond specific formats, Nolan and “The Odyssey” are part of a broader revival of physical film after the digital revolution seemed to have left it for dead. The director has been an evangelist for the medium made of plastic, and other filmmakers are increasingly choosing to shoot and project that way — including action thrillers like “Disclosure Day” and character studies like “The Invite.” Nolan mostly wants you to see his movie on film — IMAX or not. “It is not just nostalgia,” he said in an interview this summer. “Projection of the movie is literally light and shadow and color,” he continued, “and when you shoot on film and you project on film, all of those prints are made from the original negative, which itself was in the camera, the light actually hitting it, creating shadows on that film that then get reprojected. “It’s just a magical thing,” he added. Filming on film begins at a company that was once synonymous with photography: the Eastman Kodak Co. Kodak gave The New York Times rare access to its manufacturing campus to capture how plastic and chemicals are combined, sliced, rolled and shipped out. Made in Rochester, New York For all of film’s renewed presence at the center of Hollywood, every high-quality color reel for shooting and projecting is manufactured in one place. And that is Rochester, a city in western New York known for

cold winters, industrial decline and Eastman Kodak. Decades after both the medium’s and the corporation’s heyday, the city’s Eastman Business Park is where this product is manufactured. Throughout the 20th century, Kodak loomed over Rochester as its headquarters loomed over the skyline. George Eastman began hand-manufacturing gelatin dryplates there in 1880, and by about 1915, his company was the world’s driver of photographic film. It stayed that way until the latest turn of the century, as digital cameras overtook the analog medium. Kodak filed for bankruptcy in 2012, and the company today is a fraction of its size at its peak. Since emerging from bankruptcy in 2013, Kodak has increasingly pivoted toward manufacturing pharmaceuticals. And it still makes film, still in Rochester. Watching the film get manufactured When film manufacturing threatened to disappear about 15 years ago, Nolan and other directors helped persuade Kodak and Hollywood to think of film not as an antiquated format, but as an alternative canvas — in the same way that vinyl albums persist in a music world dominated by digital files and streaming. “If you view film as a technology, then it becomes obsolete and supplanted,” Nolan said. But film is not a technology, he argued, adding: “It’s a medium. It’s a very important medium. And media, they don’t become obsolete. They exist in parallel.” It starts with plastic. Kodak makes polyester on-site. Then it adds microscopic layers of chemicals that turn a sheet of plastic into film. From this point until the product is sealed in its canisters, the process must take place almost entirely in the dark: Light, as some may remember from high school photography class, can ruin film. (In its demonstration for the Times, Kodak used “NG” — for “no good” — film so that we could photograph it.) After the chemical treatment, massive sheets of film are dried, packaged, and shipped within the campus to Building 326 in light-tight boxes known around the campus as “caskets.” The film’s next stop is a splitter, which takes raw plastic base 54 inches wide and as many as 12,000 feet long, and cuts it into

“The Odyssey” (2026) (Universal Pictures) narrow strips small enough to fit through a camera or a projector. Next the film is perforated: Holes are made on both sides to allow a camera’s or a projector’s sprockets to pull the film through. Kodak’s custom T-perforators can process 3,000 feet of film per minute. The discarded bits of material from the perforating process (think: doughnut holes) are known colloquially around Kodak as “fairy dust.” Kodak recovers silver from the fairy dust — silver halide is among the chemical compounds it uses to make the film — and recycles it. Next the film is spooled so that it can be vacuum-sealed in a device that resembles a gigantic panini press, packaged in the iconic steel canisters with gold varnish and shipped to film labs or movie sets. A reel like the ones Nolan used when filming “The Odyssey” can have up to 1,000 feet of film. How it gets on the screen The gold standard for seeing “The Odyssey” was at one of the approximately 40 screens around the world where it was projected in IMAX 70-mm. We went to AMC Lincoln Square 13 in Manhattan to see how an experienced projectionist loads the film, which becomes the massive image shown on the screen. In a small room above the highest audience seat, Chuck Snow, a veteran projectionist, went through the meticulous routine.

He loaded the film onto the IMAX projector, which uses a unique rolling loop mechanism to drag the film horizontally through the projector very quickly in order to achieve the rate of projection: 24 frames per second. The process is both technically challenging and aesthetically involving: an art unto itself. This summer, director Olivia Wilde wrote of projectionists, “They are, it occurred to me, the last members of our crew.” Nolan has a long relationship with IMAX, the company whose large distinctive cameras and gigantic screens were for much of its nearly 60-year history associated with documentaries often encountered at museums. The first moment filmgoers encountered any part of a Hollywood feature shot on IMAX cameras was when they took in the daring bank heist masterminded by Heath Ledger’s Joker at the beginning of Nolan’s 2008 movie, “The Dark Knight.” In 2014, after Nolan had also shot parts of “The Dark Knight Rises” and “Interstellar” on IMAX cameras, Kodak hired a new CEO, Jeff Clarke. David Keighley, IMAX’s chief quality officer, urged Nolan and Emma Thomas, his longtime producer (and wife), to meet Clarke and plead for the company to continue manufacturing film. They had lunch and made their case. Kodak listened. In the credits of “The Odyssey,” Nolan dedicated the movie to Keighley, who died last year at 77. “Without him,” Nolan said, “there would be no shooting on film now.”

Defense, space firms turn to SPACs as investor appetite soars E

arly-stage defense and space companies are increasingly seeking to go public through backdoor ⁠listings ⁠this year, drawn by the appeal of flexible capital and a ⁠faster route to market at a time of surging investor interest in the industry. Unlike traditional initial public offerings, these listings involve mergers with special purpose acquisition​ companies, or SPACs — shell firms that raise money through an IPO and then merge with a private company to take it public. SPAC mergers allow companies to negotiate valuations privately and secure financing before going public, giving them more certainty over fundraising ‌and reducing their reliance on favorable market conditions. Many smaller defense ‌and space companies, which typically rely on government contracts with unpredictable development cycles, find SPACs to be an easier route to public markets, experts say. “A SPAC merger can offer a more flexible route for companies with government contracts, strategic backing, ⁠or a clear growth pipeline, ⁠but not yet the revenue scale, margin, or predictability,” said IPOX Vice President Kat Liu. Saudi Arabia faces ‘worst-case scenario’ after being rebuffed by Trump By VIVIAN NEREIM

S

audi Arabia has increasingly found itself caught in the middle of the war between the United States and Iran. Now, the kingdom’s leadership is assessing dwindling options on how to respond. In recent weeks, the Iran-allied Houthi militia in Yemen has repeatedly attacked the kingdom, threatening to throttle its ability to export oil and piling pressure on the global economy. But Saudi Arabia has been left frustrated and disappointed by President Donald Trump’s reluctance to confront the Houthis, former diplomats and analysts say. The kingdom’s diplomatic efforts to engage with Iran have also had limited results. A meeting planned Monday between officials from Iran, Saudi Arabia and other Persian Gulf countries was abruptly postponed Sunday night, as the gap between their positions remained vast. “Right now the Saudis are really frustrated,” said Michael Ratney, a former U.S. ambassador to Saudi Arabia. “In some sense it’s their worst-case scenario.” The Saudi government’s Center for International Communication, which fields queries from journalists, did not respond to a request for comment. The kingdom’s conundrum underscores the heavy costs that the U.S.-Israeli war with Iran has imposed across the Middle East, including on countries whose leaders opposed the war or have sought repeatedly to bring it to an end. In the first few months of the fighting, Saudi Arabia was relatively untouched by Iran’s retaliatory attacks, compared with its neighbors. Now, with no end to the hostilities in sight, Iran is seeking greater leverage over

(Kenny Holston/The New York Times) the United States, and Saudi Arabia — the world’s largest oil exporter until the war knocked it down the list — has become a primary target. Over the past two weeks alone, Saudi Arabia has faced Iran-backed attacks from the east, the south and the north. A Saudi oil tanker was struck in the Strait of Hormuz at the end of August, killing two sailors. On Friday, the Houthi militia, which had already declared a blockade on Saudi oil shipments through the Red Sea, seized territory on an important global shipping route and trounced Saudi-allied forces in Yemen. The same day, Saudi authorities announced that they had been forced to shut down a critical oil pipeline, blaming a drone attack by an Iran-backed Iraqi militia. The

pipeline had become a key alternative export route for Saudi Arabia to get its oil to the Red Sea, after Iran effectively choked off the Strait of Hormuz. “The reason a country like Saudi Arabia invests so heavily in developing a security partnership with the United States is for just this sort of eventuality,” Ratney said. Crown Prince Mohammed bin Salman of Saudi Arabia, the country’s de facto ruler, had reasons to be confident in that partnership. For years, his government has invested billions of dollars and extensive political capital in building personal relationships with Trump and his family. But when the crown prince asked Trump last week to take military action against the Houthis, the president declined, according to officials with knowledge of the conversations. Saudi officials and pundits have been clear that the kingdom does not want to fight the Houthis alone. That is especially true because an earlier military campaign that Saudi Arabia led against the group turned into a decade-long quagmire. “This demands international support, not only from Saudi Arabia and regional countries,” Abdulrahman al-Rashed, a columnist close to the Saudi government, wrote in a Saudi-owned newspaper Saturday. Trump, however, appears reluctant to get involved. “Already confronting one open-ended conflict with Iran, with an overstretched Navy and a diminishing munitions stockpile, it’s unsurprising that he does not want to open this new front,” said Dan Shapiro, a former top Middle East policy official in the Pentagon during the Biden administration. “But it is bitterly disappointing to the Saudis.”

On Saturday, Trump told journalists on a trip to Ireland that the Houthis had “called us and they don’t want to fight with us.” “There’s just one country that they’re not too happy with and we’ll get that straightened out,” he added, referring to Saudi Arabia. Mohammed al-Bukhaiti, a Houthi political official, denied that the group had reached out to the United States. “We did not communicate with Trump, nor did we ask him not to attack us,” he said. Whether the United States gets involved in Yemen is still a matter of discussion, and Washington is continuing to assist Saudi Arabia with intelligence, said Vice Admiral John W. Miller, a retired U.S. Navy commander in the Middle East. Saudi Arabia is now likely to turn to diplomacy, according to Barbara Leaf, a former assistant secretary of state for Near Eastern affairs at the State Department. Despite years of Saudi, U.S. and Israeli bombing campaigns against the Houthis, “no one has come up with a military solution” for dealing with them, she said. Saudi Arabia could also work with its neighbors and Iran to hammer out an “ugly set of arrangements” to bring the war with Iran to an end, she said. The kingdom could look to China to try to find a solution, but Beijing’s previous diplomatic efforts in the region have not led to lasting peace deals, she noted. China brokered a rapprochement between Saudi Arabia and Iran in 2023 that has since frayed. For now, Saudi officials are unlikely to complain publicly about the United States, however frustrated they feel, analysts said. “They’re not going to show some sort of distance,” she said. “They’re going to have to generate some other diplomatic effort.”

As the fight for a key climate goal falters, some begin a fight for survival By CHICO HARLAN

T

he most ambitious part of the 2015 Paris climate agreement, to limit global warming to 1.5 degrees Celsius, only came about because of a campaign by some of the world’s poorest and most defenseless countries. Caribbean participants tacked up posters saying “1.5 to stay alive,” and the prime minister of Tuvalu said any temperature rise beyond that mark would “spell the total demise” of his and other low-lying island nations. In the final stage of negotiations, some were chanting, “1.5.” The acknowledgment last week from the United Nations that the planet is going to breach that limit was not a surprise to anyone tracking global temperatures, which keep rising. But it nonetheless formalized a dire outcome: Amid scant progress from global powers to cut pollution from fossil fuels, vulnerable countries will now spend decades, or perhaps centuries, confronting the very climate scenario they’d once said would be untenable. And though that puts them face-to-face with the concerns they’d held in Paris, about rising sea levels and intensifying disasters, they also face new risks few could have imagined a decade ago. Cutbacks in aid from wealthy nations, including the United States, have reduced the humanitarian safety net. The United States, the world’s largest historical emitter, has also withdrawn from the Paris Agreement, as well as from funds meant to help developing countries deal with climate change. Poorer nations say these changes threaten to make the 1.5 Celsius breach even rockier, leaving them fewer resources to deal with disasters while widening global inequities. “We risk creating a world in which climate change continually pushes poorer countries backward,” said Mohamed Adow, the director of the Nairobi-based climate and energy think tank Power Shift, who attended the Paris talks in 2015. “This is precisely why vulnerable countries fought for 1.5 Celsius. They understood that climate risk is not distributed equally.” The fault line between wealthy, industrialized nations and poor, developing nations has long been a defining feature of international climate talks. But the U.N. report on the “overshoot” of 1.5 Celsius, issued on Sept. 2, figures to create extra tensions when countries meet for the annual climate summit, set this year in November in Antalya, Turkey.

(Stephen Crowley/The New York Times) A negotiating bloc representing 44 nations known as the Least Developed Countries this month raised the idea of a tribunal to assess potential climate “reparations.” That term has long been a nonstarter with wealthier, polluting nations that would be on the hook. Those least-developed countries said that overshooting the target of 1.5 degrees Celsius, or 2.7 degrees Fahrenheit, means “mounting irreversible loss and damage.” In the long term, temperatures could theoretically be brought down if carbon dioxide could be pulled out of the atmosphere on a huge scale. The Alliance of Small Island States, another negotiating coalition, said that the 1.5 degree goal shouldn’t be abandoned, and that governments should try to minimize overshoot “and return global temperatures to below 1.5 degrees Celsius as rapidly as possible.” The 1.5 degrees target doesn’t reflect a magical planetary threshold, where everything is different on either side. Scientists emphasize that every fractional temperature increase ratchets up the likelihood of dangerous heat, floods, drought, fire and other extreme weather. But negotiators embraced that temperature mark as a way to avoid the most damaging consequences. The United Nations said it will be surpassed “in the next few years.” In part because of how leaders talked

about existential risks in Paris, one image looms largest in the public imagination: the notion of rising seas rendering island nations uninhabitable. But as warming edges toward 1.5 Celsius, the problems go well beyond that, involving both sudden disasters, like the glacial collapse in Nepal last month, and slower-burning events that often escape attention. Droughts in southern Angola that devastate agriculture and send people fleeing without documents into neighboring Namibia, according to Amnesty International. Stagnant floodwaters in South Sudan that upend grazing patterns and feed into conflicts. Marine heat waves that bleach coral and ruin economically crucial tourist destinations. “It’s very scary,” said James Fletcher, a negotiator from the Caribbean nation of Saint Lucia who helped lead a committee in Paris on the 1.5 Celsius target. “There are species that will go extinct. There will be lives that are lost. We had an opportunity to make sure we would not get to this point, and we still let it happen.” At the time of the Paris Agreement, the world had already warmed about 1 degree Celsius, or 1.8 degrees Fahrenheit, since the start of the industrial age, when humans began burning oil, gas and coal on a larger scale. In the run-up to those talks, most big countries seemed content for a deal that

would aim to cap future warming below 2 degrees Celsius, or 3.6 degrees Fahrenheit. But vulnerable nations managed to alter the usual power balance of talks, persuading larger countries, including the United States, to get on board. President Barack Obama, who was born in Hawaii and called himself an “island boy,” said any agreement should serve the “interests of the most vulnerable.” Projections at the time showed a vanishingly narrow path to hit that mark, which would have required rapid societal changes and cuts in greenhouse gas emissions. Even then, some scientists said the best-case scenario might involve a tiny overshoot. But a decade later, emissions are about 10% higher, despite major price decreases in solar technology and advancements in battery storage and electric vehicles. And now, in the best-case scenario, the overshoot won’t be so tiny. Even if every nation hits every climate pledge as well as netzero targets, warming would peak at roughly 1.8 Celsius, the United Nations says. The likelier scenario, experts say, is that warming will sail above 2 degrees Celsius. That may sound modest. But every fraction of warming translates into more extreme weather. The world’s current warming level, just below 1.5 Celsius, is hardly the picture of a stable climate — with deadly heat waves in Europe, mounting water shortages and smoke from Canadian wildfires carrying across North America. Bill Hare, the chief executive of Climate Analytics, a climate science and policy institute based in Berlin, said that “the impacts at 1.5 are higher than we thought they’d be a decade ago.” Joeri Rogelj, a lead author of the annual U.N. reports on emissions, said that in general a decade of science has shown the planet is more sensitive than expected. “When we discover new things, we overwhelmingly get bad news,” he said. “Ecosystems are more vulnerable to the stress and warming that are coming from climate change.” The most obvious example of that fragility came recently in Tibet and Nepal, after a section of the Himalayas collapsed along with a glacier above it. That triggered massscale flooding in the valley below, submerging towns, killing more than 1,000, and leaving Nepal with a recovery requiring $5 billion. Nepal’s minister for agriculture, forest and environment, Gita Chaudhary, noted that even as the country seeks funds to reconstruct, it is bracing for other disasters stemming from thawing permafrost and high-altitude glacial lakes. “This kind of disaster, it is not the last one,” Chaudhary said.

Some in Silicon Valley are questioning the calls for an AI slowdown By KALLEY HUANG and MIKE ISAAC

I

t took just a few hours over the weekend for well-known Silicon Valley figures to push back on calls by leading artificial intelligence companies to slow down the development of AI and to more tightly regulate the technology. On Saturday, Dario Amodei, Anthropic’s CEO, said in an essay that AI was advancing too quickly for researchers to continue building it safely. He proposed that independent auditors monitor AI labs’ safety work and that regulators allow the labs to work together to coordinate safety standards. Although they appeared to differ on what should be done about it, Sam Altman, OpenAI’s CEO; Elon Musk, SpaceX’s CEO; and Demis Hassabis, Google DeepMind’s chair, all said they agreed on the need for a slower pace. But other technology industry leaders were quick to question Amodei’s motivations and whether he was sensationalizing the risks of AI to make it harder for other companies to compete with leading AI companies. “Stop pretending the motivation to slow down is purely altruistic,” said David Sacks, a technology adviser for President Donald Trump and the White House’s former AI and cryptocurrency czar, in a social media post. The criticism of the calls for a slowdown highlighted a deep divide between people who believe the government should police AI and others who believe regulatory intervention would crush competition. Worries about the safety of AI gained wider attention in recent weeks as details emerged about how AI built by Anthropic’s top competitor, OpenAI, went rogue and hacked another company. And several days ago, one of Amodei’s own employees quit his job and began a public pressure campaign to draw attention to the risks of AI. But a number of tech industry leaders, including several who have been advising the Trump administration on tech policy, believe those concerns are overblown. Sacks, a frequent critic of Amodei, questioned why tech companies needed government intervention to slow down

(Haiyun Jiang/The New York Times) their AI development when nothing was stopping them from doing just that — particularly as they pursued a wildly ambitious goal to create so-called superintelligence, or AI that is far more intelligent than humans. “The easiest way not to build superintelligence is for you to agree not to build it,” he added. “Demanding your preferred regulatory framework as the price of that will look like blackmail of the public and the political system.” Satya Nadella, CEO of Microsoft, said his company supported proposals like independent auditors and “broader efforts to develop the mechanisms to make this more than just talk” in a social media post Sunday. “We also need to accelerate and spread the benefits of AI, such that they are diffused broadly across countries, communities, and companies,” Nadella said. “The key is that this cannot be controlled by a handful of entities, but must have broad representation,” he added. (The New York Times has sued OpenAI and Microsoft, claiming copyright infringement of news content related to AI systems. The two companies have denied those claims.) For years, the people most concerned about AI safety have often been

the executives and employees of AI labs such as Anthropic. They’re developing AI, they often say, because progress is inevitable and they are the researchers best suited to build it with safety in mind. That has opened those safety-conscious AI developers to aggressive criticism. “Should a handful of select, marketdominant AI companies from Silicon Valley get to define the rules and safety standards of a generational technology for the entire world?” said Aidan Gomez, CEO of Canadian AI startup Cohere, in an essay Sunday. “These oligopolies are now requesting to bend competition rules and be permitted to dictate the terms for everyone else,” he added. “A sheep in wolf’s clothing, a cartel by any other name.” Amodei suggested in his essay that AI companies accept scrutiny of their products by “embedded evaluators” from third-party organizations. T

he Leonas of Ponce defeated the Monarcas of Juana Díaz 76-71 on Sunday night in the season opener of the Women’s Superior National Basketball (BSNF by its initials in Spanish) league at Juan “Pachín” Vicens Auditorium in Ponce. Leading 73-71 with 21 seconds remaining, the Leonas sealed the victory on a three-pointer by Gabriela Gregory, who saved her best for last. The star import player faced tight defense during the play, and the shot was taken from well beyond the arc. Gregory, a Tulsa, Oklahoma native and former University of Oklahoma and Kansas State standout, was Ponce’s top scorer, finishing with 24 points. After the first half ended with the Leonas leading 41-33, the Monarcas went on an 11-2 run to open the third quarter to take the lead, albeit briefly. The Juana Díaz surge was fueled by three three-pointers -- one from Tess Amundsen and two in a row from Janessa González. The Monarcas led 44-43, but Mariah Pérez scored on a layup to put the Leonas back in front, 45-44. From that point on, the teams traded leads until

the quarter ended with Ponce ahead by seven points, 58-51. With 7:18 remaining in the fourth quarter, the Monarcas narrowed the gap to 63-60, but the Leonas responded with back-to-back three-pointers from Paola Maldonado and Gregory to extend the lead to nine points. The teams continued to battle hard until the score stood at 73-69, prompting a timeout with 53.8 seconds left on the clock. Coming out of the break, Juana Díaz import forward Tess Amundsen was fouled and sank both free throws, pulling the Monarcas to within a field goal, 73-71. That set up Gregory’s contested three-pointer with just 21 seconds remaining to all but seal the five-point win for the Leonas. Juana Díaz had one last chance, inbounding the ball with only five seconds left, but a long-range attempt by González at the buzzer was off the mark. Brittany Brewer scored 13 points and grabbed nine rebounds for Ponce, while Mariah Pérez added 12 points and seven rebounds. Amundsen led all scorers with 27 points, nine rebounds and five assists. She was followed by González with 23 points and rookie Paola Hernández with 14 points.

Proceeds from the event will go toward supporting the Puerto Rico Spina Bifida and Hydrocephalus Association. “As a family, we have learned that when the right tools, support, and opportunities are in place, there are no limits to what our children can achieve,” said Irmarie Báez, the Detroit Tigers utility player’s wife and spokesperson for El Mago Foundation, in a written statement. “We want this event to be much more than just a race; we want it to be a movement of

solidarity.” The initiative aims to raise awareness about spina bifida and gather funds to expand the resources, support, and opportunities available to individuals with the condition and their families. El Mago Foundation Executive Director Samuel Zapata noted that the race is part of the organization’s efforts to translate its inclusion initiatives into direct community support. “We want every participant to understand that their contribution serves a purpose: to continue developing resources and supporting the mission, thereby making a real impact on the spina bifida community,” Zapata said. George Chuvalo, boxer who was never knocked down, dies at 89 By ALEX TRAUB

eorge Chuvalo, a Canadian heavyweight who earned the reverence of boxing fans and sports writers for the toughness he showed while losing to the likes of Muhammad Ali and George Foreman, died Saturday, his 89th birthday. His death was announced by the World Boxing Council and Tom Doyle, a close family friend. The Toronto Star reported in 2017 that Chuvalo had been living for at least a couple of years with “significant cognitive

impairment.” He resided at a long-term care center in Toronto, according to The Canadian Broadcasting Corp. Chuvalo had an impressive pro record of 73 victories, 18 losses and two draws. Sixty-four of his wins came by knockout, giving him more than Ali, Rocky Marciano, Joe Frazier and Mike Tyson had fights. Yet Chuvalo, who repeatedly lost bouts for the world heavyweight title, was known above all for his defeats. “I knocked out all the number 4s,” he told the Canadian magazine Maclean’s in 1999. “I had trouble with the ones, twos and threes.”

In 1966, Chuvalo lost to Ali, then known as Cassius Clay, by unanimous decision — but he also became the first person to take Ali the distance, battling him for 15 bruising rounds. “He’s the toughest guy I ever fought,” Ali told The Toronto Star afterward. The next year, Frazier broke Chuvalo’s cheekbone. “My eyeball felt like a grapefruit,” Chuvalo said after the fight. Still, he did not go down. In 1971, Foreman knocked Chuvalo diagonally from one end of the ring to another, pounding him until there was blood on the referee’s shirt. Again, he stayed upright. Chuvalo had a rematch with Ali in 1972. The fight was set to last a maximum of 12 rounds — and again, Chuvalo fought Ali to the end. Afterward, his face bloody and swollen, he told a crowd of journalists, “Gentlemen, I enjoyed the fight.” Dave Anderson, a sports writer at The New York Times from the 1970s to the 2000s, often recalled that episode in his columns. “He had the nobility of a gladiator,” Anderson wrote in 1993. “He belonged in the Roman Coliseum, fighting lions while wearing mail, not boxing gloves.” Anderson credited Chuvalo with “a chin that seemed to have been transplanted from the Canadian Rockies,” and in a 1997 article he wrote that Chuvalo deserved to be put atop a list of the “best chins” in boxing history. That was also the conclusion of a best-chins list published this year by The Fight City, a boxing news and commentary website. Chuvalo was the only heavyweight listed who had never been knocked down. In his memoir, “Chuvalo: A Fighter’s Life” (2013), written with Murray Greig, he said his ability to withstand blows to the head came from his short neck and habit of chewing gum. His thickheadedness was literal, not metaphorical. He loved Scrabble and habitually read Freud and Jung. Still, he fought like a brute — slowly, with a short reach, always hoping to get in close and inflict body blows. He regathered himself after each punch. He was heavy, plodding and unstoppable. “It was like trying to fell an oak tree,” Floyd Patterson said after their 1965 fight. In his book, “Heavyweight Boxing in the 1970s,” Joe Ryan, a former boxing promoter, quoted Marciano saying, “If every fight was scheduled for 20 rounds, George Chuvalo would be heavyweight champion.” He retired in 1978 not knowing that his hardest battles were still ahead of him. George Louis Chuvalo was born Sept. 12, 1937, in Toronto. His parents were immigrants from Bosnia and Herzegovina, then a part of Yugoslavia. His father, Stipan, adopted the name Steve and skinned cattle at a meat plant. His mother, Kata (Kordic) Chuvalo, also worked at a meat plant, plucking chickens. The family frequently ate animal parts that the factories threw away. “You have to know real poverty to want to earn your living as a fighter,” Chuvalo wrote in his memoir. Canadian heavyweight George Chuvalo, who turned pro at age 18 and never went down in a 93-fight (73 victories, 18 losses and two draws) career, died on Saturday, his 89th birthday. (boxrec.com) at night. While still a teenager, he sparred with a local amateur champion named Glen Mowat, who broke his nose. He fought Mowat again the very next day. Three months later, Chuvalo was toying with the older man in the ring. Chuvalo went pro at 18. The following year, he was introduced by a friend to Lynne Sheppard. They began going out, and before long she was pregnant. When he decided to marry her, Chuvalo wrote in his memoir, he learned that she was just 15. Her father signed papers that allowed the marriage. Chuvalo had four children, all boys, by the time she was 20. He was by far Canada’s most frequent heavyweight champion from the late 1950s until the late 1970s. The family slowly started to spiral in the spring of 1984, when their youngest son, Jesse, tore off his kneecap in a dirt bike accident. To cope with lingering pain, he started using heroin. He became addicted and, still in his early 20s, shot himself to death. Two more of the Chuvalos’ sons, Georgie Lee and Steven, died from heroin overdoses. Lynne Chuvalo died by suicide from overdosing on pills. “If you added up every punch I ever took,” Chuvalo wrote in his memoir, “it wouldn’t begin to equal the pain of losing three sons and a wife to drugs and suicide.” He remarried a colleague of his wife’s, Joanne O’Hara, in 1995, and began to turn his life around. He made a living by giving impassioned speeches throughout Canada warning young people about the dangers of drugs. A complete list of his survivors was not immediately available. Chuvalo’s survival through personal trauma encouraged analogies with his record of never being knocked to the mat. He did not use such tough-guy vocabulary himself. When trying to sleep, he said, he was wracked with guilt and terror. “You don’t want to be me after midnight,” he told Maclean’s. The man of the “granite chin” told The National Post of Canada, “I am not made of stone.” In a 2013 essay for Toronto Life magazine, Chuvalo said he found solace with one of his grandsons, Jesse, named after his first son who died. “He never hangs up the phone,” Chuvalo wrote, “without telling me he loves me.”
