Trump’s mail‑voting crackdown could disrupt Puerto Rico’s 2028 elections, legislator warns By THE STAR STAFF
A
Puerto Rican lawmaker is sounding the alarm over a federal policy he says could upend how thousands of island residents, along with soldiers, students and diplomats abroad, cast their ballots in the next election cycle. Popular Democratic Party Rep. Ramón Torres Cruz said in a radio interview (NotiUno 630) on Monday that President Donald Trump’s March 31 executive order tightening mail‑in voting rules may have sweeping consequences for Puerto Rico, including the race for resident commissioner. The order, titled “Guaranteeing Citizenship Verification and Integrity in Federal Elections,” directs the U.S. Postal Service to mail absentee ballots only to voters who appear on federal citizenship lists and requires new barcode tracking on ballot envelopes. Torres said the measure is part of Trump’s long‑standing effort to restrict mail voting, which the president has repeat‑ edly claimed, without evidence, is vulnerable to fraud. With Congress unwilling to eliminate mail‑in voting outright, Torres argued, Trump turned to executive authority.
“He imposed requirements almost impossible to meet for ballots to go out,” Torres said, noting that the U.S. Supreme Court has already allowed parts of the order to take effect. The implications, he stressed, reach far beyond Puerto Rico. Federal law requires absentee ballots to be mailed at least 60 days before Election Day for voters overseas, including military personnel in conflict zones, students studying abroad and diplomats stationed around the world. Puerto Rico’s ballot for resident commissioner is bundled with the ballot for governor, meaning the island cannot simply separate federal races to comply with new federal rules. “We’re not going to split the resident commissioner ballot from the governor’s ballot just to follow a directive in another process,” Torres said. Complicating matters further, Torres noted, is that the Postal Service warned last December that mail processing delays could push postmarks up to 72 hours past the day a voter drops a ballot in the mail. Under Trump’s order, a ballot mailed the day before the election could be rejected if the postmark lands outside the legal deadline. Democratic‑led states have challenged the order in court,

nergy firm Power Expectations LLC has filed a sworn criminal complaint against attorney Javier Vázquez Morales, legal counsel for Enchanted Rock LLC, and adviser to the Financial Oversight and Management Board for Puerto Rico. The complaint, submitted by Power Expectations as‑ sociate Robert Fournier, was filed at the Puerto Rico Police Department’s Hato Rey station, with copies delivered to the Criminal Investigations Corps (CIC) and the Puerto Rico Department of Justice. The filing comes after government of‑ ficials publicly characterized approaches made by Vázquez Morales as “inappropriate.” The lawyer was supposedly trying to warn Energy Czar Josué Colón Ortiz that Enchanted Rock was not part of a contract for 400 megawatts of temporary
power generation. The contract was, nonetheless, signed by an unauthorized individual on behalf of Enchanted Rock. Along with the public documentation, Power Expectations called for an immediate official investigation into Vázquez Morales -- a capital partner at prominent law firm O’Neill & Borges LLC -- and any associated personnel who may have transferred confidential materials to the oversight board. “We are requesting an investigation into this individual, along with any lawyer, partner, employee, agent, or repre‑ sentative of O’Neill & Borges LLC who transmitted, com‑ municated, shared, or made information available to the Financial Oversight and Management Board,” Fournier stated. Specifically, the complainant requested an inquiry into whether information obtained through potential client con‑ sultations, legal evaluations, professional ties with Enchanted Rock, or discussions with Flotek Industries representatives

Ada Álvarez Conde called for immediate action on Monday, Labor Day, to address the salary inequi‑ ties that public servants continue to face and pointed out three examples that, in her opinion, demonstrate the need to move from announcements and studies to implementation. “Standardizing salaries cannot mean erasing the career path of public servants,” the at-large senator said. “We can create new pay scales and conduct market research, but if we don’t adequately recognize years of service, experience, and academic qualifications when setting
salaries, we continue to create injustices.” Álvarez Conde specifically highlighted the situation of the Department of Natural and Environmental Resources’ Ranger Corps. Law 156-2024 established a base salary and salary increases for those public servants, but they are still demanding its implementation. “Law 156 was passed in 2024. It’s now 2026. How much longer do security guards have to wait to receive what has become law?” she said. “A law that isn’t imple‑ mented doesn’t do justice to the worker.” Álvarez Conde also highlighted the situation at the Puerto Rico Aqueduct and Sewer Authority, where work‑ ers responsible for operating and maintaining one of the

uerto Rican Independence Party (PIP) Rep. Denis Márquez Lebrón has filed a measure that would order the Municipality of San Juan to remove and relocate dozens of motor vehicles currently stored at one of the main entrances to the Río Piedras urban center. The proposal, House Joint Resolution 401, directs the municipality to clear the vehicles -- many of them damaged or inoperable -- from two lots located on both sides of the entrance to Avenida Ponce de León in Río Piedras. Márquez Lebrón said the municipal police have turned the area into an improvised storage yard, creating what he described as a hazardous and unsightly accumulation of Puerto Rican Independence Party Rep. he Puerto Rico Certified Public Accountants Association (CCPA by its initials in Spanish) approved two major policy resolutions during its annual convention this past weekend, urging the government to adopt federal-style “Trump Accounts” locally and to pursue an overhaul of the tax system. In the first resolution, the organization called on the Legislature and Gov. Jenniffer González Colón to enact legislation enabling Puerto Rico residents to benefit from the new federally created “Trump Accounts,” established last year under the U.S. Internal Revenue Code. The measure seeks to harmonize Puerto Rico’s tax treatment of those accounts with federal provisions. The CCPA emphasized that Puerto Rico must create a contributory framework that mirrors federal benefits, including eligibility for the $1,000 federal initial contribution, local tax exemption on investment gains, and the ability for employers

What to know about the cargo plane that overran a runway in Miami, killing 5 By MAIA SPOTO
A
cargo plane overran a runway at Miami International Airport on Sunday afternoon, killing at least five people, injuring at least five others and snarling air travel for thousands of passengers during a busy holiday weekend. The plane, operated for Amazon, had departed from Luis Muñoz Marín International Airport in San Juan, Puerto Rico, and touched down in Miami just before 2 p.m., according to the Federal Aviation Administration. The National Transportation Safety Board was expected to provide a briefing Monday. Authorities had not released identities of those killed as of midday Monday The crash cast a pall over Miami and its airport, an important gateway connecting South Florida to the rest of the world. The airport, about 10 miles from downtown Miami, is the nation’s busiest for international freight, according to its website, and generates $212 billion annually in business revenue. Here’s what to know about the crash. What happened? The plane overran a runway and then crashed into multiple vehicles, officials said. It was not clear as of Monday morning whether those killed had been aboard the plane or
were on the ground. Raied Jadallah, chief of Miami-Dade Fire-Rescue, said several people were trapped inside their vehicles. A person who arrived afterward described some of the cars at the scene as “mangled.” Three injured people were in critical condition and were taken to a trauma center, Jadallah said. Runway excursions — in which an aircraft overruns or otherwise leaves a runway during takeoff or landing — are the most common type of aviation accident reported annually, according to the International Air Transport Association, a global aviation trade group. They can happen for many reasons, including unstable approaches, runway conditions and crosswinds. The cause of Sunday’s crash was not immediately apparent. Where did it occur? Miami International Airport, about 10 miles from downtown Miami, is surrounded by warehouses, office parks and residential neighborhoods. Another cargo plane crash at the same airport killed five people in August 1997, when a Fine Air DC-8 pitched sharply upward after takeoff, stalled and crashed into an open field. It burst into flames, skidded across a six-lane highway and into a parking lot. The National Transportation Safety Board found that the plane’s cargo had been improperly loaded.

Pete Hegseth is a wrecking ball By DAVID FRENCH
I
t is difficult to fathom the damage President Donald Trump is doing to America’s national security. He is making our nation more vulnerable than it has been at any time since the cloudiest days of the Cold War. Trump administration scandals come with such speed and frequency that it’s easy to get lost in the weeds. One minute you’re reading about potential war crimes in the Caribbean. The next moment there’s a news alert about Secretary of Defense Pete Hegseth’s ongoing purge of generals. Then you click over and read a story about depleted stocks of some of America’s most important munitions. That’s a fraction of the havoc the administration has wrought. In a strange way, the very frequency of the scandals works to the administration’s advantage. Each new story distracts us from the last one, and we don’t have a minute to pause, take a deep breath and look at the whole picture. Let’s take that deep breath now. Before I do, I want to be careful not to be too alarmist. Our military is still highly capable, and we have watched it successfully execute some extraordinarily difficult missions during Trump’s second term. The capture of President Nicolás Maduro of Venezuela and the rescue of two downed American airmen from the heart of Iran were remarkable feats of skill and courage. There are also signs that the Navy has been slowly, painstakingly making progress toward reopening the Strait

Just as the Trump administration miscalculated when it launched its war on Iran, the Iranian regime may have miscalculated when it refused to cease hostilities after winning what would have been a decisive victory through the memorandum of understanding it negotiated with the United States. It’s comforting — I guess — to know that Hegseth can’t undo the effects of a generations-long commitment to excellence in just 20 months. That’s the end of the good news. From the top down, Trump is replacing the highly imperfect meritocracy of American public service with an idiocracy, and his corrupt idiocrats are creating profound short-, medium- and long-term harms to American national security. The short-term damage is serious enough. Even just to achieve what is at best a stalemate in the Persian Gulf, the administration has created a critical shortage in interceptors that can shoot down missiles and drones and in other precision munitions, including some of our most advanced offensive weapons. At the same time, to maintain the stalemate against Iran, the United States is drawing resources from other, more dangerous theaters of potential conflict. There are now no active carrier battle groups in the Pacific region, for example, exactly when China has ramped up its military activities around Taiwan. The lack of interceptors is escalating the crisis in Ukraine. Russia is able to pound Kyiv and other Ukrainian cities with ballistic missiles virtually at will, creating a critical vulnerability for the Ukrainian war effort. Just recently, for example, Kyiv endured the longest sustained bombing campaign on the Ukrainian capital since the opening days of the war. The Economist has also reported that Russian President Vladimir Putin is planning to throw hundreds of thousands of additional troops into the fight, and he’s provoking NATO with a series of incursions so severe (including, according to the German government, an attempted drone attack at Leipzig/ Halle Airport in Germany) that it prompted John Ratcliffe, the CIA director, to visit Russia to reportedly warn Putin against any further aggression. As long as Iran — a long-standing ally of Russia that’s closely linked to its neighbor through the Caspian Sea — remains in the fight, it can continue to deplete our interceptors to the point where it might take years to bring our stocks back to acceptable levels, even if we ramp up production at immense cost. All of this is taking place against the backdrop of terrible self-imposed wounds to America’s alliances. There are obvious immediate risks, for example, to withdrawing troops from allied nations or shortening military exercises with South Korea, but the damage done by engaging in trade wars with allies and threatening aggression against Greenland (remember that?) can’t be repaired by just one administration. Our allies learned an important lesson from Trump’s second election. It’s not just that Trump is mercurial and unreliable, it’s that the American electorate is mercurial and unreliable. More than 77 million Americans compared Trump’s first term with Joe Biden’s only term and said, “More Trump, please.”
Even if the next Democratic president tries to reconcile with our allies, every allied government will be asking itself, “How long will this last?” Every prudent allied government will hedge its geopolitical bets, and that can harm the United States in incalculable ways. Our allies fear not just that they’ve lost Trump, but even worse, they fear that they’ve lost a substantial portion of the American people. The long-term threat is to the character and competence of the armed forces. They are becoming politicized, and the politicization of a military can both destroy its combat effectiveness and turn it into an instrument of domestic oppression. If you are under the delusion that Hegseth’s purges are about competence more than loyalty — a welcome corrective to the excesses of DEI programs — well then, as we say in the South, bless your heart. The sycophancy that pervades Trump’s second term is creating perverse incentives. I was struck by a recent piece in The Dispatch (where I used to write and still contribute to podcasts) by Mike Nelson, a former special forces officer who is a member of the Atlantic Council’s Counterterrorism Project. Nelson focused on Chris LaNeve, a lieutenant general and the commander of the 8th Army in Korea. LaNeve video-conferenced in to Trump’s inaugural ball to praise Trump, and Trump praised him right back. “Is this man central casting or what?,” Trump said, “If I’m doing a movie, I’d pick him to play my lead.” Trump did exactly that. “In February 2025,” as Nelson writes, “Hegseth fired Air Force Lt. Gen. Jennifer Short as his senior military adviser and named LaNeve as her replacement.” Months later, Hegseth fired Gen. James Mingus, the Army’s vice chief of staff. And who did the White House name to replace him? You guessed it — LaNeve. That’s not the end of LaNeve’s meteoric rise. Again, here’s Nelson, “Six months after that, Hegseth fired the occupant of the Army’s top job, Gen. Randy George,” who was serving as chief of staff, “and — to quote Gomer Pyle — surprise, surprise, surprise, LaNeve has been serving as the acting chief of staff since and is Hegseth’s pick to permanently fill the job, although he seems to face some pushback from GOP senators.” Maybe LaNeve is genuinely gifted enough to merit those promotions — I can’t say — but the chain of events has set a terrible example for future commanders. If you pay close attention to the news, you know that my list of negative developments is woefully incomplete (for example, granting the Pentagon an ownership stake in a Venezuelan oil venture is more reminiscent of the way that the Chinese or Iranian militaries work than the way the United States military is supposed to), but it should suffice to paint a clear picture. The combination of corruption, stupidity and sycophancy — the Pentagon was recently caught surreptitiously employing conservative media influencers who reliably defend Hegseth online — that pervades the Trump administration is now infecting the Pentagon at the moment that our most powerful enemies are becoming more aggressive. I loved my time serving my country. It was one of the great honors of my life. If anything, I’m biased toward viewing the military in general and the Army in particular through rose-colored glasses. But my view is getting darker. Terrible leadership of even the most virtuous institutions can have terrible consequences. If history teaches us anything, it’s that the battlefield is the most unforgiving place on earth.

AN JUAN – La gobernadora de Puerto Rico, Jenniffer González Colón, junto al secretario del Departamento de Desarrollo Económico y Comercio (DDEC), Carlos J. Ríos Pierluisi, anunciaron el lunes los resultados más recientes del Informe de Ventas al Detal en Puerto Rico, correspondiente a junio de 2026, los cuales reflejan un crecimiento en la actividad comercial, tanto durante el mes como para el cierre del Año Fiscal 2026. El informe fue preparado por la Oficina de Estrategia e Inteligencia de Negocios del DDEC. Durante el Año Fiscal 2026, comprendido entre julio de 2025 y junio de 2026, las ventas al detal en Puerto Rico alcanzaron $52,156.4 millones, lo que representó un crecimiento de 1.2% en comparación con el Año Fiscal 2025. “Estos resultados reflejan la importancia que mantiene el comercio al detal dentro de nuestra economía. Más de $52 mil millones en ventas durante el año fiscal representan actividad económica que se traduce en oportunidades para nuestros comerciantes, empleados y comunidades alrededor de Puerto Rico. Nuestra administración continúa impulsando las condiciones necesarias para que los negocios locales puedan crecer, innovar y competir”, expresó la gobernadora. El desempeño del último mes del año fiscal también fue positivo. En junio de 2026, las ventas al detal alcanzaron $4,463 millones, reflejando un crecimiento interanual de 4.0% en comparación con junio de 2025. Entre los sectores que registraron los mayores aumentos durante junio se destacaron las ferreterías y materiales para el hogar, con 20.6%; vehículos de
motor nuevos y usados, con 12.4%; gasolineras y tiendas de conveniencia, con 7.7%; tiendas de deportes, instrumentos musicales y entretenimiento, con 6.6%; y tiendas de cosméticos, productos de belleza y perfumes, con 5.7%. Por otro lado, las ventas de las PyMEs durante junio alcanzaron $1,972.5 millones, un incremento interanual de 3.7%; y representaron 44.2% de todas las ventas al detal realizadas durante el mes. Las pequeñas empresas, particularmente, registraron un incremento de 2.1% respecto a junio del año anterior. El dinamismo del sector comercial también se reflejó en su aportación al mercado laboral. Según la Encuesta de Establecimientos del Departamento del Trabajo y Recursos Humanos de Puerto Rico, durante el Año Fiscal 2026 el empleo en el sector de comercio al detal promedió alrededor de 132,700 personas, representando aproximadamente 14% de todo el empleo asalariado en Puerto Rico. Esto posiciona al comercio al detal como uno de los sectores de mayor importancia, tanto para la actividad económica como para la generación de oportunidades de empleo en la isla. “Cuando analizamos conjuntamente las ventas y el empleo, vemos claramente la dimensión económi-
ca del sector. Estamos hablando de más de $52,156 millones en actividad comercial durante el año fiscal y alrededor de 133 mil personas trabajando directamente en el comercio al detal. El sector representa aproximadamente uno de cada siete empleos asalariados en Puerto Rico, por lo que fortalecer a nuestros comerciantes y a las PyMEs es una parte esencial de nuestra estrategia de desarrollo económico”, destacó por su parte el secretario del DDEC. AN JUAN – Linda Jasmin Cruz fue ingresada en prisión por no poder pagar la fianza impuesta en los cargos de tentativa de asesinato contra el abogado Irving Prado Galarza en un incidente reportado en la madrugada del sábado en San Juan. Según el reporte de la Policía, la imputada, conoció a Prado Galarza mientras ambos se encontraban compartiendo en un negocio. Una vez el establecimiento cerró operaciones, Prado Galarza accedió a llevarla a su residencia debido a que no contaba con transportación. A pocos minutos de iniciar la marcha, la mujer comenzó a golpearlo con los puños, le enredó el cin-
turón de seguridad alrededor del cuello hasta cortarle la respiración y le rompió una taza de cerámica en la cabeza. El perjudicado logró escapar y abandonar el vehículo. La sospechosa entonces tomó el control del automóvil y atropelló a Prado en dos ocasiones. A la mujer se le radicaron dos cargos de tentativa de asesinato. La jueza Rocío Alonso determinó causa para arresto y le impuso una fianza global de 600 mil dólares por ambos cargos. La mujer fue ingresada por no poder prestar la fianza. La vista preliminar fue señalada para el próximo 17 de septiembre.

ob Reiner, who with his wife, Michele Singer Reiner, was killed at his home in Los Angeles in December, won the Emmy Award for outstanding guest actor in a comedy series for his work on the FX high-pressure dramedy “The Bear.” The win was announced Sunday as a part of a two-day ceremony that awards Emmys for guest appearances, variety shows and technical and behind-the-scene achievements, what was once known as the Creative Arts Emmys. The ceremony for major Emmy Awards like outstanding comedy series and outstanding lead actress in a drama will take place Sept. 14. Reiner played Albert Schnurr, a business and restaurant consultant in three episodes of the fourth season “The Bear.” The award was Reiner’s third Emmy. He won his first in 1974 for best supporting actor in a comedy for his portrayal of Mike Stivic in “All in the Family,” and a second in 1978 for his work in the same show.
Reiner was the son of the pioneering television comedian Carl Reiner, who created “The Dick Van Dyke Show.” The younger Reiner became a popular sitcom and film actor, and later an acclaimed director with movies including “This Is Spinal Tap” (1984), “The Princess Bride” (1987) and “When Harry Met Sally ...” (1989). In December, Reiner and his wife were found stabbed to death in their home in the Brentwood neighborhood of Los Angeles. Their youngest son, Nick Reiner, was soon charged with two counts of first-degree murder. He has pleaded not guilty, and a pretrial hearing in the case is scheduled for Sept. 15. When Reiner was not wearing his producing or directing hats, he was often lending his celebrity to a variety of liberal causes, including same-sex marriage. In the years before his death, he became an outspoken critic of President Donald Trump, his administration and his policies. White House turns up the pressure on Warsh’s central bank S
urprisingly healthy employment data has tipped expectations for a rate hike at the Federal Open Market Committee’s (FOMC) meeting higher this week, with interest rate traders now placing the likelihood at 58.4%. According to CME’s FedWatch, nearly 60% of investors are betting on a 25bps hike to 3.75% to 4%, with the remainder of bettors suggesting the Kevin Warsh-led central bank will instead announce a hold. The renewed call for a hike comes courtesy of a Bureau of Labor Statistics (BLS) report Friday, which showed that the U.S. economy added 162,000 jobs in August with the unemployment rate unchanged at 4.1%. Meanwhile, inflation data, the other side of the Fed’s two-pronged mandate, isn’t behaving as helpfully. The BLS’s latest report, released in mid-August, showed the allitems index for the past 12 months sat at 3.4%—well ahead of the FOMC’s 2% target. The next Consumer Price Index report is due to be released on Friday, but with supply-side shocks like the Middle East conflict and tariffs still rumbling on, analysts expect the data to further prove the need for a hike at the next FOMC meeting, which will conclude Sept. 16. Tim Smith, senior policy adviser at the Interfaith Center on Corporate Responsibility, whose members often file shareholder resolutions, said the move would create confusion because regulations are not uniform among states, such as how many shares are needed to bring a matter to a vote. Under a new law in Republican-controlled Texas, for instance investors could need as much as $1 million worth of shares to file a resolution, compared with just $2,000 under a current SEC requirement. “Across the investor community there will be a response to the questionable legal arguments he (Atkins) is making about the authority of the SEC,” Smith said. Far-right victory in German state sends a signal to Europe By MARK LANDLER
W
hen a far-right party won a landslide victory Sunday in a small state in eastern Germany, its reverberations could be felt from Downing Street in London to the Élysée Palace in Paris. Rarely has the result of a regional election been viewed with such portent for the fate of democracy in Europe. This wasn’t just any European country; it was Germany, a country that has relentlessly isolated far-right political parties since the calamity of Nazism. And it wasn’t just a strange outlier, but rather the latest step in a steady, decade-long march that has brought the far right ever closer to the fulcrum of power in Europe. With elections scheduled across Europe next year, the striking success of the party, Alternative for Germany, could be a harbinger of further far-right victories, according to analysts, as well as a template for how they can be engineered. Its populist, anti-immigrant message echoes those of nationalist leaders in Britain, France, Italy and Spain, all countries where voters harbor many of the same grievances as those in Germany. French voters will elect a new president next spring. An election is due in Spain by August, and in Italy by the end of next year. Far-right candidates are surging in all of them, threatening incumbents blamed for systemic problems with their countries’ economies. “Developed Europe is going through a version of sophisticated state failure,” said Mujtaba Rahman, an analyst who specializes in Europe at Eurasia Group, a political risk consultancy. “Governments are unable to address cost-of-living concerns. They are not able to deliver for their voters.” In Germany, rising prices and high unemployment helped win the far-right party, known by its German initials, AfD, more than twice the number of votes as Chancellor Friedrich Merz’s center-right incumbent party. Because the AfD appeared to fall just short of an outright majority, according to near-final results, it may not end up governing Saxony-Anhalt, the state where the election was held. Rival parties have vowed that they would not form a coalition government with the AfD, whose leaders have used Nazi slogans and minimized the Holocaust. The AfD is designated as a “suspected” extremist group by German intelligence, partly because the group portrays Germans of immigrant backgrounds as second-class citizens. Still, the result could hobble Merz if members of his party blame him for the loss, at a time when Germany’s leadership in Europe was already faltering. Merz’s standing has deteriorated so badly that political analysts talk openly of his ouster, a once-far-fetched scenario in German politics. “It’s a big concern in Europe,” said Rahman, who previously worked for the European Union’s civil service. “A weak Germany, with a chancellor who is coming unstuck and being forced to deal with domestic problems, is bad and will ultimately subtract from Europe’s ability to confront its challenges.”

Marine Le Pen, the candidate of France’s main farright party, the National Rally, holds a commanding lead in first-round polls, and has even finished first in recent second-round matchups. That puts her closer to power than at any time in her 14 years of seeking the presidency. A far-right government in Paris, Rahman said, would destabilize the European Union in a way that no other national election has, given France’s size, nuclear arsenal and founding role in the European project. It might also bring an end to the so-called cordon sanitaire, under which mainstream parties in France, as in Germany, have refused to enter governing coalitions with the far right. “In both countries, the antifascist front that had prevailed since the end of the Second World War seems on the verge of collapse,” said Philippe Marlière, a professor of French and European politics at University College London. In Spain, analysts said the far-right Vox Party could elbow its way into the next coalition government, with the current Socialist-led government tarnished by corruption scandals and an immigration crisis. In Britain, the governing Labour Party ousted its unpopular prime minister, Keir Starmer, in July to try to regain traction against a fast-rising far-right party, Reform UK. Still, the rise of the far right is not inexorable. Reform’s success has been rudely interrupted by a series of financial scandals involving its firebrand leader,
Nigel Farage. That has given the Labour government, under a new prime minister, Andy Burnham, some breathing room. In April, the far-right leader of Hungary, Prime Minister Viktor Orban, was swept out of power after 16 years, a casualty of widespread perceptions that his government was corrupt, inattentive to the economy, and had picked needless battles with the European Union. The defeat of his Fidesz party gave hope to mainstream politicians that the far right, too, is vulnerable. The extent to which those mainstream politicians “need to worry” about the AfD’s success, said Timothy Bale, a professor of politics at Queen Mary University of London, “is going to depend on whether, if it ends up in office, it behaves relatively normally, and whether or not it’s able to run things competently.” Italy’s prime minister, Giorgia Meloni, whose populist party has neofascist roots, offers a playbook to other like-minded leaders. Having modulated her tone on issues like Ukraine and the European Union, she recently celebrated her government becoming the longest continuously serving in the history of the Italian Republic. Meloni is in a decent position to extend that run when she faces voters next summer. But the rising profile of a rival even further to her right, Roberto Vannacci, has led her to harden her positions on issues like immigration. Meloni heaped criticism on Spain’s prime minister, Pedro Sánchez, after a sudden influx of migrants from Morocco into a Spanish territory in late July. Farage risks being similarly outflanked in Britain. Rupert Lowe, a disaffected member of his party, defected to start an even more right-wing group that is siphoning votes from Farage. Given that competition, and the proliferating questions about Reform’s finances, Bale said it was difficult to see how Farage could cobble together enough votes to form a government. In France, Le Pen’s path to power is more plausible. Her poll numbers are more than double those of the leading centrist, Edouard Philippe, or the leading far-left candidate, Jean-Luc Mélenchon.

Deported from the US, some Haitians are left broke and stranded By FRANCES ROBLES
D
ozens of deportees are arriving in the Haitian city of Cap Haitien weekly as the Trump administration pushes to remove Haitians who lack legal immigration status in the United States, and some are now marooned in an unfamiliar place. More than 80 people were returned last week, often with only the U.S. governmentissued sweatpants and T-shirts, and with immigration court documents stuffed in their pockets. Many returned broke, saying their valuables had disappeared during the trip and they now lacked the cash to get home. The road out of Cap Haitien, on Haiti’s northern coast, is controlled by gangs that extract tolls from drivers and kidnap travelers. Five police officers who tried the trip by bus recently were killed. A day after being deported, Reginald Dorvilma, 36, sat stranded Friday outside the Cap Haitien police station, making phone calls. He needed to find his way through gang territory to Les Cayes, his hometown on the other side of the country. Haitian immigration authorities had given him and the other adults who arrived on the latest deportation flight 10,000 Haitian gourdes — the equivalent of about 80 U.S. dollars. On his first night back, he said, he had spent about $20 at a low-end hotel and then bought a change of clothes. He had less than $40 left. “I don’t have the money to go,” Dorvilma said. In June, the U.S. Supreme Court allowed the Trump administration to terminate the Temporary Protected Status program that
had shielded 330,000 Haitians nationwide from deportation. Under TPS, people already in the United States were granted permission to live and work legally there if they came from countries considered too dangerous to return to. The program had been repeatedly extended because of the turmoil in Haiti, resulting from natural disasters and extreme gang violence. With the end of TPS in July, the Trump administration increased the number of deportation flights to Haiti from one a month to one a week. More than 450 people were returned in the past four flights, including some who had entered the United States legally through a program created by the Biden administration. The plight of people like Dorvilma is among the challenges facing the Haitian government as it grapples with the arrival in Cap Haitien every Thursday of returning citizens, including people who are penniless, a few who do not speak the local language, Creole, and others with criminal histories. Haitian officials acknowledge they are overwhelmed and that some deportees are likely to become homeless in northern Haiti. “Some are outside,” said Luz-Kénez Surfin, head of the judicial police in Cap Haitien. “They don’t know where to go.” Cap Haitien Mayor Michel Saint-Croix said Haitian authorities needed more time to prepare for the wave of deportees. “I would have requested a delay of four to six months to get better prepared,” he said. Human rights advocates say the deportations are inhumane, noting that the gang crisis has made Haiti so perilous that the U.S. State Department warns Americans

As a result of these safety concerns, the Federal Aviation Administration prohibits U.S. aircraft from landing at the airport in the capital, Port-au-Prince, the original home of most of the deportees, and about 125 miles from Cap Haitien. The Department of Homeland Security said in a statement that “Temporary Protected Status is exactly that — temporary,” and that “for too long, TPS has been allowed to function as a de facto amnesty program despite Congress never intending it to be permanent.” The department added, “What we would say now is: It’s closing time, which means you don’t have to go home, but you can’t stay here.” Dorvilma was deported to Haiti on Thursday after being arrested in Orlando, Florida, in July after a fight with his roommate, records show. He had money in the bank, but said he had given his banking password to a friend to help him hire a lawyer, and the friend and the money had vanished. The trip home, Dorvilma reckoned, would cost about $220 for the bus ride to Port-au-Prince and a motorbike taxi from the bus station to the seaport, where he could catch a ferry to evade another gang
checkpoint. And that did not include, he said, extra cash to pay off a potential gang “toll.” Some of the recent deportees had serious criminal histories, according to a document the Haitian police received from American officials. Others were detained after attending immigration court hearings or being arrested after minor infractions. Natacha Antoine, 42, a former nurse’s aide who lived for four years in Indianapolis, was furious. “They didn’t give me back my passport, and my passport cost me $600!” she shouted. “I have no problem that they want to send us home. Send us home! But treat us like human beings.” Antoine said she was detained after officials accused her of being in a sham marriage with a U.S. citizen, which she denies. She said that she and others aboard the Immigration and Customs Enforcement flight to Haiti on Thursday were shackled, even though she and several others had volunteered to be deported once it was clear they had no legal options remaining. “I did more for the United States than the United States did for me,” Antoine said in fluent English, noting that she had looked after 10 patients at a care facility. Homeland Security did not immediately respond to a request for comment about whether deportees had been shackled, but the U.S. has long defended the practice as a standard safety protocol necessary to protect both the detainees and the officers accompanying them. The department’s statement said the deportees’ personal property had been removed and secured while they were in custody and was returned upon arrival at Cap Haitien. Haitian immigration officials did not respond to a request for comment. But several people who arrived on Thursday’s flight said their phones, jewelry and even a $150 pair of sandals were gone. “They stole my stuff. I came back with nothing,” said Ribeneks Dorvil, 29, who had lived in Indianapolis for five years before being detained at an immigration court hearing in October 2025. When his property was returned to him upon arrival in Cap Haitien, he said his iPhone 13 Pro Max, which cost him up to $2,000 with interest, was missing. “I came looking for a better life, but they didn’t want to give it to me,” Dorvil said. “Just give me back my property.”

Canada’s retaliatory tariffs set to take effect as Trump threatens to escalate By IAN AUSTEN
A
fter more than two weeks of finger-pointing, threats and patronizing insults between longtime trading partners, Canada’s latest retaliatory tariffs against the United States are set to take effect just after midnight Eastern time Tuesday. Polls show that Canadians strongly back Prime Minister Mark Carney’s decision to end trade talks with Washington last month and to hit back with tariffs on about $20 billion in U.S. products entering Canada. But there is also concern over what might happen next. President Donald Trump has repeatedly threatened another round of U.S. tariffs if Canada follows through on its plan. Some in Canadian industry say they are inclined to take Trump at his word, at least on this threat. People in the Trump administration “are willing to hurt themselves, their own sectors and industries, in pursuit of their goal, however misguided I think it is,” said Flavio Volpe, president of the Automotive Parts Manufacturers’Association of Canada. “So they may escalate. I hope that we don’t end up in a tit-fortat situation. We’re going to run out of runway.” Carney announced Canada’s new tariffs after he pulled Canadian negotiators out of talks in Washington last month — an ultimately unsuccessful attempt to stave off 50% U.S. tariffs on $20 billion in Canadian exports and to reduce or eliminate tariffs of up to 50% on Canadian steel, aluminum and automobiles. The Trump administration said the tariffs it imposed last month were in part a response to retaliatory tariffs Canada placed last year on some U.S. imports, particularly autos. U.S. officials have repeatedly noted that only China and Canada retaliated against the United States since Trump began upending global trade. At a news conference after a sternly worded speech announcing the tariffs, Carney declared that Canada had been attacked by the United States and that the two countries are now “at war.” Last week, U.S. Treasury Secretary Scott Bessent rejected that framing, arguing that Canada is too small an eco-

On Friday, Trump escalated his trade rhetoric even further. He said that he might “end all trade with Canada” and other countries that have trade surpluses with the United States. Separately, U.S. Commerce Secretary Howard Lutnick said Carney had shut down the talks to gain “political leverage” at home, not because of what the U.S. side had offered. As last week went on, Carney made it clear that he was in no hurry to return to negotiations and was focused instead on diversifying Canada’s trade and expanding its domestic economy. “At the appropriate time, the conversation will happen,” he said. “But the most important thing we can do is not to spend all our time waiting by the phone, waiting for a call, refreshing on social media to see what’s coming across.” Many of the U.S. items that will soon face Canadian tariffs of 15%, 25% or 50% mirror the Canadian exports that are now met with 50% U.S. tariffs, particularly clothing and wood products. Canada revised the list to remove doz-
ens of fish products after the Canadian fishing industry said that tight cross-border integration meant that its members would also be harmed. Canadian officials have suggested that many targeted items come from states where voters supported Trump, though some political analysts question how much pressure that will actually bring on the White House. The list also includes items with little bearing on the Canadian economy, including the metal bands that attach erasers to pencils, mi-
gratory bird identification bands and fish egg incubators. Trump has not imposed tariffs on some of Canada’s largest exports, including oil and gas and many minerals, and has exempted many products with enough North American content to move duty-free under the United StatesMexico-Canada Agreement. Auto parts, for example, are subject to a 25% tariff but generally cross the border without incurring it. As a result, Canada’s overall average tariff rate remains low compared with what most other countries face, and the majority of its trade, by dollar value, is still duty-free. After the talks collapsed, Trump threatened to impose 50% tariffs on autos and auto parts in January, apparently without the USMCA exemption — a move most analysts believe would be devastating for Canada’s auto industry. Trump has not taken formal steps toward carrying out the threat, though some in Canada speculate that rather than target new products or raise existing tariff rates, the Trump administration may instead strip away the USMCA exemption for many goods. Volpe said that auto parts makers were not intimidated. He said that last year when the Trump administration proposed collecting tariffs on Canadian auto parts “they understood that it would shut down the auto industry in a week.” He added: “Ultimately, I think they will back off that. But if they don’t, they can have at it.”

Influencers, noise and weed: Has the US Open become a ‘zoo’? By DAVID WALDSTEIN
W
ith much of the world’s ire currently focused on social media influencers at the U.S. Open, Naomi Osaka, the Japanese tennis star, took aim with the measured power of an easy overhead slam and told them to get a clue. “If you come to a sporting event, you have to respect the sport,” Osaka said Thursday night after her second-round win. “And I feel like it’s common courtesy to read up on the sport, especially the etiquette.” Last Monday, influencers twice disrupted Osaka’s first-round match against Anastasia Zakharova. They were loudly posing for a group photo in a luxury suite, and another woman was using a bright ring light pointed toward the court. The chair umpire halted play to admonish the group, though no one was ejected. But videos of the incidents were widely distributed online, propelling a wave of criticism from tennis fans who see young, attractive narcissists shooting self-promotional videos and yearn for the U.S. Open’s more tranquil days. They’d probably have to go back to 1892 to find them. Compared with most other tennis tournaments, the U.S. Open has long been characterized as crowded, rowdy, loud and expensive, a quartet of adjectives that also reflects the city that hosts tennis’s blockbuster event. Ever since the tournament moved from the more staid West Side Tennis Club in Forest Hills, Queens, to nearby Flushing in 1978, most tennis people — fans, tournament officials and even players — have reveled in the raucous atmosphere, the sport’s version of a three-week Super Bowl in Las Vegas. For years, the Open was seen as the tournament for loud, boozy New Yorkers bellowing from the high-altitude seats in Arthur Ashe Stadium all the way down to the tiny court below, often at midnight. It was considered authentic and charming, the people’s tourna-
ment, and many players have thrived on the energy. But when the loud fans are down in the lower bowl of the stadium, closer to the players, where they might shine their ring lights toward the court to make content for their feeds — that is different. On Wednesday night, the U.S. Open reacted by posting a message on video boards and also sending it directly to ticket holders, asking fans to refrain from disruptive activities, including making noise, taking flash photos and using ring lights. It also warned fans that they might get a public dressing down from the chair umpire if they didn’t oblige. “The USTA is always striving to grow tennis in this country and bring new audiences into the sport,” Brendan McIntyre, a spokesperson for the United States Tennis Association, said in a statement. “The U.S. Open is our greatest opportunity to do so, and we welcome newcomers to our event.” Although the influencers — about 100 were invited by the tournament — are still roaming the grounds with their ring lights and tripods seeking the most iconic backdrops, and are still in the stadiums, they may have received the message and chilled out. Since the two incidents last Monday, there have been no reports of influencers disrupting play or being publicly scolded by umpires. But the social media stars are only a symptom of a larger issue that concerns many longtime fans: the massive growth of the U.S. Open. In recent years, attendance has mushroomed. Last year had a record 1.14 million visitors and the celebrity quotient, always high, seems to have skyrocketed. a veteran French player, told Eurosport after losing his second-round match Wednesday. “People are now allowed to move around in the crowd during the points. It smells like weed on the court, there’s noise everywhere. It’s actually becoming a bit of a zoo.” Those kinds of critiques often come after losses. But on Friday, Aryna Sabalenka, the top-seeded woman, also complained to the umpire during her win at Louis Armstrong Stadium about someone in the stands smoking marijuana. “It’s a bit tricky to handle that smell while you’re trying to compete at your best,” she said with a smile in a post-match news conference. Fans have also been expressing concerns about spectators and overcrowding, as the USTA continues to cram more people into the grounds each year. With tennis becoming more popular — it has grown every year since the pandemic, with a record 27.3 million participants in the United States in 2025 — more and more of these so-called newcomers want to be a part of the Open. Naturally, this includes influencers. And for decades, spectators have moved around freely in the upper reaches of the enormous Ashe Stadium — seats so distant from the court that players can barely see and hear the fans anyway. But the players can see and hear the influencers. “I think a lot of people of a certain age these days have less awareness of time and place,” said Shweta Bowles, a financial services director from Queens, who was attending her 20th U.S. Open with her husband on Thursday. “The game has become so popular and people want to come who may not know that you don’t stand up and take videos in the middle of a point.” Ubaldo Scanagatta has seen all sides of the sport. He is a reporter for Ubitennis, covering his 45th Open this year. He has also served as the director of a professional tour stop in his native Florence, Italy, and he played in college. “The audience has broadened, and the newcomers are less educated than the oldcomers,” he said. “In French there is a word, ‘parvenu.’ They don’t know. But it’s New York, so it’s loud. And we love coming to New York.” So do the influencers.
