Under the framework in force since July 1, eligible students will be able to obtain scholarships for programs of between 150 and 599 contact hours, taught over periods of eight to 15 weeks. The order also creates an Interagency Workforce Pell Committee, chaired by the secretary of the Department of Economic Development and Commerce, which will evaluate the programs and make recommendations to the governor. Representatives of the Labor and Human Resources, Education, and State departments, Institute of Statistics, Puerto Rico Federal Affairs Administration and other entities linked to post-secondary education will also participate. cannot be discussed publicly?” As previously reported by the Star, the temporary gen‑ eration plan, intended to add 800 megawatts of emergency generation, collapsed last month after questions emerged about the validity of signatures on the contract with Power Expecta‑ tions, which was awarded a 400-megawatt temporary energy contract. According to public statements, the contract submitted by Power Expectations included a signature purportedly from a representative of Enchanted Rock (ERock), a contractor tied to the project that was later alleged to be falsified. Rolando Emmanuelli, an expert on the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, publicly stated that the contract was “null” because it lacked the valid signature of an essential party, a requirement the Financial Oversight and Management Board had previously emphasized. The alleged falsification triggered concerns about potential fraud, the integrity of the procurement process, and the future of emergency generation capacity at a

time when Puerto Rico’s grid remains vulnerable to outages. The oversight board, which had authorized the contract, subsequently revoked its authorization. The companion contract with Gothams Energy, for 200 megawatts of temporary genera‑ tion at the San Juan plant, remains under oversight board review. Given the magnitude of the failed agreement and its im‑ plications for grid stability, Ferrer and Fourquet said oversight cannot occur behind closed doors. “If Víctor Parés truly wants oversight, he should do it openly and in front of the country,” Fourquet said. “If he an‑ nounced public hearings, he should hold them. If there are questions for Josué Colón, he should answer them under oath, with documents on the table and with the public listening. A private meeting cannot replace a public investigation.” The minority legislators added that Colón must publicly address unresolved questions about who made key decisions, who participated in negotiations, what information was eval‑ uated, and why the agreement collapsed.

Mujica Jr., said the government’s request for additional time stemmed from operational and technical delays caused by the July 7 launch of ÍntegraPR, the system that integrates core administrative operations, such as finance, human resources and procurement, into a single, centralized software system. ICE arrests soar as people with no criminal record are increasingly targeted By ALBERT SUN and ALLISON McCANN

surge in immigration arrests this summer has swept up thousands of people who had not previously been the focus of President Donald Trump’s mass deportation campaign. They included people married to U.S. citizens, people who had entered legally and were pursuing an asylum claim, and others with a temporary legal status that the administration pushed to revoke. A majority of the immigrants arrested in July were people who were accused of violating civil immigration laws but who had not been charged with or convicted of a crime, an analysis of newly released federal data shows. The share with a past violent criminal conviction fell to less than 4%. Overall, immigration arrests rose to record highs with 43,000 ICE arrests in June and 49,000 in July. Two fatal shootings involving Immigration and Customs Enforcement agents, in Texas and Maine, drew outrage but did not meaningfully slow the pace of arrests. A representative for the Department of Homeland Security said that the administration was keeping its promises to arrest and deport criminals and that anyone in the country illegally was a target for enforcement. The new data contains details on every ICE arrest through Aug. 5 and offers the fullest picture yet of how the agency’s activities have shifted since public backlash forced a retreat from the aggressive tactics seen in Minneapolis early this year. It was obtained by the Deportation Data Project, an academic group, through a public records lawsuit and was analyzed by The New York Times. After his confirmation this spring, the secretary of homeland security, Markwayne Mullin, promised quieter but more effective enforcement. ICE now appears closer than ever to meeting a recent goal of 2,000 daily arrests. “They have more officers, more money, more detention space, more local partners and better systems,” said Claire Trickler-McNulty, a former senior ICE official.

“And they’re finally putting all the pieces together to build out this deportation machine.” Immigration arrests are near all-time highs in almost every state. Even sparsely populated Montana and Vermont had spikes, with arrest rates more than doubling. But the surge was strongest in Florida and Texas, two states with large immigrant populations and leaders friendly to the Trump administration’s crackdown. ICE is making more than 380 arrests a day in Texas and more than 230 a day in Florida, with each state up by more than 100 arrests a day from the spring. All the same, the increase has affected states led both by Republicans and by Democrats. In New Jersey and New Mexico, arrests have doubled, even though both states passed laws this year that restrict government cooperation with ICE. ICE appears to be hitting new arrest records in a couple of ways: The agency has hired thousands more agents — growing to 29,000 employees in June, up from about 21,000 when Trump took office, according to data from the Office of Personnel Management. And it has relied more on state and local law enforcement partners. ICE has rapidly expanded a program to deputize local police officers to arrest immigrants. The share of people detained through the program, known as 287(g), is now around 14%, the data shows. Florida has tallied at least 15,000 arrests through the program under Trump, the data shows, and Texas has notched nearly 10,000. But the program has been particularly important in smaller states such as Wyoming and West Virginia, where ICE’s presence is more limited. The share of 287(g) arrests in both states is now more than 50%. Under Mullin’s tenure, the number of people in ICE detention initially declined but has slowly ticked back up. The agency has not yet reached its stated goal of 100,000 detention beds, but with several new detention facilities opening this fall — and the possibility of reviving a plan to convert warehouses into detention

o commit lèse-majesté was, and in some places still is, to commit an offense against dignity of the crown. The basic idea was that under a monarch, and especially an absolute monarch, the integrity of the state rested on the stature of the king (or queen or equivalent figure). To insult or denigrate or even question the monarch was to undermine the state itself. In the absolutist states of medieval and early modern Europe, lèse-majesté was a high crime, punishable by death. It is a little difficult to imagine lèse-majesté here in the United States, where we have a long and raucous tradition of political mockery and open contempt for our elected leaders, protected by our constitutional right to free expression. It matters too, on that point, that even the highest officials in our government owe their power to the people and not the heritage of blood or divine right. How fitting then that under Donald Trump, a president with monarchical pretensions, the United States is getting a sharp taste of what it is like when the ruler’s name is inviolate. It is practically cliche at this point to observe that Trump is jealous of the trappings of monarchy. He has draped the Oval Office in gold, gilded the statues and monuments that mark the landscape of Washington, pledged to build an enormous triumphal arch in his name and destroyed a large part of the White House to build an opulent presidential ballroom of

New Fortress Energy reduce deuda en 91 por ciento y mantiene operaciones en Puerto Rico POR CYBERNEWS

AN JUAN – La empresa New Fortress Energy (NFE) informó el lunes que mantendrá sus operaciones, contratos, proyectos de infraestructura y suministro de gas natural en Puerto Rico luego de una reorganización financiera que reducirá su deuda corporativa en alrededor de 91 por ciento. La empresa indicó en un comunicado de prensa, que el proceso fue diseñado para completarse sin interrupciones operacionales y no contempla el cese de operaciones, la liquidación de activos ni la suspensión de servicios en Puerto Rico. Como resultado de la reorganización, la deuda corporativa de NFE disminuirá de aproximadamente 5,700 millones de dólares a cerca de 527.5 millones de dólares.

El plan recibió el 18 de junio la aprobación del Tribunal Superior de Justicia de Inglaterra y Gales, luego de obtener el respaldo del 99 por ciento de los acreedores que participaron en la votación. Posteriormente, un tribunal de Estados Unidos reconoció el plan el 14 de julio. Según la compañía, la nueva estructura financiera permitirá preservar sus operaciones en Puerto Rico y fortalecer su capacidad para cumplir con los compromisos de largo plazo. The beginnings of ‘It Ends’ By NICOLAS RAPOLD

he open road has a grand tradition in American movies. You hit the highway, meet people along the way, see some sights and get where you’re going with a fresh perspective. The future is yours. This is not how “It Ends” works. In Alexander Ullom’s unpredictable horror film, four friends driving home from college realize that they’re on an endless road. Worse, whenever they stop the car and linger, terrible things happen. So they keep driving, timing their stops and fending off dread. The future is a matter of survival — though at least they’re with friends. After engrossing audiences at its world premiere last year at South by Southwest, “It Ends” has made its way to theaters. Variety called it “Jean-Paul Sartre with a Gen Z spin, a hangout horror movie rife with existential anxieties.” Fans from the social platform Letterboxd (where the film was briefly made available last December) vibed with the journey. “A very inventive story with characters that had a true life to them,” wrote one commenter. Another got to the point: “i feel like i just got hit by a truck.” The four friends in the story — Day (Akira Jackson), Fisher (Noah Toth), James (Phinehas Yoon) and Tyler (Mitchell Cole) — are tightly bonded, but the circumstances lay bare their anxieties about their prospects. James has a software engineering career planned out, and Tyler is an Army veteran, but the situation throws both of them for a loop, as it does the easygoing Day and Fisher. Part killer premise, part personal reckoning, all laced with humor, “It Ends” traces its authenticity to the scrappy origins and personal stakes of its making. Ullom, 28, wrote the screenplay at 22 during a rough patch, which, as in the film, he recalled with irrepressible gallows humor. “For lack of a better poetic way to say it, I was dealing with depression,” he said in a Zoom interview. “I think because it was coming right when I was transitioning into real life, it felt like: Oh, this is just what the rest of life feels like.” As a student in the Florida State University film program, Ullom was making movies with his classmates Evan Barber (whom he first met after recognizing him from a YouTube sketch) and Carrie Carusone. They were part of the 2020 graduating class that left for spring break when the pandemic hit and never fully returned. The challenging job market began to feel generational and existential. “The state of the world that I expected to inherit might not exist,” Barber said in a video interview. That realization has become a well-documented part of Gen Z identity, but at the time, Ullom and his friends were also desperate to make a feature film with what they’d learned. Ullom raised funding for his script any which way he could. He frequented online poker rooms, reeling in one investor. (“Not that I was actively targeting these people,” he clarified.)

(Neon) After two long years of fundraising and treading water, an FSU program for alumni gave Ullom access to a studio space and equipment. He could shoot the movie’s many car scenes more easily and cheaply, though this involved disassembling a car to get it indoors. Casting actors partly through Instagram and calling on friends to pitch in, Ullom shot a version of “It Ends” in a first round of production that cost around $30,000. Carusone and Barber produced the movie while taking on other crew roles (Carusone as the production designer and Barber as the first assistant director). They cooked meals and found vacant houses for crew lodging. Ullom labored over the edit, then realized more work was needed, and more funding. So he cut together a 20-minute sequence and brought it to someone he knew from online, a magician who had shown interest in his work. “I drive up to his house in San Francisco and screen it in his living room, and then go back and shoot another seven days with the same crew,” Ullom said. Crucial postproduction help came from three well-connected FSU alumni, and then executives at the production company Snoot Entertainment supported the film with invaluable reshoots. The long road of the production helped the young cast and crew bond. Jackson, who plays Day, started on the film at age 19 and wrapped at 22. “I definitely feel like I came of age on that set,” Jackson said in a video interview. “This entire movie is about who you become when there’s nothing to regulate you and there’s nowhere to hide. Those long rehearsal hours really allowed us to dissect each other.” This directness with one another evokes another Gen Z touchstone for the team of “It Ends.” Like the four friends in the car who push each other to open up, Ullom and his friends dig deep. “From the relationships we built in college, we are pretty confrontational with one another and always seeking to grow and improve,” Carusone said in a video interview.

“It Ends” now joins a Gen Z horror wave in which “Obsession” and “Backrooms” have earned hundreds of millions of dollars at the box office. They’re all about arduous journeys, according to Peter Kuplowsky, a programmer at the Toronto International Film Festival who saw “It Ends” early on and screened “Obsession” in the festival’s Midnight Madness section. “They end up being Rorschach tests for multiple perspectives to project their own experiences,” Kuplowsky said. He calls Gen Z horror “high lore” rather than “high concept” because of how audiences engage with the lack of a fixed meaning. Asked about the meaning of “It Ends,” Ullom doesn’t hold back. “Gen Z don’t have a structure,” he said. “It’s not religion, or the nuclear family, or any sort of unifying thing. And that lack of structure creates this gaping, terrifying, moral black hole. The world they’re being handed was not very interested in the human experience of it.” The distributor Neon, however, was very interested in “It Ends,” acquiring the film at the end of 2025. Unlike the directors of “Backrooms” or “Obsession,” Ullom didn’t have the same built-in audiences from online work, but his appeal to younger viewers was a draw. “The cool part of Neon is that there are Gen Z execs that have some power when it comes to acquiring and identifying films that we think will resonate,” said Kate Gondwe, director of acquisitions, development and production at the distributor. “We met Alex and immediately knew that he was speaking to our generation in a way that hasn’t really been done authentically before.” When Ullom and I spoke, he was in Vancouver already shooting his second feature, “4x4: The Event,” which Neon has also acquired. He described it as “pure maximalism” in contrast to “It Ends,” and mused about how working at a larger scale was in some ways easier. Has he escaped the endless road? “I mean, I was sleeping in a walk-in closet literally three months ago,” he said. “The second film still has to work for me not to go back to the closet bedroom. I’m still terrified, for sure.”

SEC chairman moves to give US states power over shareholder resolutions T

he U.S. Securities and Exchange Commission has taken a step toward eliminating its requirements for shareholder proposals at public companies and giving new powers to states, a shift that would diminish the influence of investor activists. In a regulatory ‌notice dated Friday, the SEC ‌said it would consider changes to the rule known as 14a-8. It establishes requirements for shareholder proposals in public companies’ annual proxy statements including minimum ownership. Via e-mail, a spokesman for SEC Chairman Paul Atkins said he has “highlighted concerns that the SEC’s Rule 14a-8 on shareholder proposals exceeds the Commission’s authority and infringes upon state laws. To that end, the Commission is expected to consider a proposal to rescind the rule and return the role of ⁠regulating shareholder ⁠proposals to the states.” Investor ⁠resolutions focused on topics like carbon emissions and executive roles have been the focal point of many corporate annual meetings, though support ⁠for them has fallen in recent years. Tim Smith, senior policy adviser at the Interfaith Center on Corporate Responsibility, whose members often file shareholder resolutions, said the move would create confusion because regulations are not uniform among states, such as how many shares are needed to bring ⁠a matter to a vote. Under a new law in Republican-controlled Texas, for instance ⁠investors could need as much as $1 million worth of shares to file a resolution, compared with just $2,000 under a current SEC requirement. “Across the investor community there will be a response to the questionable legal arguments he (Atkins) is making about the authority of the SEC,” Smith said. Cooley law firm strategist Broc Romanek said the change could lead to more votes against corporate board members as shareholders’ options for expressing disapproval narrow. “Votes against directors will be used more and more as other avenues ⁠are shut down,” Romanek said in a telephone interview. In a separate regulatory notice, the SEC said it would “modernize” the proxy solicitation process, which governs shareholder communications. he tally of people missing after catastrophic Himalayan floods jumped Monday as disaster authorities said more than 4,200 people were unaccounted for in Nepal, along with more than 500 in Tibet. Among those unaccounted for in Nepal were 592 foreigners, the country’s disaster agency said as it sharply raised its count of the missing from about 2,500 a day earlier. In Gyirong County, in Tibet, 546 people remained missing, Chinese state media reported. The disaster, most likely set off by a landslide and a glacier collapse, has killed 903 people in Nepal and 16 in Tibet, according to the authorities, as floods washed away roads, bridges and entire villages. Rescue crews have been searching a sprawling area on both sides of the Nepal-China border. Here’s what to know. Where did the floods hit? Torrents of water and mud rushed last week through the valley of the Trishuli River, which is flanked by steep mountains and straddles the border between Tibet and the Rasuwa district of Nepal. Images from the disaster captured the terrifying speed and force of the floods. Other footage released by Chinese state media showed surging waters and mud overwhelming buildings, uprooting trees and blocking roads. Video and images from Nepal show the debris-choked river wiping out bridges and

towns partially buried in mud. Tens of miles of roads and more than 40 bridges were destroyed, and several hydropower projects sustained heavy damage, according to Nepali officials. How can a flash flood happen without heavy rain? Scientists who analyzed satellite imagery and seismic data said a high-altitude landslide coinciding with a glacial collapse most likely set off the flooding. Images showed that a huge section of bedrock beneath a glacier on the north face of Langtang Lirung, a mountain in Nepal near the Tibetan border, had given way at an elevation of about 17,000 feet. “The rock that the glacier was sitting on collapsed,” said Kristen Cook, a geomorphologist at the Université Grenoble Alpes in France. The combined collapse sent millions of metric tons of rock and ice into the valley below. The event was so powerful that the U.S. Geological Survey registered it as a magnitude 5.2 seismic event. As the rock and ice surged down the mountainside, the flow incorporated water and river sediment, becoming a torrent that traveled dozens of miles through a network of rivers and tributaries. Who are the missing people? Nepal’s disaster management authority said missing foreigners included travelers from Australia, Britain, Malaysia and the

United States. Also among them were about 100 Chinese citizens, according to the Chinese Foreign Ministry. In Tibet, about 260 foreigners were among the missing, Chinese state media reported. They included 104 Nepalis, 49 Indians, 33 Latvians and 18 Americans. About 300 Indians were missing in Nepal, India’s Foreign Ministry said, including many pilgrims traveling in groups to or from Mount Kailash in Tibet. Mount Kailash is a sacred site for multiple faiths, including Hinduism. How common are landslides in the region? Despite lower-than-average rainfall across Nepal this monsoon season, the local news media reported heavy rains that caused deadly landslides and flash floods in August. In 2024, floods and landslides killed hundreds in Nepal, including in the densely populated region around Kathmandu, the capital. Nepal is prone to landslides and floods when heavy monsoons collide with the Himalayas. The warming climate has made weather events more dangerous and deadly, causing frequent flooding from melting glaciers. Climate change has also intensified rainfall. At the same time, rapid development and haphazard construction have added to the risk that lives will be lost in natural disasters.

The Iranian Foreign Ministry said several people were killed and wounded, without providing specifics. Iran’s Revolutionary Guard said it retaliated by firing at bases in Jordan and the United Arab Emirates that host U.S. military personnel. Jordanian authorities said they

had intercepted eight missiles that entered their airspace, while the UAE military said it had “responded to” a drone coming from Iran. There were no reports of any damage or casualties. The exchange of fire broke a tense monthlong calm that had prevailed after Trump pulled back from the brink of a renewed full-blown war, following concerns over dwindling U.S. munition stockpiles and calls for restraint from Persian Gulf allies such as Saudi Arabia. Even as the fighting ebbed, there was little evidence of a durable solution to the war Trump began in late February alongside Israel. A short-lived “memorandum of understanding” between Iran and the United States broke down only a few weeks after it was signed in late June. Anwar Gargash, a senior UAE official, la-

mented Monday that the June ceasefire had “failed to outline a practical and acceptable road map” for ending the conflict. He called for a new agreement that would return the Strait of Hormuz to its prewar status, although he did not say what that would look like. “The state of neither war nor peace cannot be a sustainable solution,” Gargash wrote on social media. The United States and Iran are now in an economic battle of wills centered around control of the Strait of Hormuz, which Iran has used to throttle global energy markets since the war began. Iran has fired on ships passing through the waterway, severely curbing the ability of U.S. allies to export oil and gas. Iranian leaders have demanded steep and immediate concessions in exchange for reopening the

strait, which U.S. officials have rejected as a nonstarter. The Trump administration has sought to squeeze Iran economically by enforcing a naval blockade on Iranian ports, imposing heightened sanctions on Iran and threatening to impose similar penalties on countries that trade with Iranian institutions. U.S. forces have also quietly worked to guide ships through the southern waters of the Strait of Hormuz near Oman. Adm. Brad Cooper, the head of the U.S. military’s Central Command, said last week that Iranian mines had successfully been cleared from the waterway’s international shipping lanes. There has been an uptick in oil tankers successfully making the crossing, but the route remains perilous. At least two seafarers have been killed in the past two weeks, and another is missing.

In Latin America, democratic socialists are the toast of the party By JACK NICAS

eft-wing politicians from across the Western Hemisphere gathered in Uruguay recently to lick their wounds from a string of election losses and strategize on how to counter growing aggression from the Trump administration. There were ex-presidents and expected presidential contenders, national lawmakers and campaign strategists, bestselling authors and protest leaders. But perhaps the toast of the weekend in late August — viewed by the group as the inspiration for a path forward — were the democratic socialists from the United States, fresh off their primary victories. Those candidates — Darializa Avila Chevalier and Claire Valdez of New York, Chris Rabb of Pennsylvania and Dr. Adam Hamawy of New Jersey — were all special guests at the Panamerican Congress in Montevideo, an annual meeting of leftist political leaders from across the Americas. (Hamawy identifies as progressive but not democratic socialist.) They received a standing ovation, were asked for selfies and were repeatedly cited by fellow attendees as examples on how the left can succeed in the current political moment. Their victories “give us hope that if this can be fought from within, it can also be fought from the outside,” said Gabriel Boric, the former president of Chile, who was succeeded in March by a hard-right politician aligned with President Donald Trump. Boric, 40, a former protest leader, said the left had been failing to make the case to the working class that it was best positioned to help them, but the democratic socialists in the United States were showing they could.

tional stage, many people frustrated by the march of the global right are pinning their hopes on the progressive wing of the Democratic Party despite its limited success. It was the first official foreign trip for the progressive candidates since they won their primaries. (All are safe bets to win congressional seats, so campaigning has slowed.) The trip signaled their interest in Latin America amid the Trump administration’s pressure campaign in the region. Yet, in interviews, they declined to speak with much substance about Latin America, aside from calling for an end to the U.S. trade embargo on Cuba. They all had focused almost exclusively on the Gaza Strip as a foreign policy issue in their campaigns, and they said the trip was educational for them. That also meant they appeared uneasy with the idea that other attendees were looking to them as teachers. “I don’t think we’re really telling them anything; it’s a conversation and listening,” said Hamawy, a former U.S. Army veteran who served in Iraq. “They do see a little hope in at least the United States is not a monolith, and they see that there are part-

ners in the U.S. who have a better view of the future.” The left in Latin America will take any help it can get. Right-wing candidates have won all seven of the region’s presidential elections since Trump took office, and those leaders and others have worked to align their governments with the Trump administration. The U.S. government also captured leftist autocrat Nicolás Maduro in Venezuela and has exerted control over the country while pressuring the Communist government in Cuba with an oil blockade that has led to widespread suffering for the nation. The remaining leftist governments are in Brazil, Mexico, Uruguay and Nicaragua, which is run by an authoritarian government. Brazilians will vote in October whether to swing to the right, and Mexico has strengthened its ties with the Trump administration. Avila Chevalier, who is expected to win the district that represents parts of Harlem and the Bronx in New York City, said that the region’s leftists might be able to learn from democratic socialists’ efforts to build a movement against the odds. “We’re building an infrastructure for progressive movements almost from the ground up,” she said. “We won because we built a campaign rooted in building a coalition, building people power and making sure that we were actually responding to what people need.” David Adler, an American activist who organized the meetings, said that Latin America had often inspired leftist movements in the United States, but the reverse was now happening. “For the first time in my life, I feel like there’s actually a lot that the United States — and recent experiences that we’ve had in this primary season in particular — can teach our friends here in the south,” he said. He cited messages about affordability that were working with voters. The U.S. delegation at the event was largely from the progressive wing of the Democratic Party. Also present were the foreign policy advisers of Sen. Bernie Sanders of Vermont and Mayor Zohran Mamdani of New York, as well as Reps. Jesus Garcia of Illinois and Pramila Jayapal of Washington. Jayapal, who is on the House Foreign Affairs Committee, said that if Democrats were in control, they would seek to investigate the Trump administration’s moves toward Cuba and Venezuela, as well as its airstrikes on boats it says are carrying drugs. “I’ve been collecting a lot of ideas through this conference about different places where we would want to weigh in,” she said.

The price of diesel, the ‘workhorse’ of fuels, nears a record high By ARUNI SONI

hen Randy Madden saw the way diesel prices were rising, he decided to delay purchasing the fuel that powers his 3,000-acre farm in Iowa. Except prices are at around the same level as when he made that decision in May. Now, going into harvest season, he expects to spend more than $40,000 on fuel — roughly double what he typically pays from late summer through the end of the year. “The volatility and the price is coming at a very bad time,” he said. The average price of diesel in the United States was $5.62 a gallon last Wednesday, 53% higher than a year earlier, according to the AAA motor club. Because fuel supplies were disrupted after the United States and Israel went to war with Iran, diesel prices are now hovering close to a record high and could drive up prices of many other goods and services. Diesel powers a vast chunk of America’s economy. It fuels equipment on farms like Madden’s, as well as trains, trucks and other heavy machinery. As prices climb, businesses often have to pass on that higher cost to their customers. “Gasoline is mostly a consumer fuel, used for driving, whereas I would characterize diesel as the workhorse fuel used mostly by the corporate sector and small businesses,” said Daan Struyven, a Goldman Sachs commodities analyst. The last time U.S. diesel prices rocketed up was in 2022 after Russia invaded Ukraine, hitting a peak of $5.82 a gallon. This is a global crunch. To understand why diesel prices are rising, it’s important to understand the big picture. There is simply not enough diesel available to meet the world’s needs. Refineries produce diesel, gasoline, jet fuel and other fuels by “cracking,” or heating, crude oil. The United States and China have most of the world’s refining capacity, followed by countries such as Russia and India. But Russia’s ability to make diesel has been severely hamstrung because Ukraine has damaged many of its refineries. In July, Bank of America analysts said Russian refineries were processing around 3.9 million barrels per day, down from 5.3 million barrels a year ago. That has forced Russia to suspend diesel exports.

(Kristen Zeis/The New York Times) “We estimate that now 40% of Russian refining capacity has been impacted by drone strikes,” said Debnil Chowdhury, who tracks the refining business for S&P Global. “And the reason that that’s important is it’s a global market.” The effective closure of the Strait of Hormuz, the narrow waterway through which about a fifth of the world’s crude oil is shipped, has also limited the flow of crude oil, diesel and other petroleum products. As a result, the global oil price has climbed around 20%, to about $86 a barrel. The volume of crude oil refined in the Middle East has dropped to about 8 million barrels a day in 2026, down 1.6 million barrels a day from 2025 levels, S&P Global analysts said in an Aug. 1 report. U.S. refineries have made up for some of that shortfall by operating at around 97% of their capacity, according to the Energy Information Administration. Exports of diesel and related fuels are up by around 28% compared with last year and U.S. inventories of those fuels have fallen sharply. Higher prices benefit refineries but hurt buyers. There’s one clear winner from higher diesel prices: refineries that are still able to sell fuel. When oil is trading at a modest $70 a barrel, refineries typically earn $20 to $30 a barrel on the diesel they sell, Struyven said. Now, U.S. refineries are earning close to $90 for every barrel of diesel. In earnings reports for the second

quarter, firms including Valero Energy and Marathon Petroleum said their profit margins on turning a barrel of crude into fuels have roughly doubled from a year earlier. But users like farmers and truckers are hurting. Farmers need operating loans every year to cover the cost of equipment repairs, seed, fertilizer and fuel. John Boyd, a founder of the National Black Farmers Association, said many farmers did not budget for bigger expenses when taking out their loans. Higher costs for fuel and other items have strained budgets and driven some farmers he knows to the brink of losing their properties. “These are generational farmers going under,” said Boyd, who lives in Boydton, Virginia. The trucking industry has also been affected. Large logistics companies are typically able to pass on all or most of their higher fuel costs to customers but smaller operators or drivers who operate independently may not be able to do so. “It really just eats into your operations because you basically break it out into what is my cost per mile traveled,” said Zach Miller, vice president of government affairs at the Trucking Association of New York. “What’s left over is your profit margin.” Producing more diesel won’t be easy. The last U.S. refinery was built in 1977, in Louisiana, according to the Energy Information Administration. Since then, the industry has mostly invested in existing refiner-

ies rather than building new ones. Building these hulking industrial facilities takes years and costs billions of dollars. Because refineries are built to operate for many decades, investors want to know that demand for fossil fuels will remain strong for a long time. But nobody can predict demand over the next couple of decades with any certainty given the rise of electric vehicles, including trucks. Even if no new refineries are built, the supply of diesel could increase if China decided to export more fuel, Struyven said. But Chinese policymakers have placed restrictions on its refineries since the war began to make sure the country has enough fuel to meet domestic demand. While refining capacity growth has slowed in most countries, most of the new growth is now coming from developing countries like India where a new refinery started in July, Struyven said. In Nigeria, a major oil producer, the Dangote Petroleum Refinery has recently increased its crude processing capacity by 25% and plans to double its refinery’s total capacity by 2028. It has helped push seaborne petroleum shipments from the country to 350,000 barrels a day in the second quarter of 2026, a jump from an annual average of 46,000 barrels a day in 2023, according to the Energy Information Administration.

Comerío welcomes its Double-A champions with grand-scale motorcade By THE STAR STAFF

undreds of people took to the streets of Comerío’s urban center and neighborhoods on Sunday to welcome the Pescadores del Plata, the newly crowned champions of the Superior Double-A Baseball League. The motorcade departed from Carlos Bonet Stadium and traveled through the municipality’s communities for some four hours before concluding at the town square. Comerío secured its second national championship -and its first since 2003 -- by defeating the Azucareros of Yabucoa 2-1 on Aug. 24 in Caguas. The Pescadores swept the final series in four games. “It was a very emotional motorcade; the Municipality of Comerío pulled out all the stops by mapping out a perfect route across the town, with fans packing the streets,” manager Luis Matos said in a written statement. “When we arrived at the square, there were two orchestras performing for the crowd. Comerío is absolutely devoted to the Pescadores del Plata.”

The title marks Matos’ first as a manager in the Double-A league. He also holds two championships from the Roberto Clemente Professional Baseball League and two from the Caribbean Series. “We experienced that hometown warmth at every ballpark where we played, but here we felt it even more closely through our interactions with the fans,” he added. “This championship will hold a very special place in my heart.” Flags representing Comerío and the Pescadores del Plata, along with messages celebrating the championship, accompanied hundreds of vehicles along the route. The celebration concluded with a town party featuring music by Arnaldo Vallellanes and the Orquesta La Mulenze. “It was something truly special. Seeing the entire town of Comerío out in the streets celebrating with us, showing such affection and pride for the team -- it was an experience one never forgets,” said pitcher Luis Leroy Cruz, the Finals MVP. “We had been waiting 23 years for this championship, so just imagine what it meant for all those fans to be able to celebrate it again. This championship doesn’t belong just to us; it belongs to all of Comerío.”

Study’s alarming finding: At least 1 in 4 NFL players gets brain disease

ince the degenerative brain disease known as CTE was first scientifically linked to football about 20 years ago, and as hundreds of former professional football players have been diagnosed with the disease after their deaths, a haunting question has lingered: Just how many NFL players will end up with CTE? New data provides a sobering indication: At least 1 in 4 of all the people who have played in the NFL might expect to end up with chronic traumatic encephalopathy, according to a study of hundreds of cases over a recent six-year period.

Researchers considered every former NFL player who died from 2016 to 2021. There were 878. Some died in their 20s, some in their 80s, most in between. The study’s main finding was simple math: At least 215 of those 878 former players — 24.5% — had CTE. The actual prevalence could be far higher. The roughly 25% rate does not consider the 643 brains that were not examined. Some of those, maybe many of them, likely had CTE too. CTE is a progressive neurological disease caused by repeated impacts to the head. It can be definitively diagnosed only by examining the brain after death. Studies have shown that the rate of CTE in people who have not sustained repeated impacts to the head is nearly zero. If the new study’s statistics were applied to today’s players — 1,696 on the league’s 32 regular-season rosters, not including more than 500 members of practice squads and those ineligible due to injury — at least 400 of them would be diagnosed with CTE. Experts say that the rate of brain disease represents an occupational safety hazard with little comparison in the American workplace. “There are workers who’ve been exposed to high levels of asbestos exposure, which leads to very high rates of lung disease,” said David Michaels, who led the Occupational Safety and Health Administration during the Obama administration and is now a professor at the George Washington School of Public Health. “And certainly, you know, a lifetime working in coal mines leads to very high risk of black lung disease.

“But a degenerative neurological disease — I’ve never seen anything comparable.” CTE was first discovered in boxers nearly a century ago and termed “dementia pugilistica.” Symptoms can include memory loss, confusion and uncharacteristic mood swings, decreases in executive function, and increases in erratic and impulsive behavior, including addiction. These days, CTE is most commonly associated with football players, but it has been found in the brains of other athletes who sustained repetitive blows to the head, including hockey, rugby and soccer players, as well as wrestlers and bobsledders. Those in the military also seem susceptible to the disease. For years, the NFL downplayed the risks of repeated head trauma, often insisting that not enough is known about CTE to draw conclusions about its dangers, origins and prevalence. Uncertainty has left room for inaction; scientists have yet to decipher, among many things, why some people can play football for decades and not get CTE, while others have had severe cases in their teens. But the prevalence rate now reported by researchers might be hard to ignore. It is the latest research from neuropathologists and other scientists mostly affiliated with Mass General Brigham, Boston University and the UNITE Brain Bank, which have led CTE research and handled most donated brains of former athletes over the past two decades. Researchers involved in this study, published Aug. 25 in The BMJ, hope to produce a subsequent paper in the coming months estimating the overall rate of CTE in all NFL players at the time of their death.

The San Juan Daily Star Making such an estimation is complicated by unknowns. What is certain, researchers said, is that CTE is preventable. “We know what’s causing it,” said Dr. Daniel Daneshvar, the lead author of the study, the chief of brain injury rehabilitation at Spaulding Rehabilitation Hospital and an associate professor at Harvard Medical School. “It’s a neurodegenerative disease where we know and have complete control over the risk. And understanding the extent of that risk is one of the steps into making sure that we can mitigate and decrease that risk.” Daneshvar said the biggest predictor of CTE is the cumulative force of hits to a head over a lifetime. “We can change that cumulative force without changing the game of football,” he said, suggesting that children refrain from playing tackle football and that teams at all levels eliminate hits during practices. The 25% rate cited in the latest research may surprise fans or others who view the game from a distance, but not those close to football. “I bet the real number is a lot bigger,” said Randy Grimes, 66, who played center for the Tampa Bay Buccaneers from 1983 to 1992. “Obviously, it’s going to be a lot bigger if you add the untested ones.” At least two of his former offensive linemates, both guards, were diagnosed with CTE: Tom McHale, who died at 45; and John Bruhin, who died at 57. Another teammate, linebacker Keith McCants, had CTE and died at 53. Grimes said he has yet to feel the symptoms that would make him worry about his own cognitive health. But he runs a nonprofit organization that counsels retired athletes, including football players, and sees symptoms that he suspects are associated with CTE. “It’s not something that’s brought up, it’s not something that players want to talk about,” Grimes said. “We probably could move forward faster in our research if we did talk more about it. But players don’t want to do it. They don’t want to think they have it, they don’t want to think they’re seeing it. Deep down, we all know that probably the majority of us are going to have some form of CTE.” While hundreds of former NFL players have been diagnosed with CTE, typically after loved ones donate the brains because of worrisome symptoms, most CTE cases

are not publicly disclosed. Only a few cases reach public consciousness, usually when attached to a famous name, like Junior Seau, Ken Stabler and Frank Gifford, all inducted into the Pro Football Hall of Fame. (Seau shot himself in the chest to preserve his brain for testing.) Others become notorious because of criminal behavior that might later be explained, in part, by CTE, like Aaron Hernandez and Phillip Adams, who committed murder and were diagnosed with CTE after their own deaths. In July 2025, Shane Tamura, who played football but did not reach the NFL, killed four people in a New York City building that houses the league’s headquarters. After Tamura’s death, an autopsy confirmed that he had CTE. CTE cannot be diagnosed in the living, though some ex-football players, like Hall of Fame running back Tony Dorsett, presume they have it. Some players, like Chris Borland and John Urschel, walked away from their professional careers early as a preventive measure to protect their brains. The growing roster of CTE cases has done little to diminish football’s popularity.
