On Monday, Popular Democratic Party (PDP) Rep. José “Conny” Varela Fernández urged House Speaker Carlos Méndez Nuñez to ensure that the process of amending the Electoral Code is fair and inclusive, as he opposed the Senate’s attempts to approve changes to election laws unilaterally.
“A few days ago, the Senate President stated that he would move forward with his bill to amend the Electoral Code because ‘he has the votes.’ However, that bill contains several highly questionable provisions and fails to address many flaws in the Electoral Code that he himself imposed in 2020,” the veteran Caguas District lawmaker said. “Experience tells us that once the Senate President makes such a statement, there is little room for opposing viewpoints, no matter how reasonable they might be. Therefore, the Senate President’s bill should not be the sole method for achieving these changes.”
Varela highlighted several problems with Senate Bill (SB) 717, including the lack of a transparent process for selecting the chairperson of the State Elections Commission (SEC). The bill allows the governing New Progressive Party (NPP) to maintain control of the SEC even if it loses the general election. He also chided the limits imposed on the voting rights of senior citizens who vote early. He noted that even in areas of agreement, such as increasing the number of voters, the NPP can retain control of the SEC even after losing the general election.
Additionally, the legislation proposes establishing 40 Permanent Registration Boards, but it does not specify how this goal will be accomplished. Varela pointed out
that while the idea has been suggested in the past, the NPP previously claimed it was impossible due to the wishes of the Financial Oversight and Management Board.
“In the House of Representatives, we unanimously approved Concurrent Resolution 24, authored by Speaker Johnny Méndez and Representative Gabriel Rodríguez Aguiló, to create a joint committee tasked with evaluating changes to the Electoral Code. This is the appropriate way to address this matter,” said Varela, a former chairman of the House Electoral and Constitutional Affairs Committee. “Therefore, I urge the Speaker to halt any attempts to implement unilateral measures for amending the Electoral Code and to ensure that the amendment process is fair and participatory, involving the joint committee that representatives from all parties have already endorsed. The only way to achieve a reliable and equitable electoral process is through consensus. Over the past four years, we have opened the door to that process, and we believe the House of Representatives must continue down that path.”
Varela’s objections to SB 717 came on the heels of a joint statement issued overnight by the presidents of the Citizens’ Victory Movement (MVC by its initials in Spanish), PDP and Dignity Project (PD) rejecting the amendments proposed in the bill.
The document signed by MVC General Coordinator Eva Prados, PD President Nilda Pérez and Resident Commissioner Pablo José Hernández Rivera, the PDP president, summarized the opposition to the proposed amendments in several key points and echoed Varela’s misgivings about the process that generated them and the way in which they are intended to be approved.





“These amendments are not generated through a process of dialogue and consensus among the country’s various sectors, as a democratic system mandates,” Prados said in a written statement.
“What Puerto Rico needs is a true electoral reform built on open dialogue, with all citizen and political voices represented, not another law drafted by a few for a few. Even the public hearings are a sham, where not all interested voices and groups were included.”
Pérez added that for the Senate president, “democratic participation has become a mere formality of requesting briefs without listening to those of us who represent the electorate.”
“Trying to exclude genuine dialogue with the registered parties is a lack of respect for the legislative process and the will of the people,” she said.
Hernández Rivera stated that “the proposed amendments do not resolve the real problems of our electoral system; on the contrary, they further weaken transparency, electoral balance, and citizen confidence.”

Puerto Rico Mayors Fed-
eration President Gabriel Hernández Rodríguez announced on Monday that the organization, which represents New Progressive Party municipal executives, has submitted nine bills to the island Senate focused on addressing administrative, fiscal and local development issues in the island’s 78 municipalities.

“Since the beginning of this legislative session, we have been working to improve municipal administration and seek alternatives to the fiscal impact municipalities are experiencing,” Hernández Rodríguez said in a written statement. “We cannot continue to bleed municipal governments dry; every dollar they lose represents one less service for a child, an elderly person, or a person with a disability. These nine measures
we are presenting are solutions that could represent additional funding for municipalities.”
The Camuy mayor noted that the measures seek to guarantee the continuity of essential services and the economic sustainability of local governments, while promoting greater efficiency, autonomy and transparency.
“Municipalities transfer more than $450 million to the central government, including contributions to ASES [the Health Insurance Administration], PayGo, and other instrumentalities, and we cannot allow municipal coffers to be emptied without fair compensation while tax relief laws are being passed,” he stated.
Among the proposals is a freeze on the 1.03% contribution to the Redemption Fund administered by the Municipal Revenue Collections Center (CRIM by its
acronym in Spanish). The measure seeks to set a contribution of $126.7 million, which would represent a savings of $7.9 million for municipalities, following the elimination of the inventory tax on prescription drugs through Law 78-2025.
Another measure would amend the Municipal Code so that the CRIM assumes responsibility for collecting municipal taxes for telecommunications services provided outside of Puerto Rico, revenue currently managed by the Office of Management and Budget. Hernández Rodríguez said the change would generate some $1.1 million annually in direct revenue for municipalities.
Additionally, a joint resolution was introduced to distribute $2.4 million in accumulated telecommunications taxes for fiscal years 2020 to 2025, which would benefit municipalities with budget constraints such as Ceiba, Comerío, Florida, Maunabo, Las Marías and Patillas.
Another piece of legislation would allow towns to collect and dispose of used tires directly from tire repair shops, in order to avoid
accumulations that pose risks to public health and ensure that local governments can receive payment for services provided according to established rates.
An amendment to the ASES law was also proposed to exempt municipalities from double employer contributions for employees enrolled in the Vital Plan, which is the government health plan. A measure was also proposed to recognize the municipal police commissioner as a public order officer and create the position of deputy commissioner, in order to strengthen the hierarchical and operational structure of local law enforcement agencies.
Another bill establishes the creation of a mandatory registry of bidders for informal municipal auctions, which must be published in general circulation media, with the aim of promoting transparency and fairness in procurement processes.
The Mayors Federation also presented a technical revision of the 2020 Municipal Code to simplify internal processes and strengthen administrative autonomy.

The Dominican Republic’s National Zoological Park has requested the transfer of exotic species that are illegal in Puerto Rico, such as garter snakes, rhesus monkeys and caimans, to its facility.
Natural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez and Lt. Ángel Atienza, director of the Puerto Rico Center for the Rehabilitation of Native Species and Management of Exotic Species, made the announcement Monday.
“On October 6, Nayib Aude, the general
director of the Dominican Republic’s National Zoological Park, formally contacted us to request the transfer of several exotic species that are currently housed at the Center for the Rehabilitation of Native Species and Management of Exotic Species in Cambalache, Arecibo,” Quiles said. “This is excellent news as it provides these animals with an opportunity for a better life.”
Since taking over the department, Quiles has prioritized finding facilities and institutions capable of providing permanent homes for the illegal exotic species captured daily in Puerto Rico.
“We have always sought a proper location for these illegal exotic species to give them a second chance at life, and this transfer makes our work easier,” Atienza stated. “I thank the DNER for its ongoing efforts to identify options for the disposition of these species. We continue to look for places to send these animals every day; that is our commitment.”
In his letter, Aude emphasized that the purpose of the transfer is to “enrich our park’s biological collections for educational and conservation purposes, thereby contributing to the enhancement of our environmental education, research, and animal welfare programs.”
The National Zoological Park of the Dominican Republic is located in the capital, Santo Domingo, and is an active member of the Latin American Association of Zoological Parks and Aquariums.
Currently, the Puerto Rico Native Species Rehabilitation and Exotic Species Management Center houses some 35 snakes, 14 rhesus monkeys, seven caimans, and numerous birds. The facilities housing the Center suffered significant damage during Hurricane Maria. Rehabilitation work began in August 2024, following guidelines from the Federal Emergency Management Agency (FEMA).

The conference was led by Juan M. Gaud Pacheco, a well-known litigator in religious freedom and constitutional rights cases, former legislative adviser, and drafter of several bills. The training took place at Department of Justice headquarters in San Juan.
The speaker highlighted the sections that apply specifically to agencies such as the departments of Education, Health, Correction
& Rehabilitation and Justice itself, including regulations on reasonable accommodations, and stressed the importance of agencies reviewing their internal regulations and policies to ensure compliance with the law.
“Respect for the religious freedom of all citizens is one of the fundamental pillars of our democracy and a right we must safeguard with rigor and sensitivity,” Justice Secretary Lourdes Gómez Torres said.

The Puerto Rico Baseball Federation and the sports community on Monday were mourning the passing of Santos
“Sandy” Alomar Conde, former Major League player, manager, mentor, and one of the most respected figures in national and international baseball.
Alomar Conde was found without vital signs on Monday morning in the Costa Plaza Mall parking lot in his hometown of Salinas, six days before his 82nd birthday.
“Don Santos Alomar dedicated his life to this sport as a player, mentor, and example of discipline,” said Dr. José Daniel Quiles Rosas, president of the Puerto Rico Baseball Federation, in a written statement. “We extend our deepest condolences to his children, family, and the people of Salinas.”
Salinas Mayor Karilyn Bonilla Colón stated that the municipality “is in mourning for the passing of one of its greats.”
“Don Santos was a sports legend and now immortal for his contributions to the community,” she said. “He was a leader, mentor, and a great family man, always humble and proud of his roots. Our deepest condolences to his wife, his children, Roberto, Sandy, and Sandia, his grandchildren, and his family. His legacy will always be remembered in Salinas.”
Alomar Conde, born on Oct. 19, 1943, played 14 seasons in the major leagues with the Milwaukee Brewers, Atlanta Braves, New York Mets, Chicago White Sox, California Angels, New York Yankees and Texas Rangers. He later managed the Chicago Cubs, Colorado Rockies and San Diego Padres.

Santos “Sandy” Alomar Conde, a former Major League player, manager and mentor, was among the most respected figures in national and international baseball. He died Monday in his native Salinas at age 81.
A career .245 hitter who finished with 1,148 hits, 558 runs scored and 282 RBIs, Alomar was a valued defensive infielder who played mostly at second base. His post-playing career included stints as manager in the stateside minor leagues with the Chicago Cubs organization, as well as with several winter league teams on the island and the Puerto Rican national team. He also coached in the majors with the Cubs, Colorado Rockies, San Diego Padres and New York Mets.
His career transcended the field. On Sept. 30, he repre-
sented the Clemente Santana family at an Interuniversity Athletic League (LAI by its initials in Spanish) event at the Coquí School in Salinas, where he shared anecdotes about his friendship with legendary Hall of Famer Roberto Clemente Walker.
“Don Santos died with his boots on, contributing and inviting everyone to make Puerto Rico a better place,” LAI Commissioner Jorge Sosa said. “Thank you for so much! My condolences to his family.”
On that occasion, Alomar Conde reflected on Clemente’s legacy, saying: “He sacrificed his life to give life to others. … He tried to help the world, Nicaragua, which at that time needed help after an earthquake. It’s a shame that someone who does good ends up like this. God knows what he’s doing.”
For her part, Jannette Clemente Santana, author of the book “Memories of Triumph: Justino Clemente,” emphasized that “our hearts grieve for the passing of our friend and brother Santos, but at the same time, we celebrate his reunion in the afterlife with Matino and Momen, who surely planned a Major League welcome.”
Alomar Conde was the father of fellow major leaguers Hall of Famer Roberto Alomar, and Santos “Sandy” Alomar Jr., coach of the Cleveland Guardians. He was inducted into the Puerto Rican Sports Hall of Fame, the Ponce Hall of Immortals, the Professional Baseball Hall of Fame, and the Salinas and Guayama Halls of Fame.
The Baseball Federation indicated that it will pay posthumous tribute to his memory during the upcoming winter baseball season.

The Puerto Rico Energy Bureau (PREB) has ordered the Puerto Rico Electric Power Authority (PREPA) to submit a detailed progress report by Wednesday on the status of the emergency generation procurement process launched earlier this year to address a critical shortfall in power generation capacity.
The directive comes more than six months after the PREB authorized PREPA to begin the acquisition process for temporary emergency generation resources through the Independent Third-Party Procurement Office (3PPO), under the oversight of the Public-Private Partnerships Authority (P3A). Despite the urgency of the situation, the PREB said in a resolution filed Oct. 10 that it has yet to receive sufficient information to assess the progress or effectiveness of the initiative.
The emergency procurement was prompted by a March filing from Genera PR LLC, which warned of an 800-megawatt (MW) generation deficit following the loss of Aguirre Unit 1. Genera cautioned that without swift remedial action, Puerto Rico’s electrical grid faced heightened risks of cascading failures and rolling blackouts, particularly as summer demand surged.
“Genera stated that the loss of Aguirre Unit 1 has caused a shortfall of generation capacity, severely straining the system at a time when peak demand is rising with the onset of the summer
season,” the resolution says. “It noted that this deficit increases the risk of cascading failures, places undue strain on other generating units, and raises the likelihood of rolling blackouts.”
LUMA Energy, the island’s transmission and distribution operator, confirmed Genera’s assessment, estimating the shortfall at between 700 and 850 MW. In response, the PREB supported the deployment of temporary generation to stabilize the grid, emphasizing the need for rapid installation and cost-effective solutions.
Now, with the summer season over and no clear public update on the procurement’s progress, the PREB is demanding transparency. The ordered report must include:
* A current project timeline with achieved milestones and upcoming targets
* A list of suppliers contacted and their participation status
* Legal, technical and financial documentation, including evaluation methodologies
* Status of contracts and draft agreements
* Updates on permits, licenses and interconnection studies
* Budget details and any cost deviations
* A summary of actions taken and communications with stakeholders
* Identified obstacles or delays
* A forward-looking work plan with estimated completion
dates
* All relevant request for proposal documents and correspondence with the 3PPO, P3A and suppliers.

Reverberations of the federal government shutdown, which began nearly two weeks ago, are starting to be felt by certain segments of Americans, hinting at problems that could deepen for the public if Congress cannot reach a funding agreement soon.
In some Native American communities, medical services such as diabetes monitoring and telehealth sessions, have been curtailed or canceled. Veterans no longer have access to career counseling or regional benefits offices. Taxpayers rushing to meet a Wednesday deadline for extended filing are going to have to wait on hold because fewer IRS customer service agents are working to answer questions.
In addition, many of the country’s fruit and vegetable farmers face hurdles in planning for next year’s crops because there is so much uncertainty about what federal assistance they can expect. Large segments of the federal workforce Friday received what will be their last paycheck until the government reopens.
And the Trump administration said Friday that more than 4,000 federal employees will be laid off in a new round of mass firings, a maneuver already facing a legal challenge.
As the strains deepen, the fallout has done little to tip the scales in Washington, where Republicans and Democrats are locked in a standoff over how to extend funding to keep the government open.
President Donald Trump has cut or paused billions in funding for Democratic jurisdictions and intensified his threats to overhaul the federal bureaucracy. Last week, he publicly mulled denying legally mandated back pay to some federal workers, inserting more anxiety into a workforce that has faced stress and uncertainty since he returned to the Oval Office.
“Most of them are going to get back pay, and we’re going to try and make sure of that,” Trump said Wednesday. “But some of them are being hurt very badly by the Democrats, and they therefore won’t qualify.”
The White House did not respond directly to a question seeking to clarify what the president meant, instead issuing a statement blaming Democrats for the shutdown, which started Oct. 1.
About 600,000 federal workers are furloughed because of the shutdown. Others are working without pay because they hold jobs the administration considers critical to protecting property and keeping people safe.
Employees at the General Services Administration and the Department of Health and Human Services were among those who received their last paychecks Friday, which were smaller than usual because the pay period included four days of the shutdown.
Others, including employees at the National Park Service, the Federal Aviation Administration and the Drug Enforcement Administration, are expected to see similarly partial, final paychecks this week.
On Saturday, Trump said he had found funds to pay members of the military during the shutdown, even though Congress has not approved additional money for the troops.

Yolanda Jacobs, a single mother of three, said getting furloughed from her job as a health specialist at the Centers for Disease Control and Prevention meant she had to cut back on spending. She said her family liked to go to the movies once a week. “That stops until the shutdown ends,” she said. “Eating out — that’s out of the question.”
Among the furloughed workers are those who administer grants and oversee programs relied upon by states and communities.
The Indian Health Service is one of the federal agencies that continue to operate during a lapse in funding, but some federal employees who support its programs are not working. In California, that has interfered with the ability of caregivers to submit reports and get approval for reimbursements, said Nanette Star, director of policy and planning for the California Consortium for Urban Indian Health. This already affects diabetic American Indians and Alaska Natives in California who rely on the program for health monitoring, she said.
“Indian Country is the canary in the coal mine,” said Larry Wright Jr., executive director of the National Congress of
American Indians. Federal funds often make up a greater share of revenue for Native American tribes than for state governments, because of a long-standing federal trust role for Native lands, he noted, adding, “When the government shuts down, tribes feel it first.”
The shutdown has also scrambled planning for American farmers, many of whom were beginning to make decisions about next year’s crops. Those plans depend on information only the federal government can provide, such as what loans, farm and conservation payments will be available and specific market data to help make decisions about what to plant.
“As we end one season, we have to already be planning the next one,” said Joe Maxwell, a Missouri-based farmer who raises sheep and grows grains. “We’re under a heck of a lot of financial stress, and now we don’t have information or the tools or programs we need to even know if there’s going to be a next year on our farm.”
It has been a particularly difficult year for farmers because of the president’s trade war, said Maxwell, who serves as the president of the Farm Action Fund, a group that fights agriculture monopolies. In addition, about 25% of the nation’s farmers rely on the Affordable Care Act for insurance, he said, and they cannot afford for their health care costs to triple at the end of the year if Congress does not extend the tax breaks that help pay for the coverage.
The cost of health care is at the center of the congressional impasse that led to the shutdown.
Officials are keeping a close eye on flight delays to see if more air traffic controllers are calling out sick than usual and causing lags. The controllers are forced to work during a shutdown without pay.
While there have been some scattered reports of staffing problems at air traffic control towers, the cause and severity are unclear. Union officials have said that there is no organized effort among the country’s nearly 11,000 certified controllers to protest the shutdown by not showing up to work and noted that there was already a national shortage of controllers.
In some cases, federal offices that continued to operate during the first week of the shutdown have started to furlough employees as carryover funds from the last fiscal year dried up.
Some employees at the Environmental Protection Agency’s air and water offices, who oversee the safety of drinking water, were told late Wednesday that they could not work until the government reopened, according to an email to staff members shared with The New York Times.
After operating during the first week of the shutdown by tapping into a separate pot of funding, the IRS laid off about half its staff Wednesday. Nearly 40,000 employees will continue to work to prepare for next year’s tax season, but they will not be paid.
Money for grocery vouchers for millions of low-income mothers and children also hangs in the balance, and the Trump administration is considering novel solutions to fill that funding gap until the government reopens.
Renee Willis, president and chief executive of the National Low Income Housing Coalition, said the shutdown was a spectacle “at the expense of the most vulnerable people in our nation.”

Crowds of bystanders heckled and pointed cellphone cameras at federal agents during arrests. Immigration officers deployed tear gas and fired pepper balls to disperse protesters. Schools emailed parents in the middle of the day with warnings: Immigration agents might be nearby.
These scenes from the Chicago area in recent days looked far different from what residents were seeing along city streets about a month ago, when the Trump administration announced the start of a crackdown on illegal immigration in Chicago and its suburbs.
What began with a slow uptick in arrests has escalated rapidly. One unauthorized immigrant was fatally shot. American citizens have been detained along with immigrants in the country without legal permission. Border Patrol agents have walked in groups through downtown Chicago. Residents have given chase to federal agents’ vehicles. And chemical agents have been used on protesters, journalists and clergy members.
By this week, tensions were high, and many Chicagoans said they sensed a city on edge.
The New York Times reviewed more than 100 videos taken in the Chicago area over the past month, chronicling the actions of federal agents and the response by the public. Videos captured protests, raids, arrests on city streets and residents’ confrontational responses. Together, the videos show how tensions have risen, unfolding in charged and adversarial scenes in locations scattered around the city.
Federal authorities originally told local officials that they expected the operation to last 45 days. There now appears to be no end in sight.
Sept. 5-11
A slow ramp up
From the beginning, residents in heavily Latino neighborhoods in the city were wary of the promised escalation by immigration authorities. But in a city of 2.7 million spread out across more than 200 square miles, other residents seemed unconcerned or unaware, with few early signs of a crackdown visible along their streets.
Some residents began sharing information on social media about possible sightings of immigration authorities in the city and in far-flung suburbs, warning one another to stay alert. Other residents applauded the actions of federal agents, saying that they supported efforts to more strictly enforce immigration law.
Thousands marched downtown in an energetic protest, chanting and beating drums while denouncing Immigration and Customs Enforcement and shouting support for other causes, including the plight of Palestinians in the Middle East.
Then President Donald Trump delivered a startling threat online, writing on Truth Social: “Chicago about to find out why it’s called the Department of WAR.”
Immigration arrests by federal agents were nothing new in Chicago. And small, regularly scheduled protests and prayer groups had been held outside an ICE processing facility in Broadview, a suburb about 30 minutes from downtown, for years. But this felt different. Federal authorities boarded up windows and doors of the ICE facility, and more and more protesters began gathering outside on some evenings.

on. But tensions flared. On the Southwest Side, a street vendor who was known for the flowers he sold outside a car dealership was arrested by federal agents. He was later deported to Mexico.
A video of his arrest spread on social media, angering community members. For days, neighbors left flowers and candles on the sidewalk where he had worked.
On Sept. 8, the Department of Homeland Security officially announced the start of Operation Midway Blitz, targeting “the worst of the worst criminal illegal aliens in Chicago.” Sightings of immigration arrests began to multiply.
Sept. 12-28
A shooting alarms the city
On the morning of Sept. 12, two immigration officers pulled over a man driving a silver Subaru on a busy street in a Chicago suburb shortly after he had dropped off his children at an elementary school and day care. When the driver attempted to pull away, an agent shot him in the neck. Officials said that the man, Silverio Villegas-Gonzalez, a Mexican national who federal officials said was not authorized to live in the United States, had attempted to hit the officers with his car. He did not survive.
At Broadview, confrontations between federal agents and demonstrators began to intensify. Immigration officers stood on the roof, firing tear gas and bean bag rounds at protesters who were trying to block federal vehicles from exiting and entering the facility.
On Sept. 19, video captured federal agents firing pepper balls at the Rev. David Black, a pastor of the First Presbyterian Church of Chicago, from the facility’s roof while he held his hands up in a gesture of prayer as he stood to the side of an entrance gate for vehicles. Black fell to his knees and clutched his head.
Trump administration officials have defended the actions of immigration authorities on social media, saying that residents were interfering with lawful arrests.
Tricia McLaughlin, the assistant secretary for public affairs for DHS, shared the video on the social site X, referring to the group as “agitators” who were blocking an ICE vehicle from leaving the federal facility.
More than a week after the crackdown began, Kristi Noem, the homeland security secretary, arrived in the Chicago area, sharing footage from a nighttime raid in Elgin, Illinois, about an hour outside the city, in which five people were arrested.
She was soon followed by Gregory Bovino, a chief of the Border Patrol in Southern California. Border patrol agents, in full uniform and some in face masks, rode in boats along the Chicago River, where tourists regularly gather. Groups of the agents marched through the middle of downtown, startling shoppers who fill the business district. Some were alarmed and filmed the agents on cellphones.
The Trump administration released their own slickly produced video with footage of agents with weapons patrolling along the river.
At Broadview, tensions kept growing. Authorities built an 8-foot fence around the building as protesters and agents continued to clash. Along the way, more cellphone videos of immigration arrests began to circulate — roofers detained in Naperville, a family in Millennium Park.
In one moment, a man was seen taunting Border Patrol agents in downtown Chicago before narrowly escaping on his bike as the agents stumbled after him. Images of the fleeing cyclist — and memes cheering him along — filled social media.

A raid ignites anger
Then came a nighttime raid by Border Patrol agents on a five-story apartment building on the city’s South Side. Neighbors were startled by the sound of Blackhawk helicopters and federal vehicles outside. Residents of the building said they saw dozens of people zip-tied and detained in what local and state officials characterized as a publicity stunt intended to intimidate residents. A video taken by a resident across the street from the South Side apartment complex showed immigration authorities conducting a military-style operation on a residential street, with agents riding on armored vehicles and a helicopter overhead.
In the last two weeks, many Chicagoans began to aggressively push back. Some residents honked their horns, yelled and gave chase when they saw immigration authorities’ vehicles. Onlookers crowded around agents with their phones out, recording. In one video, filmed on the West Side of Chicago, bystanders could be heard taunting federal agents with chants like “Get real jobs!” Some people in the group chased the agents’ truck down the road. Tensions escalated further.
Outside the ICE facility in Broadview, federal agents threw smoke bombs at a large group of protesters, tackling and slamming others to the ground. Protesters heckled agents about their roles in carrying out Trump’s deportation efforts, calling out questions to the agents like “What are you going to tell your children?”
In footage shared with the Times, federal agents shouted at a group of protesters to move. “You’re getting ready to get it,” Bovino told the crowd, threatening them with arrest, while members were yelling at the agents. Bovino grabbed a man and tackled him to the ground with the help of another agent.
And on the morning of Oct. 4, Border Patrol agents said they were chased by two Chicago residents in cars. The residents ran red lights and stop signs as they pursued them, the agents said. The altercation ended with one of the motorists being shot several times by federal agents. Neighbors gathered at the scene in protest, and federal agents used tear gas to disperse the growing crowd. Chicago police officers, given no warning to wear protective masks, were among those exposed to the tear gas.
Other scenes captured that day showed federal agents tackling people. In one video, an agent could be seen repeatedly telling a man standing close to him to step back. The agent then grabbed the man by the neck. Other agents joined, as they took the man to the ground.

President Donald Trump is once again weaponizing the legal system to fulfill his personal vendettas. Last year, before he could point to a single crime that he claimed she had committed, Trump called for the prosecution of New York Attorney General Letitia James, who was suing him for fraudulent business dealing. On Thursday the Justice Department secured an indictment against James, alleging bank fraud.
The story behind the indictment says it all. A federal prosecutor decided recently that there was not enough evidence to bring charges against James. In a normal administration, that would have been the end of the case. But Trump did not take no for an answer. He forced that prosecutor’s resignation and in a social media post last month demanded that Attorney General Pam Bondi appoint a new prosecutor: Lindsey Halligan, a Trump ally and insurance lawyer who had never prosecuted a case.
He also demanded that Halligan pursue charges against both James and James Comey, the former director of the FBI. “They impeached me twice, and indicted me (5 times!), OVER NOTHING,” Trump wrote on Truth Social. “JUSTICE MUST BE SERVED, NOW!!!” At Halligan’s request, a grand jury indicted Comey on Sept. 25 and then James.
The charges relate to mortgage paperwork that James filed when she bought a house in Virginia in 2020. Previous prosecutors did not find sufficient evidence that James was knowingly dishonest, and legal experts say the charges are flimsy at best.

Even if the Justice Department ultimately loses in court, the legal fight will demand James’ time and money. It signals to politicians and the public that opposing the president has a cost, including the explicit threat of imprisonment.
Trump and his supporters claim that Democrats started this era of “lawfare” with their investigations into him. Yet those investigations were vastly different. Special counsels, chosen to operate more independently than typical prosecutors, carried out the federal inquiries into Trump. One special counsel during the Biden administration even investigated Joe Biden himself for his handling of classified documents. And the investigations into Trump came in response to his alarming actions, not dubious claims of mortgage problems but efforts to overturn the outcome of a presidential election. The investigations followed a potential crime, not a personal vendetta.
America is now in a dangerous period, in which the president can order investigations and indictments against his enemies. Trump is criminalizing Americans’ ability to challenge their leaders.
In the popular imagination, the state’s infringement on individual liberty is usually the work of spies or the military. But few branches of government have the power to take away our freedoms that the Justice Department does. It can ask courts to put you in prison, mark your life with a criminal record and, even if you are found not guilty, tie you up in yearslong legal battles that drain your finances and destroy your personal standing. “The prosecutor has more control over life, liberty and reputation than any other person in America,” former Supreme Court Justice Robert Jackson said when he served as attorney general.
Cognizant of these concerns, presidents since Watergate have mostly tried to insulate the Justice Department from politics. The system has not been perfect, but it has mostly worked. Americans have generally trusted the federal government to avoid sham prosecutions.
Trump has eroded this system from within. His replacement of a career prosecutor with a crony is only one example. He has staffed the Justice Department and the FBI with loyalists. His administration has pushed out lawyers who investigated misconduct and corruption. He has tried to punish law firms that represent his political opponents. He has repeatedly warned officials, sometimes in public social media posts, that they

should not go against him. He has sent a message that federal law enforcement’s main concern should be not the country’s laws or the Constitution but his personal interests.
Just as telling as the cases Trump’s Justice Department has initiated are those it has dropped. This year the department closed an investigation into Tom Homan, the president’s so-called border czar, even though he was recorded accepting a bag of $50,000 in cash by undercover FBI agents.
Many legal experts have spoken out. “These political prosecutions need to stop,” wrote Richard Painter, who was a White House ethics lawyer under George W. Bush, after James was indicted. He called for an impeachment inquiry into Bondi. Most Republicans, however, have remained quiet, fearful of the president.
Comey and James’ indictments may be just the beginning. Trump has also demanded the prosecution of one of his most prominent Democratic opponents, Sen. Adam Schiff of California. He posted on social media this week that Gov. JB Pritzker of Illinois and Mayor Brandon Johnson of Chicago should go to jail for opposing his mass deportation efforts. His Justice Department has proved all too willing to turn such social media posts, no matter how baseless, into indictments.
The damage is not just to Comey, James and anyone else who is prosecuted. It is also to the foundations of American democracy and law.

SAN JUAN – El Instituto de Cultura Puertorriqueña (ICP), a través de su Programa de Artes Escénicas, en alianza con el Centro Latinoamericano de Creación e Investigación Teatral (CELCIT Puerto Rico) y el Departamento de Educación, anunciaron la tercera edición de la Academia Juvenil de Dramaturgia. Esta iniciativa, enmarcada dentro del Certamen de Dramaturgia ICP 2026, categoría juvenil, busca fomentar la escritura teatral en estudiantes de escuela superior.
Este año, el proceso de preinscripción cerró con 77 solicitudes completadas. La Academia está dirigida a jóvenes del Departamento de Educación que cursan entre octavo y duodécimo grado en las siete regiones educativas de Puerto Rico: Arecibo, Bayamón, Caguas, Humacao, Mayagüez, Ponce y San Juan. La convocatoria recibió 77 preinscripciones de las 7 regiones educativas del DE, de las cuales el 77% corresponde a estudiantes que se integran por vez primera al programa.
La propuesta, coordinada entre el Programa de Artes Escénicas del ICP, el CELCIT Puerto Rico y programa de Bellas Artes del Departamento de Educación, busca que los jóvenes narren sus propias historias a través de la escritura dramática.
“Estamos muy contentos de celebrar esta tercera edición de la Academia Juvenil de Dramaturgia, en la que se promueve la creación teatral entre los estudiantes del

Departamento de Educación. Este espacio representa una gran oportunidad educativa para que nuestros jóvenes se involucren con los procesos de la industria del teatro. Seguimos fortaleciendo nuestro teatro y abriendo camino a nuevas generaciones”, dijo Melissa Santana Frasqueri, directora ejecutiva del ICP.
El programa incluye talleres educativos, mentorías con dramaturgos reconocidos, procesos de borradores y redacción, culminando con la entrega de un nuevo libreto que competirá en la categoría juvenil del Certamen de Dramaturgia ICP 2026. Estos talleres se ofrecen libre de costo para los participantes.
“En el programa de Artes Escénicas del ICP estamos decidido en rescatar una nueva generación de auto-
res dramáticos que de continuidad al gran legado de nuestros grandes dramaturgos y maestros. Para ello es importante llevar el conocimiento sobre las estructuras dramáticas a los estudiantes que tengan interés y curiosidad por la escritura de teatro. De esta manera garantizar un teatro local productivo de cara al futuro”, dijo Ismanuel Rodríguez Soto, director del Programa de Artes Escénicas del ICP.
“La temática más recurrente entre nuestros jóvenes en esta edición gira en torno a la importancia de la cultura puertorriqueña en sus diversas manifestaciones, un tema que consideramos vital y que siempre debemos exaltar”, expresó Frances Arroyo, presidenta del CELCIT Puerto Rico.
En la primera edición del certamen, el ganador fue Pablo Andrés Pagán Velázquez con el texto “El Reino de la Obra”. En la segunda, la ganadora fue Anabella Charlize Santiago Cardona, de la región educativa de Caguas, con “Sección 10”, pieza que será producida profesionalmente en octubre de este año.
“La oportunidad de participar en estos talleres y acompañar a cada estudiante en el desarrollo de sus ideas, para que desde temprana edad puedan contar una historia propia y única, es invaluable. It has often been quipped about the onscreen pairing of Fred Astaire and Ginger Rogers that he gave her class and she gave him sex. With his romantic comedy “Annie Hall” (1977), Woody Allen gave Diane Keaton one of the defining roles of her career while she, for better and, yes, for worse, helped establish him as a credible-enough romantic lead.
Allen had jokes and timing. Keaton did too, but she also had emotional transparency, a tremulous quality that drew you to her, and expressive eyes that watered easily but could also light up with persuasive joy. After “Annie Hall,” she also deservedly had an Oscar for best actress.
Keaton, whose death was reported on Saturday, was a star for decades, though she began to shine most brightly in the 1970s, the era that saw her in some of her greatest roles. Among these, of course, was Francis Ford Coppola’s “Godfather” saga, in which she played Kay to Al Pacino’s Michael Corleone. In the first two movies, Kay is one of the few female roles of any substance in a story filled with juicy male characters and swaggering, domineering actors. That imbalance alone makes Kay seem an impossible part, but it’s especially tricky because she has to be an intermediary between you and the Corleones’ brutal, cloistered world. You may not necessarily think of Keaton when you think of these films, but she’s crucial to them.
This is made graphically clear near the end of the first film, after Michael’s sister accuses him of murdering her husband. After he orders her taken away, a distraught Kay asks if it’s true. With bloodless cool, Michael lies, saying no and takes her in his arms. A relieved Kay goes to an adjacent room to make them drinks and sees two men kiss her husband’s hand, one addressing Michael as “Don Corleone.” As another begins closing the door separating Kay from the men, Coppola cuts to Kay silently staring at the camera with a look of stunned, horrified understanding. She now sees her husband for who he is and, as she looks at him, the door swings shut in front of her, obscuring her like a closing tomb. It’s the last shot in the film.
Keaton’s emotional openness, her readability, is critical to “The Godfather” becau-

se of what Kay and Michael mean to each other and how their relationship speaks to the shadowy whole. The film is the story of a family and a criminal syndicate, but it is also a tragedy about a marriage, its secrets and lies. Kay’s love for Michael, her innocence and sweetness, help make him an immediately sympathetic presence, while the hurt that later clouds her eyes foreshadows Michael’s betrayal of her and his dramatically shifting role from the family’s baby boy to its patriarch. From the start, Kay is a mirror for the viewers, who are also similarly seduced by Michael, as well as fascinated, repelled and helplessly hooked on him.
Keaton starred in other serious films, notably “Reds” (1981), Warren Beatty’s sweeping romantic epic about journalist and communist activist John Reed, who chronicled the Russian Revolution in his book “Ten Days That Shook the World.” Keaton plays another journalist, Louise Bryant, a freethinker who becomes involved with Beatty’s Reed and their pal, playwright Eugene O’Neill (Jack Nicholson). There are few actresses who could hold their own while sharing the screen with such supreme scenestealers as Beatty and Nicholson, but Keaton does despite some wobbles. The character can seem absurd (blame the script, not the actress), but Keaton’s Louise also helps tether the film’s ideas in feeling.
Decades later, Keaton and Nicholson reunited in Nancy Meyers’ frothy 2003 romantic comedy, “Something’s Gotta Give.” I resisted the movie at first, in part because it takes place in one of Meyers’ gauzily perfect bubble worlds with their pretty white people, fantastically expensive kitchens and bespoke gardens. In this fantasy, Keaton plays Erica Barry, a successful, divorced playwright in her 50s with a typical Meyers dream house in the Hamptons. It’s there that Erica’s daughter (Amanda Peet) brings home her latest romantic interest, Harry Sanborn, a 63-year-old music-industry guy and aggressively confirmed bachelor whom Nicholson plays with a persuasive mix of lustiness and boorishness.
Meyers tips her hand early the moment you hear Nicholson’s Harry enthusing about the women he dates. “Ah,” he says, “the sweet, uncomplicated satisfaction of the younger woman,” as various long-limbed beauties stride across the movie’s bouncy opening credits. Harry is a total horndog, but after assorted comic complications, Erica brings him to heel. First, though, Harry has to nearly die (heart attack) because sometimes that’s what it takes for an older man to notice a woman who’s more in his age bracket. He recuperates at Erica’s house, where they circle each other warily before falling into bed. Things remain complicated and Harry breaks her heart, which she repairs with help from a besotted doctor played by Keanu Reeves.
Keaton continued to take on serious roles, both worthy (the 1982 marriage drama “Shoot the Moon”) and not (the 1984 spy intrigue “The Little Drummer Girl”). She made more comedies, too, including “Baby Boom” (1987), which Meyers wrote with her soonto-be ex, Charles Shyer, who also directed. By the time Meyers and Keaton joined forces for “Something’s Gotta Give,” they were both veterans of an industry that, like Nicholson’s character, was grossly dismissive of women, though particularly older ones. If it took me a while to come around to “Something’s Gotta Give,” it was largely because it seemed too obvious and silly, and too removed from the real world and its problems. And yet, and yet …
I kept returning to that film again and again, occasionally just catching it on TV and then happily seeking it out. After watching it more times than I remember, I cop-
ped to the fact that I had fallen as hard for it as Keaton and Nicholson’s characters do for each other. Some of my adoration comes just from the pleasure of watching skilled, wellsynced performers pretending to fall in love. Years later, I also realized that what else I loved was Keaton, who by the time she made this movie had successfully transcended a male filmmaker’s la-di-da ideal to become a female filmmaker’s avatar: a beautiful, funny, soulful, successful and blissfully independent woman with lines on her face, a penchant for turtlenecks, a blissed-out Reeves as a consolation prize and a besotted Nicholson, ta-da, finally and gratefully at her side.

Wall Street’s main indexes rallied on Monday, led by gains in Broadcom and other chipmakers, after President Donald Trump struck a conciliatory tone that eased worries about renewed U.S.-China trade tensions.
Lifting sentiment, U.S. Treasury Secretary Scott Bessent said in an interview with Fox Business Network that Trump was on track to meet his Chinese counterpart in South Korea as the two sides work on de-escalating trade frictions that grew late last week.
AI-related tech stocks were the biggest winners in Monday’s rebound, with Broadcom (AVGO.O), surging 10% after partnering with OpenAI to produce the startup’s first in-house artificial intelligence processors.
The Nasdaq was on track for its biggest one-day gain since May 27.
“AI continues to be the momentum driver, and it’s not surprising investors have purchased the dip,” said Sam Stovall, Chief Investment Strategist at CFRA Research, adding that investors should remain cautious as long as Trump’s dispute with China remains unresolved.
Wall Street tumbled on Friday, with the S&P 500 and Nasdaq posting their in months.
The latest rupture followed China’s announcement on Thursday that it would its rare earths export controls. In retaliation, Trump on Friday said he would apply an additional 100% tariff on imports from China and impose export controls on all critical U.S.-made software from November 1.
However, over the weekend, Trump said “it will all be fine” and that the U.S. did not want to “hurt” China. China on Sunday blamed the U.S. for the escalation but did not roll out further countermeasures.
Other AI-related chipmakers also gained, with Nvidia adding 2.7% and Micron Technology rallying
5.8%. The PHLX chip index (.SOX), jumped nearly 5%.

JPMorgan Chase (JPM.N), Goldman Sachs (GS.N), Citigroup (C.N), and Wells Fargo (WFC.N) are set to release quarterly results on Tuesday, kicking off an earnings season that investors will watch closely for signs of how tariffs are impacting Wall Street’s largest companies.
They’re pricing in a 98% probability almost to see a 25 basis point rate cut.
Earnings reports will provide fresh clues on the economy at a time when major official data releases remain delayed due to an ongoing government shutdown. Analysts on average expect S&P 500 companies’ third-quarter earnings to grow 8.8% from a year ago, according to LSEG data.
The S&P 500 was up 1.59% at 6,656.68 points.
The Nasdaq gained 2.17% to 22,686.79 points, while the Dow Jones Industrial Average was up 1.31% at 46,075.88 points.
Ten of the 11 S&P 500 sector indexes rose, led by information technology (.SPLRCT), up 2.57%, followed by a 1.97% gain in consumer discretionary (.SPLRCD).

President Donald Trump celebrated what he called the end of the war in the Gaza Strip on Monday in a lightning tour of the Middle East, as Israel and Hamas exchanged hostages for prisoners in a swap that produced scenes of jubilation and relief from the neat squares of Tel Aviv, Israel, to the ruined cityscape of Gaza.
Trump’s victory lap included a speech to the Israeli parliament, where he received a standing ovation, and a summit in Egypt, where more than a dozen world leaders lined up to praise him for bringing a pause to two years of devastation and bloodshed.
But there remain many unanswered questions about whether Israel and Hamas can reach a lasting peace, and about the future of Gaza, which has been devastated by the war. Among the issues is whether Hamas will disarm, whether the ceasefire will hold, who will pay to rebuild Gaza and who will govern it.
Trump’s trip unfolded against the backdrop of a trade that formed the cornerstone of the peace plan he proposed last month: the exchange of the last 20 hostages to survive two years of captivity in Gaza for 1,968 Palestinian prisoners, including 250 serving life sentences and about 1,700 detained during the war and held without charge. The exchange went smoothly, but what happens next is far from clear.

Trump told Israeli lawmakers that the exchange represented “the historic dawn of a new Middle East,” and then traveled to Egypt, where President Abdel Fattah el-Sissi greeted him at a Red Sea resort. “From the city of Sharm el-Sheikh, the will of the people meets the resolve of world leaders to end the war in Gaza,” el-Sissi said. “They all carry a single message to mankind: Enough war. Welcome to peace.”
At a summit there with the leaders of more than 20 countries and international organizations, Trump signed a document, as did the leaders of Turkey, Egypt and Qatar, who joined with the United States in brokering the exchange. But the contents of the document were not immediately clear, and it was not signed by Israel or Hamas, neither of which had representatives at the meeting.
Earlier at the gathering, Trump shared a long handshake with Mahmoud Abbas, the president of the Palestinian Authority, in their first encounter since 2017.
The Trump administration denied Abbas a visa to travel to New York last
month for the U.N. General Assembly, leaving him to address the gathering by video link. But at the summit, Trump pointed to Abbas and said, “It’s good to have you.”
The exchanges Monday had been awaited since Hamas militants attacked Israel in October 2023, killing about 1,200 people and abducting about 250. In response, Israel bombed and invaded Gaza, killing about 67,000 Palestinians, according to Gaza health authorities.
Here’s what else to know:
— Relief and hope: The ceasefire and the exchange encouraged both Israelis and Palestinians. “You are coming home!” Einav Zangauker, the mother of Matan Zangauker, 25, said on a video call with her son in Gaza,
their first conversation since he was abducted two years ago, according to footage broadcast on Israeli television. But for some Palestinians, the relief was clouded by grief and despair. “There’s nothing to be happy about,” Saed Abu Aita, 44, said. “My two daughters were killed, my home was destroyed and my health has deteriorated.”
— Trump’s Knesset speech: Trump, the first U.S. president to address the Israeli parliament since George W. Bush in 2008, went into lengthy digressions as if delivering a campaign speech, praising Israel and praising his own accomplishments while denigrating his Democratic predecessors, Joe Biden and Barack Obama. He also shattered diplomatic taboos, at one point directly urging Isaac Herzog, Israel’s president, to pardon Netanyahu, who is a defendant in a long-running criminal trial on charges including bribery.
— The logistics: Under the deal reached last week in talks brokered by U.S., Arab and Turkish mediators, Israeli forces withdrew to a new defensive line inside Gaza on Friday, opening a 72-hour window for the hostages to be released.
— Hostages: The agreement requires Hamas to turn over the bodies of at least 26 hostages who died in captivity. Hamas’ armed wing said that it would release the bodies of three Israelis and a Nepalese citizen on Monday. Both Israeli and Hamas officials said it would be difficult for Hamas to gather all of the bodies in the three-day window stipulated by the ceasefire agreement. The Hostages and Missing Persons Families Forum, an Israeli advocacy group, accused Hamas of failing to abide by the agreement.
— Aid deliveries: Hours before the first Israeli hostages were released, the United Nations said “real progress” was being made in delivering aid to Gaza, where a U.N.-backed panel of food experts has said that some areas are officially under famine.

Venezuelan officials, hoping to end their country’s clash with the United States, offered the Trump administration a dominant stake in Venezuela’s oil and other mineral wealth in discussions that lasted for months, according to multiple people close to the talks.
The far-reaching offer remained on the table as the Trump administration called the government of President Nicolás Maduro of Venezuela a “narco-terror cartel,” amassed warships in the Caribbean and began blowing up boats that U.S. officials say were carrying drugs from Venezuela.
Under a deal discussed between a senior U.S. official and Maduro’s top aides, the Venezuelan strongman offered to open up all existing and future oil and gold projects to American companies, give preferential contracts to American businesses, reverse the flow of Venezuelan oil exports from China to the United States, and slash his country’s energy and mining contracts with Chinese, Iranian and Russian firms.
The Trump administration rebuffed Maduro’s concessions and cut off diplomacy with Venezuela, effectively killing the deal, at least for now, the people close to the discussion said.
Though the United States has been targeting what it calls drug boats, the cutoff of diplomacy, the military buildup near Venezuela and the increasingly strident threats against Maduro by Trump administration officials have led many in both countries to think that the Trump administration’s real objective is Maduro’s removal.
Marco Rubio, the U.S. secretary of state and national security adviser, has been the leading voice in the administration’s push to oust Maduro. He has called Maduro an illegitimate leader who is a “fugitive from American justice” and has been skeptical of the diplomatic approach conducted by a special U.S. envoy, Richard Grenell.
Proponents of diplomacy acknowledge that Rubio’s hard-line approach has prevailed for now. But they believe their efforts could eventually bear fruit, pointing to President Donald Trump’s sudden reversals on other major foreign policy issues, such as the war in Ukraine, trade with China or Iran’s nuclear program.
This article is based on interviews with more than a dozen American and Venezuelan
representatives of disparate factions calling for diplomacy with Maduro. They described their discussions on condition of anonymity because they were not authorized to speak publicly.
Publicly, the Venezuelan government has responded to Trump’s military escalation with defiance and vows to defend what it calls a socialist revolution started in the 1990s by Maduro’s late predecessor and mentor Hugo Chávez. At the same time, Maduro has said he remains open to negotiations and his government continues accepting deportation flights from the United States.
Behind the scenes, however, Venezuela’s senior officials, with Maduro’s blessing, have offered Washington far-reaching concessions that would essentially eliminate the vestiges of resource nationalism at the core of Chávez’s movement.
While Grenell and Venezuelan officials made progress on economic issues, they failed to agree on Maduro’s political future, according to the people close to the negotiations. Venezuela’s foreign minister, Yván Gil, said in an interview last month that Maduro would not negotiate his exit.
Maduro has repeatedly repressed democratic challenges to his rule after assuming the presidency in 2013. He held on to power last year after losing a presidential election by rigging the results and brutally suppressing protests.
Grenell declined to comment for this article. The State Department, the White House and Venezuela’s government did not respond to requests for comment.
In Washington, U.S. officials offer differing assessments of the talks. One U.S. official said the reports of negotiations over the lifting of sanctions and access to the Venezuelan market was “not an accurate assessment of what took place.”
But other U.S. officials said U.S. and Venezuelan officials held repeated talks over what economic normalization would look like, including access to Venezuelan energy markets by American companies and a lifting of U.S. sanctions.
As Grenell and Maduro’s envoys negotiated a deal, the leader of Venezuela’s main opposition movement, María Corina Machado, pitched her own economic proposal in New York City.
She argued that even greater economic wealth — $1.7 trillion in 15 years — awaited U.S. companies in Venezuela if her movement launched a political transition. (Machado was awarded the Nobel Peace Prize on Friday for what the Norwegian Nobel Committee described as “her tireless work promoting democratic rights for the people of Venezuela.”)
Machado’s economic adviser, Sary Levy, said the investment deals offered by Maduro would never materialize without democracy, rule of law and individual freedoms.
“What Maduro offers investors is not stability, it’s control — control maintained through terror,” Levy said. “The Trump administration has shown a clear intention to not fall for these offers of easy solutions.”
Venezuela produces about 1 million barrels of oil a day, down from about 3 mi-

llion when Chávez took power. The bulk of Venezuela’s oil exports go to China, except for about 100,000 barrels per day that the U.S. energy giant Chevron sells to the United States. Most experts agree that Venezuela could quickly ramp up oil output with a major injection of foreign capital, though they differ on whether this is achievable under the current government.
“Our message to the oil companies is: We want you here, certainly,” Machado told American corporate representatives in June. “We want you here not producing crumbs of a couple hundred thousand barrels a day. We want you here producing millions of barrels a day.”
Machado declined to comment for this article.
Maduro’s economic outreach to the United States has also extended to the private sector, in an attempt to strengthen his hand in Washington.
Venezuela’s state oil company has given Chevron, the largest American company working in Venezuela, full control of their joint oil projects and the two entities have discussed giving Chevron a stake in another major oil field.
Venezuelan officials have worked to repair relations with another U.S. oil giant, ConocoPhillips, which left Venezuela in 2007 after the government seized its operations. Maduro’s government and Conoco have been negotiating an oil trading deal as recently as this year, according to two people familiar with the talks.
Chevron said its business dealings in Venezuela comply with all applicable Venezuelan and U.S. laws. Conoco did not respond to a request for comment.
The proponents of economic engagement with Maduro have managed to score minor victories.
Chevron got its U.S. Treasury license to operate in Venezuela reinstated in July, according to the Venezuelan government. The company succeeded in overturning the ban imposed by Trump months earlier after a lobbying push in Washington, according to people familiar with the deal.
The Treasury Department on Wednesday issued another license that in effect allows Shell, Europe’s largest energy company, to restart work in Venezuela. Under a new permit, Shell could begin producing gas from a massive offshore Venezuelan field as soon as next year, according to a person familiar with the deal.

President Donald Trump on Friday announced a deal with British drugmaker AstraZeneca to lower drug prices, his second pact with a major pharmaceutical company in an effort to make prescription drugs more affordable.
Under the deal, AstraZeneca agreed to sell its drugs to Medicaid, the health insurance program for lower-income Americans, at about the same prices that it offers to wealthy countries in Europe.
The agreement, along with one with Pfizer last week, is the product of a Trumpian brand of horse-trading. For months, the president has threatened to impose tariffs on imported medicines, demanding that drug companies lower prices and bring manufacturing back to the United States. Drugmakers have been eager to find ways to dodge much more aggressive action that could cut deeply into their profits.
The nation’s top health officials publicly acknowledged Friday that Trump’s tariff threats were the leverage needed to persuade powerful drug companies to expand and build new U.S. plants as well.
“Now, I’m not sure that Pascal would like to say — but behind the scenes, he did say, tariffs were a big reason he came here,” Trump said, referring to AstraZeneca CEO Pascal Soriot, who stood beside him at Friday’s announcement in the Oval Office.
AstraZeneca and Pfizer both revealed that their new pricing arrangements with the White House guaranteed them a three-year reprieve from any tariffs the Trump administration would impose on the products they produced overseas. The Trump administration has threatened to impose tariffs of up to 15% on brand-name drugs from the European Union and 100% from other parts of the world, but it has delayed those from a deadline of Oct. 1.
Still, it is unclear whether Trump’s deals would significantly lower Medicaid’s drug prices. In many cases, the prices that Medicaid pays are already similar to those in Europe, experts said. And the AstraZeneca agreement involves only a small share of the company’s U.S. sales.
At his Oval Office news briefing, Trump promised, without evidence, “We’re going to bring drug prices down at numbers that nobody ever thought possible.”
The two deals so far do not affect the

bulk of prescription drug coverage. AstraZeneca made no commitment to lower prices for drugs it currently sells for U.S. employers, insurers and other government programs like Medicare, which shoulder most of the costs of drugs in the United States.
Brand-name drug prices in the United States are three times as high, on average, as those in peer nations. But the disparities vary across types of insurance. Drugmakers already give Medicaid lower prices than other payers in the United States because of discounts that are required under federal law.
People on Medicaid already pay almost nothing in out-of-pocket costs. Federal law caps those costs at $8 per prescription for people with the lowest incomes. In some states, people with Medicaid have no out-ofpocket costs.
The voluntary approach stands in contrast with Trump’s first term, when he tried to mandate lower drug prices through regulation and other forms of formal public policy. President Joe Biden secured legislation to regulate drug prices in Medicare.
The new deals are occurring while Trump and Republicans in Congress have been wrangling with Democrats over whether to extend Obamacare subsidies that help cover the costs of health insurance for more than 20 million Americans. Democrats have seized on the issue as a way of criticizing the Trump administration for raising Americans’ health
care costs. Trump has argued that his deals over drug prices will help more consumers.
At Friday’s event, officials touted a website, TrumpRx.gov, which would help patients use their own money to buy drugs, sidestepping insurance.
The online drugstore would act as a landing page to send American patients to direct-sales websites offered by various drugmakers. Officials put up a promotional version of the website Friday and said it would be up and running next year.
Trump said the TrumpRx name had not been his idea.
AstraZeneca recently set up a website that will be part of TrumpRx where patients can use their own money to buy several of the company’s drugs. It includes Farxiga, for diabetes, kidney disease and heart failure; Airsupra, an asthma inhaler; and FluMist, a nasal flu vaccine recently authorized for home use. The company plans to expand the website to include other primary care drugs.
That website may be helpful in certain circumstances, but most insured patients pay less in out-of-pocket costs than they would pay for the drugs directly. For example, some patients can buy a month’s supply of Farxiga for $182 on AstraZeneca’s site, while their copayment may be only $25 if they use insurance.
In the United States and Europe, drug prices are determined through negotiations.
The talks between drug companies and representatives for payers result in confidential discounts that lower the final price that European countries and American employers and government programs pay for a medicine.
Administration officials have been floating the idea that for newly introduced drugs, drugmakers like Pfizer and AstraZeneca would match their U.S. and European prices even after those confidential discounts were taken into account. The Trump administration did not explain how that would work.
As a practical matter, it is nearly impossible for a drugmaker to commit to doing that.
A key reason that European governments receive bigger discounts is that they are more willing to walk away from negotiations if a price is too high, denying their citizens coverage of that medication.
In July, Trump sent letters to 17 of the largest drugmakers, including AstraZeneca, asking them to lower some of their prices.
Like other large multinational drugmakers, AstraZeneca has long had a presence in the United States, its most important market. The company has moved recently to strengthen those ties.
AstraZeneca already makes most of the products it sells in the American market in the United States. In July, AstraZeneca said it planned to spend $50 billion over the next five years building and expanding factories and research facilities in the United States.
On Thursday, the company held a groundbreaking ceremony for one of those manufacturing investments, at a site in Virginia that it said would help manufacture drugs for cancer, weight loss and blood pressure.
AstraZeneca said last week that it planned to list its shares on the New York Stock Exchange next year, though it will remain headquartered in Britain and listed in London and Stockholm.

Barranquitas, Villalba and Mayagüez secured their spots in the Central Amateur Baseball League Confederation (COLICEBA by its acronym in Spanish) postseason over the weekend.
The Atléticos of Barranquitas defeated the Guapos of Dorado 3-2 and 4-2. Marvin Gorgas stood out in the second game, pitching four scoreless innings while allowing just one hit and striking out five.
In the same section, the Tigres of Aguas Buenas upset the defending champion Caciques of Orocovis, 12-0 and 3-2. The opener was Aguas Buenas’ first win of the season.
In the shutout, Gabriel Rodríguez and Jean Pabón combined to hold Orocovis to just one hit. In the second game, Yadiel Rivera hit a walk-off single in the seventh inning.
In the South, the Bucaneros of Arroyo defeated the Illescanos of Coamo 4-3 and 7-0, with outstanding pitching by Miguel Fontánez, Martín González, Sidney Duprey, Agnel Miranda, Bryan Ortiz and Jean Alvarado.

Asia Taylor led Caguas with 19 points on Sunday as the Criollas topped the Ganaderas of Hatillo to move into sixth place in the BSNF.
In another South section matchup, the Sabaneros of Cidra split with the Jardineros of Aibonito. Cidra won the first game 6-1, thanks to six solid innings by starter Luis González and two RBIs by Félix Báez. In the second game, Aibonito responded with a 9-0 shutout crafted by the mound trio of Raúl García, Jimmy González and Eduardo Ortiz.
In the West, the Ganduleros of Villalba swept the Guayacanes of Guayanilla 7-0 and 4-3. José Carlos Burgos, Miguel Ausúa and Rafael Díaz pitched the shutout in the opener. The second game was decided with a dramatic walk-off hit by José Guzmán in the seventh inning. Villalba leads the division with a 7-1 record.
Also in the West, the Maní of Mayagüez split a pair of games with the Tiburones of Aguadilla, who won the first game 3-2, while Mayagüez prevailed in the second 7-6, with three RBIs from Christian Febus.

The Ganduleros of Villalba swept the Guayacanes of Guayanilla 7-0 and 4-3 on Sunday. Villalba leads the COLICEBA West division with a 7-1 record.
In the Eastern section, the Azucareros of Yabucoa blanked the Marlins of Ceiba, 4-0 and 2-0. After losing four games in a row, Yabucoa has won three straight, all by shutout. Alberto Rosario and Christian Ginorio were the winning pitchers.
Meanwhile, the Jueyeros of Maunabo split with the of Río Grande, with the Yunqueros taking the opener 3-2 after Fernando Amaro drove in the game-winner with the bases loaded in the ninth inning.
Maunabo won the second game 2-1, thanks to impeccable stints in relief by Emilio Torres and Nelson Rodríguez.

The eight-team field for the National Women’s Basketball Federation (BSNF by its initials in Spanish) postseason was finalized upon the completion of three games on Sunday.
The Criollas of Caguas secured their qualification with a 71-65 victory over the Ganaderas of Hatillo at Raymond Dalmau Coliseum in Quebradillas. Asia Taylor led the Criollas with 19 points, followed by Kai James and Katie Villarini with 13 points each. James also grabbed 10 rebounds.
With the victory, Caguas improved to 7-9 and moved up to sixth place. Hatillo,




meanwhile, fell to 7-10. Essence Booker led the Ganaderas with 16 points, while McKenzie Forbes and Okako Adika added 16 and 14 points, respectively.
In another game, the Cangrejeras of Santurce locked up first place with a 67-65 victory over the Monarcas of Juana Díaz. Brianna Jones and Shae Kelley each scored 20 points for Santurce, and Becca Tobin added 12 points. The Cangrejeras improved to 14-4 with the victory.
The Monarcas, who finished the regular season with a 7-11 record, currently sit in eighth place, although they could move up to sixth in the event of a three-way tie with Caguas and Hatillo, or to seventh in the event of a tie
with the Criollas. Tess Amundsen led the Juana Díaz offense with 22 points, and Imani McGee added 16 points and 16 rebounds.
In a third game on Sunday, the Pollitas of Isabela defeated the Atenienses of Manatí, 65-59, thanks to a strong performance by Quionche Carter, who recorded 22 points and collected 14 rebounds. Kaelynn Satterfield added 16 points, and Lasha Petree had 13 points and 10 rebounds.
Isabela improved to 11-6 to stand in third place, and broke Manatí’s (10-7) six-game winning streak. Pamela Rosado led the Atenienses with 16 points, followed by India Pagán with 13 points, and Kiki Jefferson with 10 points and 11 rebounds.

The United States defeated Puerto Rico in straight sets (27-25, 25-20, 25-21) to win their third title in a row in the NORCECA Men’s Final Six at Juan “Pachín” Vicéns Auditorium in Ponce on Sunday night. It was the fifth overall medal for the U.S. in the NORCECA Final Six (bronze in 2021 and 2022, and gold in 2023, 2024, and 2025). Puerto Rico took sil-
ver, marking their first-ever medal in the tournament. The United States held the edge in attacks (3534), blocks (8-5) and serves (8-5) and committed fewer unforced errors (22) than Puerto Rico (29). Opposite Kyler Wade led the U.S. with 13 points (8 attacks, 1 block and 4 aces) and outside hitter Patrick Rogers had 12 points (11 attacks and 1 ace). For Puerto Rico, outside hitter Pedro Molina was the top scorer with 14 points (10 attacks, 3 blocks and 1 ace) followed by opposite Jamal Ellis with 11 points.
