Weather Justice Dept. to evaluate whether to reopen investigation into family secretary

Justice Secretary Lourdes Gómez Torres stated on Monday that she will evaluate new documents and interview individuals to determine whether to reopen the investigation regarding Family Secretary Suzanne Roig Fuertes.

The justice secretary’s remarks followed a meeting with Popular Democratic Party Sen. Luis Javier Hernández Ortiz, who visited the Department of Justice to discuss documents that he said were not before the agency when the case was closed.

Gómez Torres said the Justice Department neither concealed documents nor removed evidence from the case file; rather, it received additional documents that had not previously been under the agency’s consideration.

“No documents were removed here; no evidence was hidden,” she said. “We forwarded the case file exactly as we received it, and we sent it to the Senate.”

The justice secretary noted that the Health Department originally submitted 239 documents, and that subsequently -- following a request from the Senate -- additional documents were added.

“I have always said that if we obtain additional evidence, the case will be reopened; however, it must be evaluated responsibly,” Gómez Torres said. “I have to evaluate it in order to then make a determination.”

She did not specify when subpoenas would begin, but indicated that the reevaluation process would commence later in the day.

“We do not want to constrain ourselves with a rigid deadline,” she added. “We are going to conduct the investigation properly, taking whatever time is necessary.”

Fuertes, and a request for admissions regarding One Source Investigations, “an international organization specializing in investigations, consulting, security, and training, focused on the needs of its clients in North America, the Caribbean, and Latin America,” according to the firm’s LinkedIn page.

“That email never appeared in the Department of Justice’s case file at the time the case was closed,” the senator asserted. Gómez Torres clarified that “[w]e did not have the forwarded copy sent to the alleged ‘Baby,’ but we were able to corroborate the email itself -- we did indeed have that.”

“It was the forwarded copy that we lacked,” she said.

“Given everything that has been alleged, there are sufficient grounds to conduct an evaluation,” Gómez Torres added.

The controversy surrounding Roig Fuertes stems from allegations related to her tenure at the Health Department, the $60,000-per-month contract awarded to One Source Investigations, and the forwarding of an email to an individual identified as “Baby” -- an issue that has also prompted referrals to the Justice Department and the Office of Government Ethics, as well as calls for a legislative investigation within the Senate.

Bar Assn. swears in new board chairs at island law schools

In a ceremony held Monday at the Puerto Rico Supreme Court, Puerto Rico Bar Association President Ramón Rosario Cortés officiated the swearing-in of the new boards of directors of the student chapters at the island’s three main law schools.

Participating in the ceremony was Supreme Court Associate Justice Raúl Arnaldo Candelario López, who administered the oath of office to emerging leaders from the University of Puerto Rico (UPR), Pontifical Catholic University of Puerto Rico (Ponce), and Inter-American University. Also present were Associate Justices Erick V. Kolthoff Caraballo and Roberto Feliberti Cintrón, as well as former Associate Justice Edgardo Rivera García.

“Today we reaffirm our commitment to the future of the legal

profession in Puerto Rico,” Rosario Cortés said. “The integration of these young talents into the structure of our Association not only strengthens our institution, but also guarantees that future generations of lawyers are committed to ethics, service, and legal excellence from their formative years.”

The new boards are to be headed by elected chairwomen Mayra Rivera Rodríguez (UPR), Andrea Jiménez Marcano (Ponce) and Alejandra Rodríguez Aponte (Inter-American), who will lead the Bar Association’s efforts within their respective campuses for the next academic year.

“Seeing the enthusiasm of these students fills us with hope,” Rosario Cortés added. “The Bar Association is their home, and through these chapters, we provide them with a direct platform to connect with the real practice of law and with the challenges facing our justice system.”

Business groups insist on repeal of minimum wage evaluation commission

Several business organizations on Monday insisted on the elimination of Puerto Rico’s Minimum Wage Evaluation Commission. They argued that the commission, in its current form, is “seriously biased,” lacks adequate representation from elected officials and employers, and operates with a reduced quorum. The groups also questioned the legitimacy of labor representation on the panel, saying unions are nearly nonexistent in the private sector and that the law explicitly excludes the government from its application.

“Right now, the debate should focus on the body that has been handed this power. What is at stake is the model of economic governance we want for Puerto Rico’s future,” said Manuel Reyes, executive vice president of the Food Marketing, Industry and Distribution Chamber (MIDA by its acronym in Spanish), in a written statement. “The commission was a bad idea from the start, and that has become clear after five years. It has never had its full seven commissioners, yet it was allowed to operate with five. That means a simple majority of three

The organizations called for abolishing the commission and for “opening a serious process toward a new mechanism -- genuinely participatory, transparent and capable of earning public trust.”

They said Puerto Rico’s economic future depends on wage policies that reflect productive reality, are grounded in sound economic analysis, and protect the island’s well-being and competitiveness.

Opponents of the measure argue that dismantling the commission would effectively freeze the minimum wage and halt ongoing studies required by law, including evalua-

tions for agricultural, tipped, and tax-exempt workers. Labor representatives insist that the commission was created precisely to prevent long periods without wage adjustments, noting that when the Legislature controlled the process in the past, Puerto Rico went nearly 25 years without a significant increase. They describe the commission as an independent, multi-sector body designed to provide scientific, data-driven analysis insulated from political pressure. Critics also contend that the repeal effort is being driven by business lobbying rather than economic evidence, pointing out that the bill advanced without public hearings and without allowing members of the commission itself to testify. Economist Iyari Ríos González, the labor representative on the panel, said she requested participation in hearings three times and received no response, calling the process “premature” and lacking transparency. Labor groups warn that eliminating the commission would remove a key safeguard for more than 200,000 low-wage workers, leaving future wage decisions vulnerable to political delays and weakening the island’s ability to evaluate the real cost of living.

PDP lawmaker refers alleged scandal involving OCIF to Justice Dept.

APopular Democratic Party (PDP) lawmaker has asked the island Justice Department to investigate former Office of the Commissioner of Financial Institutions (OCIF by its acronym in Spanish) commissioner Natalia Zequeira and current commissioner Mónica Rodríguez Villa, alleging retaliation, undue influence and possible abuse of power tied to enforcement actions against a private company.

OCIF told the STAR it would respond to the allegations, but no statement had been issued by press time. The scandal is the latest of several that have plagued the administration of Gov. Jenniffer González Colón.

Rep. Domingo J. Torres García, the PDP House delegation’s alternate minority leader, said the referral is based on a sworn statement and electronic evidence that he claims show “an alarming pattern where the state’s regulatory power may have been used to punish a private company for personal matters.”

Torres García highlighted what he described as a text-message exchange attributed to Zequeira, in which a close associate allegedly urged her to add a “Croqueta Fee” and a “C@bró# Fee” when imposing a fine

on businessman Sebastián Carazo Forastieri, general manager of Allied Fleet Services Inc. and AAA Car Rental.

According to the sworn statement described in the referral, the phrase “Croqueta Fee” originated in a message sent to Zequeira by a friend identified as Natalia Castiel, who had recently ended a romantic relationship with a manager tied to the affected company. Torres García said the messages suggest the agency’s enforcement powers were discussed in personal terms. Castiel allegedly was upset because the businessman had kept a dog named Croqueta after the breakup.

The document includes a message that says, “I don’t know how long you’re staying, but when you go to issue the ticket, add Croqueta Fee and C@bró# Fee,” followed by an alleged response from the then-official containing violent and obscene language. Torres García called the exchange “deeply disturbing” and “completely incompatible with the impartial exercise of public service.”

He alleged that after the messages, OCIF launched a series of actions against Allied Fleet Services and AAA Car Rental, including fines he said ranged from thousands to tens and hundreds of thousands of dollars, as well as license denials. Torres García also alleged

that the actions continued under Rodríguez Villa, who served as deputy commissioner during Zequeira’s tenure.

The referral asks Justice Department officials to preserve relevant electronic records and review potential ethical and criminal violations, including possible conflicts of interest. It also requests consideration of additional referrals, including to Puerto Rico’s Supreme Court for conduct that would be incompatible with the practice of law, Torres García said.

“Regulatory agencies exist to protect the people, not to carry out personal vendettas from within the government,” he said, warning that if confirmed, the allegations would represent a dangerous misuse of

government power.

Later on Monday, Rodríguez Villa justified the fines imposed against Allied Fleet Services and AAA Car Rental, noting that they stem from regulatory non-compliance rather than personal retaliation.

“I neither knew about nor participated in those text messages, nor am I mentioned in the texts allegedly reproduced in the sworn affidavit,” the OCIF commissioner said in a written statement. “If true, the language contained in said texts is reprehensible; I repudiate them and do not agree with them. However, the fact remains that I was unaware of their existence; I do not know the complainant, nor did I participate in any personal vendetta.”

US DOE extends emergency power orders for Puerto Rico through Aug. 9

The U.S. Department of Energy (DOE) on Monday renewed two emergency orders aimed at shoring up Puerto Rico’s electrical system ahead of higher summer demand and the 2026 hurricane season.

The orders, issued under Section 202(c) of the Federal Power Act, allow the Puerto Rico Electric Power Authority (PREPA) to dispatch certain generation units considered critical for maintaining enough power on the grid -- including by operating beyond normal permitting limits -- while storms and high winds can bring down branches and brush onto high-voltage lines, damaging transmission equipment and triggering widespread service interruptions.

“The Department of Energy will continue modernizing Puerto Rico’s electric grid to ensure the island achieves long-term resilience and reliability,” U.S. Energy Secretary Chris Wright said in a statement. “Renewing these orders ensures critical work moves

forward, urgent reliability changes are addressed, and Puerto Rico’s grid is ready to withstand rising energy demand.”

Gov. Jenniffer González Colón said the emergency orders have helped stabilize the system and increase generation capacity. “These orders have literally kept the lights on,” she said, adding that she expects continued collaboration with federal officials to strengthen and modernize the island’s electrical grid.

The renewed orders take effect today and run through Aug. 9. The DOE said it will keep working with local authorities during that period to support reliable service for Puerto Rico’s roughly 3.2 million residents.

The DOE first issued the two Section 202(c) emergency orders for PREPA on May 16, 2025, allowing selected generation units to operate under specific conditions while directing vegetation management along key transmission lines, according to the department’s earlier announcement.

Fiscal board greenlights solar-plus-storage additions, sets conditions for PREPA contracts

The Financial Oversight and Management Board for Puerto Rico has approved, with conditions, a set of Puerto Rico Electric Power Authority (PREPA) contracts that would add new battery storage capacity tied to existing renewable assets and support near-term reliability measures as the island faces tight generation margins.

In letters dated May 8, the oversight board’s general counsel, Jaime A. El Koury, notified PREPA that the board’s determinations were issued under its contract review policy and Section 204(b)(2) of the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA), which requires certain government contracts to promote market competition and remain consistent with the certified fiscal plan.

One group of approvals focuses on expanding battery energy storage through the Accelerated Storage Addition Program (ASAP), a standard-offer process designed to pair new storage with independent power producer facilities that already have permits, operating interconnection points and executed power purchase and operating agreements. Under two separate determinations, the board approved standard-offer amendments between PREPA and multiple resource providers to develop storage facilities that would discharge into the grid from existing interconnection points.

Among the projects cited, the board described a Solaner Puerto Rico One battery system expected to provide 40 megawatts (MW) of storage capability and an Xzerta-Tec Solar I project expected to provide 120 MW. In a second set of ASAP approvals, the board referenced a 71.4 MW storage facility associated with Polaris Power US, an 80 MW project

tied to the Lajas Solar Project, a 125 MW project linked to CS-UR Juncos PV, and a 50 MW project associated with Infinigen Yabucoa ASAP. Each of those contracts contemplates a 20-year term from commercial operation, with options for two five-year extensions subject to review by the Puerto Rico Energy Bureau (PREB), the board said.

The storage contracts set a storage capability payment price of $16,000 per MW per month of tested storage capability with no escalation, a price that is expressly inclusive of federal investment tax credits, according to the board. If a project fails to qualify for the credits within a reasonable period after commercial operation, the payment price would rise to $20,600 per MW per month, also without escalation. Still, the board conditioned its approvals on developers making good-faith and diligent efforts to secure and maintain eligibility for the tax credits and on quarterly reporting to PREPA describing those efforts. The board also urged that design and sourcing decisions take into account “foreign entity of concern” considerations to the extent needed to preserve tax credit eligibility.

Separate May 8 determinations addressed emergency temporary generation contracts procured through PREPA’s Third-Party Procurement Office (3PPO) under RFP No. 3PPO-0314-20-TPG2, a process launched in July 2025 after the PREB directed the government to address an anticipated shortfall of roughly 700 to 850 MW. The board issued “approved with conditions” findings for two proposed 10-year contracts: one for 200 MW of temporary floating generation units at the San Juan power plant with Gothams Energy and Americas Power Solutions Holdings for a total of $2.4 billion, and another for 400 MW of temporary generation

at the Aguirre power plant involving Power Expectations, Enchanted Rock and Reyes Contractor for $5.8 billion.

In both temporary generation reviews, the board said it found gaps that must be addressed before the contracts can be executed, pointing to concerns over enforceable schedules, performance guarantees and fuel-price protections. It required the government to define project milestones for permitting, interconnection and infrastructure and to require weekly reporting against those milestones, while also establishing liquidated damages and clearer termination triggers if commercial operation dates are missed. The board also required more robust payment and performance bond structures to backstop project delivery through commercial operation and during the operating period.

For the 200 MW floating project, the oversight board additionally directed PREPA to reassess the selected site, noting that Costa Sur had been identified as a potentially more viable alternative and that parties had discussed relocating the project there because of logistical and interconnection advantages. For the larger Aguirre project, the board highlighted uncertainty about how liquefied natural gas logistics would be in place before commercial operation and called for clearer allocation of costs and limits around any diesel operation requested by PREPA.

PREPA must submit updated versions of the contracts incorporating the required revisions, and the parties may not execute the agreements until the oversight board determines the conditions have been satisfied, the letters said. The board emphasized that its review is limited to PROMESA compliance and does not constitute a legal review of procurement or contracting processes.

Trump panel calls for FEMA overhaul

An expert panel appointed by President Donald Trump recommended late last week that the Federal Emergency Management Agency make changes that could speed the flow of federal disaster aid to communities but also shift more responsibility and costs onto states.

Members of the panel described a disaster agency that they said has gotten too involved in long-term recovery efforts and become political, specifically criticizing its actions to help states during the coronavirus pandemic. Changes they recommended — which they acknowledged would require action by Congress — included significant overhaul of the way FEMA helps state and local governments pay for recovery and provides housing to disaster survivors.

“We need to refocus FEMA to get it back on what its mission originally was,” said Markwayne Mullin, the homeland security secretary. FEMA is part of the Department of Homeland Security.

The proposed changes come as climate change is fueling more destructive weather around the nation, from floods to fires. Disasters causing at least $1 billion in damage cost the United States more than $100 billion last year, according to researchers at Climate Central, a nonprofit group. Scientists say that the planet is likely to experience an especially strong El Nino weather pattern later this year and into 2027, which could deliver powerful rainfall and other extreme events in different parts of the country.

The release of the report could accelerate changes to the disaster agency that state and local emergency officials have been forced to adapt to since Trump’s second term began last January. The president has said he believes FEMA’s work is too expensive and inefficient, a view that is shared by many emergency managers, and that governors should be able to handle more events on their own.

But critics raised concern about whether all state, tribal and territorial governments would easily be able to fill a void left by FEMA. In many rural areas, for example, FEMA funding pays much of emergency managers’ salaries and provides training that prepares them for disasters.

Since last year, communities have waited longer than ever to learn whether Trump will approve their requests for federal disaster aid, according to a New York Times analysis. The process through which the federal government reimburses state and local counterparts for disaster response and recovery expenses has always been bureaucratic, but Trump administration

efforts to scrutinize that spending has at times created large backlogs of aid owed to states and left communities unsure of what help, if any, they can expect from FEMA.

Many of the report’s proposals would require legislation, though there are some steps the Trump administration could take on its own to reshape FEMA’s role in disasters. A bill with bipartisan support includes proposals similar to the recommendations released Thursday but has been stalled since September.

The 10 members of the panel, known as the FEMA Review Council, include current and former emergency managers and government executives, largely from disaster-prone states in the South, including Florida, Mississippi, Louisiana and Texas. All but three are Republicans.

Though Trump had suggested early in his second term that FEMA should perhaps “go away” altogether, the panel’s members quickly concluded that the agency should be overhauled, but not abolished.

The group had been set to release its recommendations in December, but minutes before it was scheduled to start, that meeting was postponed indefinitely, even appearing to catch Kristi Noem, then the homeland security secretary, by surprise. Twice since then, Trump issued executive orders to extend the timeline for the group’s work.

Among the panel’s recommendations released Thursday: Replacing the reimbursement process for disaster aid with one that delivers money more quickly and directly. Rather than basing aid totals on time-consuming surveys of actual damage, FEMA would use factors such as hurricane wind speeds or the height of floodwaters to determine how much money a disaster-struck community would be eligible to receive, paying out that amount within 30 days.

The group also recommended that FEMA play a smaller role in housing disaster survivors. It suggested that FEMA give up efforts to help survivors secure long-term housing. And it proposed that FEMA should help house only people whose homes are uninhabitable, and not those whose homes are damaged but not destroyed.

That could mean disaster survivors can’t turn to FEMA for help covering medical costs, funeral expenses or transportation barriers tied to a disaster, said Madison Sloan, director of a disaster recovery and fair housing project at Texas Appleseed, a nonprofit focused on social, economic and racial justice.

“There’s no help for you if your home wasn’t destroyed,” Sloan said. She also raised concern about state and local governments’

abilities to take on more responsibility for disaster response, with no assurance they will be able to afford that work on their own.

In a statement, the National Emergency Management Association, an organization representing state and local emergency managers across the country, said it “broadly supports” the review council’s call to make FEMA programs less complex. The nonprofit called for any changes to occur over several years to give state and local governments time to adjust.

The FEMA panel’s 75-page report also called for a private takeover of the National Flood Insurance Program, which guarantees coverage to residents but has become insolvent as claims have skyrocketed and coastal development has increased in recent decades. Some in the insurance industry had lobbied the Trump administration, saying there was appetite for companies to take on more of the flood insurance market.

FEMA, which dates to 1979, was moved into the Department of Homeland Security when the department was established in 2003, but its place there has been at issue almost as long, based on concerns that go back to Hurricane Katrina in 2005. Mismanagement by homeland security officials was found to have contributed to FEMA’s bungled response to that disaster, prompting passage of a law that sought to give the disaster agency a measure of independence while stopping short of making it independent again.

It will be up to Mullin, the former Republican senator from Oklahoma who was confirmed as homeland security secretary in March, to steer changes to FEMA policy. So far, he has

taken steps to reverse actions by Noem to rein in FEMA, rescinding a rule requiring review of expenses of at least $100,000 and reversing some FEMA employees’ dismissals.

Trump is said to be planning to nominate Cameron Hamilton, a former Navy SEAL who briefly led FEMA on an acting basis last year, as the agency’s administrator. Though this nomination has not been announced, Mullin made reference to Hamilton during Thursday’s meeting, telling Robert Fenton, a FEMA regional administrator and member of the panel, that “Cameron sings your praises.”

It was not clear if the Republican-controlled Congress would take steps to adopt any of the proposals with the midterm elections approaching.

Legislation introduced last July known as the FEMA Act of 2025 has gained the support of a bipartisan group of 69 co-sponsors, and in September, a House committee voted 57-3 to advance the bill. But since then it has languished as leaders waited for the review council’s report.

The bill’s lead sponsor, Rep. Sam Graves, R-Mo., said the overhaul recommended Thursday “closely conforms with” the FEMA Act and said he would work with the Trump administration to pass legislation “that will ensure FEMA works for taxpayers and communities hit by disasters.”

The panel’s members said any overhaul should be significant. “What we see here is a need to change, and it has to happen and it can’t be trimming around the edges,” said Glenn Youngkin, the former Republican governor of Virginia.

American passengers exposed to hantavirus begin quarantine in US

The waiting has begun.

Eighteen American passengers who might have been exposed to hantavirus while aboard a cruise ship returned to the United States on Monday, health officials said.

Sixteen were isolating at a special quarantine center in Omaha, Nebraska, including one person who tested “mildly” positive for the virus and was in a more restrictive biocontainment unit, U.S. officials said. Two others, a couple that included a person with mild symptoms, were sent to a hospital in Atlanta.

It was unclear how long everyone would need to stay. But Adm. Brian Christine, the assistant secretary for health at the Department of Health and Human Services, said at a news conference Monday that the situation was under control. “The risk of hantavirus to the general public remains very, very low,” said the admiral, who is also a medical doctor.

The ship, the Dutch-registered MV Hondius, departed Argentina on April 1 with about 150 passengers en route to the Canary Islands. Three passengers died from the virus, and several others became ill or tested positive, health officials said.

There are no targeted treatments or widely available vaccines for the virus, which has a long incubation period: 42 days.

The American passengers ranged in age from their late 20s to their 80s, health officials said. One is a dual U.S.-British citizen. It was not clear from which states the 18 passengers had come, but New York officials confirmed that three were residents of the state, including one from New York City.

At some point, they may be able leave their medical centers to continue quarantines at home, depending on how they are doing, according to Capt. Brendan Jackson, acting director of the Division of High-Consequence Pathogens and Pathology at the U.S. Centers for Disease Control. He said each person would have an “individualized decision plan.”

Officials gave no time frame for when passengers might be able to consider leaving.

SQuarantine Unit in Omaha — the nation’s only such federally funded center — said passengers there were “in good shape” and without symptoms. “They definitely were tired and needed some rest,” he added.

The quarantine unit, part of the University of Nebraska Medical Center, consists of 20 specialized rooms designed to prevent contaminated air from flowing out. University health professionals described the lodging as similar to a hotel, where the passengers would be monitored but could not have visits.

The passenger in biocontainment was in a setting more like a hospital, according to Dr. Angela Hewlett, director of that unit, who said the person was “doing well.”

“They currently do not have any symptoms and have a good appetite,” Hewlett said at the news conference Monday.

Hantavirus is a rare family of viruses carried by rodents. The World Health Organization identified the Andes subtype as the one that affected the passengers. It can be transmitted between people who have had close contact.

Sixteen of 18 passengers who might have been exposed to hantavirus while aboard a cruise ship were isolating at a special quarantine center in Omaha, Nebraska on Monday, including one person who tested “mildly” positive for the virus and was in a more restrictive biocontainment unit, U.S. officials said.

Jackson said that health officials had described the passenger in biocontainment as “mildly” positive because only one of the two specimens collected from that person had indicated hantavirus.

He said the tests did not deliver clear yes-or-no answers, adding, “There’s sort of a range in where they can fall.”

On the early Monday flight to Omaha, which came from Tenerife, Spain, the passenger with the positive test result and the one with mild symptoms traveled in biocontainment units, officials said.

The city of Laredo is on the U.S.-Mexico border, about 160 miles southwest of San Antonio.

At approximately 3 p.m. local time, an employee for Union Pacific who was responsible for loading and unloading train cars at a rail yard before they headed north reported the discovery of the bodies, said the spokesperson, Investigator Joe E. Baeza. The circumstances of their deaths were unknown, he said, adding that police were investigating. The identities of the people were not known Sunday.

“Union Pacific is saddened by this incident and is working closely with law enforcement to investigate,” Daryl Bjoraas, a spokesperson for Union Pacific, said in a statement.

In the last decade, there have been several incidents where people have been found dead in train cars or trucks in or near U.S. border cities. Many of those victims were migrants, who were unaware that temperatures exponentially rise inside those kinds of containers.

High temperatures in Laredo were more than 90 degrees Sunday.

Officials could not confirm if those who died were migrants trying to cross into the United States.

In 2022, 53 migrants — 47 adults and six children — were found in a tractor-trailer on the outskirts of San Antonio in what was one of the deadliest migrant smuggling cases in U.S. history.

He added that the symptoms experienced by one person in Atlanta did not necessarily indicate a hantavirus infection. “We’re being very, very liberal at how we’re framing symptoms and monitoring for symptoms here,” he said.

The biocontainment unit in Omaha was activated in 2014 to receive U.S. citizens with Ebola virus who had been evacuated from Africa. In 2020, doctors there cared for some of the first Americans diagnosed with COVID-19.

Several other states, including Georgia, California and Arizona, are monitoring U.S. residents who disembarked the cruise ship before the outbreak was identified. Seven Americans went ashore April 24 and came back to the United States on commercial flights, Dr. Jay Bhattacharya, the CDC’s acting director, said Sunday on CNN’s “State of the Union.” None had symptoms at the time of their travel, he said, so officials had not seen a need to alert other travelers or trace their contacts.

The cruise ship docked off the Canary Islands of Spain on Sunday, and public health researchers and other medical professionals from the CDC met the Americans and assessed their risk of exposure.

Most of the roughly 150 passengers and crew members had returned to their home countries Monday or were doing so. Thirty-two crew members will remain on the ship as it sails for the Netherlands, where it will dock, Spain’s health minister, Mónica García, said Monday.

Overall, the number of border crossings has declined significantly in the second Trump administration amid his deportation drive.

Through March of this year, U.S. Customs and Border Protection has encountered more than 63,000 people at the U.S.Mexico border. There were more than 440,000 in all of last year.

The term “encounters,” according to the agency, encompasses a broad range of circumstances but it includes those who are apprehended as well as those who seek lawful admission but are turned away.

In each of the last two years of the Biden administration, there were more than 2 million encounters, according to data from the agency.

As Jeremy Lewin, the acting undersecretary of state for foreign assistance, put it: “Contrary to false media narratives, the data shows that President Trump’s foreign assistance review maintained and improved frontline lifesaving programs, while reducing NGO bloat and costs.”

“False media narratives” may refer to my reporting from a series of African countries on children dying as a result of the Trump cuts.

Let’s first concede a few points. American humanitarian aid was never great at nurturing economic growth, but it did save one life every 10 seconds until last year. It’s also true that public pressure led the administration and Congress to retain some lifesaving programs, particularly for HIV/AIDS, and to its credit the administration has expanded use of a drug called lenacapavir to fight AIDS. Finally, the Trump administration is right that trade is crucial, which is why President Bill Clinton started a fine trade program with Africa; unfortunately, it expires this year, and its long-term future under Trump is in doubt.

None of this changes the fact that this glossy new Trump narrative is absurd. Trump’s most lethal policy will almost surely be his 71% cut in humanitarian aid from 2024 to 2025. A Boston University researcher estimated that the aid cuts cost more than

750,000 lives worldwide in their first year. A recently published study in The Lancet, the British medical journal, forecast that at present rates the defunding will cost 9.4 million lives by 2030, including 2.5 million children under the age of 5.

Are these figures correct? Exaggerated? I can’t be sure, and neither can Trump or anyone else, partly because the administration has cut data collection that might help us assess mortality accurately.

Meanwhile, Trump and his aides continue to take steps that will add to the toll.

The administration is now withholding aid for vaccines for poor countries in ways that may cost the lives of vast numbers of children. Trump slashed funding for an international vaccine alliance called Gavi, and now the administration is also refusing to release $600 million for Gavi that Congress has already appropriated and that must be spent by September.

Gavi is one of the most cost-effective aid programs in history. One study found that each dollar spent on vaccines in poor countries brings a return of $54 in reduced health costs and other benefits. I was once hospitalized with a serious case of malaria that I caught in the Congo, and I think it’s a miracle that a few doses of a $3 malaria vaccine can now save a Congolese child’s life — and a scandal that administration officials are willing to let such children die because of ideological hostility toward vaccines.

Gavi also pays for HPV vaccines that prevent cervical cancer, which kills more than 900 women every day worldwide. Cervical cancer is an excruciating, humiliating way to die — it is sometimes diagnosed partly by the odor of rotting flesh — yet a $4 vaccine can prevent it. Gavi’s vaccinations have already averted almost 1 million of these horrific deaths from cervical cancer.

Even as the Trump administration has created this crisis, it has unraveled some of the global health systems that would normally save lives of starving children. And Trump administration proclamations of “trade over aid” sound empowering until you realize that what they mean in practice is that America is talking about withholding lifesaving medicines from villagers in Zambia unless the Zambian government sells more minerals to American companies.

A new book, “Into the Wood Chipper,” recounts the reckless way in which DOGE officials dismantled the U.S. Agency for International Development. Written by Nicholas Enrich, a former top health official at the agency, it chronicles the “callousness, dishonesty and ineptitude” of Trump aides who destroyed programs that they didn’t understand.

“I had no idea you did all this,” Enrich quotes one of the newly arrived officials saying. “As a Republican, when I think of what USAID does in global health, I assumed it was just, you know, abortions.” (In fact, no American aid dollars went to abortions.)

Trump’s cuts have created a budget crisis for Gavi and other aid agencies. It has been magnified because European countries followed America’s lead with cuts to their own aid budgets. Gavi estimates that 600,000 lives will be unnecessarily lost by 2030 as a result. Think of your mother, wife, daughter; multiply by 600,000, and you glimpse the cost of Trump’s destruction of just the Gavi element of American aid.

The Trump administration is also, unintentionally, exacerbating global poverty with its catastrophic war with Iran, and not just because the war has displaced more than 2.2 million women and girls in Iran and Lebanon. Because of the war, diesel prices have risen 160% in Myanmar and 87% in Nigeria, while 40% of gas stations have closed in Laos, according to the United Nations. Rising fuel prices are increasing costs of transportation and thus food.

The upshot is that if the Persian Gulf crisis doesn’t end by next month, an additional 45 million people worldwide are likely to suffer severe hunger in the latter part of this year, according to Cindy McCain of the U.N World Food Program.

An even bigger impact may come, after a delay, from shortages of fertilizer, often made with oil and gas byproducts from the Persian Gulf. Perhaps one-third of the world’s fertilizer production will be disrupted if the Strait of Hormuz remains closed, and shortages will most likely mean lower crop yields, higher food prices and more starvation. José Andrés of World Central Kitchen has warned that fertilizer shortages could lead to a multiyear famine beginning as early as the end of this year.

This doesn’t feel like policymaking so much as vandalism, accompanied by wasted food, ruined contraceptives and an estimated $6.4 billion spent closing down the U.S. Agency for International Development (that sum alone could have saved more than 1 million children’s lives).

Actually, for all my harsh words, Trump is talking about providing emergency financial support for one nation. That’s the United Arab Emirates, which is pinched by the Iran war and may get a lifeline from Washington to support its currency.

So we’re ready to support a country that is roughly as rich as Britain and France and is fueling the world’s worst humanitarian crisis, in Sudan, by arming a militia committing mass murder and mass rape? Could one factor be that high-level Emiratis have approved investments of half a billion dollars in a Trump family crypto company?

Forget the efforts to dress this show up. The truth is ugly: The world’s richest men are crushing the world’s poorest children.

Justicia recomienda no designar FEI contra Procuradora de las Mujeres

SAN JUAN – El Departamento de Justicia informó el lunes que concluyó una investigación preliminar y recomendó no designar un Fiscal Especial Independiente contra la procuradora de las Mujeres, Astrid Piñeiro Vázquez.

La investigación de la División de Integridad Pública y Oficina de Asuntos del Contralor no encontró causa suficiente para imputar responsabilidad penal a Piñeiro Vázquez, tras una querella presentada por la senadora Joanne Rodríguez Veve.

Justicia indicó que la pesquisa no produjo prueba que vincule a la procuradora con la divulgación inicial del documento en controversia.

Tampoco encontró evidencia de una revelación de

información protegida en violación de ley.

“Se concluyó que las expresiones de la Procuradora ocurrieron sobre una controversia ya pública y no constituyeron una infracción penal ni a las disposiciones de confidencialidad de la Ley 54 de 1989 o la Ley 22 de 1988”, informó Justicia en declaraciones escritas.

El Departamento sostuvo que notificó formalmente a la Oficina del Panel sobre el Fiscal Especial Independiente su recomendación de no designar un fiscal especial en este caso.

“Conforme a estos hallazgos, hemos notificado formalmente a la Oficina del Panel sobre el Fiscal Especial Independiente nuestra recomendación de que no se designe un FEI”, añadió.

Anuncian inversión de 36.2 millones de Onovexa en Humacao

HUMACAO

– La gobernadora Jenniffer Aydin González Colón anunció el lunes el establecimiento de Onovexa LLC en Humacao, con una inversión de 36.2 millones de dólares y la creación proyectada de 203 empleos directos.

“El establecimiento de Onovexa demuestra que Puerto Rico continúa consolidándose como un destino altamente competitivo para la inversión y la manufactura avanzada”, dijo González Colón en declaraciones escritas.

El proyecto contempla la adquisición de edificios, compra de equipos, sistemas de utilidades y la modernización de instalaciones industriales. La nómina estimada será de 10.6 millones de dólares anuales.

Onovexa operará desde un complejo industrial privado de 135,500 pies cuadrados, donde desarrollará

manufactura y empaque de productos de consumo y médicos.

Sebastián Negrón Reichard, secretario del Departamento de Desarrollo Económico y Comercio (DDEC), sostuvo que la operación permitirá reactivar una planta cerrada desde 2019.

“Esta operación representa el tipo de inversión estratégica de proyectos que estamos impulsando en Puerto Rico, que combinan inversión de capital, innovación estratégica y creación de empleos bien remunerados”, expresó Negrón Reichard.

El DDEC respaldó el proyecto con 9,152,312 dólares en incentivos económicos para creación de empleos y adquisición de maquinaria y equipo de alta tecnología.

Jorge “Tato” González Camp, principal oficial ejecutivo de Onovexa y Olein Group, indicó que la empresa producirá pads de incontinencia, toallitas húmedas y soluciones absorbentes para el sector veterinario.

“Como empresa 100 por ciento puertorriqueña, apostamos al desarrollo de la industria local con visión, innovación y compromiso a largo plazo”, sostuvo González Camp.

La capacidad inicial proyectada incluye 20 millones de unidades de toallitas húmedas y 50 millones de unidades de productos absorbentes.

La inversión incluye 4 millones de dólares para la compra de la antigua planta de Novartis, 1.5 millones de dólares para la planta de Colorcon, 5.9 millones de dólares para sistemas de utilidades, 23.3 millones de dólares en maquinaria y equipo, y 1.5 millones de dólares para modernización de facilidades.

Gobernadora firma ley que cataloga maltrato a mascotas de adultos mayores como intimidación

HUMACAO – La gobernadora Jenniffer Aydin González Colón convirtió en ley 5 medidas y una resolución conjunta, entre ellas una que incluye el maltrato a mascotas de adultos mayores como acto de maltrato o intimidación, trascendió el lunes.

La Ley 79 de 2026 enmienda la Carta de Derechos y la Política Pública del Gobierno a Favor de los Adultos Mayores para reconocer el daño a animales domésticos como parte de las conductas que pueden constituir maltrato.

Con la enmienda, se busca atemperar esa ley al Código Civil y a la legislación contra el maltrato de animales, al reconocer la importancia que una mascota puede tener para un adulto mayor.

Otra medida firmada fue la Ley 80 de 2026, que enmienda la Ley de Reforma Educativa y la Carta de Derechos de los Maestros para establecer un término máximo durante el cual un empleado del Departamento de Educación podrá permanecer aislado o trasladado temporeramente como medida cautelar.

Según la medida, el propósito es evitar dilaciones arbitrarias o excesivas en procesos de investigación y adju-

dicación que puedan afectar el debido proceso de ley del personal docente.

New Che Guevara documentary shows there is more to know

Che Guevara is the undisputed poster boy of 20th-century revolutions. With his mustache and signature beret, he is perpetually popular, appearing on T-shirts all over the world — even though he died in 1967 at 39 after leading a crusade to foment revolutions all over Latin America.

Less widely known is that Guevara was accompanied on his continental struggle by about 50 fellow revolutionaries, most of whom died within a year of him.

A new documentary premiering at the Cannes Film Festival — “Che Guevara: The Last Companions,” directed by Christophe Dimitri Réveille and presented in the festival’s special screenings section — tells the story of Guevara’s last surviving comrades in arms: three men who battled incredible odds to keep up the struggle and who lived long enough to bear witness.

The documentary opens with a dramatic scene: People file past the body of Guevara (whose real name was Ernesto Guevara), some taking pictures. This is October 1967; the guerrilla leader has just been shot and killed by troops in a village school in Bolivia.

A few hundred feet away, six of his fellow fighters are hiding in the trees as combat helicopters hover above, searching for them. Unaware that their leader has just been executed, they pledge to fight to the last man.

Only three survive: Pombo (Harry Villegas), Guevara’s loyal lieutenant; Urbano (Leonardo Tamayo Núñez), the son of a peasant farmer who joins the armed struggle at 15 and becomes Guevara’s messenger (he’s the only one still living today); and Benigno (Daniel Alarcón Ramírez), a peasant farmer whose wife is murdered before his very eyes and who becomes a captain in Che’s rebel army.

These are the film’s protagonists. For five grueling months, they avoid capture by more than 4,000 Bolivian soldiers, travel across 1,500 miles of dangerous terrain and survive hunger, thirst and injury. Their story is told through filmed interviews, footage of locations in Bolivia, and — for added dramatic intensity — segments of animation.

In a recent video interview, Réveille spoke of his interest in Che and his loyal combatants. The conversation was conducted in French and has been edited and condensed.

Q: How did you come across the story of these three men?

A: My father took me on a trip to Cuba in 1997, at a time when they were bringing back the remains of Che Guevara. I realized that I really didn’t know much about him, and that I needed to find out more. I read a book about Che, and discovered that there were Cubans who had survived his death. One of them, Benigno, had defected and been sentenced to death for treason by Cuban leader Fidel Castro. He was living in France. It took me a year and a half to meet Benigno. When I did, his publishers said I could make a documentary about him so long as I finished his biography first. I thought to myself: This man is sentenced to death. I will film everything he says and

have it translated for the record, in case something happens to him.

The biography came out in 2006. In parallel, I started making a documentary about him. I came across archives and met the actor Benicio Del Toro, who was starring in Steven Soderbergh’s 2008 biopic, “Che.” Del Toro gave me the idea of making a documentary about all of them, but he also told me that it was impossible to see them all; Soderbergh and his team had tried.

I thought: Maybe there is something that can be done. I made a first trip to Bolivia to meet people and go through the archives. After a while, I realized that I could get them all. It took 20 years of hard work.

Q: Why did you initially want to make a documentary about Benigno?

A: I found him interesting. This wasn’t somebody who took up armed struggle for reasons of ideology, but because he watched Cuban forces kill his pregnant wife. He lost everything. They even killed his dog.

I have always been interested in people who live in the shadows. The first documentary I wor-

ked on was about Jack Waltzer, a lifetime member of the Actors Studio in New York and a major acting coach, whom nobody has heard of.

Dustin Hoffman, Robert Duvall, and Jon Voight were all in the film, because they worked with him.

Che is in all the history books. I have focused on people who carry out revolutions, yet whose names don’t appear anywhere.

Q: Are these men heroes to you?

A: Yes. They are heroes because they achieve the impossible — but not for their own sake. These are not men who are out for themselves. They want to come out alive so that they can rearm and resume the struggle.

Q: They are also very sensitive to injustice.

A: Because they have suffered it. One of them remembers seeing peasant farmers be beaten up in front of his eyes.

Another talks about his wife being killed.

Because they’ve lost everything, their life doesn’t have much meaning anymore. That’s why they follow Che.

Q: Che Guevara is the reason there is public interest in your film and why the Cannes Festival has selected it. What do you think of him?

A: There are times when I can admire him, but I have the impression that, eventually, he reached a point of no return. The reasons why he got engaged in the struggle are legitimate, but the way he went about changing the world can be questioned. Starting revolutions is interesting, but when they’re won, they transform. Often, the people who led the revolution are betrayed by it. A lot of idealists are inevitably disappointed, because they find themselves on the side of the oppressors.

Q: How did you react when you found out you had been selected for a special screening at Cannes?

A: I was happy, and at the same time I could feel only sadness, thinking that Benigno would never see it.

I was so sad that I promised myself I would visit Benigno’s grave before going to Cannes — to tell him I did it. I hope Urbano is going to see it. He is the only one of the three men who is still living.

It’s funny that this documentary should end up at the Cannes Festival.

Even if it had hit a wall, I would have had no choice but to finish it — because this film just had to be made.

S&P 500 inches to higher close, AI fervor edges out Iran impasse

The S&P 500 ⁠closed ⁠slightly higher on Monday, with AI optimism ⁠fueling upward momentum even as the earningsdriven fervor of the recent rally eased in the home stretch of reporting season and as crude prices rose, stoking inflation worries as U.S.-Iran peace negotiations stalled.

Semiconductors handily outshone other sectors as artificial intelligence-related momentum continued unabated, with chipmakers outperforming the broader market.

“The semis and AI infrastructure trade has taken on a life entirely of its own,” said Ross Mayfield, investment strategy analyst at Baird in ⁠Louisville, Kentucky. “And there’s ⁠so much momentum and chasing to get in on some of these names that it seems almost somewhat divorced from any sort of like headline or announcement.”

First-quarter reporting period is nearing the finish line, with 440 of the companies in the S&P 500 having reported. Of those, 83% have topped earnings expectations, according to LSEG IBES.

As of Friday, analysts estimated first-quarter S&P 500 earnings growth, on aggregate, of 28.6% year-on-year. That’s nearly double the 14.4% first-quarter growth estimates as of April 1.

“The strength of the rally largely ⁠is ⁠a function of earnings growth, which ⁠is superb,” said Terry Sandven, chief equity strategist at U.S. Bank Wealth Management in Minneapolis.

“Market watchers are looking ahead to next week, when the big-box retailers report, to get a sense ⁠of if there’s any change in consumer spending behavior following, you know, elevated prices at the gas pump.”

But as earnings season nears the finish line, focus returns to macroeconomics and geopolitical developments.

President Donald Trump dismissed Iran’s response to a U.S. peace proposal, causing crude prices to spike and stoking concerns that a prolonged conflict will keep putting upward pressure on inflation, particularly at the gasoline pump, where consumers are feeling the pinch.

On ⁠that point, investors will pay close attention to economic indicators this week, particularly the Labor Department’s Consumer Price ⁠Index and the retail sales report from the Commerce Department, scanning the data for signs that the ongoing surge in energy prices is metastasizing into broader inflation or affecting consumer spending.

Producer prices and industrial output are also on this week’s economic calendar.

Long-term energy crisis looms as US and Iran remain in standoff

As President Donald Trump said Monday that the ceasefire in Iran was on “life support,” countries around the world were bracing for prolonged economic woes stemming from high energy prices.

The average price of gasoline in the United States has climbed to more than $4.55 per gallon, up more than $1.50 since the war began in late February. India’s prime minister told his citizens Sunday to conserve fuel, and the status of the Strait of Hormuz, a critical fuel shipping lane, looms over talks between Trump and China’s president, Xi Jinping, later this week.

Replying to a U.S. proposal to reopen the strait and negotiate an end to the war, Iran called for U.S. war reparations, recognition of its sovereignty over the Strait of Hormuz and an end to U.S. sanctions, Iran’s stateowned broadcaster reported Monday.

The Iranian offer is a “piece of garbage,” Trump told reporters in the Oval Office, adding that Iran was in the grip of “lunatics.” On Sunday, before any elements of the counterproposal were made public, Trump dismissed it as “TOTALLY UNACCEPTABLE,” but did not specify his objections.

only if Iran were willing to make major concessions on its nuclear program.

A week of strikes in the Persian Gulf

had already rattled their month-old ceasefire. The truce was intended to provide an opening to negotiate a more comprehen-

sive peace deal and end Iran’s de facto blockade of the strait.

Small-scale attacks have continued around the strait. On Sunday, the United Arab Emirates said it had again been attacked by Iranian drones, and last week U.S. warships fired on military facilities along Iran’s coast.

— Gas tax relief: Trump mused out loud Monday about suspending the federal gasoline tax of 18.4 cents per gallon, an action that would require congressional approval.

Trump celebrated victory in Venezuela. Will that bring its people back?

On Jan. 3, in the middle of a Buenos Aires, Argentina, summer night, a Venezuelan immigrant shook his girlfriend awake to tell her that Nicolás Maduro, their country’s authoritarian leader, was gone.

Another migrant jolted upright in Santiago, Chile, as her phone buzzed with the news that the United States had captured him. Many more woke up to a photograph of Maduro handcuffed aboard a U.S. warship.

The reactions were immediate.

“I am going back,” Yanitze Gutiérrez, a Venezuelan migrant in Uruguay, told her son as she called him in Spain, where he lives.

When Andreína Di Giovanni opened her Venezuelan grocery store in Buenos Aires, she said frenzied clients started rushing in.

“People were crying with happiness,” she said. “And I started hearing it: ‘I am going back. I am going back. I am going back.’”

But, so far, the enormous Venezuelan diaspora spread across many countries is largely staying put, the United Nations says.

After the initial shock many felt when learning

of Maduro being dragged away to a New York jail, a sobering reality has set in. The factors that compelled many of them to leave — a broken economy and repressive leaders — are still in place.

“The problems are not resolved,” said Greces Vicuña, 32, who migrated to Chile in 2018, after, she said, she was jailed for three months for attending antigovernment protests. “I am not going back.”

The exodus of Venezuelans created one of the world’s largest humanitarian crises. Roughly 8 million Venezuelans, about a quarter of the

country’s population, have fled the country over the past 11 years, according to the United Nations, becoming perhaps the most visible consequence of Maduro’s oppressive rule.

Although some went to the United States and others to Spain, a vast majority, nearly 7 million, stayed in Latin America, pouring into Colombia, Peru and Brazil.

Venezuelan migrants have surged into the region’s labor markets and filled millions of jobs. Their sheer numbers have, in some places, including the United States, spurred a backlash and become an issue in national elections.

This mass migration has also upended Venezuelan lives and careers, emptied neighborhoods across Venezuela and broken households apart.

Many Venezuelans hoped the U.S. intervention would yield more than just the removal of Maduro. They saw it as the beginning of a great homecoming, a new era of family reunification and relief from the fear that parents and grandparents would die without a goodbye.

Instead, the United States left the ruling party in power, opening for many a new chapter of uncertainty. In the aftermath, organizations that track migration reported no significant movement of people back to Venezuela.

The direction the country takes in the coming months may provide clearer hints on whether those abroad will return in meaningful numbers.

In a U.N. survey in February, 9% of Venezuelans interviewed in Colombia, Ecuador, Peru, Brazil, Guatemala and Chile said they planned to return home in the next year.

If the gargantuan migration out of Venezuela was a sign of the country’s collapse, the decisions on returning could be a key measure of the reality the U.S. intervention left behind.

Hesitation may indicate that despite the operation’s military success, and some gradual improvements, there is not yet the change many Venezuelans wanted.

‘We couldn’t feed them’

In 2022, as Venezuela’s economy cratered under Maduro, Maritza Durán, now 59, and her two grandchildren, 7 and 4, left their home. They walked across a stretch of the Bolivian Andes and into Chile.

“It wasn’t because I wanted to,” said Durán, a government secretary for 35 years who lived in the western Venezuelan state of Mérida. “We couldn’t feed them,” she said of her grandchildren.

Amid crippling U.S. sanctions and the government’s mismanagement of the economy, hundreds of thousands of Venezuelans like Durán fled acute food shortages and hyperinflation.

Many walked to Colombia, then hitchhiked to Ecuador. Others walked into Brazil, then Bolivia, and then crossed Chile’s mountainous border. The sight of Venezuelan families ferrying backpacks became a fixture of mountain highways.

year, the Trump administration eliminated this protection for more than 500,000 Venezuelans, making them also potentially eligible for deportation.

A hopeful reaction

Others thought that Maduro’s capture would create a natural flow of people back to Venezuela.

“You are all going to return,” Patricia Bullrich, a powerful Argentine senator, said at a rally of Venezuelans in Buenos Aires the day after the U.S. operation in Caracas. “We are going to miss you.”

In podcasts and in YouTube and TikTok videos, Venezuelan migrants reacting to the news of Maduro’s toppling discussed returning. Jokes spread about Venezuelan returnees with Peruvian accents.

“All the Venezuelans outside of Venezuela, we are all asking the same question: ‘Are you going back?’” Daniel Enrique, a Venezuelan comedian who lives in Mexico City, said on his podcast.

Génesis Hidalgo, a Venezuelan teacher who last year chronicled her return from Argentina to Venezuela on social media, said she had received a flurry of new messages from followers showing interest in returning after Maduro’s fall.

Pulgar said. Food prices are high, and salaries extremely low.

“Things are different, but they haven’t fully changed for people to fully come back,” he said.

Mélanie Gallant, the Latin America spokesperson for the U.N. refugee agency, as well as organizations in Colombia, Peru and Chile, said there had not been any quantifiable spike in people returning to Venezuela.

Migrants cited a lack of jobs, inflation, security and difficulties getting access to food and healthcare as their primary concerns, Gallant and others said. The lack of political change also played a role.

Despite the removal of Maduro, the government’s authoritarian apparatus remains in place.

“They took one criminal, but there are still 10 left,” said Iván Alcalá, a Venezuelan taxi driver in Buenos Aires who said he was not going back.

The Trump administration says it is running Venezuela and it has decided to work with the current authorities to make deals to obtain Venezuela’s oil and other natural resources over promoting democracy.

Colombia granted nearly 2 million Venezuelans temporary residency.

Venezuelans added new words to local dialects and arepas to restaurant menus. Venezuelan stand-up comedians filled Buenos Aires theaters.

Migrants from Venezuela disproportionately work in the informal sector, often for delivery apps, struggling to make ends meet.

Venezuelans in Chile also face a surge in anti-immigrant sentiment, and José Antonio Kast, the country’s newly elected right-wing president, said recently that Maduro’s removal would make it easier to repatriate them.

Many of those who fled to the United States were granted temporary protected status, given to nationals of designated countries experiencing upheaval or other adverse conditions. But last

Maduro’s vice president, Delcy Rodríguez, now the country’s president, has urged migrants to return, and in a television ad Venezuela’s government promised “its children” that it was “waiting for them with open arms.”

A long wait

Samuel Díaz Pulgar, a Venezuelan opposition activist, is already back home.

After Venezuela’s government passed an amnesty law for political prisoners, Pulgar flew to Caracas from Colombia on March 15, his mother’s birthday. He fled Venezuela last year, changing vehicles four times and crossing into Colombia by boat.

He dived back into politics. His party organized a meeting attended by more than 100 people, Pulgar said.

“The fact that from one day to another four people show up at a cafe to meet and talk about politics is something that a couple of months ago would be completely unheard-of,” he said.

While Venezuela’s government has freed hundreds of political prisoners, many more remain imprisoned, and dissidents are still being jailed. Alexi Paparoni, one of Pulgar’s party colleagues, had been recently detained though he was released hours later, he said.

And daily living is hard in other ways. Venezuela is still plagued by blackouts and water shortages,

U.S. officials say elections will eventually take place. But what Venezuelans hoped would be a rapid transition has felt increasingly permanent since the White House recognized Rodríguez as the country’s leader. Trump called her “a wonderful president.”

It has been a painful blow to many Venezuelans outside the country.

“When Trump comes out saying anything positive about her, it’s a terrible humiliation,” said Di Giovanni, the Venezuelan grocery store owner in Buenos Aires.

Di Giovanni, who has lived in Argentina for 13 years and has built a life and business there, says she has no intention of returning. Many Venezuelans who walked into her shop on a recent afternoon to buy plantains or spicy pork cracklings said the same.

“I want to give a better education to my daughter,” said Lisbeth Fran, 42. “So I stay.”

What it would take to return varies depending on age, family circumstances, legal status and personal financial outlook.

For established migrants like Di Giovanni, Venezuela would have to undergo a complete transformation. For more vulnerable migrants, the criteria is modest: basic services, food and security. But the country thus far cannot provide even that.

“All of us who have families in Venezuela know that things haven’t changed,” said Gutiérrez, who lives in Uruguay.

She worries that Trump had shifted his attention elsewhere.

“Trump hasn’t finished with Venezuela, and he started with Cuba and Iran,” she said. “Time is going by, and the pain keeps growing.”

For struggling JetBlue, Spirit’s demise may offer an opportunity

Mere hours after Spirit Airlines shut down this month, JetBlue Airways announced more than two dozen new flights out of Spirit’s home airport.

JetBlue’s speed in filling the void was not surprising. The airline is trying to turn itself around after years of losing money. JetBlue wants to make Spirit’s base — Fort Lauderdale-Hollywood International Airport near Miami — the next pillar of its business, and seized the opportunity to attract thousands of travelers suddenly left in the lurch.

Once celebrated as a hip, disruptive upstart, JetBlue has fallen on hard times. The company has shrunk somewhat in recent years to under 5% of domestic air travel, making it about one-fourth as big as the country’s largest airlines.

As a result, it is not big enough to compete head to head with American, Delta, United or Southwest. And its costs are too high to pursue the low-fare approach popularized by Spirit and others. That leaves JetBlue in a difficult situation: It needs to grow, but it has few easy or good options.

“It is the most uncomfortable place in the world,” said John Grant, chief analyst at OAG, an aviation data provider. “You don’t know where you’re going and how you can compete.”

From 2019-25, JetBlue’s operating costs rose almost 29% as it matched industrywide raises handed out to pilots and other employees and paid more in airport fees. But its revenue climbed just 13%. The airline has lost money every year since 2019 and has about $8.5 billion in debt.

JetBlue, which is based in New York, declined to make its CEO available for an interview for this article.

The airline has tried various strategies to put itself on a more sustainable footing, but few have worked out.

In 2020, it formed a partnership with American Airlines that would have given JetBlue access to more airports and customers. Two years later, JetBlue announced plans to acquire Spirit.

The Biden administration’s Justice Department successfully challenged both in court by arguing they would reduce competition, hurting travelers. It is also not clear, analysts said, that a merger with Spirit would have helped JetBlue.

And while the airline was pursuing those deals, larger carriers like Delta Air Lines and United Airlines expanded their dominance by increasingly catering to affluent travelers with premium seats, airport lounges and branded credit cards, a strat-

egy that helped them rack up big profits. JetBlue has recently started trying to copy that playbook.

JetBlue was also hamstrung in other ways. A problem with some Pratt & Whitney jet engines hit JetBlue particularly hard, forcing it to ground planes for inspections and maintenance over the past several years. More recently, the war in Iran has sharply increased the cost of fuel.

Its troubles have made JetBlue the subject of extensive speculation in recent weeks.

Some analysts have mused that United may be interested in acquiring JetBlue after being rebuffed by American Airlines on a merger proposal. United CEO Scott Kirby said in an interview with The New York Times that he had reservations about buying a smaller airline because it might not be worth the effort.

United and JetBlue already have a partnership to sell seats on each other’s flights and link their loyalty programs. As part of that deal, United will also use JetBlue technology to sell travel packages, and JetBlue will let United use some of its takeoff and landing slots at Kennedy International Airport.

That deal highlights some of JetBlue’s most valuable assets — in particular, its presence at big airports in New York and

Boston, which are so busy that adding more flights is difficult. That gives JetBlue an edge and makes it an attractive acquisition target.

But securing a merger or acquisition will not be easy because of JetBlue’s debt. In addition, many airlines that may be interested in buying JetBlue, with the possible exception of United, are not in a great position to strike a deal, analysts said.

Analysts say JetBlue is in a much stronger position than Spirit was, and could eventually become profitable again. The airline also has billions of dollars in assets that it has not borrowed against, giving it the ability to raise more money or survive an economic downturn.

The airline’s turnaround plan, which it calls JetForward, rests on four initiatives: improving service, making better use of its planes and routes, attracting more affluent customers and improving its finances.

The airline said last month that it was cutting less profitable flights in the second half of the year, reducing capacity by at least 2%. It has also delayed about $3 billion in new aircraft purchases.

JetBlue has introduced a premium credit card that comes with benefits that appeal to travelers who spend a lot of money. It also plans to start selling first-class seats on domestic flights, has opened a lounge at Kennedy Airport and expects to open another at Boston Logan International Airport — the airports where it has the most flights.

Analysts said the company’s strategy made sense and should help, but they worry that JetBlue will still struggle because it faces stiff competition at Kennedy and Logan, chiefly from Delta, the most profitable U.S. airline.

“The product’s great, they have a very loyal customer base, they’re in some really major markets,” said Tom Fitzgerald, an airline industry analyst for investment bank TD Cowen. “But there’s no obvious growth areas.”

That’s why the airline is so focused on expanding in Fort Lauderdale, which it hopes to use to attract wealthy customers in South Florida. In an internal memo on the day Spirit shut down, Geraghty said that the airline’s demise was “really tough news,” but that JetBlue was ready to seize the opening.

“This development presents a once-in-a-generation opportunity for us to cement our position as the leading player” at the Fort Lauderdale airport, she said. Geraghty announced that JetBlue was adding 27 daily flights from the airport, including some on new routes.

A strong El Nino may be coming. Global warming is changing its effects.

Forecasters say a powerful El Nino weather pattern could form later this year, with a chance of becoming one of the strongest in three decades. The winds above the Pacific are shifting, the ocean is releasing stored-up heat, and a cascade of effects on rain, droughts and wildfires could be on its way.

The National Oceanic and Atmospheric Administration says there’s a roughly 60% chance of an El Nino developing between May and July. That’s a major reason scientists now say next year could surpass 2024 as the planet’s warmest year since modern records began in the mid-19th century.

El Nino and La Nina are the opposite phases of a natural climate cycle that has been active in the Pacific for thousands of years. They appear at irregular intervals, and no two events are ever the same. But Earth’s steady warming from the burning of fossil fuels is also influencing the way these episodes shape the weather around the globe.

“We are now in a different baseline climate,” said Clara Deser, a senior scientist at the National Center for Atmospheric Research in Boulder, Colorado. That means past El Ninos don’t necessarily tell us how the El Ninos of the future will look, Deser said.

Here’s how El Nino affects the world.

Life in South America has been entwined for centuries with El Nino and its distinctive pileup of warm ocean waters off Peru and Ecuador. Meteorologists classify El Ninos as strong or weak depending on how much warmer those waters are than average. The strongest events cause a variety of effects across the continent: severe floods in southern Brazil in 1982-83, drought in Colombia that ravaged coffee crops in 1997-98, and below-normal rain and wildfires in the Amazon in 2015-16.

As

Technically, the most recent El Nino, in 2023-24, wasn’t as strong as its predecessors. Yet its effects in some areas were more catastrophic. Scarce rainfall brought some rivers in the Amazon basin to their lowest levels in 120 years. Fires scorched the Pantanal, the world’s largest tropical wetland. Recordbreaking rains in Brazil’s southernmost state, Rio Grande do Sul, displaced half a million people.

A major amplifying factor, scientists found, was human-induced warming.

The effects followed the expected pattern for El Nino, but they were “much worse because of climate change, because now this impact is happening in an atmosphere that is warmer,” said Regina R. Rodrigues, a professor of physical oceanography at the Federal University of Santa Catarina in Brazil.

The extra warmth increased evaporation, which supercharged drought in the Amazon. It also intensified the rains in Brazil’s

south, because warmer air can hold more moisture.

In North America, El Nino typically delivers wetter conditions across the southern tier of the United States and warmer, drier weather up north. The very strong El Nino that began in 1997, for instance, saw weeks of drenching winter storms in California and heat records smashed in the Midwest and Northeast. Atlantic hurricane activity in the months before was below normal, another El Nino result.

But the effects of the next two strong El Ninos were relatively muted in North America. One reason in 2023-24, scientists found, was a pattern of unusual warmth in the tropical Indian and Atlantic Oceans that offset El Nino’s effects. This pattern was likely to have been driven both by warming from greenhouse-gas emissions and by natural, long-term climate variations that scientists are still trying to decipher.

“Stronger El Nino events can only make certain outcomes more likely, but it does not ensure them,” said Michelle L’Heureux, a meteorologist who coordinates NOAA’s updates on El Nino and La Nina.

El Nino brings extra heat and dryness to South and Southeast Asia, but for China, it’s what happens next that’s often more consequential. After the very strong El Nino of 1997-98, the country experienced its worst flooding in nearly five decades. The Yangtze River and its tributaries were battered by two months of heavy rain, killing some 3,000

people.

The reason was the quick swing in 1998 from a strong El Nino to a strong La Nina, said Wenju Cai, a climate scientist at the Ocean University of China. The rapid switch caused a high-pressure system over the western Pacific to channel warm, wet air from the tropics and ram it toward China.

Scientists expect both strong El Ninos and strong La Ninas to become more frequent as humans continue heating the planet. That means sharp seesaws between the two could happen more often, too.

So far, it’s been relatively rare for a strong La Nina (when the eastern and central Pacific is cool) to flip to a strong El Nino (when it’s warm), “because it takes multiple years to warm the Pacific,” Cai said. But Earth’s overall warming might be making that more common, he and his colleagues found in a recent study.

In Africa, El Nino tends to dry out two regions’ rainy seasons: July through September in the Sahel and November through March in southern Africa. It also often coincides with winds that blow warm, moist air across the Indian Ocean and toward East Africa, leading to floods, landslides and malaria outbreaks there. The human consequences can be enormous: The 2015-16 El Nino caused crops to fail across southern Africa, with food production falling by two-thirds in some countries.

Warming caused by greenhouse gases in the atmosphere is worsening many deluges and droughts in Africa, whether they’re brought about by El Nino or not, Cai said. “The dry extremes and wet extremes both increase,” he said.

El Nino usually spells below-average rains for Oceania. Nearby Indonesia braces for forest fires; its neighbors brace for smoke. Now, though, global warming is reshaping where and how warm the seas around the region become. This can modulate the amount of rain that El Nino and La Nina actually deliver, said Andréa Taschetto, a climate scientist at the University of New South Wales in Sydney, Australia.

Despite all these uncertainties, El Nino and La Nina remain remarkably useful signals of future weather, Taschetto said.

For farmers, land managers, disaster agencies, insurance companies and more, nothing else provides such a reliable indication of how the world might look a few seasons ahead. “This is the best thing that we have,” she said.

The Indios managed to build a five-point lead in extra time, but the Capitanes rallied once again. Jack McVeigh tied the game at 99, and subsequently, Juan Pablo Piñeiro scored what would be the game-winning basket with one second left on the clock.

The Indios had one final opportunity but failed to convert, allowing the Capitanes to celebrate another home victory.

Walton finished with 25 points and 11 assists to lead Arecibo (12-4), while Justin Reyes and Timothy Soares scored 23 and 22 points, respectively, and McVeigh contributed 19.

Nathan Sobey had 22 points and 10 assists for Mayagüez (8-10), while Tyrell Harrision had 20 points and 12 rebounds.

Elsewhere, the Santeros defeated the Piratas of Quebradillas 96-94 in overtime at Ismael “Chavalillo” Delgado Coliseum in Aguada.

The Santeros led 47-35 at the half, but the Piratas whittled away at the lead before evening the score at 88 late in the fourth quarter to force overtime.

In the extra session, the Santeros executed better at key moments and secured a home victory.

Iván Gandía led the Santeros (9-8) with 17 points and 7 assists. Rigoberto Mendoza added 15 points, while Manny Camper and Giancarlo Rosado contributed 14 and 13 points, respectively.

Emmanuel Mudiay led the Piratas (4-14) with 26 points and 7 assists.

At the Roberto Clemente Coliseum, the Vaqueros defeated the Cangrejeros of Santurce, 82-80.

The Cangrejeros led 43-36 at halftime on the strength of a 26-12 run in the second quarter, but the game shifted sharply in the third frame as Bayamón dominated the period 30-11 to regain the lead, 66-54, heading into the final 10 minutes.

In the closing moments, Santurce managed to pull within a single possession following a layup by Jordan Howard that brought the score to 81-80. However, the Vaqueros added a free throw and thwarted the Cangrejeros on their final possession to secure the road victory.

Xavier Cooks led Bayamón (12-8) with 19 points and 14 rebounds. Jae Crowder added 13 points and 10 rebounds, while Jaylin Galloway contributed 15 points. Chinanu Onuaku and Corey McKeithan led Santurce (6-11) with 14 points apiece.

Imai hasn’t taken to MLB right away. Is some of it the team he chose?

Then there is the case of Houston Astros pitcher Tatsuya Imai.

Like Okamoto and Murakami, Imai signed with a major league club over the winter after establishing himself in Japan’s top league, Nippon Professional Baseball. Unlike them, he is not having a great time.

Imai made headlines last month for acknowledging that he was struggling to acclimate to the United States. “He’s not able to adjust to the American lifestyle,” his interpreter, Shio Enomoto, said. “Baseball and outside of baseball.”

Six decades after Masanori Murakami became the first Japanese-born player in the majors, there are 18 Japanese- and South Koreanborn players on 40-man MLB rosters. Most were seasoned veterans overseas before becoming “rook-

ies” again, adapting to a new league, language and life in North America.

Interest in the Japanese baseball market intensified in the past decade with the highprofile arrivals of Shohei Ohtani, Yoshinobu Yamamoto and Roki Sasaki, all of whom are with the Los Angeles Dodgers.

With the spike in interest has come an increase in the parties involved in the transition — Japanese management companies, agents, trainers, sponsors, clubs on two continents and MLB team owners pressuring their operations departments to add a Pacific Rim star. All of this can further complicate a career move.

Over the years, some MLB clubs have learned a lot about trying to ease the transition, with teams including the Dodgers, Mariners, Cubs, Yankees and Red Sox becoming known and trusted as destinations. But others, like the Astros, have had far less experience with it.

Imai is the first Japanese player Houston has signed directly from Nippon Professional Baseball.

“If you haven’t had a good experience with a Japanese player already, you’re way

behind,” said an MLB agent, who was granted anonymity to speak with candor. “If you’ve had a bad experience with a Japanese player — that could be just as simple as the player didn’t play well, and you traded him or released him; or the player was with your team and spoke badly about you to other players — word of mouth is everything in Japan.”

This winter, Munetaka Murakami toured the White Sox facilities on Chicago’s South Side and noted the home clubhouse had no bidets. The White Sox, a club attempting to revive its Pacific Rim scouting efforts, had crafted a thorough recruiting pitch for Murakami. But they had not considered bidets.

“Well,” General Manager Chris Getz recalled thinking, “that seems like something we can do, right?”

Installing bidets was a gesture that served to show Murakami the White Sox would go the extra mile to make him comfortable. From the outset, they told him and his representatives they wanted honest feedback.

“We’re not going to have this perfect out of the gate,” Getz said. “But there is an intention and willingness to continue to improve what needs to be improved.”

The club’s attention to detail has paid dividends, as his total of 15 home runs through Saturday’s games was tied for the MLB lead. It could prove even more valuable in future free-agent pursuits if the White Sox burnish a reputation among Japanese players as a good landing spot. “When you’re in this world,” the agent said, “Japan is a small town. People know what goes on.”

In recent years, as some front offices realized how far they were behind the Dodgers and other teams with prolonged investment in Pacific Rim scouting, they have asked agents for intel about how they can catch up. The advice they receive is often simple: Make an effort to understand the player culturally, and show a willingness to be flexible and tolerant.

The San Diego Padres are one of the clubs ahead of the curve. Their director of Pacific Rim operations, Acey Kohrogi, once helped bring Japanese ace Hideo Nomo and South Korean starter Chan Ho Park to the Dodgers. Padres General Manager A.J. Preller memorized several minutes of Japanese in an effort to woo Ohtani in 2017. The idea is to foster an organizational culture that supports each player to allow him to focus fully on baseball.

That means remembering how difficult small tasks, such as checking into a hotel or navigating an airport, can be in a foreign language.

These days, many players from Japanese baseball sign with a Japanese management company that supports them in their daily life, and, if a player plans to become an MLB free agent, quietly helps him find an agent. Some players continue to work with that management company after arriving in the United States, which can ease the stress of settling into their living situation. But not all continue that relationship. Scott Boras, who represents Imai, said he had his own management company in Japan, employing four people there.

When Japanese pitcher Masao Kida pitched for the Detroit Tigers in 1999 and 2000, none of that ecosystem was in place. And while he had a difficult time getting outs in the majors, he had a good time. Living in a hotel room in Novi, a Detroit suburb where a Kida fan club sprouted, he frequented Japanese restaurants, sushi bars and grocery stores. He went to dinner at the Japanese consulate. He hosted sumo wrestlers. When he was released early in his second season in Detroit, teammates said they would miss the beloved prankster.

Hard times are harder when you cannot communicate clearly. Just ask Imai.

Los Angeles Angels pitcher Yusei Kikuchi was a teammate of Imai’s in Japanese baseball. His experience in Houston fueled Imai’s interest in the Astros. Kikuchi watched the Imai interview, the one in which Imai spoke about not acclimating to the United States, the one that made waves. Kikuchi said through an interpreter that he felt something might have been “lost in translation.” Boras said he heard the same thing from Japanese speakers who said, “That’s really not what he was saying.”

Whether or not Imai intended to deliver such a blunt assessment of his transition to the United States as he hit the injured list with arm fatigue, the quote rapidly gained attention. Scouts whispered about his makeup. Fans called into question his readiness to pitch in the majors. Agents wondered whether the Astros shared those concerns yet felt pressured to sign a Japanese player — their stadium’s naming rights are owned by the Japanese HVAC company Daikin.

That Astros team owner Jim Crane introduced a Daikin executive during Imai’s news conference in January accentuated how the partnership played a role in the player’s arrival.

Kikuchi had delivered a positive review of his time in Houston, yet he was a six-year MLB veteran when he was traded there in 2024, not a rookie still grappling with some of the issues cited by Imai: slick baseballs, warm weather, changing game day and travel routines.

Kikuchi attributed his own, smooth acclimation to Seattle with the Mariners in 2019 to the fact that he had wanted to live in the United States since high school. He trained there in the offseason. He did not seek out Japanese food. He did not want to recreate Japanese life in America. He wanted to experience

something new.

When in Rome, “do as the Romans do,” Kikuchi said. “I had that mindset coming in.”

If anyone in the Astros’ clubhouse can relate to Imai’s quandary, it might be pitcher Peter Lambert, who was pressed into service after Imai’s injury.

Lambert spent last season with the Yakult Swallows, which made him appreciate the challenge of crossing the globe and changing leagues. In Japan, the baseballs, mounds and stadiums have a different feel. Travel is less taxing. Postgame meals are eaten at the hotel, not in the clubhouse. Starting pitchers have more rest between starts, and on days they are not pitching, they head home after pregame workouts. There is a lot more downtime, a lot less dugout time. “So many things are different between MLB and NPB,” Lambert said. “But I think one of the things that baseball across the world teaches all of the players is that you have to adjust quickly.”

Because foreign-born players are integral to the leagues in Japan and South Korea, they have learned what works over time. David MacKinnon, an American infielder who played in MLB, NPB and the Korean Baseball Organization, said Japanese clubs bring in so many foreigners each season that they have the process down pat. They provide an apartment. They send an interpreter to teach players how to use the train. They pick up family at the airport. They introduce Japanese culture with fun facts and info sheets.

“I think it’s a lot easier for foreign players to go to Japan than it is for Japanese players to come to the U.S.,” MacKinnon said. In Houston, the Astros have made efforts to welcome Imai. In spring training, they shared a Japanese word of the day. Ryan Weiss, who pitched the past two seasons in the South Korean league, organized a dinner for him. Manager Joe Espada consulted managers who had worked with Japanese players.

Initially, Imai was eager to fly solo. In an interview last fall with Daisuke Matsuzaka, Imai said he would enjoy playing with Ohtani, Yamamoto and Sasaki in Los Angeles, but “winning against a team like that and becoming a world champion would be the most valuable thing in my life. If anything, I’d rather take them down.”

Now, he would settle for just finding his footing.

Imai, who went on the injured list April 12, has had two ominous rehab starts since then, one at Double-A Corpus Christi and one at Triple-A Sugar Land. Across the two starts, he issued eight walks in five total innings and threw 47.5% of his pitches for strikes. (He had a 54.2% strike rate and walked 11 batters in 8 2/3 innings during his first three major league starts.)

Despite those results, he is expected to return to the Astros’ rotation this week in a series against the Mariners. His healthy return is vital to the Astros’ odds of salvaging this season. It could also be pivotal for the organization’s reputation in the Pacific Rim.
