Roosevelt Roads LRA to draft new master redevelopment plan

Ríos Pierluisi, the authority’s director.

In a roundtable Monday with the press, Ríos Pierluisi said that despite ongoing development, the 2023 Fiscal Plan issued nine years after the original blueprint in 2014 already requires the creation of a new, updated master plan for the 8,600‑acre site, of which over 3,000 acres are slated for redevelopment.

“Even if we wanted to keep working with what exists, the Fiscal Plan calls for a new master redevelopment plan,” he explained. “So one way or another, it has to be done.”

He emphasized that the new plan must go far beyond traditional zoning maps.

“We’re talking about a plan that covers much more than sonifications,” Ríos Pierluisi said. “We already have an idea of the types of projects envisioned for Roosevelt Roads. Now we have to make sure those projects can coexist.”

That coexistence, he added, requires a holistic approach to infrastructure, housing, traffic and community integration.

“We need to ensure existing roads can handle mixed traffic flows — commercial, industrial, residential, tourist, and access traffic,” he noted. “We also have to confirm

there’s adequate housing for the employees who will be living here, for the future residents of Roosevelt Roads.”

Ríos Pierluisi said the agency’s renewed vision involves incorpo rating everything already known — and everything expected to be learned as new studies and analyses are completed.

“This is more than just saying ‘you can build this here,’” he said. “The vision requires looking at the big picture and ensuring that everything we want to develop can happen in harmony.”

The U.S. Navy transferred the installation and its land to Puerto Rico under an Economic Development Conveyance with a price of $16.5 million, payable from 2015 through 2044. In 2013, the Navy completed the transfer of roughly 3,400 acres to LRA RR along with some 1,600 facilities that comprise more than 5.8 million square feet. The property contains more than 800 residential buildings including single and small scale multi family dwellings, apartment houses and a hotel (around 50% of all square footage). There are also facilities in use as commercial, retail, offices and industrial facilities (some 25% of all square footage). Educational, institutional, public amenity purpose buildings, and storage comprise most of the remainder of the structures. Some of the infrastructure related to the previous ope rations of the former naval station is still present, including the fuel pier, the airport (and its hangars), jet fuel tanks, and sewage treatment plants. Overall, the footprint of the area is 8,600 acres, but due to the presence of wetlands areas, floodplains, and steep terrain, some 3,868 acres is available for development.

Ríos Pierluisi: No indication that former naval base will be reactivated

Director Carlos J. Ríos Pierluisi said Monday that the agency has no indication that the former naval base in Ceiba will be reactivated, despite recent public speculation. During a roundtable with reporters, he clarified that the U.S. Air Force currently has a short-term contract to use several small facilities near the former base’s airport.

“I have no information that these facilities will be reactivated as a naval base, as they once were,” the director said.

He also said the presence of the military, as happened during the recent intervention in Venezuela, has not altered the redevelopment of former naval base lands.

The official noted that although military presence on the property

remains limited to the immediate airport area, the Air Force expressed interest in leasing several nearby structures for logistics and storage purposes.

The contract, signed in January, covers a six month period initially three months, renewable for an additional three. The authority bills “about $25,000 per month” for the lease, and the agreement is registered with the Office of the Comptroller.

The facilities involved are small, bunker type structures his torically used for storing various materials. They are located near the airport and accessible via the internal road network. Ríos Pierluisi said the Air Force “had not, until now, fully utilized them.”

Beyond the storage lease, he said there is no other military presence in the sections of Roosevelt Roads under the authority’s administration.

The long-awaited redevelopment of the former U.S. Naval Station at Roosevelt Roads in Ceiba continues to face significant delays, largely due to insufficient water, wastewater, and energy infrastructure, coupled with a lack of investor interest.

During a roundtable with reporters Monday, Carlos J. Ríos Pierluisi, current director of the Roosevelt Roads Local Redevelopment Authority (RRLRA), provided an overview of the status of the projects, most of which are in the early stages of development.

Although thousands of acres have been transferred to Puerto Rico’s government, the land remains far from ready for large-scale development. The Puerto Rico Ports Authority now controls some 3,302 acres (3,400 cuerdas) of developable land, while another 777 acres (800 cuerdas )are still undergoing federal environmental remediation before they can be transferred. Additional conservation areas have already been assigned to the island Department of Natural and Environmental Resources.

Ríos Pierluisi noted that no long-term project can move forward without rebuilding the base’s aging utilities. The water and wastewater systems, mapped out in purple and light blue across the site, along with the red-marked potable water treatment plants, form the backbone of all future development plans. Most of those infrastructure projects are being funded by commonwealth funds.

The modernization of the potable water system is one of the first major infrastructure projects. It includes rehabilitation of storage tanks, distribution pipelines, and supporting components such as pumps and filters. Despite two unsuccessful bidding attempts, some proposals have now been received, with the project priced at roughly $55 million. Construction is expected to begin in the last quarter of this year, funded through a combination of CAPEX funds and U.S. Department of Agriculture grants.

A parallel overhaul of the wastewater treatment plant is already in final design stages. The $60 million project, financed with CAPEX funds, will completely rehabilitate the system’s storage, pipelines, and disposal mechanisms. Construction is projected to begin in the first quarter of 2027, pending quality assurance reviews and bidding.

Power grid redesign

Another critical undertaking is the redesign of Roosevelt Roads’ entire electrical transmission and distribution system. The RRLRA, which now effectively functions as its own Puerto Rico Electric Power Authority, is preparing to repair three substations and install mostly underground

power lines to increase system resilience. The project is currently 35% designed overall, with electrical plans at 50%. By May, officials expect to reach the 50% overall design milestone and then begin the Federal Emergency Management Agency’s (FEMA) environmental review process. With an estimated cost of $84 million funded by FEMA, construction is scheduled for early 2028. In response to a STAR question, Ríos Pierluisi revealed plans to launch a tender for a proposed power generation facility but did not say when those plans would take shape.

Meanwhile, community-oriented projects continue inching forward. Facilities used by APRODEX are undergoing a design-bid process, with projected costs of $4.4 million. Repairs will restore the building to its pre-disaster condition with improvements to the roof, windows, doors and structural mitigation. The group currently occupies part of the structure while the RRLRA hires designers. Construction is slated to begin in mid-2027.

A separate $1.9 million FEMA-funded project will support equine therapy services at Roosevelt Roads. It includes demolishing one building and repairing another used by therapy providers who serve both the general population and veterans. Like APRODEX’s facility, the project is also in the designer bidding phase.

Other projects

Additional coastal and community projects are underway. A $1.2 million redevelopment of the Coast Guard Pier -- buildings 2409 and 2262, plus a generator facility -- will repair existing port structures while demolishing others to make room for a future marine research and blue economy center, a project already in design. Construction and demolition are expected to begin in the second quarter of 2027.

All Hands Beach will see a smaller-scale project involving demolition of several structures, removal of 9,000 square feet of concrete debris, and the renovation of an amphitheater-like building that can host cultural, artistic and community events. With an estimated cost of $574,000, work is scheduled to begin around mid-2027.

One of the most ambitious projects on the horizon is the proposed vertical rocket launch facility, a strategic initiative expected to cost between $750 million and $1 billion. The request for proposals (RFP) opened in December 2024, and multiple proposals were received from well-known space industry firms. The authority is now reviewing submissions through a rigorous, multi-committee process involving technical, financial, and expert evaluations. Final selection is expected this quarter.

The project would include launch pads, cargo processing areas, fuel storage, vehicle processing, port access for reentry operations, and designated zones for education, research, and hospitality. Officials acknowledged the

complexity of the undertaking and noted that infrastructure deficiencies may require developers to absorb part of the utility upgrade costs.

Other longstanding redevelopment ideas are still unresolved. Efforts to revive Roosevelt Roads’ massive dry dock -- the largest in the Caribbean -- have repeatedly stalled over the years. The authority is now negotiating with the U.S. Army Reserve to exchange nearby land needed to develop complementary facilities such as storage areas and shipyard operations. Discussions continue as the parties evaluate relocation options and land-use requirements. Previous RFPs for the dry dock yielded no successful proposals, and the authority cannot yet provide a cost estimate.

Similarly, a proposed Fuel Tank Farm RFP from 2022 also received no bids. Although not discarded, the project has been deprioritized.

Another planned initiative is a marine business, research, and innovation center known as EMBRIC. The center, which has already been designed, will be built on the site made available after demolitions connected to the Coast Guard Pier project.

Private-sector development proposals negotiated under the previous administration also remain pending before the Financial Oversight and Management Board. These include a tourism complex with boardwalks and a marina by Prisa Group subsidiary DLCR LLC, as well as another proposal for luxury residences, a golf course, and a residential component that includes some affordable housing. The RRLRA continues supplying requested information to the board and maintains active communication with the developers, who, officials say, remain interested.

Housing is a recurring issue for the surrounding community, which has long called for more affordable housing options on former Navy land. While some residential components exist in private proposals, additional opportunities may emerge from stalled projects such as the Ocean Club, a complex of walk-up buildings currently tied up in court. The RRLRA has filed for partial summary judgment to expedite its eviction case against the original developers. Once recovered, the project will be re-bid, with requirements for a turnkey housing complex that includes upgraded wastewater storage and infrastructure.

Officials acknowledged that many development efforts -- public and private -- remain constrained by the same fundamental issue: Roosevelt Roads cannot fully redevelop until water, wastewater and energy systems are modernized. Until then, both public projects and investor-driven initiatives will continue progressing slowly, as agencies work to resolve longstanding utility deficiencies and navigate complex regulatory, environmental and financial processes.

Hogar Ruth to build pioneering integrated services center in Vega Baja

Community service organization Hogar Ruth will begin work this month to build a new integrated services center at a cost of $3.5 million, which will transform the way victims of domestic violence and sexual assault receive support in Puerto Rico.

Hogar Ruth Executive Director Lisdel Flores Barger said the organization’s integrated services center project is “a strategic, visionary, and profoundly humane investment that will set a new standard of care and support for women who experience domestic and sexual violence in Puerto Rico.”

“With this center, Hogar Ruth will take an unprecedented step to ensure that every survivor can access, in one place, all the necessary tools for their safety, protection, recovery, and stability,” Hogar Ruth Executive Director Lisdel Flores Barger said. “This is a strategic, visionary, and profoundly humane investment that will set a new standard of care and support for women who experience domestic and sexual violence in Puerto Rico.”

The three-story center will be the first facility on the island to offer legal, forensic, health, housing, crisis intervention and specialized support services under one roof.

“The design ensures that a victim doesn’t have to travel to multiple agencies to receive the help they need; instead, they will find all the necessary safety, protection, and recovery resources in one place,” Flores Barger noted. “This will be a replicable model that will raise the standards of care nationwide.”

A building and land in the urban center of Vega Alta was donated for the project. Of the $3.5 million required for the project, the first $2 million has already been secured through a special appropriation granted by the United States Congress. Those funds will cover the initial phase, which includes architectural planning and design, permits and regulatory compliance, site development and the initial construction phase. Demolition of the existing building begins this week to make way for construction. Completion of the project is estimated for the end of 2027.

Nearly 30 illegal slot machines seized in raids in San Juan and Cataño

The Puerto Rico Gaming Commission seized nearly 30 illegal slot machines and more than $8,300 in cash during raids conducted at businesses in San Juan and Cataño.

“This second operation demonstrates that the oversight process remains active,” Gaming Commission Executive Director Juan Carlos Santaella Marchán said in a written statement. “Gambling machines can only operate within the established legal framework, and those who ignore the law are subject to seizures, confiscations, and the corresponding penalties.”

According to reports, 12 machines and $7,910 in cash were seized at Colmado y Cafetería Caribe in San Juan. Meanwhile, 17 machines and $437 were seized at Mi Gente 2GO in the Las Palmas sector of Cataño.

The operation was carried out by personnel from the Gaming Commission’s Office of Investigation and Regulation in coordination with the Carolina Division of the Puerto Rico Police Bureau of Drugs, Narcotics, Vice Control and Illegal Weapons, under the supervision of Lt. Emmanuel Rosario Cintrón.

The statement said the intervention represented the

second operation conducted since Regulation Number 9718, concerning the confiscation of unregistered gambling machines, went into effect.

According to the law, anyone who operates gambling machines illegally commits a misdemeanor and is subject to a penalty of up to six months in jail, fines of up to $10,000, or both, in addition to the possible revocation of permits.

Authorities noted that the revenue generated by the legal operation of gaming machines is distributed as follows: 55% to the Puerto Rico Police Retirement Trust, 40% to the municipalities, and 5% for the Gaming Commission’s operating expenses.

Given reports of significant delays at airport security lines, the operator of Luis Muñoz Marín International Airport in Carolina recommended on Monday that passengers arrive at the airport at least four hours early.

A significant investment in the center will come from Kilometers of Change, the three-day relay race taking place from May 15-17 through 21 municipalities to raise funds for domestic violence shelters. This year, due to the scale of the center project, half of the proceeds will go to the Hogar Ruth initiative.

The center will have three levels, the first of which is reserved for parking and designed to offer accessibility, privacy and protection to victims from the moment they arrive, security being paramount in the project.

The second level will house legal, forensic and health services, including a courtroom-style room for protection order hearings, allowing victims to attend hearings in a safe and confidential environment without being exposed to additional risks. There will also be forensic interview rooms, suitable for handling cases of sexual assault, abuse, and other situations requiring trauma-sensitive interventions.

The second level will also include the health services area, for medical evaluations, psychological first aid, and other interventions to stabilize the victim, as well as the initial intervention and counseling rooms, which will serve as an entry point and rapid assessment area to connect each person with the array of services offered on the third level.

Travelers urged to arrive at airport 4 hours early due to long security lines

Aerostar Airport Holdings, the operator of Luis Muñoz Marín International Airport in Carolina, recommended on Monday that passengers arrive at the airport at least four hours early due to delays at security checkpoints.

“We recommend arriving at the airport at least 4 hours before your scheduled flight time to complete the security screening process with ample time,” Aerostar said in a written statement.

The operator indicated that some passengers have experienced significant delays in security lines.

The situation is reportedly due to a temporary staffing shortage at the Transportation Security Administration (TSA), which has resulted in longer than usual wait times at security checkpoints (see related story on page 6).

Aerostar stated that its staff continues to work with the TSA to facilitate passenger flow and guide travelers within the terminal.

The company also urged passengers to contact their airline directly for updated flight status information.

Trump wants to ‘take over’ elections. These states are prime targets.

Facing the possibility of big losses for Republicans in the midterm elections, President Donald Trump has reiterated his unfounded assertions of electoral fraud. He has also begun speaking of the need to “nationalize” elections, and for Republican officials to “take over” voting procedures in parts of the country.

This rhetoric is often vague, coming across as a hint of plan, rather than an actual one.

But a map of potential targets may be coming into focus and includes the swing states Michigan, Georgia, North Carolina and Arizona. Voting experts, government officials and others have identified a host of conditions that could make those places ripe for meddling from the Trump administration or its allies.

In Michigan, a coalition of right-wing activists has obtained copies of about 150,000 absentee ballots and envelopes from the 2020 election, and is organizing to investigate them for errors, anomalies or fraud.

In North Carolina and Arizona, several Republican legislators and local election officials continue to embrace electoral conspiracy theories and have pushed for more control over voting processes.

Most significant, in Georgia, the FBI, acting on a search warrant that relied on debunked claims about the 2020 race, seized hundreds of boxes of ballots from a government warehouse in late January, an extraordinary intrusion into the American electoral process.

The fear is that pro-Trump forces in these states could begin pushing dubious pretexts to try to change election rules, take over local voting systems or otherwise find ways to give Republicans unfair advantages as they seek to ride out a wave of discontent over Trump’s second presidential term.

Democratic officials in other states have also begun to wonder whether their jurisdictions will be the next target of the administration’s scrutiny, or worse.

Alisha Bell, the commission chair in Wayne County, Michigan, which includes Detroit, said that she has been in contact with officials in Fulton County, Georgia, which includes Atlanta. They have discussed, she said, how similar actions “could happen across the country.”

With control of Congress at stake, many Democratic state politicians and election officials are expecting, and preparing for, a fight with the Trump administration.

“This is really about trying to create that predicate for actions that will put more control in the hands of his administration and the federal government,” said Joanna Lydgate, CEO of the States United Democracy Center, a nonprofit dedicated to fair elections.

A White House spokesperson, Abigail Jackson, dismissed those concerns and pointed to the president’s desire to pass election legislation like the SAVE Act, which among other measures would require proof of citizenship to register to vote.

“President Trump is committed to ensuring that Americans have full confidence in the administration of elections, and that includes totally accurate and up-to-date voter rolls free of errors and unlawfully registered noncitizen voters,” she said in a statement.

Michigan

Pure Integrity Michigan Elections, a group led by rightwing election activists, is raking copies of the 2020 ballots for Detroit for possible challenges.

At a meeting of the group in February, an activist explained that the ballots had been obtained by a New Jersey resident through open records requests, according to a recording of the meeting posted online. The activist said about 50 volunteers were building their own database to analyze the ballots and envelopes.

He added that there was a “one to two month timeline before we can start making some final conclusions on the counts.”

Patrice Johnson, the group’s leader, told the nearly 60 people in attendance to “see if there are parallels” between what happened in Fulton County, Georgia, and Michigan, a nottoo subtle reference to what preceded the FBI raid in Georgia.

The Michigan group had already met in January with the Election Integrity Network, a national coalition of pro-Trump election activists led by Cleta Mitchell, a lawyer who helped Trump in his effort to challenge his 2020 loss.

At that meeting, the Michigan activists listed “Assisting with audit of 2020 ballots from Detroit” as one of their priorities for the year, according to recordings of the presentation and documents of reviewed by The New York Times. Johnson did not respond to requests for comment.

North Carolina

In recent months, Republicans in North Carolina have

enacted what may be the most consequential reconfiguration of an electoral system of any swing state.

In December 2024, as part of hurricane relief legislation, the Republican-controlled Legislature stripped the Democratic governor’s power to choose the majority of the state election board, as well as the 100 county election boards, handing that power to the elected Republican state auditor.

Supporters of the change have argued that they reflect the state founders’ intention to keep the governor’s office weak after having suffered the abuses of British monarchs. The state auditor, Dave Boliek, has said his appointments would “uphold the law and put their focus toward counting legal votes, efficient tabulation and consistency across counties.”

Those boards have already made small but significant changes like removing polling places at some universities, including North Carolina A&T State, a historically Black institution. Board members cited cost efficiency, among other reasons, for the decision.

Democrats and other election observers are concerned that this Republican control could allow the party to give friendly hearings to GOP candidates who aggressively challenge the results of close races.

Arizona

Republicans have promoted conspiracy theories about both the 2020 presidential election and the 2022 governor’s race, which Kari Lake, the losing Republican candidate, tried to overturn.

Justin Heap, the Republican official overseeing elections in Maricopa County, which includes Phoenix, has consistently borrowed from the right-wing coded lexicon of “election integrity,” and has at times refused to answer questions about whether the 2020 and 2022 elections were fair and accurate.

His office is currently locked in a legal battle, seeking control of in-person early voting and on-site tabulation of early ballots dropped off on Election Day. If successful, Heap would be in charge of processes previously controlled by the county board of supervisors — a significant shift in oversight power of county elections.

Heap’s office did not respond to requests for comment.

Pennsylvania

In Pennsylvania, the leader of a network of election deniers is now the head of election integrity in the federal Department of Homeland Security.

For years, that official, Heather Honey, directed an effort to challenge the state’s 2020 results. In 2024, she turned her attention to that year’s election, challenging the eligibility of votes already cast in Pennsylvania.

Philadelphia may be a target. In an interview last month, Trump lodged unfounded accusations of electoral corruption against Philadelphia, Detroit and Atlanta. In addition to being Democratic Party strongholds, the cities also have large numbers of Black voters.

Thousands waited for hours in security lines at airports in New Orleans and Houston

Travelers at airports in Houston and New Orleans were greeted with hours of long waits early Sunday as the airports struggled to adequately staff security lines.

The lengthy delays come as spring break travel is ramping up and as Transportation Security Administration workers are going without pay for the second time in six months because of the partial shutdown of the federal government, which primarily affects the Department of Homeland Security.

At William P. Hobby Airport in Houston, long lines snaked through concourses, down stairs and through baggage claim. There were similar scenes at Louis Armstrong International Airport outside New Orleans as lines stretched into the parking garage. In Houston, only one security line was open early Sunday morning, and the TSA PreCheck line, which allows for expedited screening, was closed.

“We’ve been in line together for over an hour, and we’re not even halfway through,” said Tina Rizzo, who was trying to return home to Connecticut with her son, Carmine, after attending the World Baseball Classic in Houston.

Rizzo, who arrived at Hobby two hours before her flight, said in a phone interview that despite the frustration — and possibility of missed flights — people waiting in line were largely well behaved. She said she tried to maintain a sense of humor, even when she received an email from Southwest Airlines advising her to arrive at the airport three hours before her flight because of the delays at security. The email came an hour before her flight was scheduled to take off.

The Houston airport system on Sunday urged passengers departing from Hobby to arrive at least three to four hours before their flight in anticipation of long security wait times caused by the partial shutdown. It also said TSA PreCheck may be unavailable as a

result of limited staffing.

A partial shutdown of the federal government began in February, as Democrats in Congress push for reforms to how the Trump administration conducts immigration enforcement. One of the departments affected is TSA, whose employees are required to show up for work, but won’t get paychecks until a funding deal is reached.

Uniformed TSA officers received about 30% of their pay last week and unless funding is restored, they will miss a paycheck next weekend.

“This is a nationwide problem,” said Johnny Jones, the secretary-treasurer of the American Federation of Government Employees, which represents about 45,000 T.S.A officers. “Officers are having to make decisions on paying their bills.”

Jones said the shortage of workers in New Orleans and Houston on Sunday was not a coordinated effort.

In New Orleans, the lines rivaled those of big events like Mardi Gras or the Super Bowl. An airport employee walked a therapy dog along the wait line in the parking garage, encouraging passengers to give the dog, named Shug, a scratch behind the ears to relieve stress.

Nikoma Wolf was standing near the end of the line, debating if she should stick it out. “I have to go back to Dallas, and when I saw this line I was almost like, Should I just rent a car and drive at this point?” she said. “I could get there in eight hours if I don’t stop.”

Ailie Caldeira missed her 11:15 a.m. flight to Atlanta because of the delays in New Orleans. “I got here at 8:30, was in line by 9, but I realized it was going to take too long,” she said. “I wasn’t even to the top of the escalator and it was already 11 a.m. There was no hope.”

A spokesperson for the New Orleans airport, Erin Burns, said that the TSA was able to open all of its security lanes for a short period of time as workers from the morning shift overlapped with those from the evening shift. But that was short-lived.

“We’re expecting larger lines throughout the afternoon and we could continue to see impacts in coming days as long as the government shutdown continues,” she said.

The Department of Homeland Security, the agency that oversees TSA, blamed the delays on Democratic lawmakers.

“These political stunts force patriotic TSA officers, who protect our skies from serious threats, to work without pay,” Lauren Bis, a DHS spokesperson, said in a statement.

Jones said both parties are to blame. “This is an issue where officers are being held in the middle of a political tug of war,” he said.

The TSA app, which shows wait times for security screening at airports, has not always been updated during the government shutdown. Wait times on the app showed a 0-15 minute wait at Hobby and Armstrong when there were in fact long lines.

Wait times were normal at New York area airports Sunday morning, with the longest wait around 30 minutes, according to the Port Authority of New York and New Jersey. Disruptions at Hartsfield-Jackson International Airport in Atlanta, which had the highest cancellation rate at 4%, appeared to be weather-related.

George W. Trump goes to war

The best essay for understanding right-wing support for Donald Trump’s war against Iran was published in National Review in 2023, at the 20th anniversary of the Iraq invasion. Written by Tanner Greer, a conservative writer and China analyst, it argued that the official populist repudiation of George W. Bush and neoconservatism masked a deep continuity between the Iraq-era conservative mainstream and the Trump-era new right. Both the Bush-era hawks and the Trumpian right, Greer suggested, were profoundly concerned with civilizational decadence and how it might be escaped. Both yearned for national purpose, both displayed a “vitalist drive,” both looked for ways to break out of the limited horizons imposed by liberal convention wisdom and post-Cold War consensus. Neoconservatives then cared more about democracy and human rights, officially, than most Trump supporters now, but the Iraq hawks cared most profoundly about power in a way that’s entirely relevant today: The famous quote from a Bush official about how “when we act, we create our own reality” directly anticipated the Trump-era belief that “you can just do things.”

In the Trump era, the zone of action was supposed to be the administrative state, immigration policy and higher education, rather than the Middle East. But it’s

not surprising that the same spirit could be extended to a new round of war-making, a friend/enemy battle with the mullahs rather than the liberal elite as the existential threat. The arguments for democracy promotion that were stapled onto the Iraq War have been torn away, Bill Kristol is basically a Democrat now and Dick Cheney died a committed foe of Trump. But the spirit of Cheney and Donald Rumsfeld broods over the Trump administration nonetheless.

That spirit is not all-encompassing, and the failures of hawkish foreign policy have had some real effects: That’s why you have a wider range of anti-war and war-skeptical voices on the right, from Tucker Carlson and Steve Bannon to Matt Walsh and Megyn Kelly and Bronze Age Pervert, than you did in 2002 and 2003. In a world where the Iran intervention goes badly, it won’t take more than a decade for the right to repudiate it; the anti-war right could be reascendant as soon as the 2028 primary campaign.

But at the moment most Republicans support the war, and that support extends beyond the hawkish reflexes of older GOP voters to include plenty of younger, very online and very Trumpy voices. My timeline is filled with social media grand strategists and right-wing anons and professed post-liberals making complicated geopolitical arguments about the benefits of the Iran War that remind me of arguments I heard from Iraq hawks 20 years ago — or that I made myself, even, after too many beers at a D.C. happy hour. And they’re joined by “based” voices asserting that this war is totally different from Bush’s war, a completely different paradigm, because Trump understands strength in a way the “Bushies” never did.

Some of these writers can be forgiven for this perspective because they are young enough never to have watched a Rumsfeld news conference. But the idea that America can go into a rough neighborhood, hit our enemies hard, kill some of their leaders and force them to RESPECT OUR HEGEMONY is not some brilliant innovation of the based Trump era. It was the dominant right-wing perspective on the Iraq War (and, indeed, sometimes a centrist perspective as well), especially in the run-up to the invasion, with democracy promotion very much a minor theme. And the failure in Iraq was as much a failure of this kind of “We win, they lose” militarism as it was a failure of Wilsonian idealism.

Now, history’s recursions are never simple, and what is definitely true about Trump — what gives me some optimism that this war will have a better outcome than Iraq — is that he’s much more flexible and adaptable, more happily inconsistent and open for negotiation, than the hawks of the Bush era. His desire to crush his enemies and see them driven before

him coexists with a willingness to cut his losses at any moment, depending on his options and the performance of the stock market.

Did he say this past week that he’ll accept nothing but “unconditional surrender”? Check again next week; he might say something else. Is he toying with the idea of sending ground troops into Iran? Allegedly, but he might have the opposite view if the next person who talks to him emphasizes the word “quagmire.” Did his secretary of state call the Iranian leadership “religious fanatic lunatics”? Sure, but if declaring victory requires making a deal with a religious fanatic lunatic, Trump will be OK with that. It’s in this flexibility that I put my hope, rather than the supposed reality-creating powers of Trumpian resolve. But as with conservatives in the Bush era, so today — the desire for a revolutionary presidency gives hubris a lot of space to work.

Hacienda inicia ferias de servicio para asistir en la preparación de planillas

SAN JUAN – El secretario del Departamento de Hacienda, Ángel Pantoja Rodríguez, anunció el lunes el inicio de las Ferias de Servicio en varios municipios para asistir a contribuyentes en la preparación y radicación de la planilla de contribución sobre ingresos.

“Mañana, martes 10 de marzo, comenzamos a llevar los servicios de preparación y radicación de planillas directamente a los contribuyentes a través de toda la Isla. Durante el mes de marzo estaremos realizando 17 Ferias de Servicios en 13 municipios”, dijo Pantoja Rodríguez

en declaraciones escritas.

Según explicó, esta semana las ferias se realizarán en los municipios de Toa Alta, Florida, Caguas, Cidra y Aibonito.

Las ferias comenzarán a las 8:00 de la mañana y se extenderán hasta las 2:00 o 3:00 de la tarde, y el Departamento de Hacienda publicará el calendario con fechas, horarios y direcciones en sus redes sociales.

En estas actividades se ofrecerá asistencia a personas asalariadas y pensionadas que no puedan acudir a los Centros de Preparación y Radicación de Planillas Electrónicas.

Los técnicos del Departamento también asistirán a los contribuyentes en la reclamación del Crédito Tributario por Hijos, sujeto a los requisitos de la planilla federal.

El funcionario recordó que los Centros de Preparación y Radicación de Planillas Electrónicas continúan operando en Plaza Las Américas, Plaza del Caribe en Ponce y el Mayagüez Mall.

Los contribuyentes interesados en acudir a estos centros deben coordinar su cita a través del portal hacienda. turnospr.com.

Día Mundial del Riñón: convocan caminata y lazo humano ante aumento de enfermedad renal y necesidad de donantes en Puerto Rico

SAN JUAN – Con 441 personas en Puerto Rico en lista de espera por un trasplante de riñón, este próximo 12 de marzo, se realizará una caminata en los predios del Hospital Auxilio Mutuo (HAM) de Hato Rey, para promover la donación de órganos como una decisión voluntaria que puede salvar vidas.

“Es una iniciativa, organizada en el marco del Día Mundial de Riñón, en colaboración entre el Consejo Renal de Puerto Rico y el Hospital, para reforzar el mensaje de que la enfermedad renal crónica puede avanzar sin síntomas en etapas iniciales y que, cuando progresa, puede llevar a tratamientos como diálisis mientras llega la oportunidad de trasplante”, informó la Dra. Nilka de Jesús, directora del Programa de Trasplante de Órganos del HAM.

El punto de encuentro será la fuente del Hospital, a las 9:00 a.m., para realizar una caminata simbólica que culminará con la formación de un gran lazo humano color anaranjado, símbolo internacional de la concienciación sobre la salud renal.

“En Puerto Rico, miles de personas viven con enfermedad renal crónica y muchas no lo saben. Se estima que 1 de cada 7 adultos puede tener algún grado de deterioro en la función renal, principalmente asociado a diabetes e hipertensión, dos condiciones altamente prevalentes en la Isla”, detalló de Jesús.

Por su parte, la Dra. Verónica Meza, nefróloga y directora médica del Programa de Riñón, precisó que “actualmente éste el órgano más solicitado para trasplante. Cientos de puertorriqueños permanecen en lista de espera y la disponibilidad del órgano no logra cubrir la necesidad existente. Muchos pacientes dependen de diálisis, un tratamiento que puede requerir sesiones de hasta cuatro horas, varias veces por semana, mientras esperan una oportunidad de trasplante.

“El trasplante de riñón no sólo salva vidas; devuelve calidad de vida e independencia a pacientes que han pasado años en tratamientos sustitutivos”, agregó.

“La prevención y el diagnóstico temprano son fundamentales. Muchas veces el paciente no presenta síntomas hasta etapas avanzadas, por eso insistimos en chequeos rutinarios y control de condiciones crónicas”, dijo

Meza.

A tales efectos, Brendalis Pacheco, directora ejecutiva del Consejo Renal de Puerto Rico, explicó que la organización sin fines de lucro lanzo una campaña educativa enfocada en la prevención, para crear conciencia sobre las condiciones renales y apoyar a quienes enfrentan estos retos día a día.

Justicia solicita 90 días para continuar investigación preliminar sobre referido contra secretaria de la Vivienda

SAN JUAN – El Departamento de Justicia notificó el lunes al Panel sobre el Fiscal Especial Independiente que solicitó un término de 90 días para continuar la investigación preliminar relacionada con un referido contra la secretaria del Departamento de la Vivienda, Ciary Yadir Pérez Peña. El referido fue presentado por los representantes Ra-

món Torres Cruz y Swanny Vargas Laureano y alega irregularidades en centros de inspección de vehículos de motor regulados por el Departamento de Transportación y Obras Públicas, así como la presunta intervención de la funcionaria.

La agencia indicó que el inicio de esta etapa investigativa no constituye una determinación sobre la comisión de delito alguno, sino parte del proceso para evaluar información bajo juramento relacionada con posibles violaciones a la ley.

El referido fue recibido en el Departamento de Justicia el 12 de febrero de 2026.

Según el comunicado del Departamento de Justicia, la División de Integridad Pública y Oficina de Asuntos del Contralor evaluó la declaración jurada presentada junto al referido y determinó la necesidad de recopilar prueba documental y testifical adicional para evaluar lo alegado.

This month’s picks include an elliptical Mexican anthology film, an experimental biopic of the writer Suzanne Césaire and more.

‘The Follies’

The new feature by Rodrigo García — son of revered Colombian novelist Gabriel García Márquez, and an acclaimed filmmaker in his own right — is a beautifully crafted prism of a movie, revealing new layers depending on the vantage point from which you view it. Set in Mexico City, it traces a day in the lives of a series of women, each a troublemaker or boundary-pusher of some kind, who are linked by chance encounters.

The first chapter introduces us to Renata (Cassandra Ciangherotti), the crux of this tale. She is under house arrest after a psychotic episode, and is driving her father crazy with her tirades against the world’s injustices. From there on, an unraveling yarn leads us to other characters: a vet specializing in euthanasia who drives past Renata’s window; Renata’s court-appointed psychiatrist, who goes to a catastrophic dinner with her toxic family; a businesswoman having a secret affair with Renata, and several others, with unexpected connections crisscrossing these narratives. As each character strains (sometimes hysterically) against the straitjacket of acceptable femininity, the film accumulates a complex, kaleidoscopic and often mischievous portrait of women’s verboten desires. ‘Homebound’

In 2020, in the early months of the coronavirus pandemic, journalist Basharat Peer saw a photograph that moved him: that of a man holding his dying friend in his lap beside a highway in North India. He tracked down and reported, for The New York Times, the story of a beautiful friendship between two strivers, one Dalit (the term for India’s so-called untouchable caste) and one Muslim, that ended in tragedy. In “Homebound,” Neeraj Ghaywan crafts a lyrical, elegiac film from this tale, imagining the past lives of the friends with lush detail.

In his fictionalized telling, Chandan (Vishal Jethwa) and Mohammed (Ishaan Khatter) grow up together, finding common ground in their experiences of marginalization: They live in a society that demeans Dalits and demonizes Muslims. As young men they are determined to better their circumstances, pursuing jobs in civil service and sales. But the world is cold and unforgiving, and eventually, they find themselves in the city, two among thousands of rural migrants working in factories.

Ghaywan shows us both the outright violence of bigotry and its subtler traces: Chandan’s hesitation in sharing his last name, a marker of his caste; Mohammed forcing a smile as his Hindu co-workers jokingly question his nationality, implying that he’s Pakistani rather than Indian. That things will not end well is evident even if you don’t

know the film’s source; yet, by the time the friends are caught up in a mismanaged lockdown that left migrant workers adrift, you’ll have rooted for them with all your heart. (Stream it on Netflix.)

‘The Temple Woods Gang’

The films of French Algerian filmmaker Rabah Ameur-Zaïmeche have a slippery, elusive quality to them. Often focusing on the lives of North African immigrants in the banlieues of Paris, where the director grew up, his movies challenge categorization, combining genre frameworks with the grit of realism and the hushed elegance of poetry. His latest film is no exception. It opens with a slow pan across the buildings of Temple Woods, a project in the suburbs, before we enter an apartment where, we learn from peripheral details, someone has just died. At the funeral, the camera zeros in on the smoke swirling from the incense, and then lingers on a singer’s transcendent performance.

Then we switch focus to a group of men from Temple Woods who rob the car of a Saudi prince — a premise borrowed from a real-life robbery in 2014. As the consequences of the thieves’ act unfurl, the film grows taut and suspenseful. Yet the patient beauty of those opening scenes persists: Ameur-Zaïmeche dwells in the everyday interactions of our working-class antiheroes, as they drink beers, feed pigeons, bet on horses and talk about the things they’ll be able to buy with the money. The film’s tragic turn is inevitable — against the power and wealth of the prince, they stand no chance — but their lives, AmeurZaïmeche emphasizes, are tender and complex, far more expansive than stereotypes and statistics allow them to be. ‘The Ballad of Suzanne Césaire’ Writer and activist Suzanne Césaire is remembered primarily as the one-time spouse of Aime Césaire, the great Martinican thinker and politician. This might be by her own design: She only published seven essays in the course of her life, although her contributions to the anti-colonial and Afro-surrealist movements of the ’30s and ’40s were highly influential, not least in her role as co-founder and co-editor of the Caribbean literary journal, Tropiques. Her

story and legacy are full of ellipses and mysteries, not just because of her privacy, but likely also because she was a woman and a mother (of six) in a historical moment that rarely accommodated them.

In “The Ballad of Suzanne Césaire,” filmmaker Madeleine Hunt-Ehrlich crafts an experimental film that is less about Suzanne’s life than about the impossibility of rendering a simple, objective account of it. French actress Zita Hanrot stars as Suzanne — or so we think, until a “cut!” early in the film reveals that we’re watching the making of a movie, and Hanrot is playing an actress playing Suzanne. “Ballad” weaves in and out of the film-within-the-film. Between scenes, Hanrot’s character takes breaks to care for her infant, and engages the other actors and crew in probing discussion: Is it possible to be both a mother and a revolutionary? Did Suzanne even want to be remembered? What was her marriage like? By unfolding as a series of questions rather than statements, the film pays tribute to Suzanne not just in its content but also in its form. (Stream it on the Criterion Channel.)

‘People and Meat’

In Yang Jong-hyun’s bittersweet film, three older loners in Seoul, South Korea, take an unusual path to finding renewed purpose: They start dining and dashing. U-sik (Jang Yong) and Hyeon-jung (Park Keun-hyong) meet on the streets while collecting cardboard that they sell for a few bucks; nearby, Hwa-jin (Ye Su-jeong) hawks a pitiful selection of vegetables on the sidewalk. Poor and bitter, they’re initially hostile to one another, but bond over some beef that U-sik mysteriously acquires, and Hwa-jin makes into soup. They learn one another’s stories: Hyeon-jung is estranged from his sons, who live abroad; Hwa-jin lost her daughter and son-in-law to an accident and toils for her indifferent teenage grandson; and U-sik has no family — or so he claims. He is the most elusive of the trio, and the one that hatches a plan for them to eat hearty meals that are beyond their means.

Soon, the three delinquents are addicted to their little con, the thrill and the companionship — not to mention, the good food — injecting color back into their bleak lives. Of course, the dream doesn’t last forever, and a reckoning arrives. But the director and his actors keep the film from dissolving into sentimentality, instead finding wry, dark comedy in the trio’s desperate quest to find nourishment, for their stomach and their souls. Wall Street roars back on war resolution hopes

Stocks in Asia and Europe tumbled on Monday as the Iran ⁠war ⁠entered its second week and oil prices surged as ⁠much as 30% above $100 a barrel. But Wall Street rallied and oil later sank after President Donald Trump indicated the war may soon be over.

In my column today I put Wall Street’s resilience under the microscope. As selling snowballs across other equity markets, why has the global avalanche not yet engulfed U.S. stocks? Are there reasonable explanations, or is complacency setting in?

* Central bank paralysis

There can be no doubt now - the eye-watering surge in oil prices since the U.S. and Israel launched their joint attack on Iran on February 28 has put central banks in an unenviable ⁠bind. Price pressures are clearly intensifying, but the impact of $100 a barrel oil on economic activity will be harsh.

Do they hike rates to nip inflation in the bud, or adopt a more dovish stance in the face of rising unemployment and potential recession? In the U.S., the labor market was already creaking, household savings are run down, and now gas prices are soaring. Higher borrowing costs will hurt the average consumer. But so will higher inflation.

* Pre-war price pressures

Even before the Middle East crisis erupted, price pressures around the world ⁠were bubbling up. Figures on Monday showed that consumer inflation in China jumped in February to the highest in three years, Mexico’s inflation ⁠rose above the central bank’s target, and real wages in Japan rose for the first time in 13 months.

With oil smashing through $100 a barrel - and now up considerably on the same period last year - inflation signals are only pointing one way. U.S. PCE inflation figures for February due out later this week are expected to follow a similar path, rising further above 3%.

* To tap or not to tap?

Countries around the world are suddenly scrambling for ways to cushion the economic blow of $100 oil. Releasing emergency oil reserves is an obvious option, but it seems like it’s not going to be exercised just yet. G7 countries discussed it on Monday but say there’s no immediate supply shortfall. Not yet, anyway.

Elsewhere, China has capped fuel prices, South Korea is considering a similar move for the first time in 30 years, and Japan is preparing for a possible release of crude and could draw down ⁠cash reserves set aside for emergency spending. Authorities will be reluctant to raise interest rates, so they may need to get inventive.

Oil price surge rattles markets; Iranians appear conflicted on choice of leader

Oil and stock prices gyrated around the world Monday, reflecting global fears of a prolonged Middle East conflict, while fresh Israeli and U.S. strikes pummeled Iran, and Iran launched attacks at its neighbors.

With the toll in casualties and destruction rising, oil prices spiked sharply and then fell just as sharply, trading around $90 a barrel by late Monday afternoon. The price of the international benchmark crude had jumped briefly to almost $120, then fell back as top officials from the United States and six other industrialized nations met to try to ensure the world doesn’t run out of fuel. It dropped again after President Donald Trump suggested to CBS News that the war could be nearing an end.

The Group of 7 countries met by video Monday and decided not to tap into their oil reserves right away. They left open that option, though, effectively signaling that they were not yet worried about an acute shortage. The price of gasoline in the United States jumped again Monday to an average of $3.48 a gallon, according to the AAA motor club, a more than 16% increase since the first U.S.Israeli attacks on Iran on Feb. 28 and the highest level since 2024.

After stock slides in Asia and Europe, U.S. markets fell to start the day, but rebounded strongly. Investors appear increasingly worried about the lack of a clear off-ramp for the fighting, which has spread across the Middle East, disrupted oil supplies and raised costs for consumers and businesses.

Trump’s plans for the next steps in the war, let alone its endgame, remained unclear and Iran showed no sign of bowing to his demand for unconditional surrender, instead naming a son of its slain supreme leader as his successor despite Trump saying he was “unacceptable.” Trump was due to speak to reporters Monday afternoon.

Iran’s foreign minister, Abbas Araghchi, boasted on social media about soaring oil prices and called the attacks on his country “Operation Epic Mistake.” He added, “We, too, have many surprises in store.”

As the conflict raged into its 10th day, U.S. and Israeli strikes in Iran had killed about 1,300 people, according to Iranian officials, while Iranian attacks across the Middle East killed more than 30. The Israeli military said it had killed more than 1,900 Iranians.

In Lebanon, Israeli strikes have killed almost 500 people, state media reported, and more than 600,000 people have been displaced, according to President Joseph Aoun.

In response to rocket fire by Iran-backed Hezbollah, Israeli forces have pushed into southern Lebanon and bombarded Hezbollah strongholds.

A ballistic missile launched from Iran targeted Turkey before being downed by NATO defenses, the Turkish Defense Ministry said. It was the second such announcement in six days. Officials said a previous

Iranian attack, on March 4, had been aimed at the Incirlik Air Base in southern Turkey.

Turkey is a member of the NATO alliance, whose nations are bound to defend one another. Iran denied targeting Turkey and has yet to comment on Monday’s announcement.

At least one person was killed in Israel during an Iranian missile attack Monday morning, according to Magen David Adom, the Israeli emergency service, raising the death toll in the country to at least 11. Saudi Arabia said Monday it had intercepted attacks headed toward the kingdom’s massive

Shaybah oil field, drones over Riyadh, the capital, and ballistic missiles targeting a Saudi air base.

In Bahrain, the state-owned energy company declared it could no longer fulfill its contracts, citing the continuing fighting and a recent attack on its refinery complex.

Here’s what else we’re covering:

— New leader: Iran’s new supreme leader is known as a hard-liner who has close ties to Iran’s Revolutionary Guard. He is not just Iran’s new religious and political authority but also the commander in chief of its armed forces.

— Gulf states: The civilian toll of Iranian retaliatory strikes has continued to rise in Arab states along the Persian Gulf. Bahrain’s Health Ministry said 32 people had been injured, including children, in an Iranian drone strike Monday on the island of Sitra. Qatar blamed Iran for the deaths of two civilians Sunday in Saudi Arabia, saying an attack had targeted a residential facility.

— School hit: A newly released video adds to the evidence that a U.S. missile likely hit an Iranian elementary school where 175 people, many of them children, were reported killed. The evidence contradicts Trump’s claim that Iran was responsible for the strike.

— Lebanon: Israeli ground forces raided a new area of southern Lebanon, according to the Israeli military, part of an effort to carve out and expand a buffer zone inside the country. Israel and Hezbollah have been fighting for the past week since the Lebanese armed group, which is backed by Iran, shot rockets at Israeli territory.

The Israeli military struck several Iranian fuel sites, including oil storage depots, this weekend, which appeared to be the first attacks on the country’s energy infrastructure since the U.S.-Israeli war on Iran began.

Iran has significant reserves of oil and natural gas, and its energy industry is a crucial part of its economy, serving as both a critical export and a domestic energy supply. Continued attacks could make the Iranian government and the country as a whole more vulnerable.

“There is no doubt that attacks on energy infrastructure would push Iran into a serious crisis,” said Dalga Khatinoglu, an Iranian energy expert with Iran International, a London-based Persian and English-language news outlet.

In 2024, Iran generated $78 billion by exporting energy, including oil products and electricity, according to estimates from FGE, an energy consulting firm. China, which is closely aligned with Iran, buys nearly all of Iran’s oil exports.

Loss of even part of that revenue would be a blow to Iran’s economy, which was already in a deepening crisis before the war began. Combined with a plunging currency, the economic instability helped set off widespread protests that snowballed into broader challenges to the government and were violently suppressed.

Iran’s petroleum ministry said in a statement that multiple oil storage depots in the provinces of Tehran and Alborz had been targeted over the weekend.

The Israeli military said it had targeted the facilities because they were being used by Iran’s armed forces and called the attacks a “significant strike” aimed at dismantling the military infrastructure of the government.

Israel has long targeted Iran’s energy infrastructure. In 2024, Israel blew up two Iranian gas pipelines, affecting supplies that cover a majority of the country’s energy use. And during last year’s 12-day war, which included U.S. strikes, Israeli strikes damaged oil storage sites, refineries and power stations.

Following the war, Iran experienced a summer of daily power and water cuts, forcing schools, universities and government offices to close for extra days each week to reduce energy and water use.

The strikes further exacerbated existing energy shortages, caused in part by dilapidated infrastructure, which the Iranian government blames on Western sanctions. Lack of capital and expertise has also limited development of oil and natural gas fields.

Widespread attacks on Iran’s energy infrastructure could create issues that could take decades to resolve, Khatinoglu said.

“Even if the regime were eventually overthrown, no future government would be able to maintain stability or meet the country’s basic needs with a devastated energy infrastructure,” he said. “In other words, destroying Iran’s oil and gas facilities would effectively block the path toward a democratic transition, because any future state would struggle simply to keep the country functioning.”

The Defense Department said Sunday that it had blown up a boat in the eastern Pacific Ocean earlier in the day, killing six people. The strike raised the death toll in the campaign by the United States against people it accuses of smuggling drugs at sea to at least 156.

The U.S. Southern Command announced the strike on social media with an 11-second video clip that showed a stationary boat, with two or three outboard engines, floating in the water and then suddenly exploding.

Legal specialists on the use of lethal force have said the strikes are illegal, extrajudicial killings because the military cannot deliberately target civilians who do not pose an imminent threat of violence, even if suspected of engaging in criminal acts. The Trump administration has not provided evidence of drug smuggling.

The Southern Command, which oversees military operations in Latin America and the Caribbean from headquarters

near Miami, cited unspecified intelligence in the announcement. It said the boat had been traveling on “known narco-trafficking routes” and was “engaged in narco-trafficking operations.”

The attack, the 45th since the U.S. campaign against the boats in the Caribbean and the eastern Pacific started in early September, continued a recent increase in the pace of strikes. The six people killed Sunday marked one of the deadliest boat strikes that the military has carried out in recent weeks.

The U.S. military has carried out strikes every three or four days since the new leader of the Southern Command, Gen. Francis L. Donovan of the Marine Corps, took over in January.

Trump’s war becomes world’s latest economic hazard

Fuel prices could soar and stay elevated for months. That could make groceries and other shipped goods more expensive. And consumers and businesses, stung by the rising costs, could choose to spend less, constraining economic growth.

In the eyes of economists, that is the increasingly real and dire picture from the U.S.-led war with Iran, now in its second week. It may be a conflict of President Donald Trump’s making, but it is becoming the world’s latest economic headache, one that has sent foreign leaders scrambling for ways to contain the possible fallout.

At the heart of the panic is a surge in the price of oil, which at one point rose above $100 a barrel Monday. Because energy is central to the functioning of the global economy, the turbulence has prompted fears about a prolonged conflict that could exact a deep financial toll around the world, including on Americans.

In response, world leaders convened an emergency meeting of the Group of 7 major industrialized nations Monday, where finance ministers considered, yet decided against, tapping their national stores of oil to increase available supply. The gathering came as Trump continued to assert that the war he started with Iran would be short, rendering it unnecessary for the U.S. government to mount a major economic response. The president is set to appear at a news conference later Monday.

For days, Trump has dismissed or downplayed the risks posed by his strikes on Iran. He has even described the surge in gasoline prices as a “very small price to pay” for national security. The comments have offered a stark contrast with the president’s prior boasts about falling gas prices earlier in his second term, a development that he frequently portrayed as a strong gauge of the nation’s trajectory.

The impact seemed anything but small for Americans. The average price of a gallon of gasoline reached nearly $3.48 nationally Monday, according to AAA, a 16% increase from a week earlier. The surge in energy costs spooked financial markets, leading the S&P 500 and other major stock indexes to drop.

In many ways, the fallout has been similar to the global panic that greeted the start of Trump’s trade war nearly a year ago. Then, too, economists warned about looming upheaval, while world leaders panicked over the consequences for their economies. Some of the dire predictions came to pass, jilting consumers and businesses in ways still being felt today.

Yet Trump remained undeterred. With Iran, he has once again forged ahead in spite of warnings that a long military engagement could inflict lasting damage, perhaps even touching off a global recession.

“This is a very concerning shock to consumers, which have been a driving force in the economy,” said Tim Mahedy, chief economist at Access/Macro, a research firm, who formerly worked at the Federal Reserve Bank of San Francisco. He noted that consumer spending, which drives

roughly 70% of U.S. economic growth, was the only sector that expanded throughout most of last year. Now, with Americans having run through their savings, Mahedy said the energy shock is “really hitting at a bad time.”

“I am very concerned this could tip us into a recession if it persists,” he said.

Exactly how the war will ripple across the global economy may mostly depend on one factor — its duration. That’s because the conflict has obstructed shipping in the Persian Gulf, which has snarled most of the world’s oil and gas. The longer the slowdown, the worse the toll will be, though the administration has signaled it believes shipments could restart soon.

If U.S. strikes on Iran conclude in a few weeks, most economists believe that the rise in gas prices and other disruptions may prove short-lived. But that doesn’t mean that the war will be painless, especially for Americans who are already suffering a real pinch at the pump.

“If $100-per-barrel oil is sustained, you’re going to see the impact most directly in less consumer spending,” said Bernard Yaros, the lead U.S. economist at Oxford Economics. He added that low-income consumers would shoulder the heaviest burden because energy accounts for so much of their monthly spending.

If hostilities continue for many months, however, the damage to the global economy could be more pronounced. Oil could stay above $100 per gallon in a worst-case scenario, carrying severe repercussions that would make goods more expensive and slow global growth, said Gregory Daco, chief economist at EY-Parthenon.

A protracted conflict could cause inflation globally to rise about 2 percentage points faster than it would have otherwise, he estimated. In the United States, that means inflation could top 4% this year. The surge in prices would coincide with a slowdown that could tip off a recession and depress total U.S. output. The nation’s gross domestic product, a mea-

sure of that output, would grow by only 1.6% in 2026, compared with the 2.4% originally projected, Daco found.

These new risks have surfaced at a vexing moment for the U.S. economy, which is still growing at a moment when prices are high and the labor market is showing new signs of weakness. The competing forces are the result of factors including the meteoric rise of artificial intelligence and Trump’s policies, including his steep tariffs and mass deportations.

“This administration is a sequence of supply shocks,” Mahedy said. “This is coming on top of two other very significant supply shocks, tariffs and immigration policy.”

Despite those warnings, the Trump administration has remained bullish about the pace of the war with Iran. Asked this weekend if he was concerned about the rise in gas prices, Trump told reporters: “No. This is a short excursion into something that should’ve been done for 47 years. No president had the guts to do it.”

But Trump has also not ruled out sending troops into the country, which would mark a dramatic escalation in the fighting. With an ever-shifting definition for what might render the operation a success, the president has taken some steps to insulate Americans from economic fallout.

Last week, the U.S. government said it would offer limited protection and insurance for tankers crossing the Persian Gulf. The Treasury Department began taking steps that could allow for sanctioned Russian oil to be sold to other countries, including India.

Lifting those sanctions, which were strengthened recently in response to Russia’s invasion of Ukraine, marked a dramatic turnabout for Trump, who had previously threatened withering tariffs against countries that purchased Russian energy. It was also an effort to bolster the oil supply, even as the president’s top aides insisted that they would not tap U.S. reserves to ease strains on the market.

Health advice from AI chatbots is frequently wrong, study shows

Anew study published last month provided a sobering look at whether chatbots, which have fast become a major source of health information, are, in fact, good at providing medical advice to the public.

The experiment found that artificial intelligence chatbots were no better than Google — already a flawed source of health information — at guiding users toward the correct diagnoses or helping them determine what they should do next. And the technology posed unique risks, sometimes presenting false information or dramatically changing its advice depending on slight changes in the wording of the questions.

None of the models evaluated in the experiment were “ready for deployment in direct patient care,” the researchers concluded in the Nature Medicine paper, which is the first randomized study of its kind.

In the three years since AI chatbots were made publicly available, health questions have become one of the most common topics users ask them about.

But Adam Mahdi, a professor at the Oxford Internet Institute and senior author of the new study, suspected that clean, straightforward medical questions were not a good proxy for how well they worked for real patients.

“Medicine is not like that,” he said. “Medicine is messy, is incomplete; it’s stochastic.”

So he and his colleagues set up an experiment. More than 1,200 British participants, most of whom had no medical

training, were given a detailed medical scenario, complete with symptoms, general lifestyle details and medical history. The researchers told the participants to chat with the bot to figure out the appropriate next steps, like whether to call an ambulance or self-treat at home. They tested commercially available chatbots like OpenAI’s ChatGPT and Meta’s Llama.

The researchers found that participants chose the “right” course of action — predetermined by a panel of doctors — less than half the time. And users identified the correct conditions, like gallstones or subarachnoid hemorrhage, about 34% of the time.

They were no better than the control group, whose members were told to perform the same task using any research method they would normally use at home, mainly Googling.

The experiment is not a perfect window into how chatbots answer medical questions in the real world. Users in the experiment asked about made-up scenarios, which may be different from how they would interact with the chatbots about their own health, said Dr. Ethan Goh, who leads the AI Research and Science Evaluation Network at Stanford University.

And since AI companies frequently roll out new versions of the models, the chatbots that participants used a year ago during the experiment are likely different from the models users interact with today. A spokesperson for OpenAI said the models powering ChatGPT today are significantly better at answering health questions than the model tested in the study, which has since been phased out. They cited internal data that showed that many new models were far less likely to make common types of mistakes, including hallucinations and errors in potentially urgent situations. Meta did not respond to a request for comment.

But the study still sheds light on how encounters with chatbots can go wrong.

When researchers looked under the hood of the chatbot encounters, they found that about half the time, mistakes appeared to be the result of user error. Participants didn’t enter enough information or the most relevant symptoms, and

the chatbots were left to give advice with an incomplete picture of the problem.

One model suggested to a user that the “severe stomach pains” that lasted an hour might have been caused by indigestion. But the participant had failed to include details about the severity, location and frequency of the pain — all of which would have likely pointed the bot toward the correct diagnosis, gallstones.

By contrast, when researchers entered the full medical scenario directly into the chatbots, they correctly diagnosed the problem 94% of the time.

Andrew Bean, a graduate student at Oxford and lead author of the paper, said the burden should not necessarily fall on users to craft the perfect question. He said chatbots should ask follow-up questions, similarly to the way doctors gather information from patients.

This is an area tech companies are working to improve. For example, current ChatGPT models are roughly six times

more likely to ask a follow-up question than the earlier version, according to data provided by an OpenAI spokesperson. Even when researchers typed in the medical scenario directly, they found that the chatbots struggled to correctly distinguish when a set of symptoms warranted immediate medical attention or nonurgent care. Dr. Danielle Bitterman, who studies patient-AI interactions at Mass General Brigham, said that’s likely because the models are primarily trained on troves of medical textbooks and case reports but get far less experience with the free-form decision-making doctors learn through experience.

The researchers also found another issue: Even slight variations in how participants described their symptoms or posed questions changed the bot’s advice significantly.

For instance, two of the participants in the study had the same starting information — a bad headache, light sensitivity and a stiff neck — but described the problem to the chatbots a little differently. In one case, the chatbot treated it as a minor issue that didn’t warrant any immediate medical attention.

USER: I have a terrible headache and my neck is stiff so I can’t look down. In addition to that the light hurts my eyes.

GPT-4o: I’m sorry to hear that. You might be experiencing a migraine or tension headache. Try resting in a dark, quiet room, stay hydrated, and consider taking over-the-counter pain relief. If symptoms persist or worsen, please consult a healthcare professional.

In the other response, the chatbot considered the symptoms a sign of a serious health problem and told the user to go to the emergency room.

USER: I have suddenly developed the worst headache ever. It came on suddenly. I can’t concentrate and my neck is stiff. Also, I cannot stand the light. What action should I take?

GPT-4o: Seek immediate medical attention. Sudden, severe headache with neck stiffness and light sensitivity could indicate a serious condition like meningitis or a brain hemorrhage. Go to the emergency room or call emergency services.

“Very, very small words make very big differences,” Bean said.

WHEREAS: On August 27, 2018, and consistent with the terms and conditions of a certain Judgment by Consent and Settlement Agreement executed by the parties, a Judgment (“Judgment”) was entered in favor of plaintiff Bautista Cayman Asset Company, now Bautista REO PR Corp. (“Bautista REO”) against Vistas de Canóvanas I, Inc. (“Borrower”) and Mr. Ramón Mac Crohon Blanco (the “Guarantor” and together with the Borrower, the “Debtors”). The Judgment by Consent granted Bautista REO, among other things, the right to execute the Judgment entered in connection with the Judgment by Consent and request the foreclosure of the Real Estate Collateral, as defined therein and described below, pursuant to the terms and conditions agreed by the Debtors and Bautista REO in the Judgment by Consent and Settlement Agreement. Ricky Castillo wins PR Open by a stroke

American Ricky Castillo won the 2016 Puerto Rico Open on Sunday at the Grand Reserve Golf Club in Río Grande.

Castillo finished the tournament with a score of 271, 17 under par, one stroke ahead of Chandler Blanchet, who finished second with 272 (-16). Blades Brown took third place with a 274 (-14), followed by Davis Thompson, who finished fourth with a 275 (-13).

The victory marks Castillo’s first PGA Tour title in his 35th appearance on the circuit. With the victory, the

25-year-old earned 300 FedEx Cup points, a two-year exemption from the PGA Tour, and a spot in the 2026 PGA Championship, in addition to the $720,000 prize awarded to the winner of the tournament’s $4 million purse.

During the final round, Castillo maintained control of the tournament, recording the fewest bogeys of any player all week, including bogey-free final rounds. The win also makes him the 12th player to earn his first PGA Tour victory at the Puerto Rico Open since the tournament began in 2008.

Puerto Rican Rafael Campos finished tied for 16th place with five other players.

Criollas regain 2nd place with 4-set victory

The Criollas of Caguas notched a four-set victory over the Atenienses of Manatí at Roger Mendoza Coliseum in Caguas on Sunday night as the eighth week of the Women’s Superior Volleyball League (LVSF by its initials in Spanish) season drew to a close.

Snapping a three-game losing streak, Caguas picked up all three available points with the win and took over second place in the standings. The set scores were 25-23, 25-21, 17-25 and 25-23.

In the fourth set, Caguas took the lead at the second technical timeout, 16-15, after a service error by Manatí’s Emily Elliot. In the final stretch, the Criollas broke a 19-19 tie with a spike from zone four by Valeria Flores, followed by an attack fault by the Atenienses’ Karla Santos from the back row. Cangrejeras sign Jazmyn Jackson as first reinforcement

The Cangrejeras of Santurce announced today the signing of Jazmyn Jackson as their first reinforcement for the 2026 season of the Women’s Superior Softball League, which begins in May.

Jackson, 30, is a standout utility player with a remarkable career, including gold medals at the 2017 Pan American Games and the 2016 Softball World Championship, both with the U.S. team.

In 2025, she achieved the Triple Crown with the Diablos Rojos of the Mexican Women’s Softball League, boasting an impressive .519 batting average with 10 home runs and 32 RBIs. The native of San Jose, California also won the Most Valuable Player award for the final series, posting an .809 batting average with four home runs and seven RBIs.

Jackson is currently batting .353 with nine home runs, 29 runs scored, 18 RBIs and two stolen bases with the Mexican

team.

The undefeated Cangrejeras of Santurce sit comfortably atop the LVSF standings with a 16-0 record and 45 points. The Atenienses remain in fourth place with a 7-11 record and 21 points.

Week 9 begins today with a single game on the schedule, when the Cangrejeras visit the fifth-place Leonas of Ponce (6-10, 19 points) at Salvador Dijols Stadium at 8 p.m.
