Feasibility of rainwater collection systems at residential level is subject

Faced with the possibility of an acute drought that forces a water rationing program, Rep. José “Che” Pérez Cordero announced on Monday the filing of a measure that seeks to investigate the possibility of installing water collection and storage systems from rainfall at residences.

“Rainwater harvesting offers multiple environmental, eco nomic and social benefits,” said Pérez Cordero, who chairs the Judiciary Committee in the lower chamber of the island Legislature. “Among these is the reduction of the demand on public aqueduct systems, the reduction of the volume of runoff that contributes to the erosion and sedimentation of our bodies of water, as well as the reduction of costs associated with the treatment and distribution of the resource. Catchment systems strengthen the resilience of households, businesses, and institutions to service interruptions.”

Various jurisdictions, such as the U.S. Virgin Islands and the Hawaiian island of Oahu, among others, have adopted innovative measures to promote stormwater harvesting.

In the U.S.V.I., there is legislation in place that requires the installation of rainwater storage systems in certain residential and commercial structures. Such initiatives have helped strengthen water resilience and reduce dependence on centralized systems in the communities where they have been implemented.

Puerto Rico receives significant amounts of precipitation for much of the year. The collection and storage of rainwater, the at-large lawmaker noted, represents a viable alternative to com

plement traditional sources of supply, particularly for agricultural, domestic and commercial uses, and even for human consumption through adequate treatment and purification systems.

“The Aqueduct and Sewer Authority faces challenges such as the need to strengthen the resilience of the distribution system, diversify available water sources, and address the effects of climate change on Puerto Rico’s water resources,” Pérez Cordero. “It is meritorious that this Legislative Assembly evaluates additional alternatives for the sustainable management of water resources.”

House approves $13.18 billion General Fund budget

The island House of Representatives approved by voice vote on Monday a $13.18 billion General Fund budget for fiscal year 2027, advancing a spending plan that outlines operating funds for the executive branch, the Legislature and the judicial branch.

The measure, House Resolution 356, assigns $13,180,532,000 from the General Fund.

The resolution, introduced by House Speaker Carlos “Johnny” Méndez Núñez and more than 30 representatives, details agen cy‑by‑agency appropriations, with public safety and health services emerging as the largest spending areas, according to the document.

The budget dedicates $1.23 billion to public safety agencies, including the Puerto Rico Police Bureau, Firefighters Bureau, Emergency Medical Corps and Emergency Management Bureau.

The Police Bureau alone receives $1.07 billion, driven largely by payroll, overtime, PayGo pension obligations and $27.8 million for cadet recruitment. The Firefighters Bureau receives $82.5 mi llion, while the Emergency Medical Corps is assigned $27 million.

The Department of Public Safety’s shared services component is funded at $33.9 million.

The health sector receives some of the most substantial ap propriations, including: $1.03 billion for the Health Insurance Services Administration, almost entirely for insurance premium payments under the government health plan; and $514.2 million for the Health Department, covering payroll, hospital operations, public health programs and federal matching requirements, as well as additional allocations for the University Pediatric Hospital, Uni versity Hospital (Adult), HURRA in Bayamón and the Intellectual Disability Program.

The Health Department’s budget includes targeted funding for autism services, emergency room operations, pediatric cancer treatment, hepatitis C testing and the Catastrophic Illnesses Fund.

With the House majority signaling support, the measure was expected to clear the chamber before moving to the Senate. Law makers emphasized that the spending plan maintains essential services while meeting federally mandated pension and healthcare obligations.

The budget vote comes as Puerto Rico continues navigating post-bankruptcy fiscal controls and federal oversight. The Financial Oversight and Management Board is expected to review the final legislative version once both chambers complete action.

Senate confirms Ríos Pierluisi as DDEC secretary

The island Senate on Monday confirmed attorney Carlos Ríos Pierluisi as secretary of the Department of Economic Development and Commerce (DDEC by its acronym in Spanish).

The voice vote followed a hearing before the Senate Committee on Innovation, Reform and Appointments during which the nominee outlined his professional background, economic vision and priorities for the agency.

The Senate leadership announced at the time that Ríos Pierluisi’s nomination was going to be approved, during today’s legislative session.

Senate President Thomas Rivera Schatz praised the nominee’s qualifications and urged him to maintain independence in decision-making.

“I believe you are an honorable and capable person. … Do not allow anyone to pressure you into making an incorrect determination,” Rivera Schatz said. “Submit legislation that allows us to help you. What we want is to work with honesty. Do the job well.”

Ríos Pierluisi highlighted a career shaped by legal, judicial and administrative work, including leadership roles within DDEC, the Puerto Rico Industrial Development Company (PRIDCO), and most recently the Roosevelt Roads Local Redevelopment

He began his professional path after completing studies in biochemistry at Villanova University, earning a law degree from the University of Puerto Rico, and obtaining an LL.M. from Georgetown University. He later served as a law clerk at the Puerto Rico Supreme Court before joining DDEC in 2019.

As part of his presentation, Ríos Pierluisi emphasized his tenure as PRIDCO’s executive director, where he said he strengthened the corporation’s finances, streamlined administrative processes and advanced strategic industrial development projects. Among the results he cited were increased fiscal plan revenues, debt restructuring,

expansion of industrial operations, and implementation of a new classification and compensation plan for employees.

He also pointed to his work as DDEC’s deputy secretary, where he led initiatives focused on deregulation, modernization of internal processes and digitalization of services. The nominee underscored his involvement in efforts to attract investment, support entrepreneurship, and enhance Puerto Rico’s economic competitiveness.

“My leadership philosophy has always been simple: less protagonism, more collaboration and teamwork, because that is how we build the solutions and the future Puerto Rico needs,” he said.

Ríos Pierluisi said he will continue

advancing a strategy centered on job creation, strengthening local entrepreneurship, attracting investment, and developing emerging industries. He stressed the importance of cultivating Puerto Rican talent and fostering collaboration among government, academia and the private sector.

“I will ensure that DDEC remains a facilitator of opportunities,” he said. “That every small and midsize Puerto Rican business that comes to us finds an institution ready to help. That every investor sees in Puerto Rico a stable place to grow. That every young person sees real opportunities to build their life project here.”

Senators from both parties expressed support for the nominee, highlighting his youth and leadership.

“You are our hope. … We need young people like you who dare,” Senate Vice President Carmelo Ríos Santiago said.

Sen. Nitza Morán Trinidad added that “we are in good hands and we believe in you because Puerto Rico needs a sustainable economic development system.”

In response to questions from Sen. Ángel Toledo López and Popular Democratic Party spokesperson Luis Javier Hernández Ortiz regarding credibility in procurement processes, Ríos Pierluisi said he would not yield to pressure from “absolutely anyone” and pledged to hire qualified personnel rather than political loyalists. He also committed to reporting any improper pressure.

House passes fiscal responsibility bill in step toward a post-fiscal board future

Speaker of the Puerto Rico House of Representatives Carlos “Johnny” Méndez Nuñez, along with House Finance Committee Chairman Eddie Charbonier Chinea, announced on Monday the approval of bills 1261 and 1262, which lay the foundation for unprecedented fiscal responsibility in the island government.

“This package of measures that we approved is aimed at creating an unprecedented infrastructure for the management of public funds through transparency and total fiscal responsibility, which will place Puerto Rico closer to fulfilling all the goals established in the Puerto Rico Oversight, Management and Economic Stability Act, better known as PROMESA,” the House speaker said.

Charbonier emphasized that the measures

approved in the lower chamber represent “the beginning of a post-Financial Oversight and Management Board Puerto Rico.”

“These bills represent a new way of using the people of Puerto Rico’s funds with greater fiscal discipline and clarity,” he said of the measures filed by Gov. Jenniffer González Colón.

House Bill (HB) 1261, which passed unanimously (48-0), seeks to create the Budget Stabilization Reserve Fund to reach the 13.5% cap on the total balance in the General Fund allocated for expenditures. During this fiscal year (2025-2026), which ends on June 30, the Reserve Fund will receive a deposit of $729 million.

Likewise, the House approved (48-0) HB 1262, which creates the “Puerto Rico Government Public Capital Projects Fund,” thus establishing a permanent fiscal and managerial structure that allows the organization of the

government’s public capital investment, separating it from recurring operational expenses.

The legislation requires prior tax certifications and establishes controls to ensure that each project meets criteria for scope, cost, schedule and expected results. Additionally, both the Treasury Department and the Office of Management and Budget will assume key responsibilities in implementing and regulating the new system.

The practice at the national level is to favor the creation of multi-year capital improvement plans, asset inventories, prioritization criteria, financing analyses and public disclosure mechanisms. HB 1262 incorporates those elements, per the recommendations of the Government Finance Officers Association, by requiring project-specific budgets, multi-year planning, cost analyses and performance metrics.

penditures, the lawmakers noted, will allow for more responsible decision-making, avoid disorderly competition for resources, and reduce risks associated with unfinished or fiscally unviable projects.

House approves bill repealing minimum wage commission

The island House of Representatives ap proved legislation Monday that would dismantle the independent Minimum Wage Evaluation Commission and return full authority over minimum wage policy to the elected Legislature, marking a significant reversal of the framework established in 2021.

The measure, House Bill 1115, keeps the current $10.50 hourly minimum wage intact but places all future revisions squarely in the hands of lawmakers, who would be required to evaluate whether an increase is justified every four years.

Popular Democratic Party Rep. Héctor Ferrer Santiago said the decision should not be in the hands of lawmakers. He said workers will be affected, noting that lawmakers have declined to repeal gas taxes and give other benefits to the working class. He said prior decisions to raise the minimum wage have not obtained legislative approval.

Puerto Rican Independence Party (PIP) Rep. Adriana Gutiérrez Colón also said that after the repeal of the earlier Minimum Wage Com mission, the Legislature did not discuss raising the minimum wage in 25 years, underscoring that the topic will be stalled at the Legislative Assembly.

“That is the data you can’t ignore,” she said. “That fact was the reason for the creation of the Minimum Wage Evaluation Commission.”

Under the bill, the Legislature must con

duct a quadrennial review of the minimum wage beginning immediately after enactment. That review must consider the prevailing federal minimum wage, any future federal increases already legislated, the island’s cost of living, workers’ needs, and the economic and compet itive conditions facing Puerto Rico’s businesses. The bill emphasizes that any adjustment must avoid “reducing employment substantially,” establishing a statutory balance between worker income and economic impact. The text states plainly that “every four years, the Puerto Rico Legislature will examine the minimum wage hike if it is justified.”

The move represents a deliberate retreat from the model adopted in 2021, when Puerto Rico created an independent seven‑member commission empowered to review and adjust the minimum wage. According to the bill’s expo sition of motives, that structure “stripped elected representatives of their power to intervene in the process of setting the minimum wage,” and placed sweeping economic authority in the hands of unelected officials. Lawmakers point to the commission’s first and only decision -- a 2024 increase approved by just three of its five appointed members at the time as evidence of structural flaws. The document underscores that the commission never operated with its full seven‑member composition and that “three unelected individuals … made a decision that affected the entire economy.”

The measure also leans heavily on recent judicial developments that have reshaped the

limits of administrative power. It cites the U.S. Supreme Court’s 2024 decision in Loper Bright v. Raimondo, which overturned the Chevron doctrine and curtailed deference to federal agen cies. Puerto Rico’s Supreme Court adopted the same reasoning in Vázquez y Torres v. Consejo de Titulares, prompting lawmakers to argue that broad delegations of policymaking authority such as those granted to the 2021 commission are now legally vulnerable. The bill notes that the commission “lacks such basic principles as an adequate representative balance” and is not directly accountable to the executive branch, unlike federal agencies whose regulations have recently been struck down under the new legal standard. The PIP lawmaker noted the commis sion was paralyzed because the government did

not appoint members to the panel.

The bill further argues that the commis sion is ill-suited to navigate the fiscal oversight structure imposed by Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, noting that any wage decrees must ultimately be reviewed by the Financial Oversight and Management Board. Lawmakers contend that an unelected commission is not the adequate body to present economic policy changes before that federally mandated body.

The bill also situates the wage debate within the administration’s broader economic agenda, pointing to an ongoing tax reform ef fort to increase workers’ disposable income by reducing their tax burden. Beyond restructuring the policymaking process, the bill preserves all mandatory decrees previously issued by the commission, provided they do not set wages below the prevailing minimum. It also estab lishes penalties for employers who violate wage requirements, including fines ranging from $500 to $10,000 and civil liability equal to double the damages caused. Employees would retain the right to pursue wage claims individually or collectively, with a five-year statute of limitations.

With House approval, the measure now becomes a central economic policy debate for the remainder of the session. If enacted, the law would take effect immediately, formally repeal ing Law 47‑2021 and reinstating the Legislature as the sole authority responsible for setting and revising Puerto Rico’s minimum wage.

House panel to look into car shows to ensure regulatory compliance

District 14 (Arecibo and Hatillo) Rep. Edgar Robles Rivera, chairman of the Consumer Affairs Committee in the Puerto Rico House of Representatives, an nounced Monday the filing of House Resolution (HR) 719 to investigate the participation of certain entities in the resale of motor vehicles and the holding of car shows, “given the pos sibility that these activities are not subject to the same regulatory requirements that the law requires of authorized dealerships.”

“As Chairman of the Consumer Affairs Committee, I have made an unwavering com mitment to ensuring that the laws that protect consumers are applied uniformly and fairly to all sectors,” Robles Rivera said in a written statement.

The investigation seeks to determine whether the entities comply with licensing and regulatory requirements, as well as to evaluate whether consumers receive the same warran ties, disclosures and protections they would obtain at an authorized dealership.

“The law must be applied uniformly to everyone,” the legislator said. “… If there are vehicle sales activities outside of legal param eters, it is our committee’s responsibility to investigate, establish the facts, and formulate recommendations to protect consumers and guarantee a fair market.”

The measure will also evaluate the difference between the occasional sale of repossessed vehicles and activities that could constitute a continuous motor vehicle sales operation.

Likewise, HR 719 mandates that the Con sumer Affairs Committee submit a report with findings, conclusions and recommendations within 180 days.

The main objective is to ensure that all consumers have the same protections when purchasing a vehicle, regardless of the entity making the sale.

As part of the process, the committee may hold public hearings, request information from government agencies, and hear from represen tatives of the automotive industry, financial institutions and consumer organizations.

“This isn’t about pointing fingers,” Robles Rivera said. “It’s about ensuring compliance with the law and protecting the consumer. … That’s our responsibility.”

Minneapolis donors gave as ICE surged, but eviction filings are rising

When Kate Eubank showed up to Minneapolis City Hall in January to advocate a statewide eviction moratorium, she thought of a 5-year-old boy at her daughter’s school.

Eubank had brought the boy a Christmas present three weeks earlier as his parents hid from the Immigration and Customs Enforcement agents roaming Minneapolis streets. Soon after, the boy’s father was taken at a bus stop, his mother lost her job and the family missed a rent payment.

Parents at the school then scrounged up the money to help the family avoid eviction. It was Eubank’s first time speaking at City Hall. “We are at the limits of our capacity as neighbors and as family,” she said, leaning into the microphone while a scrum of cable news cameras faced her. “We can’t do enough, and we can’t do it alone.”

That feeling mounted for months, as Eubank and hundreds of other Minnesotans reached into their pocketbooks to keep their neighbors housed. When grassroots funding dropped off, many organizers continued pressing local government leaders for intervention even as national attention faded.

For months, the government’s response was muted. Minnesota Gov. Tim Walz, a Democrat, would not impose an eviction moratorium. The Minneapolis City Council passed $3.8 million in rental assistance, but Democratic Mayor Jacob Frey vetoed measures to temporarily extend the grace period before an eviction.

Then in May, organizers notched an unexpected political win, securing $40 million in emergency rental assistance from the state. It represents a fourfold increase in the amount the state spends on that form of homelessness prevention in a typical year. But to the small army of neighborhood organizers striving to prevent evictions, the ICE surge exposed a deeper crisis the state is poorly positioned to address.

State Rep. Michael Howard, a Democrat, largely credits the rent movement for pressuring lawmakers to match their herculean lift.

At least $14 million in grassroots donations have been distributed since January, according to Yusra Murad, an organizer affiliated with the rent-fund coalition Keep Minnesota Housed. That figure, based on a tally of 40 rent funds, represents only part of the total raised, excluding donations from charitable

foundations and other crowdfunding efforts.

Howard, who co-chairs the House housing committee and represents a suburb south of Minneapolis, said that “Minnesotans were leading in their own neighborhoods and then they took that same fight to the legislature. It really did prove pivotal.” He said lawmakers should learn from the system that Minnesotans built to provide far more rental assistance far more quickly.

“I heard more about the system failure of rental assistance during Operation Metro Surge than I ever have before, and I have heard about that for years,” Howard said. “We should feel pressure as government to be as responsive as we’ve seen folks at the community level.”

Alexandria Gomez, a substitute teacher, was among the thousands of Minnesotans who mobilized to support neighbors who were at risk if they left their homes.

She started the Phillips Community Free Store in 2020, sharing free produce and hygiene products outside of a volunteer-run bike shop in South Minneapolis. This January, while running food deliveries to families in hiding, she started getting questions about rent support.

Gomez and her fellow organizers quick-

ly became experts on the resources available from the city and the county — and on the system’s limitations.

There were income restrictions. Confusing forms. Timelines that prevented residents from asking for help until they were almost over the edge. On top of it all, there wasn’t enough aid available, and people, many fearful of sharing information with the government, needed immediate help.

Gomez started a GoFundMe soon after Renee Good was killed, charting a system that skipped the usual requirements. If people said they needed help, she helped them. She was able to quickly identify who needed support, thanks to the network that persisted from 2020.

Leaders on each neighborhood block identified the needs in their area. She gave them cashier’s checks, which they passed along to families in hiding when rent was due.

Her efforts yielded more than $1.5 million in rent assistance, helping hundreds of families in the Phillips neighborhood of Minneapolis stay in their homes.

Across the state, many other new rent funds worked in similar ways, as Minnesotans created a patchwork safety net together.

That community effort seems to have had a meaningful effect on eviction filings.

Last year, Minnesota hit a state record for the most evictions filed. In January and February, however, filings were slightly lower than the previous year, according to HOMELine, a nonprofit tenant advocacy group that tracks eviction data. Eric Hauge, co-executive director at HOMELine, said mutual aid “absolutely kept filings artificially lower.”

But eviction filings are now on track

to exceed last year’s high. And grassroots donations have dwindled since Operation Metro Surge wound down, forcing many groups to shut down and shuffle renters to those that remain.

Now that the state aid has passed, it will probably reach local providers between July and September, according to the Minnesota Housing Finance Agency.

“It’s too little, too late,” Gomez said of the state funding. “I don’t think it’s really going to scratch the surface of the need — especially considering we’ve only been helping people who are impacted by Metro Surge.”

For low-income renters alone, the state’s own research outlines a $350 million need for annual emergency rental assistance.

When the federal government exacerbated that need, philanthropic foundations were slow to respond, with one notable exception: John Wilson, who grew up as a renter with an intimate view of housing precarity. He got rich after his company patented a cancer innovation and started a foundation that had distributed more than $23 million to local rent groups as of June 11.

When the Wilson Foundation joined the rent movement in late February, Wilson tapped into a network of trusted mutual aid groups — allowing him to move at a speed unusual in the foundation world. Wilson said things seemed better than they were in March, but the amount of rent support requested had not diminished.

Mutual aid is “putting the whole system on its head,” said Hauge of HOMELine. “And I think it does speak directly to the need for structural change.”

Hantavirus quarantine ends for 18 Americans exposed on a cruise ship

Quarantine ended on Sunday for American passengers of a cruise ship that was hit by a deadly hantavirus outbreak. The passengers had been held for weeks at a federal facility in Nebraska.

The quarantine was lifted at 2 p.m. Central time, officials said. It marked a return to day-to-day life for all 18 passengers, including the six who had stayed at the National Quarantine Unit at the University of Nebraska Medical Center until the end of the 42-day period. Since the end of May, 12 had been released from the unit to home confinement.

No cases associated with the cruise outbreak had been confirmed in the U.S. as of Thursday, the U.S. Centers for Disease Control and Prevention said in an update.

The outbreak occurred on the MV Hondius, a cruise ship that began its route in Argentina in April. The European Center for Disease Prevention and Control said that as of June 17, 13 cases of hantavirus had been reported from the ship. Three passengers died. The World Health Organization identified the strain as the Andes subtype, which can be transmitted between people who have close contact with each other.

There were 16 American passengers from the ship who started quarantining in Omaha, Nebraska, in May. Two others

joined them after beginning their quarantines in Atlanta.

Two-thirds of the group trickled out of the quarantine unit in Nebraska after May 31 to finish their isolation at home, under government surveillance. Others chose to stay through the duration of the 42-day quarantine period.

One woman, who remained in the unit, said she was forced to stay in the quarantine unit against her wishes.

Robert F. Kennedy Jr., the secretary of health and human services, signed an order to keep the woman, Angela Perryman, at the facility, despite the recommendation of a CDC medical review that she be allowed to go to Florida.

Perryman, 47, had tested negative for the virus and said she had no symptoms. She’d previously challenged an order that blocked her from leaving before the end of May.

She said on Sunday morning that she was prepared to fly on a commercial flight with no restrictions. But Perryman said she planned to continue speaking out against Kennedy’s decision, which she said was an act of political retaliation.

“My duty as an American citizen is to fight this,” she said.

Her lawyers, Steve Hyman and Norman Siegel, said they were considering litigation.

“I think that Angela is a symbol of injustice,” Siegel said. “She resisted, she

stood up and challenged injustice, specifically the conditions of a governmentimposed quarantine that was and continues to be legally indefensible and medically

unsupported.

“Perhaps Angela’s story will change how our federal government handles quarantines differently in the future,” Siegel said. “The good news today is Angela is going home.”

Courtney Spencer, a spokesperson for the health department, said in a statement that the federal government’s quarantine order was needed “in absence of proper home monitoring by state authorities.”

“The Andes virus has a 40% case fatality rate — 40 times that of COVID-19 — and a known incubation period of up to 42 days in which anyone exposed to this disease can become symptomatic and transmit it to others,” Spencer said.

At least seven other Americans left the cruise ship earlier in its passage than the group that was quarantined in Nebraska. They were monitored by state and local health departments for 42 days until June 6, and no cases of hantavirus were detected, the CDC said.

Hantavirus, a family of viruses carried by rodents, is rare but deadly. The disease normally causes flu-like symptoms that develop up to six weeks after exposure, and can become more severe when the virus infects blood vessels and they leak fluid into the lungs.

Fewer than 900 cases of hantavirus disease had been confirmed in the country by the end of 2023 since surveillance began in 1993, according to the CDC.

Tesla driver using autopilot crashes into home, killing a woman, officials say

Adriver in a Tesla vehicle that was engaged in automated driver-assistance mode crashed into a house in Texas on Friday night and killed a woman inside, authorities said.

The driver, Michael Butler, was in a Tesla Model 3 about 8 p.m. local time and operating the car “with an automated driving assistance system,” the Harris County Sheriff’s Office said in a statement on Saturday.

The crash happened in Katy, Texas, about 30 miles west of Houston in Harris County.

Butler “failed to drive in a single lane, left the roadway and struck the residence” at

1907 Blooming Park Lane, authorities said.

His Tesla “entered through the brick residence at a high rate of speed,” and struck Martha Avila, who was inside, according to the sheriff’s office.

The office said Avila was taken by a medical helicopter to a hospital, where she was later pronounced dead.

Investigators said Butler showed no signs of intoxication and was cooperative during the investigation, which is in progress.

A front-door video camera that captured the crash showed the Tesla plowing into the house through its driveway. It was not clear how fast the Tesla was traveling.

“We’re still evaluating what caused that car to fail to control its speed just before this

The Harris County Sheriff’s Office did not respond to inquiries on Sunday about the crash.

Efforts to find Butler for comment were not immediately successful on Sunday. It was not immediately clear whether he sustained any injuries in the crash. Tesla did not respond to an inquiry about the crash and its software.

The Autopilot function, Tesla’s driverassistance technology, is a popular feature among drivers, but it has had issues over the years.

In 2023, Tesla recalled more than 2 million vehicles after federal regulators said the automaker had not done enough to ensure that drivers remained attentive when using the software that can steer, accelerate and brake cars automatically.

That recall came after an investigation into the driver-assistance system that the National Highway Traffic Safety Administration began in August 2021 after a series of crashes, some fatal, involving the technology.

In 2024, Tesla settled a lawsuit that blamed the automaker’s driver-assistance software for the death of a California man in 2018.

Trump was right. The war ended with a surrender.

President Donald Trump declared in March that a deal to end his war with Iran would require “unconditional surrender,” but that wasn’t quite right. The preliminary agreement he just reached with the Iranian regime was more like a conditional surrender — by the United States.

In the past few days, various Republicans and war hawks have emerged, seemingly bewildered, to criticize the deal. “Trump has surrendered to Iran,” wrote Erick Erickson, a conservative commentator. Sen. Ted Cruz, R-Texas, warned, “Giving billions of dollars to theocratic lunatics who want to murder us is not a good idea.”

The criticisms are correct: The Iran deal is a major setback. It gives immediate relief to Iran, including the prompt unfreezing of billions of dollars of Iranian assets and later a $300 billion fund to help rebuild Iran. And it appears to open the door to Iran gaining at least partial control over the Strait of Hormuz, with the ability, 60 days hence, to charge fees of ships transiting the strait.

“This is the worst foreign policy blunder in decades,” lamented Sen. Bill Cassidy, R-La.

Yet these denunciations miss the most important point. Trump’s fundamental mistake was not ending the war but getting into it in the first place.

At this stage, Trump was right to retreat, for he had no good options and continuing the war would surely have cost more lives. It was already shattering the global economy and

Republicans’ chances in the midterms.

“If we didn’t do this deal, we could have dropped more bombs for another three weeks, two weeks, four weeks, two years; you would never have the Hormuz Strait open,” Trump said. “I didn’t want to see economic catastrophe.”

The unpalatable truth is that Iran won the war, and that’s why it won the negotiation. Trump dawdled as long as he could, because he realized any deal he could hope to reach would be a humiliation — but the failure of the war had left him with no good exit.

The lesson to be learned from this debacle is to avoid starting needless wars, to temper our hubris that everything will work out perfectly and to rely far more on diplomacy to solve global problems.

In this case, the hawks who were most determined to destroy Iran have done the most to strengthen it, and that should be a cautionary tale.

We had a solution — a highly imperfect one — to the Iran nuclear problem back in 2015 with President Barack Obama’s nuclear deal. Iran shipped nearly all of its enriched uranium out of the country, limited enrichment and opened itself to rigorous inspections. But Trump, Prime Minister Benjamin Netanyahu of Israel and the hawks denounced it.

Obama’s Iran deal “was so bad,” Trump said in 2018, focusing on money that was returned to Iran as part of the agreement. Last year he said that he would “have never given them back the money” as part of a deal. He added, “I would have won that negotiation.”

Well, perhaps not.

war, and the newly empowered Revolutionary Guard will weigh whether to adopt North Korea’s strategy and try to build a nuclear arsenal to seal its regional primacy.

The cost of this war is a weakened America and thousands of lost lives, mostly Iranian and Lebanese but also those of 13 U.S. service members. Linda Bilmes, a Harvard expert on war financing, said that she believes the eventual total bill for this war — including repair of bases, replacement of munitions and years of benefits to injured veterans — is very likely to be $1 trillion. Instead of paying for Medicaid, college, childcare or humanitarian aid, vast sums were squandered in the Persian Gulf.

Those whom we have betrayed the most are ordinary Iranians. In January, after the Iranian regime massacred thousands of its own people, Trump said, “Help is on its way.” Instead, we have left Iranians to suffer under a more oppressive government — and with less hope for change. As a tribute to American indifference, the Trump administration this month reportedly deported an Iranian woman to the Central African Republic, a war-ravaged country that the State Department advises not to visit “for any reason.”

After Trump tore up the Obama deal eight years ago, Iran’s leaders predictably built up their nuclear program until they created a crisis. Trump probably could have secured a good bargain in February, on the eve of war, but instead he rashly began dropping bombs, without any exit strategy and, apparently, without calculating how he would respond to the closure of the Strait of Hormuz.

This lesson about avoiding needless wars is not a new one but apparently must be learned afresh by every generation. In the “Iliad,” Achilles lamented “this insane voyage” to wage the Trojan War, “fighting other soldiers to win their wives as prizes.”

Indeed, ever since Homer wrote of the Greeks’ attempted regime change in Troy, we’ve seen that the grander the military ambition, the more wary we should be.

The new Iran deal punts serious questions about Iran’s nuclear capabilities into a further period of negotiations. And I fear one result of this war is that Iran will be more likely to pursue nuclear weapons. My guess is that the 60-day negotiating period will be extended, that Iran will slow-walk nuclear negotiations and that Trump will be reluctant to accept anything that looks like the Obama accord. Then Trump will lose interest in the same way he seems to have forgotten about the Gaza Strip. There will be almost no appetite in America for another Iran

So by all means, denounce this failed Iran war agreement. But the tragedy here is not Trump’s exit from the war but the war itself, and the lesson of history is that when you see a cast of overconfident hawks promising painless victory, beware.

La Ley 117 de 2026 faculta al secretario de Salud a ordenar la expedición de licencias provisionales cuando la emergencia sea declarada por el presidente de Estados Unidos, la gobernadora de Puerto Rico o el propio titular de Podrán acogerse profesionales con licencias activas de cualquier jurisdicción estadounidense o territorio, así como personas que hayan aprobado los exámenes de su profesión y esperen la expedición formal de su licencia.

Joan Cusack and Jessie take the lead in ‘Toy Story 5’

Joan Cusack was over the moon when she learned that “Toy Story 5” would be Jessie’s film.

“I was so excited,” Cusack, 63, said in a recent call from the Pixar headquarters in Emeryville, California. “I felt like there was a great story there for girls.”

Since the character’s debut in “Toy Story 2” in 1999, Cusack has voiced the feisty cowgirl doll through four movies, two TV specials, a short-film series, six video games and two theme park rides. In the latest film, now in theaters, she leads Buzz Lightyear (the astronaut action figure voiced by Tim Allen), Woody (Tom Hanks’ cowboy doll) and the gang against a new threat: a frog-faced smart tablet named Lilypad.

It’s been quite the evolution for Jessie, who was initially envisioned as a talking cactus, a sidekick for the Prospector character, designed to “sway Woody with her feminine wiles,” according to the 2008 book “The Pixar Touch” by David A. Price. At one point, she was called Señorita Cactus.

“Oh, wow, I didn’t know that!” said Cusack, who shares Jessie’s energetic temperament and slightly nasal, Chicagoinflected twang.

Aside from her Jessie duties, Cusack has established herself as a beloved comedic actress in films such as “Working Girl” (1988) and “In & Out” (1997). She was also a cast member on “Saturday Night Live” from 1985 to 1986.

In an interview, she reflected on a pivotal suggestion she made for Jessie’s character in “Toy Story 3” and why she left Hollywood to open a gift shop named for a Barbra Streisand character. These are edited excerpts from the conversation.

Q: You’ve been playing Jessie for nearly 27 years. Did you ever think you’d do four films?

A: No. It’s such a different kind of filmmaking because you just do your little part. The first time I saw “Toy Story 2,” I had no idea what the whole story would be.

Q: What influence did you have on her development as a character?

A: In “Toy Story 3,” they originally had Woody saving Jessie on the train, and I was like, “Maybe it’d be fun if Jessie saved Woody.” I grew up with a very feminist, political mom, so I just couldn’t help but say that, and they were like, “That’s a great idea.” And that’s what they did. Part of your job as an actor is to come prepared, and so I’ve always read a script and thought of things I could add. Sometimes they would take them, sometimes they wouldn’t.

Q: How is Jessie tested in new ways in the new film? What new sides of her do we see?

A: Some of the scenes are really emotional. It’s kind of unexpected in a kids’ movie, but that’s what Pixar is known for: great characters. I think they did an amazing job with Jessie.

Q: There’s a heart-wrenching scene where the little girl Bonnie’s friends make fun of her in the group chat for playing with toys.

A: Oh my God, could you believe that?

Q: In 2014, you opened a gift shop in your hometown, Chicago, which you named Judy Maxwell Home after a character in “What’s Up, Doc?,” the 1972 Barbra Streisand comedy. Why did you leave Hollywood?

A: I wanted to be around and raise my kids, and if you’re acting, you always have to go away to work. [It’s] three months of your life here and there. When I was doing “School of Rock,” my son was around 7 months old, and I remember him in the hotel room, crawling for the first time toward a banana.

I was trying to find something creative to do and still be at home. I wasn’t a big shopper, but I’d been on lots of really interesting sets, and so I thought, if I could make it easy and around the corner, what would be fun things to sell?

It’s been a low-pressure way to be creative, and to have people come into the shop and laugh. Most everything in the store is funny!

Q: What do you hope to do next?

A: It’s hard to beat this. You never know what’s around the corner, and I can do things, or I can not do things, and I feel really blessed to be in that position.

Q: Time for a lightning round.

A: Ooh, I’m excited.

Q: What was your favorite toy as a kid?

A: It sounds so bizarre, but it was like a Barbie head, and then her neck was a little tray, and you could put makeup on her and brush her hair.

Q: Have you been on any of the “Toy Story” rides at the Disney theme parks?

A: I haven’t. Actually, the only vacation our family ever took growing up was to Disneyland. I remember it so vividly: We stayed at the hotel and took the train over, and there was a kiosk at the hotel that had really delicious steak teriyaki. It was magical.

Q: Kids are so cruel.

A: That’s some of the issue with tech: It’s easy to be cruel because the person isn’t there, you’re not saying it to someone’s face.

Q: Are smart toys the problem, or are they just misunderstood?

A: If tech is dominating, if it’s addictive, it’s one thing, but if it helps connect you with someone, and at the end it’s about finding a real friend and laughing really hard with a real person, then it has its place.

Q: I have a couple of “Toy Story” fan theories I want to run by you: First, Andy’s mom is Jessie’s previous owner, Emily.

A: I think they put that to rest in the new one. I guess I could ask someone here, though. I am at Pixar. I could get to the bottom of it.

Q: How about this one: All the “Toy Story” movies happened in Andy’s imagination.

A: That sounds fun. This could all just be happening in your imagination.

Stocks flat, oil falls as rate worries offset Iran talks optimism

Global stocks were mostly flat ⁠on ⁠Monday while oil prices fell, as ⁠optimism over progress in U.S.-Iran talks was offset by expectations of higher interest rates that pushed U.S. Treasury yields up.

U.S. Vice President JD Vance said in Switzerland that Iran agreed to allow nuclear inspectors into the country, with conversations over the inspections possibly beginning as soon as this week.

The U.S. Treasury Department authorized Iranian sales of crude oil and petrochemical and petroleum products through ⁠August 21, easing ⁠decadesold sanctions, as the United States pushes toward a final peace deal with Iran in return for commitments on nuclear inspections and free transit through the Strait of Hormuz.

On Wall Street, the benchmark S&P 500 and the Nasdaq finished lower, dragged down by communication services and consumer discretionary stocks. The Dow ended higher.

The Dow Jones Industrial Average rose 0.29%, the S&P 500 fell 0.37% and the Nasdaq Composite fell 1.32%.

Europe’s STOXX 600 index rose 0.58%. MSCI’s gauge of ⁠stocks across ⁠the globe fell 0.03%.

Markets are ⁠being driven by the Fed’s hawkish outlook and

reduced expectations that new Fed Chair Kevin Warsh would move to begin cutting rates, said Gerry Sparrow, chief investment officer ⁠at Sparrow Capital Management.

“The market was somewhat surprised by the new Fed chair’s action as it was under the expectation that he was going to be a little easier on rates,” Sparrow said.

Keir Starmer resigns as UK prime minister, yielding to a party mutiny

For months, he tried desperately to avoid this moment.

But on Monday, Keir Starmer finally announced his resignation as prime minister, bowing to a long-simmering mutiny inside his Labour Party. The decision very likely paves the way for Andy Burnham, a popular former mayor, to become the country’s next leader.

Starmer, who vowed as recently as Friday not to “walk away” from his job, said that he would only remain in office until a new party leader was selected. His decision to depart will usher in Britain’s seventh prime minister in a decade, extending a period of political turmoil in the country since it voted to leave the European Union in 2016.

ter nearly a decade and a half in the political wilderness. With Starmer at Labour’s helm, the party won a large parliamentary majority and put an end to 14 years of Conservative Party government and its unpopular agenda of fiscal austerity.

But in an ominous sign for Starmer at the time, his Labour Party earned a record-low vote share of 34% in that general election, prompting many analysts to call the victory a “loveless landslide” that made his position inherently fragile from the start.

In office, Starmer increased military spending, raised investment in the National Health Service and reduced illegal immigration. But he increased some taxes to pay for his government spending and flip-flopped on welfare changes and home heating subsidies. His time in office was increasingly defined by political decline, which left him looking weak, indecisive and not in command of his own party.

His standing was further damaged this year by revelations about his decision to appoint Peter Mandelson as ambassador to the United States despite Mandelson’s ties to convicted sex offender Jeffrey Epstein. Devastating losses for Labour in municipal elec-

tions in May were the final straw for many in the party.

Waiting in the wings was Burnham, who had made little secret of his ambition to replace Starmer for the better part of a year. But it was not until last month that a path to Downing Street became clear, when the Labour lawmaker for Makerfield, in northwest England, Josh Simons, said he would resign for the sole purpose of allowing Burnham to enter Parliament and challenge Starmer.

Burnham’s victory last week in that special election energized his bid to become prime minister. His standing in the party was bolstered by his resounding defeat of the candidate for Reform U.K., the populist right-wing party led by Nigel Farage, which has led opinion polls for more than a year.

Burnham said on social media Monday that he would formally seek to replace Starmer, calling the upcoming transition of power “a positive process of renewal for our party and our country.” Moments later, he received the endorsement of Wes Streeting, a former health secretary and another potential challenger in Labour’s leadership race — meaning the party will most likely avoid a bruising contest.

Trump-backed outsider appears to win in Colombian presidential race

Abelardo de la Espriella, a criminal defense lawyer with no previous political experience, appeared headed for a razor-thin victory on Sunday in Colombia’s presidential election, in a potential win for his fervent supporters and for President Donald Trump, who had endorsed him.

De la Espriella — who transformed himself from sharply dressed Miami lawyer to populist in a soccer jersey and a straw hat — won 49.7% of the vote with more than 99% of the votes counted, according to preliminary official results. Iván Cepeda, a leftist senator and a longtime human rights advocate, received 48.7%.

The victory would return Colombia to con-

servative rule after four years under Gustavo Petro, the country’s first leftist president. It would also advance Latin America’s broader shift to the right in Trump’s second term.

As word of the results spread, Bogotá, the capital, exploded with the din of shouts, car horns and vuvuzelas. People rushed into the streets, whether to celebrate or to march in opposition. Petro said online that there would be “no president” until the vote count was reviewed, which is the usual process — but cries of “Out with Petro” filled the air.

In Barranquilla, on Colombia’s Caribbean coast, fireworks erupted and supporters of de la Espriella waved flares. When de la Espriella appeared, he shouted, “Colombia, here’s your president!” and said, “I’m proud of you.”

Cepeda told supporters in Bogotá that he would await the full vote review but accepted the preliminary results. Remarking on the millions who voted for his leftist government, Cepeda said, “We stand before the Colombian people to tell you that we are an undeniable force.”

On Sunday night, Trump celebrated de la Espriella’s apparent victory, writing online: “He Won, BIG!” Secretary of State Marco Rubio said on social media that he had called de la Espriella to congratulate him and that the Trump administration looked forward to working together.

De la Espriella, 47, ran a high-voltage campaign complete with machine-generated flames; artificial intelligence videos of tigers, his mascot; and pounding anti-Petro chants that made him something of a celebrity.

He also vowed to “disembowel” Colombia’s left and asked the Trump administration to target his political opponents, leading critics to call him an autocrat in the making.

The results, which were announced by the agency overseeing the election, revealed the highest voter turnout since Colombia installed a two-round voting system more than three decades ago, as well as the closest margin between two candidates.

De la Espriella ran on a platform now popular among right-wing leaders across the region: He vowed to restore security amid crime concerns, rescue the country from what he portrayed as economic ruin created by the left, and crack down on corruption.

His campaign was stridently nationalistic, claiming the flag, the Colombian national soccer jersey and the patriotic slogan “Firme por la patria!” — “Standing firm for the homeland!”

It nevertheless borrowed ideas, and a deft social media strategy, from the ironfisted leader of El Salvador, Nayib Bukele, and from Argentina’s president, Javier Milei, two hugely popular figures in Latin America.

Like those leaders, de la Espriella adopted an aggressive tone. He promised to build megaprisons and to claw back the country from progressive politics and “gender ideology,” putting God and family first.

His vow to hunt down criminals and crush Colombia’s “narco-terrorists”— Trump’s favored term — resonated with supporters while alarming those who opposed him, raising the specter of more bloodshed and authoritarianism.

“It sounds like a military regime,” said Andro Giovanny Camelo, a 44-year-old taxi driver in Bogotá.

Many of de la Espriella’s supporters come from cities, not from the rural areas where armed groups are fighting over cocaine-trafficking routes and illegal gold mines. But the candidate seized on fears of a return to the acute violence of decades past, when rebels laid bombs and kidnapped people even on

the busy streets of Bogotá.

He also focused on widespread extortion by criminal groups, which has crippled small businesses.

Karlos Morales, a 28-year-old server who voted in Barranquilla on Sunday, said greater security would lead to more jobs and foreign investment, which suffered under Petro.

“The left asked for an opportunity,” Morales said. “We haven’t seen very good results.”

Underscoring his security message, de la Espriella campaigned in a bulletproof vest, gave rally speeches from behind bulletproof glass, and denounced the violence of the campaign — including the killings of another conservative presidential hopeful and two of his own campaign workers.

If he takes office, de la Espriella will face formidable challenges that could test his popularity, from subduing armed groups that have drones and other sophisticated arms to tackling a major budget deficit after Petro’s runaway spending. He also faces a state takeover of the health system that many Colombians say has made it harder for them to get medical care.

He has projected confidence by pointing to his vice president.

While de la Espriella portrayed himself as an anti-establishment figure, he nevertheless chose a respected former commerce minister, José

Manuel Restrepo, as his running mate, a move that many voters said had calmed their nerves about voting for the outsider.

“That gives him credibility,” said Brayan Emanuel Ariza, a 32-year-old business student in Bogotá. “Otherwise he wouldn’t have gotten so many votes.”

He said de la Espriella, who grew up near the Caribbean coast, represented the energy and playful humor of “El Caribe,” while Restrepo from Bogotá was “more serious.”

De la Espriella has argued that he will bring prosperity to Colombia by working more fluidly with the United States, following a contentious relationship between Petro and Trump.

Playing up his patriotism, de la Espriella did not speak at rallies about his close ties to the United States, where he lived for more than a decade in Florida and was naturalized as a U.S. citizen in 2023. There were no American flags or MAGA hats.

But he traveled to Florida to drum up support for his run with Republican lawmakers and the Colombian diaspora. And to meet his ambitious security goals, he has said he will enlist Colombia in a new U.S. military coalition to combat drug trafficking cartels.

After he was heartily endorsed by Trump this month and received the vocal backing of Sen. Bernie Moreno, R-Ohio and others, de la Espriella began to emphasize that the United States had his back.

He ratcheted up his threats on opponents, promising that the U.S. government would come after anyone who obstructed the election by, for example, buying votes to benefit his rival.

Colombians began to take that rhetoric seriously last week, when U.S. authorities detained a Colombian activist in Arizona who had spoken out against de la Espriella. On the same day, Rubio issued a memo claiming that the activist, Beto Coral, was deportable because his advocacy interfered with U.S. foreign policy goals.

As Sunday’s election approached, de la Espriella’s threats turned feverish.

He said in an interview that he was “savoring” the prospect of protests if Petro called for supporters to contest election results — and promised to bury anyone who challenged his win in prisons “15 meters underground without light and without water.”

De la Espriella’s career has been characterized by audacity.

In Miami, he became known for representing high-profile clients back in Colombia, including many charged with drug trafficking and corruption or embroiled in scandals linked to right-wing paramilitaries. He has said he took only cases that gave him “vertigo.”

His client list included Alex Saab, who was later charged by U.S. authorities with helping Nicolás Maduro, Venezuela’s former leader, to launder hundreds of millions of dollars meant to help the poor. De la Espriella has downplayed his relationship with Saab, who is now in U.S.

Before his run, de la Espriella was also known as a flamboyant bon vivant. He sang opera, wore tailored suits and self-produced an album of covers of hits by artists like Andrea Bocelli and Frank Sinatra. In the video for his Spanish cover of “My Way,” he eats sushi on a private jet.

He also formed businesses, from a piano bar to a luxury goods line called De La Espriella Style, and went in on a rum company. His campaign sold pricey limited edition watches to donors.

Many in Colombia recognized a familiar figure in the candidate.

“I have never seen two leaders more aligned than Donald Trump and Abelardo de la Espriella,” said Manuel José Cepeda, a prominent political scientist and former president of Colombia’s Constitutional Court, who is not related to the left-wing candidate.

De la Espriella created a groundswell by sidestepping the usual power brokers and going straight to the people — starting with their cellphones.

His online messages alternated between shouting attacks on the left, footage of sweaty workouts and AI videos that portrayed his rivals facing him in a soccer match.

He also showed off his wife and four children and talked about his daily routine, which he said started with prayer, a reflection of how his campaign targeted the religious right.

De la Espriella, if elected, would take over an extremely polarized population.

On Sunday night, thousands converged near a convention center in Bogotá, where Petro told supporters to go fight for the presidency. Some cried and hugged. A man shouted, “we all came to support Cepeda,” and called for protests to stay peaceful.

But in much of Colombia, people seemed to have dressed up in yellow jerseys and tiger costumes to support de la Espriella. A sense of passionate optimism prevailed, along with simple curiosity.

“The left didn’t work,” said Juan Manuel Viarte, a 32-year-old engineering student in Bogotá. “I want to try something new.”

How much is SpaceX really worth?

Watching SpaceX stock trade in its infancy as a public company has been like viewing a successful rocket launch. The ascendance of the company’s shares has been pure spectacle.

The superlatives are still piling up: SpaceX had the largest initial public offering in history, making its founder, Elon Musk, the world’s first trillionaire. Its total market value stood at about $2.4 trillion on Thursday. At one point during the week, it trailed only Nvidia, Alphabet (Google) and Apple in market capitalization. Despite two rough days, it remains among the top 10 stocks. That’s an elite and impressive club.

But does SpaceX really belong there? Are its shares worth that much?

I have my doubts.

Musk is a visionary, with real achievements at both Tesla and SpaceX, and his unique abilities justify high share prices in the minds of his legions of fans. Nonetheless, the current price of SpaceX is difficult to justify by traditional measures. The company is losing money, but that’s the least of it.

Perhaps most troubling is that an investment in SpaceX is an extravagant bet on a sci-fi dream. The company’s prospectus says clearly that SpaceX is dedicated to the “establishment of a permanent human colony on Mars with at least one million inhabitants.”

This isn’t mere whimsy. Musk has said repeatedly, and in great detail, that he is wholly dedicated to “making humans an interplanetary species.”

This quest could siphon off any profits SpaceX will ever make. Even if the company is fabulously successful in every other respect, the Mars project could bankrupt it.

Would Musk blink before that happened? He is famous for persevering when others would falter — he has done so at Tesla — and he has set up SpaceX so he can’t be easily deposed. He controls more than 80% of its voting shares.

future cash flow into the mission to Mars, he may be able to do so. That could lead to fantastic riches one day, but it’s not likely to do so soon. In the meantime, the financial drain could be devastating. From this perspective, SpaceX, as a company, could be worth absolutely nothing.

Soaring ambitions

As a publicly traded stock, SpaceX shares have plenty of financial virtues.

The company plays a dominant role in the U.S. space program. It is a military contractor, too. This side of its work is less well known and, potentially, highly lucrative. Its high-speed Starlink satellite internet system is a proven geopolitical force — helping Ukraine withstand Russia’s assault — as well as an expanding profit center.

The rapid cadence and large payloads of SpaceX launches, made with reusable rockets, give Starlink cost advantages, and enable it to regularly improve its network. If artificial intelligence is deployed widely in cars, robots and roaming devices, that might enlarge the market for constant, high-quality, mobile connectivity, which Starlink could provide.

Then there’s AI. The AI stock market frenzy has bolstered SpaceX shares. That’s the case even though the company’s chatbot, Grok, isn’t in the same league as those from OpenAI or Anthropic, which are expected to have their own $1 trillion

IPOs this year. Google and Meta as well as Chinese companies such as DeepSeek are formidable competitors, too.

That said, SpaceX has used its richly valued shares to buy Cursor, a code-writing AI startup, which could give SpaceX more weight in the scramble for business. For now, AI is a positive factor in the stock’s valuation.

So is SpaceX’s manufacturing prowess. It is building big data centers in the United States, which already have excess capacity. Some of that computing power is being leased to two rivals, Google and Anthropic, which are paying more than $2 billion a month, combined. In addition, SpaceX is constructing a gigantic factory to churn out silicon chips for its own use, and for Tesla and other companies as well.

Another well-known part of the company barely features in most stock valuations. That’s X, the social media network formerly known as Twitter. It still makes headlines and retains heft in mass communications, but Musk’s use of it as a political vehicle has hurt its revenue.

The odds of success

Far more important, as a valuation issue, are Musk’s visions for extracting commercial value from audacious operations in space. The engineering challenges of some of Musk’s bigger space projects are so large as to veer toward impossibility.

He says he will place vast numbers of immense data centers into Earth orbit, where they will harvest virtually unlimited solar energy. But Douglas Natelson, a physics professor at Rice University, said in a blog post, “Data centers in space make no sense to me.”

The fundamental difficulty of “cooling large things in space,” as well as the radiation damage that would afflict the “high-end computational hardware” needed for data centers, made this idea a nonstarter, he said. A better approach would be to make earthbound data centers more energy efficient, he added.

Placing a monetary value on ventures like this isn’t straightforward. In a transparent assessment of SpaceX’s value as a public company, Nicolas Owens, a stock analyst for Morningstar, a financial services company, grouped the orbital data centers with other more speculative projects as “the optimistic moonshot scenario” for SpaceX.

Owens estimated that there was a 7% probability that the moonshot would be achieved. He assigned a 43% probability to a future without the data centers, and gave a 50% probability to a “minimum viable product” outcome, in which some “commercially viable” orbiting data centers function.

The Morningstar analysis chose to disregard “a long list of other projects and ambitions, including actual moonshots and interplanetary colonization.” Owens added, “These would most probably absorb massive investment, could come with dilution to stockholders and have a wide range of possible payoffs, positive or negative.”

This assessment strikes me as generous. Even so, Morningstar concluded that SpaceX shares were worth only about $63, about one-third of their price Thursday.

Another public, open-source evaluation of SpaceX came from Aswath Damodaran, a New York University finance professor who has valued tech stocks extensively. He was more optimistic than Morningstar, but concluded that SpaceX shares were worth just $98, a little more than half of their price Thursday.

Perhaps SpaceX shouldn’t be thought of as a conventional investment at all. It’s a hope and a dream.

The company excites and inspires many people. But if you buy a piece of it now, you are paying a lavish premium for Musk’s leadership. You are also accepting the risk that he means just what he says: Whatever it takes, he intends to put gigantic data centers in orbit and, eventually, to reach and populate Mars.

If he succeeds, Musk and SpaceX will forever be legends. But at SpaceX’s current share price, it’s surely worth asking whether that money may have better uses on planet Earth.

LBPF All-Star Game set for Saturday in Isabela

The Puerto Rican Women’s Basketball League (LBPF by its initials in Spanish) announced on Monday that it will hold its All-Star Game this Saturday at José “Buga” Abreu Coliseum in Isabela.

“The All-Star Game represents a celebration of our athletes, the teams, and the fans who continue to support the growth of women’s basketball in Puerto Rico,” LBPF President Jean Ri-

vera said in a written statement. Activities will begin at 10 a.m. with the Skills Challenge, the Three-Point Contest and a 3x3 tournament.

Selected players from teams participating in the 2026 season will compete in the All-Star Game, scheduled for 8 p.m.

Rivera noted that the event will bring together talent from teams across various regions of Puerto Rico.

Tickets will be available at the coliseum entrance on the day of the event.

Guaynabo tops Quebradillas, Manatí beats Ponce in BSN

The Mets of Guaynabo defeated the Piratas of Quebradillas 114-101 at Fernando “Rube” Hernández Coliseum in Gurabo on Sunday night.

In the evening’s other scheduled Superior National Basketball (BSN by its initials in Spanish) league game, the Osos of Manatí defeated the Leones of Ponce, 96-88.

After leading 48-42 at halftime, the Mets took control of the game in the third quarter, extending their lead to 78-64 heading into the final 10 minutes. Quebradillas outscored Guaynabo in the fourth quarter but never got closer than 11 points.

Malik Williams led the Mets (14-17) with 34 points and 15 rebounds. Jaysean Paige added 22 points and nine assists, Max Abmas contributed 20 points and 14 assists, and Torrey Craig finished with 17 points.

Jezreel de Jesús had 24 points and seven assists for the Leones of Ponce in their home loss to the Osos of Manatí on Sunday night.

Emmanuel Mudiay had 22 points and nine assists for the Piratas (9-22). Grant Basile added 19 points and six rebounds, Phillip Wheeler contributed 16 points, and Víctor Liz finished with 14 points and seven rebounds.

At Juan “Pachín” Vicéns Auditorium in Ponce, meanwhile, Manatí improved its record to 13-18 with the win, while Ponce fell to an identical 13-18 mark.

The Osos dominated the first half, leading by as many as 19 points and controlling the boards 26-13 to take a 47-32 advantage into the break.

The Leones rallied in the third quarter, narrowing the gap to 10 points, but the Osos held on down the stretch.

Kristian Doolittle led Manatí with a double-double of 18 points and 13 rebounds. Jameer Nelson Jr. added 21 points, Tyquan Rolón contributed 18, and Cheick Diallo finished with 16.

Jezreel de Jesús had 24 points and seven assists for the Leones, Jalen Crutcher added 16 points and six assists, and Brady Manek contributed 10 points and eight rebounds.

‘The world knows we exist now’: Cape Verde fans lure neutral spectators to their side

Cape Verde fans, though vastly outnumbered by Uruguayan fans, sang and cheered with joy even before their match kicked off early Sunday evening, exuberant from their tie against Spain last week. The party exploded after Cape Verde scored a goal in the first half. Fans draped in Cape Verde flags danced in the stairs of the bleachers at Hard Rock Stadium in Miami Gardens, Florida.

Many men were shirtless in the sweltering heat and humidity. Uruguay scored twice. But the Cape Verde fans kept chanting, leading the stadium in rounds of “Olé, olé, olé” and teaching neutral fans in the bleachers other Cape Verde chants.

By the time Cape Verde tied the match, 2-2, in the second half, the ground underneath the nosebleed seats shook.

One woman in Cape Verde attire held a video call with relatives to show off the shrieks at the stadium. Almost no one sat down in the last 20 minutes of the exhilarating match.

“This means more than the World Cup to us,” Lareina Lopes, 28, said after the match. Lopes, who lives in Orlando, Florida, was born in the United States, but her father is from Cape Verde. “The world knows we exist now,” she said.

Her friend Melanie Santos, also 28 and from Orlando, added, “We don’t have to tell the world where Cape Verde is anymore.”

“We’re first-generation Americans,” Lopes said. “We are the diaspora. There are more of our people out of the country than in it.”

She said she had just returned from visiting Cape Verde. “People live in poverty,” she said. “We will cry tears of joy whether we win or lose in this World Cup.”

picks up its first win ever in the ‘Carnaval de Campeones’

The Azucareros of Yabucoa, Pescadores del Plata of Comerío, Libertadores of Hormigueros and Tigres of Hatillo all secured victories on Saturday in the Superior Double-A Baseball League’s “Carnaval de Campeones” (Carnival of Champions).

Visiting Yabucoa defeated the Petateros of Sabana Grande 5-3 at Rafael Milán Padró Stadium, snapping the Petateros’ nine-game winning streak. It was Sabana Grande’s first loss of the postseason.

Right-hander Cristián González pitched six innings, striking out six and allowing three runs -- one unearned -- to claim the win for Yabucoa (2-0). In relief, Luis Omar Dávila, Alberto Rosario, Jonnathdael González and Joan Román held the Petateros (1-1) scoreless, with Román earning the save.

Jan Hernández drove in two runs, and Kevin Santa went 3-for-5 with three runs scored for the Azucareros.

At Mariano “Niní” Meaux Stadium in Juncos, meanwhile, three Comerío pitchers combined to shut out the defending champion Mulos of Juncos, 4-0. Comerío has now won six consecutive games.

Southpaw ace Héctor Hernández pitched the first seven innings, striking out eight and allowing just three hits to secure the victory for the Pescadores del Plata. Alexis Ortiz and Kelvin Román completed the shutout.

Luis Colón hit a home run and Kevin Millet drove in two runs to lead the offense as Comerío improved to 2-0, while Juncos fell to 0-2.

At Luis Guillermo Moreno Stadium in Santa Isabel, the Libertadores routed the Maratonistas of Coamo, 10-2, powered by a 15-hit attack. Ramón Agosto, Adriel Acevedo and Jhenzel Figueroa combined for nine of those hits. Hormigueros secured the lead in the fourth inning on a grand slam by Carlos Lugo. Left-hander Omar Meléndez pitched six innings to earn the win for the Libertadores (1-1). The Maratonistas stand at 0-2.

Meanwhile, right-hander Rawell Rivera pitched a complete game in the Tigres’ 2-1 victory over the Gigantes of Carolina at Rafael “Fello” Marrero Stadium in Florida. Both teams now have 1-1 records. Rivera -- undefeated at 5-0 in the postseason -- struck out four, allowed six hits, and issued one walk for the Tigres. Ángel “Gallo” Rosa hit a home run as Hatillo notched its first-ever win in the Carnaval de Campeones.
