Representative Edgar Robles Rivera, who represents District 14 (Arecibo and Hatillo) and chairs the House Consumer Affairs Committee, has introduced House Bill 1306, aimed at strengthening the investigative and oversight powers of Puerto Rico’s municipal legislatures by providing clearer and more effective mechanisms to enforce subpoenas and information requests during the exercise of their legislative duties.
The measure recognizes municipal legislatures as the legislative bodies of each municipality and seeks to standardize and strengthen the tools available to carry out their investigative and oversight responsibilities.

The measure also aligns the current legal framework with Puerto Rico Supreme Court jurisprudence, reaffirming the power to investigate as an inherent function of the legislative branch and recognizing that municipal legislatures should have enforcement mechanisms consistent with their legislative role at the local level.




The bill stems from situations in which limitations or a lack of uniformity in subpoena and information-sharing processes have hindered municipal legislative investigations, making it difficult to obtain information essential for informed decision-making.
The legislation would amend the Puerto Rico Municipal Code and the 1902 Political Code to expressly recognize the authority of municipal legislatures to issue subpoenas, request documents, and seek judicial enforcement when a person unjustifiably refuses to appear or cooperate with an official investigation.

Domingo Torres García, the alternate spokesperson for the Popular Democratic Party (PDP) in the House of Representatives, described as unacceptable the way in which the Aqueduct and Sewer Authority (PRASA) handled the notification of the water rationing plan that affects communities in Río Grande.
“It is unbelievable that citizens were informed just one day and hours before their water service was cut off. Residents were notified yesterday at 5:00 p.m. that rationing would begin at 6:00 a.m. today. This does not give families, businesses, senior citizens, and people with health conditions enough time to prepare adequately. It is an insensitive and completely unacceptable action,” Torres García stated in a written statement.
The legislator argued that the situation reflects the
current administration’s lack of planning.
“What we are witnessing is an unprecedented lack of planning. The most worrying thing is that this government has normalized problems with the water service, as if it were acceptable that thousands of Puerto Ricans have to live on edge with interruptions and lastminute notices for such an essential service,” he said.
“Citizens deserve respect and responsible planning. When it comes to an essential service like drinking water, agencies have a duty to inform families well in advance so they can make arrangements and minimize the impact on their daily lives. Governing also means anticipating problems, not reacting when it’s too late,” he added.
Finally, the alternate spokesperson called on the Government and the AAA to review their communication and planning protocols.

The University of Puerto Rico (UPR) is fac-
ing one of the most difficult moments in its history, as renewed fiscal pressure tied to an estimated $44.5 million retirement-system obligation has intensified concerns about the future of the island’s public university system.
The information is contained in an open letter written by UPR Board members Rafael Méndez Tejera, William Muniz Rivera, and Benjamín Rivera Meléndez, who made a public appeal calling for an end to fiscal cuts to the island’s only public university.
The UPR Board members warned that the crisis is not merely a budget dispute but a threat to access to higher education, scientific research, economic development and the future of thousands of students across Puerto Rico.
“The University of Puerto Rico is not an expense; it is an investment in Puerto Rico,” advocates said in an open appeal to the country. “Weakening the university means weakening Puerto Rico.”
For years, the UPR has endured budget cuts that have reduced staffing, limited academic programs, worsened infrastructure problems, and affected essential services. The latest controversy centers on the university’s obligation to its retirement system, which advocates say should be understood as a legal, ethical and moral responsibility to faculty members, employees and retirees who dedicated their careers to public service.
“The retirement system is not a privilege,” the statement said. “It is the result of decades of work and commitments made to professors,
employees and pensioners.”
* UPR has faced over a decade of austerity, with the government contribution falling from $911 million in 2017 to approximately $441 million—a 52% reduction. The FOMB has maintained strict budgets, pushing UPR to raise tuition and implement operational savings to account for the shortfall.
* The Financial Oversight and Managment Board recently rejected UPR’s updated fiscal roadmap, stating the plan was “balanced in form, but not structurally balanced”. The Board noted that UPR relied too heavily on nonrecurring revenues, overstated federal research funding, and failed to address administrative realities such as high leadership turnover.
The UPR, which includes 11 campuses, has produced many of Puerto Rico’s doctors, engineers, teachers, nurses, lawyers, scientists, social workers, artists and other professionals.
Supporters also noted that much of the scientific research conducted in Puerto Rico originates at the public university, according to the three UPR board members.
They argued that further weakening the institution would have consequences beyond classrooms and campuses, including fewer opportunities for young people, less research to address local challenges, reduced economic development and greater dependence on outside resources.
The appeal acknowledges that the university’s financial situation requires responsible solutions, but rejects the idea that the answer should be limited to more cuts. Instead, it calls for a serious, transparent and participatory plan that addresses fiscal obligations while

protecting academic quality and the rights of the university community.
“The university needs concrete results, clear communication, responsible decisions and verifiable actions,” the statement said.
The statement also criticized UPR President Zayira Jordán Conde, saying the institution requires firm, visible and fully present leadership at a time of urgent fiscal commitments. Advocates said it was “unacceptable and deeply irresponsible” for the president to take
a vacation while the university faces pressing challenges.
According to the appeal, that decision “reflects a troubling lack of urgency, weakens institutional confidence and sends a message of indifference” amid the crisis affecting the public university.
The appeal further called on the Financial Oversight and Management Board to recognize the strategic value of the University of Puerto Rico, arguing that no country strengthens its economy by weakening its principal public institution of higher education.
“Investing in the UPR is investing in economic development, innovation, research, health, agriculture, culture and the future of Puerto Rico,” the statement said.
The appeal urges the Government of Puerto Rico, the Financial Oversight and Management Board, the university presidency, the Board of Governors and other sectors to protect the university’s budget, guarantee the stability of the retirement system, avoid new cuts to teaching, research and student services, present a public and verifiable fiscal plan, and strengthen university governance through responsible and participatory administration.
Supporters emphasized that defending the UPR is not only a concern for students, professors or employees, but a collective responsibility for the people of Puerto Rico.
“The University of Puerto Rico belongs to all the people,” the statement said. “Every generation that has passed through its classrooms has contributed to the development of our country, and every future generation deserves that same opportunity.”

The spokesperson for the Popular Democratic Party (PDP) in the San Juan Municipal Legislature, attorney Ingrid Colberg Rodríguez, announced today, Monday, the sending of a formal letter to the Secretary of the Interior of the United States, Doug Burgum, requesting the federal government to stop Mayor Miguel Romero Lugo’s proposal to attempt to grant, for up to 90 years, rights over part of El Escambrón for the construction of a multi-story parking garage.
The Escambrón is protected by the Land and Water Conservation Fund Act, and particularly by Section 6(f)(3), which imposes federal
restrictions on recreational properties that have received assistance under that program.
“Regarding this case, since June 26, 2026, we have requested basic information, which has been denied: maps, the exact boundaries of the affected area, the economic terms, contractual documents, the legal analysis, the project justification, and any communication with federal agencies. This information has not been provided to date. It is unacceptable to approve the transfer of public property for up to 90 years without documentation, without an auction, and without knowing whether federal restrictions are being violated,” stated Colberg Rodríguez.
“The pattern of evasions and half-truths
surrounding this project is troubling. The Mayor describes this as a lease, but it’s really a 90-year transfer of the property. They’ve concealed detailed information about the project. A public hearing without any supporting documents is not what the people of San Juan demand,” the lawyer added.
Last Saturday, the Municipality announced a single public hearing, to be held on Wednesday, July 29, 2026, at 9:30 a.m. in the Municipal Legislature’s Session Hall. Those interested in commenting on Ordinance Project No. 55 may submit a written statement on or before July 30, via email to mesantiago@sanjuan.pr .
Colberg noted that all documents must
be submitted before that hearing, including the proposal for what is intended to be built there, the full terms, and evidence of compliance.
“We will not allow this issue to be rushed back or hidden away on the agenda,” stated the municipal legislator. “The citizens are taking firm steps to defend El Escambrón. First, we succeeded in having the measure removed from the agenda at the end of the fiscal year. Now we are requesting federal action to preserve the public, recreational, and protected nature of this space. The message is clear: El Escambrón is being defended in San Juan, and it will also be defended in Washington,” concluded Colberg Rodríguez.

Community organizations are raising alarms over what they describe as another misstep by the Office for Socio economic and Community Development (ODSEC) in the process of approving a new regulation governing the issuance of property titles under Law 115‑2025.
The groups argue that the agency has restricted public participation and failed to hold required public hearings, despite thousands of families having waited more than a decade for formal title to their homes.
Firm, United, and Resilient with the Legal Profession (FU RIA, Inc.), an organization that provides free legal and procedural support to community groups, said the draft regulation contains serious deficiencies and that ODSEC’s approval process contra dicts its mission of promoting community empowerment. “We have serious concerns about the content of the draft regulation and about the way ODSEC has conducted the approval process,” said FURIA’s executive director, attorney Nayda Bobonis Cabrera.
Law 115 was enacted to address a longstanding prob lem: families in numerous communities, including designated special communities have spent more than 10 years waiting for property titles. A similar effort was attempted in 2012, when the Department of Housing was authorized to issue certifications under Law 82‑2012 and adopted Regulation 8254. Despite those measures, the problem persists.
FURIA noted that ODSEC initially granted only 15 days
for public comment on the draft regulation—half of the 30 days required under the Uniform Administrative Procedures Act (LPAU). The organization submitted a detailed statement within that shortened period, requesting that ODSEC correct the deadline and hold public hearings. ODSEC later issued a new notice with the proper 30‑day period, which expires July

Attorney Juan Capella Noya of FURIA emphasized that ODSEC has a history of limiting public comment periods. In 2023, community leaders successfully sued the agency for shortening the comment period on Regulation 9457, leading the court to nullify the regulation. In its ruling, the court warned that agencies cannot reduce public participation to “the illusion that comments are taken into account.”
Among the amendments proposed by community residents is a requirement that ODSEC process applications and issue title certifications within 90 days, with the option of an extension if the applicant agrees. Another proposed change seeks to prevent applicants from being denied certification simply because the Municipal Revenue Collections Center (CRIM) has not assigned a cadastral number to the property—an issue FURIA argues should not block families from receiving titles.
Community leaders also want the regulation to explicitly allow applicants to replace lost or irretrievable documents with a sworn statement supported by letters from community boards or neighbors. They say the omission could leave many families without a viable path to complete their applications.
FURIA urged ODSEC to hold public hearings and engage directly with affected communities before finalizing the regula tion. “ODSEC has the opportunity—and the duty—to adopt a new culture of community empowerment,” Capella Noya said. “Dialogue with the communities is indispensable to ensure the most just and appropriate regulation.”

Residents of Ocean Park in San Juan warned on Monday that the community has effectively reached “a year without water,” a prolonged service interruption they say is now forcing some merchants to consider shutting down.
“We can celebrate the birthday of a year without water,” resident Alfredo Cuyar said during an interview on Radio Isla.
He noted that, based on residents’ own tracking, Ocean Park has been without potable water 58 percent of the past year. In higher‑elevation sectors of San Juan, he added, the situation is even more severe, with some communities spending up to 98 percent of the year without service.
The chronic outages have begun to take a toll on small busi nesses that lack cisterns or the financial capacity to install them.

Seeking to expand educational offerings in the public school system, Rep. Víctor Parés, chair of the House Government Committee, has announced a new initia tive to develop a workshop on the use of unmanned aerial vehicles, commonly known as drones.
Parés noted that drone use has surged in recent years, driven by advances in technology, design, and automated controls incorporating artificial‑intelligence algorithms. While drones were once used mainly for photography and
video, he said their applications now extend to architecture, design, and scientific projects.
“We believe it’s important for our children to learn how these systems operate and the potential they hold for future careers,” said Parés, who represents San Juan’s District 4.
He added that he plans to meet with Education Sec retary Eliezer Ramos to discuss creating a workshop for San Juan’s public schools on drone operation, functions, and state and federal regulations, as well as emerging profes sional opportunities. “We want to give our children new tools for an increasingly interconnected world,” he said.

Several states — including Alabama, Georgia, Okla homa, Oregon, Pennsylvania, New Jersey, and Washington — have already developed similar educational programs. Drone use in the United States is regulated by the Federal Aviation Administration under Part 107 of Title 14 of the Code of Federal Regulations, which prohibits flying drones near airports, ports, military bases, and national parks.
Last week, officials from the Department of Homeland Security testified before the Senate Judiciary Committee that in 2023, more than 34,000 drone incidents were recorded near airports, and 21 aircraft had to divert to avoid potential collisions during takeoff.
According to provided data, the U.S. drone industry generates more than $23.1 million annually.

With President Donald Trump’s second term in full swing and the midterm elections four months away, a new kind of Democratic candidate is ascendant: the outsider vowing to overhaul the system.
The rise of these candidates shows a mood shift, many in the party say, from the midterms in Trump’s first term. Eight years ago, Democrats won the House after elevating scores of candidates calling for good government and incremental healthcare improvements. This time, many Democratic voters are making clear their hunger for systemic change — charting a course in the first half of the primary season that could point toward a different type of general election in the fall.
The party, which has often appeared rudderless since Trump’s return, is testing in real time whether it can go further in key races by running populist progressives who energize the base, or by choosing more traditional, centrist candidates.

In a marquee Senate race, Democrats picked a fiery, progressive Maine oysterman with scant political experience over a two-term governor. They sided with democratic socialists over House incumbents in deep-blue districts in New York and Colorado. They rejected the preferred candidates of the House Democratic campaign arm in battleground districts more than once. And they recently chose a state attorney general running as an outsider over a sitting senator in the race for Colorado governor.
The insurgents, often campaigning on progressive platforms, have injected new energy into a party still recovering from a crushing defeat in 2024. But they have also concerned some in the party establishment who worry that voters are choosing candidates with narrower general-election appeal or politically toxic positions that could hurt Democrats in November. Trump has stepped up his efforts to portray Democrats as extremists over the past week, falsely describing recent primary winners as communists.
In many other races, more traditional Democrats, including some familiar faces, have still found success. Centrist Josh Turek, the party’s Senate nominee in Iowa, beat a progressive primary rival. And the party is pinning its Senate hopes in Ohio on Sherrod Brown, a former senator, and in North Carolina on former Gov. Roy Cooper. The House Democratic campaign arm has gotten its preferred nominee in a range of targeted swing districts.
Still, the scale of the insurgent victories this cycle reflects the thirst for change from an angrier Democratic electorate, strategists and officials across the Democratic Party’s ideological spectrum say, and could have implications for November and beyond. Primaries later this summer could show how far the disruptive, populist approach is spreading.
“People are starting to realize that Donald Trump was not actually a mistake,” said Abdul El-Sayed, a progressive running for Senate in Michigan. “He reflected a real frustra-
tion in the electorate that Democrats have routinely failed to really address.”
El-Sayed fell far short in a run for governor in 2018, losing in the primary to Gretchen Whitmer, now the governor. But he leads, according to recent polls before the Aug. 4 primary, over Rep. Haley Stevens, a moderate running with support from party leadership. Mallory McMorrow, a third candidate who tried to bridge the divide between El-Sayed and Stevens, suspended her campaign Sunday without making an endorsement.
Many of the Democratic upstarts who have gained traction this year have been critical of Israel, embraced universal healthcare, run on generational change and advocated a more combative posture against Trump.
“It’s not enough for our position to be that we’re simply going to return to a pre-Trump status quo,” said Sen. Chris Van Hollen, D-Md., who was chair of Senate Democrats’ campaign arm in 2018. He has endorsed El-Sayed and other rising progressives this cycle.
In May, a New York Times/Siena poll found that more than half of Democrats and Democratic-leaning independents were frustrated with the party. And more than 80% of the party’s supporters said the political and economic system needed to be torn down entirely or overhauled in a major way.
But the party is fractured over who should lead the rebuilding — and how far-reaching it should be.
Graham Platner, who won the nomination for Senate in Maine despite unsettling disclosures about his past, and Gov. Janet Mills, whom he handily defeated, haven’t spoken since his primary victory, he said last week.
In purple Wisconsin, Francesca Hong, a democratic
socialist, is seeking the nomination for governor, a prospect that has alarmed some Democrats.
In New York, three self-described democratic socialists won House primaries in deep-blue districts last month. Their victories echoed the 2018 win of another insurgent progressive in the state: Rep. Alexandria Ocasio-Cortez, who upset a high-ranking House Democrat. (Ocasio-Cortez rose to the House with other progressives, including Rashida Tlaib of Michigan; Ilhan Omar of Minnesota; and Ayanna Pressley of Massachusetts.)
The contours of the general election are not yet clear, and Democrats expect to once again capitalize on Trump’s unpopularity. They accomplished that in 2018 with fall campaigns designed not to alienate suburban swing voters.
But Jon Fleischman, a Republican strategist, said that Democrats were “squandering a golden opportunity” this cycle to win voters in the middle against far-right nominees from his party.
Fleischman said that Democrats would be positioned for “landslide wins” in key campaigns if they chose more moderate candidates, but were instead headed for “very competitive races.”
“This isn’t complicated,” he said. “If you occupy the center to the left, you’re going to win. That’s a huge coalition.”
Matt Dunlap, running as a progressive, captured the nomination in a conservative-leaning House district in Maine after arguing that the district’s departing Democratic congressman, Rep. Jared Golden, had sided with Republicans too frequently. (Golden won the seat in 2018.) The House Democratic campaign arm preferred a more centrist candidate, but some Maine Democrats say that party leaders in Washington, D.C., underestimate Dunlap’s strength. While some see primary wins by progressive insurgents as detrimental to Democrats’ chances in November, others argue that the firebrands will generate enthusiasm that has been lacking in the party.
Some of the insurgent Democrats who have scored victories in primaries, especially in deep-blue districts, are not all that different ideologically from the establishment Democrats they defeated. But certain issues, including the war in the Gaza Strip, have deeply divided Democrats.
Sen. Kirsten Gillibrand, D-N.Y., chair of Senate Democrats’ campaign arm this cycle, acknowledged that it would “take time” for her party to come together after a series of divisive primaries, but she said she was confident that the party would.
The country, she argued, is undergoing a “massive shift” that has far more in common with the 2006 midterms of President George W. Bush’s second term — when Democrats rode anger over the Iraq War to control the House and Senate — than with the 2018 midterms, when Democrats took the House but not the Senate.
“People will vote differently than they ever have before,” Gillibrand said. “Because they’re not happy.”

The punishing heat wave that made most of last week nearly unbearable across New York is finally over, but a new week is bringing a new weather danger: the potential for torrential rain and flash flooding.
The National Weather Service warned that between late Sunday and early Tuesday, multiple rounds of thunderstorms could unleash enough rain to cause significant flash flooding across the region.
The greatest areas of concern were from northern and coastal New Jersey through southeast New York, including the New York City area, Long Island, southern Connecticut, southern Rhode Island and into parts of southeast Massachusetts.

Farther west, from parts of Pennsylvania toward the Washington, D.C. area, storms were also expected but they were likely to be more scattered. Forecasters said there was less uncertainty in this region, regarding where the heaviest rain would fall and how long individual storms would last. Despite this, some storms could still produce very intense downpours, with rainfall rates reaching around 2 inches per hour.
A flood watch was in effect through Tuesday morning across a large area of the Northeast and the mid-Atlantic, including the New York City region.
On Sunday night, as forecasters watched the weather system’s ingredients come together west of New York, they were still uncertain where, exactly, the worst of the rain would fall.
In New York, despite some storms Sunday, forecasters said the heaviest rain was expected by Monday morning and would last throughout the day. New York City, Long Island and suburbs just to the north and east could record up to 2 inches of rain per hour.
“Please — take this weather seriously,” New York City Mayor Zohran Mamdani said Sunday. He warned that travel could be treacherous, especially around the morning commute hours.
Gov. Kathy Hochul, said state agencies had been mobilized to respond to any flooding.
When significant rain falls very quickly, areas such as basements, subways and low-lying streets can flood within minutes.
On Monday, many towns across the New York region were still cleaning up after storms Saturday night dampened many Fourth of July celebrations.
Storms in this corridor may repeatedly move over the same places, a pattern known as “training,” which can quickly lead to high rainfall. Widespread amounts, of about 3-6 inches of rain, are possible, with isolated areas potentially seeing 8 inches of rainfall or more, the service said.
Parts of Pennsylvania and Ohio had already received several inches of rain as of early Monday, and some flooding was occurring. The National Weather Service office in State College, Pennsylvania, said some of the heaviest rainfall totals reached around 5 inches, particularly east of Harrisburg, where 5.32 inches was recorded in Hummelstown.
Tens of thousands of homes and businesses across New York, New Jersey, Connecticut and Pennsylvania were still without power after strong winds brought down power lines and tree limbs.
The weather service said storms were expected to continue into Tuesday and early Wednesday across parts of the mid-Atlantic, although they were expected to be isolated and weaker. Additional showers and thunderstorms were also possible over parts of eastern Massachusetts and Rhode Island, though the impacts were expected to be more limited and less widespread.

Nearly 10 months after the assassination of Charlie Kirk, prosecutors will begin laying out their case Monday in a hearing that will put Kirk’s parents and widow in the same courtroom as the man charged with murdering the conservative activist.
The goal of the weeklong preliminary hearing in Provo, Utah, is straightforward — to decide whether prosecutors have enough evidence to go to trial against Tyler J. Robinson, 23, a onetime straight-A student now facing the death

penalty in the case.
But the hearing, similar to a grand jury proceeding in other states, will unfold with the emotion and tension of a mini trial in a case that has been dogged by delays and conspiracy theories. Judge Tony Graf will decide whether there is probable cause for the case to proceed.
Robinson has yet to enter a plea, and his defense team has given few hints about its strategy, other than trying to bog down the case with procedural challenges. The hearing could reveal whether his lawyers will acknowledge Robinson was the shooter, or if they plan to dispute reams of evidence tying him to the killing.
Prosecutors are expected to present surveillance videos, autopsy findings and witness statements, and to play a video interview with Lance Twiggs, Robinson’s former roommate and lover, that could shed light on the defendant’s motive. Twiggs has received immunity, according to court filings.
Kirk’s widow, Erika, is expected to be in court this week. At Kirk’s packed memorial service last year, Erika Kirk told the crowd that she had forgiven her husband’s killer “because it was what Christ did,” but still wanted him held accountable by the justice system.
Robinson grew up in the conservative Mormon city of St. George, Utah, but his family told investigators that as
he had become engaged in politics, his views had shifted to the left.
Investigators say Robinson targeted Kirk, one of the country’s most influential conservatives, because of Kirk’s “political expression.” The authorities released text messages between Robinson and his roommate in which he confesses to killing Kirk, saying, “I had enough of his hatred. Some hate can’t be negotiated out.”
Last September, Robinson drove four hours from St. George to Utah Valley University in Orem, where hundreds of students had gathered to see Kirk, the founder of Turning Point USA. Kirk was holding a signature event: a debate where he sparred with liberals and espoused his conservative Christian beliefs.
Kirk had just answered a question about violence committed by transgender people when, law enforcement officials say, a rifle shot rang out from the top of a nearby building, striking Kirk in the neck. Investigators say Robinson slipped away in the pandemonium and made his way back to St. George amid an extensive search.
Robinson’s family later recognized him in surveillance images released by investigators and arranged his surrender to a sheriff. He has been in jail ever since, and he is expected to be in the courtroom all this week.

he last few times I wrote about unidentified flying objects, in the spring and fall of 2023, there had been a series of curious happenings — reveals and leaks and would-be whistleblowing — that convinced me that some group of people inside our government wanted Americans to believe that the national security state had secret knowledge about UFOs.
This was a deliberately circumspect take on an extremely weird situation, which had three notable features. First, the kinds of people coming forward with claims and the footage and accounts of mysterious flying objects being publicized (in The New York Times, among other places) were more serious-seeming, more difficult to eye-roll away, than what we’d seen in prior eras of UFO enthusiasm.
Second, the sudden bipartisan interest from senators and congressmen — not just eccentrics in the House of Representatives but also figures such as Sen. Chuck Schumer, who was then the majority leader, and Sen. Mike Rounds, R-S.D. — was real and substantial, suggesting that a bit more was visible behind the curtain than we knew.
But third, at the same time, all the leaks and insider accounts fell consistently short of what UFO believers call, expectantly, “disclosure” — offering enough to feed speculation about secret government programs, but not nearly enough to overcome a basic skeptical default.
At the time, I argued that all the high-level political and



media interest was removing the impediment that many believers argue stands between us and the truth — the alleged fear, among those with secret knowledge, of being jailed or killed if they speak out. If would-be whistleblowers with national security backgrounds such as David Grusch and Luis Elizondo were hale and well (and in Elizondo’s case, publishing a bestselling book), then surely there was no better time to deliver the supposedly world-altering truth.
And if nobody stepped forward — well, you should be more inclined to assume that the truth was never really out there.
Eighteen months later, as you may have noticed, no Lockheed Martin employees have brought forward detailed plans of the alien spacecraft hidden in their corporate vault, and no former heads of the Department of Energy have confessed to keeping a great bureaucratic secret hidden since the dawn of the Atomic Age. Instead we’ve had more interviews and first-person accounts but no actual disclosure — even of the Jeffrey Epstein or JFK files variety — from a Trump administration that includes a few UFO-curious figures in its ranks.
And now, in a pair of articles last month by two Wall Street Journal reporters, we’ve been given one of the more comprehensive attempts at a non-extraterrestrial explanation of where some of the weirdness originates. Relying heavily on interviews with Sean Kirkpatrick, who ran the All-domain Anomaly Resolution Office, a Pentagon task force investigating the UFO evidence, the reporters reveal several possible mythology-forging projects inside the militaryindustrial complex: a combination of deliberate psychological operations aimed at covering up
top secret technologies, possible bureaucratic pranks and hazing rituals that accidentally made midlevel personnel into UFO believers, and top secret experiments that the government allowed its own personnel to interpret as possible close encounters.
The Journal reporters also follow Kirkpatrick through investigations that did not pan out: A purported piece of extraterrestrial material turned out to have prosaic origins, a claim about Russia reverse-engineering alien technology probably originated in the Russian version of our own UFO disinformation, and a larger pattern emerged where “evidence to support the whistleblowers’ theories appeared to vanish just as Kirkpatrick got close to it.”
What’s useful about the Journal stories is that they’re more capacious than some prior debunking explanations. For instance, certain skeptics pinned the recent wave of UFOrelated governmental signaling on true believers who were inserted into the national security loop by Sen. Harry Reid of Nevada (a UFO believer of some sort himself), and who then traded on those credentials to legitimate their theories. But as far as I could tell, this explanation didn’t do justice to the apparent scale of UFO beliefs within the government.
Whereas what the Journal reporters suggest is that UFO belief could have been seeded in multiple different ways over many decades — creating not just a small group of obsessives circulating the same wild theories but also a broader culture in which both deception and misapprehension are at work, the former feeding the latter and the latter encouraging the former, such that parts of the national security state are conditioned to use “aliens” as cover for their secret operations and other parts are conditioned to assume there must be something real there.
This portrait of “deep state” deception and delusion hardly resolves the UFO question. It doesn’t explain the weird aerial encounters that helped touch off the current age of interest — encounters which are, as far as I can tell from public and private information, still taken quite seriously as an unresolved problem by defense and intelligence officials. Nor does it tell us how to understand the phenomenon of personal paranormal encounters, the UFO-as-religiousexperience zone where “aliens” seem to play angelic or demonic or faerie-adjacent parts.

“Nuestra meta es tener al día nuestras Dependencias y promover la eficiencia en la prestación de servicios a nuestras comunidades. Por eso seguimos mejorando y ampliando la flota de vehículos con el objetivo de continuar llevando un buen servicio a toda nuestra gente”, agregó.

El Municipio de Cayey celebrará este jueves, 9 de julio, su tradicional entrega de materiales escolares para estudiantes residentes del municipio, iniciativa que busca respaldar a las familias cayeyanas en el inicio del nuevo año escolar. La actividad cuenta con el respaldo del alcalde, Rolando Ortiz Velázquez, y de la representante del Distrito 29 (Cidra-Cayey), Gretchen Hau.
La entrega se llevará a cabo de 9:00 de la mañana a 12:00 del mediodía en el estacionamiento B del Estadio Pedro Montañez, mediante la modalidad de servi-carro, con el propósito de agilizar el proceso y brindar un servicio más seguro y eficiente a las familias participantes.
“Estamos listos para recibir a nuestros estudiantes junto a sus padres o encargados. Hemos organizado este evento para que el proceso sea ágil, ordenado y accesible para todos. En Cayey respaldamos con acciones concretas el derecho de nuestros niños y jóvenes a una educación pública de calidad, porque sabemos que invertir en la educación es invertir en el futuro de nuestra ciudad”, expresó el alcalde Ortiz Velázquez. Por su parte, la representante Gretchen Hau recordó

In a new audiobook edition of the “Odyssey,” Homer’s nearly 3,000-year-old epic poem, the voice of British actor Michael Caine delivers the story’s soaring opening lines in his distinctive, gravelly staccato.
“Tell me, O Muse, of that sagacious man who, having overthrown the sacred town of Ilium, wandered far and visited the capitals of many nations, learned the customs of their dwellers, and endured great suffering on the deep,” Caine’s voice intones over a soft, melancholy orchestral score.
Caine is the latest celebrity to lend his voice to Homer’s epic, following acclaimed narrations of the “Odyssey” by actors Claire Danes and Ian McKellen. But Caine isn’t really telling the story. Instead, he licensed his voice to ElevenLabs, a company that produces audiobooks and other content voiced by artificial intelligence, which used an AI clone of his voice for the project.
A team of four producers created the 13-hour audiobook, which came out on June 23 and is available free on the company’s ElevenReader platform. The production features Caine’s voice clone and a supporting cast of 20 different AI voices layered with AIgenerated sound effects and a musical score, and was put together in just over six weeks.
The project, explained Jack McDermott, who leads mobile growth and marketing at ElevenLabs, is meant to showcase the creative potential of voice clones and AI narration — all while capitalizing on heightened interest in the “Odyssey” before Christopher Nolan’s Hollywood adaptation, which comes out this month and stars Matt Damon, Tom Holland and Anne Hathaway.
“The idea was, ‘What would be an amazing piece of content, to show what’s possible in the responsible use of AI voice featuring an iconic voice?’” McDermott said. “On the one hand, it’s about great storytelling. At the same time, this has a really great effect of showing creators around the world, and authors, what can be done with ElevenReader.”
In a way, the “Odyssey,” about the warrior Odysseus’ long and dangerous journey home to Ithaca after the Trojan War, lends itself particularly well to the audiobook format. The poem, along with the other great
work attributed to Homer, the “Iliad,” was composed to be recited by performers.
“If you want to be pedantic, the real way to experience these epics is to listen to them,” said classicist Daniel Mendelsohn, whose translation of the “Odyssey” was released last year.
But some listeners may find it unsettling to hear an oral masterpiece from ancient Greece recounted by AI-generated voices, and may question whether such a rendition can capture the emotional and dramatic scope of Homer’s tale.
The audiobook is landing at a moment when the “Odyssey” is splashed all over social media, thanks to Nolan’s film. The timing is deliberate. Seeing an opportunity to seize on the increased interest in Homer’s poem to showcase ElevenLabs’ technology, the company’s executives tapped Caine for the project.
Caine, an Academy Award winner, was an obvious choice: He had struck a deal with the company in the fall to feature his voice in the ElevenLabs Iconic Marketplace, which allows companies to license famous voices.
The AI edition of the “Odyssey,” with its high-profile synthetic narrator and splashy rollout, could become a test case for whether audiobook listeners are open to an AI version of a beloved actor’s voice.
While synthetic narration has spread in recent years, with AI-generated audiobooks now available on major platforms both legally and illegally, it’s unclear how popular they are with listeners, who often value a narrator’s performance as much as the book itself. According to a survey released in June by the trade group Audio Publishers Association, only 16% of audiobook listeners reported listening to an AI-voiced audiobook.
That hasn’t stopped professional narrators from fearing a future where publishers and audiobook production companies can cut out human narrators entirely by ordering up faster, cheaper AI narrations featuring facsimiles of famous voices.
“The slippery slope of synthetic celebrity voices is, of course, that publishers will simply license those voices for more and more projects, resulting in fewer possibilities for everyone else,” said Edoardo Ballerini, a prominent audiobook narrator who believes

that synthetic narration poses a threat to the industry.
ElevenLabs executives say that the company uses AI narration mostly to create audiobooks for titles that probably wouldn’t have otherwise gotten audio editions, and that the technology is adding to the audiobook landscape rather than threatening the careers of human narrators. As for whether AI narration results in an inferior experience for listeners, the company’s executives say the marketplace will be the judge.
“Audiences will decide, at the end of the day,” said Dustin Blank, who oversees ElevenLabs’ talent and strategic partnerships,
including the Iconic Marketplace. “It’s up to them. No one’s forcing this in our ears.”
Scholars and translators have mixed feelings about whether an AI narration can do justice to Homer’s poetic lines.
Translator Emily Wilson, whose groundbreaking translation of the “Odyssey” was released in 2017, worries that synthetic voices can’t re-create the emotional nuances of the text. The “Odyssey” is an adventure tale, but it’s also an intimate story about marriage, memory, family, loss and home.
“So much of both translation and other interpretive activities is about human judgment,” Wilson said. With a human narrator, “the voice and the thinking behind the character can emerge over the course of the performance,” she said, adding: “It’s hard to see how AI can really do that.”
Others see the potential for AI to draw new audiences to the “Odyssey,” either because the narration is free and widely accessible online or because people are curious to hear an AI Michael Caine.
Mendelsohn, who narrated the audiobook for his own translation of the “Odyssey,” noted that the poem had been adapted many times over into new narrative forms, like fiction and film.
“The reason that these works survived is that they keep having something to say to every new generation, in every new historical period,” Mendelsohn said. “AI is another new technology, and if it can be used to bring out everything that is wonderful in this work, why not? These things have been infinitely adapted.”

The S&P 500 and Nasdaq ended sharply higher on Monday, with Broadcom and other chip stocks rallying as investors bought shares in companies related to artificial intelligence that are expected to drive a strong second-quarter earnings season.
Broadcom jumped 3.7% after the chipmaker and Apple agreed to extend a deal through 2031 to develop and supply a range of custom chips.




The S&P 500 information technology sector index climbed 1.3%, while the Philadelphia SE Semiconductor index gained 2.2% after two straight sessions of losses.
“This is a market that’s leaving a lot of people out. If you’re not in certain tech names, if you’re not in semiconductors, then you’re basically missing the entire rally,” said Jake Dollarhide, chief executive officer of Longbow Asset Management in Tulsa, Oklahoma. “I think it’s a very tenuous rally. There is a risk, particularly if the Fed continues to see higher interest rates for longer.”
Taking advantage of massive investor demand for AI-related chip stocks, South Korea’s SK Hynix was set to debut on the Nasdaq later this week.
Microsoft shares fell almost 1% after the tech heavyweight said it was cutting about 2.1% of its workforce, or roughly 4,800 jobs.


“What the market is saying is Microsoft can’t afford all of its CapEx and there’s not a clear return on invested capital yet. Therefore, laying off people in lieu of moderating CapEx spend is perceived as a negative,” said Thomas Hayes, chairman at Great Hill Capital LLC.

Explosions rocked the Ukrainian capital, Kyiv, early Monday, the eve of a NATO summit, as Russia mounted its second major attack on the city in days.
President Volodymyr Zelenskyy of Ukraine, who is expected to attend the NATO summit in Turkey, said in a social media post that 12 people had been killed in the attack and 64 others wounded, including two children.
The war in Ukraine will be front and foremost at the NATO meeting Tuesday and Wednesday as the conflict has reached deep into Russian and Ukrainian cities.
President Donald Trump, who in recent months had turned his attention from Ukraine to the war in Iran, spoke with Zelenskyy and President Vladimir Putin of Russia over the weekend. Zelenskyy said he expected the conversations to continue at the summit.
As peace talks have been set aside, Russia and Ukraine in recent weeks intensified strikes on cities in each other’s territory. Aiming to bring the war home to the Russian public, Ukraine has mounted a new and wide-ranging strategy of drone strikes into Russia, targeting oil refineries as well as military production facilities. The attacks on the refineries have caused fuel shortages across Russia.
Moscow’s efforts to advance on the battlefield in Ukraine have largely stalled. But, in attacks that overwhelm Ukraine’s air defenses, the Russian military regularly launches barrages of missiles and drones at large cities, hitting not only factories
and warehouses but also apartment buildings.
In Kyiv, thick, black smoke rose across the skyline as dawn broke Monday. The city’s mayor, Vitali Klitschko, said the authorities were responding to multiple fires as well as attending at least one damaged apartment building where people were trapped. At least 15 residential buildings were destroyed or damaged in Kyiv overnight, authorities said on social media.
At the site of a damaged apartment building not far from the center of Kyiv, families hugged one other and wept as they watched a crane lift a concrete slab from the wreckage. A missile had gouged a huge hole in the nine-story complex, smashing though apartments on the top four floors and spilling their contents onto the ground below.
Rescuers clambered over the roof and into a wrecked apartment. They had brought out five bodies from the building, residents said. A rainstorm had doused the fire, but the air was thick with the smell of burning and the ground was black with soot.
The strike came without warning, one of three rapid and loud blasts that hit the area shortly after 1 a.m., residents said.
“We were woken by the explosion,” Vadim Litvishko said. He and his wife, Tetiana, and their 10-year-old son, Serhii, looked shaken, but Litvishko said their apartment farther along the building was intact.
Nearby, an unexploded missile lay deep in the mud of a courtyard, Litvishko said. Military officers and rescuers at the scene said the strikes had probably been caused by Russian Zircon cruise missiles. They spoke on condition of anonymity for security reasons.
A mother and daughter watching the rescue operations said they did not think negotiations with Russia would end the war.
“It is hard after a drone or a missile has hit your apartment,” the daughter, Tetiana Belousova, said. “People understand that no one can reach an agreement with the Russian president.”
In the attack Monday, Russia launched 68 missiles and 351 drones, with Kyiv the main target, according to the Ukrainian air force. None of the 23 ballistic missiles launched were intercepted, the air force said, but most of the cruise missiles were.
Ballistic missiles move much faster than cruise missiles, and Patriot interceptors are the only air defense system in Ukraine’s arsenal that can shoot them down. Ukraine has other defenses that can shoot down cruise missiles.
Ukraine has made frequent pleas for new shipments of Patriots, suggesting that the remaining supply is low.
“Our warriors achieved good results today in intercepting drones and cruise missiles, but unfortunately not Russian ballistic missiles,” Zelenskyy said in a post on social media Monday morning. “The reason is the shortage of interceptor missiles,” he added.
He also noted, “It is crucial that the world — above all, America and our European partners — leave the NATO Summit in Ankara with strong decisions to support the defense of our skies and, therefore, the protection of civilian lives.”
On Thursday, Russia pounded Kyiv with missiles and drones in a nearly 12-hour assault that killed 31 people and wounded more than 100 others.

When a giant earthquake struck Haiti in 2010, the United States mounted an enormous relief effort involving more than $3 billion in aid, 7,000 U.S. troops on the ground and a halt to deportations of Haitians to their devastated country.
That response dwarfs what the United States has promised for earthquake-ravaged Venezuela, a country the Trump administration says it is now running after seizing its leader this year. So far, the U.S. has put forward $300 million, deployed a much smaller force of about 900 U.S. military personnel and not announced a halt to deportations of Venezuelans.
I was one of the first reporters on the ground in Haiti’s capital, Port-au-Prince, in 2010. Big differences mark the disasters: Haiti is poorer than Venezuela, its earthquake death toll appears to have been far higher and, perhaps most important of all, the U.S. approach to the world has fundamentally changed.
But the parallels between the disasters are also haunting: Pancaked multistory concrete buildings, bodies flooding into overwhelmed morgues, survivors disparaging government responses, and civilians leading desperate rescues of people
trapped in the rubble.
Viewed against cityscapes clouded by dust from pulverized structures, the images speak to hollowed-out first-responder agencies, generalized impoverishment and political dysfunction in both Haiti and Venezuela.
But in the years since the United States led an international effort to help Haiti, Trump officials have expressed disdain for foreign aid. They have gutted the U.S. Agency for International Development, the main U.S. agency for distributing foreign aid, and slashed assistance to poorer countries.
At the same time, crisis-plagued Venezuela has gone from being one of Latin America’s largest aid donors to itself requiring large amounts of aid. In 2010, Venezuela was among Haiti’s main donors, providing food, medicine, emergency oil shipments and debt relief.
Before Venezuela’s economy collapsed a decade ago, its socialist leaders framed such aid as a political counterweight to U.S. policy, which blended earthquake recovery with nationbuilding efforts, channeling most assistance through USAID.
In Venezuela, the Trump administration is now prioritizing immediate search-and-rescue operations and political stability in a country it views as an oil-rich client state where U.S. energy companies can make fortunes.
After raiding Venezuela’s capital and seizing its authoritarian president in January, President Donald Trump said that he was taking control of Venezuela’s oil. Since then, U.S. officials have said they are overseeing billions in Venezuelan oil sales.
The question is, how much of that money will be used to help quake survivors and rebuild Venezuela now that large parts of the country lie in ruins?
Having dismantled USAID last year, the U.S. authorities are now channeling the $300 million in assistance announced so far through groups like the Red Cross, religious organizations and the United Nations. This U.S. funding accounts for the bulk of global relief efforts, with the European Union and countries such as Australia offering much smaller amounts.
John Barrett, the top U.S. diplomat in Venezuela, said last week that the United States expected to remain engaged in Venezuela’s recovery for as long as necessary, with shelter, debris removal, running water and electricity generation the immediate priorities.
But Barrett also said that the Trump administration’s broader strategy for Venezuela — prioritizing political stability and using Venezuela’s own oil revenues to finance an economic recovery — remained unchanged despite the disaster.

Turkey will seek to leverage the warm relationship between its president, Recep Tayyip Erdogan, and President Donald Trump to bridge differences inside NATO during the military alliance’s upcoming summit in Turkey, the country’s foreign minister, Hakan Fidan, said in a recent interview with The New York Times.
The 32 members of NATO will convene Tuesday in the Turkish capital, Ankara, for a high-stakes meeting on the future of the trans-Atlantic alliance.
Trump’s threats to reduce the role of the United States in NATO — or to withdraw from it altogether — have caused other members to explore potential new security arrangements. Trump has also accused NATO allies of disloyalty for not supporting the U.S.-Israeli war on Iran, which many of those partners opposed.
While directly criticizing some NATO leaders, Trump has maintained cordial ties with Erdogan, calling him a “friend” and a “great leader.”
Speaking to the Times the week before the summit, Fidan said Erdogan’s relationship with Trump could help ease tensions within NATO.
“It is just a matter of trust for Mr. Trump, and friendship,” Fidan said. Turkey, he added, intended to “use this friendship for the benefit of the greater good, for the entire NATO family.”
As a former spy chief and Erdogan’s top diplomat since 2023, Fidan, 57, has run point on Turkey’s policies toward many global crises, including the wars in Syria, the Gaza Strip, Iran and, most pertinent to NATO, Ukraine.
Reflecting Turkey’s geographic location between the Middle East, Europe and Asia, as well as its open diplomatic positioning, Fidan maintains relations with an array of foreign figures. He will be the only NATO minister at the summit who speaks directly with top officials from the United States, Iran, Russia, Ukraine and the Palestinian militant group Hamas.


Much of the summit will focus on military budgets, with allies expected to demonstrate progress toward the goal of spending 5% of their gross domestic product on their militaries. Fidan said in the interview that despite Trump’s threats toward NATO, he expected those technical discussions to go smoothly.
“I don’t see any problem on that,” Fidan said.
“There are a lot of words exchanged,” he added. “But in practical terms, nothing can change. The forces are there.”
He said that among Turkey and other European countries, there is agreement that the alliance is important: “Nobody is discussing the necessity of NATO.”
But Trump’s persistent criticisms have raised concerns among some NATO officials that the United States might not honor the alliance’s mutual defense clause if, say, Russia were to attack a European member.
Trump has threatened to withdraw U.S. forces from Germany and elsewhere, which has accelerated discussions among Europeans about how to enhance their collective defense, under the European Union or other proposed groupings.
Fidan criticized such ideas as a “structural problem within NATO,” arguing that increased defense cooperation inside the EU ran counter to European countries’ commitments to NATO.
Turkey and Europe must see each other as vital to their collective security, he said.
“We are part of Europe as well, and unless we come together in European geography to form our security platform, we will never feel secure enough,” he said.
Turkey, which shares a long border with Iran and maintains diplomatic relations with its government, opposed the U.S.-Israeli war and has sought to help mediate its end.
Fidan was cautiously optimistic that the memorandum of understanding reached between the United States and Iran last month would lead to an enduring peace.

ultimate objectives,” he said.
He noted, however, that the 60-day agreement left to future discussion many contentious details, including about Iran’s nuclear program, the lifting of sanctions on Iran and the rules that will govern the Strait of Hormuz.
Fidan recently returned from a trip to Russia, where he met senior officials including President Vladimir Putin. Fidan said Turkey was willing to facilitate new talks aimed at ending the war in Ukraine but did not expect them imminently.
“Overall, the conclusion I reached is that I think they are ready to engage in discussions and talks, but we need American leverage,” he said. “The important thing for us is to see a real and sincere intention and effort from both sides for peace.”

The Nuclear Regulatory Commission last week proposed overhauling its safety rules for radiation exposure from nuclear power plants, saying that the current regulations are too costly and go beyond what is needed to protect human health.
The NRC would keep its existing limits on the maximum amount of radiation that workers and the public can receive each year. But it is proposing to eliminate a principle in place for decades that said nuclearplant operators should keep radiation exposure “as low as reasonably achievable.” In some cases, that meant regulators could order plants to install additional equipment to drive radiation exposure far below the legal limits.
The agency said that this often led to additional costs “without a measurable safety benefit.” It added that the maximum dose limits were already set “well below levels associated with known health effects.”
The NRC also proposed on Wednesday a sweeping package of changes aimed at simplifying the process for choosing locations for and licensing new nuclear reactors. Taken together, the rule changes could make it cheaper and easier to build and op-
erate new nuclear power plants in the United States. The Trump administration has urged the Nuclear Regulatory Commission, the nation’s safety regulator, to streamline its rules in order to greatly expand the use of nuclear power.
“NRC’s regulations have not kept pace with new technologies and our energy needs,” said Ho Nieh, the chair of the commission. The proposed rules, he said, would “strip out rigid frameworks and unnecessary conservatism to accelerate the safe deployment of new reactors and expand existing capacity across America.”
The new rules wade into a long-standing and often fierce debate over how much protection against low levels of radiation is worthwhile.
Experts agree that high doses of radiation are dangerous and can cause various types of cancer. But there’s much more disagreement about the effects of lower doses of radiation, such as the amounts that workers at nuclear power plants might receive in the course of their jobs.
Different studies have found that low doses can be harmful, neutral or even beneficial. Many researchers say the science is inconclusive, particularly since people are naturally exposed to varying amounts of
background radiation in day-to-day life.
For decades, many researchers and regulators have tried to simplify things by adopting what’s known as the “linear no-threshold model,” which says that the effects of radiation scale down linearly with the dose, and that even tiny amounts of radiation can have small negative effects. While researchers say it’s extremely difficult to prove or disprove this model, some say it’s a reasonable precaution.
Since the 1970s, regulators have in turn adopted the principle that radiation exposure from nuclear power plants should be kept “as low as reasonably achievable.” That might mean installing additional shielding and equipment at plants or hiring more workers so that they could be rotated more often in order to keep radiation exposure to each individual as low as possible. And it means operators should always be looking for ways to limit exposure further.
Yet supporters of nuclear power have argued that shifting targets for safety make it more difficult and expensive to build and operate nuclear plants — which produce far less air pollution than coal- or gas-burning power plants — with little detectable safety benefit.
In its proposed rule, the NRC said that instead of requiring radiation exposure be “as low as reasonably achievable,” it would allow more flexibility for plant operators to manage exposure and adopt new methods for evaluating radiation doses. The agency is also proposing to allow certain medical workers who work with radioactive materials to voluntarily receive higher doses.
“Our radiation dose limits remain unchanged. What we’re eliminating is unnecessary ambiguity,” Nieh said.
Current U.S. nuclear plants “already operate far below what the regulatory limits are because they recognize it’s the best practice for the operations of the plant and the workers,” said Patrick White, an expert on nuclear power at the Clean Air Task Force, an environmental group. “It’s hard to imagine operators changing that just because the regulations are changing.”
Others have suggested that the new rules could make it easier for companies to develop new plants. The Breakthrough Institute, a pronuclear group, published research suggesting that moving away from the “as low as reasonably achievable” standard could cut the cost of building reactors by
as much as 20% because developers might need to use less steel, concrete, shielding and labor.
Opponents of nuclear power criticized the new rules. The changes “would allow nuclear facility workers and the general public to be exposed to higher levels of cancercausing radiation just to save the nuclear industry money,” said Edwin Lyman, director of nuclear power safety at the Union of Concerned Scientists and a frequent critic of the industry.
Separately, the agency said it was streamlining an array of rules that developers of nuclear power plants have to follow for siting, building and licensing plants. Traditionally, for instance, companies have to receive an NRC license before they can begin construction. The new rules could allow companies to conduct more types of early site work while they wait for NRC approval, allowing them to speed up project timelines.
The agency will solicit public comment on both proposed rules for 45 days and is expected to finalize them later this year.
The Nuclear Regulatory Commission was established by Congress as an independent agency responsible for overseeing the safety of the nation’s nuclear power plants and approving plans for new reactors. The agency’s safety rules, which have become more stringent since the 1970s, have sometimes been blamed for the slowdown in construction of U.S. nuclear plants. Only three new reactors have come online since 1996.
Since taking office, President Donald Trump has sought to exert greater authority over the agency, including breaking precedent by firing one of its Democratic commissioners last year. (The five-member board traditionally has commissioners appointed by both parties who serve for fixed terms. It currently has three Republican appointees and two Democratic appointees.)
Last May, Trump issued a series of executive orders telling the NRC to overhaul its rules and take no more than 18 months to approve new reactors. Trump has also ordered the agency to clear all major regulatory decisions with the White House’s Office of Information and Regulatory Affairs, creating a new level of political oversight.
Nieh, who was appointed by Trump, has said the agency will continue to make its own decisions. “There’s no political pressure on our safety decisions,” he said Wednesday.

On Sunday, FIFA reversed the suspension, announcing that Balogun would be eligible to play Monday against Belgium.
The reversal is highly unusual and is the first time since 1962 that FIFA has allowed a player to appear in a game when they would have been suspended after being sent off in the World Cup. Infantino has spent years trying to curry favor with Trump. Last year, FIFA created and gave Trump the FIFA Peace Prize amid the president’s public, but failed, campaign to win the Nobel Peace Prize.

FIFA did not immediately respond to a request for comment but confirmed Balogun’s eligibility after The Athletic reported the planned reversal earlier in the afternoon.
The red card also carried a one-game suspension for yesterday match against Belgium.
But on Sunday, FIFA said Balogun could play.
“In line with Article 27 of the FIFA disciplinary code, the implementation of the match suspension is suspended for a probationary period of one year,” the governing body said in a statement. “If Folarin Balogun commits another infringement of a similar nature and gravity during the probationary period, the suspension shall be revoked and the sanction enforced without prejudice to any additional sanction imposed for the new infringement.” The statement did not explain why he did not receive an automatic ban as other players who have been sent off have received.
The sudden clemency for Balogun will lead to more questions about the type of relationship Infantino has developed with Trump.

President Donald Trump called Gianni Infantino, the president of FIFA, in the hours after the United States men’s soccer team played Wednesday and asked him to review the suspension of the team’s top goal scorer in the World Cup, Folarin Balogun, after he was given a red card, according to four people familiar with the conversation.
U.S. Soccer officials argued the red card was improperly given to Balogun because the officials should not have used slow-motion video replay in determining the penalty, the people said. Use of video replays is common practice, and players have frequently been ejected after reviews.
Scott Goodwin, a hedge fund manager and major donor to U.S. Soccer, brought to the attention of Trump officials public accusations that Raphael Claus, the referee, was involved in match fixing in Brazil by giving out irregular red cards. Brazilian authorities and FIFA have found



The Belgian federation reacted with fury on Sunday. In a statement it described being “astonished by FIFA’s decision to declare suspended United States player Folarin Balogun eligible to play in the U.S.A.-Belgium match.”
The federation added that it was “investigating all potential options.”
In a statement, the White House confirmed that Trump and Infantino had spoken about the red card, and added that “the correct and proper outcome was achieved” after what it described as an independent review. The White House said the U.S. government had provided information for that process. It declined to provide any additional details of the conversation between Trump and Infantino.
Trump celebrated FIFA’s announcement on social media, though he did not say that he called Infantino, nor did he take any credit for the decision.
“Thank you to FIFA for doing what was right and reversing a great injustice,” the president wrote on Truth Social.

Balogun was ejected midway through the second half against Bosnia and Herzegovina on Wednesday after tussling with an opponent and after opening the scoring in Santa Clara, California, to set the United States on course for victory. As the men went for a ball, Balogun’s foot came down on his opponent’s ankle, causing it to twist awkwardly. After a video review, he was sent off the field with a red card.
The president of Norway’s federation had already joined an ethics complaint against Infantino that alleges that he breached FIFA’s statutes on political neutrality after awarding Trump the peace prize. Infantino has described himself as a friend of the American president and has frequently lavished him with praise and gifts in a way that is unique in FIFA’s 122-year history. In contrast with its handling of this case, FIFA had received criticism over the treatment of Iran during the tournament. Iranian players were required to stay in Mexico and were limited in the amount of time they could spend in the United States amid continuing tensions between the two countries.
Allowing Balogun to play benefits the United States, with the striker being the main goal threat as the U.S. tries to advance to the quarterfinals for the first time in 24 years. Privately, some senior soccer officials expressed their incredulity at the handling of the case and openly discussed whether a precedent had now been set so other teams could demand their players be reinstated should they receive similar suspensions.It is not the first time FIFA has drawn scrutiny for altering rules that appear to favor certain teams or star players. Cristiano Ronaldo, one of the world’s most famous players, was cleared to play at the start of this year’s World Cup when under regular rules he should have missed the first two games because of a red card before the tournament began.
