ore than 200 elected officials from across the United States and Puerto Rico urged the U.S. Court of Appeals for the First Circuit on Monday to reject a new appeal filed by bondholders of the Puerto Rico Electric Power Authority (PREPA), warning that the creditors’ demand for priority payment of $3.7 billion would have severe consequences for residents on the island and beyond.
The officials -- including U.S. Reps. Nydia Velázquez and Alexandria Ocasio-Cortez of New York, Jesús “Chuy” García and Delia C. Ramírez of Illinois, and Greg Casar of Texas -- joined Local Progress, a national network of local elected leaders, in submitting an amicus brief opposing the bondholders’ claims. The signatories represent 29 states and Puerto Rico, and say they have a stake in the case because their constituencies include Puerto Ricans on the island, Puerto Ricans living in the mainland United States, and communities with longstanding civic, economic and family ties to Puerto Rico.
The brief argues that the bondholders’ appeal -- led by hedge fund GoldenTree -- threatens to impose additional electricity rate hikes on households and businesses in Puerto Rico, which would be responsible for covering any payment ordered by the court because PREPA remains in bankruptcy. The officials say the District Court correctly dismissed the creditors’ claim and noted that the bondholders’ expectations of repayment are “divorced from Puerto Rico’s reality.”
“We submitted this brief to illustrate the human im-
pact of this case and the context in which decisions about these disputed expenses are made,” said Julio López Varona, spokesperson for the No + Aumentos campaign, a Puerto Rico coalition that has mobilized against further electricity rate increases to pay PREPA’s unaudited debt. “More than three million people depend on a stable and affordable electrical system. A ruling in favor of the bondholders would be alarming because Puerto Rico cannot withstand more rate hikes, and federal courts must support debt-restructuring processes that are viable for debtors.”
The officials emphasized that PREPA is the island’s sole electrical utility and that its fragile, costly and unreliable system must continue operating for workers, retirees, hospitals, schools, small businesses and families. Any additional payments to bondholders, they argue, would directly reduce resources needed to stabilize and rebuild the grid.
GoldenTree and other creditors are appealing a ruling by U.S. District Judge Laura Taylor Swain that rejected their claim for funds they say should have been paid to them after Hurricane Maria, even as Puerto Rico faced an emergency that compromised essential services. López noted that the bondholders purchased PREPA debt in 2019, fully aware of the island’s precarious condition following the hurricane and subsequent earthquakes.
“These bondholders now want $3.7 billion that PREPA used to make improvements to the electrical system,” López said. “They want even more money regardless of the impact on our energy infrastructure and the certainty that this will result in higher electricity bills. Even the Oversight Board has said there is no way to pay more. These actions are unsustainable and threaten the well-being of our people.”

The officials opposing the appeal argue that the Republican states’ filing ignores the extraordinary context of emergencies and the need for governments to retain flexibility to respond to them.
They also warn that a ruling favoring the bondholders would have implications beyond Puerto Rico, potentially limiting the ability of local governments across the United States to redirect funds during crises to protect public welfare.
“The actions of these bondholders do not stop at Puerto Rico,” López said. “A decision in their favor would strip municipalities of the power to invest in their communities during emergencies. That would be disastrous. We applaud these elected officials for raising their voices for the people of Puerto Rico and recognizing the broader implications of this case.”

Puerto Rico Secretary of State Rosachely Rivera Santana announced on Monday that the Carraízo and Cidra reservoirs remain under observation due to a gradual decline in their water levels.
Meanwhile, the Aqueduct and Sewer Authority (PRASA) is making operational adjustments across the six reservoirs it manages to conserve available water.
“The Government of Puerto Rico’s priority is to continue monitoring the condition of our water systems daily and to take the necessary measures to protect service to communities,” Rivera Santana stated in a written release. “We are working in coordination with all agencies to respond to this situation in a timely manner.”

required. Operational adjustments are being implemented at the Carraízo, La Plata, Cidra, Toa Vaca, Río Blanco and Fajardo facilities. According to the public corporation, the measures aim to reduce water extraction, conserve reserves and extend the supply during the drought period.
The Guzmán Arriba filtration plant, which supplies areas of Río Grande and Canóvanas, remains subject to a scheduled service interruption plan due to reduced available flow. Other raw water intakes and filtration plants in the Metro, East and South regions are also being closely monitored.
While a heat warning was in effect through the late afternoon Monday, the director of the National Weather Service indicated that a tropical wave and a trough could increase rainfall activity between Monday and Tuesday of next week. If that scenario materializes, the precipitation could slow the rate at which reservoir levels are dropping.
PRASA Executive President Luis R. González Delgado urged the public to use water prudently to reduce the risk of further disruptions.

The U.S. Coast Guard announced Monday that it was conducting an air and sea search for fisherman Eucebio Mangual, a 63-year-old Ponce resident who went fishing on Saturday and failed to return on Sunday as planned.
Mangual departed around 6 p.m. from the Ponce fishing village ramp in a 19-foot white recreational vessel named “Angel.” His
vehicle and the boat trailer were found in the facility’s parking lot.
According to information provided to authorities by the fisherman’s wife, his intended route was unknown, although he typically fished south of Caja de Muertos Island and to the east, in the Cayo Cabezos area.
The man is described as six feet tall and weighing 240 pounds. When he set out, he was wearing black swim shorts and a light gray shirt.
Participating in the search were an MH-60T Jayhawk helicopter from Air Station Borinquen, the cutter “Joseph Doyle,” an HC-144 Ocean Sentry aircraft and a Civil Air Patrol aircraft.
The Ponce Municipal Office of Emergency Management, the Department of Natural and Environmental Resources and the Puerto Rico Police were also assisting in the effort.
Anyone with information regarding Mangual’s whereabouts was urged to contact Coast Guard Sector San Juan at 787-289-2041.

After the loss of 400 megawatts of generation in the electrical system late last week, lawmaker Víctor Parés Otero, who chairs the Government Committee in the island House of Representatives, will request from LUMA Energy LLC, the private operator of the electrical transmission and distribution network, all data, including maintenance logs, corresponding to the transmission center at the Costa Sur power plant and line number 50400, which connects the plant with the transmission centers in the municipality of Mayagüez.
“Last Thursday, a significant event occurred that resulted in a loss of approximately 400 megawatts of power,” Parés Otero said. “... [W]e are requesting all data from LUMA Energy regarding this facility, including service and maintenance logs, as well as records of brush clearing and maintenance work on line number 50400, which runs from Costa Sur to Mayagüez.”
Last Thursday, around 120,000 LUMA customers were left without electricity service as a result of a series of breakdowns at the aforementioned center and on the transmission line, among others.
“Thanks to the signing of Law 1-2025, electric-
ity generation is available to mitigate the effects of this event,” the legislator noted. “However, it is imperative to understand, in detail, everything associated with this event in its two aspects: the center and the line. We will evaluate the data that LUMA Energy sends us to determine the next steps. The goal of this investigation is to correct any deficiencies and prevent similar events.” Parés Otero added that Law 1-2025, which went into force on March 19, 2025, guaranteeing a generation of 500 megawatts, is essential to maintaining an energy reserve for the summer months, when electricity consumption is at its highest.

Senate Minority Leader Luis Javier Hernán dez Ortiz of the Popular Democratic Party filed an appeal before the Puerto Rico Court of Appeals on Monday, seeking to overturn a lower court ruling that barred him from demanding details on 229 cases recently closed by the island Department of Justice.
The senator is asking the appellate court to review a decision by the Court of First Instance that found he lacked standing to request infor mation about cases archived by the Division of Public Integrity and Comptroller Affairs.
Hernández Ortiz said the ruling sets a trou bling precedent for government transparency.

“This appeal seeks to reverse a judgment that concluded this senator had no standing to go to court to demand information on cas es closed by the Division of Public Integrity and Comptroller Affairs,” he said. “That is a harmful precedent given the importance of transparency in public administration.”
The dispute dates back to May, when Hernández Ortiz formally requested a list of cases closed by the division. Justice De partment officials declined to provide the
information, prompting the Senate to unani mously approve a motion giving the agency 24 hours to comply. The motion also authorized Hernández Ortiz to pursue legal action if the department failed to deliver the documents.
“Our request is simple: that the appellate forum review the lower court’s determination,” he said. “We disagree with it, and we believe it is legally incorrect. The Senate empowered us to appear and assert our prerogatives.”
The senator, who is also an attorney, argued that the trial court’s interpretation of Article 34‑A of the Political Code would effectively prevent minority legislators from defending their constitutional rights. He said Judge An thony Cuevas Ramos’ decision implies that a minority senator would need the Senate pres ident to personally bring such claims to court.
“That minimizes the rights of minority legislators, which are recognized in Section 7 of Article III of the Constitution,” Hernández Ortiz added.
He also tied the issue to broader concerns about government accountability, noting that recent events in the executive branch make it even more urgent for the Senate to scrutinize the Justice Department’s handling of corrup tion cases.
“For the past year and a half we have de nounced the failures of this administration,” Hernández Ortiz said. “We reaffirm it: we are facing a flood of corruption whose operations center is La Fortaleza. Justice has closed 229 cases -- why, and based on what analysis? Those questions can only be answered if the Department of Justice acts with transparency.”
The senator confirmed that the Office of the Solicitor General has been notified of the appeal and that the case will be reviewed by Panel XI of the Court of Appeals.
“This is easily resolved by applying the concept of transparency seriously in govern ment decisionmaking,” he said. “We are firmly committed to that principle.”

Former prosecutor Ernie Cabán argued that Special Indepen dent Prosecutor (FEI by its initials in Spanish) Ileana Agudo should recuse herself from the investigation involving the Department of Economic Development and Commerce (DDEC) after she shared on her social media a column that described the controversy between La Fortaleza Chief of Staff Francisco Domenech Fernández and former DDEC secretary Sebastián Negrón Reichard as “gossip.”
Cabán said Agudo’s actions could undermine public confidence in the impartiality of the process, noting that she appeared to express an opinion about a matter currently under her investigation.
“It seems to me that the special independent prosecutor should recuse herself motu proprio, because she clearly spoke about the merits of an issue under her consideration,” Cabán said in a radio interview on “Pega’os en la Mañana.” “That affects credibility and trust. And if she does not do so as an act of prudence, then the [FEI] panel, in its supervisory role, should take some action and discuss this with the prosecutor.”
Agudo reportedly shared an excerpt from a column by
journalist Mario Ramos, which stated:
“Unlike the public controversy between the Chief of Staff, Francisco Domenech, and the former secretary of Economic Development and Commerce, Sebastián Negrón Reichard which at this moment meets all the requirements of neigh borhood gossip -- the matter involving the referred former of ficials is indisputably serious. At least in the narrative Negrón Reichard offered about alleged interventions by Domenech, there is no clear and undeniable commission of crimes. It is a contest of suppositions that reminded me of stories from previous administrations.”
Popular Democratic Party (PDP) Sen. Luis Javier Hernández Ortiz said in an interview that the party, currently in the legisla tive minority, may eventually push to eliminate or restructure the FEI Panel, asserting that the entity “has become a subcom mittee of the [governing] New Progressive Party.”
“The country has less confidence in the FEI Panel, and the same is true of the Department of Justice,” the PDP Senate minority leader said. “Unfortunately, both agencies -- tasked with combating corruption -- do everything except that, and federal agents have had to assume that jurisdiction.”
Hernández Ortiz added that other U.S. jurisdictions use
mechanisms that are “more agile, less costly, and completely impartial,” and suggested that Puerto Rico should evaluate those models.

Agents of the Añasco Maritime Unit and the United Rapid Action Forces (FURA by its acronym in Spanish) intercepted a boat with around 50 people on board off
the coast of Cabo Rojo in the early hours of Monday morning. According to preliminary information from the Police, at about 4 a.m. an alert was received from the Salty Dog system about a suspicious boat that was sailing about eight miles from the area of Pelayo and Joyuda.
Authorities tracked the boat to about three miles from the Joyuda Sports Complex, where a blue wooden vessel with out navigation lights was located, with some 50 occupants. Subsequently, the boat reached the coast, near the PR-102 highway, where its occupants disembarked and dispersed.

Federal agents around the country were told in recent days that the FBI would no longer investigate confrontations with immigration agents — cases that sometimes yield evidence that could be used to prosecute Department of Homeland Security agents implicated in violent encounters, according to people briefed on the decision.
If enacted, such a change would sharply limit law enforcement scrutiny of immigration agents, as the Trump administration draws mounting criticism over killings at the hands of federal officers. In the past two weeks, two fatal shootings by Immigration and Customs Enforcement agents in Texas and Maine have thrust the government’s tactics back into the spotlight.
FBI managers around the country received a written notice informing them of the change Thursday, according to the people familiar with the matter who spoke on condition of anonymity to describe internal communications. The same day, some ICE agents around the country were notified by their FBI counterparts.
The guidance shared with them said that the bureau would stop investigating claims of assaults against Department of Homeland Security agents, the people said. Even though such investigations are intended to determine whether the officers were in fact attacked, they can provide a crucial means of gathering evidence implicating the agents themselves.
A joint statement by the Justice Department and the Department of Homeland Security, however, denied that any such change was underway.
“The relationship between DHS and DOJ in investigating assault on federal officer cases has not changed, and FBI will continue to investigate in accordance with agency policy,” the statement said. “This administration has been clear, anyone who assaults law enforcement will be prosecuted to the fullest extent of the law.”
Under the change, responsibility for investigating cases involving federal immigration officers would likely fall to Homeland Security Investigations, an arm of ICE, effectively leaving the agency to investigate itself, according to guidance circulated among FBI and ICE agents.
Cases involving an assault on a fed-

eral officer have been a source of tension inside federal law enforcement agencies for more than a year. White House and Justice Department officials have pushed prosecutors to bring charges in as many of them as possible, particularly as Americans protest the administration’s immigration crackdown.
Under the federal statute, felony charges can be brought against anyone who “forcibly assaults, resists, opposes, impedes, intimidates or interferes” with a federal law enforcement officer.
Trump administration officials have claimed that language means anyone who makes physical contact with an agent should be charged with felony assault, which is punishable by up to eight years in prison.
“It’s abhorrent to ever, ever touch a law enforcement officer, which is why anytime anybody does that and it’s a federal officer, we’ll prosecute them,” the acting attorney general, Todd Blanche, said in an interview in May on CNN.
An investigation by The New York Times found that the Trump administration had filed charges against more than 550 people for assaulting federal officers. Of the more than 400 cases that had been resolved, nearly half had unraveled, with charges being thrown out or withdrawn, or
the defendants being acquitted.
Under the Trump administration, when ICE agents have shot and killed people, the FBI has been assigned to scrutinize a narrow question: whether the agents were assaulted before the gunfire.
While the bureau in past administrations has investigated potential civil rights abuses and law enforcement misconduct, it has been limited from doing so in high-profile ICE shootings over the past year, according to law enforcement officials.
However, FBI investigations involving an assault on a federal officer could yield evidence that is valuable to other cases, including future civil rights investigations or prosecutions of an ICE agent. If that responsibility shifts to Homeland Security Investigations, it would leave a gap in holding immigration agents to account, according to the people familiar with the matter.
Homeland Security Investigations does not have jurisdiction to investigate civil rights violations, so putting the change into practice would make it far less likely that shootings of unarmed people by ICE agents would be investigated to determine if the agents broke federal law.
The enforcement crackdown in President Donald Trump’s second term has resulted in nearly two dozen people being fired on by federal immigration agents since January 2025. Six people, including three U.S. citizens, have been killed as a result of those shootings, nearly all of which involved officers firing into vehicles.
On July 7 in Houston, an ICE agent killed Lorenzo Salgado Araujo, a Mexican immigrant who had lived in the country for more than three decades, during a traffic stop while he was driving to work with three passengers. He was not the target of the ICE operation, federal officials later acknowledged.
In Maine last Monday, an ICE agent shot and killed a Colombian man, who was also in his vehicle. He was identified as Joan Sebastian Guerrero, according to a spokesperson for Sen. Angus King, a Maine independent.

Aprocess to choose a new Democratic nominee for Senate in Maine that began as a messy free-for-all has turned into a coronation for Troy Jackson, a progressive in the mold of Graham Platner, who was forced from the race 12 days ago.
Over the weekend Jackson’s supporters swept the county meetings to select delegates to the state convention, according to the slate released by his campaign, seizing command of the two-week sprint to choose an opponent for Sen. Susan Collins, the state’s five-term Republican incumbent.
The gatherings provided quick clarity to a state convention that could have been chaotic and spared Maine Democrats myriad risks inherent with standing up a nomination process in less than three weeks.
Jackson, a former state lawmaker, built such an imposing advantage on Saturday that he delivered what amounted to a victory speech on Sunday morning before the day’s delegates were selected.
“Those delegates were not handed to us,” he told supporters gathered at the York County party meeting in Sanford, Maine. “We earned them because hundreds of hundreds of people organized their neighbors, made the calls, had the conversations and showed up.”
Yet Jackson’s triumph also points to some new challenges Democrats might confront.
Jackson, who has never been known as a smooth orator, ran a lackluster campaign for governor, placing third last month. He is a progressive in the mold of Sen. Bernie

ing their first Senate nominee’s campaign implode, are on the verge of hitching themselves to another man who has not faced a serious vetting in the national glare of a battleground Senate campaign.
The Maine Democratic Party has until July 27 to formally declare a replacement for Platner with the secretary of state.
At the state convention, set for Saturday in Bangor, the new nominee will be decided. Delegates, who ran on their support for Jackson, are not required to vote for any specific candidate.
Still, Jackson’s organizational dominance over the weekend means that, barring yet another political calamity for Democrats in Maine or another unexpected twist, they are well on their way to nominating him as their Senate candidate.
Such was the scale of Jackson’s victories at the Saturday meetings that before any Sunday sessions began, his chief progressive rival, Shenna Bellows, Maine’s secretary of state, ended her campaign. By dinnertime, the top moderate in the race, Dr. Nirav Shah, the state’s former public health director, also suspended his campaign and endorsed Jackson, as did Dan Kleban, a local beer magnate, and Jordan Wood, a former congressional aide.
“When Graham Platner stepped aside, Maine Democrats had 18 days to do what usually takes a year,” said Bev Uhlenhake, a former Maine Democratic Party chair member. “They built a process from scratch with full transparency. No backroom deal. No delay. Just a party that showed up when it mattered focused on one imperative — beating Susan Collins.”
Democrats seeking Maine’s Senate nomination have until Monday night to submit signatures to qualify for the convention ballot. Shah’s campaign submitted his petitions last week, and he intends to remain on the ballot at the convention, an aide said Sunday, speaking on the condition of anonymity to describe internal conversations.
Jackson, a former president of the Maine Senate, had significant structural advantages heading into the weekend meetings.
He was the only Senate candidate with significant endorsements from labor unions, which in Maine do not represent large numbers of voters but which brought a political organization others could not match on the abbreviated timeline for selecting a nominee to replace Platner.
And while Platner did not make an endorsement in the race, Jackson was most ideologically aligned with him. During his run for governor, Jackson won endorsements from Sanders and Maine’s chapter of the Democratic Socialists of America.
Some Democrats hope Jackson’s quick rise heralds an end to a tumultuous chapter in Maine politics. Platner, an oyster farmer and political neophyte who was drafted into a Senate campaign that briefly turned him into a national progressive icon, survived news cycles about his offensive online social media posts, his tattoo that resembled a Nazi symbol and accusations that he had been physically abusive to a former girlfriend.
A rape allegation made by another former girlfriend to Politico and during a CNN interview on July 6 — which Platner has denied — caused his support to evaporate. There was just a week before the deadline for Platner to withdraw his name from the ballot.
Maine Democrats designed their replacement process to provide maximum democracy on an abridged schedule. In the end, it served as an exercise in old-school machine politics, with Jackson’s supporters from labor unions using a superior organization to elect delegates from his slates.
“Unions are very good at disciplined organizing, and this was highly, highly disciplined organizing,” said Matt Schlobohm, executive director of the Maine AFL-CIO, a federation of more than 200 unions in the state. “We were pulling from a core set of 300 volunteers who had just gone and knocked on doors for Troy in the primary.”
Jackson’s top rivals cleared the field for him and declared it time for Democrats to coalesce around him.
“This has been an unprecedented nominating process, compressed into days instead of months, and I’m grateful to every volunteer who worked around the clock for this movement,” Bellows said. “That energy is exactly what we need to beat Susan Collins in November — and Democrats don’t have a day to waste in unifying around that shared goal.”
Shah pleaded with Democrats to coalesce behind Jackson.
“Susan Collins will not be defeated without a united Democratic Party,” he said. “We cannot unite without treating one another with respect. No matter whom you supported in this race, I urge us all to remember that in the weeks ahead.”

Last Monday, two days before the Senate hearing to consider Todd Blanche’s nomination to become the nation’s chief law enforcement official, a federal judge strongly suggested that he may not even be fit to practice law. Earlier this year, Blanche agreed to a settlement that resulted in tax audit immunity for President Donald Trump and his family as well as a potential $1.8 billion payout fund controlled by his administration. It was an inside deal: Trump the citizen was on one side of the negotiation, while the IRS, which he oversees, was on the other. Judge Kathleen Williams of the Southern District of Florida said in her ruling on Monday that she was “extremely troubled” by Blanche’s behavior. It was so egregious that she referred his actions to judicial officials in New York state for potential disciplinary action, including disbarment.
The scheme was one of many ways that Blanche, who was previously Trump’s personal lawyer and now serves as acting attorney general, has placed the interests of his former client above those of the country. It is yet another reason that senators of both parties should reject the president’s demand that Blanche be confirmed to lead the Department of Justice. Of all the powers Americans give their government, none can curtail personal liberty like those of the Department of Justice, and this editorial board has listed the ways Blanche has abused that authority. He has celebrated the Jan. 6 rioters. He has misled Congress under oath. He has said it is Trump’s

“right,” and “indeed it is his duty,” to use the department to investigate people he “has had issues with.”
Most Republican senators on the Judiciary Committee nonetheless appear likely to vote for Blanche. Yet at least two — John Cornyn of Texas and Thom Tillis of North Carolina — have already raised questions about the nomination. Cornyn and Tillis are in their final terms in office, partly because Trump considered them insufficiently subservient to him. They should have the decency, patriotism and self-respect to vote against Blanche.
To understand why Blanche poses such a threat to America’s system of justice, look at how sharply he and Trump have strayed from traditional restraints on the use of law enforcement powers.
Blanche’s relationship with the president stems from his role as a private lawyer. Over the past decade, Blanche first represented Trump allies such as Paul Manafort before joining the team that defended Trump over his hush-money payments to actress Stormy Daniels. After Trump won the election in 2024, he chose Blanche to be deputy attorney general.
Ethical guidelines exist to prevent government lawyers who previously were in private practice from using their offices to aid their former clients rather than their current one, the people of the United States. In Williams’ suggestion that Blanche be a candidate for punishment, she cited these conflict-ofinterest guidelines.
He has brazenly defied them at the Justice Department over the past year and a half. He has presided over the frivolous indictments of former FBI Director James Comey and the investigations of former CIA Director John Brennan and former White
House aide Cassidy Hutchinson, all perceived enemies of the president. The cases have gained no traction in the courts.
Blanche has also mounted an onslaught against the news media, attempting to undermine the First Amendment. Under his watch, the FBI raided the home of a Washington Post reporter and issued multiple subpoenas against news organizations, including The Wall Street Journal. Last week, FBI Director Kash Patel, who works for Blanche, went to the White House to oversee an investigation that led to the subpoenaing of five New York Times reporters who broke the news that Trump’s new version of Air Force One had security flaws.
These acts represent an appalling politicization of law enforcement. Blanche has helped Trump violate decades of bipartisan tradition and use the Justice Department as an instrument of personal power.
If Blanche is confirmed, the problems are likely to worsen. Trump has repeatedly indicated an interest in interfering with this year’s midterm elections. He continues to lie about his 2020 defeat, and his administration, including Blanche, has investigated election officials who have done nothing wrong. There is every reason to worry that Blanche might use the powers of the Justice Department to intimidate voters or interfere with ballot counting this fall.
Congressional Republicans have shown that they can exert influence over Trump. It often takes only a modest number of them. Working with Democrats, Republicans ended Matt Gaetz’s effort to become attorney general after the 2024 election. They forced Trump’s Justice Department last year to release the Epstein files. They forced Trump and Blanche to retreat, at least for now, from their planned $1.8 billion slush fund that would have benefited Jan. 6 rioters.
This week, Republicans, starting with Cornyn and Tillis, have an opportunity to prevent Blanche from doing further damage. Americans can be grateful that the Constitution still provides robust protections of personal liberty, but its words mean little if members of Congress do not stand up to dangerous presidential power grabs.

PIP: Secretario del DRNA anuncia como nueva una prohibición que ya existía en la Reserva de Bahía de Jobos
ALINAS – La Secretaría de Asuntos Ambientales del Partido Independentista Puertorriqueño (PIP) denunció que la Orden Administrativa 2026-05 emitida por el secretario del Departamento de Recursos Naturales y Ambientales (DRNA), Waldemar Quiles Pérez, la cual prohíbe el uso de motoras acuáticas (jet skis) en el Mar Negro en Salinas, constituye un intento de presentar como una nueva medida de protección hacia los manatíes una restricción que ya existe desde hace años dentro de la Reserva Nacional de Investigación Estuarina de Bahía de Jobos, la segunda área estuarina más amplia de Puerto Rico.
El secretario de Asuntos Ambientales del PIP, Víctor Alvarado Guzmán, sostuvo que el anuncio crea la impresión de que el Gobierno acaba de establecer una nueva protección para los manatíes, cuando el propio Plan de Manejo de la Reserva ya
prohibía el uso de motoras acuáticas en todas las aguas de la Reserva.

Madonna. Justin Bieber. All seven members of BTS. Shakira and Burna Boy. Gustavo Dudamel. Jason Sudeikis in character as Ted Lasso. Chris Martin. Ronaldo and Ronaldinho. The most musical of the Muppets, and the entire children’s chorus from Staten Island’s PS 22. For the World Cup final’s first halftime show, the pitch seemed more crowded than a Buenos Aires, Argentina, fútbol bar at kickoff.
Throughout an impeccably choreographed, thematically jumbled and carefully fleet-footed 11 minutes and change, these performers valiantly attempted to justify the existence of a halftime show that, if some of the most vocal soccer fans are to be believed, very few people actually wanted.

Purists saw it as another concession to American spectacle, like the tournament’s advertising pauses that had euphemistically been dubbed “hydration breaks.” Fans of both teams worried what the added time — which amounted to an extra 12 1/2 minutes, all told — would do to players’ midmatch routines. Even followers of the headlining musicians were left scratching their heads, wondering what a collaboration between such a culturally and sonically eclectic hodgepodge of acts might sound like.
We didn’t really get to find that out: The performances were all quite episodic, to the extent that they seemed to be taking place on different planes of existence.
Much as they did in the tournament’s opening match in Mexico City last month, Shakira and Burna Boy did a dutifully sunny take on this year’s World Cup theme song, “Dai Dai.” In a segment that appeared pretaped and segued into a live on-field entrance, Madonna kicked things off with a lively remix of her 2000 hit “Music” (interspersed with a few subtle nods to her recently released and surprisingly stellar
new album “Confessions II”), providing the Global Citizenproduced halftime show with its broadly inoffensive thesis statement: “Music makes the people come together.”
Curated by Coldplay’s Chris Martin, the living personification of “good vibes only,” the halftime show emphasized love, unity and belief that the children are the future — all sentiments that no one would argue with.
Following a charmingly lighthearted interlude in which Dudamel conducted members of the New York Philharmonic, the Simón Bolívar Symphony Orchestra of his native Venezuela and the Muppets in a rendition of “Seven Nation Army,” BTS popped up out of the on-field crowd to do a perfectly rote rendition of their 2020 English-language hit “Dynamite.” Like Madonna, BTS has also released a new hit
album this year, the sleek and steely “Arirang,” but also like Madonna it opted — or, perhaps, was persuaded — to perform an older and more recognizable smash, in keeping with the halftime show’s attempt to entertain such a vast and varied audience with as little friction as possible.
Notably, the only performer to do the opposite was Bieber, who telegraphed a certain degree of independence by playing a newer song, and one that hadn’t even been released as a proper single (though it has lately gone viral): “Everything Hallelujah,” a gospel-tinged R&B song from the second of his pair of 2025 LPs, “Swag II.” Introduced by Ted Lasso himself and wielding an acoustic guitar, Bieber delivered a sparse, sweetly sung performance. It was an energy drop in the show’s otherwise high-speed pacing, sure, but it was also a welcome moment of solitude and stillness amid the densely populated chaos. As he did during this year’s Grammys and a more recent set headlining Coachella, Bieber continues to reintroduce himself as a performer who can magically conjure intimacy in spaces where it is usually absent.
Save for the smash cut to Animal — the always-flailing musical Muppet — pounding out Meg White’s iconic beat on his drum kit, it might also have been the only moment that cut through the careful choreography enough to be remembered four years from now, when FIFA will decide whether it’s worth the trouble to do something like this again in 2030. In the end, the halftime show averted disaster: The turf seems to have been protected, the players survived their prolonged cool-downs and none of the performers totally embarrassed themselves. But it was also so seamlessly executed and tightly packed that its ultimate impression was one of overstuffed breathlessness. Dare I say it could have used a hydration break?

Chipmakers are in focus on Wall Street, with their shares turning mercurial this month and investors banking on a few dozen newly valuable companies to deliver nearly half of S&P 500 profit growth for the second quarter.
The PHLX Semiconductor index has surged this year, reflecting massive gains at firms such as Micron Technology, Advanced Micro and Broadcom, but lately the 30-stock index has become a volatility show. The index is up 65% for the year, compared with a 9% gain in the S&P 500, but is off 18% for July after swinging at least 3 percentage points up or down on half of the month’s 12 trading days.



The semi index also ended Friday down just over 20% from its lateJune all-time closing high.
Worries about the sustainability of AI demand for chips and the boom-bust trading in semis have prompted investors to reassess the sector. Results should be strong, but will they be enough to break the summer swoon? And if not, does a rockier summer lie ahead for the rest of the market, given the scale of this surging sector?
“The daily moves for companies this big are just shocking,” said Rick Meckler, partner at Cherry Lane Investments, a family investment office in New Vernon, New Jersey. “Would the earnings


picture change that? Certainly a disappointing outlook could.”
Earnings for S&P 500 semiconductors and semi equipment companies are forecast to rise 133% for the second quarter from a year ago, with the group expected to contribute about 44% of overall S&P 500 company earnings gains, according to Tajinder Dhillon, head of earnings research at LSEG.

companies overall are expected to have increased 26% in the second quarter from a year ago, based on LSEG data as of Friday.
Among U.S. chipmakers, Intel and Texas Instruments are due to give results this week. Nvidia’s results are not due until late August.
But the market reaction to some prominent earnings reports this past week suggests sentiment has begun to shift. On Thursday, U.S.-listed shares of Taiwan Semiconductor Manufacturing, the world’s largest contract chipmaker, slipped even though the company posted a 77% jump in second-quarter net profit and beat market forecasts.

Andy Burnham, who became Britain’s prime minister Monday, has shrugged off the challenge of dealing with President Donald Trump.
“It’s about being yourself, isn’t it?” he told Gary Lineker, the former England soccer player turned podcast presenter, in a video interview last week. “It’s about respecting the office, the relationship, the U.K.-U.S. relationship. Where you disagree, do it. But do it in a way that is kind of meeting him where he’s at.”
Others have found that more difficult than it sounds.
Keir Starmer, Burnham’s predecessor, famously fawned over the U.S. president in early 2025, hoping to avoid the consequences of Trump’s angry outbursts, often directed at allies. Many Britons still remember the image of Starmer bending down to pick up papers that the president had dropped at a Group of 7 summit.
Stroking Trump’s ego only goes so far, and the president eventually imposed tariffs on Britain anyway. And when Starmer refused the president’s request to use British bases to launch attacks at the start of the U.S.-Israeli war with Iran, Trump lashed out repeatedly at Starmer, calling him weak and a coward.
Burnham, who is often described as an effective political communicator, told Lineker that he had confidence in his ability to withstand the president’s larger-than-life persona.
“I like to think I’ve got some personality myself,” he said. “And I’ll just, you know, I’ll deal with him very upfront in the same way.”

Foreign policy officials in Britain do not expect a huge shift in the overall relationship between the United States and Britain. And they do not expect Burnham to go out of his way to antagonize Trump, who remains the leader of the country’s most important national security ally and its richest trading partner.
But Trump is broadly unpopular among Britain’s public, which gives Burnham the space to potentially stand up to the U.S. leader if he wants to. When Starmer refused to let the United States use the British bases, the president was furious, but Starmer’s popularity at home ticked up.
For his part, Trump initially professed not to know too much about Burnham.
“I see that he was, I guess, the mayor of a town,” Trump said in comments to reporters in the Oval Office recently. “I hear he’s extremely liberal, extremely. So that means he probably won’t open up the North Sea” to allow more drilling for oil and gas, he said.
In fact, aides to Burnham have said he may make an announcement on North Sea drilling in his first days in office, sending a signal to the president but also to the British public, who have been struggling in recent years with high energy prices. Lucy Powell, Labour’s deputy leader and a close ally of Burnham, said in a BBC interview Sunday that he would take “a more pragmatic approach” to North Sea gas and oil than Starmer, but added: “I don’t think it is a change of policy, more a change of emphasis.”
Trump appeared to welcome — and potentially exaggerate — the expected change, saying in a post on Truth Social on Sunday that people in the Scottish port city of Aberdeen “are dancing in the streets because the new Prime Minister, Andy Burnham, has stated that he will be opening up, all the way, the invaluable North Sea Oil!”
Downing Street said Monday that Burnham spoke to Trump shortly after becoming prime minister. According to a readout of the call released by Downing Street, the two talked about the Middle East, and Burnham invited Trump to visit Manchester. British officials are already thinking about when the first face-to-face meeting might happen, possibly on the sidelines of the annual meeting of the U.N. General Assembly in September.

Shortly before Spain’s soccer team won a place in the World Cup final, the grandmother of the team’s 19-year-old star player, Lamine Yamal, sat on a playground bench watching children of North and West African descent kick around balls.
This was the place, she said, where her grandson, the child of a Moroccan father and an Equatorial Guinean mother, first honed his skills. It is also where his
portrait, spray-painted onto a wall behind the goal, now looms over a neighborhood that lionizes him.
Yet as hundreds of Spaniards, many wearing his name on their backs, made their way to a nearby park to watch him play on a big screen, his grandmother, Fatima Romani, remembered a time when Spaniards showed less love for him.
After he scored a goal as a child, Romani recalled, she could hear the taunts of Spaniards around them: “‘Bloody Moor. Look at the Black guy.’
“Many things have happened to him,” she added, wearing a navy hijab and leaning on a wooden walking stick. Her voice went quiet as another of her more than 20 grandchildren consoled her in the family’s hometown, Rocafonda, Spain, about an hour outside Barcelona. Then her eyes welled when she considered how far her grandson, and also Spain, had come.
“It has changed a lot,” said Romani, who said she was in her early 70s.
As Yamal, who still wears braces, pre-
pared for the biggest game of his life Sunday, he was also at the heart of a national debate about what it means to be Spanish, and whether the country is changing too much, too fast or not enough.
Last week, Yamal — whose full name is Lamine Yamal Nasraoui Ebana — said that the ultimate purpose of soccer was to “bring people together,” adding that Spain, and the Spanish team, was “an example of integration.”

He was responding in a news briefing to a question about a column by Mariano Rajoy, a conservative former prime minister of Spain. Rajoy had written that the French team, which has many players of African descent, was a team “without French people.”
Yamal’s response was interpreted as a criticism of the implication that players of immigrant background do not completely belong to the countries that they play for. In countries like France and Spain, where the children of nonwhite immigrants sometimes struggle to penetrate the establishment, soccer provides a rare opportunity to become national icons.
Yamal, born and raised in Spain, has also felt the sting of anti-Muslim slurs in soccer stadiums. Spanish fans, who almost certainly knew that their star player was Muslim, tried to motivate the crowd to jump up and down in a game against Egypt this year by chanting “You’re a Muslim if you don’t jump.” That prompted Yamal to lament “ignorant, racist” fans who were “disrespectful” to Muslims. He has also faced criticism from Moroccans who felt betrayed by Yamal’s playing for Spain and not Morocco, where his father was born.
Those reactions reveal broader tensions in a transforming society in Spain. The country, which still rules enclaves in North Africa, some of the last vestiges of a once-sprawling empire, has long been a landing point for African migrants seeking work and sanctuary in Europe. It is also a magnet for Spanish-speaking migrants from Latin America.
More than 4 million immigrants have arrived in the last five years to a country of less than 50 million people. This year, more than 1 million immigrants came out of the shadows after the government invited them to regularize their status. The left-wing prime minister of Spain, Pedro Sánchez, has argued that immigrants lift the country’s economy, buoy its low birthrate and inject dynamism into its culture. Many soccer aficionados say that players like Yamal and his teammate Nico Williams, who was born in


Spain to Ghanaian parents, reflect an increasingly multicultural — and increasingly successful — Spain and Spanish team.
But that is far from a universal view. While most of Spain’s immigrants come from Latin America, and speak the language and often have the same religion, Morocco accounts for more immigrants to Spain than any other country, and many Spaniards are not happy about it. Right-wing, anti-immigrant parties have surged in recent years, feeding on fears and grievances over Muslim arrivals.
At times they have focused on Yamal, including after he prostrated in a moment of worship after scoring a goal in an early World Cup match. Revuelta, a far-right youth organization closely associated with the far-right party Vox, posted the image on social media with a warning: “Whoever tolerates Islam for the sake of a goal will one day have neither a national team nor a nation.”
For many on the far right, Yamal’s hometown, Rocafonda, is a foreboding example of what Spain will look like if Muslims and Africans keep coming and traditional Spanish identity fades. On streets named after Joan Miró and Pablo Picasso, Spanish flags are draped over Arabic groceries. Women in hijabs shoot the breeze behind their toddlers, men watch the game in a packed cafe, and struggling migrants rent rooftops and sleep under laundry lines. Violence is not unusual. In 2024, Yamal’s father, who was fined for knocking off the glasses of a Vox activist campaigning for deportations, was stabbed on a Rocafonda street.
Despite that, Yamal is proud of his hometown, often celebrating a goal by using his fingers to form the number 304, part of the neighborhood’s postal code.
Much has changed for Yamal, but also, Romani said, for the neighborhood.
“It’s Morocco,” she said with a laugh in the playground.
“Don’t say that!” her granddaughter, Yamal’s cousin, Huda El Abdellaoui, chastised her with a smile.

“It’s OK, hombre,” Romani said, using a Spanish term of endearment. “It’s not bad, it’s good,” she said of the area’s multiculturalism.
Around Rocafonda, in Middle Eastern groceries and the halal butcher shop, on street corners and playgrounds, Yamal is a hero. But El Abdellaoui said that Yamal represented more than just an immigrant enclave in a corner of the country.
“He is the face of Spain,” she said.
As Spain’s semifinal game was about to begin, the two women returned home to watch with extended family. The teenagers playing soccer nearby joined thousands of others watching the game at a park. There, a television channel broadcast live from “the city of Yamal” and the park filled with white Spaniards and those of African descent.
When Yamal drew a foul that resulted in the game’s first goal, the crowd erupted.
Bilal El Kenfaoui, 15, who wore a Spain team jersey, was ecstatic. He played the position of right wing, like Yamal, but was also
realizing that maybe he wasn’t quite as good as his idol and was focusing on his math classes.
Soon after, the crowd lost its collective mind when Yamal scored what would have been Spain’s third goal, and then booed lustily when the referee took it away because he had been offside. Back in the Yamal family home, Romani complained vigorously at the television set. But victory seemed certain.
Watching in the park, Mariam Drammeh, 18, wore a red Spain jersey with her hijab. She recounted how, as the child of Gambian parents, she had endured frequent racist taunts to “go back to your country” as she went to school to get her nursing degree.
She saw Yamal as a source of pride for “those of us whose parents are immigrants.” With victory at hand, the crowd waved Spanish flags and began embracing. The final whistle blew. Everyone jumped.
“I am Spanish,” the crowd sang in unison. “Spanish. Spanish.”

When Spain and Argentina faced off in the World Cup final in New Jersey on Sunday afternoon, the three stripes of Adidas were everywhere.
Adidas sponsors both national teams. It also has endorsement deals with the two biggest superstars on the pitch, Argentina’s Lionel Messi and Spain’s Lamine Yamal. Even the ball was wearing an Adidas logo.
“You couldn’t have scripted it better,” Adidas CEO Bjørn Gulden said in an interview in New York the day before he planned to attend the match.
Adidas sold four times as many jerseys and twice as many balls as it did during the previous World Cup in Qatar, he said. The company expects event-related sales to reach more than $1.7 billion.
Sportswear companies have spent millions on the tournament, which was hosted across the United States, Canada and Mexico. They’ve held extravagant events and released ads to raise the sport’s profile in the United States and sell more soccer merchandise in a valuable market.
But for Adidas, based in Germany, it has also served as a springboard for its ambitions in a country where Nike, its longtime competitor in Beaverton, Oregon, has dominated.
Gulden, 61, has guided Adidas through a period of robust growth since he jumped from Puma, a hometown rival, in 2023. The business has done well across product cate-
gories, including performance goods and lifestyle sneakers. Adidas had double-digit sales growth in all regions except for Europe in its most recent quarter.
Despite the hot streak, the company still has much ground to make up. It had about $5.5 billion in sales in North America in its last fiscal year. Nike had $20.5 billion.
“In the U.S., our competitor has been much, much, much stronger than us,” Gulden said, referring to Nike. “So the plan is to be more American.”
He said that Adidas used to be more in tune with American culture in the 1980s, but in the decades since, the brand has lost some of that connection, an essential driver for lifestyle sneakers, or the sort of shoes worn on sidewalks, rather than the soccer pitch or basketball court.
American executives now fill the top roles in the company’s North America division, a change from several years ago when they were mostly Europeans. Gulden said that it’s critical that Adidas understands the U.S. sports ecosystem, from high school to college to the pros.
“We can’t tell the American consumer what they want,” Gulden said. “We need to listen and we need to live in the culture.”
Adidas has been looking to make a splash across U.S. sports. In basketball, it has heavily promoted Minnesota Timberwolves star Anthony Edwards, who has a successful signature shoe. In football, it has signed college athletes like Lincoln Kienholz, a star

quarterback for Louisville, and young pros like Fernando Mendoza, the No. 1 draft pick who was selected by the Las Vegas Raiders this year.
Distribution in the United States has been a sticking point, though. Adidas had
pulled back its products from many of its retail partners, like specialty running stores, in favor of its own stores and website, and management is trying to expand its presence once again in stores like Dick’s Sporting Goods and regional shops such as Academy Sports.
“I really feel that we now have teams, a frame and resources to continue to improve our business,” Gulden said.
He said it would take Adidas many years to catch up to Nike, particularly in North America. Still, Nike has been dealing with many of the same problems as Adidas, including distribution issues and a strained American consumer. Nike’s slow sales in China have also weighed on its business in recent years.
Adidas’ World Cup triumph stands to be one of its biggest moments of this year, but the London Marathon may have had more impact for the company.
In April, two Adidas athletes, Sabastian Sawe and Yomif Kejelcha, each broke the two-hour marathon barrier. They wore new technology on their feet, the Adizero Adios Pro Evo 3 — a $500 shoe that weighs only 97 grams (3.4 ounces) with springy foam and a stiff carbon fiber plate.
For Adidas, which has had mixed performance in the running business throughout its history, it was a good result — just like the World Cup final.
“We need to build credibility, meaning having the best products,” Gulden said. “And we need to have the best athletes.”

With the mid-June peace agreement between Iran and the United States unraveling, Iran could be aided by the billions of dollars it took in as it shipped oil out of the country after the June deal, a concession granted by the United States.
That money will be a strategic advantage for Iran’s leadership if the two countries return to open warfare.
As part of the June deal, the United States gave Iran two majwor concessions: It lifted its naval blockade, allowing Iranian ships to move oil out of the country, and granted an exemption to U.S. sanctions on Iranian oil sales.
The Trump administration revoked that sanctions waiver on July 7, after three tank-
ers were attacked in the Strait of Hormuz. But Iran had already moved quickly to get its ships through the strait and headed toward Asia, where it has long had a network of buyers for its illicit oil sales.
Here’s what we know about Iran’s oil shipments:
Oil is an economic lifeline for Iran.
Oil exports through the Strait of Hormuz accounted for about 80% of total Iranian exports before the United States started blocking its ships. The blockade trapped more than 1.5 million barrels of Iranian oil a day.
When the United States lifted the blockade, Iran rushed some 45 million to 50 million barrels out of the country, analysts estimated. Those barrels are worth billions — giving Iran a much-needed cash infusion for its ravaged economy.
Iran’s ‘shadow fleet’ helps it evade sanctions.
Countries under oil-sales restrictions use so-called ghost fleet ships to move their wares to buyers. Such ships use physical and bureaucratic camouflage, like flying false flags and turning off their location transponders, to hide their movements and their ownership.
Iran has for years sold most of its oil to China’s so-called teapot refineries. They are a collection of small, private businesses that operate without official government permission, and are among the few buyers willing to risk the consequences of flouting America’s sanctions in exchange for deeply discounted rates.
The Trump administration’s waiver of sanctions on Iran last month — which have
now been reinstated — was a huge win for Iran’s leadership. It allowed the country to sell its oil at market prices.
The blockade was reimposed on July 14. Successfully enforcing it requires a huge military commitment.
Iran needs the profits from those oil sales.
Selling its exported oil has raised muchneeded cash for the Iranian government as its conflict with the United States escalates. The war’s costs and physical destruction pushed Iran’s already struggling economy into a free fall, and the prices of everyday essentials like food and medicine have soared.
As U.S. sanctions again cut Iran’s chief export off from the world economy, the tens of millions of barrels of oil heading toward Asia are a valuable asset for the Iranian regime.

Barcelona’s Boqueria market is so crowded with visitors these days that many stalls that once sold fresh vegetables, fish or meat to home cooks now offer takeaway cups of cut fruit or fried shrimp to tourists instead.
Convinced the market is no longer meant for them, many locals have given up on it. José Antonio Donaire, a neighborhood resident, however, still shops there, albeit strategically. “Normally the back of a market is less attractive; it’s where the products are unloaded,” he said. “But at the Boqueria, it’s the reverse. We locals always enter through the back to avoid the traffic jam at the front.”

As Barcelona’s new commissioner for sustainable tourism, Donaire is developing strategies to diminish the impact of the nearly 16 million tourists who visit the Catalan capital annually. Created last year, his position builds on the work the municipal government started nearly a decade ago when it enacted its first policy aimed at restraining the overtourism that has contributed to rising housing prices; overwhelmed public transport; and turned historic areas into dens of tatty souvenirs and microwaved paella. Other initiatives have since followed, including a tourist tax on accommodations and a ban on vacation rentals that goes into effect in 2028.
Donaire, a professor of tourism studies at the University of Girona and a former member of the regional parliament, wants not merely to check overtourism, but to reverse it. Under his guidance, Barcelona is aiming to restore residential life in neighborhoods hit hardest by tourism’s negative effects. That includes a plan to make the Boqueria a place where Barcelonans again want to shop — and maybe even enter through the front gates.
This conversation has been condensed and edited for length and clarity.
Q: Barcelona has been addressing overtourism for nearly a decade, yet visitor numbers continue to rise. Does the creation of your position mean those policies haven’t worked?
A: Barcelona began rethinking tourism with innovative measures like the moratorium on new hotel construction back in 2017. It’s true that the measures have been incremental. It’s a learning process, and many of the
measures will take time before they have an impact. But the message of the city now is: not one tourist more.
Q: What does “not one tourist more” mean?
A: That the city has decided to fix a flat horizon on a curve that otherwise rises infinitely. We don’t want to grow more. We want the tourists that the city already has. There were 15.7 million tourists in the city in 2025 — that’s the threshold. Sixteen million is the maximum.
Q: But isn’t the tourism board still promoting tourism?
A: We are not coming at this from an antitourist position. But we need to manage tourism in an orderly way, and the first management objective is to change the kinds of tourists who come. Right now, two-thirds are leisure tourists; we want the makeup to be a third business travel, a third cultural travel and a third leisure. So we are doing promotions directed at those niches that are interested in cultural experiences — not just elevated ones, like going to the Liceo, but also popular ones, like live music or festivals.
If you look at the tourism website, you’ll see the slogan has changed from “Visit Barcelona” to “This Is Barcelona,” from telling people to come to see the sights to telling them who we are as a city.
Q: You can’t prevent leisure tourists from coming, can you?
A: That’s the effect of setting the limits. The demand can’t grow if there’s no accommodations for them. Already this summer
we’re seeing that there are people who can’t come because they can’t find a place to stay. We’re not going to respond to growing demand.
The mayor has also just announced a proposal to eliminate cruise ships that only stop for the day. We want zero day-tripping cruise passengers, and to achieve that we’re going to ask the regional authorities to raise the tax on them to the maximum allowed. We want it be so high that it doesn’t make sense to come into the city.
Q: Is the tourist tax on accommodations also an attempt to dissuade tourists?
A: The more important part is that it allows the city to offset the expensive costs of tourism. We want to be able to say to residents that all the services that tourists use — security, sanitation, electricity, transport — are subsidized entirely by the tourist tax. We believe that a resident should not have to be responsible for the services that a visitor borrows.
We want to invest these resources in strategies designed to recover the city’s identity. In some ways, you could say that tourists are financing the “detouristification” of Barcelona.
Q: Barcelona gets 13% of its revenue
from tourism. How do you respond to critics who say these measures will threaten prosperity?
A: We have to have a hierarchy of priorities. And at the top of our order is the citizen’s right to live in the city. If another priority comes into conflict with that, the top one prevails. We want a city where everyone can prosper.
Q: Are you suggesting that even after a neighborhood has lost its residential character to tourism, it can be recovered?
A: Exactly. It’s happening in very important areas like Las Ramblas, which is the heart of the city. Our research shows that citizens have stopped going to Las Ramblas because they no longer consider it their space. So our strategy is centered on recovering it, and we’re using measures like reducing the number of outdoor cafes and changing its commercial makeup. Our greatest goal is that the people of Barcelona return to Las Ramblas to go for a stroll or just to hang out.
Q: Two years ago, images of locals squirting tourists with water guns were seen around the world. What can visitors expect this summer?
A: I want to emphasize that we are a very hospitable city. We are honored that people want to visit us. I believe that anyone who comes to Barcelona will feel that. But I also believe that we are in a context in which we all know, residents and tourists, that we have to get along.

Además Las Sucesiones de Carmen Colón González y Juan Serrano Ramos adeuda a la parte demandante los cargos por demora equivalentes a 4.00% de la suma de aquellos pagos con atrasos en exceso de 15 días calendarios de la fecha de vencimiento; los créditos accesorios y adelantos hechos en virtud de la escritura de hipoteca; y las costas, gastos y honorarios de abogado equivalentes a $11,477.40 para cubrir cualquiera otros adelantos que se hagan en virtud de la escritura de hipoteca número 270, otorgada en Caguas, Puerto Rico, el día 16 de agosto de 2024, ante la notario Jesús A. The spell that had carried Argentina to the World Cup final, through immense suffering and unexpected triumphs, was broken. In Buenos Aires, fans moved toward the obelisk — the traditional center for victory celebrations — bearing flags through a cold, rainy night in what felt like a funeral procession for the dream of successfully defending their country’s 2022 title.
“I cried so much, I fainted, I fell like the last soldier in Troy,” said Martí Pereira, a 24-yearold student, as he walked near the obelisk with a friend, both draped in the Argentine flag like a cape. “It’s a blow.”
In the city center, Argentines still lit the fireworks and colored smoke bombs they had bought for the game and blared their plastic horns in what now sounded like somber laments. The crowd was disappointed, defeated — more for their star, Lionel Messi, than for themselves.
“It was the last tango of the best in the world, but it didn’t turn out the way we wanted,” said Mafalda Moreno, 36, as she stood at the back of a bar, sobbing.
Thousands of the fans in Buenos Aires had Messi’s number — 10 — on their T-shirts. Some had his face tattooed on biceps, and all had his name on the tip of their tongues. In Rosario, the city where Messi was born, a gigantic jersey bearing his name was hoisted on Saturday. Now the Argentines’ overwhelming, absolute love for Messi had begun to turn to nostalgia.
This was widely viewed as Messi’s last World Cup, and while the star has not officially confirmed that he will leave, he has left hints. On Saturday, he published a photo of himself in his special-edition Adidas sneakers called “The Last Tango.”
“I would have loved the fourth star for Messi,” said Jennifer Guaráz, 27, referring to a potential fourth World Cup for Argentina, as she drank Fernet and Coca-Cola, Argentina’s
national drink, in front of the obelisk. “He deserved it.”
Still, the defeat did not fully kill the Argentine party.
By the time Argentina reached the final, the team had already accomplished much of what it had wanted from a World Cup: weeks of collective obsession, suffering and release. And a victory against England.
“At least we got to the final — the English did not even get here,” Guaráz said.
Franco Cruz, 24, a student, agreed.
“I think the game with England was much more important,” he said. “That is what matters.”
Now, Argentina prepared to welcome the return home of their team, affectionately nicknamed La Scaloneta after its coach, Lionel Scaloni. Despite the defeat, Argentines were unyielding in their devotion.
Their affection was unbroken, said a fan, Cristian Maidana, 42, adding: “I’ll love them until death.”

The Mulos of Juncos and the Gigantes of Carolina both won on Sunday to force sixth games in their respective Superior Double-A Baseball League semifinal series. Both teams won on the road to stave off elimination. The Pescadores del Plata of Comerío and the Azucareros of Yabucoa hold 3-2
leads in their respective series.
The Mulos defeated the Pescadores del Plata 7-5 at Carlos Bonet Stadium in Comerío, fueled by a key three-run rally in the fifth inning.
With just one day of rest, right-hander Rubén Ramírez took the mound in relief and earned the win, pitching 2.1 scoreless innings. He relieved Derek Rodríguez, who



had worked the first 4.2 innings before giving way to Ramírez, Luis Cintrón and Kenny Burgos, who was credited with the save. Cintrón pitched for the second consecutive day, having started Game 4 of the series on Saturday.
Offensively, Luis Román had a perfect night at the plate for Juncos, going 4-for-4 with a home run and two runs scored. Joel Fuentes and Jan Rivera each drove in two runs.
Reliever Kelvin López took the loss for Comerío, while José “Pocholo” Rivera hit a home run and drove in four of the Pescadores del Plata’s five runs.

In the other semifinal, the Gigantes shut out the Azucareros 9-0 at Néstor Morales Stadium in Humacao. Five of Carolina’s nine runs came in the top of the first inning, including a home run by Alexis Torres with a runner on base.
Gigantes right-hander
was dominant over 7.2 innings, allowing just four hits, walking two batters and striking out six. Luis Ayala completed the shutout with 1.1 innings of relief.
The loss went to right-hander Arturo Martoral, who allowed the Gigantes’ first five runs without retiring a single batter.
Both series will continue this Friday with a pair of Game 6’s at Mariano “Niní” Meaux Stadium in Juncos and Roberto Clemente Walker Stadium in Carolina.

The Prodigiosas of Sabana Grande defeated the host Valencianas of Juncos 2-1 on Sunday at Felipe Díaz Torres Park in Game 3 of the Women’s Premier Softball League Crown Series.
The triumph marked the first victory by a visiting team in the championship series and the first game in which both squads scored, following two consecutive shutouts by the home teams in the first two games of the series.
Star import Morgan Smith was once again instrumental for Sabana Grande, earning the win with a solid seven-inning performance. The pitcher from Phoenix, Arizona allowed just three hits and one run, issued two walks, and struck out nine batters.
The Prodigiosas took the lead in the first inning when Smith homered over the left-field fence with the bases empty to open the scoring.
Juncos rallied in the fourth inning when Leanne Matthews singled in Suzannah Brookshire from second base to tie the score at 1-1.
Sabana Grande answered back in the top of the fifth inning however. Eva Torres led off with a walk, advanced to second on a sacrifice bunt by Alanis Rodríguez, and subsequently scored the go-ahead run on an RBI single by Olivia Elliot.
The Prodigiosas’ second run came against reliever Mariah López, who pitched three innings, allowing two hits and one
run, walking six batters, and striking out four.
Smith also led the Sabana Grande offense, going 2-for-3 with a double, a home run, a run scored, an RBI and a walk. Torres went 1-for-1 with a run scored and two walks.
The Prodigiosas lead the series 2-1. Game 4 is slated for this Thursday at 7 p.m. at Quintín Hernández Park in Sabana Grande. Game 5 is scheduled for Friday at 7 p.m. at Felipe Díaz Torres Park.

The Puerto Rican national women’s softball team qualified this past weekend for next year’s WBSC World Cup Finals after defeating Venezuela 8-1 in the consolation game in Lima, Peru.
“... This was the victory we had longed for since leaving Puerto Rico,” national team manager Jorge David Santos said in a written statement following Saturday’s victory. “We won the crucial game; the players made the necessary adjustments on defense and at the plate. The offense came through and helped us secure the win. …”
Aleshia Ocasio was dominant in the circle against Venezuela, pitching five innings in which she allowed only three hits and one run while striking out eight batters.
Puerto Rico effectively sealed the game in the first inning with a single by Macey Cintrón that drove in two runs, bringing Ocasio and Kairi Rodríguez home.
Rodríguez went 2-for-4 with a home run, three runs scored, and two RBIs; Kathyria García went 3-for-3 with a run scored and an RBI; Eliana Enriquez went 3-for-4 with two runs scored; Ocasio went 1-for-2 with an RBI and a run scored; and Cintrón went 1-for-2 with two RBIs.
In the day’s first game in Lima, Japan defeated Puerto Rico 2-1 to secure a spot in the 2027 Finals in Australia. Puerto Rico claimed the second qualifying spot by beating Venezuela.
Also having qualified for the finals are host Australia, Canada and Chinese Taipei. Only two spots remain to be decided this week in the United States, along with one wild-card slot to be determined by the WBSC.
The national team’s next engagement will be the Central American and Caribbean Games in Santo Domingo, where Puerto Rico will defend the gold medal it won three years ago.
