Cayey Mayor Rolando Ortiz Velázquez relayed long‑stan ding concerns over potable water service in several rural communities to federal officials on Monday, joining a delegation of Puerto Rico mayors participating in the “Technical Mission in Washington,” an initiative of the Puerto Rico Mayors Association aimed at strengthening municipal advocacy in the U.S. capital.
Ortiz Velázquez met with Puerto Rico Federal Affairs Ad ministration Executive Director Gabriella Boffelli as part of a series of scheduled meetings with federal agencies, members of Congress and nonprofit organizations. The mayor said the conversation focused in part on chronic water service instability affecting sectors such as Cercadillo and Lapa, where residents have endured years of irregular service from the Puerto Rico Aqueduct and Sewer Authority (PRASA) despite consistently paying their monthly bills.
“We raised the issue of the potable water crisis in several sectors of Cayey,” Ortiz Velázquez said. “These communities have lived with unstable service for years. Families pay diligently, yet the service remains unreliable. We asked Director Boffelli for federal support to help address this situation.”
The mayor noted that recent high‑profile water system failures including breaks in the Northern Superaqueduct, persistent drought conditions and service disruptions in the San Juan metropolitan area have drawn significant media attention. While that visibility is welcome, he argued that mountain towns

facing similar or worse conditions have not received equitable coverage or urgency.
He pointed to the case of Morovis, which as previously reported by the STAR sued PRASA in federal court over chronic service deficiencies, an action that resulted in a court‑supervised agreement between both parties.
The Cayey mayor’s visit to Washington is part of a broader effort by Puerto Rico’s municipal leaders to secure federal collaboration on infrastructure, community development and essential services.

The University of Puerto Rico (UPR) is inviting high school students, university students, parents and the general public to participate in UPR Fest 2026, a free event that will bring together, for the first time in one space, the academic offerings and university experience of the system’s 11 campuses.




The event will be held this Saturday from 10 a.m. to 3 p.m. at the UPR Río Piedras Campus. During the event, attendees will be able to learn about the undergraduate and graduate programs offered by all 11 campuses, speak directly with admissions staff and faculty, receive guidance on admission requirements, academic and research opportunities, and com plete their application for admission and the Free Application for Federal Student Aid (FAFSA) with the support of specialized staff.
UPR Fest also will feature the participation of the campu ses’ official mascots, an alumni area, student services, student
entrepreneurs, a store with items and memorabilia from the different units, artisans, food trucks and spaces designed for family enjoyment.
Additionally, a “Prepa Justas” zone, organized by student associations, will be set up where visitors can participate in games, challenges and recreational activities. The event will also feature a picnic area and performances by various musical groups on the main stage.
“We want every visitor to experience firsthand the impact of our campuses and find the path that best aligns with their academic and professional aspirations,” UPR President Zayira Jordán Conde said.
UPR Vice President of Student Affairs Jonathan Muñoz Ba rreto said the event “aims to support students through concrete steps in their university journey.”
“There, they can find guidance, complete applications, clarify doubts about financial aid, and learn firsthand about the services that support their transition to university life,” he said.

An immigrant -- described by witnesses as apparently Haitian -- was violently arrested by U.S. Immigration and Customs Enforcement (ICE) agents over the weekend in San Juan’s Barrio Obrero, in an incident captured by security cameras and shared widely on social media. The footage shows the man leaving the Econo supermarket on Avenida Borinquen around 9 a.m., carrying supplies he had just purchased, when federal agents intercepted him.
The supermarket administrator who released the videos said the man, who reportedly lives nearby, had just paid for his groceries and stepped outside when an unmarked federal vehicle blocked his path. Realizing what was happening, he attempted to flee, but several additional ICE vehicles arrived, and multiple agents chased him down Martino Street before forcing him to the ground.
“They have no mercy. They threw him to the ground violently. It shouldn’t be like this,” the administrator said in the recording, adding that supermarket employees were left in tears after witnessing the arrest.

The videos, reposted by the Jonathan Djcachu Hernandez page -- which frequently alerts communities about ICE activity -- also show the administrator lamenting the broader climate of fear: “It’s so hard to see what we’ve seen … God, have mercy on what we’re going through.”
The American Civil Liberties Union of Puerto Rico has been warning for months about what it describes as a rise in aggressive ICE interventions on the island, including operations in public spaces and residential neighborhoods. The organization argues that the tactics sow fear among immigrant communities and raise concerns about due process and excessive force.
Federal authorities have not released information about the man’s identity, immigration status, or the reason for the arrest. The STAR was unable to determine the fate of the individual shown in the video.
The incident comes amid heightened scrutiny of ICE nationwide, following several high-profile cases involving the deaths of Mexican nationals during or after federal interventions in the mainland United States (see related story on page 5). Civil rights advocates say the Barrio Obrero arrest underscores the need for transparency and oversight as federal operations expand in Puerto Rico.
Community members in Barrio Obrero expressed shock at the level of force used, noting that the man appeared to be going about his daily routine.
“It’s not fair,” the supermarket administrator said in the video. “We need to understand the times we’re living in.”

Spokespeople for the “Alianza Voces por los Animales” (Alliance of Voices for Animals) demanded earlier this week that authorities investigate an alleged case of cruelty against several animals reported in Cayey.
Reportedly, several dogs were found with wires tightly
bound around their waists, near their hind legs.
“Animals are sentient beings capable of experiencing pain, fear, and suffering. Acts of this nature cannot be normalized or go unpunished,” Vivian Godoy, a spokesperson for the alliance, said in a written statement. “Violence against animals deserves a firm response from the state and from society as a whole.”
Claribel Pizarro, also representing the alliance, urged
agencies with jurisdiction -- including the Puerto Rico Police and entities responsible for enforcing Law 154 -- to conduct a diligent investigation and ensure that anyone responsible is held accountable under the law.
She also called upon the public and all those who love, respect, and protect animals to cooperate with authorities by providing any information that might help clarify the facts.

House of Representatives Government Committee
Chairman Víctor Parés Otero asked LUMA Energy on Monday to relocate its Monacillo commercial office to the Señorial Plaza Shopping Center, given the private operator’s intention to move the office to another location.
“LUMA Energy has expressed its intention to move its commercial service office from its operations center in Monacillo, Río Piedras, to another location, allegedly because its current location is the company’s main operations center,” noted Parés, the San Juan District 4 lawmaker. “Our suggestion is simple: move it to the Señorial Plaza in Cupey, an ideal space with ample parking, in a central area, recently renovated, and with the necessary requirements to serve the general public.”
According to LUMA data, the office in question receives between 30,000 and 40,000 clients every year. The average number of daily visits exceeds 110 people, making it one of the busiest offices on the island.
In a letter sent on July 2 to LUMA President and CEO Janisse Quiñones, the New Progressive Party legislator highlighted Señorial Plaza’s central location, deeming it “strategic due to its easy access from major transit routes and, above all, its proximity to the Monacillo area and the communities that traditionally receive services at this office.”
“We believe that a location with these characteristics significantly contributes to maintaining accessibility and convenience for thousands of citizens,” Parés said.
LUMA management announced the possible relocation of the Monacillo service office in early 2026.

The Financial Oversight and Management Board has approved a limited, $2 million pilot program for the Municipal Revenue Collections Center (CRIM by its acronym in Spanish) to begin updating Puerto Rico’s Digital Cadaster, or property register -- far short of the $6.8 million and 214 temporary hires the agency originally sought.
In a July 10 letter to CRIM Executive Director Javier García Cintrón, the oversight board said it now has “a better understanding” of the cost structure behind CRIM’s proposal to identify ownership information for more than 56,000 properties and modernize the cadaster. CRIM currently manages over 1.3 million properties with 347 career employees and 56 temporary workers; the initial request would have increased its workforce by 54%.

The oversight board noted that recent adjustments to CRIM’s Classification and Remuneration Plan pushed projected annual costs for the proposed expansion to roughly $9.4 million. Still, stronger-than-expected property tax collections this year mean CRIM
expects to close fiscal 2026 with a $2.3 million operating surplus -- funds the board is now allowing the agency to tap for a smaller-scale launch.
The approved pilot is intended to test CRIM’s operational model, validate assumptions about property ownership identification, and measure performance before any broader rollout. The oversight board framed the effort as a chance for CRIM to “demonstrate results in a controlled manner and build the evidentiary foundation for future investment.”
CRIM must now deliver, within 30 days, a detailed work plan outlining the pilot’s scope, timeline, milestones and expected impact on collections; a hiring plan for provisional staff; and signed MOUs with participating municipalities covering reimbursement caps, performance metrics and compliance requirements.
The pilot must show measurable progress in ownership identification, title investigations,
appraisals and registration of updated information in the Digital Cadaster. At its conclusion, CRIM will be required to submit a results report to the oversight board.
If the agency fully uses the reserved funds, meets performance standards, and seeks to expand, it will need to submit phased requests for additional municipalities. Each expansion would require separate board approval before any new hiring.
The oversight board emphasized that all Puerto Rico Oversight, Management and Economic Stability Act, or PROMESA, requirements and CRIM’s certified fiscal year 2027 budget remain in force. It also underscored the importance of an accurate cadaster as a cornerstone of municipal revenue collection.

The Department of Public Safety (DSP by its initials in Spanish) is moving to strengthen emergency communications with a new multimillion-dollar investment in mobile satellite technology designed to keep first responders connected when traditional networks fail.
DSP Secretary Arthur Garffer announced
the purchase of 74 FirstNet miniCRD portable systems, a $3,019,805 initiative that will expand the agency’s operational capacity during hurricanes, earthquakes, widespread power outages, or any event that disrupts commercial communication networks.
The FirstNet miniCRD units function as autonomous mobile cellular towers equipped with integrated satellite connectivity. Garffer said the technology allows responders to
quickly reestablish communications in areas where conventional systems are down, ensuring uninterrupted coordination during critical incidents.
The devices will be available to all DSP bureaus, municipal governments, and first‑response personnel. They are expected to support rescue operations, remote communities and regions especially vulnerable to communication failures.
Because the systems can be transported by vehicle or helicopter, the DSP will be able to deploy them rapidly to any affected zone, reinforcing public safety and emergency management operations.
Garffer emphasized that the investment is intended to ensure seamless interagency coordination during high-risk events and to strengthen the government’s ability to respond effectively to emergencies of significant magnitude.

The environmental organization Amigxs del Mar issued a warning Monday about the potential environmental and community impact of three luxury mega-hotel projects proposed for development in Loíza, arguing that the large - scale construction threatens fragile coastal ecosystems and could displace long-standing residents.
The projects -- Loíza Ocean, Loíza Piñones and Loíza River City -- are part of the Puerto Rico 230 initiative led by Ora World, a company seeking to build more than 10 mega hotels across Puerto Rico. Amigxs del Mar spokesperson Gabriela Vélez said the developments are tied to
U.S. cardiologist and philanthropist John Sancan Nelson, who, she said, has created separate corporations for each proposed site.
“... For each of the 12 locations they want to build in Puerto Rico, they create a new corporation,” Vélez said. “We’ve already identified many of those corporations linked to him.”
She added that Loíza Ocean already has an approved coastal boundary (“deslinde” in Spanish) and Loíza Piñones has an approved permit.
Developers intend for the three structures to be interconnected and to include attractions such as a zipline and a helipad. Vélez emphasized that the scale of the projects threatens several community response centers in the area and
could intensify pressure on coastal resources.
As part of its advocacy efforts, Amigxs del Mar created the Puerto Rico Coastal Map, a digital tool designed to highlight hotel developments that the group says pose risks to the island’s coastal zones.
Loíza Mayor Julia Nazario Fuentes publicly opposed the Ora World proposals, noting that one of the projects could displace residents who have lived in the area for decades.
“We will not endorse any project that is not aligned with our natural environment, with the idiosyncrasies of a coastal town, or that continues to damage our beaches,” she said. “We will not support any project that is not ecological and environmentally friendly.”
The projects remain under evaluation as environmental groups and community organizations call for greater transparency and public participation in the permitting process.

Afederal immigration agent shot and killed an individual in a vehicle on Monday in the coastal city of Biddeford, Maine, according to the state attorney general’s office. Nearly eight hours later, details remained scant, and federal authorities had not provided any information about the fatal encounter.
The state’s governor, the city’s mayor and other officials said they were seeking details, and demanded a full investigation of the killing. It was the second fatal shooting in a week involving an Immigration and Customs Enforcement agent firing into a vehicle.
Social media video shot early Monday showed agents surrounding a still body at an intersection in a residential neighborhood of Biddeford, next to a car with bullet holes in the windshield, as local police officers arrived at the scene.
Rep. Chellie Pingree, a Democrat, said in a phone interview Monday that “we have gotten reports that ICE officers shot through a car window, and the individual in the car was killed.”
Liam LaFountain, the mayor of Biddeford, called for “a full, thorough and transparent investigation into this fatal incident,” in a statement, adding, “We will get answers, but we do not have them yet.”
Maine’s attorney general, Aaron M. Frey, said in a statement Monday afternoon that according to initial reports, a deportation officer was “conducting an enforcement operation related to a final order of removal when the subject attempted to flee in a vehicle in the direction of the officer and was fatally shot.”
Two advocacy groups, the Maine Immigrants’ Rights Coalition and Presente! Maine, said in a joint statement that a 26-year-old Colombian man had died in the encounter. Project Relief, another immigrant advocacy organization, said the man had a partner and a young child.
The source of the advocates’ information was unclear, and could not be immediately confirmed with the authorities.
The shooting came amid an aggressive ramp-up of immigration arrests across the country in recent weeks. Daily arrests of immigrants in the United States doubled in the last week of June and have continued to climb.

As of 3 p.m., Homeland Security officials had not provided any information despite repeated requests for comment.
Gov. Janet Mills, a Democrat, said in a statement that the Maine State Police and other agencies were consulting with federal officials “to determine the facts of what occurred this morning.” Sen. Susan Collins, R-Maine, called for “a full and impartial investigation.”
The state, which has an aging population, has in recent decades welcomed immigrants who have helped breathe new life into the economy, and now represent about 5% of the population.
In the early 2000s, Maine received a large influx of refugees from Somalia, and it has since resettled people fleeing conflict in other African countries and the Middle East.
It has also attracted a growing number of immigrants from Latin America, many of whom live in Biddeford, a working-class town on the coast.

In Maine, a statewide enforcement surge began in January. Residents of Biddeford, a city of roughly 22,000 about 20 miles south of Portland, said that ICE agents had been there frequently in recent months.
People who live near the intersection where the shooting took place on Monday said that it happened at about 7:15 a.m. In interviews, several reported hearing gunfire, then seeing a body on the ground next to a car.
Mia Covino, 26, who lives nearby, said that she heard four or five gunshots and dropped to the floor inside her home. She then peeked from her window, she said, and saw two law enforcement agents in plain clothes and green vests in the street, as well as a white car slowly spinning in circles in the intersection.
One of the agents was holding onto one of the car’s door handles, Covino said, “yelling, ‘He tried to run me over.’” The other agent was telling his colleague “to stop, to relax, to calm down,” she added.
Another vehicle, which appeared to belong to the federal agents, bumped into the circling car and stopped it, Covino said, adding that agents then pulled a man from the driver’s seat and onto the ground. He was covered in blood, she said.
Mary Hayes, who also lives nearby, said she looked outside at about 7:30 a.m., after seeing social media posts about the shooting. She saw a white car with the driver‘s side window blown out, she said, and bullet holes in the windshield.
There was also a woman on her knees, screaming, Hayes said, alongside a young girl with a pink backpack who was being comforted by another child.
“I heard agony,” Hayes said. “I heard a howl that came from your soul, that your whole life had just changed and it was never going to be the same.”
At a news conference in Portland on Monday, Sen. Angus King, I-Maine, said that he had spoken with Homeland Security Secretary Markwayne Mullin. “The person who was shot was the target of the arrest warrant, based upon his immigration status,” King said.
“Different facts may come out, but apparently, there are no cameras involved,” he added. “Body cameras were not on the agents,
Talla Fall, who is originally from Senegal, said he lives near where the shooting took place and works at a McDonald’s nearby. ICE agents have been in the neighborhood “every day, every week,” he said.
Hundreds of immigrants were detained during the January enforcement surge, which ICE called “Operation Catch of the Day,” a reference to the state’s commercial seafood and lobster industry.
“Everyone thought the surge was over, but ICE has been present — and in larger numbers,” said Anna Welch, founding director of the refugee and human rights clinic at the University of Maine School of Law.
The incident on Monday, she said, “raises serious concerns about what kinds of protocol and training agents are getting to ensure that violence doesn’t escalate to the point of someone being shot in the head.”

Sen. Lindsey Graham, R-S.C., likely died on Saturday from a tear in his aorta, officials said, hours after returning to the United States from Ukraine and months before he was to face reelection.
Graham’s office said Sunday that a preliminary report from Office of the Chief Medical Examiner in Washington indicated that the senator had died from an aortic dissection, though that determination was subject to additional testing.
Graham, who was chair of the Budget Committee and formerly led the Judiciary Committee, became a household name in Republican politics and was among President Donald Trump’s closest and most loyal allies in the Senate. He died two days after his 71st birthday, and as he was seeking a fifth term.
A former Air Force lawyer who had served in the Air Force Reserve, Graham also developed a reputation as a foreign policy hawk who vehemently defended Israel and Ukraine. Hours before he died, the senator had returned to Washington after a trip to Ukraine, where he said he had reached agreement with colleagues in both parties and the White House on imposing sanctions targeting buyers of Russian oil.
Here’s what to know about the end of Graham’s life: Emergency workers were called to his home.
Graham’s office did not provide any further details about what happened in the moments leading up to his death. But the medical examiner’s preliminary finding said he suffered a tear in the main artery that carries blood from the heart, “stemming from arteriosclerotic cardiovascular disease,” or a gradual weakening and hardening of the arteries.
According to recordings of dispatcher calls obtained by The New York Times, emergency workers responded Saturday night to a call about a person experiencing chest pains at the senator’s Capitol Hill address. The recordings did not name Graham, who had returned from Ukraine hours earlier, but responders could be heard saying they were administering CPR to a person suffering from cardiac arrest.
According to the recordings, the emergency call for help came from a woman in Baltimore who was not identified. She informed responders that the house’s door was open, but emergency crews could be heard saying they needed the police to

assist a forced entry.
Trump said in an interview Sunday that he had spoken with Graham not long before the episode, and gotten no inkling that there was anything amiss.
“Other than being tired, he was fine,” Trump said. He said early reports of a possible heart attack made sense. “That would just be a quick end. And maybe that’s not the worst way to go.”
The D.C. Metropolitan Police Department said in a statement Graham was declared dead at 10:23 p.m. at George Washington University Hospital.
He had just returned from Ukraine.
In his last public act, on Friday, Graham announced during a visit to Ukraine that he had reached agreement among a bipartisan group of senators and the White House on his longstalled effort, resisted by Trump, to impose sanctions targeting buyers of Russian oil.
It was a fitting end to the senator’s career on Capitol Hill, where he had long been a proponent of U.S. military intervention
against adversaries abroad, particularly Russia. Last year, he had pressed for new, harsher sanctions on countries that did business with Moscow, but he pulled back amid Trump’s opposition.
“I have never been more optimistic than I am today that we have the formula to end this war,” Graham said Friday in Kyiv, the Ukrainian capital. “Help Ukraine be more lethal. Let those supporting Russia to know there’s going to be a price to be paid if you keep doing it. And to try to find an off-ramp — not to humiliate Putin, but to end this war so that Ukraine will thrive and survive.”
President Volodymyr Zelenskyy of Ukraine said Friday that he was grateful to Graham, posting a photo of the two shaking hands in Ukraine.
His trip to Ukraine came just days after Graham had traveled to Ankara, Turkey, for the NATO summit.
Graham’s sister is appointed to finish his Senate term.
Gov. Henry McMaster of South Carolina said Monday that he would appoint Sen. Lindsey Graham’s sister, Darline Graham Nordone, to finish his Senate term, after Graham’s death Saturday.
Standing next to Nordone at a news conference, McMaster said it was his duty under the law to select someone “to serve in the place of this irresistible man, this irreplaceable man, this extraordinary man, for the remainder of his term.”
“Lindsey took care of his little sister in years long departed,” McMaster said at a news conference held at the Statehouse in Columbia, South Carolina. “It’s my honor to ask his little sister, Darline Graham, to finish his work for him now.”
Nordone accepted the appointment, saying it would be a “privilege to get to finish” some of her brother’s work over the next several months.
Plans are underway to honor him.
Trump announced on social media Sunday that he would order flags to be flown at half-staff until Saturday evening in honor of Graham.
Arrangements on Capitol Hill have yet to be announced, but Sen. Tim Scott, his fellow South Carolina Republican, suggested in an interview on CBS’ “Face the Nation” that GOP leaders were planning to find ways of honoring Graham in the coming week.
It was not known whether he would lie in state in the Capitol, as his close friend and former Sen. John McCain of Arizona did in 2018 after his death from a malignant brain tumor.

Igrew up in a conservative movement that thought it had gotten the better of its worst ideological impulses.
True, there were the usual Father Coughlin throwbacks, people like Pat Buchanan, who were against free trade, sympathetic to Vladimir Putin, down on the Jews and inveterately hostile to immigration, legal or otherwise. There were outright bigots and conspiracy theorists and militia types and their assorted followers, avid or furtive. And there was an outsize share of moralizing hypocrites, inevitable among people too fond of speaking in the name of religion and character.
But that wasn’t the conservatism of the Bushes or John McCain or Mitt Romney, pragmatic men who, whether you agreed with them or not, operated on the center-right side of the liberal-democratic tradition. They were the conscience of the Republican Party, maintaining its decency by occasionally calling out the bad guys on their own side.
That was until the moment the GOP chose to delete its conscience by becoming the party of Donald Trump. A similar moment may soon be upon Democrats if they aren’t careful.
Barring a political miracle, the party will next year have a new member of Congress, Darializa Avila Chevalier, who, the day after the worst massacre of Jews since the Holocaust, celebrated the event in Times Square. Another probable future representative, Claire Valdez, vowed on July 4 to “fight for liberation from Palestine to Puerto Rico.” A would-be U.S.


senator, the Michigan Democrat Abdul El-Sayed, offered an alternative take on Michelle Obama’s famous line about going high when your opponent goes low: “When they go low, we don’t go high,” he said. “We take them to the mud and choke them out.” (El-Sayed is a doctor.) All this is especially true when the more ideologically extreme candidates are energetic, unstuffy, authentic, and able to stir up an audience. Zohran Mamdani, the New York mayor, is emblematic of the type; so was Graham Platner, the Maine Democrat, at least until allegations about his past behavior finally caught up with him.
What all this means for mainstream Democrats is that they resemble a national army under attack from an insurgency: They offer order and predictability when they need to be shocking and surprising; they seek to win by delivering incremental victories while their guerrilla opponents promise political transcendence. Unless something changes, those dynamics tend to set the army up for disaster.
What could change the dynamics? It would help if a Democratic leader stood up to make the case that democratic socialists are neither liberals nor progressives, at least in any honest sense of those words. They are atavists, blasts from a discredited and discarded past.

Against this tide, the position of many mainstream Democrats is to dodge the ideological fight with the left while warning that, outside of deep-blue districts like those in New York City, democratic socialism is an electoral loser that only provides Trump with political ammunition. In Michigan, Haley Stevens, El-Sayed’s opponent in the Democratic primary, is campaigning on the argument that “no one wants Abdul to win more than the Republicans” — that is, that Republicans see him as the more beatable opponent come November.
I remember the same case being made by mainstream conservatives against Trump when he was running in 2016: A vote for him in the Republican primary, so the argument went, was tantamount to a vote for Hillary Clinton in the general election. Then he won.
What mainstream Republicans like me missed then is what I fear mainstream Democrats miss now: that ideas older voters know have long been discredited (“America first” among
Socialism as a political program was born in the 19th century and died in the 20th (including in Sweden). Democracy requires a clearly defined citizenry, an idea that becomes meaningless if a country pursues a lax or open-border policy of the kind advocated by democratic socialists. The brainstorms of the far left, like the billionaire surtax on the ballot in California, have failed repeatedly wherever they’ve been tried (including in France). And “justice for Palestine” surely can’t mean taking sides with the killers and rapists of Hamas while insisting that the only nation-state on earth with no right to exist is the Jewish one. The word for that is antisemitism, the politics of the double standard toward Jews, which is yet another terrible idea from a terrible past.
Is there a rising Democrat who will give this speech — the one that says that Democrats stand for freedom and fairness, not radicalism and self-righteousness; the one that never disdains tradition even if it seeks to improve it; the one that knows that utopianism is no substitute for pragmatism, and that purity is not superior to compromise?
That Democrat needs to stand up now, before his party gets swept away by the flood it vainly believes will soon recede.

S AN JUAN – El presidente ejecutivo de la Autoridad de Acueductos y Alcantarillados (AAA), Luis Reinaldo González Delgado, informó que la corporación realizará durante esta semana trabajos programados de mantenimiento y mejoras operacionales en varias regiones de Puerto Rico como parte del plan de modernización de la infraestructura de agua potable.
“Estas iniciativas forman parte de los esfuerzos continuos que estamos llevando a cabo para atender el rezago histórico en la infraestructura y aumentar la confiabilidad de los sistemas de producción y distribución de agua potable”, expresó González Delgado en declaraciones escritas.
En la región sur, brigadas instalarán unos 630 pies de tubería en Villalba el lunes 13 y martes 14 de julio, trabajos que no requerirán interrupciones del servicio.
Mientras, en la región metropolitana se realizarán labores el martes en la estación de bombas Finca Rosso 1, en Bayamón, que podrían provocar bajas presiones temporeras en sectores de Bayamón y Guaynabo. Además, durante la madrugada del miércoles se limpiarán los clarificadores del Superacueducto, lo que también podría afectar la presión del servicio para algunos abonados.
Según la AAA, en la región oeste la planta de filtros Montaña, en Aguadilla, operará en baja producción el martes 14 y jueves 16 de julio por labores de mantenimiento, con posibilidad de bajas presiones o interrupciones temporeras en Aguadilla, Aguada y Moca. También el martes se limpiará el tanque Cruz Voladoras, en Moca, aunque se realizarán ajustes para evitar afectaciones al servicio.
En la región norte, el martes se lavará un sedimentador de la planta de filtración de
Quebradillas, lo que interrumpirá el servicio en sectores de Quebradillas y Camuy hasta que concluyan los trabajos. Ese mismo día también se instalará una válvula en el sector Boquillas de Manatí, donde podrían registrarse interrupciones temporeras. Por su parte, en la región este se reemplazarán equipos en la estación de bombas Cejas 4, en Comerío, el miércoles 15 de julio, con posibles bajas presiones o interrupciones en Parcelas El Verde.
González Delgado indicó que las labores permitirán fortalecer la confiabilidad de los sistemas y destacó que las mejoras realizadas recientemente en Carraízo y la planta Sergio Cuevas ya producen resultados en la operación del servicio. Asimismo, exhortó a los abonados que puedan verse afectados a almacenar agua suficiente para sus necesidades esenciales y recomendó hervir el agua durante tres minutos si presenta turbidez una vez se restablezca el servicio.
Contralora revela que PRITS dejó sin uso plataforma de $130 mil y detecta fallas en planificación y ciberseguridad
SANJUAN – La contralora de Puerto Rico, Carmen Vega Fournier, reveló el lunes que el Puerto Rico Innovation and Technology Service (PRITS) mantiene fuera de operación una plataforma digital por la que desembolsó 130,000 dólares y señaló deficiencias en la planificación estratégica, la rendición de cuentas y la supervisión de la ciberseguridad en el gobierno.
“A los funcionarios y a los empleados del PRITS, les exhortamos a velar por el cumplimiento de la ley y la reglamentación aplicables, y a promover el uso efectivo, económico, eficiente y ético de los recursos del Gobierno en beneficio de nuestro Pueblo”, expresó Vega Fournier en el informe de auditoría.
El Informe de Auditoría OC-27-04 examinó, entre otros asuntos, el desarrollo de la plataforma Electronic Eligibility Engine (E3), creada para permitir el intercambio de información entre agencias y agilizar la evaluación de ciudadanos que solicitan ayudas económicas del gobierno. La primera fase del proyecto fue contratada por 232,000 dólares y el desarrollador entregó una versión funcional en junio de 2023, por la que PRITS pagó 130,000 dólares. Sin embargo, al cierre de la auditoría el sistema no esta-
ba disponible para las agencias ni había sido utilizado para el propósito para el que fue diseñado.
El informe también concluyó que PRITS continúa sin elaborar el Plan Estratégico de Innovación y Tecnología que exige la Ley 75-2019 para dirigir la política pública tecnológica del Gobierno. Aunque la agencia indicó que su estrategia estaba distribuida entre distintos documentos internos, la Oficina del Contralor determinó que ninguno sustituye el plan requerido por ley.
Otra de las deficiencias señaladas fue el incumplimiento con la obligación de informar oportunamente el desempeño de la agencia. El informe anual corres-
pondiente al año fiscal 2024 se entregó con 153 días de atraso a la gobernadora y 184 días después del término legal a la Asamblea Legislativa, lo que limitó que ambas ramas evaluaran a tiempo el progreso de los proyectos y el cumplimiento de los objetivos institucionales.

En materia de ciberseguridad, la auditoría encontró que PRITS tampoco había establecido un mecanismo formal para exigir a las agencias la entrega de sus programas de ciberseguridad, según dispone la Ley 402024. Como resultado, al 24 de octubre de 2025 solo la Oficina de Gerencia y Presupuesto había sometido oficialmente su programa, situación que, según el informe, limita la capacidad del Gobierno para evaluar vulnerabilidades, verificar el cumplimiento de estándares uniformes y fortalecer la protección de sus sistemas digitales. Entre las recomendaciones, la Oficina del Contralor instó a PRITS a completar la segunda fase de la plataforma E3 para ponerla en funcionamiento, preparar el plan estratégico requerido por ley, cumplir con la entrega oportuna de sus informes anuales y establecer un mecanismo formal para revisar los programas de ciberseguridad de las entidades gubernamentales.

Sam Neill, the versatile New Zealand screen actor who appeared in more than 150 productions over a fivedecade career, and who was perhaps best known for his star turn as the adventuresome paleontologist Dr. Alan Grant in the “Jurassic Park” series, died Monday in Sydney. He was 78.
His family announced the death in a post on Instagram but did not provide further details. Neill was diagnosed with angioimmunoblastic T-cell lymphoma in March 2022 and had been treated for it for years. His family said in the statement that he was “cancer free” when he died.
Born in Northern Ireland and raised in New Zealand, Neill, whose acting career began in the late 1960s, combined a credible Everyman quality with rugged good looks and a hard-to-place accent. He was cast in dozens of productions spanning genres, formats and continents.
Neill first came to international attention with the 1979 Australian period drama “My Brilliant Career” playing a frontier rancher. Critics heralded him for nuanced portrayals, describing his “cryptic brusqueness” in one role and his “avuncular suavity tinged with a dignified sadness” in another.
His credits included the New Zealand films “The Piano” (1993) and “Hunt For the Wilderpeople” (2016); the Hollywood blockbusters “Jurassic Park” (1993) and its sequels, and “Thor: Love and Thunder” (2022); and two seasons of the British television series “Peaky Blinders.”
“I’d like to think I’m able to suggest ambiguities and complexities in the people I play, because I think all of us have hidden aspects or contradictory qualities,” he told The Dominion Post, a New Zealand newspaper, in 2007. “I think that’s what makes us interesting as human beings, and that’s what makes human beings interesting to play.”
With few exemplars of international actors from a New Zealand background to follow, Neill said he had never set himself specific goals, allowing him to ricochet almost aimlessly from one project to the next.
“I never had a map, you know,” he told The Dominion Post in 2016. “There was no one else here that I knew of that had ever had a screen career.”
Australia’s prime minister, Anthony Albanese, mourned Neill, who he said had “starred in so many beloved Australian stories” and “earned a special place in Australian hearts.”
“Wry and dry, thoughtful and laconic, Sam fought illness with the same dignity, humor and conviction that gave strength to his every performance,” Albanese wrote on social media.
Nigel John Dermot Neill was born to Dermot Neill, a New Zealander who served as a British army officer, and his English wife, Priscilla (Ingham) Neill, on their kitchen table in Omagh, a town in County Tyrone, Northern Ireland, on Sept. 14, 1947.
At 7, he relocated with his family to New Zealand’s bucolic South Island, where he attended Cashmere Primary School before boarding at Medbury School and Christ’s College, one of New Zealand’s toniest schools, in Christchurch. There, he was a “very ordinary student” who was “irredeemably lazy,” he wrote in his 2023 memoir “Did I Ever Tell You This?”, and who appeared in a handful of school productions.
Neill faced obstacles among his new classmates: a childhood stutter; what he perceived to be an embarrassingly grand British accent; and the name “Nigel,” which he had been given at birth. “To land in a pretty rough playground in a New Zealand primary school with a plum in the voice and Nigel for a name was asking for trouble,” he wrote.
At 11, he changed his name to Sam, taking inspiration from characters in Western movies. It was, he added, “probably the best decision I made in my life. Sam is easy to say, sounds friendly, sounds a bit blokey and has a touch of the Labrador about it.”
He attended the University of Canterbury in Christchurch before transferring to the University of Victoria in Wellington, where he graduated in 1970 with a bachelor’s degree in English literature. “Acting was about the only thing that I was good at in school,” he later told The Chicago Tribune.
He began work as a stage actor, performing initially with the Downstage Theater Company for 35 New Zealand dollars a week and a nightly plate of lasagna. He then traveled the country with the New Zealand Players Drama Quartet, performing Shakes-

peare and other great theatrical works to schoolchildren.
Seeking more stable employment, Neill joined New Zealand’s National Film Unit, a publicly owned production company, where he directed a series of documentary shorts. During this time, he appeared in “Ashes,” a 1975 short film, and as the lead in the 1977 thriller “Sleeping Dogs,” which would become New Zealand’s highest-grossing film at the time.
While promoting “Sleeping Dogs” in Australia, Neill was cast in “My Brilliant Career,” for which he was paid roughly three times his National Film Unit salary. It would be the first in a string of Australian productions for him. Neill quickly acquired an agent, quit his job in New Zealand and moved to Sydney. British movie and stage star James Mason, an early admirer, also offered to help establish his international career.
Over the next years, Neill appeared in feature films in Europe and North America before making his Hollywood debut, playing the Antichrist in “Omen III: The Awakening” in 1981. He was nominated for two Emmys, for the 1998 miniseries “Merlin” and the 2017 documentary “New Zealand: Earth’s Mythical Islands,” which he narrated, and three Golden Globes, for performances in the television series “Reilly: Ace of Spies” (1983), “One Against the Wind” (1992) and
“Merlin.”
He was made an Distinguished Companion of the New Zealand Order of Merit in 2007, making him eligible for a knighthood. In 2009, he declined the honor, telling The Sydney Morning Herald: “All modesty aside, I find the idea of a title for myself just too grand at this time of my life.”
Neill eventually reneged on this decision, in 2022 becoming “Knight Companion,” allowing him to be styled Sir.
Despite his international success, he maintained close ties to New Zealand, spending most of his time in Central Otago, where from 1993 he began making wine under the label Two Paddocks. His wines were generally well regarded by critics, but he attempted to take a democratic approach to pricing, telling The Guardian: “I’d hate to think my wine was only being drunk by property developers.”
“I take great pride in the wine that we make,” he told The Australian Financial Review in 2018, adding: “People are taking the wine seriously, as they should, and that has taken a while. People tend to underestimate actors. They say, ‘He is an actor, what would he know?’”
In recent years, Neill also became known for an idiosyncratic social media presence, mostly focused around his winery near Clyde, New Zealand, and its animal inhabitants, which were often named after thespians. Over the years they included a pig named Anjelica Huston, a cow named Helena Bonham Carter and a resplendent cockerel named Michael Fassbender.
Neill is survived by his siblings — Michael, an academic, and Juliet, a drama teacher — and his children, including a son from his 11-year relationship with actress Lisa Harrow and two daughters from his marriage to makeup artist Noriko Watanabe, from whom he separated in 2017.
Neill would become one of his nation’s most famous citizens. But he wrote in his memoir that he had never quite shaken the terrified child who had made the long journey from Northern Ireland.
“My exterior is undoubtedly Sam the New Zealander,” he wrote. “You might even recognize him. But inside, somewhere very deep, there lives a small shy boy who sounds very different, and his name is not Sam. It is Nigel.”
Tech shares weighed on U.S. stocks on Monday after President Donald Trump announced that he would reinstate a blockade on Iranian ports in the latest escalation of U.S.-Iran hostilities that sent oil prices jumping and dampened risk appetite.
Investors stared down what promised to be an eventful week packed with earnings, economic data and congressional testimony from U.S. Federal Reserve Chair Kevin Warsh.
Among the three major U.S. stock indexes, the techladen Nasdaq led the losses, followed by the S&P 500. The Dow’s drop was cushioned by rising energy stocks, which were boosted by spiking crude prices due to restricted traffic through the Strait of Hormuz.
“The market’s first impulse is to look through (geopolitics) and wait and see,” said Ross Mayfield, investment strategy analyst at Baird in Louisville, Kentucky. “It seems like a lot of the weakness is concentrated in the memory space, which has been ongoing for the last six weeks or so, with incredibly volatile moves, a pause in the parabolic upswing of the memory and semi names.”
Amid the ongoing AI fervor of recent months, chip stocks have tended to take the lead through rally and selloff. The Philadelphia SE Semiconductor index was a clear underperformer, with constituents Sandisk, Marvell Technology and Western Digital down between 6.5% and 12.3%.
U.S.-listed shares of South Korean chipmaker SK Hynix sank 6.1% after rising more than 12% on Friday in their Nasdaq debut.
The U.S. and Iran exchanged heavy airstrikes over the weekend, marking a sharp escalation in the scale and reach of attacks and prompted Trump to revive the U.S. blockade on Iranian ports, raising concerns about the path forward for peace negotiations. Crude prices surged 8.5%, fueling worries that strained supply and upward energy price pressures could broaden into long-term, systemic inflation.
Warsh is due to sit for his first semiannual testimony before Congress this week, during which the new head of the central bank will be questioned regarding the inflationary effects of the U.S.-Iran war and the Fed’s likely course of action.
Markets are pricing in at least one 25-basis-point rate hike by year-end, according to LSEG data.
To that end, the Labor Department is expected to release its consumer (CPI) and producer (PPI) price indexes this week, which will give markets and the Fed a glimpse at the extent to which the on-again-off-again U.S.-Iran war affected price growth in June.
The Commerce Department’s June retail sales data will provide insight into how well the consumer, who accounts for about 70% of the U.S. economy, is weathering the price squeeze at the gasoline pump and elsewhere.

Analysts currently expect aggregate second-quarter S&P 500 earnings growth of 23.7% year on year, up from the 19.2% estimates as of April 1, according to LSEG. Declining issues outnumbered advancers by a 1.57-to1 ratio on the NYSE. There were 126 new highs and 147 new lows on the NYSE.
On the Nasdaq, 1,620 stocks rose and 3,060 fell as declining issues outnumbered advancers by a 1.89-to-1 ratio.

After another night of attacks, the United States and Iran appeared to be reverting to the heightened conflict that existed before their ceasefire, as they exchanged incendiary rhetoric and President Donald Trump said he was reinstating the U.S. naval blockade of Iranian ports.
Trump has also formally notified Congress that fighting with Iran resumed, a recognition that the truce is breaking down and one that stokes a struggle over vital war powers. Congress has directed the president to either end the war or seek approval to continue it, but Trump insists he has the sole authority to make that call. The notification letter, dated Friday, was obtained by The New York Times on Monday.
Trump said the United States would take control of the disputed Strait of Hormuz, charging a 20% fee on all goods passing through it. He had lifted the blockade last month after the two countries reached a truce, which has been threatened by repeated strikes by both sides.

going to get paid for guarding it,” he said. The suggestion, which would amount to an expansion of the military conflict, echoed previous threats that had not come to pass.
The United States “will be reimbursed, at the rate of 20% on all cargo shipped, for any and all costs necessary to do the job of pro-
viding safety and security to this very volatile section of the World,” Trump later wrote on social media.
Hours earlier, Ali Bagheri Kani, deputy secretary of the Supreme National Security Council, was among the Iranian officials calling for revenge against the United States over the killing of Supreme Leader Ayatollah Ali Khamenei, describing it as “the right of the Iranian nation,” according to the state broadcaster.
The upswell in rhetoric came after Iran’s military said early Monday that it launched another barrage of strikes aimed at U.S. military assets in Jordan, Bahrain, Kuwait and Oman. Hours earlier, U.S. forces said they had launched more strikes on Iran aimed at stymieing its ability to attack commercial ships in the Strait of Hormuz.
The latest exchange caps a nearly weeklong flare-up of hostilities as the United States and Iran tussle over control of the strait, through which a fifth of the world’s oil and liquefied natural gas passed before the war.
Iranian attacks and threats against shipping all but halted traffic through the strait in March, causing global fuel shortages. It rebounded somewhat after the truce but has remained far below prewar levels.
Soon after Trump said the blockade would be reinstated, the price of Brent crude, the global oil benchmark, climbed to $83 a barrel, up from $76 Friday. Here’s what else to know:
— Strait of Hormuz: Shipping dropped again over the weekend through the waterway after Iran attacked a Cypriot-flagged container ship that it accused of “violating” its conditions for transiting the waterway, setting off the latest exchange of hostilities. Just 14 ships passed through the waterway Sunday, the fewest in a month, according to Kpler, a maritime data firm.
— U.S. allies: Jordan’s air defense systems intercepted four missiles from Iran on Monday, the official Petra news agency reported, citing Jordan’s armed forces, which said there were no casualties or material damage in the attacks. Kuwait’s army said its air defenses intercepted hostile aerial targets, and Bahrain said it also fended off Iranian missile and drone attacks.
— U.S. attacks: The U.S. military’s Central Command said its latest wave of strikes had hit “dozens of targets” early Monday local time, including Iranian air-defense systems, and missile and drone capabilities.
— Market volatility: Oil prices rose and global stock markets fell after the Iranian and U.S. attacks over the weekend. In the United States, the average price of gasoline was $3.87, according to AAA motor club, up 7 cents compared with a week ago.

President Emmanuel Macron of France declared Monday that Europeans were ready to defend their continent, “with blood, if necessary,” as he convened more than 25 leaders for a robust show of support for Ukraine.
On the eve of Bastille Day, France’s national holiday, the leaders met to cement plans for a multinational force, known as the coalition of the willing, which they would deploy in the aftermath of a ceasefire between Ukraine and Russia to reinforce the Ukrainian army and stabilize the country.
Setting the stage for that gathering, Macron earlier on Monday gave what amounted to his farewell address to France’s military. It was the last of these annual speeches by Macron before he steps down from the presidency next May, and he used it to showcase how far France, and Europe, had come in defending itself.
“The message we are sending to the world is this,” Macron said. “Yes, peace is our aim. Yes, we cherish freedom and the law. And yes, we are
ready to fight to defend them, always and at the cost of blood if necessary.”
The comments reflected a broader effort among European leaders to project strength as the United States is stepping back from its role as the guarantor of European security, leaving Europe more vulnerable to threats from a hostile Russia. Europe is still relatively underprepared for a major conflict, but it has significantly scaled up its military expenditure over the past decade, partly under pressure from President Donald Trump.
Macron emphasized the growth in France’s military budget during his nearly 10 years in office — from 32 billion euros, or $37 billion, in 2017 to 57 billion euros, or $65 billion, this year. Spending will have doubled by the time he leaves office, Macron said, given a budget increase approved by parliament.
Speaking in characteristically grand terms, Macron described strategic autonomy as “this independence of analysis, in decision and in action, this freedom at heart, this ambition for our country,” adding that it “makes France great.”
It was a contrast to Macron’s first year as pres-
ident. That year, Gen. Pierre de Villiers, the chief of France’s general staff — the nation’s highestranking military officer — abruptly resigned after a clash with the new president over his government’s plans to cut military funding. It left a residue of bitterness between Macron and France’s military commanders that took years to fully disappear.
In convening the leaders of the other countries, Macron hopes to seize on the new momentum behind Ukraine, which has scored battlefield gains against Russia and won fresh respect, even from Trump. Trump recently approved licenses for Ukraine to manufacture Patriot air-defense systems — something President Volodymyr Zelenskyy of Ukraine had long sought.
To help Ukraine accelerate the development of a homegrown air defense industry, France said Monday that it was joining eight other European countries — including Britain and Germany — to form a so-called Anti-Ballistic Coalition.
“We believe the protection of Europe requires a global solution of integrated missile defense architecture to deter and defeat future missile
threats — developed through collective effort, technological openness, and trusted industrial cooperation,” the members of the coalition said in a joint declaration.
Antiballistic missiles were expected to be a key focus at the meeting, which Zelenskyy attended. In addition to the licenses to manufacture Patriots, France and Spain are speeding the development of a new generation of interceptors that would be deployed to Ukraine to stop a barrage of Russian ballistic missiles.
European leaders have been heartened by Trump’s warmer approach toward Ukraine, both at the Group of 7 leaders’ meeting in Évian-lesBains, France, last month and the NATO summit last week in Ankara, Turkey. Trump’s support is viewed as crucial because Europe’s planned postwar force will still rely on the United States’ protection against potential attacks on its troops by Russia.
The coalition, which was launched by France and Britain in 2025, now comprises 37 countries, with the recent addition of Moldova and North Macedonia.

President Volodymyr Zelenskyy announced on Sunday a shake-up of his top leadership, including the dismissal of the prime minister, in a personnel overhaul that comes as momentum in the war has shifted in Ukraine’s favor.
Zelenskyy said the personnel changes were needed to focus the government’s work on high-priority foreign and domestic policies, including relations with the United States, membership talks with the European Union, securing sufficient supplies of weaponry for the army, and supporting cities and towns near the front line.
“Ukraine is changing its political strategy,” Zelenskyy said in a statement about the overhaul. He said he would designate an official to oversee each priority policy.
Zelenskyy said that Prime Minister Yuliia Svyrydenko, a 40-year-old former minister of economy who had led a team of mostly young politicians in Zelenskyy’s government, would step down as prime minister.
“The Cabinet of Ministers needs to be renewed,” Zelenskyy said.
In the statement, he did not mention any other personnel changes. Earlier, Zelenskyy had said he planned changes in the diplomatic service in order to focus diplomacy on securing military supplies from allies. In the statement, he said he would also replace leaders of law enforcement agencies.
Political analysts will be watching two popular generals seen as potential rivals for the presidency in postwar elections, both of whom now work in Zelenskyy’s administration.
Gen. Kyrylo Budanov, a former director of military intelligence, is currently chief of staff, and Gen. Valery Zaluzhny is ambassador to Britain. Whether Zelenskyy keeps them inside the administration, and in which capacity, will partly define Ukraine’s postwar political lineup.
Zelenskyy said he would work with parliament, which must approve ministerial changes, on the overhaul. Zelenskyy’s political party, Servant of the People, holds a majority in parliament but has sometimes struggled to pass
legislation or win confirmations, as lawmakers don’t always vote along party lines.
Zelenskyy last reshuffled the Cabinet in July 2025, after a year and a half of gradual losses along the front line and as Ukraine suffered electrical blackouts as Russia hammered the country’s power grid.
He has replaced individual ministers in scandals over mismanagement and corruption, including a minister of national unity and minister of energy who were implicated by anticorruption investigators in a kickback scheme.
The current political reshuffle comes after a shift in the tide in the war. Ukraine’s strategy of fighting with drones both on the front line and to hit targets deep in Russia is yielding results.
The Russian army is enduring huge casualties from exploding drones. U.S. and Ukrainian officials estimate about 30,000 of its soldiers a month are killed or injured just to maintain a mostly static front line. Russia is making slow gains in the eastern Donbas region but some months has a net loss of territory as Ukraine advances elsewhere.

More than two dozen people were killed when a fire broke out at a bar in Bangkok late Sunday night, spreading quickly and apparently sending patrons fleeing toward the bathrooms at the back of the venue, where they died, officials said. Dozens of others were injured.
The blaze broke out while a band was play-
ing at the venue. Atipat Wijan, a producer and member of the Totsakan Band, said he was near the stage when he first smelled something burning. He was not alarmed, thinking it was a breaker that might have tripped.
But then he saw smoke near the performers, which included his girlfriend, a singer in the band. Within moments, he said, there were flames.
“I tried to go back to get my girlfriend, but the fire was too strong,” Atipat said, his voice cracking. Then came a massive blast
that knocked him to the ground.
“When the explosion went off, I didn’t see anyone running out,” he said. “People just lay on the floor, screaming for help. I couldn’t do much. I didn’t see any sprinklers going off to stop the fire.”
Videos posted on social media showed people rushing out of the bar, called Rong Beer Na Lat Phrao, as the fire engulfed it. The initial details offered by officials were similar to the account from Atipat, who said he had spoken with emergency medical workers.
Prime Minister Anutin Charnvirakul visited the scene, in the Lat Phrao district in northern Bangkok, the Thai capital, early Monday and spoke to reporters.
“Smoke filled the air, and people ran. Most of the victims ran into the restrooms at the back of the building, which didn’t have clear fire escape doors,” he said, noting that this was based on an initial assessment.
Two of the musicians — including Atipat’s girlfriend — were among at least 27 victims of the fire. No other details, including the cause of death, were immediately available about the victims. A forensics team had arrived on the scene to begin an investigation.
The location of the victims’ bodies has raised questions about the venue’s layout and its safety precautions. The Bangkok governor, Chadchart Sittipunt, said that there may have been a table blocking one of the fire exits.

exploding drones that have incapacitated about a quarter of Russia’s oil refining capacity. Ukraine claimed to have struck more than 90 ships in the Sea of Azov in the past week, in what would be a major security lapse for Russia in the sea.

Chadchart said that, based on plastic chairs and tables in the venue that were still intact after the fire, it seemed the flames spread quickly along the ceiling.
“It only took 10 or 15 seconds for the flame to spread across the entire room,” said Atipat, whose band regularly performed at the venue.
The fire was extinguished in less than an hour, local news media reported. More than 60 people with injuries were taken to nearby hospitals.
With more than 30 million international visitors a year, Bangkok was the world’s most visited city last year, according to Euromonitor International, a data firm. The city is know for fun, spice and sun, but it also has a reputation for danger because of generally low safety standards.
A string of fires at Bangkok nightclubs has raised concerns about lax enforcement of building codes and safety measures. In 2009, nearly 70 people, including foreign revelers, died at a fire at the Santika club on New Year’s. Investigators later determined that the building did not have enough working emergency exits nor was firefighting equipment adequate.
In August 2022, about 20 people died from a fire at a nightclub in Chonburi province, southeast of Bangkok. The club was found to have been swathed in flammable material used for soundproofing and lacked proper licenses.

Caterpillar is known for its yellow construction machinery, not for artificial intelligence. But it also makes powergeneration turbines, and as AI data centers consume increasingly large amounts of electricity for their operations, Caterpillar’s stock has soared.
Like scores of other companies, it has become a backdoor bet on AI. The Caterpillar stock surge is just one of myriad ways in which AI has been fueling the stock market, propelling the retirement accounts of millions of investors to their best quarterly returns in years.
Huge sums being funneled into AI infrastructure have bolstered returns in a vast range of stocks around the world. Capturing those gaudy AI returns while diversifying sufficiently to minimize the pain of potentially severe downturns is becoming a significant challenge. If the enormous expectations for AI aren’t met, those remarkable portfolio returns could suddenly vanish.
AI is still at an early stage of development, but enthusiasm for the technology is already a dominant force in the markets, and not just in the United States. In much of the world, “AI is the only story in town,” said Indrani De, head of global investment research for stock market index provider FTSE Russell. Building a broader portfolio is a major challenge.
US stock funds
Mutual funds and exchange-traded funds — as well as the workplace-based retirement plan trusts based on them — are how most people in the United States invest. Morningstar, a financial services company, has been providing quarterly fund returns to The New York Times for decades. The latest report provides a window on how the stock and bond markets — and the AI trade — have affected real people so far.
For the three months ending June 30, the average fund investor in domestic stocks gained 14.8%. That was the best quarterly return since 2020, when the stock market rebounded after a fierce decline set off by the COVID-19 pandemic and recession, Morningstar data shows. In the second quarter of that year, domestic equity funds gained 22.4%.
This time around, the market staged a second-quarter recovery as well — from a market decline set off when the United States and Israel attacked Iran on Feb. 28. The month of March was particularly fraught in the mar-

kets, with the S&P 500 falling 5.1% and the price of Brent crude oil soaring 30%, according to FactSet. A series of temporary ceasefires set off a strong rally, though trading has been choppy in recent weeks during periodic bursts of fighting around the Persian Gulf.
Viewed as a whole, the U.S. stock market has experienced a rolling AI rally, shifting focus on different groups of stocks but retaining its power. First to ascend in the market were Big Tech stocks in the so-called Magnificent Seven, comprising Alphabet, Amazon, Apple, Meta, Microsoft, Nvidia and Tesla. As the rally spread, traders bid up stocks that designed, produced or were in other ways connected to semiconductors — the silicon chips needed to run AI. A variety of other shares gained, too, including equipment and generator companies like Caterpillar, utility companies and even fossil fuel companies like Exxon Mobil, which help to sate the voracious appetite of AI data centers for electric power.
In fact, practically wherever you look, AI is a factor — though not always a favorable one. Software stocks, like Oracle, Salesforce and even Microsoft (also a major developer of AI data centers), were pummeled on fears that AI agents may make many of their profit centers irrelevant. That interpretation of the implications of AI is open to question. The point is that for better and for worse, you can’t easily avoid AI in the stock market.
A global view
Take international stock funds. They returned 12.8% in the three months through
June, according to Morningstar. Over 12 months, international stock funds did even better, with a 26.8% return — 3.6 percentage points ahead of domestic stock funds.
You might think that this is the result of diversification away from AI, but you would be wrong. Instead, it reflects the global strength of the AI trade. For example, if you hold an index fund, like the Vanguard Total International Stock Fund (as I do, in a workplace retirement account), you will find that its top five holdings are all AI-adjacent. These include Taiwan Semiconductor Manufacturing, Samsung Electronics, SK Hynix, ASML and Tencent.
Global stock markets have tended to move like synchronized swimmers lately, with their higher correlations connected to the Middle East war — and, increasingly, by the cascading effects of the AI trade.
Fixed income
Bond fund returns were not nearly as spectacular as those generated by stocks. That’s the proper order of things in traditional investing. Bonds are generally far less riskier than stocks and therefore produce more modest rewards. On the other hand, they often, but not always, provide a buffer when the stock market declines.
One major exception to the role of bonds as a solid form of portfolio insurance tends to crop up in periods of high inflation. That was the case in 2022. The problem is that bond yields, or interest rates, move in the opposite direction of bond prices. In 2022, interest rates rose, bond prices fell, and bond fund investors lost money. That’s worth keeping in mind now.
Inflation has been running higher than most central banks — and many consumers — find comfortable, and it’s quite possible that interest rates will be rising in the months ahead. Bond buyers who intend to stick with their holdings for decades should be fine, but it still makes sense to be careful. If you think that you may need to cash in your bonds, or bond funds, over the next few years, you might be better off with short-term holdings, like Treasury bills, bank certificates of deposits or money market funds.
For the quarter through June, most bond funds shrugged off a modest rise in interest rates. Taxable domestic bond funds rose 1.8%. And they gained 5.1% over 12 months — compared with an average annualized return of 3.2% for a major investment-grade bond benchmark, the Bloomberg U.S. Aggre-
gate Bond Index.
Target-date 2035 retirement funds — aimed at those planning to leave the workplace in that year — returned 9.4% for the quarter and 16.5% over 12 months. Retirement income funds, aimed at those already in retirement and presumably holding a high proportion of bonds, returned 5.1% for the quarter and 10% for the year.
If you can, diversify
Those are all high returns, historically speaking. Whether they can be sustained is a big question. There are reasons to doubt it.
On the positive side, corporate earnings are sizzling. Unlike in the dot-com era, when the market assigned lofty values to loss-making firms, many of the tech giants in the current market are generating enormous profits. Nonetheless, stock prices are already high, and signs of irrational exuberance abound. The SpaceX initial public offering, for example, commanded a $2 trillion-plus market value that can scarcely be justified by traditional earnings metrics, as I have noted. Geopolitical stresses, natural disasters and new leadership at the Federal Reserve amid a surge in inflation all increase the risk of market declines.
Focusing mainly on the AI-driven rise in stock prices, Bank of America’s stock strategists, led by Savita Subramanian, project a decline of about 4% for the S&P 500 for the remainder of the year. “It’s a matter of valuations,” she said on Monday. That would be a tiny decline, given the gains of recent years, but it’s a decidedly bearish view for a major firm on Wall Street, where bullish takes on the stock market prevail.
Betting against AI in the stock market has been costly in recent years, and momentum still seems to be strong. Even in an environment of rich share prices, abandoning the stock market because it’s risen too high would be a difficult move to make. It’s not one that I’d advocate because it’s impossible to predict short-term market movements accurately and because I think it’s wise to stick with the stock market for the long haul.
Nonetheless, I’m spreading my bets as widely as I can, investing in global markets that are, admittedly, too closely tied to the U.S. market for comfort, and holding plenty of cash and bonds, too.
AI has driven global markets relentlessly higher but there will inevitably be setbacks. The eventual faltering of the AI trade may now be the market’s greatest risk.

Over centuries, the Amazon’s hundreds of Indigenous societies have built up an abundance of knowledge about the rainforest’s thousands of plant species and how to use them.
This vast library of botanical know-how is under growing threat from climate change, according to a new study in the journal Nature.
In the coming decades, global warming could kill off roughly 30% of the Amazon’s useful plant species within the communities that use them, the study found. These areas could suffer such extensive losses even if nations manage to restrain worldwide warming to moderate levels, the study found, showing how vulnerable the region’s flora are to higher temperatures and sharper swings between deluge and drought.
The species at risk include yoco, a woody vine that the Secoya people of the northwest Amazon make into a strong, fingertingling morning brew. Ibapichuna, a deepviolet fruit that is cooked by the Cubeo people of Colombia to prepare an after-dinner drink. And wingimonkawe, a tree whose bark is processed by the Waorani people of Ecuador to treat infected wounds.
“This pool of species and cultural richness is part of who we are as humanity,” said Jordi Bascompte, a professor of ecology at the University of Zurich who worked on the study. It is also a deep well of scientific possibility that has barely been tapped, he added. Within the Amazon’s cornucopia may lie the next wonder compound, the next medical breakthrough akin to quinine, the malaria treatment that was first isolated from the bark of a rainforest tree.
Climate change driven by industrialized nations is already having major effects on the Amazon, with consequences that spill well beyond the forests’ borders.
Wildfires have devastated huge areas in recent years. Droughts are becoming more intense. Scientists are working to understand whether the Amazon could soon cross a tipping point that causes swaths of forest to transform into grasslands once too many trees have died off or been razed to make room for pastures and crops. Because these trees release so much moisture into the atmosphere, such a vast degradation could disrupt weather patterns far and wide.
Within the Amazon, the damage cuts to

the heart of how the region’s Indigenous peoples live.
“Climate change has clearly been noticed on a large scale,” said Yadira Kasent, the deputy mayor of the canton of Morona in Ecuador. For Kasent’s people, the Shuar, native plants are central to daily life: the fruits and tubers they eat, the barks and succulents with which they treat stomach conditions and other ailments, the leaves they use as cosmetics.
“We’ve learned to live alongside them, and their use has been passed down over time for countless needs,” Kasent said.
To understand how this knowledge might be imperiled in a warmer future, the new study’s lead author, Rodrigo Cámara Leret, first set out to catalog it all: Which plant species have been used by which Amazonian societies, and how?
Dr. Cámara Leret, an assistant professor in the Department of Systematic and Evolutionary Botany at the University of Zurich, hit the archives. He scoured books, scholarly papers and field reports. He combed 1950s monographs on fish poisons, studies from the ’60s and ’70s on the hallucinogenic brew known as ayahuasca, and modern inventories of plants used by midwives and traditional healers.
He read the chronicles of some of the earliest Europeans to travel the Amazon: missionaries, explorers, naturalists commissioned
by colonial powers. He trudged through archaic language and untangled species names from the time before biological classifications were standardized.
All in all, Cámara Leret drew upon 700 sources, from the 1500s to the present, to build a database of more than 90,000 references to services provided by specific plants. He found that Amazonian societies had made use of at least 5,800 or so species, or roughly a third of the 15,600 seed-plant species that are known to grow in the region.
Among the plant services he documented, three-quarters were found to be associated with just one Amazonian culture, making them exceptionally vulnerable to being lost.
The next step for Cámara Leret and his colleagues was to assess the possible fates of these species as humans continue heating the planet over the next half century. Using computer models, the researchers found that, for 82 Indigenous societies whose plant use is well documented, the environments where these communities live could become unsuitable for 28% to 34% of the plant species they use, depending on how much the world does to curb warming.
Many of these threatened plants live in the lowland rainforest, where no hills or mountains offer refuge from a hotter climate, Cámara Leret said. Even if some pockets of
forest remain shielded from heat and drought by geographic happenstance, they may be too far away for many species to establish themselves without help from humans, said Hans ter Steege, a professor of ecology at Utrecht University in the Netherlands.
“The climate is changing so fast now that species will not be able to reach those safe sites in the time that they have,” ter Steege said.
Many communities in the Amazon are already working to stop their botanical riches from sliding into oblivion.
Kasent, the deputy mayor in Ecuador, has proposed an ordinance that would classify ancestral knowledge as intangible heritage and allow it to guide local environmental planning. She is also working on a project to bring back endemic fruit species that have disappeared and to create opportunities for local women to sell them at scale.
Oreme Ikpeng is a director of the Xingu Seeds Network, a project to collect native seeds and restore degraded forests in the Xingu River Basin of the Amazon. Since the network was started two decades ago, he has already seen marked shifts in the climate of the Xingu territory, Ikpeng said.
Wildfires, once rare, have cut into seed production. Warmer temperatures limit the hours that seed collectors can work.
One tree species, the cumaru, is used by Indigenous people for cosmetics and medicine. Its growth is shaped by the delicate balance of water and sun, and as that balance shifts, the tree responds by producing smaller or fewer fruits, Ikpeng said.
At first, the elders in his community, the Ikpeng, could scarcely believe that such changes could unfold within their lifetimes, he said.
“For us, the forests, rivers, animals, everything was infinite,” he said. “No one thought it was possible to destroy it.”

The Cangrejeros of Santurce and the Leones of Ponce both earned double-digit victories on Sunday in the National Superior Basketball (BSN by its initials in Spanish) league semifinals.
The Cangrejeros defeated the Criollos of Caguas 98-77 at Roberto Clemente Coliseum in Hato Rey, tying the Group A series at 1-1.
After the first quarter ended tied at 22, the home team prevailed in the second period 2612 and took a 48-34 lead into the intermission.
Santurce gradually extended the lead in the second half to seal the victory.
Ian Clark led the Cangrejeros offense with 16 points. Ángel Matías contributed 14 points, while Isaiah Piñeiro, Devon Collier and Ángel Rodríguez finished with 11 points each. Rodríguez also added eight rebounds and eight assists.

Jezreel de Jesús again led the Leones of Ponce with 31 points and six rebounds.

Lionel Messi is perhaps the biggest draw in all of sports right now. With him playing in what is almost certainly his final World Cup, each game could be the last on the most vaunted of stages for the 39-year-old Argentine captain.
But in Argentina’s quarterfinal victory over Switzerland on Saturday at Arrowhead Stadium in Kansas City, big areas of seats were empty.
Though the reason for the vacant seats at a stadium that can accommodate 69,000 fans was not immediately clear, it’s possible that high ticket prices kept some fans away. Seats at this year’s World Cup have been the most expensive in the tournament’s history, costing at least three times more than those at the 2022 World Cup in Qatar, which to that point had been the costliest ever.
On Saturday night, expensive yellow seats in the middle of the second tier at Arrowhead were empty, and higher up in the third tier, many seats were filled by FIFA volunteers
distinguishable by their lime green jackets. Ticket prices on resale sites, including FIFA’s own, generally hovered between $1,500 and $4,000.

Before the tournament began last month, FIFA’s president, Gianni Infantino, said that pricing at the games in North America reflected domestic market conditions, mainly in the United States, where most of the matches were played.
FIFA also initiated a pricing strategy similar to one used by the hotel and airline industry, in which prices fluctuate with demand. Yet prices for the least popular games did not see the type of significant reduction on FIFA’s sales platforms as they did on third-party websites. FIFA was forced to issue refunds at a tournament last year, the Club World Cup, also held in the United States, when fans who
had paid original prices complained about the steep discounts.
At this World Cup, FIFA has sometimes announced capacity crowds, or close to them, even at games where many seats were visibly empty.
The empty seats in Kansas City represent more of a surprise because of the region’s appetite for soccer, and particularly for the World Cup. Through the first 92 matches of the tournament, Kansas City led all U.S. markets in Fox’s World Cup ratings with an 18 share, which means 18% of all local televisions on at the time of a World Cup game were tuned in to the event.
Fans and politicians have accused FIFA of profiteering and taking advantage of its monopoly over the biggest event in global sports. Even with some unsold tickets, the tournament — the biggest ever with 48 teams playing 104 games, many in cavernous NFL stadiums — has already broken attendance records. FIFA is expecting to generate more than $3 billion in ticket sales this tournament, more than double its previous record.

The Leones trailed by three points after the first quarter but rallied in the second to take a 50-41 lead into halftime. Ponce then extended the lead in the third period to 87-67 en route to a 19-point margin of victory.
The Leones, who led by as many as 28 points, sank 14 three-pointers.
Jezreel de Jesús once again led Ponce with 31 points and six rebounds. Jalen Crutcher added 25 points, Brady Manek finished with 16, Thomas Robinson contributed 15, and TJ Fernández added 13.

Argentina’s games have proved to be some of the most expensive, largely because of Messi, whose name has been on the back of almost every replica jersey worn by Argentina fans at the World Cup. On the eve of the quarterfinal game in Kansas City, some fans resorted to fundraising, setting up stands at the city’s Mill Creek Park to sell Argentine-style steak sandwiches known as choripán, beer and even bootleg versions of the team’s official merchandise.
Charly Botto, from the Paternal neighborhood of Buenos Aires, was doing a brisk business selling hats, flags and jerseys along with his son Lionel, an architecture student. (The 23-yearold was not named for Messi, Botto said.) He estimated that he had made $2,500 selling knockoff jerseys imported from China.
“It obviously helps cover our costs,” Botto said. With at least two games to go for Argentina, their stocks were running low. The younger Botto said they had just four or five jerseys left.

Alittle more than five hours before kickoff at the World Cup quarterfinal between Norway and England on Saturday, the crew in charge of the pre-match ceremony at the Hard Rock Stadium near Miami faced an unexpected problem.
The England flag — the huge one unfurled before the players took the field — had splotches of mold. Not even 100% recycled polyester, it seemed, could escape the ravages of the South Florida summer heat and humidity.
By now, the flag crew was used to solving problems. It was the sixth match in Miami Gardens, and the 99th match overall in this year’s expanded soccer tournament. The ceremony crews, one at each of the World Cup’s 16 venues, had overcome all manner of logistical obstacles with their giant flags, including at least one flag that was labeled with the wrong country during shipping and another one infested with mice. Each stadium flag measures about 53 meters by 38 meters, or about 174 feet by 125 feet.
On Saturday morning, the Miami crew improvised. Stagehands and supervisors alike grabbed brooms and cleaning solution and were able to brush much of the mold away.
The team worked on a stadium parking lot encircled by broadcast media trailers, with just enough space to stretch out the flag. Though the day was overcast, the National Weather Service had warned that the heat index could peak at 110 degrees, in part because of the humidity.
Then, the 22 stagehands prepared to fold the flag in a way that it could be quickly and easily opened on the field by a small army of volunteer flag bearers. On the rhythmic, repetitive count of “One, two, three — go!” they grabbed the flag in unison from one of its long ends and gathered it in a snaking roll. They hoisted the roll on their shoulders and walked it inside to lay along one of the stadium entrance tunnels, ready for later.
The flags have become instant icons of this World Cup, with fans posting photos of them from the stadium. Transporting the right flag to the right match — there are two of each, just in case, that get shipped in wooden crates — and figuring out how to unfurl and fold them quickly on the field requires careful choreography by ceremony crews that effectively put on a preshow for seven or eight minutes before every single match.
Before the tournament, the Miami crew held two days of off-
site rehearsals to practice with the flag-bearing volunteers, taking account their ages, sizes and physical strengths to figure out who should carry which part of the flag and imbuing them with a sense of responsibility and pride in their assignments. Each flag weighs about 230 kilograms, or 507 pounds (and more if it rains and gets wet). The flag bearers toward the middle handle more weight.
No ceremony is exactly alike. The Saturday quarterfinal involved the use of pyrotechnics, complicating the movements of the flag carriers. At the first match in Miami last month, between Saudi Arabia and Uruguay, the threat of lightning almost kept the team from unfurling the flags at all. During that ceremony, volunteers held onto both flags — rather than stretching them out on the field as they do for most matches — to follow a strict protocol of respect for the sacred script on the Saudi flag.
On Saturday, the flag-bearing volunteers, about 70 people for each flag, lined up in the tunnel. They brimmed with excitement, the novelty of their task apparently not having worn off yet in their sixth match. They posed for photos and showed off the World Cup pins they had collected during the tournament.
Then, it was showtime. Twenty minutes before the 5 p.m. kickoff, the volunteers lifted both flags. At kickoff-minus-17, in show speak, one group started walking in the England flag. The Norway flag was carried in a minute later. At exactly 4:50 p.m., when many television viewers tuned into the match, the volunteers stretched out the flags, held them down with weights and stood respectfully. The national anthems were about to play.
