Governor insists on license plates, registration stickers for ATVs after Senate’s negative report

Gov. Jenniffer González Colón reiterated on Monday that ATVs must have license plates, registration stickers and mandatory insurance, after the Senate issued a negative report on Senate Bill 916, which proposed a digital registration and authorization system for such vehicles.

“Now, I do believe that these vehicles need license plates and registration stickers, so they are covered by insurance, even if they are on private property,” González Colón told reporters. “Having a license plate doesn’t necessarily mean a vehicle can travel on a highway or road, but they are authorized, they can’t flee, we prevent accidents, and there is control and registration of these vehicles.”

The governor stated that the committee she created to address the issue held dozens of meetings with the police, agencies, and the private sector, and that their recommendations were included in the bill. She indicated that it was up to the Legislature to amend or eliminate provisions if it deemed it necessary.

“We have one to address; right now, the situation

regarding motorcycles and ATVs in Puerto Rico is completely unregulated, and this bill sought to establish some boundaries,” González Colón said. “It is open to specific recommendations regarding schedules, terms, traffic, and locations.”

The Senate, through its Committee on Transportation, Telecommunications, Public Services, and Consumer Affairs, did not recommend the bill’s approval. The negative report, dated Feb. 16 and signed by Sen. Héctor Joaquín Sánchez Álvarez, pointed out inconsistencies between the wording of the bill and the recommendations of the task force created by executive order, as well as concerns about the authorization of transit on public roads and the scope of permitted routes.

According to the legislative report, the committee held public hearings on Jan. 27 and Feb. 10, with the participation of government agencies, organizations, and entities related to transportation and insurance.

The governor argued that the bill stipulated that vehicles could not travel through areas not authorized by the manufacturer and maintained that the intention was to establish control and registration in what she described as a situation currently lacking effective regulation.

FEMA funds released for reconstruction in mountain region

District 28 Rep. Axel “Chino” Roque Gracia announced on Monday the release of more than $35.3 million in Federal Emergency Management Agency (FEMA) funds earmarked for permanent reconstruction projects in the municipalities of Naranjito, Corozal, Comerío and Barranquitas, marking a historic step for the recovery of the island’s mountain region.

“These funds, authorized under Section 406 of the Robert T. Stafford Act, will allow us to address damage caused by Hurricane Maria, Hurricane Fiona, and severe storm events that have directly affected our mountain communities for years,” Roque Gracia said.

In Naranjito, over $14 million was allocated, which includes the rehabilitation of the Gelito Ortega Recreational Complex and permanent improvements to multiple municipal roads

in the neighborhoods of Achiote, Anones, Barrio Nuevo and Lomas, sectors that suffered significant damage after recent atmospheric phenomena.

In Corozal, nearly $6 million was allocated for the repair of the El Típico Sector Bridge and the reconstruction of the Mana Ward rural road, essential infrastructure for hundreds of families who depend on these roads daily.

In Barranquitas, meanwhile, over $15.3 million was approved for the reconstruction of municipal roads and bridges damaged during Hurricane Maria, strengthening connectivity and road safety in rural communities.

“District 28 has faced years of great challenges due to hurricanes, landslides, heavy rains, and erosion on our rural roads,” the legislator said. “The mountain region has been one of the most impacted areas of the island. These funds represent justice for our communities.”

Lawmaker advocating in DC on behalf of island’s military veterans

As part of his effort to improve the quality of life for Puerto Rican veterans, Rep. José Aponte Hernández began visiting members of Congress on Monday to promote equal benefits, including health and housing, for the some 100,000 military veterans residing on the island.

The visit is also part of the Equality and Statehood Summit, which is being held for the second year in Washington, D.C. Accompanying Aponte is a group of young people who advocate for making Puerto Rico the nation’s 51st state.

“The fight for equal rights, which can only be achieved through statehood, is moving to the nation’s capital to advocate for greater benefits for our men and women who wore, with great honor and pride, the uniform of our nation’s Armed Forces,” said Aponte, who chairs the House Committee on Federal Affairs and Veterans Affairs. “Veterans residing in the states of the union receive benefits that are not offered to those living in the territory of Puerto Rico, even though they risked the same lives and served equally. This must end. That is why we will continue our efforts in Washington to,

among other things, promote greater benefits for our heroes.”

The former speaker of the island House of Representatives added: “We are going to knock on doors, talk with members of Congress, with advisers, with staff in Congress so that they focus their efforts on eliminating discriminatory barriers in the provision of medical services, as well as housing and education, among other areas where our veterans are marginalized for living in a colony.”

“In Puerto Rico, there must be more clinics, more excellent services, not only health services, but all the other services that our veterans require, as is the case in the states of the union,” he said. “There must be no difference whatsoever.”

Aponte has been in communication with Veterans Affairs Secretary Doug Collins as well as Secretary of State Marco Rubio to address the situation, which he categorized as a civil rights issue. He will be participating in a series of meetings in the U.S. capital on the matter.

According to data available from the Department of Veterans Affairs, about 18% of veterans in Puerto Rico live below the poverty level.

Expert: US-Israeli strikes against Iran will lead to higher gas prices here

International affairs expert Lajos Szászdi León-Borja warned Monday that the recent US-Israeli military strikes against Iran could have worldwide economic consequences, including higher gasoline prices in Puerto Rico and increased costs for goods imported from China.

“The rise in oil prices for China will be seen if it has to purchase oil from other places such as Canada or the United States at market prices,” Szászdi said in a radio interview. “If they no longer have access to Venezuelan and Iranian oil, the Chinese will have to pay more for

oil, which could translate into higher prices for their export products.”

He also noted that gasoline prices could rise due to the closure of the Strait of Hormuz.

In a dramatic escalation of Middle East tensions, the United States and Israel launched what they called “major combat operations” against Iran early Saturday, urging Iranians to overthrow their clerical leadership. The joint campaign, named “Epic Fury” by the U.S. and “Lion’s Roar” by Israel, resulted in the deaths of Iran’s supreme leader Ayatollah Ali Khamenei and several senior officials, according to official sources.

The aerial assault came just two days after U.S.Iranian nuclear talks ended without a deal. In response, Iran launched a series of counter-attacks throughout the Middle East, calling the operation an “unprovoked, illegal” act of aggression.

Szászdi called the weekend’s events the beginning of a large-scale war.

“This is not a short-lived conflict like the 12-day clash last year,” Szászdi said. “With the scale and intensity we’re seeing now, there is a real risk this war could spread even further as long as the U.S. and Iran have the means to continue fighting.”

Businessman Vélez León to seek PDP presidency in Juana Díaz

Businessman and professor Andrés Vélez León has announced his official candidacy to lead the Popular Democratic Party (PDP) municipal committee in Juana Díaz, following the resignation of longtime mayor Ramón Hernández Torres. Hernández stepped down after a distinguished career in public service.

“Today I have officially filed my candidacy for the presidency of the Popular Democratic Party of Juana Díaz with joy, hope, and a deep commitment to our history and our people,” Vélez León said in a statement announcing his intentions. “I formalize this aspiration with the firm will to lead our party to a solid victory in 2028.”

At party headquarters in Puerta de Tierra, Vélez León empha-

sized the need for unity, stating: “Victory will be built with work, structure, and unity.”

“We continue working for Juana Díaz and, from Juana Díaz, for Puerto Rico,” he said. “May God help me!”

Hernández’s resignation became effective on Dec. 31, 2025, according to a letter addressed to PDP President Pablo José Hernández Rivera.

“A significant and honorable chapter in political life closes, in which, together with the PDP membership of Juana Díaz and Ramoncito, seven consecutive electoral victories were achieved,” Vélez León added. “That example inspires us to take up the baton for all the people of Juana Díaz.”

Electoral commissioner Ernesto González Rodríguez announced that if there are additional candidates, voting will take place on Sunday, March 22 from 8 a.m. to 3 p.m. If no other

candidates emerge, Vélez León will automatically become the PDP’s municipal president in Juana Díaz.

Tech firm Pharos Solutions to invest $13 million, create 118 jobs

Technology company Pharos Solutions Inc. will make a multimillion-dollar investment in technology, infrastructure and local talent as part of a major expansion, officials announced Monday.

With support from the Department of Economic Development and Commerce (DDEC by its acronym in Spanish), the company’s expansion is expected to generate 118 highly skilled jobs and an estimated payroll of $13 million, strengthening its operations in Puerto Rico.

“Today we continue to see the results of our strategies for economic growth, with the creation of more well-paying jobs and progress in the digital transformation of Puerto Rico,” Gov. Jenniffer González Colón said in a statement. “We thank Pharos Solutions for investing in local talent. Our commitment as a government is to continue supporting

companies that invest in our people and that believe in the island’s potential to compete globally.”

According to the DDEC, the expansion project includes two government incentives: $590,000 for job creation and $50,000 for marketing support. Officials say the incentives will help strengthen Pharos Solutions’ Puerto Rico operations, boost the export of technology services, and enhance the competitiveness of the local industry.

“Pharos Solutions represents the type of innovative company we want to continue attracting and supporting at the DDEC,” DDEC Secretary Sebastián Negrón Reichard said. “This investment demonstrates that opportunities in the knowledge economy are here on our island, and that we can lead the technological advancements of the future from the Caribbean.”

Pharos Solutions was created in 2021 as a spin-off from Rock Solid Technologies, a Puerto Rican company founded in 1994,

to expand its international reach and reinforce its commitment to the island. The company specializes in enterprise resource planning, or ERP, system implementation, technology integration, and custom software solutions for clients in the United States, the Caribbean and Canada. As a Microsoft Gold Partner, Pharos is recognized for its excellence in enterprise integration services and advanced digital solutions.

The company’s expansion plan calls for hiring software engineers, analysts, quality assurance specialists, accountants, and certified project managers, with salaries competitive with those in the continental United States. COSIANI launches projects to revitalize Río Piedras

The Integrated Services Cooperative for Children (COSIANI) has announced the launch of two innovative projects designed to strengthen community identity and foster creative collaboration in the Río Piedras urban center.

The initiatives, called “Routes of My History” and “Studio C,” aim to support the social, cultural and economic development of the area.

“Routes of My History is an emerging project that directly contributes to the revitalization of downtown Río Piedras through an educational experience based on cooperative values,” COSIANI Executive President De’Ma-

rie Valentín said. “Through guided tours, the project explores the history, diversity, and traditions of the town, as well as its importance in the social, economic, political, cultural, and educational development of Puerto Rico.”

The tours, led by two certified interpreters from the Puerto Rico Tourism Company, are described as interactive, dynamic, fun, and educational experiences suitable for all ages. According to organizers, the experience encourages reflection on the legacy and resilience of Río Piedras and explores possibilities for transforming the urban center.

Meanwhile, “Studio C” -- which highlights the “C” in COSIANI -- offers the community access to professional recording, streaming, and podcasting facilities. The project aims to

democratize access to high-quality content production, providing affordable services for cooperatives, schools and non-profit organizations.

“With these projects, we reaffirm our conviction that cooperativism is a powerful tool for community empowerment, education and sustainable development,” said Ever Padilla Ruiz, chairman of COSIANI’s board of directors. “We want Río Piedras to continue being a vibrant, creative space full of opportunities for everyone.”

Both initiatives target schools, educational entities and non-profit organizations interested in integrating cooperative, educational and creative experiences into their community programs.

Legislator seeks tourism marketing plan for ‘Downtown Cupey’

With the goal of boosting the economy in the Cupey area of San Juan, Rep. Víctor Parés Otero, who chairs the Government Committee in the lower chamber of the island Legislature, announced on Monday the filing of a measure aimed at ordering the Puerto Rico Tourism Company to develop a marketing plan for the district known as “Downtown Cupey,” where food, culture and entertainment businesses are located.

The legislation also mandates that the Department of Transportation and Public Works install new signage in the area of Paraná Avenue, and requires grid operator LUMA Energy to repair and install new streetlights.

“This will have a positive impact on creating new foot traffic, not only for Downtown Cupey, but also for other businesses in the surrounding area,” the San Juan District 4 lawmaker said.

“The Cupey area has one of the greatest potentials for economic development in San Juan. Over the past few years, a number of businesses focused on culinary offerings have

been established and have proven popular with the general public,” Parés said. “Seeking to support these initiatives, we believe the Tourism Company can establish a concrete action plan focused on promoting the area known as ‘Downtown Cupey’ to market this zone nationally and internationally, with the goal of increasing the flow of visitors to Cupey and the surrounding areas.”

The initiative joins another one presented by Parés on the creation of a gastronomic route on the busy Paraná and Winston Churchill avenues in the El Señorial area.

Democrats denounce Trump’s Iran attack, but subtle divisions emerge

Democrats have overwhelmingly opposed President Donald Trump’s decision to strike Iran without seeking congressional approval. But in significant if subtle ways, the attacks have magnified fissures in the party over the country’s national security interests and America’s use of military force in the Middle East.

The questions many Democrats are raising over whether Trump was justified in launching the attacks deepened Sunday after the first American casualties were announced by the Pentagon.

Yet even as they prepared to return to Washington to debate a military attack that could incite a broader conflict, tensions were emerging within the party over how stridently to oppose Trump’s use of force to achieve regime change and limit Iran’s ability to obtain nuclear arms.

And a small handful of Democrats, including some of the party’s strongest supporters of Israel, which conducted strikes alongside the U.S., have backed the administration’s operation.

The disagreements reveal a Democratic Party still searching for direction after its devastating defeat in the 2024 election. On issues from taxes to immigration to Israel, the party is remaking its views in real time, as Democratic lawmakers react to Trump’s aggressive use of executive power.

“We need to take a very firm, ‘hell no’ approach and not equivocate on it or suggest that some drawn out process would in any way justify what he’s trying to do,” said Rep. Eric Swalwell, who is running for governor of California in a crowded primary. “In no world do I see this being acceptable for our values,” he said.

Swalwell reacted — like many in his party — to the strikes on Iran with furious opposition, accusing Trump of risking the lives of American service members without presenting evidence that America’s security was at risk.

But others took a more tempered approach, showing continued support for the decades-old bipartisan consensus that Iran poses a threat to American national security and should not be allowed to acquire a nuclear weapon.

They criticized the administration for launching strikes without consulting Congress, while also casting the Iranian regime as a uniquely dangerous actor responsible for the deaths of Americans and its own citizens.

“We can’t allow Iran to get a nuclear weapon,” Sen. Mark Kelly of Arizona said in an interview on NBC’s “Meet The Press” on Sunday. But, he added, “this administration, my sense is that they did not go into this with any kind of strategic plan. It was an operation with no discussion about what comes next.”

Republicans, too, have been navigating internal political divides over the military attack, with a handful of prominent MAGA figures arguing that Trump has betrayed his promise to pull the nation back from foreign wars. The president, who did not appear in public Sunday, made little effort before the attack to lay out the case for a military assault against Iran. Trump said

in a video released Saturday that his objective was “to defend the American people by eliminating imminent threats from the Iranian regime.”

As the attack injected another unpredictable element into an unsettled and volatile political environment, potential contenders for the party’s next presidential nomination offered a range of responses to the still-evolving conflict.

Some Democrats, including Govs. Gavin Newsom of California and Josh Shapiro of Pennsylvania, criticized the repressiveness of the Iranian regime and insisted in the hours after the attack that it must not be allowed to obtain nuclear weapons, even as they slammed Trump’s approach, saying it endangered Americans and undermined the country’s national security interests.

But another group, including Rep. Ro Khanna of California, and Rep. Alexandria Ocasio-Cortez, a progressive from New York, kept their focus squarely on Trump. Ocasio-Cortez charged in a statement that the president made “a deliberate choice of aggression when diplomacy and security were within reach,” accusing him of lying to the nation.

Such crosscurrents in the party date back more than two decades to the war in Iraq, when Democrats fractured over whether to authorize the invasion in the wake of the Sept. 11, 2001 terrorist attacks.

Now, a number of veterans of the wars in Iraq and Afghanistan, including Sen. Ruben Gallego of Arizona and Senate candidate Graham Platner in Maine, have referenced their service during those conflicts as they express their opposition to the Trump administration’s actions.

Gallego recounted the fear his mother felt when he was serving as a Marine in Iraq, an experience that he said left him struggling with post-traumatic stress syndrome for years.

“There’s nothing worse than seeing your friends die for a cause that is not in the national interest of this country,” Gallego said in an interview with CNN broadcast Sunday. “There is no leadership right now that’s coming from this president, and we’re in the middle of dropping bombs right now, and men and women are dying.”

Some strategists argued that the politics favor that kind of fierce opposition over the more cautious approach congressional Democratic leadership has taken.

“It’s very obvious to me that the hemming and hawing here around a haphazard regime-change war from a president at 38% approval rating is just nuts,” said Dan Pfeiffer, who served as a top adviser to Obama and now cohosts “Pod Save America,” a liberal podcast. “People didn’t vote for it. They don’t want it. They don’t trust the guy executing it. It could not be more disconnected from the things they care about.” Polls conducted before the assault indicated that a majority of Americans opposed the United States initiating a strike on Iran. But it’s unclear how they will react to an ongoing operation that resulted both in the killing of Ayatollah Ali Khamenei, Iran’s supreme leader for decades and considered an enemy of the United States, and three U.S. service members.

A small minority of Democratic lawmakers argued that regardless of the politics and their distrust of the Trump administration, the strike was in the national security interests of the U.S. Rep. Greg Landsman of Ohio, one of a few of Democrats who defended the action in Iran, said he planned to vote against a resolution that would restrain Trump’s ability to continue the military operation.

For immigrants in detention, spiritual care can be hard to find

As the Trump administration has dramatically increased the number of people held in federal immigration detention facilities, detainees’ access to medical care, sufficient food, basic hygiene and legal counsel have all come under scrutiny.

But the past couple of weeks have also shed light on another basic necessity that advocates say detainees are being deprived of — the ability to worship. Their concerns have intensified as two major seasons, Lent and Ramadan, began for Christians and Muslims.

To gain access, some religious groups have sued the Department of Homeland Security. Others, like the American Roman Catholic Bishops, have called out the lack of access in statements condemning the administration’s immigration enforcement tactics.

In some cases, that pressure has been successful. In others, however, it has left detainees — there are currently close to 70,000, the majority being Christians — with little or no access to religious services at a time of year central to their faiths.

“It feels like there’s a hypocrisy in an administration or a party that has regularly advocated for things like posting the Ten Commandments in public spaces, but denied people the actual practice of their faith,” said the Rev. Brendan Busse, a priest at Dolores Mission Church in Los Angeles, who was denied access to a detention facility on Ash Wednesday.

In Minnesota, several Protestant groups and a Catholic priest sued the Department of Homeland Security last week, saying they had been blocked from providing spiritual care to detainees at the Whipple Federal Building, which the suit notes was named for a 19th-century Episcopal bishop who was an “advocate for the dignity and rights of noncitizens.” The suit frames the obstruction as an unconstitutional violation of the plaintiffs’ rights to practice their religion by being denied the right to offer pastoral care.

It took a lawsuit for Catholic clergy to gain access on Ash Wednesday to an Immigration and Customs Enforcement facility in Broadview, Illinois. A Roman Catholic advocacy group, the Coalition for Spiritual & Public Leadership, had filed a suit against the Trump administration last year, saying that its members had been illegally prevented from providing pastoral care at the facility.

In his ruling Feb. 12, the judge, Robert W. Gettleman, noted that the detention center had allowed the group to visit detainees consistently for years before changing course only recently. He cited the group’s claim that being prevented from offering “spiritual consolation to those most in need of it” caused “irreparable injury,” and denied religious freedom not just to detainees but those who minister to them.

Clergy members entered the facility Feb. 18 to administer Communion to Catholic detainees and applied a cross of ashes on their foreheads, a traditional sign of penitence.

That evening, more than 3,000 people attended an outdoor, bilingual Ash Wednesday service at a parish nearby, hosted by the Coalition for Spiritual and Public Leadership and celebrated by Cardinal Blase Cupich of Chicago. The cardinal addressed immigrants in particular in his homily. “Your worth does not come from a visa or a permit,” he said. “It comes from the breath of God inside you.”

At other facilities across the country, Ash Wednesday became an opportunity to make visible the spiritual needs of people held in detention. In New Jersey, Cardinal Joseph Tobin celebrated an Ash Wednesday Mass for detainees at the Delaney Hall ICE facility in Newark.

“It’s important for the church to be part of this place, out of respect for the dignity of those women and men,” he told reporters as he exited.

In Los Angeles, clergy members formally requested access to bring ashes and provide pastoral care to people detained at the Edward R. Roybal Federal Building on Ash Wednesday. When that access was not granted, they held a prayer service outside.

Busse compared the lack of access to spiritual care to the denial of medical care in emergencies. “Not allowing the minister access to their flocks, to their communities, to

their parishioners and friends, you’re doing similar harm,” he said.

A spokesperson for ICE did not respond to a request for comment.

About 68,000 people are being held in immigration detention centers, compared with about 40,000 people a year ago, according to ICE. Some detainees, including families with children, are held at the centers for months at a time.

ICE’s own standards require that detainees must be permitted to participate in religious practices, as long as they don’t disrupt the “safety, security and orderly operation of the facility.” Detainees requesting a special diet for religious purposes must be accommodated if possible, with the expectation that requests will be granted “unless an articulable reason exists to disqualify someone.”

In practice, access varies widely.

In Texas, advocates for Muslim detainees say that most do not have access to Muslim chaplains, in part because of a broader shortage. But the fast growth of the number of people in detention has brought an urgency to that deficit.

The monthlong observance of Ramadan, which began in mid-February, requires special meal schedules, including a meal right before dawn to begin fasting and another meal at sunset to break the fast.

“I just listen to people crying, crying all the time,” said Shaimaa Zayan, operations manager of CAIR-Austin, referring to conversations she has had with people in detention and their families. CAIR is a Muslim advocacy group that also works with Muslim inmates in jails and prisons.

CAIR estimates that about 5% of detainees in Texas are Muslim. Zayan said she was not aware of any Muslim chaplains serving in the state’s more than 20 federal detention facilities. That means they are relying on Christian chaplains and those from other faiths to facilitate their access to halal foods and other religious needs. Those chaplains serve with good intentions, Zayan said, but sometimes lack the training and time to fully ensure Muslim detainees are able to practice their faith. She said she has heard about detainees giving away their daily portions of meat, since they were not sure it was halal, leaving them without enough calories to stay healthy.

The overwhelming majority of immigrants without legal status or with only temporary legal protection in the United States are Christians, according to a report last year produced by the U.S. Conference of Catholic Bishops and several evangelical institutions, including the humanitarian group World Relief.

Just over 60% are Catholic, 13% are evangelicals, and other Christians and other religious groups represent 7% each. The report found that 8% of Christians in the United States share a household with someone at risk of deportation or are at risk themselves.

Catholics, including many priests and bishops, have pushed back against federal immigration tactics. At their annual conference in the fall, bishops in the United States mentioned access to pastoral care in detention centers in a statement rebuking the Trump administration’s deportation campaign.

A tyrant falls. Dangerous uncertainty begins.

Ayatollah Ali Khamenei governed Iran with the vigilance and brutality of an autocrat convinced that his own people and the world’s superpower sought to unseat him — and in the end, they did. With President Donald Trump’s announcement that Khamenei, the 86-year-old supreme leader, was killed in joint U.S. and Israeli airstrikes Saturday, his reign has come to a close, cementing a lost half-century for his nation. As the Middle East confronts an unpredictable void, let us be clear: No one should mourn the death of a dictator who spent decades inflicting misery and bloodshed.

Ascending to power in 1989, Khamenei organized his existence around an obsession with the West. As a ruler, he squelched dissent, labeling demands for reforms as Western “sedition,” and expanded the intelligence apparatus of Iran’s Revolutionary Guard to repress his own people. He impoverished his citizens to bankroll foreign interventions and a nuclear program that brought Iran only isolation. When faced with citizens’ protests, he answered with force, including the slaughter of thousands earlier this year. Abroad, his legacy is one of destabilization, having constructed a so-called Axis of Resistance across the Gaza Strip, Iraq, Lebanon, Syria and Yemen.

It is natural to hope that the decapitation of this regime could lead to the end of Iran’s theocracy. Yet it is also important to consider the context — and the long-term risks that it creates

for both Iran and the United States.

The regime that Trump seeks to topple has its own roots in U.S. intervention in Iran. It rose to power in 1979 with assistance from widespread anger over a 1953 coup that the CIA helped organize with the corrupt U.S.-backed shah who subsequently consolidated his power. Now Trump, working with Israel, Iran’s most bitter enemy, has overseen the assassination of the country’s leader. He has done so without explaining his strategy for the future and without the support of almost any other ally. And there are reasons to worry about what comes next.

There exists no Iranian opposition group of any stature, which creates deep uncertainty about what comes next. Khamenei had a succession plan that favored clerics, but U.S. intelligence officials have assessed that the power vacuum could result in hard-line factions of the Revolutionary Guard seizing control. The risks of civil war, internal slaughter and regional instability are profound.

Trump’s approach to foreign policy offers little reason to believe he will prioritize Iran’s stability. So far in his second term, he has ordered military attacks in seven nations. Only two months ago he removed Venezuela’s dictator, Nicolás Maduro, but left Maduro’s deputies in power while abandoning an opposition party with widespread public support. Trump’s approach to Iran has been similarly impulsive. Announcing a military campaign in a video at 2:30 a.m. Saturday, he claimed that Iran presented “imminent threats” without offering evidence.

The president still has not offered an explanation for why this campaign will end any better than the 21st-century regime change efforts in Iraq and Afghanistan did. Those wars also toppled governments. Yet their disappointing, bloody legacies left Americans understandably skeptical of open-ended military operations.

The bigger risks may lie in the future. The president of the United States has just helped assassinate a foreign leader without the approval of Congress, the support of most allies or a plan for the future. History suggests that unilateral U.S. involvement along these lines often has consequences that are not immediately apparent. When U.S. officials helped orchestrate the 1953 coup, they surely did not imagine that they were planting the seeds for the Middle East’s most radical antiAmerican government.

Managing the future in Iran will require thoughtfulness, attention and international cooperation. We urge Trump to work with Congress, but at this point we have little expectation that he will. Given this reality, Congress should play a leadership role; lawmakers from both parties are right to demand briefings and force a debate on war powers to ensure the president is constrained and held accountable.

Finally, the United States cannot navigate the uncertainty alone. The Trump administration, which has frequently treated our allies with scorn, should bring international partners into the fold, too. Confronting a post-Khamenei Iran requires strategic clarity and a global coalition, not isolated decision-making.

For decades, the Iranian people have sacrificed greatly for the prospect of a more open society. After enduring years of autocracy and international isolation, they deserve the opportunity to chart a freer, more stable future. Dr.

Amid the chaos this strike will cause in Iran, Americans should brace for the possibility of retaliation. True, Iran has failed to exact almost any meaningful damage on the United States in recent years, and its military has been degraded. But it maintains an arsenal of missiles capable of overwhelming defense systems, and this weekend it hit a U.S. Navy base in Bahrain, among other targets in the region. Iran may also be capable of launching cyberattacks and proxy strikes against U.S. forces and allies.

SAN JUAN – El Departamento de Recursos Naturales y Ambientales decretó una moratoria de 60 días, a partir del 26 de febrero, en la expedición de boletos administrativos por practicar la pesca comercial sin una licencia válida, informó el viernes la secretaria auxiliar de Conservación e Investigación, Marisel Martínez.

“El pasado 24 de febrero, nuestro secretario sostuvo una reunión con miembros de la Federación de Pescadores y Defensores del Mar de Puerto Rico con el objetivo de establecer un programa temporero que permite que los pescadores puedan continuar ejerciendo su oficio mientras tramitan la renovación de las licencias que autorizan dicha práctica”, dijo Martínez en declaraciones escritas.

La funcionaria indicó que la moratoria permitirá a pescadores bonafide completar los trámites mientras el Departamento evalúa la documentación y emite la licencia correspondiente.

Martínez informó que desde el 1 de julio de 2025 se han emitido 263

licencias para la práctica comercial en Puerto Rico y que actualmente se evalúan 56 solicitudes adicionales. Añadió que el tiempo de entrega de licencias se redujo de 6 a 2 meses en los casos de renovación cuando se han sometido todos los informes estadísticos requeridos.

“El proceso de renovación de licencias incluye la presentación de datos específicos sobre las actividades que realizan, los peces que captura, entre otros. Esa información es vital para que el departamento cuente con una radiografía precisa de este importante sector con el objetivo de delinear estrategias que fomenten una mejor práctica de esta actividad en Puerto Rico”, sostuvo Martínez.

Phil Collins, Wu-Tang Clan and Shakira are among rock hall nominees

Phil Collins, Wu-Tang Clan, Shakira and Luther Vandross are among the first-time nominees for the Rock & Roll Hall of Fame announced Wednesday.

This year’s nominees also include Jeff Buckley, Lauryn Hill, New Edition and INXS. The list of nominated artists and bands, who become eligible 25 years after their first recording, continues the influx of rap acts since the first hiphop candidate, Grandmaster Flash and the Furious Five, in 2007. The inclusion of four female performers — Pink and Melissa Etheridge join Shakira and Hill as new nominees — is an uptick over the previous year, when no women were among the first-time picks, and just two holdovers, Mariah Carey and Cyndi Lauper, made the list. Lauper was inducted last year.

Collins, 75, who made the Hall in 2010 as a member of British rock band Genesis, is up for his work as a solo artist, having notched No. 1 singles on the Billboard Hot 100 including “Against All Odds (Take a Look at Me Now)” and “Sussudio.” He has faced a litany of health problems, which he detailed in a BBC interview in January. Collins said he has had five knee surgeries, experienced kidney issues that he said resulted from excessive drinking and had nerve damage to his hands after a 2007 spinal injury. He said he has been sober for two years and requires 24-hour live-in nursing care. Collins has not performed publicly since 2022, in an appearance with Genesis.

“Everything that could go wrong with me did go wrong

Concert films can serve many purposes — extending a brand, surfacing footage of a historical moment, pulling cash from fans’ pockets — but at their best, they make you feel like you’re at, well, a concert. “EPiC: Elvis Presley in Concert” (in theaters) has a gimmicky title, but thankfully its director, Baz Luhrmann, did not make a gimmicky concert film. This is a fun movie and a revealing one, too.

Four years ago, Luhrmann released “Elvis,” the spangly biopic starring Austin Butler. In the process of making that film, the director learned about some footage shot for two 1970s concert films; eventually he located the negatives in a place that sounds like a joke but isn’t: Warner Bros. vaults buried in underground salt mines in Kansas. These recordings, plus some little-seen footage from the Graceland Ar-

At the start, we hear him say, “Some people wonder why I can’t stand still while I’m singing; I’ve tried it, and I can’t do it.” That’s a good description of Luhrmann’s filmmaking, too, which zings and pings and never stops moving, making director and subject a great match. As Presley sings, we see performances from several concerts, sometimes from different eras, seamlessly stitched together, so we’re not just enjoying the music but also getting a kind of panoramic view of his career. Occasionally a snippet of biographical detail surfaces, always with a clip from an interview or sometimes a darker hint. (A montage of Col. Tom Parker, his

controlling manager, plays while Presley sings “You’re the Devil in Disguise.”) There are plenty of familiar tunes and some playful bits, too. At one point he rolls back and forth between “Little Sister” and The Beatles’ “Get Back,” to the delight of the audience.

But the most fun part of “EPiC” is getting up close to the man himself, who is mostly jocular and wholly invested in the music. Though he begins to show signs of weariness in footage that seems drawn from his later years, the movie doesn’t focus on his drug-addled demise. Instead, we see him playing to the crowd, joking with his backup singers and losing himself in songs he’s sung thousands of times before. We get close to his face as he grins and winks, a view you’d never get from a seat at the show. You get a sense of his personality in a way that feels intimate and uncommon.

Of course, there’s plenty about Presley’s life that’s left out of “EPiC,” because, as with a concert, this isn’t supposed to be a warts-and-all look at the star. What you’ve come for is a good time, an entertainer at his best, full of energy and charisma and raw appeal. It’s a fan’s dream, to be sure. But in getting so close to a man who has so often been turned into a caricature, “EPiC” goes beyond just the concert: We enjoy both the performance and the man who loved nothing more than to perform.

From oil spikes to equity swings: How the Mideast conflict is driving markets

An escalating conflict in the Middle East rattled global markets on ⁠Monday, ⁠as the prospect of a long-drawn fight drove energy ⁠prices higher and hammered travel stocks and regional assets.

Israel attacked Lebanon in response to strikes by Hezbollah, while Tehran fired missiles and drones at Israel, Gulf states and a British air base in far-away Cyprus.

U.S. President Donald Trump said the military campaign against Iran could continue for the next four weeks, according to an interview on Sunday with the Daily Mail.

Here are some of the assets that have seen the biggest moves since the conflict started Saturday:

Crude prices surged as the conflict shut down oil ⁠and gas facilities across ⁠the Middle East and disrupted shipping in the crucial Strait of Hormuz, through which about 20% of global oil supply passes.

Shares of U.S. and European energy companies, including Exxon Mobil and Shell, were some of the biggest gainers, tracking a more than 8% jump in crude oil prices.

“We expect potential duration and physical volume impact of the military escalation will keep upward pressure on both commodity price and energy equities, reducing the risk of 2026 oil price weakness,” Piper Sandler analysts said in a note.

Natural gas prices also spiked after Qatar halted its production of liquefied natural gas. Qatari LNG accounts for about 20% of global supply.

Shares of natural gas ⁠companies ⁠like CNX Resources, Williams Companies rose ⁠more than 1% each, while the United States Natural Gas Fund ETF added 3.7%.

Ryanair, IAG, American Airlines and United Airlines were among airline stocks that dropped after key Middle Eastern hubs were closed.

Airline stocks often fall when ⁠crude prices rise because elevated oil usually means higher jet fuel costs, which is one of airlines’ biggest expenses.

The S&P 1500 Passenger Airlines index was down almost 3%.

“Prior conflicts have led to an immediate hit in passenger demand to the impacted region. This tends to be combined with an ‘indirect’ impact on demand and bookings confidence across broader airline networks,” J.P. Morgan analysts said in a note.

Travel companies like Booking Holdings, Expedia Group fell along with hotel chains like Hyatt Hotels and cruise opera-

tors including Carnival.

Norwegian Cruise Line Holdings warned of uncertainties around its ⁠fuel costs this year due to escalating geopolitical tensions.

Shares of major U.S. defense contractors Northrop Grumman, General Dynamics, RTX and ⁠Lockheed Martin were up between 1.1% and 3.7% in early trading.

“The strikes or at least the scope of the strikes reinforce the buildup of U.S. defense spending and key initiatives such as Golden Dome and the restocking and ramping of missiles and defensive

interceptors,” Jefferies analysts said in a note. Defense companies in Europe also climbed. UK’s BAE Systems, Germany’s Rheinmetall and Italy’s Leonardo clocked gains.

Shares of shipping and tanker companies climbed as the conflict disrupted key Hormuz and Suez routes, tightening capacity and driving expectations of higher freight rates.

European shipping giants Maersk and HapagLloyd climbed 7.8% and 6.7%, respectively, while shares of U.S. firm Nordic American Tankers rose more than 3%.

Attacks on Iran heighten fears in Cuba, already under US pressure

Plainclothes counterintelligence agents from Cuba’s Interior Ministry knocked on the doors of Communist Party neighborhood delegates living near a military outpost in Havana a few weeks ago, asking for the names of everyone in dozens of nearby homes.

The U.S. government had attacked the capital of Venezuela, capturing President Nicolás Maduro and killing more than 100 people, including 32 Cubans who were guarding Maduro, so the Cuban agents were clearly making contingency plans for a similar strike on potential targets in Cuba, neighborhood delegates said. One delegate was told evacuation plans were being drawn up.

The idea seemed reasonable enough: Even as normal life continues, anxiety is palpable on the island.

The United States attacked Venezuela, a key Cuban ally, in January. President Donald Trump last week proposed a “friendly takeover.” Now, the United States has launched a major assault on Iran, and its supreme leader is dead. Many Cubans are wondering if they are next.

“I am afraid of a military invasion,” one of the neighborhood delegates said, speaking on the condition that her name not be published because she was not authorized to discuss her interactions with the counterintelligence services. “The entire country is afraid.”

Cuba, a country suffering from a severe energy shortage largely brought on by Trump’s blockade of foreign oil shipments that has set off a deepening humanitarian crisis, is caught in a Faustian bargain. Many Cubans are enduring the worst moments of their lives and are eager for an end to the 67-year-old communist government that jails opponents, suppresses free speech and controls a failed centralized economy.

But an actual military conflict, which could lead to civilian casualties, would be a high price to pay, many Cubans say, and the frightening prospect is a divisive issue in this nation of 9 million people and among the millions of exiles, many of whom are eager to see the government toppled.

Since the capture of Maduro, Cuban President Miguel Díaz-Canel has ordered an increase in military exercises, though most Cuban military equipment is obsolete and hails from the Soviet era, according to Hal Klepak, professor emeritus of history and strategy at the Royal Military College of Canada.

A few weeks later, in a sharply worded executive order, Trump threatened tariffs on any nation that provided oil to Cuba, which largely affected Mexico.

Amid reports that Secretary of State Marco Rubio has been meeting with a grandson of former President Raúl Castro, who still wields significant power, Cuban government officials have said the they are open to discussions — provided that Cuba’s sovereignty is respected.

Lillian Guerra, a Cuban American historian at the University of Florida, said that Cuban officials are most likely nervous “and should be.”

But she said that if Trump “decapitates” the Cuban government by killing Mr. Díaz-Canel or targeting Raúl Castro, it would leave a situation similar to Iran, where the powerful Revolutionary Guard remains.

Díaz-Canel called the attack on Iran a violation of the country’s sovereignty and a violation of international law. “The international community must act immediately to stop this aggression and escalation,’’ he wrote.

Last week, an attempted invasion came from an unexpected source. The Cuban government said 10 Cubans living in the United States tried an armed incursion into the island, but got into a gunfight with border guards that left four of them dead and six wounded.

Peter Kornbluh, a co-author of “Back Channel to Cuba,” a chronicle of secret negotiations between Cuba and Washington, who recently returned from the island, said the killing of Iranian leaders serves as a “dagger to the throat” for the Cuban government, signaling that the Trump administration may pursue forced regime change despite continuing diplomatic negotiations.

Still, Kornbluh said that the Cuban officials he spoke to are sticking to their posture of “nationalist dignity,” saying they remain open to dialogue but refuse to negotiate under the threat of obliteration.

The Trump administration has suggested that its plan is for the Cuban government to collapse under the weight of economic sanctions, not rocket fire. Asked the day after the Venezuela strikes whether he planned action in Cuba, Trump said: “I think it’s just going to fall. I don’t think we need any action. Looks like it’s going down. It’s going down for the count.”

Some Cubans said they haven’t had the time to think about the possibility of hostilities with a far more powerful nation whose military

capability dwarfs Cuba’s. They have been too busy dealing with a laundry list of problems, including extended power outages, a lack of gas and increasing difficulty finding food at local markets.

Others, however, are eager for Trump to do, once and for all, what 12 U.S. presidents before him failed to accomplish: remove the communist government in Cuba.

“I think that many, many people are expecting that — that he’ll be the one to force things to change. I’m convinced,” said Rita García Morris, executive director of the Christian Center for Reflection and Dialogue, a religious nonprofit group in Cardenas, 90 miles east of Havana. “What they want is for it to happen right now.”

García said she hoped for a negotiated solution that keeps in mind the suffering in Cuba, where hospitals are canceling surgeries, food is rotting in ports because there is no gas to transport it, and airlines have suspended flights because there is so little jet fuel.

“As a Christian woman, I can’t support that,” she said of what Cubans are experiencing.

Even in a country where long lines at supermarkets and crushing poverty are commonplace, the current energy crisis has caused a free fall and pushed the government into what experts say is an existential corner.

The Cuban military and the Interior Ministry are powerful entities in Cuba, and the military controls the country’s economy.

Since the killing of Iran’s supreme leader, Guerra said she has received several worried text messages from friends in Cuba wondering what would happen to their country.

“On the island, people do not want war,” Guerra said. Years of economic strain have worn Cubans down, she said, and the internet opened their minds to fight back against decades of indoctrination.

But Giovanny Fardales, a 53-year-old translator in Cuba, said he thinks there is more support for a military strike than people realize. He said he had spoken to everyone he knows, from the guys drinking cheap alcohol on street corners to people renting out their mansions to high-paying foreign visitors.

“Everyone says the same thing: ‘The Americans need to come, so this can end,’” he wrote in a text message, in all caps.

At the military installation that had been visited by intelligence agents, houses with dilapidated concrete show years of wear, and garbage was piled up by banana trees.

“There’s nothing to be scared of,” said Dayanis García Fonseca, 43, a former high school information technology teacher who now sells beer and snacks at a kiosk nearby. “The only concern is the same old thing: if they’re going to cut off the electricity, that there’s no gas, that food is expensive, that your salary isn’t enough — this is what worries Cubans.”

She said the military installation appeared to be nothing but a harmless storage depot. Asked what the military stored there — bombs? airplanes? She laughed and said, “The only thing they have there is hunger.”

Trump suggests extended war on Iran as US adds to forces in Mideast

President Donald Trump said Monday that the United States would continue attacking Iran for as long as it takes to leave it incapable of posing a threat, indicating that an expanding war in the Middle East could continue for weeks or more.

“Whatever the time is, it’s OK, whatever it takes,” Trump said at his first public event since U.S.-Israeli airstrikes on Iran began Saturday. “Right from the beginning we projected four to five weeks, but we have the capability to go far longer than that. We’ll do it.”

Listing his objectives, Trump said, “We’re destroying Iran’s missile capability, and we’re doing that hourly.” He added that the strikes were “annihilating their navy” and ensuring that “this sick and sinister regime” in Tehran “can never obtain a nuclear weapon” or continue to sponsor militant groups across the Middle East.

But his latest comments underscored the administration’s murky messaging about its ongoing military attacks. Trump, who had said Saturday that toppling Iran’s theocratic regime was a goal, did not cite it Monday as one of his aims. Experts inside and outside the government have said his claims that Iran was close to having missiles that could reach the United States were false, and they also have disputed his contention that Iran would have had nuclear weapons by now if he had not abrogated a 2015 deal to restrict its nuclear program.

And hours before the president said the United States would keep striking Iran for as long as it takes, his defense secretary, Pete Hegseth, said at the Pentagon that the widening attacks would not become another

protracted Middle East war, adding, “This is not Iraq.”

Trump took no questions at the event at the White House, a Medal of Honor ceremony. But in interviews earlier in the day, he told CNN that the huge U.S. and Israeli airstrikes against Iran that began early Saturday could soon intensify: “We haven’t even started hitting them hard, the big wave hasn’t even happened.” And The New York Post reported that the president had said in an interview that “I don’t have the yips with respect to boots on the ground — like every president says, ‘There will be no boots on the ground.’ I don’t say it.”

In another sign of an expansion of attacks in the Middle East, Qatar’s Defense Ministry said its air force had shot down two Su-24 bombers coming from Iran, the first report that Iran, which has fired missiles and

drones at its Persian Gulf neighbors and Israel in retaliation for the Israeli-U.S. assault, had also sent warplanes into their airspace.

As U.S. and Israeli planes pounded targets in Iran for the third day, the fighting expanded into Lebanon, where the Iran-allied militia Hezbollah fired rockets into Israel, prompting Israel to bombard the militia’s strongholds outside Beirut.

Three U.S. jets were shot down by Kuwaiti air defenses in what the U.S. military called an “apparent friendly fire incident.”

Iran’s leaders remained defiant. The country’s top security official, Ali Larijani, denied news reports that Iran’s new leaders were seeking to negotiate with Washington, denouncing Trump for “delusional fantasies” and for plunging the Middle East “into chaos.” Iran, he said in a string of fiery social media posts, “has prepared itself for

a long war.”

Here’s what else is happening:

— Economic fallout: Oil and natural gas markets remained highly volatile as the fighting shut down shipping routes and damaged production facilities. Naval traffic through the Strait of Hormuz, the conduit for one-fifth of the world’s oil supply, has shut down, according to shipping companies and Iranian media. And Qatar’s stateowned energy company said it would halt production of liquefied natural gas, cutting off a large share of the world’s supply of the fuel.

— Death toll: More than 550 people have been killed in Iran since the beginning of the war, the Iranian Red Crescent emergency service said Monday. The Lebanese Health Ministry said at least 31 people had been killed in Israeli airstrikes. At least 10 people have been killed in Israel and six, including civilians, across the Gulf since Saturday, according to authorities.

— U.S. deaths: Four U.S. service members have been killed so far, and “we expect to take additional losses,” Gen. Dan Caine, chair of the Joint Chiefs of Staff, said at a Pentagon news conference.

— Persian Gulf: Iranian missiles and drone attacks led to explosions in Iraq, Kuwait, the United Arab Emirates and other countries where the U.S. has military bases. Iranian leaders have said the attacks have targeted U.S. assets, but they have also struck Dubai’s international airport, hotels and other civilian and economic infrastructure.

— Cyprus: The Mediterranean island nation’s president said an Iranian drone had crashed into a British air base there. The incident risked dragging Britain deeper into a conflict from which Prime Minister Keir Starmer has sought to maintain distance.

Strike on girls’ school kills at least 175, Iranian state media says

At least 175 people, most of them likely children, were killed Saturday in a strike on a girls’ elementary school in southern Iran, health officials and Iranian state media said.

The search for survivors in the rubble of the Shajarah Tayyebeh school in the southern town of Minab ended Sunday, according to Moham-

mad Radmehr, the governor of Minab, Iranian state media reported. It appeared to be the deadliest attack in the ongoing American-Israeli bombing campaign.

Several videos and images verified by The New York Times showed that at least half of the two-story school was destroyed in the explosion. Emergency workers with the Red Crescent could be seen alongside families desperately combing through the rubble, which was littered with schoolbooks and book bags

covered in blood and ashes. Portions of the building jutted out from the rubble, with bits of colorful murals visible on what were once the walls of the school. Desks were piled with debris.

In other verified videos, rescue workers retrieved a severed arm from the rubble. Victims were laid out in body bags at the scene, where throngs of people were gathered among ambulances and rescue workers.

“The Minab school incident has no com-

parison with any other incident,” said Pirhossein Kolivand, the head of Iran’s Red Crescent, in a video posted on social media Sunday.

“Even in Gaza,” he added, there had not been such a high number of students killed simultaneously, calling the attack “a unique and bitter incident.”

Times reporters are trying to confirm the death toll and details about the attack. It was not immediately clear why the school had been hit or which country’s forces had done so.

How talks between anthropic and the Defense Dept. fell apart

Minutes before a 5:01 p.m. deadline Friday, Emil Michael, the Defense Department’s chief technology officer, was fuming.

For weeks, Michael, a former top executive at Uber, had been negotiating a $200 million artificial intelligence contract with the AI company Anthropic for the Pentagon. The talks had hit obstacles as the agency demanded unfettered use of Anthropic’s AI systems, while the company countered that it would not allow its technology to be used for purposes such as the surveillance of Americans.

Defense Secretary Pete Hegseth had set the Friday deadline for a deal and the two sides were close. The only thing that remained was agreeing on a few words about the issue of lawful surveillance of Americans, multiple people with knowledge of the talks said.

Michael, who was on a call with Anthropic executives, demanded that the company’s CEO, Dario Amodei, get on the phone to hash out the language, the people said. But Michael was told that Amodei was in a meeting with his executive team and needed more time.

Michael was unhappy with that answer, the people said. He also had an ace up his sleeve: On the side, he had been hammering out an alternative to Anthropic with its rival, OpenAI. A framework between the Pentagon and OpenAI had already been reached.

So when the Friday deadline passed, the Defense Department did not give Anthropic more time. At 5:14 p.m., Hegseth announced that he had designated Anthropic as a security risk and that it would be cut off from working with the U.S. government. “America’s warfighters will never be held hostage by the ideological whims of Big Tech,” he posted on social media.

Later that night, Sam Altman, OpenAI’s CEO, announced that his company had instead reached an agreement with the Pentagon to provide its AI technologies for classified systems.

In the end, the talks between Anthropic and the Defense Department were undone by weeks of building frustration between men who had differing philosophies about AI and who did not like one another.

This account of the failure of the Anthropic talks and the success of the OpenAI deal is based on interviews with a dozen people with knowledge of the negotiations. The New York Times spoke to people from multiple companies and government agencies and interviewed officials with a wide range of views on the fight over the future of AI in warfare. Michael, Amodei and Altman have known one another for years through business dealings in Silicon Valley, but they have often not gotten along. Amodei and Altman, 40, once worked together at OpenAI and are bitter rivals. And as Anthropic’s discussions with the Defense Department dragged on last week, Michael, 53, publicly accused Amodei of being “a liar” with “a God-complex.”

ple with knowledge of the negotiations said.

The clashes between the Defense Department and Anthropic are most likely not over. On Friday, Anthropic said it would sue over the Pentagon’s decision to label it a “supply chain risk.” The supply chain risk designation has typically been reserved for foreign companies that the U.S. government believes are a threat to national security; the label has never been used against an American company.

Officials at U.S. intelligence agencies including the CIA, which uses Anthropic’s AI technology, have also privately urged both sides to make a deal. Some current and former officials said they continued to hope for a peace agreement.

(The New York Times has sued OpenAI and Microsoft, accusing them of copyright infringement of news content related to AI systems. The companies have denied those claims.)

Last year, Anthropic, OpenAI, Google and xAI were all part of a Pentagon pilot program to explore how AI could be used for defense. Anthropic was the only AI company that deployed its technologies to work on classified systems and its AI was widely used by defense officials.

Michael had joined the Defense Department as chief technology officer in May 2025 after previously working as a special assistant at the Pentagon during the Obama administration. Michael became the point person on the negotiations with Anthropic.

But the talks soon reached an impasse. Anthropic wanted guardrails to stop its AI from being used for the mass surveillance of Americans or deployed in autonomous weapons with no humans involved. The Defense Department argued that no private contractor could decide how its tools would be lawfully used.

On Feb. 24, Hegseth called a meeting with Amodei at the Pentagon to find a resolution. The men showed little

warmth in the meeting, which lasted less than an hour, people familiar with the discussions said.

At the end of the conversation, Hegseth said that if Anthropic did not compromise with the Pentagon by 5:01 p.m. Friday, it would be labeled a supply chain risk. He said the Pentagon could also invoke the Defense Production Act to force Anthropic to work with the government, a move that was later dropped.

The next day, Altman of OpenAI got on a call with Michael to discuss a deal for his company. Within a day, they had drafted a rough framework. OpenAI agreed to the Pentagon’s requirement that its AI could be used for all lawful purposes, but it also negotiated the right to put technical guardrails on its systems to adhere to its safety principles.

Amodei doubled down on AI safety. In a statement on Feb. 26, he said Anthropic could not “in good conscience accede” to the Pentagon’s demands.

“In a narrow set of cases, we believe AI can undermine, rather than defend, democratic values,” he added. “Some uses are also simply outside the bounds of what today’s technology can safely and reliably do.”

That night, Michael unleashed on Amodei on social media, calling the Anthropic leader a liar. “He wants nothing more than to try to personally control the US Military and is ok putting our nation’s safety at risk,” Michael posted.

As Friday’s deadline approached, Anthropic executives thought they were close to a compromise with the Pentagon and were just a few words apart on the issue of surveillance, people on both sides of the negotiation said.

Complicating the matter was a social media post by President Donald Trump. Trump had told Hegseth on Friday morning that he had prepared a post belittling Anthropic and ordering all government agencies to stop working with it within six months.

Even as Trump published the post at 3:47 p.m., the two sides kept talking. Michael, who was on a call with Anthropic executives at the time, said the Pentagon wanted the company to allow for the collection and analysis of unclassified, commercial bulk data on Americans, such as geolocation and web browsing data, people briefed on the negotiations said.

Anthropic told the Pentagon that it was willing to let its technology be used by the National Security Agency for classified material collected under the Foreign Intelligence Surveillance Act. But the company wanted a legally binding promise from the Pentagon not to use its technology on unclassified commercial data.

At that point, Michael asked to speak with Amodei, who was not on the call. Michael was told that Amodei was in a meeting. Shortly after, Hegseth said the talks were over.

At 10 p.m. Friday, as Anthropic’s lawyers began working on a lawsuit against the Pentagon, Altman was on the phone with Michael finalizing the details of OpenAI’s deal with the Defense Department. Altman then posted news of the agreement on social media. Hegseth later reposted Altman’s announcement from his personal account on the social platform X.

Santurce stays unbeaten, Corozal overtakes Caguas for 2nd place in LVSF

The Pinkin of Corozal dropped the first set but swept the next three to win Sunday’s Women’s Superior Volleyball League match in Caguas and supplant the Criollas in second place. (Heriberto Rosario Rosa – FPV)

The seventh week of the Women’s Superior Volleyball League (LVSF by its initials in Spanish) season concluded on Sunday night with the Cangrejeras of Santurce extending their undefeated streak to 14 games, while the Pinkin of Corozal climbed into second place in the standings.

At Roger Mendoza Coliseum in Caguas, the Pinkin defeated the Criollas of Caguas for the third time this season, knocking the hosts out of second place by winning in four sets and taking all three points.

The set scores were: 21-25, 25-16, 2516, 25-18.

With the victory, Corozal improved its record to 9-7 with 27 points, while the Criollas fell back to third place with an 8-9 record and 25 points.

Jenaisya Moore led Caguas with 19 points (18 attacks and 1 block), while Diana Reyes and Andrea Serra each contributed 10 points.

In team statistics, the Pinkin outperformed the Criollas 58-45 in attacks, 9-4 in blocks, 8-3 in service aces, 35-32 in passes, 74-68 in digs, and 14-9 in assists.

In the night’s other game, the Cangrejeras remained unbeaten by defeating the host Valencianas of Juncos in straight sets with scores of 28-26, 28-26 and 2521 at Rafael G. Amalbert Coliseum.

Santurce (14-0) now leads the LSVF with 39 points, while Juncos (5-11) remains in last place with 15 points.

The eighth and penultimate week of the LVSF season begins this Wednesday with a single game, Corozal vs. Santurce at 8:12 p.m. at Roberto Clemente Coliseum in Hato Rey.

The Corozal offense was led by Jordan Iliff, who had 24 points (23 attacks and 1 block). She was followed by Sharlissa de Jesús with 15 points, Adriana Rodríguez with 13 and Ivania Ortiz with 11.

Kenyan Peter Njeru repeats as San Blas Half-Marathon winner

Kenyan Peter Njeru successfully defended his title at the 64th San Blas Half Marathon in Coamo on Sunday with a time of one hour, 3 minutes and 13 seconds (1:03:13), crossing the finish line over half a minute ahead of his closest challenger. In the women’s race, Werkuha Getachew of Ethiopia was the winner by a similar margin, with a time of 1:12:23.

Luis Miguel Masabanda Ojeda of Ecuador placed second in the men’s race with a time of 1:03:45. Reuben Keiro of Kenya was third in 1:04:17.

Everlyn Kemboi of the United States was the women’s runner-up, finishing in 1:12:56. Joyline Chemutai of Kenya placed third, in 1:15:14.

The top local finisher in the men’s division was David Ortiz Rodríguez of Coamo, who completed the 13.05-mile (21-kilometer) course in 1:18:36. On the women’s side, the top local finisher was Lizmarie Sánchez Centeno of Coamo with a time of 1:31:29.

A total of 4,251 runners finished the race.

In the wheelchair race, Bernardino Ruiz Dávila of Salinas was the overall winner with a time of 1:32:10, while Alba Rivera de Jesús of Bayamón was the top female finisher, in 2:33:45.
