As Legislature votes on relief checks, PDP presents tax proposal

As the island Legislature was expected to vote on a bill that would give taxpayer tax relief checks, the Popular Democratic Party (PDP) minority delegation in the Senate on Monday unveiled its third tax-reform proposal, calling for a 5% budget cut across most government agencies to deliver what it described as real relief for taxpayers.

The PDP plan would rely on the fiscal 2025-2026 budget, which totals $13.095 billion -- the largest in Puerto Rico’s history -- and includes a mechanism allowing the Treasury Department to withhold 5% of monthly budget allocations to most government entities during the first three quarters of the fiscal year.

Senate Minority Leader Luis Javier Hernández Ortiz said those withholdings could total roughly $654 million, excluding agencies not subject to the retention, such as those in the judicial branch. He added that the Office of Management and Budget’s (OMB) executive director would bear primary responsibility for the disbursements and the 5% withholding.

The announcement came as lawmakers prepared to advance a separate measure aimed at returning money directly to taxpayers. If developments proceed as legislative leaders have signaled, the joint resolution authorizing rebate checks for individual taxpayers earning up to $150,000 was expected to be sent to La Fortaleza for consideration by Gov. Jenniffer González Colón on Monday.

Senate President Thomas Rivera Schatz said Monday that once the House takes final action, the Senate would approve House Joint Resolution 278. He described the step as necessary to prompt conversations between the executive branch and the Financial Oversight and Management Board on whether the relief payments are fiscally viable.

During the press conference announcing the PDP’s alternative proposal, Hernández Ortiz and other senators sharply criticized the governor’s tax-reform plan, accusing the administration of misleading the public about its feasibility and about the governor’s interactions with the oversight board.

Hernández Ortiz said the administration identified only $193 million in revenue measures to support the governor’s plan, leaving a $370 million gap. He pointed out that the oversight board has pegged the total fiscal impact at $563 million.

“The governor lied when she presented this so-called tax reform,” he said.

Sen. Marially González Huertas said the delegation met Jan. 22 with oversight board executive director Robert Mujica, who confirmed that the “sun tax” was not requested by the board but originated with the González Colón administration. She said the PDP supports a “proper” tax reform that reduces the burden on working families but avoids new taxes.

While in Madrid for a tourism industry fair, the governor questioned with whom the PDP senators had met at the board and maintained that her tax reform would become a reality. The PDP lawmakers responded that the administration continued promoting the proposal despite knowing it lacked the board’s support.

PDP Sen. Ada Álvarez Conde said the oversight board’s Jan. 30 letter “put an end to the governor’s false promises,” noting that the board found the proposal violated the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, impacted the certified budget and lacked identified funding sources. She emphasized that the PDP had been the first to formally request information about the reform, beginning Jan. 15.

Sen. Josian Santiago Rivera noted that on Jan. 15 the PDP delegation asked the board to disclose documents, notes and analyses related to the administration’s proposal, including the controversial 11.5% tax on solar equipment -- dubbed the “sun tax.” Santiago argued that the governor’s bill did not eliminate any taxes and instead created new ones.

Regarding the administration’s proposed relief checks, Hernández Ortiz said the public should not be misled into thinking they represent a new benefit, noting similar programs have been implemented before.

“This isn’t a gift from the González administration -- it’s money that comes from taxpayers themselves,” he said. “While Jenniffer González and this administration sell false promises they know they cannot fulfill, our delegation presents concrete solutions for a real tax reform.”

He also urged the governor to return funds spent on advertising the proposal, saying officials “knew in advance” that the oversight board would reject it.

UPR Medical Sciences adds new testing to infants’ screening

The University of Puerto Rico’s Medical Sciences Campus (RCM-UPR by its initials in Spanish) announced that its Newborn Screening and Hereditary Diseases Program has added testing for X-linked adrenoleukodystrophy (X-ALD) to the panel of conditions screened in all infants born in Puerto Rico.

For nearly four decades, the program -- part of the RCM-UPR School of Medicine’s Department of Pediatrics -- has screened more than one million newborns. The test consists of a heel-stick blood sample taken at hospitals across the island to identify about 52 genetic disorders. Early detection can prevent severe health consequences, including intellectual disability and death.

Created under Law 84 of 1987, the screening program is a mandatory public health service provided to every baby born in Puerto Rico.

“Adrenoleukodystrophy (ALD) is a rare,

progressive genetic disorder that causes the accumulation of very long-chain fatty acids in the brain and adrenal glands,” said Dr. Sulay Rivera Sánchez, associate director of the program. “Because it is linked to the X chromosome, it primarily affects males. Symptoms of the childhood cerebral form usually appear around age four. What may begin as minor behavioral issues gradually progresses to blindness, deafness, seizures and loss of motor control. Our team works tirelessly to continue adding conditions that can be detected early, reducing morbidity and mortality among children with serious hereditary diseases.”

X-ALD results in October 2025. Early detection allows for timely intervention that can significantly improve quality of life. With the addition, Puerto Rico joins other U.S. jurisdictions that follow national recommendations for newborn screening standards.

X-ALD is estimated to occur in approximately one in every 15,000 births. The primary treatment is a bone marrow transplant performed before neurological symptoms begin.

Hospitals and health-care providers are responsible for educating families about newborn screening, collecting accurate samples, and ensuring that infants with abnormal results receive appropriate follow-up, confirmatory testing and treatment.

“As a pediatrician, neonatal screening is essential for the Medical Sciences Campus and for Puerto Rico,” she said.

She credited the late Dr. Pedro Santiago Borrero -- pediatric hematologist, professor, and founder of the program more than 38 years ago -- for making neonatal screening mandatory on the island.

“The program has evolved over the years, and the laboratory is accredited by the Department of Health and the Clinical Laboratory Improvement Amendments (CLIA),” Quiñones Feliciano said. “We will continue working diligently to protect the health of our people, especially our infants.”

The program currently screens for conditions including sickle cell disease and other hemoglobinopathies, primary hypothyroidism, galactosemia and other secondary conditions.

Dignity Project meets in preparation for next election cycle

The Dignity Project (Proyecto Dignidad) held a working meeting with its district leaders over the weekend as part of its ongoing process of organizational strengthening and internal reorganization in preparation for the 2028 election cycle.

The meeting featured a community economic development workshop led by economist Fernando Viñas, who provided strategic tools for economic analysis and development from a community perspective, as part of the growth and training of the party’s leadership.

Participants said the meeting strength-

ened the organization, allowed for the alignment of efforts, and fostered the continued development of solid leadership committed to the vision and principles that distinguish the conservative political party. A new threemonth work plan was also presented and discussed as an integral part of the ongoing reorganization process at both the structural

Gov’t extends rum cover‑ over to 9 smaller producers

Gov. Jenniffer González Colón announced on Monday the signing of agreements that will allow nine small and midsize rum producers to access the federal Rum Tax Cover-Over program, expanding benefits previously limited to large manufacturers.

Economic Development and Commerce Department (DDEC by its acronym in Spanish) Secretary Sebastián Negrón Reichard, Puerto Rico Federal Affairs Administration Executive Director Gabriella Boffelli and Rones de Puerto Rico Program Director Carlos Herrero joined the governor for the announcement.

The move marks the first time in over 15 years that new producers have been added to the incentive program, which reinvests federal excise tax revenue collected on Puerto Rico‑made rum sold in the United States. Officials said the expansion corrects a longstanding exclusion and strengthens the island’s rum sector by broadening its production and export base.

“The Rum Tax Cover Over is a tool that allows Puerto Rico to reinvest the revenue generated by our own rum in the United States,” González Colón said. “We are ensuring that this mechanism is available not only to large producers but also to small

distillers that for years have not benefited and are ready to grow, export and compete.”

The federal excise tax transfer rose from $10.50 to $13.25 per proof gallon in January 2026. Annual rum cover‑over revenues, currently around $400 million, are expected to approach $500 million. Puerto Rico’s rum industry supports roughly 800 jobs and produced 31.6 million gallons in 2025.

rum brands across multiple categories and styles. Participating distillers include Destilería Coquí Inc., Caray LLC, Artesano Rum Corp., Laboratorio Clandestino Viequense Inc., Rincón Rum Inc., Rones Superiores de Puerto Rico & Compañía Inc., Sabor Boricua LLC, San Juan Artisan Distillers LLC and Trigo Corp.

“Our island is known internationally as the Rum Capital, producing nearly 70% of the rum sold in the United States,” Negrón Reichard said.

The DDEC secretary noted that small producers often face higher costs and barriers to international expansion.

“These agreements allow us to use an existing federal revenue source to support their entry into other markets,” he added.

Negrón Reichard said the industry recorded a net increase of about 800,000 gallons sold in 2025 compared with the previous year, reinforcing a trend of sustained growth.

The newly added producers will begin expanding into the U.S. market with initial

placement in retail locations across eight Florida cities, one of the largest markets for Puerto Rican products. Distilleries from several regions of the island -- including Mayagüez and Vieques will benefit.

Herrero said the selection process focused on identifying distilleries with production capacity and a diverse portfolio to ensure Puerto Rican rum can occupy more shelf and bar segments.

“Aligning production with demand is key so emerging brands can sustain themselves outside Puerto Rico,” he said.

Under the agreements, funds may be used only for U.S. sales‑related activities including production, marketing, purchase of inputs and distribution expansion. The incentive is tied to commercial performance and is not a guaranteed subsidy.

The signing took place at La Casita de Rones, a promotional venue for Puerto Rican rum. Signatories included representatives from each distillery along with Negrón Reichard, Treasury Secretary Ángel Pantoja Rodríguez, Agriculture Secretary Irving Rodríguez Torres and other government officials.

The measure is part of a restructuring of the Rones de Puerto Rico Program launched in 2025, aimed at measurable commercial outcomes, expanded market reach and increased economic returns for the island.

Fruit grower’s ethics complaint alleges Molina Pérez misused legislative process

The agroindustrial company Tropical Fruit LLC, which employs some 200 workers, filed an ethics complaint Monday against Sen. Eliezer Molina Pérez alleging a sustained pattern of abuse of power, discrimination, incitement to violence and misuse of the legislative process.

The complaint also requests that the case be referred to the Office of the Special Independent Prosecutor Panel (OPFEI by its initials in Spanish) and the Department of Justice.

According to the filing, the conduct described could constitute ethical violations as well as potential criminal and civil rights offenses under both state and federal law. Contacted by the STAR, Tropical Fruit referred all comments to attorney Carlos Sagardia, who confirmed the information.

Tropical Fruit, which has operated a privately owned agricultural farm in Guayanilla for more than four decades, claims that

Molina used his public office to orchestrate a campaign of public, media and legislative harassment against the company. The firm argues that the senator’s actions were not tied to any legitimate legislative purpose but were instead designed to punish the business and force its operational collapse.

Among the most serious allegations, the complaint asserts that Molina participated in -- and encouraged -- the illegal removal of a private gate and unauthorized entry by third parties into the property last July. Tropical Fruit contends that the incident compromised employee safety, damaged agricultural infrastructure and disrupted the company’s export operations, prompting it to bolster private security for months.

The document further accuses the senator of disseminating false claims that a public road runs through the farm. According to Tropical Fruit, certifications from the Puerto Rico Highways and Transportation Authority, the Department of Transportation and Public

Works, and previous court rulings have all affirmed the private nature of the access road in question.

The complaint also highlights multiple public statements attributed to Molina on social media and in public forums that the company characterizes as hate speech and antisemitic rhetoric. These include comparisons of the farm to the “Gaza Strip” and references to the owners’ national origin and religion. Tropical Fruit alleges that such comments encouraged third parties to engage in actions targeting the private property.

As part of what the company describes as a retaliatory pattern, Tropical Fruit argues that Molina promoted Senate Bill 686 and took an active role in Senate Resolution 258, both of which sought to designate the farm as a natural reserve -- a move the company equates to a de facto expropriation without compensation or due process.

The document also raises concerns about the conduct of a legislative site visit in Decem-

ber 2025, alleging a lack of impartiality, the deliberate exclusion of the company, and the use of the process to produce media content rather than conduct an objective investigation under Senate rules.

The Senate Ethics Commission did not answer requests for comment.

Fear and anger grow as thousands remain without power in the South

The flurries, for a brief time, fell again Sunday.

The snow landed on piles of jagged branches and sawed stumps, tangled power lines and the tens of thousands of people who have now gone a week without electricity or heat after a widespread ice storm knocked out power lines across the region.

By Sunday, the weeklong paralysis from the storm across Tennessee, Mississippi and Louisiana had given way to weariness, anger and fear about how much longer thousands would be struggling to stay warm and fed without power. At least three dozen people have died across the three states in connection with the storm, officials have said.

Hurricanes and tornadoes, particularly in the South, often cause prolonged power outages, and residents are accustomed to going days without electricity. But it is rare to experience a loss of power during a sustained stretch of ice and freezing temperatures, with cold so fierce that it has left hundreds of workers struggling to navigate icy roads as they try to fix the electrical system.

Anger was continuing to boil over toward the leadership of the Nashville Electric Service in Tennessee. The utility has struggled for days not only to restore power across the city and surrounding county, but also to accurately communicate to customers the scope of the repairs and the timeline needed to complete them.

Nashville accounts for a majority of the power outages in Tennessee, with about 33,000 customers still without power as of early Sunday afternoon. On Saturday, the agency acknowledged that it may take at least another week for some neighborhoods to return to full power, with at least one ZIP code predicted not to see full service restored until Feb. 11.

“Nashvillians are justifiably angry,” Mayor Freddie O’Connell of Nashville, a Democrat, said in a statement. “It is critical to the life, safety and well-being of our residents that NES use every tool at their disposal to increase the pace, improve communication and get Nashvillians’ power back on.”

At grocery stores and restaurants, as residents tried to replace spoiled groceries or secure a hot meal, strangers asked one another about how they were faring and if they needed help. Organizations, community groups and neighbors were spending another weekend trying to feed and house the most vulnerable across the region. Friends were opening their basements and spare rooms, while some families

decamped for homes out of state.

“Everyone has been touched by this,” said Terry Vo, a Nashville City Council member who lost power for four days and spent Sunday coordinating the distribution of free tacos in her district. “Everyone has felt what it is like to be without, and have no control.”

“A lot of people are on their wit’s end,” she added.

Even among those who had power restored, there were still scars from the days of uncertainty.

“We’ve just never been out completely,” said Monique Turner, 44, wiping away tears as she spoke about trying to keep her family together as they bounced from house to house to avoid the cold. She added that she remained frustrated and tired, especially when confronted with how to replace the loss of hundreds of dollars of food in her home.

There were also fears that the prolonged cold would continue to affect the state’s most vulnerable residents. Dozens of cases of carbon monoxide poisoning have been

reported to the Tennessee Poison Center hotline as some residents turn to alternative power sources like generators. And for residents who may have to bear the brunt of repairing home electric meters or damaged cars and property, the expenses are mounting.

In northeast Louisiana, where poverty rates are already higher than the rest of the state, applications for assistance have grown to more than 7,100 in a span of 24 hours, the United Way of Northeast Louisiana said.

“It’s just the beginning for some people — they’re already in the hole,” Kim Lowery, president and CEO of the United Way of Northeast Louisiana, said in an interview. “They’re behind on the rent. They’re behind on the utilities. They have to replace all the food they lost.”

“It hurts my heart so much what we’re seeing,” Lowery added. Her daughter, son-inlaw and two grandchildren were on their eighth day without power and were now staying in Lowery’s home, she said.

Mississippi Gov. Tate Reeves, a Republican, said he had extended the deployment of nearly 700 National Guard troops for another week, and that 1,200 residents were in nearly 90 warming shelters and centers across the state.

Tennessee Gov. Bill Lee, a Republican, asked President Donald Trump to approve an expedited disaster declaration for the state to unlock additional federal aid. He is among lawmakers in Tennessee who voiced frustration with the Nashville Electric Service for its response to the storm, which the service said was the largest outage in its history.

“It has been a devastating week,” Teresa Broyles-Aplin, president and CEO of the Nashville Electric Service, said in a video shared on social media. She added, “We will not stop until we have restored power to every customer.”

O’Connell, who initially shied away from criticizing the agency in the early days of the response, Saturday called the time frame “unacceptable” and demanded a meeting Sunday with leaders.

Sen. Marsha Blackburn, R-Tenn., was more blunt in her statement: “Whoever is responsible for this breakdown should be fired.”

The boy and his father were released from the immigration detention center where they were being held in Dilley, Texas, after a federal judge demanded they be set free in a fiery opinion Saturday that condemned the government for pursuing daily deportation quotas “even

if it requires traumatizing children.” Included in the judge’s opinion was the now-famous photo of Liam being detained, which sparked outrage in the Twin Cities and across the country.

The district where Liam is a student, Columbia Heights Public Schools, said that his release was an “important development, and we hope it will lead to positive developments for other families as well, including our other four students who are being held at the Dilley facility in Texas.”

“We want all children to be released from detention centers and hope for the reunification of families who have been unjustly separated,” the district said.

Rep. Joaquin Castro, D-Texas, said in a post on social media that he had picked up Liam and his father, Adrian Conejo Arias, from the Dilley detention center on Saturday night and escorted them to Minnesota on Sunday morning. He shared photos of the two on social media, including one showing Liam at the airport clutching what appeared to be a Pikachu toy and wearing a Pikachu backpack.

Castro was part of a delegation of Democratic lawmakers who visited Liam and his father at the detention center last week, where he said Liam’s father had reported that the child was “very depressed” and hadn’t been eating well since they were detained in January.

School district officials said that Liam and his father had just arrived home on Jan. 22 when federal agents detained them and tried to use Liam as “bait” to lure other family members out of the house. Someone in the family home, as well as a school official, had unsuccessfully pleaded with agents to keep the child, but he was taken along with his father, the school officials said.

Officials from the Department of Homeland Security have contested this account, saying that agents were only targeting Liam’s father and that he fled, leaving Liam behind. Federal officials have claimed that Conejo Arias, who is from Ecuador, entered the country illegally in December 2024. Lawyers for the family have said they entered legally and that they have an active asylum case.

The detention of children is increasingly common under the Trump administration’s aggressive immigration crackdown. At least 3,800 children, including 20 infants, were booked into ICE custody from January to mid-October 2025, an analysis by The Marshall Project found. That figure only includes children in the custody of ICE, not other federal agencies.

Among children in federal custody are at least two other students from Liam’s school, Valley View Elementary in Columbia Heights, Minnesota, according to the school’s principal, Jason Kuhlman. He said he brought the two children, a second grader and a fifth grader, to federal custody at the request of their mother, who was detained after leaving an immigration hearing. Twenty-five families at the school have had a parent or caregiver detained during recent immigration sweeps in the Twin Cities, he said.

Should Iran’s executioners go unpunished?

To put into perspective the scale of the Iranian regime’s massacre this month of its own people, it’s worth recalling that more than 1,200 Israelis and foreign nationals were murdered in the Hamas-led attack on Oct. 7, 2023, while just under 3,000 people perished in the attacks of Sept. 11, 2001. The Battle of Antietam, the single bloodiest day in American military history, claimed some 3,600 lives, Union and Confederate alike.

A U.S.-based Iranian human rights group says it has verified the killing of more than 5,500 protesters and is still reviewing 17,000 additional cases. Many thousands more were injured, and independent reports indicate that tens of thousands of Iranians have been arrested or arbitrarily detained. An Iranian doctor in the city of Isfahan told The New York Times that they had seen “young people whose brains were smashed with live bullets, and a mom who was shot in the neck, her two small children were crying in the car, a child whose bladder, hip and rectum was crushed with a bullet.”

That’s just one eyewitness report among many. Meanwhile, the head of Iran’s judiciary promises punishment “without the slightest leniency.” His name is Gholam-Hossein Mohseni-Ejei. Will the world let him get his way?

That’s the question that, at this writing, confronts the Trump administration. Not the United Nations Security Council, where Iran can rely on diplomatic cover from its close friends in Moscow and Beijing. Not the European Union, which has

condemned and sanctioned Iran, but lacks any additional means to punish it. Not Arab leaders, who would prefer a weakened Iran that brutalizes its own people to a broken Iran that exports instability — or a liberated Iran that inspires emulation.

And not the campus activists and global do-gooders who care so deeply about Palestinian lives but not about Iranian ones.

So it’s left to the United States to impose meaningful consequences on the Iranian regime for one of the worst atrocities of this century. Donald Trump told Axios on Monday that the Iranians “want to make a deal” that would forestall a military strike. Yet Tehran shows no sign of agreeing to the United States’ core demands that it ban all independent uranium enrichment, end its support for Hezbollah and other proxies, and put caps on its long-range missile program.

Iran could always become more pliant, if only to play for time. But the odds are growing that the president will order some sort of attack once sufficient U.S. forces are in the region, which could happen as early as this week. That, in turn, makes it more likely that Israel will become involved — either because it will respond to Iranian retaliatory missile strikes or because it will seek to preempt them by hitting first. Whichever way, this will not be a Venezuela-style sub-three-hour war.

Is the military option wise? The argument against it is that it’s unlikely to achieve much.

Iran’s traumatized protesters might have been energized by a U.S. attack when they were still in the street; they would probably be unwilling to risk their necks again. The regime has surely learned the lesson of Israel’s successful strikes last June against its top commanders and is hiding its leaders much more effectively. Last year’s Israeli strikes on Iran’s ballistic missile sites did not keep Iran from restarting production lines once the war had ended. And a U.S. attack, even one that carefully spares civilians, will also reinforce the regime’s propaganda about perfidious Uncle Sam.

Weighed against all this is a different set of risks: of the example of a U.S. president who urged protesters to go in the streets and said help was on the way only to betray them through inaction; of missing the opportunity to cripple an enemy when it is vulnerable, uncertain and — despite its show of force — internally divided; of giving it time to recover its strength, knowing that when it does it will again pose a clear and present danger to the United States and our allies.

And something else: Do we really want to live in a world in which people like Mohseni-Ejei, the judicial leader, can terrorize people with utter impunity? Have decades of vowing “Never again” — this Tuesday marks

the anniversary of the liberation of Auschwitz — taught us nothing more than to offer pro forma condemnations when thousands of protesters are gunned down by modern-day Einsatzgruppen?

I know that, for now, thoughtful Americans are much more alarmed by the thuggish killing in Minneapolis on Saturday of Alex Pretti and by the smears to which he’s been posthumously subjected by senior members of the administration. I also know that the president who is so grotesquely at fault for inflaming the situation in Minnesota makes an unlikely champion of protesters in Iran.

But if Pretti’s death is a tragedy, what do we say or do in the face of the murder of thousands of Iranians? Are they, as Stalin might have said, just another statistic?

Kendrick Lamar and Bad Bunny were the top winners at the 68th annual Grammy Awards on Sunday, in a night of musical milestones and sharp commentary from stars opposing the Trump administration’s immigration crackdown.

Bad Bunny, who dominates streaming and is set to perform at the Super Bowl halftime show next Sunday, took album of the year for “Debí Tirar Más Fotos,” which mingles traditional sounds from his native Puerto Rico with booming electronic beats. It was the first time a Spanish-language album had won the Grammys’ most prestigious prize.

And Lamar took home five trophies, more than any other artist. His victories included for record of the year (“Luther”) and best rap album (“GNX”), and they strengthened his position as the hip-hop laureate: With 27 lifetime wins, he is now the Grammys’ winningest rapper.

The night was marked by explicit political statements, and many artists — including Billie Eilish, Carole King and Justin Bieber — wore pins reading “ICE OUT.” When Bad Bunny accepted the prize for best música urbána album early in the ceremony, he gave voice to the sense of protest that bubbled throughout the evening.

“Before I say thanks to God, I’m going to say ICE out,” he said, to a roar of approval from the celebrities gathered at the Crypto.com Arena in Los Angeles. “We’re not savage, we’re not animals, we’re not aliens. We are humans, and we are Americans.”

Eilish, in accepting a trophy for song of the year for “Wildflower,” said, “No one is illegal on stolen land.” She added, “We need to keep fighting and speaking up and protesting.”

And Olivia Dean, a young British singer, accepted the award for best new artist by saying she was “up here as a granddaughter of an immigrant.”

Those messages were threaded through a show that was packed with eye-catching performances and breakout moments for winning artists.

S AN JUAN – Una consulta realizada entre profesionales de la economía reveló el lunes amplio consenso en que el Proyecto del Senado 912 carece del análisis fiscal necesario y no constituye la reforma estructural que el país requiere, aun cuando la mayoría reconoce la urgencia de modificar el sistema contributivo.

Los resultados reflejan que el 89.2 por ciento de los participantes considera que el Gobierno no ha provisto información suficiente sobre el impacto fiscal del proyecto, mientras que el 83.8 por ciento opina que reducir tasas contributivas exige mejorar la eficiencia administrativa del Gobierno para sostener cualquier cambio. La encuesta, que recopiló la opinión de 37 economistas, mostró escepticismo sobre el desarrollo económico que pudiera generar el proyecto. Solo el 21.6 por ciento entiende que una reducción en tasas contributivas produciría crecimiento en la mayoría de los escenarios plausibles, aunque el 64.9 por ciento reconoce que podría tener un efecto positivo en la creación y retención de empleos. SAN JUAN – El Departamento de Agricultura otorgó un bono a los obreros agrícolas que participaron en la recolección de café arábigo maduro durante la pasada cosecha, como parte de las iniciativas para apoyar la industria cafetalera y reconocer la labor de estos trabajadores, informó el lunes, el secretario de Agricultura, Irving Rodríguez Torres.

“El trabajo de nuestros recogedores de café es vital para mantener activa esta industria tan emblemática y necesaria. Este bono es un reconocimiento a ese esfuerzo diario, muchas veces en condiciones retantes”, dijo Rodríguez Torres en declaraciones escritas.

Desarticulan organización criminal en Aguadilla durante operación antidrogas

S AN JUAN – El superintendente de la Policía, Joseph González Falcón, informó el lunes que la Operación Tráfico Clandestino, dirigida por el Negociado de Drogas, Narcóticos, Control del Vicio y Armas Ilegales, logró la desarticulación de una organización criminal que operaba en el Residencial Las Muñecas en Aguadilla y que extendía sus actividades a los municipios de Isabela y Aguada.

“Esta intervención representa un golpe directo al crimen organizado en el área oeste y reafirma nuestro compromiso de desarticular estructuras criminales que afectan la seguridad y la paz de nuestras comunidades”, dijo González Falcón en declaraciones escritas.

Como resultado de la operación se diligenciaron diez órdenes de arresto contra adultos y dos órdenes de aprehensión contra menores, se documentaron veintisiete transacciones de narcóticos

y se arrestó a seis personas con récord criminal previo. La organización estaba liderada por Wesley Yomar Ortiz Soto y su principal corredor y gatillero fue identificado como Jesús Román Marrero.

El operativo también tuvo consecuencias adicionales mediante intervenciones tipo Buy Bust, que resultaron en el arresto de Christopher Ríos Rodríguez, Robert Wilson, Ángel Richard León, Gyancel Yamil Padilla Padín y un menor de diecisiete años, según informó la Policía.

The House of Representatives took up legislation to lift a partial government shutdown entered on Saturday, with a final vote expected on Tuesday.

The Bureau of Labor Statistics said the closely watched employment report for January would not be released on Friday due to the partial shutdown.

Advancing issues outnumbered falling ones within the S&P 500 by a 1.3-to-one ratio.

The S&P 500 posted 28 new highs and 8 new lows; the Nasdaq recorded 139 new highs and 186 new lows.

He can’t stop needling Trump, even days before a White House meeting

As he prepared for his first face-to-face visit with President Donald Trump, President Gustavo Petro of Colombia had been on his best behavior, focused mainly on combating groups involved in the drug trade — Trump’s stated priority for leaders across Latin America.

But just days before Tuesday’s meeting, he appeared to lapse into an old habit: lobbing verbal mortars at Trump.

In public remarks last week, Petro, an avowed leftist, spoke of “genocide in Gaza,” criticized the mistreatment of migrants in the United States and said that Venezuela’s president, Nicolás Maduro, had been “kidnapped” by the United States and should be returned to Venezuela to stand trial.

The comments alarmed his advisers as well as experts, heightening fears that the visit could go less smoothly than Petro’s recent, nearly hourlong call with Trump did. That could have long-lasting ramifications in a region already reeling from Maduro’s capture.

The meeting between the two leaders — arranged after Trump threatened Petro with military action — is meant to deescalate tensions, diplomats said. It is also meant to address topics such as “the fight against transnational organized crime, especially on the border,” according to Colombia’s foreign ministry.

But that plan could easily veer off course given that both presidents share a common trait: a willingness to speak their minds no matter the consequences.

“In a word, they’re unpredictable,” said Julio Londoño Paredes, a retired Colombian army lieutenant colonel, diplomat and former foreign minister who is part of a group of foreign policy advisers who met with Petro to prepare for the visit.

The two men have said little about their meeting, though on Sunday, before departing for the United States, Petro called for Colombians to take to the streets on the day he meets with Trump. Colombia’s government did not respond to questions for this article, but both Colombian and U.S. officials said the meeting was expected to be private.

The United States and Colombia have been staunch allies for decades and have much to gain from cooperating as U.S. officials try to stabilize Venezuela, Colombia’s neighbor, experts say. Yet Trump has been known to ambush leaders in the Oval Office, and Petro has been known to provoke — and to be easily provoked.

“My concern is that he could be triggered,” Gimena Sánchez, a Colombia specialist at the Washington Office on Latin America, said of Petro. “When he gets triggered he has no filter. He’s capable of saying anything.”

The question is not whether Petro is going to change his “style,” said Juan Carlos Flórez, a Colombian historian and politician, but rather, “is he prepared for that sort of ambush?”

Petro and Trump also have nearly opposing views on the U.S. role in Latin America. Trump wants the United States to exert dominance over the entire Western Hemisphere, while Petro spent some of his formative years as a member of an anti-imperialist urban guerrilla group.

The Colombian leader is nearing the end of his four-year tenure and is limited to one term with elections scheduled for May. Polls suggest a fairly close race between an ally of Petro and a conservative candidate, but with the race still months away, it remains unclear who might gain the upper hand. Some experts also wonder if anti-Petro Republicans in Washington will try to influence the outcome and if Trump will endorse a candidate, as he has elsewhere in Latin America.

Adding to the uncertainty over their meeting, Petro does not speak English, which experts say puts him at a disadvantage with Trump. He also tends to disdain the pomp that Trump relishes, preferring guayaberas and traditional Colombian woolen “mochila” bags to suits and briefcases.

Colombia’s ambassador to the United States, Daniel García-Peña, is charged with crucial details of the visit, including securing Petro’s gift to give to Trump and his punctual arrival, Londoño said. Petro is often hours late, even to important occasions.

Petro’s advisers have tried to instill the importance of “prudence,” Londoño said, adding that Petro had been advised to avoid subjects that could “derail” the conversation. The president is fond of extemporizing on human rights and clean energy, far from Trump’s favorite topics.

Petro has in the past accused Trump himself of committing abuses. In an interview last month with The New York Times, he called U.S. immigration authorities “fascist,” and, asked if he had been told to avoid inflammatory language at the White House, he said, “I have to say what I think.”

Petro’s main interest as president is being seen as an international champion for progressive causes, said Alejandro Gaviria, who served as a minister in Petro’s government and wrote a book about him.

“That’s been his great ambition,” he said. “More than governing Colombia — it’s to be someone whose opinions carry weight on the global stage.”

At the White House, Petro might be torn between that ambition and the need to show restraint to keep himself, and Colombia, out of Trump’s sights. (Trump has accused Petro, among other things, of being a drug trafficker, which experts describe as a baseless claim).

“We will get to see whether he behaves like a president, or an activist,” said María Jimena Duzán, a prominent Colombian investigative journalist.

Juan Gabriel Tokatlian, an international relations expert who specializes in Colombia, said it would be a mistake for Petro to broach any personal matters.

Instead, he said, Petro should focus on how the two countries can work together. Colombia is not a “frontline state” in the fight against fentanyl, like Mexico, Tokatlian said. (Colombia is not known to produce fentanyl).

But Colombia does share a roughly 1,375-mile border with Venezuela, and armed groups like the Colombian-born National Liberation Army, or ELN, move cocaine from Colombia across the border toward Venezuela’s Caribbean ports, he said.

The Trump administration needs Petro’s help to curb that traffic.

Petro, for his part, needs the United States to ensure that Venezuela’s transition from Maduro does not devolve into political infighting or unrest.

“An out-of-control situation in Venezuela would severely affect Colombia — in terms of migrants, trade relations and armed actors,” Tokatlian said. “So Petro could do well to transmit that he is someone willing to help contribute to that stabilization.”

Costa Rica elects right-wing candidate amid fears over crime

Laura Fernández, a candidate handpicked by the departing president as his successor, won Costa Rica’s presidential election on Sunday after running on a tough-on-crime platform, according to a preliminary count of the votes.

The 39-year-old political scientist is the second woman to become president in Costa Rica.

Fernández, capitalizing on President Rodrigo Chaves’ popularity, reached the threshold needed to win in the first round of voting, a feat no presidential candidate had achieved in more than a decade.

Early results showed she received nearly 50% of the votes, while her closest opponents, a technocrat and a former first lady, trailed significantly at 33% and about 5%, respectively. As of Sunday evening local time, about 85% of the country’s ballots had been processed.

The country’s electoral authority found last year that Chaves had used his power in office to campaign for Fernández, a tactic banned by the Constitution. He was ineligible to seek a consecutive term but is considered likely to receive a chief position in the new Cabinet.

“From day one, you trusted me, you believed in me, and you knew how to value my own merits and give me the confidence to be the president-elect of Costa Rica today,” Fernández, a former official of the Chaves administration, told her mentor in a televised video call after the preliminary results were announced. “Your work, your legacy for the benefit of this blessed people, is in good hands.”

With her victory, Chaves’ populist movement, which has moved to dismantle many of the country’s institutions — including by overhauling the Supreme Court and obstructing the work of watchdog agencies — will remain in power for at least four more years.

Chaves, who gained a reputation as a maverick outsider with an irreverent style who likes to humiliate his critics, made a public appearance at a polling place Sunday in San José, the capital. A crowd in white and turquoise, the colors of Fernández’s party, surrounded him, applauding and chanting.

“Thank you, Chaves!” they said. “You are not alone!”

The president blew his supporters kisses, then turned toward a group of voters shouting slogans against him and began mocking them sticking out his tongue and making other derisive faces. Fernández’s rise is in keeping with a growing trend across Latin America as security becomes a top concern for voters and candidates promise iron-fisted measures to combat crime.

Once the most peaceful nation in Central America, Costa Rica is now reckoning with an escalation of violence fueled by transnational drug trafficking. Since 2023, the country has recorded nearly 900 homicides every year, figures that are about 50% higher than before Chaves took office in 2022.

The situation has instilled a kind of fear that many Costa Ricans say they have rarely experienced before.

“My house has bells everywhere,” said Stephanny Bejarano, 39, a preschool teacher in Cartago province, a once-peaceful area near San José. “We had to put up fences all around it. I’m lying down at night and you can hear the gunshots.”

“Four years ago,” she said, “that didn’t happen.”

Fernández’s tough-on-crime campaign notwithstanding, Bejarano voted for Álvaro Ramos, an economist and technocrat, citing a spike in violence under the Chaves administration.

She criticized the government for ordering the withdrawal of police units from the border with Nicaragua and closing strategic coast guard stations in the Pacific. Chaves defended those moves as strategic reorganizations designed to make security forces more efficient.

During the campaign, Fernández played down concerns about killings while retaining some of Chaves’ proposals to combat crime.

Some of those measures were inspired by President Nayib Bukele of El Salvador, who has cracked down on gangs in his country. Homicides have plunged in El Salvador, but at a cost, with documented human rights abuses on the rise.

Fernández’s agenda includes imposing states of emergency in high-crime districts that would allow for constitutional guarantees to be suspended. Similar measures in El Salvador have led to a widespread pattern of arbitrary detentions

and forced disappearances, according to human rights groups.

In Costa Rica, one Fernández supporter, Marianela Moreno, 76, defended the state-ofemergency approach. “It’s the only way to get into the houses or hide-outs where the criminals are,” she said.

Moreno said Chaves “has had a lot of difficulty taking a hard line” on security issues because his allies in Congress do not have a majority. Some of his proposals, like a plan to tighten pretrial detention for repeat offenders, were rejected as unconstitutional.

“The system is not working, and we feel that President Chaves’ intentions and continuity are very good,” said Moreno’s son, Joaquín Solera, 39. “But they have not been able to fulfill everything they promised because the judiciary and the legislature have not supported them.”

Fernández has also vowed to expand the use of cargo scanners at ports and airports, broaden cooperation with the U.S. Drug Enforcement Administration and strengthen alliances with Interpol and European law enforcement. She says her government will enforce “strict control” over the chemical precursors used in the production of fentanyl.

Fernández has also pledged to complete a so-called megaprison, first commissioned by Chaves, that is designed to hold more than 5,000 inmates and keep crime leaders isolated.

Bukele, El Salvador’s president and a close ally of the Trump administration, was in Costa Rica in mid-January to inaugurate the prison, called the Center for High Containment of Organized Crime. El Salvador’s giant CECOT prison is a model for the one being built in Costa Rica.

Beyond security, Fernández has leaned into a deeply conservative platform.

She has pledged to double prison sentences for women who have abortions, to up to six years. And she has courted evangelical leaders, promising them a decisive role in selecting the heads of her education and health ministries.

“A shake-up was needed,” said Guillermo Rodríguez, 73, a retiree in San José who voted for Fernández, “some kind of radical change in the country in terms of the people who have been governing us.”

Fernández’s rhetoric, some borrowed from Chaves, has set off alarms among the opposition and international human rights groups. They warned that Fernández, like her mentor, would try to undermine the checks and balances that have cemented Costa Rica as the most stable democracy in the region for nearly 80 years.

Fernández asked voters to give her party, Pueblo Soberano, a supermajority in her nation’s Legislative Assembly that would allow her party to appoint a slate of loyalist magistrates and push

through constitutional amendments that would let presidents seek a consecutive term.

The final makeup of the legislature will become clear in the coming days as electoral officials continue counting votes.

On Sunday, some voters expressed unease over the prospect of a political movement holding so much power.

“The ideology that is dominating the elections right now scares me,” said Sofía Núñez, 19, a physics students who was voting for the first time. “I feel that it is dangerous for the country, for the democracy we have.” She gave her vote to Claudia Dobles, a former first lady with a progressive agenda.

Some of Fernández’s voters dismissed those concerns.

Three hours of free power and other ideas to lower utility bills

President Donald Trump and Democratic and Republican governors this month announced a plan to build power plants to lower electricity bills in 13 Eastern states and the District of Columbia.

Energy experts said that even if the plan works, the plants will take years to build. But they added that governors, state lawmakers and utility regulators could do a lot of things that could have a big impact on energy costs a lot sooner.

Electricity prices have soared recently because of fast rising demand for energy from residents, businesses and data centers used for artificial intelligence. The national average retail rate was 5% higher in November from a year ago, nearly double the overall inflation rate. The average household spent $178 a month for 1,000 kilowatt-hours of electricity, according to the Energy Information Administration.

Costs are expected to climb further because recent very cold weather and winter storms drove up the wholesale prices of electricity and natural gas — costs that utilities will pass on to residents in the coming months.

About 17% of Americans are behind on their electric bills, according to the National Energy Assistance Directors Association, which represents state officials who adminis-

ter the federal program that helps low-income families pay heating and cooling bills.

“The anger is growing,” said Mark Wolfe, executive director of the energy assistance directors organization. “You’re seeing much higher rates and they’re not coming down.”

But Wolfe and other energy experts said states can keep prices in check or even lower them.

Reduce or reform utility profits

Most U.S. electric utility companies are monopolies, and state governments have a lot of control over how much profit they earn. States typically allow utilities to return to investors about 10% to 12% of the money they invest in their electric systems.

Some energy experts believe this “rate of return” approach is flawed because it encourages utilities to spend excessive amounts on equipment and power lines. Consumer groups add that the rate of return should be lowered.

“Most shareholder-owned utilities in this country earn profits for their shareholders based on how much infrastructure that they build and how expensive that infrastructure is,” said Mark Dyson, a managing director at RMI, a nonprofit research organization formerly known as the Rocky Mountain Institute. “There’s a natural mismatch of incentives.”

Consumer Watchdog, a nonprofit that works on state policies, said utility returns have grown over the last 40 years to a level

that is more than twice the interest paid by the 10-year U.S. Treasury note, which is around 4% now.

Lowering utility returns to between 6.5% and 7.5%, Consumer Watchdog said, would still grant utilities significant profits while helping consumers. “There are easy fixes to save billions of dollars from utilities,” said Jamie Court, president of Consumer Watchdog, which is based in Los Angeles.

But utility executives said that such proposals would undermine a business model the industry has relied on for decades to secure the investment to maintain the grid.

“The winter storm is a timely reminder that the electric grid is America’s most important machine — and we have to make sure it works reliably every day for families, businesses and local communities,” Drew Maloney, president and CEO of the Edison Electric Institute. “The predictability and stability of financing are vitally important in all state regulatory environments to attract the capital needed to strengthen the grid and responsibly meet the growing demand for electricity.”

Give consumers rebates

Last year, California issued refunds averaging $198 to nearly 12 million residential utility customers.

Such credits are one of the fastest ways to help consumers, if “you want to go as quickly as possible,” said Wolfe, of the energy assistance directors’ group. “Give them a bill credit. You don’t have to give them to everybody.”

Since 2014, California’s Cap-and-Invest Program — which seeks to address climate change by imposing a fee on greenhouse gas emissions — has delivered $14.6 billion in rebates to residents. This year, California will provide $1.4 billion for electricity customers, $1 billion for natural gas customers, and $122 million for small businesses.

The refunds range from $35 to $259 on electric bills. California issued two last year, in April and October.

Offer free electricity when there is a surplus

Much of Australia produces so much electricity, primarily from solar panels, during the day that the country plans to just give it away to residents. Beginning in July, electricity customers in the states of New South Wales and South Australia and the region of South East Queensland will receive free power for three hours during the day. The government hopes to offer the same break to the rest of the

country by 2027.

The government and its supporters contend that this approach can help residents and the electricity system. People can shift energyintensive tasks like laundry or charging home batteries and electric cars to the designated three hours. And by giving away the electricity, power producers can avoid shutting down solar and wind farms or selling energy at a loss.

“That can be a way for people who are cost-conscious to save a little money,” said Leah Stokes, an associate professor of political science at the University of California, Santa Barbara, who specializes in energy and environmental policy.

Solar and wind producers in some parts of the United States also struggle with too much renewable energy during parts of the day. Some estimates indicate that about 10% of the solar energy produced across the country is not used, Stokes said.

Encourage home solar and batteries

Taking a cue from Germany, lawmakers in roughly half of U.S. states have introduced legislation to make it legal for Americans to use plug-in solar, also known as balcony solar.

These solar panels can be plugged into a normal wall socket and installed without an electrician or permission from local utilities. The systems are typically a lot cheaper than installing panels on rooftops, though they also generate less energy.

“It doesn’t matter if it’s portable and hanging off your balcony or bolted to your roof,” said Bernadette Del Chiaro, a senior vice president at the Environmental Working Group, “It’s generating electricity and cutting your utility bills.”

Solar panels, batteries and electric vehicles also can form what are known as virtual power plants, small systems linked together with software that can mimic large power plants.

Broader use of such systems can avoid the need for new power plants and lines while making the grid more resilient. Small systems also can be built a lot faster than natural gas and nuclear power plants.

States can encourage more solar and battery systems at homes and businesses by making it much easier for property owners and installers to obtain building permits and permission to connect to the grid, energy experts said.

However, the Trump administration has sought to stall renewable energy projects and increase the use of coal, natural gas and oil.

Castro’s walk-off single lifts Cangrejeros in Caribbean Series opener

Atwo-out, two-run single by Rubén Castro allowed the Cangrejeros of Puerto Rico to walk off in victory over the Tomateros of Mexico, 5-4, on Sunday at Pan American Stadium in Zapopan as the Caribbean Series got underway in the Mexican state of Jalisco.

“I wasn’t thinking too much [during my at-bat]. I just wanted to execute and make contact to help the team as much as I could,” Castro said at the post-game press conference. “At the beginning of the at-bat, I saw the speed of his fastball and I prepared for that pitch.”

Indeed, Castro waited and endured the jeers of the Mexican fans who were demanding a strikeout from their pitchers to secure the win. Before his at-bat, his teammates had done something typical of their game: taking advantage of the opportunities given to them by the opponent. The Cangrejeros (Crabbers) had runners on first and second base, thanks to a hit-by-pitch to Isán Díaz and a walk to Christian Vázquez. The situation led to pitcher Anthony Gose being replaced on the mound by Miguel Vázquez. The right-hander retired Andrew Velázquez with a ground ball that advanced the runners before Castro’s hit to left field on a full count gave Puerto Rico the victory.

“Games like this hurt. Especially in an event like this, which is very short,” Tomateros manager Lorenzo Bundy said. “We have to give credit to Puerto Rico’s pitching, which silenced our offense. Puerto Rico did what was

The Tomateros continued their attack against Wiles in the second inning, scoring two more runs on three hits, including a double, to make it 4-0. With no outs and with a runner on first base, Wiles was relieved by left-hander Jordan Morales, who closed out the inning without further damage.

From that point on, Cangrejeros manager Omar López delivered a consistent message in the dugout.

“[Winning] was our mission,” he said. “We’re going to hit and go down fighting.”

The bullpen heard the message and did their part. Left-hander Brady Tedesco pitched four solid innings, while Derek West, Roel Ramírez and Gabriel Rodríguez followed suit in the later innings.

Artesanos defeat Mulos in Double-A season opener

The Artesanos of Las Piedras defeated the Mulos of Juncos 9-2 on Sunday in the opening game of the 2026 Double-A Superior Baseball League season at Mariano “Niní” Meaux Stadium in Juncos.

The game marked the beginning of the 87th season of the league and was the only game scheduled for opening day. It also was the first matchup between the Artesanos and Mulos since the 2025 Eastern Section final series.

Las Piedras ace Adalberto Flores combined with Miguel Mejía to limit the reigning champions to just six hits.

Flores pitched 6.2 innings to earn the win, striking out eight, while allowing four hits and two runs. Mejía completed the game with two strikeouts and no runs allowed.

Las Piedras took control of the game in the fourth inning with a three-run rally. A

walk drawn by Erick Santiago with the bases loaded sent Francisco del Valle home for the first run. The Artesanos added two more runs when Juncos outfielder Luis Hernández mishandled a single by Víctor Torres.

Left-hander Luis Cintrón took the loss for the Mulos, after allowing four runs, two of them unearned, in 4.2 innings. The Juncos starter remains one win away from joining the career 60win club.

In the fifth inning, a wild pitch brought in the Artesanos’ fourth run, and in the seventh, a home run by del Valle produced the fifth run.

Juncos scored its two runs in the bottom of the seventh inning on a double by Misael González and a single by Carlos Beltrán. Las Piedras answered with four runs in the top of the eighth to seal the victory.
