Puerto Rico opens 2025 tax filing season with earlier start and expanded relief measures

Gov. Jenniffer González Co lón and Treasury Secretary Ángel L. Pantoja Rodríguez announced Monday that Puerto Rico has opened electronic filing for the 2025 individual income tax return, thereby launching the tax season earlier than last year.

González Colón urged taxpa yers to file by the April 15 deadline, noting that the Treasury Department will use information reported on returns to issue an additional relief payment without requiring any new forms. The governor recently signed Joint Resolution 06‑2026, allocating $554 million from the General Fund to provide the supplemental relief check to eligible taxpayers.

The government also increased the deduction for dependents 17 or younger from $2,500 to $5,000, re ducing taxable net income for qualifying families.

Pantoja Rodríguez said the extra relief payment is expected to benefit about 700,000 taxpayers. To qualify, individuals must have net taxable income of $150,000 or less, have resided in Puerto Rico for all of 2025, and file their return or extension on time. Taxpayers who opted for optional tax regimes or are subject to the alternative basic tax are not eligible.

As in prior years, taxpayers may file for free through the government’s SURI platform or through certified private pro viders, including Taxmania, ExpertTax, Planilla Plus, PRSoft and AimTributa, though private platforms may charge fees.

Beginning in March, the Treasury Department will open Centers for Electronic Return Preparation and Filing at Plaza Las Américas, Plaza del Caribe and Mayagüez Mall to assist salaried workers and pensioners. The agency will also deploy service fairs across municipalities in partners hip with lawmakers, mayors, nonprofits and professional organizations.

including various employer and finan cial forms.

The Earned Income Credit, known locally as the Crédito por Trabajo, is available again this year, with amounts varying by household configuration. Eligibility requirements are outlined in Internal Revenue Memo 22‑02.

Federal employees in Puerto Rico — both public and private sec tor — must include their W‑2 form as evidence when filing, regardless of whether they claim the Earned Income Credit.

Under Law 191‑2024, military retirees and veterans living in Puerto Rico receive a full exemption on inco me from military pensions and must present a DD214 or 1099R as evidence. For 2025, taxpayers may deduct up to $1,000 in contributions to edu cational accounts, up from $500. The maximum IRA contribution increases to $7,000 per taxpayer. Law 66‑2025 also extends the income‑tax exemption for residential rental income through Dec. 31, 2040, and maintains a capital‑gains exemption on the sale of a primary residence in Puerto Rico, provided the seller is not a beneficiary of Act 22‑2022.

The American Opportunity Credit remains available for certain higher‑education expenses, which can be claimed using Form 480.7G for local students or Form 1098‑T for those studying in the United States.

The Treasury Department will continue coordinating with the Internal Revenue Service on Child Tax Credit filings beginning in March, when its tax centers are open.

Taxpayers filing through SURI will receive a confir mation number once submission is complete. Those using certified tax preparers must authorize them to sign returns electronically using Form SC 2909.

Officials encouraged taxpayers to verify personal information, dependent data, and bank account details to avoid processing delays. Direct deposit remains the fastest method for receiving refunds or future relief payments.

The Treasury Department has already received more than 2.2 million W‑2 and informational statements and expects about 1.2 million returns this year. Taxpayers who file through SURI will again receive a pre‑populated return

Refunds for overpaid taxes may be deposited directly into a checking or savings account. Payments for tax ba lances may be made through SURI or via certified software providers using bank accounts, with the option to schedule payments no later than April 15.

Taxpayers needing more time to file may request an automatic extension through SURI using Form SC 2644, though the extension does not delay payment of taxes owed.

Information about the 2025 individual income tax return is available at www.hacienda.pr.gov under the “Pla nillas 2025” section.

Arecent opinion piece in The Hill called for renewed discussion in Washington over Puerto Rico’s political future, arguing that statehood has become a strategic imperative following last month’s dramatic U.S. operation to capture Venezuelan leader Nicolás Maduro. The commentary ties Puerto Rico’s long-standing U.S. ties to a broader reorientation of American policy in the Western Hemisphere.

The op-ed comes as regional governments continue grappling with the fallout of Maduro’s removal. Maduro was captured by U.S. forces on Jan. 3 during an overnight raid in Caracas and transported out of Venezuela, part of what the Trump administration described as an effort to dismantle criminal networks tied to narcotics trafficking and reassert regional stability. The capture triggered political upheaval in Venezuela, prompting a rapid internal restructuring of the ruling Chavista movement under interim President Delcy Rodríguez.

The op-ed argues that the operation not only ended Maduro’s rule but also signaled a new foreign-policy posture -- referred to by the author as the “Donroe Doctrine” -- intended to crack down on governments seen as enabling drug trafficking, migration pressures, or partnerships with foreign adversaries. According to the columnist, the shift requires reexamining U.S. alliances throughout Latin America and the Caribbean.

The piece asserts that Puerto Rico -- already a key military and logistical hub -- should play a central role in that strategy. The author cites the island’s historical military importance, including its role as a U.S. Navy center during

PDP lawmakers call for gov’t action on child abuse ‘social crisis’

Popular Democratic Party (PDP) Reps. Estrella Martínez Soto (District 27, Juana Díaz, Coamo, Santa Isabel and Aibonito) and Sol Higgins Cuadrado (District 35, Humacao, Naguabo and Las Piedras), along with PDP at-large Sen. Ada Álvarez Conde, called on Gov. Jenniffer González Colón and Family Secretary Suzanne Roig Fuertes on Monday to stop denying what the opposition lawmakers said is a social crisis of child abuse in Puerto Rico.

Álvarez Conde pointed out that “laws protecting minors exist, but minors, in particular, remain at risk.”

“During the last four-year term, former Governor Pierluisi approved Joint Resolution 1 of 2023, which addressed the child abuse crisis in Puerto Rico. However, despite the existence of the law, if it is not enforced, the result is what we see daily: cases of children severely abused, sexually exploited, and mistreated at all levels,” denounced the senator, who is also a chaplain.

Higgins Cuadrado, who chaired the House Health Committee during the previous four-year term, stated that just as with the executive order on the gender violence emergency, “this administration thrives on denial and tries to hide problems with sensationalism.”

“On that occasion, the resolution by former Popular Democratic Party senator and social worker Elizabeth Rosa Vélez ordered the Departments of Family, Education, and Health, the Mental Health and Addiction Administration, and the Puerto Rico Police Bureau to establish emergency plans, educational campaigns, and mechanisms for the prevention and follow-up of cases of child abuse and neglect,” Higgins Cuadrado said. “That wasn’t done. Now we are seeing this sad reality.”

Martínez Soto asserted that “with each case that comes to the attention of the Puerto Rican press, it is a reminder that the laws are being violated.”

“It is up to all of us as a country to provide the real, immediate, and constant protection that minors need,” she said. “But this administration has to do its part, and the numbers that Suzanne Roig presents [...] clash with those published by the Puerto Rico Institute of Statistics. Our call, as legislators, to Governor Jenniffer González Colón is for her to instruct her secretaries and agency heads to comply with the laws in the face of the social crisis we are all witnessing.”

During the press conference, it was also noted that Roig Fuertes recently reported that the agency is investigating some 5,800 referrals of child abuse cases. Of those, 5,000 allegedly correspond to accumulated delays from 2017 to 2025. “Some-

thing is amiss with the New Progressive Party governments and their handling of social issues,” Martínez Soto said. “We recall that when Yanitsia Irizarry was [family] secretary …, 42,000 reports of child abuse and sexual abuse were filed away.” Irizarry served as family secretary from 2009 to 2012, in the administration of then-Gov. Luis Fortuño.

Fuel barge runs aground after losing propulsion in rough seas

Castillo San Felipe del Morro in Old San Juan ran aground Monday afternoon after a line broke and the vessel lost propulsion amid strong waves, authorities confirmed.

According to information provided to Telenoticias, the barge became stranded when it lost maneuvering capability, allowing rough surf to push it toward the coastline.

The vessel had been en route from St. Thomas in the U.S. Virgin Is lands, and officials said no spills had been reported as of midafternoon. The president of the company that

owns the barge, Harbor Bunkering, said the vessel was empty at the time of the accident.

Units from the U.S. Coast Guard were dispatched to the area to assess the situation and evaluate the barge’s condition, and authorities continued to monitor the coastline as a precautionary measure.

Word that the barge was empty came as welcome news given that Puerto Rico has dealt with signifi cant barge groundings in the past, the most notable being the Morris J. Berman oil spill on Jan. 7, 1994. In that incident, the 302‑foot barge broke free from its tow line and drifted aground on a coral reef off Punta Escambrón, near San Juan.

The grounding ruptured several holding tanks and released some 750,000–800,000 gallons of heavy fuel oil, creating one of the most damaging environmental disasters in the island’s history.

The spill contaminated more than 100 miles of shoreline, affect ing beaches, reefs, seagrass beds, and historic areas, including sec tions near Old San Juan. Severe surf worsened the damage as the strand ed barge was repeatedly struck by waves. Cleanup and restoration efforts extended for years, and the case resulted in major fines and long term environmental recovery projects overseen by federal and local agencies.

Office of the Women’s Advocate launches campaign against dating violence

The Office of the Women’s Advocate (OPM by its initials in Spanish) launched the educational campaign “That’s not LOVE #StopIt,” on Monday, aimed at raising awareness and preventing dating violence among young couples, with an em phasis on identifying controlling behaviors that are often normalized as expressions of affection.

“We must emphasize that jealousy is not a measure of the intensity of love, but a sign of insecurity and possessiveness that can escalate to extremely dangerous situa tions,” the OPM said in a written statement. “True love doesn’t hurt, doesn’t scare, and doesn’t limit.”

The campaign will be disseminated throughout February on social media and seeks to educate about patterns of psycho logical, economic and physical violence, including constant monitoring of social media, unauthorized checking of mobile phones and surveillance of digital interac tions practices that violate privacy and personal autonomy.

Women’s Advocate Astrid Piñeiro Vázquez noted that the aforementioned behaviors affect the self esteem and overall development of those who suffer from them, and stressed that control is not a manifesta tion of love, but rather a sign of abuse that requires early attention and guidance.

“When a person is forced to sacrifice their dreams, their financial freedom, or their right to decide about their own body to maintain peace in the relationship, we are facing a scenario of abuse that requires immediate intervention and a complete stop,” she stated.

The Office of the Women’s Advocate also urged people to be alert to social iso lation, a tactic used to weaken the victim’s support network, and reiterated that consent is a non negotiable pillar in any relationship. The agency maintains its guidance and assistance hotline available 24 hours a day, seven days a week, at 787 722 2977.

The Puerto Rico Lottery announced Monday the return of its traditional Valentine’s Day “Billetazo,” a semi‑ex traordinary drawing that will offer $6.6 million in tax‑free prizes.

Puerto Rico Lottery Bureau Assistant Secretary Heidi Hernández Olivo said the drawing will take place this Thursday and

remains one of the most anticipated events among players during the season celebrating love and friendship.

“This Valentine’s Billetazo is an excel lent opportunity for our players to partici pate and share the excitement of winning,” Hernández Olivo said, encouraging the public to purchase tickets early through their preferred ticket sellers.

Beyond the prospect of winning,

Hernández Olivo emphasized that each tick et sold contributes to community well‑being across the island. Revenue generated by the Lottery helps support essential programs focused on health, housing and services for vulnerable populations.

The Lottery Bureau said it remains committed to offering transparent and secure drawings and urged the public to participate responsibly.

As Minnesota reels amid immigration crackdown, a sheriff agonizes over her role

As elected officials in Minnesota have desperately sought to persuade the Trump administration to end an immigration crackdown, Dawanna Witt, the sheriff of Hennepin County, finds herself in a pivotal spot.

The jail she runs in Minneapolis is the largest in the state and the only one that refuses, as a matter of policy, to assist in any way with federal immigration enforcement.

The approach is broadly supported by her constituents, Witt said in an interview. But the sheriff said she had been agonizing over whether allowing some measure of cooperation with federal authorities in their push for deportations might serve a broader good.

“I don’t think that Donald Trump or Tom Homan are going to leave without feeling like they have some sort of win,” Witt said, referring to the White House border czar, who has been newly assigned to oversee the crackdown in Minnesota. “I don’t ever want to be put in a position that I had the power to make them leave and another one of our citizens gets killed.”

Speaking in her office in downtown Minneapolis last week, Witt looked weary.

The showdown over immigration enforcement between the Trump administration and elected Democrats in Minnesota has left Witt under tremendous pressure from all sides.

Witt is a defendant in a lawsuit the Department of Justice filed in September, which argues that policies that restrict sharing of information with immigration officials amount to unlawful obstruction of federal law enforcement functions. The Justice Department argued that her jail’s policy “unlawfully discriminates against the federal government” and violates the supremacy clause of the Constitution.

At the same time, Hennepin County residents have flooded the sheriff’s email inbox and her cellphone with a torrent of angry messages expressing outrage over the role her deputies have played in protecting a federal building at the center of the immigration operation. Some of the messages have been threatening.

The tumult has prevented Witt, who is running for reelection this fall, from starting a proper campaign. She has spent much of the past week consulting with experts and confidants about the trade-offs if she were to shift policies and begin to notify U.S. Immigration and Customs Enforcement officials about the imminent releases of inmates who are subject to deportation.

“I am well aware that if I make the decision to notify, it could hurt my chances of being reelected,” Witt said, speaking publicly for the first time about the political

dilemma she is experiencing. “But at least I could look at myself and say that I did what I thought was right to keep people safe.”

The Minnesota Department of Corrections routinely transfers inmates who are subject to deportation to ICE custody upon completion of their sentences. The range of cooperation with federal immigration officials from the state’s 87 county sheriffs, who run local jails, varies widely. At least seven of them have formal agreements with ICE, including some who provide bed space in their jails for people in deportation proceedings. Many share information with ICE agents about the custody status of people who are subject to deportation.

The main outlier is Hennepin County. For years, the Hennepin County jail allowed ICE to keep an office in the facility, which assisted with the transfer of people who were subject to deportation orders. Witt’s predecessor, Dave Hutchinson, removed ICE from the jail and ended the practice of sharing information with the agency after he took office in 2019.

Witt, who at the time ran the jail, oversaw the implementation of the shift. It was adopted for good reasons, she said. The perception that local law enforcement agencies might aid federal authorities on immigration matters makes some residents reluctant to report crimes, she said.

Her deputies have a punishing workload, including tracking down thousands of fugitives with outstanding arrest warrants. And in the past, courts have sometimes fined counties after finding that local sheriffs detained people longer than was deemed appropriate while waiting

for ICE to pick them up.

“No sheriff should be putting themselves on the line to get sued, because it’s our county taxpayers that are paying for each and every one of those lawsuits,” Witt said.

Witt said she had met with Homan. She said she had been exploring a range of approaches that might satisfy the White House. If ICE feels strongly about keeping people who are facing serious charges in custody pending trial, she said, federal officials should charge them in federal court. Generally, ICE sends jails administrative requests to hold detainees briefly until they can be transferred to its custody.

The sheriff said she was open to the possibility of transferring immigrants who were facing trial for serious crimes such as murder or rape to jails in the state that hold contracts with ICE. She said she was also considering providing ICE with information about inmates who had been charged with violent crimes, which she said might be “palatable for our community.”

But Witt said she worried about enabling the deportation of people who had minor run-ins with the law. She said she was also concerned about the possibility that ICE could deport people before they stood trial on serious matters, depriving victims of their day in court.

Even if she makes a politically risky concession to the White House, Witt said, there is no guarantee that it would end the crackdown in the Twin Cities. Witt, who prides herself on being accessible to constituents, said residents’ anger over the immigration operation had consumed her days.

People have been leaving furious voicemail messages accusing her deputies of abetting federal agents. A leaflet posted in the building where she lives called her a traitor, she said. Not long ago, someone stuffed a garbage can under her cruiser.

Witt said she owed it to her constituents to make a decision in the days ahead. Her goal, she said, is settling on an approach that is most likely to keep Minnesotans safe.

“I am not going to make a hasty decision,” she said. “This is important and affects so many people’s lives.”

Alexandria Ocasio-Cortez steps onto a wider stage

Seven years after she swept into office as a progressive agitator unafraid to hammer fellow Democrats, Rep. Alexandria Ocasio-Cortez of New York has emerged as an increasingly sought-after leader within the party she set out to disrupt.

She has positioned herself as a top antagonist of Vice President JD Vance, a potential heir to President Donald Trump’s political movement, sparring with him on social media.

She has stepped up her support of moderate and mainstream Democrats, sending a fundraising email last month asking her supporters to donate to the Senate campaign of former Rep. Mary Peltola of Alaska, a friend whose support for oil drilling and gun rights are at odds with OcasioCortez’s stances.

And, at a time of tumult around the country and uncertainty within the Democratic Party, her direct and camera-ready speaking style is breaking through. After federal agents killed Alex Pretti in Minneapolis, she swiftly appeared on cable news and argued he had been “executed in the street.”

After years of inching closer to mainstream Democrats, Ocasio-Cortez is more forcefully trying to steer her party toward her populist, working-class message at a moment when economic worries are a top issue. Democrats of all stripes broadly agree that they need a more ambitious vision focused on bringing down the cost of living to win back blue-collar voters who fled to Republicans during the Trump era.

Plenty of Democratic politicians are now looking to Ocasio-Cortez, 36, and not their party leaders, for cues on how to get that message across, viewing her instincts as sharper than consultant-driven, focus-grouped direction out of Washington.Ocasio-Cortez routinely answers centrist Democrats’ requests for help on communications strategy and fundraising, and has served as a mentor for young House colleagues.

“She’s a coalition builder,” said Rep. Pat Ryan, a moderate Democrat in an upstate New York battleground district who campaigned with Ocasio-Cortez before the 2024 election. He said that she had, “to her credit, sought out engaging with me and, I know, other front-line members from very competitive districts to hear what’s going on for us, to get our take, to bounce ideas back and forth.”

Next week, she plans to expand her progressive pitch to foreign policy, by speaking at the Munich Security Conference in her most significant overseas trip since taking office, according to Mike Casca, her chief of staff. There, she is expected to present a left-wing alternative to Trump’s shoot-from-the-hip approach to world affairs.

Ocasio-Cortez’s heightened role comes as Democratic insiders begin to whisper more loudly about what she might do in 2028. She has long been seen as a potential presidential candidate or as a successor — or challenger — to Sen. Chuck Schumer, 75, the minority leader, who has not said if he will run again.

But Ocasio-Cortez, who declined an interview request, is unlikely to announce any choice until 2027, according to interviews with more than a dozen Democratic advisers, allies, colleagues and friends. They described a politician, known to a select few as Alex, who is known for making last-minute decisions and who is keeping her cards hidden.

“That’s her life — running for president, running for Senate, whatever it is, is a very big decision,” Sen. Bernie Sanders, I-Vt., Ocasio-Cortez’s political mentor, said in an interview.

“I’m sure she’s looking at all of the options right now,” he added.

From Pelosi protester to Biden defender Sanders, a leader of America’s progressive political movement, has often operated as something of a lone wolf. An independent who never formally joined the Democratic Party, he has a personal and political rigidity that at times angers his colleagues.

For a time, it seemed Ocasio-Cortez might take a similar approach. She marked her arrival in Washington by joining a climate protest outside Rep. Nancy Pelosi’s office and had a tense relationship with the former Democratic speaker. She refused to contribute to the House Democratic campaign arm during her first stretch in Congress.

But over the years, Ocasio-Cortez has tempered her critiques of moderate Democrats and is now a regular dues-paying member to the House campaign committee.

After Sanders lost the 2020 Democratic presidential primary race, she swiftly endorsed Joe Biden — while still nudging him to the left — and was one of his key initial defenders when he faced pressure to drop his reelection campaign four years later.

Rep. Paul Tonko, D-N.Y., who appeared alongside Ocasio-Cortez at a town hall last year in a Republican-held House district in upstate New York that Democrats hope to flip, said she had demonstrated a “team spirit.”

Tonko suggested that Ocasio-Cortez’s blunt, plainspoken style appeared well suited for the moment and that voters were finding her economic ideas more common sense than radical.

“When we did the Plattsburgh town hall, I think it proved that her message resonates with rural and working-class Americans who feel abandoned,” he said.

prominence and vast fundraising potential would probably make her the leading progressive, and potentially a front-runner, in a contest likely to include a dozen or more candidates to her right.

She offered a preview of what a presidential bid could look like in the spring, when she swept through a dozen cities with Sanders on a “Fighting Oligarchy” tour that energized beleaguered Democrats.

But Democrats remain divided over whether to embrace a fiery liberal who could excite the base or a candidate perceived as more likely to attract Republican and independent voters. Some may be wary of nominating a millennial progressive from a deep-blue House district in New York City.

“She can’t appeal to a broad electorate — that is the problem,” said Xochitl Hinojosa, a former senior official at the Democratic National Committee. “We need someone who can reach as many people as possible outside of the Democratic Party and in red and purple states.”

Increased visibility

In Munich, Ocasio-Cortez is expected to participate in a discussion about populist political movements and a debate on the United States’ role in the world, Casca said. Her trip will also include a town-hall-style event with students at a Berlin university alongside a politician in Germany’s Social Democratic Party.

The trip is Ocasio-Cortez’s most significant foray into foreign policy, a subject that has never been a particular strength of hers. The Munich conference is typically the realm of national security officials and heads of state.

Ocasio-Cortez’s appearance will undoubtedly ignite speculation that she is burnishing her foreign policy credentials before a White House run. But she is keeping everyone guessing.

Her heightened platform, allies suggested, reflects her desire to rise to the moment, be it now or in 2028.

“She’s going to be attuned to any election-year cycle to where she can do the most good for the most people,” said Rep. Jamie Raskin, D-Md., whom Ocasio-Cortez counseled in his own deliberations about whether to run for the Senate. “She has profound ambition for where she wants New York to go and where she wants the country to go.”

Trump’s stifling of dissent reaches a new level

The crackdown on dissent and speech in Minnesota this winter follows a pattern that is common in countries that slide from democracy to autocracy: A leader enacts a legally dubious policy. Citizens protest that policy. The government responds with intimidation and force. When people are hurt, the government blames them and lies about what happened.

The New York Times editorial board published an index in October tracking 12 categories of democratic erosion, based on historical patterns and interviews with experts. Our index places the United States on a scale of 0 to 10 for each category. Zero represents the United States before President Donald Trump began his second term — not perfect, surely, but one of the world’s healthiest democracies. Ten represents the condition in a true autocracy, such as China, Iran or Russia.

Based on recent events, we are moving our assessment of one of the categories — stifling speech and dissent — up one notch, to Level 4.

The wide-ranging abuses in Minnesota are the main reason for the change. The Trump administration is conducting a military-style operation in a U.S. city under dubious pretenses. The stated goal is immigration enforcement, even though the state is home to relatively few immigrants in the country without legal permission. menaced others. The administration has made clear that the abusers will face no accountability.

The acceleration in the stifling of dissent and speech is broader than what’s happening in Minnesota. Since late last year, the administration has also widened its campaign of investigating perceived enemies, such as Jerome Powell, the Federal Reserve chair. The Department of Homeland Security has used subpoenas that no judge approved to demand information on critics. The FBI searched the home of a journalist who had exposed problems with the administration’s policies.

Our country is still not close to being a true autocracy. Many forms of speech and dissent remain vibrant in the United States, in courts, in Congress, in the media and on the streets. But Trump and his allies have restricted dissent in fundamental ways. It is a violation of basic American values.

Background and methodology:

The clearest sign that a democracy has died is that a leader and his party make it impossible for their opponents to win an election and hold power. Once that stage is reached, the change is extremely difficult to reverse.

The 12 benchmarks in this editorial offer a way to understand how much Trump is eroding American democracy. The categories are based on interviews with legal scholars, political scientists, historians and other democracy experts. The ratings come from the New York Times editorial board. In our 0-to-10 scales, zero represents roughly where the United States, flawed though it was, had been under presidents of both parties prior to Trump. Ten represents the condition in a true authoritarian state. Moving even one notch toward autocracy is a worrisome sign.

The editorial board first published the index in October. This version is the first update. We plan to publish future updates as events warrant.

Stifling speech and dissent (4 out of 10)

Modern authoritarian takeovers often do not start with a military coup. They instead involve an elected leader who uses the powers of the office to consolidate authority and make political opposition difficult. The repression of speech and dissent is central to this process. Even before recent months, President Donald Trump had done so by punishing law firms that had opposed him, revoking the visas of foreign students who criticized the war in the Gaza Strip and contributing to intimidation campaigns against federal judges.

Persecuting political opponents (5 out of 10)

Autocrats use the immense power of law enforcement as a political tool, and Trump’s Justice Department has become an enforcer of his interests. It targets his perceived enemies, such as Jerome Powell, the Federal Reserve chair, on shaky grounds while dropping legitimate investigations of Trump’s allies or pardoning them. True authoritarians go much further, but Trump has undone the post-Watergate bipartisan efforts to depoliticize the Justice Department.

Bypassing the legislature (4 out of 10)

When a democracy slides toward autocracy, the leader often finds ways to neuter the legislature. The Trump administration has

violated the law by withholding funding authorized by Congress. Trump has gutted congressionally authorized agencies, including the U.S. Agency for International Development. He has imposed new taxes — his tariffs — without congressional approval. He has ordered overseas military attacks without consulting Congress in ways that his recent predecessors did.

Defying the courts (2 out of 10)

Would-be authoritarians recognize that courts can keep them from consolidating power, and they take steps to weaken or bypass judges. At times, the Trump administration has openly defied federal judges. A judge in Minnesota recently excoriated Immigration and Customs Enforcement for disobeying nearly 100 orders in January alone. On other occasions, the administration has engaged in gamesmanship, ignoring the spirit of judicial orders.

Declaring false emergencies (5 out of 10)

Autocrats often curtail democracy by declaring an emergency and arguing that the threat requires them to exercise unusual degrees of power. Trump’s recent predecessors were not perfect on this issue, but he has reached another level. His sweeping tariffs are one example. Justifying deportations by claiming that a Venezuelan gang had taken over U.S. cities is another example.

Using the military at home (2 out of 10)

Authoritarians frequently and performatively use the military for domestic control. Trump deployed the National Guard in Los Angeles to crack down on protests. He has also begun to treat the military as an extension of himself, firing high-ranking officials without good reason and giving overtly political speeches to military leaders. ICE is not part of the military, but it is acting largely as a paramilitary force in Minnesota and elsewhere. Vilifying marginalized groups (6 out of 10)

Authoritarians tend to demean minority groups, trying to turn them into perceived threats that provide justification for a leader to amass power. Trump has vilified immigrants and transgender Americans. His appointees and political allies have made blatantly racist, Islamophobic and antisemitic statements. Trump has denigrated Somalis in outrageous ways, such as saying: “They contribute nothing. I don’t want them in our country.”

Controlling information (2 out of 10)

Democratic governments prize accurate information. Authoritarians seek to suppress inconvenient truths. The Trump administration has sought to manipulate government information by, among other things, sidelining scientific experts. The administration has also taken steps to control the news media, using the threat of regulatory punishment to silence criticism. Trying to take over universities (2 out of 10)

Authoritarians, recognizing that universities are hotbeds of independent thought and political dissent, often single them out for repression. A signature policy of Trump’s second term has been his attack on higher education. He has cut millions of dollars of research funding, tried to dictate hiring and admissions policies and taken steps to dictate what colleges can teach. Creating a cult of personality (6 out of 10)

Emperors and kings often glorified themselves by displaying their portraits everywhere. The American tradition rejected that hagiography for living presidents — until Trump. Among recent examples: He rebranded the Kennedy Center to add his own name. The Board of Peace for Gaza will be housed at an institute newly named for him. And the government now sells a so-called gold card, with his face on it, that costs $1 million and offers legal residency to immigrants.

Nuestro compromiso es completar esta reparación y lograr que el servicio se restablezca de forma estable lo antes posible”, expresó González Delgado en declaraciones escritas.

La corporación pública recordó que durante la pasada semana el sistema ha operado con cuatro bombas como

medida operacional temporera, mientras continúan los trabajos para atender la avería, con un estimado de 15 días para completar la reparación, según el calendario provisto por la empresa a cargo de los trabajos.

“En momentos como este, la cooperación de todos es esencial. Exhortamos a las familias y comercios a utilizar el agua con responsabilidad, porque cada pequeño esfuerzo cuenta y ayuda a que el sistema se estabilice más rápido y el servicio llegue de forma más eficiente a todos los sectores. Farmacéutica de Taiwán invertirá 46 millones y abrirá planta en Puerto Rico

SAN JUAN – La compañía biofarmacéutica PharmaEssentia invertirá 46 millones de dólares para establecer en Puerto Rico una subsidiaria de manufactura biológica, la primera operación de capital taiwanés de este tipo en la Isla, con miras a suplir el mercado de Estados Unidos y fortalecer su cadena de suministro.

El proyecto contempla el desarrollo de una instalación dedicada a la producción de BESREMi, un tratamiento para enfermedades hematológicas, y generará más de 90 empleos directos en su etapa inicial. La empresa proyecta completar los procesos regulatorios para comenzar operaciones en el 2027.

“Esta inversión permite fortalecer la capacidad de manu-

Bad Bunny delivers a love letter to Puerto Rico at Super Bowl halftime

Would he be political? Would he stick to the hits? And would Lady Gaga — or Ricky Martin — make an appearance?

In the end, Bad Bunny managed to hit all those notes at his halftime performance, walking out in an off-white football jersey labeled “OCASIO” (after his full name, Benito Antonio Martínez Ocasio) and the number 64, and leading a show that featured a joyful celebration of Latin heritage, before he spiked a football in triumph.

His performance included Lady Gaga doing a salsa-style version of her streaming smash with Bruno Mars, “Die With a Smile” (in English), and later Ricky Martin — who arguably began the crossover process for modern Latin pop that led to Bad Bunny — performing Bad Bunny’s track “Lo Que le Pasó a Hawaii.” (Both stars had been cited by online bettors in the runup to the show, with decent odds.)

Featuring a sugar cane field, a wedding seemingly officiated onstage, a New York-style street scene complete with a bodega and a Pan-American parade, the show spanned country and city, family and hemisphere, work and play and dancing everywhere. It placed Bad Bunny’s beloved Puerto Rico at the center of a communal celebration, where vintage salsa and traditional bomba and plena easily segued out of reggaeton and dembow. The sounds were mostly organic, not electronic: a brassy salsa band, a white-clad band of plena percussionists. Bad Bunny was summoning a Latin heritage across generations,

one that recognized hard work — cane-cutting, electric-grid repairs — alongside the good times workers sweated to earn.

He drew on his latest album, “Debí Tirar Más Fotos,” as well as hits from his previous ones, and he put Latin rhythms up front. Cultural and political messages were tucked in. “Lo Que le Pasó a Hawaii” worries that, as in Hawaii, Puerto Rico’s culture could be overwhelmed by outsiders. “El Apagón” (“The Blackout”), which mentions Puerto Rico’s too-frequent power failures, accompanied a sequence of workers on utility poles.

The set was densely packed with detail, Easter eggs and celebrity cameos. (Pedro Pascal and Cardi B were among the revelers onstage.) As he did during his 2025 residency in Puerto Rico, Bad Bunny performed some of the set on the pink and yellow porch of what he has dubbed “La Casita,” a replica of a humble house associated with Puerto Rican architecture. He also nodded to his historic win, just last week, of the Grammy for album of the year, handing the award as an inspiration to a young Latino boy.

The lead-up to Bad Bunny’s performance was weighted down by speculation, culture-war controversies and the overall solemnity of this tense moment in American politics. But the performance itself was a kaleidoscopic blast of merriment — a showcase of some of the most ecstatic and celebratory aspects of Latin culture.

Bad Bunny delivered a message in English: “God bless America,” but went on to name countries across the Americas, leading a parade of flags. And before he ended with the spiked football — imprinted with the English words “Together, We Are

America” — he said in Spanish, “We’re still here.”

Here’s what else to know:

— Global superstar: Born Benito Antonio Martínez Ocasio, Bad Bunny has become one of the music world’s biggest stars with booming reggaeton hits that also draw on the nostalgic sounds of salsa and traditional Puerto Rican rhythms. He has been Spotify’s top-streaming artist for four of the past six years.

— Trump responds: President Donald Trump mocked the halftime show in a social media post, calling it “absolutely terrible, one of the worst, EVER!” He added, “Nobody understands a word this guy is saying.”

— A political force: Since early in his career, Bad Bunny has used his platform to draw attention to problems in Puerto Rico like overdevelopment, misconduct by politicians and the government’s poor response to Hurricane Maria. He has also criticized the Trump administration’s immigration policies, saying at the Grammys last week, “ICE out.”

— Counterprogramming: Turning Point USA, the conservative organization founded by Charlie Kirk, put on its own streaming event Sunday, the “All-American Halftime Show” — with “no ‘woke’ garbage” — as counterprogramming. It featured Kid Rock and country singers Brantley Gilbert and Lee Brice.

Wall Street advances as tech bounces further off of recent losses

The S&P 500 and the Nasdaq gained after a shaky start on Monday, as technology stocks found their footing following last week’s AI-sparked selloff, while investors waited for key economic data that could shed light on the Federal Reserve’s interest-rate path.

The S&P 500 technology sector, up 1.8%, was looking to extend Friday’s gains after a steep selloff last week.

Software companies were clawing back some losses, tracking for a second straight day of gains after a bruising seven-session selloff fueled by fears that AI could intensify competition.

The S&P 500 Software Services index was last up 6% on the day and one big gainer was Oracle, up 10.8% after D.A. Davidson upgraded it to ⁠a “buy” recommendation from “neutral.”

Along with the upgrade, Keith Lerner, chief investment officer at Truist Advisory Services said another support for technology stocks came from comments CNBC attributed to Sam Altman, the CEO of Microsoft-backed MSFT.O OpenAI on Monday.

Altman told employees that the startup’s artificial intelligence chatbot, ChatGPT, was back to exceeding 10% monthly growth, according to CNBC’s report which Reuters could not independently verify.

“You’ve a sharply oversold market where a little bit of good news can go a long way.” said Lerner, adding that “the rubber band was stretched too far for tech and software” in last week’s selloff.

While the software index was still off about 13% from its Jan 27 close, right before its selloff started, the broader tech sector was less than ⁠3% below its pre-selloff levels.

At 2:12 p.m. the Dow Jones Industrial Average rose 24.45 points, or 0.05%, to 50,140.12, the S&P 500 gained 40.38 points, or 0.58%, to 6,972.68 and the Nasdaq Composite gained 236.37 points, or 1.03%, to 23,267.58.

The Dow was lagging the other two although it did hit an intraday record high, after surpassing 50,000 points for the first time on Friday. The small-cap Russell 2000 index gained 0.8%.

The Nasdaq was less than 3% below its latest record closing high, reached in November, while the S&P 500 was closing in on its record closing high of 6978.60 reached on Jan 27.

The Philadelphia SE Semiconductor index was up around 1.7% while the S&P 500’s weakest industry index out of 11 was consumer staples, which had benefited during the technology selloff.

Traders will have to wait until later this month for results

from AI chip leader Nvidia, with investors increasingly demanding measurable gains from capex plans. Nvidia rose 2.9% on Monday.

Coming closer in the pipeline is the January nonfarm payrolls report due on Wednesday, which was delayed by a partial government shutdown, and the closely watched January Consumer Price Index on Friday.

Markets are currently pricing in the year’s first interest-rate cut in June, according to CME Group’s FedWatch tool, which could be when U.S. President Donald Trump’s nominee for Fed chair, Kevin Warsh, takes over.

Venezuela frees key opposition figures, then rearrests one

Venezuela on Sunday freed a group of prominent opposition leaders, according to statements from the country’s press union, the political opposition party and relatives of the freed prisoners. But one of the most prominent among them, Juan Pablo Guanipa, was apparently taken back into custody hours later, with his whereabouts unknown early Monday.

The confusion cast dark clouds over tentative hopes that Venezuela’s interim government might move away from the most repressive practices of its deposed president, Nicolás Maduro, and also suggests divisions within the security forces.

Ramón Guanipa Linares, Guanipa’s son, wrote on social media that his father had been “kidnapped” by a group of about 10 armed, unidentified men. The de facto opposition leader, María Corina Machado, wrote in a separate post, that “heavily armed men, dressed in civilian clothes, arrived in four vehicles and violently took him away.”

The Venezuelan Public Ministry, which is under the direction of the attorney general’s office, said shortly afterward in a statement that it had asked a court to revoke Guanipa’s release because of his “noncompliance” with courtimposed conditions. It did not say what those conditions were but added that the government had asked for Guanipa to be put under house arrest “to safeguard the criminal proceedings.”

His whereabouts was unclear, and the family did not comment on the government’s statement. Hours earlier, it had welcomed on social media Guanipa’s release from the notorious El Helicoide prison. “Our entire family will soon be able to embrace each other again,” his son wrote.

Guanipa, a former member of congress from a centrist opposition party, became governor of Venezuela’s oil-rich Zulia state in 2017. But Maduro’s government dismissed him from office for refusing to swear allegiance to a legislative body that the president had created.

Authorities had released at least 35 political prisoners Sunday, according to trights group Foro Penal, which last week said that more

than 650 were detained.

The government made no official statement about the releases, but Venezuela’s de facto leader, Delcy Rodríguez, has said in recent days that she would close El Helicoide, which rights groups have described as a torture center. She has also announced plans for a mass amnesty law.

Since the United States captured Maduro last month, his former vice president, Rodríguez, has moved quickly to realign Venezuela with Washington.

Rodríguez has worked closely with the Trump administration, redirecting oil exports toward the United States and consolidating power domestically by dismissing officials seen as loyal to Maduro — moves that have unsettled hard-line factions within the security apparatus.

Earlier moves had signaled closer cooperation with Washington, including the brief detention in Caracas of two prominent businesspeople with ties to Maduro, Raúl Gorrín and Alex Saab, both of whom have faced U.S. money laundering charges. Their questioning had been widely interpreted as evidence of a political shift, an impression now complicated by the renewed detention of Guanipa.

There has been skepticism about whether Rodríguez can be the person who dismantles the same authoritarian system that she benefited from. The rearrest of Guanipa also raises questions about her ability to impose discipline on security agencies that control arrests and

prisons.

Analysts say the true test will be whether former prisoners and exiled opponents are allowed to protest, organize politically and criticize the government without facing retaliation. The long-term goal is credible elections.

“It almost looks like they want to open up just enough to score points with Washington, but not enough to risk their grip on power,” said Geoff Ramsey, who studies Colombia and Venezuela at the Atlantic Council, a Washingtonbased research institute.

But others saw the releases as a genuine shift by the interim government, after years in which members of the opposition endured being arrested, disappeared and tortured, or were forced to flee into exile.

“There is a clear political will on the part of the Rodríguez government to move away from an intransigent and intolerant stance toward the opposition,” said Colette Capriles, a political analyst at Simón Bolívar University in Caracas.

Another prominent politician who was released was Perkins Rocha, who gave an interview to The New York Times weeks before his detention in August 2024. At the time, Rocha expressed anguish for his colleagues who were detained.

On social media, before Guanipa was taken back into custody, Machado, the opposition leader who remains in exile, welcomed the release of her “comrades in struggle” and the end to their “many months of captivity and injustice.”

For now, allies form a protective circle around British PM amid pressure to resign

The leader of the Scottish Labour party, Anas Sarwar, urged Prime Minister Keir Starmer to resign Monday, intensifying pressure on the British leader over his decision to make Peter Mandelson the ambassador to the United States despite his close ties to Jeffrey Epstein, the convicted sex offender who died in prison while facing accusations of sex trafficking of girls as young as 14. “The distraction needs to end and the leadership in Downing Street has to change,” Sarwar said at a news conference in Glasgow, Scotland, adding, “There have been too many mistakes.”

Sarwar is the most senior figure in Starmer’s Labour movement so far to call on him to quit, deepening a crisis within the government that has threatened the prime minister’s

grip on power.

But Sarwar is a member of the Scottish, not the Westminster, Parliament and is not a government minister, diluting his influence. And within an hour of his remarks, about a dozen of the most important members of Starmer’s Cabinet — including his deputy prime minister, his chancellor and his foreign secretary — came to his defense with strong statements of support.

John Healey, Britain’s defense secretary and someone seen as a possible caretaker leader if Starmer did resign, voiced his loyalty to the prime minister.

“The British public gave Keir a huge mandate only 18 months ago,” Healey wrote on the social platform X. “They wanted a Labour government. They want us to deliver the change we promised. They expect us to get on with the job. The PM has my fullest support in leading this government and this country.”

At least two Labour lawmakers who are con-

sidered possible challengers to Starmer’s leadership also offered their support Monday.

Portugal elects a president, with leftist beating a surging far right

Portugal on Sunday elected António José Seguro, a former leader of Portugal’s Socialist Party with wide establishment support, in a landslide victory over his nationalist opponent, André Ventura.

The government’s election returns website reported that Seguro had won more than 65% of the vote to Ventura’s 34%, with more than 90% of districts reporting.

“The Portuguese people are the best people in the world,” Seguro told reporters as he left his home in Caldas da Rainha, central Portugal, on Sunday evening. He added they had showed “enormous civic responsibility” and “attachment to the values of democracy.”

The convincing victory was embraced by the establishment, in Portugal and beyond, as a reprieve from a rising far-right tide across the continent. But the far right’s presence in the runoff nevertheless again put Europe on notice. Nearfinal results showed Ventura likely to win more than 33% of the vote, meaning his party will have outperformed the result of the governing conservatives in the last parliamentary election.

That suggested that Portugal, once considered one of the continent’s last holdouts against hard-line nationalism, was no longer immune to the populist wave. Ventura on Sunday night told reporters that he would keep making his case to the Portuguese that “change is necessary.”

Seguro’s victory was due in part, analysts said, to mainstream conservative backing of his candidacy in order to beat back Ventura and his surging Chega party. (Chega means “enough” in Portuguese.) Ventura won nearly a quarter of the vote during the crowded first round of voting in January, putting him into Sunday’s runoff against Seguro, who topped the first round with nearly one-third of the votes.

“Portugal’s old reputation as an exception to the far-right surge in Europe is clearly over,” said João Cancela, a professor of political science at NOVA University in Lisbon. Even though Ventura lost, and badly, Cancela said, his strong showing illustrated that Chega now had geographic reach across a country that in recent years has become a booming tourist destination, flush with foreign investment, expatriates and a growing economy.

But with those benefits came drawbacks and grievances, including concerns about housing and the cost of living, that

have fed Ventura’s rise. “This election confirms a structural shift rather than a temporary blip,” Cancela said.

Despite Seguro’s resounding victory, Portugal is now feeling the same nationalist current moving much of Europe. Italy is governed by Prime Minister Giorgia Meloni, whose career was forged in post-fascist parties. The National Rally, France’s main far-right party, has gone from an outcast to the front-runner in next year’s presidential elections. In Germany, the far-right Alternative for Germany party is neckand-neck in the polls with the country’s center-right. Nigel Farage’s Reform U.K. party is now a serious contender in Britain.

In the days before the election, deadly storms and floods disrupted the campaign and postponed voting in a small minority of regions, though not to an extent likely to influence the outcome.

As the Portuguese voted Sunday, Ventura said the bad weather should have led to the postponement of the entire election.

“Perhaps there are many areas and parts of the country that feel disrespected and like second-class Portuguese citizens,” Ventura told reporters. “I don’t think that is right.” Ventura did not return a request for comment on Sunday evening.

The presidency is traditionally a ceremonial role, though it can veto laws and is imbued with special powers during political crises, such as dissolving parliament. In the campaign to succeed the departing president, Marcelo Rebelo de Sousa, Seguro said he wouldn’t overstep into the territory of “shadow prime minister,” while Ventura had a more expansionist view, promising an “interventionist presidency.”

Nationalists and their opponents across the continent looked to Sunday’s election as yet another bellwether for populism’s strength. Chega is the first hard-right party to surge so strongly in Portugal since the end of the nationalist dictatorship of António de Oliveira Salazar.

Just six years ago, in 2019, Ventura, a former soccer commentator, became Chega’s first member of parliament. Since then, the party has grown on the oxygen of social media outrage and anti-immigrant, anti-Roma and anti-corruption sentiment to become the country’s leading opposition force.

Chega’s support has increased especially among young Portuguese and those who are suffering financially. Its message has made inroads into formerly left-wing strongholds where working class voters, frustrated with housing prices and shortages, scarce jobs and increased immigration, have sought a candidate who directly speaks to their concerns.

Chega’s political posters during the first round of the election declared “Isto não é o Bangladesh!” or “This is not Bangladesh.” For many Chega voters, Bangladeshis have become a shorthand for the doubling of the migrant population in Portugal in the past decade.

against the far right by banding together across ideological lines to appeal to moderate voters.

Self-declared “nonsocialist” figures, including leading center-right conservatives, signed an open letter backing Seguro, arguing that the election amounted to a fork in the road between liberal and illiberal forces, and that Ventura’s candidacy was beyond the democratic pale. The country’s leading conservatives, including the former president and prime minister, Aníbal Cavaco Silva, spoke out against Ventura.

“The country is sending a message that Portugal is a moderate country and that we value democracy,” said Carlos Moedas, the center-right mayor of Lisbon, and former European Union official, who said Sunday that he voted for Seguro.

Ventura has complained about being “canceled” by the Portuguese establishment, and said in a debate before the election that people with entrenched interests were more motivated to vote against him than to vote for Seguro. It was a critique that echoed Vice President JD Vance’s broadside against the European establishment last year in Germany, when he urged Europe to stop blocking populist, and once taboo, parties from entering the mainstream.

But on Sunday, Portugal showed it was not ready to bring the firewall down just yet.

Margarida Garcia, a 40-year-old lawyer from Lisbon, said her mission was to stop Chega. “I would almost certainly vote for anyone running against Ventura,” she said.

Uber found liable in rape by driver, setting stage for thousands of trials

Afederal jury in Phoenix has ordered Uber to pay

$8.5 million to a passenger who said one of its drivers had raped her, setting the stage for thousands of similar cases around the country.

The ride-hailing giant has long maintained that it is not liable for the misconduct of drivers on its platform, whom it classifies as independent contractors, not employees. But the jury rejected that defense last week, providing a road map for more than 3,000 pending sexual assault and sexual misconduct lawsuits that accuse the company of systemic safety failures.

The lawsuit was brought by Jaylynn Dean, who said her Uber driver raped her in November 2023 during a ride to her hotel from her boyfriend’s apartment in Tempe, Arizona.

“I want to make sure it doesn’t happen to other women,” Dean said on the witness stand. “I’m doing this for other women who thought the same thing I did, that they were making the safe and smart choice — but that, you know, there are risks of being assaulted.”

Uber fended off other claims in the case, including that it was negligent in its safety practices and that its app was defective.

The jury’s award fell far short of the $144 million that Dean’s lawyers had requested in damages. The jury did not dish out heavier penalties in part because it did not find that the company’s actions were “outrageous, oppressive or intolerable” or that they created substantial risk or significant harm.

“This verdict affirms that Uber acted responsibly

and has invested meaningfully in rider safety,” Matt Kallman, a spokesperson for Uber, said in a statement. “We will continue to put safety at the heart of everything we do.”

Kallman said Uber planned to appeal the verdict, stating that the company believes that the court provided errant instructions to the jury.

Uber has long maintained that the vast majority of its trips in the United States — 99.9% — occur without an incident of any kind and that it is one of the safest ways to get around.

In September, a California jury found in a state court case that Uber was not responsible for the sexual assault that a woman said she experienced during a ride in 2016.

Uber faces increasing scrutiny across the country as lawmakers, investors and others move to hold the company accountable for a pervasive pattern of sexual violence during rides.

Dean’s case is a bellwether in federal court proceedings that have consolidated thousands of the sexual assault lawsuits against Uber, allowing for certain procedural matters to be presented before the same judge while each case is tried individually. The verdict is not binding on the other cases, but it offered a “real-world test” of the arguments in front of a jury, said Nora Freeman Engstrom, a professor at Stanford Law School.

“Bellwethers give both sides — and the public — a chance to see whether the litigation truly has legs,” she said.

Over three weeks, jurors weighed the har-

rowing personal account of Dean as well as testimony from Uber executives and thousands of pages of internal company documents, including some showing that Uber had flagged her ride as a higher risk for a serious safety incident moments before she was picked up. Uber never warned her, with an executive testifying that it would have been “impractical” to do so.

Lawyers for Dean introduced documents suggesting that Uber resisted introducing safety features such as in-car cameras because it believed these measures would slow corporate growth.

Dean spent hours giving emotional testimony about the 2023 incident. Then 19, she had recently moved to Arizona to study to be a flight attendant. She passed her test one day that November, and after celebrating, she said, she was intoxicated and ordered an Uber ride from her boyfriend’s apartment back to her hotel.

During the ride, Dean said, the driver pulled into a dark parking lot, climbed into the back seat and raped her. She described “dozing in and out of consciousness” and being unable to stop the driver.

She reported the incident to the police and to Uber, which barred him. The driver did not face criminal charges and was not named in the suit.

After the incident, Dean said, she abandoned a career as a flight attendant because she said the work environment was difficult. She moved home and is now working as a dispatcher for emergency medical services and attending nursing school. She fears the dark, she said, because it takes her back to the seat of the car in the dark parking lot where the rape occurred. She sleeps with the lights on, sometimes in her parents’ bed, she said.

Uber’s lawyers said the driver had no criminal history, had received top ratings from passengers, had completed training and had acknowledged that he was aware of Uber’s rule that bans sex between drivers and passengers. They said the company was the industry leader in safety, developing a machine-learning tool to assess the risk of potential rides as well as other safety features and releasing public reports documenting assaults and other safety incidents on the platform.

Sachin Kansal, Uber’s chief product officer, pushed back against claims that the company “dragged its feet” on safety features like dashcams. However, “I’ll be the first one to say we have not done enough,” he said. “There’s a lot more that we have to do.”

Southwest ends open seating. Some passengers will miss the scrum.

With a water-cannon salute, balloons and commemorative bag tags, Southwest Airlines late last month officially retired its decades-old practice of open seating. For the first time, passengers received assigned seats, a major shift for the carrier, which also introduced a new group boarding process and premium seat options.

The first two flights with assigned seating landed early in the day, at Chicago Midway International Airport and then at Orlando International Airport, where a plane arriving from San Juan, Puerto Rico, glided toward the jetway under two arcs of water, a salute reserved for special occasions.

The celebration continued at the gate, which was festooned with balloons. Passengers loaded up on free snacks and coffee and took selfies through heartshaped holes in giant boarding passes. The airline handed out bag tags with the line, “I understood the assignment.”

Southwest says the seating changes are intended to keep up with evolving customer expectations and to increase revenue.

Tony Roach, an executive vice president at the airline who was on the flight from San Juan, said that the airline had “outgrown” open seating, adding that assigned seating also reduces anxiety among travelers because they know what to expect.

open seating in terms of what we want to do in the future,” he said. “You aren’t able to offer things inside the cabin which a lot of people want. Things like extra legroom would have been very difficult to do with an open-seating environment.”

plane. Then once on board, they could choose any open seat. Getting a desired seat, or sitting together, often hinged on checking in early, and there were no premium seats.

The system was loved by some travelers, who viewed it as egalitarian and flexible, and bemoaned by others who complained that it was chaotic and stressful.

Now, Southwest offers three categories of seats — standard, preferred and extra legroom — and the most expensive can cost hundreds of dollars more than the cheapest fare. Boarding order now depends on the fare class, as well as whether a traveler has elite status with the airline or holds its credit card. Travelers can also pay extra to board in an earlier group.

The airline also ended its flexible policy for plus-size passengers, which allowed customers to ask for an extra seat at the gate, or pay for an extra seat and later receive a refund. Those passengers will now need to purchase two seats ahead of time, without a guaranteed refund.

Some loyal travelers expressed dismay that the airline was abandoning some of the quirks that made it different

from other major U.S. carriers. In May, Southwest eliminated its popular policy of granting travelers two free checked bags.

Larry Wolf, 74, who has flown with Southwest for more than two decades, said he was enticed early on by the airline’s reputation as an industry disrupter.

“I liked them really well when they were young and scrappy. In the past, they seemed to have mastered the quick turnaround, they were able to get back on time after delays, they are very agile with swapping planes and all of that,” said Wolf, who was at LaGuardia Airport awaiting his flight home to Chicago.

With assigned seats and premium fares, “now it’s just like any other airline,” he said.

Several longtime Southwest flyers also remarked that they enjoyed the unpredictability of the open-seating system.

Aaron Schottenstein, a 35-year-old who lives in Phoenix, said he’d been dreading the changes.

“I loved the boarding, getting on in the lines, yapping with everybody while you wait there, talking about how people are trying to get like five spots closer because they might get that much better of a seat,” Schottenstein said.

Others welcomed assigned seating, saying it eliminated pain points like checking in 24 hours ahead of a flight to improve the chances of snagging a better seat.

“I love it,” said Maureen Hager, of Buffalo, New York, who was traveling home from Orlando, Florida, with Veronica, her adult daughter. “I hated waiting on line, trying to get there early. I don’t like waiting to get to the airport and waiting on line and the anxiety of not knowing if you got seats together.”

Veronica, however, disagreed. She called the change a “money grab.”

“I like the other way,” she said. “I like the thrill of having to check in, trying to get Group A, first round.”

Bob Jordan, the airline’s CEO, said in a December interview that the airline was confident that customers, who he said desire these changes, would stay loyal.

“We’re now offering things that the vast majority of people want,” he said, adding, “We’ve seen no defection from the brand.”

How Team USA held off Japan to win gold

The American figure skaters came into these Olympic Games with high expectations. The team event, which kicks off the program, was their opportunity to show what they can do. And the United States delivered with a hard-fought victory over Japan on Sunday. And who anchored the performance? Of course it was the Quad God, Ilia Malinin.

With the United States and Japan tied, Malinin brought out his supremely difficult program. Although he put his hands to the ice at one point, and left out the most difficult jump in skating, the quad axel, he still executed enough difficult moves to beat Shun Sato of Japan and clinch the gold for the Americans.

Here’s how it unfolded:

First up Sunday was the pairs team of Ellie Kam and Danny O’Shea, the Americans’ weakest link. Their free skate was smooth, with a bobble or two, but crucially, no falls. That was good enough for fourth place among the five finalists, just what the United States was looking for from them.

The speedy Kaori Sakamoto of Japan skated a clean triple-laden program to place first comfortably and stamp herself as the favorite in the individual women’s event this year as well.

The United States turned to Amber Glenn as its women’s skater for the final. Although Glenn hit her triples, her performance was a little scrappy, and she finished third. That left the Americans and Japan tied. Whichever of their male skaters finished higher would get the gold for his country.

So the United States sent out Malinin, its heaviest hitter. On Sunday, his announced program was packed with quads, including the supremely difficult quad axel. He had elected not to do that skill in the preliminary phase, in which he was defeated by Japan’s Yuma Kagiyama. Terrifyingly, Malinin called that fine effort “50% of my full potential.”

But even without a quad axel, Malinin’s program was so full of other difficult moves that he was still able to beat out Sato, who skated a cleaner program but one with less difficulty. Italy’s Matteo Rizzo, who made the home crowd roar, finished with the bronze.

The team gold belonged to the United States. And with Malinin still holding back his greatest move, more will be expected.

Breezy Johnson’s celebration is muted by Lindsey Vonn’s crash

It was supposed to be a day for American superstar Lindsey Vonn’s against-the odds comeback. But her teammate Breezy Johnson put up a fast time early and held on for the gold medal in the women’s downhill after Vonn crashed spectacularly and was airlifted off the mountain.

As she waited for the remaining skiers at the finish line, Johnson alternated between broad smiles and tears. It was the first Olympic medal for the 30-year-old, who missed the 2022 Games with an injury.

As for Vonn, she was only 13 seconds into her run when she crashed, ending her hopes.

Vonn sailed into the air, hit a gate, spun slightly and seemed to lose her balance before tumbling to the snow. Her bid to come back at age 41, just days after an ACL injury, was over. She re -

ceived extended treatment after the crash and was flown away by helicopter. There was a considerable delay before the race resumed.

Johnson tore down the course, far surpassing the earlier skiers by more than a second. The top skiers in the world raced down the mountain to try to catch her, but the time held up.

Emma Aicher of Germany won silver, and Sofia Goggia, the veteran Italian who lit Cortina’s Olympic cauldron two days before, won bronze.
