an Juan Mayor Miguel Romero Lugo said Monday that municipal police officers issued fines to businesses in Old San Juan for violations of the Public Order Code related to the improper handling and disposal of solid waste. The intervention followed a citizen complaint received through social media, which was corroborated by officers on site. “In San Juan, we will not tolerate conduct that threatens order, cleanliness, and respect for public spaces,” the mayor said. “Business owners have been informed, they know the law, and they have a responsibility to comply. The message is clear: non-compliance will have consequences.” Early Monday morning, police officers intervened at the businesses Mono Stereo and La Factoría, both on San Sebastián Street. Upon arrival, officers confirmed that employees of the businesses were depositing trash on the ground, outside of the designated containers, which were empty at the time of the intervention. It should be noted that the businesses had previously received guidance from personnel of the San Juan Municipal Department of Public Works on the proper handling and storage of waste. The guidance was part of ongoing preventative efforts by the municipal administration to ensure compliance with the Public Order Code.

The fines issued totaled $250 per business, and the violations were duly documented using the officers’ body cameras. The operation was supervised by San Juan Municipal Police Commissioner Juan Jackson. “The Municipal Police act immediately upon citizen complaints and enforce the Public Order Code according to the law,” Jackson said. “Our officers document violations and conduct ongoing inspections to prevent conduct that negatively affects order, cleanliness, and public order in the capital city.”

Blood donations requested amid dramatic drop in supplies By THE STAR STAFF

he Mutual Services Blood Bank issued an urgent appeal to the public on Monday due to a dramatic decrease in blood supplies, coinciding with the start of the Christmas and New Year holidays. Historically, during this time of year, the number of voluntary donors decreases significantly due to travel and family commitments, while the demand in hospitals remains constant or even increases due to emergencies. “We are deeply concerned about the inventory level for the coming days. While Puerto Rico celebrates, the need for blood in our hospitals does not take a holiday,” said Dr. Gerardo Latoni, medical director of the Mutual Services Blood Bank. “We make a special appeal to the generosity that distinguishes us as a people: give the gift of life this Christmas.” To facilitate the process, the Blood Bank has set up a direct line for quick scheduling. Vega Alta updates its land use plan after governor’s signature By THE STAR STAFF

ov. Jenniffer González Colón on Monday signed the executive order that formalizes the Comprehensive Review of the Vega Alta Municipal Land Use Plan, a document that updates the municipal planning framework and establishes the basis for the urban and territorial development of the municipality. “We are promoting a clear public policy: to strengthen municipal planning as a tool to attract investment, improve essential services, and raise the quality of life of our people,” González Colón said in a written statement. The Vega Alta Land Use Plan was originally adopted in 2011, and its comprehensive review was developed through a collaborative agreement between the municipality and the Puerto Rico Planning Board, in order to address current challenges and align the municipality’s growth with community priorities. Vega Alta Mayor María Vega Pagán stated that the plan’s revision will allow for the protection of the municipality’s natural resources and pave the way for strategic infrastructure and economic development projects. “This plan reflects our collective aspirations and allows us to promote projects that strengthen our infrastructure and open new opportunities for investment,

culture, sports, and tourism,” the mayor said. The Comprehensive Revision of the Land Use Plan incorporates guidelines for investment in housing, mobility and transportation, essential services, solid waste management, and environmental protection, in addition to reinforcing the conservation of areas such as the La Vega Forest, the Northern Karst Zone, the Cibuco River basin, wetlands, and agricultural areas. Among the projects included in the plan are a multifunctional recreational and gastronomic park, a municipal resilience center, improvements to roadways and sports facilities, as well as initiatives such as the conversion of the old city hall into a public theater, a technology center, and an agritourism and educational park. Planning Board Chairman Héctor Morales Martínez said the plan’s revision provides the municipality with an updated guide to align strategic projects and foster orderly and sustainable development. As part of the municipal goals, the revision strengthens the objective of establishing a permits office in Vega Alta, with the purpose of streamlining processes, facilitating private investment, and improving the provision of services related to development and construction.

Governor signs 4 tax relief measures aimed at middle class By THE STAR STAFF

ov. Jenniffer González Colón has enacted four measures she introduced in the Legislature aimed at easing the tax burden on taxpayers, particularly the middle class. The initiatives stem from the work of the Tax Reform Committee, which the governor created prior to taking office. The first measure, Law 177-2025 (Senate Bill [SB] 486, Administration Measure [AM] 43), establishes ABLE Accounts for individuals with disabilities by incorporating Section 1081.07 into Puerto Rico’s 2011 Internal Revenue Code. Modeled after the federal “Stephen Beck Jr. Achieving a Better Life Experience (ABLE) Act of 2014,” the law provides a secure mechanism for people with disabilities and their families to save for disability-related expenses without jeopardizing eligibility for essential federal programs. With the legislation, Puerto Rico joins all 50 U.S. states in implementing the program, promoting economic self-sufficiency for individuals with disabilities. The second measure, Law 178-2025 (SB 487, AM 45), strengthens financial support for education by increasing the maximum annual deduction for contributions to education savings accounts from $500 to $1,000. under Section 402(g) of the U.S. Internal Revenue Code, adjusted annually by the IRS. The change addresses a longstanding inequity, ensuring that Puerto Rico residents born on the island (or in the mainland U.S.) -- who are U.S. citizens -- are not subject to lower contribution limits for identical retirement instruments. The law underscores the administration’s commitment to tax fairness, financial planning and worker protection throughout life stages. The fourth measure, Law 180-2025 (SB 502, AM 48), amends Puerto Rico’s Incentives Code to exempt gains from the sale of a primary residence located in Puerto Rico from income tax and the alternate basic tax for tax years beginning after Dec. 31, 2024. To qualify, the seller must not be a beneficiary of incentives under Section 2022.02 of Law 60-2019 and must have occupied the property continuously for at least two of the five years preceding the sale. The exemption aims to reduce home sale prices and encourage homeownership among Puerto Rican families. The four new tax measures join five previously enacted laws: Law 64-2025, streamlining tax exemptions for nonprofits; Law 65-2025, standardizing tax filing dates for businesses; Law 66-2025, extending residential rent tax exemptions for 30 years; Law 72-2025, simplifying municipal and state sales tax collection through SURI; and Law 78-2025, exempting prescription medications from personal property tax.

Energy Bureau to start public hearings on PREPA rate review in February By THE STAR STAFF

he Puerto Rico Energy Bureau (PREB) has issued a resolution and order setting the official schedule for public hearings and the citizen comment period as part of the Puerto Rico Electric Power Authority’s (PREPA) rate review process. The announcement came earlier this week after the PREB, which is part of the Public Service Regulatory Board, ended the evidentiary hearings on the process. To ensure broad public participation, the PREB will hold multiple in-person hearings across the island, a

hybrid hearing (in-person and virtual) and a written comment period. The forums will allow residents to share their opinions on PREPA’s rate review request. The PREB, or NEPR by its initials in Spanish, clarified that only comments and opinions from the general public will be accepted during the hearings. Man is arrested in bow-and-arrow killing after overnight standoff By BENJAMIN ORESKES

A

man was arrested Sunday after a bizarre killing with a bow and arrow, an hourslong standoff and an early-morning fire that shut down a street in a New Jersey suburb. The events began early Saturday evening when police officers in Kearny, New Jersey, just northeast of Newark, responded to a report of a wounded man near the intersection of Kearny and Johnston avenues. The man “appeared to have been struck by a pointed object and died as a result of his injuries,” according to the Hudson County Prosecutor’s Office, which later confirmed that he had been killed with a bow and arrow. Wayne Mello, Hudson County’s acting prosecutor, said Monday that the victim was Pablo Criollo, 45, of neighboring Harrison, New Jersey. Criollo died from his wounds at a nearby hospital in Newark. On Monday, Mello’s office charged Oscar Feijoo, 44, with murder, aggravated arson and several weapons-related violations. Feijoo did not reply to multiple requests for comment, and a lawyer representing him could not be identified. Shortly after the police discovered Criollo’s body, they identified Feijoo as a “person of interest” in the killing and found him barricaded inside his own two-story home nearby on Kearny Avenue, the prosecutor’s office said. Residents were told to shelter in their homes, and a regional SWAT team arrived and negotiated with Feijoo overnight. Around 5 a.m. Sunday, while negotiations continued, a fire broke out in the house,

What would surprise Jesus about Christmas 2025? By NICHOLAS KRISTOF

his is the latest in my occasional series of conversations about Christianity. Previously, I spoke with the Rev. Timothy Keller, President Jimmy Carter, evangelical writer Beth Moore, professor Elaine Pagels and others. Here I speak with Bart Ehrman, a prominent New Testament scholar at the University of North Carolina and the author or editor of more than 30 books. Our conversation has been edited for clarity and length. Q: You have a new book coming out soon, “Love Thy Stranger,” arguing that Jesus taught a revolutionary message that transformed Western moral thinking. What was that message? A: The heart of Jesus’ message is that loving “others” means caring not only for family and friends but even for strangers — whoever is in need, whether we know them or whether they are like us. This kind of altruism was not promoted — or even accepted — in the Greek and Roman worlds that Jesus came out of. But it is a view that completely transformed the thinking and ethical priorities of the Western world down till today. Q: I admire that message of Jesus about helping strangers, but did it really transform the moral conscience of the West? White evangelicals overwhelmingly voted for President Donald Trump, and he’s not helping strangers but deporting them and breaking up families.

A: That’s right: A number of outspoken Christian leaders and Christian communities promote views that are quite contrary to the teachings of Jesus. Even so, his teachings continue to affect most people in the West, whether Christian or not. When a hurricane hits, many of us feel inclined to send money for disaster relief. Or we volunteer in soup kitchens to help people we don’t know. These practices are rooted in teachings of Jesus that became ethical norms once Christianity became the dominant religion of the West. Public hospitals, broad social programs that focused on the poor, orphanages, poor people’s homes, disaster relief — these didn’t really exist before Christianity took over the empire, and they obviously have made a huge difference in the lives of millions. Q: But Christianity has also been used to justify slavery, pogroms and more. A: I am not claiming that the world became a moral place because of Christianity. The first Christian emperor was Constantine, one of the bloodiest emperors in the history of the Roman Empire. But I am saying that this inclination to help complete strangers in need came into the Western world through the teachings of Jesus and led to an enormous cultural change. Already in the ancient Christian church we hear of incredible acts of altruism toward strangers. Toward the end of the first century, some Christians in Rome sold themselves into slavery to buy freedom for others. The idea that we should make some level of sacrifice for those in need has become rooted in the Western psyche. Q: Speaking of slavery, why did Jesus not condemn slavery? He didn’t seem to have a larger message about broader social justice, did he? A: No, he didn’t condemn it nor did virtually anyone else in antiquity. With respect to Jesus, it’s safe to say he and his followers were far less concerned with institutional injustice than individual suffering. Many of us have broader views. We tend to urge ethical behavior because we want to make society a better place for the long haul. But for Jesus, there wasn’t going to be a long haul. He preached that the end was coming in his own generation. That created a real urgency for helping those who were suffering but a relative apathy for institutional reform. Q: The Gospel of Matthew suggests that those who go to heaven are those who feed the hungry and help the sick. Meanwhile, Bible-thumping members of Congress are trimming food stamps and pushing millions off Medicaid. I struggle to understand that. A: I do too. So many people who claim to follow Jesus appear to have no idea what he actually taught. When I was an evangelical, we thought it was important to know what the Bible said and act on it. But today the evangelical movement focuses largely on social agendas not promoted in the Bible while ignoring ethical injunctions the Bible makes repeatedly. Whatever one’s views of abortion today,

it is simply wrong to say the Bible opposes it. The Bible never mentions a deliberate attempt to abort a fetus, and the only biblical passages that relate to the question of whether a fetus is to be treated as a living person with human rights indicate the answer is no (e.g., Exodus 21:22-25). What the Bible does stress, page after page, is the need to care for the poor, the outcast, the “other.” So too with gay rights: People regularly quote Leviticus about how it’s a sin for a man to sleep with a man (Leviticus 18:22). But they then ignore the very next chapter, which explicitly insists that immigrants to your country are to be treated just the same as citizens (Leviticus 19:33-34). Why do people focus on one verse instead of the other? They simply pick what they find useful for their own views. Q: If Jesus were to time-travel and show up for Christmas 2025, what would surprise him the most? A: I don’t think Jesus would recognize Christianity today. The idea that he was a preexistent divine being who came into the world as a newborn is not found in any of his own teachings in our earliest Gospels of Matthew, Mark and Luke, and I think he would be flabbergasted to hear it. Q: Then what should we be thinking about when we gather with families on Dec. 25 and seek inspiration at a difficult time? A: The Gospels are stories intended to convey important messages. I find the message of Christmas to be very moving. It’s about God bringing salvation into a needy world through an impoverished child. This is a child who will grow up and give his life for others. I don’t think this is historical. But I believe stories can be true, meaningful and powerful even if they didn’t actually happen. Many of us read great novels that help guide our thoughts about how we want to live. The Christmas story is like that, with power to shape how we think and behave toward others. Departamento de Salud confirma dos muertes pediátricas por influenza en Puerto Rico POR CYBERNEWS

AN JUAN – El Departamento de Salud confirmó dos muertes pediátricas asociadas a influenza durante el pasado fin de semana, en medio de un aumento sostenido de casos que colocó a Puerto Rico por encima del umbral epidémico por primera vez en la temporada 20252026. El secretario de Salud, Víctor Ramos Otero, informó que en la semana más reciente se reportaron 2,952 casos nuevos, lo que eleva a 25,063 los casos acumulados en lo que va de 2025. “Por primera vez en esta temporada, Puerto Rico se encuentra por encima del umbral de aviso y del umbral epidémico, lo que confirma una alta circulación del virus en la comunidad”, dijo en declaraciones escritas. Ramos Otero indicó que casi la mitad de los casos confirmados, un 49.9 por ciento, corresponde a menores de 0 a 19 años, mientras que el 6.2 por ciento de los pacientes ha requerido hospitalización. Señaló que estos datos reflejan el impacto directo de la influenza en las familias y en el sistema de salud, por lo que reiteró el llamado a la vacunación y a buscar atención médica

temprana. Hasta el momento, durante la temporada de influenza 2025-2026 se han confirmado 83 muertes asociadas al virus, mientras que otras dos permanecen bajo investigación preliminar. A estas se suman las dos muertes pediátricas notificadas recientemente. El secretario de Salud informó además que se han administrado 301,015 vacunas contra la influenza en la isla, aunque insistió en que la vacunación continúa sien-

do esencial para reducir el riesgo de complicaciones graves y fallecimientos. Por su parte, la principal oficial médico del Departamento de Salud, Iris Cardona Gerena, advirtió que la influenza puede provocar consecuencias severas, especialmente en niños pequeños, adultos mayores y personas con condiciones crónicas, por lo que destacó la importancia de identificar los síntomas a tiempo y recibir tratamiento oportuno. En cuanto a la distribución de casos, la principal oficial de epidemiología, Miriam Ramos Colón, indicó que las regiones con mayor número de contagios acumulados durante la temporada son Ponce, con 5,916 casos; Caguas, con 4,666; y Bayamón, con 3,898. El Departamento de Salud reiteró que la vacuna contra la influenza está disponible en centros de salud, farmacias y hospitales en toda la isla, y exhortó a la ciudadanía a reforzar las medidas de prevención, como el lavado frecuente de manos, cubrirse al toser o estornudar, evitar el contacto cercano con personas enfermas, utilizar mascarilla en lugares concurridos o si presenta síntomas respiratorios, y permanecer en el hogar si se siente enfermo para evitar la propagación del virus.

Rob Reiner gave us great reasons to go to the movies

F

ew movies take possession of you like “This Is Spinal Tap,” the delightful shaggy-haired 1984 rock-n-roll parody that turned Rob Reiner into a filmmaker. The movie, about a ridiculous group of heavy-metal rockers, didn’t set the world or entertainment industry on fire on its release. Yet it kick-started an unlikely career that rapidly picked up momentum with crowd pleasers that won love and sometimes awards, and often cleaned up at the box office. Reiner’s gifts as a filmmaker were performance-based and steeped in comedy; he wasn’t an auteurist icon like Martin Scorsese, one of the inspirations for the filmmaker character whom Reiner played in “This Is Spinal Tap.” Rather, Reiner made his mark in the stories he told. In their variety, generosity and in their open, unembarrassed appeal to the audience, his movies recalled an earlier era when studio directors raced from set to set, from one story to the next, making some of the solid and, at times, soaring films that defined Old Hollywood. In an astonishingly short, fertile period of time starting in the mid-1980s, Reiner directed films as different as the coming-of-age drama “Stand By Me” and the charming fairy tale “The Princess Bride”; persuaded his mother, Estelle, to deliver one of the most famous lines in movies — “I’ll have what she’s having” — in “When Harry Met Sally ...”; and unleashed Kathy Bates on James Caan in “Misery.” With down-to-earth humor, flights of fancy and a born entertainer’s desire to keep you engaged, Reiner honed his craft, turned comics and theater actors into stars, and gave millions of people pleasure and reasons to go to the movies. Yet despite his success, he always seemed like his best films: decent, principled, humane. Comedy was in Rob Reiner’s DNA. When he was a kid, the adults mingling at parties in his childhood home weren’t just friends of the family, they were also the cream of comedy, funnymen like his father, Carl Reiner, as well as Mel Brooks, Norman Lear and Neil Simon. Years later, Lear hired Rob Reiner to play Michael Stivic aka Meathead on “All in the Family,” the schlubby hippie counterpart to Archie Bunker’s volcanic conservative. I grew up watching

that show, so Reiner is in my cultural DNA. I think that’s one reason that his death has hit so hard: We cherish the people who make us laugh and help transport us out of the difficulties and the darkness of life, especially those who make you feel you’re in on the joke. Given Reiner’s background, it seems perfect that “This Is Spinal Tap” was his directorial film debut. He plays Marty DiBergi, a documentarian who’s tracking a very silly, very self-serious band (played by Christopher Guest, Michael McKean and Harry Shearer). “Tap” grew out of a 1979 comedy special, “The TV Show,” created by Reiner and his writing partner, Phil Mishkin, in which you watch what a guy (Reiner) with a remote watches. One bit was a music show that was introduced by a Wolfman Jack-like DJ played by Reiner with a growl, a bushy beard and a plunging neckline. “You’re gonna love ’em ... Spinal Tap,” he howled. There isn’t an iota of cruelty in “This Is Spinal Tap” or in its genial sequel, “Spinal Tap II: The End Continues,” which opened in September. Even when the band members are at their absolute silliest and most absurdly dense, you can feel the love Reiner et al. have for them radiating off the screen. You laugh at them, of course, but with a commensurate fondness that deepens with repeat viewings. And while it may not have raked up big box-office numbers, it found its audience when it hit home video. It remains an ideal film to watch with friends (lit and not) or when some company and good laughs are needed because while it is (still) very funny, it also has a comforting warmth, a welcoming gentleness that became a signature in Reiner’s work. “This Is Spinal Tap” marked the start of a remarkable run that turned Reiner into a major industry figure. He brought expected comedy timing to his films, but he was also good with actors, and showed an eye for young and untested talent. He shifted to romantic comedy for his second feature, “The Sure Thing” (1985), giving the teenage John Cusack his first starring role. Reiner expanded his genre horizons with “Stand by Me” (1986), a drama with the teenage River Phoenix in an early important role. Reiner also gave Meg Ryan her first leading part in “When Harry Met Sally ...”; Robin Wright her breakout role in “The Princess Bride” (1987); and guided Kathy Bates toward her Oscar for

best actress for “Misery” (1990). He then herded three of the biggest cats in Hollywood — Tom Cruise, Demi Moore and Jack Nicholson — in the military courtroom drama, “A Few Good Men” (1992). It seems noteworthy that two of Reiner’s finest films share storytelling as a theme. At first blush, “The Princess Bride” and “Misery” couldn’t be more dissimilar. Adapted by William Goldman from his novel, “The Princess Bride” is a story-within-a-story that opens with a boy (Fred Savage) who, while home sick in bed, is read a fairy-tale book by his grandfather (Peter Falk). At first, the boy isn’t eager to hang with his grandfather or hear the story (“A book?” he asks), but the grandfather is a sly fox, and he quickly draws the kid in with a rollicking adventure that features, as he truthfully puts it: “Fencing, fighting, torture, revenge, giants, monsters, chases, escapes, true love, miracles” — plus kissing. By the end of “The Princess Bride,” true love has triumphed, and so has the grandfather and, by extension, so had Reiner. The grandson, much like the viewer, expresses eagerness to hear the tale again, which is exactly what any storyteller wants to hear. Although Reiner didn’t repeat “The Princess Bride,” he directed a film a few years later that serves as its delectably nasty twin: “Misery,” a sleek, at times joltingly funny horror film based on Stephen King’s 1987 novel. Adapted by Goldman, it centers on a romance novelist, Paul Sheldon (Caan), who, after an accident, is taken hostage by an admirer Annie Wilkes (Bates), a nutcase with a chilling past. “I’m your number one fan,” she says, her crazy eyes soon flashing. Like the grandson in “The Princess Bride,” Annie proves to be a very demanding audience. “Misery” touches on some rich, resonant themes, including the agonies of hackwork, the power of storytelling and the perils of fandom, which presumably Reiner, as a popular filmmaker who spoke to many, had experience with. The movie is also very much about the pact that storytellers make with their audiences, and what is at stake when you read a book, listen to music or watch a movie that touches you and makes you feel deeply, that carries you away from the mundane and somehow lightens your burden, however fleetingly. There is a kind of mystical quality to that relationship, a communion. There is also love, which is one other reason I think that so many of us wept when we heard that Reiner had died.

Wall Street advances with broad gains, buoyed by tech stocks U .S. stocks climbed to kick off the ‌holiday-shortened​ week, buoyed partly by a continued rebound in ‌technology stocks in a broad advance that lifted almost all of the 11 S&P 500 sectors. The rally started ​late last week and was driven by Micron Technology’s blowout forecasts and a cooler-than-expected inflation report, which has left the S&P 500 and Dow less than 1% ‍from their record closing levels set on December 1​ 1. Nvidia shares rose 1.2% as the biggest lift to the benchmark S&P 500. Reuters reported the company has told Chinese clients it aims to start ​shipping its second-most powerful ⁠AI chips to China before the Lunar New Year holiday in mid-February. Micron climbed 3.8%, while most other chipmakers also advanced, with the Philadelphia SE Semiconductor Index up 1.1%. “I don’t necessarily think it’s going to go much higher; it’s going to continue to churn,” said Ken Polcari, partner and chief market strategist at Slatestone Wealth in Jupiter, Florida. “Today we’re trading higher, but I wouldn’t be surprised if we back off again and then ‌we just rally again right into about where we are.” The Dow Jones Industrial Average rose 233.48 points, or 0.48%, to 48,367.72, the S&P ​500 ‌gained 41.16 points, or 0.60%, to ‍6,875.66 and the Nasdaq Composite ⁠gained 127.10 points, or 0.55%, to 23,435.00. December has historically been a strong period for stock markets. Since 1950, the Santa Claus rally has been reflected by the S&P 500 rising by an average of 1.3% over the last five trading days of the year and the first two trading days in January, according to the Stock Trader’s Almanac. This year, that period starts on Wednesday and runs through January 5. Optimism about AI, signs of a resilient U.S. economy, and expectations for monetary policy easing have outweighed concerns about U.S. tariffs, helping put the three main U.S. indexes on course for their third consecutive year of gains. The S&P 500 is ​up more than 15% this year. Ten of the 11 S&P sectors traded higher, with materials and energy among the best performers as commodity prices jumped. The tech sector added 0.5%. Wall Street’s fear gauge, the CBOE volatility index, hit its lowest level since late August.

What we know about US interceptions of oil tankers in Venezuela By GENEVIEVE GLATSKY

P

resident Donald Trump’s drive to crack down on vessels moving oil from Venezuela, an escalating part of his pressure campaign against the government of Nicolás Maduro, took an unusual turn over the weekend. In the Caribbean Sea on Saturday, the U.S. Coast Guard tried to intercept a tanker called the Bella 1, which officials said was not flying a valid national flag, making it a stateless vessel subject to boarding under international law. U.S. officials had obtained a seizure warrant for the Bella 1 based on its prior involvement in the Iranian oil trade, but officials said the ship refused to submit and sailed away. Here’s what we know about the situation. The ship fled into the Atlantic Ocean. Ship-tracking data showed the Bella 1 had been en route to load Venezuelan crude oil and was not carrying cargo. The vessel has been under U.S. sanctions since last year for transporting Iranian oil, which authorities say was used to finance terrorism. The Bella 1 had not yet entered Venezuelan waters and was not under naval escort. The cargo it was scheduled to pick up had been purchased by a Panamanian businessperson recently put under sanctions by the United States for ties to the Maduro family, according to data from Venezuela’s state oil company. U.S. forces approached the Bella 1 late Saturday. But it refused to be boarded, instead turning and creating what one U.S. official described as “an active pursuit.” By Sunday, the Bella 1 was still fleeing the Caribbean and was broadcasting distress signals to nearby ships, according to radio messages reviewed by The New York Times and first posted online by a maritime blogger. The vessel was traveling northeast into the Atlantic Ocean, more than 300 miles away from Antigua and Barbuda, the messages showed. By Sunday evening, Bella 1 had sent over 75 alerts. It is not clear what steps the United States is taking to pursue the ship. The White House said Trump would make an announcement Monday afternoon with his defense secretary and his navy secretary but provided no indication of the subject. The tanker was one of two intercepted by the U.S. this weekend. The Coast Guard on Saturday stopped and boarded the Centuries, a tanker that had recently loaded Venezuelan oil, reportedly

for a Chinese trader. The U.S. authorities did not have a seizure warrant for the Panamanian-flagged vessel and said they were verifying the validity of its registration. It was unclear how long the ship would be detained. On Dec. 10, the United States had seized another tanker, the Skipper, which was transporting Venezuelan crude but had earlier carried Iranian oil. The Skipper has been escorted to Galveston, Texas. Maduro has responded by ordering the Venezuelan navy to escort some tankers, raising the risk of armed confrontation at sea. U.S. officials say the operations aim to weaken Maduro’s finances. Trump administration officials have sought to justify the effort to curb tanker traffic in and out of Venezuela by arguing that it is necessary to choke off oil export revenue that funds narco-terrorism, according to officials. Trump has accused Maduro of stealing oil from American companies and using petroleum revenues to fund criminal activity, though he has offered no evidence for those claims. The threat of additional seizures is already influencing tanker routes. Some vessels that appeared to be heading to Venezuela have turned around, according to global shipping monitors. Much of Venezuela’s oil is sold to China, some through Cuba, and some is licensed to the United States. The actions have fueled uncertainty about the administration’s ultimate aims. Allowing most ships to continue operating would fall short of a true blockade — an act of war — and instead resemble a series of law enforcement operations. Blocking the tankers is part of a larger anti-Maduro effort by the U.S. The Trump administration spent the past few months building up a heavy military presence in the Caribbean under the banner of a counternarcotics campaign. Those protesters gathered earlier Sunday at a park across town from Bondi Beach for an anti-immigration rally billed “Put Australia First.” They called for Albanese’s resignation. The protest was far smaller than recent anti-immigration marches, which drew as many as 15,000 people. It went ahead despite pleas from Minns, the state premier. “This is the last thing we need right now,” he said before the rally. A political debate has begun to take shape around what led up to the attack. Like other countries such as Britain and Canada, Australia saw a surge in immigration following the end of pandemic restrictions, leading to a backlash from people

Trump announces pricing deals with nine drugmakers By REBECCA ROBBINS and MARGOT SANGER-KATZ

P

resident Donald Trump late last week announced deals with nine pharmaceutical companies to reduce some drug prices, the latest step in his bid to try to align U.S. costs with the lower drug prices in European countries. Trump has now reached deals with 14 of the 17 drugmakers to which he sent letters in July demanding that they lower prices. The nine companies participating in Friday’s announcement were Amgen, Boehringer Ingelheim, Bristol Myers Squibb, Roche’s Genentech unit, Gilead, GSK, Merck, Novartis and Sanofi. Drugmakers have been eager to strike deals with the administration in hopes of avoiding punitive regulatory action that could cut deeply into their profits. Over the past few months, Trump has announced similar agreements with Pfizer, AstraZeneca, EMD Serono, Eli Lilly and Novo Nordisk. In a White House briefing announcing the deals, Trump and top health officials framed the agreements as part of a focus on affordability at a time when the administration is facing intense scrutiny for not doing more to stem rising prices. The announcements were made as health insurance subsidies in the Obamacare marketplace were set to expire at the end of the year, which will likely drive up premiums for millions of Americans. Standing at the podium, the president also took the opportunity to threaten the health insurance industry. Trump said he would call insurance executives to Florida or the White House soon to discuss lowering premiums. “They have to make less, a lot less,” he said. Stocks of major insurers, including UnitedHealth Group, CVS and Cigna, fell after Trump’s remarks. “Health plans are doing everything in their power to shield Americans from the high and rising costs of medical care, and we welcome any opportunity to discuss common-sense solutions to lower costs for everyone,” said Mike Tuffin, CEO of AHIP, a major trade group for health insurance plans. Under the deals announced Friday, manufacturers will offer some of their drugs through websites where Americans can bypass insurance and use their own money to

The offerings have focused on drugs often prescribed by primary care doctors rather than more specialized, expensive treatments for conditions like cancer. To help patients navigate that process, the Trump administration plans to create a site called TrumpRx.gov, which will direct patients to the drugmakers’ own websites. Officials put up a promotional version of the TrumpRx website this fall and said they plan for it to be operational in January. Drugs that will be made available in this way include Amgen’s Repatha, for lowering cholesterol, at $239 a month; GSK’s asthma inhaler, Advair Diskus, at $89 a month; and Merck’s diabetes medication Januvia, at $100 a month. Many of these drugs are nearing the end of their patent protection, meaning that the arrival of low-cost generic competition would soon have prompted manufacturers to lower their prices. In other cases, the direct-buy offerings are very expensive and out of reach for most Americans. For example, Gilead will offer Epclusa, a three-month regimen of pills that cures hepatitis C, for $2,492 a month on the site. Most patients pay far less using insurance or with help from patient assistance programs. Gilead says on its website that “typically a

person taking Epclusa pays between $0 and $5 per month” with commercial insurance or Medicare. The drugmakers also said they would introduce new medicines in the United States at prices comparable to what they ask other wealthy countries to pay. And the companies agreed to sell most of their products to state Medicaid programs, which provide health insurance for low-income Americans, at the prices they offer to other wealthy countries. People on Medicaid already pay nothing or very little in out-of-pocket costs. Federal law caps those costs at $8 per prescription for people with the lowest incomes. Medicaid is already legally required to get the lowest drug prices in the United States, which are often comparable to those in European countries. Still, administration officials said the deals would bring significant savings for some drug purchases. Bristol Myers Squibb said it would provide Eliquis, a widely used blood thinner, to Medicaid for free. A new, lower price for Medicare of $231 per month, enabled by a Biden-era law, will go into effect in January. Medicaid’s current prices for Eliquis are not public, and Bristol Myers Squibb did not return a request for comment on what it now charges Medicaid programs.

“It’s very likely that Medicaid programs were already getting it for free or close to free,” said Dr. Benjamin Rome, a health policy researcher at Brigham and Women’s Hospital in Boston. As he has done while announcing the other drug pricing deals, Trump on Friday made claims about impossible price decreases of up to 800%. At another point, he boasted: “This represents the greatest victory for patient affordability in the history of American health care by far.” At least initially, most Americans won’t see changes to their out-of-pocket costs resulting from the deals. In some cases, they could end up paying more if they use their own money to go through TrumpRx when they could have paid less by relying on insurance. “The bottom line is that the agreements will not decrease prices for most Americans,” said Ameet Sarpatwari, who studies pharmaceutical policy at Harvard Medical School. In exchange for some lower prices, the companies secured three-year exemptions from any tariffs that Trump might have imposed on imported pharmaceuticals, administration officials said. Trump has repeatedly threatened to levy punishing tariffs on imported medicines but has not followed through. The three major drugmakers that have yet to reach deals with the administration are AbbVie, Johnson & Johnson and Regeneron. Representatives for those companies all said they were still in talks with the administration. Trump said that Johnson & Johnson and a few other companies would announce price-cutting deals in the coming days. In the United States, prices for brandname drugs are three times as high, on average, as those in other wealthy nations. Trump has long complained that the United States is unfairly subsidizing lower prices in European countries, a view echoed by many pharmaceutical executives. The deals announced Friday do not address the high costs of most drugs already on the market that are covered under private insurance or other government health insurance programs like Medicare. Those costs are borne by U.S. employers and consumers who pay in the form of taxes, health insurance premiums and out-of-pocket expenses.

With Sunday’s 2-1 win, the Guapos of Dorado will look to close out the best-of-seven COLICEBA championship series in six games this Friday night in Arroyo against the Bucaneros.

he Guapos of Dorado defeated the Bucaneros of Arroyo 2-1 on Sunday at José “Cheo” Cruz Stadium in Arroyo, putting them on the verge of winning the Central Amateur Baseball League Confederation (COLICEBA by its acronym in Spanish) championship. With the Game 5 win, Dorado will look to close out the best-of-seven series on the road this Friday night. With the score tied at 1-1 in the top of the ninth inning, Dorado’s Kevin Millet singled off Arroyo left-hander Orlando Díaz to drive in Ian Laureano for what would prove to be the winning run. Díaz made his third appearance in the series and took the loss after allowing the deciding run, having relieved starter Yadiel Rolón, who went eight innings, allowing one run on four hits and striking out five. Guapos starter Brayan Robles went seven innings and

was perfect through the first five and a third, keeping the Arroyo offense under control. The win went to reliever Josué Serrano, who pitched a flawless eighth inning, while the save went to Pedro Rodríguez, who closed out the game dramatically. In the bottom of the ninth, the Bucaneros had two runners on base with no outs, but Rodríguez prevailed and secured the victory with a strikeout of Tony Bryan Méndez. The first run of the game was scored by Dorado in the top of the fifth inning with a sacrifice fly by César Morillo. Arroyo tied it up in the seventh inning with a sacrifice fly by Méndez. The series continues with Game 6 (not Game 5 as reported in error in Monday’s Star) this Friday at 8 p.m. at Perucho Cepeda Stadium in Cataño, where Dorado will seek its first league title. The Bucaneros will look to win and force a seventh and deciding game on Saturday in Arroyo.

Crabbers regain sole possession of first place in LBPRC By THE STAR STAFF

he Santurce Crabbers, San Juan Senators and Mayagüez Indians all secured victories on Sunday in Roberto Clemente Professional Baseball League (LBPRC by its initials in Spanish) play. Right-hander Daryl Thompson pitched eight complete innings to lead the Crabbers (Cangrejeros) to a 6-3 victory over the Carolina Giants (Gigantes) at Roberto Clemente Walker Stadium in Carolina. The win, combined with a Ponce Lions loss, put the Crabbers back in sole possession of first place with a 22-13 record. The Giants fell to 17-18 and were tied with the Caguas Criollos for fourth place. The veteran Thompson allowed one run and five hits in his start, improving his record to 2-2 this season. He also struck out six batters. The only run Thompson allowed came off the bat of Giants leadoff hitter Ga-

briel Cancel, who hit a home run to left field in the first inning to give his team an early 1-0 lead. The Crabbers employed small ball tactics to avoid falling out of the top perch in the standings. Shortstop Andrew Velázquez led off the Santurce third with a double, and Johneshwy Fargas sacrificed with a bunt to put the tying run 90 feet from home plate. Then Jeremy Arocho laid down another perfect bunt for a base hit that sent Velázquez racing home to tie the score at 1-1. In the top of the fourth inning, the first two Santurce batters, Yohandy Morales and Adrián del Castillo, led off with singles. Giants starter Jonathan Bermúdez was relieved by Eddy Reynoso, and Jack López hit a sacrifice fly to give the Crabbers the lead, 2-1. A single by Arocho, with del Castillo and Velázquez on the bases, extended the Crabbers’ lead to 4-1 in the eighth inning. Del Castillo and López came through again in the ninth, driving in runs with singles to make it 6-1. Carolina rallied for a pair of runs in the bottom of the ninth on an RBI grounder by Deniel Ortiz and a sacrifice fly by Josh Hatcher to make it 6-3. Left-hander Jonathan Bermúdez (1-3) suffered the loss, allowing two runs in three innings. Meanwhile, the Senators (Senadores) defended their home field and earned a 6-2 victory over the Lions (Leones) at Hiram Bithorn Stadium in Hato Rey. With the win, last-place San Juan notched its 10th victory of the season against 24 losses. Ponce fell back to second place in the standings with a 21-14 record. With the score tied at one apiece, the Senators scored a pair of runs in the fourth inning on a sacrifice fly by Víctor Torres and an RBI single by D’Shawn Knowles to go up 3-1. Right-hander Iván Houellemont (3-1) earned the win in a relief appearance of two and two-thirds innings, in which he allowed one hit and recorded one strikeout. Right-hander Ryan Velázquez earned his first save of the year. Bryant Salgado (3-2) took the loss for Ponce, allowing three runs in three and two-thirds innings. In Mayagüez, a walk-off sacrifice fly by Darell Hernáiz lifted the Indians (Indios) over the Criollos 6-5 at Isidoro “Cholo” García Stadium. It was the third time in a week that Mayagüez, in third place with a 17-17 record, had won in walk-off fashion. Caguas fell to 17-18. The win went to Indians reliever Carlos Francisco (20) after one inning of work, while Caguas reliever Jovani Morán (0-1) took the loss after allowing the winning run.

The Santurce Crabbers (22-13) again sat alone atop the LBPRC standings.
