FBI takes over jurisdiction in murder probe of Ohio native found dead in Luquillo

The FBI has assumed jurisdiction in the homicide investigation involving Tyler Wilken, a 35‑year‑old Ohio native whose body was found three weeks ago at a beach in Luquillo, Puerto Rico Police Superintendent Joseph González Falcón confirmed on Monday.

González said federal agents are assisting with the technical analysis of evidence, including data extracted from Wilken’s cellphone and information gathered from telecommunications antennas. Meanwhile, Puerto Rico police continue conducting interviews and collecting additional evidence.

“I can guarantee that we are taking every necessary mea sure to clarify this case and bring justice and some comfort to the Wilken family,” González said in a radio interview. He emphasized that the Puerto Rico Police Department has the resources to handle a case of this magnitude.

“Puerto Rico has the third‑largest police department in the United States, after New York and Chicago,” González noted. “We have all the technology and equipment required.”

Wilken, originally from Highland County, Ohio, moved to Puerto Rico in 2024. According to his girlfriend, Iva Mo, she left him at the Luquillo beach on July 8 so he could camp for several days. Before disappearing, Wilken sent her text messages describing a man who “howled like a wolf” and set off fireworks near the campsite.

“He said something like, ‘If the one who howls comes back tonight, I’ll probably go see what’s going on,’” Mo told investigators.

Wilken’s body was later found roughly 300 meters from his campsite. González declined to provide details about

the crime scene but confirmed that officers have interviewed campers, area residents, and others who may have passed through the location. Police have also obtained footage from nearby security cameras.

Wilken died from a gunshot wound to the back of the head a type of killing González described as uncommon in Puerto Rico, particularly involving tourists or recent arrivals. He said there is no evidence linking Wilken to criminal activity.

Investigators have identified a person of interest, though authorities have not released further details. González confirmed that Wilken’s wallet has not been found but cautioned against concluding that robbery was the motive.

“This will not be a simple investigation, but I can guaran tee that we will dedicate all necessary resources to solving this crime,” he said. “That is my commitment.”

The police superintendent added that he has spoken with Wilken’s father, who expressed encouragement about the progress of the investigation.

School transportation providers consider withholding service on the first day of classes over outstanding debt

School Transport Providers Federation President José Rosado announced that the protest originally scheduled for Monday was postponed to allow for a meeting with Education Secretary Eliezer Ramos Parés regarding a $17 million debt owed drivers dating back to 2021.

“We have decided to give dialogue a chance and hear what solutions the secretary proposes,” Rosado stated in a written release. “However, we can no longer live on promises alone. Between one promise and the next, payment never arrives, and we transport providers continue to shoulder the entire burden.”

Rosado said that if the secretary’s responses prove unsa tisfactory, they will stage a work stoppage this Thursday the scheduled start date for the new public school year.

“If, once again, there is no concrete response or fulfilled commitment, we will consider a stoppage,” he said. “We do not want to affect the students, but the government has dri ven us to this point. Unfortunately, it is only when we apply pressure that we are finally heard.”

“We transport providers also have obligations, as well as employees and families who depend on this work,” Rosado added. “We cannot continue to finance a service that the government contracted and has already benefited from. We need payment to be made so we can keep operating.”

Governor anticipates water service interruption plan with several days’ notice if drought continues

Gov. Jenniffer González Colón announced on Monday that the government is preparing to implement a plan for scheduled water service interruptions if drought conditions persist over the coming days.

She gave assurances, however, that the intention is to notify residents several days in advance and to coordinate service distribution by sector in collaboration with municipalities.

“We have to prepare for the worst,” the governor said, noting that she does not expect interruptions to begin this week but warned that “from next week onwards, if it doesn’t rain,” it will be necessary to activate the plan to extend the lifespan of the Carraízo reservoir.

“I hope we all join in prayer and ask God for rain,” she said. “But if the situation doesn’t improve, there will obviously be an interruption plan.”

González Colón noted that the government aims to avoid leaving an entire municipality without service simultaneously; instead, it plans to divide supply zones to stagger the interruptions. She added that mayors would participate in the planning process to coordinate water delivery via tanker trucks to homes for the elderly, condominiums and other critical facilities.

“I think the most important thing is for people to know: ‘I won’t have water from this time to that time, but it will come back on at this time,’” the governor said. “People can plan accordingly.”

The governor said meetings with mayors would be held this week to define the sectors that could be affected and to ensure the public receives information at least three or four days in advance.

“We want there to be -- not just one or two, but at least three or four days of advance notice,” she said. “That way, people can be at ease rather than scrambling at the last minute.”

Regarding mitigation measures, the governor noted that the emergency executive order has already activated the National Guard and allows for expedited contracting to acquire water tanker trucks and evaluate portable desalination plants to serve vulnerable areas.

fines for excessive water use, reasoning that Aqueduct and Sewer Authority (PRASA) personnel need to focus on maintaining service and repairing leaks.

“I am not contemplating the use of fines,” she said. “I appeal to -- and trust in -- the people of Puerto Rico to be prudent in their water usage.”

González Colón pointed out that Carraízo reservoir’s behavior remains unpredictable -- with levels dropping six centimeters on some days and up to 11 on others -- leading the government to plan based on the worst-case scenario.

She added that measures already implemented include dredging the Carraízo reservoir, repairing pumps, and launching an initiative to reduce leaks, initiatives that, she said, have made it possible to extend the reservoir’s operational capacity while the drought continues.

San Juan to enter water rationing, mayor says

Atotal of 109,992 LUMA Energy customers were without electrical service as of 2:35 p.m. Monday, following the company’s announcement that load shedding -- caused by generation shortfalls and the sudden shutdown of the San Juan 6 unit operated by Genera Puerto Rico -- was ongoing.

“Load shedding is occurring due to generation shortfalls and the sudden shutdown of Genera Puerto Rico’s San Juan 6 unit,” LUMA stated in an update released on its social media channels. “This means some customers may experience service interruptions.”

The company said it was in communication with generation companies to mitigate the impact of the outages, though it reiterated that it bears no responsibility for power generation.

According to LUMA’s online portal, the regions with the highest number of affected customers were Caguas, with 32,171 subscribers without service; San Juan, with 28,942; Arecibo, with 20,125; Bayamón, with 15,490; Mayagüez, with 7,052; Carolina, with 3,315; and Ponce, with 2,897. In total those numbers represent 7.49% of the system’s subscribers.

LUMA urged customers to monitor its official channels for updates while efforts to stabilize the electrical system continued.

crisis entered a new and more volatile stage this week, with Mayor Miguel Romero Lugo warning that the island capital is now confronting the possibility of an official rationing plan on top of months of chronic service interruptions that have already left many communities without reliable access to potable water.

Romero said the city has effectively been living under “de facto rationing” for nearly a year, with neighborhoods experiencing prolonged outages and low pressure since last summer. The mayor argued that the situation has deteriorated to the point of affecting daily life, economic activity, hotels, and tourism, and urged the central government and PRASA to present a clear plan for supporting municipal response efforts.

The mayor also reiterated his criticism of PRASA’s leadership, noting that San Juan is currently pursuing legal action over what he described as repeated failures to comply with court-mandated stipulations. A hearing is scheduled for this Friday after the municipality filed a motion alleging noncompliance.

“The clearest statement is the one made in court,” Romero said, adding that the judge determined the allegations were sufficient to move forward with a full evidentiary hearing. Romero emphasized that the legal process is separate from the operational emergency now unfolding, but said both issues stem from the same pattern of mismanagement. He warned that formal rationing requires precise scheduling and guaranteed service during non-rationed hours -- conditions he believes PRASA has not demonstrated it can meet.

“People are supposed to prepare for rationing, but if you don’t have water, how do you prepare?” he said.

As of Monday, the municipality had not received an official timetable for the proposed rationing plan. Romero said he expects the topic to dominate upcoming interagency discussions, stressing that San Juan needs clarity and coordination to protect residents as drought conditions in Puerto Rico intensify and infrastructure failures persist.

The mayor added that the city will continue deploying emergency measures, but insisted that long-term stability depends on PRASA fulfilling its obligations and restoring reliable service across the capital.

Teachers Assn. monitoring impact of $1.2 billion budget cut

Leaders of the Puerto Rico Teachers Association (AMPR by its initials in Spanish) announced Monday they will closely monitor the impact of an estimated $1.2 billion reduction in the island Education Department’s consolidated budget.

As a new school year is slated to start this Thursday, the government has insisted that the expiration of non‑recurring federal funds will not affect hiring or essential services at the start of the school year, but the organization says on the ground verification is indispensable.

AMPR President Víctor M. Bonilla Sánchez noted that the union was among the first to warn in March 2025 about the system’s vulnerability stemming from its heavy reliance on temporary federal funds.

“Today, administrative decisions and reported situations make it essential to confirm whether those concerns are beginning to materialize, despite the government’s assurances,” he said.

The union will be checking whether each school has appointed teachers, functioning Special Education services, transportation, maintenance, cleaning, security and adequate conditions from day one.

Bonilla emphasized that a successful school opening requires more than just unlocked doors.

als, safe facilities, and services operating to guarantee quality teaching and learning.”

AMPR Vice President Raúl González Colón added that the organization will also assess whether budget cuts and administrative adjustments are adversely affecting teachers’ working conditions and salaries. He warned against continu ing to assign social workers, counselors, librarians or other specialized professionals to cover vacant teaching positions. As in previous years, AMPR coordinators have been deployed across all educational regions to inspect schools

and compare official information with the realities educators face. So far, 466 schools -- about 54% of campuses -- have been visited. Among the most concerning issues are electrical supply and water storage. According to the AMPR’s census, among the schools visited, only 38.8% have generators, while 70% have fans. Some 53% have water cisterns, while 23% have none and 24% have cisterns that do not function.

“For us, it is essential that schools have adequate venti lation, functional electrical systems, cisterns, generators, and the necessary conditions to protect the health and safety of teachers and students amid the extreme heat we are experi encing,” González Colón said.

The union leadership reiterated that advancing the teaching career remains a top priority. Although some $90 million has been identified to address the long-standing debt owed to thousands of teachers, the funds remain stalled at the Office of Management and Budget. Noting that all cal culations have already been completed, the AMPR said it will continue pressing for the administrative process to be completed so payments finally reach educators who have waited more than a decade.

Bonilla Sánchez said the matter would be the first item on the agenda during a meeting scheduled for Monday af ternoon with Education Secretary Eliezer Ramos Parés. The union also communicated with the Financial Oversight and Management Board requesting expedited attention to facilitate the release of the funds.

New laws expand health protections, safeguard children, strengthen digital & sports safety

Gov. Jenniffer González Colón on Monday enacted four new laws aimed at improving access to health services, protecting minors from sexual abuse, modernizing digital identity rights, and reinforcing safeguards against sexual harassment in Puerto Rico’s sports sector.

The measures, signed at La Fortaleza, reflect a broad policy push touching on patient rights, emerging technologies,

child welfare, and accountability within athletic organizations.

The governor signed Law 161-2026, authored by Reps. Sol Higgins Cuadrado and Estrella Martínez Soto, which amends Puerto Rico’s Health Insurance Code and the Patient Bill of Rights to streamline coordination of benefits for patients with more than one health plan.

The law shifts responsibility for coordinating payments and reimbursements to insurers, intermediaries and participat ing providers removing the burden from patients, who often must advance money or navigate complex reimbursement processes. It also imposes a 30-day deadline to complete benefit coordination, requires the Office of the Commissioner of Insurance to adopt new regulations, and establishes com plaint mechanisms and educational campaigns for patients and providers.

González Colón also signed Law 163-2026, sponsored by Sen. Jamie Barlucea Rodríguez, which updates Puerto Rico’s Right to One’s Own Image statute to address rapid advances in artificial intelligence and digital manipulation tools.

The measure expands legal protections against unautho rized use of a person’s likeness, voice, gestures, movements or other identifiable attributes -- including those generated, cloned, simulated or altered through emerging technologies. The update aims to ensure the law remains relevant as AI‑driven audiovisual reproduction becomes more sophisticated and widespread.

Under Law 164-2026, authored by Sens. Wanda Soto Tolentino and Joanne Rodríguez Veve with co‑sponsors Ada Álvarez Conde and Ángel Toledo López, Puerto Rico will impose tougher penalties on individuals who knowingly or suspecting abuse fail to report sexual crimes against minors.

The law establishes a fixed two-year prison term for de liberately omitting a report or obstructing someone else from reporting. It also sets a three‑year penalty for providing false information or inducing others to do so. The administration framed the measure as a critical reinforcement of the island’s child protection and prevention policies.

The fourth measure, Law 162-2026, sponsored by Reps. Luis Jiménez Torres and Jerry Nieves Rosario, strengthens the 2024 statute aimed at preventing sexual harassment in Puerto Rico’s sports environment.

The law broadens the definition of “sports entity” to include clubs, leagues, federations, recreational centers, and both public and private organizations responsible for athletes. It also updates the definition of harassment to encompass physical, psychological, cyber and social conduct.

Crucially, the measure establishes explicit civil liability for individuals who commit harassment and for sports entities that knew or should have known about misconduct and failed to act promptly. Liability may also extend to harassment by third parties when an entity is aware of the situation and does not take corrective action.

Trump administration plans to upend Head Start by deregulating it

The Trump administration is preparing a major rollback of federal requirements for Head Start, a change that supporters of the childcare program fear could gut its long-standing anti-poverty mission.

The proposed changes would remove most of Head Start’s 133 pages of requirements for math and literacy curricula, class sizes, medical screenings, home visits and even a requirement that children brush their teeth after meals, according to three people with knowledge of the plan who spoke on the condition of anonymity to describe internal deliberations.

Administration officials say the changes will streamline a heavily regulated program while giving states and cities more control over how it is run.

But Head Start advocates say that erasing regulations serves as a backdoor way to dismantle a program the administration does not like. The White House last year called Head Start “radical” and tried but failed to freeze spending on it.

While Head Start facilities will still be required to comply with state rules, there are almost no comparable state-level programs with similar requirements. And even though the federal rules would not prohibit centers from providing traditional anti-poverty services, some fear that the lack of any requirements means that many are likely to stop doing so.

The changes, previously reported by The Nation, are expected to be formally introduced as early as next week and could be finalized by year’s end.

They would remake a program that has served more than 30 million children since it was created in 1965 as part of President Lyndon B. Johnson’s War on Poverty. Head Start was intended to be a federally funded and regulated early education and anti-poverty program, with hundreds of standards to support that mission, making it far more comprehensive than any other childcare programs.

A White House official, who declined to be identified, wrote in an email that the administration is supporting Head Start by keeping its federal funding in place and supporting efforts the official said would reduce administrative burdens.

A spokesperson for the Health and Human Services Department’s Administration for Children and Families, which oversees Head Start and drafted the changes, did not respond to a request for comment.

But Ruth Friedman, a childcare policy expert who worked as a congressional aide to create a bipartisan 2007 law updating Head Start, called the proposed changes a “massive gutting” of the program.

“Eliminating Head Start’s performance standards guts the science-backed standards that ensure our youngest learners get what they need to arrive at kindergarten ready to succeed,” she said.

The program, which today serves about 700,000 children younger than 6, has for decades attracted bipartisan support. President Ronald Reagan expanded Head Start’s budget to more than $1 billion, and President George W. Bush signed a bipartisan law to update and modernize the program. gram’s budget by $900 million.

That has now changed dramatically.

Project 2025, the policy blueprint by the conservative Heritage Foundation, called for the elimination of Head Start. “The program should function to protect and educate minors,” the document says. “Sadly, it has done exactly the opposite.”

A draft White House budget document reviewed by The New York Times last year proposed zeroing out spending on Head Start, saying that doing so would help end the “radical indoctrination of our children.”

The document said the program is “riddled with social-emotional learning” and diversity, equity and inclusion programming, and gives preference to immigrants lacking legal status. It singled out the use of a “Sesame Street” webinar on racial justice, and the use of picture books for toddlers that are intended to “create an early childhood setting that is welcoming” for families of different sexual orientations.

The White House’s final budget plan kept the money in.

But at the same time, the White House also withheld some Head Start spending that Congress had already appropriated. A congressional watchdog found that it had done so illegally, and the money was eventually released.

Then, during last year’s government shutdown, the White House stopped Head Start funding, forcing programs in 17 states to temporarily close.

But some Republican lawmakers — notably, Sens. Lisa Murkowski of Alaska, Shelley Moore Capito of West Virginia, Susan Collins of Maine and Cindy Hyde-Smith of Mississippi — have remained firm in their support of the program. For now, its annual $12 billion budget remains in place.

So proponents of upending the program tried a new approach. In June, the Heritage Foundation issued a report calling on the administration to “sunset Head Start and deregulate the program until officials end it.”

“Head Start is the most heavily regulated of the childcare

programs,” said Jonathan Butcher, an author of the report, “but it was not being successful with basic things.”

Butcher pointed to a 2022 report by the health department’s inspector general that found that 1 in 4 Head Start grant recipients had incidents of child abuse, lack of supervision or unauthorized release of children. The report called on the Administration for Children and Families to increase its oversight of the program.

Alex Adams, the head of the Administration for Children and Families, has sought to cut regulations on all childcare programs, saying that federal childcare rules should “fit on an index card in my back pocket.” In spring, the Times reported that he was starting an overhaul of Head Start, though he has expressed support for the program.

Among the most significant of the proposed new changes expected to be released next week is the removal of federal limits on Head Start class sizes. Instead, they will now align with a patchwork of state standards.

For example, under current Head Start rules, one teacher is required to supervise four 2-year-olds. But in Idaho, one teacher can supervise nine 2-year-olds. In Ohio, the rule is one teacher per eight 2-year-olds.

Adams and other conservatives have promoted the change as a way to give more children access to the program, although many early education policy experts say that the larger class sizes will relax standards of care.

The changes would also delete requirements that Head Start employees perform vision and hearing screenings on children and ensure that children receive medical and dental checkups. That could mean helping parents schedule appointments, fill out Medicaid forms and arrange transportation.

The proposed changes would also remove requirements that staff members visit families at home to help navigate problems like shut-off utilities.

They would eliminate teaching standards for math, literacy, and social and emotional development — such as self-regulating and responding to emotions, making friends and interacting appropriately with adults.

Some requirements providing access for children with disabilities would go away as well.

And the changes would erase requirements for program duration. Typically, Head Start programs run six hours a day but could instead run for just three hours a day.

The administration is also adding some new rules, according to the people familiar with the plan: one requiring that student instruction take place only in English, and another requiring at least 30 minutes of physical activity per day.

Leslie Andrews, who has worked as a Head Start teacher in Redmond, Washington, for 25 years, said she worries especially about deleting the requirements to help children get access to health and dental care.

“I think at first some experienced teachers might continue to help connect kids to doctors and dentists, but over time, that will fade,” she said. “It won’t be done.

“No child is going to do well in school if they don’t have this basic care,” she said, adding, “Removing the toothbrushing requirement — just why?”

Spokane wildfires destroy hundreds of buildings as thousands evacuate

In what authorities have described as the largest natural disaster in the history of Spokane County, Washington, wildfires have destroyed hundreds of structures and forced the evacuation of some 60,000 people as firefighters continued their efforts to knock back and control several blazes in the area.

On Sunday, nearly 1,000 firefighters were combating at least three wildfires that ballooned over the weekend in Spokane, which is home to about 600,000 residents. More than 5,390 acres of land have been scorched, and officials said there was no containment of the fires on Sunday afternoon.

Officials said at a news conference on Sunday that there were no reported deaths, injuries or missing people as a result of the fires, but cautioned that those figures could change. Authorities also said they were still investigating the cause.

Mayor Lisa Brown of the city of Spokane called the wildfires “the worst natural disaster our region has faced.”

Spokane Police Chief Kevin Hall said at the news conference that about 60,000 people had left their homes as of Sunday night, with the large public response to evacuation orders causing traffic jams.

Firefighters were racing to take advantage of weather conditions that had slightly improved, but could worsen again by Wednesday.

The National Weather Service said on Sunday that wind gusts would increase after noon and ease after midnight and conditions would remain very dry, which could propel wildfires into residential areas. Officials said the danger from fires was still elevated, but winds were weaker than those on Saturday.

Authorities have become increasingly concerned about the rapid spread of the wildfires and the significant risks they pose to populated communities in Spokane, one of the largest counties in Washington.

On Sunday, Gov. Bob Ferguson of Washington traveled to the area to speak with local officials, days after county officials urged residents in Level 3 evacuation zones — the

highest level of evacuation order — to leave immediately. About 4,000 structures were at risk of burning.

The governor said he had spoken with President Donald Trump and Markwayne Mullin, the Homeland Security secretary, to express “how dire the situation is in Spokane and across our state.” On Saturday, the governor declared a state of emergency across Washington, pointing to drought conditions, unusually high temperatures and strong winds.

More than a dozen other fires were also burning across Washington, but most of those were in less populated areas, affecting about 250,000 acres. About 4,000 firefighters were working across the state and members of the National Guard were deployed.

“The President is aware of the situation, and expressed his concern for the people of Washington during this difficult time,” Ferguson said in a social media post on X, where he added that he hoped for a quick approval

for the state’s request for a federal emergency declaration.

At a news conference on Sunday afternoon, the governor said his request included search-and-rescue help and assistance for housing and food for people displaced by the fires.

Videos on social media showed billowing smoke and orange-colored skies as cars in slowmoving traffic tried to get away from the fires. Others showed scorched communities, homes and vehicles. People who evacuated their homes reported being jammed in hourslong traffic.

On Saturday, Bobbie Atwood, 46, was shopping at Walmart when she received a text from a neighbor about a fire on a nearby road. She rushed to her home on West Euclid Road to help evacuate her daughter-in-law, her two grandchildren and several pets, including 10 dogs.

Within 30 minutes, Atwood said, the fire had engulfed her property. She tried to rescue as many of her animals as she could, but lost a chicken, a cat and two dogs who hid from the fire under a trailer. One of her dogs was suffering from the effects of burned paw pads.

She had waited on the street for her dogs to come out, but quickly it became too dangerous for her to stay behind. The property she had inherited from a friend and worked to build up from another wildfire that devastated the area in 2015, was gone.

On Sunday, she cried in a phone inter-

view, recalling the loss of her pets and the loss of the property she spent years rebuilding, which was not insured.

“The most important thing is that the kids and I came out, and my grandkids,” Atwood said. “I wish I could’ve gotten all the pets out, but I tried my best.”

Benjamin Cossel, spokesperson for the California Interagency Incident Management Team 7, which began leading the firefighting effort on Sunday morning after coming in from working on other wildfires in Oregon on Saturday, called the Spokane wildfires the “No. 1 priority fire in the nation,” because of its proximity to many homes.

Residents in the Pacific Northwest have dealt with a record-breaking wildfire season this summer, largely because of excessive drought and heat. More than 1,000 fires have burned this year in Washington alone, covering about 425,000 acres, according to the Washington Department of Natural Resources.

On Saturday, forecasters with the National Weather Service had issued their most urgent alert — “a particularly dangerous situation” red-flag warning — for large parts of eastern Washington and northeastern Oregon. It marked the first time such a warning was issued in Washington, officials said.

The Old Trails and Autumn Lane fires jumped the Spokane River on Saturday and were encroaching on a nearby canyon on Sunday, Cossel said, moving northwest away from the city of Spokane, but into the surrounding wilderness.

If the fire continues into the canyon, which local residents call Look Out Mountain, it could grow exponentially.

“The possibility for things to go sideways if it gets established in that canyon is pretty high,” he said, adding that “there is nothing really there to stop it.”

On Sunday, several aircraft dropped retardant and water on the flames.

“This is an extraordinary wildfire season in the Pacific Northwest,” Dave Upthegrove, the state’s commissioner of public lands, said at the Sunday news conference. “It’s not a normal season. A confluence of weather conditions, a confluence of fires throughout the West, are stretching our resources and challenging the individuals in this response.”

Response resources from across the nation have been called on to combat this blaze, Cossel said, depleting already limited reserves.

“We have multiple large incidents across the nation,” Cossel said, “resources are absolutely tapped.”

The war that could swallow the world

The only thing worse than President Donald Trump starting an unconstitutional war is Trump losing control of that war.

On Wednesday, NBC News reported that Trump “erupted” at members of his national security team over the Iran war. According to the report, his advisers can’t agree on a path forward. But how could they? Every path to victory risks dangerous escalation, while continuing the present course risks strategic defeat.

This was always the most likely outcome. The president chose to take on a much more powerful country than, say, Saddam Hussein’s Iraq in 2003, while using far less force than we employed to topple the Iraqi government.

What did he expect would happen?

Oh, right, we know. He thought he could topple a vicious, deeply embedded authoritarian regime with a few targeted airstrikes and a fantazied popular uprising. As he has said many times, he expected a version of his Venezuela outcome, and when the Venezuela strategy failed, if strategy is the word, there was no real Plan B — other than to bomb Iran more and hope for capitulation.

In fact, we’re planning to do that yet again. Or maybe we’re not.

On Friday, Trump said he was ordering a new round of airstrikes. And what was his reasoning? “You know at some point,” Trump said, “they’re going to say, ‘We just can’t take it anymore.’”

On Saturday, he’d changed his mind. “We have just been asked by Iran, and other Middle Eastern Countries, to hold off any attack,” Trump said in a Truth Social post.

“I have agreed,” he added, “for the future benefit of the WORLD and, likewise, the survival of a successful and prosperous Iran, to cancel the attack, subject to being able to rapidly make a DEAL.”

But the problem we face right now is something well beyond deals. America has been so powerful for so long that we are accustomed to being in control of events. We start wars when we want and — crucially — we believe that we can end them when we want.

When I was in Iraq, as terrible as that war was, we knew it was contained. We were fighting an enemy that had minimal ability to harm Americans outside of Iraq. The same was true in Afghanistan once we and our allies destroyed al-Qaida’s strongholds.

In both conflicts, the fighting was brutal, and we can and should debate the wisdom of both wars. But our great-power rivals were largely absent.

There is no such thing as a safe war — any war can spin out of control — but the combination of American power, enemy weakness and Russian and Chinese restraint meant that Americans could sleep secure in the knowledge that the chances of a catastrophic escalation were extremely remote.

That is no longer the case. The world is walking a path toward a world war, and no one — including the president of the United States — seems to be in command of events.

Consider these developments. Not only does Iran continue to strike U.S. bases effectively; it has relentlessly attacked U.S. partners across the region. These attacks are doing immense damage to oil and gas facilities and — combined with Iran’s continued control over the Strait of Hormuz — are placing the world economy at risk.

The Houthis have entered the conflict, expanding the fighting into the Red Sea, and now Saudi Arabia is reportedly planning a large-scale attack on Houthi territory, including, potentially, the use of ground forces to attempt to break the Houthi shipping blockade.

Ukraine struck an Iranian ship in the Caspian Sea, the immense body of water that borders Russia and Iran. Ukraine said it did this because the ship was carrying military equipment between the two countries.

Russia and China may be assisting the Iranian military by providing satellite imagery and other assistance that renders Iranian missile and drone attacks more effective. Reuters has also reported that China is sending Iran hundreds of surface-to-air missiles.

NATO reported last week that a Russian missile crossed into Polish territory and exploded (harmlessly, thank God). Several Russian drones have crossed the border since the start of the Ukraine war, but this is the first known Russian missile impact.

Speaking of Russia, it is reportedly considering whether to try to reverse the fortunes of its war in Ukraine through mass mobilization, which would mean conscripting potentially hundreds of thousands of soldiers to throw against Ukrainian lines.

And all of this is taking place against the backdrop of two grim military realities for America. First, Iran has demonstrated that U.S. planes and U.S. bases are more vulnerable to attack than many of us had imagined. This level of damage to U.S. facilities would have been unthinkable when I was in Iraq.

Second, we’re running out of interceptors, such as our Patriot antimissile systems, and other advanced munitions. While I don’t want to see a single drone or missile penetrate our defenses and strike a U.S. or allied target, I also know that even a successful intercept can be a mini-defeat.

If you’re using a $4 million weapon that’s difficult to manufacture to destroy a $35,000 drone that can be easily built at scale, it’s only a matter of time before your defenses are degraded and your skies are open to enemy attack.

Let’s put all this together: The initial U.S. strategy failed, the war with Iran is consuming the entire region, Iran and Ukraine are risking a face-off, there is evidence that both Russia and China are escalating their military commitments, U.S. munitions stocks are dwindling and Trump is raging.

I’ve often wondered what it was like to be alive in the summer of 1914, much less in 1938 and 1939. When did people start to realize that the world was on the brink of catastrophe? Speak up too soon or too frequently, and you look ridiculous — like the Chicken Little of world war. Speak up too late, and you live (if you live) with bitter regret.

I’m not trying to predict anything, and I hold out hope for de-escalation. I know there are still serious people in the U.S. government (whether they have Trump’s ear is a different question) and in allied governments across the world.

But we can analyze the events and trends of the moment, and right now all the momentum is toward greater escalation. And we absolutely cannot do what Trump asks, which is to “just sit back and relax” and trust that “it will all work out well in the end.”

I do not think that world war is inevitable, nor do I think it is probable. But it is more possible now than it has been at any other time since the end of the Cold War, and the U.S. government is led by the worst rulers in the modern history of the United States.

Congress, the only branch of government that possesses the power to intervene, has been prostrate before the president. The threat of a primary loss is all it takes to completely remove the spine from a typical Republican member of Congress. It’s often said that your average American voter doesn’t really care that much about foreign policy. In general, that’s true — until there’s a catastrophe. When that happens, though, foreign policy isn’t just the main thing; it’s the only thing that truly matters.

Our future may depend in part on American voters deciding to give Congress a spinal transplant. But that requires us to do something that democracies have rarely, if ever, done successfully: see the catastrophe coming and act decisively before a terrible war swallows the world.

“Conocemos el compromiso de nuestra Gobernadora con mejorar y modernizar un sistema que por décadas no se había atendido como se supone. Con la Orden Ejecutiva 2026-035, que declara una emergencia por agua, esto debido a la histórica sequía que atraviesa Puerto Rico, podemos identificar los fondos necesarios para dragar el embalse La Plata, uno de los más importantes en la Isla. La Gobernadora anunció que se realizarán trabajos de dragados, y eso incluirá La Plata”, dijo Pacheco, quien recalcó que este embalse beneficia sobre 450,000 familias.

“Es menester atender, prepararnos de cara al futuro y estar listos ante los cambios climáticos que estamos

enfrentando para tener resiliencia, diligencia y prevención. El dragado de La Plata es vital para los planes que tiene nuestra Administración. Ante esto, estoy, además, solicitando a la Autoridad de Acueductos y Alcantarillados, liberar un esfuerzo interagencial para, no solo identificar los fondos para el dragado, sino también desarrollar los parámetros del proyecto, entablar comunicación con el Cuerpo de Ingeniero del Ejército de los Estados Unidos, quienes evalúan estas solicitud, para, junto a la Cámara de Representantes crear un plan de acción, real y ejecutable, para empezar estos trabajos de remoción de sedimento y así devolverle a este embalse su integridad estructural”, señaló el también Presidente de la Comisión de Seguridad de la Cámara Baja. PIP exige a la Gobernadora explicar cómo Esencia obtendrá agua mientras el país se encamina a una emergencia por sequía

JUAN – La delegación del Partido Independentista Puertorriqueño (PIP) en el Senado emplazó el lunes a la gobernadora Jenniffer González a explicar cómo su administración justifica la continuación del proceso de permisos para el megaproyecto Esencia, en Cabo Rojo, cuando el propio Gobierno reconoce la posibilidad de declarar una emergencia por insuficiencia de agua en Puerto Rico.

Los senadores señalaron que la reciente aprobación de la Consulta de Ubicación del proyecto plantea serias interrogantes sobre la disponibilidad real del recurso hídrico y sobre la viabilidad de las fuentes de agua que los desarrolladores han propuesto para suplir una demanda equivalente al consumo de todo el municipio de Cabo Rojo.

“A preguntas mías durante la Comisión Total celebrada el 17 de junio de 2026, el director ejecutivo de la Autoridad de Acueductos y Alcantarillados, ingeniero Luis González, reconoció que, contrario a lo que dispone la Declaración de Impacto Ambiental del proyecto, no existen alternativas adicionales en sistemas aledaños para conectar a Esencia a la AAA. Además, al referirse a la captación de agua de lluvia, fue categórico al señalar que se trata de una zona seca, sin la precipitación necesaria para sostener esa propuesta”, puntualizó el senador Adrián González.

El legislador sostuvo que, ante la crisis de agua que enfrenta el país, el Gobierno tiene la obligación de informar con transparencia cuáles son las garantías técnicas y científicas que demuestran que el proyecto podrá operar sin afectar el acceso al agua de las comunidades del suroeste.

Los promotores de Esencia han sostenido que captarán diariamente cerca de dos millones de galones de agua de lluvia, complementados con aguas residuales tratadas y aproximadamente 1.25 millones de galones de agua subterránea. Sin embargo, el proyecto requeriría una cantidad de agua cercana al consumo diario del municipio de Cabo Rojo, cuyas comunidades han experimentado interrupciones en el servicio durante

La delegación independentista recordó que el Senado aprobó el 30 de marzo de 2026 la Resolución del Senado 9, presentada por el PIP en enero de 2025, así como la Resolución del Senado 449, presentada por el senador Eliezer Molina el 12 de marzo de 2026, ambas dirigidas a investigar distintos aspectos relacionados con el proyecto Esencia.

“No obstante, hasta la fecha no se ha actuado sobre ninguna de estas medidas, pese al evidente interés público y a la creciente preocupación ciudadana por las implicaciones ambientales y de planificación que representa este desarrollo”, concluyeron los líderes legislativos del PIP.

How Emily Wilson’s takedown of ‘The Odyssey’ ignited a debate

As Christopher Nolan’s epic “The Odyssey” closes in on $1 billion in ticket sales at the box office, one of the leading translators of the Homeric tale eviscerated the summer blockbuster as a grandiose and superficial movie that strays from classical interpretations.

The scholar, Emily Wilson, weighing in on Nolan’s big-screen adaptation in The London Review of Books, said she would have been “ashamed to have written any part of this script.”

Her 4,000-plus-word takedown of this year’s most-talked-about movie appeared to temporarily crash The LRB’s website and fueled a debate over balancing commercial success with literary authenticity.

Here’s what to know about the controversy:

Who is Emily Wilson?

Five days before “The Odyssey” had its premiere, scholar Emily Wilson, appearing on a July 12 episode of “The Daily,” the podcast of The New York Times, said she was “pumped” to see how the tale played out on the big screen. In 2017, Wilson became the first woman to translate “The Odyssey” from ancient Greek into English, an interpretation widely celebrated in academia and the literary world as comprehensive, modern in sensibilities and faithful to Homer’s nearly 3,000-year-old poem.

The project took several years to complete for Wilson, 54, who has published four books on ancient literature, including a 2023 translation of “The Iliad,” another epic poem by Homer.

In her translation of “The Odyssey,” which was published by W.W. Norton & Co., Wilson departed from the masculine framing used by her male predecessors. She has said on several occasions that the decision has subjected her to online harassment and misogyny from men and far-right figures who object to her translation.

While promoting his blockbuster movie, Nolan mentioned Wilson’s translation of “The Odyssey” as one of his influences.

Wilson is department chair of Classical studies at the University of Pennsylvania and was recognized as a 2019 MacArthur fellow for “bringing classical literature to new audiences in works that convey ancient texts’ relevance to our time.” She has a bachelor’s degree in Classical literature and philosophy from Oxford, a Master of Philosophy in English literature from Oxford and a doctorate in Classics and comparative literature from Yale.

What did Wilson say about Nolan’s adaptation of “The Odyssey”?

“I mean, it’s going to be exciting that so many people who may have thought, Oh, ancient literature is boring, or it’s

not for me, or it’s too inaccessible, are then going to realize, actually, this is a really compelling story,” Wilson said. “And some proportion of the people who go to the movie will then turn back to the original poem, which I think is great. I love that.”

Asked about purists potentially taking exception to Nolan’s artistic choices, Wilson said it would not be the first time that Homeric poems were adapted for performance.

“I think it’s totally fine and valid for a director to explore his own vision,” she said of Nolan.

But after she saw the movie, the floodgates of criticism opened: Wilson wrote that Nolan’s adaptation lacked many of the elements that made the poem great.

“It has nothing convincing to say about time, memory, history, war, or about the relationship between one warrior’s glorious return and the lives of his family, adversaries, comrades, friends and neighbours,” she wrote. “It lacks psychological, emotional, political and ethical depth. Its narrative structure is gimmicky. The writing is abysmal.”

Wilson argued that the movie embraced style over substance.

“It’s a family-friendly audiovisual spectacle, like an elaborate Fourth of July fireworks display — and with about the same level of narrative and emotional depth,” she wrote.

Nolan’s casting choices also drew criticism from Wilson.

“Most of the non-white actors — Zendaya, Lupita Nyong’o, Himesh Patel, Corey Antonio Hawkins, Travis Scott — play versions of the Black best friend, whose only role in the drama is to provide aid to the white protagonist,” she wrote.

On Wednesday Wilson expressed regret on Bluesky

over how she had presented that criticism.

“In this piece, I regret the paragraph about the uses of the POC actors — who are all great, but IMO under-utilized (and why couldn’t Himesh Patel be Odysseus instead?),” she wrote. “I still think the film largely wastes its strong cast, but I framed it badly.”

What was the response to Wilson’s criticisms?

Nolan, whose “Oppenheimer” won seven Academy Awards in 2024, including for best picture and best director, has not responded publicly to Wilson’s scathing review.

Among those who have pushed back against Wilson’s criticism and in Nolan’s defense are novelist Joyce Carol Oates, a retired professor of the humanities at Princeton and a National Book Award winner.

“Yes, her tone of dismissal & haughty superiority strike a sour note,” Oates wrote on the social platform X. “Rather than disagreeing with interpretations of Homer in a collegial manner, this person, who has benefited enormously from Nolan’s film, speaks in the crude language of MAGA folks attacking someone with ideas that differ from hers.”

Oates said she would have expected a translator, whose role she described as having subjectivity, to be more tolerant. How do other scholars feel about Nolan’s adaptation?

In an online commentary for Slate, Theo Nash, who has published on the textual history of “The Odyssey,” accused Wilson of using “baffling arguments” to “flay” Nolan’s latest movie.

The article was titled: “I’m a Classicist. Were Emily Wilson and I Watching the Same Odyssey Movie?”

Nash said Nolan was entitled to artistic interpretation.

“Wilson is naturally at her best when discussing the poem itself: This is a work to which she has dedicated years of her life, and she knows it intimately,” Nash wrote. “But too often she simply criticizes Nolan for deviating from it, as if the filmmaker’s choices were not also an act of interpretation. The close attention to the text that informs Wilson’s translation is lacking in her reading of the movie, and the idea that Nolan might have something new to say about ‘The Odyssey’ is denied.”

Daniel Mendelsohn, a professor of humanities at Bard College whose own translation of “The Odyssey” was published last year by the University of Chicago Press, wrote in The New York Review that the most authentic thing about the movie was its “densely braided narrative,” while the “tormented hero sounds like the heroes of Christopher Nolan movies.”

“Whatever his lifelong fascination with the epic, Nolan has merely remade Homer’s hero in his own image, just as he has imposed on Odysseus’ adventures values utterly foreign to Homer,” Mendelsohn wrote.

Wall Street rallies, Dow closes at record on Iran talks optimism

U.S. stocks kicked off ⁠August ⁠on a strong note to send the Dow ⁠Industrials to a closing record high, as signs of deescalating U.S.-Iran tensions pulled down oil prices and Treasury yields in a busy week for earnings and economic data.

Crude prices settled down about 5% after U.S. President Donald Trump said on Sunday that talks with Iran to reopen the Strait of Hormuz would take place on Monday, though Iran disputed that talks were planned.

The drop in oil prices helped push U.S. Treasury yields lower, even as market participants continued to gauge the odds of ⁠a rate hike from ⁠the Federal Reserve should the Iran war continue for a prolonged period.

Communication services was the best performing of the 11 major S&P sectors, climbing 4.3% on the back of gains from Meta Platforms and Alphabet. Energy dropped 1.2% as the worst performer on the session.

“Every day, everybody wakes up and looks at the price of a barrel of oil and the yield on the 10-year, and if that’s going lower, the market’s OK, and if it’s going higher, the market’s not good whatsoever,” said Art Hogan, chief market strategist at B. Riley Wealth in Boston.

“Typically earnings are a time that give ⁠us ⁠a chance to forget about disturbing ⁠macro influences, but this go around has not been one of those times.”

Earnings have been strong this quarter, showing a 29.3% growth rate from the 304 companies in the S&P 500 that have reported earnings through ⁠Friday, according to LSEG data, with 85.2% topping analyst expectations.

Amazon shares advanced 4.6% as the company’s market cap surpassed $3 trillion for the first time after its earnings results last week.

SpaceX, which will report on Tuesday its first quarterly results since going public, jumped 5.6%. The stock has been trading below its $135 issue price for nearly three weeks after its debut in mid-June.

Other companies with AI ties that are scheduled to report this week include Advanced Micro Devices and data storage companies SanDisk and Western ⁠Digital.

The Dow Jones Industrial Average rose 693.38 points, or 1.32%, to 53,178.41, the S&P 500 gained 110.78 points, or 1.48%, ⁠to 7,600.50 and the Nasdaq Composite gained 540.04 points, or 2.13%, to 25,913.90.

Stocks struggled in July partly due to global concerns about the AI trajectory, the U.S.-Iran conflict and the path of interest rates

For Iran, Trump’s reversal on escalation shows who has the upper hand

When President Donald Trump appeared to back down once again from a threatened military escalation against Tehran, he offered fresh fodder to the narrative Iranian officials are eager to promote: They are not the ones who fear war — Trump is.

Iran’s leadership believes it has found the world’s Achilles’ heel. With the help of regional militia allies, Tehran spent the past week underscoring its ability to threaten several of the world’s most critical energy facilities and waterways.

It has continued to up the ante in its faceoff with Washington over when and how to stop their renewed hostilities and return to a short-lived deal to start peace negotiations, which fell apart last month.

When Trump signaled in recent days that a major escalation was imminent if no concessions were made, two former Iranian officials said Tehran’s leadership told him to go right ahead.

“They are ready for the war, and they won’t back down,” said Amir al-Mousawi, a former Iranian diplomat, who said he had met over the weekend with the team surrounding Iran’s head negotiator and speaker of parliament, Mohammad Bagher Qalibaf. Al-Mousawi described an exchange of messages between U.S. and Iranian officials sent over the weekend through Pakistani and Qatari officials, in which he said Trump vowed a severe attack on civilian infrastructure like power plants if the Iranians did not restart negotiations.

The Iranians refused, he said, unless Washington returned to the previously agreed “memorandum of understanding,” which many experts say was in Iran’s favor.

“‘We have no problem with war at all, and we are ready for the big confrontation,’” al-Mousawi said the Iranians told the Americans. “Trump told the Iranians: ‘I will hit the power in Iran.’ So, the Iranians said: ‘If you strike, we strike.’”

Iranian officials have spotted a pattern in Trump’s attempts to shape negotiations, said Sasan Karimi, a former senior Iranian government official and a professor of Iranian studies at the University of Tehran.

“Whenever their messages are exchanged, Mr. Trump starts to pressurize the situation by threatening Iran, so he can try to get further concessions,” he said. “But Iran is not so easily manipulated.”

On Sunday, Trump said he had relented from his planned escalation after Iran and other Middle Eastern countries requested a delay because the “perimeters of a deal” had been agreed to.

Yet, there are no outward signs of any return to U.S.-Iranian negotiations. What does appear to have happened is that Saudi Arabia and Qatar expressed concerns over their ability to adequately defend their oil and gas facilities, according to two regional diplomats.

Arabia, had recently spoken with Trump to stress “the necessity of prioritizing dialogue to de-escalate tensions” and “prevent a wider conflict.”

Recent strikes in the region reflect the severity of those concerns.

Two weeks ago, the Houthis, an Iran-aligned militia force in Yemen, blockaded Riyadh’s use of the Bab el-Mandeb waterway in the Red Sea. The Saudis had been piping oil to their west coast port on the Red Sea in order to circumvent Iran’s stranglehold on global shipping through the Strait of Hormuz, the primary route for oil shipments out of the Persian Gulf.

Then last week, drones struck two major oil facilities in Saudi Arabia, in an attack Riyadh attributed to Iran-backed militias in Iraq. A day later, two ships caught fire in Damietta Port in Egypt, in what Egyptian authorities said appeared to have been a drone attack and was widely seen by regional analysts as yet another strike by Iran or its proxies.

At its heart, the current struggle “is about redesigning the regional security architecture,” said H.A. Hellyer, a senior associate fellow at the Royal United Services Institute in London.

The core of that struggle is the issue of who controls the Strait of Hormuz, he said. “The Iranians are very, very serious about not giving up control, and they’re willing to bomb things to make sure that’s the case.”

Beyond that dynamic, there was also the startling July 17 attack on U.S. military sites in Jordan that killed three American soldiers.

“The strike in Jordan was the game changer,” said Ali Vaez, Iran project director for the International Crisis Group. It not only showed that Iran’s missile arsenal remained well stocked, he said, but also that Tehran’s intelligence capabilities were higher than previously believed.

The attack also stirred rare dissent within Jordan, a crucial U.S. security ally in the region, as hundreds of prominent Jordanians, among them politicians and lawyers, challenged their country’s limits on free speech to demand the withdrawal of U.S. forces.

“The entire Iranian strategy in this period has been aimed at making the United States understand that if there is another round of escalation, the scope and scale of Iranian response would be so much more devastating for the region and the global economy,” Vaez said.

At the same time, Washington is grappling with depleted stores of munitions. Some military officials say their abilities to fight future conflicts — such as a so-called great-power war against China — could be hobbled by shortages that might take years to reverse, particularly of defensive weapons like Patriot missiles.

“The U.S. military options aren’t great, and it’s not simply reported munitions shortages,” said Farzan Sabet, an Iran analyst at the Geneva Graduate Institute in Switzerland.

“One, it’s not clear that the limited and time-bound military escalation Trump is willing to undertake at this point will be enough to change Iran’s calculus,” he said. “Two, it’s hard to imagine these options can degrade Iran’s missile and drone capacity, such that it cannot effectively close the Strait of Hormuz or further damage the Gulf’s critical and energy infrastructure.”

Emboldened, some well-known Iranian hard-liners mocked the dilemma the Trump administration seems to find itself in.

Ebrahim Rezaei, spokesperson of the Iranian parliament’s national security and foreign policy committee, echoed an earlier threat by Trump in April that he would bomb Iran “back to the Stone Age.”

“If a strike is made on Iran,” Rezaei wrote in a response on the social platform X to Trump’s renewed threats in recent days, “we will return the entire region and its facilities to the Stone Age.”

When Trump said he was postponing an escalation, a prominent hard-line commentator, Seyed Mohammad Marandi, posted a picture of chicken tacos on his X account. It was a reference to a sarcastic acronym used by Trump’s critics: TACO, or “Trump Always Chickens Out.”

“Iran has not budged,” he wrote above it.

Far from being closer to talks, some regional experts feel the two sides are further away than ever.

Karimi, the former Iranian official, said Iran should ready itself for another phase of war in the coming weeks.

As long as both Tehran and Washington remain convinced they are the ones whose demands should be met, he said, the talks will not be meaningful.

“To reach a deal, both sides must be politically humble and agree that their maximalist ambitions will not work,” he said, adding that, for now, “those dynamics are not on the table.”

‘Do you think if I had a job I would have gone?’

When King Mohammed VI of Morocco addressed his people Wednesday to commemorate his 27th year on the throne, he spoke hopefully of his North African nation’s future.

Morocco, he said, was safe and stable, with a growing economy making great strides in tourism, investment and manufacturing.

“This is a pivotal moment in our nation’s development,” the 62-year-old monarch said. “A time when confidence and optimism should prevail over despair and frustration.”

Over the next two days, however, tens of thousands of his citizens tried to escape the country. Driven by a bleak sense of their prospects in Morocco, they braved confrontations with the police and dangerous swims in the sea to reach the Spanish exclave of Ceuta, hoping for better lives.

“I tried to work and have a job and make a living, but there is nothing for me here,” said Mohammed Kinani, a 21-year-old construction worker, who had been forced back to Morocco. “If I don’t leave this country, there is nothing that will save me.”

Kinani was part of a sudden exodus that began Thursday when 50,000 to 60,000 migrants began forcing their way into Ceuta, a tiny Spanish territory on the North African coast. By Saturday, many of the migrants had left, lacking food and water, and the Spanish security forces expelled others, but not before the crisis had given farright politicians across Europe new ammunition to blast their opponents’ views on immigration.

Spanish authorities said Sunday that they had recorded 72 deaths during the crisis. The Moroccan government reported 11 deaths. Both sides said most of the deaths were from drowning.

border, the Moroccan government had much to celebrate: investments in logistics and industry, preparations to co-host the men’s World Cup in 2030, and strong relations with President Donald Trump, who has lavished the country of 38 million and its monarch with praise.

But the Ceuta migration crisis exposed a deep dismay among its young people, who, when faced with scant job opportunities, recurrent droughts and frequent arrests of government critics, chose to vote with their feet and get out.

“Do you think if I had a job I would have gone?” snapped Ahlam al-Adnan, 22, when asked where she had worked before she set off for Ceuta. She sat in the sun near the border Sunday, looking exhausted.

She had swum to the enclave with her four siblings, including her 8-year-old brother, she said. In Ceuta, they hid in a forest but got hungry, so she went to look for food, got detained and was sent back to Morocco.

Over the weekend, thousands of the re-

turned migrants, most of them young Moroccan men, wandered the streets of the Moroccan town of Fnideq, resting on sidewalks and sleeping in open lots. Most wore shorts, T-shirts and sandals, and carried few possessions, if any.

Teams of policemen in black uniforms swept through town, pushing the migrants out of public areas and bundling those who resisted into vans. Outside of town, dozens of buses stood near a gas station, filling up with captured migrants who would be ferried back to their home regions.

Anxious relatives of migrants who had set off for Ceuta and never returned sat along the road hoping for news.

The migrants’ determination to leave made it clear that Morocco, often considered a North African success story, has failed to deliver hope for many of its youth.

The country is politically stable, attractive to foreign investors and tourists, and a valued partner to the United States.

That relationship has deepened since Trump’s first term, when Morocco joined a small group of Arab states that established diplomatic relations with Israel. In tandem, the Trump administration endorsed Morocco’s claim of sovereignty over Western Sahara, a disputed territory.

Last month, King Mohammed informed Trump that he was naming a 656-mile expressway through the territory the “Donald J. Trump Highway.”

In recent years, the Moroccan government has showcased large investments aimed at strengthening the economy, including in a port on the Mediterranean and a high-speed train. It is spending lavishly on stadiums for the 2030 World Cup, which it will be co-host of with Spain and Portugal.

But the government’s policies focus on large companies and big infrastructure while creat-

ing too few lasting jobs, said Najib Akesbi, an economist at the Institute of Agronomy in the capital, Rabat.

“The entire logic of the economic model is the showcase,” he said. “People visit Morocco and they find it beautiful.”

Many of the investments, he said, turn out to be “white elephants” that create construction work that disappears once the projects are complete, not lasting employment.

“They are not concerned by the needs of the population, and the youth in particular,” he said.

Last year, the World Bank said that over the past decade, Morocco’s working-age population had grown by 11.4%, while employment had increased by only 1.5%.

Job creation remained “a fundamental challenge,” the bank said.

Overall unemployment in Morocco is around 11%, according to government statistics, but among people aged 15 to 24, it is nearly three times higher.

Ceuta, which is easily visible from the hills and coast of Fnideq, is a perpetual draw for migrants. Per capita income in Morocco is $4,600, according to the World Bank. In Spain, of which Ceuta is a part, it is $38,600.

The Moroccan government has shown little patience for citizens who make their discontent known.

Last fall, youth-led demonstrations broke out in more than half a dozen Moroccan cities. Organized through social media, the protests expressed frustration over the soaring cost of living, youth unemployment and the government’s economic priorities, including World Cup preparations.

Authorities responded with arrests and by prosecuting activists.

An earlier wave of protests focused on economic hardship in rural areas also ended with mass arrests and prison sentences for protest leaders.

On a back street in Fnideq, Mohammed Said, 36, said he had come to the coast with those headed for Ceuta. He had quit school after seventh grade and worked in construction but had not found stable employment.

By the time he reached the border, he said, chaos reigned, with cars on fire and migrants clashing with the security forces. So he had hung back.

He had tried to swim to the territory twice last year, he said, but Moroccan authorities stopped him. This time, he had come prepared, with a can of tuna, some crackers, a phone charger, comb, two extra T-shirts and a plastic sleeve for his cellphone, all in a plastic bag.

“I’ll try again,” he said. “It’s in God’s hands.”

Selling burritos back to Mexico: Chipotle’s bold expansion

The line of nearly 200 customers for the restaurant’s recent grand opening stretched on both sides of the main entrance, with some patrons arriving four hours early despite the heat. Many had been anticipating this day for months.

When the workers pressed a button meant to look like a burrito wrapped in aluminum foil, the facade of the restaurant was unveiled and confetti shot into the air.

In the homeland of tacos, burritos and quesadillas, a new competitor has entered the market: Chipotle, the Mexican-inspired fast casual chain that is ubiquitous in the United States.

“What pride that the first one in Mexico and in Latin America is here,” said Gaby Rodríguez, 44, a lawyer from Monterrey who was the first person in line, in an affluent suburb of that city. The first 100 customers got a free Chipotle tote bag, T-shirt and hat.

But after another American chain, Taco Bell, failed twice south of the border, can Chipotle successfully sell its version of Mexican food to Mexicans in Mexico?

Mexicans take enormous pride in their cuisine, which is widely recognized as one of the world’s best. It has reached all over the globe thanks, in large part, to Mexican migration.

As it traveled, Mexican food evolved to fit the available local ingredients and tastes. Chipotle, named for a smoked and dried jalapeño pepper, is a prime example of this adaptation, inspired by San Francisco’s taco and burrito shops in the early 1990s. It has since grown into a massive chain with over 4,000 locations, primarily in the United States.

Many of Chipotle’s first customers in Mexico were people nostalgic to eat it again after having visited or lived in the United States. One couple met through Chipotle in the United States years ago before moving to Mexico. A good chunk of customers were in their 20 and 30s, wearing trendy clothing or caps featuring U.S. professional sports teams. One woman filmed herself eating, like an influencer.

Tomás González Bolado, 51, who runs a renewable energy company, noticed the Chipotle across the street from his son’s private school and remembered that his brother-in-law, a Mexican in the United States, said it was his favorite restaurant. Bolado lived in the United States for four years, but said he had never eaten at Chipotle because he tried Taco Bell and didn’t like it. His review: Chipotle’s steak burrito was “nothing special,” but the chicken in the bowl (not the rice, though) was “spectacular” and the prices were “very good.”

Jesús Guzmán, 35, a trader, said he liked eating at Chipotle when visiting Houston for work and was curious to try it in Mexico, so he brought his fiancee for lunch. But Karla Téllez, 31, an engineer, was less thrilled. The first time she had a Chi-

potle burrito in the United States, she said, “What is this atrocity? Why do they put rice in it?” She said she planned to take a few bites and give her fiance the rest.

For at least five years, Mexico had been a target of Chipotle, said Pablo Marcelo de Brito, the managing director of new brands for Alsea, the Mexican restaurant operator partnering with Chipotle in Mexico. It also runs Starbucks, Domino’s, the Cheesecake Factory and other American brands in the country.

De Brito said the Monterrey metropolitan area, with a population of 5 million, was chosen as Chipotle’s initial foray because the two countries’ cultures are so heavily intertwined here.

Monterrey, known as Mexico’s industrial capital, is roughly three hours by car from the Texas border. De Brito pointed to the purchasing power per capita of the area, the highest in Mexico, and specifically San Pedro Garza García, one of the richest municipalities in Latin America, where Chipotle opened its first restaurant in one of the higher-end shopping malls.

In Mexico, where the average person lives five minutes from a taqueria, de Brito said Chipotle hoped to offer an option between cheap street food and expensive fine dining. Because the average Mexican earns less than the average American, de Brito said, Chipotle’s prices are roughly 25% lower here.

After recently eating at a longtime local taco and burrito chain called Tacos Leal in downtown Monterrey, Arturo Medrano, 50, who works in finance, said he had seen Chipotle in the United States but never tried it.

Unlike Chipotle, Tacos Leal serves dozens of different tacos

and burritos — from potatoes with eggs to red or green chicharrón. The most popular burritos have only carne asada, cheese and maybe refried beans. The tortillas are seared until lightly blistered, while Chipotle’s are heated swiftly in a press.

Priced between $3.70 and $6.30, Tacos Leal’s burritos are smaller and simpler. Toppings are kept to a minimum with onions, cilantro and limes, while the salsas bring significantly more heat.

Medrano said he rarely eats Mexican food north of the border because the tortillas don’t quite taste the same, and dishes often come with yellow cheese (rather than the typical Mexican white cheese) plus sour cream, lettuce and rice.

“If I want my Mexican food,” he said, “I live in Mexico and I’ll eat my Mexican food here.”

De Brito, the restaurant executive, said Chipotle hoped to open six to eight restaurants in the Monterrey area within the next year before expanding to the rest of the country. Chipotle said it has an expansion into Mexico City planned for 2027.

Asked if he had heard of Chipotle, Ignacio Juárez Aparicio, 59, an art dealer who lives in Mexico City but visits Monterrey regularly, said “the pepper, yes.”

PR to face Colombia, Nicaragua & Panama in baseball super round at CAC Games

Island women win gold in basketball

Puerto Rico will open the men’s baseball super round at the Central American and Caribbean (CAC) Games Santo Domingo 2026 today against Colombia.

The island team, which overcame a fourrun deficit to defeat Curaçao 8-4 in its final game in the group stage on Sunday to secure a spot in the super round, will also face Nicaragua and Panama in the current phase in a bid for a spot in the medal round.

The game against Colombia is set to begin at 11 a.m. Team Puerto Rico will play Nicaragua on Wednesday at 3 p.m. and wrap up against Panama on Thursday at the

same time.

All games will be held at Quisqueya Juan Marichal Stadium in Santo Domingo.

Puerto Rico advanced with a 2-1 record alongside Cuba and the Dominican Republic from Group A. Panama, Colombia and Nicaragua secured the three available spots from Group B.

Results from games between qualified teams during the opening round will count toward the super round standings. Each team will play three additional games against opponents from the other group.

At the conclusion of the current stage, the top two teams will play for the gold medal, while the third and fourth-place teams will face off for the bronze on Aug. 7.

On Sunday, meanwhile, Puerto Rico claimed four gold, three silver and four bronze medals while also securing spots

in semifinals and finals across several disciplines.

The women’s basketball team won the gold medal by defeating Mexico 57-44 in the final. Diann Jackson led the offense with 18 points, and Arianis Rivera added 15 to secure the championship for Puerto Rico, which won the bronze medal at the 2023 CAC Games in San Salvador.

The island delegation also won two medals in shooting sports. Jennifer Valentín Traverzo won gold in the individual 10-meter air pistol event and was part of the women’s team that secured silver alongside Abigail Granell Santana and Andrea Figueroa.

Puerto Rico won a silver medal in the men’s team competition in artistic gymnastics, while island grapplers took two bronze medals courtesy of Alek Ortiz (87 kilograms) and James Ford III (130 kg). Puer-

to Rico finished the wrestling competition with seven medals: one gold, two silver and four bronze.

In 3x3 basketball, both the men’s and women’s teams won their two matches of the day and qualified for the semifinals. The men’s and women’s table tennis teams also advanced to the semifinals, guaranteeing at least one medal for both categories.

The women’s handball team lost 24-22 to the Dominican Republic but still advanced to the semifinals, while the women’s volleyball team lost 3-0 to Cuba in their debut match.

In other events, Stephanie Pinheiro was eliminated in boxing, while Julián Ortiz advanced to the quarterfinals; Puerto Rican sailors qualified for the next phase; and the road cycling competition concluded with Christopher Morales finishing in sixth place.

Leones win in double OT to force Game 6 in BSN B Finals

The Leones of Ponce defeated the Santeros of Aguada 106-105 in double overtime on Sunday night, forcing a Game 6 in the National Superior Basketball (BSN by its initials in Spanish) Conference B Finals.

The Leones rallied from an 11-point deficit in the third quarter to stave off elimination in a dramatic Game 5 at Ismael “Chavalillo” Delgado Coliseum in Aguada.

Jezreel de Jesús once again came up big for Ponce, converting three free throws with 17 seconds remaining in the fourth quarter to tie the score at 85-85 and set up overtime. The point guard finished with 25 points to lead the Leones.

In the closing seconds of regulation, Ponce’s Johned Walker stole the ball from Manny Camper but missed a buzzer-beating

three-point attempt that would have won the game.

In the first overtime period, Aguada took a 92-90 lead on a jump shot by Joel Soriano with 56 seconds left. However, Thomas Robinson responded with a hook shot that tied the score at 92, forcing a second extra period. Before the buzzer sounded, Iván Gandía had a chance to secure the win for the Santeros but missed the shot.

In the second overtime, Camper put Aguada back in front, 105-104, with 22 seconds remaining; however, following a timeout called by Ponce head coach Carlos Rivera, Jalen Crutcher drove to the basket for a layup, putting the Leones ahead 106-105 with 15 seconds on the clock.

Aguada still had one final opportunity.

After a timeout called by head coach Rafael “Pachy” Cruz, John Holland, Gandía and Le-

andro Allende all missed their respective shot attempts, sealing the victory for the visitors.

In addition to De Jesús’ output, Ponce got 22 points and nine rebounds from Robinson. Jalen Crutcher had a double-double with 16 points and 13 assists, Alejandro Vázquez added 15 points and seven rebounds, and Brady Manek finished with 10 points and nine rebounds.

Soriano finished with a double-double of 32 points and 16 rebounds for Aguada. Holland scored 23 points, Camper had 19, and Rigoberto Mendoza added 15.

The Santeros, who went into halftime trailing by a field goal, rallied after the break to pull ahead 57-46 after three quarters.

With the win, the Leones narrowed the series deficit to 3-2 and forced a Game 6 tonight at Juan “Pachín” Vicéns Auditorium in Ponce.

Jezreel de Jesús scored 25 points, including three free throws to tie the score near the end of regulation, to lead the Leones of Ponce to a double-overtime win over the Santeros of Aguada and force a sixth game in the National Superior Basketball Conference B Finals.

Painful what-ifs in Detroit as Skubal heads to Dodgers

The game mirrors life in so many ways, and here is one: Things do not always go as we plan. As Tarik Skubal said over the weekend, soon after

learning he was traded to the Los Angeles Dodgers, “circumstances change, situations change.”

Not every pursuit ends in success. Not every resolution is clean and ripe with satisfaction. Sometimes, you accept what re -

ality gives you, and you move on the best you know how.

That strange sense of incompletion hung over the Detroit Tigers’ clubhouse Saturday night. That troubling sense of reflection, before things can really be put in

perspective, took hold soon after Skubal stepped in front of a camera and bid farewell to the organization that once used a ninth-round pick to select him, an unheralded left-hander out of Seattle University.

“Going into the season, this isn’t what I

planned on doing,” Skubal said of being traded. Instead, he envisioned this year serving as a capstone to a fascinating era of Tigers baseball.

When the Tigers drafted Skubal eight years ago, they were in the early stages of a miserable rebuild. They centered their focus on starting pitching. Names such as Casey Mize, Alex Faedo and Matt Manning were supposed to lead the Tigers into the future. Instead, it was Skubal who blossomed into a franchise-changing talent, a dominating pitcher who would win two Cy Young Awards.

Skubal made his debut in 2020, in an empty ballpark in Chicago against the White Sox. He surrendered a home run to Tim Anderson, the first batter he faced in the major leagues. More hard lessons followed. Too many balls left the yard. Atbats went on too long. Flexor tendon surgery disrupted his year in 2022, right when he was showing signs of putting it all together.

“I feel like I’ve experienced a lot, and gone through the ups and downs, and gone through a lot of failure early in my career,” Skubal said. “This club never stopped believing in me, kept rolling me out there every fifth day when I probably didn’t deserve to be. So that’s something that I’ll never take for granted. The fan support of me and my family, everywhere I go, I’ve always truly appreciated that.”

Eventually, Skubal turned into the game’s best and most commanding pitcher. He carried the Tigers to the playoffs in 2024 and 2025. The team went 42-20 in his starts. He leaves Detroit as the franchise record-holder for strikeouts per nine innings (10.5), walks plus hits per inning pitched (1.012) and earned run average plus (137).

“I’m not sure many guys have the pleasure of catching Cy Young pitchers, so it will always stick with me,” said Tigers catcher Dillon Dingler. “It’s the everyday thing that is pretty incredible. How he was in the clubhouse. You hear about some great pitchers that were maybe a little bit harsh. Skub was the exact opposite. Kept it light. Kept it fun. Was great to hang out with. He’ll be missed.”

After a win against the Athletics on Saturday, the Tigers’ clubhouse was subdued. The team masseuse cried after giving Skubal a hug. Infielder Colt Keith walked by, looking for Skubal. Even manager A.J. Hinch, as eloquent as they come, struggled to put Skubal’s time with Detroit in perspective.

“As much as I’ve been wondering if this is going to happen, I don’t think you’re ever really prepared to answer the massive questions like that,” Hinch said. “Obviously, it’s been incredible. I’ve watched this guy rise to the top of the sport, and he’s carried us a lot. I’ll forever be grateful that our paths crossed and the things that he did for this organization and a couple of playoff teams, his presence, his work ethic, his example, his dominance.”

The trade for Skubal — which brings right-handed pitchers River Ryan and Brady Smith, plus an outfield prospect, Zyhir Hope, to Detroit — is difficult to swallow in a year when the Tigers’ hopes are not officially dashed. Detroit is under .500, but in a weak American League. In the age of the expanded playoffs, the Tigers are competing for a wild-card spot.

“The priorities, the standards, the push for the season doesn’t stop,” Hinch said.

Skubal leaves to join the vaunted Dodgers, baseball’s budding evil empire, a franchise rich in major league talent and also ripe on the farm. Los Angeles was perhaps always the team best suited to part with the prospect capital needed to acquire Skubal.

“I’m excited to be a Dodger,” Skubal said. “I’m excited to get down there and meet all those guys and chase three

championships in a row.”

Skubal said those words, but he was only able to look ahead so much. He had left the Tigers’ dugout in the second inning and trekked through the left field gate to the visiting clubhouse at the Triple-A stadium the Athletics are temporarily calling home. He had gone to get in his normal exercise and treatment. But inside the clubhouse, when the call finally arrived, Skubal sensed what was coming.

When Skubal addressed reporters later, he struggled to put his emotions into words. The Tigers entered this season as World Series contenders. And though Skubal, a client of the agent Scott Boras, was always unlikely to sign a contract extension, he dreamed of winning a title in Detroit.

Instead, the bone chip in his left elbow became too much to bear earlier this season. He missed more than a month, and the Tigers suffered through a 6-22 May in his absence. Even as they recovered with a stellar June, and Skubal returned much sooner than first expected, the writing was on the wall. The team could not mortgage its future to keep him simply for the hope of a long-shot run.

Scott Harris, the Tigers’ president of baseball operations, who orchestrated the deal, talked last year of not believing in a Skubal window. The Tigers aim to be competitive for years to come. With players such as Dingler, Kevin McGonigle and Max Clark, they might have the chance.

Still, one fact stings: The Tigers drafted and developed one of the best pitchers in the sport. They have two wild-card berths to show for it.

When star athletes leave town these days, there are often hard feelings. Some will knock Skubal for the times he did not cross 100 pitches, for not pleading for an extension, for not having his arm examined before the season.

But the Tigers are parting with one of the best pitchers in franchise history, a player who helped bring winning and relevance back to Detroit.

With the Dodgers, Skubal will aid the quest for a historic “three-peat.”

Without Skubal’s fastball, presence and fire, the Tigers will not be the same.
