Fajardo reservoir continues to drop as House speaker calls for shoreline dredging evaluation By THE STAR STAFF
T
he water level at the Fajardo reservoir, which supplies the municipalities of Ceiba, Fajardo, Luquillo and Río Grande, continued its downward trend on Monday, registering a drop of 0.07 meters compared with Sunday. The reservoir now stands at 46.7 meters, just over two meters away from the threshold that would trigger scheduled service interruptions under the “adjustments” designation. In response to the rapid decline, Speaker of the Puerto Rico House of Representatives Carlos “Johnny” Méndez Nuñez urged the government’s Drought Committee, led by the Department of Natural and Environmental Resources (DNER), to evaluate the feasibility of conducting a dry shoreline dredging operation in the reservoir’s exposed basins. “We are facing a historic drought, not only in Puerto Rico but across the United States, Central America, Europe and Asia,” Méndez said. “In our case, the Fajardo reservoir, one of the most modern and managed by the Puerto Rico Aqueduct and Sewer Authority [PRASA], has dropped to levels we have not seen. Its basins are exposed, which facilitates shoreline dredging to add capacity. We encourage the Drought Committee to assess whether this reservoir should be added to the list, along with Carraízo and La Plata, for shoreline dredging operations.” Méndez, who represents District 36 (Río Grande, Luquillo, Fajardo, Ceiba, Vieques and Culebra), added that officials should visit the site to determine the conditions of the reservoir and estimate how much additional water capacity could be gained through dredging. Shoreline dredging, also known as dry dredging, involves removing sediment, debris, vegetation, solid waste and accu‑ mulated mud from the slopes and margins of reservoirs. The operations can only be carried out when the basins are exposed, a condition that typically occurs during prolonged droughts. According to Monday’s Drought Index, 73.4% of Puerto Rico is experiencing some level of dry conditions. In Fajardo, 100% of the municipality is under the designation of extreme drought. The reservoir, which covers 4,455 acres, began construction in August 2000 and was completed in 2006.

On July 31, Gov. Jenniffer González Colón signed Admin‑ istrative Bulletin OE‑2026‑05, declaring a state of emergency due to declining reservoir levels caused by the ongoing drought. The declaration streamlines permitting processes and facilitates shoreline dredging and other mitigation efforts. Dry dredging at Carraízo to require Army Corps of Engineers permits It was announced at Monday’s meeting of the Drought Committee at La Fortaleza, meanwhile, that the island govern‑ ment will need to obtain permits from the U.S. Army Corps of Engineers (USACE) before beginning dry dredging operations at the Carraízo reservoir in Trujillo Alto, even though officials had initially been informed that such authorizations would not be necessary. “It is understood that, regardless of the interpretation given at the time, the Army Corps of Engineers has stated that the nec‑ essary permits are required, and efforts will be made to secure them as soon as possible,” engineer Carlos Ignacio Pesquera
said in response to questions from the press. PRASA Executive President Luis Reinaldo González Del‑ gado noted that officials from the public corporation and the Department of Natural and Environmental Resources had pre‑ viously visited the dam alongside representatives from USACE, “and the initial information we received was that [a permit] would not be required.” The federal requirement adds an extra step before the start of the announced work to remove sediment exposed by the drop in the reservoir’s water level. During the press conference, Pesquera did not provide a new start date for the dredging, stating only that the government would work to expedite the permitting process. The project is part of measures adopted to increase available capacity at Carraízo during the drought, which has resulted in the reservoir being subject to a service interruption schedule. The Drought Committee reported on Monday that reser‑ voir levels continue to drop and that weather forecasts for the next two weeks do not predict enough rainfall to bring about a significant recovery. Primary reservoirs in east are hardest hit With little or no rain on the horizon, the majority of the island’s reservoirs keep seeping toward dryness, with water levels at the main reservoirs in the eastern part of the island steadily dropping, while lesser reservoirs in the west are holding their own. According to PRASA, one of the island’s main reservoirs, Lake Carraizo in Trujillo Alto, like Fajardo also lost 0.07 meters Sunday, falling to 37.45 meters, keeping it just above the “Control” stage of 37.00 meters, in the lower range of the “Adjustments” stage. The stage below “Control” is “Out of Service,” at 30 meters. Puerto Rico’s other principal reservoir, La Plata in Toa Alta, is doing somewhat better. At 44.28 meters early Monday, it was at the lower end of the “Observation” stage, which is the stage above “Adjustments.” Cidra Reservoir, meanwhile, in the town of the same name, at 400.10 meters had fallen out of the “Observation” stage and into the “Adjustments” stage. Not all the news is bad. Of PRASA’s 19 reservoirs, 13 are in the upper reaches of the “Secure” range, with only the Adjuntas reservoir at the “Overflowing” stage.
Bill introduced to place Roberto Clemente statue in US Capitol By THE STAR STAFF

Jenniffer González Colón highlighted on Monday the introduction of a biparti‑ san bill in the U.S. House of Represen‑ tatives to authorize the permanent placement of a statue of Roberto Clemente in the United States Capitol. “I thank my friend, Congressman Gus Bilirakis, for reintroducing the legislation I was proud to draft and champion during my time in Congress to honor Roberto Clemente with a statue
in the United States Capitol,” the governor said in a written statement. “Clemente was a hero and a pioneer whose commitment to serving others and helping those most in need made him a source of inspiration and pride for Puerto Rico and the rest of the United States. This bill would ensure that Clemente’s life and legacy are permanently honored in our nation’s Capitol, and I look forward to working with Congressman Bilirakis to see this initiative through to final passage.” The measure, H.R. 10121, was introduced by Bilirakis (R-Fla.); it revives an initiative that

Darren Soto (D-Fla.), Nydia Velázquez (D-N.Y.), Guy Reschenthaler (R-Pa.) and Mike Kelly (R-Pa.), as well as Resident Commissioner Pablo José Hernández Rivera. If passed, the legislation would authorize the creation of a statue of Clemente for permanent display in the U.S. Capitol in recognition of his athletic career, humanitarian work and advocacy for equality.
Bilirakis stated that the introduction of the bill aims to recognize both the baseball player’s contributions to the sport and his service to oth‑ ers. The congressman announced the measure to coincide with Clemente’s birthday. Clemente posthumously received the Congressional Gold Medal in 1973 and the Presidential Medal of Freedom in 2003. Major League Baseball also annually presents an award bearing his name to the player who distinguishes himself through his character, community service, and contributions both on and off the field.

Dignity Project unveils anti‑corruption legislative package By THE STAR STAFF
T
he Dignity Project (Proyecto Dignidad) rolled out a broad anti‑corruption agenda on Monday, presenting a list of bills aimed at increasing transparency, curbing political influence in government contracting, regulating lobbying and closing loopholes that allow private interests to exert undue pressure on public decision‑making. The package includes House Bills (HB) 1358, 1359, 1361, 1362 and 1367, all introduced by at‑large Rep. Lisie Burgos Muñiz, the party’s spokesperson in the Legislature, along with support for HB 42, which would establish a formal lobbying registry. The conservative minority party also endorsed a mul‑ tisector initiative led by political consultant Jorge Colberg to prohibit the use of public funds to pay for lobbying services tied to government projects. “Puerto Rico doesn’t need more speeches against corrup‑ tion,” Dignity Project (DP) President Nilda Pérez Martínez said, emphasizing that transparency and accountability must transcend partisan lines. “It needs clear controls that prevent corruption before it happens.” HB 1361 would require any individual or entity seeking a government contract to submit a sworn statement disclosing all political donations and coordinated expenditures made in the previous four years. Once a contract is finalized, contractors would be barred from making political contributions for the duration of the agreement. “The public contracting process must respond to merit and the best interest of the people, never political influence,” Burgos Muñiz said in a statement. HB 1358 targets corruption schemes involving newly

The measure would prohibit government entities from awarding contracts to firms with fewer than four years of incorporation and less than three years of experience in the relevant service area. Any contract granted in violation of the rule would be considered void, and services rendered would be deemed “graciously offered,” with no right to payment. HB 1359 seeks to modernize oversight of legislative spending, setting a $5,000 annual cap on official travel re‑ imbursements and eliminating outdated allocations such as the $2,500 telephone stipend. It also reduces postal spending limits and requires photographic evidence for mileage reports. Any unused funds would be redirected to the Special Fund for Remediable Catastrophic Illnesses.
HB 1367 clarifies that federal grants, reimbursements, incentives, and other U.S. government resources administered in Puerto Rico must be treated as public funds under the island’s criminal code, ensuring they receive the same legal protections as local government monies. HB 1362 would impose a two‑year cooling‑off period before former legislators and certain high‑ranking executive officials can work as lobbyists. Intentional violations would constitute a felony, carrying a year of imprisonment and a $10,000 fine. “The public service cannot become a platform to later market contacts or privileged access,” Burgos Muñiz said. The DP also backed HB 42, which would create a public registry of lobbyists and entities engaged in lobbying activ‑ ities. The measure aims to ensure that the public can easily identify who is attempting to influence laws, regulations or government decisions. Additionally, the DP endorsed Colberg’s proposal to ban the use of public funds for lobbying related to government projects. “If a project is paid for with public money, those resources must be used for the project itself, not to finance influence operations,” Pérez Martínez said. The DP described its anti‑corruption agenda as a preven‑ tive framework built on four pillars: transparency in lobbying, separation between public contracts and political donations, restrictions on post‑government lobbying, and protection of public funds. “The corruption fight cannot depend on which party is in power,” DP Electoral Commissioner Juan Gabriel Zayas Monge said. “It has to become a permanent rule of our system.”

he union representing employees of the State Insurance Fund Corporation (CFSE by its initials in Spanish), the equivalent of the workmen’s compensation fund, ratified a strike vote over the weekend, signaling a sharp escalation in a long‑running labor dis‑ pute with the agency’s administration. The CFSE Employees Union (UECFSE by its initials in Spanish) confirmed that its membership approved the measure during an extraordinary assembly, arguing that years of stalled negotiations and unresolved operational issues have left workers with no alternative. “The ratified vote is a firm and unequivo‑ cal message: workers are tired of waiting and of hearing promises that never translate into solutions,” UECFSE President Raymond Valentín Matta said in written remarks. He noted that the union has repeatedly
presented its demands “responsibly,” but the lack of concrete responses has forced members to prepare to use the tools afforded to them under the law. Among the unresolved matters cited by the union are the implementation of the longdelayed Classification and Retribution Plan, the negotiation of a new collective bargaining agreement, the distribution of uniforms, more than 2,400 pending grievances, and what they describe as a significant number of unfilled positions. According to the union, admin‑ istrative delays have worsened workloads and undermined service delivery across the corporation. “These issues have been waiting far too long for attention,” Valentín Matta said. “While the administration delays solutions, it is employees who face heavier workloads and who sustain the corporation’s services every day. We demand concrete answers, verifiable commitments, and compliance dates.”
The union emphasized that it remains willing to participate in a serious process that produces real solutions but warned it will not accept further delays or “unproductive meetings.” Valentín Matta added that CFSE Administrator Enid Ortiz Rodríguez “still has the opportunity to act responsibly and prevent this conflict from escalating.” The UECFSE said it will soon announce the coordinated actions it plans to undertake, including timelines and mechanisms for executing the strike vote authorized by its membership. Ortiz Rodríguez stated later on Monday that she has no information to validate the alleged ratification of the strike vote and gave assurances that services are continuing as normal. “Despite the Union president’s ambiva‑ lence, I recognize the commitment and dedi‑ cation to service of the majority of its members, who know firsthand the needs of our injured
workers and work daily to address them,” Ortiz Rodríguez said in a written statement. According to the administrator, union‑ ized employees who attended the meeting indicated that the matter was put to a vote but failed to gain the support of the membership present; instead, it was made contingent upon consulting workers from all regions. Ortiz Rodríguez maintained that some 178 of the union’s 1,219 members participated. The CFSE administrator’s statement did not include a reaction from the union regarding that account. The public corporation and the union have been engaged in collective bargaining negotiations since Feb. 11. Meetings are held every other Wednesday, while the remaining dates are reserved for union caucuses. Regarding the new Classification and Compensation Plan, the administrator said it remains under review by the Financial Oversight and Management Board.

A dying community’: An energy crisis worsened by the war strains Alaska By ANNA GRIFFIN
O
ne hundred miles south of the Arctic Circle, at the end of the Elliott Highway in the center of Alaska, Sabie Jervsjo has done everything she can to lower her energy bills. She replaced the incandescent light bulbs in her Manley Hot Springs home with LEDs, installed motion sensors and switched appliances from electricity to propane. She’s teaching her grandchildren to turn off the lights and decide what they want before opening the refrigerator. But no amount of conservation can solve the problem that Jervsjo and tens of thousands of other Alaskans are facing. A state rich in oil is in the middle of an energy crisis worsened by a war on the other side of the planet. More than 190 rural communities in Alaska depend on diesel for electricity and heat. Alaska pumps more than 400,000 barrels of crude oil a day, but much of the diesel burned in remote villages comes from crude drilled and refined in other parts of the world. Higher global oil prices boost state revenue, but they also drive up energy, heating and transportation costs in places that can least afford them. Rural Alaskans are “having to choose between feeding their families and having a warm home,” said Dominique Pride, a deputy director for research at the Alaska Center for Energy and Power in Fairbanks. “We wouldn’t accept that in New York or Miami,” she added. “Why is it OK up here?” The strain is coming in a heated political moment: One of the state’s senators, Dan Sullivan, a Republican, is locked in a tight race with a former Democratic representative, Mary Peltola, that could determine control of the Senate next year. Alaska’s lone House seat is competitive, and 17 people are running to be Alaska’s next governor. The high cost of living in rural Alaska is an issue in every race. State lawmakers in Juneau, about 885 miles south of Jervsjo’s home, have spent months fighting over a proposed 800-mile natural gas pipeline from the North Slope to the “Railbelt” around Anchorage, where most Alaskans live. But that project would do nothing for farther-flung communities like Manley Hot Springs, which sits 155 miles west of Fairbanks at the edge of Alaska’s remote, rural interior. The road to Manley is called a highway, but the pavement gives way to gravel and dirt about 80 miles before it ends at the Tanana River. Gold miners came first. Wealthy tourists followed for the hot springs. At its peak, around 5,000 people lived in the area. Now, about 75 year-round residents remain. “It’s not a place you stumble across,” said Pam Redington, whose father-in-law helped found the Iditarod Trail Sled Dog Race. She arrived in 1977 with two children and 57 sled dogs. Like most rural Alaska communities, Manley is powered by a microgrid, with two diesel generators maintained by a staff of two, who also answer late-night
outage calls and clear fallen trees after storms. Only one works full time. Even with a state subsidy, electricity in Manley is among the most expensive in the country. “You’re always thinking ahead: If I do this, it will cost me this. If I do this other thing, it will cost less,” said Heather Redington, Pam Redington’s daughter. “Every choice matters.” A few years ago, Jervsjo’s household used around 700 kilowatt-hours of electricity a month, shy of the national average. That cost her between $500 and $600 each bill. Now, she tries to stay below 300 kilowatt-hours a month, enough to bring her bill down to $300 or even $250. In the winter, Jervsjo cooks on a wood stove. “It’s everything I do, everywhere I go,” she said of her extreme conservation. “It’s the only way to afford to live.” That requires real sacrifice in a place that sees only a few hours of twilight in winter and where wolves recently carried off a family dog. Business owners, who aren’t covered by the state’s residential subsidies, have it even worse. John Dart farmed in Manley for 18 years but was paying more than $1 per kilowatt-hour — the average U.S. business pays 13 cents, according to the U.S. Energy Information Administration, and the average commercial rate in Alaska is about 26 cents.

Dart’s monthly electric bill exceeded $1,000. Combined with $7-a-gallon diesel for his delivery truck, even his experiments in geothermal heating weren’t helpful enough. He and his wife let their farm go fallow this summer. “I can’t lose tens and tens and tens of thousands of dollars,” he said. Electricity is only half the equation. Heating is largely unsubsidized in rural Alaska, and Manley homeowners typically burn hundreds, sometimes thousands, of gallons of diesel each winter. That’s where the wars in Iran and Ukraine have brought the biggest pain. Every family must truck iWhen much of rural Alaska was electrified in the second half of the 20th century, building on military power grids from World War II, diesel generators were the obvious choice as they were inexpensive, reliable and easy to maintain. Few questioned whether villages scattered across Alaska should depend almost entirely on a product that had to be imported and, in many cases, delivered by seasonal barge or airplane. Now some reminisce about the days before electricity. “We got along without it,” Jervsjo said. “We could do it again if we had to.” State agencies, utilities and nonprofits are experimenting with solar, wind and hydroelectric projects and battery storage to reduce diesel use and extend generator life. In late 2023, TDX Power installed a solar array with battery storage in Manley. In the sun-filled summer, the system can power the village for more than half a day while the diesel generators sit idle. But residents mostly notice what hasn’t changed: high power bills and frequent outages. The vast hinterlands hold the nation’s most promising sources of fossil fuel and rare earth minerals, vital to high-tech, military contractors and even the auto industry. Miners, drillers and the military will need villages in hardto-reach places as base camps, just like the miners who first settled in Manley. “This is not just about doing the right thing,” said Ben Mallott, president of the Alaska Federation of Natives, which serves 192 federally recognized tribes and 152 village corporations. “Having those communities in there, it’s a national security matter.” Their continued existence isn’t guaranteed. Built in 1903, the Manley Roadhouse is still the social hub of Manley Hot Springs, cluttered with photos of old sled dog races and taxidermied animals. A mining crew surveying soil for future projects around Manley has made the roadhouse its home for much of this summer. Still, Pam Redington, now 80, worries about the town’s future. Most residents are older, there are few full-time jobs, and the local school closed in 2019 because Manley didn’t have the 10 children needed to meet the state minimum. High energy prices, with no relief in sight, are one more reason to leave. “In a way, it’s a dying community,” Redington said. “I’m worried we’re going to have to put up a sign that says, ‘Last person out, shut off the light.’”

’ve spent my career watching officials maneuver and scheme, often in absurd ways, to get closer to presidents. But I’d never seen anything like the photo of Natalie Harp dashing after President Donald Trump’s golf cart in Scotland three years ago. I’d also never heard of a staffer jumping into the trunk of an SUV, as Harp did, when she was denied a seat in the motorcade. The hit horror movie “Obsession,” about a man who wishes for more adoration from a young woman, who falls under his spell and maniacally provides it, is playing out on Pennsylvania Avenue. Like others, I winced when I first heard Sen. Jon Ossoff, the Georgia Democrat, refer to how Trump liked to “travel with Natalie.” Was he gratuitously turning a salacious spotlight onto a White House aide? But as it turns out, with three little words, Ossoff pulled a string and unraveled something really dark and deranged at the innermost circle of Trump’s White House. The president’s proclivity for surrounding himself with sycophants — and attractive young blondes — is well known. But this relationship is pathological, and a source of great irritation among other courtiers. It is Trump distilled to his essence: cult leader and his most rabid follower, narcissist and his most flattering mirror. The daughter of a devoutly Christian real estate broker who died by suicide during the pandemic, Harp idolizes Trump with a rare fervor. As one of his social media facilitators, she is with

AN JUAN – LUMA completó un importante proyecto de reconstrucción permanente en Cupey, San Juan, como parte de los esfuerzos financiados con fondos federales aprobados para modernizar la infraestructura afectada por el huracán María que beneficiará a sobre 2,400 clientes. Como parte de los trabajos, desde la salida de la subestación de Villa Betina en San Juan, se reemplazaron 18 postes en estado de deterioro junto con nuevos aisladores, herrajes y sobre dos millas de conductor. Además, los antiguos postes de 45 pies fueron sustituidos por nuevas estructuras de 50 pies, con capacidad a resistir vientos de hasta 160 millas por hora.
“Este proyecto representa un paso importante dentro de la reconstrucción del sistema eléctrico de Puerto Rico. Estamos reemplazando infraestructura y líneas deterioradas que fue severamente impactada tras el paso del huracán María, con equipos más resilientes y confiables para beneficio de nuestros clientes”, expresó Juan Oyola, gerente regional de Operaciones Región San Juan de LUMA. El proyecto, que cuenta con una inversión de $2.8 millones en fondos federales, ofrece un servicio más confiable y resiliente a clientes de sectores como Urb. El Mirador, Colinas de Cupey, Cupey Gardens, Alturas de Cupey, Riveras de Cupey y Mansiones de Río Piedras. En el pasado, estas comunidades habían experimentado interrupciones recurrentes en el servicio eléctrico debido al deterioro de la infraestructura y el impacto acumulado de eventos atmosféricos. Como parte de la iniciativa, la empresa ejecutará trabajos similares de reemplazo o instalación de cerca de 270 postes y conductores en otros municipios de la isla, incluyendo Aibonito, Carolina, Utuado y otras zonas de San Juan a beneficio de sobre 10,600 clientes. Esto permitirá mejorar el servicio a los clientes de la zona central

A surfer, the ocean and a pas de deux born on the waves

F
or his ballet “Ondine” (1958), the great British choreographer Frederick Ashton spent hours studying the surge and swell of ocean waves. “I wanted the movement to be fluid like the rhythm of the sea rather than the ballet steps,” he once said. The role of Ondine, a water nymph, was created for Margot Fonteyn, a rare ballerina whose effortless dancing and floorskimming pointe work could create the illusion she was gliding on water. Now there is surfer Caitlin Simmers, another kind of water nymph who actually does dance on waves. Or that’s how it feels. With little hesitation, her small, agile frame zips through water like a mercurial ballerina whipping across the stage in tight, rapid-fire turns. Her light feet, her undulating torso, her sensitivity to the fluctuations of an unsteady surface and her speed are all part of the delicacy of her power. She is also fearless. Her clarity comes from her deep
center of gravity, which allows her to slice up and down waves like a silken ribbon or skitter past a rough patch of water in order to live out the highlight of surfing: getting barreled. “It’s where you’re covered by the wave, and everything is in slow motion,” she said in a video interview from her hometown, Oceanside, California. “You feel extreme peace even though you’re in the most scary situation you’ve ever been in, navigating your way through this little door of ocean.” Now 20, Simmers was just 18 when she became the youngest women’s world surfing champion, in 2024. What’s most striking about her style is its seamless flow. When she rides through water, it’s as if she’s filling every note of a musical phrase. Ephemeral, visceral and daring, surfing can be an art, motion turned into magic. Simmers takes that a step further by matching her personal rhythm to that of the sea. Just as George Balanchine ballets allow you to see the music, Simmers, through her crisp fluidity, shows you that waves have different tones, different sounds. No two are alike. “You can’t take off on a wave and be like, This is how it’s going to look,” Simmers said. “Sometimes you stumble, and your stumble can be the reason the rest of the wave was the most beautiful, unpredictable thing you’ve ever done. You had to
improvise to do something new.” She continued: “That’s the most beautiful part. Any move you make, that’s the first time it’s ever going to happen and the last.” Simmers, on a break from the Women’s Championship Tour, visited Rockaway Beach in New York City’s Queens borough this summer for the first time. She was recognized on the street, even on a quiet Monday when the waves were woefully weak. Simmers is, of course, an athlete. But in women’s surfing, which is undergoing a generational shift, she is also an artist, an Ondine for our time. She approaches surfing much in the way that Alysa Liu approaches figure skating. There are competitions, including the 2028 Summer Olympic Games, where Simmers is a strong contender to make the team and win a medal. But winning isn’t everything. Surfing is a dance, and waves are music. She loses herself in them. “When I am dancing with my friends or I’m dancing alone in my room, the best moments are when I’m not thinking about it, and it’s just happening and my body is moving,” she said. “And that’s like the same exact thing with surfing. I feel the same emotions. There’s no conscious thought. When I get off a wave that was really good, I can’t really remember what happened, but I know that that’s what I was meant to do.”
Simmers is featured in “Now Days,” a 2026 documentary by Red Bull highlighting a vibrant contingent of young female surfers. She stands out for how she links maneuvers, or what surfers call technical elements. It is akin to the way a dancer tackles accents and phrasing — steps aren’t choppy or disjointed, but coordinated like long sentences with choreographed twists and turns. Waves are a force of energy, and for Simmers, a wave is a way to express herself. “You could just go top to bottom the whole time and do turns like boom, boom, boom — repetitively and just abuse the wave like you’re the alpha of it, you’re dominating it,” she said. “Or you can try to react to the wave in a way that’s with you.” She started making connections between surfing and dance a couple of years ago while staying with a friend in a cabin in Northern California. One evening, she flipped through a book with illustrations of surfers. In one picture, a surfer is perched on a board with a leg bent forward in a dancer’s attitude position. A quote by the spiritual teacher Ram Dass accompanies it: “Either you do it like it’s a big weight on you, or you do it as part of the dance.” At that time, she was heading into the last stages of a competition for the world title in 2024. She was in first place and feeling that she had everything to lose and nothing to gain. “A lot of people were getting in my head, like You’ve got to win this, you got to win this,” Simmers said. She lost her first heat and was inconsolable. Then she remembered the quote. It became her mantra that day. “The waves were perfect,” she said. “So I was like, You get to go out on these clean, beautiful waves. You get to go whirl around on the ocean.” She told herself that even if she lost, she would “get second in the world,” she said. “You’re 18 years old, and that’s incredible. So just be proud of yourself, and carry yourself like there’s no one on the beach watching.” She won. But she learned something important that day. “I realized that surfing is dancing,” she said. “I was trying not to feel the weight of all these other expectations. I was just doing it, dancing on the waves.”

US Treasury to stick to debt auction schedule despite bigger buybacks, Bessent says T he U.S. Treasury will continue with its regularly scheduled debt auctions, including for long-dated bonds, despite its move to increase buyback sizes of 10- to 30-year securities, Treasury Secretary Scott Bessent said on Monday. Asked at a news conference focused on Iran sanctions about Treasury’s plans for bond buybacks and auction sizes going forward, Bessent said the department would “continue with our regular program of auctions” announced in early August. He added that the Treasury hasn’t purchased any bonds yet in the enlarged buybacks, which will start on September 10 for 10- and 20-year securities. Bessent, a former hedge fund manager with extensive experience in sovereign debt and currency markets, last week surprised global bond investors by announcing the Treasury would double the size of its quarterly repurchases of longerdated bonds after their yields reached the highest levels in nearly two decades. The Treasury chief’s tactic helped bring down yields on 10-year Treasury notes and 20and 30-year bonds for a short time, providing the administration some relief from the high bond yields that are rapidly

US unveils campaign to cripple Iran’s economy, but offers few details By ALAN RAPPEPORT
T
he Trump administration on Monday announced what it called its most comprehensive assault to date on Iran’s economy, unveiling a package of measures that are intended to isolate Iran from the rest of the world. The move is a shift by the United States in favor of confronting Iran with economic warfare as negotiations to end the military conflict continue to sputter. The war with Iran remains a drag on the global economy, one that has pushed energy prices higher and eroded President Donald Trump’s approval ratings. The Trump administration has billed the effort as the coming of an economic apocalypse for Iran. But the announcement Monday did not make clear how the measures would further disrupt Iran’s economy or whether they would be severe enough to get Iran to end its nuclear program and allow oil to move freely through the Strait of Hormuz. Trump, who carried out a “maximum pressure” campaign against Iran during his first term, enacted a package of measures called Operation Economic Fury aimed at Iran earlier this year. On Monday, Treasury Secretary Scott Bessent characterized the announcement as D-Day, but later acknowledged it was more of a warning shot that would begin a period of “quiet diplomacy” with counterparts around the world. Speaking at the Treasury Department, Bessent labeled the initiative Operation Economic Outcast, and vowed that the United States would “tighten the noose” around Iran by imposing sanctions on every source or facilitator of its revenue. The campaign is intended to exert pressure on other coun-

The Treasury Department is also imposing sanctions on Iran related to digital assets, gold and the aviation sectors that Iran
uses to help finance its economy. Bessent said that waves of additional sanctions, including on a large financial institution, would be announced in the coming days and weeks. Much of the work of isolating Iran, he added, will take place through private negotiations with other countries to compel them to cut ties with Iran. The Treasury secretary said the United States did not have a set timeline for such talks, but that it did not have “infinite patience.” The threat of the new sanctions already appeared to be yielding results, with the United Arab Emirates announcing last week that it is halting all trade and financial transactions with Iran. The United States has a unique ability to use sanctions as a diplomatic tool because of the status of the dollar as the world’s reserve currency. Because the dollar is used in most of the world’s financial transactions, the Treasury Department has the ability to cut individuals and businesses off from much of the global financial system. However, overuse of these tools has the potential to push countries away from using dollars and could create chaos across the world economy. Bessent suggested that the United States was giving other nations an opportunity to sever their relationships with Iran before embarking on broader “secondary” sanctions. “We are giving everyone the opportunity to remedy bad behavior,” Bessent said. In an acknowledgment that a barrage of new sanctions aimed at countries around the world could have unwanted consequences, Bessent added: “Why would I want to blow up the global financial system?” The most complicated of the diplomatic negotiations will be with China, which is the
largest buyer of Iranian oil and has a financial system that is largely insulated from the threat of U.S. sanctions. Asked about sanctions on Chinese banks, Bessent said, “No one is above the reach of U.S. sanctions” but did not address China specifically. The United States is in a fragile trade truce with China and its president, Xi Jinping, is expected to meet with Trump next month. The Treasury Department has imposed sanctions on independent Chinese refineries that buy Iranian oil, but it has refrained from imposing large-scale sanctions on Chinese financial institutions that facilitate such transactions. “Until we see actions against more meaningful countries and companies continuing to trade with Iran, it’s just words,” said Daniel Tannebaum, a partner at Oliver Wyman and senior fellow at The Atlantic Council. “Ideally quiet diplomacy is playing out between Trump and Xi to make a deal to pull China from Iran, but that’s a big question in terms of how much influence President Trump has there.” Iran’s Foreign Ministry said Monday that Iran would not bow to an escalating pressure campaign by the Trump administration, after one of the country’s top security chiefs threatened reprisals against countries that joined the United States’ “economic war.” Esmaeil Baghaei, the Foreign Ministry spokesperson, said Monday that the Trump administration was merely “repeating methods that have proven unsuccessful” in the past. “Iran will certainly use all multilateral capacities to counter economic sanctions,” he told reporters at a news conference. Ordinary Iranian civilians, he added, would bear the cost of U.S. sanctions.
US military kills 2 people in attack on boat in Pacific By ERIC SCHMITT

he U.S. military killed two men in a strike against a boat in the eastern Pacific that it said was transporting narcotics, U.S. Southern Command announced early Monday. It was the first such strike by the military since June 21. The United States began a campaign of boat strikes last year in the run-up to the military operation that seized Nicolás Maduro, the president of Venezuela. The military has
continued the operations in the Caribbean and the eastern Pacific, killing at least 223 people in 67 strikes that it said were involved in the narcotics trade. But narcotics experts say the boat strikes have failed to slow the smuggling of cocaine from South America to the United States. According to Brown University, the costs of the operation were at $4.7 billion as of March 31. Legal specialists also have said the strikes are illegal extrajudicial killings because the
military is not permitted to deliberately target civilians — even suspected criminals — who do not pose an imminent threat of violence. Southern Command provided little detail about the strike that took place Sunday but noted that intelligence reports said the vessel was trafficking narcotics and traveling on a route used by drug smugglers. “Joint Task Force Western Hemisphere executed a lethal kinetic strike on a lowprofile vessel operating along established narco-trafficking routes in the Eastern Pa-
cific,” Southern Command said in a statement, referring to a new military unit set up to expand the Pentagon’s war against drugs in cooperation with regional allies. Gen. Francis L. Donovan, the head of Southern Command, said in the statement on social media announcing the strike: “When I ordered the establishment of Joint Task Force Western Hemisphere, it was precisely for this purpose: to accelerate, synchronize, and execute lethal actions against these destabilizing narco-terrorist networks.”

private arbitrator has ordered The Washington Post to rehire opinion columnist Karen Attiah, who was fired in September over her social media posts about the assassination of conservative activist Charlie Kirk. It also ordered the company to compensate her with back pay. Sarah Miller Espinosa, the arbitrator, said in a written decision Thursday that the Post “did not have good and sufficient cause” to terminate Attiah and “violated” its labor agreement, according to a copy of the decision shared with The New York Times by Attiah’s lawyers. “The Washington Post failed to establish the grievant engaged in gross misconduct,” Espinosa wrote. In a statement, Attiah said that she hoped the decision “sends a message to journalists and media institutions everywhere that freedom of expression is always worth fighting for.” She said that she was “willing to go back” to her work at the Post, which she called “one of the world’s most
storied newspapers.” “This decision confirms what we’ve said from the start: I was doing my job as an opinion writer, and this was wrongful termination,” she said, adding that she was “relieved to finally have that record set straight” A spokesperson for the Post said the company respects the arbitration process and declined to comment further. The decision is the result of a yearlong fight between the Post and Attiah, who last year accused the company of violating its labor agreement and social media policy when it fired her for posts she said were within her purview as an opinion columnist. A clause in the agreement allows employees to submit disputes for arbitration. Arbitration is generally considered binding in most disputes, though courts have occasionally overturned decisions after courtroom findings of fraud or other improprieties. The Post’s labor agreement says arbitration is binding, though both the company and the employee retain their legal rights.
The Washington Post said in its termination letter that Attiah’s posts about Kirk had harmed “the integrity” of the organization and violated standards requiring employees to use social media with civility and respect. Attiah’s remarks about Kirk’s assassination, which she posted to the social network Bluesky on Sept. 10, the day he was shot, responded to the outpouring of grief after the shooting. “Refusing to tear my clothes and smear ashes on my face in performative mourning for a white man that espoused violence is … not the same as violence,” Attiah wrote in one of the posts. The Post’s opinion section has been in flux since early last year, when Jeff Bezos, the newspaper’s owner, moved to reorient the section to focus on “personal liberties and free markets.” Some readers canceled their subscriptions and accused Bezos of attempting to curry favor with the Trump administration. Lawyers for The Washington Post and Attiah made their arguments before Espinosa in June during a hearing that included

T
he Vaqueros of Bayamón won their 18th National Superior Basketball (BSN by its initials in Spanish) championship on Sunday night with an 81-74 victory over the Santeros of Aguada in Game 7 of the finals at Rubén Rodríguez Coliseum in Bayamón. After a close first half that ended with Bayamón leading 33-31, a three-pointer by Manny Camper gave Aguada its first lead of the game, 36-35, in the early going of the third quarter, sparking an exchange of baskets and lead changes. The teams played to a tie in the quarter as Bayamón entered the final 10 minutes with a 57-55 advantage. With five minutes left to play, the score was tied at 65. A minute later, the Vaqueros held a narrow 67-66 lead. Then the champions stepped up. Stephen Thompson Jr. and Renaldo Balkman hit consecutive three-pointers to give Bayamón some breathing room, making the score 73-68 with 2:43 remaining. Aguada still had an answer. Jacob Wiley scored four straight points to cut the deficit to a single point, 73-72, keeping the Santeros’ hopes alive. With 56 seconds on the clock,
Gary Browne answered with a mid-range basket that restored a three-point lead for Bayamón, 75-72. On the ensuing possession, one of the night’s biggest plays unfolded. Balkman once again put his veteran experience to use, blocking a shot attempt in the lane by Joel Soriano and handing possession back to the Vaqueros. Browne was fouled and sank both free throws, extending the lead to 77-72 with 28.3 seconds remaining. P
uerto Rico opened its NORCECA Men’s Final Six campaign with a four-set victory (25-22, 23-25, 25-23 and 25-22) over the Dominican Republic at Juan “Pachín” Vicéns Auditorium in Ponce on Sunday. Team Puerto Rico needed some time to adjust to the setting and atmosphere of the large arena, but once settled on the court, they were able to impose their rhythm during the match’s decisive moments. The victory was built on offensive consistency and the ability to close out sets under pressure, although captain Arnel Cabrera noted that Puerto Rico would look to significantly improve its serving during practice as the week progresses.

A Chinese robot beat Usain Bolt’s 100-meter record. Should we be impressed? By YAN ZHUANG

n 2009, Usain Bolt set the men’s 100-meter dash world record of 9.58 seconds at the World Athletics Championships in Berlin. On Saturday, a humanoid robot developed by Chinese company X-Humanoid beat that record by 0.19 seconds, according to Chinese state media. The robot ended its sprint by slamming full speed into a padded wall, falling down and being carried away by human assistants. High-profile feats of robotic athleticism have become increasingly common in China, where a humanoid robotics industry has flourished, aided by generous state support and billions in investment. Robots have danced and performed martial arts at the country’s top events. At the World Humanoid Robot Games in Beijing over the weekend, they boxed and participated in soccer matches. One played tennis against a human opponent, moving across the court and angling itself to return volleys. Earlier this year, a robot ran a marathon faster than any human in history. But what do these robotic superhuman feats amount to? “Most of the sports the humanoids are doing don’t directly translate into utility for many of the mundane tasks people are trying to get humanoids to perform, like being useful around the house,” said Michael Milford, a professor and director of the robotics center at Queensland University of Technology in Australia. The robots are “capable in very specific and somewhat contrived events,” he said. Chinese media has also acknowledged the gulf between athleticism and real-world applications in its coverage of the games. “A factory robot does not need to win a sprint, nor does a service robot need a medal,” read a commentary in Xinhua, the state news agency. “But every gain in speed, stability and precision on the competition floor can bring robots one step closer to becoming genuinely useful beyond it.” Even without significant and proven real-world applications, these high-profile displays and the attention they have attracted are already paying some dividends. Unitree Robotics — a humanoid robotics company whose videos of robots performing kung fu, kickboxing and back flips have attracted millions of views online, and whose robots featured heavily at the Humanoid Robot Games last year — debuted on the Shanghai stock market last week. Its shares ended their first day of trading up by more than 460%. Progress and imperfection Alan Fern, a robotics professor at Oregon State University, was part of a research team that set the Guinness World Record
for the fastest 100-meter run by a robot on two legs in 2022. That robot ran it in 24.73 seconds. To go from that, in four years, to X-Humanoid’s 9.39 seconds was an “enormous achievement,” he said. But he noted that robotics companies have become relatively experienced in making robots that can run, jump and do acrobatics in controlled environments. He added that incremental improvements in these sports are mostly related to developing better hardware and refining the controls, rather than any significant technological breakthrough. The robot at the games in Beijing that could play tennis against a human was more impressive, he said, because that involved interacting with something unpredictable. Most robots struggle in situations in which they need to adapt to changing situations. Yet the tennis robot had to track a fast-moving ball, decide where to move, coordinate its body and time the strike. The robots are still far from perfect, with accidents abounding at the games. Robots fell down, sparked small fires and crashed into objects, according to videos of the event. The unusual running style of one machine, with its arms up near its face, earned it the nickname “shy robot” on social media platform Weibo. Many of the racing robots did not seem capable of slowing down on their own and instead stopped by running into a padded barrier. The vision of humanoid robots eventually being able to do anything a human can do is still far away, Fern said. “Outside entertainment and a limited number of tightly constrained industrial settings, these robots do not yet have the general-purpose intelligence and reliability needed to operate in messy real-world environments,” he said. Milford said that it could take many years before robots can safely and reliably perform in everyday settings. He drew a comparison to self-driving cars: Three or four decades ago, a self-driving car could drive across a continent on highways. But only in recent years has the technology become advanced and safe enough for such cars to be deployed widely and largely without incident. Car racing may be another good analogy, Fern said. “We still marvel at the engineering achievements in Formula One, and some of those advances eventually transfer elsewhere, but we do not interpret every faster lap as a revolution in transportation,” he said. “Similarly, beating Usain Bolt does not mean that the robot has surpassed humans at locomotion in any general sense,” he added. Bolt did not respond to a request for comment.
