ower Expectations LLC issued a forceful public statement Monday rejecting what it called “false, malicious and illegal” allegations surrounding its participation in Puerto Rico’s 400‑megawatt (MW) temporary generation project at the Aguirre Power Plant in Salinas. The remarks by the energy firm’s CEO came days after the Financial Oversight and Management Board revoked approval of the contract and directed the Puerto Rico Electric Power Authority (PREPA) to terminate it, amid allegations by one of the consortium companies that its signature and name were used without its authorization. In the press release, Power Expectations CEO Eddie Echevarría said the company “categorically rejects any in‑ sinuation of fraud or misrepresentation” in the procurement process, insisting that Power Expectations’ involvement was “transparent, documented and conducted through its legal representatives and the official channels established by 3PPO [the Independent Third-Party Procurement Office] and PREPA.” The company’s response comes at a moment of escala‑ ting scrutiny. As previously reported in the STAR, on Aug. 7, ERock Inc., the holding company of Enchanted Rock, told the oversight board that its name and signature were used without authorization in the procurement. The board determined that Enchanted Rock’s participation had been a critical factor in approving the $5.9 billion, 10‑year contract, and that without it, the procurement was “irreparably impaired.” Last Friday, the Board voted to revoke its approval, directing PREPA to terminate the contract and refer the matter to law‑enforcement authorities. The government had already taken action. The Public‑Pri‑ vate Partnerships Authority and Energy Czar Josué Colón Ortiz referred the allegations to the island Justice Department and federal authorities on June 16, the same day the law firm O’Neill & Borges, representing Enchanted Rock and the Oversight Board, raised concerns about the signature. 3PPO Director Osvaldo Carlo Linares conducted an internal review and later confirmed that the matter had been referred to fede‑ ral investigators. In its statement, Power Expectations insisted that En‑ chanted Rock did participate in the procurement and that the companies maintained a “dual” relationship: they jointly formed the consortium that submitted the proposal, and Power Expectations served as Enchanted Rock’s exclusive represen‑ tative for Puerto Rico and the Caribbean. Echevarría said the companies’ commercial relationship spanned some 15 months and included multiple meetings with PREPA, grid operator LUMA Energy, PREPA power plant fleet operator Genera PR and 3PPO. He said Enchanted Rock CEO Thomas McAndrew “signed the consortium’s operational agreement, provided financial guarantees, signed bid‑bond documents and participated in dozens of meetings and con‑ ferences” related to the project. He added that Power Expectations designated a sales representative authorized to sign service and purchase con‑ tracts on Enchanted Rock’s behalf under a mutual understan‑ ding agreement that he said remained in effect at the time of contract execution. The company cited Puerto Rico’s Law 75 and Law 21 as providing legal protections for distribution and sales‑representation relationships. “It is surprising that no one validated our relationship with Thomas [McAndrew] and instead sought out an entity like ERock, which has nothing to do with us,” Echevarría said. Power Expectations also defended its decision to subs‑ titute Enchanted Rock with Flotek Industries after Enchanted Rock informally expressed its intention to withdraw from the project. Echevarría said Flotek’s financial strength and 40‑year operating history made it the most capable replacement. PREPA later confirmed the substitution. The company also pushed back against public com‑ mentary about the contract’s value. Echevarría said Power Expectations is required to invest some $1 billion in the project, while PREPA “does not invest a single cent” in developing the 400-MW plant. He said PREPA is not obligated to purchase the energy produced and prohibits Power Expectations from selling unused energy to other entities. Power Expectations said it is awaiting final language from PREPA on the construction‑phase performance bond, which it says it will submit despite PREPA making no financial investment in the project. Echevarría said Power Expectations’ legal counsel has advised limiting public statements about Enchanted Rock and potential legal actions against third parties who “attempted to interfere” with the company’s contractual relationships. Governor rules out rationing for La Plata this week; PRASA reduces overnight extraction By THE STAR STAFF

Jenniffer González Colón ruled out implementing a rationing plan this week for customers relying on the La Plata reservoir, noting that water levels remain far above the threshold set by the Puerto Rico Aqueduct and Sewer Authority (PRASA) for initiating scheduled service interruptions. “At this moment, we do not foresee any further service interruptions this week beyond those already scheduled,” González Colón said in response to questions from the press. The governor noted that the La Plata reservoir level is above 45 meters, whereas PRASA’s operational manual sets 38 meters as the benchmark for considering an interruption schedule. “We are far from that point right now,” the governor said. “That doesn’t mean it will never happen, but it is not currently being contemplated.” “Right now, if the flow continues as it is, there shouldn’t be any rationing plan for this week, and possibly not for next week either,” she added. As part of her argument, the governor noted that the Federal Emergency Management Agency has not authorized a presidential emergency declaration for drought since 1979. She compared the current situation to the 2015 drought and maintained that Puerto Rico has not yet reached those conditions.

ov. Jenniffer González Colón appointed attorney Pedro César de Jesús Román on Monday as deputy chief of staff at La Fortaleza, a position he assumed immediately. Since Jan. 11, 2025, de Jesús Román had been serving as a senior executive adviser to the Fiscal Agency and Financial Advisory Authority, the Office of the Chief of Staff, and the Public-Private Partnerships Authority.

According to La Fortaleza, the attorney has over 20 years of experience in public administration, municipal affairs and law. His background includes leading organizational reforms, coordinating emergency responses with state and federal agencies, and developing government policies. Within the Office of Management and Budget, he held positions such as senior public relations manager for the Smart Island Broadband Program, director of the Municipal Management Office and the Legal Department,

and chief legal adviser. Previously, he worked as chief legal Adviser for the Department of Transportation and Public Works, the Public Housing Administration and the Municipality of San Juan. He also founded and managed De Jesús Law Firm for 15 years. De Jesús Román will work alongside Chief of Staff Norma Burgos Andújar to coordinate and implement González Colón’s public policy from the chief of staff’s office within La Fortaleza.

Consumer fragility index rises but remains moderate in 2nd quarter of 2026 By THE STAR STAFF

uerto Rico households experienced noticeable tightening in their financial conditions during the second quarter of 2026, according to new figures released by Estudios Técnicos Inc. (ETI). The firm reported that its Consumer Financial Fragility Index (ETI-FFI) rose to 42.2 points on a 0-100 scale, remaining within the moderate fragility band but reversing the improvement seen earlier in the year. The second‑quarter reading represents an 8.5‑point increase from the first quarter’s 33.7 points, which had been the lowest level of fragility in more than 12 months. Even with the recent uptick, the index remains far below the levels observed during the pandemic, when it reached 64.7 points in the second quarter of 2020. ETI noted that the trajectory so far in 2026 shows a marked improvement at the start of the year followed by a partial rebound in financial stress during the spring. ETI attributed the rise in the index to a broad weakening across all six components of the indicator. The most significant change came from consumer loan delinquency, which increased from 2.62% in the first quarter to 3.07% in the second. Other measures also deteriorated, though more gradually. The unemployment rate edged up from 5.60% to 5.80%. Mortgage delinquency rose from 1.10% to 1.23%. Personal bankruptcy filings increased from 939 to 952 cases. Real income slipped from $24,748 to $24,516. Meanwhile, the average interest rate on credit cards remained elevated

The report underscores that the aforementioned pressures are unfolding in an environment where credit remains expensive and inflation continues to limit purchasing power. While financial markets currently assign a lower probability to additional increases in the federal funds rate, long‑term interest rates could keep financing costs elevated. Inflation in Puerto Rico eased slightly from 4.61% in May to 4.21% in June, but remains among the highest readings since early 2023, reducing the margin households have available to manage their debts. Adames described the latest index reading as a reflection of “two sides of the Puerto Rican consumer,” noting that households are still meeting their obligations but with less room to maneuver. He added that the second‑quarter increase should be viewed as an early warning sign worth monitoring closely during the remainder of the year, particularly in a context of still‑high interest rates and persistent inflation. The ETI‑FFI is constructed using six variables: delinquency in consumer loans and residential mortgages, personal bankruptcy filings, unemployment, real income and average credit card interest rates. new study from the University of Puerto Rico (UPR) suggests that skepticism toward artificial intelligence (AI) is becoming a defining factor in how consumers interpret branded content online. According to the research, one out of every three consumers doubts the authenticity of AI-generated posts, a gap that sharply contrasts with reactions to human-created material. The findings stem from a project led by Ana Teresa Brotóns Gómez, an assistant professor at UPR’s Río Piedras campus and founder of the market research and strategic consulting firm CoMark. Her team analyzed 300 original comments posted on Instagram and Facebook in response to 16 beauty-industry posts -- half AI-generated and half human-generated. Brotóns Gómez said the results highlight a growing tension between technological capability and consumer perception.

“AI offers extraordinary possibilities to create, analyze and optimize,” she noted in written remarks. “But in marketing, it’s not enough to ask what we can do with it. We must also understand what happens in the consumer’s mind when a brand uses it.” The study used social listening tools and sentiment analysis to examine not only engagement volume but also emotional tone, recurring themes, and signs of distrust. The contrast was stark: 32.3% of comments on AI-generated posts questioned their authenticity, compared with just 1.4% on human-created content. Researchers also observed more negative reactions to AI-produced visuals and messages. Rather than signaling a broad rejection of AI, Brotóns Gómez said the data reveal a more nuanced divide. Consumers appear comfortable using AI to search for information, yet they become more cautious when brands rely on it to persuade. “This gap forces companies to look be-

yond traditional metrics like comments or likes and to examine the quality of the conversation they generate,” she added. The project was conducted from April to June 2026 in collaboration with Leonardo Cruz and Nashaly C. Peralta. To support the qualitative analysis, the team used an AI model designed to compare human- and machine-generated content, followed by human validation to ensure accuracy. The combination of sentiment analysis, social listening and a pilot survey helped identify patterns that could guide future marketing strategies and research. The study arrives at a moment when brands across industries are experimenting with AI‑driven creative tools. Its findings suggest that while the technology can accelerate production, consumer trust remains a critical variable -- one that marketers will need to navigate carefully as AI becomes more embedded in digital communication.

Republicans are trying to hide these healthcare cuts By THE EDITORIAL BOARD

O

ne of the federal government’s great achievements this century was making health insurance affordable to millions more Americans. In 2010, nearly 18% of people under 65 lacked insurance. By 2024, the rate had fallen below 10%, thanks to the Affordable Care Act and later legislation that built on it. President Donald Trump and congressional Republicans are working to dismantle that achievement. They have effectively cut subsidies for the Affordable Care Act’s marketplaces, making it harder for people who do not receive insurance through work to afford a plan. This year, the subsidy cuts led 3 million people to lose their health insurance. In Ohio, nearly a third of previous marketplace enrollees lost their insurance. The situation stands to worsen next year. In addition to reducing the marketplace subsidies, Trump and congressional Republicans enacted sweeping cuts to Medicaid, which expanded under the Affordable Care Act. They will take effect after this year’s midterm elections. (Yes, that timing is deliberate.) By 2034, the combined cuts will most likely erase about half of the gains from the Affordable Care Act, causing 14 million Americans to lose insurance. Politicians from both parties have talked up affordability in the run-up to this year’s elections. Republicans, however, are taking deliberate steps to make healthcare less affordable. Many middle-class and poor Americans will struggle — even

more — to afford important medical care as a result. Americans have good reasons to be disappointed in their government. Progress on healthcare, imperfect though it was, represented a positive counterexample of the government working to genuinely improve people’s lives. The president and Congress are trying to ruin that success story. Republicans’ attacks on affordable healthcare have taken two forms: one more passive, the other more direct. In the passive approach, Trump and congressional Republicans allowed the expiration of enhanced subsidies for the Affordable Care Act’s marketplaces. The Obama administration and congressional Democrats created the marketplaces for people who fell through the cracks. These people did not receive coverage through their jobs, and they were not poor enough to qualify for Medicaid. In 2021, President Joe Biden and Congress increased the size of the subsidies, but they set them to expire in 2025, which mitigated their impact on the federal debt. Congressional Democrats shut down the government last year to call attention to the expiration and pressure Republicans to extend the subsidies. Trump and other Republicans refused. The federal debt is a genuine problem, having soared in the 21st century relative to the size of the American economy. But taking away people’s health insurance is not the answer. Repealing Trump’s foolhardy tax cuts, which benefit mostly the wealthy, would have a bigger fiscal effect than his health insurance cuts. Those health insurance cuts led premiums and deductibles to spike this year. As an example, a middle-income, middleaged couple with two children could see their premiums more than double, costing an additional $3,500 a year. In the more direct approach to cutting healthcare coverage, Republicans targeted Medicaid, the program focused on the poor and disabled. Last year, the federal government enacted what Republicans call a work requirement. In reality, it is a paperwork requirement — one that forces Medicaid enrollees, most of whom are working or have a valid reason for not working, to file repeated documents proving they have a job or a valid exemption. Americans lead busy lives, and many of them may not know of the new requirement. About 2 in 3 enrollees who will lose health insurance should, in fact, be eligible for it, the Center on Budget and Policy Priorities estimated. Arkansas enacted a version of this policy before the federal law passed, and it was a failure: Workforce participation did not rise, and eligible people lost their insurance because of paperwork problems. The Affordable Care Act was a triumph of government, and it is justifiably popular. Trump and other Republicans

once promised to repeal the law, but they have largely stopped making such statements. Instead, they have sought to weaken the law — partly out of an ideological aversion to government, partly to finance tax cuts for the wealthy — and hope that voters do not notice. Democrats should not let the president get away with this subterfuge. They should make the health insurance cuts a central piece of their midterm campaign and, as important, offer voters a vision that includes other improvements to the nation’s costly, rickety healthcare system, both to continue expanding access and to reduce costs. The Affordable Care Act also happens to be a model on costs; it meaningfully slowed growth in healthcare prices over the past decade. Congress should be looking for next steps, not moving backward. The Affordable Care Act demonstrated that progress is possible.

Previo al inicio de los actos protocolares, la familia y personas cercanas compartieron un momento privado de despedida. Posteriormente comenzaron los mensajes de recordación y reconocimiento a la vida de Alicea Vasallo, en los que se destacó su fe, disciplina, visión, compromiso con Cataño y profunda vocación de servicio. Hayden Panettiere, star of ‘Nashville’ and ‘Heroes,’ dies at 36 By MATT STEVENS

H

ayden Panettiere, a child actress who later won acclaim for her roles on television as a cheerleader with special powers on “Heroes” and a troubled country diva on “Nashville,” and who spoke openly about her mental health struggles, died Sunday in Greenville, South Carolina. She was 36. Panettiere’s death was confirmed by her father, Skip Panettiere, in a statement that was provided to The New York Times by his daughter’s publicist. A statement from the Greenville Police Department said that around 1:51 p.m. Sunday, officers and emergency personnel responded to a report of an unresponsive female at an apartment complex in the city’s Judson Mill district, west of downtown. They administered medical assistance, but the woman, identified as Panettiere, was pronounced dead at the scene. An unidentified acquaintance of Panettiere’s placed the call to 911, police said. A preliminary investigation, the statement said, had “not indicated any signs of foul play or suspicious circumstances,” though the case remains open. A two-time Golden Globe nominee, Panettiere had lived her life in front of the cameras since she appeared in a commercial when she was 11 months old. Ten years later, already experienced onscreen, she made a mark as a sharp-tongued coach’s daughter in “Remember the Titans” (2000), starring Denzel Washington. In 2002 — when she was what the Times called “an effervescent blonde with enough spunk for a family of four” — she played the long-lost daughter of the title character on the hit series “Ally McBeal.” “I’ve always wanted to do an action film,” she told the Times then. “‘Terminator,’ ‘X-Men,’ stuff like that. And to be a crime fighter.” But, she added, “I also like the really, really deep stuff.” She played the supernaturally gifted cheerleader Claire Bennet on “Heroes” (2006-10), and the rising music star Juliette Barnes on “Nashville,” for which she was nominated for a supporting-actress Golden Globe in 2013 and 2014. She was Kirby Reed, a quirky, sassy best friend, in the film “Scream 4” (2011), and reprised the role in “Scream VI” (2023). “Hayden is a real powerhouse,” Wes Craven, the director of “Scream 4,” said while promoting the film. “Tremendous technical ability. Able to bring enormous emotionalities to something very quickly. Smart. Just so full of life and laughter and fun.” Panettiere’s life in the public eye took a toll, as she recounted in a memoir published this spring, “This Is Me: A Reckoning.” She said she suffered from body dysmorphia as a result of invasive tabloid press coverage when she was a teenager. In 2009, she met Ukrainian champion boxer Wladimir Klitschko. They got engaged, and she gave birth to their daughter, Kaya, in 2014. Panettiere said she suffered from postpartum depression, and turned to alcohol and opioids to self-

She ended up leaving “Nashville” in 2015, during its fourth season, to go to a treatment facility for her depression, but she returned several months later and was part of the cast until the show ended in 2018. Her character also suffered from postpartum depression and battled addiction; Panettiere said

the writers and producers of “Nashville” intentionally used her experiences to inform Juliette’s story lines. She told the Times in 2023 that during this period, she would often wake up shaking, and would need an entire bottle of alcohol to get through the day — unless she used opioids to help her not drink. When her daughter was 3, Klitschko asked Panettiere to sign papers granting him sole custody. She told the Times in May that she had eventually formed “an incredible bond” with Kaya, who lives in Europe. “I dare say we even have a friendship,” Panettiere said. Hayden Lesley Panettiere was born on Aug. 21, 1989, and raised in Palisades, New York, the older of two children of Lesley Vogel, an actress, and Alan Lee Panettiere, known as Skip, a captain in the New York Fire Department. Her mother got her into modeling, and shuttled her to auditions. In her memoir, Panettiere wrote that she had been in about 50 commercials by the time she was 5, and said that her mother pushed her to succeed — perhaps too strongly. “You always want to think the best of your parents and see them in the brightest light,” she told the Times in May. “But there were a lot of things done with an approach that was not about my mental health or what was emotionally or mentally safe for me to do. That’s a tough realization.” She appeared as a child on the soap operas “One Life to Live” and “Guiding Light” — a role that between 1996 and 2000 required her to shoot her mother’s lover, be kidnapped and battle leukemia — and had other parts, including a voice role in the 1998 animated film “A Bug’s Life” and her part on “Ally McBeal,” before being cast in “Heroes.” When she was 18, her parents separated, and Panettiere became part of an eight-year divorce battle. Before she became sober, after an eight-month period in rehab, Panettiere was in a relationship with Brian Hickerson. In 2021, he served time in jail after pleading no contest to two felony counts of injuring her. Her brother, Jansen, died in 2023, at 28, from heart complications. She is survived by her parents and daughter. In May, Panettiere told the Times that, as she thought about the rest of her career, she would perhaps try her hand at producing or directing. Or she might create a jewelry or makeup line, she suggested, or start a lifestyle brand. She had, she said, a “laundry list of aspirations.”

Trump lashes out as preliminary deal with Iran expires By LUKE BROADWATER

A

s a crumbling truce with Iran officially collapsed Monday, President Donald Trump signaled his frustration at his inability to resolve a war that he started but cannot seem to end. In an interview with Fox News, the president lashed out at a U.S. ally, Oman, that has been trying to mediate negotiations with Iran. “If Oman gets in the way, we’ll bomb the shit out of them,” Trump said in a phone interview, according to Fox News’ Trey Yingst. The latest threat toward Oman, which has facilitated talks between the United States and Iran for years and maintains that it is still a neutral mediator, came as Trump found himself without much leverage to reach the goals he set out at the start of the war. Hostilities have now stretched past the six-month mark in a conflict that began with the United States and Israel launching strikes across Iran in February. Administration officials pledged at the time that the war would be over in four to six weeks. In June, the two sides agreed to a mem-

Houthis claim strike on Saudi vessel as Red Sea violence escalates By ISMAEEL NAAR

emen’s Iran-backed Houthi militants said Monday that they had launched a missile attack on a Saudi ship in the Red Sea, the latest strike in an escalating conflict near one of the world’s most critical trade routes. A spokesperson for the Houthi militia, Yahya Saree, said on social media that the group had struck a Saudi military ship and four escort vessels. He added that the group was “closely monitoring” Saudi military movements in Yemen and that it would target Saudi forces “on land and at sea.” The Saudi authorities did not immediately respond to a request for comment on the Houthi claims. But the armed forces of Yemen’s internationally recognized government, which depends on Saudi Arabia military and financially, said on social media that the targeted vessel was a commercial ship that had been

out of service since last year. The ship was in the Yemeni port of Mokha, an ancient trading city that has become a front-line site as fighting has reignited in recent weeks. Houthi drone and missile bombardments have halted commercial operations at the port, severing a crucial lifeline for incoming aid and supplies. The attack Monday took place near the strategic Bab al-Mandab Strait, a narrow maritime choke point at the southern entrance to the Red Sea. The waterway is vital for global commerce, connecting Asia to Europe and the Mediterranean Sea via the Suez Canal. The strait has become especially important for Saudi Arabia since the United States and Israel attacked Iran in late February and the Iranian authorities effectively blocked the Strait of Hormuz. The Saudi authorities turned to the Red Sea as an alternative route for exporting oil, but the Houthis announced a maritime blockade on Saudi vessels last

month, and have repeatedly fired on Saudi-linked vessels. A Houthi attack last week killed at least six people on a cargo vessel, according to the Yemeni government. These were the first-known fatalities in the Red Sea from Houthi fire since the start of the war with Iran. The renewed fighting threatens to unravel a fragile calm in Yemen established by a 2022 United Nations-brokered truce. In 2014, the Houthis drove Yemen’s internationally recognized government out of the capital, Sanaa. A year later, a Saudi-led military coalition intervened to restore the government, plunging the impoverished nation into a devastating decade-long war. Yemeni government officials have often accused the Houthis of using the country’s position along global trade routes as leverage in a broader proxy battle.

More than 200,000 people have signed a petition to the Canadian Parliament, submitted by a Calgary resident on July 21, calling for the removal of the ambassador, Pete Hoekstra. The petition asserts that Hoekstra, a faithful messenger of President Donald Trump’s aggressive stance toward Canada, has harmed U.S.-Canada relations. The two countries are locked in a trade war, and their relationship, once the closest two nations can be, has been at a historic low since Trump retook office. Just 500 signatures are legally required to bring an online petition to the Parliament floor for discussion, and this one will most likely be put forward for debate in the fall by Elizabeth May, the leader of Canada’s Green Party. The petition lays out the reasoning for Hoekstra’s removal: it argues that he has “normalized the Trump administration’s threats to annex Canada as the 51st state.” Hoekstra has reposted Trump’s 51st-state jabs on social media and has dismissed Canadians’ anger at the rhetoric as “emotional” and inexplicable. It also states that Hoekstra has interfered in Canadian politics in a manner “inconsistent with diplomatic protocol.” It lays out how activists from Alberta seeking to break away from the rest of the country repeatedly met with State Department officials, “raising serious questions about U.S. diplomatic interference in Canadian unity.” The petition calls on the Canadian government to invoke the Vienna Convention of Dip-

(Ian Austen/The New York Times) lomatic Relations, the international accord that governs diplomacy, declare Hoekstra “persona non grata” and request his removal from office, as well as to set up a parliamentary committee to review “U.S. diplomatic interference in Canadian domestic affairs.” The United States Embassy in Ottawa referred questions to the State Department, which did not respond to a request for comment. The petition culminates months of souring public sentiment toward Hoekstra personally, mirroring the plummeting views toward the United States generally. Polling shows Canadians’ opinion of the United States has rapidly gotten worse since Trump took office and began targeting Canada

with tariffs and talk of making it part of the United States. A Pew survey published in June found that only 35% of Canadians now view the United States as a reliable partner, down sharply from 2022, when it was 82%. Canadian recreational visits to the United States have shrunk by more than a quarter over the past year. In this context, Hoekstra, a former Republican representative from Michigan, has become notorious in Canada for his blunt, unapologetic tone, which channels Trump’s. One comment that drew ire came in November, when Hoekstra was asked if he understood why Canadians found Trump’s 51st state remarks upsetting. “Here, I’ll just get myself in trouble,” he said. “I go around the country and people will say, ‘Pete, you just don’t understand why we’re so mad about the 51st state.’ Yeah, you’re right. I don’t.” Unlike some of his colleagues, Hoekstra has never been summoned by the Canadian government, a step taken when a diplomatic emissary is seen as overstepping so badly that the host government needs to give them a talking-to. The United States ambassador to France, Charles Kushner, the father of Trump’s son-inlaw, Jared, has been twice summoned by the French government over comments he has made about French domestic affairs. The U.S. ambassador to Belgium was also summoned for comments he made. Hoekstra also raised eyebrows when he invited right-wing populist activist Tamara Lich,

who had been convicted of organizing the trucker convoy that wreaked havoc in Ottawa for a month in 2022, to this year’s Fourth of July party at the ambassador’s official residence. Hoekstra has been accused of political interference in another nation’s domestic affairs. In 2020, while serving as U.S. ambassador to the Netherlands in the first Trump administration, he hosted an event at the U.S. Embassy with a nativist, anti-immigrant Dutch party. Expelling a U.S. ambassador would be a first for Canada, but far from unprecedented globally. American ambassadors have been expelled during major geopolitical crises in the past, including during the Cold War, both World Wars, as well as more recently during crises with Latin American countries such as Venezuela. Hoekstra’s stance in Canada aligns with the U.S. administration’s foreign policy elsewhere. The State Department has made significant efforts to cultivate and promote identitarian politics in Europe through visits and senior official meetings with European political parties and other organizations sharing these ideas, including in Germany and Britain. Representatives of the business community said Hoekstra had been a solid interlocutor during tumultuous times for the relationship between the two nations. The U.S. Embassy in Canada recommended speaking to some business leaders about their working relationship with Hoekstra. They included Rick Tachuk, president of the American Chamber of Commerce in Canada, a private, nonprofit membership organization promoting trade and investment across the border; and Beth Burke, CEO of the Canadian American Business Council, a nonprofit, nonpartisan group. Tachuk says Hoekstra has been available to business leaders and cares about the U.S.Canada trade relationship. “He at times can be blunt, but, in many respects, that is an advantage for us because he helps articulate the view of the president, and helps us understand what the challenges are,” Tachuk said in an interview on Friday. “Ambassador Hoekstra has to deliver some very unpopular messages here in Canada. It’s a tough job but he’s doing his best,” he added. Burke said Hoekstra was well connected across the administration and an effective messenger. “I also really value knowing where you stand in a situation. Sometimes pleasantries and diplomatic speak muddy the waters,” she added.

As inflation eats up pay gains, workers fall behind By BEN CASSELMAN

A

mericans’ paychecks are losing ground to inflation. Again. Government data released last week showed that consumer prices rose 3.4% in July from a year earlier, outpacing a 3.2% increase in hourly earnings over the same period. That means that, for the fourth month in a row, Americans’ real wages — how many sandwiches, haircuts and gallons of gas they can buy with an hour’s pay — actually fell. Such declines are unusual. In the years before the coronavirus pandemic, real wage growth sped up and slowed down with the ebbs and flows of the economy. But pay never fell outright for more than a month or two at a time. Then came the pandemic and the ensuing surge in prices, which led to the sharpest decline in inflation-adjusted wages since the 1980s. From February 2021 to June 2022, the buying power of the average American’s paycheck fell more than 4%. The latest shock, driven by the jump in energy prices tied to the war with Iran, hasn’t been nearly as severe. But coming on the heels of the earlier decline in pay — and at a time when affordability and the cost of living remain top of mind for many voters — it has sent measures of consumer sentiment tumbling. “The real hourly wage is absolutely the fundamental building block of working Americans’ living standards,” said Jared Bernstein, an economist at the Stanford Institute for Economic Policy Research. “When it’s falling in real terms, that’s a huge problem for folks who are already stressed by affordability concerns.” Bernstein should know. He was a top economic adviser to President Joe Biden when the administration was trying to persuade Americans that the economy was improving despite the shrinking value of their paychecks. Those efforts largely failed. Now, the Trump administration is making similar arguments, so far with the same result. In political polls, voters give the president poor marks for his handling of the economy, which had been an area of strength for him. History lessons But even if wage growth does rebound, Americans’ assessment of the economy may not quickly follow suit. Pay gains consistently outpaced inflation during Biden’s final two years in office, but measures of consumer sentiment barely recovered. New research from the Becker Friedman Institute at the University of Chicago may help explain why. Economists used data from ADP, the payroll processing company, to study pay patterns of millions of workers before and during the pandemic-era surge in inflation. Before the pandemic, they found, most companies gave nearly all their workers a standardized annual pay increase, often about 3%. During a period of low, stable inflation of about 2%, that was enough for workers to scratch

When inflation jumped in 2021 and 2022, however, companies offered only slightly better annual pay increases, meaning most workers fell behind. The only way to get a bigger raise, at least for many workers, was to change jobs. Unsurprisingly, workers did so in droves — the number of Americans quitting their jobs hit a record high in 2021 and 2022, when inflation was at its peak. Some workers managed to win larger raises by merely threatening to leave, or by getting promotions. But among employees who stayed with the same company from 2021 to 2024, more than 2 in 5, or 43%, saw their wages decline in real terms, by an average of roughly 9%. “These are big numbers,” said Erik Hurst, an economist at the University of Chicago and one of the paper’s authors. Economists often think about inflation as having relatively small consequences for a large group of people, unlike job losses, which have large consequences for a relatively small group of people. But if inflation results in large, persistent wage declines for a significant share of employees, Hurst said, “the cost of inflation to workers is just orders of magnitude more than any of our macro models say.” Older workers, who have a harder time moving between jobs, were hit especially hard. More than half of workers ages 50 and up lost ground to inflation between 2021 and 2024. Even when they did change jobs, they typi-

cally got smaller raises than their younger peers. Younger workers were more likely to get raises that kept up with inflation. But they had to hustle for them — jumping between jobs or seeking out competing offers — and, even then, their pay typically lagged behind where it would have been had pre-pandemic trends in pay continued. “During periods of inflation, wage adjustments are not free,” said Christina Patterson, a University of Chicago economist and another author of the paper. Patterson was also an author of an earlier paper showing the toll that such fights over pay take on employees. “In order for workers to recover their wages, they had to start fighting for it.” Less leverage Now real wages are falling again just as some workers were starting to make up for lost ground. And while inflation isn’t as high as it was four years ago, the labor market is weaker, making it harder for workers to move between jobs in search of better pay. Wage growth has slowed in recent months even before accounting for inflation, a sign of workers’ reduced bargaining power. A measure of employee sentiment from the job site Glassdoor hit a record low last month, as workers worried about the shrinking value of their paychecks and about the threat posed by artificial intelligence and other forces. “Workers have less power now — the pendulum has swung from employees back toward employers,” said Daniel Zhao, chief economist at Glassdoor. “There’s less incentive for employers to proactively offer a raise or benefits to offset higher prices.” The recent declines in pay could pose a problem for Republican candidates in this fall’s midterm elections. Research from economists at Georgetown University and the University of California, Berkeley, recently found that, in the 2024 election, President Donald Trump and other Republicans made their largest gains in the parts of the country where real wage growth was weakest. Now, the same trend could work against them. “President Trump gained from drops in real wages,” said Francesco Trebbi, an economist at the University of California, Berkeley, and one of the study’s authors. “Voters punished incumbents for the reduction of the purchasing power of their income.” But, Trebbi continued, “the problem is now he is the incumbent.”

l Niño is the planet’s naturally recurring chaos agent, scrambling weather patterns, spiking global temperatures and typically reaching full strength by December. But this year’s El Niño, which is expected to be record-breaking, is already strong and having big effects, nudging up global temperatures and causing dry spells and crop failures on multiple continents. Parts of Panama, normally one of the wettest countries on Earth, haven’t had a major storm since early May. Ethiopia’s fertile highlands are enduring one of their driest summer stretches in four decades. And India had its fifth-driest June since the country’s modern rain records began in 1901. “This is a good sign that the El Niño response has really kicked in,” said Chris Funk, director of the Climate Hazards Center at the University of California, Santa Barbara. Funk termed it an “early onset El Niño.” These on-the-ground consequences reflect the magnitude of the changes in the Pacific Ocean, where El Niños develop when unusually warm waters build up. These episodes occur every two to seven years and have contributed to planetary swings going back millenniums. But this year’s is on track to be the strongest in nearly 80 years of records. Scientists are debating whether humancaused climate change is tilting the odds toward stronger and more frequent El Niño events. The El Niños of the past few decades have been comparably strong. But the variables that combine to create an El Niño are complex, and some experts argue the recent trend could just be a random signal. What’s clear is that El Niño’s gyrations are adding to the stronger storms, drier dry spells and fiercer wildfires that global warming is already bringing about. El Niño will mag-

(Unsplash)) nify those phenomena in some regions and could lift global temperatures to record levels next year, as the heat from the Pacific spreads around the world. “What we’ll see in 2027 is a sneak peak of what the new normal will be in 2035,” said Zeke Hausfather, a climate scientist at Berkeley Earth, a nonprofit research organization. “We’ll see things that have never happened before in our history in terms of temperature, drought conditions, extreme heat.” A year of extreme heat El Niño events are measured by looking at sea surface temperatures in a specific rectangular zone of the Pacific Ocean. Temperatures there have soared over the past three months, and forecasts suggest that, by year’s end, they could exceed normal levels by more than they did during the strongest El Niños in modern history, which occurred in 1982-83, 1997-98 and 2015-16. Between October and December, the National Oceanic and Atmospheric Administration says there’s an 81% chance that El Niño conditions will be “very strong,” meaning the three-month average temperature in that zone of the Pacific is 2 degrees Celsius (3.6 degrees Fahrenheit) higher than normal. But forecasts show that daily ocean temperatures during that period could spike to more than 3 degrees Celsius above normal. “Maybe it doesn’t sound that big, 3 or

even 4 degrees. We see that temperature variation over the course of a day,” said Samantha Stevenson-Karl, an associate professor and climate modeler at the University of California, Santa Barbara. “But the ocean doesn’t change that much. Like, ever.” Extra heat in the waters of the Pacific affects air temperatures, too. For the first months of the year, 2026 was clearly cooler than 2024, the planet’s hottest year on record. But Hausfather still gives 2026 a 40% chance of being Earth’s warmest year on the books, a sign of how the pendulum could be swinging. According to NOAA, last month tied July 2024 as the world’s warmest July since global recordkeeping began in 1850. A rise in acute hunger El Niño causes big shifts in the winds that blow moist air across the oceans, and the effects on rain-fed agriculture are emerging in some regions. By the end of the year, El Niño could cause nearly 50 million more people across the globe to experience acute hunger, an increase of roughly one-fifth, according to the United Nations World Food Program. At the western end of the tropical Pacific, El Niño has led to a dry summer in parts of Southeast Asia, delaying the sowing of rice and other crops in Thailand, Cambodia, Vietnam and the Philippines. In India, monsoon rains have picked up in some regions in recent weeks, though large areas of the country re-

main in a rainfall deficit. At the other end of the Pacific, El Niño has delayed planting and disrupted crop growth in Central America. Rainfall in Guatemala was as much as 85% below average in July, and the stress on crops has been compounded by well-above-normal temperatures. In Panama, the dry stretch has raised concerns about operations in the Panama Canal. During the last El Niño, in 2023-24, a severe rain deficit snarled traffic in the waterway, which raises and lowers ships through the locks using water from a rain-fed lake. As El Niño has gained strength, the Panama Canal Authority has tightened limits on how heavily loaded ships can be while crossing. Officials haven’t ruled out restricting daily transits, according to a statement last week from a spokesperson for the canal authority, Octavio Colindres. It’s hard to predict just how much below normal Central America’s rainfall will be in the coming months, said Steven Paton, who monitors the oceans and atmosphere at the Smithsonian Tropical Research Institute in Panama. The reason, he said, is that scientists’ computer models are trained on past events. This year’s El Niño is expected to be so much stronger than any episode on record that we can’t be sure how accurately the models will anticipate its effects. “At the very least, it’s going to be as bad as the worst we’ve seen before, possibly much worse,” Paton said. In East Africa, El Niño usually brings heavy rain, and even floods and landslides, from November through January. But when the phenomenon appears earlier in the year, it can suppress rainfall in parts of the region, including western Kenya and Ethiopia. That’s been the dire reality in recent months, said Chris Shitote, a field scientist based in Nairobi, Kenya, for the Famine Early Warning Systems Network, an agency under the U.S. State Department. Shitote and some colleagues recently traveled through Kenya’s western grain-producing counties. The maize harvest was stunningly bad, he said. “It’s something some of us have not seen for the maybe 10 years we’ve been going out.” Plants that normally grow to be 9 feet tall topped out at just 5 or 6 feet, Shitote said. A typical harvest might yield 20 to 30 bags of corn for each acre of field, growers told him. This year, it looks like it could be just one or two bags per acre.

Aguada ties BSN Finals at 2-2 By THE STAR STAFF

T

he Santeros of Aguada defeated the Vaqueros of Bayamón 67-64 on Sunday night at Ismael “Chavalillo” Delgado Coliseum in Aguada to tie the National Superior Basketball (BSN by its initials in Spanish) league championship series at two games apiece. After dropping the first two games of the best-of-seven series, Aguada bounced back with consecutive victories in Bayamón and Aguada, turning the championship battle into a best-of-three. The Vaqueros opened the game with a 5-0 run, but the Santeros quickly rallied to lead 24-14 at the end of the first quarter. Rigoberto Mendoza led the charge for Aguada, scoring

15 points in the first 10 minutes. The Santeros maintained control during the second period and went into the locker room with a 42-28 lead. Long-range shooting was one of the home team’s primary weapons during the first half. Aguada connected on eight three-pointers in the first 20 minutes, compared to three for Bayamón, which would mount its own rally after the break. After a three-pointer by Mendoza to start the second half, the Vaqueros responded with a 10-0 run to cut the deficit to nine points, 4738. Iván Gandía answered from long range for Aguada, but Bayamón attacked again with an 8-0 run to pull within four, 50-46. The defending champions won the third quarter 20-10, and heading into the final 10

minutes, the Santeros’ lead had shrunk to four points, 52-48. With three minutes left to play, Aguada held a 60-57 lead. Jassel Pérez scored in the paint to pull Bayamón within one point at 6059, and after a turnover by the Santeros, Gary Browne scored from the free-throw line to give the Vaqueros a 61-60 lead. The teams traded leads until Manny Camper stepped up at the decisive moment, hitting a three-pointer to put the Santeros ahead 66-64 with 45.9 seconds remaining. Bayamón came up empty on its next possession, and Camper returned to the free-throw line to make it 6764 with 14.4 seconds on the clock. The Vaqueros had one last chance but could not convert. Mendoza led Aguada with 22 points and

he United States was crowned champion of the 19th Men’s Pan American Cup after defeating Puerto Rico 3-1 (22-25, 25-16, 25-23, 25-19) on Sunday at the Poliforum 2 of the Autonomous University of the State of Morelos in Mexico. Puerto Rico took the silver medal in defiance of expectations after an 0-2 start in the preliminary round. “I am extremely proud of the guys,” Puerto Rico head coach Jamille Torres said. “Given how we started the tournament, no one would have thought we’d win this medal. … You can’t just come from behind against teams of that caliber; you have to play pointfor-point.” The U.S. finished the competition with a 6-1 record and won its sixth gold medal in Pan American Cup history, ending a 14-year wait since its last title in 2012. The Americans also hold three silver medals and one bronze. It was the United States’ second victory over Puerto Rico in the tournament, following a straight-sets win during the preliminary round. Puerto Rico, playing in its first Pan American Cup final since 2017, finished 4-3 and claimed its third silver medal in the competition’s history. he Municipality of Caguas will host the First Paralympic Festival on Friday, Aug. 28 from 8 a.m. to noon at the Eng. Ángel O. Berríos Sports Complex. The initiative is aimed at student-athletes from public schools, sports federations, and participants in the “Transforming Lives Through Sports” program. It will include the participation of technical staff, coaches, assistants and representatives from federations belonging to Puerto Rico Paralympic Committee. The festival will kick off with a welcome and opening ceremony at 8 a.m., followed by competitions in para-track & field, para-swimming, para-powerlifting, para-table tennis, goalball, and 3x3 basketball. The events will be held at various sports facilities across the region, including the Ana G. Méndez University track in Gurabo, the Sonia Álvarez Olympic Pool, Roger Mendoza Court, and Municipal Recreation and Sports facilities. Driver sets record for hydrogen-powered vehicle at more than 406 mph By CLAIRE MOSES

T

he fastest driver on Earth has set another record. Andy Green, 64, the only person to break the sound barrier on land, set a record for the fastest land speed in a hydrogen-fueled internal-combustion vehicle last week, at 406.320 mph (653.909 kilometers per hour). The record, set last Tuesday at the Bonneville Salt Flats in Utah, was confirmed by the Fédération Internationale de l’Automobile, the governing body for motorsports. “The ground comes at you very, very quickly,” Green, a former pilot for the Royal Air Force, said in a phone interview Wednesday. “You’re driving five or six times as fast as on the interstate. Everything happens very quickly.” Green was driving a JCB Hydromax — which looks more like a rocket on wheels than a car — “the fastest hydrogen-powered vehicle of any kind in history,” according to JCB, the British machinery company that manufactured it. Beyond setting a landspeed record, the company is hoping to use hydrogen engines in the products it builds, Green said. No plumes of smoke were produced by this speed record: Hydrogen powers the vehicle and water comes out of the exhaust. “This is as zero-carbon as it gets,” Green said. Mohammed Ben Sulayem, the FIA president, called the record a “historic milestone” in a statement. The previous land-speed record for a hydrogen combustion vehicle was 185.5 mph, and was set in 2004 by the BMW H2R vehicle, according to FIA. Green set the record on a 12-mile track on the Bonneville Salt Flats, a 30,000-acre expanse of hard, white salt crust on the Great Salt Lake Basin in Utah.

“You can physically see the curvature of the earth,” Green said. “This smooth surface is so long.” How does it feel to be in a vehicle going 400 mph? Loud, and with heavy vibrations, Green said. As he accelerated, he looked farther in the distance, and the markers along the course came at him faster and faster, he said. Around him, there was nothing but white salt. The track seemed to get narrower. All of this is happening as he was sandwiched between two roaring engines in a cockpit that was built to fit his 6-foot-3-inch frame. It takes about 72 seconds to get from 50 mph to 400 mph, Green said. The Bonneville Salt Flats have been the site of speed races since 1912. Once part of a large prehistoric lake that covered a third of the state, the flats are composed mostly of table salt, according to the U.S. Department of the Interior’s Bureau of Land Management. Green said Wednesday that he had considered himself to be retired from speed racing — until JCB called. In October 1997, he broke the sound barrier on land in the Black Rock Desert of Nevada, driving a jet-powered car at an average speed of 763.035 mph over two runs. That vehicle was powered by two Rolls-Royce engines from a Phantom fighter jet. The JCB Hydromax was not built to rival the 1997 record, according to FIA, but rather to set a new fastest speed for a hydrogen vehicle. But, the organization said in a statement, “it has laid down an important marker in the world of motor sport and beyond.”
