Drought Committee anticipates expansion of extreme drought to eastern towns, metro area By THE STAR STAFF

eteorologist Ernesto Rodríguez announced on Monday that he will recommend expanding the extreme drought classification this week to include sectors of Gurabo, San Lorenzo, Las Piedras, San Juan, Carolina and Trujillo Alto, while the government acknowledged that some customers subject to the scheduled service interruption plan have not had their water service restored within the announced timeframes. Rodríguez presented the outlook during the weekly meeting of the Drought Committee, led by Gov. Jenniffer González Colón at La Fortaleza. “What we are seeing is that the Gurabo area, the northern part of San Lorenzo, Las Piedras, southern San Juan, Carolina and Trujillo Alto are set to enter the D3 category -- which is extreme drought -- joining some southern municipalities as the condition extends slightly further north,” Rodríguez said regarding the recommendation to be submitted on Thursday. The meteorologist noted that the rainfall deficit continues to grow, particularly in the eastern third of Puerto Rico, with some areas recording 12 to 16 inches less precipitation than normal. The tributary rivers feeding the Carraízo reservoir also remain well below normal levels. Although some 2.5 inches of rain fell last Tuesday over part of the Carraízo watershed, generating runoff into the reservoir, Rodríguez warned that the next two weeks will remain mostly dry. He noted that tropical waves currently being monitored are not expected to bring significant rainfall to Puerto Rico for the time being. The pattern could begin to shift toward the end of August and into September, Rodríguez added; however, in the in-

20-year plan proposed to rehabilitate water infrastructure By THE STAR STAFF

ep. Víctor Parés Otero, who chairs the House Government Committee, announced on Monday the filing of a bill that would establish a 20-year program to rehabilitate water infrastructure and reduce system losses to 30% by 2031. “Just as happened with the electrical infrastructure, Puerto Rico’s water infrastructure -- with the exception of the Superaqueduct -- is obsolete; it never received the required maintenance, and today we are seeing the results of that inaction,” Parés Otero said in a written statement. “The time has come to align the law with the new reality we are living in Puerto Rico in the third decade of the 21st century. The bill focuses on rehabilitating those structures, expanding reservoir capacity, and protecting the integrity of the Southern Aquifer, among other things.” Titled the “New Water Law for 21st Century Puerto Rico,” the proposal would designate water service as a public priority and mandate the phased rehabilitation of the distribution system and the Carraízo reservoir infrastructure. Parés Otero noted that Puerto Rico loses more than half of the water it produces and that the proposed goal is achievable
with available technology. The measure would also create new rights-of-way at reservoirs managed by the Puerto Rico Aqueduct and Sewer Authority (PRASA) and the Puerto Rico Electric Power Authority to facilitate dredging operations from the shorelines. “With this new law, we aim to reduce that loss to 30 percent over a five-year period -- a realistic goal given the available technology,” the San Juan District 4 lawmaker said. The bill mandates that major reservoirs, including Carraízo and Toa Alta, be dredged every 15 years. It would also mandate the completion of the El Valenciano reservoir and filtration plant in Juncos no later than 2032. Other provisions would increase fines for water theft and unauthorized well drilling, in addition to creating a tax incentive for the purchase of residential water cisterns. During a declared drought emergency, PRASA would be required to submit detailed reports to the Legislature every 30 days regarding the actions taken to mitigate its effects. Rep. Víctor Parés Otero

Fiscal board warns municipal construction taxes on federally funded projects could threaten recovery funds By THE STAR STAFF

he Financial Oversight and Management Board for Puerto Rico is urging mayors and the central government to halt implementation of Act 215‑2024, warning that recent municipal tax practices could jeopardize billions in federal reconstruction funds and undermine the island’s fragile infra‑ structure recovery. In an Aug. 8 letter to Resident Commissioner Pablo José Hernández Rivera, the oversight board said 22 of Puerto Rico’s 78 municipalities now charge higher construction excise tax rates on projects funded with federal or local government dol‑ lars than on privately financed construction. In most of those towns, the rate for government‑funded work is 10% -- double or more the standard rate. “A tax rate applied to a project because it is funded by the U.S. Government and set above the rate the same municipality applies to comparable private construction invites the question whether the incremental amount meets [federal] standards,” the board wrote. The trend accelerated after Hurricane Maria, when fed‑ eral disaster aid began flowing to the island. According to the oversight board, 20 of the 22 municipalities adopted differential rates after 2017, with 11 doing so between 2022 and 2025. The board cautioned that the Federal Emergency Man‑ agement Agency (FEMA) and other U.S. agencies could deem the higher tax rates “unreasonable” or “discriminatory” under federal cost principles, potentially making them unallowable charges to federal awards. The warning comes as Congress has directed FEMA to report whether municipal excise taxes are delaying disburse‑ ment of federal recovery funds, including cases where taxes were applied retroactively. Beyond compliance concerns, the oversight board said elevated municipal taxes siphon money away from critical infrastructure projects. Contractors typically seek reimburse‑ ment for excise taxes, meaning the added cost is paid from project appropriations -- reducing the funds available for actual construction.
The San Juan Daily Star A recent dispute in Guayanilla underscored the risks. Siemens Energy sued after the municipality assessed $22.5 million in construction taxes and penalties on a $150 million PREPA project to install gas turbines at Costa Sur. The munic‑ ipality ultimately withdrew the assessment, but the oversight board warned that aggressive tax practices could delay or derail essential energy projects. “Puerto Rico could well have lost the critical turbines that Siemens might instead have installed elsewhere,” the letter noted. Act 215‑2024, which amends the Municipal Code, raises additional red flags, the oversight board said. The law attempts to remove tax exemptions long applied to government entities such as PREPA -- exemptions already recognized by Puerto Rico courts. It also raises procurement thresholds, doubling the value of projects that can bypass sealed bids and tripling the limit for no‑bid micro‑purchases. The board argues this weakens safeguards at a time when numerous mayors have faced federal corruption charges tied to public works contracting. The oversight board has formally directed the government not to implement Act 215 until it receives required fiscal impact analyses under the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA. To date, the government has not provided those estimates. While acknowledging municipalities’ fiscal challenges, the board stressed that disaster‑recovery funds were never in‑ tended as a new revenue stream. Elevated excise taxes, it said, represent a one‑time windfall that cannot support long‑term budgeting -- and could ultimately cost municipalities far more if federal agencies restrict or claw back funding. Instead, the board urged mayors to focus on recurring revenue sources, including stricter enforcement of municipal license taxes and improved property‑tax collection. The oversight board added that it remains ready to work with the island government and municipalities on “a solid, enforceable, and practical solution” that protects federal funds and ensures reconstruction projects proceed without unnec‑ essary costs or delays.
DOE renews emergency orders to bolster electrical grid By THE STAR STAFF

he U.S. Department of Energy (DOE) has renewed two emergency orders aimed at reinforcing Puerto Rico’s electrical system as the island confronts rising power demand and the 2026 hurricane season. The orders, first issued in 2025, allow the Puerto Rico Electric Power Authority (PREPA) to continue operating key gen‑ eration units and expand vegetation‑management work intended to reduce outages and strengthen long‑term grid reliability. La Fortaleza provided the information in a statement. Energy Secretary Chris Wright said the renewed directives are part of the federal government’s broader push to modernize Puerto Rico’s aging grid. “The Department of Energy will continue advancing the modernization of Puerto Rico’s electric grid to build a more affordable, reliable, and secure energy system for hardworking American families and businesses,” Wright said. He added that the renewed orders ensure critical reliabil‑
ity work moves forward and that the grid is prepared to meet increased demand. Wright credited President Donald Trump for supporting efforts that he said are producing “real, lasting progress” for the island. The emergency orders address two persistent vulnerabili‑ ties: limited generation capacity and vegetation encroachment near transmission lines. Downed branches and overgrown brush have long contributed to widespread outages during storms and high‑wind events, and federal officials say expanded clearing efforts are essential to reducing service interruptions and preventing potential wildfires. Gov. Jenniffer González Colón said the federal orders have been instrumental in stabilizing the grid over the past 19 months. She said emergency authorities granted under Section 202(c) of the Federal Power Act have enabled the restoration or refurbishment of nearly 1,600 megawatts of generation capacity since May 2025. During the same period, federally approved vegetation‑management projects increased from five to 33, giving Puerto Rico access to resources needed to reopen
rights‑of‑way along transmission and distribution corridors. “Renewing these emer‑ gency orders is critical to build on this progress and deliver an affordable, reliable, and secure electric grid for families and busi‑ nesses on the island,” González Colón said. Lake Mead, the nation’s largest reservoir, is smaller than ever By REIS THEBAULT
L
ake Mead, the nation’s largest reservoir and a vital source of water for more than 25 million people across the Southwest, has dwindled to its lowest levels ever as the region struggles through a punishing drought. The record, first broken on Thursday night and then again on the following days as the water level continued to fall, is the latest warning of the Colorado River’s dire condition. The river system, a lifeblood for much of the Western United States, is threatened by rising temperatures and decades of overuse. The seven states whose cities and farmers rely on it are locked in tense negotiations over how to divvy up what little water remains. Lake Mead’s milestone is a reminder that the clock is ticking. “This is a significant wake-up call,” said J.B. Hamby, chair of the Colorado River Board of California and the state’s lead negotiator. “We need to have long-term solutions that are going to get us away from the precipice.” But long-term solutions have been hard to hammer out. The states in the upper river basin — Colorado, New Mexico, Utah and Wyoming — and the states in the lower basin — Arizona, California and Nevada — have spent years fruitlessly negotiating how to allocate the water. After the states blew through a deadline in February, the federal government said it would impose its own plan. The Trump administration’s initial framework, released in July, threatened drastic cuts for the lower basin. Communities across the Southwest are now bracing for details from the Bureau of Reclamation — part of the Interior Department — which will outline the specific reductions states must make over the next two years. The crisis, which has developed steadily during a decades-long drought, was exacerbated by this year’s warm winter, which failed to deliver crucial snow that would have refilled water supplies as it melted. “It’s tragic timing,” said Kathryn Sorensen, director of

(Matthew Reamer/The New York Times) research at the Kyl Center for Water Policy at Arizona State University. “There’s a lot at stake, and tensions are very high.” Water first flooded into Lake Mead in the 1930s, after the construction of the Hoover Dam, a concrete colossus that stands taller than the Space Needle in Seattle and the Gateway Arch in St. Louis. At full capacity, the reservoir’s surface sits more than 1,220 feet above sea level. On Sunday it was at 1,040.3 feet, inches below the previous record low set in 2022. If the water level dropped by another 5 feet, the dam’s hydropower generation capacity would plummet by 70%, the Bureau of Reclamation has cautioned. The agency projects that Lake Mead may hit that point in the coming months. If the water dropped further, to around 900 feet, the reservoir would hit “dead pool,” the point at which its level is so low that no water flows downstream. That would be disastrous for the lower basin states, cutting off supplies to critical farmland, Native American tribes and cities like Los
Angeles, Las Vegas and Phoenix. “We need more water to be left in the system to give us a buffer against catastrophe,” Hamby said. As the reservoir’s water level has dropped in recent years, it has also reshaped the experience of the millions of people who visit the area to swim, fish or zip around in speedboats. The receding water has left behind a distinct chalky bathtub ring that marks the heights it once reached. And surprises have emerged from the shallows, including a sunken World War II-era vessel; the body of a homicide victim, stuffed in a barrel; and, most recently, rock spires from the flooded mountains below. Perhaps the best way to see how the desert landscape has changed is from above. Satellite images document the transformation from a full, deep-blue lake to a shrunken, teal-tinged body of water. At the same time, Lake Mead’s sister reservoir, Lake Powell — impounded behind the Glen Canyon Dam upriver — is also hurtling toward record low levels. In July, a group of researchers found that there was less water in Lakes Mead and Powell combined than at any point in their shared history. Lake Powell has also undergone a metamorphosis. This summer, boating managers relocated an entire marina to deeper waters in an attempt to keep up with the reservoir’s retreat. Earlier this year, federal officials decided to reduce water flows from Lake Powell in order to keep its level high enough to avoid damaging Glen Canyon Dam infrastructure. The decision cut the water flowing into Lake Mead, effectively sacrificing it to save Lake Powell, said Eric Kuhn, a former general manager of the Colorado River Water Conservation District. It was understandable, he said, because Lake Powell was closer to reaching the point below which its dam could no longer produce power. But, he added, with climate change bringing ever warmer and drier conditions to the region, such strategies can go only so far. “At some point,” Kuhn said, “we may not have a cushion in either Powell or Mead — unless we reduce use.”
Hunter Biden says his father’s cancer is worsening F By MACK LIEDERMAN
ormer President Joe Biden’s prostate cancer has spread to other parts of his body, leaving him in pain, his son Hunter Biden said in an interview broadcast late last week. “It’s metastasized into his bones and further,” Hunter Biden told a BBC journalist. “It’s very painful and it’s very debilitating, in many respects.” The former president, 83, was diagnosed in May 2025 with an aggressive form of prostate cancer, his office revealed at the time. Last year, he had surgery to remove skin cancer lesions and completed a round of radiation therapy. His daughter, Ashley Biden, posted a video of Biden ringing a bell, a tradition that patients perform to mark a major treatment milestone.
The diagnosis did not prevent Biden from making some public appearances. He recently delivered the keynote address at a fundraising event for the Maryland Democratic Party, on what happened to be the two-year anniversary of a disastrous presidential debate performance that effectively ended his reelection campaign. “He’s still out there,” Hunter Biden said in the interview broadcast Friday. “As long as he’s alive, I promise you, he is going to continue to fight.” Prostate cancer is typically a slow-growing disease that affects older men, and can be present for years without symptoms or a diagnosis. Advanced cases often spread to the bones, like the former president’s has, former first lady Jill Biden said in a podcast interview this past week with talk show host Kelly
Ripa. Once the cancer gets in the bones, medical experts say, it cannot be cured. Jill Biden said that her husband’s treatment was ongoing. “He will forever live with cancer,” she said. “It’s constant. It’s daily. And I think it’s challenging.” Joe Biden, who has long supported cancer research, has already dealt with family tragedy related to the disease. His son Beau died in 2015 of glioblastoma, an aggressive form of brain cancer. Biden has had many health problems, including a brain aneurysm in 1988 that threatened to end his political career. The former president plans to release a memoir titled “Promise Me, America” shortly after the November midterm elections.

Officials say they’ve found the cause of a fire that devastated LA By LIVIA ALBECK-RIPKA, IVAN PENN and SHAWN HUBLER
T
he deadly blaze that devastated the Altadena neighborhood in Los Angeles County early last year was ignited by a transmission tower belonging to the utility company Southern California Edison, fire officials said in a report released last week. The county’s fire department said the blaze, which killed 19 people and destroyed more than 9,400 buildings, was started by electrical sparks coming off the tower, according to a joint investigation by the department and Cal Fire, the state’s firefighting agency. The tower was out of service at the time. Though Edison had previously acknowledged that its equipment most likely started the blaze, known as the Eaton fire, the cause had not been officially confirmed. Fire officials took 18 months to review evidence with experts, including video footage that showed “an unknown burning material” falling from the tower to the dry vegetation below in the Eaton Canyon area, according to the report. The blaze ignited about 12 seconds later, officials said, quickly spreading into surrounding neighborhoods. The Eaton fire, which ignited on Jan. 7, 2025, raged through Altadena during a catastrophic week in which another blaze killed 12 people in the Pacific Palisades, bringing the total death toll from the Los Angeles wildfires to 31. Together, the blazes were the second deadliest wildfire disaster in state history, behind only the Camp fire, which tore through Paradise, California, in 2018, killing 85 people. Federal prosecutors have accused a man who they say harbored resentments against the wealthy of setting the blaze in the Palisades, an affluent neighborhood stretching from the Pacific Ocean to the Santa Monica Mountains. A Los Angeles judge declared a mistrial last month after the jury failed to reach a verdict. The man, Jonathan Rinderknecht, will be retried in October.
Many months later, thousands of destroyed houses in both Altadena and the Pacific Palisades are being rebuilt or are in the planning stages. Thousands of other buildings remain damaged by smoke, leaving many residents with no clear path to safely return home. The fires are estimated to have caused up to $164 billion in total property and other losses. Anthony Marrone, the county fire chief, said in a statement last Tuesday that he recognized that no investigation could ease the pain of residents affected by the Eaton fire. “While the cause has been determined, our focus remains on assisting our residents to rebuild their homes and livelihoods, and ensuring lessons learned drive meaningful and impactful change in memory of the 19 lives lost,” Marrone said. In a recent earnings call, company officials noted that their equipment was likely associated with the fire, she said, but they have also pointed out that wildfires of the Eaton fire’s magnitude “are rarely the result of a single factor.” In October, the power company took the unusual step of establishing a compensation fund for victims even before fire investigators had determined the cause of the Eaton fire — a move that suggested that Edison had all but concluded that its lines had caused the blaze. It has committed hundred of millions of dollars in payments to victims. The company has also filed lawsuits accusing government agencies and businesses of failing to warn residents of the fire and of not doing enough to prevent it from spreading. For months, the utility and lawyers for customers had suspected that an inactive line might have been responsible for the Eaton fire. Even when out of service, the lines, sometimes referred to as “zombie” lines, can act as a conductor, picking up energy from active highvoltage lines nearby. Investigators said that video footage obtained from a resident showed the moment the Eaton fire started, at about 6:11 p.m. on Jan. 7, 2025. The footage, they said, showed two bright blue and white flashes on the slope near the out-of-service tower, followed by an orange glow that appeared to be “dripping fire.” In interviews with investigators, several other residents described seeing flames under the tower. Mikal Watts, a lawyer representing many Altadena residents who lost their homes, was among the people who had said earlier that an inactive power line may have been responsible for the fire. “We are grateful that LA County took the time and the effort to review everything and are pleased with its conclusions confirming our earlier work,” Watts said Tuesday. “Edison must now pay for the $20 billion in damage it caused.”

Who are the good guys and the bad guys? I’m no longer sure. By ROSS DOUTHAT
W
hen I joined this newspaper as a columnist 17 years ago, President Barack Obama was still enjoying the flush of first-term popularity. In both political and cultural circles, there was vaulting confidence that his fusion of social liberalism and technocratic ambition had swept away the conservative era in American politics. The columnist’s job contains multitudes, but it’s useful to have a primary antagonist, a specific worldview that you think needs to be challenged and critiqued. For me, for many years, that worldview was the elite consensus of the early Obama era — a mostly left-of-center perspective that also belonged to Silicon Valley moguls, centrist politicians in the style of Michael Bloomberg and portions of the Republican consultant class. It was a perspective that was morally permissive and self-consciously cosmopolitan, uniting multilateralism and hawkishness in foreign policy, and optimistic that a meritocratic elite could guide a globalizing world toward prosperity and harmony. In part, I opposed this worldview on substantive grounds. I was religious where it was largely secular, I was pro-life where it was pro-choice, I had doubts about its approach to issues as various as mass immigration, marijuana legalization and the Middle East. In part, I opposed it on political grounds. A lot of Republicans were convinced that the GOP needed to adapt to the consensus to survive, effectively becoming a second culturally liberal party

but with free-market vibes, and I was certain that was wrong. And finally, I critiqued the elite consensus because it desperately needed elite critics, and lacking them it was constantly tempted into overreach. Even when it started out in a reasonable place, it didn’t know when to stop, and there was too much about human nature that it didn’t seem to know. Across the last decade in Western politics, this elite consensus came to grief for some of the reasons that I expected. It failed to anticipate the downsides of expert-driven policies, it was unprepared for the darker effects of technological change, it took social liberalism so far that it left vulnerable people adrift or abandoned to their vices, and it blundered in foreign policy because it didn’t expect the non-Western world to push back so hard against its plans. But watching this crisis unfold, I find that I’ve lost my sense of which contemporary worldview is most in need of criticism or opposition, where the good guys and bad guys are. Each major faction seems potentially dangerous, tempted toward the dark side in some unique way, contested or cross-pressured to a degree that makes me uncertain where the side of the angels really lies. Start with the populism that has risen to power because of the elite consensus’ failures. For many conservatives who shared my critique of the Obama-era establishment, the populist rebellion has been the vessel for their hopes. But in President Donald Trump’s second term, populism has displayed most of the vices that its critics anticipated. It has been corrupt and bullying and destabilizing. It has rewarded hacks and cronies. And it stumbled into a Middle Eastern war with even less preparation than its establishment predecessors. For many liberal readers, these sins make populism the maximum danger, the singular emergency. But as Trumpism has flailed and failed, it hasn’t consolidated the kind of authoritarian power anticipated by its most alarmed opponents. At the moment, Trump 2.0 has no great popularity, no legislative capacity, no policy legacy that a Democratic successor can’t easily roll back. The president himself might still be a dangerous figure, there might be darker forces waiting in the wings — but I don’t think that justifies making anti-populism the measure of all things. Especially when you consider the alternatives. First, there is what remains of the center-left establishment, some of whose vices look less serious in light of Trumpism — self-satisfied technocrats might be preferable to self-dealing hatchet men — but that remains culpable for the mistakes that led to populism’s rise and at sea amid changed political conditions. After 2020 we tried putting this establishment back in charge, but the Biden era just gave us a more left-wing version of meritocratic hubris, replacing experts with interest groups, maxxing out on social liberalism and illegal immigration and then unraveling completely in the end. Something similar could be said about the Keir Starmer experiment in Britain. There is no evidence that the old elite has a blueprint suited to contemporary governance, no reason to expect that it won’t just cycle through the same mistakes and backlash. But if you don’t want to join the populist backlash, then
the only alternative to propping up the liberal establishment is putting the West in the hands of Wokeness 2.0, Hasan Piker thought and Democratic Socialists of America energy — social progressivism with socialist characteristics. I don’t want to describe this movement as categorically worse than its establishment opponents, since sometimes the left grasps things the center misses. But I lived through the years of peak woke, and it was a McCarthyite experience. I lived with the blue-state governance that doctrinaire progressivism encouraged, and it yielded civic and educational collapse. And I would prefer not to give the far left the power to regulate and prosecute and rewrite the federal budget. Then, finally, all of these political forces — the unpopular populists, the flailing establishment, the rising left — are displaying their vices in the shadow of the artificial intelligence revolution, which is creating new zones of power in which the friend-enemy distinction is almost impossible for me to parse. Anthropic or OpenAI? The Pentagon or the frontier labs? The weird accelerationists or the even weirder doomers? The China hawks or the data center skeptics? The people who think AI is a normal technology (and thus might underestimate its dangers) or the people who think they’re making a machine god (and thus might end up in its thrall)? Again and again, the choice of which side to favor and which side to fear depends on unknown things about how far and how fast the technology will move. And unknown things about how a given worldview might interact with these changes and the temptations they create. And unknown things about how existing political factions align themselves for and against different perspectives on AI. Which makes this a very important time for the kind of journalism that asks a lot of questions before it leaps to opinionated claims. For the past two years, I’ve been fortunate that The New York Times has let me pursue that kind of questioning as a podcast host. And this month, I accepted a position with CBS News’ “60 Minutes,” where the asking of questions will be central to my professional work. That means that this is my last column for the Times, in this season at least. Once I would have imagined a valedictory essay offering some stirring brief for religious conservatism, some last foray into the territory where I was most likely to be in disagreement with my readers. But I don’t think that quite fits the moment. Instead, I’ll express — along with incalculable gratitude to the Times itself, my colleagues and editors — a hope that I have contributed illumination. I hope my writing has added something to your understanding of America’s complexity, the world’s uncertain future and the strangeness of our times. I hope that I make that kind of contribution at “60 Minutes.” I hope the Times can continue to illuminate the world as only a great newspaper can. And wherever I’m working and whatever you’re reading, we’ll all be going into the future together — and trusting, like many Americans before us, that there’s an angel giving directions somewhere in the storm.

AN JUAN – Ante el aumento de las temperaturas y los eventos de calor extremo que enfrenta Puerto Rico, la senadora por acumulación Ada Álvarez Conde radicó la Resolución Conjunta del Senado 200 para que el calor extremo pueda ser reconocido y consignado como causal de muerte en los certificados de defunción en Puerto Rico. “Para atender una crisis primero tenemos que poder identificarla y medirla. Si una persona fallece como consecuencia del calor extremo, nuestro gobierno debe tener la capacidad de reconocerlo. Contar con datos más precisos sobre estas muertes nos permitirá conocer la verdadera magnitud del problema, identificar las poblaciones más vulnerables y desarrollar mejores políticas públicas de prevención”, expresó Álvarez Conde. La senadora recordó que esta no es la primera iniciativa que presenta para atender los efectos de las altas temperaturas. Mediante la Resolución Conjunta del Senado 52 radicada en mayo del año pasado, buscaba que el Departamento Educación hiciera un plan para el acondicionamiento de los planteles por el calor, mientras que la Resolución Conjunta del Senado 53, buscaba permitir el uso de uniforme alternativo. En temas relacionados al agua, ha radicado varias medias, entre
ellas investigaciones sobre plantas de filtración en el norte, así como las descargas en el área de Condado. En el caso de preservar agua el Proyecto del Senado 633, en casos de emergencia se busca que riego realizado por el gobierno no se haga con agua potable. AN JUAN – La gobernadora Jenniffer Aydin González Colón y el secretario del Departamento de Desarrollo Económico y Comercio (DDEC), Carlos Ríos Pierluisi, anunciaron el lunes que aumentaron de 5,000 a 10,000 dólares el incentivo disponible para las pymes afectadas por las interrupciones de agua potable. “Sabemos la situación por la cual están atravesando muchos sectores de nuestra economía e hicimos los ajustes necesarios para poder ayudar a los pequeños y medianos empresarios más de lo proyectado inicialmente. Aumentamos de 5,000 a 10,000 dólares el incentivo económico disponible, el cual ayudará a paliar la situación por los gastos incurridos ante la falta de agua potable. También estamos visitando los municipios afectados para ayudarlos a solicitar el incentivo rápidamente”, dijo Ríos Pierluisi en declaraciones escritas. La actualización de la Orden Administrativa 2026-03 también amplió el programa Recuperación Económica a negocios con
ventas anuales de hasta un millón de dólares. El límite anterior era de 350,000 dólares. Lo que falta es convertirlas en acción. Existe una obligación legal que no puede continuar posponiéndose. Hacemos un llamado a que se complete y se ponga en vigor el Plan de Mitigación, Adaptación y Resiliencia al Cambio Climático de Puerto Rico. Se está incumpliendo con la ley e ignorando a los expertos. El calor extremo, la sequía, los efectos de ignorar al ambiente ya están aquí y nuestra respuesta gubernamental tiene que estar a la altura de esa realidad. ¿Van a seguir ignorándolo? ‘Ice Cream Man’ review: A rocky road to hell By ERIK PIEPENBURG
A
mousetrap to the foot, a skillet to the face, a drill to the ear, a plush rabbit down the throat. That’s the order in which one character gets slaughtered in Eli Roth’s latest gross-out horror comedy, “Ice Cream Man.” While not a remake of Paul Norman’s deliciously nutty “Ice Cream Man” (1995), Roth’s sicko romp does share DNA with that and other films — “Mr. Ice Cream Man” (1996) and “The Ice Cream Truck” (2017) — that constitute one of horror’s dippier microgenres. It’s a welcome addition. The jolt of this film — its sick pleasure, really — is that the butchers are sweet-faced kids in the grip of an unholy brain freeze caused by cursed frozen treats. No wonder a message on the title character’s ice cream truck warns: “Watch out for children.” Jared (Charlie Zeltzer), a nebbishy boy who is lactose intolerant — a blessing, it turns out — suspects there’s something sketchy about an ice cream truck that blares a
warped musical jingle as it circles his suburban neighborhood. At the window, below the truck’s dark-eyed soft serve cone mascot, an ice cream man (Ari Millen) in a crisp white uniform and red bow tie hands out frozen treats with names — the Creepy Crawly, the Serpent Swirl — that sound like they came from Satan’s own freezer. Jared’s parents (Roth, along with Karen Cliche) and sister, Lizzie (Sarah Abbott), aren’t as suspicious of this stranger as Jared is. That turns out to be a mistake, because the kids who one afternoon shovel ice cream down their throats turn into killing machines overnight, with parents, teachers and other adults as victims. As the cartoony carnage mounts, Jared and his not-possessed pals battle ice-cold supernatural forces that are burning with revenge. Roth has said that when he and his “Ice Cream Man” co-writer Noah Belson get together, “we’re basically 12-yearolds.” It shows. Tonally, this film is the cinematic equivalent of a tween’s DQ Blizzard order: a frenzied mix of puerile comedy and stomach-churning jolts that leaves behind a
scary-movie sugar rush and little else. That’s not necessarily an aspersion; summer horror runs on empty calories. Horror fans will get a kick out of watching kids in grotesque “Dawn of the Dead”-like makeup play around with prop innards like they’re Slinkys and beat up older people. Steve Newburn and Adrien Morot’s stellar prosthetic makeup effects might sicken even the heartiest of gorehounds. But under the grisly excess, Roth is dead serious about exploring what it means to love people who do the wrong things — the same kinds of manipulations and betrayals that Roth mined as far back as “Hostel” (2006) and as recently as “Thanksgiving” (2023). The cherry on top of “Ice Cream Man” is its unapologetically despairing conclusion. Roth hit the jackpot with Millen. Grinning with a pervert’s mustache a la “Female Trouble”-era John Waters, Millen makes a macabre yet oddly debonair antagonist, a welcome departure from the barely believable ghouls of previous ice cream man horror movies. May this creep be the Halloween costume of 2026. ‘Ice Cream Man’ Not rated. Running time: 1 hour 26 minutes. In theaters.

Nvidia, Wall Street firms partner on $500 billion AI financing venture, source says A
group of financial firms, including Apollo Global and Blackstone, is working with Nvidia to put together a $500 billion funding package for AI infrastructure development, a person familiar with the matter told Reuters on Monday. Nvidia’s shares fell o ver 3% in afternoon trading. The tie-up highlights Nvidia’s efforts to raise capital for the chips, power generation and data centers underpinning the AI boom. Big Tech companies have signaled that spending on AI would not slow down, with combined outlays s et to surpass $730 billion this year. The group, which also includes BlackRock’s Global Infrastructure Partners, Brookfield Asset Management, Goldman Sachs and KKR, is in talks to partner with Nvidia on the AI build-out, according to the Financial Times, which reported the development first. Powerful 7.4 earthquake strikes Colombia, killing more than 100 By GENEVIEVE GLATSKY and JULIE TURKEWITZ
A
powerful earthquake struck western Colombia on Monday morning, rattling much of the country, killing more than 100 people and sending residents fleeing from swaying and crumbling buildings in multiple major cities. As rescuers searched the rubble of damaged buildings and officials warned of possible aftershocks, the death toll appeared likely to rise. The 7.4 magnitude earthquake occurred at 7:34 a.m. local time, according to the U.S. Geological Survey and Colombia’s geological service, with the epicenter about 3 miles east of San José del Palmar, a town of about 5,000 people in a rural part of the Chocó region, where officials reported significant damage. Videos showed collapsed and partially collapsed buildings in the major cities of Pereira, Manizales and Cali. President Abelardo De La Espriella, who took office just days ago, said Monday afternoon that 111 people had been confirmed dead. More than 1,500 residential buildings had
been damaged, he said, with some fully destroyed. Eighteen health centers and dozens of schools had been damaged. The quake killed at least 40 people in the Risaralda region, at least 27 in the adjacent Valle del Cauca region, nine in the Chocó region, three in Manizales and one in Antioquia, according to local officials. Pereira, the capital of Risaralda, was hit hard — the mayor, Mauricio Salazar, told a national radio station that 18 people there had been killed. Pereira, with about 500,000 people, lies just 35 miles from the quake’s epicenter. Bogotá is about 150 miles to the west, while Medellín and Cali — Colombia’s third largest city, with about 2 million residents — are both about 100 miles from the epicenter. At least 20 buildings collapsed in Cali, trapping people inside, according to its mayor, Alejandro Eder, who urged residents to evacuate their buildings if they saw damage. Nubia Carolina Córdoba-Curi, the governor of Chocó, said on social media that there had been significant damage to buildings in the region’s capital, Quibdó, home to about 140,000 people. Iran insists strait will stay closed until US agrees to demands By AURELIEN BREEDEN

ran said Monday that any deal with Oman on shipping in the Strait of Hormuz would not lead to the waterway being fully reopened and that the route would remain closed until the United States agreed to demands including lifting a naval blockade. The comments were the latest sign that Iran sees its grip on the strait — which has driven up global energy prices, creating a political headache for President Donald Trump — as its best form of leverage in negotiations with Washington. Esmail Baghaei, spokesperson for the Iranian Foreign Ministry, said at a news conference Monday that the focus of the talks with Oman was “on reaching an understanding over a route for the safe passage of shipping,” Iranian state media reported. The Oman talks were proceeding smoothly, Baghaei added, according to the reports, but “this issue is separate from the discussion of reopening the Strait of Hormuz,” which was “contingent upon the removal of the conditions that have been imposed on the Islamic Republic of Iran” by the United States. Baghaei’s comments echoed remarks by Abbas Araghchi, Iran’s foreign minister, who said Saturday that Iran and Oman were “very close” to an agreement but that reopening it was “contingent on other conditions.” The United States and Iran are not negotiating directly, although Secretary of State Marco Rubio said last week that the talks between
Iran and Oman were being conducted with U.S. input. The Strait of Hormuz, which runs between Iran and Oman, is a key route for the oil and gas trade. Iran effectively closed the waterway after the United States and Israel launched their military campaign against Iran in late February, and it has become a key sticking point as Iran and the United States alternate between periods of negotiation and bursts of fighting. The closure of the waterway has increased energy costs in the United States, where polls show that support for the already unpopular conflict is falling. Hard-liners in Iran believe that the country’s ability to close it to traffic has put it in a position of strength and that it should not make diplomatic concessions. Last week, a top Iranian national security official issued a set of demands that are part of Iran’s long-standing public negotiating stance and that he said the United States must meet before Iran would fully reopen the waterway. Those included the lifting of the U.S. naval blockade and sanctions on Iran, the withdrawal of U.S. forces from around the country, the payment of war reparations, the release of frozen Iranian assets, and the end of attacks on Iran’s allies in the region. Most of those demands were detailed in a ceasefire agreement, known as the Islamabad Memorandum, that the United States and Iran signed in June, though that document said sanctions would be fully lifted only in the event of a final deal regarding Iran’s nuclear program.

Trump has declared the deal “over.” On Sunday, he told Axios that economic distress and high inflation in Iran would eventually force it to agree to a new deal. He did not threaten further military action against Iran, saying, “We are low-keying it.”
Iranian authorities, however, believe they can withstand greater economic pain than Trump, who has midterm elections in November to consider. At the news conference Monday, Baghaei said it was “up to the American side to stop and compensate for its illegal and destructive actions” in order to “talk about the next steps.”

On Venezuela’s coast, life is reduced to survival and burial By EMMA BUBOLA
T
here was a billboard on the seaside road along Venezuela’s northern coast with a gigantic photograph of a smiling Nicolás Maduro, the country’s former leader, and the words “a land flowing with milk and honey,” a biblical phrase that describes a blessed land. But there was no Maduro, no milk and no honey behind the sign. Just mountains of rubble, body bags and makeshift encampments for thousands of Venezuelans left homeless by June’s devastating, back-to-back earthquakes. La Guaira, once a lively beachside escape and the state hardest hit by the disaster, is completely disfigured. Tall residential towers overlooking the Caribbean are dusty piles of contorted debris. With about 24,000 people left homeless and hundreds of buildings damaged or destroyed, according to the government, the coastal strip has become an immense humanitarian camp, with many living in tents near the debris. The inescapable presence of the sea and its salty summer breeze clashed with a near-constant presence of death — in the corpses that kept emerging from the rubble, in the body bags on pickup trucks, in the boxes of ashes carried from the morgue to cars, homes, shelters or church altars. Spaces designed for leisure or business or commerce now serve only two essential functions: survival or burial. The McDonald’s, a popular stop for residents and tourists on the way to the beach, functions as a field hospital. The port has been turned into a crowded morgue. The golf course and a surfing resort are homeless camps. The muddy, fly-infested encampments in La Guaira raise urgent questions about where the huge numbers of displaced will eventually live and what a future for the region, once a main gateway into Venezuela, could look like. The challenges are magnified because it is the second time in less than three decades that the area has faced a colossal reconstruction task after a natural disaster. After mudslides killed at least 15,000 people

(Fabiola Ferrero/The New York Times) along the coast in 1999 and floods forced thousands of people out of their homes in 2010, the government built a forest of high-rise apartment buildings meant to fulfill a pledge by Venezuela’s socialist president, Hugo Chávez, to provide the poor proper homes. This year, many of those buildings collapsed, trapping and killing large numbers of residents. Some critics have said that builders did not account for the loose soil that made them vulnerable in quakes. (The official death toll stands at more than 5,500, but that is probably an undercount.) Many Venezuelans see the sprawling ruins, months after U.S. forces captured Maduro, as the culmination of a failed political and economic project overseen by a corrupt and incompetent authoritarian government. Just as major questions loom over what lies ahead for Venezuela, the fate of La Guaira is also deeply uncertain. Venezuelan authorities have promised to build housing that can better withstand earthquakes. But many Venezuelans question whether their government has the capacity or resources for such a colossal endeavor. The country’s finances have been cratered by mismanagement and U.S. sanctions, and the regime struggled to handle immediate disaster response. Others wonder whether quake survivors would be willing to stay in the area at all. “I don’t know what will happen with us,” said Iraida Rivas, a nursery school direc-
tor, as she stood at the gate of her school. Three toddlers who had attended the school died in the quakes. “We have lived through too much.” For now, the region is trapped in a painful limbo between tragedy and the future. Woven through debris — where for weeks, hands of the dead were still visible from beneath the crushing weight of massive columns — were people sleeping, eating and waiting. A seaside town turned grim The basketball court at the Juan José Mendoza school, which had more than 1,400 students, became a camp for foreign volunteers supporting rescue and recovery efforts. The court’s walls still showed students’ writing — initials encircled by hearts, declarations of love — near mattresses where volunteers slept. The quakes killed 110 students and left 50 more missing, said the school’s director, Diana Ferrer. At the Republic of Panama high school, bunk beds replaced desks to house hundreds of refugees. Inside the “Hugo Chávez’’ classroom slept people injured in the collapse of public housing constructed by and named for Chávez. Amputees lay next to colorful school banners depicting the muscular system and teenagers sat below a whiteboard titled “My Future Project.” It was unclear what future they will have in La Guaira. Taxi drivers, commercial painters, hairdressers, builders, beach sellers and many others lost their jobs. On a recent morning, a now-unemployed port worker waited in line at a soup kitchen near a makeshift morgue. He had bought bus tickets to leave for Colombia with his wife. “There is nothing here,” said his wife, Zenaida Pacheco Mata, 64. Even those whose homes still stood had their normalcy shattered. Celia Figueira’s small seaside cottage was relatively undamaged, but part of her daughter’s
house next door had toppled into a swimming pool. It listed there now, tilted atop the water like a sinking ship. Still, Figueira, 66, wanted to leave La Guaira, and not simply because her garden now looked like a surrealist painting. “There were two buildings where my friends lived there,” she said, pointing at an empty space outside. “Now I stand here and I don’t see them. And my friends are below.” The sprawling encampments Outside her window, camping tents and shelters fashioned out of trash bags, towels and blankets filled every corner of La Guaira. Venezuelan authorities, foreign governments and nongovernmental organizations have set up multiple camps and shelters around the region and in the capital — in parks, squares, schools, basketball courts, baseball stadiums and parking lots. But many people preferred to put up tents beside the rubble where they were still digging to find loved ones’ bodies. “I’m not leaving until I get him,” said Dayana Delgado, whose 8-year-old son, Braine, was buried under debris on a basketball court. “They are not going to build apartments and put people to live on top of my son’s body.” Zoe Santander, 38, whose 9-year-old son, Xavier, was underneath the collapsed tower where they lived, was also staying near the ruins. “Leaving would mean abandoning him,” she said. The tent where she was sheltering was not waterproof and her boyfriend, Carlos López, 33, said he had a bad cough from the constant, soaking rain. “It’s not life to live like this,” he said, between coughs. “We need to figure out what we are doing next.” Jorge Rodríguez, the leader of Venezuela’s Congress and whose sister Delcy is the country’s interim leader, said the government had identified potential plots of land in La Guaira to build new homes. “We are sure that La Guaira will be reborn with great strength,” said José Alejandro Terán, the region’s governor. The Trump administration, which effectively controls the country’s finances, government and natural resources, has said it had been working with Venezuelan authorities and the private sector to open more housing options, and was working to prepare areas for demolition and reconstruction. Beyond doubts about whether their government’s pledges can be trusted, many in this quake-ravaged region are traumatized. “La Guaira scares me,” Santander said. “I don’t want to live here.”

The bond market is signaling rising risks. Investors should listen. By JEFF SOMMER
T
he Federal Reserve held interest rates steady in its latest meeting. But another important power in the financial world raised them. That’s the bond market, where thousands of traders make moment-by-moment decisions that can add up collectively to crucial policy shifts for the world economy. The bond market is a global giant, with more than $58 trillion in assets in the United States alone. It doesn’t command headlines the way the stock market does, but when the bond market talks, people need to listen, in finance and beyond. What the bond market has been saying lately is that risks are rising: risks of increased inflation; wars, tariffs and other geopolitical dislocations; questionable use of vast sums of capital to build artificial intelligence; an uncertain direction for the Fed under new leadership; mounting national debt; and broad political dysfunction. Most crucially, these concerns mean that if you want to borrow money, you have to pay more for it. How high bond yields — or interest rates — will ultimately go is a critical question. The implications are broad and deep. Higher yields are, inescapably, a hardship for prospective homebuyers because mortgage rates are closely linked to 10-year Treasury yields. Where yields go, mortgage rates follow. Higher rates are tough for people carrying credit card debt and student loans. They are a burden, too, for companies with big capital needs, like the tech giants constructing AI data centers with borrowed money. And while the stock market has largely shrugged off rising yields, that entire market could be hit hard if rates were to rise much further. On the positive side, higher yields can be a boon for retirees who want to lock in safe income by buying individual bonds or fixed annuities with a richer guaranteed income stream. In the long run, higher yields benefit people who own bond funds, too, but buying these funds can be tricky. That’s because yields and bond prices move in opposite directions, and when yields steepen rapidly, bond prices fall. As a result, bond funds can decline in value. Sharp shifts in fund returns have
been occurring this year. The iShares Core U.S. Aggregate Bond ETF, which tracks the investment-grade benchmark Bloomberg US Aggregate Bond Index, was in positive territory through June, but the rise in bond yields in July — along with the decline in prices of the underlying bonds in the fund — wiped out those gains. On Thursday, according to FactSet, the fund was down slightly for 2026. If yields rise further, expect short-term losses. Over longer periods, if yields settle at a higher level, they will churn out better returns for long-term fund holders. (If you own actual bonds, and not bond funds, their value will fluctuate too, but you needn’t experience this directly if you hold them to maturity.) Pain and intimidation While bond yields fell last month, along with the price of oil, on news that President Donald Trump had backed down from his latest threat to escalate the war with Iran, yields remain elevated. They hover near their highest levels in 20 years, reached July 31. On that day, according to the U.S. Treasury, the 10-year Treasury yield closed at 4.75% and the 30-year at 5.27%. Some comparisons are revealing: Both 10- and 30-year Treasury yields were roughly three-quarters of a point lower last autumn — and they were below 2% in 2022. The run-up has already been substantial. On a historical basis, yields are not crushingly high — not yet, anyway. Consider that the benchmark 10-year Treasury yield exceeded 15% in 1981, a year of runaway inflation, and averaged more than 6% in the 1990s. The economy has dealt with higher yields in the past. They seemed normal in the 1980s, when I carried a mortgage with a rate of over 8%. But if yields jump further, watch out. The bond market’s ability to inflict sudden pain on a broad swath of the economy (while rewarding lenders handsomely) is awesome, and politicians know it. The bond market seems to have cowed Trump. A run-up in bond yields apparently caused him to pause a round of tariffs in April 2025. “I was watching the bond market,” the president, a big bond investor, said then. “The bond market is very tricky.”
While the Fed didn’t raise rates, the bond market did. That means hardship for home buyers and higher hurdles for artificial intelligence data centers and the stock market. But it’s also a boon for retirees. (Thomas Fuchs/The New York Times) His attitude toward the Federal Reserve is different. When Trump was unhappy with the Fed’s reluctance to cut rates as sharply as he would like, he called its former chair, Jerome Powell (whom Trump selected for the job) a “fool,” a “numbskull” and a “stupid person.” The president has been more supportive of the man he picked to be Powell’s successor, the Fed’s new chair, Kevin Warsh, but these are early days. If the Fed doesn’t lower short-term rates soon — or, worse, if it raises them, as some sectors of financial markets expect — Trump’s self-restraint may not last. The Fed’s traditional sphere didn’t include the bond market. It can intervene there but has been loath to do so lately. Warsh criticized the unorthodox monetary policy adopted by the Fed during the financial crisis that began in 2008. That policy included “quantitative easing,” involving huge bond purchases that lowered longer-term interest rates. Warsh has said that he wants the Fed’s bond market footprint to shrink. But the Fed can’t stay out of the bond
market entirely. It still holds more than $6 trillion in bonds and similar securities. It could easily be pulled in deeper. This is complex stuff. Even the Treasury Department’s recent unusual intervention to prop up the value of the Japanese yen could be seen as a way to prevent U.S. yields from rising further. Japan is a major holder of Treasurys, and if it had to sell a large amount of the debt to prop up its spiraling currency, it could push up U.S. rates. Simply put, the Trump administration doesn’t want domestic interest rates to rise further. To the contrary, it would like lower rates, which might stimulate economic growth. A fast-growing economy tends to enhance the popularity of incumbent politicians, and Trump is not, at the moment, a popular president. Warsh hasn’t commented publicly about the Treasury intervention. But helping Japan might help the United States, where yields are high enough already to be causing pain. Uncertain directions Ordinary people may not study the bond market’s arcane corners, but interest rates set there affect everyone nonetheless. It’s not just mortgage rates, student loans, credit cards, car loans and a host of other widely borne borrowing costs that people need to worry about. Rising bond yields are a hurdle for stocks too. At higher rates, investors with money to spare can get a better return when they put it into bonds, particularly safe Treasurys. For the risk-averse, and especially in times of stress, higher yields may tip the balance in the trade-off between stocks and bonds, making bonds more appealing than riskier stocks. With eyes wide open, I continue to invest in a mix of stocks and bonds through low-cost index funds. But I’m also trying to hold on to enough cash to ride out the next storm.

Get ready for Europe’s first total solar eclipse in decades By KATRINA MILLER
A
total solar eclipse, the first that mainland Europe has seen in nearly 30 years, is happening Wednesday. The moon will swallow the sun whole, casting a shadow hundreds of thousands of miles long onto Earth and plunging part of our world into ephemeral darkness. The main event will begin at about 12:08 p.m. Eastern time in the northernmost part of Russia, and then loop around to pass over Greenland, Iceland and the Atlantic Ocean. It will cut across northern Spain and a tiny corner of Portugal before ending in the Mediterranean Sea. Elsewhere in Europe, northwestern Africa and parts of North America, the moon will obscure only a portion of the sun. The most important thing to remember during a solar eclipse is that it’s unsafe to stare directly at the sun until the moon has completely covered its surface, a phase known as totality. At all other times, you should watch the event using protective eyegear. Here’s what to know about Wednesday’s total solar eclipse. What is a total solar eclipse? A total solar eclipse arises when the moon slips between Earth and the sun, temporarily shielding the solar surface from our view. This leaves behind a black disk in the sky, surrounded by a wispy halo of the sun’s outer atmosphere called the corona. Total solar eclipses are a cosmic coincidence. The moon is about 400 times smaller than the sun, but it is also about 400 times closer to Earth, which makes the two appear to be the same size in the sky. For a total solar eclipse to occur, the sun, the moon and Earth have to align perfectly in space. The lunar shadow caused by this alignment has an inner part called the umbra. People beneath the umbra, which traces out a relatively narrow path on Earth, experience totality. Those under the penumbra, or the outer part of the lunar shadow, will instead see a partial solar eclipse, during which the moon obscures only a portion of the sun’s surface. What happens during a total solar eclipse? Along the path of totality, the event will begin with a partial solar eclipse. The moon will take a bite out of the edge of the sun and slowly consume more of its surface. This phase will last about an hour. Next comes the most dramatic part of the eclipse: totality, which lasts only a few moments. During totality, the sun’s corona is visible and safe to look at with the naked eye. Then the sun will creep out from behind the moon, creating another partial eclipse that recedes as the moon slowly slips away from the sun until the world is back to its normal brightness. The duration of an eclipse depends on the location it is viewed from. Altogether, the phases of this eclipse will last about two hours. What is totality like? As the eclipse approaches its maximum phase

Shadows will sharpen, and images of crescents — tiny projections of the growing eclipse — will appear within them. During totality, the sky darkens to a deep twilight and temperatures drop significantly. A 360-degree sunset appears on the horizon. Animals will also react: Researchers have documented that bees stop buzzing, birds stop singing and crickets begin chirping. Pets may express confusion, too. In addition to the sun’s corona, bright stars and planets will become visible. Totality for this eclipse is short. According to NASA, most places will experience the effect for less than two minutes. The exact duration depends on location along the path of totality and how close you are to the path’s centerline. When does the total solar eclipse begin and end? The eclipse begins in the sparsely populated tundra of northern Russia, where the moon will start to conceal the sun around 12:08 p.m. Wednesday. (Times listed in this section are Eastern.) Viewers in that region will be the first to see totality as early as 12:58 p.m. The moon’s shadow will swoop over the Arctic Ocean, narrowly missing the North Pole. It reaches land at 1:13 p.m., cutting across a swath of northeastern
Greenland and, around 1:43 p.m., arriving at the shore of western Iceland. Then the eclipse will journey across the Atlantic Ocean toward the Spanish coast. As early as 2:26 p.m., totality will be visible in Spain. The moon’s shadow will sweep over the Balearic Islands — Majorca, Minorca and Ibiza — and the last people on land will experience totality around 2:33 p.m. People toward the end of the eclipse path will get the chance to see a partially obscured sun dip below the horizon. Where are the best places to watch the eclipse? In general, the best place to watch a total solar eclipse is along the path of totality. Overall, the path of totality for this eclipse is less than 200 miles wide, though the exact width varies by location. Many places along the path are remote and difficult to travel to. In Greenland, most of totality will occur over a region with no permanent residents or infrastructure, and many people are opting to catch the event by sea. One popular site on land is Reykjavik, Iceland, which is near the edge of the eclipse path’s centerline. Totality in Reykjavik will occur at 5:48 p.m. local time and last for only one minute. But skywatchers in Reykjavik and elsewhere in Iceland may have to contend with cloud cover that can block views of the eclipse. Several places in Spain are promising the possibility of clearer skies and warmer temperatures, including Valencia and Ibiza, for which totality occurs at 8:32 p.m. local time and also lasts about a minute. Quieter parts of the Spanish countryside, like León and Burgos, are also expecting an influx of tourists for the event. Totality will not be visible from the United States. What if I can’t make it to the path of totality? Viewers who are not along the path of totality but still fall under the outer part of the moon’s shadow will get the chance to see a partial solar eclipse. But how perceptible it is depends on how far you are from path’s centerline. The closer you are, the more dramatic it will be. In the United States, a partial eclipse will be most visible in Alaska and in the Northeast. Portions of the Midwest and mid-Atlantic also fall under the moon’s shadow, but the eclipse in these parts will cover less than 10% of the sun’s surface. The partial eclipse in Canada ranges from less than 5% to more than 90% coverage of the sun, increasing the farther north you go. Nearly 80% of the sun will be obscured in Nuuk, the capital of Greenland. Cities in mainland Europe where more than 90% of the sun will be covered include Lisbon, Barcelona, Madrid, Paris, Milan, London and Dublin. Along the coastline in northwest Africa, Algiers and Casablanca will also experience a deeply eclipsed sun. If you want to see the eclipse in full but are unable to make it to the path of totality, NASA and other organizations are providing live video streams. The New York Times will have journalists providing live coverage from Iceland, Spain, Britain and New York City.

he Vaqueros of Bayamón defeated the Santeros of Aguada 91-75 in Game 1 of the National Superior Basketball (BSN by its initials in Spanish) Finals at Rubén Rodríguez Coliseum in Bayamón on Sunday night. The hosts set the pace from the start, staking out a 23-13 lead in the first quarter and extending the advantage in the second quarter for a 45-28 halftime lead. The Santeros whittled the Vaqueros’ lead down to single digits after halftime, but the defending champions still led 6450 heading into the final 10 minutes. Aguada never got closer than 12 points during the final
period as Bayamón sealed the victory in the opener of the best-of-seven championship series. The Vaqueros did damage near the basket, scoring 42 points in the paint and shooting 48% from the field, compared to 39% for the Santeros. Gary Browne led the Bayamón offense with 22 points and five assists. Damian Jones dominated the paint with a double-double of 20 points and 15 rebounds, while Jassel Pérez added 16 points and Stephen Thompson Jr. contributed 10. Rigoberto Mendoza and Matthew Lee scored 13 points each for Aguada. Iván Gandía added 12 points, Joel Soriano contributed 11 and Jacob Wiley finished with 10. Game 2 is Wednesday at 8 p.m. in Aguada.

Don Nelson, Hall of Fame NBA coach and Celtics star, dies at 86 By GLENN RIFKIN

on Nelson, who won five NBA championship rings as a player with the Boston Celtics and went on to become an innovative and freethinking Hall of Fame head coach and one of the winningest in league history, died Sunday at an assisted living facility in Frisco, Texas. He was 86. His health deteriorated after a stroke about three weeks ago, his granddaughter Christie Nelson Armstrong said. Nelson, whose NBA playing and coaching careers spanned nearly 50 years, was an unlikely success story, both on the hardwood and on the sideline. Nellie, as he was called, was an undersized small forward and not particularly fast or athletic; he was twice waived by NBA teams before joining the Celtics in 1965. But he became an integral part of a Boston dynasty. In his arsenal were a deadly jump shot and a knack for coming off the bench to spark his team. He is most famous as a player for a game-winning basket in the 1969 NBA Finals against the Los Angeles Lakers. After retiring as a player in 1976, Nelson had barely tossed his sneakers into the closet when Milwaukee Bucks coach Larry Costello recruited him to be an assistant, though Nelson had never coached at any level before. But when the 1977 season got off to a 3-15 start, Costello was fired and the Bucks’ owner, Jim Fitzgerald, offered Nelson the top spot. “I said, ‘Jim, I’m not ready to be a head coach,’” Nelson recalled at his induction into the Naismith Memorial Basketball Hall of Fame in 2012. “And Fitz said to me: ‘Give it

He was named NBA Coach of the Year three times, though his teams never won a championship. He also briefly coached the New York Knicks to 34-25 to start the 1995-96 season but was fired, he later told the Times, when Patrick Ewing rebelled after hearing that Nelson was seeking to trade him for Shaquille O’Neal. On April 10, 2010, he passed Lenny Wilkens as the league’s winningest coach. He
has since been surpassed by Gregg Popovich, with 1,390 wins. Hall of Fame point guard Steve Nash said Nelson had an enormous impact on his career when he played for Dallas in the late 1990s and early 2000s. “He was pivotal,” Nash told Marc Stein of The New York Times. “We had some tough times and a couple tough moments, but overall I look back on Nellie as an absolute beauty. He was just tired of seeing me a little bit meek and sheepish instead of shooting and being aggressive.” Donald Arvid Nelson was born on May 15, 1940, in Muskegon, Michigan. His father was a hog farmer, but when the farm failed, the family moved to Rock Island, Illinois, where Nelson started playing basketball at the YMCA. “When I first started, I was the guy who never got picked,” Nelson recalled. An inveterate gym rat, he practiced relentlessly and improved enough to star on his high school team and win a scholarship to the University of Iowa. In Iowa City, he became a third-team AllAmerican and was taken 17th in the 1962 NBA draft by the Chicago Zephyrs (today the Washington Wizards). Waived after his rookie season, he signed with the Lakers, featuring Jerry West and Elgin Baylor, and after two uninspiring seasons was waived again. In 1965, sitting at home contemplating an uncertain future, Nelson got a call from Celtics coach Red Auerbach. “He said ‘Heinsohn just retired,’” Nelson recalled, referring to Boston All-Star Tom Heinsohn. “‘We’re looking for a forward, and we want to give you a tryout.’”
Nelson caught the next plane to Boston and stayed for 11 productive seasons, playing alongside future Hall of Famers Bill Russell and John Havlicek and winning five championships, the last in his final season, 1975-76. A crowd favorite, Nelson was cheered for his accurate pull-up jump shots, his potent up-fakes and his unique shotput-style foul shots. His number, 19, was retired in 1978 and hangs from the rafters of the TD Garden in Boston alongside those of other Celtics greats. “Nellie was a complete product of his times in his style of play,” veteran sports writer Bob Ryan said in an interview. “He was a clever forward, knew all the tricks of the trade and was a sneaky offensive rebounder.” Ryan, who covered the Celtics for The Boston Globe during much of Nelson’s time with the team, noted that Nelson was a “pure jump shooter” who, at 34 in 1974, led the NBA in field-goal percentage at 53.9%, an unheard-of accomplishment in an era of slam-dunking big men. “Ninety percent of his shots were foul-line jumpers,” Ryan said. Nelson nailed his most famous shot in the seventh game of the 1969 NBA Finals against the heavily favored Lakers. The Celtics were clinging to a one-point lead with just over a minute remaining when Keith Erickson of the Lakers knocked the ball out of Havlicek’s hands right into Nelson’s. He launched a jumper from the foul line just before the shot clock expired. The ball hit the back of the rim, went high in the air and came straight down through the net. The Celtics hung onto the lead and won the title on the Lakers’ home floor.

As the team rebuilt, Nelson became a starter and was a steady presence and mentor to young players Dave Cowens and Jo Jo White, who led the franchise back to its customary championship perch. The Celtics won titles in 1974 and 1976. Nelson, who was inducted as a coach into the Hall of Fame in 2012, was adept at taking moribund teams and building winners. He was one of only two coaches in NBA history to win 300-plus games with three franchises. He also coached the United States team to a gold medal at the 1994 FIBA World Championships. His one coaching regret was the short, unpleasant stint with the New York Knicks in 1996. Nelson favored flamboyant outfits and unconventional strategies. He is credited with creating the “point forward” concept, in which a small forward instead of a guard directed the offense. He employed the fast-breaking, smallball approach, which was called “Nellie Ball” by reporters. In his first of two stints at Golden State, for example, he created the fast-breaking “Run-TMC” teams starring Tim Hardaway, Mitch Richmond and Chris Mullin. He was an early advocate for foreign-born players, though he called his son, Donnie, the actual pioneer based on his playing amateur ball around the world. In 1998, Dirk Nowitzki, a German forward, became Nelson’s signature draft pick and the NBA’s first European-born superstar. (Nowitzki was drafted by the Bucks and traded to the Mavericks.) Near the end of his coaching career with the Warriors in 2009, he insisted on drafting a spindly guard from David-

son College named Stephen Curry. Curry went on to win multiple MVP awards and lead the Warriors to several titles. In a 2016 essay in The Players Tribune, Nelson assessed his playing and coaching careers. “Fifty years ago, a wise man said something to me that I never forgot: ‘We are going to play fast,’” Nelson wrote, referring to Auerbach. He noted how Auerbach, despite the 1960s being called the “Decade of the Big Man,” decided to speed up the pace of the game, use smaller, more versatile players, and run opposing teams off the court. “All my success as a coach is shared with my many assistant coaches, training staff members and players,” he wrote. “But without Red Auerbach teaching me the mechanics of running the fast break, none of it would have been possible. He deserves all the credit for Nellie Ball, and for how fast the game is played today.” Nelson married Sharon Strombeck in 1960 while still in college. They divorced in 1989. He married Joy Wolfgram in 1991. She survives him, along with four children from his first marriage, Julie Olsen, Donnie Nelson, Chris Fountain and Katie Nagel; another daughter, Lee McBride, who was born out of wedlock unknown to Nelson, finally met him and became part of his family when she was 29; two stepsons, Bryan and Scott Wolfgram; a sister, Judy Balswick; and about two dozen grandchildren and great-grandchildren. During his coaching career, Nelson began buying up real estate on Maui, Hawaii, and he and his wife retired to the small town of Paia where he smoked cigars, played poker with island neighbors Willie Nelson, Woody Harrelson and Owen Wilson, and grew marijuana he used for medicinal purposes.

uerto Rico defeated Costa Rica 3-1 (25-20, 19-25, 2511, 25-18) to finish in fifth place at the Boys’ U17 Pan American Cup volleyball tournament at the Domo Polideportivo in Guatemala City on Sunday. The island team made effective adjustments and executed better than its opponent during key moments of the match to conclude the tournament on a positive note. Puerto Rico (2-3) opened with a first set characterized by well-coordinated blocking, keeping the score close until the 17th point, when it pulled away and took control of the set. Costa Rica responded in the second set, setting the pace early on and keeping Puerto Rico off-balance, which allowed the Central American side to even the match. The third set proved to be the turning point as Puerto Rico regained its aggressive edge, established an early lead, and controlled the set with authority. In the fourth set, although more evenly played, Puerto Rico held its composure along with the lead and closed out the match. Puerto Rico in attacks, 58-37, and blocks, 9-5, while the two teams were an even 5-5 in service points. Individually, Puerto Rico’s Antonio Figueroa was the match’s standout offensive player with 21 points, followed by teammate Sebastián Colón with 17.
Braulio Alvarado led Costa Rica with 10 points. “We feel pretty good. It was a long summer with a lot of training,” Puerto Rico captain Héctor Lavergne said. “We might not have gotten the result we expected in the tournament, but we worked hard, staying united and playing as a team the whole time.”
