Puerto Rico Mayors Federation President Gabriel Hernández Rodríguez stated on Monday that the organization that groups New Progressive Party (NPP) mayors supports the reform to the permits system currently under review by the Legislative Assembly, but he made his support contingent upon the approval of 48 amendments designed to protect municipal autonomy.

to formally include municipalities within the scope of the Puerto Rico Innovation and Technology Service’s coverage and to address technological deficiencies that, as he noted, affect towns such as Florida, Las Marías, Maricao, and Canóvanas. Currently, this collaboration relies on administrative agreements and the use of federal American Rescue Plan Act funds, lacking any statutory provision to ensure its continuity.




“Our support for the reform is conditioned upon the incorporation of these changes; once that occurs, it is crucial that the implementation of the new system be executed with agility to fulfill the objective of modernizing processes without infringing upon the powers of the municipalities,” Hernández Rodríguez said in a written statement.
“Puerto Rico needs a permits system that is more agile, transparent, and uniform; however, that process cannot take place at the expense of municipal autonomy,” he added. “As the bill is currently drafted, the supremacy clause could invalidate ordinances, land-use plans, and delegation agreements that have proven to be effective.”
The Mayors Federation appeared first, followed by the Puerto Rico Mayors Association, which groups mayors from the Popular Democratic Party, at public hearings held in the island House of Representatives regarding Administration Bill A-114 and its legislative versions. In its testimony, the federation presented arguments gathered from various municipalities and regional consortia involved in the processing of permits.
The proposal presented by the NPP mayors posits that the modernization of the system must go hand in hand with the preservation of municipal powers as recognized by the Autonomous Municipalities Act of 1991 and the Municipal Code. Among the requested changes are reducing the scope of the supremacy clause, preserving the technical function of the island Planning Board, and strengthening oversight of authorized professionals.
“We are proposing a path to improve the system without dismantling what is already working,” said Hernández Rodríguez, who is the mayor of Camuy. “For this reason, we propose oversight mechanisms for authorized professionals -- including licensing requirements, continuing education, and a public registry -- in addition to defining specific categories of intervention.”

“The [leaders] of both the House and the Senate have acknowledged that the bill requires adjustments, particularly regarding the definition of supremacy and the protection of municipal autonomy,” Hernández Rodríguez said. “We maintain direct communication with the legislative leadership, and two measures -submitted by petition --are already on the agenda to address these amendments.”
The Mayors Association, meanwhile, raised strong objections to key elements of the Legislature’s proposed reform, arguing that several measures would weaken municipal authority and create new institutional conflicts. Aguada Mayor Christian Cortés Feliciano, speaking on behalf of the association, said that any “valid permitting reform” must uphold core public-policy principles, including explicit municipal intervention before the evaluation and approval of permits, rather than deferring to future regulations.
He added that adjudicative and regulatory powers must remain in government hands rather than be delegated to authorized private professionals. Any new regulations, he said, must also include procedural safeguards equal to or stronger than those in the Uniform Administrative Procedure Act.
Cortés Feliciano stressed that the reform should move Puerto Rico toward greater decentralization and regionalization, noting that this is the prevailing model in U.S. jurisdictions such as the state of Delaware and in planning systems worldwide. One of the association’s central concerns is the current structure that places the Planning Board (JP by its initials in Spanish) under the Department of Economic Development and Commerce (DDEC).
The mayors argued that the JP’s mission -- territorial planning and land-use management -- does not always align with the DDEC’s economic-development priorities.
Cortés Feliciano added that the JP should function as a separate secretariat reporting directly to the governor. The mayors also warned of a potential conflict of interest in allowing the DDEC to both issue permits and handle complaints about those same permits, calling it an “evident institutional conflict.”
The Mayors Association had submitted 46 amendments in the upper chamber.

PDP: Family secretary’s prior involvement in $60,000 contract looks like public corruption

The Popular Democratic Party (PDP) delegation in the island Senate called Monday for the immediate resignation of Family Secretary Suzanne Roig Fuertes, citing allegations that she used prior government posts to steer contracts and pressure service providers to subcontract with a private firm linked to a person with whom she previously had a contractual relationship.
The allegations were aired at a news conference held by the PDP minority delegation, which said it recently received information in response to a public-records request filed April 16. The delegation’s spokesperson said publicly available information suggests that while Roig Fuertes served as director of the Department of Health’s Intellectual Disability Division, she “arranged a contract worth $60,000 per month” to care for a single participant and sought to have the facility caring for that person subcontract a security company whose president had previously done business with her.
The demand adds to mounting political pressure around the handling of the Health Department’s internal findings and the Justice Department’s decision to archive the case last fall. The senators on Monday framed the issue as both an ethics question and a test of the government’s willingness to disclose investigative records when senior officials are accused of leveraging public authority to benefit private interests.
According to information cited by the lawmakers, the owner of the facility reported the alleged intervention by Roig Fuertes to the appropriate authorities, prompting an internal review at the Department of Health. The delegation said that review ended with Roig Fuertes being removed as division director and that the matter was referred to the Puerto Rico Department of Justice for further evaluation.
The PDP delegation said the Justice Department later opted to close the case on Oct. 30, 2025, a decision that came after Roig Fuertes had already been appointed as family secretary. The senators said the closure has fueled questions about how the investigation was handled, noting that people involved in the matter have said they were never interviewed by Justice Department personnel.
Sen. Luis Javier Hernández Ortiz, the PDP minority leader, said he found that account difficult to reconcile with the seriousness of the allegations.

Hernández Ortiz said the delegation requested the investigative file and the report from the Division of Public Integrity and Comptroller Affairs and from the Department of Health.
Alternate Minority Leader Marially González Huertas said Roig Fuertes served as director of the Department of Health’s Intellectual Disability Division from Feb. 1, 2021, to Jan. 26, 2022. She said that on March 18, 2022, the Department of Health submitted an investigative report to the office of then-Justice Secretary Domingo Emanuelli Hernández concerning allegations tied to a $60,000-per-month payment for services for a single participant. González Huertas said the report also referred the matter to the Office of Government Ethics and concluded that the Health Department had identified possible violations of multiple laws. She said the report alleges Roig Fuertes used her position to favor the hiring of One Source Investigations LLC and instructed Health service providers -- specifically Hogar Hacienda Don Luis, administered by Eliud Colón García -- to contract with the company.

Rivera Schatz says he’ll release Justice Dept. closing report on probe
Senate President Thomas Rivera Schatz announced later on Monday during the Senate floor session that he will release the Justice Department’s closing report regarding the investigation into Roig Fuertes, stating that he wishes to examine the complete case file before taking a position on the matter.
“I requested the closing report from the Department of Justice, and they are going to deliver it to me today,” Rivera Schatz said during his address to the Senate.
“And before making any statements against the secretary of the Department of the Family, I want to see that report,” he added. “Because I believe that is only fair.”

He said Roig Fuertes was also interviewed. Santiago Rivera said the Health report states that on March 3, 2021 -- about a month after Roig Fuertes assumed leadership of the division -- the participant was admitted to Hogar Hacienda Don Luis. By July 6, after an incident involving the participant, Colón asked the division to relocate the person. He said that after that request, Colón was summoned to the division’s central offices, where the report alleges Roig Fuertes met with One Source officials and told Colón the company would provide caregiver services to the participant. Rivera Schatz noted that the case remained under review at the Department of Justice throughout 2022, 2023 and 2024, until Oct. 30, 2025, when the current administration decided to close the investigation without filing any charges. At the same time, he criticized the PDP for demanding the official’s resignation without waiting for the closing report.
Rivera Schatz stated that if the report reveals any irregularities, it would be necessary to examine not only the conduct of Roig Fuertes but also that of those involved in processing the referral within the Health and Justice departments, and the prosecutor’s office that signed off on closing the case.
The Senate leader further noted that the official in question appeared on a radio program, provided a sworn statement, and offered public explanations; however, he insisted that potential criminal or ethical liabilities are determined in the forums empowered to adjudicate them, not outside of those processes.




PR Supreme Court dismisses gov’t suit to stop release of immigrant data

The Supreme Court of Puerto Rico dismissed a request by the Puerto Rico Department of Transportation and Public Works (DTOP by its acronym in Spanish) to review lower-court rulings that found the subpoena tied to the release of personal data on thousands of immigrants to U.S. Immigration and Customs Enforcement (ICE) is a public document.
The decision leaves in place orders requiring DTOP to provide the subpoena to the American Civil Liberties Union (ACLU) of Puerto Rico.
“This Supreme Court decision confirms, once again, that the Secretary of DTOP has the obligation to make public the alleged subpoena and any document related to the voluntary surrender of personal data of thousands of immigrants in Puerto Rico, to whom the government itself had promised confidentiality under Law 97 of 2013,” ACLU of Puerto Rico Executive Director Annette Martínez Orabona said in a written statement.
The ACLU of Puerto Rico filed suit on Oct. 1, 2025, after DTOP Secretary Edwin González Montalvo declined to comply with a public information request seeking details on how the agency handled and responded to a subpoena linked to the Puerto Rico Police and ICE, according to the organization.

ruling that it was not confidential as the agency argued. DTOP did not comply and appealed; the Court of Appeals upheld the lower court’s decision in January. DTOP then sought review at the island Supreme Court.
The Supreme Court considered the certiorari petition filed by the DTOP secretary -- represented by the Puerto Rico Department of Justice -- through a three-judge panel composed of Associate Justices Mildred Pabón
Charneco, Luis Estrella Martínez and Raúl Candelario López. The resolution is dated April 17 but was made public last Friday.
A 10-day period is now running in which DTOP can ask the Supreme Court to reconsider.
“Our call to the Secretary of DTOP is to comply with the order to hand over the information, in recognition of the unequivocal conclusion that the information he is
trying to keep hidden is public, and that the country has the right to know how and why decisions are made, in this case related to immigrant communities in Puerto Rico,” ACLU of Puerto Rico Legal Director Fermín Arraiza Navas said.
By providing information to ICE, the ACLU of Puerto Rico noted, the DTOP secretary endangered immigrants who relied on a process created in 2013 that allowed them to obtain driver’s licenses and included assurances that information about immigration status would not be used for immigration purposes, the ACLU said. The rights group added that the administration of Gov. Jenniffer González Colón violated local law by turning over the data.
In its January decision, the Court of Appeals emphasized that access to information is recognized in Puerto Rico as a fundamental human and constitutional right. The court said it had determined that the subpoena at issue is a public document subject to disclosure.
The appellate court also rejected arguments that the document should be withheld due to “ongoing investigations” or “public safety,” and stated that the government had not identified any statute or regulation -federal or local -- that bars a recipient of a federal subpoena from disclosing it. It also dismissed claims that releasing the document would impact an investigation, noting: “We are not dealing with a document whose disclosure could in any way affect the course of an investigation.”
Firefighters union says governor is trying to take credit for something it did

The United Firefighters Union of Puerto Rico (SBUPR by its initials in Spanish) responded Monday to a report on the delivery of equipment and salary increases for firefighters, contending that Gov. Jenniffer González Colón is trying to claim credit for measures she did not initiate.
The report stated that the government announced new equipment deliveries and salary adjustments intended to strengthen emergency response across the island. The union, however, argued that the equipment purchases and related actions were requested, processed, and set in motion under the previous administration, after years of demands from first responders.
“Puerto Rico needs to know the truth,” Firefighters Union President José Tirado said. “The equipment being announced today is not a product of this administration. It was requested, processed, and purchased previously, as a result of years of struggle by our firefighters and concrete efforts under the previous government.”
Tirado said the governor has repeatedly tried to take credit for others’ work while, in his view, making decisions that harm firefighters.
“It is unacceptable that the governor is trying to portray herself as an ally of the firefighters when she vetoed the bill that sought to guarantee a fair retirement for those who risk their lives every day,” he said. “You can’t, on the one hand, block justice for our colleagues and, on the other, try to politically capitalize on inherited initiatives.”
The union chief added that the push in the Firefighters Bureau for better working conditions and pay is long-standing, noting that firefighters have sought raises and adequate resources for years.
“Firefighters don’t need speeches. They need real commitment, consistent action, and respect,” Tirado said. “The truth cannot be disguised: the improvements being announced today are the result of past struggles, not recent promises.”
The union reiterated its call for transparency and urged the governor to take responsibility for her decisions, particularly on firefighters’ retirement.

“Governing is not about appropriating the achievements of others,” Tirado said. “Governing is about responding with consistent actions. And in the case of the firefighters, we are still waiting for that consistency.”

The Trump administration has changed almost every aspect of food stamps

President Donald Trump and his top officials have cast a sharp decrease in the number of food stamp recipients over the past year as evidence of economic progress and increasing self-sufficiency.
But the decline of more than 3 million participants since Trump took office to December is the result of some of the most consequential changes and the largest funding cut to the program since its inception.
Through legislation and regulatory tweaks over the past year, the administration and its allies in Congress have achieved a long-held conservative goal of shrinking the safety net, reshaping how the federal government defines need for low-income beneficiaries of the Supplemental Nutrition Assistance Program.
Among the alterations: who is eligible, who must work to receive benefits, how much beneficiaries will receive, what can be purchased, what grocery stores that accept SNAP must stock on shelves, how states and counties administer the program and how much localities are paid by the federal government.

Combined, the moves signal a shift in the program’s goals and how it has historically operated, said Tracy Roof, a professor at the University of Richmond in Virginia, who is writing a book on the political history of food stamps.
“This is major,” she said. “The program is really, really changing.”
Supporters argue that the revisions will rein in a bloated program by encouraging able-bodied participants to work and to eat healthy food, and by incentivizing states to reduce paperwork errors, while keeping SNAP benefits generous.
In an opinion essay in April, Agriculture Secretary Brooke Rollins wrote that SNAP had “turned into a handout that threatens to trap Americans in a vicious cycle of government dependence.”
“From Day 1, the Trump administration has been tirelessly fighting to reform this broke program so that it serves families who need it most,” she wrote.
In the early 1980s, the Reagan administration tried to cap the program by tightening eligibility and reducing benefits. But whereas those efforts were more explicit about their end goals, the Trump administration has added bureaucratic hurdles, shifted costs to states and made other changes that are “really, probably, long-term, a way to cut the program” as well, Roof said.
Trump’s signature domestic policy bill, signed into law last July, made some of the furthest-reaching moves. It enacted stricter work requirements for a broader swath of people, eliminated eligibility for certain lawful immigrants like refugees, capped future increases in benefit amounts, altered how deductions for utilities and internet bills are calculated and phased out funding for a nutrition education program. Altogether, the changes amounted to the largest cut in federal funding for SNAP, $186 billion, or 20% over a decade.
The Agriculture Department, seeking to carry out the Trump administration’s “Make America Healthy Again” agenda, has also modified how benefits are administered. It began last May to approve waivers allowing states to prohibit purchases of sugary drinks and proposed a regulation in September requiring retailers that accept food stamps to stock more varieties of staple foods.
More changes may be on the horizon. The Agriculture Department has drafted, but not yet issued, a regulation narrowing a policy that allows states to automatically enroll participants who already qualify for other types of government assistance. By one estimate, that would remove 6 million more people, including 1.8 million children, from SNAP.
The administration has taken a fundamentally different approach to SNAP than many of its predecessors, not hesitating to cut off the program or use it as a political cudgel. The agency declined to fund full SNAP benefits during a federal government shutdown last fall, disrupting the program for the first time. It has also repeatedly asked states to turn over sensitive personal data on SNAP participants and threatened to withhold benefits if they do not comply.
Proponents of smaller government often argue that SNAP has expanded in recent years at an unjustifiable rate, possibly outpacing need. The changes enacted by the administration are sorely needed to tame a ballooning program, they say.
Over the past 20 years, as more and more eligible people have begun to participate, annual enrollment has increased from 25 million people in 2005 to more than 40 million in the years since the Great Recession, while annual expenditures have tripled to more than $100 billion. And in the past decade, the participation rate in the program has surpassed the poverty rate.
Anna Kelly, a White House spokesperson, said in a state-
ment that the president was “strengthening SNAP for the Americans who need it by ensuring these programs are sustainable for future generations.”
Since January 2025 to December, the month with the latest available data, SNAP participation has declined from nearly 43 million to fewer than 40 million. That number is likely to tumble further as the data accounts for the new restrictions taking effect and as states absorb more of the cost. Millions of households will also receive smaller benefit amounts, have more limited purchasing options or face additional barriers to obtaining their benefits.
The Congressional Budget Office estimated that the domestic policy law’s stricter work requirements would reduce monthly participation by about 2.4 million people. (Under the law, adults younger than 65 without children younger than 14 can receive benefits for only three months every three years unless they work, volunteer or participate in work training for at least 80 hours a month.)
In South Carolina, Mandee Wyrick, a single mother of two teenagers, said her household’s monthly benefits had decreased by a third, or around $250. She became ineligible for SNAP last month because she no longer meets the work requirements. Myrick, who used to do contract work for homeless advocacy organizations in Oregon before she moved, has tried in vain to find a new job, applying to anything that would allow her to continue to homeschool her 14-year-old son. (“He just missed the cutoff,” Wyrick said.)
The family has increased its reliance on charities and has tried to stretch its remaining benefits. With no job or volunteer opportunities on the horizon, she said, “I think this will probably be the last month that I’ll be able to push it.”
Under another provision of the law, some categories of legal immigrants — like refugees, asylum grantees and victims of domestic abuse or trafficking — are no longer eligible for SNAP. The move, the Congressional Budget Office estimates, will reduce eligibility by about 90,000 people a month.
For state and local officials administering SNAP, the volume of changes and the short window to enact them have been difficult to manage. Under the domestic policy bill, states and counties will also bear a greater share of administrative costs this October and may pay for a portion of benefits next October — the first time in SNAP’s history.
Debbie-Ann Anderson, the director of human services in Union County, New Jersey, and president of the National Association of County Human Services Administrators, stressed that the tight deadlines and impending costs were hampering local workers from carrying out all the changes.
If the goal of the overhaul to SNAP is to increase self-sufficiency among recipients, “We don’t have enough time to do everything that you need us to do,” she said. “We are not saying that we don’t want to, right? But we need the time to do it in a way that doesn’t become an overwhelming administrative burden for counties.”

Defendant in press gala attack charged with attempting to assassinate Trump

The Justice Department formally charged a California man with attempting to assassinate President Donald Trump on Monday, two days after investigators said he broke past a security perimeter and fired a gun during the White House correspondents’ dinner in Washington.
The defendant, Cole Tomas Allen, 31, of Torrance, California, wore a neon blue jumpsuit for his brief appearance before a federal magistrate in Washington. He appeared calm and quietly

answered prompts from the judge, who told him he faced up to life in prison if convicted.
Allen, who did not enter a plea, came to Washington with a pump-action shotgun, a handgun and three knives with the intent to carry out a political assassination, a federal prosecutor told the judge. Allen also faces two weapons charges, including discharging a firearm during a crime of violence.

Todd Blanche, the acting attorney general, told reporters after the hearing that a spent shotgun shell had been found inside the weapon found at the scene, indicating it had been fired during the episode. “We do believe that, as the complaint lays out, that the defendant fired out of his shotgun,” Blanche said.
According to the affidavit, agents “heard a loud gunshot” as Allen rushed through a security checkpoint at the Washington Hilton and a Secret Service officer, identified by the initials V.G., was struck once in the chest but protected by his bulletproof vest. Blanche said investigators were still working to determine who had fired that shot.
“We want to get that right, so we are still looking at that,” he said.
Blanche said the officer who was struck fired five shots at Allen but did not hit him.

Aremarkable thing has happened on the world’s battlefields. Ukraine — a nation that was supposed to dissolve within days of a Russian invasion — has fought Russia to a stalemate, revolutionizing land warfare in the process. It has become an indispensable security partner in the Western alliance, including in the war against Iran.
Now, Volodymyr Zelenskyy, Ukraine’s president, is taking the next step, one that would have been unthinkable even as recently as 2024. By word and deed, he’s showing Europe and the world how the post-American free world can preserve its liberty and independence. This is what happens when, as Phillips Payson O’Brien wrote in a piece for The Atlantic, “Kyiv appears to have given up on the United States.”
If that is true — and it looks as though it is — it may be worse news for the United States than it is for Ukraine.
Events on the ground and in world capitals are moving so quickly that it’s hard to keep up. First, the strategic situation in the Ukraine war seems to have changed. Last week, Mick Ryan, a retired Australian major general and one of the most astute analysts of the war, wrote that Ukraine has largely stabilized the frontline in eastern Ukraine, deepened its coalition, isolated Russia diplomatically and developed an indigenous arms industry that makes it less dependent on external support. It’s no longer accurate to think of Ukraine as a desperate underdog; it’s becoming an independent power. Even as it

fights for its life against Russia, it’s reportedly reaching defense deals with the Gulf States and with the United States — and this time it’s Ukraine that’s providing military assistance.
In February 2025, Donald Trump mocked Zelenskyy in the Oval Office. “You’re not in a good position. You don’t have the cards right now,” Trump said. In April 2026, Ukraine has enough cards left that it’s sharing them.
This might be difficult for many readers to grasp — given our nation’s long-standing military supremacy — but the largest and most battle-hardened land force in the Western world may well be the Ukrainian army. While the precise numbers are classified, the Atlantic Council estimated in 2025 that Ukraine had roughly 1 million men and women under arms, the vast majority of whom serve in the ground forces.
America’s total force is larger than Ukraine’s, but to put the size of Ukrainian land forces in perspective, the combined size of the U.S. Army and Marine Corps is around 620,000. It’s also worth noting that the U.S. forces have much less combat experience than Ukraine forces — especially when it comes to combat with a great power.
No one should minimize Ukraine’s manpower issues (more recent estimates place its total number of active troops well below the million-body peak) or the fact that it has no nuclear weapons and Russia has thousands. But its army is still vast, and its military is the only Western force that has fully adapted to modern drone warfare. Indeed, Ukraine is arguably the world’s leader in drone warfare.
Rapid change isn’t just occurring in Ukraine. Other developments across the Western alliance show that European nations are working with shocking speed to free themselves from dependence on America.
France is expanding its nuclear arsenal and increasing its defense spending. It has even changed its nuclear doctrine to allow it to deploy nuclear-armed aircraft outside France.
Germany has approved a plan to spend up to 1 trillion euros on defense and infrastructure. It has also set the goal of creating the strongest military in Europe by 2039 (ironically enough, the 100-year anniversary of the German invasion of Poland).
Canada is enacting its own defense budget increases — with the added twist that it will be spending far less money on American weapons.
This decision mirrors larger European and allied trends. Our allies are increasing their defense budgets and decreasing their dependence on American technology. Just last week, for example, NATO procurement officials decided to replace aging American-made early warning aircraft with newer designs from Saab, a Swedish manufacturer, and Bombardier of Canada. Ukraine has signed deals and letters of intent to purchase potentially hundreds of advanced fighters from Sweden and France.
There are readers who will welcome these developments. Good, you might think. Europe should take primary responsibility for its own defense. But there is an immense difference between allies who step up to contribute their fair share to a cooperative alliance and nations who engage in a

military buildup to replace American power, which they no longer trust.
I don’t think Americans fully appreciate the extraordinary cost of Trump’s bluster and blunders. It should go without saying, but once you threaten to invade an allied country, you don’t just place the existence of the alliance in jeopardy; you raise the possibility of allies turning into mortal enemies. You can also trigger the kind of insecurity and scramble for power that contributed to the start of World War I.
In practical terms, it’s hard to see how alienating American allies puts America first.
There’s certainly no military benefit. Americans have spent the last several weeks watching our president dismiss our European allies as irrelevant then rage at them for not helping American forces reopen the Strait of Hormuz.
By launching the war against Iran without seeking the help of (or even consulting) our European allies, we lost potential access to their advanced fighters and frigates, as well as to France’s carrier battle group. In this context, there is no such thing as addition by subtraction. We are not stronger when there are fewer forces that will deploy to our aid.
There’s no fiscal benefit, either. This may sound overly basic, but it needs to be said: If you break faith with your allies, you can’t count on them to come to your defense. And that means you have to spend more money to maintain the same level of deterrence.
That’s exactly what Trump is planning to do; he has submitted a roughly $1.5 trillion budget request for the U.S. military, a staggering 40% increase from this fiscal year.
History has its hinge points, and here is one: On Friday night, Feb. 25, 2022, Volodymyr Zelenskyy released a brief video from Kyiv. He told the people of Ukraine that the government has not fled to safety in the West and that it intended to stand and fight.
“We are here,” Zelenskyy said. “We are in Kyiv. We are protecting Ukraine.”
When I visited Ukraine in 2023, I spoke to Ukrainian soldiers who told me that statement sent a jolt of electricity through Ukrainian lines. From that moment, they knew they would not surrender; they would stand.
In hindsight, that decision hasn’t just changed the course of Ukrainian history. Its ripple effects are extending across the globe.

Gobierno anuncia expansión de terminales de cruceros en la bahía de San Juan

AN JUAN – El director ejecutivo de la Autoridad de los Puertos de Puerto Rico, Norberto Negrón Díaz, y el director ejecutivo de la Autoridad para las Alianzas Público-Privadas, Josué Colón, anunciaron el lunes nuevos proyectos de construcción y planes de expansión para los terminales de cruceros en la bahía de San Juan, como parte de una inversión de 45 millones de dólares en los muelles Panamericanos y el diseño de un nuevo terminal en los muelles 11 y 12.
“Liderados por nuestra Gobernadora, nos encontramos en medio de la transformación de la infraestructura portuaria en la bahía de San Juan más importante en décadas. La obra millonaria en rehabilitación, así como el reacondicionamiento de la infraestructura sumergida del Panamericano 1-Este, nos asegura una plataforma operacional de clase mundial para futuras generaciones. Igualmente sucede con el diseño inicial del nuevo terminal de cruceros en los muelles 11 y 12”, dijo Norberto Negrón Díaz en declaraciones escritas.
“Estos proyectos, no sólo modernizan la estructura portuaria, sino que facilitan alcanzar niveles de tráfico de pasajeros jamás registrados en nuestra historia. Las proyecciones establecen un flujo de sobre 2 millones de pasajeros este año, cifra récord que estamos seguros continuará creciendo para el beneficio de la economía”, añadió.
El anuncio incluyó el inicio de la construcción en el Muelle Panamericano 1, una de las principales instalaciones de puerto base en San Juan, y la presentación del diseño conceptual para un nuevo terminal de cruceros en los muelles 11 y 12. Las obras forman parte del proceso de reconstrucción y modernización de la infraestructura portuaria más amplio en los pasados 35 años.
“El desarrollo del muelle Panamericano 1 Este, en conjunto con el anuncio sobre el nuevo terminal de pasajeros que servirá los muelles 11 y 12, permitirá que Puerto Rico cuente con instalaciones portuarias de clase mundial, con la capacidad de expansión, lo que a su vez viabiliza un mayor flujo de pasajeros a la bahía de San Juan hoy y en el futuro. Monitoreamos el progreso de estas obras, al igual que futuros trabajos asociados con nuestros puertos”, dijo Josué Colón en declaraciones escritas.
Jan Fomferra, presidente de San Juan Cruise Port y principal oficial financiero de Global Ports Holding, indicó que la empresa continúa su programa de inversión en la infraestructura del puerto de cruceros de San Juan.
“A través de esta alianza, estamos invirtiendo capital privado significativo no solo para atender necesidades estructurales históricas, sino también para ampliar la capacidad del puerto y posicionar a San Juan para la próxima generación de operaciones de cruceros”, expresó. El proyecto en el Muelle Panamericano 1 incluye la construcción de una pared marítima de más de 600 pies, la reconstrucción de la pasarela de pasajeros, la instalación de un puente de embarque, la ampliación de áreas de registro, nuevos espacios de espera, mejoras en baños, ascensores, escaleras eléctricas, señalización, paisajismo y renovaciones interiores y exteriores. La inversión total en los muelles Panamericanos 1 y 2 asciende a unos 45 millones de dólares y su terminación se proyecta para finales de 2026.

he shushing of brush strokes stopped as Nieves González, painting her latest baroque-style portrait of a woman in a contemporary puffer jacket, paused to chitchat with a fellow artist in their studio in southern Spain.
“We’re always gossiping,” González, her green sweater splattered with paint and her face sparkling with nose studs, said with a laugh.
A good deal of the chatter in the Spanish art world lately, though, has been about González herself. Last year, British singer Lily Allen plucked González, 29, out of the Instagram blue to paint her portrait for her latest album cover. The record, “West End Girl,” became a hit, and so did González, whom the newspaper Artnet called “an overnight art sensation.”
Her image of Allen, outfitted in a polka-dot puffer jacket, has been viewed millions of times on Spotify, billboards, even on Jimmy Fallon’s late-night desk. In March, the National Portrait Gallery in London unveiled the painting, which will hang in the same room as a work by David Hockney, and called her “one of the most compelling voices in figurative painting today.”
“My dream,” said González as she rapidly colored in the crimson puffer coat in her latest work.
Those puffer jackets are typical of González’s work, which feature ethereal or biblical muses sitting regally in natural landscapes that evoke work by the old masters.
She typically subverts that centuries-old aesthetic by dressing her subjects with sumptuous pink, blue and white quilted jackets — and also imbuing them with more agency and main character energy.
In June, she’ll show her work in Los Angeles, but collectors complain that the paintings are already all sold out. González’s Bilbao-based gallerist, Sergio García, described her trajectory as “vroom, vroom, vrooooom!”
Energetic and garrulous, she claps with delight over her favorite Andalusian delicacies. As we walked through the streets of Granada, she seemed to know, and to talk to, everyone. She gabbed with friends on street corners, waved hello to the women in the flower shop, the nail salon, the record store.
“In one year, I’m the queen of the city,” she joked, adding that in reality she was always getting lost.
She sent kisses to her grandfather when he phoned her from back home, and she whispered “hashtag contemporary art” in front of touristy art galleries. At one point, she reassuringly called her boyfriend her “amor” — “love” — after he protested that she teased him too much about resembling a rotund friar featured in a calendar that she had hung in her studio. She said she wanted nothing more than to buy a country house with him outside their small mining hometown, Huelva.
“People ask me, ‘Well what is your goal, to become what?’” she said in her studio. “I think I’ve already achieved my goal, living off my art.”
She stepped back from her canvas to consult an image on an old laptop that she had received on her 18th birthday.
Instead of painting live models or photographs, González uses an AI system on that laptop to generate composite digital images. These amalgamations are drawn from a combination of

baroque portraits, her own sketches and, in her most recent series, catwalk photographs from a fashion show that Hermès invited her to in Paris.
González was born and raised in a working-class family in Huelva. She started painting early in her childhood, she said, after her mother gave into her pleas and bought her a painting set themed around Vincent Van Gogh’s “Sunflowers” series.
“I don’t know why that day she said yes,” González said.
Her favorite color became yellow, “the favorite of crazies,” she said. At 17, she enrolled in the Faculty of Fine Arts at the University of Seville, the city of artists Diego Velázquez and, for a time, Francisco de Zurbarán, both of whom influenced her greatly. She received a classical painting education and made extra money by selling her portraits to foreigners at a Seville art market and by painting caricatures of guests at weddings in Huelva.
After getting her master’s in art at Seville, she found herself working in a Huelva cosmetics store and wanted out. She had Italian friends and an ear for language, so she gave Italy a try, working as a nanny for “two demons” in the country’s north before escaping south to Aquila, where she was ultimately offered a job as a dentist’s assistant. “Me,” she said, “who knows nothing about teeth.”
She realized that if she could land a job in a foreign land and language doing something she didn’t know anything about, maybe she should return home and take a shot at doing what she did best. She gave herself a year to try becoming a painter.
Back in Huelva, she taught art classes as she worked on portraits. She sketched a copy of a Baroque master’s work in an hour for the inauguration of Huelva’s new museum. Galleries started showing her work. Her Instagram page, filled with her portraits, started gaining followers.
Last year, she moved across the region to Granada with her boyfriend, Agus Díaz Vázquez, also an artist. She usually ate lunch in the dank basement studio, heavy with the scent of paint, with her fellow artists, a jocular crew that enjoyed trouncing her in card games.
One day there, she received an unexpected message.
Leith Clark, the creative director for Allen’s album, had found González’s page. She forwarded the work to Allen, including one of a saintly figure in a blue puffer jacket holding a swan, asking what her boss thought.
“You know when you know,” said Seb Chew, Allen’s producer and close associate who was involved in the process. “Never seen anything like it before.”
Allen’s team reached out to González, without mentioning whom they worked for. But the painter was busy with work, didn’t understand what they wanted and ignored the message. Allen’s team then emphasized that they sought an album cover for a “very famous person.”
González soon connected with Allen on a video call, took the commission and hunkered down in the studio for weeks, painting to flamenco music. González said that Allen’s team had given her photographs to work from but otherwise relatively little instruction — trusting her to convey the sense of strength and independence that they were looking for.
Using that creative license, González outfitted Allen in a polka-dot puffer that the musician, in reality, had never worn. Once the album came out, it soon made headlines for lyrics that, the singer has said, are laced with details about her split from American actor David Harbour.
The publicity also paid off for González.
Soon, her friends in the studio started poking fun at her resident celebrity status. They began teasing González by referring to her as Britney Spears. “Oh Britney,” one colleague said whenever González complained about all of the new demands on her time.
González did not meet the actual pop star, Allen, in person until last month at the portrait’s official unveiling in London. They hit it off, González said, but this time, she held her tongue.
“Can you imagine,” she said, her eyes widening at the possibility, “gossiping with her?”

Short sellers’ bets on life insurance stocks soar as private credit concerns grow
Short sellers’ bets against U.S. life insurance stocks more than doubled in the past year to over $5 billion, a Reuters analysis of ORTEX data shows, a move that analysts say in part reflects concerns about exposure to the opaque private credit sector.
Jitters about private credit - lending to companies by non-banks, such as private equity funds and asset managers - have shaped markets in recent months, after portfolio managers were found to hold debt from bankrupt auto firms and a UK mortgage provider accused of fraud.
“Concerns are not about a single blow‑up, but about potential structural vulnerabilities with the (private credit) asset class having much less regulation and oversight than the traditional banking system,” said Mediolanum International Funds head of fixed income Daniel Loughney.
“Institutional exposure to the asset class has grown significantly over the past decade. Overall we see a problem brewing that will affect the life assurance markets, annuity markets and the asset management industry,” said Loughney.
Private credit holdings among U.S. life and annuity insurers more than doubled over the last 10 years, during a period of historically low official interest rates, according to ratings company and insurance industry specialist AM Best.
U.S. life insurers have roughly a 35% exposure of their balance sheet tied up in private lending, the International Monetary Fund has reported, citing Moody’s data.
This type of alternative credit offers higher yields and long term steady returns, fitting the mandate of insurance companies which need to match investment horizons with the prospect of payouts over years or decades.
Hedge funds have sensed an opportunity.
Traders added almost $3 billion to the value of short bets, or bets that a stock price will decline, on 10 top U.S. life insurance companies in the past year, bringing the total to around $5.3 billion, Reuters’ calculations based on data provided by financial analytics firm ORTEX show.
These firms saw a more than 130% increase in the proportion of their stock that traders borrowed in order to take out short positions on these companies, the data showed.
Concerns about private credit are also being reflected by investors pulling money from retail funds that package up private loans to middle-market companies and trade them on public exchanges. Questions over the value of the underlying loans, many of which have been made to AI infrastruc-

Barclays analysts estimate that the collective earnings per share of 15 U.S. life insurance companies will drop by almost 7% over the course of this year, saying that markets appeared to be pricing in a “fairly severe” outcome, including either a recessionary backdrop or losses within private credit portfolios. However, they added that these concerns were overdone. When looking at short bets against global insurance firms, the value grew by more than 60% in the 12 months to April 15, to over $31 billion, according to calculations by Reuters using S&P Global and LSEG data.
Iran offers plan to focus on Strait of Hormuz and delay nuclear talks

Iran has offered the United States a new proposal for negotiations that focuses on opening the Strait of Hormuz and lifting the U.S. sea blockade on Iran as a way of ending the war and then tackling nuclear negotiations later, according to three Iranian officials.
Iran’s foreign minister, Abbas Araghchi, delivered this latest plan to Pakistan on Sunday, after an initial proposal from Iran a day earlier had been rejected by President Donald Trump, according to the Iranian officials familiar with the details of negotiations who asked not to be named because they were discussing sensitive diplomacy.
Trump is holding a meeting this afternoon to review Iran’s latest proposal.
“They have achieved none of their goals, and this is why they are asking for negotiations; we are now considering it,” Araghchi said to a Russian reporter Monday, according to a video of the interview. Araghchi was in Russia on Monday and met with President Vladimir Putin and Foreign Minister Sergey Lavrov.
The White House was mum on its response. “These are sensitive diplomatic discussions, and the U.S. will not negotiate through the press,” said Olivia Wales, a White House spokesperson. “As the President has said, the United States holds the cards and will only make a deal that puts the American people first, never allowing Iran to have a nuclear weapon.”
Iran’s new proposal was delivered after weeks in which Tehran and Washington exchanged draft proposals but made no headway on the thorny issues surrounding Iran’s nuclear program. The United States has demanded that Iran suspend its nuclear program for 20 years and hand over its 972-pound stockpile of highly enriched uranium, which could quickly

be turned into several bombs if Iran chose to militarize its program.
Iran has refused, calling the U.S. demands overreaching. In the proposal Iran delivered to Pakistan on Saturday, Iran had offered a fiveyear suspension of its uranium enrichment, followed by five years of very low-grade civilian enrichment in labs. It would have diluted its stockpile, and kept half of it at home under international inspectors while giving the other half to Russia, an ally.
But the United States rejected the offer. Trump said Saturday that Iranians had given him a response that was “not good enough.”
So Iran came up with another idea: Leave the harder issues for later.
“This is a face-saving change in sequencing: put Hormuz first as part of war-ending arrangements, not formal negotiations, lift the blockade, and defer the harder issues so they don’t sink the process at the outset,” said Ali Vaez, the Iran director for the International
Crisis Group, a conflict-prevention research organization.
Since the war started, a cohort of senior generals of Iran’s Revolutionary Guard have been running the war and making key decisions about strategy, ceasefire and talks with the United States, according to Iranian officials. The new supreme leader, Ayatollah Mojtaba Khamenei, gravely injured and isolated in hiding, has deferred authority to the generals.
On Monday, 261 Iranian lawmakers from various political factions signed a statement in support of the negotiating team, led by parliament Speaker Gen. Mohammad Bagher Ghalibaf, to signal unity. But five lawmakers from the ultra hard-line faction, opposed to any concessions with Washington, refused to sign.
In the new proposal made Sunday, Iran said that it plans to monetize the Strait of Hormuz, once it is open to maritime traffic, by charging a toll or service fees to passing tankers. Some Iranian officials have publicly
floated the idea of a $2 million per vessel toll, saying the money would exceed Iran’s oil revenues. But Oman, which also shares the southern part of the Strait, and other Arab countries in the Persian Gulf, oppose this idea and have called for unconditional opening of the waterway.
The idea to leave nuclear talks for a later date is an attempt to break the current stalemate, with a fragile ceasefire barely holding.
The three Iranian officials said Iran does want to return to the negotiating table with the Americans, recognizing that the current status quo was not tenable, but does not want to do it while under the blockade of the U.S. Navy.
Trump was to hold a meeting Monday afternoon to review Iran’s latest proposal. Over the weekend Trump abruptly canceled the trip of his negotiators to Pakistan where they were supposed to meet indirectly, through mediation by Pakistan, with Araghchi.
But after Iran said it had no plans to meet with the Americans, the foreign minister departed Pakistan, and Trump said special envoy Steve Witkoff and his son-in-law Jared Kushner were not traveling to Islamabad for nothing.
The American sea blockade on Iran is causing economic duress in the aftermath of bombings by the United States and Israel that left much of Iran’s infrastructure and industries in ruins.
Iranian officials said there was concern that storage warehouses for basic food items would become empty within a few weeks. The war has disrupted domestic production, and the blockade is preventing Iran from importing goods through its major shipping ports along the Persian Gulf. The government has already started contingency plans for alternative routes, trucking in goods from Pakistan and Turkey and shipping smaller loads from Russia via the Caspian Sea, the officials said.
US strikes another boat in eastern Pacific, killing 3

The U.S. military said it attacked another boat in the eastern Pacific Ocean on Sunday, killing three people and raising the death toll to at least 185 in the campaign against people the Trump administration accuses of smuggling drugs at sea.
The strike was ordered by Gen. Francis Donovan of the Marine Corps, the head of
the U.S. Southern Command, which oversees military operations in Latin America and the Caribbean, the command said on social media.
An accompanying video showed a boat bursting into flames as it moved through open water. The command said that three male “narco-terrorists” were killed and that the vessel had been traveling along “known narco-trafficking routes.” The command did
not provide evidence for those claims.
Officials said no U.S. forces were harmed.
It was the 54th U.S. military strike on a boat in the Caribbean and the eastern Pacific since September, when the Trump administration began its campaign against drug smuggling in the region. It was the seventh such strike this month.
A broad range of specialists in laws gov-
erning the use of lethal force have called the killings illegal, saying the military is not allowed to deliberately target civilians who pose no imminent threat of violence.
The White House has said the killings are lawful, arguing that President Donald Trump has “determined” that the United States is in a formal armed conflict with drug cartels and that crews of drug-running boats are “combatants.”

Sheinbaum’s war on crime faces a grim reckoning: 133,000 missing

Mexico was shocked last year when volunteer search teams discovered an abandoned ranch filled with piles of shoes— too many to be left behind by the owners. To many observers, it was an unmistakable sign of a drug cartel’s extermination camp.
Mexican authorities denied it, even after charred human remains were found. They insisted instead that the so-called Izaguirre ranch in the western state of Jalisco was merely a training camp for new recruits of the Jalisco New Generation Cartel, Mexico’s most powerful criminal organization.
Earlier this month, as volunteers remained unsatisfied with the investigation, they returned to keep looking for answers. They made another disturbing discovery: a septic pit full of human teeth and bone fragments.
That finding was another painful reminder of a grim challenge in Mexico that does not go away. No matter how hard its leaders have tried to solve it, minimize it or hide it: more than 133,000 people have vanished across the country. Nearly all disappeared in the past two decades, many at the hands of organized crime or colluding officials.
The crisis has hung over the administration of President Claudia Sheinbaum, who has repeatedly vowed to pursue truth and justice until every missing person is found, but is now under increasing pressure to make more progress.
“What we want is to find the disappeared,” she told reporters last month. “And we are

reinforcing the institutions of the Mexican State to better prevent and respond to this tragic crime.”
While government statistics show homicides have dropped by 41% under Sheinbaum, the number of missing people has more than doubled since 2016, climbing steadily over the years.
Some analysts see progress. Sheinbaum has pushed changes mandating prosecutors to open an investigation after receiving a disappearance report. She has launched a nationwide emergency system that alerts authorities after someone is reported missing.

She pledged to bolster forensic and search teams. Last year, about 22,000 missing people were found alive — the highest annual number on record.
The actions signal that the Sheinbaum administration seems to be “on the right track,” said Carlos Pérez Ricart, a Mexican security expert.

“Things had been done very poorly in recent years, but in the last year they have started to be corrected, to be done better,” he added, “and that should be recognized.”
But Sheinbaum’s methods have also stirred controversy.
Following the discovery at the Izaguirre ranch, she ordered
an audit to review the national disappearance registry. The goal was to ensure that the authorities had accurate data, Marcela Figueroa, a top security official coordinating the effort, said in an interview.
The registry, created in 2018 by merging disparate lists from state prosecutors, search commissions and volunteer collectives, turned out to be a Frankenstein-like creature, difficult to comb through, Figueroa said.
“It was very chaotic,” she added. “There were no standards, no methodology in the beginning.”
After reviewing the data, Figueroa and her team divided the more than 130,000 entries into roughly three groups.
Searching for one set of the missing, authorities say, would essentially be impossible because of a lack of information.
Another third of the entries were people who, after their reported disappearance, had married, filed taxes or received vaccinations, suggesting they were alive. (Officials have reclassified more than 5,300 people in this group as found after seeing them in person, Figueroa said.)
The remaining 43,600 people have never been heard of after being reported missing, but there is enough information to mount searches. That figure, however, would be an undercount, human rights groups say, because more than 72,100 bodies lie unclaimed across Mexico’s morgues and many disappearances go unreported.
The results of the review, announced last month, drew mixed reactions. Some researchers said the government had failed to publicize its
data and methodology, making it impossible to verify the audit’s accuracy.
“I want to give a vote of confidence,” said Fernando Escobar, a researcher monitoring disappearances for Common Cause, a Mexican organization focused on security. “The problem is they can show whatever figures they want, but if there’s no evidence to back them up, it’s going to be really hard to defend what they’re doing.”
For those looking for their loved ones, the recent audit resembles previous efforts to tackle the crisis, but falls short of helping them in their search.
“It’s an attempt to contain the crisis by lowering the numbers,” said Jorge Verástegui González, an expert on Mexico’s disappearance crisis whose brother and nephew were abducted by police officers in 2009. “We’ve been at this for many years, 17 in my case, and we’ve seen many governments do exactly the same thing.”
But having clearer categories, authorities say, has helped better direct search efforts.
“Data is important, as is ensuring that it is clear and reliable,” Figueroa said. “But at the end of the day, what we want is to find the missing.”
Sheinbaum has sown further frustration by sparring with the Committee on Enforced Disappearances, a United Nations body of independent experts that this month issued a scathing report concluding that disappearances in Mexico were widespread and systematic — and often involved the complicity of authorities.
“They cannot accuse a government that fought against forced disappearances committed by the state of committing the same crime,” she said, accusing experts of ignoring the recent progress made by her administration.
The government’s reaction reflects a lack of self-criticism, analysts say. “It’s a shame,” Pérez Ricart said. “It should not be afraid to recognize the great challenges and limitations it faces.”
After months of pressing authorities for answers, volunteer searchers were allowed back at the Izaguirre ranch last week.
DNA samples collected from clothing and bone fragments recovered last year matched two missing men. Volunteers thought more human remains were yet to be unearthed. They were right.
For some, the teeth and bones found in the septic pit pointed to a continuing failure by Mexican authorities to end the country’s disappearances.
“Many of our missing sons could be in that or any other recruitment camps,” said Héctor Flores González, whose son vanished in 2021. “I feel such rage that the government does nothing to stop this, and here we are, still pulling out bodies and unearthing remains.” The

Larry Sweeney: The passing of a Condado icon
Owner of renowned Scotch ’n Sirloin dies at 86

Tributes of notes and flowers, some faded from the sun, have accumulated on the Condado site where the Scotch ’n Sirloin once reigned. The restaurant is gone, and now so is its popular owner, Larry Sweeney, who died on April 4 at 86.
But what he and his team built formed the cornerstone of bustling Condado, a mecca for tourists and locals alike. To resuscitate a struggling steak house, he came from the cold north and gave it wings.
Under the friendly guidance of the new young host, it became a second home for several decades, and the young Condado thrived.
Larry, or Don Larry, as he was known, was born Feb. 4, 1940, in Minneapolis-St. Paul, Minnesota, the home where he learned about Irish hospitality and developed his hardy Hibernian handshake. Prophetically, his father, Lawrence, worked in the Swift Meatpacking Company, raising little Larry and his sister Eileen with his second wife, Betty, after his first wife, Evelyn, died in childbirth.
He also raised two sons, Tim and Jim, whom Betty brought to the family.
Larry was known by everyone and was a respected figure for over 50 years, running the iconic gathering place overlooking the picturesque Condado Lagoon. The restaurant in the basement of La Rada Hotel was the kind of place you probably took your parents to, but also went to celebrate a birthday or a mid-level promotion. Scotch ’n Sirloin fans never really got the first S, often just thinking of this pioneering eatery as Sweeney’s, with the steaks piled up by a tall, smiling export from the Twin Cities Irish enclaves, where little Larry was still in short pants in the summer, where his mother died in childbirth, Sweeney’s son, Sean, said in a telephone interview from his home in central Florida.

uary and February when the mercury dipped to zero degrees Fahrenheit or lower. There would be many other roads to follow before young Larry arrived in the Caribbean, but he was already preparing for a lifetime as a genial host and a cleareyed entrepreneur. Soon after his graduation from St. Paul High School in 1958, Sweeney joined the Marines, which gave him a direct ticket to Okinawa. There, he was part of a battalion that built modern infrastructure to combat communism in Asia during the Cold War.
“My father didn’t see any action but was there for four years defending Japan and the surrounding countries from the Russians,” Sean recalled.
Sweeney’s four years in the service turned him into a man of grit and purpose, and he took his first job as the manager of the Vestal Hills Country Club in Vestal Hills, New York. There, he married Anne-Marie Mars, and the couple welcomed their first son, Sean.
Soon after, Larry’s wanderlust had led him halfway across the country, to Aspen, Colorado, where briefly he’d led the life of a professional ski bum. Soon, however, warmer climes stuck with him, and he felt the lure of the tropics, which never ceased. That struggling steakhouse in San Juan beckoned, and he transformed it into a thriving business for an
line population added another charm to the indoor-outdoor venue. Another feature was a mammoth aquarium whose colorful denizens bewitched visitors with four feet or two.
Dining on the terrace was to experience the Condado as it bloomed in its early years with the leadership of individuals like Sweeney. Basking in the purple, crimson, and gold lights was another way to feel the magic. To accompany the perfect steak, aromatic garlic bread beckoned from the sumptuous salad bar, an island first.
Sweeney went on to manage another celebrated steakhouse, Dark Tiffany in San Juan. During this vibrant period, he also partnered two more eateries in the British Virgin Islands, the Pub in Tortola and the Bath & Turtle in Virgin Gorda.

In his later years, Sweeney married Addie Romero and established a home in Rincón, which they shared with the joys of their lives, two local dogs, Cici and Paco. The marriage eventually ended, but the bond remained, finally taking Sweeney full circle while still embracing the tropics, which, in September 2017, began gently shoving him back north. This indefatigable businessman, with a smile to match the thermometer, moved to Florida to be with his family for his remaining years.
Sweeney is survived by two sons, Sean Sweeney and Derek Sweeney Kessler, his daughter-in-law, Mary Sweeney, and his beloved grandchildren, Gavin and Mackenzie Sweeney.
He will be remembered as much for how he lived as for the businesses he owned, said Sean. His father lived with grit, warmth, and a spirit that never stopped chasing the horizon, he said.

The Leones of Ponce outlasted the visiting Santeros of Aguada in a back-and-forth contest in one of three Superior National Basketball (BSN by its initials in Spanish) league games on Sunday night.
The Gigantes of Carolina and the Piratas of Quebradillas were the evening’s other winners.
At Juan “Pachín” Vicéns Auditorium in Ponce, the Leones defeated the Santeros, 9388.
After a close opening quarter that saw both teams go on runs, the visitors took a 36-28 on a three-pointer by Iván Gandía with 6:23 remaining in the second period. The Leones re-


sponded again with an 18-9 run capped by a jump shot from Jalen Crutcher to go into halftime leading 46-45.
In the third quarter, a putback dunk by Jacob Wiley gave the lead back to the Santeros, 57-54, with 5:29 left. But a three-pointer by Omar Figueroa flipped the score back in Ponce’s favor, 59-57, with 4:36 remaining, and the Leones closed out the period with the lead, 72-68.
In the fourth quarter, the Santeros took what would be its last lead on a basket by John Brown III, making it 73-72 with 8:39 on the clock. Immediately thereafter, Crutcher responded with a layup to the hosts back in front, 74-73. Later on, a three-point play by Jezreel de Jesús extended the lead to 83-75 with 4:41 remaining, sealing the victory for the Leones.
De Jesús led Ponce (6-8) with 24 points, followed by Jordan Murphy with 21 points and six rebounds. Crutcher contributed 17 points, six rebounds, and seven assists, while Darius Bazley added a doubledouble with 13 points and 13 rebounds.

Figueroa chipped in with 11 points.
Rigoberto Mendoza spearheaded the Santeros’ (7-4) attack with 21 points, followed by Antonio Ralat with 18. Brown and Gandía each tallied 10 points.
At Carlos Miguel Mangual Coliseum in Canóvanas, meanwhile, the Gigantes beat the Capitanes of Arecibo, 111-91.
The Gigantes dominated the first 10 minutes of action, taking a 30-16 lead, and led by three points at halftime. The Capitanes took a 55-54 lead early in the third quarter, but a 14-5 run by the home team put the hosts back in front to stay.
American forward Hunter Tyson (Clemson) enjoyed his best night to date in the BSN, recording 38 points and 14 rebounds in the victory.
Tyson, a second-round pick by the Oklahoma City Thunder in the 2023 NBA Draft, sparked the decisive run with a jump shot that put his team ahead 56-55. Immediately afterward, a long-range bomb by Tyson and a dunk by George Conditt extended the lead. Arecibo countered with a basket by Rafael Pinzón and
a hook shot by Timothy Soares, cutting the deficit to 61-59. Then came the moment when Tyson put the offense on his shoulders, sinking two jumpers and a three-pointer to give the Gigantes a 68-60 advantage en route to an 86-73 lead after three quarters.
Jaylen Nowell had 36 points (eight threepointers) for Carolina (6-5), while Tremont Waters contributed 13 points and 12 assists. In his return to the court, Conditt tallied six points and four rebounds in 11 minutes of action.
Rameses Meléndez led Arecibo (8-4) with 24 points, followed by Pinzón with 16.
At Roberto Clemente Coliseum in Hato Rey, the Piratas defeated the Cangrejeros of Santurce, 96-95, for their first victory of the season in 13 starts.
Emmanuel Mudiay scored 30 points off the bench to lead Quebradillas (1-12), followed by Thomas Robinson with 27 points and 14 rebounds.
Ángel Rodríguez (19 points), Jordan Howard (18), Ángel Matías (17) and Devon Collier (16) paced a balanced Santurce (5-7) attack that fell short.
Jezreel de Jesús led Ponce with 24 points in the Leones’ victory over Aguada on Sunday night.
